with the facilities project as approved and planned now more than ever our focus is on safety accessibility and wellness for all students in the community we are not surprised by the high bids given the current construction supply trends however any delay could very well trigger a less for more outcome many thanks for your long hours and diligent work put toward this project we are looking forward to these overdue improvements at rhs marta moyer 209 sprawl road after watching the march 2nd facilities committee meeting i am writing in hopes that you'll consider consider the recommendation of the committee and move and move forward with option one of the rhs ada accessibility and wellness infrastructure project two years ago i rolled my wheelchair into this special board meeting where this project was first proposed i describe my
difficulties in attending sports sporting events at the high school due to being in a wheelchair and why there is the need to make our sports facilities ada compliant it was important two years ago and it's still important today in watching the march 2nd committee meeting they confirmed that the superfluous once were discarded to make room in the budget for the needs additionally the safety aspect of the plan was paramount whether it involved someone in a wheelchair or an ambly person for all of these reasons i urge you to please vote to move forward as planned since the urgent need to address the accessibility issues still remains i appreciate the tremendous amount of time dedicated to this project by so many people and i thank you all very much from tim henkel 462 barclay road um
mr henkel i know you're on the call i i just want to offer you the opportunity to to mention this comment and read this comment on your own i can certainly do it for you but if you'd like to offer it michael why don't you go ahead just just so it doesn't get messed up sure you got it my name is tim henkel and i reside at 6462 barclay road in ratner i'm running on behalf of my family and in honor of our son peter who today would have been a junior at rhs together we are commenting in support of the action to approve the expenditure and award the contract for the high school accessibility and wellness project i've served these past two years as a member of the steering committee along with rhs graduate
chris henkel and current rhs student lucy henkel we have participated with many others in a process that started in 2018 and included many members of the writer community and student body the project has moved forward deliberately to ensure all members of the public had an opportunity to understand its importance participate in shaping its vision and measure its financial impact of the many of the many meaningful milestones we recall the moments when the board became more broadly aware through public and staff input that so many of the desired improvements were actually long delayed capital improvements from that moment the board and the administration moved forward with resolve that comes with knowing that things could not stay as they were the improvements that have been designed and budgeted are all necessary for ratner to become a welcoming
inclusive safe environment to all students and visitors no part of the scope is independent of the other no portion can be emitted without sacrificing the whole mission today we would ask that each member find that resolve once again and as has often been the case we're going to ask for more than an approval we ask that the board members do whatever is necessary in their hearts and minds to accomplish a unanimous approval this project is about awareness empathy inclusion and excellence is a reflection of what we experience now at the rhs facility and what we imagine ourselves to be it is remarkable that this milestone will be achieved after a school year delivered in a pandemic environment i applaud the board and the administration first resolve in making uncountable difficult decisions on behalf of our
students and teachers this decision is an easy one thank you for all your hard work over the past two years from sue addis 511 askin road having been a member of the rhs ada accessibility and wellness project for almost three years now i am writing to encourage you to vote to move forward with the project despite the bids coming in higher than projected although this is a disappointing development it is a reality during these unprecedented times and something we have to accept as the other alternatives will wind up costing the district more in the end the issues we set out to address with this project all still remain on unresolved if we don't move forward as planned these issues include ada compliance accessibility of rhs facilities safety of out-of-date bleachers turf fields and concession facilities
and a campus that can accommodate all rtsd students and teams and be welcoming to community groups as well ultimately it is something that we as a district just cannot put off any longer please continue to move the project forward so we can welcome the students and community to safe accessible and unusable facilities as soon as possible thank you for all of your continued efforts in this very important project benny ackerman she is a former teacher with that um stern purchase point of order would that qualify her to to be read this evening i don't know if she has her address here she doesn't have her address i don't see an address now you know what um uh that's fine i'll i'll recognize her as part of my prerogative as a former teacher to the district
okay thank you accessibility and wellness have always been a part of the rtsd experience throughout my 25 years teaching at west and rms i experienced first hand and the schools and staff work tirelessly to make programs and facilities meet the needs of students with disabilities despite the challenges of building facilities and infrastructure my family and i wholeheartedly support the plans moving forward thanks for the planning so much wonderful energy and commitment catherine king 104 wooded lane i'm running in support of the accessibility and wellness project it is very important that we all make we make all areas accessible to all community members please approve the added cost from greer howard a rhs graduate alumni i understand there is a board meeting tonight about the accessibility wellness project for ratner high school as a rhs alumni
i strongly hope you will push through this proposal it is so important that our schools are accessible to all students family members and township members in order to not only create a fair and welcoming learning environment but also an inclusive community thank you i don't see an address here annie webb 409 ivan avenue i'm running to encourage you to go forward with the accessibility and wellness project at rhs which is a much needed well overdue improvement to the facilities i spent my fair share of time on the bleachers at both prevow and enki as a banned parent and field hockey parent my three rhs graduates have also participated in baseball basketball cross country and track around the radnor campus we are avid friday night lights attendees as well and even though my children are no
longer at radnor our family still enjoys supporting our teams by attending games the athletic fields and fan areas are utilized by the whole random community and the financial investment to ensure that our youngest through oldest community members are safe and have equitable access to sporting band and community events with accessible bathrooms is really an important and needed upgrade to our high school i can't think of another project in our 20 years in the rtsd community that will benefit so many stakeholders it is also necessary for our school to be ada compliant the issue cannot continue to be kicked down the road the current state of the fan areas is an accident and lawsuit just waiting to happen i think it's really a no-brainer to move ahead with this project asap so that our student athletes
fans parents and grandparents can enjoy and utilize it as soon as possible thank you for your service to our students and the whole community it's been quite a year and i know you all have our children's best interests at heart let's add updated and safe athletic facilities to their future days at ratner high school sarah black 400 yorkshire road gearboard i would like to share our family support of the and wellness project and the random community support around this project we first moved to ratner in and as soon as we learned of the watershed program at rather middle school we knew there was something special here through the program we met john and bannie and consequently katie we also quickly learned of the intersections of random families and activities little did we know of the
amazing katie sampson lacrosse connection so today we write to share our support of the accessibility and wellness project and the random community support around this project it is vital it is vital to our community to come together and support each other physically and virtually our souls have been through a year like none other and some families have had more on their plate before this pandemic hit us all please keep in mind how crucial it is to come together and support each other and our accessibility and wellness it is vital to our community's well-being there are so many people who give of their selves without fanfare this is a time to put together and help our ratner family carolyn kelly rhs alum as a former alumni i highly support accessibility around her high school as this
has been a work in progress i find that accessibility will provide all students with equal access into the community of ratner high school it was also greatly it will also greatly increase quality of life for those who need greater accessibility i can't wait to see the impact this will hold for future students of the community skipping through here we go rebecca stewart and danielle atkogila 520 askin road we write an exuberant support of the accessibility and wellness project for ratner high school don't tell us now is not the time we all know it's decades past the time let's get on the right side of history and signal to our community and our children what it is we prioritize and value after a year of a global pandemic coupled with a national reckoning with how we
treat our fellow humans and the fundamental rights we all deserve what could be more important than this investment alyssa norton renter high school class of 2012. as around her high school class of 2012 alum i was extremely excited to see that accessibility is becoming an issue at the forefront of the list of issues school board is working to address i'm warning i am writing at this time in support of the proposal to make the campus 100 accessible this has been a long time coming and will have great impact on current and future students i hope to hear positive news coming out of today's meeting and look forward to seeing how else the school board continues to advance the educational opportunities for students and children across ratner school district elizabeth lowery 331 south wain avenue hi
i fully support opportunities for improvement and accessibility at ratner this has been a long time coming and will have great impact on current and future students at rhs colleen packer rounder class of 2012 i'm ready to express my support for the proposal to make radder township school campuses 100 accessible it is reassuring to see that the board is considering taking action on this issue and i'm very excited to see the impact that this will have on the community both immediately and for future generations of students natalie miller her high school class of 2012. as around her high school alum class of 2012 i was happy to hear the news from my best friend molly sampson that the issue around accessibility at ratner is finally being addressed i'm running this to fully support the proposal and
making rather 100 accessible this has been a long time coming and i'm looking forward to seeing how much of a positive impact and welcoming environment this will create for current and future students catherine fox 612 winsford road it's so great to see that ratner is working towards 100 accessible campus i'm excited for the positive impact this will have on future random high school students molly sampson minor high school class of 2012. i'm thrilled to have the opportunity to support the accessibility and wellness project from radnor high school i believe that it is our utmost responsibility as random community members to view accessibility as a human right and in turn develop initiatives and infrastructure that support this understanding the accessibility wellness project will have a great impact on current and future students and i am so
happy to see this project reflected as a priority for the school board [Music] a person signs their name becky but they do say they're a 1990 1988 alumnus um mr petita you don't have their last name i can't find me it could be in their in their email address but i don't know for certain okay so for that comment if you could just forward that to the board at a later point that would be great thank you oh here we go next email was her address my apologies oh great thank you um it's becky bradbeer 47 over overlook circle she's a close of 1988 alumnus scholarship benefactor and woman with a disability who holds the distinct honor of being the first student with a significant disability to matriculate through radnor i implore you to approve
the accessibility and wellness project although this is a tremendous financial commitment the long-term benefit will have a universal impact on so many both with and without disability thank you for your attention to this most pressing matter and for considering the future of this extraordinary school and community doctors ashland and hamid asiri 741 woodcrest road this email has to state our enthusiastic support for the accessibility and wellness project we just learned this opportunity to state our support for this project and thus the late email we watched for many years our son's close friendship and interaction with peter henkel and the support rider school district provided to peter and the henkel family regardless of the the over budget proposal initiatives like this are critical for our community and its students and residents we strongly urge the board
to support this initiative rachel evie rosen 601 glenn mary road i'm running in support of the rhs accessibility and wellness project while i know the project is expensive and has come in over budget it is critical that we have a facility where all students who choose to can participate in sports and other correct extracurricular activities if even one additional student is able to participate in an activity that otherwise would have been inaccessible due to the current structure of the facilities then the project is worth every penny thank you so much for your time and consideration our last comment for now is from gail morrison 111 poplar avenue thank you for meeting tonight to discuss the rhs project the improvements look great and i hope that they can be accomplished i do hope the board and
admin have a plan for construction administration client advocacy project scheduling and cost and budget controls because i recall how well run the rest rms west hvac and other programs were run under leo burnaby and this rhs plan is very complex and expensive i hope the plans take into account what we have learned during covet about needing windows and doors that open because ventilation makes for healthier spaces and students need fresh air and sunlight also our buildings should plan for and utilize outdoor space for all school community events and more importantly as teaching and learning spaces i hope these new spaces include design for group and class discussions for speech and debate and for music and theater programming which are very academically enriching one final item though i suspect this is too late in the game
i regret not remembering to bring it up earlier in the focus groups the four tennis courts on the lower level could be enclosed for all-weather year-round play and create a great training space that the school programs and community could really use this would support our girls and boys teams and also with some thought and energy put into coaching and programming tennis could be improved at rhs tennis is a very safe sport in terms of concussion risk and what and one people often enjoy for life i'd love to see our school board and building leadership do more to support tennis and athletic programming for players of all skill levels there are a great deal of benefits as dr wylick has shown at rms and community members and parents discuss often of recreational and intramural intramural play
and stronger jv programs similar athletes and student needs are met and athletic programming is equitable and beneficial to all thank you that's all all right thank you very much mr petiti i appreciate that uh and with that we are going to move right into our agenda item our priority action discussion item the rhs accessibility and wellness infrastructure project bid process now uh mr batchelor i know that eventually we have to actually vote on the bid and so should we accept what what's the process for um accepting the document that we have the proposed bids on how do you want to listen to a presentation but then if we start asking questions and have board discussion what's what what do you think is the best process for this particular item i think it probably best for
you know we could go with what's on the agenda and make a motion in a second and then that can open it up for discussion uh and we can then the administration will give a presentation then to open up for discussion if that makes sense okay so then at this time i will entertain a motion and a second that the board of school directors approves the resolution to award the beds for the radnor high school accessibility and wellness project that's a motion from ms duffy and a second from ms goldman thank you very much all right i'm going to turn it over to uh mr dolan and i do want to just uh thank actually ms dunn i don't know if you have any introductory words but i didn't have anything specific i i did
want to say thank you to the various members of our steering committee specifically the members of the public a few of them mention it in their comments and i think we'll hear from one or two of them this evening um they have you know tirelessly been members of that steering committee for the past three years almost three years and it's been a lot of work it's been a lot of their personal time uh behind the scenes uh you know gathering information from the community gathering input um you know in a more informal manner but they have really helped push the board and the administration to a better project and i really appreciate all their help yeah i i echo that i'm i'm so it's great to see some of those members tonight and really grateful
for the time that you've been into this and now i'm going to turn it over to mr dolan our director of facilities thank you very much and not to pile it on but i was going to echo the same the same it just so happens that my first day on the job was a year ago today and uh but the friday before i was invited to uh strongly encouraged to show up to a steering committee meeting before i actually started the job and that's when i knew what a special group of folks here at radnor i mean that steering committee has been working on this for well over two years and and so we're happy to you know be here at this milestone and kind of share the fruits of their labors and in doing
so we're going to kick it off with a presentation from some of our steering committee members that just gives us a little background of how we got to here and then i'm going to bring up a powerpoint mr batchelor will lay out our agenda and we'll go from there thank you and happy anniversary thank you very much and it's been quite a it's been it's been a year for the ages mr dolan it has it's been a minute and three years all at the same time yes thank you mr dolan and and thank you everyone um so tonight uh and i gotta move my slide so i can see the screen there we go uh tonight board for the school board in our community uh tonight we have a presentation on the status of our
wellness and accessibility project and we obviously have the motion on the table now tonight to approve the bids uh so what we want to go through tonight is take a little bit of time to just go back through the project history we heard in some of the public comment you know that this is a project that has been going on for quite some time uh the needs in this project we have known about as a district uh you know for quite some time and we were planning to address them through some of our capital plan capital improvement plans uh so we want to walk through the timeline we want to walk through the usage the condition and again share the needs many of the slides you're going to see board members some of them are
things that you know two years ago we discussed uh and even three years ago we discussed in order to get this project moving forward but we thought it was important tonight as we look to accept the bids and move forward to take some time going back and looking at why again we're doing this project and why this project is so important for radnor it's so important for our community we will have a opportunity to see the actual design again the video fly over you see a great picture right here of uh you know part of that project the big piece of the project the accessibility and the ramps uh we're going to talk about the bids we had an opportunity last week in facilities to discuss the bids as you heard from public comment as
you heard from our facilities meeting uh the bids did come in about 18 higher than we had had anticipated you we discussed at length at our facilities committee meeting last week why that occurred our understanding now that these bids represent the market uh we will share some of those reasons tonight again more briefly than we did last week but share those with you moving forward and share with you why we feel confident and feel very good about these bids representing the market we want to also walk through some options that we discussed last week with facilities that we discussed administratively on the things that we could do moving forward but ultimately and i'll cut to the chase and it was made clear last week at our facilities committee meeting ultimately the recommendation moving forward and
the recommendation out of the administration is that we move forward with accepting uh these bids and move forward with the project and we'll share those reasons again why we think uh not only based on the need and the reasons for the project but from a timeliness piece that we do believe this is the right time to still move forward with this project we will wrap up with then some discussion about finance our business administrator ms michelle dico will talk about the financing options this plan moving forward accepting these bids will fit within our parameters resolution we've already approved but we'll also discuss uh some other options and answer questions board members about the finances as we move forward as well so i know that's a lot that we're going to cover we're going to try
to i might you know i still i still offer the belt of brevity to have to those who are who are going to be brief but this is an important topic uh and this has been a topic uh that obviously there's been a great deal of work over many years and as we've shared before this is something that we've known about for many years and there is some excitement to be addressing something and addressing needs within our district and making an improvement that's going to be an improvement not only for our kids and our programming but it is something that's an improvement for our entire community when you look at the accessibility you look at the use of this area of our of our buildings so i'm going to turn it over we've got members
of our steering committee here with us tonight if i start listing them all i'll probably miss them but i know we have members of the steering committee members of the administration that are all going to take additional slides we have fidavia who is our construction management firm that is here with us tonight our architectural firm and the engineers are with us and our financing team is with us as well tonight uh so we have a lot of people that will be jumping in as we move through this presentation so i think the next person is mr bazookas i'll turn it over to jeff uh thanks very much ken and thank you to the board for this opportunity um what i'm going to do is i'm going to walk through some of the existing conditions on
the site so that we can reorient ourselves on on the need for this project but saying that you know i think first and foremost from my personal perspective and i know that the steering committee feels this way we completely understand the questions that need to be asked about this project and the the real the scrutiny that you all have to go through in examining whether or not this is a an appropriate expenditure at this time for the uh for the district and so what we're going to try to do is explain in large part the interrelation of these different aspects of the project as we consider at the end of the day the recommendation um that's been made by the by the steering committee as opposed to other options obviously and you all have said
it on the board many times no one is a a question about this is not a suggestion that you don't support accessibility obviously we've said it all in the past that we all support this the accessibility aspects of this and we understand that it's kind of a it's a legitimate process that has to be gone through before we spend this money so without further ado there what what i'm going to try to do right now with the help of of pt and katie is explain to you what's going on the deliberation but also the site conditions that necessitate the work that we're proposing and i'm gonna keep it as quick as possible so this is a timeline of the different projects and the different events that have occurred in this um in this process and
in fact we're not starting this there's actually a slide before this um just a couple of highlights uh this this issue of the bleachers and accessibility actually first came to light for the facilities committee in in november of 2016. um the facilities committee explored options with architects and bleacher um and companies that provide bleacher construction to determine if a simple fix i'll call it a simple fix of erecting bleachers could be accomplished and after about a year and a half to two years of deliberation it was determined because of ada issues as well as a number of other structural issues with walls and and other areas that a simple fix just was not possible and so that led to a concerted effort on the part of the facilities committee and eventually the board to go
out to the community and ask the community what needed to be done on these facilities to consider a larger project and that was the founding of the steering committee and without going into the back and forth i would note that um that there were multiple meetings with the community at the outset asking for the needs what the community saw the people who are using this every day as well as the students of the administration there were public tours on three occasions in 2019 offered to the public so they could come onto the site if they had not been on the site recently to to consider the improvements that were being proposed um there were a vast number of student meetings and i know i'm not even going to ask bill how many phone calls and
emails that he that he uh dealt with over the last year of his tenure regarding this project but suffice it to say oh and then finally in in august of last year we got together and and ken and steve barrons and i did a presentation to the public um on the web to discuss the project the current status the things that were going to be addressed so i say all that to say that this is a project that has been had a very deliberate pace at all times it's been open to the community for community input and community discussion the other thing that i would add is that um there's been a tremendous amount of commitment by the administration in one-on-one meetings with all the coaches all the all the educators that that use these
areas of the school internal and external to get the architects um steve and his team together with the educators to make sure that we're doing this right and we're not tearing something up later and so i witnessed several of those meetings but there have been countless meetings where that has been solicited and so we move to the next slide i want to talk a little bit about we can go past this um i think i have them out of order i'm sorry jeff that's okay i think we just want to get to the first picture so we're going to turn to the site conditions okay stop there so when we started this i think it's important to understand the the number of students and and community members that touch these areas so this is a
slide that gives basic statistics this is as of 2019 obviously this has changed with covet over the last year but by our calculations at the time uh 80 of the student body goes into goes to these outdoor fields and then obviously the pool and and the physical education courses that we do probably lifts this when you consider the whole project to 100 of the student body but at least next on the exterior 80 of the student body in one way or another is in these areas on a daily basis in addition to that um as as ken mentioned the community uses these facilities extensively and the district has made these facilities available to the community obviously there's going there's on on an ongoing basis we're going to be looking at the the district's going to
be looking at the amount of that use and and the fees for that use and that's already been discussed but suffice to say that there are thousands of of community members students and children who come onto these areas and then another thing that's important to remember as we get into the conditions is we also have visiting teams visiting parents we have the track is open for for use by the community periodically um so when you talk about actual visits by individuals we're talking about tens of thousands of times a year that people come onto our campus or on our campus and use these facilities the the pool the rack um community group community swimming group has over 300 members we have community swim in these areas on top of that that that's made available so
we're talking about a significant touch by our community on these on these areas so flip to the next slide so conditions and and i i we're going to go through these conditions in part so that we can give some context the interrelation of the of the um properties you've all seen these before but we're going to try to talk about them in as part of an integrated plan so we have a situation that everybody's aware of where there's just not appropriate access to the this is the ramp down to prevo field you can see from the elevation there just there needs to be a different way down into this field and obviously the the stands themselves we flip to the next slide the the bleachers themselves they're old they're they're over 55 years old now
um but there are a couple of other issues that i think we have to keep in mind first of all if you look all the way to the right the stands themselves are too close to the building so even if we wanted to tear out the stands and just put in newsstands they would have to be 12 feet from the building right now if there were an emergency and people needed to get out of the pool area the way the doors open um exit would be blocked so people would not be able to get out and this is too narrow so if anybody ever if if there was a mass exodus from the from either the the bottom of the stands or the top of the stands you can see those egresses are just not
wide enough they don't come up to code the other issue is we don't have the appropriate railings so when we talk about a project and we talk about having to move things and therefore incur expense these are some of the reasons why that you know in working with the architects we realized that we needed to to do this just there was going to be a bigger project and this was identified back in 18. so if we go to the next slide so the track itself uh it's just important to keep in mind as we talk about this project that the track the track is in it was built in 2006 it is crumbling along its edges as you can see um which is dangerous for both the athletes and also the community that uses it
but the the turf field is 15 years old it is past its useful life so it is going to have to be replaced regardless of what we do um the other point that i would make is as we consider this project and we went through these things that had to be done we also thought about what should be done and we engaged in what i would call i say we it's really the administration and and the architects um smart planning so one of the solutions that we came up with in this process for example and you're all aware of is storm water retention and storm water management rather than having to create a large pit outside of the out somewhere on this campus to handle storm stormwater pursuant to regulation the architects in the administration
came you know arrived at the idea of doing storm water underneath the field which is what a lot of schools do but what that gives us is that gives us flexibility not only for this project but it's large enough so if say you want to enlarge the cafeteria or add additional classrooms or to undertake any other effort on the campus some of that stormwater requirement can be managed through this facility that was a little bit more expensive but that's smart planning it's it's thinking ahead so these are the kinds of things that that resulted in the project getting a little bit more expensive as we went on through the planning um if you move to the next slide please so we've talked about the condition of the concession stands and also again the stairs to
raider road you see in the lower right hand corner all of these are areas that that regardless of what we want to do are going to have to be changed and improved the concession stand was built in 1985 it doesn't have a toilet or running water um so you know the parents do a great job and the administration does a great job in making sure that this is safe and sanitary but it's not it's not up to what you would expect for a facility like this it's also because of that it's very difficult for other teams to use it so it's not used as much as it could otherwise be used um so but the other thing that i would say is in discussing solution to that um we've actually rather than having two separate
snack bars we've gone with one centrally placed snack bar so saving money on construction and also accommodating both fields as a solution to that um so if we flip to the next slide please uh again you see the pathways in front of in front of these different areas and and how they are they are overly narrow um and difficult to navigate uh particularly when there are multiple people involved um and then in the lower right hand corner um that is the only bathroom facility on the campus for for anybody using these fields including the tennis courts and things like that and the the actual the actual number of of uh there's there's three stahls slash urinals for all the men that would use this at any given football game and that includes the opposing football
team and so there's really if we're going to do this construction um it's not a want it's a need because you you obviously have to have the correct amount of of bathroom facilities for men and women in a place that is fully accessible um to people using enki field or prevo field so regardless of what we want to do we're going to need to to address that issue and it's a significant issue so if we move on to the next slide please we're all familiar with inky field and the need to replace these these uh this seating area it's i mean in and of itself and i didn't even realize how stark it was it's all tilted forward so that's why people are are falling down because it's uh it by its nature is uh
is tilted forward um and so when you replace this then you know you have all these same issues again accessibility you need to have accessibility you need to have the bathroom facilities you need you need to be able to get down to the field itself not into the stands so again i think we all recognize this needs to be replaced and the consequence of that is is the need for the bathroom facilities and and the other facilities we could move on um this is the top of enkei field again we don't have curb cuts we have a lot of a lot of sidewalks that are going to need to be replaced if we replace the bleachers the consequence of that is having to replace all of this also and and you would have to replace
this anyways just for doing the privo the prevo work because you have to be able to get to the field as well as get down on the field to comply with the ada so again needs and this is why you see a larger construction project as we addressed all these issues so move on so this is just a general picture of the bathroom facilities in the uh inside the building so one of the things that we did is is try to understand from the students and the community who uses these these facilities um what uh what the needs were um many of these have not been updated since the uh since the school was built um some of these lockers have have been there for you know for decades um and have not been improved
and uh have not been addressed and so the in the pool areas they're rusted out and these are not these are not things that were unknown to the to the school i mean there's been discussion of improving these as we've gone so some of this was in capital reports and the like um but in any event when we're doing this project the question we asked is is there an economical way to do these things too to improve accessibility and use and safety um rather than rather than moving past this if we're going to do all this construction what about these other things that have been on our tech on our tick list for the for a number of years and can we is it going to be more economical to these now as opposed to
postponing that running the risk with regard to safety but also with regard to sanitary nature and and the rest so you can see um you know these are areas that just had to be addressed if we're going to do another work these are areas that should have been addressed so that's why they're in the project um if we move on to the next so this is the pool area um so you'll recall from the from the meetings before and i know that that many of you were not on the board but the condition of the pool has been something that's been raised publicly on a number of occasions in thinking about the product project and thinking about accessibility there were a couple of things that we realized about the pool area one is that the
decking where everybody sits is not ada accessible it's just not so that's something that the administration identified early on that need to be addressed um so this is the upper seating area you see that in the upper right um also the tiling because this was this all was built in 1971 the tiling has been worn so smooth that now for safety reasons no one is allowed to walk barefoot on that tiling um because of the slipping the danger of slipping there was also issues with regard to air quality in the uh in the pool area and so um that again was something that was in capital planning that was the some of these issues obviously not the accessibility issue but some of these issues have been addressed and you know from this from uh from
a committee standpoint if we're going to make the fields accessible how can we not make the the pool accessible and safe and so that that's what led to the examination of the pool areas and and the work that's proposed with regard to the pool areas move on to the next slide um so this kind this brings us uh close to the end um uh of this part of the presentation this is the the current fitness room in the uh in the school so one of the things that we have been discussing from the beginning of the project was creating a fitness room that was accessible to everyone uh right now this this room is actually a converted classroom um it does not have sufficient electrical to run more than three treadmills at one time in
talking with mike friel and pt about about needs um right now we don't we try not to let more than i say we the administration tries not to let more than 20 students in this room at one time due to safety considerations and so with it with it with the enrollment that we have we're essentially excluding a significant portion of the of the um student body from using this run and so we don't have the ability to have teams use this room after hours and let anybody else use it we don't have the ability to have full classes of students in this area for for physical education purposes uh it affects and pt will talk about this it affects programming it affects things that we want to do it affects our ability to put in
place the wellness program that we've been talking about in in the uh in district planning for a number of years uh and so the the the fitness center that's proposed in these plans it it makes fitness accessible for all students at radnor so they don't have to go out and pay for their own gym memberships or travel somewhere to do basic fitness that's part of our educational programming and so it and also you can see there's no way that this is accessible um from an ada standpoint with all the equipment in here it's just it's just too difficult to navigate that room um just a couple more points that i want to make about the project um so when we think when we think about the field house and you think about why that's necessary
and and whether that's something that should be done in the project i'd like you to keep in mind that right now we have no protection from weather or lightning for anybody that comes on the campus after the school closes for its educational day so we have a situation where people have to run to cars opposing teams have to go to buses our own players may have to go into the school if possible or their own cars um and so when we looked at that issue that just the pure shelter issue that's what drove a lot of the decision making with regard to the to the structure in the field house it also solves two other problems it solves the bathroom problem for enki and privo and it solves a locker room problem for our own
students and for opposing students who in the past have had to walk up and down for example the uh the stands and have gotten injured so it's an elegant it's not a complex thing it's an elegant solution to multitude of problems the concession stand as well as safety um on the on the fitness center um again that's a big part of that is is accessibility and programming it also gives us the ability to add a couple of classrooms um which given the given the long-term planning that we've been talking about and i know others will talk about this more than i but it gives us some flexibility there to do that now in a very economical way as opposed to doing it later um and it's an elegant fix and they're multi-use rooms um the
the point that was made um by one of the commenters about the tennis courts we spent a lot of time discussing sight lines and seating and in the tennis area there's bathrooms that are going to be put in so that the people who are using the tennis area actually have a place to go to the bathroom there's they have a locker room where they can lock their their uh their items up securely so that's something that we spent a lot of time discussing um and then finally before i throw it over to katie um the other aspect of this is ada parking there's two ada parking spaces um for for these field areas and so the what is being done outside the gymnasium area um will also make a number of additional 88 parking spots
and and improve accessibility and with that um maybe we could flip the slide and i'll and i'll throw it over to katie samson great thank you jeff um so um at this point um i think you all you know know me know that i was i'm a radnor high school alumni class of um i had a spinal cord injury in 2000 which um left me a quadriplegic um and it was the radner community and the lacrosse community and many um of my classmates fellow radnorites that sort of banded together to help create the um the katie sampson lacrosse festival which you know up until covet had been happening on this campus um for uh 19 years and um you know it was uh for someone who knows this campus inside and out what restrooms work
what restrooms don't and to be a part of this project and to see it through this far it has been a tremendous honor i think if anything 2020 has taught us that um human diversity is not celebrated but threatened um and the principles of inclusive design that were put forth through this work of this team um directly states this commitment to diversity um the inclusive design resonates with really a wide audience um and it more accurately communicates this continuous process of evolving responsive solutions and i say that with the understanding that the ada is 30 years old right um universal design inclusive design came out around the turn of the 21st century to recognize the fact that it wasn't just about measurements it wasn't just about um 36 inches wide and curb cuts here and
curb cuts there and accessible parking it was addressing things like germs and it was addressing things like um as we age within our community and how we help solve these things and um it's been really remarkable to see this um kind of quest for balance and how we can really appeal to as wide of an audience as possible when we talk about wide visitors users so when we talk about these principles of universal divine design we talk about equitable use this commitment throughout the planning stages especially from concept to inviting the public to be part of this design stage and to gather feedback and that is useful for everyone the flexibility that the design accommodates a wide range of individual preferences and abilities um it the intuitiveness of the design and that's what's so remarkable
about id is that when you walk into a grocery store and the doors open automatically you're not thinking about that that design you just go into the store we don't think about curb cuts in anymore right that is what is so amazing and so um so genius about inclusive design and that's sort of what what you're getting here is that um that intuitiveness you don't think about it it is just there um perceptible information the design communicates necessary information that's effective to all users regardless of whatever the condition so you know where you're going you know where you're headed the paths are laid out in this design there's a tolerance for error here when we talk about safety precautions and weighing the importance of health and wellness um human needs and unintended consequences like covid
inclusive design was a lot of that was incorporated even prior to what how we think about and talk about um how we're planning currently and lastly i'll just address this low physical effort the design can be used efficiently and comfortably with minimum fatigue um and thinking about seeding just the comfort and choice of seating that is welcome for everyone um that i don't have to sit on the other side of the fence behind a tree on a curb that's cracking um you know to watch radnor high school students play play a sport on these fields and lastly size and space for approach and use you know it is appropriate the size and space is provided for reach manipulation regardless of the user's body size posture or mobility um and you know just lastly i think
um you know i have down here this concerns all of us and you might think well you know i don't really i don't know someone with with a disability or something but disability is a minority group that anyone can join right it it there is no um it is the largest minority group but you can wake up tomorrow and be disabled right and um i think we're at a at a point now where um when we talk about what we've heard from public comment this idea of yes this is um important for everyone the use for everyone but from from my standpoint and speaking from those who have disabilities whether they're in into invisible disabilities or visible disabilities that um for me this is about justice and um having radnor sort of return back to
a place um that can restore dignity um in people like myself um in coming to this campus and feeling a great sense of pride um and with that i am gonna turn it over to principal kavis kevgus and uh she's gonna kind of kick us home katie you're a tough act to follow i wish i had gone before you um thank you so much it's been an honor to work with you and really everyone on the committee and and you know when katie and i spoke earlier today i think that one of the things that she just mentioned that this could be any one of us um tomorrow you know really really hit home for me and stuck with me so you know before i go on i do want to say thank you to
everyone on the steering committee um it's hard to believe it's been three years but it's been an incredible time and the energy and the passion that everyone has put into this project it's just incredible um you know what we're seeing tonight is is truly the vision and the voice of so many that have come together to represent the needs of our entire community tonight we heard from community members like mr henkel and mrs addis and miss lowery about the importance of this project the beauty of this project is that it really aligns perfectly with two of our district initiatives our wellness initiative and our diversity equity and inclusion initiative we heard from members of the class of 2012 who i was the very proud sponsor for back in the day speak about the accessibility needs
this project addresses for our community with disabilities this project is not about bells and whistles it's a project about humanity and recognizing and honoring the needs of our disabled students and community members the project offers so many wonderful things beyond revamped fields it addresses the needs of the high school including limited very limited space with new classrooms a properly sized and accessible fitness center and a place to honor our past and look towards our future we are significantly limited in terms of classes that we can run in the pe department every year as well as in the fitness center because of the facilities that we currently have and the size of those facilities this causes scheduling issues every single year this project addresses safety as well the setup of anki and privo do not allow
for our disabled community members or our grandparents to enjoy the fields and all that we have to offer with our athletic program i've heard so many alumni tonight say that this project is long overdue and i could not agree more it's time for us all to move forward and do what is right for the high school community as well for as for our entire radnor community so i just want to say thank you and i hope that we move forward tonight thank you pt and thank you everybody in the steering committee i could only do this disservice to to everything you've all just said if i go on too long here so you've been looking at this slide and i'll just say that and it's a slide that we've seen before on a very practical
matter there are identified needs that go way back that need to be addressed whether the project goes forward or not and um this just illustrates simply how many of these identified capital needs are incorporated or sort of baked in elegantly to the this whole project and so if we don't do it or if we try to do it in a piecemeal fashion um these needs are still there is the point and so uh there this was something that the design team steve barrons and and the breslin group were aware of and made aware of right on and so they've made sure that they could check these boxes off and and address everything that you know our steering committee has just you know talked to us about i'm going to cue it up by going back
to the agenda that ken laid out for us we're getting ready to we're sort of at halftime here and we're going to turn it over to steve as allison gets ready the the video uh we're going to turn it over to steve barnes and our design team and they're going to walk through the next stage of this project thanks bill thank you everyone it is it is exciting to to be at this point in the process and as the as the video comes up this is an opportunity to summarize the design in an efficient way and and show you all that's gone into addressing these needs and and really i appreciate the way it's been expressed as as a as an integrated uh approach and it really has um through all the efforts that preceded
us as well as as us coming on board um the uh the opportunity to integrate the the all of these things into a cohesive design in such a tightly tightly knit fashion is really neat to see it coming together so thank you so here's here's the video that that you've seen before where over by the turn around loop you can see the accessible entrance to the prevost field you'll see the ramps coming down to the tennis courts and really ramps are obviously a big thing been been talked about numerous times and they're really for everybody in this pro in this project um the most everybody that enters this facility will be utilizing those ramps and taking advantage of that universal design you see the as we approach here over the tennis courts you see the
two-story addition the lower level is is those badly needed toilet room facilities the upper level is the fitness and there's three classrooms behind that that address the enrollment projections for the high school in the foreground is the track and field that are at the end of their life and are in our need of replacement underneath that field is the storm water management sized for some future capacity as well in that forward thinking way the uh the main entrance ramps are there in in the background or passing by the field house that has the concession and toilet facilities on the lower level the weather protection on the upper level and then as you can see in between us and raider road there is the ramp passages down to enkei field the new bleachers new bleachers here
as well as at at prevo and ramps that that allow those to be accessed from the field and vice versa this bird's eye view concludes and then we come up raider way and a lot of new landscaping as part of the project uh trees that have to be removed for one reason or another are in almost all cases being replaced by multiple large trees and we're looking out towards n key here across the viewing platform at sidewalk elevation again taking advantage of this this grade to allow an accessible path across the bridge there to the upper level this viewing platform and again vantage points that that everybody will enjoy but um but those with more limited mobility can can access all of these points for viewing out over the fields and then traversing down so
i like to say that the uh that the ramps are for both passage and pause as you can wait um for for uh others to join you or or observe the activities or move along them to to get to the other points in your in your destination so it's all all integrated there together we're seeing on the left here large viewing platform uh mr baduchus mentioned how we're widening that promenade at the upper end of the prevost field and between that and the bleachers and the natatorium this is the large new accessible parking lot that offers parking to serve the entire facility as well as this the building itself and a covered canopy there entering into the natatorium area some still images of the spirit gallery that was mentioned and this is a new lobby
and entrance area into the natatorium area of the building so i had to move along quickly there but hopefully that's a good reminder of what you've seen to date so i'm going to share the screen at this point and i will immediately turn it over to mr sakala from fedavia to talk about the the bid results good evening everyone hope everyone's well i'm going to take us through a real brief addressing of the bids that were received uh two weeks ago today and then address and confirm the overall efficacy of the bidding process you can see at the top of the page we have four columns we had four prime contracts that went out to bid in the first column the estimate is beside it in the second the bids the numbers that came in
on bid day beside that and then the right hand column reflects the allowances the values that were within the bid day values that 772 000 some of the allowances is within that 24 million dollar figure and point of notices in addition to the contingency of 1.6 million dollars and taking us through to the first bullet on this slide the net effect was bids were over by 18.75 percent of estimate taking those allowances into consideration uh just some things you could imagine there was a tremendous amount of work that took place two weeks ago that first week in particular to decom decompress uh descope and and analyze all the information we had to find out you know what was the disconnect and that's really what the first bullet addresses we did have coveted impact in the
original the original estimate that was put together but based on the market at that time uh in early december and other projects that we had coming into bid it obviously wasn't enough based on how things have transpired since then there were items that were not reflected and were added after the estimate was created some of those items for example the obvious ones the an emergency generator revised railings and the installation of those railings fiber lines uh just ballpark value but based on the estimated figures that we've we've de-scoped with the team about 1.2 to 1.4 million there number of material escalation we were experiencing some material escalation last year but we have it we had a great deal more after uh even since january one that we've we've documented in the last the last couple
weeks copper's been a big one lumber's been going up for a while copper was a big one uh 30-40 percent wiring a lot of escalation we figured the net effect of that is probably reflective and about five to fifteen percent of the overall values received or tran translated into one point one to three million in change of material escalation and then the the obvious one which maybe isn't so obvious that this is a renovation project versus a simple new build and we say that because we had other uh contemporaneously bid projects large projects right around this this the bidding of this project and those numbers did come in okay but again those both of those projects were simple new construction out of the ground projects moving on to the efficacy of the overall process we
we had reached out to initially based on a consolidated list of 133 prime contractors in this space that that you know regularly build the k-12 work 49 contractors and of those 34 primes actually picked up bid packages we were expecting 17 on bid day we received 11. reviewing the four primes the general construction we had two but of the two we had two extremely aggressive and familiar firms to both the architects firm and our firm so so we were comfortable those two firms are normally one two right at the the low point uh in in a collected a competitive bidding process so we we felt good again after a tremendous amount of de-scoping as well that that the numbers were good and reflective of the marketplace and the scope of work that was put out
there mechanically we had three bidders um interestingly and talking with the low bidder their bidding strategy was not to price the material escalation and that was their competitive advantage going in to the bidding but again numbers were tight mechanically we felt very good with and again familiar with the firm family happy and content with those numbers electrically that was the again the one we had the greatest consternation because of the spread between the three bidders we had on bid day but again uh out literally hours of de-scoping with the electrical contractor we were very comfortable and satisfied with the um the value of the bid and and lastly plumbing we had three numbers for plumbing which included the sprinkler discipline and the numbers were tight and all firms that were familiar with and competitive so
in conclusion we would have preferred to have more bidders in in an ideal world but but after spending a tremendous amount of time with this with the contractors with the design team and the administration going over these bids and knowing the firms involved where we're comfortable that the scope of work that was put out there is is reflected in a a best competitive number in the marketplace at this time and that's that's that's what i have great thank you dan so the next slide um here represents uh the bid alternates and very briefly um dan mentioned that within the bids themselves are allowances those are items that can reasonably be expected to be needed in part in the project but difficult to quantify um at the outset so there's that 772 thousand dollars of those
items that are that are within the contractor's base bid and um those those are the numbers that that he shared on on that slide there's also um in the bids what we call bid alternates and these are items that are not necessary for the i'll call it the integrity of the project there are items that are perhaps lower on a priority list or things that that may represent if if the bids come in low opportunities to add value to the project things that might have not been um included in the original scope of work but but value ads that can be brought in if if the bids come in favorably in our situation unfortunately with the prints bids coming in high for the most part that we utilize that to very select selectively look for
things that offer a high return on investment but those wish list items that are not um integral to the uh the overall success of the project the performance of the project as originally envisioned are able to be set aside so i'm going to briefly go through they the alternates do present um a decision point for the team ultimately for the board and in terms of the vote with respect to the ultimate contract amount so i'll go through and present to you what is the recommendation of the design team of the administration the steering committee and each of the four primes have some of these items so under general construction you'll remember back in october we brought to you the opportunity to provide some air quality improvements to the natatorium and that was identified as outside
the original scope of work but something that we as a design team found that could be brought in and identified that as a bid alternate that is something for a variety of reasons others have spoken to uh that that we are recommending that that uh natatorium air quality improvement be undertaken conversely there we identified and i'll show you pictures of this so you can you can see it a little bit more clearly in following slides but we recognize an opportunity to remove some face brick from a lot of those retaining walls associated with ramps and um and grade changes on the site we saw an opportunity to consider removing the face brick from those and tastefully doing it in a exposed concrete fashion show you some pictures of that that was a significant potential deduct
to the project to the tune of 390 thousand dollars we also looked at lowering the fence along uh along raider way to to a height that is more inviting for the campus in in a philosophical way as what but yet still addresses the need for a guard rail and safety we identified an alternate turf manufacturer that provided a savings but still met the design specifications and then we also carried an alternate for some sod as opposed to seated grass the the idea there again in a return on investment point of view that that sod would establish itself quickly allow for athletics to be resuming in the in the area of the construction particularly with track and field rather than waiting an entire season for grassy to establish itself that ended up being a very small
number and we elected to or are recommending that we elect to accept that alternate so the net effect as you see the base bid column is on the left hand side those are the same numbers you've seen on the previous slide the alternate column on the right hand side reflects the net effect of these these alternate selections so with respect to the general construction it is a net deduct of 355 000 to the general construction base bid so if if this is accepted and we move forward then the contract amount would be that lower number for mechanical construction again there's a piece of the of the mechanical construction that relates to the natatorium air quality with regard to ducts and exhaust fans that is a companion election there we also had alternate manufacturers and and
contractors associated with the building controls that's hvac controls in the building and then a service contract attached to that and then finally the mechanical construction had an alternate for a high efficiency boiler again this was something that was identified by the engineers through design that would provide a separate unit to reduce the load on your main boilers that are aging so this would be an opportunity again a very effective return on investment to extend the life of those main boilers by this new high efficiency unit carrying the load um for those those seasonal changes and really throughout a lot of the year other than those deep cold winter days so the net effect of of those alternates is to increase the mechanical construction by 163 000 the electrical construction again two companion alternates there with
respect to the natatorium air quality improvements and that the electrical connections for that high efficiency boiler a modest increase to the base bit there of eight thousand dollars and then the plumbing construction would see um some work associated with that boiler and a forty five hundred dollar increase there so the bottom line there the total net impact is a a deduct to the sum of those four contracts of 179 000 so the the contracts would actually be written for that those numbers in the right hand column so to explain a little bit about the brick reduction of on on the face brick a lot of those other alternates are things that um that are in inside the walls um you know in spaces that aren't real visible this this is a consideration from an aesthetic
point of view something that's visible on on the site so on the left hand side of the screen you'll see a little snippet of a plan that shows the high school building prevo field and an end key field in the field house in between and what's highlighted there in yellow are the areas of the site walls that we're talking about considering removing the face brick so this does not have anything to do with the buildings or some other areas of the the site that are they're close to the building and really looking for a continuity of that design the right hand side of the screen shows the n key bleachers and some smaller walls that are behind those so the upper image shows you the concrete exposed concrete look and then the lower level the
lower image shows the face brick to give you a little further example here these are the prevo retaining walls so again left hand side is what those walls would look like with with a brick with a concrete face brick removed and the right hand side is the face brick as you've seen it to date just to help show some real life images here these are walls that would be very similar in their treatment to what what we've done elsewhere in similar situations so the close-in shots are on the on the right hand side show you how when they break the forms they will be filling voids and giving it a smooth surface the left-hand side particularly the bottom image shows a 14-foot high retaining wall which is exactly or nearly identical to the height of
that um highest point right next to the field house where the wall would be at its highest point it diminishes from there to um an image like you see on the bottom right where it's just a few feet tall this is an aerial image you saw this image as the title slide but you can see this is looking at those those main entry ramps with the face brick and then this is an image with the face brick removed and the exposed concrete look the idea being their their score pattern a scoring pattern that breaks up that that monolithic look in a tastefully designed way integrates the necessary control joints so that they they get lost in the design as well so want to move on now to the options so as has has been expressed
by others over the past couple weeks we looked very carefully at the options that that were available to present to the steering committee the facilities committee and ultimately the full board this evening we we identified essentially four options to move forward option option one is is on the screen here now that is to to essentially increase the budget of the project commensurate with the bids that have been received and you'll see with each of these options the layout of the slide is similar we have pros and cons on the left hand side the right hand side is a is a diagrammatic chart that attempts in a visual way if you're like me or a visual person and it's helpful to see the the net effect in some in some quantifiable way and so on the
left hand side the left axis is the is the the current bid at just under 25 million dollars numbers smaller in the upper direction and lower in the in the bottom direction so these axes are reversed because obviously the upside of any changes we would make would be lower numbers lower bids the downside would be increased so you'll see green representing the upside and red representing the downside and then a on the right hand axis axis there a representation of in general terms what we could expect in in the as a as an outcome of potential changes so with option one uh moving forward and increasing the budget uh the the advantages are that we can proceed without delay we would still initiate a value engineering effort we're conscious that we're still uh spending more
money than than we want to so we're going to look for opportunities in ways that do not compromise the the project's goals to find ways to ways to save money some of those are informed by the results of the bidding with respect to material substitutions we could make and those sorts of things another advantage obviously is that we know we have the value of those bids and if they're accepted that's that's the value that that we have to work with the as also has been mentioned that the scope has been confirmed with the bidder so our our concerns have been delayed in terms of wanting to make sure that everything was captured in these numbers there's there's a momentum of support that that was eloquently expressed earlier from public comment and so on we can
take advantage of one small silver lining of of covid only really with respect to to construction is that it reduces the facility use and allows for easier construction activities on campus the project does address the safety concerns that are imminent that are that are current with respect to the the field in the bleachers we're taking advantage of low interest rates at this time historically low interest rates and as has bill eloquently uh described in pt as well there's a in alignment with the feasibility study the needs that are known that have been known and are addressed in in in basically all cases with respect to the scope of work as it's currently envisioned and currently bid the disadvantages are obviously the bids are over budget we don't like that and um the and there are
financing implications of the higher cost that that would be incurred moving forward so you'll see on the right hand side again a little graphic representation we do believe that there are potentially tens perhaps hundreds of thousands of dollars to be gained by some of these value engineering options some of those might be might be a tough decisions but we believe they can be done in a way that does not compromise the overall goals of the project option number two is what we're calling a quick partial rebid so we could identify could accept the bids from certain primes and reject the uh the bids from from certain primes those that we feel are particularly um over the the uh the estimate so um the advantage of that is we we could potentially invite more bidders we
know that it's a competitive environment right now a lot of work on on the street perhaps there's an opportunity to attract more but we don't know that for sure we still could capture some of those ve items that we've been talking about that opportunity would still exist and we could still address as as much as possible some of the alignment with the feasibility study the disadvantages um include a loss of six weeks minimum we're referencing that number because we think that's as quick as we could possibly turn this thing around and then be back to where we uh were two weeks ago with bids in hands so that that is a delay we as a result of that we could lose those low bidders that the bids that are rejected we may not get the
current low bidders back the numbers might end up being higher because we do expect that at least in the near term prices will continue to rise the market's telling us that we by that delay we would jeopardize the first summer schedule there's a lot of critical activities that need to happen in the first summer that because of the phasing of the project with some of the infrastructure pieces that need to be in place to move forward not to mention the the the the aspects that need to be in place for school to reopen effectively um in the in the fall we think primarily about the roadways that have to be disturbed for that first summer work and um there is also then financing implications of a higher cost because we may incur that but also
the bids that we retain are still a little bit higher so the right hand side shows a a net increase potential for the the uh those unknowns so that's the red on the bottom of the graph but and that that could be to the tunes of tune of hundreds of thousands of dollars above the bids that we already have in hand there's no guarantees there again some green is indicated there because on the upside there is the potential to to reduce the cost a little bit so what you're seeing here is while the upside might be a little higher we're also capturing a lot more risk with this option that that we could end up with higher costs and reduce value of the project overall option three is a what we're calling delay reduce the
scope of the project and then because our current contractor contracts would expire we would be rejecting all of the bids in hand right now the advantage of that of this option is it does by reducing the scope offer us the greatest opportunity to reduce the cost as well but what we would we believe have to reduce the cost of the scope significantly to to gain that uh that advantage the the list of cons disadvantages here grows many of these are repeats so i'll just hit on those that that are new there's there's a loss of at least 10 months so to effectively redesign certain aspects of the project to reduce to pull pull things out and cut costs that's going to take time and then of course a full rebid so we we foresee at
least 10 months to be back to where we were two weeks ago with bids in hand we would be sacrificing a lot of identified needs through that cost cutting the the integral nature of the project that's been discussed and we could end up paying more for less in in a year from now because of the loss of value because of interest rates because of inflation all of those sorts of things again we would lose all of our current low bidders as effectively if they are for one reason or another not able to re-bid or re-bid and and um and their bids are higher prices would continue to rise we would lose a year out of the schedule lose potentially momentum of support increase facility use as we as we come out of kovid and recover
from that delay in addressing a lot of very important needs that have been discussed the interest rate risk of increase there certainly falling well short of alignment with the feasibility study and then as we would then piecemeal things along the way to address those those current and imminent needs we'd be incurred the district would be incurring additional maintenance and costs design costs associated with a major reduction in scope redesigned by the design team new permitting costs as we would have to resubmit get new approvals for the revised scope so again the on the right hand side there you just see how the how the ranges are growing more upside potential but but a great increase in our in our downside potential as well option four we present simply because um it is an option would
be to abandon the project and say we're just not moving forward with anything at this time um the there really is no advantage that we can identify to this option obviously the disadvantages are many all of what's been expressed on the previous slides you lose the sunk costs the value of the project safety concerns would re-reign ada deficiencies would remain unaddressed loss of economy of scale and synergy as you continue to address the things that need to be done in that capital plan moving forward significant additional maintenance costs and momentum and misalignment with the feasibility study so the recommended option for moving forward of the design team the construction management team the steering committee the the administration is to proceed with option one we would proceed immediately and initiate that value engineering effort immediately and
try and capture some of those those those what costs we can to ultimately through change orders to reduce the uh the cost of the project after accepting the bids as they as they stand and the impact uh briefly indicate here um is that that construction cost net of the alternates on the top line and then the the project cost also then increases and the range of outcome remains the same as option one as you can see with a little bit of a potential upside to the extent that we can capture some value engineering that we learned through the bidding process so that this slide here to to sum it all up is as we showed you in january a comparison with the previous numbers here were representing a comparison to the 90 percent january numbers
and then um where we stand today so the top portion of the slide are those hard cost numbers that that others have gone through that dan um illuminated earlier we still are maintaining i'll just add that we're still maintaining that construction contingency that at the same level so it does effectively reduce in its percentage of the overall construction value but we feel comfortable with that because of the the the relative risk that has been eliminated with the bids having been received the bottom part of the slide is a is a quick breakdown of the estimated soft costs so the soft costs are um are obviously the other half of the the picture with respect to the to the hard cost that's in the in the bids or extended expected to be expended with respect to
the construction itself the soft costs are those fees and and costs associated with that so i'll go through it quickly um the architect and engineer fees my uh my firm as well as as the um engineers that that have subcontracted with much of our fees is associated with and tied to the cost of construction contractually so if the bids had come in lower than the estimate we would have adjusted our fee down unfortunately the the contract amounts went up so our fee adjusts upward um to uh address those contractual obligations that that we have to our consultants to address the increased liability associated with the um increased construction value and ultimately the additional work that uh that we expect to um be involved with as a result of of the complexity of the project the
other numbers there are shown to be the same there is the credit that that design team's offering with respect to the feasibility study some of these other numbers may adjust but we feel that they're they're compensating there's a chance that furniture equipment costs could go up also commensurate with those material cost increases that we're seeing but we also had some um clear picture of the financing costs that went down a little bit we're also maintaining the same number of the contingencies for the soft cost there's a contingency there as well again that res that reflects a reduction in terms of the percentage but we feel that those numbers are still good as estimates to uh because they compensate for one another so the the increase in the soft cost is reflected there at the 3.7
million dollars and then the total project cost has increased to 29.7 million dollars and at this point i will uh pass it off to this is deco and stop the share and mr stern what i thought we would do is we would uh round out this presentation with just a quick overview of the financing now our focus tonight is the approval of the bids and that has been the bulk of the presentation but obviously uh the discussion of how we're going to finance you know becomes part of this discussion as well it is actually a discussion we've already had through finance committee the parameters of resolution we already put in place uh still is my understanding that parameters resolution um would still work now for the numbers you have seen and miss dico can share
that with you but we did as an administrative team look at two different options uh that we can share very quickly tonight very briefly if we wanted to look at a different option from financing this completely with the bonds what would be an alternative to looking at some of our capital dollars administratively we're recommending that we finance this entirely through uh the bonds uh is is what we're recommending at this time so we could do a quick overview of that does that make sense um susan and then we can open it up for discussion and questions uh you know i think that's fine i i do think that we'll end up having to go back to maybe some slides before but you know we have a good understanding of what it costs and why it
costs what it costs and now if ms deco can just and uh with the financing team that's i can see a few of you are here so welcome everyone thank you you know just have us understand given that your recommendation the administration's recommendation is that we still proceed with funding this fully through the issuance of a bond then let's understand how the parameters resolution that we passed uh uh two weeks ago how that can still be workable for this project even uh you know even with the increased costs for construction so ms dico if you could take it from here that would be great just give me one second to cue this up please sure in the meantime i do want to thank everybody who's i was a lot to take in but it was
i think really helpful to go over the you know where we started how we got there and where we are now are you ready miss dico can everyone see my screen we cannot okay one second here michelle i think i have that slideshow too if you want me to bring it up no i think i have it thanks bill thank you okay i apologize i'm new at this zoom stuff and i'm not as good as everyone else but no worries sue michelle is it possible for you to change it to the slideshow format just so that we see the picture i think if you go to the top where it says slideshow it's over to the right uh now to the left it's right kind of above the word uh funds yep there you go
it it might help us see this a little bigger i think it's just from the beginning the one furthest over to the left yeah it just makes it bigger on our screen since we're screen sharing and then it's also being shown on youtube thank you i appreciate that thank you susan so one of the things we wanted to talk about is some of the options we considered with funding options for this project especially because it came in over budget and we wanted to share with you some of the things that we considered so when we look at the cost needed for the project the total cost estimate came in higher than expected but those costs include the financing fees which are netted out of the bond issue so what we wanted to show you is
that even though the cost is higher we don't necessarily need to borrow that that much money to pay for the project so based on on the parameters resolution that we passed we anticipate that the bond proceeds will yield 29.35 million dollars and the project needs only 29 345 or twenty nine three four six so just wanna express the fact that the cost for the project the financing costs that are included in slide one are not an actual outlay of cash they're netted out of the bond proceeds so the district does not have to expend those dollars in order to pay for this project so when we look at the project the net proceeds are 29 346. so in funding option one we looked at the ability to pay for some of the costs with the
bleacher project funds that we had already set aside and prevost turf replacement and then possibly using esser grant funds esser grant funds allow us to be able to use some of those grant funds to pay for things such as air replacement things that are needed uh for air quality enhancement in our buildings and so the enhancement in the pool area is easy to identify because it's an ad alternate this project also includes the air conditioning at in the gymnasium which we would need to get some more information about but we would also be able to use a ser grant two funds to pay for that so we would need to we would be able to use fewer bond proceeds to pay for this project the other option that we have is to net pros is
to use net proceeds able to pay for the project and not issue a bond up to the maximum of the parameters resolution that we approved it wouldn't be prudent for us to do that we can analyze the funds that we need for the project and do the bond issue in accordance the important thing to remember with this is that all of these options include the fact that every single contingency will be used to pay for this this project whether it's soft costs or hard costs and also the allowances this assumes that everything will be needed to pay for this project and michelle in this in this option so option two if we um if we go out to bond for the entire project and we don't offset this now additional cost how much more is
our predicted uh you know uh payments you know if we now with the increase in this budget how much how much additional would we be paying each year uh if we did float a bond for all of us and ken that's a really good question it's a one bump and that bump is around 179 000 and then after that it's kind of what we call baked in in terms of the budget because what happens is it's a wraparound debt so as our debt payments are reduced this bond will picked up pick up so the first year it'll be 179 000 and then it'll be level and then as our other debt drops off then those bond payments will increase and zach and our financing team ed and lauren who are with us tonight we'll talk
about that in much more detail okay would you like us to take it from there michelle yeah zach i'll stop sharing okay and i think that's a good place for you to start all right hi everybody uh yes so as michelle said long time no see as michelle said lauren and ed are also on the phone let me hop back into sharing okay can everybody see that yes thanks yes susan i only see you so okay so it's this is the handout you've seen this a bunch of times now in the past you know a few months i'm not gonna go through all of this again um you know when i get to the main page which is where michelle just left off the the only thing i'll note you know and i think we
mentioned this a little bit rates have been at all-time lows for basically a year now but we have seen you know kind of a slight uptick here in the last few weeks really since president's day so they're still at all-time low levels you know when you look at the middle chart you can see you know where we are currently was an all-time low a year ago but you know they've started to move off of the historic load so i'm going to skip over this is your existing debt you know we've we've kind of talked about a lot of these things this is the similar bullet point page to what we've had this is the page that that i think matters and this is um you know what ken's question was and what michelle just answered
is what does this zack i'm sorry to interrupt just so that it's a little easier to read sure anyway you can even if you zoom in whether you're looking at the top of this and then scroll down just so that we can see it a little bit more easily thank you okay so what we did was we we have in the blue in column one that's what we've been talking about that was borrowing 25 million dollars what are the payments going to be you know how's this going to look do we do level do we do wrap and so you know we went through a process and we settled on what is shown in column one which was you're going to fund 25 million of projects over a 20-year wrap-around structure okay and as i
scroll down here the key to the wraparound structure was that it's going to take into account your existing debt in column four so you're going to have the the minimum minimal budget impact which is shown in column five so about nine hundred and forty thousand dollars and then as your existing debt pays off in column four this new bond is going to wrap around your existing debt so the net effect was column seven so your budget was going to go from column four where you're paying about six million four hundred and eighty thousand a year to column six which shows you're paying about seven point four million dollars in your annual budget okay so that's where we were so fast forward bids come in bids are higher so what we're showing you in the red
column now is what happens if we use the full amount available in that resolution that we passed a few weeks ago which is 27.5 million that was the magic number we borrow that full amount in today's market and lauren and ed go they go sell bonds what we're estimating is that based on the market today we would be able to net the district 29 million 351 000. now these numbers are all very specific they're going to change based on the market rates you know when we do this but that's approximately what we would get so those numbers that you saw in michelle's presentation were reflecting this if we maxed out that resolution we would be able to net the district somewhere around 29.3 million dollars okay so we can still fund as we said most
of the project if not all of the project under the current debt resolution so now the burning question that they can mention is well what does that cost in the budget and so what this page is meant to show you is column seven shows the new payments so instead of column five you're now going to have column seven for your payment structure so when you layer that on top of your existing debt instead of paying seven million four hundred and twenty three thousand like we're showing you in column six you're going to be paying seven million six hundred and five thousand dollars in your budget every year going forward like column eight reflects and the difference for borrowing that extra money because bids came in high is about a hundred and eighty thousand dollar increase
to your budgeted debt service so when michelle mentioned it's a one-time increase it's because you're to go from 6 million 480 up to 7 million 604 and then after that your debt is kind of what we call level funded because it's going to you know you're going to have 7 million 604 in your budget so then going forward your payments stay the same because this is all fixed so that's the main takeaway i think is you know you can you can fund the whole project or just about all of it with the current resolution that's number one and then number two is you're going to increase what we are estimating to be your annual payment by about 180 000 for borrowing that extra 4 plus million zach could you just scroll down so we can
see the bottom of that page yes so there's the totals okay how's that that's great thank you and so the total debt service obviously grows up because one you're borrowing an extra 4.3 million dollars right and then you're going to pay interest on that extra 4.3 million so when you compare the the total in the blue 134 million to the total in the red you can see the total increase in the debt service over the 20-year life of this is about you know a little over 6 million and a half so the page when we were looking at this last month and um we were looking the finance committee was looking at this last month and we were comparing what our total cost would be for a level uh debt versus wraparound debt these numbers
are obviously increased and some of this some of these numbers reflect uh not only the fact that we're borrowing more but also is it also a little bit reflective of the slight uptick in rates right now but we actually didn't change the interest rates in here we had built in some interest rate conservativeness into the old numbers we were showing you so so we've eaten up that conservative uh you know additional rate that we had built in but we didn't update the numbers because we're still if we did this today we'd still come in kind of at or below this okay great thank you all right so is that helpful for everyone to understand you know what what kind of the difference is you're borrowing that extra 4.3 million and it's gonna it's going to
increase your debt service budget by the 180 000. i think that's the one sentence version of of what all this means from the borrowing standpoint and and lauren and ed if i missed something feel free to jump in i've just been talking now i think you're i think you're fine zack okay yeah he could probably yeah he could stop sharing i was gonna say thank you zach that's helpful thank you michelle and so um susan i you know turn it over to you really that that is the you know the two parts of the presentation we wanted to share tonight and and uh you know open it up now for board questions and certainly we can move back to just the the bid aspect of it or to the finance part of it no no
no that's helpful so um you know we've just taken in a lot of information and i do want to open up the you know if there's any questions for the board and i don't know if anybody we we're all a little whoa that was a lot to take in all at once um what i'd like to do just i'm gonna quickly have to turn over open up a different document but i would i'm going to look at the actual uh technically so the resolution that's before us uh which we for which we have a motion and a second uh is is this a roll call vote or it's just a majority vote mr kristofco or ken i don't know if either one of you it you know if this is this something that we need
to to do by roll call or majority the vote that's where you're awarding the contracts yes if you uh do that vote by roll call that's better because then you have a clear record uh in case there's ever a challenge down the road as to who voted uh for and against okay so i just want to be clear that the the motion for you know which is on the table at this point for the board just as we're speaking about it is the 24 million i think it's 382 it reflects the slide that mr barrons showed us where they took the base bids which was the 24 million 561 and did some uh what's the word i want to use here some adjustments or some alternates and can and brought the number down just slightly
to 24 was it 382 sarah 386. it's 382 24th 24 382. okay great um you know it it might take us a couple of minutes to warm up here so uh let me start off by saying thank you very much uh i'm gonna keep my comments short and sweet the the groundwork's been laid here really well for the last three years um these are needs that i've been talking about for five years um and i fully support the project the that our ada needs have not gone away our our needs for enhanced areas uh you know our fitness facilities and our concession facilities and our and our access facilities and the bleachers none of this has gone away and um i think it really is it i i really hate that the bids came in
higher everyone really hates that the bids came in higher and they came in higher that is that that is what happened uh i'm still prepared to support this and you know i'm hoping that we are going to see savings as we move through the process through value engineering i'm really um you know i've had enough experience with the financing team to know and to believe in good confidence that at the end of the day we will have we will spend less than they're even anticipating we'll spend from a financing end and uh this is the right time to do this and it's not because it's an easy time to do it it's not because it's a convenient time to do it and the reason is that it the right time to do the right thing
is now you know i that's the reason because if we wait things will likely go up and we will have more time when our kids don't have the facilities they need and one thing i've learned this year from kovid is that when our kids come back in the buildings we need to really be prepared to meet every need they have and these are critical needs for them um i do uh have a question about i really do hate that we have to take out the brick and i really do understand that it's a it's an important cost savings it's a significant cost savings i was speaking with another board member we were we were brainstorming and you know i like to try to turn lemons into lemonade i'm hoping that on that really big wall
the really tall wall that is part of the ramp uh that will be integral to prevost field i'm really hoping there's an opportunity for our art students and i give all credit to ms dunn for suggesting the art students i had a different idea i like her idea better um that maybe that can become a wall that our art students are able to create something really beautiful and and have them be you know down the road have that be a really beautiful wall of their their incredible artwork rather than a big wall of gray but i do understand the reason that we're doing that um we can talk about the financing later i don't really have a lot of questions i feel like are i feel like my questions have been answered really in full
over the last few years and unfortunately the bids have come in higher and that just really stinks and it doesn't for me it doesn't change that it's still an important project to do so i'm really grateful that our administration and our financing team have found a way for it to still be manageable and workable within our budget uh i don't know if anybody else has any questions for around or for the project yes dr babson and then mr moore uh i echo your sentiments uh miss stern that this has been a long project or process and most of my questions pretty much all of them have been answered at this point looking at the options you know i noticed that one of the bullet points under those options was um you know maybe like a
con against delaying with um any kind of accessibility issues and to me that's actually at the top of the list that those need to be addressed yesterday and so i agree that you know the time to do this is as soon as possible but i think that it's important to underline that this board has i think we've done a pretty good job of making sure that what we're doing here is is fiscally prudent and that it's a sound investment and not being a finance expert i've had to use my best judgment and and take the advice of people who know more than i do about that um but taking it all into account i think that we should see this as a very exciting moment for our district um that we should sort of grasp
the nettle so to speak um despite some of the liabilities and and um you know kind of drawbacks um that mr mentioned so i all for option one great uh mr moore go ahead i don't know anything really about construction and construction management so i'm really relying on our our team our facilities committee and our operations staff the steering committee volunteers and in the construction management firm and architects we've contracted with on the technical details on the financing end i did have one question i have a few comments as well but i can wait till questions are over before i make my comments my one question is uh the increase in the soft costs so this is actually on the expense and not on how we finance it in so the the increase in the
in the soft costs uh i understand how our contract's structured um it's it's based on the size of the project i'd like a little bit more of a sense of how much of that um a little over uh three hundred 000 i think it was for the increase in soft costs is you know actual extra work that the architects and engineers will have to do as opposed to the benefit of the upside of the the contract that's not extra work but it's you know it's extra you know money we're getting that we agreed to in that contract steve's coming on while while he is coming on here too um i mean and it's a good call it's a good it's a good question um i know steve you'll be able to answer a little better
than i but the cost of your liability goes up as the cost of the project goes up um i could also speak to a little bit about just the the efforts that you know i i think you have over 7 200 hours in you know architectural and mechanical hours in this to date already and uh from my experience that's that's you're probably on the losing end right now um so as the project it's been a struggle maybe to get it to the level there's a better way to put it i'm so impressed at the level of design and detail and engineering and value engineering that we've had to date through covid and through everything else that it's really um i think we've gotten a value um and the additional soft cost for it uh it
is contractual and again steve i talk about the liability of it but i don't think the building environment gets any easier as we go forward let's assume we vote and move forward with this project it's still a really challenging pro project to go forward with at this moment and so those challenges i would anticipate would be met in the same manner that we've seen uh from this team to date and um that's a long way of saying i think their efforts are going to be as challenging going forward through construction as they have been getting to construction document delivery and so i think we're going to still see a value there for what might amount to in the overall cost of the project maybe a little over one percent i don't know if that really
answers it but it was buying some time while steve turned his camera on now thank thanks bill it it you did hit on a couple of points there um it's actually not uh the number you referenced mr moore in terms of a little over 300 000 it's actually less than that because the uh the delta between the estimates and the bids does not include the amount of uh allowance funds for example so that that it's a little bit narrower than that um and and your question is a good one it it's a it's a natural one i think um it's actually very difficult to answer the reason for that is is this this lump sum of that reconciliation if you will between the the two numbers and the percentage thereof is we're looking at this
as a snapshot in time that's not a lump sum that's all being paid out now and reflective of effort you know to date there's 18 months more of this this this project ahead of us so right now as i said here i have no idea how much of that will be spent what what won't um i i can tell you by the nature of this project any project like this that is entirely dependent on a lot of existing conditions many things which aren't visible until walls are opened up it's i do expect to be using those funds as bill said they're a very small percentage of the overall project but it's a very significant sum of money to us that is myself the design team the engineers because it it it is the difference between
us being able to do our job and and not in running out of money and and we're we're obligated professionally to provide the district with a level of service regardless so if that delta doesn't turn out to be enough over the next 18 months it's not going to matter to you you're going to get the same amount of service from us and so it's a very difficult question to answer because i just i don't know how much that's going to be expended i would say that the same oh and the other thing i'll mention is that that number that you cited does not include those items that have been the fee on those items that have been added since 90 percent so those are the two factors not reflected in those two numbers what's been
what has been added like the emergency generator obviously the electrical engineer had hours and hours and hours on that so all those things are reflective of both effort as well as liability as well as that's what we get to work with moving forward and there's no additional opportunity to come back for more so um i hope that's an answer um but yeah that's that's thankful i i mean yes i i understand thank you for that i promised one question i do have one more uh i understand the cause of the increase in cost i watched the facilities committee meeting on the construction side except for one thing which was the statement that costs are higher in these bids because the project is is a renovation and not a fresh construction but isn't that something we
we've always known uh you know this this school was renovated in the late 90s uh right after i graduated and and these issues have been latent since then so you know why was that more of a surprise in the bids good good question um and and the answer is yes it obviously is a known uh issue um i can i can let dan speak to this but um the it's a relative relationship so in when when there's projects out there to bid on and contractors are making their decision uh with what to aggressively pursue if there's a lot of the new ground up easy work so to speak that dan was describing it it's going to affect the marketplace in the sense that contractors have more choices and so so the the um i would
say that the relative relationship or the relative effect of a new uh clean project versus a more difficult um renovation project is a relative one in the marketplace at any given point in time yeah and i would and i would just add i mean the quick manifestation of that we had another project um large project bid on the very same day and we had twice as many bidders on it it was a simple project it was an easier project had nothing to do as much with the numbers as it had to do with the number of bidders all right thank you i have a few comments i'll hold those some more board members may have questions they need to hear answers to before they make a decision great are there any other questions sarah did
you want to jump in sure i just i had one clarification there was a mention um in the financial presentation mystico of an esser grant and i don't recall seeing that mentioned before so i just wanted to understand what that funding is and it was it was 93 000 so is there more can we file another application somewhere so the astra grant sr2 we are eligible to receive just over 1.8 million dollars worth of funding and that esser grant includes specific things and one of those things is improving air quality and air filtration in the building the ad alternate for the pool filtration falls into that category and that's easy because it's an ad alternate the other thing that would fall into that category of things we could pay for through the esr grant is
the air conditioning in the gymnasium which we do not have currently but we would have to get additional information from the contractor the gc as to how much that would that would uh be eligible for we're not recommending that right now because we think those funds are better spent elsewhere but that's definitely something we looked at and decided that probably wasn't a good use of those funds because we can use those dollars for other things to benefit all students district-wide as opposed to putting those funds into the high school project itself so is the esser grant is this a covid related grant is that why there's the focus on the air filtration okay the elementary secondary school emergency relief fund so we there's thank you those are the dollars that uh we've received and and
they just happen to be fit for you know some of it could be for air so that's how we were thinking that component we're not recommending it we're still going to use those full amount of those dollars in those grants we've had a ton of expenses which we've talked about this year with covent and we'll still use those great another way to put it uh miss done just because we had a finance planning meeting where the planning committee meeting where this came up that the money from esser is use it or lose it but this isn't the only thing we can use it on we can use it on all of the other great number of extra code expenses we've had got it but if we for some reason got to the point where we
are going to lose it we can use it for this can i just one other point to clarify because i think ms dico you mentioned the um the air conditioning for the gym separately the air conditioning for the gym is included in the project the issue was that there's not a specific pricing for it if you were going to use grant money right so it's not as if it's something we'd be adding it's already there is my understanding sarah that's that's correct so that i think you're the number you saw that at 93 000 i think it was that's the that's the net um ad alternate for the source capture system at the natatorium but yes the air conditioning for the gymnasium is is baked in so it would have to be specifically identified exactly
okay i got it thank you now that was those were my only questions i really appreciate um it was a lot to take in but it was very good information this evening so thank you to all the presenters uh do we have any other questions just looking through okay i just have a question we have options on the construction bid and then we have options on the funding are we talking about this whole like because somebody said i'm in favor of option one are you talking about the funding or the construction like are you talking about together here no no no excellent question lydia thank you i was going to clarify that a little later um the resolution is to accept the bids alone let we we can talk about the uh after the after
the vote on the actual resolution for the for awarding the bids we can talk for a few minutes about the funding which technically we've already um addressed through our parameters resolution that we passed a few weeks ago so it's not we're being given um some attractive options tonight that i haven't seen before it it's it it's not i understand that yeah it'll be a cleaner conversation if we talk about that after the after the vote on the actual warding of the bids all righty and so this is just questions about the presentation questions about i don't know if people have questions or comments that they'd like to make you know we have a motion on the on the floor we've had a presentation we've had a lot of information i didn't know if there were
board members who had questions or you know comments that they wanted to make before their vote that's all mrs goldman has a question she's politely been waiting for her lydia so you don't have questions then lydia or comment or anything i don't have questions i have a comment comments but go ahead amy oh okay um first of all just quick thanks for everything that's gone into this and all the people who've spent an incredible amount of time doing this i made notes of some of the words that were mentioned tonight about equity accessibility um wellness you know all of this it's so it's it's all in keeping and very consistent i think with what our focus is as a district and a board and administration and a community so um i'm really excited that we're
at the point where we are today with this project my question it's funny what you mentioned mrs stern about the bricks because one of the things that i made a little note here i'm all for saving money where we can but i'm look i'm stuck on page six of the prevost retaining wall and one of the things i remember from the very beginning as we saw initial sketches of this speaking of inclusion was how this ex renovated campus was really going to have a strong visual connection to our primary building and you know it's i know that it's just a computer generated graphic but i just feel like a little loss in terms of the inclusion when i look at in particular the top slides um on page six where it's um as you round
a corner of the track i don't know what you i mean they're retaining walls i guess that they're they're called the retaining walls i'm not 100 sure if they're the only retaining walls but i'm just wondering i mean i like the idea of student art but the brick there was something about the brick that i think really spoke to inclusion for me it really fleshed out the connection between this new property and the original building so i don't know if there's a way to you know revisit that in a way that wouldn't be going back to what the original price was but is there any way you know what what my hope was is that there's some way to forge that connection again maybe not to the extent that it originally was but i just
uh there of all places the mis the removal of the brick really jumped out at me i i i'll be honest i felt the same way amy it's it's it's one and it's it's 1.6 of the cost of the project i mean that was the that was the that was where the brainstorming came in with miss done it was a big chunk of money um you know it's 300. or nothing is there something even a fraction in between you know i i don't know who if with all due respect to the architect i don't know if there's another layer of designer within the network of experts we have looking at this that would take another look and say oh for a you know we could we could sort of make that connection for a fraction
of the cost but i just put it out there as as a question one one thing to piggyback on that amy and someone um perhaps correct me if i'm wrong but i think that the brick still exists on the field house and other areas like at the entry by the circle on the other side of the field so some of those elements are still going to be maintained in certain areas it was just that highlighted strip that was shown um in the presentation that of the retaining wall that did not have the brick and that's a good point because you know maybe when you see the entire thing put together it doesn't stick out as much as it does when you see it isolated on this slide so it's anchored maybe at the field house
and other places and you don't miss it as much it just jumped out at me presented this way as something that really i thought forged a nice connection between our primary building and this new space mr behrens i don't know maybe if you wanted to weigh in on this i know we we had talked about as part of the value engineering even potentially bit getting an alternate on what would it cost to remove the extra brick in the other places as a cost savings so it's that concrete is consistent i mean from your design standpoint would it make more sense to take that brick facing we've got and put it on that big retaining wall or i mean i assume you drew the alternates the way you did for a reason from an aesthetic standpoint
sure yeah the the approach that we took on it was any walls that were connected to the building um whether or not building whether it was the was the freestanding field house or the area by the by the gate if you will on the on the on the southern end or or the tennis courts or those walls behind the bleachers at privo so any any walls that came in contact with the building remain brick so the only ones that are taking on the the concrete aesthetic are ones that are freestanding within the landscape so that that's the design design intent with respect to flexibility moving forward um you know if we were to look at look at other options then we would explore them with the uh with the contractors and and we could certainly
um seek some some negotiation on some of those points the other aspect is in in technical terms it is a change to the wall section so again within the length of one wall alternating between the brick or the concrete is a little more difficult so that's again to try to maximize the savings and the value was we we did it continuously along those freestanding walls so i hope that that helps in terms of the design intent from the standpoint of art options is there any reason this rubbed concrete couldn't be for the large wall around the curve of the track is there a reason any reason you can think of that that couldn't be used for student art or some other kind of spirit wall if that was something the district decided to pursue no
the quick answer it would require different treatment or application of a coating to the to the wall but i don't think any of that is a is a break to bank kind of scenario or um or something along those lines it would if it's if it's an applied thing it would have to be maintained over time it would degrade and maybe have to be reapplied it is after all outside and subject to the elements but whether whether it is a mural or perhaps some other um you know applied element we know there's going to be a lot of talk moving forward conversation and and some curation with respect to the the displays and the spirit gallery itself and some of the things we're talking about elsewhere in the project so this could be added to
that overall conversation steve would you be able to share your screen to show just that picture the the presentation that shows the ramps and shows the four oh yeah sure perfect that one's just perfect and you can flip between um if we wanted to and stop me if i start thinking out loud my thinking out loud always gets us into problems but i will think out loud for a moment based on i've had a couple of board members asked this question since our meeting last week about the brick if we wanted to add brick to just the lower level of that ramp so not the larger wall but look at the lower level where the ramps that are going down to the track level or to the bleachers if you wanted to add brick facing
to that we would have to ask the contractor for price and then we would have to decide to pay we would have to pay for that ourselves out of our you know we'd fund that outside of the bond is that accurate and is there would there still be time to have that discussion down the road yes yes with respect to the the time and and and discussions of the contractor yeah there's certainly time to do that again a solution like that where you are picking one of the walls and if you think about it the surface area of just that portion in the scheme of all of the walls that we had priced is is probably a relatively small proportion we have contractor on record with sort of a baseline square footage cost they're not
necessarily contractually something we can hold them to obviously but it does give us a baseline of negotiation to pursue something like that with them so i and you don't have to continue sharing i just know that this has been a question that's been so that's something that we could consider if you know if this brick question and to amy's point is there's some way between the all or nothing that's something in between we could look at but that would be something that we would have to make a decision then we would be um you know want to pay for that uh that that change and i can rec maybe i recommend that since it has come up from several members and we have we have to go into value engineering if we go forward with
this project relatively quickly that that could be part of that value engineering discussion and as we have our next steering committee meeting we could potentially kick around a couple of ideas so can that idea that you just had we we could probably have a discussion with a contractor without having to go back to engineering to change the drawings quite yet and almost like a schematic kind of discussion about it to see if the value is there and then when you brought that picture up steve maybe it's just maybe it's just brickface on the overlook at the center and and maybe a little column or something at the side wall where it's tall there might be some solutions there at the same time the contractors may come back to us and say well you because i
have to stop and start because we have to redesign and steve you mentioned it before you start to lose some of the economy of scale there i don't know that we would you know we'd be able to do it for for a very little bit but it would be funds that would have to come from somewhere else if everything was approved as is tonight but it sounds like it's worth having that discussion and so i've got a note that we'll put it on our agenda i'm crystal clear because i went through the project with the edition at wayne in the edition at rad at and even the driveway parking lot that we did at the high school a few years ago that we will have change orders at uh throughout this project and so as
my mother used to say i'm gonna think about that another day but it is a i mean apparently several of us have been thinking about it and you know we'll see how that all works out you know down the road the other thing you mentioned um coding it or something just i was also thinking about durability how does something hold up over time um what does red brick look like does it does it hold on to its good look longer than say concrete does i was i may not but that was also something i was thinking about as we look down the road at how this incredible structure is gonna hold up yep um all right i don't know if we have other questions or comments i mean i'm happy to just kind of open
the floor uh lydia you said you wanted to make some comments yeah well you know i was waiting to hear what other people said so um i think everyone knows that i've been reluctant about this project and i want to be crystal clear that um there are aspects of this that are long overdue and that i heartily support and they are the ada compliance pieces for sure on the bleacher safety and some other safety things that have been identified i have said all along that i in my opinion believe some of this um and it is maybe a matter of opinion but you know some of these um things i feel were bundled into this that are you know obviously beneficial to our programming but not necessary um such as maybe the three extra classrooms
um the new concession area maybe the extent of the weight room um and the whole thing's been rolled together from the beginning so it's been very hard to you know sort of take parts of it it's like well you know we need to do this while we're while we're looking at the whole facility um so having said all that um i am keenly aware that not a single member of the public has come forward to talk about the cost of this project and one of my major concerns was the cost of this project and then seeing that it went up another what twenty percent last week i am very aware and i'm going to just say this not a single person has come forward to say oh that's a lot of money you know we're
under an act one environment we've got to balance all of our needs so having said that it would be my preference to go with the option one in financing which saves us i think three million or four million in interest costs it would also be my preference not to wrap this and save another 5 million in interest costs but i see no way to do the ada things and the critical safety things the way this has been packaged without doing all of this so i am going to vote in favor of this resolution tonight okay uh bradley go ahead i'm sorry sure so i think the uh i think this the part of the presentation that really drives it home for me and and may have impacted a lot of other people is you know
there was a discussion ms sampson was having about principles of inclusion inclusive design um and how this project fits into that context you know what what is just what is equitable what is inclusive how do we serve all of our students and everyone in our community i mean if there's any reason i'm here um you know that's it um and so that's what i think this project is about and i know i've asked some tough questions along the way um but ultimately that is why i why i support this uh and and why i support it at this scope it's not just about compliance you know it's about about inclusive and equitable design that's integrated uh with our campus and welcoming to all so i i really value and understand how we've ended up at
this this scope and scale um the the then the other critical question is is timing you know why now you know we have faced incredible challenges with kovid why not take a break and do this later you know why is the administration asking this board approve this now instead of asking us to wait because uh you know of everything we've had to face because of kovid you know for me i think the critical things are number one we have to take a long-term view there is a lot about how acting now is fiscally responsible because of the impact it'll have down the road problems that aren't going to go away if we don't act now but the equity piece is even more persuasive for me on why to act now when we have an opportunity
to make a difference for equity and inclusion we should seize that opportunity you know sometimes we're confronted with hard truths about how the way things are in rather is not equitable and inclusive of all and when we learn about that and when that happens i think we have a duty to act um even if you know there's arguments in favor of the status quo so um you know that's that's what does it for me and why i support doing this now and and not waiting um i did want to comment on something i did hear in one of the in the in the board comments um the comments to the board the public comment you know asking for this to be a nyno vote um yeah i think there's a lot of power and symbolism
and a 9-0 vote but i think there's also a lot of value in dissenting viewpoints and diverse viewpoints so i think any board member who feels like they have reasons that they support some aspects of this but not others or or support a different time frame i think that's completely appropriate you know i've been on the outside looking in on some 8-1 votes and some 7-2 votes and that can be uncomfortable but i think that's a place that we should be willing to live even if it is uncomfortable and and in good faith we can have different philosophies about the white right way to proceed so you know there's nothing wrong with with dissenting if that's what happens and the the last thing i'll say is as a thank you to the steering committee and
commenters and other supporters for this project uh you know if this passes which it sounds like it will you know thank you for all of your hard work and i have a favor this dovetails i think was something uh ms solomon was saying um we're not done when this is approved um and the members of the steering committee who've already volunteered so much of their time um can choose to continue to volunteer their time to really be ambassadors because even though this project has been well publicized there will be those who hear about this decision and come back and have a lot of questions about it and it's okay if people have questions about it and um we need to continue to answer those questions and and that's a team effort from everyone here and
so thank you in advance for those of you will continue to um advocate for you know how we got to this point and what and why we're making this decision moving forward all righty i don't think that could be any more eloquently said uh so let's see at this moment at this time i'm going to call a roll vault for the uh roll call for the resolution that has a motion and a second i'm just going to read the beginning of it the details of it are publicly posted on board docs whereas the board of school directors of the radner township school district has received and reviewed competitive bids after due public notice requesting same for the radnor high school additions and renovations project and whereas the district has engaged in a full and careful
review of all bid submittals and investigation of the qualifications of possible low bidders whereas the board desires to proceed expeditiously with the awarding of the bids and contracts and commencement of construction activities with respect to the project so as to ensure the timely and successful completion of the bid now therefore be it resolved as follows and the the bids are awarded the following contracts as outlined on our resolution um and they will be duly adopted tonight so in a roll call vote dr babson uh the resolution of the total of the bid being 24 million 382 thousand dollars for the construction doctor babson wait cash ask a question why are the soft costs not in the resolution because there's a an awarding of the construction the construction bids the soft costs will be other bills
that will be you know that we will get and will pay dr babson okay miss duffy yes ms dunn yes ms goldman yes mr jubilee hi ms monahan aye mr moore yes ms solomon yes and ms stern is also yes the resolution passes unanimously nine to zero thank you very much everyone thank you to the team uh we look forward to an april 12th shovel in the ground woohoo thank you all very much this is this is an exciting this is exciting this is thank you katie thank you everybody this is an exciting night for everybody this is going to be a good thing for our district alrighty uh now to the question at hand it's not officially on the agenda mr bachelor and mr christophe gord welcome there you go mr hankel thank you
that is 9-0 thank you yes thank you all alrighty so uh mr kristofco and mr bachelor it's not officially on our agenda as an agenda item but we did have a conversation about you know understanding that at the end of the day our parameters resolution which we passed a few weeks ago does provide for so we you know the financing team believes it will provide for sufficient funds to fully you know fully fund the project however we also discussed possible uh other ways in which to to fund this a combination basically of savings and and or the issuance of a bond the administration is making a recommendation pardon me making a recommendation that we fund it solely through the issuance of a bond so what's the direction that you need tonight from us as it
relates to this part of the project we really at the direction right now because of our previous vote we we you know this project and our previous vote on the parameters resolution um puts us in a place where we can move forward with that financing we did not put on the agenda here a discussion item we probably should have now i mean we were trying to put it all into this one discussion but it's really separate so i think if there wants to be a discussion about we don't need a change the administration is not recommending a change the administration is recommending that we fund it completely with the existing parameters resolution that we have if somebody would want to make a change from that there would have to be a motion to do that
to make some type of change uh from that now before somebody would want to make a motion i did hear the boardroom just said can we just at least talk about that if we'd want to talk about it we have not we have just uh we have a very quick consent agenda mike kristoff i'll let you weigh in but my suggestion would be we quickly do the consent agenda which i think will just take a moment uh and then um in we could jump to new business and it could be just a discussion under new business about that mike does that make sense to you from a procedural standpoint yeah i think that that's the a good way to handle it procedurally great okay so that's what i think we'll do so uh we'll move
on to our consent agenda and although board action is required it is generally unnecessary to hold discussion on these items with the consent of all board members they are therefore grouped and approval is given in one motion in the event a board member wants to discuss any item the board president will move it to an appropriate place on the agenda so at this time i would entertain a motion to accept the consent agenda item 7.1 i'll take a motion in a second a motion for mr jubilee in a second from ms goldman all those in favor i don't have an agenda in front of me oh the consent agenda there's one personnel action item on it okay okay in favor of the consent agenda item 7.1 uh dr babson oh and the motion passes nine
to zero great alrighty super so now just go back to my agenda oops we will now move into we're now at new business business great so as an item of new business michelle i don't know if it's possible or miss deca or mr dolan for somebody to pull up the the two options that we discussed just as a point of reference so as it stands right now you know we have the the the sufficient funds will be gained through the issuance of the bond with the parameters that we had to you know they believe that we will yield you know 29 million i think 250 350 000 what we need for the full project is the 29346 lydia to answer your question this um 29 346 i don't know that this is the right page
but it represents both the construction costs that were just passed on the parameters resolution i mean in the uh in the bid resolution as well as the soft costs no right but they had an option on here only paying 27 million and it included the soft cost as well and we were using you know fund balance basically correct so okay yeah there it is yeah and so this option was created as as the bids came in 18 higher um and as we took the time to look at options and to d scope and understand that those bids were the market value the other piece that started happening behind the scenes or several tracks going forward at the same time was another one was to look at how else could we possibly fund this as well
and so this was taking into account based on some questions we'd received from you know board members or different comments through facilities um you know presentation is there is money that we had set aside and we talked about the beginning of the presentation there is money that we had set aside knowing that we're going to have to replace our bleachers so this option was was an option of instead of floating a bond for all of it would we want to pull from you know those capital dollars we've saved for the bleachers so that we wouldn't have to potentially increase how that that bond issuance as high once we looked at this and took the time and realized first that our current parameters resolution does suffice what we need and also looking at what is going
on district you know with our we're we we're undertaking now a capital um facilities review and we're looking at what our needs are for the next 10 20 and beyond years as it's as a school district and as we're putting together this comprehensive plan though we have a million four that we felt we could use towards the bleacher we also know about a lot of roof issues we know of a lot of now through this facility study that is taking into account for our entire building we see a lot of expenses coming down the road for our facilities that we're going to be discussing as part of this you know feasibility study of our entire district buildings so we would administratively at this point recommend even though this is an option we would recommend that
we not take this option at this point that we instead for this project we instead floated through the bonds through the issuance of the bonds and that these dollars are dollars that we can spend on some of the other uh fee you know feasibility study things that we've identified down the road that we're going to that are going to be capital expenses for us the esser grant again is something that we will spend uh it's not that uh we we need to spend it here we've had a you know significant expenses as to co with covid and we'll use those dollars uh in another way as well so i hope that helps with the summary but we wanted to present an option and certainly if the board wants to discuss this option we can look
at this option so this is this is done following up on mrs solomon's questions i'm trying to understand and i think this is the conversation we had about 180 000 so if we were to use this 2 million dollars from our capital fund the savings each year would be 180 000 and maybe explain it that way like what are we the because that i don't this is a two million not even a two million dollar contribution what's it gonna cost us if we don't use this money over and obviously only in the bond it could cost us a lot more for other reasons but if we don't borrow this money what do we save in terms of interest payments over the life of the bonds well that's a big question exactly there you go can
i simplify zach what's the what's the bond repayment on this two million dollar portion of the bond i i don't i don't know that i don't know that math off the top of my head ed and lauren are very smart they may know more than i do i mean it's you know it's over 20 years so you know might add up to a million dollars yeah zach it's it's too hard to do in your head because if it was level you'd just say 72 000 per million you know as a as a basic rule but since you can't really do that because of the wrap around nature i don't know what it would be up front like two million dollars would be what are we talking about here 4.3 million so what's half of that
right the increase for four point the total increase was 4.3 million we're talking about 2 million here so just about 45 of the increase and the increase was 000 somewhere around that's kind of the math 40 percent or 45 of 180. so maybe an okay so the alternative way to look at this is um if we save this money so if we don't if we don't spend it now we keep this two million dollars in our capital fund and the rates the the borrowing rates go up in the next few years to what we saw more commonly in past years do you from a financial standpoint think it's more prudent for us to be saving this money because we know we have significant pending expenses for capital improvements within the district i would say in
a lower interest rate environment um it would always be my suggestion to the extent you can to hold on to your cash understanding that um hello interest rate environment your your investment rates are not what you've been used to earning over the past several years but um when money is cheap and you know you have future expenditures it would be my recommendation at least to borrow what you can now and hope that then you can use that cash for other improvements you know in the next several years and the reminder you know and i know susan always hits on this that there's there's a call date on these so to the extent and you know i can't say this is common in pa school district world but to the extent we get to the call
date and you still have money left over you can always pay off some of the debt early as well as another option and that's what we've done the last couple years right we've had a couple of refinancing yeah we've refinanced but i'm saying you could refinance it in you could throw two million dollars at it to pay off um some of the loan as well i i think that will be the most unlikely scenario of all it is yeah but it's an option uh right i don't know if you want to undo the screen sharing i'm not sure who's sharing the screen right now i think it's maybe bill dolan thank you so yes amy and then bradley so i just would like some help reconciling two numbers if i could the bond proceeds are
supposed to generate 29.346064 and the budgeted project cost is 29721064 which is like an extra four hundred thousand dollars are we going to be okay with the parameters resolution and what it's going to generate in order to cover that or am i looking at two wrong uh not the right two numbers no i think you know again these are estimated numbers so if if if you tell us to move forward you know we'll be locking in rates you know 10 days from now i think is the plan um you know we'll be subject to the market and as far as what we can generate so to the extent that we would fall short of being able to fund the full project you know you may have to use some some amount of cash in order
to bridge the gap if there is a gap okay i just wanted to make sure because that was you know that's about a 400 000 difference right and i just don't want us to forget we've actually may need to use cash to close that gap unless i was missing something no you're correct and you know and if and if rates are great and we can fund more than you need you know obviously we'll back down the size of the borrowing to fund the appropriate amount um that we that we need for the project exactly could you just point out um the fact that these bonds are projected to sell above par value so that will gener generate more bond proceeds than we anticipate with the parameters resolution right and i think that was kind of
amy's point was that the parameters resolution is for 27.5 million but based on the current market uh lauren and ed expect buyers to pay you more than 100 cents on a dollar for the bonds so it's actually the 27.5 is actually going to get the district the 29.3 million for the project sure but but amy's point was that the project with all the soft costs is estimated to be about 29.7 so we're still going to be there's going to be a few hundred thousand dollars of a gap that unless you're able to even yield even more than the 29.3 you know that will likely or and and if every soft cost comes in you know right where uh the the facilities team has estimated we're gonna have about three or four hundred thousand dollars of
a gap that we would have to use uh um fund balance to to cover that was amy's point yep that and and so amy to your point yes you're you are exactly correct how you saw that um mr moore yes uh what what did it for me and the reason i had a preview of this like as i mentioned is we had a finance committee planning meeting where this came up um if if we were operating in a vacuum the idea of use some of that fund balance which you know for you know shorthand had been considered bleacher fund balance in the capital reserve fund um would make sense but the impending other capital needs that we have and and how that looks with having to borrow for those later yeah having having having this
as cash in the capital reserve to pay for that in a higher interest rate environment that's a big deal or it could be a big deal we'll see what happens um the other piece of this and and mr bachelor you can correct me if i'm wrong um and mrs solomon you probably won't like this point um this project could also get much more expensive than than budgeted you know we could find you know unexploded munitions under the retaining wall at the high school or something so you know if that if that happens and we've borrowed to pay for this project as budgeted and surprised this happened having that cash on hand is is is helpful for that is is that part of the context in which the recommendation comes from mr bash ms mr moore
are you admitting to some type of senior prank you participated in um as a student in ratner right now the only senior prank i did is i made several hundred paper cranes and and i hid them in the classroom of a teacher who wouldn't let me make paper claims paper uh cranes in class well we'll keep our eyes out for the cranes as well but uh yes there are your your point is well taken there could be other things that are unforeseen as well that we will we're going to need to be prepared for we do also still have a contingency built into that project so there is still some money hopefully we wouldn't hit that total there's still the 1.6 million in contingent funds and and and just going back to we also you
know one of the public comments was you know you know how do we now manage this project moving forward and that's why we have a construction management firm uh in federia and a whole an entire team that now you know has been involved with us from from the beginning and now will continue to be involved with us to make sure that you know we don't want to see those increases now yes projects have change orders we understand and there's things but we also have uh you know a construction management team that is fighting for our interests and we'll be fighting hard for our interests moving forward yeah so um i'm not sure if other board members have questions about this issue you know what i will say is that kind of implicit in the recommendation
that the finance committee made a few weeks ago you know to say that we talked and vetted and really rigorously considered all of these various options um even up to and you know planning meetings about should we be using could we be using fun balanced as part of this um you know i've i've come around to right now as low as money is to borrow i still stand by this is the right thing to do i i do think that we'll be having other conversations about using you know some fun balance for facilities needs and um and so it's not that that money is going to sit unused it's just this is an opportunity to borrow at the lowest possible rate and you know arguably three three weeks ago was the lowest possible rate but
this is the next lowest possible rate and um so i appreciate the conversation lydia i mean i i wouldn't support that right now but i do i really do appreciate and acknowledge you know and i've been thinking that very same way for months and and have voiced it many times but you know right now sir particularly serving on the on the feasibility study i i do think there's no shortage of facilities capital needs in our district right now um alrighty so if that's you know i don't see anybody jumping in with a motion to make to give any different direction so i think that our parameters resolution from a few weeks stands and the financing team has the authority they need ms dico has the authority she needs and they'll continue to do their work
to yield us as much out on the bond market as they can possibly yield correct so yeah okay so let's just say that one more time so we'll work with michelle to get the final number that we want to fund through the borrowing and we'll do our best to either fund as much as we can or to fund that exact amount if rates are strong enough that we can fund the exact amount yep great okay great super uh is there any other new business all righty i do know that let's see we have a couple of board announcements we have some upcoming meetings uh next tuesday beginning at 5 p.m we have our curriculum committee meeting at 6 30 we have a facilities committee meeting those will both be virtual and then tuesday march 23rd
we'll have our regular business meeting at 7 00 p.m and that will also be a virtual meeting and so at this time i would entertain a motion two a motion and a second to adjourn so moved yeah motion from mr moore and a second from ms dunn and all those in favor alrighty good night evan thank you all so much we are adjourned right thank you
