Pledge allegiance to the flag of the United States of America and to the republic for which it stands. One nation under God, indivisible, with liberty and justice for all. [clears throat] >> Okay. Our next topic is the oath of office being administered. >> Okay. Um so I received the certificates for all of the newly elected school board members and according to the county of West Morland certificate of election. 002the South Morland school district. And then once you're all done signing, I'll go ahead and sign my signature and notoriize them. Stephanie Guyer, you can David Thomas, would your
family like a picture with you? I saw you were all here. [clears throat] >> And then Nathan Alexander, did you want to allow pictures with their family? >> Sorry, was that? Do you want to allow them a picture with their family? >> Yeah, absolutely. >> Yes, absolutely. At this time, anybody would like a picture with their family, you're more than welcome to do so. [cough and clears throat] There we go. >> There we go. >> They want pictures. >> Pictures. >> Family I texted and said, "Thanks a lot, guys. Everyone else is [clears throat] >> selling me out. Let me take a picture of you for them or something." >> Yeah. Let me take a picture. Everyone's getting pictures of their family. >> They said all their luck. >> Ah, here's me with my family.
[laughter] [cough] [clears throat] forgotten to check with you, but as always, Miss Davis, you ready? That would be it. Okay. >> All right. >> Hey, roll call, please. >> Mr. Oiper, >> here. >> Mr. Alexander >> here. >> Mr. Yutsy >> here. >> Dr. Fe >> here. >> Mrs. Guyire >> here. >> Mr. Graia >> here. >> Mrs. Moore >> here. >> Mr. Olsen >> here. >> And Mr. Thomas >> here. >> Thank you. Next section is reorganization. Um first statement is following the organization portion of the meeting this evening we will go into executive session and reconvene immediately after. Next item is temporary chairperson. The board is asked to accept nominations for a temporary chairperson for the purpose of reorganization. Only the holdover members may be nominated for election as a temporary chairperson. >>
I nominate Scott Yutsy. >> John Yutsi. >> Scott Yutz. Join Scott Olsson or John. I guess >> I second that. We need a second. >> Any other nominations? G once. Any other nominations? G twice. Any other nominations? Three times. [clears throat] Seeing none. And if there is no objection, I will declare the nominations closed. >> Roll call. >> Mr. Sure. >> Yes. >> Well, do we have to do a roll call now that we have only one candidate? >> No, I don't think so. >> Okay. [clears throat] >> So, just nay or yay or nay? >> Yeah. The board has asked to appoint John Yutsy as temporary chair. All those in favor say yes. >> Yes. >> All any opposed say no. I'll hand it over. Okay. On the office of the president. >> Yes,
sir. >> Board is asked to accept nominations for the office of the president for a one-year term. >> I nominate John Yutsy. >> Second. >> I nominate Samar. >> Are there any further nominations? >> I nominate Scott Olsen. Okay. Any further nominations? Seeing none, if there are no objection, I will declare the nominations closed. >> This point is just a roll call, right? >> Yeah. So, no, it's a roll call vote and um one of the candidates needs to get five votes. Mr. Alexander >> Yutsi >> Mr. Yutsy >> myself >> Dr. F. >> Wait a minute. We're accepting. This is for office of the presidency and there have been two nominations, right? >> There have been three. >> Three. >> Who's the third one? >> You myself and uh >> I missed that. Okay.
Oh, Sam. Sam Exhibitor then. Okay. So Sam is your vote. >> Dr. Fe, is Sam your vote? >> Pardon me. Who is your vote? >> Sam Exhibitor. Yes. Thank you. >> Mrs. Guyire. >> Mr. Yudsy. >> Mr. Graiac. >> Mr. Yudsy. >> Mrs. Moore. >> Mr. Olsen. >> Samiper. >> Mr. Thomas. >> Mr. Yudsie. >> Mr. Oipiter. >> Myself. Five Yutsy, two, and one Olsen. >> What was that? >> That's it. >> So [clears throat] now the temporary chair turns the meeting over to himself as the newly elected president. >> Sorry, that was wondered how you wanted me to do that. >> Sorry, it was 53 president. >> He's going to be president. >> Okay. Office of the Vice President. The board is asked to accept nominations for the office of vice president for a
one-year term. >> I nominate Stephanie Guyire. >> I nominate Scott Olsen. >> I nominate Samar. >> Are there any further nominations? [clears throat] Seeing none and if there is no objection, I will declare the nominations closed. >> Roll call vote. >> Mr. Yudsy. >> Uh se Mrs. Guyer. >> Dr. F. >> Who did his >> Who are you voting for? >> Sam Exhibitor. >> Mrs. Guyer. >> Uh myself. >> Mr. Graia. >> Mrs. Guyire. >> Mrs. Moore. Mr. Olsen. Mr. Olson >> myself >> Mr. Thomas >> Stephanie Guyire >> Mr. >> myself >> and Mr. Alexander >> Mr. Olson, >> four, three, [clears throat] two. >> So, we have to go with the top two and revote. >> Five. >> Right. >> Is that all it takes? >> Okay. So, we recast the roll call
vote between Mrs. Guyire and Mr. Olsen. Is that correct? Hey, Mr. Oiper. >> Mr. Olsen, >> Mr. Alexander, [clears throat] >> Mr. Olsen, >> Mr. Yutsy, >> Mrs. Guyire, >> Dr. F. Uh, Scott Olsen, Mrs. Guyire, >> myself, >> Mr. Graia, >> Mrs. Guyire, >> Mrs. Moore, Mr. Mr. Olsson, >> Mr. Olsen, >> myself, >> and Mr. Thomas, >> Miss Grabiac, >> Stephanie Guyer, sorry. >> Four to five. >> Vice President, >> no, Mr. Olson. >> Olson. Yep. >> Section five, PSBAN. The board is asked to accept nominations for a PSBA liaison for a one-year term. want everybody speak up. >> I nominate Mrs. Car. >> No thanks. [clears throat] >> No. >> Would you nominate? >> I'm already the IU representative, so I don't I nominate Dave Thomas. >> Second Are there any further
nominations? Seeing none, if there is no objection, I will declare the nominations closed. So, the board has asked to appoint Dave Thomas, PSBA liaison. >> And you can just do a voice vote for this because there's only one nominee. >> Only one. Okay. All those in favor? I >> I >> opposed. Congratulations, Mr. Thomas. >> Section six, SEF representative. The board is asked to accept nominations for a SEF representative for a one-year term. >> Just so we're on the same page, SCF is South Morland Education Foundation. I nominate um John Mr. Uti. >> I nominate Mr. Alexander. [clears throat] >> You catch that? >> Mhm. >> Okay. [cough] >> Oh, wait. Did Mr. Zipper say something? >> Mr. said Mr. Alexander. >> Mr. >> Can you speak louder? >> He nominated Mr. Alexander. >> Okay.
>> Did [clears throat] he accept? >> I don't know. Are there any >> nominated? Lori, who's nominated? >> We have Mr. Yutzy and Mr. Alexander. >> Mr. Alexander. Thank you. >> Any further nominations? >> Seeing none, if there's no objection, I will declare the nominations closed. Go a roll call vote. >> Mrs. Guyer. >> Uh, Mr. Yutsy. >> Mr. Graia. >> Mr. Yutsi. >> Mrs. Moore. Mr. Alexander. >> Mr. Olsen. >> Mr. Yutsy. Mr. Thomas, >> Mr. Alexander, >> Mr. Aciper, >> Nate, >> Mr. Alexander, >> myself, >> Mr. Yutsy, >> Mr. Alexander, >> and Dr. F. >> Alexander 63, Mr. Alexander. Section seven, board meeting calendar. [cough] The board has asked to approve the following 2026 schoolboard meeting dates and authorize the secretary to advise to advertise them as per the Sunshine Law. All
meetings will begin at 6:30 in the South Morland Middle School, 200 Scotty Way, Scottdale, unless otherwise posted. Public notice will be posted and advertised to the public not less than 3 days before the first meeting in January. I make a motion that we table this item until we have a chance to discuss it as a board. >> I make a >> I'll second that. >> I I don't think the actual motion was put before the board, right? Did anyone move and second the original motion to approve? Okay. >> So, before it can be tabled, Dr. Fe, we need someone to actually make a motion to put it before the board and second it. >> I make a motion. We do that. >> Second. >> I have no idea what you were talking about. We have
>> It's just simple parliamentary process before you can table a motion. It has to be before the board. That's all. >> It has to be before the board. We had to put it before the board first. >> So, if you want to renew your motion to table, >> that's what I did. >> Yeah. But >> you have to do it again. It's got to be >> you do it again. >> Okay. >> I make a motion that we table this motion until we can discuss it with the board. >> I second that. >> So um you you can have I mean typically a motion to table just moves right to a vote. Um I mean you didn't there was an opportunity to have a discussion about it now if you wish. Isn't that how this
should work is first and then a discussion or if we table it when does the discussion occur? >> It would occur at your next meeting which you have not scheduled. So that kind of would put you in a an absurd a an absurdity spiral because you don't have a next another meeting scheduled. So what at what meeting would you be discussing this schedule this board meeting calendar? What day of the week are these meetings? >> Tuesday. >> Well, can we are we just are we discussing now or is that what you want to do is you want to discuss or do we need to vote on the motion to table? >> So, you guys voted. Yeah, they Stephanie made the motion. Mr. Grabiac seconded, >> Dr. Fe made the motion to table which Mr. Olsen
seconded. Typically under parliamentary procedure, you you move now to a vote on tableabling the motion directly. It's not typically something that is debated. You just vote on it. But I'm saying that if you don't have another meeting set, what are you tableabling it to? You're tableling. >> Can I Can I make a motion to have the January 20th meeting? >> I think we have that's the only meeting. >> Well, you have to vote first on Dr. Fe's motion to table. >> Let's vote on motion. So, let's do a roll call vote on tableabling this, >> right? And if that if that motion succeeds, then this motion's tabled until whatever meeting state you hold next. If it fails, then the original motion to approve this meeting calendar is on the floor, >> means you can discuss
it on the floor, >> which you means you can discuss it and alter it or amend it. Okay. >> Okay. To table. Mr. Alexander. >> Yes. >> Mr. Yutsy. >> No. >> Dr. F. >> Yes. >> Mrs. Guyer. >> No. >> Mr. Graiac. >> Absolutely not. >> Mrs. Moore. >> Yes. >> Mr. Olsen? >> Yes. >> Mr. Thomas? >> No. >> Mr. Reciptor? >> Yes. [sighs and snorts] >> Five to four to table. So, we don't have another meeting after this. >> Well, we can have you can ask for a motion now to have a meeting January 20th. Correct. >> But we didn't advertise that on any type of >> Well, we have time to advertise it. >> You could. I mean, you'll have to to have a separate motion. Um, >> so they're going
to need a separate motion to add an item to this agenda is what you're >> correct. >> Yeah. I make a motion to add January 20th as the meeting for planning and discussing meeting changes. >> I'll second that. >> Okay. All those in favor to add the January 20th meeting to the agenda >> just as a discussion planning meeting for the schedule. [clears throat] >> Well, so the motion that Mr. Yi made it or that is to add it to the agenda so that you can vote on it. >> Correct. >> So that's what you're saying. If you say yes, that's what you're saying yes to now. >> Yes. >> And then you then we'll vote on the actual date. [clears throat] >> Correct. >> Okay. So again, all those in favor to add the
adding a January 20th meeting to the agenda, >> you going to do roll call or just a yays and ns? >> We need a first and second. >> Well, I think we've already got >> Mr. Mr. Wilson >> to add the motion, >> right? >> We just need a name. >> Yeah. >> What is the exact motion though? Because he said >> it's to add it to the agenda. And what is it? >> Just January >> the January 20th meeting >> voting meeting. >> Yep. >> Well to make it a discussion voting meeting to discuss the calendar. >> This is motion tabled >> and the times it starts. >> It is. >> So we're doing a motion to add. >> Okay. So >> justice. So >> we'll do a yay or nay. All those in
favor to add the voting discussion meeting of January 20th to this agenda. I >> all those opposed. Do we want to go ahead and vote on that item now? >> Sure. I mean in unless there's any discussion first. >> Now the meeting we'll have in January will be a discussion meeting voting on this board meeting calendar. Correct. >> Yes. That's the motion you made. >> And that will determine the time and the dates. Well, you should vote on it would be a discussion voting meeting to occur at 6:30 here so that your secretary has adequate information. But we will discuss at the meeting the times and the dates, right? >> And it will be future meeting >> for more than just this one item. >> Yeah. Because that item will be on >> I just
want to make sure that we're all clear on this because there's there's a lot of business that'll need to happen at that meeting. >> And and so actually what will happen, Mr. preciptor is the motion that was tabled tonight that comes back in January so that [cough] you can discuss [clears throat] it at that time and decide what you want to do. >> Okay. So, the motion on the table is to have a January 20th at 6:30 discussion then voting meeting here. We want to do roll call. >> I need a first and a second. >> Oh, yes. >> First, >> second. any discussion? >> I just think this is so silly that we're just putting this off to discuss it next month. I don't know why if we have the opportunity to discuss it
right now, why we're just tableabling it to discuss it in a month. >> If we know that this isn't the schedule you want, why didn't we just discuss it and hash it out now rather than doing this all over again next month? It doesn't make any sense why it was tabled. >> My motion included doing this so that we could have complete board discussion in this My question is why aren't we having complete board discussion right now? Why are we just putting it off until next month? That's my question is what I'm not understanding. I mean, we're going to literally bring this exact motion back next month and have a discussion. So, why are we not just having the discussion now and moving into the year with a plan? >> Since this is not an
agenda item, can we >> It's been It's not an agenda item right now. >> We can put it on the We can have it carry on and then discuss it. Correct. We added it to the agenda. >> Well, I mean, yeah, we added now agenda item. We could move it and add it to this. >> I'm just asking what's the rationale for waiting until next month to discuss the calendar? >> Why prolong the inevitable? >> Why are we not just discussing it now? That's my question. Why did we why are we doing it this way? >> Well, isn't it my understanding that we can't discuss stuff that's not on the agenda? But this is on the agenda and we're gonna literally pull this off of the table on January 20th and discuss >> been tabled.
It's been tabled. >> I'm [clears throat] just asking for the like I'm trying to understand why we're doing it this way. >> The answer is you it's been tabled so it's not to be discussed. >> Yeah, the votes have already tabled it. So >> Well, that's fine. It makes no sense to me. >> Okay. Okay. So, the >> motion to amend. [clears throat] >> Of course, somebody can make a motion to amend, but feels like we're falling further and further down the rabbit hole. >> Yeah. Just throwing it out there. >> Sure. >> Yeah. Yeah. So, so my question was if if somebody [clears throat] on the board wanted to make an amendment to the motion that was added to the agenda just now about the January 20th meeting so they could discuss the entire
meeting schedule. They could so make that friendly amendment if that's what they wanted. >> No matter what. >> Correct. >> Point of order. What does it mean when an agenda item is tabled? What does that mean? Well, it it means that you're not considering it now. You're considering it at the meeting, the subsequent legislative meeting where it's taken from the table. >> That was my understanding. Thank you. >> So, right now, the motion on the floor is to approve a board meeting for the purposes of discussion and voting on January 20th, 2026 at 6:30. Okay. Any more discussion or we ready? >> This question is we want to discuss it now or wait till January. It's whatever you >> Well, it's been tabled. We can either do a friendly a amendment to discuss the entire
>> We can untab if the board wants to discuss it now. I mean, >> my concern is that we already have a full meeting for January 20th. Correct. >> Yes. >> Right. >> Very much so. Yes, this was a late agenda. >> So, uh, we don't have a lot of items left on today's meeting. I would suggest we discuss it this evening while we're here. >> I agree. >> I make a motion we do that. >> I second that friendly amendment. >> Well, you got to untab it first. >> No, >> I make a motion unten. >> Can I ask a question? No. If we don't put it on the agenda, then the public can't address address it, right? The public would not have an input if it's not on the agenda. Is that true?
>> But this was on the agenda today. >> So, right. >> Well, it's so if you add something to the agenda though, before you vote on it, you have to offer the public the opportunity to comment on it. Well, that would helpful. >> So, um I guess what I would say is you have this motion now that's on the floor to approve this January 20th meeting and and so it that's the motion that you have to either amend or vote on. You could, you know, if you want to discuss the other motion, it's been tabled, but you can you can do a motion to reconsider. Now, someone who is in the winning side of the motion can make a motion to reconsider. So, somebody who voted yes to table the the voting meeting calendar motion
could say, I want to make a motion to reconsider our tableabling of motion number seven. But first, you have to vote on the motion that's on the floor, which is the December 20th, excuse me, January 20th meeting um setting. So that you have to do something with that unless you withdraw it. Mr. Reciptor, if you withdraw it then then it just >> we can have a big discussion then. Correct. >> Well again like somebody could from a parliamentary perspective say I want to make I voted to table the motion regarding the the meeting calendar but I want to make a motion to reconsider that because I think we should discuss it tonight. >> I think we need to Okay. >> Something needs I I'll resend that. Do you want to So you've rescended [clears throat]
Mr. Cyper has rescended his motion to set the January 20th meeting and do you want to make a motion to reconsider the tableabling of the meeting calendar? I would like to make a motion to take a few minutes to discuss the calendar before we vote on it. >> That's what discussion is. That's part of before we vote. >> I'm just making sure it's that it's >> right. Yeah, of course. I mean you any motion that's on the floor you always have an opportunity to to to discuss it. >> So are you making a motion then to >> Yes. >> basically unt. >> So so we need a second for that. >> I'll second that. >> So this is a vote just to reconsider your tableabling. So if this vote is goes five yeses then you
will have motion number or um item number seven back in front of you for discussion. >> Okay. All those in favor of untabling item number seven. >> I >> those opposed >> I no. >> All right. So the motion passes to put a agenda item number seven, the board meeting calendar, return it to the agenda. >> So we would now need a first and a second and then discussion. >> I'll make the motion. >> I'll second it. >> Okay. Discussion now on the meeting calendar. >> I think we need two meetings a month. a discussion committee meeting as a board as a whole to let the citizens can come in and comment on what's on the agenda or not on the agenda. Then we need a meeting a week or two later to vote on
just a voting meeting on the agenda. The community does not have any input into our board meetings. They need to be able to come to a planning committee meeting and voice anything they want on the school district because there's a lot of stuff that needs discussed. They come to these meetings. The only thing they can discuss is what's on the agenda. If they wait till the end of the meeting, they may as well talk to deputters because we adjourn and we're gone. We need two meetings a month. We need a planning committee meeting of of a whole. That way everything is transparent. There's too many secret deals in this district people are worried about. They don't know what's going on. They can't explain that problems they have with the district. There's a lot of bullying
going on district. There's parents that would come here and talk about that. But it's worthless for them to come because it's not on the agenda. >> Can I >> That's what I'm bringing up. That's why we need two meetings a month. [clears throat] >> When you say committee, are you >> a committee as of the whole? >> Oh, you don't mean like combining like buildings and grounds and all of that. >> We'll just have a you can build and ground certain months, >> but it we're all here to discuss it. It's all out in the open and it's just that's what needs done. People need to be able to have input in this district. That's what's been lacking here for the last eight years. >> So what would be kind of the big ticket agenda
items on that? >> Well, you discussed that and just like for instance last agenda, we had a van on the agenda. We should have discussed that as a board a couple a week or two before then put it on the voting agenda, not just have it out there and then we discussed it two seconds before we vote on it. >> I'm glad Mr. Graia he tabled that which was that was what we should do. Would we still have the committee meetings separately? >> You could have the most important ones separate, but you you need to have a lot of committee meetings as a board as a whole. So everybody has input. >> How does that work? >> So if you do a committee of the whole meeting, essentially what that what you've decided is you're
not going to have individual board committees that are made up of a portion of the board. Instead, the entire board sits and and addresses each of those items um you know divided by section. You can have discussion meetings. I mean there's different ways that you can do it. Some boards will discuss well we'll will have one month where they discuss say buildings and grounds and athletics and then following month they'll do education and something else >> and you can still have your chairpersons for that committee but they will run that portion of the discussion meeting. That's certainly one option. Yeah, [clears throat] >> if that's what needs done, you need to ask the public. Does that need done? Meetings out in the open discussing everything >> is now as a solicitor. If we would do
two meetings a month, is a solicitor necessary for >> I'm sorry, >> the planning meeting. >> So if if we did two meetings a month, is a solicitor necessary for the planning meeting? >> That's up to the board. >> No. No, >> but how does that function if you have book? >> I I mean if you have a quorum of the whole board there and a solicitor I'm just trying to understand the semantics. >> Obviously I I'm not looking to add another date to my dance card. But I uh I I I do wonder whether or not you know I mean frankly if you guys were better behaved I'd say I don't have to be here. But, you know, it's uh it's not the case. >> Another item that needs discussed is the starting times.
There's a lot of people can't get here at 6:30. We need to have the meetings at 7:00 because the voting meetings aren't going to be very long. You're going to come in, you're going to vote, you're going to leave the planning meetings and they will be a little longer. >> What time would you start the planning meeting, Mr. >> 7:00? We should start all the meetings at 7:00 to give people adequate time to get here if they want. We always have this executive session at 5:30. We can have the executive session after our planning meeting. We don't have to come here so early. It's hard for a lot of people. There's there's probably people on this board have a hard time getting here that early. And there's some people that would like to have the
board meeting moved to Thursday so they could get here. I just it worked in the past and then it was changed. I think I'd like to make a motion that we start them at 7:00. Two meetings a month like maybe the first Thursday and third Thursday of the month or first Tuesday, whatever the board agrees. But I think that's what needs done. We need transparency in this board. We need to be open discussing everything in front of everybody. These little committee meetings, a lot of people don't come to them. They don't know what's happening. Do >> you think more people will come if it's like a twice a meeting? >> Oh, yeah. Twice a month. Come at a normal hour, 7 o'clock, right? [clears throat] >> When can I ask what would be different? People
coming to a planning meeting versus who comes to this one >> because the planning meetings that you would have track of who's here because it's going to be videoed. A lot of people don't come to committee meetings because a lot of them felt it's worthless because they can say something and it never gets on any at least if they're here and they can come here and have a citizens comment before the meeting on different things. We can discuss what they're talking about. We can make the agenda and we vote on it >> and we >> but there's >> we definitely have to have >> typically you wouldn't you wouldn't make your agenda based on what citizens come. you have a citizen come and does a comment about something that's dear to their heart or a
problem they have, we're going to be here as a board. We can discuss it. >> Well, normally >> if it needs addressed, then we can put it on the agenda and address it. It just doesn't fall on deaf ears. >> But normally, you would ask your administration to look at that since those are the people that you've employed. >> There's a lot of people that have tried and they can't. I get a lot of calls, people want to come to the meetings, they can't say anything because it's it always shut down. It's not on the agenda, they can't speak. No, there's there's a portion for public comment that's not related to the agenda at the end of every meeting. >> Yeah. And that's what happens. They do their comment, we adjourn the meeting, and everybody
leaves and it falls on deaf ears. Nothing's ever said about it. We're not discussing it. At least if they're here before the meeting, we can discuss it and put it on the agenda if it's needed or look into it. >> If [clears throat] we do go to two meetings a month, there's obviously going to be an increased cost as well. >> Not really because you don't have a solicitor. I don't see how you could not have a solicitor though because it's clear that >> without him here there would be a problem. Three times tonight he's had to interject and straighten it out. [clears throat] >> And we also would have we also would have additional advertising costs. >> So I guess that's a consideration is the cost the increased cost of solicitor. I don't I
don't think you can have public comment. I personally would not feel comfortable having public comment without the solicitor here, especially if it's something you're videoing because we did establish that, you know, the the solicitor would be the one who would identify any violations of FURPA, HIPPA, or any personnel things that would occur at a meeting. So, I don't really think we can have a video meeting where we're letting the public or members of this board speak >> without the solicitor here to monitor that. because even with the solicitor here to monitor that >> everybody always says they're here for >> my child's my child's information was disclosed. So I think that we cannot have a second meeting without the solicitor here. >> This board's always saying they want to do something that's right for the
kids, the school district and taxpayers. Well, this is a chance for us to show our hand. We will let we will have a planning meeting. We need to discuss certain things. I mean you have to have them. If it doesn't work, switch it back next year, but try it. So, Mr. Olsson, on your point on the citizens comment at the end of the meeting is too late. If we move [clears throat] the beginning citizens comment to not necessarily agenda items, would that help eliminate some of that? >> Yeah, my concern is and it's it's been my I guess my soap box for a year or two is how to get things on the agenda even as board members. It you know because I know citizens come up at the end and they want to talk
about something. Well, that wasn't on the agenda. Somehow we have to have a find a a better way to get items on the agenda because I understand that like you and Dr. Boon make the agenda up. But how do people get those things on the agenda? They're concerned. They want to get things on. I mean, sure, they can contact us as a board individually or through the email process, but I think there has to be a documented way that they request something be put on the agenda. I mean, I know even as a a board member, I was frustrated last year because originally we come up with a way that we're going to get three three people, three board members sign, then we because of I guess PBSA, they kind of trashed that out. And
I we used to have a I think we should have a way for people to get things on the agenda, whether it be board members or the citizens, myself, and I don't know the answer to that. I mean, believe me, I don't want to spend another night here each month, but we got to find a way to get more, you know, more clarity and more, you know, more input from the community. >> If we moved public comment to the beginning of the meeting, >> you could do that. You could So, there's there's a couple of tricky things. You could have all the public comment at the beginning of the meeting, both agenda related and non-aggenda related. That's certainly permissible. Your only issue um with regard to hearing public comment and then adding things to the
agenda is that there was an act a couple of years ago by the legislature to essentially restrict what you're able to add to the agenda inside of 24 hours. And so you can only add things that essentially don't cost money or that are emergency related or which arose in the 24 hours prior to your meeting. So, it makes it a little bit harder, but you're always allowed to add things that essentially ask the administration to look into something. You know, if the board, if you learn about something, if somebody comes up to the podium and says there's a bullying issue or whatever, you could make a motion, even if it's not on the agenda, to direct administration to look into the bullying issue or whatever. So, it gets a little bit tricky. Um, I I
guess the other thing I I was thinking, Mr. Olson is your policy 006 governs your meetings and I I don't recall exactly what the process is that's set forth in that policy concerning getting items on the agenda but but one of the things that that I think any board member could do or the policy committee could do is look at that and see whether or not that reflects what you what you want that to look like. >> Yeah, I know PBSA changed that last year somehow. They changed that. Yeah, they probably had some >> I think we adopted it in 06. I think we adopted what PBSA was saying and I it it kind of to my to my I thought it kept kind of clipped our wings on be able to put things on
the agenda. I think we need more clarity on how to put things on the agenda. >> And they may have just recommended that change as, you know, a a an edit for what they consider to be good practices, but it might not have had anything to do with a legal opinion. Do you know what I mean? So I I I don't know of any legal reason why why a more restrictive version would have to carry the day, but you know, again, we could look at it. >> So public comment in the beginning of the meeting would not give us the ability to add an item that had money involved. >> Spending money, right? Unless unless it's an emergency that arose within the last 24 hours. For example, if you you know you have to release
the board has to release its agenda 24 hours before this meeting to the public. If after you release the agenda, the roof collapses and you need to authorize an emergency expenditure, you're allowed to do that because that that arose within the 24-hour meeting. >> But it would give us the ability to discuss the items. >> Sure. and plan them for the next meeting with >> the guidance from the >> Yeah. >> as opposed to having two meetings where we're doing this and spending taxpayer dollars to just talk about things. >> Sure. Because and the way that that what you're describing the way that could play out is somebody mentioned something and um again I'm I'm just considering what how you can make this work without making your administration unhappy. But somebody comes to the podium
and expresses a concern and the board wants to see that addressed, you could essentially add a motion to the agenda to ask administration to review this and come back with a recommendation or come back with an item on the agenda at your next meeting. That's completely permissible. that that complies with act 65 because you're not spending money and you're directing administration to do something and and essentially, you know, report back or put something on the agenda for your next meeting. >> It would also give the ability for board members to hear concerns about uh items that we're voting on in that meeting. >> Sure. Yeah. Because anything you're voting on at that meeting, there has to be an opportunity for the public to comment before you take the vote. So would we I'm thinking from
a policy standpoint. We have citizens comments. If it's something we can add to the agenda tonight, per se, we can do that. If it's money related, something like that, we would need a process, maybe a standing vote of, hey, we can make a a motion to add that to next month's agenda, and we can vote as a board now on those items. If someone wants like say a citizen brings up something, we want to address it. Mr. Thomas says next meeting I make a motion to add it to the agenda. Can we have a standing guess agenda item? >> We're outside of the 24-hour window then. So >> yes. Yeah. If it's not something we can address tonight by adding to the agenda, can we have a standing agenda vote to add items to next
month's agenda then? >> Yeah. I I mean it's almost like a new business type thing that would be at the I guess at the end of your agenda, right? Because you would you would go to new you would go to new business and and discuss adding it to the agenda of the next meeting. >> And I'm not downplaying the ability for people to be able to add things to the agenda, but I think there has to be a process because if you have 30 people stand in line and the first person says, "I'm here to talk about miniature ponies." And we're like, "Okay, we're going to put that on the agenda." And then the next person's like, "Well, I'm here to talk about the playground at at [clears throat] the primary center. Okay, are we
going to add that to the agenda?" And then the you know, it goes on and on. >> Strict time limit to your point. >> But I think that when you just say like any one person can just bring something and add it on to the agenda. That's sort of opening up a a can of worms to there being no order to a meeting that >> No, but at the end of the meeting, if we feel as though something that was brought to our attention, we would then you yourself would make a motion to add that to >> new new business. >> Yeah. I just >> And then five of you would have to five votes for it and then we discuss it. >> If it's a monetary item, it gets to the next meeting. Don't
we have something in our policy already that limits the number of public comments and the time? I thought I saw that somewhere in our policy. I think we have a limit number of people. >> We have a time limitation >> and I think of I think we have a number limitation too. So to Mrs. Guy's point, we can't have 30 pe 30 or five people. I whatever the number is. >> Well, I'm not going to be the one to tell the 35th person they can't speak their >> Well, but they opinion, but >> obviously they probably have most of them have the same subject. So they could get a speaker to speak for them, >> right? >> Can I say something? >> Absolutely. >> Clarify for me that when you have citizens comments right now,
they can only comment on an item that is on the agenda already. Is that correct? >> So you have right now two sections of public comment. And that's that's a typical >> Please answer my question. At the beginning of the meeting, at the beginning of the meeting, we have citizen comments. >> Correct. >> Those comments are limited only to items on the agenda. Is that correct? >> That is presently. Yes. >> Okay. >> Currently. >> So, we're talking about changing them. >> Okay. Okay. This is my 15th year as a school board member. In my 11th one here at South Morland. All the time. For as long as history goes, this school district has had two meetings a month. a planning discussion meeting that is open to the public for for public input and then
a voting meeting that is usually very short because it only conducts the business that is placed on the agenda. Right now in this entire school district there are only two people who can put something on the agenda. Two people. That's the way it is right now. >> That's not true. >> That's a miscon school district is more than two people. I have sat and for the last three years I have watched the public denied the opportunity to bring issues before an entire board. Yes, they can call an individual. That doesn't do anything. It is the ability for the public who own this school district. They pay the taxes. They're their children. They have the right to uh give information and receive information from this board as a whole. That has been denied to them for
approximately three years. But that's what we're talking about doing. >> Well, but if you have two meetings, the first meeting, which will it can be long, it can be short, but it gives the public the opportunity to come in and speak, not on a predetermined agenda, but on their agenda. The public has an agenda. They have a right to give that. >> This would give them the ability to do that. If there's two meetings, >> even with one meeting moving the public comment to the beginning, because if you're so moved to make a motion at the end for new business, you can make a motion to speak to what they're speaking about. >> There's nothing on this agenda that says new business. I I'm sorry. >> Not talking about adding it. >> We're talking now
about it. >> The decision to make to limit that first public comment session to agenda items only, that's a board decision. So, the board can choose to make that agenda and non-aggenda items. I mean, it's it's not >> I would welcome that with open arms. >> So, I think we're going to wrap this up. Basically, I'm seeing two trains of thought. One one meeting per month. Open open sorry, open comments in the beginning. You can talk about whatever you want to talk about. Is that what you're thinking? >> Yes. And if you're so moved to make a motion during the new business portion at the end, you can do that. And that gives us that ability without spending taxpayer dollars. How do you get around the TW the pre uh pre-notice to the um public
that it's going to be voted on? >> You're saying it's not going to be voted on. It's going to be voted on at the next meeting. >> Well, that's not what he's saying. >> I think it >> So now you're saying we're going to push it to another month. >> That is people want to do something and have it pushed for two weeks and then have us vote on it. They don't want to have it pushed a month. >> So it's the extra two weeks that's the problem. >> No, we have two plans. If we have a planning meeting and a voting meeting, then that's there's two weeks in between. >> I'm just trying to save taxpayer dollars. >> Maybe there is, maybe there isn't. I mean, it's >> your your issue is is partly
with the legislature for enacting Act 65, which says, you know, as we've described that you're limited in what you can add to the agenda for that same night. I think that's what what's been described uh by Mr. Thomas is essentially a procedure by which you kind of restructure your public comment so that you could still hold one meeting and allow for meaningful public input and the ability to to direct you your administration to look at things and and if necessary and practical to add them to the agenda for your your next meeting. >> And that gives transparency to the board and the public can go on the agenda. So that moves that information four weeks down the road. >> So I think at this point we need to just basically have a straw vote to
see is the majority of the board in favor of two meetings or one meeting and then discuss from there because I think those are basically summing up the two choices that we're facing at this >> best >> at this point. I mean we can discuss the pros and the cons of all of them all night long but I think that's essentially the what it boils down to. At the last meeting, I asked if I could ask a question about education, and I was told no, it's not on the agenda. But yet, there's an agenda heading on there. I was denied the right to ask a question about the educational program in this school district. >> And we're talking to change that now. So, let's take a Are we able to do a straw vote or
>> Yeah. I mean, you can just And this isn't a vote on the motion. This is just a vote to give the board some direction internally about where you're headed. I think we should. >> Yeah, I think that's >> all right. Well, they're not formally voting on this yet. They're just voting on All right. >> Yes. >> And we've not had a public comment yet at this board meeting. Correct. Okay. >> So, and can we we need a motion to open public comment? >> No, I mean I think right now if you want to let the public comment on this proposal, you can do so. I >> I'd be open if you mind coming up to the the microphone. So, I'm Rhonda Hamrock and very long story short, I sat on this board and we
did always have a work session and a voting meeting. [snorts] Um, and Mr. Greyback is very well aware of this. So is Mr. So is Katherine Fight because they all operated under that opus for many years. You don't get 35 people coming up here asking. You typically maybe get a group of parents that are upset and they're smart enough to elect a person to speak on their behalf to their issues. Um, usually it does not involve money, but the most important thing that I would like to see you do this for is taxpayers elect members, not three, in committees who come back and then tell the other six members, let's say it's three and six, whatever. what the point of the taxpayer is. I think it's very good for elected officials to always as a
group hear from the people that elected them to represent them. [clears throat] I think it's very important for us to all remember the structure of a school district. Schoolboard members are elected to represent taxpayers. administration and teachers are in charge of education and organization of your school. When you begin to eliminate, and I think that's been the problem for the last eight years that I've seen, when you went to committees, all nine people never really got to hear the passion of some of the pleas or they were not heard or they couldn't get on the agenda. And it started to get bad. And I don't know if anybody even knows this. This was all started under a different superintendent because he was not capable of doing his job. The president designed all of this. And
good for her for doing it. She was actually helping the school district at the time. You don't need that any longer. That's why all that changed. Richard, do you remember how many times did we ever have 35 people at a board meeting speaking? So, I just want to remind you that that's the board member's job. You represent the taxpayer. Of course, you care about education. Of course, you care about your children. You care about other people's children. But you can't keep denying taxpayers. Please consider a true work session meeting where we get to actually watch you have real discussions. Hear your thoughts. Helps me determine who I want to vote for in the next election to be quite honest with you. So, please consider two meetings. Get rid of your committee meetings. I I think
that is very unfair to bring real data of the local taxpayer to three people and have them just say, "Well, this is what we kind of think. Please vote our way." That's not good for taxpayers. Thank you. Thank you. >> I just have a public comment that it is very warm in here. >> It is extremely warm. So, are we going to have a mo a straw vote motion? >> I believe Mr. Kefir would like say a few words. >> Mr. Here's what you're defending. Um, when we come into the meeting, [clears throat] you have a discussion and then we find out what a discussion disclosed and what it all entailed and then you vote and that's over. You could say, "Well, we can come up at the end of the meeting and we can
raise a pertinent point and you can say, well, we're going to go back and like we just got done doing here, go through the circus of rescending the motion and all that stuff." But the you know, that's that's leaving me out of the process and I'm not going to go that far. And what else you're just leaving out, Mr. Yutsy, is we have to digest these things. You know, when you come up here and you have a meeting, I can't comment because I haven't heard the discussion. There's no discussion after before you vote, which you took out. You all are aware of that. We had four comment periods and now we're down to two. Then there's no time for the community to look at home and talk to each other and for the knowledge of
the community to come up and say, "Hey, why didn't somebody say this?" So, if you want to keep the if you want to keep the the tight the tightness down and keep it, you know, between neighbors and everything, then go ahead. >> Anyone else wanting to make a public comment on on this? >> Can can I say something? >> Absolutely. >> So, I I feel like what Mr. Thomas was saying compared to what Mr. recip was saying are kind of two different things. I think Mr. Thomas was saying um to allow the public to come up and possibly put stuff on the agenda in a nutshell, but I think Mr. was saying he doesn't feel like we have enough discussion before we vote, which is why I think that's his point. So I think we're
talking about two completely different things and not addressing what Mr. why Mr. is saying that we need two meetings. It's just kind of like you're you're told what you need to vote on, you have 10 minutes to have discussion, but then what if tomorrow you're like, "Well, I didn't think of that yesterday." Well, you already voted on it, so it's done. And I think that's his point. >> So, it's a two meeting. >> Well, I mean, I'm just saying I think they're talking about two different things and like I don't know how do you vote on that because he's talking about one thing and he's talking about something else. Well, yeah. I think that's where we are right now is where I [clears throat] see it is we're at the crossroads of one or two
meetings and then from there we can refine what that looks like is how I see it, I guess. >> Okay. >> Can we get a can we do a mo a vote on two meetings? Start by doing that. >> Yeah. And I think um as it was proposed, it's just a straw vote so that you can kind of figure out where you are on on the fundamental question of one vote, one meeting versus two and then figure out what the what you want either th that one meeting or those two meetings to look like. I just want to say that [snorts] from a taxpayer standpoint, we are giving I I am asking for the ability to hear out your thoughts prior to our starting our meeting. [clears throat] It's really no different than having a
second meeting except we can't add an agenda that would cost us money. discussions ever. >> You guys would start though. >> I'm sorry. We We really shouldn't. >> We need to We need to do a vote. >> Yeah. Let's go ahead and do a a straw vote. >> I have a question before you start. Can you give me one example of something that's been put on the agenda that was brought up in a public meeting by the people who were here? One example. Dr. Fe, I do work for 12 school districts. I I'm not really aware of members of the public. Sometimes they'll come to the podium and say, "We'd like someone to look at something or we have this proposal." and the board will ask administration to look at it. But I I'm just
not it's not a typical practice to to see the >> That is correct. That is correct. It never happens. >> Anywhere. >> Call for the order of the day, please. >> Okay. Let's go ahead and make our straw vote. Can we do a roll call? Either one meeting or two. >> Let's let's vote on two meetings first and then then we'll go from there. Do you want to vote one and two now or you want to just vote? >> Yeah. S just like do a roll call and and if if you want one meeting, say one meeting. If you want two meetings, >> and if we're going to two meetings, we're eliminating committee meetings. I just don't I don't >> I don't want to vote yes for being at four places per month for meetings.
That's a lot of meeting. >> We'll have to work out >> this time. Yeah, >> let's start with either one meeting or two meetings. >> Okay, say one or two. Mr. Y >> two >> Dr. F >> two >> Mrs. Guyire >> two >> Mr. Graia >> one >> Mrs. Moore >> two >> Mr. Olsen >> two >> Mr. Thomas >> two >> Mr. Oiper >> two >> M Mr. Alexander >> two >> 8 to one >> okay could I make a motion here that we have two meetings a month we need to determine the day and the starting time >> hold on >> I need we need a poll on a starting time >> I think we just need to amend because are we even voting or what are where are we >> so
right now you have a motion the original motion only count only has one meeting a So you have to figure out what day of the week, which week, you know, you have you have many things to vote here to add. >> So would it be appropriate to make a motion that we redo this calendar? >> We would need to set a January meeting. >> You set the January meeting and then redo the calendar beginning in the month of February. >> Can that be a motion? I'd like to make that motion then. >> So your motion is to keep the January 20th meeting. >> We will have the January 20th meeting and between now and then we will recon reconstruct the meeting dates. >> So you'd be directing the administration to bring a calendar of two
meetings a month from February on. Correct. >> And you know I have had people tell me that Tuesdays are not convenient, Thursdays are not convenient. you're going to have people that aren't going to be able to be be there at whatever day you choose. >> I understand. I understand. But like I said, this is my 11th year on this school board. We met on Thursday night for 11 years. >> But um it was changed. It was changed and that's okay. I mean, I think everybody should have an opportunity to give their input as to uh what what those dates should be before that calendar is finalized beginning in February. >> Okay. So So we need a second of Dr. F's motion of keeping the January 20th meeting and having the administration then February on have
two meetings a month. >> I'll second that. >> Okay. >> Any discussion on that motion? >> So, we're just going to have a meeting in January. >> When will we determine the starting time and the date? When? At that meeting or tonight? >> They need to know the date and the time to have the calendar ready. >> I mean, what I would recommend you do is just so you have another meeting that you vote on Dr. FS motion and then why don't you have informal discussion about what starting time and and you know what day realizing that administration's going to need to go and do more work and look at >> they'll know the date >> they're going to need to look at whether or not there are conflicting school activities they're going to [clears
throat] need to look at you know >> holidays >> a bunch of other things >> we can give them our preferences and yeah let let them work the calendar then >> when you look at the calendar some of these dates may fall on the 4th of July or something like that, you know. So, we would have to consider the entire package, time and date, two meetings a month beginning in February and redo this calendar. >> Yes. >> Okay, that's a motion on the table. Let's do roll call vote again. It's keep the January 20th meeting and we're directing the administration February on for two meetings a month and to have a calendar ready for the January meeting. >> Want to do yay or nay? >> We we could do yay or nay. All those in
favor? >> Yay. >> I opposed. >> No. >> Okay. The motion carries. >> So then um you still have this motion that you had reconsidered with the board meeting calendar. Um and I think can we just for the purposes of your minutes consider Dr. Fe's motion to have amended that motion. [laughter] >> You know what I mean? I >> you got us. We >> I don't know what else to do with that loose end. So, so now you can move on to >> Wait a minute. >> Number eight, signature authorization. The board has asked to authorize. >> When are we going to discuss the starting times and the dates because they need that before January 20th? >> We'll write those down and give them to the administration to collect to go through. >> We're going
after the meeting. We can have an informal on You should have it in the open so that people will know what have an idea what's coming. >> Saying that, >> well, we'll publish that. >> Well, they would like to know that. >> Are you saying there's no input except his for this calendar? >> I mean, what? No, I'm saying all of us will give input. >> We should discuss that. >> Can I ask for a straw vote on the starting time at 7? >> Yeah, >> we need to determine the starting time. >> I'm comfortable with that >> when while we're in a public. >> Okay. >> We need to determine the day of the week and the starting time. Well, let's do a straw vote around then. >> What time do you want to
start executive or do you want to do executive back? >> Executive should be after the meeting. >> So, if there's anything we need to discuss from the planning meeting, we'll have executive session. >> I'm sorry. >> We can have the executive session before the voting meeting and after the planning meeting. >> Before the voting after the planning, >> right? Because after you got a planning meeting, you might be discussing some things in personnel or something. You got an executive, you adjourned an executive session. Just so I understand, going to two meetings a month, there will be no executive session for the first meeting. There would only be an executive session before the voting meeting. >> No, there'll be an executive session after the planning meeting. We'll adjourn to executive session to discuss anything that's personnel
running to put on the next on the voting agenda. >> And then the >> if anything arises between then, we'll have an executive session before the voting meeting to discuss that and then put on the voting meeting >> before. So the planning meeting and then executive. Second meeting would be the voting and we do executive first. >> So would you do executive at 6 >> 6:30? >> And you can always change that because you got enough time in advance to advertise it. >> I don't know if you have to advertise the start of executive. Do you? >> Sometimes you don't need an hour for executive session. >> Yeah. I don't know if that's something that has to be advertised or not. >> Can Okay. How about how about can we make it? Can I make
a motion? Let's do planning first Thursday of the month and voting and executive the third the third. >> We have to we're switching days. >> First Thursday of the month is the CWCTC. >> Oh, is it? Okay. >> Yeah. Let's >> first first uh Thursday is CWTC. >> First Thursday. >> C We can't do that because >> it's C CWTC. >> Oh, okay. Let let's give our preference on days outside of this because we're all going to have our own days at work right now. Let's just do a straw vote on starting time. >> Correct. >> Okay. If we can work >> well between now and then we can give suggestions. >> Yeah. Okay. Let's miss Moore. What's a good starting time for you? Proposed is seven. Executive starting at six. >> That's fine. >>
Mr. Thomas, Dr. F. >> Yes, >> Mr. Olsson. >> Me, >> Miss Guyer. >> That works for me. >> Mr. Grac, >> Mr. Alexander, >> I know Mr. Septor is good with that. So, >> okay. So, for the January 20th meeting, >> 7 p.m. Executive at 6. And we'll have we'll give our inputs on what days and all that for going forward. >> Yep. >> And that's on Tuesday, correct? >> Yes. Executive session could change time though depending because that's only a half an hour. >> We we could shorten it or if we start executive >> sometimes we would have an hour before >> we right now we have it set for six. >> Yeah. And then regular at seven. [snorts] >> Okay. Let's move on from the calendar. Finally. Section 8. Signature authorization. The
board has asked to authorize the change of any [clears throat] and all signatures of all appropriate accounts to coincide with the officers elected at this December 2nd, 2025 reorganization meeting. And that notification will be forwarded to the Secretary of State [clears throat] for the use of fastmail signatures in accordance with provisions of the uniform fastmail signatures of public officials act as amended. [cough] >> Some moved. >> Second. >> Discussion. [snorts] All those in favor? >> I I opposed. >> Section nine, committee committee statement. >> Every board member should have received a copy of the questionnaire listing the various committees of the board. Um, is this still >> I make a motion to table. >> Yeah, >> this isn't a motion. This is just a statement just showing that everybody got that if they wanted to
pick a committee. >> But if there won't be Yeah. >> If we won't have committees, we won't need this. Right. Okay. Okay. Then we need to vote the table. >> It's not a motion. It's not a Yep. >> Right. >> Okay. Section 10, call for executive. I need a motion to take us into executive session. >> I make the motion. >> Second. >> All those in favor? >> I posted. >> All right. We enter our executive Heat. Heat. Jack. Hey. Hey. Heat. [music] Hey, heat. Hey, heat. [music] Heat. [music] Heat. [music] Heat. Heat. [music] >> [music] [applause] >> What do you mean? >> [music] >> Heat. Heat. [music] Heat. [music] Heat. >> [music] >> Heat. Heat. [music] >> [applause] >> Heat. Heat. [music] Jack. Hey. Hey. Heat. Heat. [music] >> [music] >> Heat. [music] Heat.

[music] Heat. [music] Heat. Heat. [music] >> [music] [music] >> We're at 7:55 p.m. We discussed personnel items and student uh related items. We are also pulling item F from this meeting's agenda. >> That's donations, safety, and security. >> Yes. Okay. Executive sessions. You got to talk about that. You did that. [clears throat] >> Yep. Citizens comment. >> Citizens comment. This is still agenda item only. And we did pull section F. Where's at? >> Yeah, that's okay. On next section is personnel. >> Personnel log. The board has asked to approve the personnel log for December 2nd, 2025 as attached. All salaries are included and all clearances are

Then our last section is closing exercises. Citizens comment. >> Thank you very much. >> Thank you. >> Any other comments? >> Make a motion we adjourn. I need a second. All those in favor? I I opposed. Meetings adjourned. Thank you.
