001Okay. Good evening everyone. I'd like to welcome you to the December 10th action meeting. Um to call this meeting to order, we will start with the pledge of allegiance. >> No, there's a video. >> Oh, and a video. >> There's a video. >> We could sit down first, watch the video, and then we'll move to the pledge. On behalf of the student body, I'd like to thank um everyone who's helped us help with the construction and just [music] say thank you to everyone and giving us a new opportunity with this school. >> Three, two, one. Hey, >> on behalf of the student body, I would like to thank everybody who helped with the renovation of the school. all the students and everybody, they're very excited to kind of get moving with the new third floor
002Cape-Pod opening and it's we're very excited to be here. >> Very excited. >> I'm very excited. It's >> I think it's the start of a new era. >> I mean, it looks beautiful up here. This is really cool. >> Space seems so new. Like, [clears throat] it's upgraded now. >> It's like a college. >> Yeah, it looks really good. Very clean, very up to date. Yeah. >> I really love this seating. It's really great for a night zone. I can really just sit down and work at the table. There's a lot of charging areas, which is cool. >> You guys in particular, you seniors sacrifice the most. Everybody sacrificed a little bit. Everybody's going to sacrifice at some point. So, you guys being the ones who sacrifice the most, not playing in this pool during
003your senior year, you get to get in first. >> 3 2 1 go. Welcome to our regularly scheduled action meeting. This meeting is being videotaped for community cable channels and streamed live. Individuals attending this meeting and intending to speak to the board should be aware that they are being videotaped. In order to meet the requirements of Pennsylvania Sunshine Law, it is necessary to record the names of all citizens who speak to the board during the meeting. To assure compliance with this requirement, it is essential that those planning to address the board state their name and municipality. Members of the audience will limit their questions and comments to three minutes. And now, please stand for the pledge of allegiance to the flag of our country. I pledge allegiance to the flag of the United States of
004America and to the republic for which it stands, one nation under God, indivisible, with liberty and justice for all. >> Okay, good evening everyone and thank you for joining me in the game of stand up, sit down, stand up again. Here we are. Um we will uh move on to the first portion of our agenda which is the audience of citizens. And the best part of having the video is that Mr. Gilmer has already read the statement. So with that said, are there any individuals desiring to be heard and would like to make public comment? If you are interested, please approach the podium and state your name and municipality. >> Uh good evening. Jason Lirer Lansdale. Uh had a couple of questions and then uh a couple of requests. Um first off, uh I was
005looking through the the um the personnel um line item and it shows a lot of people on medical leave. Is that you is it unusually high or is that just not understanding what's going on? It looked, if I read it wrong, maybe I did, but it looked like there was quite a few people and didn't know if there was something that uh was happening. Um just sort of little bit striking. Uh don't know how much you can speak to that, but just just wondering um regarding a treasurer's report, for some reason this month they came out their they're they're image PDFs, so you can't actually do any searchable data from them. So if I call it up in board docs, it doesn't show. I don't know. I mean, that can happen, but it's just a
006flat image as opposed to a searchable PDF, and it's it's unusual, so I I thought I'd bring it to your attention. Um, uh, regarding the financials, um, well, let me back up for a sec. Last meeting, I I brought up, uh, I sent, uh, Dr. Ber some information regarding what the um Pennsylvania Department of Education was showing in violence and I didn't know if you made any heads or tales of of why there was such a differential there but I'd like to hear that if if you have um regarding the financials few months ago I was asking about well the health care center and whether or not it was it was the the costs benefit analysis would make sense to keep that going meaning it seems like we're outlaying a lot of money, but still
007our self insurance has gone up a lot. And if we're paying more and more in self- insurance, and the idea was the healthcare center was to mitigate that increase. I don't doesn't look like it has and and whether or not we should keep that going. Um, other than that, I don't have a whole lot to say. I want to sit back and listen what you guys say. So, thanks very much. >> Thank you, Mr. Lineer. Anyone else would like like to make public comment? Okay, seeing none, we'll move on. Um, >> yeah. Would you like to comment on the public comment? >> Yeah. Uh, Mr. Laneir, you had um mentioned some of your questions from the last meeting. We did have uh a meeting and there's a subsequent meeting scheduled. Um I agree with you
008that there is a discrepancy. Um trying to understand on the back end that discrepancy. It does have to do with coding of incidents and how they are mapped to Pennsylvania state codes. I think there is a uh explanation and I will answer that publicly when I have the full answer. So, we're making progress. Um I agree with your questions that you asked. Um so, when we have those answers, it'll probably be at a safe schools meeting, but I'll give you a heads up when we're going to address that. Thank you. >> Okay. And thank you for that followup. Um moving on to the minutes. Um, do I have a motion and a second to approve the minutes from both our November 20th action meeting and our December 1st reorg meeting? >> So moved. >> Second.
009>> Motion by Mr. Rash, seconded by Mr. McBain. All those in favor say I. >> I. >> Any opposed? Motion carries. So now we'll move on to um committee reports. And just as a reminder to the community, um we will not our our committee reports for um finance, safe schools, ECI, policy, facilities, and operations are all videotaped and are on NPTV and the materials are linked in um I believe in this. So we'll start with the North Monco Technical Career Center report. Mr. Rush, >> Monco will meet this >> mic first. Thank you. Uh, North Monco did not meet uh since last meeting. Uh, North Monco will meet uh this coming Monday in a virtual session at 7 pm. >> If I may, Mr. Rash, we >> live session. >> Yeah, we actually have the
010uh holiday dinner that the board directors are invited to at North Monco on Monday evening. Following that will be the Joocc meeting. Um, our students prepare the meal. Um, it's an Italian theme this year. It's usually a beautiful event um and displays our students talents. So looking forward to it. I hope you can join me. >> Thank you very much. >> Y >> I look forward to it very much. So it's a great time to see our culinary students um and their talents but also some of the other programs um last year. They featured some things that some of the students made um for a raffle and I am loving the cutting board that I won as part of that raffle. So, um it was an incredible gift um to be a part of that.
011Um the Montgomery County Intermediate Unit, I will give that report. So, some highlights from the November MCIU um board meeting. We always kick off our meeting with a presentation and this uh month it was the office of business services gave an update on the state budget um and the RAND not needing to be signed. Um we Dr. speaker um updated um and thanked RBC Capital, spoke about the trivia night and record fundraising um and other things that the MCIU staff are doing such as a blood drive, season of giving um and other items. The legislative report included an update giving um judges giving authority to students students in truency court. Um there was discussion of policies for first read. The human resources team gave announcements that most dis district districts are participating in the fall
012education fair. Um anou with guided mercy was approved um and other items. I believe that the next MCIU board meeting will be in January. There will be no meeting in the month of December. Um end of report and then we'll move on to the North Penn Educational Foundation um which is also me. Um the foundation has not met since our last schoolboard meeting, but we are busy in the midst of our annual campaign and staff tribute. And later this week, we will be reviewing midyear grants. Um I would like to give a personal shout out to the um Ed Foundation board of trustees um in particular the grant um review committee. I believe that they're re reviewing just an incredible number of grants this year. >> Um it is also EITC season. We are grateful
013for our partners who remembered us with donations through the state tax credit program. Currently they are Unvest Bank and Trust, Waste Management, Quakertown National Bank, Hatboro Federal Savings, and Mid Pen Bank. If you have any questions about the foundation, please contact Christine Labroski at the ESC or go to npenfoundation.org. Next up is the legislative report. Mr. McBain. >> Thank you very much. We have no report this evening. >> Okay, Mr. Summers, the solicitor's report. >> Thank you, Madam President. Uh my report tonight is just to uh remind everyone uh that next Wednesday there is a special meeting of the board at 6 PM for the purpose of filling the two vacancies that currently exist on the board. Um there will be a selection of applicants who are invited to uh participate in in-person interviews during
014that public meeting next Wednesday. Uh there will be an opportunity for the individuals who are invited uh to make an introductory statement about themselves. They'll receive uh a number of questions. Each candidate will be asked the same questions. Um and then uh the board will have an opportunity to uh deliberate and fill the two appointments. first would be filling the seat uh vacant from the resignation of Mrs. Mcmmeritry and then uh the resignation of the filling the seat uh due to the resignation of Dr. G. Um so there will be public comment as per usual um at that uh particular meeting um and uh certainly we encourage anyone to uh to pay attention. That concludes my report. >> Thank you for that. Looking forward to that meeting. I'll turn it over to Dr. Bower for
015the superintendent's report. Thank you, Mrs. Ramage. And good evening, everyone. I'd like to give a special uh good evening to Mr. Chiba, Mr. Kaiser, and Miss Coin for their first action meeting. You're doing great so far. So, welcome to the table. Um, so I will start with by recommending the items listed on the consent agenda. That is items A through F. Namely, it is the adoption of policies, the adoption of policies for a first read, student travel, student agreements, student agreements, and hearing waiverss, and contracts. >> Thank you. Do I have a motion and a second for the items in the consent agenda? >> So moved. >> Second. >> Motion by Mr. Rash, seconded by Mr. McBain. All those in favor say I. >> I. >> Any opposed? >> Motion carries. >> Moving on to
016the non-consent agenda. I recommend the items as per the attached and the personnel agenda item. >> Do I have a motion and a second for items listed under personnel? >> Second. >> Motion by Mr. McBain, seconded by Mr. Rash. Any comments or questions? All those in favor say I. >> I. >> Any opposed? Motion carries. >> With that nomination or motion and vote, I am pleased to introduce new assistant principal at North Penn High School, Jamar Austin. CONGRATULATIONS, [applause] JAMAR. At the end of the meeting, if you would come up, Mr. Passler can introduce you to all the board members. Okay. >> And we'll look forward to that. Thank you and and welcome to North Penn. >> Okay. Uh next, I recommend approval to advertise for RFP for medical director and an online special education
017data management software system. >> Do I have a motion and a second? >> So moved. >> Second. >> Motion by Mr. Rash, seconded by Mr. Kaiser. Any comments or questions? All in favor say I. I. >> I. >> Any opposed? Motion [clears throat] carries. >> We have reached the point in the agenda that I would like to invite Mr. Slaughter to the podium [laughter] just because there are a number of items related to facilities and operations. And I have to imagine there will be some questions. So, might as well have him at a microphone. Okay. Next, I recommend approval for uh bidpack one, change order number three for pen builders incorporated for multiple change orders totaling the amount of $34,99752. This will be applied to the allowances for the contract um leaving the remaining balance
018of the allowances at $368,140.75. Much like other change orders at previous meetings, we have allowances in the budget for change orders. So there is a zero dollar impact because these changes were budgeted for. So >> I'll start with a motion and a second and then we'll open it up if there are any questions. Do I have a motion and a second? >> Second. >> Motion by Mr. McBain, seconded by Mrs. Mrs. Coin. Any comments or questions? Okay, seeing none, all those in favor say I. >> I. Any opposed? Motion carries. >> Of course, these are items uh I failed to mention. These are items that Mr. Slaughter reviews with the FNO committee, but um recommend approval for BIPAC one change order number three um EC contract for Burough Construction Incorporated for multiple change orders totaling
019the amount of $1,37524. Again, this is uh applied to an allowance leaving that balance at 165840 $165,000, excuse me, $841. and 62 cents. >> Do I [snorts] have a motion and a second? >> So move. >> Second. >> Motion by Mr. Rash, seconded by Mrs. Rnik. Any comments or questions? All those in favor say I. >> I. >> Any opposed? Motion carries. I recommend approval for change order number one to Micro Mechanical Incorporated for changes in the work required due to conflicts between the new units and the existing conditions. This is for Penfield Middle School Heat. >> Do [snorts] I have a motion and a second to approve the item as listed? >> Motion by Mr. McBain, seconded by Mr. Mr. Kaiser. Any comments or questions? >> Oh, I'll have a quick question if that's
020right. I wouldn't want Mr. slaughter come out on a cold rainy night for no reason. [laughter] So what is exactly the nature of this particular disagreement between these? >> So the uh new heat pump units were uh um [clears throat] supposed to be a direct replacement for what was there which they were. However, the door position on the newer units was changed from uh flush to the floor to about 4 in up which created a conflict with the duct work and the sophets that are in the classroom. So, we had to modify the uh transitional duct work and the sophet a little bit to get the units to work. >> Thank you very much. Thank you. >> Okay. Thank you very much. And we did we have a motion and a second. Did and we
021now we need So, all in favor say I. >> I. >> Any opposed? Motion carries. Next, I recommend approval for change order number one to Micromechanical for changes in the work required due to conflicts uh between the new units and existing conditions. That's the same one or different. Did I read the same one? >> It felt the same. >> It didn't load. >> It felt [laughter] the same. >> Yeah. The um the agenda item is highlighted. It was churning. Okay. Now, now it has reloaded. uh recommend approval for the contract award for GC for the district-wide elementary school door hardware project at the December 11th um board action meeting December. Yeah. Um to Kelly Brothers LLC. Bids were received on November 18th for assembly area door replacement to provide district standard for safety issues in
022group spaces. The recommended contract is in the amount of $524,000. >> Do I have a motion and a second? So moved. >> Second. >> Motion by Mr. Rash and I believe that was a second by Mr. McBain. Any comments or questions? >> Um I I have a question about the the doororknobs. I know that I I feel like um I know I'm dropped in the middle a little bit and I know um there's catching up to do and and research to be had and I I have attended the some of the FNO meetings before. Um but could you explain to me a little bit about the door hardware project? >> Certainly. So uh this we we did a preliminary project at Gwen Nure. Uh this is for large assembly areas and to create a uh
023safe scenario in a lockdown situation. So we're modifying the hardware in these large assembly areas like the cafeteria, the gymnasium, the libraries. Uh we're adding hardware, replacing hardware so that it's tied in with the alert system. So in case of an emergency, the doors that are held open will close and lock and uh create a scenario where th those assembly areas are now uh locked down and safe. So this is at the other 12 elementary schools. >> So that so all the elementary schools after this project is implemented will have that safety measure in place. >> That's correct. and we'll be working on the middle schools next. >> Perfect. Thank you. >> Mhm. Certainly. >> Okay. Thank you. All in favor say I. >> I. >> Any opposed? Motion carries. >> So, what most people
024don't realize is you have a general contractor for this project. We then have the electrical contractor for the project. So, we recommend approval for the contract award for the electrical contractor to SNS Electrical Services Incorporated for again the districtwide elementary school door hardware project. At this meeting, bids were received on November 18th for assembly area door replacement to provide the standard for safety issues in the group spaces. The recommended contract amount is $1,566,000. >> Thank you. Do I have a motion and a second? >> Motion. >> Second. >> I'm sorry, I missed who made the motion. >> Mrs. Coin. Okay. Motion by Mrs. Coin. Seconded by Mrs. Rednick. All those in favor say I. I >> any opposed? Motion carries. >> Clarification. >> Sorry. And I did not ask I did not give space for
025a question, so I apologize. >> No worries. I just wanted to confirm that we only got one bid for that. >> Yes, we solicited several electrical contractors to bid the project, but only one bid. Uh we did go back and do some evaluation and the number that was provided to us for the Gwenure project if you multiplied that by 12 it comes out to the number that we received. So we felt confident that the numbers were similar even though the scopes were slightly different. There was a little more uh door replacement at the Gwenor project than there is in these other 12 buildings, but the electrical is basically the same. So seeing as the number we got two years ago is the same number that we got this year, we felt confident that with one
026number we should move forward. >> Excellent. Thank you. >> Thank you. >> Is there an opportunity for one more clarifying question? >> Absolutely. >> Um how long I I guess would it be on average or what what is allowed for to to give enough time for enough bids to come in? So, uh, typically we allow, uh, six to eight weeks for a bid depending on the size of the project. Usually the larger the project, the longer the bid duration we allow. Uh, this started out at about four weeks because it was only $2 million worth of work. Um, we did have some conflicts in the drawings and a lot of questions from the contractors. So, we extended that out another four weeks. So, there was over two months allowed for folks to bid this project.
027walkthroughs, pre-bid meetings. >> Certainly. >> Okay. So, we we did have a vote already. >> We did. Okay. >> Yes. >> All right. So, uh next I recommend contract award to integrated security systems in the amount of $159,732. This is through the pepum purchasing cooperative for the software platform and integration of the current camera and card access systems to the genetic platform. This is to replace the current Seaman's CPASS system. >> Great. Do I have a motion and a second to approve the item as listed? >> Second. >> Motion by Mr. Kaiser, seconded by Mr. McBain. Any comments or questions? >> If I might, real quick. This sounds like we're we're increasing our capacity here. We're upgrading a little bit and this particular change order has to do with just the the cost of changing
028the system over into something a little bit better here. Right. So, this is not a change order. This is just a contract approval. [clears throat] >> Uh, we did a a probably a six-month evaluation of different camera and card access systems along with Mr. Ran. Uh, we went and visited multiple sites uh for folks that are actually actively using the software packages and we decided that the Genitech system would be best for uh the district moving forward. So the goal is to start with the high school, but the software platform and the servers are capable of moving the entire district over. We're just going to do that over a period of time. >> Thank you for your work in making sure those systems are working for the increased safety of our students. That's an important
029thing to do. Thank you. >> Thank you. >> Microphone. >> So thank you. Um so this is just the software for it, not the hardware, right? And this is just >> so they're taking the existing hardware and the existing information out of the CPASS system and it's migrating to the Genitech system. >> Okay. So it's both hardware and software. >> No, they're that we're using the existing hardware. Got it. So it's just the software platform that we use for card access users and actual camera viewing system. >> Thanks. >> Okay, great questions. One more, Mr. Rush. Um will we have integrated systems across the schools um with this implementation of the of the uh new software package or will that be coming later? >> So ISS is planning on migrating the information at the high
030school over over Christmas break getting started on that. So, I would imagine at some point um within the next six months, we would probably move everything that's existing at the high school over and then as construction progresses, we would move the newer uh items into the ISS platform. >> Will we u be moving junior highs over and the elementary schools over to the new platform? Also, >> our goal is to do that eventually. >> Okay. We don't have an exact time frame for that, but we our goal is to start moving everything over to this new platform. Yes. So, we will be running two platforms at the same time um until we get everything migrated over. >> So, right now there's currently one platform, but we're moving to a new platform. >> Yes, we currently
031use the Seaman CPASS system. uh Seammens is very proprietary in their software and uh their user allowances and we felt that was holding us back. Not to mention the cost is fairly significant from Seammens. Uh so this is a lesser cost program, more flexible, also has uh a lot more AI technology tied into it and integrates a lot more outside systems. So it's open platform, open protocol. >> Thank you very much. Thank you. Great questions. Appreciate it. Um, all in favor say I. >> I. >> Any opposed? Motion carries. >> Next item. I, uh, recommend approval for the request from Townson Township to obtain an easement for the installation of sidewalk along Bustard Road at the intersection of Liberty Bell on the General Nash Elementary School property. >> Do I have a motion and a
032second? >> Second. >> Motion by Mr. Mr. Kaiser, seconded by Mr. McBain. Any comments or questions? >> I'll just say that this is part of their ongoing uh sidewalk initiative across the township and obviously we've been working very closely with Town Menson over the last few years on our project. Um and happy to work with them and create a more uh walkable community. So, >> and so this will be sidewalks. Will it help some of the kids living in and around Nash of being able to have a safe place to walk? Yeah, Mr. Slaughter, you want to provide? >> Yeah. So, I think the goal from the township is to create a walking path from the park up to the fire station in that area where sidewalks already exist. This is part of our property
033that we don't really utilize, but uh it will help for students that are walking from across the road and up from the park into our uh our site. >> Okay, thank you for that. Any other comments or questions? Okay, all those in favor say I. I >> any [clears throat] opposed? Motion carries. >> I just I I was talking to Mr. Slaughter on Sunday about what an easement is. And in case other people on the board don't know what an easement is, it uh lets you want to tell them what an easement. >> Sure. So, an easement is uh when you allow another party to utilize part of your property. Uh there's a variety of reasons for easements. So, this reason for this easement is a walking path that the township is creating on our
034property. They are installing and maintaining it. We're just giving uh them the rights to use our property. There are utility easements. There are uh gas line easements. There's a lot a lot of different reasons for easements, >> but we're not giving up the right >> we're not giving up the property. We're just giving up the the right for them to install and maintain the sidewalk. >> Thank you. >> Great. Thank you for your question, Mr. Okay. And thank you for your explanation. Appreciate it, Mr. Slaughter. >> Okay. All those in favor say I. >> Oh, a mo I'm sorry, that was not an issue. That was a post vote follow-up question. >> Okay, it's your turn. >> Yeah. And along that uh line of thinking with easements, Mr. Res uh we'll actually bring an easement
035a recommendation for an easement forward to the board soon for the property um where North Penn High School's property uh abuts up to North Monco's property where the township is asking us to plant some trees as a barrier between the transportation uh depot fence and their property but we will have to plant those trees technically on their property. Um so that'll come before you at a very a meeting near you we'll say. U. So, next I recommend uh the amendment of the multiple location chiller repairs contract with Johnson Controls Incorporated by an additional $36,142 for additional services as indicated below incurred during the course of the contract. >> Okay, great. Do I have a motion and a second? >> Motion by Mr. McBain, seconded by Mr. Kaiser. Any comments or questions? Okay, seeing none, all
036in favor say I. I. >> Any opposed? Motion carries. >> I recommend approval to reject the prior approval of the contract award to Tetrate Tech for the ACM monitoring and testing for the high school project bid pack two and three. >> Okay. Do I have a motion and a second? >> So second. >> Motion by Mr. Rash, seconded by Mrs. Rednick. Any comments or questions? >> Mr. Slaughter, you want to give some detail here, please? >> Sure. So, in September, we came to you for an approval of uh Tetratech as the lowest responsible bidder for the monitoring for bid pack 2 and three for the asbestous abatement. Uh once we generated a purchase order, uh this company took exception to our terms and conditions of the purchase order and asked us to limit their liability.
037Uh which put the district at risk for exposure. Uh in conversations with Mr. Summers, we decided that that was not in the best interest of the district and refused to place a limit on their liability. Uh they therefore withdrew their bid uh from uh did not want to move further. So we reached out to the next lowest responsible bidder in Virashore who also happens to be our consultant on the project and they agreed to hold their number. So we are moving to the second lowest bidder. uh lowest responsible bidder uh for moving forward with the contract. >> Thank you for that update. Do I have a >> But this is just to reject the first is that >> this motion is to reject the original approval. Yes, >> the next approval for that will come
038>> Next item. >> Oh my gosh. [laughter] >> Yeah, >> that's okay. >> Okay. Do I have a motion and a second? >> You do. >> I do already. Um all in favor say I. >> I. >> Any opposed? Motion carries. >> So, as foreshadowed by Miss Coin, I recommend approval of the MPHS asbestous and hazardous materials monitoring bid as follows with Envirrahore LLC in the amount of $161,89. >> Do I have a motion and a second? >> So moved. >> Second. Motion by Mrs. Coin, seconded by Miss Mrs. Rnik. Any comments or questions? >> All in favor say I. >> I. I. >> Any opposed? Motion carries. >> And lastly, I recommend approval of the community ed program fee. I see a typo in there. I will change that. Uh for spring summer 2020.
039Thank you, Mr. Slaughter. Uh spring summer 2026. And in honor of Dr. G, I will uh point out because I know the questions coming, there are no changes to these fees this year. So I do anticipate changes next year due to facility use changes. Uh but for this year, no changes. >> Okay. Okay. Do I have a motion and a second? >> Second. >> Motion by Mr. McBain, seconded by Mrs. Rnik. And I will say that when we do vote on this, it will mean that the much coveted community education flyer will hit mailboxes with lots of good things coming to everyone's mailbox. Um, any comments or questions? All in favor say I. >> I. >> Any opposed? Motion carries. >> And that concludes my report. President Ramage. >> Okay. And I will now turn
040it over to Miss Hower for the financial reports. Thank you very much. Um I I just thought I would go I'm not going to go into detail on the reports, but I usually just blow through them because most of you guys have seen them before, but for um purposes of our new board members, just to let you know. So um letter A is the treasures report, which is basically a summary of the cash and banking activity for the month. Um letter B, the sanction and approval of invoices. um essentially is a summary of expenditures by fund that you can review. The financial reports and letter C there are lots and lots of them. Um the revenue expenditure the revenue and expenditure reports are system generated reports that come right out of our general ledger. Um
041and it shows you all the activity for the month of November um that went into revenue and everything that was expensed by major function and major object um for the expenditure report. It doesn't give you the detail. Um it just gives you the budget categories of major object. I'm sorry major function and then major object which when I talk about budget and how we budget I will explain functions and objects at that time. Um essentially it's just a way to categorize expenses for the short um for brevity. Um the investment report is a report that we generate manually that gives you an idea of where all of our cash is invested um this month. You can um it also gives you the rates um that we're receiving on all of our funds. Our bank accounts
042um are pretty much holding above 4%. We have a couple of CDs that are still in the fives, but as the Fed federal rate comes down, we're probably going to see those rates start to drop a little bit over the rest of the year, but for the most part, we're over four, which is pretty good. Um and all of our cash accounts at Univvest are right now sitting at 4.59. Um the other reports that are in there um they're all dispersement ledgers. So you can see the dispersements by fund um or area of business that we have. So the general fund, the student activities fund, the self- insurance fund, and you can see where all of the dispersements went. Um and you're basically endorsing those dispersements. Our board policy is written as such that we
043can continue to operate as a business and release checks. Um and then you ratify them at at once a month. Um, so those those are all of the check registers that are in there. The general fund financial reports um are basically the balance sheet and income statement for a month. It's not for the year to date, it's for the month. Um, and then the second page is year-to- date. U right now you have in there September and a or August and September. Um, October was delayed because I was working on the AFR and I needed Mary's help. So Mary normally does them. So she was helping me with the AFR. Um and so we're still which is the annual report that we have to send to the state. It's kind of like our final audit.
044It goes along with our final audit I should say. Um so you'll have uh October and November at the December finance or I'm sorry at the January finance committee meeting. Um going forward if when we get to the item on board calendar, I'm going to see we may be a month delayed. It's just going to depend on how the days of the months fall going forward because it takes us a good 10 days to generate all the financial reports. So, we may not have them at the finance committee meeting. We just have to look and see at timing, but we'll talk about that when we get to board. Um, so it may just lag a little. Um, so other than that, those are items A, B, C, and D. Um, if you have any questions
045or concerns, I can answer them here tonight or I'm happy to take anybody's conversations if you want to call, have a virtual meeting and I can walk through what those reports are and and why we do them. Um, does anybody have any questions on A throughD before I move forward with ENF? Okay. I think I forget if you move them. No, they're just discussion. Um E and F though are are stipulations and G um so let's talk about ENF together. So taxpayers are able to come to the board of assessment at the county and ask for their property assessment to be reduced. We can also go and ask for assessments to be increased um if we feel somebody's not paying enough taxes. We have board policy about t um school district initiated polic uh assessment
046appeals. These two that we have tonight were um taxpayer initiated appeals. So they felt that their property was valued too high by the county and they want to pay less in taxes. Um so in both of these cases our um Clark Gallagher is our real estate attorney. Um they worked with Indian Valley who is our independent appraiser. Um, and we looked at the what the taxpayer wanted their assessment to be, what we thought it was, and we kind of met in the middle. Um, so these are for the first one, 1856 Broad Street. I believe that's an old write aid drugstore that is now vacant. Um, so they agreed to a certain level in 20 get my old lady eyes on here. Um, the 23 taxes clicked down a little, then 24 clicked down again,
04725, and then 26. we will hold at 26 which is 1,76 um is what the assessed value will be. Now if that property becomes occupied again then we could go back and say we need to reassess you back up. Right now it's vacant retail which is um kind of a it's a drag everywhere. Um and we're running into that in multiple locations. >> Um so is there a way to track if that does become unvacant? >> Yeah. Yeah. We would I mean we we kind of pay it. So every year the when the tax um when the when the tax duplicate comes out, we go through it and we look at all the major properties that are over a certain dollar amount to see if there's been major activity in those buildings one way or
048the other. Um and any of these properties that we reduce, if we see that a business goes in there, we can go back and and um we can file an assessment appeal. >> Okay. Thank you. >> Yep. And we saw all these in the book session, right? And this is >> these two these two were new that be since the last finance committee meeting. So we normally Yes, I would bring these to finance. We did not have finance in December. Okay. >> So that's why they're here tonight and you didn't see them on a finance agenda. Okay. I just wanted to get them closed out before the end of the year. >> Yep. >> Okay. And I do believe you need us to vote on items and F. >> Yes, I do. >> Should we
049vote on those separately? Uh, we can roll them. >> We can take them together. >> Okay. >> So, do I have a motion and a second for the assessment appeal settlements items E and F on the agenda? >> So, you do also, Madam President, just need a you need a uh items A, B, E, F, and G do need um uh approval. Only items C and D areformational. >> Okay. So, we can and we can do all of that rolled up into Okay. So, do I have a motion and a second for items A, B, E, F, and G? >> So, >> second. >> Motion by Mr. McBain, seconded by Mrs. Rdnick. Any comments or questions? Mr. Kaiser, >> we didn't cover G yet, right? >> Okay, I can explain it. Let's do that one.
050Thank you. >> So, um, every year when we pass a budget, um, you pass a budget that is defined by functions and objects. If we during the course of the year find that we need to move money around within that budget, we have to ask your permission to move it between major object or major function. Um, so these are just items that basically most of the time it's moving it from like outside services to supplies or vice versa or regular ed to special ed. Um, so all of those are listed there on the spreadsheet that's attached. >> They are not new items to the budget. We're just shifting money. >> Thank you for that clarification. >> Sorry about that. Any other questions? Okay, seeing none, all those in favor say I. >> I. >> Any
051opposed? Motion carries. Okay, now we're moving on to other business. >> Would you like to talk about the calendar? >> Sure. So, the proposed uh meeting calendar is listed there is attached. And uh I will point out that um there's a change to the calendar for this coming year. Um we are proposing that every meeting other than action meetings occurs on a Tuesday. Um so there were meetings on Mondays, some committees met on Tuesdays, actions were on Thursdays and quite frankly that makes it confusing for us and for the public. When will agendas be posted? When will So this streamlines um agendas to go live at the same time every week unless it's an action week. Um, so you'll notice the schedule very similar to what it's been in the past, but we have meetings
052on Tuesdays and the week of the action meeting, it will be on Thursdays. Of course, I say this in advance of a week where we're going to have a meeting on a Wednesday. Um, but for the 26 20 uh 26 27 calendar here, um, at least the start of the 26 27 school year come this summer, um, that's our [clears throat] format. Tuesdays for committees, Thursday for action. And I think too in the past too, we've also had lots of movement around when something fell on a holiday, we'd have to adjust. And I think the way that this is laid out so far, there's not a lot of need to adjust for holiday. I think there is an adjustment the week of graduation. Yeah. So just to accommodate graduation. So I think in terms of
053consistency and helping all of us with calendar management, um um we think this is a worthwhile effort to try and we'll test it out and see how it goes. So I do think we need a motion and a second to approve the calendar. >> Motion by Mr. McBain, seconded by Mr. Kaiser. All any comments or questions? >> Okay. All in favor say I. >> Any opposed? Motion carries. The next item is the 2026 board committee assignments. This is for information only. um not no need to vote, but just um for the community's um sake and for the board um we are keeping many of the same committees. We are going to be kind of assessing some others and and and things like that, but the assignments are in here. I will note that there are
054notes on the committee assignments. We've left some committee seats vacant for the two school board directors that we hope to appoint next Wednesday. So, we've we've already accommodated them within this schedule. Okay. Uh, moving on to item C, the appointment of of joint operating committee member. Um, I just do want to note that um, Mr. McBain has proudly served on the board. Um, but his term does it for many years and I I think Tim, I I think I served on the GOC with you for a little bit. So, your term has been really incredible, but your term is up in December and so we are needing to replace. And so we'll open the floor for nominations. >> I would like to nominate Mr. Kocha. >> Do we second? >> Yeah. Um, do we second?
055>> You don't need a second. You can just ask if there are any other nominations. >> Okay. Any other nominations? >> Okay. Seeing none, we'll vote. We'll vote to um to um nominate or appoint um Kochiba to the Joocc board. Any a motion and a second, please? >> Second. >> Motion by Mr. McBain, seconded by U. Mrs. Rdnik. Um, any comments or questions? >> I just wanted to say thank you for uh Tim first for serving on that for for this and I look to um probably for your guidance going forward as I uh roll into this and I'm very excited to be able to be a part of the JOC and advance some of the great work that's been done there. So again, thank you and excited for the work. >> They will be
056in good hands. >> Can I? >> Yes, please. Also uh want to thank uh Tim for being a partner in crime for the last couple of years. It's been it was very interesting when I started trying to understand how the Joocc worked. Um uh but between uh Tim and um Mr. Rash, they definitely took me under their wing and and and there's this whole thing I have about seating. And now, not only am I'm this far away from you here, uh, and, uh, I'm I'm going to be missing you on the on the JOC as well. So, uh, I'm bummed, but I am grateful. Thank you. >> Oh, but I welcome you, Co. [laughter] >> I do. I do welcome you, Carl. >> Thank you. >> Um, all those in favor um of appointing um
057or nominating um Mr. Chiba. Motion and a second, please. Oh, we have that. All in favor say I. >> I. >> Any opposed? Motion carries. Okay. Any other items for other business? >> I'll just mention um that this is our I know we have a meeting next week that has different u a different vibe to it, some interviews to fill the vacant seats, but this is the last regularly scheduled meeting of the board prior to the holidays. Want to wish everyone in our community and our board directors uh here happy holidays. So, however you spend that time, I hope it's with loved ones. Um, everybody has a safe and healthy holiday and we'll see you in 2026. >> And I think between now and the time of of winter break, there are a lot of
058concerts, a lot of activities, and I want to thank our school personnel for all that they're doing to help um line up all of those events. I did hear from a community member last evening um that they had come home late from a holiday concert and just what a joy, what joy it had brought to them. So, um, your contributions up, you know, to support our students thus far before winter break and then to really help bring the community together through activities is really appreciated. So, thank you. >> And I would also like to say I actually in uh introducing Dr. Austin Jamar, I I didn't know if you were Mr. or Doctor, so that's why I avoided saying it, but I want to put on record here in this meeting that um Dr. Austin,
059if you could come forward afterwards uh and do some introductions, we'd appreciate it. >> Perfect. Okay. Do I have a motion to adjurnn? >> Okay. Meeting adjourned. Thank you all so much.
