evidence considerations for reopening schools we'll also be discussing ab130 and then where our current health status is in the county of riverside so the first is the cdph guidelines that were issued on on july uh 12th and so uh basically what i've included in these slides are kind of those big picture items and those all of those you see are in quotes those are the exact language that comes from the guidance that cdph has has submitted so um out uh mass currently right now today as we speak on july 27th mass are optional outdoors for in all k-12 settings and then uh as we all uh know the the mask mandates for indoors uh was set with cdph with some exemptions some medical exemptions and then there's some language in there um in the in
the guidance about if you have a medical exemption having to wear a different type of mask a shield with a drape and then the uh the our local protocol would be to make sure that any student who inadvertently fails to bring a face covering we would have one for them which we are prepared to do that's kind of the big picture items in the cdph guidance there's a lot more in terms of what fully vaccinated people in terms of quarantine versus unvaccinated quarantines um there's some additional guidance about contact tracing and whatnot uh but i wanted to get to kind of the meat of of their guidance here and and uh and what we're going to be discussing the um consistent with everything else that we've done in the 2021 um what the cdph did
was uh they made it a requirement for us to offer an alternative education setting for those students who um who are in their language excluded from campus because they will not wear a face covering and then there's a note in there about ab-130 which we'll get into in a little bit later in the in the presentation fortunately actually i'm going to go back to that slide fortunately for us we've had our 21st century learning institute for many years and as an is a viable option for any student or parent that's um interested in sending their student to an alternative curriculum program or i'll alter i'm sorry alternative independent study program who may have a a complication or an interest in not sending their student to in-person instruction so this actually was released today just a
few hours ago from the cdc and uh this is new guidance based on the delta variant um and so uh we're transitioning now from cdph to uh centers into for disease and prevention uh cdc and so they just recently submitted new guidance recommending universal indoor masking for all teachers staff students and visitors to k-12 schools regardless of vaccination status and so that's something new that just came out recently and wanted to include that in there and part of their new guidance was that uh in terms of of what they're recommending is what the cdc is saying is that due to the delta variant the the recommendation is to mask indoors if you're in an area of high substantial i'm sorry substantial or high transmission and so um digging into the cdc website you can see
there is on the bottom i included the metrics for what it means to be in a substantial or high transmission area um and so if you look down on the very bottom there that that's the uh percentage of the gnats which is the the appropriate cova test that's uh that's reliable um that's deemed reliable and then um on the bottom there's the percentage per 100 000 population so for example zero to four point nine nine percent would be considered a low transmission area a high transmission area would be over 10 percent so that's the the metric that they've provided us from the cdc so there's a few considerations um in terms of reopening schools in the cdph guide guidance in the first slide there it does insinuate excluding students from school who do not who
choose to not wear a mask um the there's a couple considerations for us which um the guidance from cdc and cdph kind of puts us in a very precarious uh position um according to the california constitution we we're to provide free and appropriate public education and free schools um and then there's some conversation out there legal conversation about what is our um what is our duty in terms of contagious and infectious diseases which is not something out of the ordinary we deal with contagious and infectious diseases every year we have lice sometimes hand foot mouth measles we've we've dealt with those things as a school and we do have an obligation that when and you can kind of read the health and safety code there that when there is a student who we suspect to
have a contagious or or infectious communicable disease that we do have an obligation to exempt that student from school to send that student home so to prevent spread so the cdph when they issued their guidance after the first 24 hours they kind of retracted their initial guidance of excluding students because i felt i think that what happened was they they had a lot of input public input about excluding students for not wearing masks and um what they then did was they shifted towards local protocols to enforce indoor mass requirements originally they had stated that they wanted to take the burden off of local school districts and by making everything mandatory and then they shifted 24 hours into the guidance to say to state that local protocols need to be um need to be introduced to
enforce indoor mask requirements so after several webinars legal opinions some a lot of different presentations from people around the county and legal experts the legal opinion currently suggests to err on the side of state of science and safety and to respect parental concerns to the extent of reasonable reasonably and safe and possible and so again you can see we're in a very precarious situation uh with with the guidance and the legal interpretations so compounding that um the guidance that's submitted by cdph and cdc we also have received a couple significant bills through the assembly and the senate or the legislators in sacramento so what we're looking at is um ab-130 and this is a new independent study bill that was passed and the intent was to ensure that every school district had an independent study
program should a parent want to send their student into independent study and not in person which we do we have that we have that in place and it's active and ready but what they also did was create additional layers of interaction and some requirements that we need to meet prior to the first prior to the beginning of the school year so for example tk to grades one through three we have to provide daily synchronous instruction for four through eight um it is daily live interaction and weekly synchronous instruction for nine through twelfth it's synchronous instruction at least weekly so it's it kind of scaffolds as the grades go on and we're working very closely with our independent study school our teacher unit our our principal and we're fairly certain well we are certain we will
be able to meet those new requirements in addition to that there's a tiered re-engagement plan where any student who's not engaging in the live interaction or the live synchronous instruction we're mandated within the within three days of no contact of that student to implement a tiered re-engagement plan and then in addition to that any parent who uh who either wants to go to 21st century or does not want to go to 21st century whether it's voluntary or involuntary who does or does not sign the master agreement um so for example if a if a parent does not want 21st century learning institute and doesn't sign the master agreement that student cannot be enrolled in 21st century um and the same thing goes if if a parent wants it and and signs then they can't so
that's built into the bill that that they've passed which is contradictory of the cdph guidance in a way so any any and then the last part is um if a parent and or guardian or a student over 18 years old requests to transition back to in-person instruction after being enrolled at 21st century within five instructional days we are required by the mandate by ab130 to transition that student back to in-person instruction within five instructional days and so those are the big items in ab130 to consider when we're looking at some of the some of the other mandates and recommendations health health mandates and recommendations um ab-104 is another item that that was passed and um and does have an impact to us so there are three big areas of ab-104 one is retention one is
great changes and the other one is state minimum graduation requirements so the retention policy is i don't think is uh one that will affect us too much we have a retention policy a board policy and the guidance does suggest that boards do not have to adopt any new policies um for retention however uh there are some some significant things that we need to change uh in in terms of practice so for example a student who would like to retain a parent and or guardian or an 18 year old or older who would like to retain in high school has to have been enrolled in high school in the 2021 school year and in order to be eligible had to have had a d or an f on at least half of their coursework um and
they and basically what the retention uh assembly bill states is that if a parent requests retention then um the staff has 30 days to respond to that retention in in a parent conference and then in that conference there's some requirements that we have to go over such as retention research whether or not it's academically advantageous for the student and um and then from that conference we have 10 calendar days to notify the parent of the results um our board policy really follows that actually we we don't wait 30 days we're we're a lot quicker in terms of our our retention and our our meetings with with parents but it's that um high school piece in there that's that's quite significant uh significantly different um the great change is another item that is kind of an
interesting law that was passed that that we've worked through and essentially it says that any student who is enrolled in high school in the 2021 school year may change their grade from a letter grade to a past no pass and according to the law there is no there's no limit to the type of course no limit to the amounts of no limit to whether or not the grade was an a b c d or f um it is purely on uh parent request uh the cde has posted that um template on their website they were a day late from what was uh in the law but they posted it we have 15 days to post it on our website which that is currently posted as of this evening and then parents have 15 days to
submit their grade change request and and again this is another one where students had to have been enrolled in the 2021 school year in high school and and and so that's another interesting law that we're working through right now to meet and then the third part of that is the state minimum graduation requirements so any student in the third or fourth year of high school um during the 20 2021 school year if they were in their third or fourth year of high school and they're not on track to graduate then we um as staff may reduce the state's our graduation local graduation requirements to the state's minimum requirements of 130 um credits and so uh right now we our local graduation requirements are 220 and after looking a little bit more closely at this we
we kind of feel like this one is probably not a significant item for us because of glenview and the and the quarter system that we have in place there and the ability for students to make up credits in a short amount of time so that's ab104 kind of in a nutshell and so um i just i want to kind of take us back so the intent of the of the presentation is to look at the cdph language the cdc language um the kind of the the um the change in their language after the 24 hours consider ab1 130 and 104 and then we'll look at the local the local health data here and that would will hopefully as we kind of go back and and think it through and and think about all those different
considerations where it puts us today as we reopen schools so this is the local data and on the left-hand side is riverside county health data and you can see in uh if you look at the at the curve there three one five one seven one you can kind of see that that little uptick there at seven one and that is the um concern right now for the cdc's new guidance um we're currently at 11.4 cases per 100 000 and that's a an increase of 0.1 percent and then over on the statewide data we're at 11.9 cases uh per 100 000 and you can kind of see the trend goes both ways in riverside county and and statewide data and so um that's where we are right now in terms of case rates and and just
as a point of clarification these are case rates of people who tested and out of that hundred thousand who tested those are the ones who tested positive so um it's 11.4 cases per 100 000 tested if that makes if that makes sense and then i wanted to share um this is the this is a kind of a significant slide in terms of of schools and reopening um our confirmed cases in california on the left-hand side is this is uh all the way from january 2020 to july 2021 and what's interesting is the age group so 0-17 which is primarily the the age group that we're serving they represent 13 of the cases but they represent 23 of the population and then on the right hand side you can see the death rates there so zero
to 17 cases zero but 23 percent of the population and you can kind of you can take a look at the infection rates on the left-hand side and the confirmed death rates on the right-hand side that this information was just pulled yesterday from the california dashboard covet dashboard so um uh at this time i just that that was kind of the the update in terms of the the new language that's out there from cdph the new language that just was updated from cdc and then um uh just kind of wrapping up as a as a summary um are are i think the frustration that that a lot of people have and um and what staff may have is inconsistency and guidance and inconsistency in language and um and it makes it makes it very difficult
for all of us to kind of interpret what is what is being said and what the intent was and so uh with that that's the information um i have some uh i've listed some of the agencies that are involved in issuing some of this guidance in case anybody wanted to wanted to look at that and at this point i'd like to turn it over for questions from the board thank you dr brown just a quick question on ab104 um how long is that in effect for is it just for the 21-22 school year i mean i know looking at the 2021 but do we the are you the great change yeah but for all three there's like three ops three parts right pass fail and great change yeah right the retention so um the grade
change is only for 20 21 21 yes so we will only change grades for 2021 for the 2021 school year and then in the mandate there's there's all of all of the guidance that csus are required to take past no pass ucs are not but they're now listed on the cde website which ones uh if they will or not and then private and post other post-secondary schools if they'll take pass no pass is listed on there the retention um the retention policy they had to have been enrolled in 2021 in the 2021 school year um and so that that is also for students who were enrolled last year and then the state graduation state state minimum graduation requirements is for um any student enrolled in their third or fourth year during the 2021 school year
so the interesting thing on that is that could be last year's juniors who are now seniors um and and then monit us monitoring their graduation require their um not the requirements but their um eligibility their graduation eligibility to mate to see if they're on track to graduate thank you just just to jump off that just to clarify so a junior that was in the 2021 school year do they have any could they have the possibility of graduating with 130 at this moment it would it would be they would almost have to have zero credits whatsoever um and and the reason why i say that is because um what it also says in the bill is it says or other means of credit recovery and um and they have to have access to that course work
um and so what we uh what we're looking at is at glenview because we're on the quarter system kids technically could earn almost 120 credits in a year and so um in from our perspective if a student basically has 10 credits or less then they could qualify for that and then we would move that student to glenview and and make up those credits uh and and make up the the state minimum credits if that makes sense dr brown i think the question is is there any junior that has 130 credits that are eligible to graduate right now without finishing the year of high school no um if they have 130 credits and um we can we cannot we can get them caught up through other means of credit recovery then they wouldn't qualify for that
so for example um next year we're doing saturday options for credit recovery we're doing some seven period independent study options for students at the high school who are credit deficient and then on top of that we have our our interventions and our resources at glenview so traditionally a junior going in if they've been doing what they're they're earning their credits like a typical junior they could have close except for the government economics requirement of the 130. can a junior going in now into their senior year choose to do both of those classes in the first semester and then choose to graduate or do they have to do the remedial remedial making up credits in another form and then if not at the end of the year choose to do that so the way we're treating
it is much like ab216 which for those folks who don't know is is a provision for foster and homeless youth where we reduce the graduation credits so we would do an analysis and a team would sit down and analyze that student and form formulate a plan but i guess the short answer is it is a possibility absolutely yeah it would be terrible for our dashboard yes any other questions no but oh there's going to be a lot of public comment which i'm just getting this funny feeling about um can we leave this up when public comments going on because people need to know who to write to and and to make changes yeah so the question was can we leave this slide up for public comments so that the public who are speaking at the
meeting can look at the slides and be able to gather that information and know who to write to um in terms of who's making the um the mandates and and the inconsistent recommendations that were that were tasked to enforce essentially and can you send us this presentation yes absolutely i and i believe it's attached to the agenda as well so i think mr sanchez if we're listing as we typically do during public testimony those people who are providing testimony we can't have them both up at the same time but we can certainly put this back up after the public testimony has been provided that's right i'm sorry we do have to put a timer up so but um but yeah we can put it right up afterwards and um and we can share that out
to whoever would like it and it is posted thank you if anybody wants to take a picture of it right now you're welcome to do that with your phones and the screen's in the back okay any other questions okay thank you dr brown okay item 7.3 we're going to receive a report from the superintendent i'm going to try to make my comments brief we had a really exciting long report but we'll summarize in the interest of time so for summer school 2021 summer school our beaumont unified school district was very successful in that program and it was there was 900 students in attendance for elementary and 1 000 students in secondary and a lot of the success really is due to our all divisions and the support from all of our certificated staff classified staff
and administrators in supporting our principles that led our summer school program so thank you everyone and then the graduation for summer school was held on july 2nd here in the boardroom 12 of our students from bowman high school graduated in that ceremony and two from glenview high school these students were determined to graduate and they did it we wish them the best of luck and much success in their future the fall launch we're excited to to let you know that it started yesterday at the high school and today for all of our other schools and schools developed site programs specific integrating targeted economic support in english language arts and mathematics communication of school-wide expectations and the development of positive supportive and welcoming school culture fall lunch has been a team effort again with all of
our staff and having them all come together to ensure our schools have an amazing start for this school year girls basketball citrus builds we are congratulations to our students there's six beaumont high school girls who made it to the old citrus-built league for basketball two made the first team and their names are up on the board three made the second team and emma earned an honorable mention and we at the lastly held the leadership symposium for this 21 22 school year here in the boardroom also for all of our leadership team and we've communicated that we want to continue with be ready beaumont as a theme that we want to build on and we've communicated the board priorities regarding our vision for the standards the california professional standards for education leaders they were great two
days and engaging agenda throughout thank you and that's my report thank you all right the next on our our the next item on our agenda is public testimony and we do have many people wishing to speak tonight so we're going to cover a couple topics and then we'll get into the the masks so i've kind of separated the comments so that we can focus on the different areas so um the first group will have three minutes to speak um because there's not so many but when we get to the second group and start talking about masking i'm gonna limit the time to two minutes so that we have everybody has an opportunity to speak so um well as many people as possible we normally limit um one topic to 20 minutes but we're going to
extend it to 40 minutes so we have several people that have emailed us comments along with everybody here that wants to comment so we're going to try and get as many comments in as possible and i ask everybody to just be respectful of everybody's time and their comments so i'm going to start with steve is it barbie hello thank you this is a first for me so if i stumble over my feet i'm sorry um i want to know as a parent i'm responsible for my child not you not the government not newsom nobody's responsible for my child but me if i do something wrong i get in trouble so who's going to take responsibility for my kid if these masks have any negative effects you the government the cdc looking at your church there
you've got a zero percent death rate is this a pandemic or are we being lied to i just want to know who's going to take responsibility since you're taking it out of my hand that's it i just need to also make a comment that we are not allowed to comment on anything that's not on the agenda so um we're not allowed to say anything basically when you ask us a question okay her response was that we're not permitted to provide a response and just wanted to be clear we're not it doesn't mean we're not listening and we're not considering uh what we're hearing it is that we cannot engage uh in a dialogue on these items okay our next speaker is cassandra v june and alex salas i said we are not here for mass
but we're all for the masks so but our concern is enrollment for my daughter we live within the boundaries of um we live within the boundaries of summer wind trails um k through 8 school and we were told that our child can't attend the school because it's full we just wanted to see what could be done so that she can attend that school and at this time there's only two students on the waiting list she's one of them so i need to know what i can do to get her into the school with in her boundaries i don't have transportation for her our school is within walking distance for her so that's just my big concern we will take the information and stuff we'll get back with you directly okay all right thank you thank
you all right bob gilbert thank you i'm just a concerned grandparent i wasn't sure what all the agenda would be today but the main thing i wanted to say is that we're very concerned about the education for our next generation and i want to strongly encourage us all whether it's public school for us parents to get back to the life and liberty protecting principles of our constitution i've got several copies [Applause] i'm preaching to the choir okay mr neal one of these i have i have some mr gilbert can you face us please so we can hear you okay well i want to face you all okay thank you because i look at you all as freedom-loving americans i have to admit i took my children out of public school several decades ago because i
saw the quality or the non-quality of education that was taking place so i'm in and i understand that there is a strong movement for school choice and i really push that okay that's great so that we can get better schools and we can get better education for this next generation we love our kids i look around and i see these beautiful children that are that are our future and i want to see them educated properly and that doesn't mean this crt this critical race theory crazy stuff that's coming down [Applause] and the abhorrent sex education it's just gotten worse i took my kids out a long time ago i don't know how much control you have here because i know there's some very powerful political agendas not just in communist californi california all over this
nation because there's a very real communist threat to the world this whole cobot thing that we're talking about we're not even addressing that the key issue this was a criminally communist created disease put on the world and now we're playing with it or whatever to supposedly get out of and stay safe well yes stay safe but some of this these mandates and all are crazy okay if you do more real research use your critical thinking and find out what's really going on in our nation we're losing our nation we need to get back to this so i have some copies if you need it but we need to know it not just read it we need to know it and hold our government accountable to its life liberty and property protecting principles thank you i
love you all i love america [Applause] okay glenn stahl i have five copies of the document for you okay yeah i'm glenn stohl and i lived in this area since 1968 raised all my children here have lots of grandkids and great-grandchildren and the issue i want to address is the sex education the kindergarten through 12th grade and i just passed you up a resolution that i'd like to see you adopt and i'm just going to read a few lines because of time resolution a resolution of the vomit unified school district to protect our school children grades k through 12 public and charter schools from experimental comprehensive sexual explicit education in our classrooms per ab ab329 and i'll read the first paragraph whereas students are being taught oral vaginal anal fishing solo sex child friendly porn
material and textbooks along with sexting ideas drag queen story hour and pornographic explicit sex education curricula for the comprehensive sexual education act required by ab 329 known as a healthy youth act now i understand that beaumont's been pushing back a little bit on this i'll give you credit for that but we need you to make a public stand against this and the next line to this is whereas students curriculum teachers teaches them how to give receive and negotiate consent to sexual activity which violates the minor peel code 288 then drop down to about four paragraphs whereas students are being groomed or sexualized for child predators violating minor penal code 273 a and the last uh couple lines might resolve minor students must receive parental consent before obtaining an abortion not have the school take care
of it parents shall have the right to opt out their students from any class that are infringes on their religious liberty gender identity or family values medic resolve medically accurate and age-appropriate health information for minors must there before be taught resolved beaumont unified school district public and charter schools shall have the option of writing their own safe curriculum medically approved and age-appropriate for minors then the last sentence is just you resolve to support this and i'm asking you to come out and support this there's other issues i'd like to talk about possibly if we have public comments uh where we can uh discuss other things but and i have people here that'll address some of them so i want to thank you very much and i would like you to sign and support this resolution
[Applause] okay joe scar phone good evening so i'm up here about the abhorrent sex education and you know i'm hearing a lot i did some reading and you know watching msn they're saying that the suicide rate is up because people are not accepting of this lifestyle right well you know i mean caitlyn jenner is on the ballot how much more accepting can we be okay so um i did some googling anyway i looked went to the cdc's website i looked up suicides from 1950 to 2018. from 2003 to 2018 the children in the age group that we're talking about here the suicide rates quadrupled and you know we're seeing drag queen story time and all this stuff that's being done everywhere and i'm not saying it's being done here but as i'm going to reinforce
what glenn said you know we want to take a stand and set an example but when you look at the cdc's suicide rate on table nine you see that the age group of people that have been inculcated in k-12 since around 2000 the suicide rates quadrupled so i think that that is um a circumstance under 273-a which is little a penal code which is likely to produce great harm and mental suffering so if you read the penal code you'll see that's what it says so i'm saying that i'm a prospective grandparent if this happens to my child and he's starts getting depressed and i take him to a health professional the health professional as a mandated child abuse reporter per uh i think it's a penal code oh goodness this is hard to read uh
anyway it's in the penal code i can't it doesn't part four prevention of crimes and apprehension of criminals investigation and control of crimes and child abuse and neglect reporting it's article 2.5 of the penal code but anyway um you know the doctors are required to report that and how the how are they going to report that if the school system continues to do that and it can be shown that the the lessons are causing mental suffering and winding up and people becoming depressed i mean that could result in a huge liability for school districts and i personally as a parent that would be the avenue i would be seeking because i think that legal legally it's the most effective avenue to stop what's happening so i just want to support what glenn said and there's
going to be a few other people that are going to come up here and talk about it and and i echo their comments and i i really would like beaumont to take a stand and we're going to be hitting all of the school boards and we're currently hitting the board of supervisors californiaschoolchoice.org and massresistance. are who i represent thank you elizabeth bennett i speak as a retired public school teacher and i am very concerned i attended public schools when i was little but the curriculum has changed so much that our public schools are not becoming safe they are not safe for our children anymore especially if this sex education agenda goes through uh we were based on biblical values the pilgrims came on the mayflower there were no slaves on the mayflower ship so i
love america and i love our correct history and we need to get back to the correct american history that we used to have because i love our country i don't want to lose it and if this sex education agenda goes through we are destroying our children in our own country our children are not safe so this is why many parents have been forced to go to the christian school to the private schools because we know that our children will be safe they'll be protected from child molesters boys will not be allowed to go into girls restrooms and this is what's going what's happening that if a boy thinks he's a girl that day he can go into a woman's restroom and this does not make sense a lot of what is going on in the
public schools does not make sense we want our children to be safe and we want them to love america thank you [Applause] okay pablo hernandez good evening my name is pablo hernandez i came from cuba in 1968. i know what communist is and this country is turning to now to be communist which is coming as liberal they want to brainwash a kid they want to brainwash the whole country by telling us what to do what to wear who to marry what to do and that's how it is in cuba communist i lived it okay and i want to tell you about this uh crt the teaching to hate white people i do not wait hawaii people i have black white spanish of me and cuba when i came over here to this country tell me
oh you're a minority you're over on that side what the heck are you talking about well this is what it is and guess who started that the communist liberals started that because i didn't hear that from the republican they're always trying to put us at each other fighting with each other you know if you're white black or hispanic you cannot get along that's what they love they want to see us fighting each other and i tell people in america wake up this is what the level we want to do to what they want to destroy this country and we need to fight back and stop them from doing that and no my kids my grandkids are not going to be teach or taught about a racist you know the only racist people had that there
were the white liberal supremacy they were the cuckoo's client they still like the cuckoo's colon communists okay and i'm not gonna allow that to happen i'm gonna speak in front of you in front of congress senate president whoever it is i'm not afraid i left communists i know communist and this is not right we need to teach our kids the right way what is right you know america is a great country you don't see millions of americans living in this country because this country is bad they want to come over here to this country so they want to say that this country is bad no they are lying liberal communists okay they're the ones trying to tell in and you got the fake the fake coming this news see you know cnn and all of
them all they're doing is lying to the public and all the people that are listening to them yeah that's what they believe because all they do all day long watch fake news president trump goes let me tell you to you guys over here we know what form it is that it is if you don't do your job we're gonna recall you like president trump used to say if you don't do your job we're gonna fire you because you don't do your job we're gonna fire you have a good day [Applause] okay the next speaker is jan reed good evening i am going to request that you resolve a resolution that i brought i am a concerned grandmother a grandma bear okay i'm upset uh if i may read the first part i will give you
all a copy and here's how it reads a resolution of the beaumont unified school district to protect our school children grades k through 12 public and charter schools from critical race theory in our classrooms i will just read a few because it's pretty horrific i researched mao zedong this is his playbook do not be useful idiots okay here we go whereas crt teaches students to be grouped by race as oppressors and oppressed whereas the crt curriculum teaches equity not equality which is the american way whereas crt teaches students to see everything through the prism of race and skin color and is a single-minded racial theory engendering class warfare and segregation not on my watch okay whereas here is the the resolved part students must not be stereotyped scapegoated or demeaned because of race the first
amendment protects students and faculty from compelled speech curricula must adhere to the civil rights act of 1964. you don't have to be black to have that law apply to you resolve per the california fair education act 6004 a governing board shall not adopt any instructional materials for use in the schools that contain any matter reflecting adversely upon persons on the basis of race ethnicity gender religion disability nationality sexual orientation occupation based on a character list a characteristic listed in section 220. i would like that the beaumont unified school district approved this resolution thank you [Applause] thank you our next speaker anita rhodes good evening school board members thank you for your service good evening parents and everyone in the audience i'd like to make very clear as a black person i'm disgusted that i have
to stand here and talk about race america has come so far from slavery we are marrying finding one another beautiful enough to marry interracial marriages the fact that we judge one another by the content of our character not by race you people have delegated authority i don't mean any disrespect to you but i'm going to speak to you plainly as an adult to adults you have delegated authority we will remove you from your office but i'm here to say to you that we want to give you an off ramp we want you to support us in our objection to critical race theory systemic racism sex ed what has beguiled you guys to go along with this hateful putrid perverse ideology are you marxist have you been brainwashed perhaps you have whatever the situation is we're
not brainwashed and we're not afraid and we will recall you but what i want to say to you to those of you that think you're nobleminded by being liberal whites think you're helping black people by trying to install equity it is the hugest insult huge insult to think that we would covet anything from our neighbor that we would demean and take anything from our neighbor whether it's legal or otherwise what's wrong with you i know you can't answer me but tell us how can we get an answer from you so that we understand how you're thinking because we've trusted you we can't trust you any longer many of us are running for school board offices but as i said we want to give you an offer if you needed our support and we didn't give
it to you we're here now if you want to do the right thing by us and our children we're here to support you but if not as sure as i'm standing here on this cane if i have to crawl in here you will be removed from office please understand that [Applause] okay before we get into the next topic i would just like to ask dr evan a clarification question regarding this matter so um we have not adopted any crt curriculum at this point have we um no all of our materials are not centered based on critical race theory and that's something that will come eventually from the state that they will give us some curriculum that we'll be able to look at before we make a decision yes the the state has adopted a um
ethnic studies model curriculum that was passed in march of 2021 by the state board of education it's in the framework stage right now and it's being put into a more consumable format and but we're not sure what that looks like for us in terms of at this point in time if they're going to mandate it or not at this time it's not mandated but but we're not sure where that's going and we're not teaching it at this point no okay thank you very much appreciate that okay we're going to get on to the um request for master no masks and so we're going to change the time to two minutes so that we can hear as many people as possible okay so our first person is monica sally hello don't you love the feeling of
not being able to breathe in your heart racing just like mine is right now um the problem is when you can't breathe it's not just something that you don't like or that it's mildly discomfortable uncomfortable the issue is that it takes over a big portion of your consciousness and so you're just spending so much of your effort working towards finding a way to get enough air watching the clock tick imagining being outside if i were a student in the beaumont unified school district that would mean i would not be able to concentrate on the lesson material after the embarrassment that california calls last year's and a half school years we have massive amounts of work to do to recover from 17 straight months of learning loss i'm speaking today to unofficially represent many more parents
in our district who know that masked learning is less effective than oxygenated learning the brain is an organ which requires constant air mass children simply will not be able to gain as much ground in their educations that's needed to make up for the information they should have learned in the last year and a half plus the current year's current curriculum all at once now don't tell me that i have a choice to enroll my four children in 21st century learning institute that's an insult to our very qualified and beloved teachers i realize this school believes it's not at liberty to choose to defy the dictator that we currently have in the governor's office but that's not what oh sorry that's what the overwhelming crowd here is trying to say schools are being two-faced to teach
that we live in america when in fact we don't have the liberty to even breathe fresh air if the people hearing or reading my words think it's okay to give our government a pass on following its own constitution they need to spend a little time studying about 1940s germany and how the insanity of nazis came about okay thank you mr botta just uh we're alternating between uh emails that were received with the intent that the uh testimony be shared uh with uh testimony in person thank you steve first comment comes from from jake torres superintendents and board members i know things are still undecided on the state level regarding the massing requirements for this upcoming school year however we need to unmask our children the data still shows very little information on our children having
our children required to wear a mask all day long poses a threat to their health more so than watching than catching the new flu we're continuing to put the burden of this pandemic on our children and it needs to stop if for one will consider pulling my children out if this continues i'm requesting that our beaumont school board send a demand letter to the cdph for masked choice in our district it would be helpful for our state authorities to hear from each and every district if this is something you can and would be willing to do many parents in beaumont would be grateful thank you a concerned parent of a of an elementary student [Applause] just uh as a reminder um the timing for the there's a two-minute time limit to the emailed versions of
the testimony also okay next person is jean rossiter good evening parents and school board members i'm here to speak out against mandatory masking of our children true science does not support masking children and true science is defined as independent doctor scientist labs that don't receive any financial compensation from our government in 2009 there was a major swine flu pandemic and over 89 million americans 90 of children became sick yet we had no closures of any kind no forced vaccinations or even masking in fact there were so many cases of swine flu the government stopped testing to prevent a panic you can find this information on the cdc website this current virus primarily affects the elderly and those with compromised health issues not children in florida on june 16 2021 a group of parents sent six
children's masks to an independent lab and this is what they found on these maps that were tested and i'm quoting pneumonia tb meningitis sepsis e coli diphtheria lyme disease and urinary tract infections because children are not drinking because of masks currently there is a super fungus that is spreading in several states it is found in hospitals and care homes and that fungus is resistant to any treatment for fungus or antibiotics our county board of supervisors today announced that riverside county will not mandate any mass or vaccine covet particulars are said to be so minut that mass do not stop them and in england what they're doing is they are separating children that will not be vaccinated they are testing them they're made to wear wristbands and they're told that they are dirty and they are
not allowed to play with other children i don't want to see this happen in our schools this is america stand up for your rights protect your children be their advocates do the right thing and we expect our school board to be leaders mrs bottom next comment comes from javier samora please just follow the science remove the mask let our children breathe that's the end of the comment [Applause] okay next up nikki sharon dear superintendent and board of trustees with the start of school approaching a little over a week and this being the last board meeting for parents to publicly voice their concerns before the first day of school i'm imploring you all to be an advocate for mass choice for our students and their families in the community that voted for you to serve on
their behalf while i understand that mass guidance from the cdph requires that all schools in california mandate that students wear masks indoors it also allows for local districts and entities to determine the enforcement of those protocols of required masks i strongly entreat the beaumont usd to take the position of many districts in california such as roseville unified school district and that they will not be placed in a compromising position of taking enforcement actions of students who do not wear masks for personal reasons and respect their choice without consequence california hhsa secretary dr mark galey claims masking i quote is a simple and effective intervention that does not interfere with offering full in-person instruction end quote this statement is shamefully false and divorced from reality as a parent to children in beaumont school districts school district
and a public educator in another school district i can attest to the fact that required masks in schools for all students absolutely interferes with the quality and effectiveness of in-person instruction both impeding and restricting teachers abilities to teach and students opportunities to fully learn unrestricted many experts including epidemiologists pediatricians and healthcare professionals denounce required masks in children as they are detrimental to language growth emotional development interpersonal connection and communication and most soberingly psychological and physiological health since i'm cut short i'm gonna have to butcher this a little bit i'm urging you to contact the cdph and request that they revise this coming school year's reopening framework and guidance to allow schools to individually choose the best set of mitigation measures to implement as needed based on local conditions as a parent educator and community member
please advocate mass choice for our students and help our schools to return to normalcy this coming year we all want to ensure the best educational experience for our youngest citizens and allowing unscientific covenanting restrictions thank you next comment comes from michael cope simply put our kids and simply put our kids and staff should not have to wear a mask that's the end of the comment thank you okay i was going to ask about the timer but it was short okay courtney burns okay okay um good evening um first of all i'd like to start by saying thank you all for being here and listening to us um as parents as we present our concerns um since we know you are able to represent us and be our voice i think i speak for everyone no
matter their stance when we say we appreciate your time in being here my name is courtney burns i'm a mother at sundance elementary when my husband and i were expecting our son we remember talking about the day he starts kindergarten how fun it'll be to watch to make friends duel school do school performances and experience all the things we did as children my son has just completed his first year at sundance elementary and while i was extremely impressed with his teacher's ability to adapt to the situation i was very disappointed with the decision to go on with the distance learning as we did kindergarten was one of the most enjoyable and memorable years for myself personally i remember everything for a tea to a tea i remember my parents dropping me off and picking me
up i remember all the activities and all my friends i look forward to this with my son since he was born and you took that from me i looked forward to hearing what he did every day in school in our car ride home and you took that from me i look forward to dropping off my first baby to kindergarten but you also took that from me i'm going to apologize for being so emotional since this is a huge meeting for my family as this will decide if my son will attend sundance next year or not i to be honest i never wanted to homeschool my kids well i think it is great and create a great and courageous thing to do it just wasn't in my life plan so to go from one stream to
the next has caused extreme stress for me as a mother who will be changing my career goals to help my children in their education with that being said i am pro-choice i'm pro-washing hands keep and keeping a clean classroom i'm pro-have your kids wear a mask if that's what makes you feel more comfortable but allow mine to go without thank you this comment is from michelle jesse good afternoon i would like to address the issues of masking mandates in schools i appreciate and understand the frustrations on all sides i am a teacher at another local district and have four young kids who attend school in beaumont from a parent standpoint i can understand the frustration of wanting to feel heard and wanting our children to have a freedom of choice but these choices we want
for our children can have a negative effect on other students and staff members i have one child who is high risk for quote complications and a simple mass mandate can let her go back to in-person learning and socialize with her peers this includes her siblings as they could bring it home to her some parents like myself also rely on elderly family members who care for our kids after school who we would also be putting at risk even if they are vaccinated their immune response is not as robust as a young person from a teacher's standpoint i would prefer all students just be masked i do not want do not want to be responsible for enforcing different rules on different students having one mandate across the board makes it simple children adapt to the situation i
teach younger students and didn't have any problems keeping them in masks in class children adapt and want to be in school and school should be a safe space for all students and if a mass can help keep all students in school safely even our higher risk students why wouldn't we just throw a mask on our school had an outbreak and i was one of the unlocked unlucky ones i'm a young healthy person and kova took me out for work from work for over three months i was too sick to even work from home and eventually covet led to emergency heart surgery let's protect our students and staff thank you for taking the time to read my opinion i know there is a lot of backlash and a lot of noise from those who disagree but
i hope we follow the guidelines to protect our children and leave the politics out of our schools for this one thank you heather rayley good evening beaumont unified board of trustees my name is heather raley i'm a mother of three two of which attend beaumont usd the last year and a half has taught us that we must balance all risks associated with mass mandates the virus infection rate in children is extremely low and overwhelmingly inconsequential when masks are worn in classrooms the risks to our children's learning and social and emotional development are far greater than any health risks our kids desperately need to feel normal back again at school now being forced to wear a mask or facing punishment is not the message we should be sending to our children mask mandates also pose an
emotional health risk after going mask-less for the entire summer requiring masks now in schools is only instilling fear in our children and schools are no longer viewed as safe havens like they should be is this how we want our students to feel since the cdph is leaving the enforcement of the mask mandate up to each district i am also requesting that you adopt a policy which removes the stigma of masks by not punishing children for non-compliance other districts such as roseville unified are choosing this method i'm strongly urging beaumont to take the position as well tonight i am respectfully asking each and every one of you for a vote of yes on item 10.3 it is crucial that our school board partners with us parents in advocating to the state for mask choice and resolve
not to impose the state's harmful restrictions or enforcement measures thank you mrs bottom the next comment comes from tammy brimmer this is regarding should our kids wear masks or not i don't understand how this is even being debated our schools should be a place where our kids can learn in a safe virus free environment that's what this comes down to and in order at least attempt to keep these kids safe that means we wear masks i wish the children who have been vaccinated could be rewarded with not wearing a mask but unfortunately because the families who have not been vaccinated they can't and those children are a potential threat to my grandchildren and all the children who can't get vaccinated they can't defend themselves from this virus if the school can't do that maybe you
need someone else in charge to handle this okay brenna burton good evening trustees and superintendent kakish i'm the mother of three elementary school students in our district and i'm here as a concerned parent urging you to pass a resolution to the state of california that would allow leas to have local control over the choice to wear mass in school and for all for all students and staff once again california refuses to follow the science and continue to punish our children and staff with forced mass mandates the cdph turn against the scientific consensus in favor of a one-size-fits-all approach with indefinitely mandates masks quarantines and testing for every school in the state even if there are zero cases of covid there is irrefutable evidence that children are at low risk from being infected from with cobit
transmitting to others and becoming seriously ill according to the cdc children typically typically have mild to no symptoms at all fatality rates for children 0 to 17 is .0002 that's a one in a million chance of dying from covid and there is currently no evidence that the delta variant increases the mortality rate numerous studies found low case rates in countries where school did not write schools did not require mass last year such as sweden not to mention our schools never required mass quarantines testings vaccinations or any other significant prevention measures during the flu season despite studies showing influenza is more severe and more deadly than coveted in children we are aware there's opposition and mass choice we know are parents and members of our community that want to keep the mass mandates in place but
we're not here to take mass away from anyone who wishes to keep them on themselves and their children it's not my place to tell a parent what's best for their child i think as a conscientious whole mass choice parents feel the cost of wearing a mask to our children's mental health social development and ability to learn outweigh the limited benefit mass provide so why should we continue to strip our kids from normalcy after 17 months if there's no serious threat to them why are we taking the rights away of staff grown adults capable of making their own decisions about their health and the right to body autonomy we are in control of our own bodies and our own lives and we are in control of what is best for our children not newsom not the
politicians and democrat democrats and republicans in sacramento and not the department of public health please join us parents fighting for choice freedom and logical thinking we urge you to follow the science facts and pass the mandate choice resolution that will allow our district flexibility in determining our own mitigation strategies when it comes to protecting our kids thank you next comment comes from brenda hatfield i believe in the children wearing masks there are too many people who have not been vaccinated i feel they are putting my grandchildren at risk that is the end of the comment thank you okay noah brandon [Applause] can everybody hear me dear busd i hope this letter finds you well as a student from sundance elementary i think query masks will make the school day very hard i think that because
it makes me very hard to focus in class also it makes me very sweaty which is the worst feeling you could have in class it makes me it makes it very hard to breathe especially when i was in my fourth grade pe during hybrid finally they tickle my face in my ears the strings in other words they are very uncomfortable i once read a painting on a wall that said our rights don't end where your fears begin i bring that up because your fears are keeping us from having a normal school year a normal functional school year i should say in conclusion i think mass for the 2021 2020 school years should be optional thank you for your time good job noah good job okay mr botta next comment comes from frank faze kids should
be wearing masks for the protection of themselves and others that concludes the comment thank you okay donna hall hello i come to you as i work for a laboratory for 35 years i've been in here this area for since 1964. i have never seen our school and the corruption that's happening now okay as a laboratory personnel i had people working under me i was also the osha safety officer when the covet hit i had to make them wear masks what i did as an a safety osha safety officer of the lab i brought in air filters with uv lights if you're going to make these kids wear a mask get the filters in here get the uv lights the air filters it will help with the bringing it down also i want to tell you
after you wear these masks for 20 minutes the moisture breaks down the barrier you've got to change them every two hours that's what i had to do for my employees to keep them safe so you got a supply also they had the shields i'm against the the mask i've done a lot of research as the osha safety officer it made that some of the employees got headaches and complained to me about they don't feel good i guess i got 28. the last thing i want to say is i'm a christian we might as well be reading revelation because what's going on in our country is revelation right there in the book you guys will answer to god for any of the stuff that you think you're going to do with sex education my daughter had
to sign a waiver up the blue states she's an organ a waiver to not her kid not get thank you thank you [Applause] ms bono next comment comes from jenna cope hello board members i am a mother of two high school students i am requesting the students are given the choice to wear a mask at any time while while i am sympathetic to those who feel masks are for the safety of everyone i believe each family should be given the freedom to choose how their child goes about their day to day activities thank you [Applause] okay ms zavada i have no more up here do you have any more we have plenty okay keep going this comment comes from deborah messick i'm a parent of a child going into fifth grade at sundance i would
like the board to step up and do the right thing for our children i know you as a board as a board have to take all parents feelings into consideration therefore the only obvious resolution here is that it's a choice a parent's choice to have their child wear a mask or not this way every parent is heard if i don't want to send my kid to school with a mask i can and if another parent wants their child to wear a mask they can it's that simple a lot of parents feel the board didn't do enough last year to get our kids back to school soon enough and i listened in on the parent zoom meetings to discuss our wants and nothing we wanted was considered please do the right thing and get our kids
back to school with normalcy it's time thank you debbie messick [Applause] the next comment comes from corey sinsk hello board members please consider that young children are not yet approved to get the vaccine when you decide on whether to require masks or not students at the high school level have had a chance to get their vaccine however at the elementary level it has not been approved yet although hopefully soon please consider a mass policy for at least elementary school kids until they are able to get vaccinated there will be a small uproar in the anti-mass group but i assure you they are the very vocal minority we want to ensure that schools can stay open and keep our kids safe which is in our mission statement hybrid in the spring was really successful in keeping
outbreaks down and keeping the schools open due to a large part all the safety measures we took keep in mind the outrage for mandating mass is going to be nothing compared to the outrage if we have to shut down a school or or the district please we want to keep our school open and covet infections at a minimum thank you thank you please be respect p please be respectful of these comments as well we have to hear both sides thank you next comment comes from kim costello we are asking you today to vote in favor of mass choice to be honest we feel this board has failed to fight for the children of beaumont repeatedly during the last year and a half please stand with us and our children tonight and allow each family to
make the choice regarding mass in the classroom if this is something you cannot or are not willing to do resign resign tonight and let us fill the board with parents and community members that are willing to do what you won't the next comment excuse me the next comments from sonia colchado hello board members i have two students who attend starlight elementary who are in first and third grade although i understand that there is an added burden to having students wear masks during school hours i strongly support the district decision to still to have to still have students and staff wear masks indoors to assist in limiting exposure to cobia 19. my children attended boy and girls club this summer and wore mass there are no issues with them having difficulty breathing even though my son
had asthma also there were no outbreaks thank you for all that you do for our students and staff and please make sure they stay safe with mass this school year thank you the next comment comes from lindsay ramirez please allow the mass to be pro-choice allow us parents to exercise our constitutional right when it comes to the health and safety of our children those who wish to wear a mask should be welcome to do so and those who don't should also be given the same rights some may live in fear of what they may be exposed to without a mask while others live in fear to what harm is mass may cause our children with a lack of oxygen all day we all live for our own cause yet have the same goals for protecting
our children all we ask is to allow us the same rights and freedoms to make that choice for what we feel is safe for our children thank you for hearing us out [Applause] the next comment is from candy trickett please consider making mass in school a choice for all students please vote yes on item 10.3 to pass a resolution to the state requesting mass to be made optional our kids need to see each other to develop healthy speech articulation our kids need to breathe freely our kids need to see one another's beautiful face faces for healthy psychological development time and time again it has been proven that our kids are not at great risk for either contract contracting nor spreading kobit 19 which has caused everyone else to live in fear please let's keep these
political agendas away from our children let them live and breathe freely consider what is in the best interest of our children thank you so much candy trickett mom to 10 kids next comment is from denise landingham to the board at beaumont unified school district my my name is denise landingham and i am a grandmother of three students who attend beaumont schools i would like to put on record a recommendation to the board concerning the mass mandate for the upcoming school year since there seems to be two sides on this topic even among medical professionals i recommend a waiver for parents to sign and release their children from having to wear a mask to school with all the misinformation coming from our govern government concerning this virus i believe the decision to mask needs to be
made by parents and not public officials schools are for education only and have overreached their authority by asking parents if and what vaccines their children have or have not taken medical decisions are private and should only be given voluntarily i also submit that the vaccine requirement upon entry to school be abolished again these decisions should be made between families and their physicians live a life of love denise landingham last comment from the for the night is joe and ali kapoe hello my name is ali capote a mother of five who has been heavily involved at brookside elementary for many years unfortunately i have reached my breaking point and enrolled my children elsewhere after many many busd letdowns i am writing today on behalf of every single other student in this district because they deserve better
they deserve a board who puts them first over politics over money over the fear of backlash nothing else should even cross your mind aside from the mental emotional and physical well-being of these innocent children who are sick of being toyed with like pawns in a game in a world full of chaos and hate these children are yearning for normal please give them this one simple thing it's not that hard to do the right thing today and vote masked choice busd students have suffered greatly over the prior two years don't let 20 21 22 fall into the same category thank you ali [Applause] okay thank you everybody is there any others that mister stalls we already um called you for that because that item's next we moved it up on via the agenda so it's next
do you do you want to speak on that item because you did speak on something else so 10.3 on masks did you want to talk about that yes okay go ahead sorry yeah glenn stoll when this started back the beginning of the year over a year ago when it first hit the country uh you know i took a look at it i studied a little bit and found it uh it was basically a strong case of the flu and it could be very deadly but i never wore a mask all year unless i went to bank of america or stated brothers where i was around somebody that was in fear i didn't worry about it and eventually i got coveted and i had parties and everything with my grandkids we got together we didn't social
distance or anything else a lot of us got coveted and we developed immunity to it and got over it and i'm i was 79 years old when i got it and i was sick for two days because there is a medicine for it and i took that medicine two months before there's several good medical treatments for covet but they're being suppressed willfully and maliciously in the united states and my advice to anybody if you have not had covet find somebody that has covet and give them a big hug and try to catch it and develop immunity so i worked for john hopkins university in a biological research lab before i graduated from high school i started studying science when i was 15 years old and i've studied it for years and years i've done many
professions in my lifetime and yet i know i'm and my human state is ignorance and i don't think any of you up there are qualified scientifically to be doing the things you you should do what the governor of florida did get some good advice on what to do so anyway i'm opposing i'm opposed 100 to mask hundred percent anywhere anytime except for medical people they're doing surgery thank you i believe we have time for one more comment and that will um be our 40 minutes so thank you very much i'll keep this brief i speak for teachers i just want everybody to know that it's not a monolithic group there are many out there who are afraid to speak up who do not want to spend the whole year teaching with a mask on thank
you [Applause] i just wanted to use the rest of his time um so when i was younger they used to have dentists come to the school and clean our teeth are they going to be doing that with the vaccine what's what's the protocol on that is it going to be a on-site vaccine delivery system it's a very serious question where could i find the answers we'll have a staff member get in touch with you can you actually um talk to dominica bernauer over here we'll um talk to you okay that's the end of our public comment time okay just there's no we're not contemplating vaccining vaccination vaccination this is a conversation about masks so okay we'd like to proceed so please quiet down okay so that's the end of our public testimony we're going to
move on in our agenda which we moved up 10.3 to the next item so on 10.3 adopt resolution 2021-22-02 regarding the expeditious revision of face covering guidance for the beaumont unified school district so this is a discussion with the board so um i would like to ask for a motion or questions comments to approve the resolution okay questions comments mr hubby just a question as to whether this applies to students or to employees because we have different authorities over employees where cal osha has authority over what we can do in terms of how employees are treated and currently their direction is indoors that employees who have not been vaccinated need to wear masks so cal osha doesn't apply to students and students is where i think most of the commentary this evening is about so
just want to be clear whether uh this resolution presumes to uh violate osha uh in its uh intent mr heavy clarification because i assumed under the whereas beaumont unified school district relies on timely guidance from state entities it did mention the cdh cd ph as well as cal osha so when i saw the cal osha i assumed that it would be a choice for our employees if they were vaccinated well if you're vaccinated you can wear a mask or not wear a mask if you're not vaccinated you're required to wear a mask under canal osha in the now there it be resolved the final sentence says hereby calls upon the state of california to allow local educational agencies to establish safety protocols in response to coven 19 that allows for the optional use of face
coverings in the school setting is that intended to apply to the employees which would be contrary to osha or is it intended that it's for students to have the option i just want to be clear about what we're proposing would you recommend this resolution excuse me we're trying to have a board discussion and so we can't actually take questions from the audience so if you could please just let out let us have our discussion thank you mr hubby are you recommending or suggesting that we amended to be cleared its students and or employees would well i'm not proposing that we violate cal osha the consequences there are substantial financial penalties to us and i think what we're hearing from parents and for the most part it pertains to students and i'd like to see us
make sure that if we're going to approve this resolution urging the state to provide districts the opportunity for choice that would be regarding students do i have another um board member that agrees with calling out just students or students and staff i agree with only students and this resolution applying to students okay we need the language clarified in there so that we know that it is specifically for students you guys good with that no i concur okay so what you could do is approve the resolution with recommendation to staff to amend to clarify that it's for students okay yeah and it may be that in the last whereas which includes cal osha that that we stop i'm sorry that whereas uh relies on timely guidance from state entities including cdph that perhaps putting the semicolon
there and leaving out calosia i might solve the issue yes okay we'll do okay so do i we have a motion we need an amended motion on that to include this is just for students i i move that we amend the resolution to delete the reference to cal osha i'll second okay and clarify clarification for those who are listening by removing that the choice for adults under cal osha and being vaccinated is still in play it's not taking that away from that choice correct so that would that will mean we'll follow cal osha guidance actually and mandates because kalosa is more of a mandate okay is everybody clear on what we're voting on we have to vote on the amendment we have to vote on the amendment first uh on the amendment first okay the
amendment is made that we are going to send a resolution to the state of california so that it says and that the board of trustees of the beaumont unified school district hereby calls upon the state of california to allow local educational agencies to establish safety protocols in response to covet 19 allows for the optional use of face coverings in the school setting so we are we are modifying it to just include students procedurally we would just vote on the amendment right and if the amendment is approved then we vote on the new resolution if it's not approved then we vote on the original motion so the amendment includes what i just said correct there are two separate votes okay okay the first so the amendment deletes the reference to cal osha okay so um we
would vote on whether to approve the amendment first okay all right so we'll take a vote on the amendment to exclude cal osha okay so roll call vote okay hi okay motion carries 5-0 now we need to vote on the um amended resolution to include just for students so roll call though i think you need to take um that motion and second by we have it this is the amended one well okay we've now amended the original motion and so now we're voting on the original motion as amended okay so the same first and second from the first that should be allowing us to vote electronically then okay i'll go ahead are you gonna vote electronically i did motion carries 5-0 [Applause] okay we're done with that item all right okay so um would you
guys like to take a five minute break yes please yes okay we're gonna take a five minute break and we shall return at eight o'clock um you so okay everybody ready okay we're gonna continue um starting with our consent agenda i i need um well first before i take a motion anybody need to pull anything off of the consent agenda um yes 9.10 okay david you need to turn your microphone on please i can hear you a 9.12 and i need to talk to someone after the meeting because there's a something never mind i'm gonna talk to someone after the meeting on something else okay i need a motion to approve consent agenda items 9.2 through nine point nine and nine point eleven all right so um uh second to motion so move david okay
david and steve okay thank you so do you want us to vote online or on on okay call for the vote okay motion carries 5-0 now we will take item 9.10 um yes on the alarm codes security systems um what was the reason for increasing the contract by twenty thousand dollars this is for us to complete the fire inspections for all of the sites based it went over the amount for the initial contract agreement and we had only authorized ten thousand dollars and we underestimated the cost of the project for them to do all of the inspections with the fire do we have to use an outside firmware can we train legally i'm just thinking can we train a current employee and get them certified or whatever to do that in the future i will
follow back up on that and find out the requirements thank you oh sorry are you done i have another one go ahead go ahead go away on the agreement with the city of beaumont the road work for the high school yes um the uh it talks about it is in best interest of the public to forego immediate construction a project provided the same is completed no later than 18 months of the effective date um so is that is the effective date when we vote on this when we approve this or the effective date of what's the effective date it would be for for after tonight correct agenda for um august 3rd so our effective date would then be august 4th uh the day after the airport approves it okay and then we have 18 months
we wanted to be sure that we had enough time to complete that work before we opened the second building uh so there well one comment is can that be added to a timeline that we could get on the construction project it will be on the construction project the reason that we're doing this uh memorandum or this agreement today is so that the street offsite portion of the work can actually be bid in our second phase of construction projects so this allows us to move forward with the work that we currently have on con under contract and bid this new work when we bid out our second phase and so there will still be an entrance on cherry valley boulevard there will be an entrance to our main entrance as always at a new student uh
parking lot entrance only okay wait and don't go anywhere because this i'm glad you pulled this this is where my question came from what in the world is a window wrap for the elementary schools are the two so the uh window wrap is actually you've see if you've been by mountain view you'll see it what it does is it provides a like a decal that attached adheres to the window and then it allows you to see out the window but you can't see in the window so we're um doing this in lieu of adding blinds to every classroom so the students will still be able to see out but anybody coming on campus any potential predators would not be able to see in through those windows okay these are the exterior to the public streets
that's correct so they're actually exterior to the public streets at palm for sure at anahaz it's the portables so you have inside they don't have blinds and it's very hard for the students to have a hard corner or a safe place if we had a situation where the students needed to secure themselves in the classroom and be out of view the poor the i'm sorry the outside buildings did not allow the students to do that without somebody being able to see them through the window so these window wraps will allow the students to be secure in the classroom without somebody being able to see them from the outside thank you and as far as the vandalism at three rings ranch and for the there's a wall the wallpaper um is is that is that below
or above what our insurance covers i mean are we gonna get we will get reimbursement that's why it is coded to our facility repair because we do have a claim in for reimbursement for the entirety of the claim um for the vandalism that occurred in multiple classrooms thank you thank you okay any of the questions on 10 i'm not 9.10 okay um i need a motion to approve 9 12 9 12. well okay if you want to do them at the same time okay okay on 912. i thought we as a board said that if there were going to be uh tosa positions that the the the position would be delineated it would be because right now it just says teacher on special assignment but doesn't say what the special assignment is window washing i
don't know they're going to be wrapped they're going to be the wraps so one of those is for secondary math the other one is college and queer readiness and the third one is right elementary ela please sorry to enjoy is the position they're replacing uh and the second one is elementary math replacing janelle kenyon and the third is um is elementary science and because we moved sheila butcher scott into support for foundational literacy so coming back from kovid we're trying to really focus in our professional learning on foundational skills that are grade level appropriate and so she's helping to coordinate all of that stuff okay no and again i don't need to know who they're replacing but then the title of the positions that they're going in on this special assignment gotcha i don't know
it's hard to say but anyway yeah but thanks for asking yeah and by the way super qualified people very like excellent educators very happy with them well of course i'd expect nothing less foreign and and we can add that on the pao in the future mr sanchez we'll add it to the comment section thank you i move approval of items 9.10 and 9.12 i'll second okay call oh roll call vote okay all in favor all right any opposed motion carries five-o okay moving on to special legal and discussion items item 10.1 review the district calendar for the month of august this is kakish thank you madam president and if we can just put the calendar up what we want to highlight are um welcome back to our staff all staff are going to have a
an opportunity to get together at the stadium on august 2nd for our welcome back message keynote speaker and then for the rest of the day they'll have professional development opportunities at beaumont high school at the district office brookside and mountain view facilities and so we're very excited about that the other thing i would like to highlight is there is a lot of back to school nights for parents and please let us know if you would like to attend any of them reach out to robin and we'll make sure that we put you on the schedule to attend any of the back to school nights staff will also be spread throughout to support the sites the first day of school august 5th back in person as normal as it we can be will be august 5th
and we're all excited to um that for that day to approach our next board meeting will be on august 10th and mr javi's birthday on august 5th um that's that's all i want to highlight this is laura okay thank you all right item 10.2 receive a presentation from the county riverside emergency management department regarding a shared emergency services coordinator good evening i would like to invite up mr mark bessette he is the emergency services manager for the riverside county emergency management department to present to you this evening on a new opportunity for a partnership with beaumont unified school district city of beaumont and riverside county emergency management department thank you so much for um being patient while we oh it's my pleasure you have two minutes okay well i want to i want to thank
you again thank you president uh laura um members of the beaumont unified school district board of trustees superintendent cortese and and the wonderful staff of beaumont that have made us uh at home here it's been wonderful and of course we're here for the parents and the students of beaumont unified school district you know i i was sitting through all that and i was reflecting and the one thing that i think there was a theme tonight is safety we heard safety from av the assembly bills that were talked about here we heard about mask we heard about all the things no matter what side of the aisle you're on we're talking about safety well i'm bringing another safety method that we're going to bring to you tonight and that new partnership that we're looking for and
so one of the things that we want to talk about is how we can make not only the beaumont unified school district but the city of beaumont also kind of get things going as far as what we can do in emergency management being prepared i don't know if anybody knows this this may not be a big surprise for some of us but we do live in an earthquake country in fact i commonly call riverside county the earth wind and fire county we we typically have earthquakes in this area now we're way overdue for an earthquake in riverside county not only riverside county but southern california many of you probably heard that we have a 7.8 earthquake that is slated for the san andreas fault starting at the salton sea going all the way through la
that will be a very big catastrophic event that we're going to have to deal with we also have other faults here we have the lake house in our fault we have the sandy state default because of riverside county density we're really concerned about that and so that is also on our radar and of course we we witnessed the fires from last year the apple fire and then later on the el dorado fire and then down the road a little bit the snow fire uh what that brought was not just the fire damage and and the the issues related to the residents that lived in those areas but it also brought us which we've been dealing with now is what happens if we get rainstorms that are going to hit that that mountainside and bring in
the debris flows that we've seen in many many other areas two years ago we were dealing with the holy fire now we're dealing with the apple and el dorado so we're here to support the city to support the beaumont unified school district now we can't do that without your staff but also lieutenant robert galletta is are going to be our contact for the city of beaumont he's our liaison and we'll talk about the contract and how that's going to look but i just want to let you know that we have our commitment and again you have a huge constituency that uh is concerning to us and so it's our job to help you and one of the individuals that we brought on um we went through the process i think it was pretty argumous adrian
i think uh yes you can attest to that uh we put him through the paces and adrian's came aboard well we had him slated for something else but when this opportunity came in we said he's the perfect person for this so we feel we have a great match for both you and the city adrian cardenas he's he retired uh sheriff's sergeant with san bernardino county sheriff for 23 years he served under that leadership there and so we feel fortunate that he's a part of our team and i think he's going to help great deal working with the police department in beaumont in their emergency management program as well as here okay my name is mark bassett i know it was introduced i'm the emergency services manager for riverside county emergency management department that department there
is no department in the state of california or the nation like our department we merged three different departments together into one i came out of the oes office out of the fire department for riverside county fire department we also merged our public health emergency preparedness department out of public health and they do all the bioterrorism kind of things and then we all also have the ems agency as part of our department and there is nothing like our department out there so we feel fortunate that again we have that ability in this county to make a difference and our biggest goal for you is to ensure that you are prepared for the next disaster we're not making any extra money uh this is not a profit-making venture our goal is to make sure you're prepared next
slide one of the things that we're fortunate in california we have a law and the standardized emergency management system was brought back in 1993. what happened there was east bay hills fire that happened in the bay area basically took took out a lot of homes killed a lot of people and it was major pandemonium and so a a senator uh nicholas petras was the senator for the state senate and he lost his home now we say one of the ways that you can get bills passed is lose a home and he did that and he passed the sims the standardized emergency management system that is government code 8680.2 it defines local agencies or government as any city city county county school district or special district that includes both you and the city of beaumont what's
beautiful about this uh partnership is the fact that what we have to do in the city of beaumont we have to do for the the beaumont unified school district so as you can see on the presentation all the things that are there is simultaneous for both entities so we have to identify it as the local government under sims regulations we must use sims in the state of california when a local emergency is proclaimed whether that be a state of emergency by the governor a proclamation of emergency by the county of riverside or a proclamation by the city of beaumont you must have an emergency operations center and must be activated we must use incident command system in the field so when there's an incident within your school district at any one of your sites law
and fire are going to come and deal with that incident and they must use the the ics system and so that would also be trained from the liaison that would come from the school district we're fulfilling the management and coordination role of local government we provide for five essential functions of sims in the eoc which is the management section the operations section the planning intelligence section logistics and finance and admin you must have those in an elc in order to be compliant with sims the requirement to have a primary and alternate elc uh one of the things a lot of jurisdiction have a hard time doing is having that primary you'll see so we identified a primary eoc as your location where you're going to bring staff to manage the situation that's before you do
you have an alternative case that's down you know so those are the things that we're going to help you with so we'll coordinate that emergency operations information gathering and dissemination out of there coordination with local other local governments and the operational area next slide in addition we we use uh sims we have uh foundational standards that we use in sims the unity of command and chain of command we use that system in order to make sure that everybody knows what they're doing common terminology common terminology we on the radio law enforcement has a buy on that they can basically go ahead and use 10 codes but in the rest of the agencies we use actual plain speak we try not to do anything that happened from the oakland east bay hills fire where they called
for a tanker and again what is the tanker to the fire department or to anybody else could be different could be a water truck it could be a ship it could be a plane so it we have that common terminology that we use management by objectives that's the key thing here that we try to do is make sure we have clear concise con objectives in order to move forward on what we need to deal with must be flexible you know we try to make everything not everybody has the same capabilities at every jurisdiction and so there's where the flexibility will work with each jurisdiction to ensure that they are have that organization and it fits what you need span of control making sure that you don't have too much to do and not get any
work done coordination with field response levels incident event action planning comprehensive resource management integrated communications multi-agency coordination system which is a a proprietary of resources and then the public information where we use the pio the the joint information system and the joint information centers next slide in emergency management it's been a long time concept that we use the four phases of emergency management uh after after the 9 11 they added prevention because of what happened there and so we've meld that into the mitigation so we have mitigation and prevention which is the risk management piece of this uh next is preparedness which is again risk management the response which is the crisis management and then the recovery which is probably one of the most uh important components that you're going to be dealing with because
that's where you get money back for what you have been able to do during that emergency and that's the consequence management next slide mitigation like the city uh beaumont unified uh school district has a plan approved for their mitigation plan uh you cannot get any federal funding if you do not have this plan in place so thank god you guys have that october 2018 you that plan was approved by the state and the federal government we need to update that plan january 2 and we also are going to be looking at all the mitigation projects that you've identified and we're going to do that annually annually every year starting january 20 22. again like i mentioned it was required for any reimbursement related to the emergency that you happen to be in so if we
have a federal declaration if you do not have that or an approved plan believe it or not they're going to make you do it during that emergency and that's the worst time to do it emergency management program grant funding is also one of the things some of the funding the grants that are out there is tied to that plan and same with the state homeland security grant funding we we also will do threat assessments and then protect measures before during and after an earthquake next preparedness this is where the rubber meets the road this is what i think the larger piece of what we'll be doing one of the things that we will perform is committee meeting coordinations uh there are various meetings that for instance the city has what they call an annual disaster
council that they have to meet we'll help them with that but from the school standpoint that's why it's in blue there are school site councils that we will assist you with planning committees and we'll also assist with maintaining compliance with california education codes as you can see there there's quite a few of them and so we're going to really uh start researching and make sure and i'm sure we're going to get a lot of help from the staff here on where you are on those particular plans again we'll we're also going to be looking at the compliance with maintaining compliance with the u.s department of education and you can see there comprehensive guidance on nems implementation activities for schools the checklist for nims implementation activities for schools and then the key personnel personnel and nims
training for schools next slide plan development and maintenance concept of operations as we do that quite a bit we have a concept of operations for the burn areas that we're dealing with for the flooding aspects we do those for special events for seasonal based events like fires flooded and earthquakes and then mad main events like an active shooter or transportation incident you have the rail rail that goes through here and with all the hazardous materials that's something we need to keep an eye on and make sure that we have plans and how we're going to deal with that standard operation operating procedures one of the things in an eoc you'll need those elc checklists and as far as what do you do in that position in the eoc how do you do the job that
if you go buy that checklist that pretty much tells you step by step what you need to do uh in the school realm that we're talking about earthquake emergency procedures school building disaster plans and then evacuation shelter in place lockdown and re-entry plans crisis response plans where we talk about relocations and emergency plans each school has to have a a a identified location they're going to take children to when there's emergency at that school so again we'll help you with that and continue that work that you've already done also comprehensive school safety plans uh is one of the things we'll be working with you on uh consultation with the representatives from law enforcement fire and rescue emergency management and other first responder agencies uh california preparedness and best ambassadors program is one of the programs
and also the safe school plan violence prevention emergency preparedness traffic safety and crisis and then lastly for the schools is district operations plan and that will go into our emergency operations plan which is similar to what we do for the city on the school uh safety plans are you taking any of the burden off of the site administration because i know when i wrote my plan for another district yeah i mean i was hunting down representatives for the police department the fire department and public health and safety that there were mandates to be to sign off on what my documents i put together that was that was that that was not an easy task to do you hear that okay yeah so you'll you'll you'll take over that yeah we'll do the heavy lift awesome
yeah we'll do the heavy lift and uh again with with the expertise that we have here plus your expertise we'll meld that together and we'll make some great progress and again i'm just not saying you've never done any of this stuff it's it's just that we're going to take it on and carry it on from that so we're going to take the ball run with it uh continuity of operations i think everybody can attest we probably went through one of the largest resiliency events in history of california the nation and the world with cobit and so how did we do operations into that event well how do we do operations when we have an earthquake how do we continue to do the things that we're supposed to do when do we open schools after an
earthquake so these are the things that we talk about in this particular plan continuity government nobody likes to talk about it but what if one of you is not here what if the superintendent's not available who's in charge and that's what we'll be talking about and making sure there is a lot good line of succession sorry it's a bad thing to talk about but we have to talk about it so well you may have heard we're all going to be fired yeah we work for the government right all right i'm sorry i kept saying next slide i forgot i had this sorry um volunteer management uh one of the things we will help with is the volunteer management of recruitment coordination retention training exercising deployment and recognition we we pride ourselves especially at the local
level of being able to do that and so we will continue that we'll work with any of the volunteer programs that you have whether that be volunteers uh for doing a cert program which we'll talk about with your teachers but also there's a there's a program we can do with your students uh for actually teaching them how to do things that cert will train them to do it's community emergency response teams and that's something we can do with your students so again volunteer programs with that is communications programs uh we can we can actually teach children if you want and and teachers uh how to use amateur radio uh which is is free except for the radio uh the community emergency response team program that i just mentioned shelter specialists and other things that you
wish to look at community outreach and education is big in preparedness public events presentations listos is a program that is what we call cert light in fact adrian he is bilingual so he can teach that in this area disaster preparedness school we can also work with schools in private day cares and assisted living facilities business resumption we can work with the chambers of commerce the private sector community groups service clubs homeowners associations faith-based community non-profit organizations training every one of you employees we're all disaster service workers whether we have that in an ordinary ordinance or something in in law for your district it is in the county it is in the city and it's also at the state level so everybody is covered no matter uh what so we can be pressed into service that's
teachers and and staff one of the things we'll teach is ics 100 200 300 400 and again that's requirement of sims but also nims uh we will teach the sims intro which is part of the 100 series elc training and executive training we will come and do a training for you and your staff your key staff if need be nim 700 and 800 eoc position specific it's not so much giving you a checklist but it's like what is the relationship of you to another person in the eoc and how do you react and work together to make sure we're solving the problems that are in front of us and then again elected officials and public officials workshops we can conduct and then as in the school again the comprehensive school safety plan we can do
a training based on that plane plan training tracking exercises we can do drills tabletops functions full scale and after action process it is a requirement of the state that after every exercise after every event that you do an after action to kind of rehash what happened and how we can do it better not what we did bad but what we can do better so these are things that we'll work with and then i believe this last on preparedness again opera emergency operation center again this is the this is the meat and potatoes of any incident is the readiness again identifying that primary elc department operations center you may have us a group the the city has public works they may have a department operations center police department has a department operations center from their dispatch
center fire has theirs through the ecc out in paris we'll we'll work on call out procedures okay what is the process call out procedures calling trees however you want to call that ongoing training can continuously training and making sure everybody is proficient because a lot of our folks believe it or not have never done this before and and they become very nervous about this because again isn't that the first responders job well yeah but they're doing the other stuff out there and we need you to be here so that's what we're going to help and continue to get that um that training out there and then stu the standard operating procedures and what that need uh means as far as in the eoc we'll do system checks of the equipment that you have in there
the communications uh whether it be disastronite radio amateur radio or satellite phones uh and information technology with webeoc and you'll be a big piece of that where you'll be able to communicate not only to the city but also to the county through computer means and then the computer updates that go along with that response uh again we respond it's easy that's the easiest thing to do is respond but it's how do we do it right so emergency response both at the field the eoc uh if we evacuate a school site how do we bring them back when is it good to bring them back these are the things that we'll work with you on contingency planning should something occur maybe there's something happening down the road and if if x happens then we need to
do this these are things we'll work with you on early warning we do provide early warning capabilities in the county we do it for most of our jurisdictions and we can we can provide that to the school district cooling centers we work with also warming centers if you're up in the mountains but believe it or not we have warming centers in the cabozon area so it's very possible because of the type of seasons you have here we also work with windshield assessments of damaged areas and damage assessments and then agency representatives and liaison officers that's what we do in the response realm recovery i meant i mentioned that this is the biggest impact for your jurisdiction do we have a budget for disasters no we don't basically comes out of our our existing budget or
reserves and we all try to keep the reserves up to a certain level but when you get a big disaster you're going to have to start dipping into that and so our job is to work with you to ensure that we can recoup the money you spend it's not going to be 100 some events we've had that happen but i can guarantee you uh that's not always going to happen and we can bring everything but 6.25 hopefully back to that jurisdiction uh so you're not losing 100 but you only lose 6.25 that's that's a savings we'll go through the accreditation process emergency organization coordination again i talked about the city they will be doing the annual disaster council meetings you have meetings that are similar emergency proclamation process this last year with covid i believe
your school district did a proclamation uh which was really is one of the first times we actually did a proclamation for an emergency and we're going to continue to do that because again you're a jurisdiction uh just like a city just like a special water district uh you know any a vector control district a cemetery district you are your own jurisdiction so there may be a time where you want to do a emergency proclamation we'll we'll work with you on the uh initial damages estimates we'll work with the local and federal uh partners will one of the things with the county what we get from local government we push up to the state as well and we do local proclamations for the entire county and so we give that to the state and make a
request for the governor to proclaim at which point they'll make a request for the president to declare preliminary damage assessments notification of interest these are all the processes that we would have to use in order to make sure we're eligible for that funding so we'll help you with that and then the recovery timelines are short-term and there's long-term recovery you know the short term is the immediate today's that we're talking about as far as getting back to what we can do right now with what we have and then the immediate to long term is weeks to month uh or months a year it was northridge that it was 10 years to recover from that event for a lot of the jurisdictions it's just the way it goes when you get into those major damages we'll
work with you on the mass care and shelter aspects i know your jurisdiction helps us with providing shelters and so we can help train if you want your staff to be able to to actually help open up a shelter if you want there's a lot of things we can do in that so providing temporary shelter long-term housing again feeding and so on we can we can work with you and get through those issues uh business resumption you are a business as well as a district and it's it's time for you when these events happen to make sure that you can get back and get back into business and get get that business resumption back into play donations management this is one thing that is could be the disaster within the disaster uh many times a
lot of people have great meaning and they really want to help and they empty their garage and they put it on your doorstep and it's not something that we want to see and so this is what we'll do as far as to help control that as much as possible we call it stuff spontaneous things to useless to frantic folks that that's the stuff that people bring and i've been in i've been in disasters where i was in alaska and i was getting uh during the middle summer fur coats was great when the winter comes but we had to pack all those winter items you know to to to ensure that they were available later on but they weren't looking for that so these are things that will do to support your necessary needs a debris
management one of the things in the county riverside we have a debris management contract with a major firm one of the things we we are going to try to do is get all the jurisdictions and it's going to be monumental if we have to do this but make sure that the the contract that we are getting that we bring you along with the the process so we can have that same contract so we don't have a multitude of different contracts out there so we can basically streamline the debris management process and that goes with private property but also the school properties and then infrastructure restoration making sure our utilities our electric power gas and pipelines are coming back up water sewer conveyance because you can't open your school without making sure a lot of that
is put in play we also will help with our behavioral health with the social psychological needs that happen during an event i know you you have probably your internal psychological capabilities here but if you need additional we can help with that and then the economic recovery as i mentioned earlier in historical preservation the proposed position is an emergency services coordinator adrian cardenas right now it it's it's basically a 50-50 but i believe the city if i'm not mistaken is going to take on the contract 100 and then go in the contract with you but that again i'm i want to make sure that's correct right superintendent okay uh it's 160 000 uh split you could say we cover the overtime except for that of a city or a school district function outside the day-to-day so
if it's something that they need to work at night we would ask that you help us with that our county costs are all other labor costs and benefits we want them to be part of the duty officer coverage nights and weekends so they are proficient when there's emergency our duty officers deal with everything that's out there and this is where they get their training they get to know how to do things when there's an incident so this is something we can help them with we pay for the uniform the vehicle personal protective equipment information technology equipment and you may want to add your own computers where they can be on your systems and that's fine we can work with that and then communications equipment i think what we're here again i mentioned earlier that our
goal is to make sure that you have emergency management in your jurisdiction if i don't have the contract with you it doesn't matter to me as far as financially what matters to me is being able to provide clear concise emergency management throughout the county and that's our overall goal if i have contracts with the cities which we do we have a contract with the cities of indian wells palm desert they have a dual contract we just uh we didn't lose the contract with indio they hired our person full time we also had a contract was with laquinta and they did the same that's the best outcome we're looking at is that you take what we're giving you today and we carry it on for the future so it's an emergency management position that we're giving
you the value uh that you'll be in compliance with state and federal regulations direct supervisor oversight in fact eric cadden is a supervisor for this area and he's well known in this area and is it will be working hand in hand with adrian and lieutenant galetta and your liaison quarterly program planning meetings that we'll conduct with the district biannual program updates standardized trainings access to peer knowledge and experience assess access to emd resources we we have a department of 75 individuals and there's a lot of things that we can bring to the table to support your jurisdiction emd staff readily available to assist and the costs again that emd will cover is the remainder of the salary the yearly increases benefits sick leave holidays and vacations will cover professional uniform personal protective equipment information technology
and communications equipment assigned vehicle fuel maintenance and replacement and then it's a flat rate salary that you're being charged for uh you provide the work site location jurisdiction computer again if deemed necessary and overtime for approved jurisdictional functions event and emergencies currently right now our board approved the agreement on the july 20th uh so that's been given to both the city and the district and it's a matter of the the city and the districts approving this to go forward and i believe the city is going august 17th to their their council to have that approved and so we'll be looking for those agreements once those are signed and then we'll move forward on everything else well first thing we'll do is we've identified the emergency services coordinator that will help out we'll do a needs
assessment for both the city and beaumont unified school district uh that will be developed and then we'll develop a three-year work plan so we have a clear guidance in that three-year contract with you questions i know i talked a lot so yeah man you covered a lot which is really exciting um and for half the cost of adrian who's been taking a lot of notes i think you scared the daylights out of it i know i got to worry about that is that's a real good bargain for the district and it also will cause us to coordinate closely both with the county and with the cities on this i'm very excited about this i've been on the fringes of some of this work before as a risk manager um and it's so much work but
to bring the expertise and the whole team that you talked about uh is going to be great for the district great for our community so thank you thank you very much you're very welcome uh j i'm sorry is there any intersection uh with any of our um cte pathways with some of this coordination dr brown yes absolutely so um our public safety pathway fits right in with this um along with a couple others are jrotc and and um and in the kind of those outreaching things we can um our medical science program perfect for response so yeah an emt program thank you thank you adrian yeah and i just want to say we're very excited as i said earlier you know we've been dealing with cities which is the constituents from the cities you know
basically all ages but to actually deal with this children school uh and the staff i think it's going to be something i think rewarding for us and uh we look forward to this so we appreciate your time tonight and i thank you i have questions sorry when i was going through all the contracts and i'm not saying that this is gonna happen but this is my biggest fear of things that when we get into contracts with the city or anything else that we're sharing and i don't mind sharing and i think it's a great service to be able to afford this yes um but the question i had is on on on like on the two different documents the one that was related to the position and then they said that they're going to be
shifting their work week so one week they're working for the city when we're they're working for the district but that that in the contract if if they needed to work for the city even while they're working for the district they will continue working for the city what i don't want to see is us paying the 80 000 and we're just half paying for the city to keep the person keep working on their stuff yeah i we talked to chief um fellas and and he was one of the one of the things he said he's not worrying about if he's you're over there you know he's over here more than over there um i think we're gonna have to make it equitable um you know that's that's the only right thing to do and so a
lot of what we're doing if we're doing a training for sims for the city we can also include the school district some things are going to be duplicated exactly i get that and then it said that if they're working for the district that they can take calls from the city and i and i understand that but i if i'd be remiss if i didn't at least voice my concerns of that because it wouldn't be the first time that something happened where we're paying for some a service that we're actually not getting and then the second question i had so me saying it makes me feel better that's good um the second question that i had is related to say we have a major catastrophe okay and it's a major catastrophe that's starting with one group
and maybe going on both groups who do they help both i mean the thing is again this is the city and and you're in the city of beaumont and so our biggest issue will be dealing with that we're also trying to train the staff to also become proficient in dealing with the emergency making sure that when it happens we that you know what your job is and that's part of it whether you're in a city by yourself or in a situation like this you still that one person is not going to save the world they're they're not the cream of dulce bar of of the city they're you're going to have to have a team that's going to have to help and that's going to be his job doing to make sure that we develop
your team to take care of the the issues here and also with the city of beaumont and then they'll have their team that's dealing exactly and he'll be the oversight to say hey this is working well there no we need to and i didn't mean to age myself with kareem abdul-jabbar so i know my grandsons would be upset at me so the idea is to build systems that would outlast all the people in it it's something that we would train all of our staff it's a system that we follow it's in place it gets updated as regulations get updated and so that's the idea from this and that's why we do the line of succession too you know he may not be available to come and help because at home he got injured or worse
um so we need to understand the line of succession so if he's not here who's the next person that's going to step in line so that's just something we'll work with him we unders i totally understand your concern um but rest assured i know beaumont was was very clear that they're not gonna uh you know nickel and dime the situation i think it's gonna be a joint effort um the only thing i have is probably for our staff when we look at the the contract between the city and the district is that if we are going to have someone that's going to be instructing kids they need to be fingerprinted and that's not in the contract okay and our our our employees are better right but i just i just want to make sure that
that's in the contract because we need to protect that so okay and maybe that's the contract you have with the city right that you would put that in there but like i said he is background checked before he comes into our group right that just needs to be an agreement between us in the city understandable really understandable i believe there are two at least two people in this room who have been at the core of our district's emergency management team that probably welcome this partnership uh i i also welcome the partnership um i also know don't take this the wrong way i also know there are competing priorities on people's time and as a new initiative everyone wants to see it succeed of course as i would but i just hope we don't put an
undue burden on staff with meetings and trainings just we still have staff that has a seven and a half hour day or teachers do in the district and there's always they're always being bombarded with so i'm sure and we're gonna look to your guidance for that i mean i just i just want to throw that out there yeah yeah we'll look to your guidance um we're only successful as you want us to be any other questions thank you so much again appreciate the opportunity thank you thank you very much for your presentation so that is just an information item first are you four masks are against passwords [Laughter] can we add you to the count no you you don't have to answer that question he was being funny so just never mind okay all right
[Laughter] okay so that was an information item and i'll be coming back to our next agenda for action sorry mister okay so now we're moving on to item 10.4 conduct a first reading of beaumont unified school districts board policies and administrative regulations regarding students and adopt if the second reading is not necessary so 10.4 do we have any questions oh mr mitchell this is an add code right so we need to sorry this is add code now right so we have to adopt it it's one of those things we have local control but we don't have local control i don't know um it says that with board approval a student who usually must be five years old in september to enter kindergarten can be enrolled even if they don't turn five until march or april
for example right okay and then it says um the board of trustees determines that the admit admittance is in the best interest of the child is this going to come to the if there's a next kid that it's going in january birthday and they want in does it come to the board or is it going to be handled by staff you're delegating that delegate i'm not sure it says it's delegated so that's what's the number one says as a policy when you approve the policy you're approving us to do that on your behalf as representative so i don't think so no yeah i'm sorry okay so you want it i think it usually says or designate right right we need to add that okay we'll add the designation okay okay so then we'll bring it
back for the second reading and adoption fine yeah we can do the second reading do you need this approved tonight or is there a rush for it or something i don't think there's a rush for it is there it's the tk enrollment right evan yeah and we've already accepted the students as space is allowed we just want to update the policy okay to match it so we can bring it back yeah no rush there's no rush on okay all right so we will bring that back okay 10.5 conduct a first reading obama unified school district's board policies and administrative regulations regarding instruction and adopt if the second reading is not necessary this is on the administrative rigs and what caught my attention was the student has failed to make satisfactory educational the educational progress needed
during and uh during their master agreement where are you david this is the administrative rig right after number four but it's it's it's more in totality i didn't read it i'm sorry which is it it's which page abc is page eight of the of the art h sorry i'm looking off on this slide deck on the left okay so number four an increase in the amount of time the student works under direct supervision right yeah right there where it's in red behind you now this is what now where it says the student has failed to make satisfactory educational progress the word failed had me believe that we could have a student an independent study for a quarter or for a semester or even a year depending on the amount of time the master agreement is
written for most master agreements the old stock the old school way was just one semester but then the the rules california changed its rules that then you could have a year a yearly master agreement which most people went ahead and just adopted because it was easier but when you fail something that means you could have a child an independent study during that entire process or time before their flag to be to say that independent study is not being successful for that child it seems though the word failed is bothering me because the old the other language saying insufficient progress meant okay a month a month has gone by and no work and again it's the quantity not the quality and we're not getting attendance the student's not performing it's they're not they're not making their
appointments this is not working for you and so it's insufficient progress and and you're kicked you're sorry for using the work but you're kicked back to your home school what is obligated by the state compulsory failed failed is telling me i have to wait for a a mandatory period of time to show that you have failed the contracts or work assignments that have been given you and and time could precious time could be passing an entire semester if it's a if it's a semester agreement or even a year if it's a year-long contract so that's and again it might be semantics but i couldn't find anything else in the bp or the ar way to ease my comfort so would you wanted to say the student has not made satisfactory educational progress that's what i
yeah yeah i prefer the old language yeah exactly the old language because then i can sit there and i can document that this child hasn't done anything within one month and this is not working so do we know why the old language insufficient progress is being made is being recommended to be replaced and how does the new language differ yeah i think that is the result of the other requirements of daily live interaction and daily or weekly synchronous live instruction um but i i think if i think if we changed it to um just what mr hubby stated the student um has not made satisfactory educational progress i think it would both statements um are sufficient for the new measures that are in place okay and again i didn't want i was debating within myself
if i want to bring this forward just because like i said the word failed can mean so many different things but what you're taking as being a failed grade yes but on there it says if the student drops below 20 hours per week so they could have failed their satisfactory educational progress in one week if they didn't do 20 hours worth of work be it a grade b grade c grade d d greater than upgrade no because your auditors can still take in work that even if you depending on the grade and that's another okay now this is really getting expensive but the old auditor's rules were if you were within a k let's say k5 you had to show that you met weekly if you were above k 7 12 you could you could
accept work up to two weeks uh even up to a month depending on the situation if you had backup documentation if that child was out of the state or something something occurred but so so the 20 hours to me i just i ignored it because i know there's provisions when you go to get remuneration off of your audit finding but again my whole mindset was i don't want a child stuck into an alternative ed program and and lost failed the semester just because no one caught on yes that's all neither do i do doesn't the news it happens kind of doesn't the new law kind of help in that regard um to so that kids don't sort of fall through the cracks yes it does but again it's the word failed at what point in
time are we saying as an institution that you're you are failing and since there's a master agreement written when the child signs it could be up to a year before it's determined okay you have failed and i agree with you on that because i know people that will go to their meetings go to their times and not turn any work and still fail or get 10 credits for a semester and they have and that's all they've gotten because they truly haven't failed because they go to all their times they just haven't passed made any progress significant progress david would you just be um okay with just leaving the old language i was okay with the old language would you rather just would you rather leave it like that i mean how's the rest of the
board feel about that well i guess we need to ask there was a recommendation to change the language there was a reason for making the recommendation based on the new law so i take that to mean that the old language is insufficient to meet the requirements of the new law did we write or did csba write that so this is a cs sorry this is csba language um i i think that their intent was to was to really look at if a student does not engage in daily live interaction or daily synchronous instruction then they have failed that part of the contract um which is you could interpret as making satisfactory educational progress maybe we could maybe we can reference the contract insufficient progress is being made per the contract do you have a sense
as to what you might want to bring back is this a second reading so the issue with this is there's a um an opinion or an interpretation on the staff's part that this has to be um in place before the first day of school and our next board meeting is the 10th i do i do want to just uh comment on the fact that there is a difference between the short term and the long term in this new law and then this particular piece they're trying to make sure there's an intervention by the principal or the teacher in the event the student fails to make the progress which is having to produce work for 20 hours per week is the requirement so if the student goes below that or failed to actually make progress even
though he's submitting the work then there's an intervention that needs to happen by the principal and or the teacher to say we are going to do an evaluation so i think this is this is the intent of this law to to get us to to have that intervention at an earlier stage but i think that the existing language has that shall conduct an evaluation to determine it and the question is what's the threshold and is insufficient progress being made is that an adequate definition of the threshold of what would result in a con conducting the evaluation or is it more accurate to say that the student has failed to make satisfactory educational progress is that materially different as a threshold for causing the evaluation to occur yeah so i have a recommendation for our board
of trustees if we were to approve this as is because it's csba language our staff will go back and get the clarification of whether or not this is necessary to meet the letter of the law and if it's not and we feel like we can bring this back for a revision at least it's in place and staff can bring it back for a revision in the future meeting versus having to not have it in place and meet um the first day of school well if csba's recommend now here's here's what i was contemplating if it would state instead of failed the student is failing to make sad then i'm okay with that because it's the process it's within the process of fail before you failed if you are failing it it can change your course
of study so if we change the failed to the student is failing and csba's gurus feel that's still within the intent i would be okay with that so james the word has to is and failed to failing correct i like that that sounds good to me yeah and i think it we um there are there is a lot of information coming out about about this bill still and the intent of it and so we're also looking at the hours of work plus the interaction plus the synchronous and so if a student is failing in the interaction does that mean they're failing completely and so it's it's just very ambiguous right now but if you change the student is failing to make satisfactory educational process then until you can make it any part of it right
okay i'm good with that so can we um all agree that we wanted to say the student is failing to make satisfactory education i'm okay with it okay so we can um we can adopt this tonight so that we have it with that change okay and then as we seek further clarity we can bring that back if you need to if we're right correct oh yeah they'll come back with a radiation tag yeah tell us right it changed our three-page policy to 12 pages i move that we adopt the ar and the bp as uh amended all right okay let's call for the vote appreciate everybody's ear on that one thank you motion carries 5.00 okay we're in 10.6 right yeah okay conduct a second reading and adopt board policies and administrative regulations regarding instruction
for current concurrent dual enrollment and college classes i need um do i have motion i need a motion actually i move uh adoption of the bp and the ar any questions call for the vote motion carries 5-0 all right item 12.1 under instruction and support services approve the 2021-22 consolidated application for funding categorical aid programs i have a motion this is a second promotion to adopt any questions comments could we have an hour-long presentation on this please okay no it's only 10 after 9. we're doing good call for the vote motion carries five-o all right 12.2 accept a grant from the gene haas foundation to support bulma unified school district students enrolled in machinist-based training and or engineering programs i move for approval second any questions or comments awesome it's a good thing it is
call for the vote okay 12.3 we are going to conduct a public hearing to consider the adoption of world language curriculum so i will open this public hearing at 9 10. anyone wishing to discuss this item saying that i will close this at 9 11. okay item 12.4 adopt world language curriculum from sava's learning company wayside publishing and vista higher learning yeah why are we calling a world language when it's all spanish sounds nifty world language is the broader term and spanish is one of the world languages right i didn't know broad was an acceptable term anymore oh my call for the vote put your right okay motion carries by bullying under human resources 13.1 approve the declaration of need for fully qualified educators for the 21-22 school year may have a motion any questions
call for the vote motion carries 5.0 business services 14.1 receive updated information on facility project miss lisa it's been a long night lisa it's been a long time i want to be quick so good evening president laura board members superintendent kakish cabinet colleagues and guests um just starting a quick construction update so these aerial images were taken on july 16th the site was almost complete assad had been laid and most of the plants were in place these pictures show the artificial turf being installed around the swings and large play toy in the center of the campus and then these are images are from our bike scooter and skateboard area as you can see we'll be encouraging students to use alternative modes of transportation to get to school and reduce our traffic yeah they're going to
go down one of those hills and just keep on is that the thing on the bottom left is that a skateboard thing bottom left is a bicycle rack top right is skateboards and then the bottom right is the is he just looking at the fencing i'm sorry that i was looking at this yes that is a bicycle rack he was watching the olympics and it looks like that's the kind of stuff they're doing with the skateboards all the helmets that they're wearing will go in the classroom with all their backpacks right we've got special places for that and the skaters will have their their own spot oh elbow pads too that's not and knee pads yes yes sir all right furniture has been uh delivered to the site and continues to be delivered to the
site that's just one of the classrooms getting set up for the students and then at beaumont high school work continues these images show the progression of the baseball field fencing as well as the preparation and finishing of concrete throughout the site scaffolding was set around the building in preparation for the stucco installation utility connections were underway and the classrooms received their initial coats of paint cabinetry has been installed in all classrooms you can kind of barely see that in the back of the image there and this image is showing the two classrooms that will have the accordion wall connecting between the two of them so that they can uh collaborate together and then um just an update at glenview high school the students and staffs were very pleased to receive the new sports court these
are a few pictures from before and during the installation and then a final image of the completed court at the site that's that's really cool that is nice and that concludes tonight's presentation any questions no questions time's up on the high school what safety do we have safety protocols in place for the unfinished build such as i'm sorry the high school i'm going to make the assumption it's going to be an unfinished build before students get there yes it will be fully fenced um all the construction areas will be fully fenced and segregated from the student drop-off area so that fencing is actually going in place right now and we've mitigated the impact for student parking we will have students parking down at the athletic complex we actually have more parking spaces at the athletic
complex than we did in the north parking lot prior to construction and we will be opening half of that parking lot for staff parking the principal made a decision to not allow students to park in that new north parking lot at this point because he didn't want to have to re-educate them not to use that next year when they came back all right thank you so much thank you you know what look sean it's 9 17. let's go first thank you for uh the work at glenview because i i think it's long overdue that we support our facilities our support our students at glenview so thank you for adding that i'm sure they appreciate that um so when you're traveling along cherry valley boulevard and you look at the beaumont high school expansion and i'm
sure it's just me with my eyes at this point in my life uh but you look at what are the courts that are on the left the new courts the left-hand side if you're looking towards the high school on cherry valley boulevard and to the left the new courts tennis courts and basketball courts will be down there in that area so there there are courts something now there's cement yeah yes yes so that's tennis courts and tennis courts um on inside the higher fencing basketball courts on the other side of that highway i just need to i i'd love to see it at some point i don't know about the rest of the board just when you look at the for me when i look at it it's like is there a slope there there
is a slope but it's not on the courts the quartz are all level but there is a slope so i am seeing getting to that area okay okay okay and the site is that project is not quite ready for a tour yet so once we're ready for a tour i will schedule one for board members something ready for a tour i'm sorry what makes something ready for a tour well right now it determines that right now that project has stairs that go up to the second floor that have not been filled with concrete yet so it would be an unsafe travel up to that second floor so i would recommend that we get through that process before we have anybody tour that building okay great thanks all right okay anybody else any other questions thank
you very much any other questions just kidding okay 15.1 uh report from csea [Music] what'd you say yeah she's been so patient tonight good evening president laura members of the board superintendent kakish cabinet colleagues and members of the community csea is looking forward to continuing our open and honest communication with the district administration especially superintendent kakish we appreciate the scheduling and considerations for the needs of our members as we get ready to start the 2021-22 school year we look forward to receiving communication for negotiation dates to address the comprehensive proposal of csea's contracts successor that was given to the district on june 29th and continuing the departmental reorganization that started in 2018. we also look forward to completing the language and job descriptions for transportation as well as continuing the work on the other departments
in dire need of updating one by one each department will be inspected and discussed our goal is to help beaumont stay competitive in the job market and ensure our members interests are protected we have signed two agreements with the district just this week we hope to resolve grievances at lowest at the lowest levels possible going forward we have a grievance on contract article 3.2 and an employee discipline going to arbitration on the adverse side of things thank you for your time in unity csa chapter 351 executive board thank you thank you for your brevity okay beaumont teachers association back me uh mr hubby you're up first um i have no comment tonight thank you janelle i have no comments tonight mr sanchez oh i have comments i want to thank the city of beaumont's council
members that showed up tonight that was nice the beaumont pd that was uh here as well and i will say the enthusiasm for the public support of the resolution that we passed what i did not appreciate tonight was as a board us being accused as communist marxist that we support child porn sexual deviancy grooming and we are racist in our sub and and and we are someone even stated that we were horsemen of the apocalypse that i did not appreciate and of course yes anyone in the community can run for this office when it is uh when it is open and become a board member uh there was also things for a recall that that's fine too that is all within the rules but to bring those generalized mark uh comments to this board was
was disgraceful uh in my eye that the community showed for such lack of respect for what our organization has had to deal with over the past uh year and a half um and i don't believe it was from our own community i believe it's a specialized group of people that are just floating the circuit going from school district to school district with generalized statements of intimidation other than that i'm very proud of all the work that we do and you guys do thank you thank you mr sanchez mr mitchell uh again congratulations to amanda mcclure on her appointment of a great school one of the great schools in our district and i see mrs beitler has been here and she's probably pretty excited about a school brand new school opening in our district on wednesday
next wednesday and i i think those pe shirts are pretty cool colors that you have there so great choice um i'm excited that our schools and our students will be back full time i guess i should say because i know dr latham would get mad at me if i said they weren't back in school because they were in school so uh full time on wednesday that's exciting and um i also appreciate our community support and that we have partnerships in our community i think it is very important and the partnership we'll do with the emergency preparedness is an example of that thank you i just want to say i hope everybody has a really good first day of school next week i'm excited about that i can't believe we're actually going to be open monday
through friday all day long with masks for now but i do appreciate the public coming and engaging in a civil debate about masks or whatever it is and um i'm it's been a very long time since we've had a full boardroom so um i just thought that was it's a good thing when parents advocate for their kids and that just can't be a wrong thing to do and just um at times they can be disrespectful and other times they can be very respectful so i just appreciate um how things went this evening and again here's to a great school year so with that we'll join this meeting at 9 24.
