004a mental illness it would be their correlation between mental illness and transgender identity is enormous in Sweden they they've been tracking this for years because they have socialized medicine and they keep these records pretty tight they stopped doing this last year because they calculated the increase in suicidal ideation and actual suicide was 20 times that of somebody who wasn't so as you get closer to fruition of transend trans transing to the opposite sex if you can actually do that which you can't the the rate of suicide goes up so much higher that it's unbelievable so my question is if you care what happens to kids why would you be even discussing this with them why would you discuss this with them why get this in their head that this might be a a good alternative
005in the United States just re the both of these Studies by the way are in PubMed NIH holds that uh uh holds that uh website you can read about this just this year there in the United States it's 12 times higher for people who identify as transgender this isn't to say I'm I'm transphobic or a mean that's not it at all I'm anti-suicide I don't think it's a good thing I think that that's doesn't it's not a positive outcome to commit suicide you know what El isn't a good thing is drug addiction drug addiction what why don't you guys promote heroin usage because it's not good for you it ends in death did you know your you're more likely to die statistically if you're doing if you become you go towards trans transing your sex
006you're more likely to die than you are from starting heroin why why are you doing this this is not helpful to any kid out there there is the the 0.00001% who have you know authentic uh uh what is it gender Doria but everybody else does Mr you're promote so the the the first thing I'm going to address since I said I would is um your question about we were talking at the last meeting about why is our insurance $637 million to replace every building in the district so I did I said to Mr scroy okay so I don't believe that we could replace every building in the district why is it $637 million that amount of money is comprehensive so yeah if a meteor were to hit North pen and all of our buildings were
007to crumble it would absolutely be insufficient however that is a amount of money that could be used for any particular building as a collective whole if there's something to go wrong with it so in essence we could pay a lot more money for a much larger insurance premium in the hope that we are planning for a meteor to come and destroy all our buildings at once and make sure that we are indemnified to replace every single solitary one of them or we could take a more realistic approach which saves taxpayers money and have a $637 million policy to make sure that our buildings are well insured well that would probably cover it 637 well mean you saw what it cost to build it with a Ninth Grade Center which we don't have again this is

023uh so good evening everyone happy to be presenting to you uh this evening about the renovation of North pen High School um I'm going to uh make a recommendation for a motion we'll take a motion in a second and then we'll give a presentation excellent uh so I'd like to uh recommend that the board authorize the administration to take all the necessary steps to prepare for a vote on a schematic design design at the June 20th Action meeting uh for the renovation of North pen High School all right can I have a motion so I moved is that that was M MC mcy all right for the record motion by Mr Kasa seconded by m mcy uh M MCM Mery and Dr G are both virtual yes thank you okay we have a motion on
024the floor okay thank you uh good evening so I'll Point your attention to the presentation on the screens behind me and to the left and right of the room um as as everyone is aware uh we've been embarking Upon A renovation of North pen High School um since well before uh 2018 quite honestly but legitimate conversations and engaged with an architect in 2018 uh regarding the NAT project uh Crawford Stadium uh North Ben High School ESC Transportation comprehensive facility studies and uh plans next slide Please Mr scr so uh we are moving forward the last time we have given a comprehensive presentation on this project um was prior to January 16th and uh we now know that we are going to have 10th through 12th at North pen high school and a basic renovation of
025North pen high school would be $237 million that is for systems only uh new systems new floors new painting new windows uh refurbishing of the 1971 facility um so we have to stay within the Act One index for The Debt Service for this PR project moving forward we have projections for the Act One index over the next couple years and then we have long-term planning for the Act One index over the data based upon the last 16 years um and I believe the average over the last 16 years is calculated about 2.7% is that correct Mr scy okay I think it's up to 2.8 now but 2.8 okay so over the last 16 years since the onset of act one uh we've had substantive conversations in this forum and through the fno committee under M
026MCM Mer's leadership about uh the trans Transportation Depot as well and there was a uh in in the news in our community a well documented uh pursuit of a property on Church Road that did not pan out I'll speak a little more to that in the future here in this presentation um but nonetheless despite the fact that we are moving forward with a 10 to 12 renovation um the priorities that we outlined prior to January 16th still exist there's still a desire to increase campus circulation there's still a necessity to make our campus accessible for all students to make it ADA Compliant it's still necessary to bring our 1971 learning spaces up to the 21st century uh and Beyond so those priorities still exist and since January we've been working for months with our Architects
027and engineers and construction management firm and administration and the high school administration and what can we accomplish within the Act One index so there were questions about is there something in between these two plans uh in January and the the answer to that is yes there is is but we've been spending the last few months trying to prioritize and see what can fit within that act one index next slide Please Mr scra so those priorities as outlined on the presentation before you are of course inclusivity and accessibility instructional flexibility U being physically responsible and maintaining that act one index cap uh Safety and Security providing collaboration spaces a community space obviously North pen High School is a community center and is uh it's like the city that never sleeps sustainability components here in 2024 we
028also want to have some connectivity and learning opportunities outside for students and of course make our high school look like North pen High School um as opposed to obviously the color schemes and The Branding that don't exist right now next slide please so I did mention that I would come back to the transportation relocation um and we have publicly said that we are looking to identify roughly 15 Acres within the boundaries of the north pen School District preferably within the boundaries of the north pen school district for efficiencies purposes we did identify a property on Church Road um and we pursued that uh intently however the cost estimates uh not only for the site acquisition but for the property itself uh came back well above our budget and you may recall from previous presentations and
029Community forums that the budget for land acquisition building and so Paving all of that was estimated I think 17.8 in the overall facility $17.8 million um and that property did not pan out within that budget uh so we we are still currently exploring a property in Montgomery Township Mr Schneider spoke to that at the fno meeting a couple weeks ago uh but we we're not sure if that will work out so what you will see before you this evening is an option with Transportation remaining on the North pen High School site uh if we are unable to acquire the appropriate site that meets all the needs of the school district uh then we would keep Transportation where it is um and obviously that is possible because that's what we have now with students 10 to
03012 so we have needs in our transportation facility our SSC the ESC that's the building we're in right now and we've given in the last few months a presentation about our property um over in Hatfield Township which is called the movie Lots Mr scr gave an excellent presentation a few months ago explaining those properties um and we are pursuing selling that property so hopefully to have uh hopeful to have information for you in the next couple months um to bring forth for the board and then you guys get to make a decision if you want to sell the property or not next slide please okay so that brings Mr shrer to the podium and I'm just going to before I pass the microphone to him talk about the things that we've been working with them
031to try to bring into North pen high school that obviously don't currently exist Ada accessibility we have spaces in North pen High School that are not accessible to all of our students in particular our students with mobility issues uh we have two elevators one of which is rarely working um and there are spaces like our music spaces uh places in the auditorium that are not accessible C classrooms are not accessible um students in wheelchairs can't the wheelchair can't fit through the door because the doorways aren't Ada accessible uh so there's plenty of spaces instructional spaces in North pen High School that are not Ada accessible because high school was built prior to Ada being in existence um we want to update our spaces to allow for the programs that exists now as opposed to the
032programs that existed in the 70s and upgraded student and staff circulation and this is a significant issue that we've is well documented the overcrowd in the hallways the high school was built for 2400 students we did put k-pod on the front but we did not increase space throughout the regular part of the buildings in the cafeterias and the arteries and the hallways around the corners uh to contain 3100 kids we obviously want to increase daylight um it is a very institutional feel right now in North pen High School upgrade our HVAC I think I said in one of our public Community forums that um the engineers the HVAC folks said that this is the most inefficient system they have ever seen in a public school um and right size our space for our Performing Arts
033so we can't currently host our entire band in our band room our corus in our chorus room we don't have an orchestra room these spaces just don't exist in the current facility so trying to prioritize design around all of these things to make North pen High School the space that our students deserve and expect our community expects uh within the Act One index um and of course we've said over and over again that 15 Mill million dollar worth of modular is obviously undesirable for anyone um we do not want to rent modular for $15 million for up to seven years while we renovate the building rather if we can supplement and provide some additional Monies to have permanent construction that can meet some of these needs we're trying to fit that into the budget so
034Mr Shrader will present where we are with the design and then Mr Lynch from Dey engineering will come up and talk about estimates and where those numbers came from so with that uh ask that the board please hold your questions till the end because there's a lot of information here and then we'll open it up for questions at the end Mr Shader good evening okay thank you Dr bow appreciate it I almost feel like I wish you could freeze those bullets that Dr Bower just talked about on the screen on one side and then show you some plans on the other the goal has been to try to come to that in between project uh and to try to satisfy all these needs that we've talked about so this represents a a site plan um
035this is approximately where the civil engineers are for the moment in terms of their understanding of how this project might evolve one thing to remember as we talk about the smaller additions and the parking additions to the site is that you are now able to take advantage of the wnpv site and so that's what this is doing in terms of a site plan trying to provide some additional Recreation and playing field area on that site so I'll start at the center and maybe to orient you a little bit um the site plan and the floor plans will be 90 de off so just hang in there with that uh but you see South Valley Forge Road on the right side you see the north monco technical Career Center on the leftand side the top of
036the site has Snider Road and of course the Oxford Lane development as well and so the idea here is that if you start on the right that continues to be a parent circulation area and we have some ability to lengthen that just by uh modifying the circulation Roots within the site uh we would do very little to that other than kind of reworking that pavement area the yeah where the uh Mouse is currently circulating is your current bus circulation area you're all familiar with that that would continue to do that and serve that purpose you also have the ability to uh have some additional bus parking on the right side where we've got some new parking areas and so we'll be able to disperse some of the bus parking into slightly different areas to try
037to give you a little bit more circulation on the site we're going to hone in on the building in a few moments here um so working from the the parking area in the front of the building on the right hand side one more time programs that have evolved have not just been music programs but also some of your athletic programs uh your outdoor marching band programs and so on uh you're probably all familiar with the fact that to Stage truly competitive tennis uh the old six court system has turned into an an eight Court to allow those competitions to happen and so this is showing the addition of two courts where the current marching B practice area is and we think we've got just enough room to turn that marching band uh practice area on
038its side and just uh kind of reuse some of the grass area there in a slightly different fashion so it looks like we have room to do that if we had the tennis courts to supplement those programs so back to the left hand side um you see a new parking area at the bottom left uh just north of the uh the stadium area so that's meant to do a couple of things uh that will support your bus driver parking at certain times uh when the bus drivers are gone and we have an event going on at night this is a new parking area that allows for much closer parking to the stadium than you currently have and so that'll be a really good thing for the district it still preserves the we'll call it football
039practice area but it's practice area in the green just south of that parking area so we still have that ability and the parking areas just to the right where the mouse is right now will be all of your Ada and other special parking uh areas right adjacent to the stum Stadium as well and we'll also allow for some rear access to the building kind of adjacent to that bright green that you're seeing there and I'll get into that a little bit further as we go so just north of this parking area that I just talked about that supports both the stadium and the bus driver parking is a what we're thinking here is that this would be a new and possibly pre-engineered Transportation facility in Orange and what you're seeing there is bus parking and
040at this point the quantity of buses that we've been able to put in there are the district buses so this at this point in time at least does not account for uh some additional or contractor bus parking in that area but it does provide for the entire bus fleet and about a 20,000 foot building plus fueling station for the buses at that site so if something happens and another site does arise this portion would turn into something else on the site but for the moment what the civil engineering team was trying to prove here was that that facility does fit indeed in that area um the area where the bus parking is shown below the Orange is your current bus area and actually right in the middle of that you can almost see there's a
041light gray area that's your current Transportation facility and you focus probably all know that besides the condition of the facility it's also a twostory non-accessible second story for the transportation team so this would be just a new single story facility that would support that and then once that's built you you're able to take the old facility down and build the bus parking in that area um and then finally at the the Northern end of the drawing not necessarily the northern part of the site we're showing currently two playing fields and at this time uh the intent there is that they're just grass fields they could be practice fields um they can be uh certainly competition Fields they're sized appropriately for that so that works uh I'm going to talk a little bit about the building
042additions that fit on this site when I get to the buildings but you see some of the notes there in the Le hand side including the fact that there is an entry addition from this back side of the building that will connect aod and hpod and will allow you to have full circulation all the way through the building rather than inside and outside and back and forth so that'll that'll be a great addition to that circulation portion that Dr Bower talked about there are three slides coming up and Doc yep Mr scr if we go to this one so this is just a closeup of what could happen for that Transportation facility site uh you can see the bus parking there superimposed on the existing Transportation facility and the new Transportation facility proposed just north
043of that um the right hand side here is showing some gray and light blue connecting to Orange so that is essentially what you're going to see in the floor plans that connects the a pod and hod areas together and you do see in it's kind of a orange tannish depending on what your eyes see uh a new back entry to the building that will allow for all of the folks who may Park back here a true access a secure access point to the back side of the building similar to the front access point with stairs with an elevator at that side of the building so you would at that point have stairs and elevators circulating through the first and the second floor on both sides of the building the next one just shows you kind
044of a closeup you can see that by Dimensions uh that size Athletic Field provides for any of the sports that you have within the district so that will accommodate all of your needs there and going to the next plan this is just a closeup of how the tennis courts might be expanded from 6 to 8 and then rotating that marching band practice area to give you more space there so I think people had a pretty good understanding of how these massing diagrams worked last time and so we thought we'd share these again and we'll do this instead of getting into the full renderings at this point I think we would just want the approval to move ahead with uh the basic idea that you're seeing here and at that point we would get back into
045those rendering Concepts that you saw before it makes most sense to look at the lower right hand corner here because the parent drop off at the front is the the k-pod portion of the building and then you can see the round jpod there so that gives you a good sense of where you are in the diagram you all know that you have Bus drop off uh area adjacent to the dining area so that would continue to happen over there and finally at the back of the building you have this new rear classroom and entry Edition that space is to make up for the modular classrooms that you would have had except with permanent construction so the idea here was that you took that modular money turned it into new construction and actually composed it in
046that portion of the building first to finish off the circulation so the building has full circulation in a loop and second so that it provides the quantity of classrooms you might need to start to do some phasing through the building finish that portion move students in from a pod renovate the Pod continue on As you move around the building you're going to see a um a potential timeline and schedule or Milestone schedule that's going to be reflecting some of that idea of moving around the building with Renovations after you've added that pod uh two other additions yep the the cursor is on one that is that Performing Arts Edition that you've seen since probably a year and a half ago uh it does contain a band area a an orchestral room and a coral room
047and there's one other little orange area in front of jpod you'll see that in the plans the intent there is to widen that circulation route between the auditorium and the gymnasium so that you have a much wider space in there to allow for that large volume of students moving back and forth in that portion of the building so those are intended to be the additions uh the building receives uh various types of renovation Jamie is going to talk to you a little bit about those various types of renovation but for the vast majority of the project the intent here is to do what we had talked about at the beginning uh renovation of the floors ceilings walls windows and all systems HVAC Electrical Plumbing fire protection and so on and uh it would be that
048way with the exception of some alterations we'll call them in the building next slide okay so I've rotated you here about 90 degrees you can see k-pod at the bottom and k-pod has that gray area at the center which is the entry point that you're all used to today so that remains essentially as it is and the intent for kpod would be a basic renovation um that's the most recent along with the pool of the additions to the building so those two are in the the more recent uh better shape than some of the other areas of the 1971 building the area in front of jpod that you see here jpod would uh not be an area anymore we would finally consolidate all of the athletic portions of the building to that green area of
049the the plan and you can kind of see how this is working now instead of having a mixture of Art and uh Athletics and then performing arts and other things you're seeing all green on the left which is all of your Athletics and all purple on the right which is all performing arts so that starts to make a lot of sense in the plan the idea for jpod would be to take out uh the classroom walls and turn that area into more or less wellness and uh Fitness and training areas uh for the building so that would take the fitness area out of the second floor mezzanine that is not accessible and move that function down to that jpod area and we would likely uh turn that current Fitness area which is again a mezzanine
050into an HVAC Loft for the facility so you don't have the accessibility issue anymore Mr Sher if I may interrupt and I unmuted before you said that last but just so everyone's aware if you've never been in our weight room or fitness center there is zero elevator access to that space I believe that space originally was used for like archery and a shooting range way back in the 70s it's a long space up above the gymnasium if you've been in the gym and you look up that's usually where mptv has their their cameras up there a student with mobility issues or challenges cannot access that space there's not an elevator that takes them to the space so bringing that down onto the first floor uh utilizing jpod and the the classrooms in jpod are trapezoidal
051the space is is very difficult to have instruction or art or anything we use it currently for health classrooms Anatomy classrooms and then for art classrooms and Ceramics um so utilizing jpod widening it with you see the addition in red outlined in red in this diagram U but it would be more Fitness Center wellness training um all those things so and then I believe Mr Shader you said that the second FL floor mezanine whatever we want to call that would be systems it would not be an area where students are going correct thank you so I'll go to the upper leftand corner for a second because that's what actually allows you to complete the circulation in the building no longer do you rotate through the building to a pod and then have to turn around
052and go back through the congested hallways you can circulate all the way around the building now in the gray through to H and G pods from that area and the building circulation routes are are now complete with that concept um that should elev at a decent amount of circulation from the balance of the building that folks have been concerned about over the years uh we do have an intention to hopefully provide one more stairway in the area that the uh cursor currently is the idea here would be to try to open that up and if students come in that front entry instead of having to go through the entire building to the pods to get to the second floor they can circulate directly to the second floor from the front entry here and be able
053to move into the hallways of the second floor their first class happens to be on the second floor they can also come out of the second floor of any of the other pods and circulate down to performing arts and gym for their specials as they come through the building the idea for apod epod and C pod is to try to reclaim just a little bit of some of those Concepts that you saw uh back in the referendum where we were trying to open up the center of those with a few windows and some uh area to kind of open those into large group instruction spaces that made those feel a little bit less enclosed and tight so we're looking at that and Jamie's working with us to try to price some of that and the
054idea behind the EOD area in Orange that's the media center Library uh we would hope to try to open up some windows in that area too so that that feels less constrained and a little bit more uh visibly transparent so that folks feel like they can see where they're going and what's going on in the building uh there would be some renovation to B pod which is your dining and kitchen we do have some ideas to open that up and make that feel a little bit more vibrant than it currently is and to try to you would have the idea behind the original renovation anyway was to replace all the food service systems so hopefully you start to see a nice food court concept out of that that you've seen in some of the other
055buildings you've been through uh I want to go back for one moment because there's one more aspect to this so once we've enclosed this circulation from aod to H pod we end up with a courtyard uh today that courtyard is just grass and there there is a a sidewalk through there the idea here is that you finally actually create an occupiable Courtyard that you can come out of that main hallway and in nice weather circulate directly back to apods EOD uh or that new rear entry and actually have something that students might want to come out of the spaces and sit in rather than just pass through as fast as they can and the doors are locked so this is a safe Zone within the building it's a nice transition area within the overall enclosed
056secure structure that provides folks an opportunity to have a little bit of outside time as part of their circulation program so thank you for going back to that yeah so right here um just to give you kind of specific example where I know you've all been the principal's conference room at northb High School Mr hassler's conference room is right here so opening this up and if you can imagine walking past the auditorium and just going straight out into the courtyard um so kids can go directly across to apod right now there's a huge generator there and no sidewalks coming out of that door the students don't have access here if they want to go outside they have to go Traverse this way they have to make this right they have to go up this ramp
057and to the infamous EAD clog which is right here this spot right here and then there's a doorway here to take them out uh they can avoid all of that with this design and goes straight out into the courtyard so getting from the front of the building to the back no longer requires you to do this there's a33 which is heavily utilized now you can just go straight back which is exciting and so the second floor um essentially is the same as it currently is and so you will not see a lot of change here in other words you won't see alteration of the walls you'll just see full renovation of the spaces so that they feel like current spaces when they're done but there won't be a tremendous amount of Shifting of walls or
058changing of structure we'll keep it as it currently is you do see in the upper leftand corner the addition of classrooms on the second floor the addition of some art rooms and trying to keep the art and perform uh pardon me the tech EDS in that corner of the building so that's the second floor and then the third floor kpod science rooms remain as they are they just get Renovations um this was intended basically to show with the dots the circulation around and somehow the dots in the plan that I had were closer together so you could see how they provided nice circulation patterns through the building but it essentially finishes the circulation around the building rather than this back and forth that you have to do to get from pod TOA today and describes
059everything that we've just gone through as we've looked at the plans so the most simplistic of the schedule we have a couple of ideas here um there's an idea to be able to get to some building Renovations early and to to prepurchase some of the long lead term items early so we're showing you a couple of different schedule items here this is the early bid package that would allow us to do perhaps the the well we'll have to figure out exactly where in the building but would allow us to do some early Renovations maybe we look at kpod or something like that to get us some classrooms uh up and running early uh if we're able to proceed as we've just discussed we would have a design process that would go through December for that
060portion we' bid it at the end of the year we do procurement for that in the beginning of next year and youd be able to do some construction next year on that portion of the building so that would be the early bid package one I think the next one is probably yep bid package two there are things today that have terrific um lead times on them including switch gears generators and a lot of electrical equipment so the idea would be to try to get that that uh work ordered as early as possible so that these 14 16 18 month lead times on switch gears and generators would allow those to show up uh and I think that yeah that that submittals and procurement through would have been four 2425 is what that would have been
061so I apologize for two dates here and then you'd be able to get those generators and switch gears when you need them during the construction process so we have two early bid packages that we're looking at and finally the of the project would be ready for bidding sometime in um the the spring early summer of 2025 bidding next summer and the construction could begin as early as August but you would see construction happening in those early bid packages before that uh this would be the main part of the project and with the phasing we've got in place right now which is going it's subject to change as we develop the project but this could be as much as a 5 and a half year Construction construction project as you phase yourself around the building okay
062do you want to go right to Jamie's presentation or do you want to do yep okay I thought maybe question that's if you'd rather talk about design questions and then we break it up okay that's fine no problem I know I had a couple for you fact I'll start us up um so when we're talking about the phasing and that that proposed um addition that creates the circulation that that um it's smaller it looks than what the Ninth Grade Center would have been so how would that affect the phasing like the phasing originally sounded like it would be in thirds maybe like we do this and then shift would it break the phasing up into smaller sections we we think we're back to single PODS of renovation so you're going to see more movement as
063you go through as you start to phase this and again this will tease itself out as we go though okay uh second question is is um the jpod plan the wellness Training Center is that like from a square footage standpoint larger than the current space it is okay how much larger like how much well it's it's about um almost two times as large as what you have to allow for all the programs you don't have So when you say Fitness and training like I have been up there I'm not is there more we adding to it so that is it still just going to be like yeah soal equipment or not equipment right so when we say training I I legitimately mean like a training so right now our trainers are down the hpod hallway
064uh as you walk past the gyms towards where our um engineering classrooms are we have our trainers provided to us by gview Health Network um we have a pseudo training space that is more like closet um so our athletic training space and a sports medicine for taping the athletes and all that would be there as well as lifting weights correct yeah so same type of equipment same type of space um you know we would love we visited schools where they allow the community access to such facilities you could have a membership I don't know like eventually we would like to get there just like we have at the stadium now the community can use the stadium um but in time it is a large space which is what I'm wondering there a very large dedicated
065space for training so um one other thought I had and I know that I'm probably crazy to say this but Courtyards right I work in schools and they're a fairly underutilized space in pretty much every building I've ever worked they they look great and they sound fabulous but it rains in Pennsylvania it's cold in Pennsylvania uh people kids don't even like going outside some of them so I'm just curious It's a rather large space so I think I probably know the answer to this but have you ever considered just putting like a glass roof over it so that you know it would be accessible all year long there had been discussion about that and somebody poooo the idea from a cost perspective okay just many many people did it's not focused on that gentlemen why

067that you've already done due diligence but the cafeteria area there had been discussions of moving it to the other side of the building is there feasibility in swapping B with a and moving Food Service over to a and moving the classroom space over to where B is so that then on weekends that food service could you know that space becomes much more of that Community Corridor between Athletics I'm thinking about the international Spring Festival for example things like that it does become more of that community space that we had also kind of wanted to explore I think the team would agree with you um the issue really comes down to costs and to do that it means that we're doing very significant alteration to those spaces okay understood and I I just want to say
068that I appreciate the dots because um that the flow and getting from different points was I think a a concern and that that's incredibly helpful to be able to imagine Bus drop off drop off to first period so thank you for those and I think there might be a lot of opportunities to really play with that to make sure that we have that right so navigating the building right now is one of the most difficult things for students to do to be able to go from a class in one pod to the another and make get in time and yes they find roots and it takes a time but I think making that flow work um and playing around with that is is really critical but I appreciate that slide in particular thank you um
069Mr Shader uh thank you for the presentation and uh everyone's efforts uh getting us to this point to visualize um and put us on the precipice of finally getting to the next design phase um and even more details I'm very happy with circulation um obviously from the safe schools and Facilities perspective uh it's I'm pleased uh that this happens to be the case it's something U that I raised with the community when I wrote about it in in January and when it comes down to to the seped principles and even to the Courtyard um even a courtyard that isn't often used we have this multiplies the redundancy for for egress and any other uh necessary circul circulation control in an emergency and just providing that type of uh option obviously there'd have to be the
070promotion and how do we get people to use that space more often but even if it's just there and people know it's there if you need to get out and have various options that's very good my only question there's plenty of questions for safe schools and facilities and operations I'll save it for then but I I I'm very curious um is it still an option to be discussing uh lock down uh sections or zones across the school as one of those options no doubt yeah th this actually provides you a lot of opportunity for that and certainly there's also the flea option which you have plenty of agess points from the building as well and and it's the timing is really good uh there's a W uh it's Wall Street Journal or Washington Post has
071an infographic that says the changing Trends in architecture I don't know if you saw that already today uh with your trades and it walks through many of these same uh elements that we're starting to see and I actually thought the wings were really interesting and some of the concrete uh Construction in the the hallways so um it it seems like we're headed in that in the direction that most people expect for the community to have a standard for safe schools yeah and I think the along with that besides being able to lock down the different pods this does again finally give you the opportunity to lock down the academic areas for from the public areas too so I think that'll be a great asset for you thank you very much uh M mcy has a
072question for you she's a promote y hey thanks Mr Fusco hi Mr Shader um back to the one of your earlier slides about um long Le long lead times associated with switch gear generators I understand um but based upon that phasing and that design how does that coincide in making sure that the design and the sizing of all that equipment will coincide with let's say the phasing or the design documents and contract documents for the rest of the building so we make sure we get it right the first time yeah I think so I think you hit the the challenge of the issue there and we have to make sure that the engineers do have this reasonably sized by that point in time so their bid package if I remember correctly I don't have the
073slide in my hand here uh had to be out in February and the final project has to be done in May so I think that the engineers can reasonably have the major equipment sized at least electrically by that time uh we'll know all of the HVAC systems and the powering those are requiring for that primary system so we should be able to size that so it's going to come down to the engineering team really moving ahead but you hit the nail on the head okay thanks I have a few questions Mr chair if that's okay um um going back to the new parking lots near the stadium and between the what would be the bus depot still I zoomed in as far as I could and try to find the number of spaces and I
074think I found about 180 yeah I had that number earlier so there's 181 regular parking spaces and 34 van spaces so you've got something like 200 and well your math is better than mine 215 spaces in that area sizable yes so it's a reasonable parking area good to hear um I noticed on the second floor plan between the pods especially surrounding EOD some of the uh hallway spaces that we had identified previously as being bottlenecks still seem to be pretty thin I was wondering if if there's any space options there especially in the second floor uh there may be we've been working back and forth with the budget sheet that you see on the screen right now to try to keep it where it is U what we've all identified though is that the fact

076area everything in Orange now should be in one zone so you have your art areas and your Tech ad areas to kind of create a steam center back there and that's the idea behind that I don't think that they're solidified yet but you can see where the spaces fall so great that's great and my last question is uh we were all young on and we wanted to uh get away while we were in high school and as a teacher in the high school these days um I'm looking for all those little nooks and crannies where students might hide so I'm gonna ask if you were going to this High School where would you hide yeah stairwells okay so now we know where the where to check yep okay not for me no no no never
077you appreciated thank you okay thank you yep it may be for you actually um but it's back to the point that was just made it's back to the point that was just made um with regards to bottlenecks so have we thought about doing uh some sort of student movement tracking to understand a correlation between the classes they take and the way they do the pattern of their classes and their movement to see whether we have either optimal course um planning uh versus where we versus what we're doing right now so I say that because again I I do have a daughter that I have to drop off 10 minutes earlier because she has her first class is way at the back she has to get there and I always thought why isn't your first class
078at the front and then you walk obviously everyone's first class can't be at the front but that's the way my mind works right but I know in my job we do these um you know we do some something called standard work right and then we we track each we do these combination tables they're called and we track what people are doing when and you can actually have the the entire pattern of their day and I wonder if something like that would help us optimize um course selections or the way we man we plan a students day and or would help us uh also think through it's because you don't have your hairing Aid here today I know I know I I will I will I will stay after I will stay after and give that
079question back to you Mr patchel I will stay after to make sure you have that that question is that does that make some sense your question makes perfect sense I can tell you um I'm not aware of such a process for a high school what our our scheduling software does is it takes so let's just do some quick math 3,000 kids and each kid puts in let's say 12 course requests right you have a six day cycle eight periods a day students have their major classes or minor classes it takes all of those requests from kids and optimizes fill rates in class rooms so tries to balance numbers of kids across sections across class classrooms so in theory and then of course you have caps on certain rooms right so A specialized program where you
080only have so many stations let's say a sewing classroom that has 18 stations that cap is 18 but your average PE class might be 30 kids right so it balances the schedule by period by student requests but in terms of incorporating the traffic patterns within that uh 550,000 square feet we don't I'd be interested in learning more I figured it wouldn't be easy but since we are designing right it might be something that I'm sure a fantastic AI system could do something with that since we've been on topic I promise I I will come back so Mr shider what what I'd like to know is if in the design going forward and I know that that's going to be really deep detailed when we start looking at um Systems and Technology but there I I
081am aware as I'm sure um maybe you could illuminate Force if there may be the option of exploring the prop Tech type of the liar right and Predictive Analytics it's used more in commercial spaces right U but there are opportunities maybe to make sure that that's baked in ahead of time so we are able to look at uh population flow during different events right you see what bathrooms are being used more classrooms and what's great about this technology is you're not tracking people um it's much like what Halo is based on where you're able to get a lot of analytics without using actual video with people and I don't know if that's something that might be able to be an add-on to some other technology we have to look into that um I I have
082seen it done with a hundred students as a case study uh just to see how that circulation pattern works and the way it was done was you picked grades worth of students you picked a quantity of a variety of students who had different programs and and followed those around the building to try to understand um so I've seen it done I've actually seen a presentation on it and I'm not saying it's something worth uh spending taxpayer dollars on but it's while we're speaking in the exploratory um for some of this design phase it's something maybe to keep in mind I'm happy to share some of the uh use cases and case uh studies in the field outside of Education that that um maybe worth looking into have we done anything for the votex students who
083are in the uh high school at this point in time are there spaces uh changing in any way this may be a question for you talk about yeah so it would definitely Mr R be seven years away um we are in this design adding roughly 20 classrooms right and so uh in my conversations with the superintendents at North monco we have said if we needed to bring some programs back into the building we could um at that point but we are going to utilize those spaces throughout the renovation obviously so and I was speaking more about we we have a certain section of our student population who takes takes classes at the high school at this point in time not over our North mon got isn't that correct that's correct and are these spaces enhancing
084their learning EXP experience in any got yes yes um so when he's talking about the steam center that's exactly what he's talking about the engineering and Technology spaces that we could uh obviously enhance compared to what we have right now so yes not only the north monco students potentially utilizing spaces in our high school but enhancing the current experience of the mphs student good question okay I guess we are passing the mic to Mr Lynch I do want to as Mr Lynch makes his way to the podium emphasize these are estimates at this point and we have said uh many times in these presentations and meetings that the cost is what someone eventually bids on the project right so Mr Lynch is estimating based upon what he has now we're hoping that you will authorize
085us to get us to a schematic design over the next couple weeks for approval June 20th Mr Lynch good evening good to be here I always hope to be the second lowest bidder right that's my charge um there's a lot of cost information um that I wanted to share with you really as an introduction as to how we do costing so much information that we created take-home books for you uh on the board because um I have one right here I'm all set um because it takes a lot of time to digest all of the information um that's contained in a cost estimate but I wanted to show you the work document that we've been using with the team in order to arrive at a uh a cost uh figure so wanted to print it
086also on big paper because it's hard to read what's on the screen here this evening I'm sure Dr Bower is going to use the zoom a little bit on this first page and then we'll um go ahead from there but our charge was to take the uh plan documents that the design team the district team put together and get ourselves in a position where we understand what the uh cost was and then ask a lot of questions and arrive at a lot of answers and so that's what you'll see in this document on the left side is a is a summary um of where we are with the cost that's based on the information contained therein and then throughout the document you'll see a lot of questions along with the answer that we've arrived at
087together as a team and so these might be questions that you have or they might spur thoughts that you have that you want to bring back to the next meeting as to what we're doing and so we wanted to share this information in all its glorious detail with you as we move through the project you'll know that this is happening in the background and yet I'll try to shorten the the uh the story so that we understand where we are at at any given time and maybe Dr Bower if you can zoom at all on the who's driving Steve are you driving thank you if you could zoom on the left hand side let's just start with an an overall summary and so with everything that we put together with David with the engineers with
088the district team you know we put a summary together on uh uh the top of this page that includes the on let's just stay up above the yellow for now Steve the on-site improvements the Hazardous Materials abatement that will be required inside the building the site improvements we have some demo that needs to be done of the transportation facility and other components on site we've got some uh allowance for athletic building restroom rooms that would be inside of the pre-engineered building that's being considered for transportation at this point we've got that cost actually for that Transportation building and we've heard how that um is flexing uh over time here um a um we're remembering that on the radio site that we have one existing Radio Station Tower that would have to be reinstalled so that's
089a decision point and then we identify the cost of the new building additions and the cost of the renovations and also the soft costs and just again to remind where we are with soft costs that's the fees the permit fees the furniture cost everything associated with building a project that isn't quite construction related and we came to a total cost there of $245 million and there's one big thing that we have to include and that is some form of project contingency and some form of allowance for the complex phasing associated with doing doing a multi-year project in an operating school there's another $26 million in change there amounting to about 12% of the project and we arrived initially at a number that was over $272 million and we want to work right away on driving
090that number downward and so we've gone through all of the areas of the buildings which I'll show you in just a minute if we go down below the yellow Mr scroy there are a number of savings items that the team has agreed upon you see them in red they're listed with their cost and some description there and uh as we stand when pencils went down actually um this morning on a couple of these changes that price has been driven down to 2598 67 and change there are couple of items below the line that we're still uh working on here and one of note has to do with replacing the synthetic field that's out there and also adding the tennis courts and relocating the um band practice field as David identified and that would be included
091in the design but bid as an alternate so that we can see the costs on bidday and you can make a determination and that's of course a cost control tool that we would use in many areas of the building in order to provide cost measures so that you would see the cost on bidday and you can make decisions on which pieces of work to include or or not to include so at this point in time as we stand here to today 259 867 602 a number that's stuck in my head now forever I think I sent it to someone as I was driving here um tonight but I wanted to give you some of the background on where that number comes from and immediately to the right on this screen Mr scroy what we did
092was run through the building and identify the areas let's go down to the bottom to the cost those are the questions that I mentioned just up a little bit and a little bit more there we go what we've done is go through each of the phases of the project that we know at this point and we've identified what areas very specific areas of the building receive light renovation medium renovation heavy renovation and of course those spaces uh that are new and we've carrying a number of $420 a square foot for new additions you may recall that in Prior estimates we've seen $400 these are much smaller additions and they're scattered as you saw on the plan so we just want to make sure that we have a hedge on that cost that's why you see
093420 actually in one of the pods I've actually decreased that um uh in the past couple of days and so you see the breakdown of the total cost and the cost for each prime contractor the general contractor the mechanical the electric and the plumbing and then what we've done on top of these numbers has done detailed takeoffs on masonry uh glazing exterior uh work that's being done and proposed for the building and you'll see those costs in a minute and that's what gives us the entire uh total cost if we move to the next slide and we probably have to zoom back out what what we've done here is start to dive into the phasing schedule and I won't go into um great detail on the phasing schedule David outlined the overall plan but for
094phased renovation we're obviously trying to do one thing in particular and that's take advantage of the summer months um David also identified what we have to do to be ready for construction and there is some pre- purchasing uh necessary the idea of possibly pre purchasing a pre-engineered building for the transportation facility allows us to start that process sooner so that it can go in sooner the same thing with the switch gear and the other equipment that that David mentioned all of it to try to take advantage to what we can do in the summer beginning of course in 2025 and each summer thereafter and so you'll see my timelines that we've started with you'll see a couple of questions um on each of the areas and you'll see how we've broken it down so if
095we go forward from there um down to the next slide that is the the original phasing plan slide if we keep going past that the next thing we did knowing that we have the phasing and we have the cost we broke each pod down by its individual cost for when it's being done in the period of construction and by example we were thinking that k-pod might be an initial area where we perform renovation because it has Standalone systems in it that we could purchase and renovate in a phased uh manner we can also possibly do some work on the uh Aion as well and then we also also want to get to work on the new addition off the back of the building in in area a and so you can see on the slide
096when you take a look we've identified the square footage for light medium heavy new construction we've also included the cost for roofing exterior masonry and glazing upgrades and then what we've done is totaled that cost and then we've escalated it appropriate appropriately to the midpoint of construction and the escalation rate that we're using is actually hopefully rather conservative it's 4% per year I'll speak to that in just a moment and so lots of numbers on the page on the right hand side you see the actual difference between escalation at 4% and three and a half percent and of course on a project of this size it's it's quite large so we've stayed steady to what's been consistently shown in past estimates and staying at 4% so if we go Slide by slide through the years
097and through the pods you'll see each floor each area all of the details here um all the way through 2030 we can probably just run Slide by slide here they're all there and then on the very last page of this I think we got one more to go this is the last one there's the totals whoops went a little jumped on you let's go up one Steve thanks right at the bottom are the totals that 151 777 266 should appear here on your summary slide as the total for renovations the same with the new construction um below okay so that's how this all ties together and then when we're in a meeting and we're having a discussion and saying we'd like to cut the square footage in this area we'd like to add the square
098footage in this area uh We've made some decisions that there's areas where there may not be any additional glazing I can make an adjustment and the whole spreadsheet changes so you can imagine um how that how that works and throughout there are checks and and double checks so it's been a good way to do this um and that's how we come up with our total for now until we have a set of drawings where we could do hard estimates and measure length of duct work um numbers of actual windows that ultimately end up in the design and we'll always come back to this methodology and and provide really a history lesson of where we are with cost on the next slide is that summary of soft costs so that total for soft costs was uh
099some 27 million in change and here you see what those line items actually are I mentioned building permits and design fees we have usage fees for pendot the uh work that we do for purchasing telephones for extending uh emergency service communication systems uh for purchasing instructional technology are all listed here and that comes with a little work that we've done with those Department apartments in order to identify what potentially those costs would be so there's a good amount of homework that's happened and again our hope is that they would be conservative in nature the last portion of this on the right hand side identifies the escalation and contingency numbers for the project we've included $7 million for the phasing which requires all types of temporary means whether it's temporary walls and corridors to channel students
100uh negative air machines in areas there's renovation but there will also be uh students in adjacent areas all of the things associated with with phasing temporary lighting potentially temporary Heating and Cooling that's an allowance for a project of this size and related contingencies for design and construction um because things will change between now and and bidday so there's the the sum total again you see the answers to a couple of questions that we had and that you might have that are listed on each of these sheets that we've been trying to answer as we go so that's soft cost as we go forward to the next uh slide we're getting into some of the detail but this next slide speaks to the commentary on um construction escalation and what I'm sharing here is nothing to
101memorize it's just engineering news records cost index data for the past several decades and this is what we use to take a look at escalation and what we should escalate projects to and what we should forecast in in multi-year projects and so this is where the 4% comes from the average over time had been something approaching 4% we had that wonderful time of covid when prices went through the roof and we saw double digit increases and escalation and we're finally just coming down from that timeline the first year after the pandemic we were seeing 4% plus and here in the past year so a little over 2% where will it go um nobody really knows we don't have the crystal ball we're hovering at 4% anything less than that an escalation is to the good
102so I just wanted to give you the background on where escalation comes from it's not something that's pulled out of thin air it's something that's based on industry information um next slide we're getting into data for those of you who are interested in uh what we have for a site estimate that made up the $21 million that's on the summary page we have taken a shot at what we think is necessary on the site so this is Paving this is storm water this is sanitary water piping uh Landscaping uh electrical is included here site electrical so that would be street lights but also the power and the new switching that's necessary in order to keep the the building um active everything else on the site so it's listed there um really as a guide for
103us for the civil engineers as they move forward so that everyone has kind of their marching orders or what they're designing to as we go forward I see something on the plans let's validate it with the length that we started with in this conceptual estimate and is it more is it less because ultimately you and the community want to know why things change if they change going forward so it's a good reference the second page the next page is simply the end of that site estimate and we can go right through that Mr scroy there's that total estimate of 214 that you see on the first page on the next page now we're starting to see some of the site drawings and some of the questions that we had these are familiar from David's um
104presentation a couple of answers here um this is the drawing that you saw on the earlier slide if we go to the next slide um I'm providing the Backup backup on our site and also of our building takeoffs so if you scroll down just a little bit Mr scroy it gives you the totals there for the size of the fields areas where we're doing Mill and overlay on bus loops and Roads what we're doing in constructing new parking lots and you can see there how many square feet we're talking about everyone has a unit price that's in their head for what it takes to to pave something you might have something to seal your driveway and we might have something that requires replacing the entire front of the North pen high school parking lot those
105numbers are dramatically different um so just these are the numbers that we're looking at and comparing to our historic unit prices um so they're there for the design team and for everyone to see you know just kind of the quantities that we're looking at if you were to scroll down even further there um there's um some detailed information on the transportation site and you know that that area has been in flux and so we want to know when the time comes and a decision is is made what's going to come off of this site what's going to remain on this site we're ready with that information same for roofing um we've gone pod by pod on the roofing upgrade and talked about the system for roofing and here it is the quantities in all their
106Glory not only for roofing but for metal Edge for Rising wall flashing and also for for demo we've got a builtup roof in sections of the building that is a bear to take off and put a new uh uh roof on uh fortunately the district is doing some of the roofing on the building in part as part of its capital plan and so we have fantastic cost information from those projects in which to put into this model and uh this just gives us the opportunity to look at it figure out the best way to re-roof the entire building obviously we want to keep the building dry for many many years and choose the right system so there we're all set similarly on the next slide which is masonry and glazing this is uh glazing we've
107got elevations that identify what we're doing with the windows there was a great desire to enlarge windows on the outside of the building pour natural light into classrooms across corridors and into spaces like the library and the large group instruction so we've got them itemized uh here and that allows us to then prioritize them with what we can include and not include masonry detail the work that we'll be doing on masonry is both uh to improve and restore and beautify can we do all three well let's figure out what the limits are on all of those three um certainly once again the the goal the charge is to keep the insides dry so that's the first one and we go from there so everything is prepared and itemized to go from there um the other
108uh slides are really just takeoffs this is a very interesting slide and the question was asked very astutely by the board members about those connector spaces and widen them um and I would draw your attention to the small additions that are between pods here we identifi the square footage of those areas and lo and behold as you might imagine when I make a very small area and I make it an addition the cost per square foot is in the stratosphere and so we identified what those costs were and they're listed on the first page of this book as your summary items and for the most part adding new spaces at those connectors became very very pricey and I thought it was fantastic the way that David responded to that question because we're trading so far
109enlarging those connector spaces with the circulation and the means to go up and down to improve the circulation routes hopefully to lessen the impact there so it's almost built and suspenders if we were to do the connectors and also the up and downend loop around but again more work is necessary as you go through here the other comment was uh what are we doing to jpod how much square footage well you can run through this document and you can see exactly how big jpod was and the square footage that we're adding to it if there's something um that you have in particular in your mind with respect to how a health services area would be set up uh in the future so as you go through the rest of the slides there's one more I
110want to point out to you these are small premium areas um we did detailed estimates on those small premium areas so here's an example of one of those areas which I think we've elected after looking at it and understanding how it escalates that it just seemed to be a a very large number and it ended up in our list of savings uh the next one is another small group uh area or small premium space the next slide is the pre-engineered building estimate and this is an estimate that came together as we were looking at one of the alternative sites for the um transportation facility and the idea was posed rather than building conventionally would there be any savings in going with a pre-engineered option that one of the benefits is being able to pre purchase
111that and bring it to town um and this is the estimate that was provided through a state contract um for the pre-engineered building at 20,000 square feet and so we're ready to develop that number if that's the way we go and then perhaps counsel you on pulling the trigger in order to put that order in and get it get it moving again the earlier we work the earlier we purchase the less escalation there is uh later and so we want to work with you to make those decisions um as we move forward a lot of the rest of the booklet has to do with very specific takeoffs there's my Partridge Family bus um takeoff uh chart uh that has all of the colors so once once again you'll see footage is here and you can
112ask uh questions as we go about about those areas um once again summing up the front page really says it all where we started the savings ideas that were implemented and getting to a number that was 259 and and change um with that I know it's a ton of information that's why we gave it to you to take home um and leave out and uh when you're sitting on the couch or something like that not watching the Sixers in the playoffs or something like that you have something to to take a look at um and I'd be happy to try to address any questions that you have this evening Miss MC Mery you got any I'm sorry I because I'm thrilled which I am um I guess I would want to ask a general question
113um to both Mr Sher and Jamie regarding their experience in um education projects that have durations such as this length in terms of from a board level what has been problematic like change orders warranties and I know I did talk with Jamie about phasing and continuity with material so what are the things we should as a board looking at your opinion based upon previous um projects thanks wide wide open question um there's a there's a couple of components um if I may with respect to phase uh renovation and and first is the health and safety and Welfare of everyone who's in the building every single day that is absolutely number one and it might be tied with making sure this is Education First and a construction site second which is very difficult in Phase renovation
114we would love to be able to isolate areas under construction under renovation keep the kids out of those areas separate workers from kids at all times so that's really um Paramount at all times you know also keeping the community informed you know the with a phas renovation it goes on for a long time the most resilient population in a phase renovation is off in the kids they're fantastic um in my experience they've just been marvelous whether it's Elementary Middle School or high school it's all the rest of us who worry right and so the community worries the parents worry the staff worries and so we'd like to address that upfront with lots of frequently asked questions sessions that we would work with the administration on to explain to people what it would be like as
115we go through the process process folks on projects that I'm on um know that right wrong are indifferent in the community that's immediately around the the school those members are given my cell phone number so that when neighbors see something they say something and they say it directly to me because I have control over what's happening in the field and then I can keep the district informed of what's what's happening there's a noise there's someone working early you can imagine there's a backup alarm at 6:48 as opposed to 7: a.m. when the township allows us to start all of those types of things and to be responsive to issues that come up and concerns is probably one of the greatest things that we can do safety goes back to Renovations where there's negative air machines
116and there's components in order to make sure that when the kids come to school and what are they doing they have their cell phones they're taking pictures they see everything that's happening that we can justify and have a great plan on how to keep Education First and keep everybody safe in the building I hope that answers your question at least as an initial response there's much more to it yeah um would two more questions Mr Fusco and I think this is actually to Dr Bower I guess is it fair to assume that if it became um necessary we could do virtual During certain phases is that an option that you would consider do I believe uh it is legal and legitimate yes uh obviously not preferred I do think there could could be um I
117don't want to speculate but could be times where maybe school has to start a little bit later um rather than you know last week in August first week in September and try to buy eight 10 extra days that kind of a thing um but certainly school code and the most recent laws with hours and flexibility in terms of the mode of instruction um would allow us to do that if we were desperate okay and one more crazy question when this is man loaded is it just a Monday through Friday like eight or 10 hour shift or during the summer will we see folks you know on the high school property working six days or 12 hour ships or uh yes all of the above first in compliance with the township requirements for when we're permitted
118uh to work and we have to cross that bridge to some degree the job would be specified for the necessary overtime by each Prime in order to accomplish the work um and there's an art to specifying that and making sure that all of the contractors play well in the sandbox together um but during the summer there could be multiple shifts we could be at night there's there's no doubt in my mind that there's going to be spots where where we need to do that as a as a need for the renovation to actually happen um so we have to consider all hours and all work times that would be compliant with what the township allows us to do and we would cross that bridge with the township and the community I am sure in advance
119yeah lighting at night I think we need to talk to talk to our neighbors and ask them but thank you very much Mrs sto did you have a question there's a lot of information in here so maybe I'm just not seeing it but I was um you know we wanted to make sure that um we had some energy efficient utilities and everything put into this building is that is there anywhere in here so the the charge has been clear that whether it's a sustain sustainable components Energy Efficiency that that wants to be included in the documents we have to cross that bridge the a the short answer is yes it will be included where to dose it if you will needs to be vetted and confirmed okay so it's not in here right now right
