All righty. Our YouTube feed is live. Our webinar is live. Mr. Caster, the meeting is yours. >> Thank you, Mr. Gilmer. It is my honor and privilege to call this November 2025 facilities and operations committee meeting to order. And with that, we'll begin as always with the pledge of allegiance. I pledge allegiance to the flag of the United States of America and to the republic for which it stands, one nation under God, indivisible, with liberty and justice for all. >> Okay. With that, we'll move on to the approval of minutes from the October 27th, 2025 FNO committee meeting. Do we have a motion? So moved. >> Second. >> All right. Are there any comments or questions? Hearing none. All those in favor raise your hand or say I. >> I. >> All right. It passes
unanimously. We'll now move on to items recommended for work session or action meeting. All yours, Mr. Slaughter. >> Thank you, Mr. Casa. And uh thank you to everyone who's attending tonight's meeting. Uh the first item that we have on the agenda is for the uh approval recommended seek board approval of bid package one GC change order number three. Again this is a combined change order of multiple items uh build against the allowances for the contract that will result in a $0 change order. Uh you can see the uh changes listed here below. change order 16 floor hardware sets uh that we converted from what was spec to institutional privacy. We added uronal screens at the bathrooms in Cape Cod in six locations. Uh we have owner requested wall tile replacement in vestibial LC102 where the
drawings called out cove base only. Uh PCO22 we installed a privacy bulkhead above the ceiling between the boys and girls locker rooms. uh that was a plaster ceiling originally has been converted to an acoustical ceiling tile. So we felt that adding that bulkhead uh to maintain privacy was important. Uh last uh PCO23 we have the replacement of the existing ADA pool lift which originally called out to be rebuilt. Uh that unit was damaged and disposed of. So uh we are adding a new ADA pool lift there. and PCO24 is the epoxy flooring for the chemical storage room originally called out as sealed concrete. The total amount of the change orders is $34,99752. This leaves a balance on the general contract allowances. Hello. Is that just me or is there a freeze? >> No, I think
there's a freeze. >> Okay. >> Oh, there it goes. Right. No. >> Bill, are you back with us? We lost you there for a second. >> Write the balance at the if you uh write the balance. It cut off on my end. >> Can you hear me now? >> So, yes, sir. So, rem remaining balance allowance you were explaining. The remaining balance is $368,140.75 in the GC allowances. Thank you, Mr. Slaughter. Uh any comments or questions from the board or from the committee? I'd like to remind the community that um as as well as um any of the board members who may be watching that um we did have a separate meeting um to individually go through these details before it made it to the committee. As uh most of you uh those watching know
it's at the committees where the work is done, but sometimes there's even work done ahead of that. So um when we have so many change orders and and other requests, we're able to um move through the agenda quickly. So, um, hearing no, uh, questions, um, or insights, do we have a motion to move this forward? >> Is moved. >> Second. >> Okay. Um, I jumped ahead. Uh, one more chance for questions or comments hearing none. All those in favor, raise your hand or say I. >> I. >> Okay. And the motion is unanimously approved. On to the next item. Mr. Slaughter, please. >> Thank you. Uh the second item that we have is also for bid pack one for the electrical contractor. This is a combined of two uh change orders. This is for PCO5
is the restoration of the bonding system in the niatorum. Uh at previous meetings we had spoken about the fact that this was a wet bed tile uh setup on the pool deck and that bonding system was embedded in that wet bed tile. So there was no way to remove the wet bed without destroying the uh the bonding wires. So we engaged the electrical contractor on a time and material basis to replace that bonding in the amount of $5,304. The second part of that is PCO8. That was an additional enclosure and breaker for the turf field lighting in the pool panel. This was a pool that was in the lower area and the new electrical panel did not have significant room for this breaker for the turf lights. So, we added an additional enclosure right below
the panel and a new breaker provided to uh bring those lights on. Uh the breaker was not shown in the asbuilt drawings in this location. It was shown elsewhere in the building. So the total of those change orders is $11,37524 leaves a remaining balance of allowances $165,84162. This will result in a $0 change order for the electrical contract. >> Any questions or comments? Hearing none. Do we have a motion? Then moved. >> Second. >> We have a motion and a second. All those in favor raise your hand or say I. >> I. >> All right. Being unanimous. The motion is approved. Next item, please. >> Thank you. The next item we have is a change order for Mic Mechanical for work at the Penfield Middle School. These are the heat pump replacement units. Uh the
modifications had to be made because the unit configuration was modified requiring some sophet modifications and modifications to the duct work transition pieces and uh in order to allow the doors to open. Uh this occurred in all three rooms and this uh change order to Mico Mechanical is in the amount of $15,56622. This was also a time and material change order as indicated in the breakout. >> Thank you for that information, Mr. Slaughter. Do we have any comments or questions? >> All right, hearing none. Do we have a motion to approve? >> So move. Second. >> All right. Um, any comments or questions? Hearing none. Uh, all those in favor raise your hand or say I. >> I. All right. Uh, and the motion unanimously passes. On to the next item, please, Mr. Slaughter. >> Certainly.
The next item we have is a recommendation to seek board approval of the district-wide elementary school door hardware project. This is for the general contracting portion of that. We're recommending the uh award to Kelly Brothers LLC. Bids were received on November 18th for this. Uh, this has been in the works for quite some time. uh their contract will be in the amount of $524,500. Uh the bid sheets uh are attached uh for this project. >> Thank you, Mr. Slaughter. Any um do we have a uh motion to move this? >> So moved. Second. >> All right. Um any comments or questions? Uh comment Mr. Slaughter. Um, thank you and the team very much for moving this forward. U, we've watched this for quite some time. Want to thank um, Miss Mc Merry as well as
this committee um, for staying involved and this really is a a good example of um, you know, spending wisely, making sure we know what works and then moving forward. So, we appreciate this process and um, what this vote may very well mean um, to move this forward. So um all uh those in favor raise your hand or say I to move this to action. >> I motion that will uh unanimously move forward to the board for action. Next item please Mr. Slaughter. >> Certainly. Thank you. The next item is also the district-wide uh elementary school door hardware project but for the prime contract of electrical contractor. As you can see in this process and on the bid tally sheet, we only had one electrical contractor bid this this portion. So we did go back to
Gwen Nure and analyze the numbers that we got two years ago for the Gwen Noir project. We multiplied that out by a factor of 10 for the amount of schools that we're doing. The number did line up uh back at Gwenor was $155,000 for the uh for the electrical portion of that project. This is 1.566 million. So 1,566,000. So we feel that we got an accurate number from this electrical contractor and are asking to recommend to move forward with SNS Electric Services Incorporated in that amount for this project. >> Yeah. And once again, this is a a prime example. That ability to extrapolate that number also to to check it um for the community uh and the district is very much appreciated. Do we have a motion to move this forward to action meeting? >>
So moved. >> Second. >> All right. All those in uh any comments or questions? Hearing none. Uh all those in favor raise your hand or say I. >> I. And the motion passes unanimously. On to the next item, please, Mr. Slaughter. >> Yes. The next item is something that Mr. Ran discussed in the previous meeting uh in the safety committee meeting. This is for a new platform for our camera and door access. Uh not only it's listed as at the high school, which is where we're starting, but our goal is to move this to districtwide. We are moving away from the seaman's proprietary software pro platform and going to genitech. Uh we evaluated multiple different types of platforms Mr. Ran and myself and some the rest of the team and we evaluated that this would
be the best uh platform and software moving forward. The initial contract for the high school at this time is $159,732. This is includes software and the migration of information over to this software platform. But please note that this um software is able to accept the entire district >> and um this this is something I know that um this committee uh and the administration's been very focused on. I can't complain about it anymore. Um, as we as we move on from this legacy system, at least not for for uh a few more years, it seems. Is there a motion for um to move this forward to action or work session? >> So moved. >> Second. >> All right. Do we have any comments or questions? Um I I will um ask Mr. Slaughter. This is part
uh this is the first step of a what will be a multi-year um methodical upgrade. Um and I I I would like to also thank the details provided and how um how the systems will slowly change over. So it's not going to be completely paying for two at one time, but the ability to phase in and phase out and dovetail this as the project moves towards completion. >> Thank you for that planning. Yep. and and those details. Um and once again, um wonderful to hear about the the ability for the administration for certain uh leaders to be able to test this system and hear um what its strengths were and that that the administration really did its homework. So, thank you. This is a very important investment um for the community and we appreciate this
moving forward. Um look forward to walking through one of those doors someday as a citizen. Next item, please, Mr. Slaughter. >> Certainly. The next item that we have is the recommendation to seek board approval for a request for an easement at the Talmenson Township at the Nash Elementary School. As you know, Talmenson Township has a walking path uh program that they are working on. So, they're requesting a 40 foot wide easement at the bottom of Bustard Road. Uh there is a description attached for this easement. It would be in the amount of $1 to the district from Townson Township for the easement and u we also signed a letter of support for them for a TASA grant uh for funding for the installation of that sidewalk. It does not interfere with the daily operation of
the Nash Elementary School. So, we're recommending to move forward with this. >> What a wonderful opportunity for for local government to collaborate for the community. This is great. Um, do we have a motion? >> Moved. >> And is there a second? >> Second. >> Sorry if I didn't hear that. Any comments or questions? >> Hearing none. All those in favor raise your hand or say I. >> I. >> All right. And the motion passes unanimously. On to the next item, please. Mr. Slaughter. >> Certainly. So, the last item we have for recommendation to board, this is an amended contract because we we only have a purchase order with Johnson Controls. This was for the chiller repairs at multiple locations uh throughout the district. As we move through some of the chiller repairs, we found additional
items that we uh found were not in compliance and needed to be uh evaluated and performed. So, at Nash, we added a installation of a TXV valve on circuit one. We removed and cleaned, repaired, and rotated the strainers on the chiller in the amount of $8,965. At North Penn High School, uh we removed the 10-in suction elbow uh using gantry rigging. had to repair one of the studs, reweld that, had to uh replace that elbow and new gaskets in the amount of $8,442. Lastly, we are recommending the installation of a ready purge system. So, uh centrifugal chillers sit in a vacuum and it's easy to find some of the larger uh leaks, but the microscopic and very tiny leaks are very difficult to find. What happens when that sits in a vacuum as it brings
in air and contaminants into the system? Uh so this purge will actually create a vac will create that vacuum and maintain it so that we don't have to do the air purges on a regular basis as well as worry about any of the oils being uh contaminated. Uh so we still have quite a few years till we replace the chillers over there. So we're recommending this as well. The total of these three items is $36,142 in addition to their contract of $120,389. This will increase their contract to $156,531. Our original budget for this work was $244,936. So, we are still in very good shape from what we had budgeted to what our actual expenditures are. >> And that's very good information, Mr. Slaughter. Um, and I I'm amazed um at the depth of knowledge for
you and your team, your predecessors, uh, Mr. Schneider, Mr. Kennedy, too. Um, and and what we're able to learn here at this uh, committee um, through your explanations um, and the administrations. For those who may not be aware, can you just explain what uh a chiller is and whether this was uh on the list of capital items items that that this actually is a priority and why? >> Yeah. Yes. So, these repairs uh in in addition to a couple other schools, we had chiller repairs at York Avenue uh and um North Wales Elementary School as well. Uh so, the chiller is what creates the air conditioning in the building. uh we do it through chilled water instead of refrigerant and direct blown air um with a much higher volume rate. So this is to ensure
that we have good air conditioning uh at at our buildings. The two chillers that were actually at the high school were only capable of running at 40 to 50% before we completed the repairs there. So we're now able to run both chillers at 100% with these repairs. >> Fantastic. Thank you for that explanation. As always, do we have a motion to approve this final item for action of work session? >> I moved. >> Second. >> Okay. Any comments or questions? And all those in favor raise your hand or say I. >> I. >> And the motion passes unanimously. Thank you, Mr. Slaughter, for for all of uh these items. And now we can move on toformational items, please. Our firstformational item is a construction video update from Mr. Gilmer and his team who's gracious enough
to perform that all the time. So, uh, Mr. Gilmer, here you go. Oh, you're not going to have sound. Stand by. Do it one more time. It's time for another North Penn High School renovation update. Today we're bringing you an important construction [music] update as we get closer to the opening of our third floor K-pod science classrooms and the upgraded Rick Carol natitorium. Let's take a look at the latest progress in Cape Cod. The [music] third floor science classrooms are nearing the finish line. Casework and furniture are now fully installed in the chemistry labs and [music] corridor. Classroom flooring is complete and freshly waxed. and corridor flooring and rubber base insulation are in the final stages. Doors are being repainted and all new room signage is installed. Metal lockers have been delivered and placed along
the third [music] floor corridor. In the mechanical rooms, air handler installation and duct work connections continue with final tie-ins underway for unit ventilators and heaters. Control panel wiring for the building's ventilation systems is nearly complete. Great news. All above ceiling electrical work has passed inspection. A new emergency generator has been delivered and crews continue to install structured cabling and classroom technology. Gas, water, and electrical safety shut offs for the science labs are being finalized and lighting control system programming is complete. Over in the natiatorum, major milestones have also been reached. The pool has been filled with water and heated to 75° and the Pennsylvania state inspection has been passed, pending final electrical documentation. Tile installation on the pool walls and deck is complete with front vestable tiling finishing up and flooring for the beginning of
December. Tectum sound panels are now [music] installed around the room. Painting continues in the vestibule and all natiatorum signage is in place. Stainless steel railings have been installed on the bleachers [music] with concrete repairs finishing before epoxy coating is applied to the steps and walkway. The rooftop pool pack has been started up and balanced. Pump room work is wrapping up, including heater setup and smoke detector wiring. Just a couple next steps. Township inspections are [music] scheduled for final plumbing in Cape Pod at Life Safety reviews in the natiatorum. Plastic [music] lockers have arrived and are being installed. Mechanical and plumbing teams will continue their final hookups and epoxy coatings will be applied to the bleacher steps, walkways, and [music] the camera platform. Masonry restoration continues around both Cape Pod and LPOD with roofers completing metal
coping installation. Both third floor [music] kod and the natiatorum are moving steadily toward completion, bringing exciting new learning and athletic spaces to Northbend High School. This is your construction update for November 2025. [music] >> Thank you very much, Mr. Always appreciated to uh does a lot better than pictures and uh a little slideshow that we used to do at math. Big upgrade. Thank you. The nextformational item that we have is going to be the update from Mr. Lynch and Mr. Hamley from CHA. Mr. Lynch, would you please take over? >> Great. Good evening. I want to echo the thanks uh from Mr. Slaughter to Mr. Gilmer and his team. What a difference 24 hours makes. Mr. Slaughter and I were both uh at the school yesterday and it seems to be coming along nicely. So,
thanks to Mr. Slaughter's team and everyone at the district who's been contributing to uh hitting our milestone. Um, I revamped the format a little bit to make it simpler for everyone and uh, appreciate all of the comments that you get on my monthly report. Um, just briefly here, our project approvals for the subsequent bid packages has been uh greatly simplified now that we have the NPDS permit in hand and that the receipt has been recorded with the McGomery County uh recorder of deeds and [clears throat] we're in the final throws before we can break ground on bid package 2 with the final pieces of approval paperwork and reviews with uh Talment and Township. All of that has been moving along uh uh with the entire team. Lots of tees to cross and eyes's to dot,
but we're almost there in order to allow bid package 2 to continue. If we go to the next slide, Mr. Linsky, if you're driving, thank you. Other project work that's ongoing. We're in the midst of uh beginning our radio tower design. As you recall, one new radio tower will be placed on the radio tower site that will house the uh AM antenna. Mr. Gilmer and his team are working with us and a consultant in order to put a bid package together for that in 2026 and we'll coordinate that with ongoing work. Also, the transportation building which the board has approved contracts for. We're also completing the final execution of an agreement for that building which is being done on the Gordian contract with the contractor SJ Thomas. In recent weeks, we did a site visit
to confirm the uh roof structure and the type of roof panel system that'll be provided and we're good to go there uh and execute the contract. We've also gotten a timeline from SJ Thomas on completing the building and their plan right now is to break ground after it the site has been cleared by by our bid package 2 contractor begin work in March, have the building complete by the end of the year, which works very nicely with the rest of our bid package 2 schedule. gives the transportation team the ability to move in and uh get nested in that building before we go over and take down the existing transportation building. So, that seems to be working well at this point. As far as bid package one, you just heard that um a good amount
of work is now complete and we're steaming steadily towards occupying the space on Monday next week. Propane station received its final labor and industry approval. Uh you've seen the images of the floor, the paint, the ceilings, the windows, everything that's new on the third floor. Um it's coming along nicely. Looks uh quite handsome. Casework, counters, acid waste, hoods, eyewash stations, etc. are installed and the district team is beginning to move in. We've also received, as you saw in the video, the furniture which has been placed in rooms. So, uh, by the time we get new unit ventilators up and running, final electrical work completed, the air handlers started, we'll be ready for business on Monday morning. In the natiatorum, as mentioned, uh, the big uh, milestone was to get the state inspection, which was completed
last week. Now, we're in the process of cleaning, refining the operation of the pool, finishing the locker rooms and the lockers. The plastic lockers uh arrived yesterday and installation uh has begun and completing all work in order to get the area ready for athletes. So third floor and natitorium uh we're meeting that date right now of December 1st open to students. We'll rejigger the barriers that we have in place so that the second floor of Cape Pod will be uh starting demolition shortly and um we'll be doing some finishing touches, namely the graphics which go on the walls of the quarter in Cape over the winter break. Bid package two, um we're continuing our shop drawing review and the procurement of materials and equipment. We completed the m the Montgomery County Conservation District pre-construction conference.
So, we're all clear from them to start. And upon completing the township approval process, we'll begin clearing, doing erosion controls, installing the staging area. Uh with that comes a sediment basin that is near the radio site and storm water for the staging area. And then we'll be concentrating on clearing the AP pod addition area uh so that we can start building an addition and clearing trees for transportation. Bid package three. Um, we've gotten 75% design documents, uh, assembled, uh, lots of comments on those documents and also a preliminary cost estimate that the team is, uh, working on providing comments back to us on. And the design team is completing their enduser meetings and final design components for the auditorium. We're looking for 90% documents to be delivered to us before the winter break. And we'll
do the same thing. Run through comments, make constructibility comments, update the cost estimate, report out to everyone uh on how those 90% documents look. Um, and we'll be looking to bid early in 2027, if not sooner. Essentially, we'll finish the design, put this on a shelf for the time being, uh, so that we can bid it with plenty of time ahead of, uh, the need to have equipment on site. Work starts for bid package 3 in 2028. And of course, there'll also be an accompanying um, abatement contractor. Just an update on safety. Uh, no real incidents of any type to report. Um recommendations continue from contractor safety officers to provide proper PPE for all persons that come to the site and also we have an emphasis on contractor badging to make sure that folks as
they come uh since we have so many different types of subs that come that they get their badging taken care of course first before they come to the occupied school site. Next up is simply our dashboard for your uh review identifying where we are with schedule. I it's always nice to see a lot of 100% on the schedule slide. And so as we get to the end of this phase, I'll be switching to the next phase, if you will, of bid package one to show the second floor. Uh, all of your financials are here with respect to paid to date to contractors, the status of material allowances prior to the items that were on the agenda tonight, and information regarding the number of RFIs and submitts. Uh, everything seems to be moving along well financially
with respect to bid package one. Just wanted to include the summary of sustainable items that are in the design. So we of course we don't lose sight of what we're doing. I've included the summary slide here for classroom energy summary. We went through this in detail at the last FNO meeting uh in what we're doing for uh windows and the type of glazing that's used wall insulation as far as thermal transmittance. What we're doing on the roof to add insulation, how lighting and use of LED lighting fixture reduces power density in the building. And of course, the new HVAC plants in each of the pods are going to be reducing natural gas consumption and improving air quality. So that focus on sustainability will continue. The next slide is a simple reminder on the solar package
that would be included in bid package three and the numbers that were presented with respect to life cycle cost and overall cost there for solar panels that would be placed on the gym and uh apod addition. From there is a final budget summary. Uh we are overall still on track at that magic number just under 260 million. We have contingency left in bid package one that has not been touched yet. The allowances are in good shape. We have the same across the other bid packages and so any savings in one bid package transfers to the next bid package as we go through this. So um if there's any questions feel free um to ask with respect to budget costs. And with that, I think I've come to the thank you slide. Appreciate your time and
would be happy to answer any questions. >> Thank you, Mr. Lynch. Uh, Miss Stall, >> thank you. So, thank you, Mr. Lynch, for including that sustainability slide. That's very helpful. Um my question was um regarding the Cape Pod third floor and the second floor being um the demolition going on. Is that going to disturb the like are we going to be doing that at nighttime and you know on weekends or like is that going to be pretty noisy and affect the kids on the third floor? >> Great. Thanks for the question. Well, we have barriers arranged so that we'll be able to renovate on the second floor while classes continue on the third floor and the first floor. So, we've got the barriers to separate construction from education. And of course, the thing that we
have to be mindful of is anything that might disrupt the educational process. You recall that we ground floors, for instance, on the third floor outside of school hours. And so, those are the things that we have to be cognizant of. And so we relocate our barriers in order to allow kids to get up to the third floor down from the third floor uh without there being any hindrances or concerns there. And then our contractors use the back stair in Cape Pod to get up and down from the staging area. So it's all been well thought out and reviewed with school leadership. >> Okay. Thank you. I figured it would be >> just to follow up on that, Dr. Mr. Nicholson and I and uh Mr. Hassler are on a constant email chain. So, as complaints
come in, uh Mr. Lynch's team dispatches to find what whatever issues there are and we will reschedu as needed. Um the third floor had a lot more floor grinding than I believe we'll have on the second floor. A lot of the ceilings were already out on the second floor. A lot of the carpeting is already out on the second floor. So there's a lot less demolition and heavy demolition that has to be done on the second floor. So we're hoping we already got some of that taken care of. We have a Christmas break coming up which is where we will focus a lot of our noisy work to be done during then. >> Great. I mean I it's unavoidable, right? So but I'm sure the I know that you guys have it in hand about
minimizing the interruptions and stuff. So thank you for that. Appreciate >> Chair Ramich. >> Mr. um N Dr. Dr. Nicholson, can you tell the community um and ask us a little bit about how um the move back into the third floor will look, especially since it's midmarking period, how will that move and students needing to readjust schedules, go to a new classroom as as exciting as it is, what does that look like kind of midyear, mid-marking period? >> You know, that's a >> Sorry, go ahead, Dr. Nicholson. You can answer that better than I can. No, that that's fine. So, we've met with all the teachers that will be moving into the third floor. Um they they know that as of December 1st, they'll be up there. They're communicating with their classes as to what
uh what classroom they'll be in and where they will be when we come back from the Thanksgiving break. So, students are very much aware of where they'll be heading. Um in some ways, it'll be like the first day of school um where they're going to have to, you know, rearrange a little bit, rearrange your routes of travel. um going from COD chemistry rooms to to Cape Cod third floor is a little bit different and likewise for the Nitorium where they've been meeting with their classes is completely different than in the pool area. So um that's been communicated to all the students. They know where they should be reporting on Monday. U we'll have folks that that help them and and remind them if they don't just like the first day of school. Um but it
should be an exciting time. The teachers know that and I miss I'm sure Mr. Slaughter will speak to a little bit the moving process. Um, we're right up against it here with the the midmarking period move as you mentioned. Um, but with this break and the cleaning that's already been done, we're we're hopeful that most of the teachers materials are in the room. It's going to take them some time to settle. Um, but we've had that that, you know, notification to them, listen, you know, it's not going to be perfect. You're not going to do a chem lab on the first day of class. Um, in many ways, the first couple days back will be like the first day of school. We're going to get to know each other. We're going to get to admire
the room a little bit, find out where everything is. um retach some some um you know beginning of the year types of of activities and then we'll get started as as things settle in. So Mr. Slaughter, if you want to add anything to that, uh I'd be much obliged. >> Yeah, we know the uh the teachers are very excited to move into their rooms. They were asking already today, but we're not quite there yet. Uh wanted to get a little better cleaning of things, but their items are packed up. We're going to move them into their rooms over the next several days. Um, we will be working through the weekend to try and get all this accomplished and ready to go. So, they will have to set their rooms up come Monday, December 1st, but
everything should be there for them. All the furniture's new, you know, all the classrooms are new. So, it's just a matter of unpacking their personal items and getting things into their desk and their cabinets. >> Thank you both. Really exciting. Any other uh comments or questions? One, I know we have a student representative um agenda item uh but is there anything in particular of just what you've heard or experience when it comes down to some of these uh issues that we're talking about with um safety noise or just what's been discussed? >> Not to put you on the spot, Audrey. >> Oh, you didn't. [clears throat] I mean, a little bit here and there. There was a one of my a few of my classes in the beginning of the year for like a test,
we would relocate to another room that was maybe a little bit quieter. Um, but it hasn't been too bad in the classes for noise level wise. Um, it will be a little bit of an adventure trying to figure out the new pathways and how to get places and whats blocked off and what rooms to go to. But like you said, in the first day of school, it'll be just like that. >> Thank you. Any other comments or questions? Okay, with that, we we'll move on to the next item and then I think quickly to the following. >> Certainly. Uh the next item up is the C 10ear capital plan. We have not made any changes to the capital plan since the October meeting, which will reflect upcoming work. Uh my hope is by the next
meeting to have that fully updated. A lot of the summer work and uh work that's bled into the fall is being completed now. So we'd be able to update that financially, get a better picture of that. And we're starting to look at what are we going to do next year uh starting July 1, what's going to go out to bid. So, we have a a fairly hefty list of items um in front of us, but we'll we'll get the the most highest priority items selected and uh work on getting that out for next year. >> Thank you, Mr. Slaughter. and and I'm not sure the community is aware because not everyone gets the Pennsylvania Schoolboard Association uh orderly magazine, but it was really something if uh issue two back uh an issue or two ago
uh for North Penn to be highlighted for the 10-year capital plan and to walk through that methodology and what it means um as an innovative uh tool and you know part of a a wider process for transparency and and budget planning. So just want to make sure that um you know to thank the administration for for adhering to that and um once again you making an example of of North Penn leading and not following in that respect. So thank you that this isn't just an item we gloss over. Uh it means a lot. Uh on to the next item please. Certainly the next item is just going to be a followup uh from Mr. Ryan on what's been accomplished in the facilities department. Mr. Ryan, are you with us? I know he's having computer issues.
>> Yes, Mr. Slaughter, I am here. Thank you. U overall over the course of the last month since our last meeting, our custodial team, our grounds team, our maintenance team is have really been focused on the high school and supporting the high school project with that December 1st timeline uh for getting students back in the third floor of Cape Cod as well as uh the natiatorum opening back up. So some of our continued efforts uh the custodial team has been working nightly uh on the weekends and as much as you know this coming potentially this Black Friday and coming weekend to make sure that the classrooms are clean, organized, ready to go, working very closely with uh administrative staff at the high school uh who have been great partners in all of this. Our grounds
team has been focused on winterization and we have a couple weeks left of that. At that point in time, they're going to shift into our exterior grounds maintenance type work as well as playground repairs, uh some additional landscaping needs that we have. And then with our our maintenance team, it's it's been a lot of work at the high school as well as continuing uh you know, tackling work orders as well as we've actually had a lot of plumbing uh work orders that have popped up recently. So, just kind of staying on top of that. So, overall, majority of the focus has been at the high school. Thank you, Mr. Slaughter. Thank you, Mr. >> Thank you, Mr. Any comments or questions from committee. >> I I'd like to thank you uh Mr. Ryan and the
team. Uh, you know, we've seen some pictures around, maybe it was on social media somewhere and, uh, also maybe some updates through the grapevine about some of the ball fields um, and some soding, but also the the proactive um, work that's being done even uh, to the middle school um, level for for their fields and to get ahead of of some of the work. So, just want to make sure that that's recognized by the community and um this committee thanks you for that. >> Thank you. >> U all right, going once, going twice, no raised hands. We'll move on to our student representative update. Last but not least, um please Audrey, um feel free to ask questions or um provide some direction for us. >> Um I can start with this. So, it's fine. >>
Sorry, I I didn't see you earlier. That's great. >> It's okay. I was a bit late today because I had um some other stuff going on. But um first of all, I would just like to say on behalf of all the students at North Penn, I think I speak for everyone when I say we're all very excited about the renovations and how smooth everything's going along. Uh for the past couple weeks, me and Audrey have been working on a brief student survey just to gauge student interest, student opinion on the renovations. Um it's not very long. It's just questions like um how informed do you feel at renovations? What area of the school do you feel is in the most need of repair? Um what like areas you most concerned about like infrastructure safety etc.
Um those kinds of questions. We have been in communication with Mr. Slaughter and Dr. Nicholson and they did give us some feedback just to have more um I guess questions where students can directly like say like why they feel a certain way or ask for clarification on something. Um and you know of course we can share with the rest of the board if they want to look at if they want to get a look at it before we send it out to students. Um but I think that's it and I can pass it off to Audrey now from here. >> Yeah. Thank you and thank you Dr. Nicholson and Mr. Mr. Slaughter for all your support with the survey. And then earlier today, I was able to go on a tour of the renovations with
Mr. Slaughter. And it was really neat to see how everything's coming together and see where everything has been and where it's going and where it's headed and get a better understanding of everything and how things that happen in the committee meetings are directly reflected in everyday life at the school. Thank you. Thanks for the updates and uh also that work uh with an act as well and congratulations on what I assume was a very successful weekend at the high school, right? >> Yeah, thank you. We had our electronic recycling drive and yeah, we had over like 500 cars come by and recycle whole bunch of stuff. So, that was pretty neat to sort through. >> Wow. Well, thank you both and your classmates for that leadership and your your faculty advisor, too. Miss Ramage, >>
I love this idea of garnering student feedback through your survey and being able to share that. So, can you keep us informed because as you know as Tina and Jonathan um end their term of service will have a new committee um the new FNO new board members and I think it might be interesting to um for you all to share your findings at an upcoming meeting or to share your findings with the the new committee members. So, we would love to stay in touch on that. All right. Any other questions or comments for our student representatives? Okay, with that we'll move on to public comments. Um, and Mr. Gilmer, any raised hands for today? >> Yes, we have one person in the audience tonight with their hand raised. >> Excellent. Um, this time I'm ready
as opposed to last meeting. So, um, thanks Mr. Laneir for commenting last time. So, I'm ready. Individuals attending the meeting virtually and intending to speak to the committee should be aware that they are being recorded. In order to meet the requirements of Pennsylvania sunshine law, it is necessary to record the names of all citizens who speak to the committee during the meeting. To assure compliance with this requirement, it is essential that those planning to address the committee raise their hand electronically and state their name and municipality. Members of the audience are asked to limit their questions and comments to matters being discussed at tonight's meeting or matters that may come before the facilities and operations committee in the future. Members of the audience are asked to limit their questions and comments to three minutes. This
is in reference to board policy 903 which was revised February 2022. All yours, Mr. Gilmer. >> All righty, Mr. Laneir. I've enabled your microphone. So, when you're ready to begin, please state your name and municipality for the record and begin your comments, please. Jason Laneir Lansdale. Uh I was looking at the presentation and there's a lot of lot of good information as usual. Um there I like the way the the budgeting is being pretty well tracked and we're staying online with that. Um but there is this this [gasps] outlier for me which doesn't again doesn't seem to make a lot of sense which is the solar project uh putting uh PV cells on on the gym roof. Um couple of issues. One is the numbers that this are based off of um are from like
0552022. So just off the bat, the the out-ofpocket expenses are going up. They're they're uh probably about uh do a quick calculation. You're you're talking you're not you don't have enough set aside for actually to buy this. If you gr if you uh all lot $2 million or $1.3 million to to install this for two reasons. Solar cells gone up and the incentives by 2028 are most likely not going to be there. Meaning the the the $400,000 you get in incentives for to offset the cost of installation is going away by that time. So, I guess what I'm recommending is that you actually go and rebid this solar project. I mean, I personally think it's it's, you know, this is sort of a vanity project, but if you're going to do it, you might as
well understand what you're really getting into cuz at this current uh this current economic diagram here, you're not you're not going to have enough money. You you don't have enough money set aside to buy these. And especially in 3 years from now in 2028 when this bid is going off to bid, you're talking about a longer lead time and uh probably almost a third more uh in cost with the actual PV cells. Um you know, installation is [clears throat] is I guess that could be going down based upon the how much it's adopted across the United States, but mostly um that that's going to be a tough competitive bill. I would suggest maybe getting the tech school involved. Uh if you've ever worked with solar cells, you know they're pretty much plug-and-play. So the most
of it can be done by someone with with with a pretty straightforward uh in um education and it would be a good learning project. Uh the heavier stuff needs to be done by licensed electricians of course, but most of this should you could you could save yourself a bundle by not having to have the people on a flat roof installing these panels. All that is saying you need to you need to look at what your costs are set aside because there everything's going up in price. You're going to be lost in incentives and you got to really question this is going to be worth all the effort. And I'll leave it there. Thank you. >> Thank you, Mr. Mr. Laneir. Any other uh participants? Mr. Gilmer. >> That'll conclude public comment for tonight. >> Thank
you. Uh and thank you, Mr. Laneir. Uh I think it's great that uh you attend just about all these meetings and it's an opportunity to adjust um so when you're able to provide these good insights um to keep us up to date with that, but also um please, as Dr. Bower has offered before. Um, you know, continue to sit down and meet with the administration to go over those numbers. Um, it'll only make us all better um as we improve our understanding together as a community. So, thank you. Um, we are going to have the next facilities and operations meeting will be in January. It's typically the last Monday of the month. However, with the new board reorganization and decisions on uh committee membership and schedules, please stay posted to the North Penn uh school
district web pages and uh requisite facilities and operations information to be posted when those decisions are made. Um any uh uh we'll now have review of items for work session or action meeting. Um is that something Mr. Slaughter that you're prepared to uh review for us. >> Yes. Uh thank you. So the following items are recommended for to be moved to the action meeting at this time. Item number 3A is uh recommending to seek the board approval at the December meeting for pen builders for multiple change orders in the amount of $34,99752. This will result in a $0 change order to the GC contract. Item number 3B is uh bid pack one uh EC contract. Again, we recommend to seek board approval the board of action meeting for BP1 EC contract for a change order
in the amount of $11,37524. This will result in a $0 change order to the contract. Item 3 C is recommended to seek board approval at the board action meeting for change order number one to Micah Mechanical in the amount of $15,5662. Item 3D is the recommend board approval for a contract award for the general contract for the districtwide door hardware to Kelly Brothers in the amount of $524,500. Item number 3E is recommend board approval at the board action meeting for contract award for the electrical contract of the districtwide door assembly project to SNS Electrical Services Incorporated in the amount of 1,566,000. Item number 3F is recommend to seek board approval at the board action meeting for a contract award to Integrated Security Systems, which is the Genitech rep through the Pepum Purchasing Cooperative in the
amount of $159,732. Item number 3G is a recommendation to seek board approval at the board action meeting for the request from Talmenson Township to obtain a easement in the amount of $1 from the township to the school district for the intersection of Buster Road and Liberty Bell Drive on the General Nash Elementary School project. And the last item that we have is amendment to the contract for Johnson Controls uh for a change orders and extra work in the amount of $36,142. Also at the December 10th board action meeting. Uh in closing, I want to thank uh Director Casa and Director Stole for their time. I know I've only been with the district for a year, but uh I have known you folks since 2019. very appreciative of the support that we've had in the past
and that you continue to provide for this office. So, thank you very much. And also, Dr. Nicholson, uh you will be very missed. Uh you and I are almost brothers here going through uh all this work with the construction. So, you will be missed and uh but I do wish you the best of luck in your new position. So, thank you everyone for that. >> Thank you, Mr. Mr. Slaughter and uh you sure um were able to send us off with a nice long list of action items to to carry over for the next board. Are there uh any other comments here during other business? >> I also want to thank um Jonathan and Tina and Dr. Nicholson. Um it's really just been such a a labor of love to get to start working with
you on this starting with the NAP renovation and Crawford Stadium and seeing it through. Um it's just it's really been a wonderful um experience working with you. So thank you all so much. >> Thank you. >> Yeah, I was just gonna uh I'm happy to get the last word here and just thank all of you. M Mrs. Ramage, first of all, I hope you feel better. And uh everybody else, Tina and Jonathan, it has truly been a pleasure. So I've said everything I wanted to say, but just thanks for everything. Um and I guess this is the last public meeting for Dr. Nicholson as well. So going to miss you all very much. Um but you we are better because you were here. There is no doubt. So thank you. >> Well, we we appreciate
that. Um and echo those sentiments and thank you uh Dr. Nicholson. Uh it's been an honor and privilege to serve even this one last time unexpectedly uh as chair of the committee. Um just want to make sure we recognize Miss Mc Merry's leadership. Um Kathy, on behalf of of this team um and the board, thank you for your support, the curiosity, um directness, wisdom, humor, and yes, even um a bit of healthy impatience. Um it continues to inform the work of this committee going forward and the board's culture. And you always someone 100% dedicated to students unquestionably. That's what everything meant to their success, their safety and excellence and what the infrastructure meant and everything else you did with your chairing of this board as well. That leadership um extends beyond public facing meetings. Countless
hours it takes as uh Miss Stole and Miss Ramich um can can tell anyone about what it means to be a chair of of this board collective. but dedicated to facts. Um make building consensus through those facts and engaging in any level with anyone. That's what um Miss McMerry and our friend Kathy um I'm sure um will will always inspire this board and this committee to move forward. U Kathy always got to the details um but never in the weeds because it was always about uh the strategy and getting to the goal and making sure that we were on budget or even under. So, um, thank you, uh, Miss McMerry. Um, it it's it's been a real pleasure. Uh, Kathy, um, my last comment will just be, um, I I love my quotes. I'm a
historian. Churchill stated, "We shape our buildings, therefore they shape us." Um, a twist on that that I like to have is, "We shape our school buildings." Um, thereafter, they shape our students. And that's important to keep in mind because those students, um, they're our future. So, thank you everyone. Um, any last comments or questions? >> Nope. Thank you everybody. It's been a pleasure working with you and I'm looking forward to December 1st and taking a tour of the new building or what is already completed. I should say we have a while to go before we complete the whole thing. Right. So, but I'll be back every time every time a phase is done. I'll be back. So, >> and and thanks to staff working uh through throughout the the holiday break to make sure that
that students and faculty and everyone uh will be back and on time that Monday. Uh, can I uh have a motion to adjurnn? >> So moved. >> Second. >> All right, >> that's it. Thanks everyone. Thanks Tina. Congrats. >> Thanks. Take care guys. >> Congrats. Thanks. >> Take care everyone. Congratulations. Thank you for
