so we're gonna get started in a minute we're just waiting for one more director to come in sorry for the delay mr fusco can you hear me mr fusco test test yeah i'm here can you hear me we can thank you yes all right we're going to get um started this evening i'll call this meeting to order welcome to tonight's action meeting we're going to start off first with the pledge of allegiance please okay we're going to have some proclamations this evening first up is the national german exam with uh andrew baker presenting tonight good night breaker thank you so much for allowing me to be here today to um recognize the achievements of the students who on this past year of the 2022 national german exam performed admiral admirably enough to meddle either gold
bronze or silver this national german exam is not an easy task it is a um it is an online examination that encompasses all different kinds of testing materials spoken authentic spoken materials such as podcasts or something along those lines news reports and letters or advertisements often as an easiest way to compare i just say it's like the german keystone exam for english it's just the fastest way to make it understandable but it really engages the students in a way that challenges their modern day understanding of not only germany but also the german language um i know that if i had taken this as a student i would not have been up here tonight um so i just want to take this time to recognize the students whether they're here or not with their awards and
their levels first student is isabella catneys she received the silver award on the level four exam [Applause] next student is hannah cox she also received the silver award on the level for the highest exam [Applause] thomas pyle received the bronze award level 4 exam but he cannot unfortunately be here tonight i understand there's a big concert over at the high school owen leary received the bronze award level four example [Applause] sarah sichter received the bronze award level 4 exam she also unfortunately can't be here tonight alex cravener received the bronze award level 4 exam [Applause] zachary ebbinghaus also received the bronze award level 4 exam but unfortunately could not be here max wine received the bronze award level 4 exam and was unable to make it tonight but we also have tarun ayangar who received
the silver award on the level 3 exam [Applause] isha vellaga received the bronze award level 3 exam but unfortunately cannot be here tonight and nathan schlegel also received the bronze award level 3 exam and is not in attendance tonight so thank you so much for allowing me to take this time also i'd like to just selfishly say thank you to everybody here for continuing to support the foreign language department the foreign language programs that we have at north penn this is my last year as many of you already know i'm it's very hard to uproot myself from uh the place that i love to work in the place that i love to be but thank you for the last 10 years i'm very very appreciative thank you all good evening my name is noriko coyle
i teach japanese one two three manas and ap japanese classes each year my student participated in various language competitions this year due to the ongoing pandemic related issues we had fewer events to participate however my students participated in national exams last month so national exams consist of very authentic materials such vega had mentioned earlier um they're very authentic such as email exchanges um the textures blogs train schedules and advertisements and in those things in entirely in japanese so you can imagine it's very very challenging um so i'm very glad i'm happy to say um a total of 20 students received outstanding achievement award tonight students who are here they received gold silver and bronze the first student is lily level she's a 10th grade student and received gold medal in level 3. [Applause] next student's
the emily courtney she's the 11th student grade student and received bronze at level 3. next student's cassandra amador she's an 11th student 11th grade student and received the server at level 2. [Applause] and casey hong is unfortunately she's not going to be able to make it tonight olivia hanegan she is in 11th grade i'm sorry olivia is 12th grade and received bronze at level 2. i think i gave gianni cacey he is in 12th grade and he received bronze in level one [Applause] i'd like to thank a north spain community for allowing me to be part of a student's educational journey this is my last year also and i have really enjoyed working with my students for the last 23 years i would cherish all the memories that my students i made together i'm very
honored to end my professional career at north spain thank you so much okay that was very nice so can we get one more round of applause for our thank you all right next up we will have the audience of citizens so tonight's meeting is our regularly scheduled action meeting in order to meet the requirements of pennsylvania's sunshine law it is necessary to record the names of all citizens who speak to the board during the meeting to ensure compliance with this requirement it is essential that those planning to address the board state their name and municipality members of the audience are asked to limit their questions and comments the board president may ask an individual to yield to the next speaker so with that i believe there is two that are already signed up ahead of
time this is bronchio and mrs gad right mrs patricia do you want to start i'm sorry i can't hear you three good evening my name is pauline braccio and i live in townmanson township i know that i was at the commissioners meeting this morning i know that they're gearing up to make the covid thing a real big deal again probably in time for the november elections um but i wanted to point out as i did this morning not this specific but a couple of things in australia they have a seventeen hundred eight percent increase in covet deaths four out of five of the people dying have been fully vaccinated that's 80 of the people who are vaccinated or dying versus 20 percent of the unvaccinated from covet i also found this chart today by uh
it was on coffee and covid dr childress and this is from chicago and the source is the california department of health and what it shows is and i don't know if you guys i have copies for all of you if you want it but before you start masking kids again in the fall which don't work and the cdc has already explained that they don't work the cdc has also explained that the vaccinations are they don't last we know that and this is the chart when the kids started getting vaccinated in november four months later in march when they kept tracking the uh cases of getting covet the children who were vaccinated there this is the red line and theirs is much higher than the blue line of unvaccinated kids so when the vaccination wears off
they actually their bodies were even less able to fight getting that coved so um you know i just don't i don't i'm just kind of like trying to head you off from doing what they're going to want you to do because christina miller from the montgomery county board of health i made my statement of course because they do that ahead of the agenda and then she comes up and says the exact opposite i said and so does valerie they just keep trying to say that the vaccine is safe and effective it is not there are hundreds of athletes children and adult athletes dying on the field of play you all should know that by now it has been in the news extensively um also as i said in um in australia i told you just
now that 80 of the people who die from covid have been fully vaccinated and boostered the other uh statistic i have is that if you've been vaccinated and boosted you're twice as likely to die from covid if you're boosted another time you're three times as likely to die from covid this vaccine is not safe and not effective they're trying to normalize heart attacks in children it's not normal for children to have heart attacks it's not normal for children to start getting hiv so they're trying to really you know make everything normal so that you accept it please don't accept it this is brought you thank you your time thank you is there anyone else that would like to make public comment this evening mrs god you were the second one that signed up roseanne gad
lansdale now that the coveted relief fund is really not needed what is it being used for another covid scam prior to the election come the school year perhaps infrastructure salaries psychologists etc some deep diving and research will tell you it's being used to further brainwash and groom our children let me explain has everyone heard of cdc yes the one that put us on lockdown and has since been exposed for lying about all the coveted shenanigans the cdc and the world economic forum are promoting social emotional learning critical race theory and comprehensive sexuality education also known as cse cse is defined as one of the greatest assaults on the health and innocence of a children the ultimate goal of this program is to change the sexual and gender norms of i'm sure you heard of the
word groomer a groomer is an adult thinking it's their moral duty to stand between the parents and children about ideological matters when it comes to marxism sex and gender preference without parental consent these agencies are unelected officials that should never be part of the united states especially within our school system and just to be clear crt sel and cse are not actual classes it's just strategies embedded in all subjects why are we telling children that white kids are privileged and racist why are minorities taught to be oppressed divide and conquer is clearly the plan remember your job as a district is to educate our children so they can read write communicate effectively and problem solve not only in math but in life situations your job is not to politically morally or philosophically indoctrinate our children
this district is using the equity curriculum to turn our children into social justice warriors the united states constitution and specifically the due process clause of the 14th amendment protects the fundamental rights of parents direct the care upbringing and education of their children the school board's mandates are endangering the health of our children we are no longer able to protect our children when they attend public school the school system now is based on critical race theory social emotional learning comprehensive sexuality education and offensive material that is brought in by this board and distributed throughout the schools in the district you allow distribution of offensive materials and actively push the lgbtq plus agenda in our schools you are in direct violation of the geneva declaration which is an international treaty that protects our children's rights to health
and in education our founding fathers believed freedom comes directly from god as well as equal protection for all under god one of our founding fathers benjamin brush believed and advocated that public schools should teach children to love and serve god country and family thank you maybe if you took the time to understand the real constitution [Applause] is there anyone else that would like to make public comment good evening mr altiri good evening everyone vincent altiri lansdale pennsylvania i'm going to do my best to not get cut off here so first off i appreciate everyone's comments and i've had a lot of time to actually go through countless hours of board meetings and i've come to the conclusion that i have actually just totally given up trying to provide facts to the board and while i
appreciate all the all the concerned parents and taxpayers that come up here and continually try and reason it's just a waste of time and i'm just not interested in wasting any more of my time so i'm going to get to the points i have specific demands and they are to you madam presidente number one by monday i would like in my email and you have my email address i know you do even though you've ignored most of them i would like to know how you are responding to my request to understand what was said to my daughter is either illegal immoral wrong unethical you pick which one it is but i want to respond to that number two by monday i want a response to me to my email that specifically addresses when you had
said last week that the meetings were canceled and we're going virtually okay coincidentally as soon as the mass mandate became res was removed i want to know in the past five years i want documentation that every single facility in montgomery county was full you said it i want proof in seeing that and then i have a request of you mr saraki i kindly request that i've been provided additional information about the kobe clinic that is going to be built in montgomery county i believe okay if you can't provide me specific specific information i ask that you provide me where i can locate that information because i am i am of great concern that there might be a conflict of interest with a board member in regards to how that covert clinic is going to be
funded and that is a concern of mine and i would prefer to see that so those those those are my requests i'm gonna i'm gonna watch the rest of my meeting virtually because again i've come to the or i should say on youtube because i realized that all of what we're doing up here is an absolute waste of time i'm not interested in wasting my time anymore thank you very much thank you mr altery i think you emailed me twice and i responded both times i responded to you about your daughter and then you were emailing me about your school board run and i responded to you about that you you will have the opportunity to respond respond to a petition that will be filed to remove you because that's what you deserve to be
removed that's fine [Applause] good evening mr lanier jason lanier lansdale um just going to just jump off on last meeting we had and i guess mr summers you can help maybe answer this question under what jurisdiction or authority does the school board enact an equity policy i've read the equity policy you've written and i've looked at the 35 policy numbers here but these all return refer to internal policies so if you go to what the psba said they said in absence of a state or federal requirement for education equity the authority section is based upon the board's authority to adopt an equity policy as well as direct administration to implement equity policy the board is too committed to the provision of equitable education system that reflects the principles fairness justice for all students regardless of
their gender race ethnicity socioeconomic status english learner status disability or other characteristics where does the psba is not a legislature you guys do not have the authority to write an equity policy am i wrong here mr summers is is there a state a law you can you can education act somewhere in the education act that says that you you can enact at equity policy because i found a lot of things that seem to contradict the equity policy and i can list those out for you in terms of what you are not supposed to be doing as a uh as a school district including indoctrination so i want to know what is the point of of of enacting this who does it benefit nobody who's benefiting from this let me ask you individually then if any
one of you has a a child or grandchild who is of school age and you have a neighbor that you know but not so well ask you them about their sexuality how would you feel i'm assuming that you that would not be a comfortable conversation you would have with your neighbor now is this sort of thing happening in the north penn school district because when i went to the the the lbgt conference that you had last week it seemed that like that was the push is to talk to kids about their sexuality is that happening currently no they can certainly answer me i i can read you the the part of the sunshine live says you certainly can answer me i can certainly ask you a question but you choose not to answer the question
so what is what who does this benefit how are we talking to kids about topics that are probably way beyond their comprehension especially in the younger ages how does it benefit them and is it legal i don't think it is thank you mr lanier i think we'll take our legal advice from our attorney we'll take our legal advice from our attorney who went to law school thank you i i can is there anyone else that would like to make public comment okay thank you moving on next up is the approval of the minutes from the april 21st 2022 action meeting do i have a motion to approve please so moved second motion by mrs ramich was that seconded by mr mcbain okay any comments or questions seeing none all in favor say aye any opposed

week one significant piece of legislation which we discussed at our last meeting house bill 2169 passed the house and is ready for the senate's consideration upon their return as a reminder this bill as written would establish mandated voucher savings accounts which would drain nearly 170 million dollars from public schools as well as forbid the state from setting new requirements on the non-public educational institutions that would receive these funds at the federal level we're also keeping an eye on the usda's expiring meal waiver program our coordinator of nutrition services ms froelich will have more information on that on that topic as we enter this next week at the finance committee meeting on tuesday and finally a big thanks to so many neighbors who came out to vote earlier this week our community and our schools deserve

all in favor say aye aye any opposed motion carries thank you dr dietrich okay next up then will be the finance reports mr scrocky please thank you madam president uh just for the community's benefit the school board did pass the proposed final budget at last month's action meeting actually i should say earlier this month at the board work session the proposed final budget reflects a 3.4 percent tax increase for montgomery county property owners for the upcoming fiscal year revenues are 294 million dollars with that tax increase and expenditures are 299.8 million dollars that does leave a deficit budget of about 5.8 million dollars but we did outline a plan in the work session and in prior finance committee meetings that we do have a pathway to break even at the end of the year the
final budget approval is scheduled for june the 16th and dr bauer wanted to make sure that i did remind everyone about the tax rebate program tonight and mrs stone i actually had an opportunity last wednesday to attend a public appearance by governor wolf who is proposing a 200 million dollar increase to the state property tax and rent rebate program and at that public appearance mrs stoll was able to come up and speak a little bit about the north penn rebate program and governor wolf actually gave us kudos for our program that we have here so reminder to everyone in the community if you are eligible for the state property tax and rent rebate program you are eligible for north penn's program we've had over 400 individuals benefit from the program this year and the board
has already approved an increase of the rebate from the current 60 all the way up to 75 percent next year and should the governor's proposal receive legislative approval at some point to double the state rebate amount that will be an automatic increase then for the individuals here at north penn school district so we're hopeful that does get passed by the legislature the governor did reference that the 200 million dollars is only about 10 percent of the total federal stimulus money that the state still has to spend and needs to be spent within the next two years in terms of the finances for north penn school district for the month of april cash receipts in april were 5.2 million dollars while disbursements totaled 18.1 million dollars we had a cash balance at the end of the
month of 104.2 million dollars and that is two million dollars higher than the same period last year i'd like to recommend approval of the treasures report for the month of april 2022 through a motion second questioned by mr casa and seconded by mrs ramich any comments or questions yes madam president uh mr scrocky just because it it's been a long year um but these these budgets seem to to go by quickly uh compared to last year at this time uh could you remind me what our deficit projection was was it six million approximately six million dollars that's the current fiscal year that we're in now but we did outline many times in the past couple months at our finance committee meeting that we're confident that we will break even or maybe even finish in the

stop at the high school last saturday it was absolutely amazing we had about 15 50. i want to say 1551 something like that students from k-6 all of our elementary schools are invited to participate in the triathlon so students from all abilities they bike they swim and they run and this year was the first time they could actually run on the new track the smiles the cheers it was just incredible i was able to stop by and i couldn't even find a parking space because it was just packed we had about 100 volunteers there and i have to shout out our phys ed department the elementary phys ed teachers show up at about 4 4 30 in the morning after working all week and they were there i drove by again on my way out
to dinner on saturday at about 6 p.m and they were still there in the rain kind of cleaning up but it is absolutely amazing the students love it and it's just great to have it back and just see it continue to grow and see so many people out grandparents parents aunts uncles siblings cheering you know the kids on so if you haven't seen it you need to come it's always around the same weekend in may so you're all invited it's a great community event and one that i don't think anybody else is doing in any school district that i know of so congratulations to the students and the teachers all the volunteers a lot of retirees were back it was great to see them and again big shout out to the phys ed teachers and
jackie giamarco who supervises them thank you so much for that update and it is uh wonderful this has been going on for years if not over a decade correct so well it's nice to have the community use that type of facility as a center is it true also that if we've been requested to use it for a track and field meet as well did i see something dr baldwin i haven't heard that okay um i do know that there are neighboring districts requesting for football season in the fall good to be on the other side yeah all right thank you right it is good to be on the other side so and we have gotten a lot of complimentary emails about that event so it was really nice um yeah so thank you for that
update i just want to say as a parent who no longer has elementary school-aged children i missed not being there because there is no other event as a parent that that just it's so perfect in so many ways it teaches the children resilience and hard work and effort and and you you just made a comment about how early in the morning and how late at night the the pe teachers were there but one of the years my daughter did the program they're also magically in the right place at the right time for their students so my daughter fell off her bike and her pe teacher who knew her name was right there when it happened and said the words to her what are you going to do are you going to finish this race or
not she got back on her bike and she finished a race and that is our code word for what do you what are your what choice you're gonna make are you gonna persist and and so yeah just it's such a magical event still to this day and even even now um after having kids who got to participate it's it's really wonderful that's nice okay is there any other business anyone else wants to discuss seeing none then okay we'll have our second audience of citizens is there anyone that would like to make a public comment at this time mr summer should i read off the statement again or is it still right it's fine okay pauline baraccio from thomason township i would like to um address steve and todd steve strockey and todd bauer you both
wrote to me and said that the reason the meetings were not held in person was because all the older auditoriums were being used there were some parents who did go around and check at the schools and there were none being used or very few there was in other words there was a place to have the um meetings in person but when i did come on and zoom there was a woman who named whose name was margaret burke i had spoken about having classroom cameras and when i did that she basically attacked me well there is no such thing can you not call out fellow okay but i already did so i wouldn't say that i'm asking you not to so there is no expectation of privacy in a public school classroom so that's done the
other thing is these teachers i was also at the equity thing a week ago and um i was not allowed to express my opinion how about that you know these these people are supposed to be able to come and tell us anything shove it down our throats but then when somebody who is there to uh try to understand and say something um i was just totally shut up in fact dr waters took me and somebody else away from the meeting um so that we couldn't talk anymore there i you know it's kind of there's gender dysphoria it's a mental condition okay and if these kids were allowed to just grow up as children and go through puberty without having these blockers or anything else they could get through this if you know a person with
body dysmorphia that is when they have um they starve themselves because they look in the mirror and they see themselves as fat and they try to be thin and they're already skinny and they're dying so would you really promote that in a person would you say oh yeah you're really fat you need to lose more weight and have them die if somebody has gender dysphoria you're doing the same thing okay they they don't know what they really are until they've gone through life a little bit through puberty that with their hormones start acting on them then they can figure it out it's not up to adults to tell children you're a boy when they're a girl or you're a girl when they're a boy it's not up to you it's not your business sex has
nothing to do with what a teacher is supposed to do for children and they are grooming them how do you know how many of these these teachers are not pedophiles mrs trying to get into trying to have uh inappropriate relations with these kids it's in schools okay none and i still have 12 seconds left uh the other thing is i understand about anxiety i know mr fusco suffers from that remember my family suffers from it and a friend of mine shot herself up in the house for a whole year okay now you're because of that but if he can't miss broadcast that's enough mrs brocco that's enough your time's up no have a nice evening mrs brocco is there anyone else that would like to make a public comment at this [Applause] time what do
you think mrs punk hi um okay so i have to get myself back to where i was so i'm here to tell you about am culp um the past two weeks at am kolp have really um turned am culp around and parents are excited again about being a part of am culp and mr quigley has brought like a smile to our school his demeanor is really fresh and exciting we have new activities on the calendar that we're smushing in at the end of the year because we haven't had any for a couple years and i just wanted you to know that you know we're happy at am culp and the students and teachers at culp deserve someone who's there for the kids and have such a positive attitude whether it be him or someone else
please keep that in mind when you're looking to place someone at our school we've had a rough couple years and um this like i said the students and teachers deserve someone who's there with like a positive attitude and wants to be there for the kids and teachers so i didn't write anything out but that's what i'm thinking and feeling and a lot of parents are so i appreciate your consideration when making that decision um there was something else i wanted to say and i forgot you can email us what's up you can email us okay oh yeah i did have yeah i will email you so i thank you i appreciate it and there's no pen here so i have your name thank you mrs monk is there anyone else that would like to make
a comment jason linder lansdale um mr strummers you had the entire meeting could you come up with uh where your authority is to authorize a equity policy i take that as a no i can tell you that the equity policy as it's currently written and has performed in the eci meeting that mcbain referred to i listened to the entire thing which i listened to most of the meetings i i i i'm not talking how to turn here there is specific talk and i've done this on a lot of the eci meetings of promoting kids black kids and hispanic kids in helping them to achieve at a higher level that's awesome fantastic it seems though you should support any kid who needs to push all the kids to a higher level don't pick and choose because
you need a certain number of kids at the end based upon race does that leave behind kids based upon race is that what we're doing or you know some some discrimination is that is that that's not what was presented at the eci meeting it certainly was it showed it showed that the goal was to increase kids that were black and hispanic and increase their performance in school you can have a goal but everybody's helping every kid mr and then why is it highlighted i wonder because sometimes there's a larger disparity between certain certain groups but every kid has always looked at their data as looked at every single student and every student who needs support gets their support and it wasn't just about race it was also about disability and uh but i'm not focusing
if you actually watch the meeting i watch every meeting i watch every meeting and you know i watch every meeting people here can testify do i usually make comments every meeting so here you go i wonder about in terms of this if you if if the eci meeting is just as you speak is it's not this would be a violation of act uh 341 of the school quote or sorry act 341 1961 section 4 unfair educational practices that would be in violation from where i read i i asked uh last meeting how much money we put into this equity policy and there seems to be some disagreement here uh mr remnick thinks that it's all very small budget and tightly rolled you say it's it's very expansive and it's almost too hard to get your
hands around how much money has been spent on the equity policy one that you're not to allow you know you shouldn't be enacting because you have no authority to do it i wonder i wonder how much money could have been spent on getting this this building some air conditioning and there's no reply i don't know you want me to go away and stop saying this crap you want me to stop saying this to you this isn't because i'm political i want to know what the answer is why are you doing this who does it benefit that's what i'm asking it benefits every child that comes through here mr lanier every child is coming through here we want them to make sure they feel safe because when they feel safe they can learn and you know
it but you come to every meeting and you spout your crap so you're telling me that every kid feels safe and yet that i would i would i would beg to differ because we have there's some debate between mr cass and i regarding the safety committee and how many times the police are called okay i i still don't know why how many times they were called to the high school but i i'm interested to know that so you're telling me everybody feels safe yet there's problems between kids not doing so well the the your your education rates are declining good night anyone else would like to make a public comment all right seeing none do i have a motion to adjourn second thank you good night everyone you
