003Branch there he is here I am good evening members of the board president Murphy superintendent Stevens um Mr Murphy is asking me give an update to the board on the discipline committee you all recall we made nominations for the committee to get together and look at um discipline in Berkeley County and you did a very good job of selecting members of that committee I was I would say we've we started meeting at the end of June and have met throughout the summer we've had good discussion uh good questions and um I think our meetings have been productive so up to this point um we took the first three meetings and just kind of laid the groundwork on policy of all procedure and just got everybody on the same page so that moving forward we had

004an idea of what parameters we were working in so we looked at West Virginia code 18a which deals with discipline and the Bill of Rights for students and school personnel uh we went over House Bill 2890 which is the update that just passed this past legislative session um dealing a lot with um you know empowering teachers to be able to remove students from their classes and um you know the reasons that students can be removed we looked at policy 4373 um policy 2419 idea in Section 504 to give everybody an idea of you know some of the differences that administrators have to take into the context when we're dealing with special education uh discipline we looked at West Virginia Supreme Court of Appeals case Kathy versus dodridge County Board of Education and that case uh

005set the standard for you know counties having to provide alternative education for students that were disrupted in the regular school setting we looked at Berkeley County policy jgg The Faculty Senate survey and the West Virginia Department of Ed discipline data so those are all the things that we went through before we you know started making some decisions um our goals that we have um set in place for our time together number one we have two goals number one is to provide a tiered system of discipline for both the elementary and the secondary level and that is um you know as a board of education that's one of the requirements that you all provide an appearance system of of discipline so we're working on that now we have that in policy jgg um already but like

006um like policy 4373 and it's it's very vague so you know in policy 4373 the the levels of of offenses are not defined except for level four um and then the possible discipline for each level is so widespread that it really provides you know little guidance to an administrator so our goal is to Define which offenses fall in each level and then narrow the scope of discipline alternatives for each um offense so you know in in policy uh State policy a level one offense could go everywhere from a warning to out-of-school suspension and so schools are doing everything in between and um so we want to provide that um that document to ensure that we have more consistency across the county and everyone on our committee is committed to doing that so we've decided that

007because secondary and Elementary looks so so different we broke into two groups uh Dr Tyler long is heading the elementary group Mr Trent Sherman is sharing the secondary group and um so that is where we are we just got started on that at the last meeting um we're meeting again Wednesday and we're hoping to have this all in place by the time we have our general principal meeting um on August our second goal is to provide recommendations um for the review of discipline data and provide some guidance with a discipline Committee in each school and who should be on that the types of things that that committee should be looking at you know and um we've discussed some different things but I think I'll wait until we kind of give them that that process a

008little bit further before I share where we're headed with that that's all right because we just haven't gotten to that that point soon okay questions about the committee here quickly uh one of the concerns for first to make up the of the committee do you have I know a lawyer on there you have you have five I think principles uh two middle school one Elementary we have a intermediate founder we have an intermediate and we have two intermediates primary two metal and high school so we're representative of Kansas City I've said we have to return area there one of the concerns I was is that we have to tell the principal for me every everyone has a due process right yeah I'm sorry I'm jumping in here before you go over here um you have

009to have two questions you have to make sure that the students are being treated fairly well with by the words can we have been for in this workers and everything but uh if the if the principal does something you know it says you can't go on this trip at the end of the year for remember and the parent calls support office in complaints we've heard complaints that they've been underlined there we have to we have to backup or I don't know spoons if they're going to have discipline and make sure that we do not undermine that with discourse uh get out of jail free course in the old Monopoly game um so we I I'm sure you're discussing that in the process for all these principles through right yeah and I think this the situation

010that that you brought up with field trips there are two types of field trips there are reward field trips which we absolutely have um backed principled on and I dealt with those parents last year so I had you know I had to to have that conversation with them that you know there's a because apparent a lot of times you know seeing it from their students wins see it as a second discipline but it's not a second disc when it's a lack of a reward everybody else earned that reward so we're not just putting your child uh we're still providing them a day of education for them um so those are the types of conversations that we've had but a reward field trip is different than a curricular field trip where you know we can't um

011you know remove a student from a curricular field trip if that's part of the curriculum part of what we're teaching them then they have to have access to that too but um we have support in our principles on that then we'll continue to do so we'll do that every day as a teacher I used to you know put my students to worship ABC on Sundays back then you could get free parking and so we take a bus to park down there but I think most kids three or four dollars each as opposed to these charter buses which are pretty expensive when you rent them and uh um but when you're taking children out of a steward room and if they are not able to be controlled whether it's curriculum or reward you should also be

012considering the safety of that child and other children when their child is out of the controlled environment of a school and on a field trip and the Child Safety can also their own safety if they can't be if they're out of cell control I can remember one time taking a child from a parent who is a chaperone because her son was out of controller to put him in my group and uh and I explained to the parents look I'm responsible even though you're here yeah uh so I think you ought to consider the child's safety and other children when they go and that also be considered as the IEPs that you won't do uh when you're doing this because that's that environment would be a shame that you couldn't send all the children now because

013she couldn't take one child out because of this food which will have on curriculum it's first of all let me say it's not our rule that that's the law you know we can't withhold the educational curriculum if a teacher decides that their curriculum has to be taken to a a cemetery to teach this lesson then that is the lesson and it is not outside of the school that is an extension of the school um yes if we have students that are misbehaving to the level that you're talking about then that those are things that are planned for in advance uh we're talking about students who are having who have a disciplinary issue um you know I'm not sure that um we've dealt with many who've gone on the educational field trips I'm I can't think

014of any that have come to my office where we've that matches the circumstances you're talking about well they used to take on 500 times the Pizza Hut do you and that's not a quick uh curricular field trip I would say that those are probably reward field trips no you should not be in the past they were used to filter with a field trip so that's Elementary so I'm not I'm not familiar I did chaperone my son to the pumpkin patch once but I think it depends on how it's written in the curriculum this is a reward uh trip that we're doing I I don't know is there a variety of things that can be um you know tied to a curriculum um that can also be tied to funding for these trips so it depends

015on how the trip is approached also yeah usually when it's a curricular field trip when they apply for it they write down the standards that are being taught on that field okay because I approve them through travel tracker so those are curricular and yes when you go to ores or the pumpkin patch whatever it might be they learn how apples grow how to produce how pumpkins grow you know the amount of water it takes you measure the size of them you do a little math lesson there's all kinds of really good things involved it's not just like clay it does have to relate to a curricular standard well that's changed if it's a curriculum trip yeah if it's a curriculum trip is there um say there was a student that was um Behaving Badly a

016lot all the time so is there an option for them to have a classroom type of lesson similar to so they can they don't go on the field trip but they still have a lesson an alternate list is that could that be an option in terms it's still they still have the curriculum they still have you know do the math whatever but they just wouldn't get to go it was new the field trip to do those things yeah and so I veered off of what happened yeah what I was presenting on I would say probably yes um that's what I was hoping but um you know the the reward field trips a lot of times are for students who have no discipline um and you know certain GPA and you know attendance so those could

017be a student that got ISS or you know one day and now they no longer qualify for the reward field trip for that nine weeks or for that semester um so these situations where we have kids that you know were afraid to even take out of the building you know a lot of those reward field trips are not to that level they just haven't earned the reward oh yeah yeah I understand I was more talking about curriculum because I was hoping that there's a way we can make sure we stay within the law in terms of educating them and not excluding them from the learning opportunity but at the same time doing what Mercury is talking about making sure that not to worry about them trying to run off or anything you know anything that

018you know that great liabilities alternative education assignments are an option they aren't options Mr Martin that was gone the reformed the committee and it sounds like it's going well and yeah of course getting sort of snowball and starting to get it's nice it's been a very positive experience I've enjoy being part of that discussion Let's see we were in Steve Spring Mills that will start seeing me we asked the employees how many of you have been assaulted in battery remarkable number of friends when uh and so I just I don't want to interfere with what you all were doing I'm appreciate the direction you're hurting yes membership okay well thank you all right thank you all um we have two policies that are here before us [Music] um first uh these are just for uh

019discussion in monitoring not Direction but uh the first one is the discussion of um I guess challenge material correct yesterday okay go ahead and take the lead on this did you say Sir um 6.2 so this is um actually uh something that written up previously but you know the backfield this year it's just basically uh going similar to our current we have a procedure now in terms of reconsideration of different materials uh another was a big controversy in terms of book Banning and challenging and all and things like that so I just wanted to make sure that we have a clear procedure or policy in terms of how to handle those situations uh the legislature uh passed the law um regarding that it's under and some of the definitions like educational resources under Western new

020code 18-28-10 um and then there's some other information in terms of supplementing supplementary material uh so what I want to make sure of is that our procedure is not harder or more strict than the law so we don't get ourselves in trouble legally where when a parent tries to challenge something they're like well the law says I don't have to do this or your procedure says I've got to jump through all these hoops um I want to make sure that the parents rights are taken seriously but at the same time protecting our students and allowing our students to be able to learn effectively and learn what the teacher wants them to learn so I wanted to make sure that what we're doing is I went to our attorney um she made some adjustments um but

021there are some differences between our procedure and the state law so I just want to get those in line maybe look and see if we want to just modify our procedure or if we want to maybe come up with a policy either way so something that's needing for us to look into maybe discuss and come back to later like you said another new action with Justin our procedure um policy and procedure based on what the department of Department of Education sent us as a template to follow yes but like one difference is um our procedure doesn't like the time frame isn't the same as the state time right those two don't match at all and there's some some other small differences so I just want to make sure that our procedure is more in line

022with States so we don't get child you mean the code the code sorry okay yeah I think lines up with the Department of ads policy they're at the template that was sent out a suggestive template and he's cross-referencing that with the state code questions um I I'd suggest that we float this before the groups when they come back they have The Librarians for example um and I I know they have a core meetings just talking to my phone former librarians so I will share this with them and and also other of you should we make sure that people are aware of what we have here uh and other departments uh classes we've met actually after schooling on that with Librarians and review the procedures that we did have in place we cleaned it up a

023little bit because it did not include all instructional materials so we added some garbage but to include that um some existing policies not incorporated into this proposed policy it's a procedure it's not a policy yeah has this gone out yet procedure does not require okay it's just a procedure right so that is any changes bring it back to us to put the philosophical the overall direction of the board until you kind of see in the first couple of paragraphs there and then when you get into your steps and your goals that you want to look at and that's what becomes into your procedure so if code would change or the department of Ed provide guidance on the number of days it would change if they could change the procedures much easier than we could change

024a full policy and a thought so I think we kind of maybe got a little bit of both here but if once you decide on what direction you want to take with with Burkhardt to determine what those procedures should be then we can come back and work on that language for your policy at the same time so it might be a mixture of both here that's written well it looks like it looks like a policy adjuster I mean you've got a phone number well in the steps in the middle that would be your procedure that's more of what would a 10 but the dash a behind the policy those things that you would do as a district to implement the first couple of paragraphs that you were the board would put forward okay well Mr

025Wright could you meet with Miss Burkhardt and Dr Stewie and work that out before we put anything out to the various areas and everybody else searched about you yeah okay okay we'll wait on you to work with them to to message okay we're going Mr Right thank you um the other one is not is no no major change it's just um light um some changes to our nepotism policy I know before I even join the board uh I had various concerns about our hiring practices and um the potential for misuse especially when it comes to some of the senior positions um so I just I want to have a better our community to have a better sense of trust when people receive positions trust that the people are the most qualified in the best of

026their position and also that they didn't have an inside track Baseline their relatives are um so we there is a nepotism psychology that I that again I went to miss Coyle and we worked together to try to put together something that we can go by I know all of that I think even on the agenda tonight I have relatives that are that are on there but um we we want to do our best to make sure that even our loved ones are looked at as being you know the best of the best not ain't no names um so this is cleans up you know who the relatives are um sort of expand on that so that these people you know kind of further away from those that are in positions of clouds it's not like

027it's not a major it's not not a lot of major changes or anything it's just uh goes to it so something we can take a look at um and maybe um inactively build the Navy to it well it's sitting right it looks like it has all it's all the revenue language it's it's just highlighted oh it's just highlighted in it I don't think it's not going to do because I was supposed to be on that one thing but I didn't know I didn't put a leap in it until I got it back and I thought I didn't have a word in on this that's basically the same thing we did before yeah talk but one thing I want to make sure that it doesn't do is uh if that follows code strictly and it follows

028the ethics decision very closely because one one thing I don't want to do is half our employees are related to each other in this County and legally I mean I mean I mean legally through being hard then comment back can you bleep that out and I don't want it to be more difficult for us to hire individuals because we're going to have to put this I think there's something probably on application now that says I think we're related to or if you have us um employee I'm not exactly sure what the everything is new language to this policy okay because I think incredible everything in red is new yeah but then policy that started it's not I shouldn't say passage there's code that already talks about them as well I mean yeah there's a code

029and then we've always you're our best to follow that question and um hopefully did our that's the fall the ethics decision so um well as I said what I don't want to do is to make it difficult for us to hire employees although I want to follow the law and I want to follow the code says I want to make it I don't want to make it harder to hire people I just want to make it but honestly I want to get harder for people to not get positions that like as soon as you get like as soon as I get in this David Green bam I'm administrator like over people that have been in the system for years that if the Blacklist language now I understand there's some people that are Wonder kids they're

030just graded you know putting yourself a little bit people have been just asking two or three years that someone has been in for years that this doesn't it doesn't look good that's my that's my main concern is that appearance negatively affects that when I get to link back hiring because why should I even have to stop in this position but I'm not going to get it because this is how things the old voice system to start with so that's why I was trying to get something to write in something that was very clear and we're going to take this serious um we don't want to get in a position where later down the line we're getting several lawsuits going at us because or or we put people like advice they had my my son you

031know get hurt and I'm like well I'm sure you know I'm trying to coach him up but he's terrible and he's he's harming the school but and so then it's like oh now you know look what's happening and you put the the parents are going to sue because oh wow now now we see he got these terrible Educators his terrible administrator that's why I got it when Jan Smith should have happened well one thing I will say about that we're never going to take away people what people say you know because I don't care if you have six pages of this people want to say what they want to say now I I want to make sure we follow all the code but I don't want to make this so wordy that the HR department

032has uh to go to ancestry.com related to so that we don't harm them no I'm not saying not to be hired I'm just saying especially for the positions of leadership of course that goes for everything yeah it's about to go for everyone yeah nine is More Everything personally it's not is the leadership and how that appears not to be said we cannot stop people from thinking what they want abandonment but we have as many foreign fact it's probably even harder for them to get something because I mean um and that shouldn't happen in New York so the code is basically the majority of the information down the road so so if we stating the code basically it's putting it in right yeah so instead of just having it there and someone has to go to

033the code book that serves them it's just it's Spilled Out right here well it's an Ethics decision in here I try to read and put it all together but it doesn't look like um their preferences code but there's a specific um ethics opinion that really addresses uh that those situations so I want to make sure we're defining everything that we Define that's in here too so we're defining events okay um first I command you for doing this because I wanted to see a policy and leopardism a long time in Canada and um but and and the goal of what you wanted to create in an atmosphere is applicants feel they have a chance at the job and they're not under a disadvantage because they're unrelated to somebody else in the county Miss longner is bringing

034up a good point we're having trouble finding people period you know now I think we should go to family reunions and try to recruit people because we can't find we can't find people all right Mr Stevens and I were talking about a position they're trying to fill and haven't had any success but but I do think that we want to create an atmosphere for our employees to apply for jobs and feel that they have as much of a chance as anyone else because of their quality and not because of your relationships I do know have concerns about some of the language in your uh in your thing and if you look at line 31 through 34 on page one it says any case is a potential conflict which is existing prior to the adoption of

035this policy were resulting from subsequent marriage but I can understand the subsequent marriage but we'll be regulated by the secretary we'll make an effort to eliminate conflicting positions up to it including reassignment transfer but as you said there you're trying to grandfather in existing things not overall line 50s and 51. an individual employed by the school district prior to the establishment of this policy may continue working there now that was the language that that I asked you to consider that you put in there but that's in Conflict except for the marriage Court uh that's in conflict with what what Lawrence 50 and 50 or one have um lines 31-34 as I'm reading them and I know for example we have a principal whose wife teaches at that school who is an outstanding writing teacher creative

036writing and everything I'm not going to mention names there but I would not want to jeopardize the employment of that person or the happiness of what they're experiencing now because we passed the policy which changed rules in lines 31-34 I think um impacted now if if a relationship began next storm between an employer of the school with moments the principal and and she becomes enamored with one of her male teachers that would be a case where you would you you should be reviewing but because this day forward whenever this policy this policy is not coming down tonight for adoption of things but if this policy were to go down people who are an existing relationships should understand that from Pennsylvania someone would have to move according to lines 31-34 but but if they are already

037related now I think they should be grandfathered in because they did that and that's a large 50 and 51. but I I just think 31 to 34 should be reviewed because that does take existing relationships and put it under the superintendents and that's my only concern here is and I know you wanted to do this do what I'd ask you ever did are there any other comments questions I I also you did something uh you showed me in the epics novel in Mr Ralphs I think his name was yeah yeah he responded and so the idea I had that we had a former School Board member whose wife was some sort of coordinator or something and he had to relinquish his seat because of that position and what Mr Ash told us is that if

038the person if the two people are living in the same house and it's being in the income is being contributed to that household that's a conflict but a lot of us are thinking about well a son a daughter A brother-in-law a cousin and that and the way he the way I read that that relationship did not preclude them from being hired and which undermines the whole idea what I think of what you want a nepotism policy would do but that ethics decision uh unless they're all living in one communal house anything goes and I don't know how you how you 've changed that ethics commission unless you have some sort of legislation which specifically says these relationships are limited you see my point do you remember that letter that she asked again yeah I mean

039I think that pulled it wasn't on the whole thing quickly the way it was okay well that that's to be monitored and uh so are we saying this is the way this is exactly there's a suggestion it's not anything okay I'm not one thing I want everybody here to know and the public I'm not uh trying to think that I don't know that any of this I don't agree with because I think that in the last years we've pretty much followed this um Rule and um and the ethics opinion however I know several years before that we didn't Follow The Athlete's opinion and I I think we need to follow what the code says but I don't want to put more than what the code says in writing that we are so restricted from hiring

040people that I mean we are we're having issues now and like I said if you have to go to ancestry.com to figure out who you can hire that's going to be a difficult it's going to be difficult because you could hire somebody and they get in the work location and then you find out that oh well they're related to this and this and this and then you have to take them out of their position if I'm if I may comment on this I I respect the conversation that's taking place and I understand Mr Wright's uh desire to to make sure that there's a a fair playing field for everyone and I would like to think that during my tenure that I've been able to to maintain everything above board um you know but I'm not

041naive enough to think that somebody may be trying something at some point somewhere so um my only comment about this is I think we need to stick as close to the code as possible I have no problem restating the code and saying we're gonna we're gonna really stay on top of this but changing any of the terminology that is in there can cause some like difficulty when you're interpreting things um and then I think that there also needs to be a statement in the opening portion of that um that as a as that code changes yeah I don't want our nepotism policy piece where we're restating something in code I want code to change and then a couple years down the line we don't change what's in our policy I've seen that over the number

042of years that I've been here that sometimes code changes requirements change State Department's recommendations change and our policy manual is substantial um and it's sometimes it's difficult to pick up on every change and making sure that our policy lines up with it and we're it's a it is a large task and we're working on that right now that was one of the things that I wanted to try to make sure we had in line but all I would ask is that we try to stay as close to the code as possible if you want to restate something in there for emphasis I'm I think that that's great because we should be following the code um the way that's written anyway because that's all yeah and um you know but to say we're we have something

043I totally get where you're coming from and we're going to enforce that we're going to stick with that I think that's important too we have a there are prison policy that we have the deputyism address I'm not sure that we have we don't have anything to this link to this detail I know but I mean do we have it do we have the word messages above and beyond the code I don't think so no that's interesting right correct here excuse me I I agree and I I don't have a problem with making comment about nepotism or is you know especially not not if only but especially if we're stating what what the law is anyway for us we're doubling down our efforts on that I think that's important I just thought this one beyond what

044proposal well I'm not 100 familiar with exactly what the what the code says but I can't again I realize she did um but but I mean if this is a case then it recites in a bar code but then it gets down to just gives you the reference to the the uh ethics of gone so it doesn't say anything about an Ethics opinion or anything else so if you're going to I mean one thing you don't want to stop six pages long that you have to follow in order to hire any boy I want to I want us to follow the rules and the code and the law and I never want to do anything that's out of bounds with what we're supposed to do that's what we're charged with but I also don't want

045to go above you know the more and Dr Stewie can tell you that sometimes the more you put in writing the more that you are bound to battle okay well we've we're not protect cash oh yeah yeah whatever and we're going to I think I think we need to incorporate the parameters of nepotism into our policy and and we'll let staff work on uh that to bring it back that this is a good starting point Miss Coyle is already involved in this process and she hasn't miss long has make sure that Miss Long's letter is uh request to the ethics commission is in your own hands have you seen it at least okay well one thing I want I would have it would have been nice if Damon and I think sat down and whenever

046our concerns before this got into um procedure policy or whatever it is um you know and then right now it's just his his idea it's an idea it's not a procedure or policy or anything yes like she could have heard my concerns and you could have thought that out it looks like um there's nothing to do with the all right this is yes yes [Music] I brought it up years ago you couldn't even get a second to even move it there so you come a long way baby okay moving on to action items uh the first action is 7.1 um oh I'm sorry Mr Mr Stevens uh update on the bond projects um really a quick summary on that we're we're moving forward with projects that are within Berkeley County Schools UH responsibilities and abilities

047uh for instance um you know in the last uh few weeks we have uh we're putting some finishing touches on some fencing some roofs and tying up some things that we had started earlier in the uh late spring early summer months um looking at some ideas for safe schools our safer School entrances that we're addressing on um working with some people to make sure that our our layouts our layouts are appropriate working with um the companies um that are supplying the the storefronts that um I believe that's the term they use to just describe the fronts um the additional entrances in the buildings um that are outside the Man Trap type areas uh and moving forward planning on those types of things so those things are actually um being done there are a number of

048committees that have had meetings that I know the members of this board are on some of those are the Athletics the HVAC um our Ed specs for the new buildings we're continuing to meet with those I have a number of meetings still set up for this month to to talk about those moving forward so that really the project status is those projects that Berkeley County Schools is in charge of it's been able to move forward on we're doing those projects that need reviewed by committees and and put out for bid we're in that process um you know and I just look forward to the day when uh we're able to get some of that some of that stuff done we're looking at new buildings so that's that's it for the project update updates okay 7.1

049under action items discussion and action on athletic projects um we have what thank you uh we met and we have several projects and we've basically are going to have a motion to authorize McKinley to take the lead on the athletic projects bring back report to us on the scope of the uh projects the projects that we're talking about are the turf issues at uh Hedgesville Musselman uh the PO Faulkner uh softball field that needs to have a resolution between the County Commission and US worked out for the ladies softball field uh cash likes uh tracks uh recovering I think Spring Mills is also in on the turf to be recovered and so we need a motion authorizing McKinley to go ahead and report back to us this scope of all these athletic projects can I

050add to that yes um and you know rationale behind uh that recommendation is that there are a number of projects that were under the guidance and Leadership of our former executive director of uh of Maintenance facilities and maintenance um and well he had a a vision of how he wanted to be able to work these things through over the next five years uh towards completion in his absence uh we need somebody to step in who has been working with us on this uh who has expertise with that and we have already hired um our Architects and we feel like the architectural firm's input is going to be necessary for us to be able to make sure that our scope uh the feasibility of of the scope the time frame and the budget all all line

051up so I think that's where Mr Murphy's talking about and you know I agree I feel like we need the expertise of a someone like that there is going to be you know there's pros and cons to all this there's going to be a uh there will be a cost to doing it that way that is different from what we had done before but in the time frame of filling this position getting somebody caught up and hoping that they're able to get on board with where things were I think that we will be actually um the cost will be negligible compared to the delays that we would run into so that's uh I think that's what Mr Murphy was trying to say well also I think that the architects of you know we're at the

054first two one-year renewal options for the waste disposal removal contract for September 1st 2023 through August 31st 2024. the removal would be at the same terms and conditions would be a current contract board members were provided a copy of the current contract and price any questions what was the fee of uh hey do I have a motion to adopt the um waste disposal removal extension contract I wanted to see it you know again first but he says it's the same amount we're extending it yeah go ahead thank you Mr rice to make it so Mr Martin in the second to extend the contract of the waste disposal signify the same eye all right there's his name I still have the last year about 7.3 Saints let's make a recommendation the board approved the renewal of

055the second one-year extension for the produce bid August 13 2023 to August 12 2024 that we know would be in the same terms and conditions of the current contract in pricing based on USDA market trends four members were provided the populated pricing and the average price per item this bid is in joint bid with Jefferson County Schools questions for certain ly I know that this is what fund is this Mr bus [Music] Child Nutrition 61 61. it's a limited uh thing spend I was looking at the summary of June 30th report we spend a lot of money on milk apples and everything else and a lot of it's local they uh handle yeah okay um apples um it's a reason why these kids just love going delicious that much and I get so much more

056than some of the other I'm just it's just a little curious why pricing's a little cheaper for those ones so we use those more international school lunch program not on the lunch line the other ones typically are different flavors we use this in our fresh fruits and vegetable programs that the schools participate in to give them the option to try other apples in comparison oh it's not well I guess I've been critical but a lot of kids don't apples um can we we don't have to throw those away used to but unfortunately when it leaves the serving line in our regulations you're not allowed to come back past my line again to be reserved you can't really steam them yet okay I'm Sorry Miss power is not here because she gives me the devil when

063to the newest when they're added a 126. Mr Darris Albright who is choose retiring at the end of this calendar year with 54 and a half years to Western Union Public Schools well 18 and a half will be here in Berkeley which it'll be 54 and a half years into West Virginia Public Schools uh we have nine uh transfer requests of professional personnel we have one individual we're revising the transfer date the establishment of the actual effective dates moving on to the service side we have 16 new appointments or service Personnel one change of assignment of classification within a location uh we have nine service Personnel resigning one revised retirement dates eight transfers of service Personnel to different locations one person to remove from the transfer listed assigned and I believe that concludes everyone from

064our transfer list for the spring having a place to go for a next school year we now have one correction of a class title to from our previous board action we have four upgrades of service Personnel due to earning a new classification or college hours or completing a program uh on the service on the service substitute six new service Subs one renewal of a contract and a service personnel and one resignation office Institute service beginning with substitute teachers 28 new substitute teachers for next school year this school year they were in we have nine renewable contracts people that are able to renew their certifications and duties to continue three substitute teacher resignations uh summer as we wrap up summer programs we have 18 summer Healthcare appointments um so the total of our amended Personnel action

065with the wandering goal is 244 Professional Service coaching substitute and summer Personnel actions with the superintendent's recommendation any questions for Dr School questions I had a couple of I never paid attention I knew every year that you can do the fall coaches and do the spring coaches but do we have to renew the contracts annually that's the practice of Berkeley County Schools that we renew those annually the coach changed probably almost 10 years ago now that citizen coaches maintain their job we don't have to repost those every year but we always have issued contracts to those annually for one year regardless of doing that so we don't continue to not consider it a continuing contract we just do annual contracts okay sir my next question is if if we had a concern about an individual

066coach and this board voted no in the renewal records which status would that would have said you'd have to look at the reasons why you voted knowing that if it was performance issues they would look at probably a grievance against the board for not having giving them the opportunity to improve under corrective action plan or Improvement plan of coaches of that right and knowledge that you have to have more of a justification than just the performance of the coach somebody I know we don't renew analysis of teachers and other employees annually I was just wondering if that coach pretty much giving them one thing to get the job now they're entitled to the job until they choose to retire or it's terminate it through the performance process um go ahead and follow-up to that so

067even if um this is not not a teacher but a civilian that's a coach is the same thing you can't just say sorry no we used to be able to do this it used to be coaching with one year early that and then you had to repost it in case the teacher with that certification within the building will need to apply about 10 years ago that changed to give them the right to keep to maintain that job until that time okay other questions um we have somebody who's a CSI assistant principal of North Town what was well CSI apprehensive School Improvement they're the ones that there are schools that have been identified as the sky and they stayed they've been given a budget uh they have to submit that budget with uh ideas to address

068situations in their school the CSI position was one of the positions that was submitted to the state improved and so that's that's one of these a lot of the same duties of responsibility we identified as that so that way when it comes from you to the finance department to make sure it gets into the right budget line item for that Grant and just saying an assistant principal and I can build the generals a lot of things like something like that is more for budgeting purposes and not necessarily title and position well when I um they will be considered a system principal they're not going to be called CSI assistant principle to anybody that's there that's just one okay well my question was when I saw that runs out of that individual will be gone for

069us to decide if we want to keep the additional position there if it's brought everything into uh the goal is uh to assist the school in bringing it into compliance and then that position would no longer be needed so we would have to determine at the end of that you know are we at that point do we need to maintain them was it beneficial there's but that's that's after though exactly the money runs out right I just wondered if that individual they did and that's another reason we posted with the title in it okay the organization of Pakistan learning soon um you're moving somebody from tomahawkin's assistant principal and Pike said as an assistant director why why isn't bike side is another assistant principle I mean there's a difference in salary uh it's a difference

070in the programming this is actually the pre-k program itself with the establishment of the Early Childhood centers uh that are coming within the bond project the bike side is now a standalone principal for that Center this is actually the Pre-K assistant director she actually was a new appointment as that assistant principal a few weeks ago what our origin and this this is her area of expertise that she's coming to us from Marshall University in the state department so this but certainly went on her background there there is a principal position to bike side still oh okay so yes cheers where the Pre-K programs um we uh I think Mr Stevens told me with the requirement from first grade AIDS where are we having a problem feeling I mean our age move especially in over the

071first grade and are we having a problem filling the AIDS in special way we looked at those numbers this afternoon actually with delay and Mr Stephen had a statement earlier today for some of that right now we have about 50 of those positions filled we still have about 12 more to go had some field and some leave and move around to other positions since that time so we're looking about 12 more first grade AIDS but then we still have about 91 total positions on the service side it's about 70 nine a number 79 other service Personnel positions to get filled and that includes Cooks custodians bus operators and AIDS especially the first grade AIDS did come from our special education yeah yes so um so right now they're shuffling yeah and that's those are the

072holes that we're going to have to fill and we're still coasting and uh I know the dust doesn't settle into the property October personnel but in in October could we have a chart of how many especially uh uncertified people we have teaching and the levels where they are and my final question is have we ever explored the possibility of hiring people on the secondary level to teach maybe two periods a day and job share the job between a position between two or three people and since we have uncertified people in our classrooms we might be able to get uncertified Educators and they're certain they know what they're talking about because the field in which they've attacked and be uh job sharing and everything I know there'd be a lot of people wouldn't be more work

073but if you could get a position at a high school with a physics teacher who comes from that area from the private public sector the private sector and then uh the department of it does have some with higher ed that you can get a certificate that you were teaching physics at kind of everyone to come in and teach in the public school that one period or two periods there is a certificate available to those individuals when you start talking about a retiree they don't have any other work that want to come in just teach one gets a little more complicated under the state Department's rules and regulations and our state code uh what it deals with pay when someone shows up whether you pay them a full day or half day and how many so

074we don't really have a this is what you earn for a period just walking in to teach one class yeah it's different than job sharing loans when you get when you start job sharing with I know the state department could be a problem but there is an opening I found it in the code it talks about the edge on teachers in it and uh that's what I was thinking about just an agile teacher for who's worked in the field notice the field uh and they'll come in and they'll donate a uh they'll mean they'll not donate their deal they'll show up on a regular basis for one or two classes and then off to go and uh you possibly get more work out of a fragmented teaching like that because they'll be able to grade

078recognize um Berkeley County Schools as a group for sending a number of um tools and representatives to a global conference uh Renaissance conference Cinema School culture climate culture um it is spreading and uh in a good way to affects our the Renaissance program throughout our schools I want to give a shout out to all those that that went to to Dallas for that Global conference and I say Global because there's representation from around the world uh not just the United States at that conference um and I do want to give a special shout out to the Musselman High School who earned the distinction of a platinum Renaissance School there's only one of 21 of those in the world um and that is for their achievements uh working with the Renaissance program there are a number

079of activities that that they have to present and and discuss in order to be eligible for that and then to be selected as is a is a high honor so I want to give a congratulations to them at surrounds climate culture we're extremely proud of them for the title that they earned uh as a platinum school next um you know I've if if I were a student or a teacher um you know just want you to know the summer speeding by and we are um getting closer to time where we're going to be welcoming our new employees the schedule is uh on the wall behind me um you know our perm sub or orientation schedules um is August the 8th Tuesday the 8th uh we continue with that including new teachers with our Prime clubs

080on August the 9th new teachers only on August the 10th are perm Subs uh have a separate location for their training on the 10th and then we as was mentioned the new teacher final day and breakfast uh is on August the 11th so I just want to draw attention to that and say that you know how is it coming uh next uh would like to take in conjunction with that I take this opportunity to welcome so many new employees I've seen so many new faces uh that have come in the office to fill out paperwork and learn about the benefits that we offer in Berkeley County and and why they chose Berkeley County over other school districts and and chat come up and talk to that talking to them and uh there is is very

083I did give them some kind of orientation I don't even know if that's still it's done okay it's 101 but the summer I was just about to say it what makes it a little bit more difficult with that is as it you know we talked about the shuffling that was that was going on and those things take place because you know hopefully we'll have things settled by October hopefully um but individually as those go through their individual meetings that that take place and I'll see those in the uh in the offices they're talking with new people It's never enough no it is never enough until it is too much so I I had an inquiry about the number of videos people have to watch independent as well and some of them have redundant the thing

084so I'm just gonna I tried to get in on this meeting but I missed the three-day deadline so I'm going to ask if we talk and talk about it this is a monitoring item that the next week because here we are your teacher here your employees particularly classroom teachers work about 40 extra days a year on their own writing papers lesson plans and taking more time for things that we need to monitor that or challenge it if it's if it's externally coming I I think it's coming from the outside of the county they should challenge those kind of things because our employees are giving a lot of time they're paid for 200 days but they're working 240 days and uh and these other and those 40 days are for their children and and that is
