It's always my fault. >> Okay. Good evening everyone. We're going to call the March 3rd work session meeting um to order and we will start with the pledge of allegiance. I allegiance to the flag of the United States of America and to the republic for which it stands. One nation under God, indivisible, with liberty and justice for all. >> Okay, we will start with the audience of citizens and I see Mr. Laneir walking up so I will read the statement again. >> This [laughter] the meeting is being videotaped for community cable channels and streamed live. Individuals attending this meeting and intending to speak to the board should be aware that they are being videotaped. In order to meet the requirements of Pennsylvania Sunshine Law, it is necessary to record the names of all citizens who
speak to the board during the meeting. To assure compliance with this requirement, it is essential that those planning to address the board state their name and municipality. Members of the audience are asked to limit their questions and comments to three minutes. As a reminder, the audience of citizens portion of the meeting is being is designed for residents and taxpayers of the district to pro to provide comment and feedback on matters which are or may come before the board. It is not designed for debate or discussion with the board when appropriate. Individual school directors may choose to respond to public comment that has been made once the audience of citizen period has concluded or request that a member of the administration follow up with the speakers after the meeting. And this is in reference to board
policy 903. Good evening, Mr. Laneir. >> Good evening. Uh Jason Laneir Lansdale. Um just start off, I'm going to have to leave because that last meeting just droned on a little longer than expected. Uh and I was and then that guy at the end always talks a lot. Uh anyhow, um I'm talking about myself, not uh any in any event. I mean, I don't want to take anything away from your your ability to gab, but certainly I wasn't meanted as an insult. Well, that one was, but you know what I'm saying. Anyhow, um no I was wanted to to uh last time I came up here not today but before I mentioned that there was this disparity um in where our performers should be versus 10 years ago or 15 uh 11 years ago I
guess it's 2015 to no it's 2020 2015 to 2025 and how our proficiency rates are way down and the demographics on that you kind of have to tease out whether or not this dis uh disproportionality thing has gotten better or worse. And if and I the data I was using was from uh school level data, not district level data. And when you look at district level data, you can do an applesto apples comparison. So when we look at North Penn in 2015 versus North Penn district in 20 uh 25, again, our disparities in in the disparities in uh disproportionality have only increased. And so I'm looking at this as, you know, our the kids, we're paying a lot of money. We just talked about how much money we're paying for all these sorts of things,
but we're getting kids that seem to be less prepared on on on the granular or the aggregate. We're getting le kids that are less prepared. I don't know the solution to making that change, but I do think we're doing something that isn't correct. meaning there there's no reason that kids now can't be doing as well as kids in 2015. I mean that what's happening and I know there was a a COVID thing and that that rec that sort of accounts for at least from what I could find online roughly 10 points differential which is almost should be made up in this point by by three years later. So, what's going on with that? And why what do we need to do in order to get kids more kids, all kids more proficient? Because we're not
doing that. And that's that's that's really a concern. We're paying for this education and we're paying a lot for this education uh as res as residents and we should be getting really prepared students out of it. And I'll leave it there and I uh talk. Thank you. >> Thank you, Mr. Lineer. appreciate you coming out to our meetings. Okay, we're going to move on to our one item for work session this evening. I'm very excited for um this update on the high school renovation. Um would you like to intro it or are we ready? >> Yeah, I would be happy to. Um so our board directors, I did send you a draft of tonight's presentation on Friday. Um but I will drop the final presentation into board docs right now. I am pleased to share
uh who will be going first, Mr. Lynch. Is that correct? Okay. So, we have uh Mr. Jamie Lynch from CHA. He is represents our construction management firm. Then we have Mr. Devin Bradbury and and Eric Weiss from Shrader Group. Um so, pleased to introduce Mr. Lynch first and they're going to talk through phases one, two, and three of the high school project. Uh I do want to emphasize that phase one and phase two are well underway. They have been bid. They're going, they're just giving us updates. So, as much as I appreciate your feedback, um the the hay is in the barn. Okay. Phase three is what we're really talking about tonight and it's just kind of give you a preview of where we are. It's going to be a few years until that's actually
underway, but we're hoping to get that out bid and on the street sometime next year. So, with that, Mr. Lynch, take it away. >> Great. Thank you very much, Dr. Bower. Good evening, everyone. uh board administrators and also the North Penn uh public. We are pleased to be with you this evening and talk about what has really become a wow project and and we're excited uh to meet the new members who were on uh the board and get you acclimated with a project that we've been working on now for more than two years. At least I've been associated with it for about two years, but it started long before that, the expansion of uh North Penn. Um, and so in the interest of time and because we're we're pressured because we are the only agenda
item this evening, um, I've asked my two colleagues from Shrader Group, uh, Devon and Eric to join me at the podium and we are going to tag team this presentation because we are going to take you through, uh, all of the phases of the work and we'd love to be able to give you new board members a little bit of taste so that you understand um, the nature of the project. Uh before I do that, I just want to express our sincere appreciation to the district, to the board, administration, building leadership, the facilities department. Uh Mr. Slaughter who's here plays an enormous role. Uh his staff at uh the high school and across the district play an enormous role in what we do. And really most importantly are the students, parents, staff members who are
at the building. uh because our number one goal in this process is to maintain the educational process and keep educational first while we tear everything down and rebuild it around uh our students and staff. So, a big thank you to everyone who's been involved uh for all of their hard work and and their efforts and uh on any given day. It starts with the superintendent's run in the morning, it ends with many emails in the evening. things are pointed out to make this project um better each and every day. With uh with that, we will go through what is a very lengthy uh slide presentation. Um and we're going to try to go quickly but thoroughly. Um if we see a hand raised, we'll be happy to stop and answer questions. Otherwise, we're just going
to keep boring through. Um, I'm going to ask uh the architectural team to kind of frame this out as far as project goals and some of the things we've been trying to achieve before we jump into bid package one. >> So, as Devin makes his way to the mic, I do want to point out that Mr. Lynch definitely just called me out there that this does start. So, I often exercise on the high school campus in the morning at 5:00 a.m. and I will take pictures and send them to Jamie if I find a piece of steel on the ground that I think needs to be moved. So, it really does start at 5:00 a.m. and I'll text Bill like, "Somebody needs to move this before school starts." So, I appreciate that. [laughter] >> All
right. Thank you. So, uh we're going to reset a little bit and take you back to the beginning, which was when we established all these project goals for the uh for the project. Um first and foremost was to refresh all of the spaces. You all know how uh dire a need it was to to get things moving with this project um and creating some more modern uh next generation learning environments. We also know about the EPOD clog uh that was well documented throughout the process. So, one of the key points here was to improve circulation within the building and make the uh the travel to and from class a lot more efficient. And we think we've found a way to do that. Uh some other things, I won't read through all of them, but we
wanted to introduce daylight. We really liked the student involvement uh portion of it. We'll we'll talk about that in a second here. And just overall improving the mechanical, electrical, and plumbing systems that were uh severely outdated and really needed a refresh. Um so I don't do we just go to next slide or is that you? Okay. Uh so here's the student involvement. Uh you can see from the very beginning we had students involved. Uh a lot of it was the enact club. They've been a integral part of the team as we've been meeting with them since 2022. Um we've also the very first process was that uh design workshop in which the students were really present in that and you've seen videos of their participation uh throughout that process. We've also taken them to Corbett
uh the experience center to figure out what kind of furniture systems we want to use in the high school and we're continuing to work [clears throat] through that with the students uh moving forward. Uh they've they've also been very involved with graphics and branding efforts and will continue to do that as uh things start to arrive on site for installation. Uh next slide please. Uh there's just another highlight of some of the involvement to expect from the students. This is a long process and we will be meeting with them and and gathering their feedback throughout the entire construction process. Uh we have uh put these QR codes around the building as the phases continue to go through. So we're able to get some feedback live as we see it. We've used that for phase one
uh particularly to get some feedback on some of the graphics for phase one. Next slide please. Um sustainability was one of those uh goals to start with the project. This is just a a quick snapshot. Some of you have seen this slide before, but if we look just at a typical classroom, we're able to really uh pinpoint some data. We are reducing just a typical classroom about 50% uh energy reduction. How do we do that? We do that by replacing windows, increasing insulation in the walls, increasing the roof insulation, having things like LED lighting, and then just a revamp of all the HBAC systems really does a great job. And you can see the data 50% reduction. And that's pretty incredible for uh just doing a renovation project here. Next slide, please. So, um most
of you are familiar with the project, but overall, if you look at the site plan, you can see some of the changes. Uh we are, as you know, moving the transportation center. So, we're building a new transportation center in that orange space, and I'll try to use the the laser here for some of you to see. Um that's up in that uh above where your current transportation center is. Um, we are adding uh multi-purpose fields up in the WNPV site. So, you'll have a a brand new uh playing field surface up there. Currently, there are trailers up there uh for construction, but at the end of the day, you'll have playing fields with one remaining cell or cell tower will remain and one remaining radio station tower up there. Uh we're also um adding uh
tennis courts so that you can have a full um uh I guess performance there. and then reorienting the band playing field or marching band field. Uh because we're adding the tennis courts over in that that area. We're also adding additional parking south of the transportation center and up in the uh NP WMPV uh radio station site. Um and then doing uh multiple other improvements, Milan overlay throughout the site. Um and some other ancillary pieces in the orange at the building. And we'll get into this in a second, but that's the building additions that you can see um where the uh we're connecting some of the pods. Next slide, please. This gives you a little bit better picture of the actual building addition. So those areas in red, if you look at the plan on the
bottom right, that kind of is the same orientation you just saw on the site plan. So you can see we are connecting a pod to HP pod with this addition. That's part of phase two which is under construction. Uh we are connecting C pod to FP pod which is the performing arts additions. Excited about that. And you'll see no more spaceship on the site. So JPOD is gone and we're making some athletic improvements there. Next slide please. Uh this just highlights in plan view those additions. So you can see what's happening at the Apod connection. Uh there's a brand new entry there. New lobby space. uh some a two-story classroom wing that's connected. Uh there's also you can see the J-pod additions, those are mostly athletics and the uh C to F-pod additions are performing
arts. And there's the second floor. You can go straight to the next one. Um we talked about the circulation and the improvement here. This slide kind of shows it really well. Um, you can see that with the addition of the A- pod to H pod connections and even to a lesser extent the C pod to F-pod connections, we're able to really improve the circulation around this campus. Um, before A-pod was kind of an isolated island, cpod to a little bit of an extent. Now you're able to find different pathways around the school so that they don't all have to go through that bridge uh from F to E pod. Um, so we're able to come in through the main entrance and go down through the athletics to get to Apod or you're able to go
up a main stair that we're uh adding to the F-Pod at the auditorium to get to the second floor earlier in the process so you don't have to go through the school to get up. Um, and we're just generally connecting things. We're not able to increase the size of corridors as much. So these added pathways are really critical to improving circulation. And the other thing to note is with phase three, which we'll get to, we are blowing through where the auditorium is to connect into the courtyard so that students have the ability to use the courtyard better as a circulation path to get to other other parts of the building. >> Just because I think that's going to be a headline. We're going through the main office, not the auditorium. >> Sorry, through the main
office. >> We are not going through the auditorium with the hallway. >> Thank you. >> Yeah. Yeah. >> Uh, next slide, please. and I'll pass it over to Jamie for some updates. >> Great. So, after a fantastic design effort and a lot of work to figure out the educational program, then there was one remaining question. How do we do this? Um and um as one of the goals uh the board had asked for quick action and quick action resulted in the scope of work in bid package uh package one which essentially includes Kod the threetory K pod and also LPOD otherwise known as the natiatorum uh and that was the first bid package that was bid and one of the reasons it was bid first is because we didn't have to go through land development
we could go in and immediately start performing uh renovations in the space. Uh so that notice to proceed was issued about this time uh a year ago and we are now uh probably more than 70% spent on that cost of $10 million. We have gotten through uh the third floor of Cape Pod and the natiatorum. And we got through a very um interesting summer last summer which really set the stage for the success of site work in the upcoming bid package 2. We had to do a good amount of work around the site to get the site ready for construction. And so that was really the purpose of bid package one. In addition, bid package one had the thoughtfulness included in it to understand that as we go around and renovate the the building, we're
going to be down classrooms. And so you'll see and uh my friends on the facilities committee will appreciate new forms of Gant chart that I will show share with you this evening um as to how the renovation is not necessarily dictated based on what we have to do for construction but more importantly based on how many classrooms have to be available for the educational process at any one time. Again education first and construction second. So, so far bid package one is on schedule. Uh we're about to turn over the second floor of KOD during uh spring break, move down to the first floor, and then this summer will wrap up. We'll be done at the end of summer. If we go to the next slide, just a couple of highlights. Um here for all of
the the Gant chart enthusiasts is um a part of a larger spreadsheet that we worked on as we were planning the project to identify classroom availability throughout construction. And right away it's very easy to understand that when we take away the third floor of Cape Cod, we are down some 15 classrooms. And so immediately in our first phase and over the summer, the trick was to build temporary classrooms. And if you've toured the school, you see some very interesting locations in which classrooms have been built. And thanks to the creativity of Shrader Group, we have some classrooms that are quite fantastic in the way that they're arranged and have been working very well. And so phase one looks like this from a schedule standpoint. And we count the classrooms that are available as we go
through. This is pretty easy, pretty straightforward. Bid package two is where this gets really complex. So, let's move ahead. And those temporary classrooms look great. We converted uh large group spaces. We converted uh portions of the library. We converted portions of the senior calf and we even converted portions of the lower level of the auditorium into classroom spaces. Um, so this has been uh a real exercise that took all of our summer time last year and has worked out well so far. If we move ahead, also last summer we did a lot of work in bid package one to prepare the site. That meant relocating the propane fueling station for the buses to the front of the building. It included the installation of two new water meter pits that serve the campus. uh and it
also included work uh on the electrical system around the campus. So uh very strategic uh very uh scheduled driven activities uh to get done last summer in anticipation of the next bid package. Okay, next one. And we went ahead and started working on Kod. So it started from the very top down with a new roof. Um the interiors were gutted. We started on the third floor and we're working our way down. New windows are being provided, new HVAC, new plumbing systems and the like uh in the third story classroom wing. Um the interesting thing here is once again with an occupied building, we had to figure out how to get construction men and materials into the building. And over on the right hand side, you see the lift that's uh lifting material into the third
floor. We remove sections of the curtain wall and that's how we get the materials into the building. And then we have one extra stairway in Cape Cod that we cordon off with barriers so that we separate construction personnel from student personnel. So very intricate method and we change that barrier system as we go down through the building. Next slide please. Oh and we did something with the pool. Um, so the pool has come together, uh, fortunately, uh, uh, right in the nick of time, finished. Uh, I'm sure that you've seen it. Um, it's been quite a transition as far as the pool system, the architectural space, uh, the lighting, uh, the HVAC, uh, and we're still wrapping up punch list items and and just making this to be a really fantastic space, this and the
locker rooms. So that was a big accomplishment at the end of November last year. Third floor bid package one completed uh about the same time as the natiatorum. Uh new classrooms primarily science classrooms on the third floor and that uh this is the phase that takes the longest because of all of the casework the countertops and the specialties associated with it. Another highlight is actually the corridor space which is now a gathering space uh for students places where they can sit, they can accomplish work, they can meet with their friends uh and collaborate together. And it was a real fun day to open this up to your students who walked in. And uh some of the comments included, "Boy, it looks like a university setting." So um I think it's worked out well and and
uh this is just a precursor of things to come through the rest of the building. We hope. Uh, so we are moving our way down in the building. As I mentioned, spring break brings the second floor and then we'll go to the first floor. The office suite that is there will remain until school lets out in uh the late spring. And then this summer we'll renovate that last bit of office and also the nurses suite over the summer. And that will wrap up bid package one. One more slide of the office there. Okay, bid package two. So, bid [clears throat] package two includes all of the independent pods, if you let me call them that, A, B, C, DE, uh, uh, around the courtyard. Um, and the reason that we're moving in this direction is
because each of those pods has a central mechanical plant and that allows us to go from pod to pod replacing the plant while maintaining the operation of the existing central plant for the entire building. So it was a natural way to complete phasing. The dates that are identified uh there are our new milestone dates um which are very close to the existing dates. And I say very close because unfortunately our notice to proceed in bid package 2 was delayed as a result of the permitting process on the project. So instead of getting a August to September start, we ended up getting our permits and approval on the 27th of December and really work started in haste. um right when the snow started to fly, well really after the snow started to fly um in January.
And so I've got those dates identified here in red because we've got our work cut out for us as far as continuing along and meeting our milestones. But in the phasing, we have a couple of tricks up our sleeve that will hopefully help us. I say hopefully. Uh a lot of work yet to go. We are just scratching the surface on bid package 2. As you know, we're just out of the ground here in January. You see that total cost of 129 million and change. So, there's a lot to go. We've got included in this bid package abatement removal, excuse me, abatement work by a contractor who's a fifth contractor on the job. And then one other thing that we've done to expedite work is the district purchased a good deal of long lead electrical
equipment. And a lot of that equipment has been delivered and that has really been the bane of our existence on past projects in the postcoid era if you will. And so thanks to the specialty experience that the district has, Mr. Slaughter has, we worked with the design team and a lot of that equipment is here and we're able to really work with it instead of waiting for it. Okay, if we go to the next slide, this is where things get interesting with respect to uh classrooms. And I know you can't read this from your seat. You'll have to enlarge it on your on your laptops, but this is the large spreadsheet that really tracks um how many classrooms we have left. Thanks for the enlargement. Um and if I could use the pointer, your question
to me would be what is the impact Jamie of the delay uh from uh our start date? And very very simply, let me make sure I can use this. There it is. Very simply, we basically push the start date about four months. And so in plugging that into this spreadsheet and understanding where we have classroom issues, all I need you to do is see that there's the gray color on the chart that res represents the delay that we had and it pushes these two phases which are apod apod addition and apod renovation outward. And I've extended those two pods by the same number of days. And what happens is that in the fall of 26 and in the fall of 27, the impact is right now that we have more classrooms that are unavailable than
we had without the delay. And so that number green means good. Green means we got plenty of classrooms. You can see the green here and the green here. The number on that chart in the fall I believe is a minus 10 in both of the falls. And so we're down 10 classrooms. And so the work that I believe is necessary now is some creativeness on the part of us working with the school district to understand how we can arrest minus 10 classrooms. Probably has a lot to do with scheduling. Um and so if we need to do something there, that' be great. if we need to do something in the renovation where we leave a couple of classrooms available, that's where we'll go. So, that's where we're working on now. The rest of the dates
hold and that's because we start this summer in renovation of APOD and so we'll have A-Pod addition under construction and APOD renovation going on. And that's where we're get we get, you know, we start to get really tight. And so that's what the team is going to be working on now in the fall. What if anything is the impact and what can we do to arrest the impact of the delay? More than happy to answer lots of questions on this um as they as they come in, but we'll update you when the solution is plugged. Okay, if we can go to the next Great. So, bid package two, just a graphic representation. You see Apod to the upper left, BP pod, C pod lower right, and D and E pod. That's what we're talking about.
And the next slide begins a series of images that I'll hand over to Devon. Thanks. >> Thank you. Uh there's a lot of exciting stuff happening in bid package 2. So uh we'll get through these. The next these two two slides really show what the A-pod edition are going to look like. So in this image you can see the existing APOD is over on the left. You can see H pod way over on the right in the in the background. This is the new entry and we're basically standing in between the um stadium and the transportation center looking at the at the building here. So you can see what what a presence it is coming from uh someone that would be at the athletics coming into the building from the side. Um if you go
to the next one, you'll see a little bit of a plaza that's created. It's got a little bit more life to it. Uh this is really your entry in from the athletics from the stadium uh coming into the building. So you can see what a nice uh entry it is for anyone visiting for athletics. Next slide, please. Uh this is a a photo that I believe was from a week ago. So the site work is well underway. The courtyard is cleared. The grading is going on. Um I think you said foundations are actually uh underway for the Apot edition. So progress is happening. You can see a lot of of uh activity over on the site now. Uh this is the last time you'll see it where it's not connected. So um very exciting. Uh
just a couple images. This is the new uh entry lobby coming in from uh the outside. Uh over on the left would connect you to APOD. So you can see it's a two-story classroom edition. Mostly arts in this area in particular. Uh there is a nice grand staircase to get you up to the second floor. If you're coming in here, can go right upstairs. Uh in the background, you can kind of see the connection to the courtyard. So you can see how students would be able to travel in and out of the space. And then over to the right would be access to the athletics. Uh this is A33. You'd also have the same thing in C39. These were really trying to take what you see in the bottom left is your existing I'd say
uh lecture hall style space that is very inflexible and we're trying to make that next generation uh learning environment here. This is going to be a hub of activity for both APOD and CPOD. You can see based on what the students are doing on the third floor of Cape Pod now, they're utilizing every space they can to to do some collaboration. This is going to be a great uh activity space for them. Uh it's multi multi-use. The other great thing we did here is remove the walls on two of the the back wall and the sidewall here. So, you're no longer going down these narrow corridors. Now, you walk into the space and you have a lot more open feeling to it. So it really uh improves circulation as well. Uh this one is a
simple renovation of science labs. This is in particular uh in CPOD will look very similar to what we just did uh in phase one. But what a difference uh a simple refresh does to spaces that you have in the in an existing school. Dining commons. We're really trying to bring that higher ed uh theory down to the high school level. So you're going to see more of a commons uh type of environment down here. It's a lot more efficient use of space. Before we kind of had a horseshoe of different areas that the students could eat. Now it's going to feel a lot more uh complete, more more like a commons. And obviously the serving area is going to be vastly improved. Library uh less of a reconfiguration. There are some really exciting elements, but
uh obviously this space needs a real refresh. are going to be seeing a complete renovation of the space with some very exciting different areas like um some uh podcast studios and things like that in there. And lastly, the wayfinding is critical in this building. Uh just a simple thing like putting some signage up to identify the different pods and help locate uh different directions to classrooms is going to go a long way in just helping to um create that travel through the building since it's such a large high school. And we'll talk about Bidpec 2A. >> Quick question on the library as you all are transitioning. There are there's a a central staircase that takes you from one level to the other and if I remember correctly there is a ramp that exists in that
space. Is that staying in place or is that moving? >> The ramp there is still a ramp. So ADA access is still uh in the generally the same location. >> Thank you. >> Um a question regarding um the wayinding. So I it's interesting that you know given this day and age where we could put a you know QR code somewhere and just give people direction to is are we thinking about forwardlooking simple solutions like that rather maybe in addition to but you know it would be good to >> yeah that's a great question there there are going to be digital signage so there's monitors in each of those areas to help um do a little bit more modern uh take on some of the signage Okay. All right. Thank you. >> Sure. >> Great. Bid
package 2A is the reconstructed transportation building and uh we are about to get started with foundations on that building. The f the stone pad was constructed has been constructed under bid package 2. And this project is unique because we use the same process that the district did for its health service center and this has been done on the Gordian contract. And so we have one contractor building this entire uh building under that Gordian contract. Uh the dates are identified there. We'll be taking about a year to put that together. Um this time uh in 27 we'll be looking at completion and moving from the old to the new and we have to do that before the summer of 27 because we have to abate demolish pave and get a fueling station in for the new
transportation building all over the summer while the buses aren't running. Easy, right? Um, so, um, this has been all phased out and, uh, we're excited to get started and get that building, uh, rolling. Uh, total cost 10,570. And for those of you who are tracking, that's total hard cost and soft cost. I've got a cost summary at the end of the presentation to share. So, if you head to the next, uh, this building contains bays for the bus, mechanical work. It contains a pullth through wash uh, bay for buses. It includes storage for all things related to transportation and all things related to building maintenance. It provides uh areas for bus drivers and a common room for them. It provides areas for bus mechanics and has really been uh well thought out with the entire
team. It also includes a mezzanine storage area. This is a pre-engineered metal building uh as well and so the exterior is uh metal clad. I think we have an image on the next slide. [clears throat] Very exciting, right? Um, if we go back one slide here, I don't have to uh worry about classroom space. I just need to get the job done in order to get the team in and ready to go for the following summer where we abate. Um, if we go to the next slide in the image, this is where it really comes home. You can see behind the existing transportation to the uh upper right, the uh area has been uh prepped. There's now a stone pad on that area. So, the new building sits right at that location. And when it's
done, we move in and then we have to take the old building down that becomes parking. Incidentally, to the uh to the left hand side of the existing transportation building, there's a big hole in the ground if you've gone back there. Right now, that's a temporary sediment basin in compliance with ENS measures. Eventually, it will be a complete underground storm water storage system and there'll be a parking lot on top of it. So, that's one area in which we're expanding parking across the site. Next slide, please. [clears throat] Okay, on to bid package three. We have not started bid package 3 yet, but it has really gotten to the point where it's 90% designed, and we're a long way from allowing contractors uh to be able to have the time to get in and start
working on that bid package. It includes the performing arts center, otherwise known as uh uh pod F, if you will, which includes the auditorium. It also includes the athletics facilities, which is also JPOD. And then also it has in it uh uh some of the uh industrial arts classrooms and the auxiliary gym. And so what we have to do is wait until we finish the DE renovation where we give classrooms back in order to start taking classrooms once again. And that doesn't happen until 2029 per the bid package 2 schedule. But the way we're phasing this is one of the first things we can do is go after JPOD and perform demo there beginning in the summer. Art that's in JPOD now is relocated to APOD which will be constructed by then and that's the
way we get a head start on bid package three. Uh that package that package is currently being finalized. We're doing last uh efforts as far as constructibility review and cost estimating. Um, and this is the one that requires the replacement of the building central HVAC plant. So that means we'll be going in and taking out equipment, but we'll also be replacing the hydronic piping that runs above the ceiling throughout the building. So a different type of renovation, a different type of phasing, um, will also require both day and night work. And the last thing as we exit the building in bid package three and return the entire building to the student body is we'd be removing those last temporary classrooms that exist throughout the building. Total cost right now estimated at uh just over $89
million for bid package 3. Again, a similar slide that identifies our our count of classrooms here at this point, assuming D and E gets done at the same time. No impact, no change on the schedule here. Um, again, this is a long way off. A lot of things happen between now and then, but we've got it uh planned out and put together um in order for us to have success and finish this project uh at the end of 2030. At this point with that, I think I'm turning over to Eric now who's going to walk through bid package. Thank you, Jamie. Yes. So, as he mentioned, the Bitpack 3 covers basically the rest of the building. Um, so working through F, G, H, and J pods. Um, so some of these spaces include the FCS
labs, the tech labs, and the health classrooms. Um, the whole performing arts wing. Um, we'll take a look at some of the images there. If you jump to the next slide, the athletics areas, so the gyms, the wrestling rooms, all the training rooms, locker rooms, we'll also be hitting the main concourse and the main entry lobby. Um, as well as the AON up at the front of the building. Next slide. Uh, so looking at some of the FCS labs on the second floor of FPOD. Um, and these upgrades are going to be typical for both the textile and cooking labs, but upgrades include accessibility improvements, so the workstations are um, available to students of all needs. um circulation improvements throughout the spaces, uh improved equipment, upgraded equipment in these rooms, and additional opportunities for demonstration
and display in those areas. Next slide. Um this before and after is a little unfair because it's not the same exact space, but the uh the band room shown here is actually part of that new CF edition. Uh the inset photos there is the existing band room, which will be infilled and leveled out. Um one of the challenges with that space now is that it's not accessible. Um, so we're able to provide an accessible space to rightsize it for the growing population of students that use this space, um, as well as volutrically improve it, um, to enhance the acoustic performance of the space, um, and treat it. So, it's a really outstanding room for the performing arts students. Um, in the auditorium, some of the upgrades here include a new AV system, so really improving
the sound and lighting controls in that area. um accessibility improvements like wheelchair accessible spaces throughout um a guardrail that isn't a fall hazard on the balcony um as well as some guardrails up in that space some house mixing stations um just providing a really modern performing arts center for the students in the auditorium lobby um as Devon mentioned earlier some of the improvements here when we're looking at circulation you can see that stair to the right there's an existing stair there now that is underutilized but the thought here was that we open this up and make it a little bit more visible to students passing through before they hit that EPOD clog. It might invite them to come up to the second floor sooner and alleviate some of the congestion there on the first floor.
As well as if you look straight ahead, um, currently that's the main office area which is going to be opened up and directly connected to the courtyard. So, if you go back to that image that we saw earlier of the A-pot edition lobby and the view out into the courtyard there, that is directly across from this view here. So, you can have that direct um, connection through the courtyard into the A pod edition. This is um looking back through JPod. So if you kind of place yourself in that uh existing photo on the left, the to the left in that image is existing J-pod. So JPOD will be demolished. Um we looked at so all the arts rooms are going into the A-pod edition. Um and we looked at putting the fitness center in that
existing J-pod because it's currently inaccessible um in the fitness loft above the gym. Um raise your hand if you have a circular room in your house. probably not um not a very efficient use of space. Um so we were able to kind of rightsize that fitness center at a reduced square footage but a more efficient use of space with a new addition in that area. Um this also allowed us to widen the corridor between the um auditorium and gym lobbies. So really creating this nice centralized connection space not just for circulation but for gathering. There's a centralized concession stand that can serve both performing arts and athletics. Um, and just really creating more of a community hub rather than just a pass through between those two lobby spaces. >> Eric, am I right that those
pillars in that image are the wall correct in the So look how much wider that hallway is. This is the hallway that connects the auditorium to the gym. >> Um, so that is way bigger and that's a high congestion point. Yeah. So, >> and really great opportunities for display and just, you know, student engagement and school spirit through that area. So, it'll be a really really nice uh centralized space for those performing arts and athletics areas. Go to the next one. Uh in the gym lobby, um we opened this space up, removed a couple smaller, underutilized rooms in this space to provide a more open feel for um spill out out of the gymnasium lobby. A lot of the student feedback we heard was that this is a really popular gathering area for students, you
know, after school, before practice, after games, things like that. Um, so trying to provide some of the similar things you saw in K-Pod, you know, small group gathering areas, um, spaces for display. So, you know, if students are waiting for practice, they could watch a game that's being cast um on some of the display areas. Um, looking at opportunities for, you know, history walls and and kind of Hall of Fame type displays to um, capture some of the history of the the success of the athletics department in the past. And I think I'll hand it over to Jamie for bid pack four. We're rolling right through them. Eric, remind me to come to take you to the next presentation because you talk fast. I think that's what we need. [laughter] Bidpack 4 rounds out the
project and it essentially is comprised of the reconstruction of the front parking lot. Um, and that has a number of components to it. Um, uh, obviously paving. If you've been out there, you know that the paving is in difficult condition, if you will. Um during design uh a good amount of survey was done on the underground storm water pipes and we have a number of pipes that are in very poor condition if not collapsed. So that's included site lighting across that large uh parking lot and landscaping as we beat the heck out of this parking lot over all of these years of renovation at the end. Uh certainly there'll be a significant um portion of it that needs to be replaced and for that matter we saved it until the end. Um, we will be
bidding it probably in 2029. Um, and I think that we're going to look at two summers. Whether we go one year earlier, um, depending on how the work goes remains to be seen. Um, but we might take a bid alternate in order to split this work into two summers just because of the nature of it and how much can actually be done in the summer. We want to make sure that with everything we haven't bid yet, we're using everything in our power to take learning opportunities from what we have done and make sure we incorporate them in the later phases um so that we do uh a really good job of being smart with uh every single dollar that's spent. Next slide. I make it uh really hard to read uh because this has everything
to do with the budget. [clears throat] Um, so I'll let you zero in on this and this is the summary of Thank you. um, all of the individual budget spreadsheets for each of the projects. And this is something that I have shared with the board as we've gone through the project and [clears throat] everyone wants to go right to the red cell that says the total cost amount which you see in here as 264 387 and change. And you might say, Jamie, 260 was our number, if not 259. Yes, that's absolutely true. And I want to share with you this as a snapshot in where we are right now with total cost. And why I say snapshot is because each of the budgets for each of the phases contains construction contingency and material allowances in
the contract. And so in summing those up, I've got this small table at the bottom, and all you need to do is go to the right and the bottom, and there's $5 million in material allowances in these contracts. And also up here about above our budget, there's $13 million in construction contingency. So in that 264, there's roughly $18 million of what we'll call contingency. It's just something to help everybody feel pretty good about where we are on bid package one which was 301 million and change. We are headed into the home stretch and again I'll knock on real wood um that we're sitting on a construction contingency larger than the 800,000 that we had when we started the project and we're still with $751,000 and change in allowances. What happens if we don't use that
by the time we get to the end of summer? It comes back to the district and it can go forward forward to other portions of the project or wherever you so choose. And the same happens as we th roll through the entire job. Also, in keeping that 264 million in context, one thing that we have contemplated for the job, and I've put a line item in here, is solar. And we had anticipated including about $2 million for solar for the array that's been planned for the building. And we're working right now on a how that will be implemented and b how it might be the cost might be offset in the form of a grant. There is a solar for schools grant that I know that the district has applied for once. We'll try again
and see where we are. So that is a work in progress as exactly how solar will be implemented here. And on the road directly below that I've got a a row for grants. Um and there are at least two grants in addition to the solar for schools grant that the district is contemplating. One is the rack P grant for which there was an itemization in the state budget and that's something that the district can still pursue. The other is a transportation grant related to the improvements in the highway um in the right ofway at Sumntown. And so both of those are very viable things for the district to pursue and hopefully would offset the cost. A lot of numbers here. We've gone through it a number of times. There's a a much more detailed budget
for each of the bid packages that we track um very vigorously. Um, and this is the best way I can share with you how I sum it up as to where we are at this point in time. I believe that that's the last slide and so I know that there must be some questions. Thank you very much. [clears throat] >> Okay, Mr. Bell, I think we saw you first. >> Sorry, just on that last slide, if you could go back just one, the thoroughess is incredible. I I shared this with Bill, but your work to get this level of precision in planning, thinking about classrooms first is the most critical. So, thank you for making that a huge priority. Um, thinking about these costs, when you're looking at these, are these right now costs or
are there built-in escalators over the next 5 years considering rapid increase? >> Great question. An escalation was built in as we uh were looking at these. Yes. >> Great. Thank you. Any other questions? Um, I just had a question about um at what part in the different bid packages and maybe it's depending on where the renovation is happening, but um enhancing like elevator access. >> So, uh we have an elevator that's in de pod, right? And that's being renovated in bid package uh 2. And we have a new elevator that's in the APOD edition. So that's coming up. Foundations are being set for that elevator pit um in the very near future. >> Thank you. >> Yes. So that would make three. >> Yes. >> There's one in KOD, there's one in Epod right by
the IMC, and then this new one back in APOD, >> which it it will be nice to have one in the front, one in the middle, one in the back. So [snorts] >> And so the C the one in Cape Cod will be done first. It's done and available right now. It's the existing elevator. >> Okay. Um question about bid pack 4 and you mentioned solar and so the within the parking lot new lighting is going in. >> Is there a consideration to be able to make that solar lighting? Is that a possibility for us to consider or is it being considered? >> It is a possibility for consideration. Yes. Is it a great consideration based on the technology associated with solar parking lot lights? Let's say that needs to be determined. Understood. >> And
I would invite all of you to take a look at any parking lot that you go to that might have solar lights and exactly how long they remain illuminated in the evening for late events. If the technology is there, by all means, I think the design team would consider it. But this is why you don't see those types of lights more regularly in parking lots. >> Perfect. And then with the need for classroom space, Mr. Slaughter, will that be something that we'll continue to moni monitor through FNO? Okay. >> Absolutely. >> Okay. Perfect. Thank you. >> Every day. >> There's also um there are some from a scheduling standpoint, there's some things that can be done. Um, it might require us to schedule more like a university at times during this where teachers don't have
classrooms anymore or some sections of where you go and use a classroom and then you go out, right? Like a university professor. It's not your space. Um, we might need to do that for a period of time. [snorts] >> Okay. Creative, but one that might require some onboarding and support for everyone. Okay. Okay. Perfect. Any other comments or questions? Okay. I understand that this has been a very long evening but a really important presentation. So, thank you so much um for coming out. Thank you for sharing an update. Um I do think it's important for us to remember that this is a very long phase. Dr. Bower and I were just speaking about how when we first started this 2030 seemed like an eternity. This really is moving forward at a very nice pace. But
at the same time, I think with our community and especially those that are working within the high school, this we're in this for the long haul. This is a long and very difficult effort. And I I think as if I look back at the NAP renovation, there were times when the planning process, people started to think, oh my gosh, this is never going to happen. So, I think it's really important for us to continue to give these updates, continue to share with the community progress that's being made, how this is being phased. um we can develop um project fatigue and um I think it's important that we kind of keep our eyes on the prize and and looking at um this in a phased effort. So, thank you for that. Um and thank you for
coming out this evening. Um that is our only item on the agenda. Um do I have a motion and a second to adjourn the meeting? >> Okay, perfect. Meeting adjourned. Thank you for a a great one. Thank you.
