005Character Strong team will have the opportunity to attend the Character Strong National Conference this July. Congratulations to our Skirt and HighCl team. [applause] We all start. So social curriculum. We recognize the state level. >> I didn't even >> Hello. Hi. Um, so actually, uh, Sheamus and I were on the initial committee that was started right after COVID. Um, the school counseling departments noticed that our students, especially after the pandemic, were really in need of some social emotional support. So, at the time, um, we contacted Mr. Geneala. We did some research on different um programs and have been instrumental in the roll out of the program K through 12 throughout the district in the last um six years. So, we're really excited. We think this work is really important. We are um very much champions of
006this work and we're so uh proud to be honored um and acknowledged for anything else. Okay. All right. Thank you so much. >> Thank you. [applause] >> Okay. We have uh reports from our student representatives. >> Max, you're going first or Shy. >> Either are. >> That's your Max. >> Sorry. >> Be careful. Don't. We know. >> Okay. All right. Okay. >> Yeah. There's water everywhere. >> There's something else be dripping. Good evening board. With the school year wrapping up, Wester High School had quite a few events to honor our graduating seniors. The 2025 and 2026 school year has been an amazing one and I'm glad that I got the opportunity to share with you the happenings of Scranton High School. I will see you all next year and I hope everyone has an amazing summer. Thank you for your time. >> Thanks. Thanks. [applause]
014Thank you so much. We're looking forward to seeing you next year. >> All right, on to the work session. Um, we're going to move over to budget and finance with directors. >> We'll have motion on the consent agenda. We'll have motions to approve the bill list and exception bill list, delinquent tax reports, the treasures reports, repository sales if any, budget transfers, disposal, disposal of assets, budgeted purchases. We'll also have a motion to authorize the summer bill payment policy. And then we'll have a discussion and motion for real estate assessment approvals, if any. Uh there will be no uh no action on real estate assessments at this meeting >> and and information update on the contracts. >> So no uh contracts below the uh state established bidding threshold have been signed by our department within the
015prior meeting. >> Thank you. >> Okay. Uh community relations director Clearary. [clears throat] >> Motion to approve donations AARP. Oh, I don't read. Yeah, I do. AP chapter 3731 to Sumar Elementary back to school supplies in August. Penny's Credit Union. Penny's Credit Union to Montichello. Field trip to Lakeland Orchard. Field trip costs for Charles Sner Elementary. Field trips to Lakeland Orchard from Gardens of Eden, Cold Boore Counseling, Boots Hutskos Plumbing, Early Explorers, Child Care Center, and Hanks Hogis. And we're supposed to have a discussion to approve an annual donation of 3,000. So I don't know if that should be in the consent agenda. >> Uh so there's they came forward to us. Rob Ducas works with the Veterans Memorial. um the group that takes care of everything down there. Obviously, we understand that inflation has
016gone up for everything. Um they are looking to see if we could contribute um a small amount of money annually just for the upkeep of the memorial um in just internal administrative deliberations. We thought that $3,000 was a number that we could help to contribute towards keeping Veterans Memorial Park um pristine and and and um to update it with some of the new things that they want to do. >> Okay. And this is a wonderful thing. Um I'm sure many people here have gone to that uh the park in front of Scranton High School. So having this great school district contribute is only beneficial to both the memorial and and the and the area itself. So we're very happy. I'm sure it'll pass, but I'm very happy to support it. All right. Education. Uh Director
017Merkel. >> Tonight we will have Excuse [clears throat] me. We'll have a motion to approve permissions to attend meetings and conferences. A motion to approve outofstate field trips if there are any. A motion to approve the amended instructional calendar act 80day. Motion to approve K through8 cursive materials from Universal Publishing. Motion to approve K through 4 STEM related arts curricula. Motion to approve STEM 12th grade curricula. Motion to approve grades 6 through 8 computer technology curricular updates. Motion to approve STEM 7 and 8 computer science curricular updates. Motion to approve grades 9 and 10 family and consumer science one curriculum. Motion to approve family living curriculum. Motion to approve interior decorating curriculum. Motion to approve parenting curriculum. Motion to approve foods 2, three, four curriculum. Motion to approve clothing 2, three, and four curriculum. Motion
018to approve cooperative education curriculum. Motion to approve Lacawana County Workforce Development Board Business Education Partnership Grant Project Agreement. On the non-consent, we'll have a motion to approve special education settlements if any. >> There are. >> Okay. And a discussion on the special education task force. >> I will turn that over to you, Director Merkel. >> Sure. Um, we've met three times as a task force and a survey was done and I just want to give you the results in the most pressing concerns that we got from we received from the survey. Staff training and professional development, staffing shortages and recruitment, consistency of services and practices across schools, behavioral and mental health supports, transition programming, and collaborative systems. Um, overall our respondents emphasized the urgent need for stronger onboarding systems, ongoing coaching, increased staffing supports, and
019district-wide consistency in special education um, programming. The other thing is our task force from the received these results and it demonstrates a strong consensus that the district's greatest needs revolve around strengthening staff capacity, increasing support systems, and creating greater consistency across programs. Staff are seeking practical training, clearer systems, and stronger collaboration structures to better support students with disabilities. The data also reflects a proactive mindset among respondents with many offering actionable solutions rather than simply identifying problems. This indicates strong staff investment in improving special education programming districtwide. So I I just want to thank you for that update. Um Director Merkel is representing the board on the special education task force and we know if anybody's been paying attention that we have a great need. So taking the time to have a uh a task force
020addressing this issue is absolutely essential. So thank you for your work. >> No problem. And we will have a discussion motion for room rental by NEIU19 for early intervention classroom at Isaac trip for extended school year. >> So if you ever listen to me, you hear me talk a lot about the incoming kindergarteners and EI transitions and the number of exceptional students that we've seen in the increase in that. Um we've began meeting with the um Northeast Intermediate Unit who facilitates the ages three to five early intervention program um to try to build a partnership and maybe even house eventually one of the autistic support classrooms here in the district for our Scranton students uh to help with that transition and making sure services are provided. This is a first step in that for the
021IU to have um a classroom which they will pay rent for at the same center where our extended school year programming takes place to welcome those students who are in their early intervention extended school year program and to build that partnership to hopefully make that transition smoother um as we work more with our early learning center providers and with the IU on early intervention. >> Thank you. >> Okay. operations. Director Brazil. >> I have a motion to approve South Intermediate bathroom partitions. Motion to approve McNichols Plaza paving and seal coating. Motion to approve seal coating and asphalt repair at the Friendship House property. Motion to approve Memorial Stadium sewage pump replacement. We'll have a discussion on West Scranton High School Science Lab renovations. You want to talk about that now? >> Certainly. Uh yeah. So,
022we've been working with uh Gordian as well as Studio KP on the design and project scope for the renovations at West Grant High School. Um, in addition to that, our operations team has been working with Principal Stevens and also the science of the chemistry and biology teachers in the building as well. At this point, we are kind of finalizing the scope and the the project schedule. So, we do not have a price for you as of yet. It will be something we'd like to begin to start working on possibly this summer if possible. So, we may be coming forward with the uh to the board with a request for a consensus vote uh in the very near future. >> And one of the things just to mention [clears throat] here is that most likely in
023any way we do this, one of the science labs will be closed down partially throughout the year while the other one's worked on. So, we would be down to one science lab. Um the the teachers have graciously accepted that they're going to have to float and work out of alternative rooms, but to get this project done, talking to Dr. Stevens, they're willing to do that. Um, so it's going to be a little inconvenient as we go through the year, but it's something that eventually from an academic standpoint will be better for all the kids. We also know that for our AP kids, I had a very lengthy talk with Dr. Stevens. If we needed to come up with alternative plans to utilize space in Scranton High School to be able to access a lab so
024those kids had the exposure they need, we would work out the alternative requirements necessary. We'll have discussion and motion on West Grant High School door locks. Uh we have discussion and a motion. >> Were you going to say something? >> Yeah, certainly. So, uh just a quick brief update on this. I believe Mr. Rucker has provided some correspondence over the last couple weeks on this. Um but as you know at a previous meeting, you did authorize the restoration of the original doors at Westr High School. U we are look we did look at two options. uh a rekeying of the existing locks or the replacement of all the locks to a new uh a new product type. Um pricing was saw for both but from Mr. Osborne and and Mr. Rucker. And the recommendation for
025this evening is to go with an Aca Aablo lock uh that would allow us which will match the keying structure up at Monaceella East and potentially look to more universal keying throughout the district. >> Okay, that makes sense. Uh if everyone just could speak into the microphones. They're having a problem picking us up at home. >> Um so just make sure that you pull forward and speak directly into the microphone. Sorry about that. Thank you. >> We have a discussion and motion Scranton High and West High tennis court repairs. >> Uh yes, we have obtained pricing from Miller Sports Construction to do a renovation at both at both high schools. Uh, Scrant High Schools is a little more intensive as it deals with repairing some of the drainage issue that's been occurring and causing cracking.
026Uh, that's at almost $389,000. Uh, West Grant High School is is a repair there as well. Uh, Mr. Bucket has provided us some safety concerns that he's brought to our attention. That's at a project cost of $16,860. Total is just shy of $496,000. Um, it is under a KOSAR cooperative uh, pricing contract. We have a discussion and motion for South Scranton intermediate locker painting and window treatment. >> Uh yes. So uh at a previous meeting some representatives from South had brought some concerns related to repairs necessary in the building. Uh part of them were you know broken window treatments in various classrooms or lack thereof and also damage to uh the the lockers, broken locks, the the overall just uh functionality of of the lockers. uh our project manager uh sought uh various pricing models
027and we've kind of filled in fell in on premier environments um replacing about 500 uh 0% so almost full block uh blinds for the classrooms at a total of $94,353 including installation um and and a group called Alpine Painting and Restoration that will remove uh damage locks, electrostatic refinish the ones that we will keep and also So, in the areas where the removed lock lockers will be, we'll fabricate some spaces, whether they be benches, uh bookshelves, things of that nature, uh for a total of $83,760, uh dollars for that contract. Uh the financial impact on this motion is 178,113.88. >> Mrs. Clearary is going to handle the rest of items. >> Out. >> Okay. Um discussion motion. West Intermediate Gym and Weight Room window replacements. Yes. Uh so um Mr. Osmer and I uh recently
028met with a representative from Meco Class at West Intermediate to address um the gymnasium and wait room windows which are damaged, leaking and and in need of overall just replacement. Um on the motion this evening, there is no financial impact because we just received our proposal this afternoon. Um the cost to do that under a co-star contract with me Mexico measco glass is $49,700. >> Now we'll finish the windows. >> Yeah, this the section of windows are not included in the original scope of work related to the overall larger west renovation. >> Okay. Uh discussion lighting for uh Scranton High School softball, baseball, and soccer fields. >> Yeah. So, so when we redid the lights at Memorial Stadium, we did look because the lighting at the other areas is failing in certain sections as well.
029Uh the pricing that came back is significant at this time. Um we just took a pause. Um we have the initial pricing more internal conversations between uh Mr. Osborne, Mr. Rucker, and Mr. Lafia and myself need to take place before we bring that forward. So, we do have some initial pricing on what could be done. Um, we're not at a critical with this right now. Um, but it's something that is on the radar for everyone. >> Okay. >> Um, oh, sorry. >> Oh, I'm sorry. >> No, go ahead. >> Uh, as long as we're talking about lighting down by the softball field. Pat, any word on the grant from the state? >> Get the grant. >> Yeah, we didn't get the grant with Providence Road. We did not get the grant. >> Okay. Um, >>
030and those are I mean we we have to work with them because that's not ours. Do you know what I mean? To get more lighting down there. >> Yeah, we were recently notified that we didn't that we were not successful in the grant. However, we are we have brought the need for a project or the desire to have a project like that to our new grant coordinators total grant solution to look at possible other funding sources. >> And this is I just want to clarify this is the lighting down on >> along the road. It's actually Providence Road, but I think they call it Sixth Street. >> Seven. Seven. >> Seventh Street. >> It's dark and on a rainy night. Uh it's a very dangerous area. Um especially if you're wearing dark clothes in the
031middle of the winter at night. Um especially with the homeless popular u population so close. Uh, I I have to believe the question isn't going to be if it's going to be when someone gets hurt down there. >> No, you're you're you're right, Director Casey. It is very dark coming out of football games or coming out of sporting events at night there when you're making the the turn onto all of it. It's dark. We tried to pursue a cooperative grant to try to get money to get it there first. But we have brought this when we sat with priority issues for our new grant service. This was one Mr. Laffy made sure that was part of the grants being brought up of issues we have. >> Did the city receive any part of the grant?
032>> No. No. The the the entire project uh was uh unsuccessful. >> Yeah. Because I will say where that crosswalk is going over by the expressway at the very end of the Scranton property, I I could have almost hit people a couple times. They they don't look. They just keep walking and it is very dark espec, you know, by the school, but even at the very edge of our property. So hopefully we can do something to uh address that with a grant or something. Okay. Um motion to approve West Scranton High School scoreboards. Uh discussion possible motion interior structural support wall at Montichello East Mountain. >> Uh yes. So uh we have uh obviously the Monaceel program demolition has has begun and is advancing uh through that process. There was uh we did uncover a
033a support wall on on the exterior of the building that appeared to have some signs of damage. Um I'm going to defer to the professional. Uh we have a representative from Quandell here to talk a little bit about what occurred, what we've done, and the remedy and the cost. >> Can you guys hear me? >> All right. So during demolition, we were pulling out interior partitions and ceilings. When we did that, we uncovered a exterior structural wall that's a cast inplace concrete retaining wall that supports the back side of the building. On top of that wall, there's concrete masonry units, so center blocks like the ones behind you. Uh that block was never properly anchored into the cast and place concrete wall. From there, it seems that the wall started pushing inwards, which caused the
034masonry wall to push outwards. So we kind of have a V at the top of the wall where the two uh two walls meet and that wall is bearing the structural steel for the building. So it is supporting the roof. Uh because of this we submitted RFI4 and the structural engineer came out to site. He looked at it um decided that there was a solution in place. So we went forward with doing a little bit extra demolition cuz the interior wall was supposed to remain. So once we knew that we were taking that wall out no matter what, we did a little bit more demolition on this wall and then we realized that the retaining wall was actually tipping inwards. Um so we submitted a response to his original proposed solution. He came back last
035night at 9:00 with another solution. Uh we worked with Panza today to get together a cost for what the solution would cost and I have that if you guys would like to go through it and where we're at with it. >> Okay. >> If you can give us a quick run through. Sure. >> What's up? >> Give us a quick run through on the cost. >> Yeah. So the cost would be $51,346.76 from Panza. We also requested costs from Lobar as there would be additional demolition involved in it. They declined. uh they said that the time was minimal and they're not going to nickel and dime the district. Uh we also requested a cost from uh urban electrical contractors as there's additional electrical demolition that wasn't scheduled to come out that is now coming out
036because the wall is coming out. Uh they also declined to add a cost in just because it's minimal. So Lobar and Urban had minimal costs that they're not going to charge district for. Panza, we have 10 additional steel columns that are going to get mounted to both the concrete wall and the masonry wall. Um, the method for that is just they're 6x6 tube steel columns. They're going to go along the plane of the cast and place concrete wall and then we're going to drill an epoxy uh threaded rod into those. Uh there's about 25 threaded rods per steel column. Uh and that will support the wall. it'll anchor into the existing slab that'll support the wall and prevent further movement of the wall. Um, and again, this issue was a previous issue with the building.
037Um, whether it was a construction error or design error, it's passed the statute of limitations to recoup that cost. So, we kind of are where we are. >> We have to deal with it so it doesn't move forward and cause a larger issue with the building. >> Why was that not caught during the inspection? Uh, it was buried behind a partition. So, it was buried behind a wall, a framed wall that had drywall on top of it and then on the top we had ceilings on top. >> So, it's just Yeah, it was a buried condition. >> Once you open up an old building, you don't know what you're going to run into. >> Just curious. >> Yep. >> Thank you for the update. >> Yep. So, Director Clearary there, we did uh I did
038put a memorandum in this weekend's packet saying that we were awaiting the pricing on this. We did prepare a a motion uh void of the financial impact. Um if the if the solicitor would approve, we can amend the amend the motion to include that pricing. Um I also failed to mention that same uh uh plan for the West Intermediate gym and weight room windows. That motion as well is is blank for the financial impact as we just got we were waiting on the uh cost. We just received it today. >> Okay. So we'll add them when we get there. Um, one more thing to add to this change order is we did buy into their contract, if you remember, a $300,000 contingency. So, this change order would not increase their contract value or project uh
039value. It would just increase the project costs. So, like I mentioned when we were buying these contracts, the 300,000 is your money to use on changes that come about. Um, like I said, it's an old building, so it will not increase their contract value. just the spending. >> So, we're 300,000 minus 51,000. >> Correct. >> Okay. >> Uh motion to approve project alternates for Montichello East. >> Uh yes. So, uh this evening there are one, two, three, four different alternates for the board's consideration uh related to uh alternates that were that were included in the original bids. We just didn't accept them at that time. We approved the base bid. So there so there are four um some of them are ads to the contract value other ones are deductions from it. The the largest
040ad appears to be uh the amending the multi-purpose cafeteria space from a uh drop ceiling to an open ceiling con uh excuse me open ceiling concept. Um the net effect of all the alternates if the board chooses to accept them is $11,158 >> project increase. That's an increase. So that would come from out of the contingency. >> Yes. >> And and Mr. Osborne as our closer clerk of the works is recommending these alternates, right? Correct, Oz? >> Yeah. Yeah. I read that in the packet. Um so that would be 51 + 11 out of the 300,000 contingency. Correct. >> Well, we could pull um so these were actually going to increase the contract value, but we could go the route of decreasing the contingency values per line. Um, couple of the alternates have several different
041contractors that have costs for them. So, that uh ceiling alternate that we talked about removing the ceiling, uh we are going to add cost for urban and then we will deduct for Panza >> and we will deduct for Scrantan Electric as well. Yeah, I I think the thought process was we would process these as a true change order overall increase the total contract value, but some contractor's contract will actually come down. The larger one for 51,000 will be used out of the allowances. Any unused allowances will come back to the district uh at the end of the project anyway. >> Thank you. >> Okay, that's the last. >> All right. >> Okay. Personnel Director Casey. >> Okay. But before I get to personnel, I do have two things I'd like to mention on the operations
042end of it. one. I [snorts] don't know where to put it, but uh the other day I was driving down by McNichols Plaza and um right before you get to McNichols Plaza, I believe it's on South Webster uh before the uh exit out of McNichols. Uh there's been a bridge there that has been uh the sidewalks are no longer walkable. Uh for our children who are going to McNichols Plaza, they have to walk on the road. I believe it's a safety issue. And I and with the condition that it's in, I also would consider it a hazardous route. uh even though it's only uh about a half a block away from McNichols Plaza. Um is there any way that we could contact uh Mayor Ketti's office and find out when when the city intends to
043have this bridge fixed? I believe it's actually been this way for maybe five to eight years. And I think that it's a a safety hazard. And uh I I believe that it needs to be addressed. >> Mr. O'Donnell, you could do that tomorrow and put a memo in the packet. >> Yes, we will uh we will address that and I will address it with uh uh uh senior staff member Carney as a as a safety issue as well. We will go out and inspect it and take a look at it. >> And the only other issue that I have that would pertain to operations, uh director Brazil and I today went through Northeast uh Intermediate School. Uh, Mr. Rucker, in the uh Spanish uh class on the first floor, it looks like there's new windows
044that have been put in recently. Uh, we've been informed that these windows do not open. Can you go over to Mar and um address the situation? >> Thank you. >> Before we proceed, uh, Director Casey brought up a really good point about the sidewalks. This was something like just looking at our schools like not every school has like a sidewalk on all sides of it. Like if you look out here like the students have to walk on the road. Um so they're not like when there's like a bunch of snow on the side and the grassy area there. So I don't know if we have anything that would like a study that would show like the sidewalks like at the schools and like if it's any sort of safety issue for the students. >> You
045know we're doing that facilities. Um go ahead. >> Yeah. I just want to point out we have total grant solutions. um they should not miss an opportunity to apply for multimmodal money in the city of Scranton. I'm constantly told by our legislators that every year they have surplus multimodal money. Nobody competes for that. That is literally for public improvement, sidewalks and curbing. Uh so if we have grant writers doing it anyway, let's just make sure that somebody reminds them that multimotal should not be missed because it's always uh overfunded at least that's being reported from our legislator. So we should be able to give that money. Larry, the issue that I'm talking about at McNichols Plaza, it's a very small bridge that goes over a creek and they have the on both sides, they have
046the highway concrete dividers where if our kids are coming from a block up, uh, in order to get to McNichols, they have to walk on the sidewalk and the road is already narrow because of the >> the bridge. >> Huh? because of the bridge >> because well because of the uh dividers. >> So um and during the winter time when you have snow and all that it even gets more dangerous. And I'm just thinking that now might be a good time to um bring it up and have the city address it or uh the state or whoever um seeing that they want to start improving things in the city. Now might be a good time for us to take care of that issue. >> If my commentary was in reaction to director Chzik, if there
047are broken, disrupted sidewalks either adjacent to or in immediately proximity to our schools, we would qualify uh as an applicant for the grant even though it's not our sidewalk. These are public improvements and just as if we are renovating the building, we can get money for the surrounding site. Well, I just wanted to bring it up because it's been that way for years and if we don't start talking about it, it may not ever get fixed. >> All right. Thank you. >> The only other thing that I have on uh personnel is the personnel report. >> A motion to approve the um >> personnel report. >> Any other consent agenda items? Um Okay. The non-consent items is conversation of four ASSO positions for 10 months to 12 month position. Uh proposed salary adjustments to DSS
048uh ASSO and sergeants. Uh the next one is bianial um MOU between the Scrant school district and the S uh PD uh and SFT cyberou revision SIU 32BJ waste management uh revision and the last one is anou act 93 three for the LSWLPC salaries. >> Okay. Um that brings us over to policy. Director Chess. >> Under policy, we we will have a motion to approve first read updates revisions 716 integrated pest management and a motion to approve second read updates revisions. 304.1 Nepotism. >> Okay. Vendor relations. You're still up. >> Vendor relations. Motion to approve mom and pop contracts if any. An updated list of transportation drivers, school psychologist agreements, apple tree agreement, NEIU18 agreement, NEIU19 agreement, center for independent living agreement, murake agreement, interim agreement, children's service center agreements for PHP and TE, NEIU19CL
049contract, stepping stones agreement, Blazer works agreement, spindle agreement, direction LLC agreement, FFVP contract consolidated supplies, lumber and NEIU supply bids on the non-consent agreement. Motion to approve agreements to purchase furniture, fixtures, and equipment for Montichello East. Discussion motion on audit prep services. Discussion motion award contract for audited financial and single audit services and a discussion motion award contract for waste removal services. Before we go into the discussion motions, I just want to publicly say to um Jen Bradley and to the supervisors of special education, if you see all those agreements there, that is all for the opening of school next year. Um they are ahead of the game. They have them on this agenda and ready to go so that we're set and ready for the beginning of next school year. Um we're not chasing
050our tails this year and that is something that I'm very proud of to Mrs. Bradley, to her supervisors in that department. And so I just want to say thank you and acknowledge that. >> Yeah. >> Okay. >> Excellent. >> All right. Well, that takes us to uh a motion to approve the board meeting agenda. >> So moved. >> Second. >> Not a question. >> Roll call. >> I'm sorry. >> Tommy on the audit prep services. >> Pat, how many uh quotes did we actually get on that >> on that? Well, so on the audit prep or on the audit and single audit. So there's two separate motions. One of them is an audit prep to help us get caught up to be ready for the 2025 audit. That was one quote. It was from our
051current contracted payroll company. They also provide services that I've just outlined. There's one there for the the audit of the financial statements and the single audit. We solicited from uh nine, I believe, uh certified public accountants firms and we received four proposals. >> Okay. On that one, I'd like to recommend that we um reject the bids only because there's only one name that I actually um recognize and I don't after our fiasco with our president company that we're waiting what 16 months to get the audit. Uh I'd like to uh reject the bids and possibly go into negotiation with Barbetti and male Okay. So, when that comes up, uh, under vendor relations, you could [clears throat] you could bring that up on the question and then the board will take the vote. [snorts] >> Okay.
052Um, all right. Roll call. >> Mr. Casey. >> Yes. >> Mrs. >> Yes. >> Mrs. >> Yes. >> Mr. >> Yes. >> Mr. >> Yes. >> Mr. Yes. >> Mr. Brazil. >> Yes. Mr. >> Yes. discussation negotiations. >> Okay. Solicitor's report. >> I have nothing for the meeting. >> Superintendent's report. >> Thank you, President Forth. Uh well, we are in the final home stretch. This is the last week. We have two days next week. So, um it has definitely been a year, a whirlwind of a year. Um, I'd like to personally thank all of our teachers, our par profofessionals, our clerical, our maintenance, um, all staff members, administration for another wonderful school year. Uh, the Scranton School District moves fast and furiously and everyone stepped up, um, for a very successful school year. They put
053their hearts and souls into their job. We made sure the kids remained safe um, coming to school and that we did our best to make sure that everyone learned. Um, and it really took a lot of hard work, teamwork, and dedication. And I just like to thank everyone. A reminder that graduation will be held on Tuesday, June 9th. West Scranton High School graduates at 5:00 p.m. at Lacawana College, and Scranton High School will graduate at 7:30 p.m. at Scranton High School. I'd also like to take a moment to congratulate a few of our students. first to Sheamus Wallace and Anya Turner who represented West Scranton and Scranton High School respectively at state track and fields in Shippensburg. Um, and I'd also like to congratulate the West Scranton Lady Invader softball team on winning the District
0542 6A championship. Uh, these are tremendous accomplishments and we're very proud of you. Since we're winding down across the school, I wanted to take a moment to highlight some of our initiatives that we're going into for next year. Uh first, next year at the elementary level, parents will see a new STEM related arts. Um this is something that we think is really important to bring to our K4 students. You will see that there will no longer be a Tuesday early release. Um our tech genies have all been um begun working for the upcoming school year. They're going to support instructional technology in our buildings. We're also going to be putting a post out for special education genies who will assist our new and our emergency certified folks as well as our veteran teachers or anyone
055who needs them. Um, building this teacher leadership capacity is a huge thing. We're really proud of it. Uh, the district just finished our TAC 2 training. Um, that's going to replace SCM for next year. Our UVA, our University of Virginia cohort 23 just started. This is our new cohort, their virtual kick uh kickoff. They will be at the Darden School of Business in Virginia from the 12th to the 17th this summer. Um, West Grant High School, William Prescott, McNichols Plaza, and John F. Kennedy Elementary School will all be represented. We're going to continue to transition to Infinite Campus. It's our new student information management system. Um, families can go to the Infinite Campuses resources for anyone who's looking for more information. Uh, the district was very lucky to receive funding for another year of the
056restorative practices grant uh to Mrs. Zegan and Mrs. Hempill. They have gone above and beyond for this grant um and have done some tremendous work and I I can't thank them enough for all they've done so far. We piloted Prescott Kennedy Plaza and West Scranton High School. We're looking to launch next year at Northeastern Intermediate Charles Sumner and Isaac Trip. This is another huge accomplishment for the district. Um we're also planning some additional workshops in our literacy movement and we're going to begin um some K4 math training next year. Uh we have a lot of big things happening. Um it's really been a wonderful school year. And and finally, before I leave, to all of our retirees, um to anyone who's leaving us this year after a dedicated uh career of service to the Scranton
057School District and to the students in the community that we serve, on behalf of the entire district and the board, I wish you nothing but a long, happy, and healthy retirement. And may it be filled with joy. Thank you very much. >> Thank you, Erin. And I'm sure on behalf of the board, we can second that. Thank you and congratulations to our retirees. You've earned it. Um I also want to state just as a parent who has to deal with 2 o'clock Tuesday, um I am guilty of having forgotten uh my children at school because of the consistency of it. Uh they will never let me live it down or forgive me. But the fact that we're able to increase instructional time and increase it with a STEM related art, a STEM program for our
058elementary kids is absolutely amazing. And I want to thank everybody involved who made that happen and also giving me a consistent schedule so my kids don't have to stay at school an extra half hour. >> Big stuff waiting for me. >> Big stuff. The Tuesday early release. That's that's big big stuff to this board. Congratulations on approving the things that allowed that to go through. I think you're going to make a lot of people in the Scranton school district very happy. A lot of parents. >> Amen. >> All right. Dr. Sailor, >> no report. >> Okay. Uh, no PSBA report today. On to public comment. So, at this time, the board welcomes public comment. Each speaker gets three minutes to speak and union presidents will be allowed four minutes. Um, Amanda Van Busker. Good evening.
059So, we had our cabaret on the 27th of Wednesday of May and it went successfully. Everyone loved it. Our students were very talented. Um, we made enough money for our drama club department at least um to help us with our next year round of drama club department as a drama club person. I loved it. My kids did wonderful. The kids were wonderful. We've had good feedback from people saying how amazing our drama club children are and they hope that we can continue it on at West Scranton High School. >> Thank you. >> All right, Jenlesco, SFT. >> Fantastic. >> Good evening. Um, Jen Tlesco, SFG President. Um, I just want to reiterate, um, some of the comments earlier, um, as we look forward to, uh, the closing of, uh, nearing the end of this school
060year, uh, we want to offer our congratulations to all of our graduates at Scranton High School and West Scranton High School. Um, I know as uh a teacher for first graders all the way through our high schools, we are incredibly proud of all of our graduates and our students and we look forward to seeing for years to come all of your accomplishments. Um, I would also like to congratulate the SFT retirees um throughout this past year and at the end of this school year that include professionals and pair professionals. Um, each retiree leaves behind a legacy built on dedication, compassion, professionalism, and an unwavering commitment to the students of the Scranton School District. Um, so I would like to um honor be have the honor of naming them for this year that are retiring. Lorine
061Babarski, Colleen Carol, Maren Casey, Anthony Cadillo, Laura Christensen, Margaret Der, Noel Egan, Robert Golden, Christine Goodakunts, Patricia Hine, Craig Men, Margaret Martinelli, Anne McN, Rebecca Munley, Joanne Osant, Cynthia Patrrui, Jean Price, Anne Sanic, Glenda Spikerman, and David Williams. We truly thank you for all of your service in this Granton school district and as being union members of the SFT. Um I would like to reiterate what Dr. Keading said. We're excited from the SFT's point of view. We're looking forward to collaborating and spearheading um what will hopefully be an intensive math training for our teachers. Um very similar to the initiative we took with literacy and it was incredibly successful and we partnered with the American Federation of Teachers and our ERD program. We are looking to do the same. We are at the beginning steps
062of it, but I have no doubt that it will be incredibly successful as the literacy initiative was. Um, the only other item that I wanted some clarification on is one of the agenda items tonight, F3. It's the act 93 MLOU. And I just wanted to clarify that this is in uh relation to the salary adjustments that were made at the May meeting if I am correctly understanding this for the licensed social workers and the licensed professional counselors. >> Um I think that I know the reasoning that's in theou for it uh that across the district I think we could all say that we are having issues with recruitment and retention challenges. um especially from my unit from pair professionals and professionals um and I just wanted to clarify that it wasn't to reflect the salary
063adjustments that they already received at the May meeting and for clarification that from what I have information is they are listed as miscellaneous 185 185 workday um professionals in the act 93s but the salary schedule that they're now going to be placed on is a 261 work school year um salary schedule. So, I just wanted to make be sure that I was understanding that um and hopes that we can address all of the recruitment and retention issues that we have throughout the district, including teachers and pair of professionals and our intense um need to recruit and retain them as well. Thank you. >> Okay. All right. Thank you very much. Okay. Motion to approve the consent agenda. >> So moved. Second. >> Another question. Roll call. >> Mrs. Chzik. >> Yes. >> Mrs. Clearary. >>

077then on the question, >> I guess I'm just not understanding what we're rejecting here because we have two different motions for um audits. So, we have the first one >> which >> again, let me explain that. So, so the one that has just been read is for the district's annual audit and single audit. >> Okay. We solicited nine proposals. We received excuse me, we've re excuse me, we solicited from nine firms. We received four proposals. summary has been provided in the board weekly packet. The other one, which I believe will be read next, um is for assistance to help us get caught up, prepare ourselves for this audit that we will eventually award. >> Okay, thank you. I was a little confused. >> Okay. And then Oh, go ahead. >> Did we get the audit
078uh that week? >> And it's not been received yet, but we would like to be ready to go as soon as it is. >> And [snorts] how many months are we late? Well, it should be we ideally, as we stated last uh meeting, it should have been ready September 30th. >> Okay. And what year is this audit? >> This is the the one that's outstanding is 2024. Okay. >> The ones that we did proposals for, which again is I believe what >> is in front of you this evening for 25, 26, 27 with an optional year for 28 and 29. And Pat, so just to be clear, um, if this gets rejected, that would functionally mean that you're going to approach these firms and just say, "Hey, got us a better price." >> If that's
079the board's wish, yes, >> better prices are probably always our wish. >> Okay. >> All right. Um, anything else on the question? >> Right. Roll call. >> This is to reject H19. >> Well, so >> H20, >> it's H20. Um, yeah, it was out of order. So it's H20 and it's not We're not voting to reject. We're just going to if we're against it, we would vote no on the motion on the floor. >> Wait, wasn't that H19? >> No, she read. >> No, I did. Sorry. You just brought out of order. >> So tell me, we want to vote no on it. >> That So based on your re Yes, your recommendation is is a no. So that the business office can try to get us a better deal. >> And this is Which
080one is this? >> So we just went out of order. It's H20. We don't need to have It's not a motion to reject, Jenny. It's just the motion. And then we could just shoot it down rather than >> I heard reject. Sorry. >> No, no, that's good. I'm a little confused, too. [laughter] >> What are we voting in tonight? H 20, which is the the audit that Pat has talked about. >> So, the one that's outstanding you recommended that we shoot down. >> So, we vote for right now. >> Yeah, that's is age 20 all bids, >> which would be to engage a certified firm to perform our 2025, 2026, 2027 financial audit and single audit of our federal awards. My observation is that there be an affirmative motion to reject the bids as received
081for H20 if it is the intent that you just described. I don't know how we can award a contract to one of the the biders. >> Um I think the will of the board is to reject. So I think call for a motion to reject the bids that came in response to page 20. >> Why don't we just vote this down? >> Let's vote that down first. >> No. Oh yeah. So we have to do a separate motion entirely. >> Well, you have you have multiple proposals, >> right? >> So we have to reject this. Okay. So then I need a motion on the floor to reject all bids. >> I'll make the motion to reject all bids. >> Second on the question. >> Roll call. >> Miss Merkel. >> Yes. To reject. Yeah. >>
082Mr. Leki? >> Yes. >> Mr. Triano? >> Yes. >> Mr. Brazil? >> Yes. >> Mr. Casey? >> Yes. >> Mrs. Chzik? >> Yes. >> Mrs. Clearary? >> Yes. >> Mr. Borthwick? >> Yes. >> Affirmative. >> That takes H20 off. Now you can have action on H19. >> Thank you. Okay. So, H19, a motion to approve the engagement of Butler Agnu and Associates to provide audit preparation and consulting services financial impact $120 an hour. >> Second >> on the question. >> I'm sorry. >> And that's for this year's audit. >> This is to provide assistance to prepare us to eventually begin the 2025 audit. >> Okay. Wouldn't it be smart, Pat, if you had uh the CPA firm that you negotiate with do the prep? >> I think there's an independence issue there. >> Okay. All
083right.
