001um director Annie over to you thank you president I would like to start out by asking if we could oh let's do a roll call okay this is Jessica oh I'm not doing it present Mrs Cleary present Ms Cruz president Ms Fox president Mr Martin president Mr Holmes president Mr mccander President Mrs Johnny present miss you president nine present now I'm so apologized directly over to you now thank you um before we start can I have a motion to amend the agenda the policy committee agenda to include policy 707 use of school facilities and a discussion of ptas and policy 006.1 attendance at meetings via electronic communications yeah um all those in favor on the question sir anyone on the question all those in favor aye those opposed motion carries okay then okay so the

002first item on our committee agenda is review of the new board guidelines so these are the guidelines that replace the former Book of Rules I think we adopted these in December of 22 at our reorg meeting but we need to I think in oversight we didn't list them on the agenda so we're just going to take a moment to bring those up for discussion um and then move those on to our voting meeting for February so is there any further discussion on these I believe are two typos on page eight uh number three the board shall adopt Essentials of parliamentary procedure and then in parentheses it refers to that as Eep I'm assuming that should be Epp and it's also referenced in number four I don't see it anywhere else okay but thank you very

003much sure I always rely on you Katie that's okay you have the best editing eyes I've ever known thank you okay was there any further discussion on that okay so um Mrs Orr are you okay to make those changes for our meeting on the six and then we can vote on those okay all right just that then we're going to look at the board operating guidelines um so these have brought are brought forth to the board because uh we're not sure exactly when they were adopted or we think they were adopted in 2016 I think that's what Mr gentileza explained to me but some of them have different remarks on them some were adopted some were revised so does the board want to move these forward for a one official approval date or adoption date

004at the February meeting advised December 2016 date and leave those for which we can identify when changes have been made as they are I I don't know that I have yeah there's a strong opinion either way I look the updates or reviews out of all of the bogs but what was confusing when you look at the bogs is we have it some of them have adopted some of them don't have adopted then there's reviewed and what was the other one revised and they seem to be used interchangeably and they're in different orders so if we could try to get some pattern um that makes it easier to follow I do think that makes sense to leave the dates because just like now when we're trying to go back and find the meeting that correlates right

005if we leave the ones that have a date already and then just for the ones that don't if we approve them then they would then have the date as of right our meeting so they can and future boards can look back and see what was done anyway Mr General is that something that you would be able to do for us then okay in November 2016 probably a second read in December a lot of them have 2016. and during the course of that time over the last several years psba did do some updates with them and that as we updated them as so if you want if you just want to give me a standard date to put in just well we would we would vote on those at the February 6th meeting I'm thinking any

006of them that haven't been revised or um adopted since that date so any that still have that December 2016 date I think those would be the ones if I'm understanding correctly everybody would like those would be the ones we would ask to move forward to the February 6th date and we would adopt those all at that time so so yep okay what well I think if it's if they've already been if there's a date other than December 2016 and please correct me if I'm wrong here anybody um if there's a date other than the original date of December 2016 because I think the question was we weren't actually sure how they were approved by the board at that time so those are the ones that we want an official date to show that they were

007reviewed and approved any with a date other than December of 2016 we know has was adopted or reviewed or revised by the board February 16 th we'll move forward for that yep I don't want to cause confusion but I have two questions Bert do you control or is this a formatted document where this says book section title code status last revised so that's automatic okay um and then my second question would be between now and next week's meeting can we just verify that those with the December 2016 date that are coming forward to be ratified at next week's meeting are current that they are still recommended by psba that there's nothing that just accidentally was left in it that date is still in their standing psba did not do anything okay with it since we

008new model that we had we want that deluxe model and they came with right any changes that they did have since then I put it would have come through okay great thank you very much for the only oh sorry the only question I would ask is that director Fox when you were policy chair last year there was some question that psba was revising the board operating guideline for solicitors services and did you not say there was one coming up that would have came to us already so I believe their legal is still revising that then do we want to do we want to adopt the existing one because if we do I would like to propose an amendment to that um or do we wait till the new one is out and then see what

009the new one says that is one that has been revised so we wouldn't be ratifying it when was it revised when was it revised [Music] I thought it was the one in the computer is from 2016. so oh I thought we had a revision on this no no we had a revision last year but I too had reached out to Heather a while back when I was looking at all of these and um she had emailed me and said that they are looking at it but there was I asked her the ETA like the estimated time I thought it would be ready and she said she didn't know like it wasn't any time in the near future when I spoke to her she said legal was currently reviewing it so maybe uh director Yani if

010you want to reach out and ask if there is a timeline for for that one I can follow up why don't we just pull it from the consent agenda um now and then I can do some further research and bring that back to the meeting because yes I would be proposing an amendment to that board operating guideline from psba for our particular board anyway so maybe we can either seeing that we have our solicitor services for the next several years we might just leave it till we get the new version or we can bring it up and have the discussion then why don't we just we're letting Jenny know now that we'll we'll pull it um so it's not on consent and then we'll we'll make that decision next week thank you I'll find out

011I have a question about before we move along I just want to clarify I am I understand what adapt I'm sorry adopted means but when we get into revised and reviewed I enter I have my own interpretation of what I think that means I think revised means we've made a change I think reviewed means we looked at it for some apparent reason but there was no change made am I accurate in my thinking good point I agree with you okay because they because and I don't know I know there's a format but I don't know if the reviewed if we have the option for reviewed and revised if we could put it in the same order every time because when I was looking at the bogs I'd look and be what's the last date and

012it was wait that's when it was reviewed but is it reviewed or is it revised like I was a little confused so if you want to see review that often but you're probably right it's there at times maybe that's that's a date for our first read I I'm not sure yeah just I think we just need to get a some clarity or clear usually I see adopt it and revised right but there's quite a few that have reviewed so what would we list then on these new ones as we move them forward on the ones that not know the ones from with the December um 2016 date what will we list would be list revised or adopted or reviewed okay just so we know all right are there any other questions on the the bogs

013okay then Mr General as I'm going to ask you to stay there for a minute because um the next item on our agenda is our educational Equity policy and uh I did ask Mr jennaleza to add this to our our agenda for this evening because as a member of the diversity committee we've had some discussions uh regarding this policy and several members of the committee have asked that we bring this to the Forefront and we review this policy publicly I think it's important that we let the public know that this this policy is part of the Scranton school district and that the work was put into putting together this educational Equity policy and I'm wondering Mr General as if you could just provide a really brief background of how this came into fruition yeah I

014I did put a memo in the board yes he did look it up for one second uh it was in a it we had a committee and the committee was developed uh by the union along with some other personnel district-wide and we work very very very hard a matter of fact uh director Cruz is on the committee uh and we worked very very hard we the committee was roughly started off with almost 20 people on it as we worked over a two-year period it got downsized a little bit but uh we started this this is a recommended it is not a mandated policy by psba it was recommended I felt as though that uh in talking with some people it's and it's controversial some districts didn't want to touch it with a 10-foot pole because

015there you know there were some parts of it that are controversial but I felt as though us as our district would embrace it and Implement a Equity educational Equity policy that's the type of policy educational Equity that we as a team and a committee that met over span we started very early in the 2021 school year and we concluded our work last spring where I believe it was approved by the board with a second read last April we did we had psba Representatives that I worked very closely before every we had about I'm going to say about eight meetings with the committee before every meeting I met with psba Representatives Heather masshart and Dr Heather Bennett who was at that point the chief director of equity for psba since then she's gone on to another

016position and they even joined us in a meeting uh and I I felt it was very powerful we got a lot of work done uh we conducted we conducted a district-wide equity audit we provided two in-service programs over the last year with uh Jess Lee on impact Consulting intersectional Impact Counseling on the October 8 2021 with implicit bias and we had Dr Lisa Pickett present to us here in Scranton High's Auditorium uh on February 18 2022 on classroom equity and with that we introduced the six pillars of equity Praxis we provided Equitable classroom practices we built our framework we blend it in our cell work into the policy and to be honest with you I think it's a very solid very solid policy that we worked very hard and was approved last spring thank you

017for your work on it and where where would a member of the public or someone who may be interested in in working for the Scranton School District find the policy all right on our board docs so they went they could go right on the board docs and they could find this policy it's absolutely easy to find yeah it's been provided the principles and all it's there okay it's housed with all our other policies okay thank you I'm wondering if Mr DeLuca or Mr Wolf who are our Central admin leaders for the diversity committee could just give the board a really brief update on on the work that the committee is doing kind of building on the information that you shared with us Mr generaliza thank you very much you're welcome sure good evening good evening

018so the diversity committee began meeting in October the Community Committee was made up of teachers board members and central office staff we formed a joint committee also with the city so we've been also meeting with the city and their committee committee leaders discussions have surrounded by recruiting and retaining a more diverse staff we discussed things like a job fair brochure reaching out to some of the local colleges and working with the city to attract a more diverse staff uh and one of the specific things that we've been recently just talking about is to grow our own initiative so students that we have here in our schools really talking about coming back and be becoming Educators like myself and Mr Wolf are both graduates of the Scranton School District so and recruiting a diverse staff that's

019sitting in our schools so we we were asked about how it relates to the the equity policy so specifically mentioned and Mr generaliza was talking more about cells so there's a lot in there about cell and character strong and talks a little bit about diversity in there and in the policy it mentions about the recruitment of teachers in a diverse staff that look like the students who are sitting from them as well so Mr Mr Wolf researched a little bit more and has a little bit more on the professional development side as well thank you just to go back director Yani and School Board is policy 832. so if you go into the school district website and you go into board docs and just search policy 832 or diversity it will come right up there

020for you um our committee I think is is making some progress we have teachers on board we have administrators we've also met with the city we have started basically a General survey to get gather information of our our certain demographics on what might interest them in working in the district also the city and living in the city as well we have agendas I think monthly set up for the remainder of the month so we will continue to meet on a regular basis we have there is a diversity training professional development piece in our Vector Solutions software which I took uh the stat diversity staff to staff training today it was about 26 minutes Mr DeLuca took the diversity training staff to student interactions very helpful very easy to use there's a little assessment at the

021end all of those certificates that once the staff if we go through the process and the staff completes it it is housed on who completed it and who did not we did meet recently in our Central Administration we talked about possibly launching the develop the professional development to all the staff setting a potential deadline I talked met with Mr Carney and Mr Rucker today it can be deployed very very easily through Vector Solutions so I think that we're we're making some some definite Headway and moving in the right direction at this time absolutely all right thank you very much I don't know if any of my colleagues director Cruz um director chaslik or director Holmes I'm the diversity committee want to add anything to that but I'm I think we're really we're making progress so

022I'm really pleased about that yeah sure um yeah I'd just like to to to note that the purpose and the objective of the committee is is is of course bringing in more diverse individuals to teach and to work in the district but also to to continue the work of making sure that the district is a place where diverse individuals want to work as well as partnering with the city continuing to work on having the city be a place where people want to live and and grow their families and work and and and make connections and so a lot of that is not just recruiting and retention but it's also um looking at ourselves and looking at our own biases and looking at our own things that we were taught from the time that we were

023young things that we don't even think about about how we're how we're still um projecting onto others or or such and and kind of relearning how we approach each other or people who may not be like us and and making sure that the ground is fertile to grow these people and to continue to build our our employment with that very briefly I'm sorry in our community thank you yeah no I think that was an important piece that that our teachers our teacher Representatives brought to the Forefront and I think that's where the the professional development for our staff is kind of coming into play to make it more comfortable if and when we we hire a diverse a more diverse background with employees that we can retain them have people feel comfortable and I can

024tell you just from the training that I took today it focuses heavily on recognizing your own biases and also how you interact with others correct yes we do we do have two teachers who are well versed in this area one is a representative working with teach plus and so they have work to bring in the professional developments that Mr journalism said I attended one the one in February and it was so informative and so I'm really hoping to see more um sessions like that that more teachers and more administrators attend um in that area because it's something that really it doesn't just stop with a um passing the the equity policy doesn't just stop with reaching a quota of a certain number of diverse teachers per student ratio it really something that is a continuing

025education okay okay thank you thank you very much so if there's no further discussion on that I will move on to policy 707 which is use of school facilities I think we were going to look at that in relation to how that pertains to our ptas so I'm going to open that floor up for discussion so um I requested this to be added to the policy meeting so I I do have a little something that I would like to say for starters um before I hear another board members I would like just an opportunity to explain why I'm asking this um to be discussed in some of the research I have done in the individuals I have talked to so um on December 15th I sent an email to president Hume director mcandrew and director

026Yani requesting the PTA discussion an in-depth look at policy 707 use of school facilities my request stemmed from parents reaching out to me regarding the mistreatment of ptas in the district this past fall the district began began charging ptas a fee for security for building use and this fee can be as much as 350 dollars for an event and that can total nearly three thousand dollars a year PTA bylaws state that ptas cannot use funds that are raised for anything other than student use or Student Activities all funding is raised by the members which consists of parents and teacher volunteers all the funds go back to the students ptas must strictly adhere to their budget and if not previously a budgeted item it must be voted on by by the PTA membership in December I

027had a conversation with attorney Rand B from the psba legal team to seek guidance regarding the inequitable nature of policy 707 attorney Rand be advised that the board must look at this policy and ask if the district really wants to continue down a path that would drain PTA and the PTA funds I was also advised by the Pennsylvania PTA president in National PTA president that this is something the board must review in a memo to the board on December 9th Mr DeLuca stated that an elementary school PTA was charged because they were hosting an event that was expecting at least 50 people and this was the reason why the principal asked to the PTA to complete the form according to the policy so in the ar-707 which I understand is different from policy 707 it

028is stated that pts are category 1 users according to the policy and therefore shall be allowed free use of school facilities during and outside of regular school hours so this decision to require custodian supervisor security or police supervision or parking attendance will be made by the director of buildings and grounds or the building principle but the ar-707 and policy 707 do not specifically indicate that an organization would be liable for SRO fees if over 50 in attendance so this seems to be the subjective part of the policy that I hope we can look at so it does not seem to be consistent consistently followed either as I've heard certain sporting events are exempt So In conflict with ar-707 board policy 707 states that the board recognizes that although the primary purpose of the school building's

029facilities and property is to provide schools excuse me students with an appropriate learning environment the board may make school facilities available to individuals in community groups without discrimination furthermore board policy 707 indicates a fee schedule that states use of school facilities for activities directly related to the educational program and District Operations shall be without cost to users except that the user shall be responsible for extra custodial fees excuse me it does not mention any security fees policy 707 was also updated on November 1st and step 3 in the flowchart chart was added that included the new director of safety and securities approval for use of facilities prior to going to the director of operations so the policy was last reviewed or excuse me revised October 2021 so I didn't know if this change needed board

030approval as well so I just wanted any updates you know of the policy to be voted on and discussed and so with that my questions are um you know with the board implementing a fee for ptas having large-scale events when the board policy 707 never objectively specifies an amount you know can we say what is a large-scale event who will be charged also um let's see here you know how can the district charge the PTA fees when they're bylaw state that all funds must be raised all funds raised must go for the students if sporting events are exempt why can't the ptas and how can the board policy 707 be updated to include the approval of the director of Safety and Security so those are the the issues that I had and that were brought

031to my attention and speaking to different individuals said that this needs to be looked at at the board level so I'm hoping we can have a discussion over some of the inconsistencies between the the AR the policy and what's actually happening category one two and three that's strictly for rental facilities as far as renting a classroom an auditorium a cafeteria on whether or not there they fit category one two and three and certainly PTA falls under category one they are charged zero dollars for rental fee now if they decide to have a PTA meeting on a Sunday or off school hours where maintenance is not available which is which is obviously very very rare or any any agency any team of people any any category one they would have to pay the maintenance fee in

032play yes since recently this past fall with anything open to the public we are with uh we are charging a security fee but those category that that 707 is basically based just on rental that does not include maintenance or security and I get like it it does State about the custodial fee which that's that's in there that's what I understand that's fine um but with the security it it seems like it's fairly inconsistent it's something that just started this past fall and with the pts being charged I'm being told by different you know PTA groups in the city that they're not going to function they're they're basically it's going to render them you know without any funds to do anything for the students and their primary purpose is to hold events like you know to

033give free haircuts to students and everything like that so I guess I'm hearing that we are chart we don't charge sporting events security is that correct if it's open to the public we do you do yeah it's open to the public our director Safety and Security Now Mr Baker wants security on anything that's open to the public right we have security but who's who's paying for that security at a sporting event whatever whatever Club is renting so the like the basketball team is paying for yeah I don't know I think I think yeah they're asking about basketball games and we're providing uh the the sros and I believe there is a there is are we paying overtime for the sros correct yes but the ssos are not we are not the we're the the basketball

034teams aren't we're paying for right the district right the district the district but not the basketball Club the basketball Club itself doesn't have to take no for example for example this spring we had we had an agreement with uh since West Scranton and West Scranton's girls basketball is used is playing right down the gym right now since West Scranton uses this facility so much uh with all their events especially during the winter that will put Scranton High's activity practice a lot of their practices will be held across the street at Riverfront so on a trade-off Riverfront is not charging us and we're allowing them to use our this gym here in this building for weekend tournaments that's a perfect example where it's not our school PIAA it's an outside agency using our gym we are

035going to charge security that's not making any sense to me what you're saying I don't think that's to what director I think my question is I think the question is the school events that we have with sporting events that are like our students have that set up by us we're on our charge for that right but that's budgeted that's budgeted every year for us right yes that is correct I think to to director cheswick's you know I understand what you're trying to ask director Cheswick so I think what the board has to decide at this point is for example looking at the PTA if if if you are interested number one if we are bringing individuals in from from outside so they're not our staff and they're not our students I think what director chezik

036is asking is are we putting a number on how many you're bringing in before you have to provide security that's number one I think the second thing she's asking is and again this would simply be a decision by the board that we would have to budget for if it's a PTA event that does need security because of a number or whatever the board decides then that would be something moving forward if the board wants to pay for that similar to basketball games that we would have to budget for I think am I correct yes so I think the question right now is we are not you know we have budgeted for overtime for ssos PTA events I I don't know how many we're talking about but you know I'm imagining it's there there are not

037many that we're bringing in I'm just talking about at um during Halloween time Trunk or Treat or or those large events to me if you're bringing in that amount of people coming in then you need security there then we just have to decide as a board is are we covering PTA events right now that that that may not have been budgeted for that that's what we have to decide right can we maybe do like a data plan to see how much like facilities are used by the ptas every year so we can see maybe how much it might cost us if we do budget that you know I mean every PTA why don't we go to them and say hey on average every year how many times you need to use the facilities because it

038might be a big lift it might be a little lift but until we know because I think it's something definitely we can work out and I'd like to know too to date how many ptas have paid for security for events so far since September yeah I'd like to know that as well we're talking evening events or post-school events correct yes Danielle that's correct I just think whatever we do it's got to be across the board it's got to be every PTA and um and I do believe that this could be easily figured out like I don't I don't think if this is something that and I believe it's important but I do believe that it's important that we identify what that number is or what it is that I mean for a regular PTA meeting

039when I was a principal I mean I may have 10 15 people there I'm not bringing in security well I think it's those larger events but what what is it that the boards wants to Define right I don't I don't want to Define it I want Mr Baker to define it well he does he we he he he always has to anticipate a crowd right whoever wants to make the rent away I I feel as though we need to take a step back here and I think there might be a larger discussion warranted first and foremost absolutely whatever the process is needs to be applied consistently fairly across the board that is what that is without question we don't need to waste one moment on a discussion about that but I think we have to

040have a bigger conversation about the recommendations of for security needs that now exist in the district and what that costs and what the district is able to manage and what we will need to be compensated for by people whether it's ptas sports teams or the Man in the Moon who use our facilities we have to take a step back and have a more comprehensive conversation about this I think just so when a request comes in that's what Mr Baker is doing determining how many ssos would be needed based on his his recommendation of how many ssos would be needed that that is currently that's why I know when he was hired that this became part of the process obviously with all of our other Safety and Security measures analyzing that and then based on the

041data he has in front of him he is figuring out how many security Personnel that we so this could again like I said we moving forward I think uh Mr again I don't need to speak for Mr Baker he can speak for himself on how he determines how many ssos but the bottom line is as of right now I think we all understand why we're here right now because this hasn't been considered because we haven't been in this situation before so now we are so I believe that we can look at the data and and come up with a solution to this problem exactly and I believe that's something like with with that policy because it doesn't State anything um the actual policy doesn't State anything about the director of Safety and Security it's actually

042a flow chart that was added on November 1st that says that he is the um the third step I think it was before the director of operation so is that something that if he's already doing that and it wasn't board approved do we have to change the policy then to reflect that yeah and I'm sorry I don't have that is that in the policy or is that in the AR um so it's not in the policy but the flowchart is um so it's not stated in the policy but there's an attachment for the flow chart it's funny it's it's the last page of policy 707. it says use of school facilities flow chart very last thing yeah we don't have it it was updated in November uh 2022 but the actual um policy 707 was

043last updated 2021 okay because I'm looking at the 707 AR right now and the flow chart is listed in the AR also so again we I think we need to just examine where this is obviously if it's part psba would in in just the flow chart would have been generated from the district which would have been an AR like psba wouldn't have developed that flow chart so I believe that if it's with the 707 it really should be with the 707 AR which it is I'm looking at that right now can I just say I think there are two issues here one of which is the changes to the way we determine what security is necessary and I think that is something that we can discuss and is Mr Baker's purview however we've just finished

044a discussion about equity in education and it seems to me that there are an awful lot more football games basketball games wrestling tournaments swim meets which are open to the public and which have um security provided as per Mr Baker's decisions and recommendations which I'm not prepared to interfere with because that's his expertise not ours however if we have educational equity then events that happen at elementary schools which are mainly where the PTA events happen I'm not up to date about that middle schools and have that that is an equity issue if we charge people having those kind of events at elementary and middle schools which as you say numerically we can bring them in but even if each school had four events a year or an awful lot more basketball games and football games

045and things and I think it's totally an equity issue that um is for the welfare of our students particularly as the PTA is bound to by its own policies not be able to pay for that security so essentially what we're saying is you have to have security because that's not our business as a board that's Mr Baker's delegation you have to pay for it but you can't pay for it it's catch 22. if you're smart enough to want to get out of the war you're saying um you know so I believe we really need to look at this in our policy and include whatever security costs are needed for school-based events which are totally for the benefit of the students in that and I think that we we can argue about or not argue about

046delegate who needs the security but it's an equity issue for those elementary schools and middle schools and PTA events in my opinion thank you perfect um some of the ptas they don't even have the funds to pay for security they're going to make a profit off of an event that they have use that money towards graduation gifts something like that for the students books and basically now it's going to go to the district for security so I think that you know we're we can say like okay we're going to charge over this amount or we're going to charge this they might just not have it and then that's going to do away with that event or even the PTA as a whole so I think that really does a disservice to the school and just

047parent engagement and everything like that it removes the voice from where it needs to be and I think just to take that one step further I think we need some sort of a directive to go to our principles because uh if our principals aren't reporting to Mr Baker that there's even a PTA or an event going on then you know Central admin may not know about it and there may not be a request for security so I just I think again it goes back to everything happening the same way at every school so if every if there's one principle that's reporting this event's going on does it need security we need every principle to be doing that understood so the action coming out of that would be for us to look at our policy to

048for us to gather the data about roughly how many events there would be and to look at our policy to ensure that PTA events are included for consideration on the same basis as basketball games football games swim meets is that the consensus among you know is that what we're feeling amongst the board yes we're good to go okay good to go all right thank you director Cheswick for bringing that to our attention thank you for allowing me to No it's it's very comprehensive and I think it's a matter that where there was a change with our security systems and sometimes we're still working out how that impacts things and thank you for bringing that to our attention and if there are other things like that that the changes in the way we're doing things um

049are affecting things that appear to be inequitable please bring them forward sure so then we're going to move on to policy zero zero six point one policy attendance at meetings via electronic communications I think we're looking for that policy to be updated is that correct director Martin yes um it is the language about three days notice that we need to remove um I think that's under guidelines the third paragraph says to attend a board meeting through electronic communications a School director shall comply with the following one submit such a request in writing to the board president at least three working days prior to the meeting I would simply strike out at least three working days I I would think I would think all those in favor of that change would be anyone else to discuss

050that I think it's a great change I I we don't know who's going to get flu three days in advance well can you just ask how much time is it would be would they need I agree three days is a lot because you don't know you're going to get sick three days in advance but I'm just curious how much time they need to set that up like the morning of I mean we can't tell them four o'clock that oh yeah or can we tell them at four o'clock like I don't know how quick I think that's a question for Jenny are you always prepared to have somebody call in not always okay how much work is it 24 hours yeah I would just say them I mean in most cases it's unless there's going to

051be five people out I would say in most cases it's the by the morning of I would say by by noon of the day of the meeting at the latest yes or if possible yeah you know as soon as yes and what about as soon as possible so strike out at Burger is following me strike out at least three working days uh zero zero six point one under guidelines to attend a board meeting number one you're going to strike out at least three working days and insert as soon as possible prior to the meeting I think that allows then if something comes up and we're able to accommodate that individual obviously you'd make every effort to do that but I think if someone is in an emergency situation immediately before the meeting it is unlikely

052they are going to participate they're just going to be saying I'm not going to get that right right yeah um okay I think that's that's great if we can put that change through and perhaps put that on the consent agenda for next week just reading this amendment actually this policy is very opposite um because it has under voting the board adopted policy which will require a little bit of updating in order to be in line with the changes to the sunshine Act uh simply because uh at one point it says accept on conditions where we'll just let me find this hang on where is that um it lays out the conditions under which role call votes are necessary but it also says um are you with zero zero six point one four zero zero six

053I'm with the one that we've got um I'm assuming that we've got that I think we have them both we have both we have both yes so zero zero six um we're not talking okay so are we set with zero zero six point one I am I think so okay so then so we're moving on to zero policy zero zero six okay okay go ahead um it does say in here and I'm just trying to find it um except there's an asterisk there which says indicates actions for which the minutes also must reflect how each School director voted now that has become redundant now under the new change to the sunshine act because we have to record how every director votes on that however it does not require a roll call vote because previously it

054says all votes on motions and resolutions shall be by Voice vote unless an oral roll call vote is requested by the president or another School director and moving forward I'd like to see us do that on on things except for as our policy states those things provided by Statute or boards actions because um we we have made a lot of progress in speeding up our meetings the more we can harass things by Voice vote Ginny can has the ability to note who votes which way as required by the new things in the sunshine act many many of our roll calls are unanimous I'd like to propose that we make an amendment to this policy to take out that asterisk thing because that asterisk on page three I guess page two page two what number are

055you on but also I'd like to say that in that I am we should move to taking and while I am president I certainly hope to implement this taking voice votes um and of course that does not preclude the right of any director to um call for a roll call vote but we don't need it so many ways attorney foreign one of the questions that I wanted to clarify with you is there is no requirement for us to take an oral Voice vote on financial matters is there not specifically on financial matters I think I may have dressed as early as this thing uh school code owning requires a roll call vote on I believe it's in two situations uh one where there's a change in the budget within uh three months of it of

056its adoption and the second is where there is a dismissal of a professional employee um those are two required roll call votes um the the general method of voting in my experience across a couple dozen school districts the default method is by Voice vote uh with the exceptions as you could describe them if there is a request by a member or or a direction by a request by the president to have a roll call for a specific reason that usually is entertained yeah I I mean obviously if there are issues of enormous import to our district um I think we will take roll call votes but for many of these things um we can we can use The Voice vote thing because it will be recorded in the minutes how we vote and um I

057just feel that I take attorney Florence attendance at many thousands of school board meetings we don't want to be taking them unless we absolutely need to the second thing too is that just as president just to let you know there is the provision of without objection which I watched in the Senate hearings Tim and Benny Thompson's used all the time without objection for adopting a friendly Amendment without objection for adjournment without objection for many other things and I'm very happy to use that and of course if there is an objection then we vote so thank you very much directoriani I do have one other thing I wanted when I thought okay I mentioned in policy zero zero six we have and superintendent mctiernan I know you and I have discussed this before that sometimes it

058falls off the radar um our let me see I think it's recording of meetings now I cannot find it here but there is a provision in this policy here it is uh it is under minutes and at the end of that section video recording will be made available online with I actually think there is a typo there it should say within not with 48 Hours of the meeting and will be provided to the local cable access station for broadcast not sure that that's happening right now I was looking at ectv's YouTube site looking for something else and saw that there were only a few meetings available there that doesn't mean they aren't being broadcast but I would just ask that we double check that and make sure that we're following this policy so so yes

059we need that amendment to that type of uh there well you're extraordinary are you getting all of that for Mr okay sure yeah so we're gonna so we're going to add that also to yep zero zero six yeah okay and then we're just going to make sure that that starts to happen that those meetings that our meetings are sent um for the policy but just just there is a typo typo yeah I'll send that to you okay okay all right and I believe in in looking at the agenda I skipped principles for governance and Leadership I know that that was a PS psba changes did anybody have any comments or suggestions on that before we move that forward just wanted to go back and touch on that they I did actually incorporate the new principles

060in the guidelines for board operations so they are up to date um okay type by hand so if there are times okay I'm counting on Katie and that's that's all I had for a policy committee so uh Madam president I will allow you to ask for a motion to adjourn without objection yes hi um and so now we move on to she says oops thank you so um we now have the work session for January 30th uh 2023. um just for the record I just wanted to mention that everyone is still present from the committee meeting thank you I was just looking to see if I had to do that Jenny do I have to do that do we have to do that we don't do we don't have to do a roll call do

061it no no okay great so we move on to the work session um director go Martin budget and finance we will have motions to approve under the consent agenda Bill list and exception Bill list Delinquent Tax reports treasurers reports repository sales budget transfers if any disposal of assets if any and real estate assessment approvals if any Mr laffy do we have any contract updates at this time uh yes just one minor one it was a annual subscription for a software program called ping board at a cost of 1430 it's a it's a org charge Staffing organizational tool that uh superintendo mcternan and I are working on a project thank you and so moving on to community relations director Holmes we will have a motion to accept donations from the U.S probation probation mpda the miscellaneous

062computers office supplies from the federal courthouse donations from corporate environment of training tables cork boards white boards to John Adams donations from a veterans Vision PSP PSP and VFW Post 25 of Christmas holiday gifts to kindergarten students donations from beard and villains sorry autistic sorry I don't have a very class on say Mary's support donations from the rotary of North Scranton of dictionaries to all third grade classes in a motion to approve West High School Scranton Award of 9 375 educational improvements tax credit for Fidelity Bank right um as these items are on our consent agenda I think it's appropriate at this stage to express the district and the board's thanks to all of these people I would particularly like to thank the veterans vision for their Christmas holiday gifts to kindergarten students and I'm

063going to embarrass director Holmes because I know how much work he put into this initiative I know how much organization it took I know how much joy he brought the they were able to bring a Christmas gift I think to every kindergarten child in our district director Home Three schools and the preschool three schools next year next year but I have to thank you so much for the work that you put in outside the school board to bring this to us because Christmas is a special time of year and I know that it made a great deal and I thank all of the people who have donated so generously to our district and I'm sure thank you and anyone else on the question okay um moving on director Cheswick to education under education we will

064have a motion to approve the permission to attend meetings conferences a motion to approve the addition of pre-calculus and pre-calculus honors a discussion slash motion to approve award the agreement for McGraw-Hill social studies K-5 for eight years I don't know if uh Mrs Greenback would you like to address that what would you like me to address which one in particularly we're looking at the social studies please so the elementary students have not had an upgrade to their social studies materials in a very very long time secondary Social Studies was updated in 2021 with all of the other material updates so now we were able to set funds aside to update our kindergarten through fifth grade social studies there were two rfps that came in from two different companies we had a committee that gathered they

065vetted the product for several months they voted using the rubric from the RFP and McGraw-Hill was the one that they selected as being the one that met the students needs in kindergarten through fifth grade and of course it's pending board approval wonderful wonderful how does this begin with that where I noticed where I have no questions with approving it but I notice we're approving it for eight years how does that fit in with your five-year curriculum Circle which I finally understood so when they quoted us prices we started we asked them to quote as prices for three four five and Beyond and we were able to uh were able to actually afford we were able to budget uh enough money to come under the radar for the eight years so the price they quoted us

066for eight years we had actually made an estimate um of a certain amount of money and the eight years for that amount is covered under that amount of money well well thank you just that's great and and then what we'll do is we'll update the curriculum after the board approves if they approve this particular vendor will begin to update that curriculum as well fantastic thank you all right we will also have a motion to approve the 2023-2024 school calendar a motion to approve out of state field trip for Scranton High School boys basketball to Maine New York a motion to approve the Scranton High School show choir competitions to Massachusetts Connecticut Virginia and West Virginia in a discussion of the elementary school building's boundary study um just before we get to the last item can

067I get some clarification do we pay for football uniforms and do we pay for baseball and basketball uniforms yes sir yes so do we pay for the costumes for the show choir off the top of my head I'd have to check with Mr Coyle yeah thank you I wonder if you could do that for me it seems to me that we have um a show choir that's got and I think it's the only one in competitive one in the state if I'm correct um I think Miss obvious Hall could correct me from that you just did an article on that I think um they bring enormous honor to the school they bring enormous um Prestige to the district and I'm just curious as to whether we should be you know whether they are being treated

068the same way as the football team whose honor and contribution to the morale of our school district is beyond question I think we could even take that a step further and and look at the drama clubs and the Productions as well because I know that we we don't pay for any of that I know that the students at West Scranton High School have to put on their haunted hallways to raise money to even pay you know five or six thousand dollars for a a play um just for the rights to put on a play and then I know that they have to donate their own costumes and pay for them all themselves um so if we're going to look at that but maybe we can investigate across the board yeah I think looking into the

069show choir a little bit more the last few weeks and maybe a little over a month there's a lot that goes into a lot of time and effort not only by our kids but our staff and I think maybe it is starting to get on that level where it should be like with the coaches and the other teams in our district what other sports and clubs so definitely things we need to discuss going further yeah um I mean they're a source of a great pride and excellence and um it seems to me that while I certainly would never want to deprive those young men who want to play football and those young men who want to travel and have brought us so much pleasure I think equally our arts contingents in our high schools and

070our other schools provide a different kind of honor to our district but I would say an equivalent honor so maybe we can look at seeing how the funding for that is made Equitable since that theme seems to be Equity it's good okay so now we move on to a discussion of boundary reallocations Yeah so basically we have talked about um possibly doing an elementary building boundary study that has come up so at this time I'm asking for the board on how you would like us to proceed number one if that's something that you want us to proceed with and also if so I'd like to know what the goal of that boundary study is and I guess what I'm asking is by what I'm saying goal is I believe that you know we have shown

071that there's capacity in the buildings so at this time is that the board's goal to see where students should be and shuffle them around the kids around that are already in school I'm not sure that's the direction that that you know I think is best for our kids but I certainly will throw that out to the board number one and number two are we looking at this boundary study as part of the plan as we move forward so for example I'll give you an example if we're looking at kids that are not in our schools right now but as they come in and possibly does this boundary study tell us where those kids will go to school moving forward so I'm not sure if I'm making sense but long range plan are we looking for

072immediately a boundary study or are we looking long-range plan as possibly moving the boundaries for our schools as students enter into our school our schools from kindergarten or so on and so forth I guess my first question would be when was the last time we did a boundary um discussion or like re-looked at the boundaries or redid them I may I speak to this though um later on in this evening in under operations we're going to have a discussion about um a the process by which we will develop as asked for in the amended amendments to the recovery plan the long-term plan for facilities reuse and reallocation and it seems to me that there are two parts to a boundary study at this point or a look at it first of all I think it's

073inevitable that as we look at the wider picture of um the plans for facility allocation reallocation and reuse implications will come up in that as to the need for changes in our elementary and School boundaries I don't think there'll be changes to our middle school or High School boundaries but I think there will definitely be a need for some kind of larger scale thing but it will be part of the plan that will be that we are required to have by the 30th of June so it would seem to be a bit premature to start a wholesale full-scale boundary reallocation study in the short term I'm not saying it's I think it would be the timing of that should be part of the major plan however I do believe there would be great value um

074in looking at given that we have excess capacities in our schools pretty much all over except possibly Whittier it may be worth the board coming the district coming to the board with if it was in your interest to do so with the suggested change to policy which is that kindergarten students and in migrating students joining our district go to the school closest to their home if there is space available and that we could start implementing that policy without too much disruption um in in the next academic year simply to start what will be a boundary reallocation process at some time but not necessarily in the immediate future and by doing that if we start moving students to the appropriate school closest to their home only if there is space available but if there is space

075available in that school close to that home we may start a process which starts to rationalize um student School placements and may ultimately result in a little bit of a reduction in our needs for instance to bus students from the former Bancroft area up to trip there may be occasions where new students and kindergarten students may be able to be accommodated in a closer school if there's space available that would be my feeling that it's a two-part it's a two-part exercise that one is an immediate short-term exercise to start but that the actual boundary study is will be part of the the broader and larger and long-term plan that we are charged with having ready by I think the long-term plan one thing we discussed when we made the Amendments was possibly looking at a

076way to either partnership or something with Pre-K and if we do decide to go that route the schools that we have now that have the capacity those you know for using our they might be using our facilities you know should we make those decisions before we do a reboundary just you know discussion or anything like that I I think you're right I think that we need to hold off on doing the best boundary reallocations until we've considered all those factors I mean with Pre-K it would either require some changes to the way it was done previously because it can't come back funded the way it was previously and we'd be looking at all the implications of getting outside funding but there is going to be there's certainly there were an extra a lot of money

077put in on Pre-K accounts last year and Head Start also had a big thing it would require working those Partnerships and I think we need to we need to explore that as part of the plan that we have charged to have prepared by the 30th of June superintendent mctiernan can you provide us with what your team's recommendation is in whether we should go ahead with this study at this time I mean I think the study's premature right now I do I think we should I think we should wait to see again um you know there's been a lot of talk about uh moving forward I've heard looking at Partnerships with Pre-K I've heard all of that but I I do think it's going to be important as we move forward that students are going to

078school where they the closest to where they live but I am not in favor at all of moving children from school to school I don't support that I I can't I don't you know again that's what the board wanted of course we would do that but that is not my recommendation I think it's I think it's too I think it would be too chaotic yeah we have time we have time the plan we're developing is a four-year plan and um it may be at some point during that plan um there would need to be some but at this point I agree with you um what is your opinion though on new students as they arrive being you know in migrating students and kindergarten students going to the closest school if there's space available uh well

079I I think that right now we are doing something like that when our classes if we have a student enters for example uh Prescott and we have two second grades and there's no seats students are going to the closest school so we are implementing that at this time with um if if they don't go if they're not if there aren't seats available in the school within their boundary so per se but I I don't I'm not really in favor of changing anything in the middle of a year if if there was something that we wanted to change like that moving forward with even if there was you know they go to their close to school even if that wasn't their boundary I wouldn't want to do that until September oh no I I would I'm

080sorry I would I would I was not that would be that would be a September start yeah I think at this stage of the school year the least disruption for the children is the most important thing but maybe that's something you could look at for next yeah and and it's bigger you know things to consider for the board for example comes right off the top of my head this could lead to and something that the Board needs to consider this could lead to families having a child at one school and families having a child in another um you know that could be disruptive to a family so you have to think about before we do any of this we have to really weigh all the pros and cons and then and then decide so I

081don't feel that we're we're really ready to do this right now okay that's I'm I'm happy with what anyone else for on that one okay well thank you very much director Cheswick you're welcome um moving on to operations director Cleary yes one second okay okay sorry um informational um SSD 2223 health and safety plan six month review took place Thursday December 1st 2022 with no changes based on the CDC slash PA Doh recommendations I don't know if Mr Gentiles has anything to add I could just yeah we don't need basically every six months we need to review our health and safety plan uh and we're we are just basically the Lea has to review and if there's no board changes there's nothing that needs to be approved by the board we continue to follow the

082CDC and the PA Doh recommendations nothing has changed we're just letting you know that that took place okay and now we have informational lead testing results yes this I'm going to ask Mr Rucker to come up and briefly explain this I know that our lead results are posted on our website I believe he sent in the documents to the Department of Education and if you could just give them a summary can you hear me yeah yeah all right make sure you got me uh president Hume okay so we uh with in uh partnership with pannoni who performs our you know lead testing asbestos any type of environmental results or testings that we need throughout the district we conducted our annual lead testing this occurs around the November December time frame annually we did have some

083that initially came back a little high we changed some filters we changed some fixtures about five of them came back once we did we conducted a retest those all came back negative for any type of lead or be below the actionable threshold for lead and we are very good it was a very positive result it was absolutely absolutely wonderful that we got it there so these were submitted over to the uh the State website so they should be going up sometime soon whenever they post them and and I and I'm correct saying that the that the results you have something on our web page oh yes yeah if you go underneath the environmental task force portion of the District web page you'll be able to find the the exact letter that came to me with

084the test results with the initial test and the retest for those ones that did come back and you'll see the before and afters for those Mr Rucker speaking of his directors who were at this equivalent meeting three years ago where we first learned of the issues with lead can I just say what a joy it is to be at this meeting three years later and have you issue a report like that and I think that the district is to be enormously congratulated on the progress we have made in our environmental efforts we've LED with asbestos with with everything we possibly can speaking as someone who did not enjoy that meeting three years ago I just want to say the district is to be congratulated on not only the progress you've made but the systems you've

085put in place to make sure that this will not be an issue in the future thank you and I know you did mention this that because I was asked this and panoni performs the lead test testing correct yes correct okay yeah they are the ones who do it they they send their people out they perform the testing start to finish now we do have our our foreman with them to just kind of get takes them around to the different areas but the full test is conducted by them so it's safe to drinking water and fountains and everything now the water fountains we did not test and we're I was speaking with uh Mr piglasey talking with Mr uh Rocco Pietro I almost messed his name up almost caught him concharti there for a moment so

086Rocco working with him is something that we're going to be bringing up because we're going to end up having a test now Rocco did state that just inherently the type of water fountains that we have do typically come back High so we have to work with that and because they're older older buildings it's just kind of more common with the type of fixtures that are made it's it's manufacture so if we were to turn them back on there's a possibility that water fountains could come back high we'd like to if we did turn them on we'd like to retest and run that verify and make any changes necessary before opening up the student use so all of those are off oh they're all off yes ma'am so we're talking like right now you know you're

087uh hand washing stations and sinks into classrooms any any type of area where you can get to water now uh bathroom sinks and such like that those are all under the uh actionable threshold yes or the threshold okay yes so now we move on to I'm still going I'm still going I got a lot um discussion amended recovery plan discussion building utilization task force committee members I just wanted to start with how um how is this on the agenda like is this something that the central admin team is requesting uh this actually came out of a discussion that well we have um an internal group that we're working on and then um I did have a discussion with uh president Hume um regarding uh the building utilization and the plan forward um so it's kind

088of a combination of the board president and myself okay so I guess before we have this discussion is this something that you as superintendent would like to see formed at this time yeah and if I I'm kind of going to explain and then where I see this so basically internally uh we have a project lead and that's Mr Deluca and that would be made up of central Administration um principles and so on and so forth and then in Reading um actually in reading the recovery plan the original recovery plan I think it was on page 103. um I think that's probably the way what I'm going to describe today is um the way that I think it was meant to be the reconfiguration as it was originally called so what I would like to see

089if you remember the environmental and I think this would be beneficial for us I think internally we work as a group and then we bring our ideas to if you remember what was the environmental task force and that was created to be honest with you out of Crisis so rather than always be in crisis mode I'm hoping this will be a little bit more proactive and that and it also will give us information from important stakeholders that I think as we move through this process uh it's not going to I think the reconfiguration plan worked through the advisory committee if I if I'm not mistaken and I think this will be we do our work and then bring it to the what I'm calling the task force the building utilization task force and what again

090my recommendation is if we do move forward with this task force I think it's important that we have a parent I think it's important that we have a taxpayer that maybe not is apparent uh separate I think it's important that we have a representative from Dewey on there an sft member a 32 BJ member again Central level I I'm under you know I'm understanding the board would like to be part of that I think obviously that's important so there's some people and then I know we've heard um I I think it was director Holmes you know you asked several times is the city involved is the city nowhere City so if the board would like somebody from the city who that is the board's going to have to decide um who that is I know

091that Mr DeLuca has worked with Mrs Cipriani she has provided some um when that recommendation came from the board he has been in contact with her about information again who that is would be up to the board but the way I see this is this is the plan on June 30th is going to Simply Be that that and internally we're talking about a lot of things but I think the missing piece if I think again buy-in is important that that that we get buy-in from everybody when you're talking about situations of closing schools or redistributing kids to other buildings or you know what is the where are we going with the city or I've heard about Pre-K and if we're looking for outside funding so that's just again this is um not totally all my

092idea but if I if this is how we're going to pursue this this is how I think would be important and we can use this task force proactively which I think would benefit us so so my understanding what you're trying to say is your internal team will come up with a plan like a draft and then present it to this team it wouldn't be working hand in hand or side by side at the same time you would come up with a plan internally and then take it to this group maybe a few months for feedback okay yeah I think that I think again I don't know how this other group I mean would have a clue about a plan I I think you know internally that's our job is to come up with ideas then

093we bring it for feedback to the group right and get their feedback like maybe they say oh yeah we like that but we don't like this and I I think that's getting everybody involved and to have a voice and I'm also saying that I've just recommended several people the board may want another representation on there and that would be up to you um I do like the way if we do this task force I do like the way the environmental task force group was picked they had to submit resumes and the board shows we took the names off the board looked at the resumes so my suggestion was if we move forward we get a posting for a parent and then the parent submits resumes the board picks the parent taxpayers same thing the board

094picks the taxpayer the board's going to pick the members of the board that are part of this obviously Dewey representative would be somebody that we work with you know from Dewey the sft member would come from the union whether it's the union president or whether she wants to delegate that responsibility to somebody else again same thing with 32 BJ member and anybody else the board would like that's just a general overview of um I think you know the feedback that I've gotten and trying to come up with the plan as we move forward I just don't want this I don't want them to like mixed in together and kind of overstepping when you guys are trying to do your thing and come up with a plan so I like how it's going to be separated

095and then just go to feedback when you have your plan I don't want I think sometimes it gets messy when a lot of other people are trying to throw ideas and while you're trying to create a plan so I like that approach yeah and as we all know everybody has their own agenda and and we understand that but I'm hoping that this group that we form really takes it serious as in you know what it what is what's best for the district as we move forward so that this would be something then you're looking at to form not not immediately um we would take the time to get the the resumes see if there's applicants for it I mean I like that idea and then you would take the options that you've come up with

096and take them to this group yeah as I mean as again like I said as Mr DeLuca works with the group that we're forming and he'll have little groups and then since all of us will get involved and then we'll take it to the big the I don't want to call it an outside group because you know to the task force okay and then the task force would at that point you know give us ideas of where we're headed and what they their ideas basically we're just looking for men input from stakeholders I mean we have I think the bottom line is we all know that we have an amended recovery plan and what that recovery plan States we have to follow because we don't want the alternative No so at this point what we

097need to do is figure out what we need to do what's best for the district and follow that plan any questions or again like I said I just threw out again I and I'm looking for your feedback if I if we're missing any anybody you know we'll oversee the task force will that be Mr I think at that time that's the next step so if if you and and director Clary when we had the environmental task force we actually had leads there we had chairs so obviously my chair would be the person that's in my Project Lead which would be Mr DeLuca right would share and then if I'm imagining we're going to have to name a secretary we're going to name because you know we're going to need minutes um if there's a board

098member that wants to chair with Mr Luca if there's somebody else they feel appropriate I think all of the I think it's really important that we're structured and I think we really need to learn from the environmental task force because it really did work and at the end of the day everybody on that task force and the community overall at the end of the day was satisfied so I don't know why we would create anything else that's new when we have a model that worked um so the only person the only other people that I would suggest um possibly to add to that would be a representative from pfm because pfm did a great deal of work in uh originally when the there was originally a facilities reallocation committee which got rolled into the um

099financial recovery committee very early on but pfm pre did work with them as well and it may be worth as they are still part of our monitoring process it may be worth having a representation that's up to the board but I'm going to say eventually we have to take the training wheels off so we have in my opinion we have to stop relying if if the board wants somebody from pfm that's that's perfectly fine and they still are providing technical assistance so if that's what the board wants that's great but I think we need to start standing on our own two feet oh yeah but they have a lot of data that I think we should be able to at least if we don't have them on the committee we should be able to at

100least get access to a lot of the data they provided um historically yeah we should have that right yeah yeah and and like I said they still are providing technical assistance to us if we need them so that that would truly be up to the board and what I stated is just my personal opinion okay so what more are you looking for from the board at this point to move forward to the February meeting well this the February meeting is there's nothing going to be ready to put forth so what I'm saying is between the February meeting and March we have to identify if everybody agrees with the parent with the taxpayer they have to go on an agenda for board approval the obviously the sft member we don't need board approval they can just

101nominate that person but anyone that's going to need board approval should be on for the March meeting so that means resume so Mrs Orr I'm going to ask that we use the same process before they submit them to you I believe we you know we all need to stay out of it they need to go to the board and the Board needs to choose who are the stakeholder holders here that will help us move forward and while we're doing that you'll be working internally on your own on the planet we already are perfect so we will put out then you're saying at the February 6th meeting we will ask for resumes for those interested if a parent so is that what we're looking you're looking for us to decide tonight I'm kind of who we're

102looking for or you know who board members may suggest are part of this yeah what I'm looking for tonight is do you all believe that the building utilization task force is the way is is a part should be a part of this yeah and that's a simple yes or no we need to approve that and we need to formally approve that next week but at that next meeting but we can make a decision tonight whether we think that's the way to go or not I mean that's up to the board I don't think you need to approve a task force I think you just need to give me the okay to form who's going to be on it then you need to approve who's going to be on it I I but it's up to

103you I think from memory we did actually adopt the formation of the environments that was all just it's just a simple you know we we authorize the formation of this group and then who's going to be on it we can work out and then the second part what I was looking for and that's no problem we can add emotion to that the second part I'm looking for is as we start to get the task force um intact besides board members Central level administrators apparent a taxpayer Dewey that it's up to the board if they want City representation sft member 32bj member and I also for um I just forgot to mention obviously we need principal a principal representative yeah yeah is there anybody else that you would like part of this team teacher I have

104that yeah don't worry Rosemary's staring at me she knows she already have [Laughter] you heard me say either the union president or a delegate so is there anybody else that you would like represented I think it's a good start okay okay so um sounds great thanks and then I I mean I believe tonight we can we can announce you know any parent or taxpayer that would be interested in participating in this please send your resume to Mrs Orr and we could put something on our our website too and on social media to participate okay superintendent did you say that the taxpayer that you're looking that ideally you're you're wanting the taxpayer to not be a parent so you want one of each I would like point of each but if the board want doesn't that

105doesn't matter to the board but I think it's important because not all taxpayers are parents so I agree and and so somebody who doesn't have a child correct yeah yes I think that would be that would be good unless any unless you disagree no I was just asking for clarification because parent and taxpayer they could be the same but so if you're looking specifically for somebody who has a child in the district correct and then a taxpayer who doesn't have a child correct any any other questions share or do we wait until I guess I'm a little confused because I wasn't on the board when the other committee was formed do we have to think about a chair at like to nominate a chair or is that decided by them I think the committee does

106that yeah the committee does that okay yeah once once the committee's form then they name and I believe there was a Mrs Orr would remember better than I I know we had a secretary yeah we just went through and they discussed it yeah denominated do we want to include two parents uh one of um a special needs child and sure I think we've done that in the past haven't we and and equally the meetings um of the environmental task force were open to the public for observation um and equally for the board we had uh two board members officially appointed to the task force but uh there'd be no reason why we couldn't have three I think without probably troubling the sunshine act but many many times other board members came and observed and we

107weren't and contributed uh to discussion not to because we never we never actually took votes but they did contribute to discussion so they were Zoom uh meetings and I'm assuming that the majority of these meetings will probably be Zoom also um although there's no reason why they don't they can't be in person um but it was it was a very open and extraordinarily productive group of people that move things forward very well and the important part of it was the community engagement really made a difference at a time of great difficulty in our district okay any any other questions okay thank you um okay discussion motion to approve Lackawanna College football program to use Valor field at Veterans Memorial stadium for fall and spring practices and games Mr Jones do you have any update on

108that I don't I didn't see it in our packet so it's what's like the details of it have the board approve that and then I would work on the contracts it would basically be well the normal we used to have a contract with roughly about 15 spring practices or spring game roughly about their fall season practices and games there was a meeting already am I not correct with the both parties um just I have it in front of um it says some of the terms and conditions of the proposed contract will include all aquatic college student athletes will abide by all rules and regulations set forth by the SSD code of conduct Lackawanna College will not be allowed on the field until all SSD Student Activities are concluded for the day early morning practice prior

109to the school day starting for the SSD by Lackawanna College is an option that will be looked at practices and game fees will remain the same gay as 20 game is 2500 for this day 3 300 for the night practice is 250 for the day 350 for the night security costs are to be determined in order to preserve the turf lock when the college has offered to pay for the deluxe Synthetic Turf maintenance program by Keystone support construction at an annual cost of fourteen thousand dollars the deluxe Synthetic Turf maintenance program by Keystone sport construction will include 10 groomings and two deep cleanings with gmax during the course of each fall football season and how long is the contract Lackawanna does want to have a little bit of a long-term contract they're looking to do

110like a five-year contract so was there any discussions since it's going to be a long-term contract and I do appreciate the discussions on helping maintain the turf but is there any discussions on helping us when we know the life of the term the turf is slowly slowly you know dying out helping us replace it since it's their home field technically there has been discussions but no commitments can we go back to see if there is a possible commitment that can make since it's if they want a five-year contract I could ask thank you can you repeat that I just can't hear over here I'm sorry me I'm just wondering since it's a five-year term contract um instead of you know maintaining the turf is there a way because we do our own maintenance on the

111turf is there a way we can commit to when we need to replace it the turf is probably through its half your half life span I'm thinking it probably has another seven eight years to go and we do an annual grooming every fall that we are in contract for this added deluxe version would be a deluxe every week during the course of the football range and I think that was what came out of our discussions is that we were only grooming at once so actually with lackawanna's additional grooming that's only going to help to ensure that the longer life of the turf and the safety of our students as well so I would be prepared to move this forward to our voting agenda I'm not sure how everybody else feels I agree the only thing

112I would suggest is if we have an idea of what the lifespan of the turf is and we have an idea of how much uh it costs at that time are we ever are we making any provision whatsoever to lay aside funds for that time so it doesn't come as a huge shock well let's doing this Turf would be it would be at least our third time Mr laffy that we're replacing a Turf I know I know this past time it was our second so the next time we would do it would be our third time that we're replacing inter so I think we're pretty much aware the cost yeah of what the turf you remember what it was last time I had like a rough average our estimate I I don't recall but I

113I will note that obviously the Memorial Stadium fund which generates revenues through the advertising program the purpose of the fund is to um assist in paying for future improvements related to the Dragon stadium now that we get annual like Vmax tests or something on the turf correct correct to you we had the results of the last test my understanding was we were close to failing it yeah but the last test this past fall they were able to when they came and did our annual service they had a truckload of Pebbles that they just spread for us and it kind of it solved the sore spots all right can we just have the data in the last two tests we had for can I have like the data from the last two tests we have for

114the Vmax we had them roughly in the last two Octobers right can we have the written result of it sure thank you any more for that one I'm ready to move on moving on okay a motion to approve Enterprise Fleet Management vehicle sales motion to approve GPI contract fee Amendment for the district-wide HVAC ATC upgrades additional fee includes Design Services for the Northeast intermediate electric service upgrade not included in the original scope of the project no question I'll move on to there would be like an update on that yeah yeah I believe um Mr Rucker I believe Ethan's here also yes he's over in the corner yeah oh there he is Ethan the three um items that are on here could you provide an update thanks yes so the the first item is the 8

115600 fee Amendment for GPI um basically that project has been bid and awarded and as part of that contract we were providing air conditioning for the auditorium at Northeast Intermediate School and during the portion of gpi's design they discovered that the existing electrical service could not handle any additional loads to support the air conditioning so they um provided additional design to resize and read basically resize the electric service and one of the benefits of that well two of the benefits is one the project was under budget for the additional scope and two is that electric surface is being removed from the Geisinger Medical College and it's a direct service from the PPL poll to the building so no longer does this after the summer no longer will the school district have to get a key

116from the Medical College to gain access to that electric room behind the school and what was the amount eight thousand six hundred dollars thank you well let me read it motion to approve Dei contract fee amendment to agreement for retainer services to provide oversight and monitoring of the West uh W West Grant Intermediate School racp Grant so this is to provide additional assistance to the state provided Grant um staff and we've provided extensive Grant documentation and a lot of items that were requested by the people that review the grant at Armstrong and it took a significant amount of time so we're requesting approval of a 75 amendment to provide this assistance on a time and expense basis so that's not to exceed that amount we'll only provide services requested of us and we'll document that

117in detail for your review and this is work that you are haven't done yet or you're in the process of doing right now I think I think I can help with this um so obviously as uh Ethan has noted the first rack B grant that we were fortunate to have with Armstrong we we will be assigned we were assigned and we will be for the Western intermediate State technical consultants that guide us through this process with that there is additional reporting that I believe would be above and beyond some of the agreements the current agreement that we do have with with Dewey as Ethan noted it would be um on a time and expense basis at the rates already contained in the in the current agreement the Billings would be done on an itemized basis

118and obviously reviewed you know to just ensure there's no duplication of services when in our current retainer agreement uh the the number of 75 000 uh director superintendent mctin and I met with them it's a not to exceed number uh obviously this process is a lengthy one as we already know this the the project scope itself is a three-year project and so there's going to be budget development there's going to be construction monitoring all over the next three years so this not to exceed 75 000 fee would be for the three years correct is this anything I know we we have budgeted a grant person is this something that that paperwork could be completed by them is this paperwork that Mr Rutger is director of operations can complete I think this uh the budgeted Grant

119person I you know we've already been awarded the Grant I think this some of the services that you know the Dewey team has provided us I believe do require some technical skill related to project cost estimation draws preparing draw schedules for uh future reimbursements so um I would think that the budgeted Grant person probably wouldn't have that um any other questions can I move on okay motion to approve renew America schools Grant submission Francis Willard Renovations and this was provided in everyone's packet but Ethan you just want to run through that they do have they do have the presentation yes okay so Grant submission was actually due already by January 24th I believe yes and we submitted paperwork um basically putting our place in mind to get reviewed for the grant if we were to

120get approved for the grant then we would follow up with additional documentation to to receive hopefully receive approval the school that we submitted on was Willard Elementary School and basically the scope of the work would be similar to the work that has been done or is is going to be done at Robert Morris Elementary School um which would include an elevator a new new sprinkler system new Plumbing HVAC the one thing that we included with this grant submission was since it is a department of energy renew America's schools Grant we did provide some Energy savings potential with the addition of of basically solar cells on the roof and the building facade but the total total hard cost for the project were estimated at 11 million dollars that we're seeking Grant relief on fantastic um do

121we identified this ground yeah so we've actually we're submitting two schools Scranton is one of them and Bethlehem Area School District is the other one and it really applies to disadvantaged school districts and we think Scranton definitely qualifies for this that's if we can well first of all thank you for your initiative but secondly I think that this would be fantastic if we could get the same work done or will it will it is one of my wishlist school to see upgraded um when we when we can get to it and afford it and this is fantastic let's hope thank you Ethan thanks Ethan I have some questions later on under new business will you be here okay I didn't know if you were leaving or okay thank you okay I don't know it might

122take there's a few questions I don't know I could Madam president Madam president um there's additional questions for Ethan would you like them to be asked now or would you like them to be brought up under new business um I think while Ethan's here let's let's do that now if that's all right I think we have one more though right one more motion yeah let me just read the one motion then I can go to the which is going to take a few seconds motion to approve Pest Management coordinator Brian Walsh for policy 716. and just while we're on that there's a couple I'd like pulled from consent um just to give Jenny a heads up now can we is Mr Rucker going to explain to us about that motion oh go ahead I was

123here if you had any questions I mean it's uh board policy 716 so we're uh asking you to appoint Mr Walsh who is the night shift Foreman as the IPM coordinator and it is responsibility to follow board policy 716. okay that's so that's just a pointy one of our own as yes okay thank you so direct Gianni yep I just wanted to pull um and put it um take it off the consent agenda the motion to approve the Dei contract the amendment s that's the one on the record without objection so so decided um do you think we should also pull the GPI fee Amendment yeah perhaps the Enterprise Fleet Management because that's a new Endeavor for us yeah Enterprise we all of that is we've had we have that agreement the board already approved

124that Rob would you like to just say State what okay so important part of the initial contract didn't show anything about disposal of existing Vehicles so what we're asking the board to do is allow us to use Enterprise as our agent to put these vehicles out to auction to get the money for selling the vehicles okay so we already have a contract with them we just yeah odds are blending together I would also like to pull the the Lackawanna College Football use of the field off the consent agenda thank you um Janine you've got both okay so um that's you Ms director Cleary thank you moving on to director Carol has some new business she had some additional questions right now we didn't want to make Ethan have to wait till the end of the

125meeting so we thought we would address them now if that's okay um last meeting um back in December you presented to us from the um you know a presentation and you may not have all this in front of you because you're probably not prepared for some of my questions but that's okay I just kind of pulled it together the last day or two um so you presented about you know where we only got a certain amount of bids um and I was concerned about only getting one mechanical bid an electrical bid and a plumbing bid and I know that you shared with us information regarding um advertisements sent to contractors now could you go over again where those 23 at least for the mechanical the plumbing I know there was 10 and 9 for the

126other two areas where we get those 23 contractors like where that list comes from that I guess it was like an invitation to bid or make them aware of the bid referring to the 23 what what number is that it was on the the advertisement sent to contractors okay so uh we send to a list of contractors personal invitations we include the advertisement to bid and um any questions that they may have will answer those questions prior to the documents being issued for bid a lot of the contractors that we send it to are contractors just from this area um to solicit them and let them know this project is coming up we welcome their their interest in the project and hope that they would consider submitting a bid okay and are they um all

127registered with the city is that where you get some of the lists from yeah so because I know they have to be licensed in we do not have a master list from the city the list that the city provides to us is a personal list of names and addresses they are not associated with the contractor so we were unable to tell what contractor that person represents so we use information that we've gotten on past bids and information by talking with people at the city of contractors that are eligible for our projects so you've kind of gathered them up along the way correct okay there is a master list somewhere where the city or they won't provide that to you the city provides a master list but it just lists a name and an address it

128doesn't list any Associated company so for instance um like scandale associative Builders they were the ones working on Robert Morris Elementary School they are not listed in the city's index under scandale Associated bill or Builders it's um Mark Paradise the president and his address now that that works for us because we we know Mark Paradise but a lot of the contractors we we don't know who they are could you provide the board with a list of the 20 20. absolutely thank you thank you um now down and again I'm concerned about only getting one bids and not you know getting more than one bid because that really does limit our ability to have competitive bidding and on the bottom of that page you know you talked about bidding challenges the number of projects bid in

129contractor workload bonding capacity limited number of contractors and then aggressive summer schedules so could you talk a little bit more about that so for instance for Robert Morris we um I'll reference a GC in this instance we talked with Sean burn construction who did not bid the project they attended the pre-bid and we sent them the invitation when I talked to them they said that their workload was completely filled for this summer they didn't have the capacity to take on any more work um in the terms of mechanical contractors we reached out to them a handful of them to be interested in the project and there's a case where the competition's really limited based on who's registered with the city of Scranton now the city will provide a one-time they will provide a one-time license

130license however that person still has to be um deemed appropriate to to have a license with the city so most of them may have like a master plumber or Master mechanical license but they still need to show proof of of completing an exams administered by the International Code Council so then I was also looking at and this is where so I have some additional concerns with the plumbing and the mechanical so I was looking at the mechanical and the original the the top base bid was 2.4 million plus and the with the exclusion of the packs because I had a concern some questions about the pecs at the last meeting was 52 000 which is only a savings of 2.1 percent the plumbing provides us a savings of approximately 3.3 percent for an almost for

131three mil almost a three million dollar job now looking at at material I mean if we when we do the alternate bid are we looking at the material and are we also looking at Labor savings because copper is approximately three times more three to four times more expensive than the packs and I know there's pros and cons to using PEX and using copper and I know it sometimes it comes down to what what they might prefer um I don't know if they're comparable but there's a debate in the field so I'm concerned that where's my numbers so when we look at some of the the tubing that's involved the copper L tubing comes out too because I looked at these numbers today it's 332 per foot the PEC tubing is 40 cents per foot and

132this is the coil that comes in the rolls so there's a huge difference in just the the cost alone and it just seems to me that perhaps fifty two thousand dollars doesn't seem like a huge savings for the district so when we get a bid do we analyze whether that you know going with the pecs versus the original copper specifications is worth fifty two thousand dollars when it's such a small amount of savings in comparison yes you do a cost analysis what is the 52 all right so so based on the on the mechanical there's a fifty two thousand dollar savings I'll say for the packs what does that include does include the insulation does include installation like the labor costs like what are we looking at for that 50. it includes both material and

133labor cost and we're saying there's only a 52 000 savings on a 2.4 million dollar project yes but just keep in mind for Robert Morris there's very limited piping on that project I'm sorry just keep in mind for Robert Morris there's a very limited amount of piping on that project limited piping is that what you said yes okay so so that was looked at at that 52 000 was looked at and you felt at the time or do we felt at the time that that was an appropriate amount of savings so we we developed a 90 construction document budget in that budget it contains a quantity takeoff of all of the piping on the project and that was based on copper okay so we also estimated the alternate based on pecs and those numbers were

134comparable that we received for bid to our estimate okay good to know um the other concern was sizing the sizing because sometimes when you use PEX versus copper there's a change in the flow rate yes that's been accounted for did we re-change the size of the pecs so the we're kind of delving into the Weeds on this a little bit but I can speak for the engineer just because of my engineering is HVAC background okay and the engineers size pipe at three quarters diameter which is in excess of really what's needed they don't like the size things at half inch thank you making sure I covered what I wanted to cover and and do we also address the the insert fittings with that as well I guess I'm sorry when he looked at that did

135was that did they also address the insert fittings as well yes okay so all that was looked at that so you you're comfortable with that fifty two thousand dollars we are absolutely comfortable that there will be no problem with flow delivery or pump capacity okay and then so then also for the um I did attend the pre-bid meeting just so I could learn about and observe the process um and I was just wondering did we have bidders from all categories there do you know did we have Plumbing did we mechanical yes okay and did we have more than one for each that doesn't mean they'll all put bids in I realized that yes we had more than one bit uh one more than one potential bidder attend the mandatory pre-bid meeting okay thank you I

136think that's all I have in that area thanks for answering those questions and I know you probably weren't prepared but you did a pretty good job answering no problem questions so I appreciate that thank you you think I'm done for operations thank you director Cleary uh director mckender all right on the consent agenda we have a motion to approve the Personnel report and a discussion discussion slash motion to approve Kelly Services subpay increase I don't know if Mr laffy wants to speak to that when he gets back I think Mr Wolf he prepared the memo take him pause and come back to it yeah all right we'll come back to that um policy director Gianni we sure will have a motion to approve first read zero one one principles for governance and Leadership first read

137200 enrollment of students 202 eligibility of non-resident students 204 attendance 217 graduation requirements 221 dress and grooming 233 suspension and expulsion 251 students experiencing homelessness foster care or other educational instability 810 transportation and then I believe after our policy committee we will have a revision to policy zero zero six point one and zero zero six I just have a brief question when I was looking over them and I'm sorry did we previously transport students in foster care because that's where I see the Green in this policy I know for students homeless students did we review it no no did we previously transport students in foster care I know for homeless students we did but I see in the changes for uh that would be yes I think by law we had to determine on that

138the students Foster placement for bids sometimes we do share the cost with the other districts sometimes we split it three ways with uh office families services okay I can't hear okay and yeah but hearing is it's real we're having a hard time hearing everybody you're good you're good we heard you but it's hard but we're stretching okay um I'm sorry could you refresh my memory what did we ultimately decide about the board operating guidelines will we be moving those forward next meet at the meeting next week or not yes yes I should have added those as well yes we will be moving the ones forward that have the uh December 2016 date on them for a for a new Adoption date of February 6 2023. okay thank you so yes they will also be there

139with policy 707 we're looking for more information first before we do anything with that yep got it okay yeah so if you want to go back to the Kelly sub I have the information in front of me so that I could provide so this would uh the daily rate if the board approves it the daily rate would increase from yeah thanks for coming back uh the daily rate would increase from 90 a day to 125. um and the basically we currently pay 118 dollars per day uh ninety dollars plus the markup if the 125 daily rate is approved the cost will be 165 dollars so that would be 125 plus the markup per day so um this is only for a teacher or is it is this increase only for the teacher category on for

140Kelly Services this is for teachers yes correct um do you have anything else you want to say Mr Wolf that I missed okay okay the the only thing I would just query at this moment with we did discuss when we discussed this earlier and I'm extremely pleased that we're raising the subrate I'm let's see how that's going we did discuss at some point where did we ultimately land on looking at getting someone in-house to do this as compared with Kelly Services where where do we go well if you remember when we budgeted and Mr laffy you're going to have to remind me because we've talked about this we the cost analysis that we did is first of all we talked about we're not we wouldn't make that change until we talked about the possible spring

141about if we wanted to bring our own person in and I believe the cost analysis would if we brought our own person as as opposed to using Kelly it would be almost break even correct me if I'm wrong Mr laffy that is correct and obviously with um with higher fill rates would we'd even be on the more positive side of it but it was essentially like a break even adjustment assuming about 50 fill rate right so if you remember we talked about um possibly bringing somebody in in the spring and then they would need time to recruit and that wouldn't so basically we would use Kelly for the end of the year if we bring somebody in it would be in the spring and then the our individual person if we choose to go that

142route would begin for this new school year I believe that's what we've discussed it was thank you for refreshing my memory um so I guess we we will have a discussion sometime in the spring or the spring meeting as to making that decision yeah and probably probably April I'm thinking April thank you very much I just wanted to clarify in my head sure but the increase to 125 inclusive of the fees getting us to 165 is considered in the budget as it stands now correct yes that is that is correct um anything else I just do think the Personnel report belongs on the agenda not under consent agree oh yes I agree okay um uh director Cruz yes under special education we will have um settlement agreements if if any and I believe that there

143are and then we will have a motion to approve the new story 2022-2023 school year tuition agreement and that was in our packet this just recently I think yes I'd also like to just let Jenny know I'd like to pull those settlement agreements from consent would you agreement the settlement agreement it says if any um settlement agreements if there are any I'd like to vote on those individually okay uh okay and vendor relations director folks we will have a motion to approve mom and pop contracts we will have a motion and current discussion to approve dishwasher purchases through cafeteria funding Mr laffy uh yes so the district is in need to replace three rather large dishwashers at South Intermediate which obviously is our our main hub for Food Service preparation McNichols Plaza in West Grand

144Intermediate School they are quite expensive uh the total for all three and based off the quote we currently have is just shy of 162 thousand dollars we are in the process of getting other quotes utilizing uh approved Cooperative purchasing contracts so once they are received we will confirm their compliance with the federal procurement guidelines as this is the national school lunch program and we hope to award at the meeting on Monday thank you any questions are they currently not working or are they just on their last leg I think it's a little bit of both um we've been repairing them at some significant cost and uh I think they're they're in need of being replaced um again this this is being funded by the non-profit School Food Service account which you know does you know

145we do have a rather healthy fund balance there that can certainly support this uh this purchase thank you we will have a motion to approve Brennan Education Services LLC Consulting contract to assist the Scranton School District with assessing the impact of a federal transportation Grant to receive by railroad Transportation on the district's contract with Pete's garage the district's current Transportation provider and we will have a current discussion on it not sure who's speaking on this mother I can make a comment the the implications of this contract are pretty difficult to uh to assess Dr Brennan has a particular expertise in making these cost adjustments so far she's been extremely helpful and she can do this at a rate and more efficiency than certainly we could or I think anybody in the uh in the administration

146could so I'd I'd recommend strongly that the board approved this uh Consulting contract it's a very reasonable rate I think for the service so we'd be voting on this retroactively with them we we did seek consensus on this as we had continued president if if you're if uh director Cruz I I can't hear I'm sorry I didn't hear a word you said if you were looking for an answer from me no no I I was addressing attorney fried but I said is Doctor is excuse me is Dr Brennan not already working with yes yes yes uh president Hume you said consensus was seeked was consensus reached on this matter with his consensus was reached I left a message for you to call me director Fox I spoke to you I did speak to you that's

147what we did I'm sorry I get sometimes with my sister who spoke but we definitely had a solid majority of the board I think there was I cannot remember which director didn't call me back but I think of the people that I had I think we had seven or eight out that gave the consensus for this because we had discussed it uh in that but we hadn't taken a formal consensus so we did that because Dr Brendan was starting work it's pulled from the Kentucky gender please the Brennan services would like that Paul Chinese guys yeah I just want to say I know he contracted with them before uh Dr Brennan I thought she did a fantastic job helping us out at the the RFP mess that we had originally but the first bus contract

148so I was very impressed by her I was very impressed by the write-up we provided in our packet and I think this was a good move to do so thanks okay moving on okay any further questions we will have a discussion current discussion and possible motion for audit service contract renewal uh yes um so as you are aware in 2019 the district uh uh solicited proposals for auditing services and subsequently was awarded a three-year contract to a bbdlp at an annual cost of sixty five thousand dollars for the three years um this it's also more than just the auditing the audit financial statements they also assist in the uh The District in preparing our annual financial report again on that on the school fiscal year basis we would like to renew the contract for a

149period of three years at an annual cost of seventy thousand dollars uh this uh it is a budgeted expenditure it's obviously a requirement and it's um you know allowable up to uh in policy 610 where we can extend the contract for a period of five years beyond the initial term and your recommendation is to Reno please thank you Pat you answered my first question my second question is with this increased fee they would still have been competitive in the original proposal yes we will have a motion to approve social worker service agreement with Kelly ravo and a motion to approve independent contractor agreement with Elite educational therapeutic Support Services LLC I'm sorry well so we will have that as a motion the audit service contract renewal we will have that as a motion correct I

150will prepare a motion okay yes and did anyone have any further questions all right um is there any new business I have something Mr gentileza um I thank you I appreciate the Mamma you sent us about the um the updated uh course catalog and um and I see that we've changed the name and that you're still working on it I understand it was a big overhaul so I I appreciate that um I did send you an email today about some of the um issues with the curriculum guide there's more than what I sent you so perhaps I just gave you a smattering of some that I saw so perhaps somebody could review and I did check that link in a couple other places and it's not working well sometimes when you put links out it

151works for you but so I know I checked my computer my husband's computer and I asked Mr director mcandrew to check his because I didn't know if maybe it was my house you know to see if that was the problem so it keeps going to like not so there's there's a problem with maybe the way the link is set up so maybe we could have somebody look at that but there are some other things that need to be um straighten out in that curriculum so perhaps over the course of doing all this we could get that cleaned up as well I'm also hoping that we could put some kind of a timeline in place to get the the um are we calling it now the course reference guide updated and eventually get a winter approval

152date so I was thinking if you know I know you're working on it now if we could get it maybe cleaned up for this summer and then it would be cleaned up for December and then moving forward we could have that December date so it's prepared you know it's ready for the students for scheduling but I know you're going to be doing a great deal of work so between August and December we really shouldn't have much but then get us on that timeline would that be something that might work thank you I appreciate it that's all I have thank you president thank you and anyone else have anything then without objection um I think we adjourn thank you thank you everyone thank you thank you
