003presentation depending on the topic and the number of persons wishing to be heard the president may take a poll of speakers for or against a particular issue and ask that additional persons speak only if they have something new to add the board shall not prohibit public criticism of the policies procedures programs or services of the district or of the acts or omissions of the board speakers are informed that the opportunity to address the board does not confer any privilege or protection for expression beyond that otherwise provided by law and this public session of this meeting is being recorded and or broadcast so we have a number of in-person and i believe we have some emails that have been received as we've been doing we will alternate and try to operate within the time we have
004first up is mel h who wishes to speak on item regarding i believe i item 11.1 hi i'm going to discuss equity in schools so parents we have always entrusted our children to our public schools we've had faith that teachers would treat our children fairly and equally we felt secure in field trips and after school activities sports and clubs unfortunately this has changed as parents we must be diligent that our teachers are providing education in the least restrictive environment ensuring our children are being heard when they have a problem and that the supports academically are being given so i must ask why we have to worry about our children being accepted for who they are the families they come from their cultural background and religious beliefs we thought that if the schools were looking to
005promote equality as they say they are within their brick and mortar within the brick and mortar of their campus would this not apply in extracurricular activities california department of education states that we know that bias exists in every sector of society now it is our time to speak and to address racism and implicit bias in education the state recognizes that this is an ongoing issue to the point that the superintendent announced he and the cdc will be launching a series of discussions that will include superintendents educational leaders from across california in 2020 assembly bill ab537 has enacted the california education code specifically prohibited discrimination against harassment of students and staff schools based on biases of sex ethnic group identification race national nationality origin religion color mental mental health or physical disability the new law has
006added that the provision that all students and staff in a public education facility have the same right to a learning environment regardless of their sexual orientation or gender identity successful implementation of the law will help ensure that our schools provide a safe and supportive environment for all students if we sincerely believe that california schools should provide an equality safe and engaging supportive educational atmosphere california school districts must take a proactive step to stop harassment and discrimination and violence based on the perceived sexual orientation and gender identity in schools perfect timing [Applause] okay then let's you can express yourselves but we're still going to limit the time to 20 minutes okay do you have mrs harp hour hello this message is for the field trip debate to riley's farm our family has enjoyed visiting riley's farm
007the field trip though was something amazing my boys got the chance to experience they loved the whole experience i don't understand why someone would fight to take this away from our children different point of views different opinions you didn't like someone great but it's not our children's fault we should be supporting our local businesses why should our schools not be able to support a local business and our children learn about history please don't take this away from our children natalie jiron thank you next up in person sonja c um i had a question for uh mr president uh um we were told that we could do the we could do the public comment now and then speak on 11.1 separately yes okay all right good evening um beaumont unified school district trustees good to see
008everybody tonight i'm coming to you as a parent of beaumont unified school district i wanted to speak to you today about positive school climate i had the opportunity um to email ms kakish with some concerns and i was happy to see in your response ms kakish that you stated as always our top priority to ensure safe positive and welcoming environment for our students even when they are off-site um i want to direct your attention to the school board policy where we talk about positive school climate the district's curriculum shall include age-appropriate character education which includes but is not limited to the principles of equality human dignity mutual respect fairness honesty and citizenship teachers are encouraged to employ cooperative learning strategies that foster positive interactions in the classroom among students and from diverse backgrounds the superintendent
009or designation may develop other strategies to enhance students feelings of connectiveness in the schools such as campus beautification projects pairing of adult mentors with individual students recognition of student achievement and encouragement of strong family and community involvement in schools i'm sure all of this of course includes school functions in general i had a parent recently expressed that they would love to see more activities during black history month along with activities for positive messaging and inclusivity we live in a diverse and beautiful community we do not tolerate hate homophobia racism and we do not condone violence our school environment our activities and functions should always reflect that always be better beaumont thank you [Applause] okay we have an email message from anthony bower this has nothing to do with the cancel culture trend promoted by local
010terrorists it has had it has all to do with the owner of this place and the morals that most of you christians always love to use as a weapon outside the home schools are the primary vehicles for educating socializing and providing services to young people in the united states schools are expected to be inclusive and a safe space busd lacks to understand the struggles of minorities and avoid issues that should be spoken in the classrooms they can't talk about covet in the classroom but they can do a massive shooter drill they can't segregate between the masked and massless kids but they can segregate between boys and girls watching a puberty video they have an anti-bully week and a kindness week but we send them to field trips to visit spaces owned by a professional bully
011a racist homophobic anti-muslim and misogynist person miss kakish recently said in an email that they had never had a bad experience with riley's farms what she doesn't understand is that you don't need a personal bad experience to be inclusive with a group of people who do who did have a problem that's leadership some seminars are still needed the owner of riley's farms has publicly said quote what is this country country coming to if a girl can't use her link to smack customers end quote quote name sex no name sex couple will ever be married on wiles riley's farm we will get our guns out before that sexy homeschool moms wearing tricorns are the best quote the anniversary of 9 11 let us remember to teach our children the evils of islam how much better would
012it be if kamala got her old job at the blank house i'm sure that miss kakish will think all these statements are okay but as a parent wishing to raise kids in an inclusive world i'm utterly disappointed that this that this district would always value profits over education and extremism over inclusiveness there are hundreds of vendors in the county thank you next up in person marcellus omar joya hello my name is marcellus i am a trans navigator specialist for borigo health and i'm speaking as a citizen of beaumont as well i went to bowman high school my whole life out here in beaumont has been great but recently i've heard of the news of an anti-lgbt and racist owner at riley's apple farm and us being able to send kids there which knowing that i
013work in the trans healthcare field knowing that is against students rights i just want to point out that we shouldn't subject children to an educational experience if that educational experience is to subject them to hate-filled comments and education just for education um i have a question for the board here is that if you were subject to a hostile work environment wouldn't you want to change that so i ask you not to subject these students to a hostile learning environment thank you mr obama good morning my name is brianna burgin and a mother of two currently attending school in the beaumont district and one joining this upcoming school year it is heartbreaking to hear what a small businesses political views are have come to this counseling of a fun but extremely educational field trip for our
014children there hasn't been a single time i have been there for a field trip or personal trip where their views have ever been pushed on us or our children i hope you can find it in your hearts to think more of the education for our children that they will be learning from their field trip and not the way a parent feels about someone's personal beliefs what is next if we allow this will parents be pulling kids based on teachers views it has to stop somewhere and this is where it needs to stop thank you and have an amazing evening brianna [Applause] danielle juarez good evening how are you guys doing tonight my name is danielle and i'm actually have three children who have been through i have two currently in beaumont unified and i have
015one who's already graduated um as 2020. all three of my kids have been raised here in the school district they've all have attended the riley's farms outreach and they're in the field trips there i've been there through numerous programs through our church just through um dinners and and all they have to offer apples and all so to me i'm a little discouraged to hear that we're looking to have a parent discriminate and want to pull our funds of the kids learning the educational parts of our riley's farms for me in my own personal beliefs i don't sit there and complain and try to pull the district and tell them to please quit sending my kids the panorama survey asking my kid if they're transgender or whatever things that maybe i just don't agree with i
016don't sit there and ask the school district to please why are you supporting senior night going to disneyland when we just now have employees arrested for sex trafficking so again when are we going to stop worrying about people you know political views i think mr wiley's not asking kids here's my view and here's my view i don't think he's doing that i think this is more of an educational thing of our constitution our everything they have to offer so i'm just saying we just need to be more adults about it understand the kids are learning and you know first amendment rights so mr reilly wants to say what he wants to say that's on him but i don't think he's putted on any of our kids thank you mr zapata this message comes from jared
017gustafsson attention beaumont unified school board to those have been granted governance over the young and impressionable minds of students in the beaumont region and to the students and parents themselves i write i have been serving the local community for 15 years now as a pastor an emt and now a social worker i have a love for learning but more so i enjoy holding space where learning is possible riley's farm is a sanctuary where learning is not only possible but it's inevitable i strongly urge the district to continue to send students to this farm where a deep and rich education awaits them it has come to my attention that someone is attempting to disrupt the opportunity for students to go to riley's farm for a field trip amidst politically polarized times it's important to come together
018and remember what matters most and what matters most right now is that students overcome the learning gap they have endured from the last two years of online learning and isolation what matters most is that students have opportunities for hands-on learning and growth what matters most is that elected leaders fight to protect these learning opportunities instead of acquiescing to iraq to radicalize liberal ideologies espoused by a small minority of parents students want to pick apples they want to breathe a mountain air and they want to learn from incredible educators please protect the learning opportunities of students in your district as the former leader of the inland empire liberty coalition and a devout freedom activist i vow that we will continue to fight for students throughout this region may grace move you forward in making the right
019decision thank you [Applause] valerie velasquez um i'd like to actually ask a question first uh has anybody ever talked to jim riley or had a conversation with him i have actually every day i go to work not only is he a friend of mine but he's a damn good man he is the nicest man you will ever meet just because he might say something i don't know a little bit foolish of his opinions on transgenderism or somebody of politics or anything else really that's what we're going to be doing we're going to take away from our kids coming to a place where not only they're going to learn agriculture they're going to learn history they're going to see actually how to make butter they're gonna learn things that what if technology was gone what if
020you can go to the grocery store how are you gonna live just like you'd have to in the colonial days but everybody wants to now all of a sudden because of politics they want to get our children involved in that drama for what to to appease themselves make put you want to pat yourself on the back do that crap at home because this man does not deserve this those employees guess what we work hard every day i watch these kids go playing with sticks and having a blast having nutritional food in their stomach laughing playing oh my jesus and the plans that's going to be coming that we have put forth for even more education like really you guys want to take away from that that's just real smart that's freaking clever [Applause] mrs harbauer
021i am writing to support riley's farm as a field trip destination and a place to visit for all children and families who wish to learn about our nation's founding and the freedoms we enjoy every day riley's farm is a diamond in the rough in one of the only places in california that we can visit to remind us of simpler living self-sufficiency and traditional values that our state has wandered so far from please do not pull this great place from the options of places to take our children on field trips there is so much to be learned from riley's farm thank you heather borrasio liliana thomas good evening i am a concerned and proud parent of a special needs fourth grader within the beaumont unified school district it is no secret that the covet 19 pandemic
022and associated public health measures have disrupted the lives of people around the world it is already evident that the direct and indirect psychological and social effect of the pandemic are insidious and affect the mental health of children and adolescents now and will in the future anxiety depression as well as impairment and social interactions are the most common at the most extreme suicides which have also increased in an alarming rate between 2008 and 2012 in the wake of the recession suicide was leading cause of youth death in the 10 to 14 age group and second in the 15 to 19 year age group as of august 2020 there was a recorded 334 percent spike in intentional self-harming claims among both age groups compared to just one year prior it was recently discovered that a group of
023parents within the district have the intentions to boycott the already scheduled and parent-funded fourth grade field trip to riley's farms due to the owner's political views my child who has autism has spent the entire year working hard and learning about california history and retaining it due in part to our awesome teachers and support staff it is beyond selfish and disruptive for these parents to place their political beliefs on others who otherwise might not feel the same it is an insult and a complete disregard to the kids and teachers who have worked so hard all year all while coming out of a stressful lockdown to the parents opposing this trip i ask you this if you're so convicted in your beliefs why not simply sit out and not allow your child to participate and any individual
024has the right to boycott anything they want i would like a clear explanation as to why the rest of us have to follow your political ideology ultimately this issue boils down to choice as an individual you can choose to participate or not it's really that simple what you cannot do is force and bully other individuals to local government into canceling what you personally do not agree with time's up thank you [Applause] okay mrs zabata this message comes from tiffany tiffany freuler our family has enjoyed field trips to riley's farms for over 10 years allowing children to step into living history through these fields trip field trips is essential to their education please don't stop providing our students with field trips to riley's farm thanks so much tiffany frieler teacher and parent thank you okay we
025have time for one more uh james riley mr riley my name is james riley and my family has been in the yukaipa and oakland valley since 52 we've been open to the public since 78 and we've served over 2 million students and we are currently in a major battle for the first amendment because i'd like to point something out i don't want to cancel them i'm not seeking where they work i'm not telling their employers what they do i'm not publicizing their political thoughts they are trying to cancel me and they're trying to cancel all the kids who benefit from our programs we teach american history it's my favorite thing to do to tell the kids at the end of the day there were people who loved you enough to die for you and what
026you believed in and one of those things is the first amendment and the first amendment isn't about agreeing on everything the first amendment is having the right to disagree that's why they're the greatest economic engine in the world because we have to compete with good ideas for a good market that's why we have religious freedom that's why we have freedom of conscience the most aggravating thing i hear in all this is jim you can say anything you want but you have to take the consequences would you say that to a jew in berlin in don't wear the yellow star you just have to take the consequences that is not america that is totalitarian china i don't want to live in that country i don't want to live in a country where my kids could go
027to turn on their car in the morning and say oh we're sorry the california dmv has taken away your driving privileges for seven days because you said something naughty on social media that is not our country [Applause] okay that concludes the 20 minutes allocated for the field trip issue next up is regarding vaccine mandate steve barber barbary barbie hey um just gonna reiterate what i've said over and over again this entire time the last two years we've been lied to and the more and more comes out i've got pages and pages and pages of research the cdc said the masks didn't do anything the cdc said that lockdown didn't do anything what's to make us think they're not lying about these vaccines because what i'm reading they are there was a judge that made pfizer
028come out with side effects it's thousands of side effects that and are not good for the people i have a friend that's going through very severe side effects from the vaccine it's not pretty to watch it's it's scaring her to death and there's no way putting this in my kid no way so i want to get ahead of it and i want you guys to start doing your research i'll start emailing you mine so you can look at it you can decide on your own but we've got to stop it now we've got to get ahead of it and we've got to get these bills stopped so i will fight this with everything i have in a legit legal way guys not with not physically so don't call the police on me please so have
029a good night okay our next item which will be limited to 20 minutes uh is a speech therapy mr heavy i apologize but we do have a couple of written comments in regards to vaccine mandate oh okay i will start with our first comment which is samantha ahern i am urging the board members to send a resolution to sacramento opposing a covert vaccine mandate after the omicron variant surged this past winter we now see that the coveted vaccines do not prevent a vaccinated individual from catching covid nor do they prevent transmission it would be unethical to mandate a vaccine that does not even work in order to obtain an in-person public education it is unethical to mandate a vaccine where long-term side effects are not yet known there is no reason to mandate an ineffective
030product please send a resolution opposing the state's coveted vaccine mandate thank you trustees first i'd like to request our board of education pass a resolution to oppose any state mandated cov covid vaccine for our students to attend school according to david sanchez this resolution is just a piece of paper however for the parents in the district sending a resolution to our lawmakers on our behalf is using your voice to represent your constituents you all hold elected positions with the responsibility of representation i will not allow my children to be part of the social vaccine experiment the state of california's viewpoint of comply and get your child vaccinated or else do homeschooling is unacceptable and a forum of coercion this mandate does not address the many children who have had covid and built a natural immunity
031already nor the families that prefer to have the final say in the health care decisions for their children secondly i'd like to address the unbelievable and selfless actions of a few parents in this district trying to deprive our students of a field trip to riley's farm our kids have had enough stress with school closures and mass forcing this pandemic has been nothing but a burden on our children it's time we allow them to enjoy field trips again without this political inference because this field trip is funded primarily by parents and not the pta our students should have this opportunity this those who do not want this field trip for their student have the option to not participate again we should emphasize and offer choice over control thank you heather rayleigh concerned mother of three [Applause]
032this next comment comes from alexandria estrada hi and good evening my name is alexandria estrada alongside my husband jeronimo estrada we are the parents of three brookside students ages nine seven and fine five we are writing to you tonight to please pass a resolution opposing sb 8871 coveted backs for students it is and always should be a parent's choice for their children please support us with this in addition we are asking for support and allowing students the opportunity to visit riley's farm i am understanding of others opinions and choices if someone feels uncomfortable with their student attending we are asking not to take away the opportunity for others who are excited for this trip and for the future students who would be able to visit this farm thank you for your time okay well we've
033got some people taking two bites of the apple so that's okay we fit in fit within the time so now um we'll move on to our speech uh pathology team uh first up is that kayla henning i'm i'm just taking them in the order i have them okay hello thank you all for taking the time to listen to me i originally came into this field of speech therapy with the intention of making a difference in kids lives however lately it feels like i'm just trying to stay afloat and get the job done when our caseload becomes too large speech speech groups become larger communication with parents and staff becomes less frequent and reports become less thorough this is even while staying late to try and get every to try and get everything done you know
034our district is always talking about the ways in which we can help our children succeed academically and help them gain their communication skills back after this crazy year of covid and i truly believe that the best way to support our children is to first support our employees and i'm the type of the person who likes to give 100 of my ability to these kids and so i hate feeling like there's not enough time to give everything um that i have to do so practical ways that you can help us um that includes starting our caseload at 45 as our cap is supposed to be 55 and we'll often get at least between 10 to 15 referrals every year and another thing would be to give us a slip of support that's a speech therapy assistant
035several days a week and that would help us you know complete our reports test kids communicate with parents and staff so that would give us a lot more time to get things done this will allow us to give the best of our ability to these kids and they don't deserve anything less thank you [Applause] chase moore good evening board of trustees uh we're here tonight with the speech language pathologist uh helping support and advocate for them their workload is very very high it has been for many years we have kind of a loose sort of cap of 55 but very frequently they are over that cap i'm also advocating for their caseload at the start of the school year to start and plan for 45 students to start and then as the referrals come in
036because they're always testing people and getting them into the program every year they can go then up to 55. we also believe that they need that speech-language pathologist assistant support multiple days a week so that they can adequately do testing and not cancel therapy sessions and then try to make them up it's very very difficult and by law they have to make those up and it really becomes an incredibly tight time crunch for them to try and get all this work done they're supposed to be eight hours employees and honestly right now it is impossible to get that job done within the eight hours that they are allotted during the day many of them spend their nights and weekends filling out reports and i encourage you ever if you want to sit and hear through
037the process if you're not familiar with the speech language report testing process it's a doozy the requirements and paperwork and thoroughness and effort that they put in on behalf of our students in addition to giving them therapy sessions every day all day it's an incredibly demanding workload so we ask that you please help us in encouraging that we are able to start them as lower case load have a real caseload cap and to provide them that speech language pathologist assistant support thank you very much [Applause] emily garabay good evening board members my name is emily garibay i am a speech language pathologist at sunden's elementary school i'd like to start with our goal the beaumont unified school district shall provide high quality education opportunities for all students it's a really great goal but it seems
038the goal is not enough 55 students is what is recommended for an slp working in an elementary school for the last few years i have started with a caseload above 55 and continue to have students move into my school's boundaries with current speech services and then have added more students into the program over the course of the year the year of the shutdown i had 80 students and at this point in the year i am at 72 with seven new students still waiting for testing with so many students it's almost impossible to provide high quality services support comes slowly and it trickles in by way of getting to do the speech therapy which is the speech language pathology assistant the support is so needed because in order to complete the five to ten hours of
039tested testing needed for each student i use the slippadays and i hope to get it all done when the testing is not completed during those days i have to skip student speech services in order to finish the testing by the due date even with this help i am still working six day work weeks by spending about two extra hours per day to complete the paperwork such as the speech reports writing ieps scoring assessments and consulting with parents and teachers i ask that we can start the year with fewer students on our caseloads so when it inevitably climbs and it always does we don't go over our soft cap of 55. it would be helpful to begin at 45. i ask that each slp have slippa support to help us get the required testing done without
040students missing services so that we may preside provide the services appropriately so that we can give them high quality services thank you [Applause] trina brown good evening good evening board i'm trina brown nice to see you all i'm really grateful for my colleagues and thank you for chase moore for um being here tonight um i've been in the district i think this is my 20th year i mean it's been a while so um what i want to say is i am so grateful for these ladies and we also have a guy ryan you know that are slps and um i just want to see us retain them and darlene perkins and i came to the board a couple years ago and you guys are really reasonable in terms of offering incentives to get people here
041and natalie dibbetts is an example of that because she came with 20 something years of experience and now we have a highly qualified person one of them working and i think christina smith as well came from a different district and so um thank you for listening at that point and now that we have them here we need to do things to keep them here and i'm going to reiterate what they said yes case loads yes slipper support yes all of that and the other thing um and i know this is not the exact place in public comment but a lot of districts have collapsed pay scales and so someone would start at a higher rate and within eight years they'd be all the way at the top and because there's such competition for our for
042our uh and for an slp being a speech pathologist we can go anywhere um to keep them we really have to have pay that's comparable and these collapse i'm going to name fontana riverside and san bernardino i'll do that and those are districts we can use as comps but anyway in summary i hope that during negotiations you will listen because i would really love to retain a full team and i would love to have working conditions that enable us to service our students and give them what they need and to reiterate what emily or kayla said yes they've been on you know we've been on lockdown and kids have communication needs and would love to serve them the end thank you desiree horner thanks for coming to beaumont good evening can you hear me yes
043um my name is desiree horner i'm a speech language pathologist here i work on a fantastic team but i will be honest with you i am tired i am tired speech language speech language pathologists are in high demand what is beaumont unified school district doing to attract and retain competent speech language pathologists to rehabilitate their students with the fidelity that they deserve busd is one of the lowest paying districts in the surrounding areas my request is that the board adjusts the slp salary schedule to a collapse salary schedule which will better reflect our education our continuous training and our tedious demands of the job i also request that each slp start the year with a soft cap of 45 students in conjunction with slipa support followed by a clear sliding scale of additional slippa and
044monetary support per student when our caseload exceeds 55 students and it always does this this district is growing rapidly our caseloads increase steadily without fail each and every year what is the district doing to ensure their students get the highest quality care they deserve while protecting and supporting the very people that work tirelessly tirelessly to protect to provide such care thank you [Applause] brittany beck good evening board members thank you for letting me speak today my name is brittany bowick and i'm a speech language pathologist at brookside and starlight elementary i've been at slp for 12 years now this is my first year with beaumont unified when i transferred to this district i knew that i was taking a significant pay cut and a longer day due to the contract at eight hours in our
045slp contracts versus the 7.25 that i was used to however i would no longer have to commute since my home is here in beaumont and next year my son will be in kindergarten what i didn't know is that halfway through the year my queso would be up to 65 10 students over the recommended caseload cap i also didn't know i would be spending several hours a week at home writing reports and ieps just to keep up you may be thinking well why not go back to your previous district i think the more important question is why do i want to stay the answer is i want to stay because ever since my orientation in august i have been welcomed with open arms by staff the amazing slp team colleagues and administrators i've been supported by
046a very approachable efficient and caring special education director and coordinators these things are things that make beaumont unified my forever district the reason i want to stay but what i can tell you is these work conditions are not sustainable i have promised parents and teachers that i will be providing specific speech services and support supports which soon i will not be able to do it's impossible i strive to provide my students with the highest quality speech services possible and i hope that you can help us make these work conditions better by considering a comparable slp salary to other districts around us more slp positions to help lower caseload numbers and a firm case load cap thank you for your time [Applause] natalie chavez good evening thank you for allowing me to speak this evening i
047want to start off with the seussism from dr seuss be proactive unless someone like you cares a whole awful lot nothing is going to get better it's not from the lorax my name is natalie chavs-dibbetts and i'm a bilingual speech-language pathologist for beaumont unified this is my third year with beaumont however i've been a public school slb slp for 32 years in california the bottom line is our slp team is stretched too thinly we are at serious risk in not fully meeting and serving the speech-language needs of our students however you have the ability to fix this real problem first by listening and secondly by taking action and allocating the necessary resources and to ditto my colleagues we need to limit the speech language pathologists caseloads we need to provide real speech language pathology assistance
048support two to three full days per week for each speech language pathologist align the slp pay scale to be competitive with our surrounding districts and just for the record my first year for beaumont my caseload was in the mid 80s my second year with beaumont my caseload was in the mid 70s right now it's 50. i still am behind in my report writing i've asked for help i've asked for extra duty that it's been denied um i still need to write those reports it's bugging me and because i owe that i owe that to the students families and my my professional um quality indicators so i am asking for your active active support thank you very much [Applause] thank you and um appreciate that you brought specific recommendations proposals for solutions uh next uh ruby
049everson uh speaking for item 13.1 uh mission vista academy good evening and thank you for this opportunity to speak my name is ruby everson and i am an 8th grader at mission vista academy i wanted to share my appreciation for my school i have been enrolled with my school for the past three years and have amazing teachers in a program that supports me in many ways my school has helped me in ways like when i struggled two years ago in math my teacher and parents worked together to find a curriculum that best suited my learning style and goals which was surpassed when i improved my math score to a four on state testing mva has given me leadership and teamwork opportunities with my national junior honor society membership and jhs has exposed me to a
050diverse community around me and my fellow student population mva provided the option to use students to use students to start the cte pathway which provides me with specific instructions for a potential career i am thankful that i can take an elective credit course as an 8th grader while checking out this possible career path yesterday i met with my high school counselor and teacher to review my individualized graduation plan i'm comforted knowing there is a whole team of knowledgeable people there for me the planning for my future is exciting and overwhelming but knowing that my parents my teacher and other mba staff are behind me tailoring each aspect of my upcoming chapter high school again thank you for allowing me to share how much my school means to me and to my teachers and school leaders
051who have created an environment where we students can explore many avenues to prepare for a bright future thank you thank you miss everson that's it okay then we have uh received our input or from public testimony so move on to item 10.1 do we have anything out of closed session to report no okay and student board member thomas is not able to be here tonight so we'll move on to uh superintendent kakish and her presentation and thank you those of you who are choosing to leave we'll pause a moment so you can you can do that good evening everyone i'd like to start by um talking about our celebrations regarding social and emotional learning day which was on march 11th staff held different activities for students at several school sites just to bring awareness to
052the importance of not being just supportive but having to attend to their well-being and the well-being of others around them at mountain view in particular they've had actually they've actually created a zendin and i think i'm not yeah and it's actually a lot even calming and the atmosphere in that room doesn't do it justice with just this video you really have to go and visit it does really calm you down as a superintendent working on it um i do want to say that the importance of social well-being for our students is not just one day a year we celebrate that throughout the year and our staff do an amazing job and thank everyone it's not it's just a recognition to have a day for it but it's really something that we do on a daily
053basis especially having to have recovered from this pandemic and for riverside county office of education they've had their state of the county address and i just want to highlight that our student board member taryn thomas was featured as part of the county's mental health initiative and she shared how she has experienced the positive impact of having a safe place on her campus for students to discuss mental health challenges so we appreciate teren's advocacy in keeping mental health of our students top priority and then on to the film festival it was seriously like an oscar performance i was so impressed with our staff and the preparation and our students it was all led by by our students as far as emceeing the whole event and it was something that we all are proud of and their
054products was even they were so creative and some of it should move on to definitely national level competition so i want to thank everyone that was involved lenny gauntlet led the operation of the whole thing and with the support of a lot of staff and i just want to congratulate everyone a very successful event you know this event has started in the intention to be in person from the beginning and then the pandemic hit so this is our third annual but the first in-person event and footloose so another amazing production by our students at beaumont high school theater this weekend our students had so much passion and dedication for putting an amazing show on dancing the singing the set the costumes there was so much that went on into this production and i want to
055thank mrs karen hosfield and everyone in that was involved i do want to apologize because my intention was to attend this i think previous um performances were over a couple of weekends so we can try to make it one weekend and i had forgotten totally even though i really haven't forgotten but it was my birthday weekend and i was had multiple people out of town and then we had to be out of town for a part of the weekend so i want to apologize to karen because i had promised her to be there on sunday and did not make it on sunday but i know that it was an amazing event as many of our staff members did and then on to the amazing shake we've heard a lot about the amazing shake but they
056keep like performing at a higher level so we want to give out a congratulations big congratulations to our four [Music] students that competed from san gorgonio middle school and were able to represent us in a great experience they did an awesome job had so much fun and learned from the experience and this is from our ron clark academy experience that many of our schools have been trained on and so it's nice to see an example of products of that academy and today we celebrated the student of the month from both our of our high schools congratulations to gabriel gonzalez from beaumont high school and tianni i think it's her her name i don't want to butcher her spelling i mean the pronunciation and she's from glenview high school amazing amazing stories that moved us and
057actually some of us i know i've seen tears today at the breakfast and it just reminded us of the challenges and the experiences that our high school students go through that sometimes we forget how blessed we are and whatever challenges we're having some of our own high school students by the time they get to that level have gone through a lot more a lifetime worth of challenges that we can think of and that was a reminder this morning so congratulations i think the event for the annual student of the year from both high schools and we share this with banning unified school districts so there'll be four winners on may 12th so stay tuned for more information about that one and last but not least we have a recognition for one of our high school
058students at beaumont high school alex evanov and he won the gold medal in the 9th through 12th grade category in the riverside county office of education science and engineering fair so we're going to congratulate them and congratulate the high school for that recognition and that is my report i know it was a little bit long but worth the information okay were you going to cover the calendar oh yes so this is something new that we're doing that's what i forgot we're going to try to bring the calendar under the superintendent report um because we're moving it out of the special and legal section and so because there was nothing special or legal about it i guess it was yeah it's just that we tried to find out why it was there um and so because
059today is the 22nd we thought we will just bring to your attention some of the activities that are happening in march and then we also have the opportunity to highlight april calendar and so for next week we're going to have the beaumont adult school lvn class 31st graduation luncheon so congratulate congratulations to all of them and then we will look forward for the let's see here in april um so we will have a non-student week for spring break march i mean april uh 4th through the 8th and then we'll come back and we'll have the several opportunity to have many events at the school sites including science camp days for the elementary schools and it's a busy calendar i'm trying to see for our the last well we have our board meeting that we will
060have on the 12th to make sure that we highlight the board meeting on the 26th also this will be on our website to attend any of these activities and i know at this point we don't have we still don't have a lot of volunteers at the sites but i know our high schools are working i mean our schools in general working with all of our parents to create opportunities for many of the activities that come the end of the year as we prepare for award nights and recognitions and assemblies okay thank you mrs kakish that brings us to 11.1 mel h wanted to speak to this agenda item hello i would first like to say that on this side of the issue those of us on this side of the issue are not against our
061children participating in field trips okay let's get that out there regardless of the location or how it's funded and not all parents can pay for it so you know a lot of parents need to educate themselves on how the funds are being used when a child cannot pay so don't listen to teachers who speak out of turn on social media i want to point out that the sundance fourth grade staff and the principal are the only ones who are going they're choosing to support a business that they are fully aware have a hateful rhetoric this includes homophobia racism and xenophobia james patrick reilly has outspoken has been outspoken regarding his hateful political beliefs on both his personal and business pages including how to intimidate the opposition by stating that he's willing to show up at
062our homes to make it personal and pull out his pistol this his political views are his right we understand that he has full autonomy to live and run his business as he sees fit so we're not asking that you cancel him we're asking for different options we're asking you to look into maybe bringing in reenactments let's go to calico or not yeah it's a little further but hey nobody's hated there riley's has decided to pick and choose what they decide they want to portray to our children he has changed the narrative to fit into his ideologies and as educators it is not your job to interpret history but to present it to our children in a way that they can understand it and we can all agree that if there was an educator at one
063of our sites who believed the same thing he has and stated the same thing he has they would not be there why are children still going we need to offer mindfulness and where we go and how to donate our money to ensure that all of our children are equally represented my child should not have to be left out just because you know they this man doesn't agree with that we have to offer make sure that these field trips follow the california state curriculum last when was the last time riley's was checked if a business has the luxury of determining who they service then us as a public entity have the same right to equally be included in all field trips okay sonia good evening trustees and superintendent kakish i'm here tonight as a concerned parent
064it's come to my attention that one out of our seven elementary schools in beaumont has chosen to participate in a field trip to riley's farm this year i'm here to ask the board that they remove riley's from from the consent agenda until further investigation and also to stop approving field trips to riley's farm and i also want to applaud the majority of the teachers and administrators in this district that have chosen other field trips that are educational they are entertaining and most importantly they're safe according to the school board policy zero four one zero the superintendent or designee shall annually review district programs and activities to ensure the removal of any derogatory or discriminatory name image or practice or other barrier that might be unlawful prevent an individual or group from any protected categories stated
065from the above accessing district programs and activities so when you have parents that are choosing to go to field trips or not choosing you definitely have them but that's also exclusion because they are don't feel safe going right so i sent you a picture of this image that don't tread on me shirts that are being sold at riley's farms i don't think that's appropriate for a student field trip and that's something that needs to be reviewed what else is there that you haven't taken a look at and make sure that it's appropriate the superintendent or destiny shall report his or her findings and recommendations to the board after the review um you have over i sent you also a petition that's been passed around you have over 370 concerned families in this community that are
066asking you to stop allowing field trips to riley's farm i also want the board to consider reviewing board policy 5131.7 when was the last time you checked the weapons and the the props that are used on the premises of like riley's farms he does state that there are loaded weapons there and that's definitely something of concern riley's farm is unreasonable unsafe and an ethical choice for our children's field trip speeds please be better thank you okay that concludes the public uh input regarding the consent agenda do i have a motion regarding the consent agenda or any item a member wishes to pull that's not subject to discussion no not the consent agenda the consent agenda is approved with a five yes uh and one absent vote um yeah i would say i share concern about
067whether there's a nexus between the ceos the owners of political beliefs and the experience of students my expectation is that our staff will assure that the field trip experience is consistent with the california state standards for fourth grade and that there are no replicas or content that's inconsistent with those standards i will also point out that there's significant litigation going on i believe mr riley may have referenced that and in the last couple of days an appeals court has determined that it would be illegal for a school board to make a policy uh to prohibit um uh field trips or contracts with uh with mr riley um and i would say that if this board had made a decision to cancel the trip or to vote that people cannot go to riley's farm on field
068trips that under the current court's interpretation that we would be in violation of that directive with i think about a half a dozen schools also involved in lawsuits perhaps by next spring we'll know whether a school board can make a decision to exclude any particular provider or vendor based on first amendment issues so with that the motion has passed yes turn your microphone on if once only one side of our elementary schools are going that's true so my question is if none of the other schools are going not not that they have to do all the same thing but i i i'm wondering why on one side one side it was because usually they'd all do activities together and we've seen that in the science camp when they do it different ones but only one
069site is choosing to go this year and i know it's an asb function as was told to me and so it's run through the asb and not through the same because the parents have to pay to be able to attend but our parents aren't allowed to go i don't think i don't think that's correct that parents are paying uh there was reference in the flyer to if students wanted they could bring twenty dollars uh to spend um at the event but students aren't paying for this trip i i do want to offer to the board that our principal and some of our staff from the site are able to answer any questions that are available for you if you would like to address any of the questions to them so no one has to pay
070to go no one pays 25 dollars can you come to the podium please if you the asb is helping to fund but we are asking um parents to pay 25 dollars but they do want to attend but for the parents to attend no no for the tickets for the students is this a field trip or is this an excursion uh it's a field trip okay so it's curricular related yes years at our school and it's related to we've read the novel historical fiction novel the great horned spoon related to the gold rush and done a thorough study of the gold rush and now after two years of following the guidelines we wanted to provide this is for the kids this is not about politics this is something that we wanted to do for our kids
071and they we saw the light in them from studying about the gold rush and now we get to offer them a hands-on experience that that has been nothing but fun for the kids in the past and i just as a teacher in a pandemic we're finally getting back to normalcy we really just this is for the kids yeah and i don't think i don't think anyone's questioning that i think i mean there's a lot of things you can do for kids and there's a lot of field trips you can do for kids that's that's no one's questioning any part of that of what you want to do for the kids the the only question i had is i thought it was funny that one side out of seven is going and we actually decided just
072about three weeks ago that we wanted to move forward with this because it's been so difficult to get a field trip planned and and going so we kind of got together and said you know what let's do this for our kids let's make this happen and if we need to charge for tickets we can see who's able to afford it if someone's willing to make a donation for families that aren't able to afford it let's see what happens and we do have some asb money for those that aren't able to pay at all um so that everyone that wants to go yeah under under lauren kennedy three two of my three children we've been going for ten years they've never volunteered for both of those and i didn't see anything in a program i've been
07326 years in vermont unified 19 years teaching fifth grade um now in fourth grade and 18 of those 19 years minus the pandemic and we've gone to riley's farm fifth grade i think this year chose not to go every grade level all the time i've gone has always gone to riley's farm this year fifth grade is choosing to do their end of the year field trip because that's a big deal for those kids because we're going to move middle school and in 18 years the only opinion i've ever heard mr riley says at the end when he stands up that freedom isn't free and now we fight for it and that's the only opinion i've ever heard them say it is always about the kids about learning about the revolutionary war and now it will
074be about the gold rush now they do run around with some loaded sticks and the kids dress like miners and they get to experience what life was like during the gold rush it's an awesome experience this is one of their favorite experiences and not only that the cost is so much cheaper than any other one so if the parents are paying for this this would be less out of pocket than any other field trip they're going to go on just on bus costs alone this is our community this is our backyard and again his political views have never been shared the experience that the kids will get through this this is living history what's the cost of since miss poulter brought up the question it was allowed by the chair what's the cost for a
075field trip per mile on the bus it used to be seven dollars a mile wasn't that kenny the bus is the costly part i know that that's why i'm asking how in the miles but some people don't realize 100 miles i'm backing you 100 on this one because like i said i my experience being there and witnessing it is what i'm speaking from it's not the political agenda that's out there right now what i do want to know though is from my from the cabinet is what we're charging per mile for a bus because it helps people realize how expensive it is to transport students anywhere that is more than a 10-mile journey and it does it gets extremely expensive on a school site especially as a principal with a very limited budget you have
076title one that sometimes doesn't even allow to offset the cost it's a nightmare but if the parents are paying for it yeah just we can get an answer to what the transportation costs are um for for the event i agree with the lady that said something about calico too i i i love calico but the mileage just to calico you're looking at a school about spending five thousand dollars just for a bus to go there and back okay let's not get into an argument um as to the costs um i think we need to look into that issue it's my understanding that if this is part of the curriculum there cannot be a fee associated with it that's why i asked if it's a field trip a field trip is part of the instructional program
077an excursion is like these other people going to castle park as a reward it's not instructional so staff will look into the distinction there between this event and i understand people have been going for 20 years and 25 years i would ask that the staff that goes now make sure that you view this event both what you see and you hear and what the students do is appropriate to the curriculum as you know and what you might get at high school understanding about uh the gold rush in high school is going to be much more complex and you're going to have many perspectives on on various roles and so forth that fourth grade ninth graders are going to have something that's a little different from that but i want to make sure that it's consistent
078with state standards and that it is an environment that is instructional and that it's instruction about a fair representation of history i have two questions if i may um all students are going correct if they want to go doesn't matter if they pay or not correct correct it'll be covered by asp or some other funds if they pay five dollars one dollar twenty five dollars they're going correct that's my understanding of past practice and i would accept or expect to be continued all right um your experience as a principal and working as a colleague with the other elementary principals do you all go on the same field trips every year no no i don't i don't remember that being the case every team kind of decides where they wanna every team right fourth grade first
079grade and sometimes they overlap because there's only certain options available to you right okay thank you like we didn't know we're like but we need to go on a field trip let's just try and so maybe others you know it's like this is the first time in two years that we've got it's it's like okay yeah we can do this oh my gosh our kids are going to be so excited so maybe that's why we're the only school or but you know this is kind of new again well since since everybody else chimed in and just like to make a comment that both of my kids went to riley's farm as well i went to both of those field trips with them and there was nothing political about them and it upsets me that people
080want to politicize this sort of thing because i'm with mrs griffin this is for the kids that's what we're here for and they're going to be super excited to go and i hope you guys really enjoy it thank you and i truly hope and i think this is the same as the board that this experience doesn't mute your attempts to bring field trips in the future right those are the greatest things that we can bring to our kids that are realized that it holds mr heavy did you want an answer on the bus charge yes it is 55 per hour per bus for a weekday and 75 an hour on a weekend per purpose thank you um okay so moves us into item 13 instruction and support services okay is this one we're gonna have
081um yeah mrs harbaugh will introduce the presenters but the public the public hearing yes so um and i have two pages of exciting stuff to read regarding the public hearing so we'll open the public hearing at 7 21. pursuant to the charter schools act of 1992 the governing board of the beaumont unified school district is required to review and authorize requests for material revisions to charter petitions for charter schools for which it serves as the chartering authority the district governing board approved the charter for mission vista academy charter school in 2019 for a five-year term which was extended by law for a two-year term through and including june 30 2026. mission vista delivered to the district office a charter petition requesting material revisions to its current charter pursuant to the charter schools act material revisions
082to a charter schools charter are governed by the standards and criteria applicable to initial requests for a charter and at the time of any material revision to a charter the revised charter must must include a reasonably comprehensive description of any requirements applicable to charter schools that were enacted into law after that charter was most recently granted renewed or revised the timeline for the bohr district board's consideration of and action on the request for material revision started with the submission the district governing board is required to hold a public hearing within 60 days of receiving the petition and then take action on the request within 90 days unless the parties agree to extend that timeline to 120 days the parties mutually agreed to have the district board conduct the public hearing and take action on the
083request for material revisions at the march 22 2022 board meeting tonight the district board will conduct a public hearing on the provisions of the revised charter and consider the level of support from material revisions to the charter the primary purpose of the request is to change the governance structure of the charter at the public hearing the focus generally is on the gathering of input from the public specifically including district teachers and other employees and parents regarding the proposed revisions in any presentation that the petitioners may choose to make regarding the requested material revisions tonight's meeting will proceed as follow first the board will open the public hearing second mission vista will be given 20 minutes to make a presentation to the board third upon the conclusion of mission vista's presentation the board president will take
084public comments on this item the total time for comment from each participant will be limited to three minutes the total time allotted for all public comments on this matter is 30 minutes fourth board members may ask clarifying questions to district staff and mission vista representatives the public hearing will then be closed at this time i'm opening the public hearing on mission vista's request from material revisions to its charter so we'll change that to 724 i invite mission vista to make a presentation on behalf of mission vista and the request for material revision please start by identifying who will be speaking on behalf of mission vista and i would like to invite uh amy davis our executive director of mission vista to do the presentation hi again thank you for having us again tonight um you
085guys have met me before i'm amy davis senior director of mission vista academy and i have erica yes hi i'm erica vandersfeg assistant senior director of mission vista okay let's see okay so i know that you guys all recently read the petition so i wanted to just give you a quick summary of who we are and right now we are serving about uh 4 330 students in tk through 11. um our whole model is non-classroom-based independent study and we serve riverside county is our biggest county and some of san bernardino some of san diego and some of orange county and you can see our percentages there of our demographics and right now we have about 272 current employees 139 of them are general education and 38 are special education and this slide just shows the
086purpose of bringing you the material revision which was to go through the initial petition which was back in 2019 bring it up to speed with the laws that have been passed since then we've added some description of our curriculum pathways um at the time that the petition was initially submitted we had not yet been accepted into a selpa so it it was a different selpa in the petition so we've brought that up to el dorado charter salpa we have updated our bylaws that our board has passed that are compliant with government code 1090 which was a requirement of charters after 2019. we have raised the minimum coverage for indemnification as it's listed in the insurance section described the vendor background check process it includes a description of how we share staff with two of our
087other schools um and yeah so those are the highlights i think that you've seen in the red line that we wanted to point out and then we are so pleased that you have the uh that you've provided us a facility at glenview your glenview high school location we would plan to use that facility for parent-teacher student conferences some health screenings special education assessments of our students in this area and when we had in-person board meetings we were holding them in a conference room over here in the district office and we would love to have that occur when we go back to in-person board meetings occur in that space and then we've got a lot of instructional materials that we could store there that would be very helpful if we had that available so that's also
088in the petition as well all right and thank you for taking consideration okay thank you you may be seated um are there any public comments we did have one student speak earlier okay if there are no public comments then i'll ask the board members do you have any clarifying questions for either the district staff or mission vista representatives if you go to page 16. let me find it there was one sentence i did not understand i read it multiple times and mr hubby i was actually going to ask you because your diction is amazing there it is the charter school shall maintain accurate and contemporaneous written records that document all pupils attendance and make these records available for audit and an inspection my understand it sounds like you're going to have multiple records available that
089are at one time but contemporary contemporaneous is also saying that there's an end to it as well so i was confused on what that sentence means please wait till you get up to the mic because we're recording okay um yes so that refers to our attendance process and that language the contemporaneous log comes from the audit guide for non-classroom based independent study schools so you're seat based you take attendance when the kids are there and when they leave campus they're you know absent so for us since we are virtual attendants there is two ways that we have to verify attendance and so there is a log that the student or the parent that's verified by the teacher that has to be inputted every single day that school occurs and you need to maintain this work
090record that shows the amount of work that's occurred and assigned and turned in per learning period so that's what the auditor requires that we maintain to prove our our students are attending so that that log and then that work record we store them in our student information system so that they are available at any time but we have certain deadlines that we hit you know when this learning period ends after 20 days then the teachers need to upload that work record by you know the next week and then we go keep going and then that's how we maintain the attendance okay and that's coming out of it of a manual on how to operate yes to receive a portion yes got it okay thank you thank you thank you mr sanchez and it's evident that
091um having to bring their um petition up to date was a task that uh was uh a lot uh so i mean anyway uh any other comments or questions then at 7 31 we will close the public hearing and i'll ask if there's a motion regarding approving the material revisions and adopting the resolution for mission vista academy i'll make the motion second any discussion at this point i recall when you brought the initial petition the the students who came basically talked about field trips um are you going to any local places [Laughter] okay okay that was rhetorical so let's proceed to the vote and the motion passes with five yes votes one absent congratulations and thank you for all of that work okay so we'll move on to 13.3 a presentation on the a to
092g completion improvement grant plan mr breyer good evening board president hubby superintendent quiche board members cabinet colleagues and community members i'm here tonight to talk about the a to g completion improvement grant program this works awesome so this is absolutely a an example of our of the high quality educational opportunities for all students within schools in beaumont unified so some background about this the a to g completion improvement grant program is a component of ab130 that was passed earlier this year and the intent is to provide additional support to school districts to increase their a to g eligibility specifically for our unduplicated pupil population now i know our board members are are very familiar with a g requirements but for community sake i wanted to make sure that everybody understood the 8g requirements are the
093uc and the cal state admission requirements so it's something that is there the core academic classes students need to get a c in those classes to be a to g eligible this is a breakdown of each content area and the associating letter requirement and recommendation for either the the uc or cal state system also to provide some context since this is an improvement grant this is our for the 20 2020 2021 a to g school data so um obviously beaumont unified school district at the bottom is 52.5 percent and i have some historical data to put that in context as it relates even to the county and state but this is a breakdown of our our a to g rates uh with including our graduation rates just so you can see kind of a comparison
094of how those those percentages um compare this is also a breakdown of our designated student groups and uh groups by our students by raythen as race and ethnicity so our graduation rates and the uc and cal state the a-to-g requirements percentages are there don't i won't go into too much detail into this but if anybody has any questions i'm absolutely more than happy to address this specifically with our unduplicated people population so our students in that that in the category of the boxes at the top of the chart those are really the students that this money is intended to support so this is our our ag completion rates since 2007-2018 there's actually a reason to celebrate these in part because we do have a trend of increase and this would actually this last year was
095the first time at least in this span that our a to g completion rates were above both the county and the state level so beaumont is in our the beaumont blue riverside county is in a little bit lighter blue and then the stay rates in that gold column so last year we were at a 52.5 percent overall district-wide as compared to riverside county which is 49.8 and state of california which was 51.8 so there are actually two components of the j the a to g completion improvement grant program so the first is the access grant and this is granted to school districts who are receiving supplemental funds but their age completion rate is less than 67 percent the second piece is a g loss mitigation grant and this is specific for students who received a
096df or failing grade in an atg course in the spring of 2020 and throughout last year's school year so essentially any students who were impacted by the school facility closures and with each of those the access grant and the loss mitigation grant there are specific recommended and intended purposes for those funds this is just a real brief timeline so we needed to develop the plan so this is an information item tonight that we will then approve at a subsequent meeting we need to have report our progress so i will i will come back before december 31st 2023 and give a report to the board on how we're doing on this the funds run through the 25-26 school year and a final report and the the state has not decided exactly how they want this to
097be done other than it will be a report at least given to the board prior to august 31st of 2026. so i had an awesome opportunity to work with specifically our secondary administrators and counselors to to look at what are some of the challenges opportunities that we have to improve our a to g rates and and so these we kind of broke them into themes because everybody had some really awesome recommendations the first is is looking at our data and internal processes and this is just making sure that what we're reporting to the state one is accurate if we don't have accurate data we can't tell the accurate story as well as utilizing all the digital tools that we have at our disposal to their maximum capacity so that we can increase our efficiency and
098we can spend our time where time needs to be spent really focusing on our students high school readiness is obviously a connected piece of this when we talk about our tier one instructional programs there are a number of skills that students need before they even get to high school so what does that look like even at our middle school level helping with system navigation because they don't understand the concept of credits for example even the language of a to g is totally new transcript analysis getting students and families to look at those transcripts and understand what everything mean and then those those discrete and critical skills necessary for success credit eligibility credit and eligibility recovery this is where looking at even things like summer school will be a little bit different in the past most
099the time credit recovery has been specific to students who have failed courses now we're talking about a g eligibility require recovery which is those students who got a d in the course encouraging those students to retake the course so that's where if you look at kind of plans of action the motivating piece educating families supporting and motivating them while increasing our options not all students have the ability to take summer school they may have more courses than they they may have more courses to repeat than they can in summer school so how can we do that during the course of the school year either before the school day after or even on the weekends with those options looking at master schedule barriers and patterns is a big one that we're looking at in fact i
100had an awesome meeting today looking at our math sequence math is a challenge statewide and so looking at our third year of math in particular are there options a to g options that we can have for our students that may increase their eligibility so that's just one example that we'll look at access to ap testing so funds are can be utilized to support increased ap testing as well for students with the intention that if students are not fearful that they're going to have to pay for a test they can't afford they'll more they will be more likely to take the ap course beaumont middle college high school is on there because middle college support is actually something specifically referenced in in the program agreement plan uh communication culture making sure that everybody is aware of
101it so whether there's a g marketing campaigns consistent district-wide messaging but specifically family outreach and educating families on how to support their child and then us providing support to them and professional learning so the american school counseling association is which i know ms wolter is is aware of is really about a proactive and data informed approach to school counseling and so how can we support our counselors to support our students and that goes to even the effective use of our digital tools avid overall our students at least from our self-reported data have higher a to g rates than the rest of our student population we don't have an exact number because some of our even data accuracy piece our students aren't tagged yet to track them to that degree but in our self-reported data that
102we give to avid every year 90 plus percent of students are on track to be a to g eligible when they graduate and then of course advanced placement as well as grading practices and these were all things that secondary counselors and administrators said that either were a challenge or an opportunity for us now the accompanying budget and there is a plan that is attached to this that will be sent to the state at some point when when they when they tell us the the directions on what they would like again this is a five-year plan and it is somewhat of a flexible budget you'll notice obviously within the 21 20 school year or 21 22 school year there's very little budgeted in part because when we received the funds we received the funds about a
103week and a half ago or at least where you know how to even budget anything and even items like summer school we have the opportunity with other money to have a very robust summer school offering and a component of the 8-g completion improvement grant program is this has to supplement not supplant and so if additional funding is needed for example for summer school this summer to increase the opportunity for students to regain their 80g eligibility then we would shift shift dollars to do so and that would be specific to this line that's where the increased access to retake a-g courses there there is nothing budgeting that 21-22 for for that summer school reason but we will utilize that money in the next four years to increase those opportunities for students so overall the the goals
104of of the 80g completion improvement grant program for us are enhance our tier 1 instructional programs promote sustainable systems for all leaders and learners and i consider every teacher and and counselor in our schools as a leader and a learner for that matter capitalize upon the data for informed practices at all levels expand access to and support in courses of rigor we want to make sure that we don't only offer the opportunity for students to to have those courses but that they are successful and and develop some creative solutions for credit and eligibility recovery that maybe we haven't even thought of before and that is it does anybody have any questions mr mitchell okay we'll work our way in this mr mitchell this way okay then mrs poulter uh what percentage is our goal for
105a g completion rate in our district sir uh that is a good question something we're going to collaboratively develop i think that if you follow the trend that we've had a two to three percent increase um you know over the years i would like to go higher than that obviously um and i and i do believe even based on the conversation that i had today with some of our math offerings that we could make significant jumps early and then it's more a matter of how can we sustain that create a sustainable system of support for our students if it's less than 67 you're not going to get the money though um that money will not go down so the the funding that we've been given is because of that that 67 initial benchmark um based
106on the data that from last year but that money will not go down we have the the roughly 743 746 000 to use over the course of that of the five years right um we've spoken to students about here i have a choice ap dual enrollment and what choice are they making yeah and why are they making that choice you know what to be honest that's something that that's a big part of this we want to get student voice involved and so when we're talking about marketing campaigns we don't want to use the adult voice to market to the student ear we want to find out what students what would motivate them to retake a course that they earned at the end what would motivate them to take a college course over an ap course
107are they are they fighting with that dilemma i know that's something that we're even talking about in the conversation about beaumont middle college high school so the the what is what is that difference are there benefits to taking ap over dual enrollment courses for example so absolutely working with students is a big part of this and thank you for your chart on the and reaching out to the secondary sites about challenges and opportunities i really enjoyed the chart thank you awesome thank you mr poulter um on this i wanted to thank you for putting on the master schedule looking at the barriers and patterns because that's going to be a big thing and i i personally think that um when you take that into effect money is going to have to go that way absolutely
108because what tends to happen when you have no money or you need to make cuts or you need to fill a spot some of these more important things that are going to ensure your a through g get cut because only 25 have wanted a class but i think if you put a importance of it in there like you have in here i think it's going to take some money to show that it means something and it's important to do and i'm behind you on that awesome thank you mr sanchez this is going to sound negative don't be negative well it was negative back then because it was my own child and we can put all kinds of wonderful things as like someone also out in the public just said on paper it doesn't really in
109the end sometimes it doesn't mean anything but it's our counseling department making sure they stay on top of the children and the courses that they're taking because even my my my oldest daughter didn't graduate a3g compliant because somewhere along the line she didn't meet the fine arts requirement she was missing one year of a fine arts that that held her back a year in in making up that and then moving on but that was that i take blame for it too i should have known better not to trust a third party for my own child but i did but that's me working on the inside mom and pop out there who don't work on the inside shouldn't have to depend on that so we need i just want to make sure that the people that
110are going to be in charge of rolling this out and working directly with the child have tools that are available because now we have aries there there should be warning signs that come up we have warning signs if it's a behavior problem we need a warning sign if they're missing a component 100 and we have a phenomenal counseling team and they are probably the hungriest group as far as the professional learning and desire for tools um so that we cannot we're not looking at students are they energy eligible going into their senior year we're looking at it okay first semester of their freshman year what does it look like what does it look in having those benchmarks throughout and utilizing some of those those digital tools that we have so that we can we can
111automate systems while also supporting the students and families to be reflective of their own practices so that further down the road when a student has a job they're paying their bills they're not writing checks that they literally can't cash and so it's some of those reflective practices that we feel are kind of life skills though that we're helping that we're hoping to help this as well thank you when students retake a course yes how will it be different from the first time when they were unsuccessful yeah and and that's when we're talking about our tier one instructional practices and this is this is the way i looked at this is more like system work right so how can we improve the systems of supporting our students and so they are they're absolutely going to need
112if they struggled the first time what was the struggle was it because there was a deficiency in understanding was it they didn't really have the motivation they didn't connect with the material the teacher what was going on and so in part it's figuring out what that issue was the second time they take it they're not just getting it a second time so 100 agree and that that's where the i didn't necessarily break down the budget for the the increased opportunities because we want to be creative we want to work with our students too and so we i have a list of every student that could possibly need to retake a course and so part of it is surveying them what what do they need you know what support is it and maybe if we told
113some of our teachers that if you don't help this kid pass you get him again i don't know okay i didn't mean that mr moore is okay i didn't i didn't put that in the back okay okay thank you appreciate the work that's going into this plan and look forward to getting the money and executing the plan with fidelity does that sound like an educator yes sounds good we like that thank you very much okay 13.4 approve an agreement with riverside community college district for k-12 strong workforce grant application titled the inland empire desert regional consortium 22-02 so is somebody going to speak to that um i know that dr brown's not uh here tonight oh how about mr it's been a while um yes we're super excited there's actually two components of this for
114the the k12 strong workforce program um that that we're going to be accepting funds um i know we had announced that that we would be receiving these but this is going to be the official receipt of of those grants so this one's specifically for the career readiness program which is a continuation of the position that was started a year and a half ago now excuse me just just a moment officer fowler you may just escort those ladies out and then you can conclude your service tonight thank you thank you thank you mr breyer no problem so so there there's been kind of some revisions in the letter so the the exact dollar amount that was announced uh initially both for the uh the k-12 strong workforce career readiness coordinator and for the improvement to our
115manufacturing and engineering programs uh the dollar figure's slightly different but we're still at a little over 1.4 million that our cte programs will be receiving career readiness coordinator specifically is for work-based learning opportunities so specifically internships externships apprenticeships how we can increase those community connections so that students can apply what they're learning from the classroom in the workforce this is laura okay that we currently have someone in that position this is just going to extend that is that correct correct in fact it not only extends but it actually increases the budget associated with that position so even things like promotional materials um even additional clerical support things like that we included in the second round recognizing that the last year and a half we a lot of businesses were closed and so our ability to
116communicate was not it just we couldn't play students there so now as those opportunities increase that position needs more support as well and so that is included um in the in this grant so when we do this next one for the um engineering pathway does that make 11 at the high school is it still 10 no this is actually an expansion of our manufacturing engineering program as of right now we have a state-of-the-art machine shop essentially and so we'll be to expand that space get additional machines actually do some construction to the the h building and there's a an adjoining classroom that we need we're going to create some some sliding doors or some type of space where we have an innovation lab with 3d printers and some pieces so that students can even create
117models and things like that before they go into like our multi-million dollar machines that are that tend to be a little more dangerous and tend to be a little more advanced so so can we prototype and then teach those skills throughout as well as kind of creating some accessibility addressing some accessibility concerns within our shop so i just i just want to say to the board i took a tour of the some of those classes a couple of what two years ago i don't remember how long it was now but if you haven't done it you need to go see those programs because what's going on with high school is amazing absolutely okay do we have a motion i'll move approval okay just stay up there just just in case there's any questions on the
118on the median books okay thank you that motion passed unanimously five years votes one absent so next is to consider approving the agreement with riverside community college for the k-12 strong workforce grant application titled inland empire desert regional consortium 22-03 manufacturing engineering pathway upgrade uh in the amount of one million dollars any uh if if there's no discussion do i have a motion i'll move approval okay any discussion now or questions thank you okay then thank you thank you we're excited okay and the boat okay that motion passed unanimously with one absent five yes one absent so moving on to human resources uh consider approving the certificated personnel assignment order what's the wishes of the board i'll move to approve one second okay any discussion okay then we'll vote the motion is approved five yes
119votes one absent 14.2 consider uh approving the classified personnel assignment order move approval are there is any discussion or questions then proceed to the vote a motion pass for five yes votes one absent and to approve the classified personnel assignment order moving on to business services um adopt consider adopting resolution 20-21-22-27 for year-end budget adjustments for 2021-2022 fiscal year does sound like a business proposal doesn't it numbers i'll move approval second is there any discussion or questions and we'll vote on the motion to approve okay sorry penny oh they're okay the motion passes unanimously with one absent these are as you know routine end of the year uh processes to allow flexibility to maximize our fiscal responsibility 15.2 adopt resolution 20-21 10 20 21-22-28 for the encumbrance of funds for the 22-23 fiscal year what's
120the wishes of the board so moved a second any discussion and we'll vote okay you still can't spend more than you're going to get well we probably do have a deficit budget but it's a plan okay martian passes five yes votes and 5.3 uh resolution 20 21-22-29 authorizing the temporary transfer of funds for the 22-23 fiscal year i'll move approval second any discussion or questions vote and the motion passes unanimously that brings us to item uh 15.4 uh consider approving an agreement with mission vista academy charter school to use the classroom located at glenview high school what's the wishes of the board i'll move on second okay we have a motion uh and a second to approve the uh uh an agreement with mission vista academy to use a classroom at glenview high school they've
121told us how they're going to use it so let's vote the motion passes five to zero with one absent now you can store your stuff okay our reports is csea here tonight okay mr moore want to speak on behalf of the beaumont teachers association good evening again board members uh thank you for allowing me time in front of you as always um i hope you heard our message from our speech-language pathologists this evening um you know a lot of them are you know frankly there's not this is not the place they want to be having to speak to you to um ask for uh their workload to be reasonable um but they really are kind of at a breaking point so we hope that the district and the board consider their request carefully and i
122kind of want to extend that to some of our other certificated non-classroom educators as well i've spoken before on behalf of our counselors specifically our high school counseling team is incredibly overwhelmed as far as the school counselor portion i understand and we do appreciate the board um having in the district having a great plan to add mental health counselors over the last few years and that's been a great benefit to our students with those specific students but it doesn't lessen the workload of the school counselor as well and the school and the demands of the high school counseling team are very very high and their caseloads are very very high and we've shared some information about that in the surrounding districts and their uh their student caseload for that so as mr sanchez was pointing
123out earlier about counselors doing their due diligence on their transcripts they do do a lot of that and it's but it is very incredibly challenging they do transcript review where they shut themselves in their office for a week pretty much unable to see students and go through transcript by transcript um for everybody on their caseload and it's an incredibly demanding part of the year and not i think one of the reasons they got into counseling maybe to do that so it is something that is very hard and easy for you know one student's i can see fine art requirement to slip through the cracks there uh because it is something and so we do ask that you provide additional counselors for the high school um to help them with that workload and uh support them
124there and this also kind of extends to our other caseload carriers like school psychologists and stuff like that i would encourage the board to look at those caseload numbers because they are very high in a lot of cases for sykes and those people are incredibly hard workers and incredibly professional not one to complain very often but all of our case carrying type certificated staff are under a tremendous burden this way of this year and that includes special ed there's just a lot of demands so we asked the board that they take a look at those programs and caseloads and as they're considering uh class size caseloads and uh class class size caps and other measures to address those things we ask that they look at the caseloads as well so um other than that you
125know i'm pleased that we're getting into almost the fourth quarter and i'm happy to see some of these end of the year events return controversies notwithstanding um and our students are able to go just in general on field trips and go and experience things again and that their teachers are putting in the extra effort to make their year a great one and i think that it's been great for students to be back in the classroom this year and i think you're going to see a result of that with them with their results with testing and other things like that because our teachers have been working tremendously hard and i've heard uh from many of them about the amount of progress that they've been able to make with their students this year which has been an
126incredibly encouraging thing so i'll leave you with that thought tonight thank you thank you mr moore anyone from back me okay made eye contact with a few people but that didn't want to own up to it okay um uh mrs poulter i nothing to report tonight thank you mr sanchez i'm just going to say something about the speech and language teachers when i was in elementary school miss hawley was my speech teacher i remember going to her room and i have to i understand the plight about case loads and then i understand where that point comes from with making a connection and have no idea about the paperwork that's involved but even like the word uh contemporary i can't even say it i have to break it down into the morphams to be able to
127pronounce it correctly but um yeah there's a there's a there's a little special something there in my heart still from way back then and this is holly so thank you for bringing them here today contemporaneous yeah i think they brought him but that's another matter mr mitchell i'll echo mr sanchez i spent a couple of years in speech probably needs to still be there but um i respect the work they do and i know it's a lot of paperwork um uh miss kakish highlighted many of our students are awesome students in beaumont it's important we get out the message about what is going on at our sites all the great students we have all the great work i know we get sidetracked sometimes by a few of these and not to trivialize the issue but
128you know some of the politics and everything going on in our world but um reminded again today at our student of the month uh presentations about how our students are out there that are struggling that are achieving that are making it they're we're so proud of them um it was great to see friday i unlike what some people may believe i do like the arts and i did enjoy my wife and i enjoyed seeing footloos on friday people adults and students put in a lot of work on that and so congratulations to them and to our iss team i know it's not easy to write grants and to get them actually funded so congratulations to them for that grant writing and receiving those grants thank you mrs laura yeah mr mitchell i just want to
129let you know i got to tour sundance elementary um this is and i did that and there was a lot of reference to dr seuss and um that's awesome i just want you to know that it wasn't forgotten and um they're in the middle of read-a-thon and all those wonderful things so just so you know because i knew we're concerned about that and um we're gonna never concerned about what goes on at elementary schools well i know what you said so you don't got to keep literacy it's important it is and so they're they're keeping on doing that so um and we will be touring um anahaz and i think three rings ranch next week or tomorrow is one no thursday and then we have two next week that we're going to tour and then
130tomorrow morning bright and early i get to be a judge for the riverside county spelling bee so i'm looking forward to that for tomorrow and we do have um one of our students that will be participating and this is her second year participating in the county spelling that's all good thank you um yeah we do have some awesome students and one of the benefits of being able to go to the student of the month breakfast is the students not alone in celebrating their success they share whether it's their counselor their teacher or even the school secretary who has become that adult in their life that's helped them overcome the barriers that that they have so it's always inspiring enjoy that gabriel from beaumont high school in tiani from glenview high school it's exciting and gratifying
131to see them and to see that they're grateful and appreciative for the education and the growth that they've had when they've been in our schools um also um i want to recognize the girls softball team at beaumont high school they're 10-0 right now and rated fifth in the region also was able to see a foot loose and so the students were awesome and so thanks to karen and george hosfield uh miss barnett and mrs wright for their their leadership and all the others uh who were involved in uh those huge events that they put on uh always very entertaining um i think i'll leave it at that and i will adjourn the meeting at 808.
