okay good evening everyone and thank you so much for coming out to our November action meeting um and before I forget I just want to wish everyone in the community a restful week next week and for those who celebrate Thanksgiving I wish you a wonderful Thanksgiving um I'm very pleased tonight to continue our series if you will of highlighting important programs activities and events that go on in our school district and tonight uh it gives me great honor and pleasure to introduce to you uh major pariter who leads the junior Roc program at North pen High School major welcome and and as he approaches the podium I would like to say that this gentleman deserves special recognition um recognition um D Sullivan Chief D Sullivan retired over a year and a half ago and we

have been searching for a second instructor and the junior or the Air Force requires that we have two given the size of our program um and we've been unable to find someone and major parmeter has shouldered that load for the better part of a year and a half or more uh we just recently hired someone so relief is is upon us uh but major pariter you have certainly gone above and beyond to keep the program thriving and we're pleased to have you this [Applause] evening thank you very much Dr Bower um so jrc it's an academic class that the students can take uh it's a science or a history credit depending on which one of the classes it is but jotc is more than just a class it's a myriad of after school activities it's

competition teams it's an opportunity for scholarships both for flying and college and it is a huge Community Service uh organization last year we produced somewhere in the neighborhood of 1,400 hours of community service by all of the cadets and that's something that you're going to see later on is the P Mia ceremony that is very popular particularly with our veteran communities particularly in our retirement homes for the Vietnam generation this is very significant for them over 78,000 American Service members still unaccounted for 1,500 of them from the Vietnam War but anyways we're not here tonight to listen to me talk what I want to do tonight is introduce some of our Cadets so the first Cadet I'm going to introduce is our Cadet Commander uh Lance rudo so cette liutenant Colonel rudo come on down

uh good evening as mentioned by Major parameter I am K Lance rudo I've been doing this program for over four years and I have to say it is it was probably the best decision I ever made because when I initially joined I just joined for the aviation but I quickly realized that there's more to this program than just flying and there's more than just one thing that you can get out of the program it's really really it offers so many things for so many people and that's why I really want to get this all over the place I want people to know about it because there's so much that you can learn from it there's so much room for development and as the KC Commander you may think that I'm number one and I'm the

one who calls the shots but really this program is run by just any average Cadet the people who come to classes every day my staff here it's not just me I just I just watch them make sure that they're all right really I let them handle everything and I have to say it really has been challenging you know trying to give other people the opportunity to step up and lead and really watching people mature I have to say it's it's been an honor I'm not done yet but I I enjoy it and I'm really going to miss it as soon as I graduate thank you for having me I would like to introduce my Deputy Commander K Lieutenant Colonel Mia [Applause] damsey hello I'm Cadette Lieutenant Colonel Mia Dempsey it has been such an honor

to be in JTC I started off my first year um when it was covid and virtual online and I didn't think that I'd make it past my first year but after joining JTC getting involved in the community service and our activities like our drill competitions um being able to go to Normandy France for one of our trips to be in the dday parade standing there for the ceremonies being there um on the beaches where that happened and December we'll be going to Pearl Harbor for their um 82nd um anniversary from the Japanese attack and all these amazing trips and opportunities that jarc gets to experience um when we were there we got to represent our units um and we also got to represent the Air Force and America so that was such a big deal

for us another opportunity I got was to be able to um go to a Flight Academy and earn my private Pilots license and that was fully paid for by the Air Force so just by being in Jared C being a Cadet going to class being motivated there have all there are all these opportunities and scholarships that you can reap the benefits in in JC so I really encourage anyone that's interested in joining seeing what the program is about and knowing that it's not not just a class here and that's why I really love JC and I'm honored to be a part of the staff and the unit and seeing all these cadetes succeed and having the same opportunities as me thank you all right okay uh next is Rios our squadron commander for our unit

uh hello I am kect captain Natalie Rios I am the activity Squad Commander for our unit at North pent High School um originally I joined because I wanted to Commission in the Air Force as an officer and that is still something I strive to do today I think one of the greatest things about jrtc is that there are so many uh different kinds of opportunities for anyone that comes to our core it doesn't matter what you want to do there's something there for you to learn the biggest thing about us is that you learn to be a leader um that's something invaluable and I know for me personally it's the best decision I ever made it led to every other good decision I've ever made since then um for example I was pushed by my

family pushed by Major here and uh my friends here in the unit to apply for the afjc Flight Academy scholarship as well as uh Cadet Lieutenant Colonel Dempsey and to become the very first Cadet in in our uh Community to receive the scholarship was a huge thing so uh there's so many opportunities for people like in my shoes that are interested in anything of the sort so yeah uh anyone that's interested definitely there's something there for you there's drill it's not just military the point of jrtc is not just a recruit it's it's not necessarily to recruit for the military there's there's really there's anything for you so yeah [Applause] all right uh the next Cadet is Cadet Captain stevenh G good evening board I'm KC Captain Steven un and J to me was a

program that was hidden to me at first then I looked into it I realized it was something I needed a sense of Brotherhood camaraderie that was unmatched almost a sense of discipline it was it was shocking to me how disciplined this core is when they're on a uniform they're just normal people you can joke around have fun with them but the moment they're in uniform they switch and there's this mode that they go into and I found that fascinating and that's why I wanted to join I want to learn how to flick that switch in my brain and figure that out and here I am before you all I'm speaking for you something I couldn't imagine of doing in few years ago even and not only is program had made made me come out of

my shell I've learned that things I wanted to do in life you know life past high school was a vis to me I could not see past it and now I am currently stepped in to the United States Air Force and soon enough I will be an Airman if I do pass and graduate from basic training of the Air Force and I have an entire life plan after this it's crazy for me to say but it's opened a horizon a New Horizon for me to chase after and the dreams are countless thank you all right our final CET to uh speak to you tonight about their experiences in jro TC so I I've stacked the deck a bit the Young Folks you saw already they're all seniors and they have four years of experience in

the program but our last person is a first year Cadet uh Mr delacosta so Mr delacosta come on down so um my name is Luca I'm Luka deasa I'm a newad I've been doing this program for about two months and when I joined I didn't know what it's about I really knew it was like military and I really liked the part of like learning about leadership and all that discipline I was all about it but since I joined I just fell in love with it I can say that in two months confidently I fell in love with it because it's not about military it's not about leadership it's about all of the community it's about all the opportunities you have it's about all of that and I can say that in two months I have

more opportunities than I can take it's a lot of things it's community service the unit is really connected to the school they do a lot of things for a lot of sectors and it's just such a TI community and a love all of these guys that are here they do such a great job of what they do and um thank you all right now I'm G to call uh kadet back up to the mic and we will show you the P Mia ceremony Bor you may have noticed the table set before you it is filled with symbolism I will explain this table is set for our prisoners of war and missing an action from all wars they're not with us today they're chairs are empty but save for their hope return let us remember their

absence let us remember the United States Army are by Cadet rudo let us remember the United States Marine Corps excuse me let us remember the United States Navy honored by KET braon let us remember the United States Marine Corps honored by KET agabe let's remember the United States Air Force are by Cadet Rios let us remember the United States Coast Guard honored by Cadet Vander let's remember the men and women prisoners of war from all branches of service that are too often forgotten let us remember remember them the tablecloth is white symbolizing the purity of their intentions to respond to their country's Call to Arms so that their children could remain free remember the lone candle symbolizes the Frailty of a prisoner alone trying to stand up against their oppressors remember the single rose reminds

us of the loved ones and families of our comrades and arms who keep the faith and await their return remember a slice of lemon is on the bread plate that remind us of the bitter fate if we do not remember them home rumor the SL the salt on the plate is symbolic of the family's tears as they wait and remember the glasses are inverted they cannot toast to toast with us tonight but maybe tomorrow if we remember yellow ribbon is tied to the faras as a reminder of the thousands who await their return remember as we look upon this empty table do not remember the ghosts from the past remember our comrades remember those who we depended on in battle they depend on us to bring them home remember remember our friends they're the ones

we love who love life and freedom as much as we do remember they will remember what we do please honor and remember them thank [Applause] you Dr Bower members of the board thank you very much for allowing us to be here tonight and allow you to see a little tiny glimpse of all the stuff that we do uh thank you very much major parman before you leave um I want you to know that a member of our community uh to whom the Jr TC program means an awful lot uh reached out to me this week and donated uh this plate in honor of Bicentennial uh and asked at the jrc program have the plate and put it on uh display at the high school so if you'll please accept this gift on behalf of this

Anonymous donor we'd be appreciative thank you for [Applause] every thank you major thank you everyone for coming out and especially for the ceremony um it was really touching and we learned a lot about the jrc there's things that I didn't realize were offered this program so um it's nice to see all you guys have such a tight Bond and uh I'm glad that you have all these opportunities and I wish you all well all the seniors that'll be graduating I wish you all well in your future plans and uh thank you for coming out tonight and I don't know if anyone told you but you do not need to St for the meeting so thank you very much for coming okay we'll just give them a minute to step outk okay so with that we

will move on to our next uh part of the meeting which is the audience of citizens I'm just going to read off the uh statement first Mr patchel oh oh that's right okay great thank you thank you for the reminder all right I must say that the rhetoric of the political questions and answers accusations is now over we now come together to find equal solutions that are applicable for all the participants it's very important that we move on now and get together I usually speak about other topics but I said tonight is the night for the JROTC JTC just remember our technology changes but our nation is steadfast and not always correct this is a great experiment that is ongoing from 1776 to the present there has have been mistakes missteps accusations bad things that

we wish had never happened how fortunate we are to have these students that at such an early age feel compelled and want to serve our nation to be the Citadel of light to so many others few really receive it's like teachers it's a passion a calling nobody picks this out to like hey I'm going to make a ton of money I respect teachers I'm married to a teacher I can't even believe she married me but it's hard to believe it's the grand work that's being done now for the future and for the outcome that we all hope is be above and beyond what any of us can Envision I my vision for the J RC although it is and has flourished my son he was in the U C that is a Civil Air Patrol

and I believe that the major is also involved in that so his Compass has many points and uh he was in jrc he actually was homeschooled but he says no I want to go take the other thing I want to go one so he went down oh Al Ro I've been thank you for your service he was Air Force so he gets a special mention here so I am so proud of these people and I've taking this on as a special thing above all I love all these students and I hope they never have to give the ultimate sacrifice but our nation needs to prepare and be ready to do whatever it takes to defend our ideals our aspirations and have an opening hand to all those that can contribute it's an amazing experiment I

talked to governor Patrick Henry down in Williamsburg he's a great reenactor and he always says you know Bill I'm gonna have to retire I'm older than the real Patrick Henry so thank you so much uh for the record that was Mr patchel mcgomery Township yeah the best Township and the best police force in the Commonwealth go to Florida but I'm not moving we'll just end with old lives matter and then we've got it uh Jason L Lansdale um I actually wanted to talk a little bit about the referendum and the high school project um sort of in three parts the idea the ne the necessity of of having a special election the cost of it and what the promises of this new building are going to be and we just had an election there was

a 40% turnout and now we're going to have a special election that we're gearing or the whole intent was to get a 30% turnout what are we doing why are we spending this money and then it comes down to to cost right uh Mr Shi says we're going to save $1.4 million if we get this figured out soon uh the sooner the better right we somehow we'll save money six years down the road we'll $1.4 million out of an $800 million debt plan that's what less than one that's 0.1% we're going to save 0.1% by having this referendum and having an outs uh if it goes yes we'll save 1.4 million that's ridiculous if if the interest rates on the bond go up by a half of a percent well kiss the $1.4 million goodbye

we're rushing to do this and I don't understand why um I look at this the performance of the school district and we we're continuing to drop and I know you guys don't like to talk about new tradings but even just the the if you just do a just comparison or just a position between the the graduates of last year and their eighth grade proficiency there is 25% below basic and yet we had a 98% graduation rate they went through Co for for 9th 10th grade part of 11th and 12th and they graduated 98% and that's because why we're doing authentic assessments because now 50 is the new zero how is this beneficial to anybody how is it beneficial to reduce the standards to get in higher classes and grade inflate people who who aren't working

at all what if the proficiency of the kids how is this beneficial to the kid and now if we spend $800 million do over 32 years we're somehow going to change that turn that around I don't understand why Open Spaces didn't we try open spaces at one time and it didn't work and we're this is supposed to be beneficial and yet nobody can tell me where the evidence is that it is beneficial it's going to improve education because that's the whole aspect is to improve education right it's not to it's not to you know look like the other schools that have it it's to improve education that's what we're doing here and this whole thing we're skipping the the ACT 34 and apparently that's too early I don't get it I don't understand why we're

doing that thank you Mr and I'd like some feedback on on what I said wrong and and please tell me where I was wrong I'd appreciate it thank you do you still have your document from the other day I do miss liasi if you wouldn't mind there is a um roughly 80 page document right by my phone on my desk if you wouldn't mind grabbing that and giving it to Mr lanir that'd be great thank you thank you Dr BR okay oh you can give it to M good evening coach Franck good evening David Franck Hatfield Township um I came here tonight in support of bringing our ninth grade students to the campus of North pen High School I am voting yes to this referendum for many reasons number one I do believe that this

project will save taxpayers money in the long run um I think this will also increase our home value number two I believe that having ninth graders on campus will lessen the time and effort it takes to bring our ninth graders to the high school from their middle schools for academic athletic and activity reasons oftentimes this travel can be inconvenient and A disruption to their school day we can make it work but I think we can do better than just making it work um um and this solution is voting to pass this referendum I realize that for some having 4,000 students in one building can seem overwhelming however reimagine North pen High School can make this pop make make this population work well by passing the referendum as a longtime employee and parent of the north

pen School District I have always thought that the high school in particular has done an amazing job to make this large building feel small our home office setup our academic support our clubs and activities the sports that we offer basically there is something for every student this is where our size to me is a benefit and I think often an Envy to other districts the reimagined renovation would make our hallways wider and more functional passing our hallways with will become easier and more efficient right now with 3,000 students in this current building we often have traffic jams and clogs in certain areas in ramps I don't want to be in a situation like the district was in when I first arrived as an employee where everyone said I wish we would have done something different

when we had the opportunity as a teacher coach and in my personal life I really do strive for the growth mindset I do try to get better every day whatever it is I'm doing I believe that passing this referendum voting yes to this referendum will keep the North Penn School District in this growth mindset I do want to say kind of on a on a sidebar you know I um I want to thank Bob Gilmer immensely he to me he is a rock star I I I consider Bob like you know he's the best so I I really like listening him and all the work that he's put into doing that I'm sure he's listening somewhere at the high school with the with the theater program but he's great yeah I would clap for Bob

absolutely he's awesome um I agree so I want to thank him personally and then I I I just you know also want to mention the $15 million that we would have to have in modules kind of does make me queasy in my stomach to have to get rid of in order to just kind of do the facelift of the the current building um but I I I do need a little bit more information on the on the classrooms you know as a teacher who does travel you know my department could use two or three more classrooms I don't want to see anyone having to you know for the sake of collaboration lose classroom space as someone who has to tear down and set up and tear down and set up I don't believe that that

is beneficial for the kids so I know adding this Center will increase classrooms naturally but I I think we need more so as long as that happens all in all right thank you thank you coach fron appreciate the comments is there anyone else that would like to make public comment ladies you want to no okay all right um seeing no more I will will move on to the next section of the um meeting that would be um the approval of the minutes from the October 10th 2023 board work session approval of the minutes from the October 19th 2023 Action meeting and the approval of the minutes from the November 8th 2023 board work session can I have a motion please so moved motion by Mrs romage and seconded by Dr Lewis Campbell are there any

uh if certain costs went up during the uh uh contract that those C costs would be passed on to the uh School District this is that correct I I can't comment on that Mr rush I'm not that intimately familiar with that particular agreement okay I think the general response might be um Mr rash is that it's a requirement that we do this upgrade so along the way if they find out that additional upgrades are needed to make sure that we are still in a secure state that we will indeed have to incur those as well this update is required now it's significant I mean like as Mr scroy said the details of it are not known but the doors open that if something else comes up that needs to be addressed they want to know

that they're able to move forward to maintain us in a stable safe environment I'll thank you I did not for clarification that's thank you for the clarification I didn't I didn't read that into the agreement when I read it but that makes perfect sense that makes perfect sense you need a window open all right thank you Mrs Wesley I appreciate that explanation all right so we have a motion on the floor if there's no further questions all in favor say I I I any opposed motion carries uh next I recommend approval of the attached resolution regarding the disposition of the fund balance thereby committing 5, 58,60 in additional funds for the purpose of meeting future Capital project needs effective June 30th 2023 can I have a motion please so motion by Mrs Wesley and seconded

by Mr Casa are there any comments or questions all in favor say I I any opposed motion carries okay next I recommend the the attached stipulation to settle the real estate tax assessment appeal between the North Penn School District and Mid-Atlantic of PA LLC concerning the property located at 947 Bethlehem Pike Montgomery Township partial 1304 be approved as presented and that the board president be authorized to execute the stipulation the current assess value for the parcel shall be increased from $1,381 to $1,590 400 can I have a motion please motion by Mr rash and seconded by Dr leis Campbell are there any comments or questions president sto just Mr scroy is this one of those situations that we talked about in previous meetings where something happens and the district actually does some type of review

is this a good example of that it is it's actually perect we stay on top of the top of it yeah so we actually have a board policy dealing with District initiated tax assessment appeals so once a year sometime in May June I review all the sales transactions for all properties that sold in the previous year it doesn't matter what the property type is it could be residential it could be commercial industrial land and if there's a difference between the sales price and the implied market value greater than $600,000 that is put on the list for consideration that we review with our real estate attorney that handles our assessment appeals this is a classic case where we initiate the tax assessment appeal it was not changed at the county level after a board of assessment

hearing however with negotiations with the property owner you're seeing an increase here the nice thing about this settlement is it did not go to court did not require an appraisal so the expenses were minimal and as Dr Bower U alluded to the assessment is increasing this will result in a retroactive payment for this case we have three of them tonight but this particular one will get a back payment of $29,000 for this case too so I think it's important to emphasize the intent of that policy since there hasn't been a countywide reassessment since 1998 the intent of the policy is when we see a major disparity between the sales price and the assessed value absent a countywide reassessment it's really up to the school district the county can't just pick and choose certain Properties by

which to reconsider the assessment it's up to the the taxing body the school district or the municipality to file an assessment appeal so our objective is just to make sure that they are fairly assessed the properties are fairly assessed because for every property that is over assessed or under assessed I should say for every property that is under assessed they're being subsidized by people that are fairly assessed I see is there a statute of limitation so to speak for your review if if you didn't see this for two years or three years would you would the district still be able to move forward with this it would be now our policy does say sales you know we look back at sales in the past year and we present that list at the June finance committee

meeting but it's all based on sale activity so we capture everything I go through line by line you know hundreds of transactions for the year to see if any meet the criteria of the policy thank you bet thank you okay so I believe we have a motion on the floor if there's no further questions all in favor say I I I any opposed motion carries okay next I next I recommend that the attached stipulation to settle the real estate tax assessment appeal between the North pen school district and Mid-Atlantic of PA LLC concerning the property located at 1070 Bethlehem Pike mcgomery Township partiel 2699 be approved as presented and at the board president be authorized to ex execute the stipulation the current assess value for the parcel shall be increased from $757,500 to $894,000 can

I have a motion please second motion by Mr McBain and seconded by Mrs romage any comments or questions all in favor say I I any opposed motion carries and lastly I recommend that the attached stipulation to settle the real estate tax assessment appeal between North pen school district and LPC North pen LP concerning the property located at 2600 to through 2630 Bergie Road condo unit 2 Hatfield Township parcel 35001 0276 02-1 be approved as presented and at the board president be authorized to execute the stipulation the current assessed value for the parcel shall be increased from 1,124 230 to $3,195 th000 can I have a motion please motion by Mr Casa and seconded by Mrs Wesley any comments or questions all in favor say I I any opposed motion carries and that's it for me

this evening president still thank you Dr Bower all right last up will be uh Mr scroy please with the financial reports thank you madam president just on that last resolution just to let you know that there will be a retroactive payment for that last tax assessment settlement of $ 72,3 so all told between those three settlements over $100,000 in retroactive payments and then of course increase Revenue each year every year thereafter so again that program has been very successful for the school district okay Treasures report for the month of October uh just a couple quick comments we mentioned this at the finance committee meeting but our audit is pretty much wrapped up we'll have the final audit report presented at the December Action meeting and once again just like many many audits in the past

including the state audit there are no audit findings no issues of noncompliance uh we're prepared to submit our annual financial report that's due to the state by the end of November and in terms of the finances for this year I did report at the finance committee we hit a record all-time high for one month in investment income we generated $ 1.1 million in investment income for one month alone that was for the month of September so it was quite remark markable also for those property owners in North pen School District if you have not paid your real estate tax bill yet just a reminder you have until the end of December if it's not paid by the end of December it does get turned over to Montgomery County Tax Claim Bureau for delinquent collection also

many Tax Collectors will not accept personal checks after December 15th so just keep that in mind and for the first time the school district we are going to do an Outreach for a number of properties that have not paid yet that's something that uh we've asked our Tax Collectors to help with we're going to also provide assistance with that this year we're going to personally reach out to to taxpayers that have not paid just to make sure that they're aware that the bill is still outstanding to see if they need another copy of the bill you know our goal is not to have anyone be turned over for delinquency we'd rather have that collected by the end of December in terms of the finances through the month of October we had cash receipts totaling $15.3

million and our dispersements were 27 .5 million so really now until the end of the fiscal year we will be cash flow negative meaning that we will spend more money each month then we will bring in in Revenue however the largest amount of our tax collection that did pretty much end at the end of August the largest portion our total available funds at the end of October were $223.1 million and that's about a 9.5 million increase over last year at the same time so Madam president I'd ask for approv approval of the treasures report for October please can I have a motion please second motion by Dr Lewis Campbell seconded by Mrs romage are there any comments or questions um I just want to say thank you and congratulations to your department for another audit

with uh no findings it's great to hear that that's occurred again so um if there's no other comments or questions all in favor say I I any opposed motion carries all right next we have the sanction and approval of invoices and these are for all funds not just the general fund but this would be the ratification of dispersements for the month of October in the amount of 3,969 61642 can I have a motion please second motion by Mrs Wesley and seconded by Mr Casa are there any comments or questions all in favor say I I any opposed motion carries and finally under action as well we have the budget transfers we did review these at the finance committee meeting last week so we recommending approval of the attached budget transfers for the month of October

in the amount of 1,394 two39 can I have a motion please motion by Mr rash seconded by Dr Lewis Campbell are there any comments or questions seeing none all in favor say I I any opposed motion carries and for information the financial reports for the month are also posted and of course we always get into more detail at the finance committee meeting thank you madam president thank you Mr scroy all right that brings us to the final part of our meeting which is other business so um did you want to go first or you want me to go sure so um with uh November and our recent election we do have one board member uh who will be retiring from her very lucrative volunteer position here in the north pen School District um it saddens

me to no longer work with uh but gives me great pleasure to have gained a friend and colleague the esteemed Dr Wanda Lewis Campbell Dr C Lewis Campbell you have always always had kids at the center of everything um outside of these public meetings you're also a member of a number of our committees in the district you're at student events events um and you always bring it back to the kids um you have devoted your career to education and to bettering today's youth um I I believe you've done it with poise and Grace um you are a woman of profound faith and great leadership and we are all better to have worked with you and I am fortunate to know you so I really thank you for your service and on behalf of the north

and included so that they could be those Future Leaders that we need down the road and so um I remember when we started I was told that no one comes to school board meetings so you don't have to worry about it you come to a board meeting you do the business and you're out and then in March Co hit and when Co hit wow did the people come to the meetings and um I guess I was shocked because we experienced some things that I never thought I'd experience people yelling at us spitting at us just really mean and I I just never expected that by serving trying to do what's best for children yet we prevailed we overcame many challenges this District overcame many challenges um it was good to see how our people were

able to Pivot and teach students virtually and online to make sure that learning continued and I really want to thank this team all of you it's been wonderful serving with you um I've served under two superintendents now and I encourage you Dr Bowers Dr Waters Mr skari Miss Kim to keep going upward with this school district you're doing a great job and I can see nothing but good things and as a 27e resident I've been watching and waiting and yet it's on the horizon that the good things will happen um not that nothing happened before but good things are coming along the way particularly to improve our high school um and then the team the school board team some of the best people I have ever worked with and I've been a higher education uh
