we're also grateful to last year's jazz bands because they're as much part of this as this year's and the other thing that made it really special was that penfield was supposed to perform at the conference two years ago that of course was canceled so it's nice that we got to follow through and get this opportunity and to make it even more special was to share that concert hour with the high school navy band with so many students that we all know and my good friend mr de valentino so we just couldn't ask for a better a better concert setting for us all to be in so i'm really proud of the students they did a fantastic job and it's my honor to present them to you now i'll start with our seventh graders karen norman

aretha rajan justin maddox hayden and matthew nillians and our eighth graders kaylee perez julie o jasmine richardson joey godio thomas maglind brodie mcgregor charles schutz brian diffley julia dressler jeet satpute and our ninth graders and a special shout out to this group they've been outstanding leaders over the course of these years despite our challenges last year and how to rehearse and they are they're also equally responsible for guiding this group with me and i'm really proud of them glenn xavier jason dodge nick beruffi luigi cardone ethan weed sean peters tim snyder ethan kim and ethan butler thank you again for this opportunity and just a shout out to my students for such a great year i'm so proud of them thank you thank you mr rossi and congratulations to all the students too thank you

uh next up then will be the navy jazz band with mr uh d valentino with penfield our penn dale band director yes good evening everybody and then thanks again for having us um uh echoing what mr orholsky said these students have uh persevered over the past couple years they stayed in our program um they kept up with their academics and uh they really made north penn shine this year um the navy band this year had two uh exceptional awards number one was the steel stacks high school jazz band showcase there was um four preliminary rounds with six bands in each round uh we made it to the final round and then we ended up winning that showcase so out of 24 bands we came in first place for that and that was uh about two

weeks before we went to pmea um and then the second thing was this pmea trip that we recently took up to the poconos um this this experience this year was super emotional for all of us um the energy in the room it was a packed house there was uh eight to ten people lines deep in the hallways looking in the conference room listening to our bands uh performing and we really that these students set the bar for what music is supposed to be like here in pennsylvania um so i'd like to give a special thanks to all of the students for their hard work and determination but i also like to thank thank the board and our administration here um i got a numerous emails and calls after our performance saying how lucky we are

to be in such a supportive district and uh when times were tough over these past few years we we didn't make excuses we looked for solutions and we worked to uh better our program through through these past two years so that you know while you guys were making decisions about masks and covet and school and policies you also took the time to sit with us and help us figure out how we can implement our program and for that we're grateful so uh without further ado let me introduce the kids the students hopefully they're all watching um our 10th graders aaron kirschner jd mcgregor logan bigelow jacob johnson akshay krishnan brandon oh our 11th graders holly kennedy johnny mang sophia lynn brendan johnson ryan perez simon baxter aiden hayes megan neil megan lockery and charlotte jaffe

and then our seniors who a special shout out for all of your hard work throughout your career here in north penn um after this trip they're all talking about they're going to be engineers and lawyers and doctors so it's good to hear all that as well um but this is our seniors ben barron nicholas taylor victor mccoy julian nguyen thomas pyle ethan libiger david reilly and sean snyder so again congratulations to all the students and thank you again and thank you for all your support thank you and thank you for all that you guys did um it was a tough time and you guys did come up with the solutions and um i would say um working with the music department was one of the easiest things um through this last couple years so thank

you guys for all of your hard work and um coming up with the solutions to keep the music program going which we all know is just exceptional at north penn so um which is why we have another group um the pmea district 11 choir with matthew clink please thank you and good evening everyone um so uh what i'm going to do is acknowledge our students you just heard mr warhowski and mr d valentino talk about our ensembles that were honored with the opportunity to perform at our state conference a couple of weeks ago but another thing that's an important component of that conference every year is that the high school directors myself mr santana ms melbourne who you'll hear from after i speak we all have the opportunity to nominate students at the high school

level to basically compete against the other outstanding musicians from the other high schools around the state and the way pmea works is that we have a district level which for us is bucks in montgomery county for band and orchestra and course and then any student we nominate who is selected for those groups have the opportunity to advance to them the region level which is for us is all of southeastern pennsylvania and from region level students can advance to allstate and then if they were to make all-state band or orchestra or chorus they perform at the same conference that you just again heard my colleagues speak about a moment ago so this year we had quite a number of students from the high school who were chosen and and again just to echo something that that

dave said a moment ago you know there we are certainly aware of a lot of programs where um there are struggles there are problems with student motivation and we we simply don't have that in our in our building our students are still highly motivated to achieve as highly as possible in music and that obviously excites and motivates us as teachers so um so the i'm going to read a list here these are our students who i nominated and who were selected this year for pmea district 11 chorus so acknowledge uh from our soprano section megan flanagan megan keeley from our alto section riddy date and allison wolfe and angelina sutra tonto and kayla brandt from our tenor section brendan johnson and eric lewis and then from our base section jack bachman then we had another

number of students who were able to advance past district level to the region six chorus again which is all of the high schools in southeastern pennsylvania those students were elenadi in our sopranos section jamin condesceti and mahinuth from our tenor section nick bressler and daniel shoots from our base section and then we had two students in the choral program who were able to advance to the all-state level uh nathan cho and julian nguyen and i do want to say a special congratulations to julian in particular um julian actually this was the third time he was selected for allstate um and he as a piano player that's actually an incredibly hard thing because they don't take very many pianists but all three of his years at north penn he made all-state uh course the the frustrating

part was we haven't had actual conferences so they gave him the honor but he never actually got to play so this year he finally was able to and on top of that i do want to say for julian um who was planning to go on and major in music education he also because he made allstate in a previous year actually was this year selected to be an all-national modern band as the piano player which is just a huge accomplishment so to all of these students and in particular again as i mentioned julian the second ago congratulations to them and you'll hear about our abandoned orchestra students next from from joe and from erica thank you congratulations to them and especially to julian as well that's that is very impressive i am glad he finally got

his chance to play okay next up um will be the pmea district 11 band with mr santaniello good evening i would like to thank my very well spoken and handsome colleagues who uh did such a good job of of saying so many of the important uh recognition that our students deserve i'm going to tell you about the students who were selected to district region and all-state level band and i would just like to say that not only are we proud of these students achievements as musicians we're proud to know them they are some of the absolute best human beings uh in the world and getting to work with them day in and day out is a pleasure in itself and then to see them go on and do all these great things at the state

level domestic district level region level is just icing on the cake to working with really great young people so i also like to recognize the fact that these are largely very individual achievements um that means the students are incredibly motivated to work hard on their own practicing hours and hours and hours outside of the practice that we give them and assign them as teachers and they're working with fabulous private lesson teachers in many cases so i wanted to say thank you to all the private lesson teachers in our community that work with our students and i want to say thank you to all their parents who are driving them to lessons and paying for lessons and so much support from their wonderful parents so uh our band students i have to say we had an

incredible ridiculous number of students uh selected to district band 21 students which is just crazy um and then as i read them i'll let you know if they advance beyond districts so we had a senior benjamin barron who also made it to region band sophomore logan bigelow who made it to region band senior luke bidding who made it to region band and allstate band senior claire bursick who made it to region band sophomore noah filgrove who made it to region band uh senior benjamin phil grove his brother who made it to region band as well uh junior aiden hayes who made it to region an all-state band uh junior abigail holmberg senior renee kang who made it to region band junior holly kennedy sophomore aaron kirschner who made it to region an all-state band junior

joshua kim who made it to region band all-state band and i would like to also mention that joshua auditioned to be first chair french horn in the entire state of pennsylvania which is a huge accomplishment junior johnny mang who made it to region an all-state band and was also selected to be first chair clarinet in the entire state of pennsylvania a sophomore sumithondagendra who made it to region band junior megan nield uh junior yash prabhu who made it to region and all-state band sophomore suhas rakotu uh junior michelle schwartz who made it to region an all-state band senior sean snyder junior lily wang who made it to region band and sophomore ming yu who made it to region and all-state band so again just an amazing amount of really amazing and highly motivated and special

young people that we are really excited to recognize tonight thank you thank you and congratulations to all your students as well it's very impressive and thank you to you guys for um teaching them and you know they're very fortunate to have such a great staff of teachers to help them um you know take advantage of all these opportunities so thank you so much for that okay um and last but not least is um orchestra with mrs erica melbourne mrs melbourne oh good evening thank you i'm erica melbourne and i am the orchestra director at north penn high school and also at penndale middle school um and in addition to all the things that have already been said and all the handsomeness that has been passed around times four now i also want to just take

a minute to acknowledge all of our elementary and middle school staff who had started all of these kids you know with their love of music at a very young age and who have nurtured them all through their years and then pass them to those of us at the high school who get to enjoy their talents every single day and as mr santanello said these kids are truly just great people to be around i mean we love making music with them but we just love hanging out with them too they're just awesome kids um similar to uh the well the process is the same for orchestra with the auditions and um the qualifiers to go on to the next level but one thing that's special for orchestra um is that the string players can audition in

ninth grade and this year we were very fortunate to have um a couple of students from penndale who did that as well um so i will read their names um so for district orchestra uh we had uh senior anna chen um sophomore lily labelle junior daniel o uh sophomore hannah pierce sophomore megan pierce and yes they are twins junior annie pearson um and then from pendle middle school we had ninth grader carlos graffelds ninth gra ninth grader david song so of those students um four of them advanced to uh the region level so anna chen lily labelle daniel o and annie pearson advanced to the region orchestra and then from that from that level three students advanced onto the allstate festival which were anna chen daniel o and annie pearson and i did want to

go ahead and also mention that julian nguyen who we've heard plenty about this evening as well um he was the accompanist uh uh the pianist for region orchestra and for the allstate orchestra as well so just to put a couple more feathers in julian's hat so congratulations to all of the kids and thank you to my colleagues or you guys are great to work with and i especially love working with matt and joe at the high school they're just great people and we all make a great team here thank you to the board and thank you to the administration and uh to the parents as well um and just thank you for everything thank you and congratulations to all your students as well mr melbourne and thank you all for coming out tonight and honoring

your students we appreciate it now um you're more than welcome to stay but if you don't we won't be offended have a good night all right um i'm just surprised i didn't want to start um okay moving on next to the audience of citizens um we will go on to public comment i'll just read off this statement real quick before we do that so this meeting is being videotaped for community cable channels and streamed live individuals attending this meeting and intending to speak to the board should be aware that they are being videotaped in order to meet the requirements of pennsylvania's sunshine law it is necessary to record the names of all citizens who speak to the board during the meeting to ensure compliance with this requirement it is essential that those planning to address

the board state their name and municipality members of the audience are asked to limit their questions and comments to allow time for all those who wish to speak to the board the board president may ask an individual to yield the microphone to the next speaker as a reminder the audience of citizens portion of the meeting is designed for residents and taxpayers of the district to provide comment and feedback on matters which are or may come before the board it is not designed for debate or discussion with the board when appropriate though of individual school board directors may choose to respond to public comments that have been made during the audience of citizens period has concluded or requests that a member of the administration follow up with the speakers after the meeting this is per policy

number 903 so with that mr gilmore is there anyone in our audience this evening that would like to make public comment at this time see i'll just remind our attendees tonight that if you intend to make comment go ahead and raise your hand at the bottom of the interface uh it's the little hand the raised hand at the bottom uh up first we have nina vos nina i have enabled your microphone so when you're ready to begin please state your name and municipality and you can begin your comments hi um nina voz upper gwenet township hi oh hi i'm sorry that's okay i'm not used to this um i've come here to talk like i have before about the post 12 um at the high school i just wanted to say i think i think

post 12 needs their own space um they are you know 18 19 20 20 uh one-year-old um students adults um in a high school setting um i think they also need to be a program um with their own space with real independent living setting um let you know students learn or try to learn jobs that they're interested in um just want to make them feel like they're they've achieved something and they're proud when they leave north bend um also to involve them more in their community so when they leave when they leave businesses know their worth and know that they are employable i know you all do a lot of work um and a lot of decision making as well as a special education department um and i just can't have it it being pushed

off in each other i said we need to work together um i want it better for the students to come after my son and i hope just to see some positive changes happen with the post-12 it's just really it really means a lot to me um and i do want to thank you miss stohl for attending on last night our viewing of intelligent lives i hope you get a chance to talk to the other board members about that we will have another screening most likely in the fall and maybe some other screenings of some other documentary films about people with disabilities and i hope you will all attend them and we will also be willing to have a pr uh a private screening if you would like or you know we can make you know

other arrangements because i know people have you know their life and you know scheduling and stuff like that but we had a nice turnout and i'm really glad um um that the you know the people that attended thank you mrs rose i've lived one more thing if you allow me to say it's not i'm not a big well it's a big deal but kind of not a big deal the high school parking lot nobody has to comment on this when you come out the back where you have to come all the way out back of the parking lot if you drop your kid off at school it's horrible the holes are just out of control i was just hoping maybe they could fill them up and they're just like every time i go through the

pick up my son there's like a ton more and that's i just wanted to say that so i don't know anything could be done about it but i just wanted to mention it not you know throwing anybody under the bus or anything like that but thank you just yet just something to say i just drove through there tonight and it's like crazy or dodging them like it's yeah it's everywhere yeah well thank you and thank you for the invite to the um movie yesterday it was my pleasure to be there and i i really enjoyed it did you good thank you very much thank you okay up next is pauline brachio pauline i have enabled your microphone so you're ready to begin state your name and municipality and you can begin your comments please and

you can unmute there you go thanks you there pauline i can hear you i'm not sure you can hear us i cannot hear her yeah i mean i hear her mic there pauline i'll uh i'll go ahead and and disable you i think sometimes if your zoom isn't up to date you're not able to talk to us so i'm not sure when you logged in if it gave you a prompt to do that i'm going to disable that for right now i'm going to lower your hand so if you're able to update that you can raise your hand again there is a second public comment so this will be last call if anybody has any other comments you would raise your hand right now okay up next is jason lanier jason i've enabled your microphone

so when you're ready to begin i'll meet your mic state your name and municipality please jason lanier lansdale um i'm calling again regarding the fact that you guys are holding these meetings against the sunshine law act uh i know uh mr summers mentioned something about being able to if you can have a quorum virtually then you're okay that that's not accurate and i don't know if you guys have bothered to look into this but uh act 15 is so that excuse me uh sunshine laws so that people can comment to you guys and we can actually uh if if we feel uh there's a cause to object while you are having a um emotion we're allowed to object i don't know if it's in sunshine law 710-1 section c says that citizens are allowed to

object when there's a problem when you guys do this virtually it it takes away my right to object to what you're doing when you're breaking rules or breaking the law with the sunshine act um that being said now that you know this is the third time i've told you guys the third time i've told you that you're in violation because the only reason why you were allowed to go virtual for these meetings is because the act 15 that was passed in early march 2000 because of the covet situation now that that has been repealed so has your right to have these meetings virtually uh you might want to get mr summers on this and actually investigate it because you guys are in violation let me tell you what happens if you're in violation which you

are and there's actually a couple lawsuits out there in other school districts which are looking to uh find uh find resolution uh in the near future here but what this means is for every penalty every time you guys are found in violation of which is now there's three we could probably backdate this for another month um it requires the individuals of the board to pay a hundred dollar fine at the minimum for each first violation and each of you will have to pay at least 200 for every violation on the second the third and so on on the high end it could be as high as a thousand or excuse me 500 for each first violation um and up to a thousand for each second violation so you guys are looking individually you guys are

looking at somewhere between eleven hundred and five thousand dollars with the fines and these cannot be paid by the school district i know mr summers gets paid to defend you in court for the things that are done he is recommended to you wrongly meaning this is okay to do but um i'm i'm telling you now you guys individually be required to pay these fines and i'll save the rest of my comments for the second uh second opportunity thank you mr linear mr gilmore is there anyone else that would like to make public comment yeah we have a couple hands up here i'm gonna go up to up next we'll be roseanne gad roseanne i've enabled your microphone so when you're ready to begin unmute and state your name and municipality please yes hi roseanne gad

lansdale if someone tells you to jump off a bridge with roaring rapids below would you do it and prior to the jump will you ask how far is the drop and are there rocks down there well you have officially jumped off the bridge now plunging into uncharted waters because you did not follow pa federal or international laws if you are not aware that your oath of office that you signed is to uphold the pennsylvania constitution and the united states constitution then your solicitor and anyone else on this board have not been forthright in giving accurate information and you are following unnecessary and unconstitutional mandates in the health and safety plan you are complicit in breaking many laws title 23 chapter 63 intentionally knowingly or recklessly doing anything to endanger a child or interfering with the

breathing of a child pa code 28 pc 23.84 master dean medical devices all medical devices must be installed via authorized medical practitioner so please heed the warning if you reinstate the mask mandate which by the way is not a law knowing that there is a law about mass needing to be fitted you are violating your of office pa statute title 63 practicing medicine without a license you are recommending medical procedures vaccinations with holy non-fda approved product that is licensed under an eua therefore it's experimental and cannot be average for federal law environmental vaccine was introduced you advertised the availability of a local pharmacy via email and supplied these on north penn property are you aware that this is completely illegal under this law and again something your solicitor should have advised you about in the

last two years you inflicted these illegal mass mandates on your children on february 15 2021 in the principia scientific international news study finds covet mass harm children's physical and mental health by regan hall there are many behavioral physical and psychological problems associated with masking children if you had done research before decision on masking you could have determined by following the science the consequences of your uninformed proclamation it is the cdc mcoph and pdoh did not follow the science you are an elected public official you have no jurisdiction or authority to create or enforce mandates or laws if you resume unlawful covert response actions as stated in the health and safety plan then we will pursue a claim against your bond and blanket liability insurance policy you are not above the constitutional rule of law in

closing i would like to quote one of our founding fathers john jay for supreme court justice america belongs to we the people it does not belong to the congress it does not belong to special interest groups it does not belong to the courts it belongs to either people thank you mrs gad anyone else mr kilner yes sorry he's getting to my mic here up next we're we're gonna go back to pauline we're gonna try her again so pauline brocco i've enabled your microphone so you're ready to begin um your mic and state your name municipality please okay can you hear me this time we got you oh good okay thank you my name is pauline braccio and i'm in town manson township um i would like to talk about the um the idea that i

had at the previous meeting the one before last month i think that there should be cameras installed in every single classroom montgomery county is receiving 161 million dollars through the american rescue plan and the district can actually devise a plan an idea or however you want to set it up and submit that to get the money to do exactly that put cameras into the classrooms i think they're especially needed in classrooms that have special needs children even if a special needs child is mainstreamed into class then that classroom should also have a camera i think all of them should but the things that are going on today with and i and i haven't heard this specifically about north penn district but i don't know if it is happening in any of the schools where teachers

are grooming children coaching children uh talking to them about sexual identity that has no place in school at all and i'm not talking about the teacher's sexual orientation i don't care what any teacher's sexual orientation is or what their lifestyle is they have no business crossing the boundary from educator to a personal relationship with a child um so i do and also i i think that it's a good way for people to for parents especially to understand what is being taught in the classrooms the um [Music] the controversies that are going on right now is it's just getting to be too much and the only way we're really going to know what each teacher is doing is to observe them so i really do urge the school district to look into getting cameras with audio

in the classroom say they can be discreet the cameras don't have to be so obvious um and they shouldn't be because this way teachers can relax and not even remember that the cameras are there so we can see what they're doing and i'm not trying to cast shade on teachers as a group but within every group there are going to be people who are not above board who are not doing things in the in a correct way and students especially if they're young will not realize it and uh as especially when teachers say don't tell your parents uh sometimes students obey that because they don't know that they should be telling their parents so that's that's really what i'm talking about tonight and i really hope that you looked into it the montgomery county will

don't wear a mask i hope that we can all have the opportunity to comment it's easy for anybody to comment by zoom so um i hope we can keep doing that i don't know what the technicalities around that are with how we broadcast this but um in addition somebody mentioned having cameras in each classroom and i just want to say for me i find that to be a violation of my child's privacy whatever they discuss with their teachers especially in the special education classroom is really none of another parent's business and i would never want parents to be able to just watch online what's going on with my child and hear what my child is saying i find that to be a major violation of their privacy and i hope that we will not allow

the sexual identity police to be in there listening to see if my children talks about their sexual orientation and giving them a chance to take away my child's freedom to speak as they want to speak in their classroom in private in privacy of their of their class thank you very much and again to the school board thank you for all that you do um i think the north penn community belongs to all of us and i appreciate how much you serve our community and i just want you to know again that there are people out there who really support what you've done and will continue to do and thank you have a great night thank you mrs burke quick question is the uh track meet at home tomorrow i just disabled her sorry oh sorry

savings accounts which mimic a similar failed bill from earlier sessions currently sits in the house appropriations committee this bill would drain nearly 170 million dollars from public schools and forbid the state from setting new requirements on the non-public educational institutions that would receive those funds the bill stops any objective monitoring of the program's success as it does not require student academic den data partner student academic data to be reported instead a survey of parent satisfaction administered by the pennsylvania treasury would provide the only mechanism to ensure academic accountability the stated purpose of this bill to assist low-income families in purchasing non-public school education is not reflected in the letter of this potential law as there is no income limit for families to receive the voucher in other news house bill 2468 not kitten 2468 proposes

a 45 million dollar grant program to help school districts fund increased mental health services in our schools as written the funds could be used for many purposes including staffing training and the purchase of mental health services we again ask our community to contact their local representatives and advocate for these measures that support our work for north penn students and families and a report thank you mr mcbain all right next up um will be the solicitors report mr summers please thank you madam president i'd like to announce that the board met in an executive session uh virtually on april 19 2022 for the purpose of discussing a matter of personnel involving an administrative position and again on april 21st 2022 immediately prior to tonight's meeting also virtually for the purpose of discussing a matter of personnel

involving a former administrative employee and also just to follow up on comments that i made during the policy committee meeting with regard to virtual meetings and the application of act 15 of 2020 again that act focused on quorum requirements that are contained within codes that are applicable to boroughs third class cities and first-class townships and and not school districts and the law that it refers to does not include school districts within its definition of political subdivisions that act did not uh amend the sunshine act nor did it even mention the sunshine act and as we've discussed before the sunshine act requires that meetings of agencies which does include a school district be open to the public and certainly virtual meetings are advertised to the public made available to the public the public is able to

view and join and comment during these meetings and that concludes my report thank you thank you mr summers and thank you for clarifying that for us again okay next up then will be the superintendent's report dr dietrich please thank you i recommend uh the adoption of the consent items listed a through end time motion so moved do i have a second motion by mr fusco and seconded by mr mcbain any comments or questions all in favor say aye or raise your hand any opposed motion carries i recommend approval of the personnel items as per the attached do i have a motion so moved motioned by mr fusco and seconded by mrs ramich any comments or questions i'd like to say that um one of the names on this list tonight is uh nick cranach who

i think has um done an outstanding job for this district in the time that he's been here and i'd just like to take a moment to wish him well as he moves on to um i'm like i said greener pastures because north has a great place but um he's certainly moving his career in another direction and congratulations to him and we wish him well thank you for uh all you've done for north yes thank you mr fusco for pointing that out we do wish him well are there any other comments all right seeing none all in favor say aye any opposed motion carries recommended the approval of change order 16 to low bar incorporated in the amount of zero dollars for miscellaneous changes during the course of construction by having a contractual change made to

apply to the unit cost allowance number 10 seconded by mr fusco are there any comments or questions seeing none all in favor say aye or raise your hand any opposed motion carries recommend approval of the bid award of the support services center walk-in freezer work to uh the lowest responsible bidder pen builders incorporated in the amount of 222 thousand three hundred forty dollars do you have a motion [Music] by mr rush sorry i'm sorry second by mr fusco any comments or questions all in favor say aye raise your hand any opposed motion carries [Music] recommend the approval of the following law firms to provide legal services to the north penn school district effective may 1st 2022 for a period of five years whistler protostyle p for general counsel rudolph clark llp construction and tax assessment

just for a moment i just relative to the legal services appointment i'd like to just thank the board for their vote uh this evening and the administration for the support um our firm is appreciative of the opportunity to continue working with the district and personally as a very proud north penn school district graduate um it's a huge honor to represent the district and appreciate appreciate the opportunity and look forward to working with everyone moving forward so thank you thank you mr summers we appreciate appreciate all your efforts as well okay um and other business i just wanted to remind people that international spring festival is this weekend on saturday and that is a great event um i'm not sure what time it starts though um i i believe the parade of nations is around 11

08430. 11 30 okay yeah and that's where they make their way from um the lobby outside the auditorium to the gymnasium and then there are a few speeches and celebrations um so if you can join that would be wonderful it is a great family-friendly free event yes and it's going to be so nice to be back in person and to have it at the high school again this year so i'm looking forward to it i will definitely be there thank you does anyone else have any other business that they want to go over before we go to the second public comment all right then mr gilmer we have anybody in the audience of citizens that would like to make public comment yes we have several hands up okay all right up first is uh john

ziegler john i have enabled your microphone so you're ready to begin please unmute state your name and municipality and get your comments uh pardon me good evening uh john ziegler lansdale i had a question about the mou for uh psychology and speech and language services um i i don't know i was curious if uh the uh board was made aware of what the what the plan is in terms of how the district plans to ensure that the services that are delivered by the independent contractors or third parties will be of sufficient quality to be at least as as good as the services that are provided by psea association members um we i will answer that we did have an update in our um personnel committee meeting when this was discussed okay well and i will

say for what it's worth um this is out of need for sure the the psychologist in particular because of the need for evaluations for special education services and timeline requirements um that are legal requirements and throughout the state likely throughout the country it's a shortage of these folks certainly um they have a lot of opportunities to go into private practice um so this is just reflecting a need within the district um and i have although i have not spoken to dr kim at length about this i have no doubt that um they're vetting the service providers and the agencies in which they would be working through um and then also just the collaborative effort of a special education team to look at the documents and discuss you know with the team at the table the

results evaluations and you know being able to make proper recommendations for students thank you mr ziegler okay up next is pauline broxio brocco pauline i messed up your last name again i apologize i brought you there you go pauline your uh mic is unmuted so state your name and it's pouty and be in your comments please uh my name is pauline brocchio town manson township um i would like to answer margaret burke i was not saying to have it shown live in every classroom all day long for people who has time like that what i'm saying is to have recordings in case something does come up if a student is disturbed by something then the appropriate people can go back and look at the video and see exactly what happened so there's no back and

forth between a teacher and a student as to who claims this or that the other thing is i feel sorry for any parent who wants to relinquish their parental duties and allow their child and even want their children to go talk about such personal matters with somebody else in a group setting there's no expectation of privacy in a classroom if you're a parent who does not want to discuss personal matters with your own child or have your child feel comfortable enough to talk with you then take your child to a professional outside of the school why would you want your child to talk about their personal issues that has to do with anything that's not school related in a setting with other children there it's still not private and also don't you still have i

know that when my child was in school um parents could ask to observe a class for an hour or so if they if they wish to and i actually was allowed to do that and did take advantage of that so um i i don't understand where it's this privacy expectation for anyone to discuss uh sexual matters with children please remember they are children and it's not anybody's business but their own parents to discuss these things with them so as i said i was not talking about anybody can log in and watch a classroom it was specifically for if a child wants to discuss something and they can go back and observe what happened and this way there's a clearer you know picture of what's happening and also parents should have the right to know what

their children are learning school is for geography spelling all those things and also for baking woodworking whatever it is that prepares a person to go out into the world to make a living and to continue further education it's got nothing to do with your personal life at home that's for the parents to deal with and i i guess i said i feel sorry if your child does not feel comfortable with you mrs burke thank you mrs brachio um thank you for clarifying your stance on the cameras i i did also take it to mean that they would be live so thank you for clarifying is there anybody else that wants to make public comment look at me now i'm muting my mic yes i have enabled your microphones when you're ready to begin you can

unmute state your name in municipality and begin please um nina voos albergue township um i just wanted so i wanted to ask a couple questions if i can um mr mcvean you mentioned two bills um that are guessed with the house i'm not sure what you said can you tell me what those two two bills are because i always like to contact our representatives to support and i know you said the one was about mental health services could you just give me these bills the names of those bills are the numbers under the house bills if you just give me a moment to bring that back up real quick if it's not going to take too much time no i tell you what i'm almost there i opened a lot of reports as we were

going through your green it was house bill 2169 2169 and 2468. yeah i apologize for the slow recall there my dear oh that's okay so 21.69 and then i knew the 2468 was the mental health yes and then also um mr fusco you mentioned something about this i kind of was doing stuff here so i wasn't paid attention at some point you said something about a three-hour meeting um that was like the easter egg yeah i was referring to the most recent eci meeting and what is that i'm sorry so we had presentations from um from different schools across the district uh about just the work they've been doing um related to diversity equity and inclusion and okay that's what i thought you said but i i wasn't i didn't hear the for like the

rest of it yeah well i was suggesting that if you did go to look that it was a very long meeting and you just might want to scrub forward to the process where and where would that be is that like on youtube on the north pole i do think if you're on board docs um that you can get both all the agenda items with things like you know um information that's presented in the legislative reports and also i believe there's video links um okay yeah yeah yeah i'm familiar with it i've gone on there before sometimes it gets confusing on there yeah it's kind of it's yeah sometimes it's not user friendly um they're always on youtube well the meetings so right right i do want to mention also i don't know i short i

don't know if everyone knows here um that our unified bocce special olympics received the bronze medal for the state championship back in march so i don't know if anyone knows about that i just wanted to mention that and i thought you know i don't know how we can do this but maybe they could get recognized at a school board meeting um for that accomplishment of bronze medal in the state champion shabachi i'm sure that they will be on our um next list of okay i mean i didn't know if i could do something to make that happen or yeah i'm not sure you can send me an email as a reminder but mrs liverpool she puts that together in the communications department and she's very good with that so i'm sure okay i could contact

her yep okay all right thank you thank you mrs rose sorry i'm better off cutting off again moving along i apologize uh and then and and it is in board docs as well so all of our meetings uh the links to all of these meetings along with the agenda the attachments are part of the board docs as well as youtube.com nptv all right up next is margaret burke margaret i have enabled your microphone so when you're ready to begin please state your name eminenciality and begin please yes hi this is margaret burke and my municipality is upper gwened um since somebody commented to me by name i just like to say that there is no reason that my child needs to feel uncomfortable about discussing anything that they want to discuss in their school and

nobody no parent no teacher no board no state gets to marginalize any of my children just because you have a closed mind my child is comfortable talking about their life with their wonderful teachers and their friends and there are times in school when that is appropriate and it isn't appropriate to be different just because somebody keeps telling them or in some states tries to keep legislating that it's wrong for them to be different that is causing so much depression and anxiety in already marginalized communities and you whoever you are i'm sorry i'm going to remember your name because i don't want to know it you have no right to make my child or any child feel less than or that they have to live up to your standards because that's not the way the u.s

constitution works and i'm sorry uh board that you ever have to deal with a tax like that um it is inappropriate to attack my family just the same as it isn't appropriate to attack you um i did want to mention about a wonderful presentation that i recently heard by somebody named mike body from north penn on universal design for learning and i already knew a little bit about universal design for learning but not a lot and i have to tell you he did a great presentation where he talked about universal design for learning using universal design for learning and one of the biggest learns i had was i always knew it was about maybe learning in different ways but also he talked about how people express what they have learned in different ways and it

was just such an eye-opening presentation for me and i want to encourage the board to get one of these great udl or universal design for learning presentations and i'm really glad that the the district is moving in the direction of adopting universal design for learning practices and i want to thank the the school for doing that okay have a great evening everybody take care thank you mrs burke have a nice evening alrighty up next we have jason lanier jason just waiting for my interface to update apologize there we go all right jason i'm sorry if you could raise your hand again it just hung up there you thank you all right i have enabled your microphones and you're ready to begin you can unmute and state your name municipality and begin yourself lance delbaro um

just wanted to uh correct the record for for mr summers and maybe he can he can give me some feedback here but i'll read you what act 15 says and you're trying to tell me it doesn't include school boards you're highly mistaken and if you talked about sunshine law doesn't require talk about meetings something along those lines sorry i was in the car because i'd had check on something but uh the sunshine law specifically refers to meeting in in and allowing for free exchange with uh members of a board such as a school board right so if you go over to the act 15 which suspended rules of the sunshine lack sunshine act it specifically references it in the act 15 it says authorized um this is the authorization of an agency department authority commission

board council governing body or other entity a political subdivision including uh declaring of a disaster emergency specified in 7501 d okay this was it says right here next line may conduct hearings meetings proceedings there are other businesses through our business through the use of authorized telecommunications devices until expiration or termination of the kovid 19 disaster emergency that happened you guys can't be having this meeting maybe you guys should rethink about upping mr summer's uh contract again because he's going to cost you all personally a lot of money and it's also going to cost the school district a lot of money to defend themselves i want to go further with this just a little bit just a little bit if this was if it was the fact that you guys could just make up your own

uh whatever it is 601c and suspend rules for quorum that's not the case you have to have enough people um you have to have a physical meeting and then you can have members call in but you have to have the physical meeting so that members of the the audience or the citizens can uh respond accordingly and can um offer any kind of objection when you guys decide to break the rules again uh that being said so did you know there's a house bill currently going through pennsylvania now actually i don't know if it's made it to the floor but it's specifically to amend the sunshine act so that you can have virtual meetings if this is to amend the sunshine lack so that you can have virtual meetings obviously you cannot have virtual meetings whenever

you want that's what this law says hb you can look it up mr summers is in the wrong here if he wants to comment back uh i'm i'll listen into what he has to say and i i'd like for him to answer a couple questions as well thank you mr lanier is there anybody else that would like to make public comment mr gummer that is it no more hands are up that will conclude the second public comment okay do i have a motion to adjourn so okay thank you all right everyone have a great night being here bye-bye thank you thank you everybody thank you thank you
