001[laughter] I was He's talking. Good evening, ladies and gentlemen. I want to welcome you to the January 22nd, 2026 action agenda. And we'll start with a video, I believe. [music] Hello and welcome to this North Penn news update for January 2026. Earlier this year, Superintendent Dr. Todd Bower recognized Mr. Fred Iran from Walton Farm Elementary School and Dr. Marjorie Die from Pendell Middle School has 2025 4E award recipients. Throughout December, four more outstanding staff members joined that list. First up is our award winner for exceeding expectations. Donna McConna, administrative assistant at Penrook Middle School. Penrook principal Dr. Nick Taylor put it best. Donna McConna is the backbone of our school. Her contributions to operationalizing Penrook far exceed expectations. It is an absolute honor to work with her. He makes me a better building leader and
002a better person. Next, Dr. Bowerer interrupted the educational services center holiday lunchon with a surprise that Ben Potser from district facilities will never forget. Ben received the four E's award for exceeding expectations. A driven employee, a team player, and a natural leader. Ben is highly organized, always ready to help, and has done behindthe-scenes work in every single building across the district. That same day, Dr. Bower traveled to Gwennet Square Elementary School to surprise autistic support teacher, Miss Alexa Merrill. Ms. Merryill elevates learning at every level and has built an incredible rapport with students, staff, administrators, and families throughout the Gwennet Square community. Our final four E award winner was surprised during a unified physical education class at North Penn High School. Miss Sida Mesa has served as a paraprofessional at North Penn for 17 years.
003She ensures belonging at the heart of everything she does, working tirelessly to build bridges between students and the community so everyone can learn together. Congratulations to all of our 2025 4E award recipients. North Penn High School hosted the Snowball, a Stranger Things themed winter dance. The lobby was transformed into the upside down complete with a full-size demogorgan designed and built by our technology education students. January has been a month filled with music. The North Penn High School Coral Festival brought together more than 500 singers for a standing room only performance. The Circle of Life finale earned a full house standing ovation. Monday was Martin Luther King Jr. Day. Schools across the district honored his legacy through service. At Gwennet Square, students work together to create supply lists for Code Blue shelters, providing critical support for
004members of our community in need. And if you've noticed what looks like the surface at Mars at North Penn High School, don't worry. Our science department hasn't launched a space program. What you're seeing is the start of major site work to prepare for the next couple phases of our high school project, including the new transportation center, a dedicated construction staging area, and the APOD edition. This works another important milestone in the long-term improvement of the North Penn High School campus. From planning to execution, milestone after milestone continues to stay on target, keeping this project moving forward as scheduled. January is also board of school directors recognition month. We thank each and every one of our school board members for their dedication, leadership, and countless [music] volunteer hours spent shaping policy, supporting students, and guiding the
005future of the North Penn School District. Their commitment helps ensure that every decision centers on what matters most, our students. Thank you to each and every one of you. From our award-winning staff to unforgettable student experiences, January has been a powerful reminder of what makes North Penn such a special place to learn, work, and grow. That's it for this North Penn news updates. And as always, catch these stories and more on North Penn's YouTube channel at youtube.com/nptv. Welcome to our regularly scheduled action meeting. This meeting is being videotaped for community cable channels and streamed live. Individuals attending this meeting and intending to speak to the board should be aware that they are being videotaped. In order to meet the requirements of Pennsylvania Sunshine Law, it is necessary to record the names of all citizens who
006speak to the board during the meeting. To assure compliance with this requirement, it is essential that those planning to address the board state their name and municipality. Members of the audience will limit their questions and comments to three minutes. And now, please stand for the pledge of allegiance to the flag of our country. I pledge allegiance to the flag of the United States of America and to the republic for which it stands, one nation under God, indivisible, with liberty and justice for all. Okay, good evening everyone. Uh, first I certainly want to start with a thank you to Mr. Gilmer and his team at North Penn Television for another wonderful news update. And next, I'd like to offer a few words in recognition of uh school board member or director appreciation month. Um, so good
007evening everyone. You have may have noticed on your way in this evening that we had North Pen High School Chamber Strings Select Quartet this evening as you entered the ESC. I want to take a moment to thank these talented musicians, Caitlyn. Wave. There we go. Caitlyn, George, Mia, and Alex who joined us to help celebrate schoolboard recognition recognition month and their director who couldn't be here this evening, uh, Miss Santaneloo. Thank you guys for being here tonight. [applause] And now, because I'm sure you're all taking 15 AP classes and all those things, feel free to get out of here and go do homework. So, thanks for being here. We appreciate you. >> Thank you guys. [clears throat] We hold school board recognition month every January to express our sincere appreciation for the dedicated individuals who
008serve on the North Penn School District board of directors. Serving on a school board is a significant commitment. Our board members devote countless hours to reviewing complex information, asking thoughtful questions, engaging in difficult conversations, and making decisions that shape the future of our district. They do this work as volunteers, not for recognition or compensation, because they believe deeply in public education and the students that we all serve together. Their role requires both long-term vision and genuine commitment to the people behind every decision. Schoolboard members help set the direction for the district while keeping students at the center of their work. Through their leadership, they help provide every child in Northbend education grounded in our four E. one that ensures belonging, elevates learning, engages our community, and exceeds it exceeds, excuse me, expectations for all. This
009year, we're especially grateful to welcome our five new school directors. Stepping into this role requires dedication and a willingness to learn quickly, and we appreciate the fresh perspectives and energy that you all bring to the board. As a small token of our appreciation, we're pleased to present each of our school board members with a certificate in recognition of their service, commitment, and countless contributions to the district. I also want to thank Oak Park Elementary School students uh and their staff who provided us with thank you cards, magnets, and handmade name plates this evening. While no gesture can fully reflect the impact of your work, we hope everything you find at your seat tonight serves as a simple reminder and a heartfelt thank you. On behalf of the entire North Pen community, thank you to all
010of you uh for your leadership, your commitment, and your unwavering focus on the success and well-being of every single student. So, thank you. >> [applause] >> And with that, um, I do feel compelled to share that you may notice our board president and vice president are not here this evening. Um, and I did sign their excuse notes. So, uh, Mrs. Ramage's daughter is a senior on North Penn High School swim team and they have senior night and Mrs. Rdnick's daughter is a senior on the girls soccer team and they have their senior banquet. Uh so both of them are not here tonight and actually our board policy dictates that when the president isn't here, the vice president presides over the meeting. When the vice president is isn't here, we have to elect a president pro
011tempor. So with that, Mr. McBain, can you please lead us in electing a temporary president? >> Yes, [laughter] we skip the audience. >> Oh, we got to do that, too. Yeah. All right. So, let's do that first. Okay. >> Well, thank you very much. On behalf of the entire board, I want to say I know we all feel the same way. It's an absolute honor to serve this community. um and we we feel extremely lucky to do so and that informs uh all of our actions and our decisions and uh we're just very thankful to have this team of administrators to work with as well. So, thank you all very much. It means a lot. Uh and with that, it's time for our audience of citizens. I believe the rules and requirements have been read
012already. So, if we have anybody in the audience that would like to make public comment, now's the time. [laughter] >> Good evening, Mr. Laneir. >> Good evening. I was trying to be polite to anybody who might else uh anybody else who might want to stand up here. Uh Jason Lair Lansdale. Um I w I was going through the um agenda for today's meeting and I see in the in the personnel change that uh Dr. Hart's changing her position in the equity is dropping out of her title. And I thought, hey, all this education equity that I've been getting up here and ranting about saying that it's been more detrimental than beneficial, you guys took notice. And I'm not sure if that's true, if I'm if I'm just trying to take a victory lap where it's
013not needed, but I just want to kind of review the statistics on this and and the new board members, you guys should be really interested in in the precipitous drop in proficiencies and using the Keystone exams as sort of the the measure here. So, we're not talking about the middle schoolers, which it's a whole different can of worms. you know, there's a lot of personality in the uh middle school, but we're we're talking about high schoolers here preparing for for university. And back in 2015, [clears throat] if we just look at, you know, the categories were broken in basically two groups. You had all students and then you had historically underperforming. And in the all students, they were 91% efficiency back in 2015. And the historically underperforming was at 97%. So underperforming kids were at
01497% proficiency in 2015. And you can do the math there and you can figure out that the kids that weren't not historically underperforming were at a 97% proficiency. We fast forward that to and we have a 50% proficiency with all students. So, we've gone from a 91% proficiency to a 90 or 50% proficiency. That how has this been better by doing this this this education equity where we're trying to serve all kids and make them more successful is the the the approximate wording of what the education equity is supposed to do. Kids are doing not as well as they used to be doing. So what is it what we were doing in 2015 that we aren't doing now which is which is allowing kids to to go on graduate from high school with with lower
015you know and aggra less proficient than the kids 15 years ago or 10 years ago rather what are we doing wrong and we can look at that was just math we can look at at at biology and literature and it's very much the same I mean there's one group still doing very well if you break it out and as you know that now it's broken off into a whole bunch of different demographics. Uh the only the only group that's doing marketkedly better I think well actually that maybe underperforming the all group kids are Asians are doing really well in everything now but every other demographic not so well they're the Asians still aren't as doing as well as they did back in 2015 apparently. But so what's going on and what can we do to
016address this? This is a real problem. This is not me just getting up here and and making up data. This comes from the uh Pennsylvania Department of Education. And I'll leave it there. Thank you. Thank you, Mr. Laneir. Do we have anybody else from the public that would like to make comment tonight? >> All right. Seeing none, we'll move on to the election of a president prompur. Uh, I'll say ahead of time, this is the strangest thing I've ever done, but I have to lead this uh committee to nominate somebody who I think might end up being similar to me. In any case, do we have any nominations this evening for the president prompor? >> I would be honored to recommend Tim McBain. >> Thank you so much. Are are there any other nominations? Thank
017you very much. Hearing none, all in favor say I. >> I. Are there any opposed? Motion carries. Thank you very much. >> We can move along. Dr. Bower has had his fun now. [laughter] All right. And [clears throat] I think first up is the approval of minutes. We have several items here. Uh A through E. These cover the minutes from December 1st, December 10th, December 17th, January 5th. Uh and we'll move on to approve with a motion. Please. >> Do we have a second? Second motion by Mr. Kaiser, second by Mr. Bell. Any comments or questions about our minutes. All right. All in favor say I. >> Any opposed? >> Motion carries. Thank you very much. >> To the committee reports. As you folks know, we have a number of committees whose meetings are all
018online. So, we'll leave those to uh your time and and vision to take care of those and then we'll give you an update on those items that are not within our school district bounds with the North Monaco Technical Career Center. Mr. Rash, >> um December 15, >> sorry, thank you. Um I just pushed it off. Um, for December 15th, we elected a new chair, Liz Alston, and vice chair Zephy Zephy. Congratulations for to co-cha for being elected treasurer. On December 4th, 84 students were inducted into the National Technical Honor Society. A North Pan senior Mark Alt in the MC new metronics program that we started three years ago was the first person under 18 that was offered employment as a production test technician at Case Honeywell. Case Huntingwell hopes to continue investing in our school.
019Uh North Monco Technical Career Center will have 61 students at the Skills USA district level competition in January. We dis and we discussed the possibility of opening a new plumbing and a new AI program in the next year. That's all for December. Go take over January. >> Sure. Thank you. Uh so uh there was another meeting last night um and at that meeting the director uh shared that the work of the 2627 budget is well underway. Um they are looking for board members from the city schools to be able to review that. um and we'll have a draft budget in February. Uh she also shared the four main goals for North Monco Technical Career C Center's upcoming comprehensive plan. Those four goals are improving NOCTI test scores, keeping programs aligned with industry certifications, supporting diverse
020learners, um students with IEPs, 504 plans, or students that are not in um typical classes uh assigned to or based on their gender. So, women in welding or men in the health sciences um being able to create a diverse learning group there. And then finally, entering the instructors have a great um uh professional development uh opportunity. So, uh that draft should be shared shortly and there will be a 30-day uh public comment period for anyone that wants to comment on that once it's drafted. Uh also talked about the great success of the adult education program. Uh the enrollment was at 183 students this past fall. Um and we already have 140 people signed up. Um it's looking like uh that will continue and perhaps exceed last fall's numbers. Um demands was very high and uh
021to meet that demand. Uh certain programs have been expanded like welding and HVAC. Um school's looking at better ways to be able to get the word out about uh this adult learner program. So if anybody watching or anybody in the community here uh is interested in learning more about that, please take a look at their website or share in the groups or communities that you may be a part of. Um we also had updates to the 7-year facilities and capabilities plan. Um that included the health sciences renovation. Uh so finalizing plans to update the health sciences uh and help clear out some of the backlog there for that very popular program. Um esco projects were moving forward. They met with five energy service companies to look at upgrading the building systems and uh also exciting
022um working on a grant uh with the state DCEED uh that could help provide some of the costs for those renovations. Uh it's a grant that is uh up to $5 million. Um also want to acknowledge uh we received some bittersweet news. um director uh Bethanne Haw who's been a force on that board uh announced her retirement effective at the end of June um along with um superintendent on the board Dr. Russell um also at the end of June. So they will both be being replaced uh I believe the new person for the superintendent there will be Dr. Zerby uh from um and uh plans are still being uh finalized for the replacement for the director. Uh final shout out is that uh North Monco Technical School is hosting its open house on January 29th
023from 5:00 to 7:00. So if you want to learn more about the programs there um please please take a look and there'll be uh a lot of information there. Um, and I also uh I was received orientation last week there as a new school board member and so I was very impressed uh by seeing the insides and outs of it. So I I very much encourage people to join. And final plug uh there is a restaurant there and there's also a hair salon. So if you're looking for great quality for a very low low price, please check it out and uh support those students. And that's it. >> Thank you gentlemen. Are there any questions about the tech center for our representatives? All right, seeing none, we move on to the Montgomery County Intermediate Unit.
024This is Mrs. Coin, I believe. >> I know >> that they um they did not meet, so there is nothing to report. >> That is a really good first report on your part. >> Great job. >> Great work. >> Patting myself on the back. >> Great work. Thank you, Mrs. Coin. Uh we'll move on then to the North Penn Educational Foundation. Dr. Tio, >> uh thank you. The foundation last met on December 16th during which trustees reviewed a program analysis of grants by subject area and school while still in development. This data will help inform future funding priorities. Trustees also had the opportunity to visit foundationf funded calming centers calming corners pardon me at NAP Elementary School. The grant supports designated spaces that help students regulate emotions, build self-awareness, and contribute to a positive learning
025environment. During the meeting, it was announced that the foundation received state approval to extend its educational improvement tax credit or EITC uh STEM program to all schools. This expansion will support the foundation's partnership with the district, including the new shield program. The foundation also discussed coordinating a winter coat drive to support North Penn students next year. More details will be shared as plans development develop. Finally, in December, the foundation's grant review committee approved mid-year funding totaling $32,554 in regular grants and 28,695,000 in EITC grants. For more information about the foundation, please contact Miss Christine Labroski at the uh education uh at the education service center or visit npenedfoundation.org. And if you do, you will be treated to this amazing uh document which is the foundation's annual report. And in it, you will see all the
026projects that the foundation uh supports and funds uh which is an an amazing opportunity to see the brilliance of our teachers, educators, staff, and students. So, highly encourage uh everyone both on the board, in the public to check out the foundation's report uh and the amazing work that we are seeing across the district. Thank you, Mr. President. >> Thank you, Dr. Tio. Excellent presentation. That's exciting stuff. Any questions for Dr. Tio this evening? All right. Very good. And with that, we'll move on to our legislative report with Mr. Cheetah. >> Uh not too much to report. However, we are working on a legislative engagement plan. Uh so as those plans come together, uh we will share that with the board and the public. >> Thank you very much, Mr. Cha. All right, on to our
027solicitors report. We're happy to have Mrs. O'Neal with us tonight. >> Good evening everyone. Just one announcement tonight which is that the board met in executive session on January 20th, 2026 to receive updates from the solicitor on matters of litigation. Thank you. >> Thank you very much. And that brings us to Dr. Bower. >> Thank you, President McBain. Uh I will start with a consent agenda. So, I recommend items A through F, namely adoption of policies, contracts, gifts to the district, student travel, student agreements, and a bid award for spring athletic supplies. Thank you very much. Do I have a motion for ABC and D as listed? >> And E. >> So moved. >> Thank you, Mr. Rash. Second. >> Second. Mr. Kaiser seconds. Thank you. Any comments or questions? Very good. All in favor,
028please say I. I. >> Any opposed? The motion passes. Thank you. >> Great. Thank you. Okay. Next to the non-consent agenda. I recommend approval of an amendment to the Act 93 compensation plan for administrators effective January 22nd, 2026, establishing a new position group containing the positions of director of elementary and director of secondary and setting a salary range as per the attached. The position titles of chief academic officer and administrator of secondary ed and renovation would be removed from the plan. >> Can I please have a motion? [clears throat] >> Motion by Mr. Bell. >> Do I have a second? >> Second. >> Thank you very much. We might have a little comment and question time on this. >> Sure. Dr. B, I understand this kind of right sizes some of the positions that we
029have here and helps us to, uh, make sure we're putting our resources in in better places. Is that right? >> Yes. So, um, the way that it, uh, the long history of the act 93 agreement, there used to be a director of secondary ed and director of elementary and then we moved to having two assistant superintendents and then we moved back to having one assistant superintendent. And it just so happened that the the position that was vacated by Dr. Nicholson, which will come before the board this evening. Um that position was in the same band as the high school principal. So we had our high school principal and essentially the direct the person who oversees that position in the same band with the chief academic officer which was Dr. McKenna. [snorts] Um so we are
030naming those positions properly now which is director of elementary and director of secondary and creating a little bit of a corridor in between the high school principal and those two positions. They are not new positions. they are actually old names >> to long existing positions um and just creating a little buffer in there. So that's what's happening. [snorts] >> Yeah, great question. >> Could you do we have a lot of new board members on and I forget sometimes. We have bands. Could you explain the bands and could you explain how you came up with the different salaries in the different bands? >> Yeah, so the different >> Yeah, absolutely. So the categories are by uh jobs. So certain jobs are in different categories. Um the exact number escapes me off the top of my head.
031Dr. Kim, if you know the number of because I know there's like 21, 24, 20. So if you can uh get the number of bands, please let me know. But uh certain positions like assistant principles, middle school assistant principles, high school curriculum supervisor, uh director positions, there are different categories for different jobs based upon responsibility level. Um, so to create this buffer and positions move each time we uh have a new act 93 agreement, Mr. Rash, different than a collective bargaining agreement. So our union employees, so our teaching staff and then our support staff, there are two unions in North Penn. Those are collective bargaining. An act 93 agreement is literally you are required by law to have a meet and discuss. So you sit down with representatives from act 93 and from the board
032or from the administration on the board's behalf. you have a conversation about their wants and desires and then there is a act 93 agreement that is goes before the board. It is not voted upon by the act 93 group. Um so and then your second question there was about that little buffer. It's a 3% change in there. So which is consistent the contract the agreement excuse me um for the next three years is 3%. So there's a 3% there in that gap. >> Great. Thank you. >> Yeah, good question Mr. Rush. >> Any other questions? [clears throat] >> Dr. B. >> Bless you. Um, prior to the amendment, we had uh 13 bands. Now we have 14. >> All right. Thank you very much. If there are no other questions, uh, I believe we have
033a motion and a second already. All in favor, please say I. >> I. >> Any opposed? Motion passes. Thank you. >> Okay. Then next, I recommend approval of the personnel items as per the attached. >> Can I have a motion, please? So moved. Second. Thank you very much. Motion by Mr. Resh, second by Mr. Bell. Any comments or questions? >> Um, Dr. power. I know we we've had conversations before um about some of the the changes and uh my my ask of I think maybe addressing some of public comment is the position if it's an internal move that other position she's leaving isn't going away per se, but it's still part of the district's mission. >> Absolutely. So, um, our work in our commitment to all students, um, and addressing any disproportionality, whether it be
034in behavior, in attendance, and over or under identification, in performance, in discipline, our commitment to that work is sustained and it's a tenant and core value of what we do in serving all children. Um, where that leadership for that work will come from, of course, I'd like to think it comes from Dr. Dr. Waters and I right from the top. Uh but also um I expect it will come from our new directors who are part of this agenda item and our director of curriculum um which that's currently posted the the position vacated by Dr. Hart. Once we have all the players and we have a full roster or lineup then we will allocate the responsibilities accordingly. So um I will certainly update the board when all of that is finalized. Thank you Mrs. Coin. >>
035Any other questions? All right. All in favor of passing, please say I. >> I. >> Any oppose? Motion passes. >> Okay. And with that uh motion and a second and an ultimate unanimous approval, I'm very pleased to share that Dr. Pamela Hart, our former director of curriculum and equity, and Dr. Dennis Williams uh who is coming to us from a neighboring school district, have been appointed our new director of elementary and secondary, respectively. Congratulations to both of you. >> [applause] >> Dr. Hart and Dr. Williams are in the audience. For those at home, they're in the audience with their families. Uh at the end of the meeting, please come forward so we can introduce you to the board directors. But congratulations. We're excited to have you both in those positions. >> We are absolutely excited.
036Thank you, Dr. Bower. >> My pleasure. >> All right. [snorts] >> All right. Next, I recommend approval of the calendar for the 2627 school year. >> May I have a motion, please? >> And a second. >> Second. >> Motion by Mr. Kaiser. Second by Mrs. Coin. Uh, could I bother Dr. Waters to talk a little bit about some of the changes from our calendar. Thank you. >> Okay. Hi everybody. Um, I would say the calendar this year is pretty simil or calendar for next year is pretty similar to this school year. One thing that I do want to point out though where the change I think is most significant is with spring break. So this year spring break um is a full week a Monday through Friday and the past two years it has been
037that way. Prior to that we used to have Thursday, Friday, Monday and that is what we are returning to. One of the things that um we want to make sure is that we have that Easter Monday um an opportunity for people to observe if they so choose um and it also allows for more continuity um with the students schedule. So that I would say that is the major change. And I would also note um that the first day of school this or next school year will be August 31st which is a Monday. We typically have been starting on a Tuesday and then um if you go to June, the last day um is nice and early. I think it's June 12th. >> Okay. >> Yes. Thank you very much. This change will help us to
038not have to bring students back >> for a Monday. >> Yes. as they're possibly last year. >> Get the summer started. >> Mr. McBain, I also want to for anyone that wants a little more detail on the calendar, please uh watch last week's ECI meeting. Yes, there was a really good conversation with that committee and Dr. Waters and Dr. Hart as well. So, >> Dr. Waters, one quick question. Thinking about it, uh it I've heard many questions about why leave Thanksgiving long while spring break shortens a little bit. Looking at the calendar, it seems like a lot of that is around uh conferences and inservice days. Is that a fair assessment or >> That is a fair assessment. Um the curriculum department along with you know those of us who kind of work on the
039instructional side of the house we really try to line it up so that when those conferences are timed out you know parents um can really get a true assessment of where we are. Um teachers have the assessments to speak to. Um so yeah we made that change a few years ago as well. Very helpful. Thank you. >> You're welcome. >> I want to let the record reflect. We said June 12th. You asked for me to sign on that. That's a Saturday. So, good news. >> All right. Well, that's not right. >> Good news. [laughter] The last day of school next year is June 10th. Thursday, June 10th. >> It's getting better and better. >> My apologies, Dr. Waters. >> Uh I don't have a question, just a comment. As uh Dr. Bowerer mentioned, this did
040come before ECI uh a few weeks ago. Uh just really want to acknowledge and appreciate the work that Dr. Waters did uh in presenting the calendar, but also the hard work that went into really building an inclusive process to hear both from educators, families, students, staff, and taking into consideration uh the district's mission and goals in in in moving this calendar. It's not just moving around dates on a spreadsheet or what have you. And so really appreciate to uh Dr. Waters and her team and the administration for such a thoughtful process. there's going to be people who are going to be happy, less happy or what have you. But um the process is um that Dr. Waters uh undertook I think includes so many voices from from folks to balance all of that off and
041so appreciation for the work uh Dr. Waters. >> Thank you very much and it was definitely a team effort. So thank you for your feedback though. Appreciate >> All right. Any other questions or comments? >> Very good. All in favor please say I. >> I. >> Any opposed? It passes. Thank you very much. >> Next, Mr. McBain, I recommend approval uh to remove integrated science 3076P from the middle school program of studies course offerings. >> We have a motion, please. >> So moved. >> Second. >> Motion by Mrs. Coin, second by Mr. Kaiser. Uh questions and comments about this. This is another one maybe we need a little background with Dr. Waters or Dr. Bower. >> Yeah, I will uh we'll start with that. We talked about this again at ECI. Um there are two
042courses that are essentially the same courses and the P was uh made students eligible to do the science fair project and as it turns out with the exact same scope and sequence and the same curriculum um that was limiting. Some kids wanted to do the project who were not in that course. So this levels the playing field uh opens up opportunities from a scheduling standpoint, gives more flexibility in students schedules and really it's the right thing to do. It was the same class with a project removing that piece. So now all kids can do the PE the project. >> Yep. [snorts] [clears throat] >> And I just have to share that again my seventh grader is still perplexed and annoyed that he has not had this change but um he will he will continue to
043be in his 7P class. >> You know we could pull some strings and he could do seventh grade again and we could we we could give him the opportunity. I'll have to confer with him at all. >> Yeah. Okay. Okay. Very good. We'll talk to the new director of secondary on that one. So, >> all right. So, we have a motion in a second, Mr. Mc. >> All right. All in favor, please say I. >> I. >> Any opposed? >> Motion passes. >> All right. So, you mentioned um it was one of the strangest things you've ever done. This is one of the strangest things I've ever done. So, I motion to approve the permanent grading and landscaping easement subject to review of the solicitor uh between the Northb North Monco, excuse me, technical career
044center and Northpen School District for an area of land on the property of North Monco Technical Career Center. If I could have a motion and a second, I'll then explain what we have going on here. >> Motion by Mr. Bell, second by Mr. Kaiser. >> Okay. So technically, North Monco does not own the property that uh North Monco resides on. The five sending school districts own that property and their bylaws, if you will, uh its articles of agreement dictate that if there's going to be any changes to that property, all the school districts have to agree. [snorts] So as a part of our renovation project, obviously codes change, easements change, those types of things and setbacks. We have a fence that uh from our transportation depot that abuts the North Monco property and it is
045al it is within a setback but that's in a pre-existing um nonconformity. Okay. So as part of our application the township is requiring us to put trees on the side of the fence as a buffer honestly for aesthetics right to block the buses and the fence from North Monco. So, I am actually asking our directors tonight to approve for North Monco to allow the North Penn school district to plant trees. Um, so all five school districts have to approve of that which they are all doing and the superintendents were very supportive. I presented to the JOC, uh, Miss Rnik, Mr. Re, and Mr. Chea were all there that evening. Um, so everybody was very supportive, but it seems silly, but we need to approve to allow us to plant trees that are being required. >>
046Got to do it right. >> Sounds [snorts] good. All right, we have a [clears throat] motion to second. All in favor, please say I. >> Any opposed? >> Motion passes. Looking forward to the trees. >> Okay. >> All right. >> And the last thing that was outlined very well at our last finance meeting is I recommend approval to advertise for RFP for an independent liquidity consultant. Uh motion please. >> So moved. >> Any second? All right. Motion by Mrs. Coin, second by Mr. Kaiser. Any questions or comments? >> Just a note of appreciation to uh the CFO's team for putting this together. Thank you for bringing this to the district's attention and uh really appreciate the opportunity to move this work forward and excited for it. Thank you. >> Great. Thanks. >> All right. Thank
047you very much. All in favor, please say I. >> I. Any oppose? Motion passes. That concludes my report. >> Thank you very much, Dr. Bower. We now move on to Mrs. Hower in the finance report. >> Great. Thank you. Um the first item that I have um is actually a resolution uh for a vote. Um it's related to the earned income tax because we are changing who's going to be handling um the earned income tax deposits in the business office. Um, we're essentially giving me and Joanna permission to do it and then when the new person gets hired, it will be me and the new person. I wasn't actually on the previous resolution. It was just Joanna. So, we're putting me there so I can help in the in thestead. So, >> thank you very
048much. Can we have a motion, please? >> A second. [laughter] >> Motion by Mr. Bell, second by Mrs. Coin. Thank you very much. Uh, any other questions or comments? All right. All right. All in favor, please say I. >> I. >> Any oppose? Motion passes. >> Um, and then in the finance update that I had sent out, I mentioned that we will present the treasures report and the investment report together at finance committee and we will vote on the approval at at full at the action meeting. That's what we are doing here. So, we are voting on the approval of the treasures report um and the investment report for the month of November. So, we'll always be one month back because the finance committee meeting happens so close to month end. You're going to see
049the one prior. Okay. >> All right. Uh, other questions or comments? All in favor? >> Motion second. >> There it was. [laughter] Can I have a motion, please? >> Thank you. I had a motion from Mr. Bell and a second from Mr. Kaiser. All in favor, please say I. >> I. >> Any opposed? >> Thank you very much. Okay. Um, and I've reordered some of the reports. I've put the sanction and approval of invoices all together in one um, voting item. So, these items would be December's dispersements. Will that which will then show up on the treasur's report that you will see at finance committee in February. So, we're approving these dispersements for the ratifying and approving um, dispersements for the month of December. >> All right. Can I have a motion, please? >> So,
050moved. >> Motion by Mr. fresh. Second by Mr. Bell. All in favor, please say I. I. [snorts] >> Any opposed? Thank you. >> Letter D is the acceptance of the auditor's report, which does reflect the additional 13 million out of UN um unrestricted fund balance into committed to capital projects to keep us at the state rate. Otherwise, the present all of the other parts of the financial statements remain the same from presentation at finance committee meeting. >> Thank you. Can I have a motion, please? >> A motion from Mr. Bell, second from Mr. Kaiser, I believe. >> Dr. Tio, thank you very much. Any other questions or comments? I shared this in committee. I would love to share this for the public as well. I This is an incredibly hard bit of work to get
051an audit all the way to the finish line. Um, and to do it in a clean, uh, unmodified, perfect audit just like this is uh, incredible work by your whole team. So, please give our regards and thanks uh for keeping North Penn and our taxpayer dollars uh wellkept so that our kids can have all the resources they deserve. Great job. >> Absolutely. Thank you. >> Um the next item is the assessment. >> Vote on that one first. I'm sorry. >> That's all good. >> Yeah, [laughter] vote. >> Happens to me all the time. >> Oh, yeah. That >> Yeah, >> that's why we're here. >> All in favor, please say I. >> Any opposed? >> Motion passes. Thank you. Um, letter E is the assessment appeal for the Reese property. Uh, we discussed it in
052length at committee. No changes. >> All right. Motion, please. >> Second. >> Motion by Mrs. Coin. Second by Mr. Kaiser. Any other questions or comments? All in favor, please say I. >> I. >> Any opposed? Motion passes. >> Um, and then the last item is the um budget transfers for the month of December. All right. Thank you very much. >> Which requires a vote. >> Oh, yeah. All right. All uh Nope, not yet. >> Motion, please. >> Motion by Mr. Bell, second by Mr. Kaiser. Uh any other comments or questions? All in favor, please say I. >> Any opposed? Motion passes. Thank you very much, Mrs. >> That concludes my report. >> Thank you. >> All right. Do we have any other business this evening? >> Mr. McBain, I'll just share that of course it
053is on the forefront of everyone's mind about the weather. Um, it has been the most talked about snowstorm ever. Um, I will be sending a communication to staff and families sometime between 8 and 9:00 a.m. tomorrow morning. >> Okay, >> we are prepared in the event that they are correct this time and it this is Snowageddon. >> I've been watching the odds on DraftKings on this one. >> Okay, we'll see what happens. >> Okay. >> All right. Any other business? >> Folks, thanks for letting me do this for just a day. I really much appreciate. I'll see. Oh, >> Mr. Cha. >> Sorry. I just wanted to uh again thank the students earlier for their musical performance and also uh for the students that put these together. They're very lovely. Uh uh Dr. Bower, you
054uh you said I think uh for call countless contributions. I think as a new member, my contributions may still be in the countable range, but I'll take this as a as an investment in in future future contributions. So, thank you. >> All right. Thank you very much. I'll uh look for a motion to adjurnn, please. >> So, moved. >> We are adjourned. Thank you.
