Flag of the United States of America and to the republic for which it stands. One nation under God, indivisible, with liberty, justice for all. >> Roll call. >> Mr. >> Here. >> Mr. Alexander >> here. >> Mr. Yudsy >> here. >> Dr. F >> here. >> Mrs. Guyer >> here. >> Mr. Graia >> here. >> Mrs. Moore >> here. >> Mr. Mr. Olsen >> here >> and Mr. Thomas >> here. >> The following executive sessions were held December 2nd, 2025 following the reorganization meeting to discuss personnel log and then January 20th prior to this meeting at 6:30 to discuss personnel log. Few things I want to go over before we get into the regular meeting. Um, we held a board retreat on January 5th at the Central West Moying Career Technical Center. I appreciate the

following board members that gave up their evenings to attend, learn, and form a better working relationship between each other. Mrs. Guyer, Mr. Alexander, Mrs. Moore, Mr. Greyak, Mr. Olsen, Mr. Thomas, and myself. At the retreat, we made no decisions and did not have any deliberation around matters that will come before the board for a vote. This was a session to learn about the groundbreaking program South Morland and the CTC are collaborating on as well as receiving information on several topics from Dr. Boon, Miss Mondock, and Mrs. McTavish. Board retreats are common way in which school boards that want to improve and learn to focus on improving board operations in an effort to provide more time to board members to review the agenda and ensure any questions or additional information needed for agenda items are sent

to the administration prior to the actual board meetings. I've directed Dr. Boon to have the proposed agenda ready for board members by the Tuesday prior to the actual board meeting versus Friday before. That has been common practice. We will evaluate the effectiveness of this and continue to work as a board to determine the appropriate time to release the board agenda accurately to the public. With the agenda release changes, the expectation is board members will have their questions, concerns, or needs for additional information on agenda items sent to the administration prior to close of business Friday before the board meeting. This ensures we have an accurate agenda and all information required to make decisions during this meeting is provided. During meetings, we will follow Robert's rules. If a board member wishes to speak about an agenda

item, they will do the following. First, raise your hand when it is discussion item. Second, I will state the chair recognized the board member. Third, the board member may then discuss the item and speak on behalf of that agenda item. Per Robert's rules, it is my duty to maintain order and fairness at all times. No one may speak without being recognized by myself, with the exception being for points of order. Recognition will go first to the maker of the motion, then go to who raises their hand in order to speak out of those who have not spoken yet. If someone wishes to speak a second time during the same motion, they will be recognized once all those who have not spoken and wish to speak have. A member will be limited to speaking twice per

motion in the same meeting. If additional information is needed on a motion during the discussion, a member may ask for that information and this will not count as one of the speaking. This is to be used for clarification about the business only and not a debate or argument. The following are the only interruptions that will be tolerated while another member has the floor. First is point of order that may be called out if a member believes rules are being broken. I will suspend the discussion, listen to the rule they believe is being broken, and then rule on the topic and resume the meeting. The second is point of personal privilege that may be used if you can't hear a discussion, if a microphone cuts out, something along those lines. I will suspend the discussion. We'll

resolve the issue and we'll resume the meeting. The following are not valid interruptions and will not be recognized nor tolerated. One, wanting to speak on a motion without being called on. Two, disagreeing with a speaker. Three, asking to amend a motion. And four, offering opinions. All those can be done when you are called upon and given the floor to speak. Any members may raise their hand, be recognized, and state call the question. This will require a second motion and a super majority vote of twothirds to end the debate immediately on that agenda item. At no time during citizens comments will a board member be directly called out by name. If this happens, I will end the comment of that cit citizen immediately. This applies to citizens, staff, and board members who choose to speak during

citizens comments. If any board member refuses to follow the parliamentary procedure as I just outlined, I will take the following actions in progression. One, remind the board member to wait to be recognized. Two, state that the member is out of order. Three, I will restate who has the floor and that you shall let them continue to speak. Four, warn if you continue to speak out of turn, I will no longer recognize you for the duration of the agenda item. Five, enforce that I will no longer recognize you during this agenda item. And then six, a disciplinary motion by the board to address the outboard the out of order member through either censure or by other means that could include potentially adjourning the meeting. This will require a motion, a second, and a board vote. These

expectations or procedures are directly from Robert's roles and will be enforced fairly and consistently by myself at all board meetings in an effort to maintain order, effectively progress through the agenda, and show the students, staff, and community that we are professional board that represents South Morland. >> Thank you, Mr. President. >> Citizens comment agenda item only. Mr. Kefir and Ke for East Huntington Township. Um, I would like to see these uh schoolboard meetings become the gold standard of community involvement. And the only way to achieve this is to go back to the co model of live streaming. Calling in to comment two times a uh meeting is would be enabled by the live stream and we could progress that to emails and text messages during uh the live stream. >> Mr. Kefir, may I ask

which agenda item this pertains to? the meetings that we're talking about tonight and and this is a fundamental part of the meetings that and and how they're going to be set up. >> Streaming isn't on the agenda, only the meeting calendars that have been proposed by administration. >> So, I would encourage you to hold your comments to the end. >> Let me tie it in then if if maybe I didn't get to the point where I tied it in. >> Okay, I'll let you continue. >> Thank you. So for these, we want to get to the gold standard of community involvement in the meetings. You've we've looked at the board members perspective and and now we're looking at the community involvement, be it the scheduling or parts of the scheduling. Um and and I'm I'm

making a point that these meetings cannot function to their optimum or even to their minimum without a live stream. Now, are you going to let me go on? >> Continue. >> Thank you. Um, I made the point then that I'd like to see the two two phone in reinstated and we could progress that to emails and text messages. The current video quality of these meetings is not acceptable. It's it's uh there's no facial recognition and in a classroom you wouldn't tolerate that and I don't see why you tolerate it here. Um for the highest quality of free speech at these meetings depends on you getting opportunity not based on a uh policy of what might happen. One of our board members, which I won't name, but she's sitting on the end of the table over

here, made a debut appearance at this point. >> Okay, Mr. Kefir, I'm going to stop you there. >> You directly pointed and pointed out a board member that is not allowed. >> That's my This is protected speech >> and not your >> That's your policy, but this is protected speech. I've looked at this agenda item. >> I understand if this is where you're going to hold it, we're just going to make it official right here and we'll we'll go on that. All right, let me re retract that statement and I have one more line if I can finish. Thank you. Um, one of our board members made a debut at this at this uh body because the uh person took a the opportunity while watching the live stream to get in the car, drive down

here and comment at the end of the meeting. My final line then would be uh the this model proved to give us wider participation and statement. So, I believe your mission statement encompasses these schoolboard meetings and for um all people including the public and and board members to have the highest quality of communication. >> Hey, thank you Mr. Kefir. >> Okay, our next section is reports. superintendent's information. >> Yeah, absolutely. Um got a couple things for tonight and once again, this will be the the last week where it kind of flows like this. Um and I'll explain why here in a little bit. But um the first thing I wanted to go over is I I didn't want to uh kind of steal the thunder from the middle school being um a blue ribbon school

in the fall. Uh but towards the end of the fall into the end of December, the entire district did receive another honor. Uh and we were named a great PA school um for the entire district. Now some may ask what does that mean? Um what is that based upon? And there was an application process we had to go through and they had to vet uh and it's basically based upon four principles. One that we are academically rigorous. Two that we are community centric. And when I say community centric, it talks a lot about social and emotional competencies, critical thinking skills uh that are happening in our classrooms and a sense of belongingness here to this school. Um and not just this school but all of the schools. Uh it looks at finan uh if the

school's financially healthy and whether or not we are resilient. Um and a lot of it deals with mental health in that piece. So as part of the application process, we had to speak to um specific components of all four of the all four of these things. Uh and the the the governing body decided that we are um recognized as a great PA school for the term of November 2025 through December 2028. So uh you may have noticed this blue uh and gold ribbon that happens to be on several emails and several banners. uh you'll see that um across the district here over the course of the next couple years because it's something um something to be proud of and along with our our blue ribbon schools. So uh a little piece of good news to

get us going for today. Next item um we alluded to it um Mr. Mr. Uti alluded to it earlier is up on the table. Uh board members, I do have a copy of the principles of governance and leadership and this was uh something shared at the board retreat and this was something that was shared at previous board retreats when we had people come in and provide professional development to our board. Um that kind of speaks to the difference between uh management and governance and what the the roles of the board members are in this. Uh, and once again, the the PSBA asks us to affirm this every year as it is one of our adopted board policies, and we'll have to let them know. So, I do have a a Sharpie up there in that

table for board members to go up, and I' I'd invite you right now to go up um and start signatures. Thank you. >> What's going on? >> You're going to be very You say in terms of that format, >> you say you haven't seen that format before? >> Yeah, it's part of our placemat that's in front of everybody. Sure. Yeah, it's it's also directly from policy 011. >> Thank you everybody. And then the last thing I kind of wanted to get into before I move on to student reports, um, transitioning forward, I think we would like to move this into more of a student focused kind of meeting. Uh so beginning next month, you will see uh parents and students coming to this meeting uh that have been honored as students of the month of

some sort in all of our buildings. Our principles will be coming up and introducing them. I'm ask you all to come down with me to the to the podium, form a line, shake their hands, welcome them in, uh congratulate them for the great work that they're doing in the classrooms. So every month you'll see a long line of students that come through. next month. I will warn you, uh, it's a very long line because we have students from September, October, November, December, and now January that we will be honoring at this next meeting. It'll be the longest one we have. Um, but after that, it should go pretty smoothly. Um, and we're pretty excited to get parents and students here um, to really show what the focus of our school is and what our meeting

should be. Thank you. >> Is this the voting meeting or planning meeting? Uh, >> it'll be the voting meeting. Mr. President, at what point can we ask a question of the superintendent's information? What clarification would you like? Well, it's in regard to the um so-called retreat that you had and um it says in here when when his report no decisions or actions were taken as part of this training. So um I was quite surprised when I got a call um for years and years and years. We have presented the um agendas to the public 48 hours before the meeting and as a result of a decision and an action that was taken at that meeting, it's now jacked up to 168 hours before. So I my question is if no decisions or actions were taken

as part of the training, how did that change occur? >> Well, as I stated, I directed the superintendent I'm just going by what he wrote. Uh John says no actions or decisions were taken as part of the meeting and when I questioned it I was told it was the result of the meeting. >> I I directly >> I believe I believe you but it happened at that meeting. >> It did not. We >> it did not. >> Okay. That's not what I was told. I was told differently. >> We were presented information. We had a discussion but no deliberation took place. >> So this was not this was not discussed at the retreat changing the uh >> it was discussed. It was not deliberated on. There was no vote. I informed the superintendent. I wanted

to move this back to Tuesday. >> But the action was taken >> post meeting. I informed Dr. Boon to move it back to Tuesday. >> So there was action taken as a result of the meeting. And this is what I was told. I was told that that's why this was done. That there was a meeting and it was decided. >> No, that's not true. >> Then I was misinformed. And I was misinformed. I was misinformed. >> I had another question. Um some time ago, not too long ago, uh you with PSBA, the board did the um assessment assessment >> and we got the results. Was that assessment reviewed at the uh retreat? >> It was not. >> Was not. I was just wondering what the purpose of the assessment was because I assumed that it

would be reviewed. Thank you. >> Okay, we'll move on to students report. >> On January 9th, 9th graders students visit uh Central's West Morland Career Technology Center to explore potential fields or interests. The application process has begun and interested students may submit any application to attend next year. Second, due to the power outage at the high school, the Bump It Up elimination volleyball competition has been rescheduled and will take place on February 13th in the high school gymnasium. All money raised will support the Makea-Wish Foundation. Third, South Morland Student Council will crown the Snow King and Court Queen on Friday, January 23rd at the Winter Sports Assembly. This was this was also rescheduled due to the flexible instruction day on December 19th. Earlier this school year, Kayn Raymond entered the Voice of Democracy audio essay

scholarship competition sponsored by the F WFW in her advanced placement language and composition class in December. We were excited to learn that she earned first place at both local post and district level, advancing to the state competition. Caitlyn traveled to Gettysburg this past weekend where the state winners were announced at a formal banquet. Out of 100 100 thou 1,760 submissions statewide, 25 district finalists, Kayn earned an impressive fourth place in the state. This is outstanding achievement reflection of her dedication, hard work, and academic excellence. Early act, a kindness club at SCS sponsored by SHS Interact is officially up and running. At December Interact meeting, high school students designed heartfelt Christmas cards. Later that month, Early Act members brought those cards to life by painting them. On Christmas Eve, students from both clubs came together to

spread holiday cheer by walking through Scottdale Christmas caroling and delivering the handmmaids cards to the community. Thank you. And as always, you're free free to go work on homework if you'd rather. I'm good. >> All right. move on to solicitors information. >> Thank you, Mr. President. So, I'm just making a periodic report to the board. I and I've done this in the past. Um, I don't think I've always provided the breakdown of fees, but uh, having just completed calendar year 2025, our office does review and and work with administration on right to know requests, and we represent the district in the event that there's an appeal to the office of open records. And the district's legal fees uh, for right to know requests for 2025 totaled $8,265. It's all the information I have. >> Thank

you, Mr. Solister. Business manager, transportation director information. >> Okay. Um, as you can see, can you hear me? >> You pull a little closer, man. >> Okay. >> Can Now, can you hear me? >> Okay. Just wanted to be sure. All right. this evening. Um, as you can see, we have the standard activity fund check checking accounts and then um since we have begun since the uh state budget has been passed and we have begun paying the cyber charter uh expenditures again uh I reported that to you through December 2025. We have spent through December 31st of 2025, we have spent $72,000 less than we did the in the previous year. So, I'm hoping that trend continues. Um, and now we need to go on to the budget presentation because it is that time of

year. later in um under business office I will ask you to vote on the act one but we'll get to that in the end of the presentation. So our agenda is the introduction fund balance analysis budget assumptions act one index requirement and our next steps. The South Morland School District. We provide a safe, supportive, adaptive learning environment dedicated to nurturing individual growth and fostering active citizenship. Our mission is to inspire each student to achieve personal excellence, encouraging their journey as lifelong learners, responsible community members, and engaged citizens in southwestern Pennsylvania and beyond. So now we're going to look at the budget flowchart so that you can see what you can expect each month. Um obviously we're in step one which is January. That will examine the past um fund budgets, fund balances and known costs

that we have currently. In February we're going to do a deeper dive into the expenditure analysis and give you the um cost per function code the initial state budget um revealed. Step three will be in March. That's when we're going to begin looking at revenues and getting a starting point whether or not we're going to have we're projecting a deficit or a surplus. Step four, we're going to refine costs and revenue expenses. Step five, we're going to make that's the month where we make the um recommendation for the proposed budget. And obviously in June, we have to vote on our final budget. Obviously, we have some unknowns. Labor costs. Uh the only agreement that we have outstanding right now is the agreement for our administrative assistance. Uh we have healthc care costs. Last year, our

health care costs increased 10% 10%. We're going to incre we're budgeting this year an additional 10%. uh in talking with one of my um cohorts from one of the school districts that is on the rate setting committee, I did contact him. I said, "Do you believe that if I put 10% in there that it is a safe number?" And he said that is the same number he's budgeting. So, I feel comfortable with that. The state revenue um we're unsure whether or not we're going to get adequacy funds yet again. mental health grant in 2526 was the last year the mental health grant we were using for two mental health um counselor positions federal revenue that's a big question mark uh we're unsure what if any support we're going to be receiving from the federal government

next year CWCTC and WIU costs um last year these costs increased um I have not reach out yet to the CWCTC nor have I received anything from the IU yet to give me an idea as far as their costs go. Now, we're going to go to the fund balance analysis. Um, as you can see, the we did make some changes last year. We we did put some additional funds into um assigned fund balance. Um so, the for capital projects, we have $1.6 6 million from 1,ion50,000 in the year before. Uh cyber charter we have $860,807 up from 510 807 in the prior year. The tax refunds have remain has remained um constant and the assign assigned fund balance is 52,582,795. With that being said, um you can see the total fund balance has decreased in

the 2425 fiscal year by 213,46466. The main reason for that is our cyber charter costs. Um last year they went the cyber charter costs were $662,700.97 over the budget. You're going to say, "Okay, then why do we only have a um decrease to the fund balance by 213,46466?" That's because last year we received an additional adequacy funding of $536,575.93 from the state for adequacy funding. Now, obviously, there's still a little bit we still have um you know, a little bit longer to go to see whether or not that's going to continue. My hope and prayer is that that does continue for next fiscal year. The fund balance analysis, this is merely graphs that kind of gives you an idea as to where we have been and where we're going. Um it is my hope that

for this fiscal year I have been monitoring um the discretionary budgets like a hawk the individuals that are sitting over there can tell you that um I've been sending them little love notes and you know making some changes where we need to make changes and like I said I've been monitoring them quite quite quite stringently or quite a bit rather. How have we stacked up against inflation? I think this one's very telling even though um our budgets have typically increased over the years because obviously the um state of inflation has been increasing. If we would have kept up with the state of inflation for the 2526 fiscal year, our budget would have been $41,1722459, which is $4,67,695 higher than what we actually budgeted. So, with that being said, I think that we have done a

good job to keep our budget under the uh in inflationary markers. Okay, now we're going to look at some salary assumptions. Overall salary increases for next year's budget is $572,1785 which includes three additional VAN aids that were needed for IEPs. We also have as we mentioned earlier the administrative administrative assistant agreement which is up at the end of the fiscal year. Um, I have budgeted salary increases for the admin assistance. They are budgeted conservatively, taking note of the county averages benefits. As we've talked earlier, I did um budget a 10% increase for healthcare. I did talk with our dental and vision providers. Right now, I have budgeted them at the same amount that we have in for this year. I'm hoping that with with the communication that I've had with them thus far, we will

not see an increase with dental revision. If so, normally it isn't that much. Uh Pasers actually decreased for the 26 27 fiscal year. This year it's 34%. Next year it's 33.59%. But keep in mind it's it's projected to be increased up to 38% by the 23 the 2033 2034 fiscal year. So we're going to talk about some of the um discretionary budgets which I just made mention of a few moments ago. Um typically I have held everybody flat. I've held them flat since I've been here, which is the well, I started in the 2122 fiscal year. The first um budget that I made was the 2223 budget year, and I've held the majority of them all flat, which with the rate of inflation is very difficult to do. And I know that that makes it

very difficult for those folks sitting over there at the tables. But unfortunately, it's something that we have to try and do. So, the building departments were held flat last year with the exception of special education and athletics. The athletic budget was increased for the 262750 year by 15,753 to help combat combat transportation costs. Athletics transportation costs have risen $43,936.50 50 cents since the 2122 fiscal year. And that's something that has has been done except for last year. Athletics got an additional $5,000, but they also got a girls wrestling team last year. So, they've been doing that, holding their budgets flat and enduring those type of increases. The reason why, you know, we went ahead and gave them the additional increases due to the um transportation cost is because um there are several sports next year

that have uniform refresh cycles and we need to address those. Um special education was increased by 32,000 due to current trends in average spending. And then cyber charter, as we stated earlier, went $600,000 over budget last year. This year's budget isn't much higher than the preceding years. So what I tried to do was I increased cyber charter budget by $254,000 due to current trends and average spending. Okay. Now, we're going to talk about the act one index requirement. As I stated earlier, this is something that I'm going to ask the board to vote on later today. It's something that has to be voted on um and reported to the state. Um the tax in 2006, it's known as the taxpayer relief act. The Pennsylvania law limits how much school districts may increase state taxes each

year without voter voter approval. What is an act one resolution? It's a required action that the schoolboard has to take whether the district intends to increase increase taxes or not by enacting and voting for the act one um index requirement. It doesn't state that we're that we're raising taxes. All that it's stating is we will not if we are raising them, we will not raise them above our index. And as now I'm looking through uh why does the district have to adopt the resolution each year? Pennsylvania law requires that school districts adopt an act res act act one resolution each year by a specific deadline. This ensures transparency fiscal responsibility compliance with state regul regulations during the annual budget process. The act one index is a maximable maximum allow allowable percentage if I could talk

set by annually Pennsylvania department of education. It's based on economic factors such as inflation and wage group within within um our district. What happens if the district wants to extend the X1 index? Well, if we wanted to do that, we would have to qualify for a special state approved exception or place a re referendum on the ballot and receive further approval. Are we going to do that? Absolutely not. What happens if the act if the district does not adopt an act one resolution? Failure to adopt the resolution could put the district out of compliance under state law. It could limit our future f financial flexibility. It could restrict the district's ability to respond to unexpected expenses or budget pressures. So, obviously, it's something that we have to do this month. So, let's go to our

next steps. Next steps, we're going to do the initial expenditures draft in February. March, we're going to look at our initial uh revenues draft. It is my hope uh I will be going to PASBO in March. It is my hope that we will have some sort of information as to what we can find from the from the feds because at this point, no one truly knows for sure what we're going to be looking at for next year. In April, we're going to find refine the budget with a more accurate list of expenditures and revenues. Like I said, keep in mind those figures that I gave you initially, they are just preliminary numbers. As we go through the process, they will be refined. They will be changed during other information that we learned during the budgetary

process. In May, the preliminary budget has to be prepared and approved and then we have to put it on a 30-day window for um everyone to be able to to see. And then in June, we have the final budget adoption. So that's Yes, sir. What was our act one index last year? >> I don't know that off the top of my head. I >> like four mills or something. >> Um it wasn't mills. It was an index. I >> I mean equal around four mills, didn't it? >> Um I'll look at that to be honest with you. And if you have a question like this whenever you receive the the um packet for the by all means please um contact me during prior to before Friday before the meeting >> the same >> and I'll

get the information for you. >> We we'll hold questions on the index to the voting item since that's coming up. >> Does it usually hold about the same? >> Um no actually it's been reduced the past couple years. >> Any else? Uh that'll do it. >> All right. Committee reports. >> Question. >> We'll we'll hold questions till the voting portion the act one is on that >> about this. It's about what the program >> any questions. This is information only. Set the timeline. Feel free to >> it's it's about that. It's about that. >> It's not a voting item today. >> About the report she just gave. My question is about the report she just gave. >> The report was for information only. There's no voting on it. >> I apologize. I sit about 50

ft away from that screen. I can't see those numbers and I have a couple questions. It's little teeny tiny stuff. I can't see it >> and I only have a couple questions, but it's about the report that she just gave. >> If you need a clarification on something you can't see on the screen, that is fine. But we are not going to ask Miss Mondock specific questions on this right now. >> Okay. Well, then can you tell me what happens to step one in the budget process since January is over now? What happens to that? Well, the step one is the report that I just gave you this evening. Well, >> it says examine past budgets and fund balances. And I I one of my questions was what is the unassigned fund balance? >> And

then I would like to request a copy of the past budget or the present budget we're in in detail so that I could look at it to see how that relates to examining past budgets, the fund balance and costs. the unassigned fund balance. Um, this for 2425 came in at 2,582,795. >> 2,2.5 million. >> Yes. >> That's that's what we have left. In other words, it is not spent >> in the unassigned fund balance. In the total fund balance, we have $5.2 million. >> Yeah. That money is spent. But how do we do Will you give me a copy of the budget? the past budget so that I can do step one on my own to look at it and see it says examine past budgets. That's I'm just going by what you gave me

here the chart because step two says you analyze the costs and functions and and but step one is to examine the past budget and >> well like I said right now I'm currently in the process of examining >> I think her examining the last budget was when she gave a list of what past budget values were right here. >> Yep. So basically that shows you um where we were in comparison to the um consumer price index. It also shows where we were in comparison to um the fund balance. So you won't give me a copy of the past budget to look at. That's that's all I'm asking because it says to examine the past budget. I believe the budget's posted on the school web website. >> It is. And I don't have access to that.

>> Everybody has access to that. >> I don't have access to that. >> I call for the order of the day, please. >> I I agree. We're we're not getting into discussion. If you would like that document, feel free to go to the school and ask. >> We have computers there that we can get you on. >> Okay. Committee reports. Uh we don't have any committee reports. We haven't we haven't set any committees or determined whether or not we want to do committees. So it's kind of hard to do it's kind of hard to do a report for that. All right. Uh next section is school board is asked to approve the following meeting minutes. November 18th 2025 discussion and voting meeting and I understand the new members weren't were not part of it. And

then December 2nd, 2025 reorganization and discussion voting meeting. >> So moved. Second. >> And I >> All right. Discussion. >> Yes. I recognize Miss Moore. >> Can I make a motion to separate those two items and vote on them separately? >> Would you have >> uh Well, you could. I mean, all you need is a majority of those voting to approve the minutes. You don't need five for that. It's not a 508. So, sure if I mean I don't recall who made the motion, but they could accept that as a friendly amendment. >> Who made the original motion? >> Mr. I'll I'll remove my motion. I >> you okay with that friendly amendment, Mr. Olsson? >> Yeah, Matt Bennett. I agree to split them out. That's okay. >> Fair. >> Okay. >> Is that right?

So, so we have an amendment, a second. >> Yeah, but I think you can just move to the vote. >> Okay. So, all in favor of splitting these into two agenda items, >> moved. >> Second. >> I >> opposed. Okay. The motion carries. >> So, I will start with the first one. The board has asked to approve the following meeting minutes. November 18th, 2025 discussion and voting meeting. And I would just say that if you weren't at that meeting, you could just abstain. >> So moved. >> Second. >> Discussion. >> And all those in favor? >> I >> opposed. Motion carries. >> Abstensions. >> Oh, abstensions. Sorry. >> Yeah. Raise your hand if you're abstaining, please, to help me out. So, one abstension. Okay. >> Okay. The board has asked to approve the following meeting

minutes. December 2nd, 2025 reorganization and discussion voting meeting. >> So do second. >> Discussion. >> All those in favor? >> I opposed. >> Motion carries. The board is asked to approve the following options as the 2026 school board meeting calendar and authorize the secretary to advise the dates as per the Sunshine Law. All meetings will begin at 7 p.m. in the South Morland Middle School, 200 Scotty Way, Scottdale, PA15683, unless otherwise posted. Public notice will be posted and advertised to the public not less than 3 days before the first meeting in January. I need a motion to choose one of those options. Make a motion to choose option A. >> Is there a second? >> We have a question. Do it after the second. >> Yes, after the second I'll open discussion. So, Mr. Thomas

second discussion and a reminder, please raise your hand if you'd like to be recognized. >> The option A. >> Mr. Sipper, please raise your hand if you'd like to. >> Option A. We should move. If we vote on that, we should move the June meeting to the 30th. That's the last day of the month to vote for the budget. A concern I know a concern we would have is if >> Yes. >> Huh. >> something bad happens at that meeting and the budget doesn't get passed, it's it's not good practice to have it on the very last day. And >> I got another thing that deals with these meetings. I think the public would like us to have citizens comments before the planning meeting on anything to do with the school district in its entirety

and then the voting meeting just what's on the agenda because the public can't come here and speak just like Jan Keeper. They can't speak if it ain't on the agenda. >> If we have a planning meeting, they should be able to come and speak to anything. if their parent shows up and they have an issue with bullying or something, at least they can speak to the board about it, right? >> So, how we run the meetings is not necessarily as >> well, it has it has to do with if we split the meetings to two a month, that should come into play, too. But don't you think we should have citizens comments or anything in the school district on the planning meeting? I think we need to discuss that when we first have our first

committee meeting coming out of that. Make that an agenda item on how we want the meetings to run as far as citizens comments. >> Whatever. >> I I will add that there is a board adopted complaint process and policy >> um that we have. >> I mean honestly if a if a parent has concerns with their student being bullied, I would recommend that you address that. >> That's an example. It can be anything at all. It could be bus schedules. It could be anything. They could bring it to the board for our attention. What do you think? We're gonna have 50 people line up here for every meeting. You got to give them an opportunity to come in front of the board. The public got that's their right. >> Can I ask a question? >>

Mr. Septer, are you >> I'm done. >> Dr. F. >> So on February 10th, if you adopt um option A, when I walk in here, will I have an agenda? Will I get it? >> Yeah. >> Seven days before. >> So this is so once again this is uh option A is for a one discussion voting meeting which is like what we have right now. Our format right now is one discussion voting meeting a month. Option A provides one discussion voting meeting a month. Very same option. The change is instead of having different committee meetings that happen quarterly, there will be one committee of the whole meeting, which doesn't necessarily deal with items that are being put on an agenda. It deals with items that get discussed at committee meetings like we've been doing for

the past several years, but that committee meeting would be a week prior to the actual voting meeting. And those two things aren't necessarily aligned. It's not a planning. It's it's not a prep agenda meeting for the voting meeting. Option A just has one discussion voting meeting a month. >> Okay. But if you if I come in here on the 10th of February and I sit down, what do what do I who what do we talk about? I mean, how do we start? Is there an agenda? Answer. My question is, is there an agenda for the February 10th discussion meeting? There will be an agenda just like every other committee meeting we've had in >> Okay. And that agenda will be prepared by >> uh myself and the board president >> and it will only be

limited to those items. >> Yeah. Unless there's there you you were at previous uh committee meetings where at the very end every single committee meeting there was always an option for open discussion. >> Okay. So these are committee meeting dates. >> Yes. We're not separate in discussion and voting. >> So if someone has something they want to talk about in the audience, how do they do it? >> At the end of the meeting where I say open discussion like we've been doing the past four years and that still allows time if it deals with a committee or something we're talking on to get on the agenda for the following meeting. >> I never I had no clue that that's what you were talking about. I thought it was a meeting that was open to discussion

for anyone who wanted to bring up a an issue for the school district. But it's a committee meeting. >> It's a committee meeting. Yes. But once again, there is a complaint procedure this district follows. >> It's in our board policy. >> How's that different from the voting meeting then? The voting meeting deals with actual business that needs to happen in front of the board so that we can operate. For instance, I'll give you I'll give you for instance. So currently uh the past four years we've had athletic on academic meetings and in those meetings uh we may have talked about um the end of the season coaching exit interviews and the um and Mr. Pritz uh kind of reviewed uh what happened with every single sport uh if there were any issues with um coaches

coming, coaches leaving, are there any facilities that need upgraded? Um, and those items didn't really end up on a board voting discussion agenda unless you guys needed to vote or or discuss something. Um, another example would be uh the personnel policy academic meeting where we would have discussion on policies that need updated uh or we wanted to talk about programs we were exploring at the high school uh or maybe a new STEM program at the the middle school that we wanted to to kind of talk about to see if it's something that we as a committee kind of wanted to explore uh before bringing it in front of the entire board for um a research vote. Go on. >> I didn't understand. Then on the 17th, we have the same discussion voting meeting that we've

always had. >> Yes, that's what option A entails. >> So, nothing really changes other than there's a committee meeting. >> Yeah. But instead of there just being a quarterly committee meeting by committee, this this has all of the different committees on one agenda. There will be a different focus per month. Um, however, if there's something that comes uh comes up in any of the committees, we can discuss those at that point. >> Let's say a parent wants to talk about the policy on cell phones in in school. How would they do that? There's no >> where I say open discussion in in committees. We talk policy, we talk finance, we talk buildings. >> Okay. So the agenda would say the committee meeting on the 10th and open discussion, but then on the 17th it's still

the same discussion voting meeting that we've been having. >> Correct. That's option A. >> I had no idea. If >> you look at what you were doing, >> I'll explain option B. Option B has a planning agenda prep meeting and then a week following is a discussion voting meeting. >> So these planning meetings >> option B is essentially a two meeting format. >> Okay. So the planning meetings will be a discuss what's going to be on the agenda the following week. Do we ever get a chance to discuss what's going to be on the agenda for the upcoming week? What meeting? What schedule would show that? None of them. Op >> option B, you have a discussion planning meeting and then a voting meeting >> and that will show what will be on the agenda

the following week. >> Yes. >> So option B. Okay. So that would be >> and that would pretty much kill that would pretty much kill committee meetings. There would be no committee meetings. >> But if you need to discuss it, you could discuss it at the planning meeting. >> Correct. >> I mean you could >> Yeah. Um, this this option also would have additional fees with the solicitor here for both meetings. >> I don't know. I'm questioning that, too. So, I don't know. >> I'm not getting into that right now. >> So, I make a motion for option B. We >> We already have a motion on the table. >> We didn't We didn't even discuss it. There was just a motion and no discussion. And we have three pe three pieces of paper to

look at. >> Mr. Yi, can I explain option C? Yes, please. Option C is basically the same thing as option A, but instead of having the committee of the whole meeting during the second week of the month, we have it during the fourth week of the month. So basically, option A and C are the same thing. Option A has a committee of the whole meeting on the second week. Option C has a committee of the whole meeting during the last week of the month. And I'd like to reiterate if we look at our agenda going from bottom top athletics is item J that is in committees buildings ground is committee finance as a committee policies is a committee. So most everything covered in the agenda can be discussed at the committee meeting if we go

with option A or C. of option B A. >> If you have to put out the agenda seven days before the meeting, it's comes out to be the same day as the discussion meeting or or whatever whatever you call that first meeting. >> So the agenda we put out is to the board members only, not the public that on that Tuesday before. That allows us time if there's corrections or maybe late additions. And coming out of those meetings, we could potentially then if need be add. >> But John, the seven days before is the same day. >> Correct. So really, Mr. Yot, can I add to that? Um, >> really the only option that you would have a question with in that regard is option B where you have a discussion meeting the week before

the voting meeting. So in that um in that setup option B, the administration would have to get all agenda like all the agenda and items and everything ready by February 10th so that you guys could all discuss them in an agenda prep meeting on February 17th to then you can vote on them on February 23rd. >> Jason, please help me with this. If you meet on the 17th for what this meeting is, the you don't even have seven days to put the agenda out for the 23rd. Am I crazy or what? It's only 5 days or so. >> That agenda should not change if we do this the way it's supposed to be done. >> Alleviating. Why don't we just have the planning meeting in the second week and then the voting meeting on the

fourth week? You got you got 14 days and there's no issue with making the agenda. Well, why do you have why do you have to week to week? >> A, availability is an issue. B, any other district that does this only has one week between meetings. But >> do they do their agenda seven days before? >> Yes. >> Well, you really don't have to put the agenda out till later after the meeting, right? >> And again, the agenda 7 days before just goes to the board. That is not released to the public. >> But if you had to, you could put that out in the evening after the meeting. >> Correct. We could put it out the Wednesday following. >> Yeah. Okay. Mr. But really that the the agenda so once again if we're looking

at option B >> means that that meeting has no effect on the agenda. >> Oh wait like to recognize Mr. Olsen. >> So let me understand option B will still have to have committee meetings then by the looks of it. Where were the committee meetings being held? >> There wouldn't you could you would discuss any committee stuff during that discussion planning meeting. >> Okay. So it's the discussion planning meeting is basically the same as the uh committee meetings. >> It's a more structured okay >> view at that but it also aligns your um committee meetings to items that are directly on a board agenda which we don't typically do. >> How many committee meetings would be >> one a month? >> Am I allowed to ask a question? >> Yes. >> So what you're saying

is >> things at each one >> option B is the one that encourages >> only one one meeting. Go a little closer to your microphone. >> So option I don't know. I think they're having a whole conversation over there. I'm sorry. So option B is the one that would incur the additional >> solicitor fees. >> Stephanie, correct? Sorry, I can't hear these two. Can you >> Yeah, I there. Yeah, sorry. >> Are you guys sorry that A or C we wouldn't be there for this meeting? Correct. >> So it's my understanding that option B incurs additional solicitor fees was my question. >> That is correct. Mr. Graiac >> question on a motion. >> I do. >> Was there any more discussion or do you want to He's called the question. >> Ready to vote. >>

Yep. >> Okay. >> The item we're currently voting on is option A. We'll do a roll call. If this option fails, we can go back and then uh motion to adopt B or C C. So this is to adopt option A. We have a roll call. >> Okay. Yes or no. Mr. >> No. >> Mr. Alexander? >> Yes. >> Mr. Yudsy? >> Yes. >> Dr. F? >> No. >> Mrs. Guyer? >> Yes. >> Mr. Graiac? >> Yes. >> Mrs. Moore? >> No. >> Mr. Olson, >> yes. >> Mr. Thomas, >> yes. >> Option A to three. >> Okay, so six to three. The motion passes for option A. Next section is policies. We have no items for this month. Next section is personnel. Board has asked to approve the personnel log for January 20th, 2026

as attached. All salaries are included and all clearances are current and on file with the administration. Need a motion. >> So moved. >> Second. >> Any discussion? >> All those in favor? >> I opposed. Motion carries. The board has asked to authorize the administration to post vacant positions internally and advertise externally as they become vacant to ensure timely staffing and the continued efficient operation of the district. >> So do >> second >> discussion. >> Is this forever? >> Ple please raise your hand if you'd like to be recognized. >> Is this forever? >> I believe we do this yearly. Is that >> just forever? Yearly. Does this apply to new jobs? >> This is just to cover vacant positions. It would never create a new position. >> What did you say? >> This is just

to fill vacant positions as people resign or >> it's existing jobs. >> Right. It would never to be to create a position. What if we want to cut a position or >> This doesn't mean you have to hire them. This just means post. >> We we'd still go through the same interview process and we'd have to approve hiring. >> So John, we're relinquishing our authority as a board >> we >> to authorize vacancies. >> We are. This is just to speed up the process so that the posting and advertising doesn't require a separate board action which would take a hire and extend it to two months when it would only necessarily take one month. >> So Mr. Lucas, you're saying that would just we it should just say in an emergency. >> This is just

a post and advertised. It's not >> not a hire. Yeah. >> Yeah. We're not relinquish relinquishing any powers. given up your rights. >> Okay. Any other discussion? >> All those in favor? >> I opposed. >> No. >> Next section is education. >> The board has asked to approve the following student discipline agreements 2025 through 2026-1 2025 through 2026-2. >> So do Second >> discussion. >> All those in favor? >> I opposed. >> Approval of new courses. Board has asked to approve the following new courses. Descriptions are in the attachment. South Warren High School. One, industrial wood two. Number two, personal fitness and strength training. Number three, sports and entertainment two. Number four, intermediate cooking. Number five, personal finance. Number six, culminating project. Number seven, introduction to computer systems. Number eight, scholarship writing. >> So moved.

>> Second. >> Discussion. Dr. Fe. >> Seven out of these eight are non-academic. Seven out of these eight are not academic. I think we need more academic courses added to our current curriculum. And there are seven non-academic unless you want to count that introduction to computer systems. But the rest of them are just they're not academic >> and I think academic should come first. >> I forgot. >> Any other discussions? >> All those in favor? >> I opposed. >> No. >> South Morland High School program studies. The board has asked to approve the 2026 through 2027 program of studies for Southland High School. >> So do >> second. >> Discussion. >> All those in favor? >> I >> opposed. South Middle School program of studies. The board has asked to approve the 2026 through 2027

program of studies for the South Morning Middle School. >> So do second. discussion. >> I think I think we could look at putting cursive writing in into that program. Most of the states are going to it. There's a big push now. They're saying it's better for education. Kids can learn better. Hand eye coordination. We should look at that. That should be in the middle school. I think I mean just not brush me off. We actually really seriously should look at that. Dr. Fike, >> 28 states have mandated cursive writing to be taught in their schools. That's more than half our country. >> Any other discussion? All those in favor? >> I opposed. >> No. No. South Morland Primary Center, South Morland Elementary School program of studies. The board has asked to approve the 2026 through

0702027 program of studies for SPC and SCES. >> So do >> second >> discussion. All those in favor? >> I >> opposed. >> No. >> Next section is finance. Board is asked to approve the following monthly finance reports all attached. Number one, treasures report. Number two, general fund board summary report. Number three, fund accounting, capital fund, capital Giza, and food service check summary list. >> So do second. >> Discussion. >> I have a question. Um Pam, where is the report on the coffee shop? the financial report on the coffee shop. >> The coffee shop is reported in the activity fund for the high school. It is not imported on any of my >> Okay. I didn't know where it was. Thank you. >> All right. All those in favor? >> I opposed. >> Act one

resolution. The board has asked to approve the attached act one budget resolution. I'll point out some key things to emphasize. One, this is required annually by law. Does not automatically raise taxes. It does preserve the budget flexibility, promotes transparency, and ensures we are in compliance with the Pennsylvania Department of Education requirements. >> So, do >> back in >> discussion. >> Can we get an estimate of what that would be? Could you give even an estimate? I believe it is in your paperwork, Dr. Fe that you would have been given in your packet. >> It's a complicated process. I I know that because I have to do all those steps. >> It's 4.7% but it it's in your it's in your >> Oh, it is 4.7%. >> Mhm. >> Thank you. Yep. All those in favor?

>> I >> opposed. >> The board has asked to remove from the table finance item H2 from the November 18th, 2025 meeting. The board is asked to approve the following budget transfer needed to purchase the 2025 Chevy Express 10 passenger van. I need a motion to unt this item. >> Oh, make a motion. >> Mrs. Moore, do I have a second? >> I'll second. >> Okay. D discussion. This is to untable the item. Okay. All All those in favor? I >> opposed. >> Until you want to roll call, we'll do a roll call. >> Okay. Just to unt Mr. Alexander. >> So, yes. Untables it or no untrity. >> wait a minute. So just to be clear, it's tabled now and it doesn't come before the board unless someone it's called taking it from the

table. So essentially if you want to approve that budget transfer, we need to we need Yes. Yes. takes it from the table and puts it before the board for consideration. No means it doesn't come before the board for any more consideration. >> Stays on the table. >> Yes. >> It stays Yeah. tabled. Right. >> Okay. Okay. So, Mr. Alexander is yes. Mr. Yutsy, >> yes. >> Dr. F. >> No. >> Mrs. Guyer, >> yes. >> Mr. Graiac, >> no. >> Mrs. Moore, >> yes. >> Mr. Olsen, >> no. >> Mr. Thomas, >> yes. >> Mr. >> Yes. Untables or no? >> Yes. Untables? >> Untables. No. >> Five to three. Five to three. So we will move on to >> five to four >> or sorry five to four. >> So we will move on

to number four. The board has asked to approve the following budget transfer needed to purchase the 2025 Chevy Express 10 passenger van. >> I make a motion. >> Yes. >> I need a second. >> I'll second. >> Second. Okay. D discussion. >> Explain to me what we if we did not table it, right? Or did we table? Did we take it did remove it from the table? Was that vote to remove? >> It was taken from the table. It was tabled at your reorganization meeting. And so then it goes on to your next agenda, but someone has the board has to take it from the table to essentially consider it. >> And it was 5 to four to to remove it from the table. >> Correct. >> Okay. That's why we've moved. That's why this

item is now on the agenda. >> Any more discussion? >> Question. >> Okay, let's roll call vote, please. >> Okay, number four. Mr. Yutsy, >> yes. >> Dr. Fike, >> no. >> Mrs. Guyire, >> no. Mr. Graiac, >> no. >> Mrs. Moore, >> no. >> Mr. Olsen, >> no. >> Mr. Thomas, >> yes. >> Mr. Oiper, >> no. >> Mr. Alexander, >> yes. >> Motion fails. >> So then item five and six are moot points at this, correct? >> Well, I mean, I don't know. I do you have other ways that you can pay for it? >> Honestly, that's the that's the way that I could find to pay for it is by doing the budgetary transfer. >> Okay. >> Then I mean I I guess what I'd say is the board should >> and

I make a motion to table. >> It's currently on the the next one's on the table. So I will go through it. If we don't remove it from the table, it stays there. >> That's probably the cleanest way. >> Yeah. Right. Yeah. I I just don't want there to be an inconsistent motion that the board, you know, I if the board approves purchasing the van, but you have no way to do it, that seems bad. >> Correct. >> So, I agree. >> Okay. I'm on item number five. And as a reminder, we we just voted not to transfer the budget. So there is not currently money in this account basically to uh pay for the van van. So the board has asked to remove from table finance item H3 for the November 18th 2025 meeting

and that item is the board has asked to approve the purchase of a 2025 Chevy Express 10 passenger van for $61,789 which is included a standard warranty from CoStar's vendor as attached. I need a motion and second. >> Or frankly, if it fails for lack of a motion or a second, >> it's dead. Yeah. >> Does anyone motion? >> Any motion? >> I'll make a motion. >> We have a second. We have a second. Okay. The the item stays on the table then. The motion does not carry. >> Mr. President, can I comment on this? >> Yes. >> So, the reason we're saying no is this money was supposed to be designated for a new truck. >> That's the original plan. >> That's correct. Okay. As long. Yep. So six would have been unt so

it's irrelevant. >> Okay. Next section is building grounds and security. >> No items for this month. >> Next section is athletics activities. >> No items. And our last section is closing exercises. >> Citizens comment. Jan Kefir, East Huntington Township. Um, so I'm going to come to a voting session or voting uh discussion voting meeting just as before. What what you what I'm presented with that night may or may not have been discussed in public or may be discussed and then voted on and I will have no um input on that. The public will have no input that. So what you've defended all these years since co Mr. Yutsy has stood the test tonight. Thank you very much. Um >> Mr. Kefir, once again I'll encourage you. You cannot point out direct board members. >> I'm

addressing the board director. I'm addressing you. That's my >> You You cannot address a board member directly. You can address the board as a whole. >> I'm addressing the chair of the board. You want me to leave now because I can't do that? Mr. Lucas, send me to the door. >> Are you finished with your comments, Mr. Kefir? >> Send me to the door or apologize and reframe my time. I was addressing the >> Those are That's a false choice. You're not Are you finished? >> Are you sending No, I'm not. Are you sending me to the door? I'm going to continue to address Mr. Yutsy. >> Your time is running, Mr. Kefir. >> Send me to the door. Or or what's your what's your answer, Mr. Yutz? You're not giving. You're just >> If

you can make a comment without addressing a board member directly. >> Ah, no. I can't do that. I'm addressing you. >> Okay, then your time is done. >> And no, my time's not done. You're not letting me speak. >> Security, escort this man to the door, please. >> Just no. >> Why don't you go with him? >> You okay with this, Mr. Lucas? >> Mr. Kefir, you've been asked to comply and and you seem unwilling to comply. >> I'm sorry. your your agent was. >> I've asked you several times if you have comments to make your comments. Instead, you seem more interested. >> That's because you're talking I have my comments right here and you're telling me I can't walk up here and address the board president. >> I said no such thing. >> Oh,

well, he did. So, what is it, Mr. Yutsio? Are you going to listen to him? >> All right. I'm sorry. I I I misheard you. We did say that board members are not to be addressed directly because you're com you're making your remarks to the entire board. It's not that hard. >> No, I'm addressing the board president. That's what your policy says to do, right? Come on now. This isn't the this isn't real hard here. Every board member should know this. >> It says in your policy for crying out loud. You are to address the board president. And I'm getting I'm getting pretty fumed here now. I feel like you are doing everything but having him drag me out of here. >> I I would like to hear your comment, but I need you not

to address individual board members as I've stated. You can address the board president. I will allow that. >> Oh, please continue. >> Okay. So, now we're going to address the board president. >> Your time is now running. >> All right. Thank you. I assume we're starting from the top. So, if I come in and the same as before, I'm walking into a cold meeting, you're going to discuss something, vote on it, and not, you know, you you've blocked me out. I'd like to also point that board members are allowed to interact with the person on the podium here. They have the legal right to do that. That's protected speech. You can't tell them not to do that. And if you want to look at that, and the third thing I'll keep, maybe the third or

fourth thing I'll keep challenge Mr. Lucas or I'm sorry if I'm allowed to say his name is that when I'm up here every meeting you're asking me the relevance to the sub where it's on the agenda. I say I've tied that in. If you didn't get it I'm going to tie it in. I'm going to keep doing speaking the only best way I can. If it's a little circular that's all right with with the Constitution because it's your job to let me speak and decide if it's tied into the agenda. You can't let me get up here and say two lines and say that doesn't go into the agenda. Then we get into the same routine. I've been up here for 10 years listening to >> Time is up, Mr. Kefir. >> Thank you. >>

Who's running the meeting here? >> Your your time is up. >> All right, Dr. Fe. At the beginning of a public meeting, people can only talk about items items that are on the agenda, nothing else. Tonight, I want to talk about the kinds of things that you're never going to see or never have seen on the agenda that I know are concerns to many people. The first item is who makes the agenda and apparently it is done by policy. One school board member and a non- voting superintendent. That's 11% of the board is is the is responsible for the uh agenda. 88% have no input. But things that are not on the agenda is how does the public get an agenda placed on an item placed on the agenda? How about cursive writing? I've never

seen that on the agenda. A review of tax increases for the last eight years. I have them. That's never been on the agenda. The ratio of students to administration, faculty, etc. And that is the issue of staffing levels. That's never been on the agenda. I've never seen an open discussion of cyber enrollment or cyber school. The only thing we ever heard about is what it cost. I don't see live streaming on the uh school board meeting agendas. Um I don't I think we should get a monthly report of legal costs. That should be on the agenda.
