good evening board president laura members of the board and superintendent kakish and community members i just would like to extend my appreciation for being considered and appointed as assistant principal here at beaumont unified i feel honored to continue my work in a new capacity and carry on the mission of beaumont unified so thank you again for the opportunity to give back to my beloved hometown of beaumont and i truly appreciate your confidence and my ability to serve my community as assistant principal so thank you very much thank you [Applause] all right item 8.2 receive a report from the superintendent good evening madam president members of the board and our esteemed audience i would like to start my report tonight by thanking all of our principals staff and teachers for planning successful back to school nights

for our parents across the district this event allows parents to meet their children children's teacher principal and staff members and get any questions that they have about the school about the school year answered we always hear wonderful feedback about the back to school nights and we know a lot of preparation goes into it so thank you again staff that put these evenings on we also would like to thank the beaumont cherry valley rotary club for inviting beaumont usd to their luncheon last week to present on our be ready beaumont theme our assistant superintendent of instruction and student services dr eben brown shared about our fantastic career technical education pathways that we offer in beaumont high school and other programs to prepare our students for college and or the workforce real life real world real careers

and we're also very happy to see that our high school sports season fully underway our students athletes are so dedicated and committed to their teams and it brings us a lot of joy thank you for thank you to all our coaches and our athletic director martin desold for maintaining a great sports program for our students athletes despite all the challenges that we faced in the past year and a half the football team had its first league football game on friday and it was exciting to see our community come out and support our team the parking lot outside the educational facility was packed and um congratulations to the football team who played and won against orange vista high school with final score score of 34 to 30 and i know members of our board also attended

the this game big congratulations to our bowman high school girls volleyball team who took uh to the court for the first time last thursday since october of 2019 and won an exciting match over xavier prep and then won their match on friday against adelanto saints and that is my report thank you thank you okay all right we're um on agenda item 9.1 which is public testimony during meetings of the board of trustees members of the public have an opportunity to comment on items that appear or do not appear on the agenda individual speakers shall be allowed three minutes to address the board on each agenda or non-agenda item the board shall limit the total time for public input on each item to 20 minutes with board consent the president may increase or decrease the time

allowed for public presentation depending on the topic and the number of persons wishing to be heard the president may take a poll of speakers for or against a particular issue they may ask that additional person speak only if they have something new to add so the way we're going to work this tonight is we're going to allow i'm going to reduce it to two minutes per speaker because we do have quite a few people that would like to speak and we have several emails that we've received that we would like to read i'm sure that we won't get to all of them but we are going to extend the 20 minute period to a 30-minute period and we will alternate between in-person and an email and we are taking the emails according to the time

stamp of the time we receive the email and we are taking the people that are here um who have arrived first so we'll go first whoever arrived first so with that we will begin and i'll start with an in person we'll start with georgina good evening after much discussion with our school's principal it has been made obvious to me that the children continue to wear masks inside of the classroom even though they are refusing to wear the mask in the classroom they are still allowed to remain there the administrators have been telling us that they're making these phone calls to the parents and these parents continue to refuse all while their potentially virus emitting children are allowed to remain in the classroom these parents then threaten to sue the schools and the district for segregation

if their child is removed from the class if these children are not being required to take a covid test twice a week to prove that they are not currently infected and are not active carriers of the virus then they need to wear a mask or be removed and sent home if these families are refusing that their children wear masks in schools then they are likely refusing to wear them in the community these families are the ones who are partaking in risky behaviors and therefore are more likely to contract covet in the community and bring it back into schools to spread to everyone else these children need to be removed if they refuse to comply with the rules by allowing the tantrum throwing lawsuit threatening parents to dictate the safety of all is inexcusable please understand

that no matter how it looks in this room the majority of us want our kids to wear masks and to remain safe most parents want to protect their children unlike the irresponsible few so what can the board do stop being vague in your guidelines use direct clear and firm wording so that there's no room for interpretation your leadership right now is vital to change the outcome of what delta is going to do this fall and winter the delta variant will show up with a vengeance and it will be devastating to some of your students and their families what you are currently doing is acting cowardly with your poorly worded guidelines and not advocating for the safety of students and your staff as you consult with your lawyers err on the side of safety for our

children staff and their families thank you thank you [Applause] i just like to add i would please ask that everybody be respectful of each other we do have students in the room and we want to model that good behavior for our students okay so next misses about it first comment comes from dina masks save lives we only have to look at states like texas florida and mississippi to see what happens when mass protocols and social distancing rules are floated those states are overrun with covid cases and children are being affected in record numbers the science is very clear the science is very clear there are plenty of peer-reviewed studies showing that mass help curb the spread of viruses sure there are random doctors here and there who irresponsibly let their political views color their statements

but that doesn't change the truth for example dr stock who infamously spoke at an indiana school board meeting made false statements that have since been widely debunked the majority of scientists doctors and epidemiologists recommend that we take precautions like wearing masks and getting vaccinated so that we can all get past this pandemic i'm sure we'll have other parents citing obscure doctors or want to be experts but we should not let lies and misinformation about science affect how we take care of our children for those that say this is a freedom issue it's really not what you're saying is that you want to be allowed to do whatever you want despite the consequences to other people and your community but there's a reason you can't go up and punch someone without consequence or you go to

jail if you drive drunk we should not be allowed to let our personal freedoms harm others or impact their freedom this is how civilized societies work this whole mass debate has a lot of us acting uncivilized so i asked the board will you give us clear rules for mass enforcement will your enforcement protocol have a meaningful impact on your on our children's safety and what is the plan when someone dies deena jensen concerned parent i thank you okay next is sonja good evening board members my name is sonia colchalo and i have two students enrolled in starlight elementary i'm here today to express my disappointment in the beaumont unified school district school board superintendent meis kakish and assistant superintendent evan brown as administrators and leaders of this district your lack of leadership in response to

this pandemic has been disgraceful and unacceptable dr thomas aragon the state public health officer for california addressed the letter which i'm sure you've all read to all school leaders on august 23 2021 stating the following it is unfortunate that some elected officials and school leaders have expressed their intent to violate the law and risk their students safety by failing to enforce the universal mass requirement for indoor school settings to be clear failure to enforce the mass requirements breaches not only a legal duty but also the first and foremost study of every school leaders to protect students i know what you're probably thinking according to your safe and personal instruction and safe and return to continue continuity of services plan there's a clear outline intervention where that includes universal practices individual support family communication and family

meeting do you know what your mass choice parents say about this intervention i do in response to a letter to the family stating that their child won't wear a mask in class one parent says this is part of their due diligence to communicate with parents that our kids aren't masked and try to pressure a parent expect more emails and phone calls however they still can't exclude or suspend for no massive carry-on state laws authorizes the california department of public health to take measures as are necessary to prevent the spread of communicable diseases such as cova19 i'm here to say that it's your responsibility as district administrators and school board members to enforce masking in your classrooms across the board students without mass in the class may be offered 21st century learning that want this choice

so i also i'm asking the board to please consider at least some testing options i know that's coming for teachers and staff but also for students at each school site we would really appreciate that thank you [Applause] dr brown my name is brianna hernandez and my son is in kindergarten at brookside i'm sad and angry that we had to make the very difficult decision to pull him out after only six days of school we were very disappointed in the way the school was handling the mask mandates my son would tell me that many of the kids were still not keeping their masks on in the classroom i also couldn't help but notice all of the plexiglass in the main office protecting the staff but yet nothing in the classrooms to protect our kids i requested

that he be put on independent study until the district has a better plan of action for those who refuse to mask or the vaccine becomes available for him i was told that he was i'm sorry i was told that he has now to trans he has to now transition in the 21st century after a short-term independent study which is not what he wanted at all i don't think it is fair that the ones who are who are following the rules are being put in the in this difficult position however i will not continue to put my child's life at risk while risk waiting for the anti-massacres to back down or for the school district to make this their priority my five-year-old does not have a choice to be vaccinated and his 13 year old brother

does not have a choice to not have cancer therefore we shouldn't have the choice to be walking around unvaccinating it on mass kids are being hospitalized and dying because of this irresponsibility it is the unfathomable it is unfathomable that some parents are not willing to do whatever it takes to keep our kids safe also we should really be teaching them that the rules don't need to be followed if they don't like them to defy authorities and have distrust in science and professionals to choose their comfort over people's lives to lack empathy kids are impressionable and having to watch their parents behave like that is more damaging to them than a mask ever could be we are demanding a clear and concise plan as to how unmasked kids will be handled in order to keep everyone

safe please do better beaumont thank you our next speaker is kimberly stars stars or stairs i'm not sure good evening board members and neighbors and friends i'm the mother of two children who are too young to be vaccinated i've kept them home safe and distanced from beloved family and friends to protect them and our community for the past 18 months i work in social services administering much needed relief programs for our neighbors who have been hit hardest by this devastating pandemic my only consolation these past 18 months through unimaginable difficulties has been that my children are protected i wept tears of joy when i received my second dose of moderna i knew i had another defense to protect my small children from the devastation of cobit when our district announced that they were returning to

in-person learning i was skeptical i've seen how my neighbors and community had reacted to masking and the misinformation spread about life-saving vaccines was concerning when there was no option for virtual learning for my children in the dual language program i made the difficult choice to send them back in person with the hopes that their teachers and administrators would keep them safe by following the state's mass mandate for schools i'm here to strongly urge this body to adhere to the voices of public health and the state superintendent of schools and to enforce masking the school district needs state to state clear protocols regarding students who do not comply with masks and to all sites for staff to not to follow these protocols these need to be shared with parents to ensure transparency and support the district

leadership needs to be supported with site administration with implementing the mass mandate to ensure the safety of all students and staff we are counting on you to ensure that our students and staff are safe there is no acceptable alternative thank you thank you [Applause] ms bada this comment is from amanda shirks i am a second grade teacher who transferred to our district from hemet unified in the four years i have been here i take pride in being a part of such an incredible district i have known this district to be organized compassionate and to take care of all employees hemet treated all staff like cattle replaceable and s dollar signs the cheaper the better this year i feel that our district is falling short on so many levels my classroom has not been vacuumed at

all this year i have dead bugs all over the floor my desks have not been cleaned or sanitized are we not in a pandemic anymore where sanitation should be a priority administrators district-wide are overwhelmed with the amount of problem problems they are facing and they are underappreciated for all of their hard work how can i bring something like my room is not getting cleaned to them when they are getting cursed out and having to be substitute teachers on a daily basis not to mention the whole mask or no mask battles of everyday my campus along with every single one of the district are understaffed we do not have enough campus security my classroom has not been lower than 80 degrees since school started with a mask it feels like a hundred they have been out

here multiple times to service it and yet it is still hot i have 29 kids in my class and yet my entire team has less how am i supposed to keep the attention on 30 kids and make up for academic losses of the past year i am supposed to have 26 kids max this year should even be less if we are really expected to make up for learning losses class ratios are based on a district average and yet my school has dli's dli whose numbers are written in stone to be lower so no i now i have over my ratio of kids we have teachers that are not in real classrooms we are hiring avid aids for less than a person can make a mcdonald's how will that motivate quality hires i understand we just

had a terrible year and have had tremendous staff changes with a new school opening but this is beaumont not hemet can someone please please get their act together this wait is on all of us who are teaching the classroom people are just afraid to speak their piece i am tired of standing silent thank you okay jennifer darr i'm the parent of two children who attend elementary school in this district i am frustrated by the lack of action with regards to mass in our k-12 schools i'm frustrated with the indifference that this district is showing to the health and safety of our students and staff this year the first day of classes was august 5th but the district didn't release their return to instruction plan until august 10th and that was only the draft the final

didn't get put out until the 20th that's the problem other districts in the area were able to get their plans put out prior to the start of school so the teachers staff and students would know exactly what to expect i'd like to know why the safe return to plan was not put out prior to the start of school i'd also like to know why this mandate that was not a surprise seemed to catch this district off guard i don't take my words lightly i've met with district officials in in-person meetings and they say they intend for these mass mandates to be followed however when i speak to the principal and assistant principal at my school at my children's school they tell me they are not allowed to enforce the mass mandates that is not acceptable

you as the board of trustees are elected to provide leadership in addressing these issues the poor communication in response to this district thus far does not build trust within this community allowing children to ignore safety rules in the school is creating an unsafe learning environment in the case of this pandemic positive cases within the school is going to re-close these schools none of us want that i expect you as the trustees to ensure that the district is held accountable and begins to enforce the mass mandates thank you very much dr brown common i'm sorry this comment is from corey sinsky hello board members thank you for clarifying the importance of mass and how they are mandatory in the classroom at the last board meeting i know there will be an influx of anti-mass sentiment today

after the last board meeting so i just want to make sure uh a recent letter sent by the cdph to school leaders was heard by all i encourage you to read the letter in its entirety here are excerpts from it to be clear failure to enforce the mask requirements breaches not only a legal duty but also the first and foremost duty of every school leader to protect students scientific evidence strongly supports universal masking in k-12 schools as necessary to protect the health and safety of students staff and families particularly in the face of the delta variant california is currently experiencing a significant increase in cover 19 cases with 28.4 new cases per 100 000 people per day hospital hospitalizations have increased over 700 percent in the past two months and are projected to continue to

increase opposition to mass requirements is based on misinformation first masking does not pose health risks for children the lone scientific study indicating an unhealthy link between masking and co2 levels was retracted due to numerous scientific issues with the student's methodology this persistent myth also has no basis in data in the year and a half since children began wearing masks pediatric hospitals admissions tied to co2 poisoning have not increased second some argue that mandatory masking violates personal freedom of students and parents to decide whether to follow this precaution courts however have long recognized limits to personal freedom when actions imperil the health and safety of others particularly in school settings where the health and safety of children is at stake thank you okay matthew is it guilford uh hey everybody um yeah you know my uh

i i mentioned this last time i was here too my my five-year-old started kindergarten and now it's been about three weeks i and he loves it um he made a a really good friend you know and it's the first friend basically that he's ever made at least outside of the neighborhood and i just feel that it would be really tragic and really sad if the school wound up having to close uh because of a very large covet outbreak i you know masks aren't perfect i think we all know that right if they were perfect then i i i think that this problem wouldn't be as bad as it is but a mask a well-fitting mask that you wear correctly can cut the spread especially of something like delta down from maybe to four people to

two right so you've got it and you give it to two people instead of to four and that is a significant decrease it's a decrease of fifty percent right um you know i would wager that 99 of the people who are here tonight wore a seat belt on their way here right um yet nobody complains that it is a violation of their liberty to be forced to wear a seat belt or a motorcycle helmet or anything else to protect themselves and anyone who says that this issue is not political i i think is is telling an untruth they're saying something that is not true um i think that this whole thing has been very politicized there's nothing political there shouldn't be anything political about wearing a mask to try to protect someone uh to try

to protect another member of your community i don't even understand why it is an issue at all and i beg of you school board to do your job as officials to make a mass mandate that has an enforcement mechanism thank you thank you [Applause] thank you this comment comes from henry colchado board members i am a parent of two children attending starlight elementary school it's been over two weeks since school started and we've been seeing cases of kova 19 all around different schools throughout beaumont usd including my children's elementary school while this occurrence is inevitable spread could be greatly reduced if we applied the mass requirements consistently and effectively in order to help staff reduce covet 19 spread the district needs to provide clear procedures and consequences for those students who are not following the

requirements in addition to the mask enforcement schools and parents need more assistance in handling close contact and exposure i suggest providing rapid testing on location or reimbursement for rapid testing again this will help in reducing the spread of the virus we understand nothing is 100 effective in preventing covet 19 but we're trying to mitigate the spread we want to keep our kids safe staff safe and keep school open thank you henry colchado thank you okay brenna burton good evening trustees and superintendents i'm here to discuss the inconsistencies with the mass map the student mask interventions over the past few weeks um students including my own have either been singled out or guilted into wearing a mask out of fear at being disciplined the steps should be implement the steps that should be implemented by all

staff are outlined clearly in the latest safe return plan dated on august 5th which include number one reminders of mass two a parent or guardian letter three the parent guardian phone call and for a family meeting nowhere in these steps includes any disciplinary action against students these are the enforcement guidelines that have been established by the district and now all staff and administration need to abide by them and not by their own fears or political beliefs teachers and admins should not be telling students they are being forced in order to suit in order for students to put on on a mask their own they are only supposed to be recommending them guilt-tripping children to submission is uncalled for and inappropriate all teacher all teachers should be focused on their curriculum in providing all of our

students with a quality education and i would also like to remind everyone in favor of the mass mandates that no matter what there will always be students with a medical with medical exemptions who are not required to wear a mask or a shield these students are spread throughout our district in mainstream classes and special education classes i have two in special education classes you can gripe and complain to the district all you want but students with a valid medical exemption cannot and will not be excluded from the in-person education that they deserve and they will not be segregated into separate classrooms from their math peers thank you [Applause] dr brown this message is from marjory day hello board members i've seen a huge difference in my children since in person school began they are energized

enthusiastic and ready for this for school each day they are willing to do whatever they can to continue learning in person including wearing masks unfortunately close contact notifications are a daily occurrence in their classrooms on several occasions through deductive reasoning we have found that the kids who refuse to wear mass are the ones spreading and contracting the virus let me be clear we do not fear this virus we do fear spreading it to someone who may not have the ability to fight it as easily we try to teach our kids to care for others and that wearing a mask when we are in close contact with others is not a difficult task busd has done little to enforce the mask the mandate the most recent literature providing the steps that will be taken if a

student refuses to wear a mask lacks real consequences those who wish to follow the rules set forth by the california department of public health should be rewarded with continued in-person education those who do not wish to follow them should instead be enrolled in the 21st century learning program individual choices are not choices when it comes to the well-being of others i cannot send my daughter to school with peanut butter knowing that it may cause her classmates to suffer an anaphylactic reaction deciding that she has the freedom to eat peanut butter we do do we think it's better i'm sorry do we think it's better to tell kids with peanut allergies to be homeschooled so that our kids can choose a pb and j for lunch this line of thinking is insanity in addition to actually

enforcing the mandate our schools should have a responsibility to provide cova testing when students are in close contact in my researching i found that rapid tests are available to our schools for free through the cdph as a parent i am befuddled to learn that busd has not provided this option to its students it is alarming that this district has chosen to be so lenient with those who are jeopardizing our health and equally careless in not providing resources like testing that would keep our schools open thank you marjorie day thank you heather rayley good evening board of trustees when children are forced to wear masks in classrooms the risks to our children's learning and social and emotional development are far greater than any health risks our children desperately need to feel normal again back at school

now being forced to wear a mask or facing punishment is not the message we should be sending to our children the latest update from cdph dated august 6th does not provide operational measures or specific guidance for enforcing masks for school districts therefore local education agencies should determine how they are to enforce the mass guidance i am requesting that beaumont usd continue your stance on masking as strongly recommended although not in any form disciplinary or punitive in nature staff should only be required to present the state mandate and offer masks then allow individual students to take the responsibility from there and make a choice school staff should not be placed in the compromising position of enforcing masks it's simply not their job our students and parents choice needs to be respected students shouldn't be denied their

right to a free school guarantee and adequate public education for choosing to be mask-free our kids should not be bullied threatened discriminated against or made to feel badly for choosing to breathe fresh air thank you ms abada [Applause] this next comment is from kelsey gormley good afternoon honorable members of the board of trustees i am writing in support of the district following and enforcing the california department of public health guidelines for universal masking mask wearing to prevent the spread of covid19 among our children as a mother with a second grader at brookside elementary school i have been disappointed and frustrated by the lack lack of lack attitude of some school staff volunteers and administrators when it comes to enforcing the wearing of masks indoors my children have been taught that disrespecting teachers flaunting the rules

and creating disruption in the classroom is not acceptable behavior unfortunately the district's lukewarm stance on this issue has opened the door to empower students to act in a disruptive manner and for parents to feel that they have the right to threaten and intimidate teachers this is not conducive to a safe productive or effective learning environment i am asking for two things enforcement of the public health measures that have been proven to effectively stop the spread of covet 19 and to provide additional security to teachers who have been diligently following these requirements in their classrooms i have numerous friends who teach in the district and have shared their very real fears about facing some of their parents during parent-teacher conferences this is not acceptable and should not be tolerated finally i would like to say that

while i believe that all parents who have been engaged on either side of this issue are doing so because they want the best for their families no one wants our kids to go back to distance learning the district has already had many documented cases of covet 19 in the few weeks since school has started and the more we allow students to ignore public health guidelines the more likely it will become that students will not be able to attend school in person so i'm asking my fellow community members to please listen to what our experts are telling us and keep our kids in school respectfully kelsey gormley thank you amy brandon good evening thank you beaumont unified board and cabinet members for a chance to speak my name is amy brandon i'm a mother of two

elementary school district i'm sorry students in the belmont unified school district i'm also a first grade teacher in the neighboring district my children and i are here tonight to show our continued support for mass choice so here it goes today i continue to follow the science as i'm continually told to do and according to the most recent coveted data zero children ages 0-17 have died from covet in the state of california that is a continued zero percent death rate in kids and ironically they are still the ones who are being forced to be masked it makes absolutely no sense in regards to my own students i see my six-year-olds overheating from wearing masks in 90 degree temperatures they're struggling to keep their masks dry because of the saliva and there are a handful who are

experiencing rashes from wearing them for six hours a day this is absolutely happening in beaumont unified and as a teacher i'm a mandated reporter reporter of california and i'm constantly finding myself questioning how making children wear a mask not supported by science is not considered child abuse educational leaders should be ashamed of this treatment of children as a mother since i'm speaking of both as both i stand firm when i say that my husband and i were given the gift of my two children from god and as i live and breathe i know we are doing one heck of a job we are not interested in co-parenting with any government organization or entity choice should be the norm for those parents who want it and who don't to further my point you might remember my

son noah he spoke at two meetings ago and he did an amazing job he's independent he's intelligent you don't need any more proof than what he came up here and said he wants the choice please give my kid his choice we've got this thank you for your time dr brown go ahead this message is from marie stevenson i'm writing this letter to bring awareness to the concerns i have regarding bod's efforts with handling covet 19 in in the schools at the last board meeting board members had comments that stood out to me mr sanchez a board member recounted two experiences regarding the lack of effective and efficient communication from busd to parents well mr sanchez did you read the bsd communication date of july 30th it stayed it stated the cdph mandate and that busd

recognizes the mandate but will only strongly recommend students wear mass indoors how is that clear miss poulter stated she understands the importance of masking to help keep kids in schools she also stated that that she does not involve politics in her decisions well mrs miss poulter did you read the july 30th parent communication it stated that beaumont usd and its board of trustees believes in options and personal mass choice how is personal choice not politically based when the cdc and aap state masks are the number one way to keep everyone safe mr huffy stated that we need to follow the directives given and we need to mask up until otherwise he also stated adults need to solve the problem with mass situation well mr harvey are you aware that miss kakish and dr brown have

been meeting with parents who demand enforcement of the cdph guidelines and with parents who oppose it are you also aware that there are legal grounds that compel the district to enforce the masking mandate which includes excluding non-compliant students yet it is not happening mr mitchell seems upset at the comments made by parents he also stated to stop talking and listen is busd listening to parents who state their credible concerns regarding the lack of testing and masking at all school sites also busd mr mitchell stated to look at other districts palm springs unified has effective coveted systems in place because of clear expectations non-compliant students are handled thank you brent [Applause] brent actually you need to face this way please that's fine i'll face it good evening okay i want to speak specifically to the other

side my name is brent i'm currently an emergency room nurse and previously a critical care nurse for a recent gallup poll americans have rated nurses as the number one most ethical and honest profession 19 years in a row do you know who ranks just below nurses doctors do you know who ranks the lowest politicians since when has it ever been rational to get your medical advice from politicians who refuse to accept overwhelming scientific evidence outside of kova there might be a lot of things that we can all agree on i want to keep my kids in school just as much as you do but how we do that is where we differ by not following science and masking and public health guidelines your position is inviting the virus to easily spread from child to child

to their families and to the community at large your stance couldn't be any more un-american and places others at risk you're trying to you try to make the appalling argument that not as many children die from the virus one is too many but children just as easily spread it and still get sick we have to employ everything we can to protect our unvaccinated children and mitigate the spread of covid as cases and hospitalizations continue to rise just to touch the surface there must be mandated masking in the classroom provide rapid testing at schools and have clear-cut guidelines as a rn it's not surprising to see the crisis unfolding in florida texas and other southern states their leaders are all completely ignoring the science no masking low vaccine low vaccination rates no social distancing and children's

returning to school without mass mandates already some areas across the country do not have enough icu beds for the severely ill and not every hospital is equipped to care for very sick children when you start to overwhelm hospital systems due to mass uncontained spread of the virus the mortality rate is going to increase because there is not enough staff in beds to care for all of these sick people the data does not lie i saw this happen during the surge in november december and january this is so much bigger than what you consider your freedom of choice if you consider yourself a patriot wear a mask have your kids wear a mask follow the guidelines get vaccinated and together we can get through this and protect our undocumented children it's that simple thank you okay

that concludes our 30 minutes of public testimony so since not everybody was was able to speak i would like to see a show of hands of those who are here to talk about mandating masks who wants to see mandated masks okay so it's like 11. okay and then how many for choice okay i understand that i just wanna i just want everybody have an opportunity to be heard so that's all um so with that i'm closing public testimony at 6 55 and i just want to say thank you everybody for coming out and advocating for your children and so we're just going to move on on our agenda do we want to take a five minute recess okay we're going to take a five minute recess you okay okay we're reconvening and we're starting on

item 10.1 approve the consent agenda items 10.2 through 10.7 does any board member need to remove an item from consent mr mitchell 10.5 10.5 okay any others i need a motion to approve the consent agenda items 10.2 through 10.4 and 10.6 and 10.7 so moved is listed okay call for the vote okay motion carries 5-0 okay mr mitchell what would you like to pull on 10.5 sorry penny uh enterprise fleet management are the 21 vehicles listed on this agreement all the vehicles currently used by mnl now that the four there's four on the surplus list yes there are and there is a vehicle that we use in the it department as well but it's another white fleet that we use all of those are is that does the agreement include all servicing of the department

or of the vehicles or it's some of the servicing done by our staff some of the servicing is done by our staff but it does include a maintenance agreement as well on the vehicles that goes above oil changes and things like that for maintenance we take them to the service provider for this agreement okay thank you for that one um for the ac heating there mr mitchell i also wanted to speak about that it's an 800 000 contract for the enterprise leasing for five years yes so it's eight hundred thousand dollars per year for five years no 800 000 total for the five years but we're approving it in the current budget correct because it is a five-year contract so that way it will continue for the five years for the replacement of the fleet

so we're not purchasing vehicles we're leasing vehicles correct we get the revenue when we sell the vehicle for the value and then it goes back towards the amount that we pay on the new vehicle now i'm under the assumption that this was the same program we started five years ago when carol severance had the position that is the same program that five-year agreement ended and this is now a new five-year agreement to continue that on penny can you clarify i think um you meant to say lease purchase which yes yeah so it's not just the lease like our individual lease is for our vehicles at the end of the period you own the vehicle and you can surplus it and use the dollars or keep the vehicle the lease purchase gives us an opportunity to

refine that to finance it over a period of time so that's why in the agreement it talks for i don't know what vehicle might be 2019 but it might be a 2020 might be a 2021 right so and we'll we may purchase that at the end yes okay but again the cost effectiveness of this program five years ago under a different leadership structure was that we would have reduced maintenance costs reduced needs for employees of to maintain those vehicles and that's where the cost savings was coming in for having the fleet updated every five years for the most part and that is absolutely correct and that is what is occurring we have been able to sell the vehicles at a higher market because our miles are down and our maintenance is up and so we've

been able to maintain a new fleet and move forward and order trucks as needed and stay within the cost so our maintenance of vehicles or down vehicles or broken vehicles have ended and we are in our last four vehicles as mr mitchell indicated on the surplus report tonight good good i have a question regarding that because do we know what the actual dollar amount savings that we have because now that we've gone through those full cycle of it because when we originally said they said we're gonna have cost savings so we should see real money amounts the difference of what we would have done in the other years versus these years and i can bring that back to you right perfect i don't know i will have um i'm done with that issue but i

have another not that the same contract not the same contract but the same item okay so maybe this will be the last question about enterprise the eight hundred thousand dollars now how is that shown so we're going to have a commitment under a contract five years for eight hundred thousand dollars um and so is that then going to be prorated in each individual budget of the district how does that get reflected so we we take the 800 000 divided by the five years and we put in our multi-year plan and we budget for that every year to make the payments on the vehicles but because it's a contract it's also a liability that is correct thank you any other questions on the enterprise okay next next contract do you want to go mr okay i'll

do that mine um it might sound crazy but just personally this will make me feel better if i at least say it for the one on executive facility services inc the custodial services once this gets agreed on i would like to see specifically not to myself to make sure that that company is given a list of things that they're going to be required to do in totality for that amount and making sure that someone's verifying they're doing it to make sure that if we're going to supplement on and i think we need to on the custodial services that they're doing what they're being paid to do and they don't just collect the money and not fulfill i mean i want it very specific they're expected to do this this is what they're going to do

for that amount of money so it can't doesn't come back and they've just feather dusted a room okay mr mitchell and i have a follow-up on the custodial service agreement as well there are two elementary schools that are not listed is that because they're fully staffed that is correct okay and the excluded areas because in the contract it talks about excluded areas where i'm assuming this contract they will not be servicing the restrooms kitchens the multi-purpose rooms uh is that going to be handled or by the day crew but that is actually for the existing staff that are here they will be cleaning and disaffecting those areas and to be more clear it could be those sites are filled with substitutes as well as current employees so if they are subs because we do have

sub shortage as well that's one of the reasons why we're having the cleaning service to help support the sites to make sure that those areas are vacuumed and disinfected i i appreciate that i was just commenting uh for all of the schools it said the excluded areas at all the schools i believe are the restrooms kitchens and multi-purpose rooms so i i don't want to make an assumption but i was assuming that those areas will be cleaned either by the day crew or or somebody else also our staff we do have custodians working at night that will be covering that as well and with this these uh contractors yes okay it is very clear and it's drawn out in the scope of work we do have an assistant director of mot a director of mot

and a custodial supervisor who works at the same shift as uh so they're gonna be watching them because it does make you know i know they're disinfecting but it doesn't go into like i want the tables cleaned i want you know what i'm saying is to make sure oh yeah i disinfected i mean someone's watching yes got it love it thank you okay any others you have another one okay so for the two contracts for ac heating um one has a not to exceed 25 000 the other is not to exceed 100 000. was that those amounts based on the work they did this past year yes and in totality because of the necessity of the volume of working on our ac units during the month of august and september we took a do not

exceed amount based on the past couple average years that we've used their service to assist us with repairing and replacement and we bring them individually if we need to replace an actual item so this is to assist us with the staff to work on these units the volume of work orders but this wouldn't cover an ac unit no no it's the assistance to analyze and assess the unit and what needs to take place to fix it or replace it one more another one i'll go this way i believe thank you mrs hartbauer there's a contract for dana gonzalez to provide support for the district's math programs is this officially part of the gear up grant with the uc system or is it separate so there you go sorry um it's actually both so forty five

thousand dollars is funded through the gear up grant which is paid for out of the uc system which is part of the gear up grant over the last two years and what word what we're asking is to increase her hours to affect more coaching in the math uh in secondary math classrooms uh by using our elo grant to subsidize a little bit more so that we have more hours on her contract unless something went by me i believe the current gareth grant expires september 25th no no no it um expires in to right and i think we have the last time it was brought to the board it said september 25th 2021 is there another or did there'll be another one coming up yeah when we brought it on it's a five-year commitment and i

think it expires next school year i want to say the 24 right okay um and i assume by the so if you do the math um her her hour or her daily rate divided into the total amount uh comes out to 180 days or 180 yeah 180 days is that is she going to be here every day students are here yes okay all right thank you that's all thank you i'm move approval of item of 10.5 oh second okay all in favor aye aye aye any opposed okay motion carries thank you very much moving on nothing oh no yeah never mind 12.1 review the district calendar for the month of september 2021 so i'd like to um bring to your attention that as much as we can if it's a home game or sports that's

happening at our school at our schools we're adding it to the calendar for convenience but for a full schedule of all the games whether it's home or at another location if you go to our website there will be a link for the schedule of athletics that's provided for everybody i also want to bring to the to your attention that there is two board meetings in september we'll have one on the 14th and one on the 28th and many opportunities for family nights that for september it will be a sundance and palm and so bringing that attention to our community and that's it thank you and well i appreciate uh having the sports on here the home games as we have performances whether music or art or drama i'd like to see them on the calendar

so that we can plan to participate in those activities also thank you also on the calendar i hope we keep including like we're going to approve the resolutions for attendance awareness month and prevention awareness month and sometimes we have a week of something i still would like to see that on the calendar i don't want this to turn into just for sports that's what i'm worried about so because there's more going on than just sports as soon as we approve the resolutions tonight we'll add those to the calendar for september thank you all right instruction and support services item 13.1 we're going to have a presentation on the 2021 fall launch and summer program [Laughter] good evening for president laura uh board of trustees superintendent kakish cabinet colleagues community members um we had the pleasure

of of doing something fairly unique this year with a fall launch and a more robust summer school program and so i would like to uh to start us off um introduce uh uh michael breyer our new director of college and career readiness who led our fall launch efforts uh this summer and then we'll go right into the summer school program mr brown yeah before he was working with you he had hair is that some sort of prerequisite let's just say i've been welcomed with open arms so uh good evening uh board president laura members of the board superintendent superintendent kakish cabinet colleagues and community um it was the fall launch experience was actually an incredible experience we knew coming out of facility closures for a year and a half that we wanted to give our

kids pun intended a launch pad for success going into the 21 22 school year and we really looked at we wanted to be a kind of a balance of the academic supports in english language arts and mathematics but we also wanted to promote some positive and productive patterns of behavior say that five times real fast where students were not only supported academically they were acclimated to campus as many of our students like our 10th graders for example had functioned an entire year never been on the high school campus and so they were 8th graders the last time they were anywhere that's a huge step the first transition to high school can be a challenge for anybody so how can we how can we prepare our kids as best as possible coming into this environment some

some real quick details it was the final week of july it was very site-specific programs this was important because even due to the transition with aries and the roll-up some of our roster-based curriculum resources weren't available so that means that our teachers and administrators developed just about everything that was utilized uh the schedules ranged from three to five days but there was a minimum of four hours of in-person instruction per day and we did ensure transportation for our students who are on an iep and those services were included the activities varied between school sites the elementary sites i think definitely emphasized the academic component a little bit more because it was the the foundational skills stem projects were seen throughout our districts to promote critical thinking avid was common language throughout through our k-12 classes

community building leadership lessons and the student orientation really again re-acclimating our students to to our campuses here are just some numbers so you can recognize the magnitude we had over 1900 students that were rostered to classes throughout 94 certificated teachers and subs 13 total schools so even our adult school with our adult transition program we had students participate 74 classified employees and support and i say all that that was on top of our administrators counselors clerical staff the staff that would normally be working at this time to prepare for the opening of the school year they were also working i have to give a huge shout out to all of our administrators and inside personnel who are normally working because they they really prepared for two openings this year and that could i mean after

coming out of the closure it was going to be a challenge anyway and to do it twice they did a phenomenal job a few examples of what we saw so this is actually anna haas and our elementary sites did a great job of collaborating on the programs that they offered so we wanted to focus on our foundational skills for reading and as well as just the literacy strategies in writing so the the race strategy restate the question answer the question cite text evidence explaining give them those um those positive productive patterns of behavior early on again avid work throughout the district for those of you who are just listening in this case race is an acronym that and that's why i spilled it out on the yeah but it wasn't spelled out on the slide

initially i'm like you know what but those i think listening to this we don't want someone making up that we're teaching our critical race theory restate the question answer the questions cite text evidence and explaining for those of you that are only audio on this presentation absolutely thank you mr heather our our middle school lessons again i would say there was more of an avid and community-based focus at the secondary level but again we wanted to make sure that they got those skills that they were going to need from the very beginning whether it was organizational skills close reading strategies they were prepared from the first day high school lesson examples i to be honest i love what the high school prepared because they did this whole section about high school 101 with activities as

simple as how to break down a course syllabus how do i know what my teacher is is expecting of me every day you know what what are the assessments component compared to the homework and so even these activities very very relevant skills i also want to provide some pictures so you could see this in action i had the the opportunity to visit all school sites and uh the energy was was amazing walking into the classrooms i have to tell a super brief story about the little guy in the very bottom picture bright yellow shirt uh kindergarten classroom at anna haas they were doing their morning meeting walk in and i introduced myself hi everybody looks up at me can i give you a hug yeah sure man come on over you know being a former

middle school principal very different world um but it was one of those things that that's the connection they needed you know that's what we were providing so super cool super cool experience some more pictures from elementary and middle school and our high school this was the freshman orientation so the the high school actually offered two two programs so they had two days of freshman orientation but they also had essentially avid based classes for predominantly ninth and tenth graders that were offered at the same time and just after this so they could provide both small group support and then the the large community building all right and so that is our fall launch presentation this time dr blasey and her amazing team are going to talk about summer programs good evening everyone so i'm going to

just quickly introduce our summer principals we had the a wonderful team at the high school middle school we had dr maldonado um mr darren lance and mrs rebecca mink they were wonderful at that level and then representing us for elementary was mrs michelle pierce at um tournament hills we had mrs tracy waters at starlight and we had um miss janelle kenyon at palm innovation so with that we will start with high school good evening board members superintendent kakish dedicated colleagues and members of the community i'm here to give you some highlights from our summer program at beaumont high school we had two different sessions for face-to-face in-person instruction we had over 400 students for our first session in the morning and over 360 students for our afternoon session we had 710 courses taken for not

only remediation for credit recovery but for also advancement and enrichment of those 773 total courses we had 710 past courses which equated to 3 50 credits either earned or recovered that is a 92 percent success rate and pass rate for those courses in addition to that we also offered a robust virtual instruction element this had three different sessions online so the ability of offering three online sessions allowed students to not only take two in-person face-to-face courses but up to one additional online course or if a student so choose they could take all online courses if they did not feel comfortable being in face-to-face instruction for each of those sessions we had over 100 students each if you see the numbers there it's 146 for our morning session 140 for our middle session and 131 for

our afternoon session in this virtual instruction we again total credits earned or recovered was 1085. in addition to that i am proud to announce that we had 12 summer graduates for our beaumont high school summer program and we had our ceremony here in the boardroom and it was an amazing experience for those 12 students for our community members and especially for the students that could not experience that during the school year in addition on our campus we house the 8th grade bridge program and to give more information about our middle school program including the bridge program we have mrs rebecca mink thank you darren uh good evening thank you for having us here to move on to the middle school program we have um there we go that looks familiar we had both san gorgonio

middle school and beaumont high school students we also had a few 21st century students that took advantage of our summer school program and came to campus at san gorgonio middle school i want to thank the san gorgonio middle school office staff who stepped up on the first day of summer school and was a tremendous help on getting kids into class we had a few aries issues and scheduling issues and they were amazing and i could not have done it without them so they dropped their normal jobs that they were doing it to help out for summer school that those few first few days and that was amazing so san gorgonio middle school we had six and seventh graders we had 264 enrolled students and as you saw on mr lance's page we had 133 8th

grade students enrolled in our summer program for eighth grade our focus in math was zern at the middle school level and study sync for ela and we did have access to the gear up summer program summer curriculum for our eighth graders to prepare them for the integrated math one in high school and then we used ela i ready for just that review of ela strategies that are most important so as you can see from the tables below we did have a significant growth in most of our classes in our ela for sixth grade and seventh grade those are the pre and post-test post test growth numbers that you see which is it's really nice to see those second numbers all higher and then our our third graph is the eighth grade and this is using

the mdtp which students took in their eighth grade year and again they took it at the end of the summer school program so we did see a growth in that as well on top of the academic gains it was a an amazing experience to be able to step foot back in school with our students for the first time in almost a year and a half and believe it or not you can really see smiling faces behind a mask and as mr breyer said with kids in the hugs i had students who were very nervous about going to san gorgonio middle school not only was it the first time on a school campus for them as a middle school student but there it was not their home school and when they heard my familiar voice and

could even recognize me through the mask i had many hugs and excitedness that they knew somebody at middle school and that was amazing almost as amazing as our academic growth thank you pull this off because my glasses get all fogged up good evening i'm here to report out on elementary bring some joy into this room tonight because that's what it was for us it was pure joy and never before three sites over 900 students participated tk through fifth grade each site was staffed with almost as many substitutes as we had certificated teachers and i wanted to make sure this to shout out to tammy horn and john joshua davis and melina for their support because they helped us with our staffing enrolling our students and making sure that we had the supplies needed to work

out our program our academic gains as you can see from our slide were measured with both quantitative and qualitative analysis over this three week period as shown also extremely important to all of us were the gains in social emotional learning character development and traits needed to be a successful student i wanted to kind of give you a glimpse of our day in the elementary world over the summer program when students came in they were greeted by their teachers upon arrival and they were given a grab-and-go breakfast and our cafeteria workers prepared those every single day individually and handed them out to students so shout out to them too they sat together a lot of them in picnic styles to eat and they would have their morning meetings sometimes outside sometimes inside the classroom our day

started with a flag salute led by the kids in both english and spanish the announcements and the winner of the epic battle for the day from their taken from their votes from the day before were announced the kids got so into the epic battles they were just and even parents parents were saying who won who won so they were all excited throughout the day in every class teachers taught close reading strategies for informational text based on the animals and the epic battles for the day they were involved in summarizing taking three column notes vocabulary building and socratic seminars based on the evidence that they gathered also teachers were given an epic battle slide each day with our theme music of the eye of the tiger and the kindergartners would sing that all day long they

loved it that was their favorite they had links to informational texts for the students and they gathered evidence in there to make educated decisions in their epic battle and then they voted on a google form every day these strategies were then reinforced with the pilot of our fluency protocols that were created by our tosas and this last year every student engaged in fluency routines that are an integral part of our reading success they track their own fluency and their success criteria to see weekly gains and in addition to that the strategies were even further focused with the three read protocol in math for math word problems and this involves chunking and math vocabulary and answering in complete sentences then at the end of each day our amazing cafeteria workers again place grab-and-go lunches for those

for those kiddos at the teacher's door and the announcements reminded students of the dress-up days which they really love too every single day and really for us all in all our message to these amazing teachers and substitutes who graciously took this on with us with the challenge and determination enthusiasm was build relationships with these kids help them remember that learning is fun and help them to feel safe and loved and listened to like our district focus we lead from the heart the best thing was at the end of the day where the kids said best day ever i love this we learned so much can we do this again and and they all want to know who won the battle so um thank you all really just for the opportunity to build this entire program

along with janelle and michelle and to guide the teachers through this this three-week journey so thank you very much thank you yeah uh don't go away any of you please yes and now yes this is gabby toledo for esy good evening as we do every year we provided extended school year services for our students with individualized education programs we had programs housed at the three elementary sites the two middle school sites our high school and the adult transition program this year we were able to support 110 students that enrolled and participated in the program we also added an additional component given the uniqueness of the the school year and we had specialized academic instruction support and teachers providing accommodations and supports for our students to be able to access the summer program we had an

sai teacher and an instructional assistant providing support for the three elementary summer programs that we had and we had two sai teachers actually three sai teachers providing support at the middle school and the high school lastly i want to thank everybody our administrators that were new to supporting extended school year to our classified and certificated staff and to all the the people that made extended school year happen for 20 days for all of our students thank you thank you okay yeah and thank you all for your leadership um and working with the folks that that you've all mentioned uh that you extended your thanks to um i just this is not necessarily about your presentation but you know as we were all preparing for the end of last year and the beginning of this year

we were well aware of concerns about students social emotional well-being and so this sort of a question what have we seen um in the in these two programs and at the beginning of school uh whether we are identifying the needs of students that we're anticipating that would result in anyone wanting to hug mr breyer but but it seriously have we seen those needs and um that they're different and greater from previous years and that we're prepared to meet those needs somebody want to answer that by the way that's a nice way to dress in a gray suit and a black shirt but because you're matching yeah if you think you want to look like a 74 year old man and that's cool you go right ahead [Laughter] i don't want to speak for um so

like for example dr maldonado who's a current assistant principal so ran the summer school and then is seeing the effects um right now but i would just say based on the walks that i've had the first week and a half of school was it was noticeable that that our students seemed calm and they seemed adjusted and they seemed like and it made me think over and over again our kids are resilient kids are resilient and and i did and i did reflect on 1900 kids participating in in summer school we've never had that many and and then the fall launch with um i think we had around 900 kids or so oh 1900 and fall launch i'm sorry and then even more than that in in summer school i couldn't help but think that had

to have a positive effect for our kids and just the adjustment period but um that's my reflection so dr maldonado you said you wanted to did you want to speak so it took us a lot of planning um because we really focus on the social emotional learning of our students so we did a lot of planning a lot of planning we made sure every day we had activities for kids to participate um we wanted to build the culture but one thing that really support that helped us was our mental health counselor who was available at our site and um and that's actually our academic counselor too but um it's just a lot of planning making sure that we meet the needs of students and listening to them and the kids were great we didn't have

any problems with math we didn't have we didn't have any issues with conflict the kids were happy to be on campus it was just it was amazing it was really amazing yes to add to what dr malda had mentioned kids were hungry to be back in instruction and i think that's the biggest thing that we that we see with our beaumont students is that they're ready to get back to work and they're ready to succeed and we have great teachers and great staff here and great administrators as well and they are getting back to work and they're thriving right now being back in academic you know instruction together with other students in the summer program we saw that as dr madlanada said we didn't have any conflicts any behavior issues kids were just ready to

be back and with that being said it was a positive environment kids felt safe they felt at home and it was a great secondary program a great elementary program and i think the numbers show that as well when we look at the number of credits recovered when we look at the success that we had at the middle school levels with the growth being made in not only ela and math and also in the amazing epic battles that we heard about in elementary and just the amazing times the students had together and that's what we saw as a summer school staff i just wanted to say that a lot of the things that we did as far as morning meetings and afternoon meetings with the kids they just want to be listened to they just want

to be loved i was in a room every single day i was walking through the campus second you walked in just like mr breyer was saying kindergartners can we give you a group hug yes we all i mean they just wanted to be loved they just wanted to know that somebody else was there for them and some of the things that we started in the summer program have now continued on to the regular school year like the morning meetings the purchase of character strong and all of those things building that social emotional learning piece and teaching students how to react to things i think that's really important um i thank you so much for listening to us i just wanted to say that i really had the privilege of working with great leaders um and

great upcoming leaders in the district i had the privilege of being at palm for a week and tournament hills for a week and walking all the other campuses and it was such a privilege to see how happy children were so if you if you have any other questions we'll take them other than that we just really appreciate your time thank you thank you other board members may have comments just this is a general one particularly for the principals and educational services when we're referring to students at least personally please don't use acronyms just there are a couple slides that just said el we're talking about english learners let's always remember there's a student there and and not use shortcuts by giving them a label now just that's a personal thing that um i think we

can take the time to always make reference to their students no matter what labels or categories we put them in and when we take shortcuts um it can be a shortcut in our uh expression of who they are that's i don't want to speak for anybody that's just that's when i just see that it struck me that way i i do want to assure you mr harvey that that's a training that we with our new director of special ed is um putting an emphasis on with all of us to use as a common language um and not label and so it's very easy like you said that to just do what we've done all over the years but i think intentionally throughout our leadership meetings we're starting to hold each other accountable for that and

and we will get better with time thank you anybody else yes okay four hours three weeks dr amy when her hernandez brought this forward to us what did you see and feel that should be continued on and added to for the next three summers that you know you're going to have me as a board member you could answer those of us who may not be here that long [Laughter] um i'll respond we are meeting regarding next summer we haven't come to those decisions because it would be better for us to collaborate professionally before we individually answer that and we haven't had that opportunity yet to come together but that is a great question and we'll get back to you that's a great question because again it was supposed to be something extra special that we

haven't done in the past for summer school and i wanted i want to take whatever was packaged there and make sure we grow we grow it right i totally agree yes okay thank you thank you anybody else thank you guys thank you thank you very much well done all right moving on 13.2 accept the california department of education grant award for the tobacco use prevention education program in motion so moved second any discussion or questions comments call for the boat okay motion carries 5-0 item 13.3 accept a grant from the riverside county office of education to support beaumont unified school district in a social emotional learning pilot program let me have a motion i'll move second questions comments discussion call for the vote okay motion carries 5-0 item 13.4 adopt resolution 2021-22-04 proclaiming september as

attendance awareness month so moved second discussion call for the vote it does seem like p1 should be the month okay motion carries 5-0 item 13.5 to adopt resolution 2021-22-05 proclaiming september as suicide prevention awareness month i move approval david okay any questions call for the vote and i i presume that we'll have actions associated with both of those uh one related to attendance that will be doing things to support attendance and obviously that will be doing things in support of prevention of suicide yes and we can report to you ideas of what we're having in mind in another communication to the board and if i could say no problem with these proclamations but you would hope and i know that the district does a good job of promoting attendance all year long it shouldn't be

a month i mean we have months for this and that and everything but you know i would hope that we would and i know we do that we focus on these issues throughout the entire school year thank you okay we're moving on to reports uh california school employees association is chapter 351 hello everybody president laura members of the board superintendent cabinet um yeah i'm gonna close this up here a couple weeks ago went by so fast um last week i gave a shorter version of a board report that i had right now i got the full version and after last week's report or two weeks ago on the 10th you know i got free thank yous and people appreciating that i spoke up on behalf of classified employees but i also got a lot more

people asking why don't you give them more details why aren't you making sure that ford is you know fully aware of what's going on how long these issues have been going on it's not just recent issues so i wanted to read that full version to you guys tonight on behalf of the classified employees that have been reaching out to me and so i'm going to read that and uh also address a couple meetings that we had here just recently um let me go ahead and start reading that the administration lack of foresight and failure to update job descriptions and increase wages for classified employees has created a massive labor shortage at beaumont usd the administration's inability to hire classified workers is now disrupting student services and normal operations this is not recent it was years

in the making we pleaded with the administration to update job descriptions and address problems of rock bottom wages at beaumont unified the administration's response to csca was to wait wait until next year or wait until next month wait until next year wait until next negotiations wait until the last minute or the last moment the administration waited literally until the day before school started to frantically call csa leaders to fix during for a fix during historical labor shortage it was embarrassing it's embarrassing to watch administration scramble around trying to solve problems that csea has been begging the district to solve for years now for years cca has been saying that unless the issues of rock rock bottom wages and outdated job description was addressed if you would want to come work at beaumont usd other schools

districts are addressing are addressing the labor shortage by investing in the cl investing in classified employees and by increasing wages to their to keep pace with minimum wages increase inflation and with other major employers like amazon busd wages can't keep pace with mcdonald's taco bell or kfc much less banning unified it's embarrassing in fact those employers generally offer seven to eight hour days seventeen to eighteen dollars per hour end up starting wages for entry level jobs and increasingly more benefits while my unit beaumont unified administrator is trying to work is trying to hire workers for just over minimum wage and higher part-time specifics or even highly skilled labor for barely above minimum wage and the administrators still couldn't figure out the day before school started that so many vacant positions would remain vacant positions like

our 3.5 hour split ship food service workers custodians health instructional assistants dispatchers bus drivers if nothing is done it will get worse with other school districts increasing wages for classified employees beaumont now stands at the very bottom wages for school district employers in san bernardino and riverside counties and beyond that's the math that's the problem paying the bottom dollar is not a successful strategy for students to serve students it won't keep classified employees around everyone i talk to and i mean everyone is looking for work elsewhere and make no mistake more workers will be working somewhere else soon this isn't the end of beaumont's usd labor problems it's just the beginning and it started years ago csca told administration in this board years ago and again that classified job descriptions need to be updated paying

bottom dollar wages won't work fair wages a solid benefit package the good labor relations is the best way for recruiting no one listened not a single revised job description has been agreed to in the last three years of negotiations few positions have been filled especially key positions in the classified services the erosion of classified service now has major impact on the district's ability to serve our students you know it we know it the administration is finally figuring it out other school districts know it since they're recruiting our employees with higher wages better labor relations and better benefits and now parents finally and now parents are finding out exactly how bad things are have gotten at beaumont unified there is an easy fix sign a fair contract with csea update our job descriptions pay classified employees

what they're worth we can do better than this it's not too late and that was a board report from a couple weeks ago that i was going to read but i never i never did it i read a much shorter version because it was easier and i don't like standing up here um but since then we met with the administration the district administration has reached out to csea to address the shortage of workers and the lack of subs we understand that the shortage of employees is not only a busd problem this is a nationwide problem sooner or later the benefits that are keeping prospective employees at home will come to an end more people will be looking for jobs not only do you want them to come looking for employment here at busd but we

want to be able to retain them we started a conversation about different ways to temporarily address this problem we discussed the needs to take place for the long term as well this is the start of many conversations that need to take place across the table between the csea and the district i read this report to the board to ensure that the board had a better understanding of how long these problems have been needing to be addressed csa leaders have a con had a conversation with uh superintendent maze kakish and from those meetings we feel that she is the right person to lead the district in the right direction regarding these concerns that i brought to your attention tonight we feel superintendent kikis is the right person to bridge the relationship between classified employees and administration

at busd we're asking for the members of the board to support her in this endeavor thank you for the time and hearing the concerns of classified employees thank you thank you okay beaumont teachers association good evening i find myself in a similar position to my csca colleague and i want to reiterate our support for them and getting them a fair agreement with proper wages and benefits and filling all these vacant positions every day i get multiple notice about notices about covet 19 being present on our sites we need to do more to protect our staff and students it feels very much like we just tried to go back to normal but we are not there yet over the summer school program as we were just talking about that was fantastic i didn't get nearly as

many of these notices because we took precautions we had lower class sizes we did a lot of things some of those we can't do now but some we can i'm very concerned about the letter the cdph sent out yesterday that was a very stern public letter warning about the liability of staff for lack of enforcement of the mass mandate here's a quote from that document certificated individuals including school administrators may be subject to referral to the commission on teacher credentialing for disciplinary action for violating a mandatory legal duty to implement the masking requirement and knowingly exposing students to preventable harm i do i believe our efforts over the last few weeks to clarify and the clarity that the board has provided regarding this mandate has helped we still have a ways to go and every

day there are students that sit in classes and teachers that feel like administration won't then back them up and administrators that in turn feel like the esf staff has given clear direction that their hands are tied indeed our protocols for enforcement only emphasize the encouragement for masking and place most of the burden on the teacher administrators are forbidden from using their usual tools at their disposal to remove a student here's what one of our guidance documents says local enforcement encourage student masking offer 21st century learning institute for those with health concerns no exclusion suspension expulsion for students we will not exclude any student from a free appropriate public education work with each individual teacher parent student to allow for full participation and inclusion follow cal ocean mandate for staff wow that's a lot of words

on not enforcement not enforcing on the section titled local enforcement moving forward i will be instructing teachers that if students are not wearing a mask in class after taking reasonable steps to address it in their classroom and with parents then i will tell them to send the student to the office if the student is returned and is still not wearing a mask then we will be asking for a written directive from the administrator that it's okay for the student to remain in class mask list in violation of the health guidance otherwise i'm just going to tell them to keep sending them to the office i don't care what happens with well i care what happens with the student but we don't need to be sending tons of kids home i'm not advocating for suspending tons

of kids and you know everybody that doesn't comply for five seconds but we need to have some enforcement and i believe that the district has tied the hands of our administrators and made it very clear at the start of school and in staff meetings at the beginning of school that their hands were tied and that has not changed adequately i've got been talking about this for weeks that they needed to be provided support to do some level of enforcement i do not believe that they've gotten clarity to do it it shouldn't have to come to this i don't want to talk about masks i've been asking for weeks that this happened and has not been made clear this should never have been allowed to happen and the admins hand should never been tied i won't

allow our certificated teachers and staff that are trying their best to enforce this difficult mandate to be held liable i'll also like to reiterate our more support for more control over the air conditioning in the rooms it's uneven throughout the day and needs to be adjusted by the user of that room as a professional should be able to do air purifiers i believe also should be provided to more classrooms anybody who requests one i think really should need one at this point with so many students in the room cleaning needs to be continued to be our priority i'm glad that we're getting extra help with the cleaning uh in the evening but i think that it is a failure that we failed csea to provide those jobs to our employees and are contracting out for

that virtual meetings should be the norm for large groups at sites i'm calling on the district to be very carefully evaluate the structure of the october professional development day i don't understand why it feels like i have to demand an mou for such easily avoidable situations like gathering bunch of teachers in the theaters and stuff i've already shared with you my concerns about 21st century school not being adequately staffed despite having a year to prepare for this influx i'm also concerned about our teachers on special assignment being assigned to substitute teach because of our lack of substitutes this is not supported by our contract they need to be supporting our new cti candidates and getting out the message about our about best first instruction and our other goals this year i'd also like to remind

the board that we are still among the lowest salaried staff in the area and staff had not received any monetary support for the extra effort and money spent out of their own pockets last year for home technology high-speed internet and materials to support virtual instruction and you know i know that teachers could have worked from sites um last year and i understand and appreciate that and i think that was a good option for some but i also encourage you to remember that when we did bring staff back for hybrid instruction the internet was a disaster for weeks and we got lots of parent complaints about it because we couldn't support it and get it lined up good when everybody was doing virtual instruction for a long time other districts supported and rewarded their teachers with

monetary compensation or stipends beaumont nothing so far thank you for your time thank you okay beaumont administrators confidential management employees group no report tonight okay all right on to board reports mr sanchez you're up first well i'm just glad someone is listening to our podcast even though it sounded like a little bit of a negative what was being said i find that as a positive community is paying attention yes we're stuck with some issues 70 of the staff is not vaccinated 43 of california's population is not vaccinated yes i understand about unvaccinated children at school who aren't allowed to be vaccinated yet coming home and spreading a potentially deadly virus yes i understand all children have the right to an education layered with protections of due process and then also to appeal to any any

of that adverse action every day those laws are changing and yes there's a new mandate coming out from the california department of public health holding more and more people accountable for lack of action those are the communications that we need from other government officials to happen even faster than what we're getting we're getting it piece built and everyone's trying to adapt with pieces that keep coming at us it would be nice if we did create a local policy that is that is cleared and precise with layers of due process but it has a finite end as we do with all violations of edcode in the 4800s thank you mr sanchez mr mitchell a local policy geared towards local conditions i would hope if we went down that route be nice i read an article today

about san diego schools and several school districts in san diego county are facing shortage of bus drivers as a result of the pandemic and so all industries are dealing with our current labor market which is very different than what we've had in the past and we hope it all changes very quickly i have a couple of requests um if we could have a timeline of the bhs expansion as part of the facilities report at the next board meeting i would appreciate that and could we also have an update on enrollment at the next meeting comparing the last couple of years with our current enrollment because i often heard in the news about how many students may or may not be coming back to school because of the current conditions so i'd just be interested in

hearing what those numbers look like thank you okay mr oh i'm sorry yeah i'm strapping i don't have any comments tonight okay mrs poulter um one of the things that i noticed that when i've looked around at other districts that are dealing with this i noticed i on one of the districts they do a a cove account so it's completely transparent of what the count is but i have no idea what our counts are like at our site so when people talk to me about some of these issues it would be nice to know student versus staff maybe in vicinities and counts so that you know we we can really know what what we're talking about when we're talking about some of these issues um that's what i would like to bring up asking about

um and i think i'm going to stop with that today last time i said a lot just for clarity's sake mrs poulter are you asking about the numbers of staff and students who were infected at schools or are you asking about how many people who attend our schools have a positive test um i i would like to know the first one i'm i'm assuming that it's going to be difficult to know if they got infected at the school but i would like to know what our covet counts for for our our school going rate and our and our staff members i i'm not i'm not assuming that they got it at school but i mean they could have been at school at some point and they've gotten it somewhere else it just would be good

to know because of what what someone knows i don't want names i just can't we we do have um the counts like it was in the paper just a few days ago provided by miss follow the francini so do you want to speak to that at last count which was on last tuesday we were at 40 students who had covid and that included students that were reported to the district prior to the first day of school uh with staff we are at 16 as of last tuesday and that's the last count i have and i was dr bobby burnett has uh the list of students and of course that count changes every day due to the timelines of when somebody was exposed to them quarantining and then being able to return to school i don't

know if dr burnett wants to add anything to that and i don't necessarily i'm not asking about the quarantining group unless someone's just because i mean i understand that that's going to be a much bigger group just for safety reasons yeah we'll we'll um summarize the information maybe in a communication to the board weekly okay thank you i would just like to say um regarding some of the comments about the need for employees this is a nationwide problem this is in a beaumont unified problem i read an article that montana is having these problems there's other states that are having these problems and it it isn't because of some of those reasons that were stated earlier it is for other reasons and so um i i just hope that everybody understands that that we're [Music]

doing our best to fill positions and um and doing what we can and we're looking at different options and so i i don't want people to think that we're not concerned or that we don't care because we do and so um just keep that in mind that it is a nationwide problem it's not a usd problem and i just i appreciate all of the parents that came out tonight and i understand the frustrations of everybody i appreciate the fact that parents come to advocate for their children i know that if i was on the other side i would probably be doing the same thing no matter what side i was on i'm sure that i would have an opinion one way or the other if it was my children so we need to keep that

in mind as we address all these issues and so as as a veteran board member this has been the most challenging time ever and um this is not something that any of us have ever been through i've said this multiple times and so i just can't say enough that we really need to be kind to each other and try to understand each other and listen to each other instead of getting mad at everybody or or protesting or i don't know the term i'm trying to find but um there are kind ways to address these issues and so i i don't think it's okay for parents to be going and yelling at principals or teachers it's not right it's not right for anyone to be yelling at any staff member or or disrespecting somebody because their

opinions are different and that's really become an issue in the country and so it's frustrating to sit and listen to people um just because they don't agree and they just they tend to get disrespectful and we are all just all of us here everybody in this room everybody is trying to do their best to do their job and make decisions in the best interest of the 10 hundred plus kids in our district and the thousand plus staff members in our district now if you think that's an easy task to make sure that everybody's wearing a mask every second they're on campus you think that's a possible thing for every person for every administrator to make sure that's happening everywhere all the time while we're on campus there's two there's so many kids there's so many

staff members and so if we would just all follow the rules be kind to each other i think that would go a long way and so i'm a little frustrated this evening sharing that a little bit so with that i should probably um end my comments yes mr bobby but you shared it very kindly with that i will adjourn our meeting at 8 13. thank you
