I think You would be better off if you did that. Here. Are you filming? Yeah. Um Okay. I believe you. Thank you. >> Yes, sir, cells. Good evening. At this time, we're going to call the Spring Grove Area School District meeting to order. If you would please rise, we'll say our salute and take a moment for our service. I don't know why they took it down, but All right, that works. Here we go. I pledge allegiance to the flag of the United States of America. To the republic for which it stands, one nation under God, indivisible, with liberty and justice for all. Please be seated. All right. I'm glad to see a full house. This is just wonderful. 002appreciate it. We did have a 6:00 p.m. executive session for our Act 44, which is security and safety and security. At this time we're going to our favorite. Cameron, what is that? There you go. Barshinger Bomb, here. Ramsey Ritz Shear Stein Here. Walterstorff Here. White Here. Wilson Here. If I may, Mr. President, the seating arrangement and the removal of the flag was because we had Keystone testing in here today for students and it's going to continue into tomorrow. So we wanted to get have the less on the burden of our custodial staff for tonight. So thank you for your understanding. Okay, Mike Ritz and Rodney Shear are out for personal reasons. We had announcement or we had a May 18th 6:00 p.m. prior to start for an executive meeting. So at this time we're going
to welcome our visitors and if anyone would like to come up and address the board, you're more than welcome. And so far we have is it Michelle Galvani? Come on down. I don't know. Or is it the one? Is it Pull it down toward you a little bit. There you go. I'm just going to read off what I have um to the best of my ability. Before 2023, the mock trial program regularly competed in colleges, states, and national competitions including the Golden Gavel. However, after funding the for mock trial was cut, participation in special invitations like the Golden Gavel and Empire Classic was eliminated from the programs. In 2025, 24 students from the mock trial program were invited to attend the Angela B. Harvard Seminar. Unfortunately, there were no funds available for the students to
accept this prestigious invitation, nor were there funds to attend the Empire Classic National Competition. Students spent countless hours writing letters, fundraising to raise the $15,000 needed to attend this special seminar. Mr. Baker and I spent the entire summer writing grants that had to be submitted either by the school district or the Spring Grove Area Education Fund. We asked the school and the education fund to review and submit more than 10 grants. The education fund submitted only four, and we received just one grant for our efforts. Despite these obstacles, the students came close to raising the necessary funds for the Harvard Seminar when mock trial funding was cut yet again. Understanding the value of the program and wanting future students to have the same opportunities, the mock trial students voted to use part of the money
that they raised for a prestigious event to allow the following classes to have the same competition rigorous season. Once again, with the help of Mr. Breaker and myself, the students rallied to raise $15,000 needed because Harvard extended our invitation for 1 year. Once again, however, the board viewed that hard-earned money raised by these students and parents for a special education opportunity as justification to cut mock trial funding again. Mock trial students and parents attended board meetings to express the value of the program, the significance of the opportunities being lost, and the frustrations of repeatedly being told that it doesn't matter what you do, you're going to have to raise the money yourself. This is a class, a class that requires them to compete at a college level. This is a class that has earned these
students prestigious invitations. And yet, we don't have the support needed to follow these students' dream. We're not even leading, they're leading us. They're giving the example of giving up money that they raised for these invitations so their fellow classmates can continue. In essence, the message being sent to these students is that they must not only pay for prestigious opportunities and invitations, but for the actual class itself to maintain the vigorous requirements for every grade level. Have you read these letters the students spent hours writing? Or do you simply see a money in an account and decide they can fund the program themselves. Mock Trial cannot [clears throat] independently apply for Ready to Learn Block Grants, PA Smart Advancing Grants, or the EITC or OST programs. Even as a 501c3b, these grants must be submitted through
a school district or the Education Fund. These are numerous Pennsylvania grants available, but without support, we cannot even apply. You have 1 minute remaining. The district continues to discuss declining test scores, the loss of federal funding, and budget hardships. Yet, it fails to invest in the programs that clearly motivate and challenge students. Have you considered the test scores may be dropping because many of your highest-achieving students are scheduled into multiple demanding classes at the same exact time? Students are expected to manage overlapping AP, honors, and college-level courses simultaneously, often forcing them to teach themselves materials that they physically cannot be in two places at once. At the same time, the district continues to cut funding for college-level and enrichment programs. What message does this send to the students? What are you supporting? Students spend money,
spend hours, spend time to reach their education opportunities, to reach their goals. I have several letters, not only just the ones that are submitted in the grants that the education student voices. This is from freshmen, this is from your classes, and this is from college students that have passed. And I have one letter that is going to be submitted that I really think you do need to read because this theme this year for our Mock Trial students is clear. Michelle, your time's up. Thank you. Can I leave with one thing? This year's theme is changing lives and making a difference. Spend the time, read these students' letters. Make it right. All right. Thank you very much. Uh we have Elizabeth Duncan. Did Did you want to speak or No? Okay. We'll put you as a
no then. Okay, is there anyone else that would like to come forward, have anything else to say? All right. Moving on, we have uh student representative report, Cameron Little. Thank you. Hopefully you can hear All right. Shouldn't have to touch it. Thank you. All right. So, at Spring Grove Elementary, the SGE curriculum fair was held on Wednesday, May 13th. So, this year, we are excited to announce that the boys volleyball team has earned the All Academic Team award for the spring 2026. So, congratulations to all of our athletes. Students from Spring Grove Area Intermediate School earned top honors at this year's York County Envirothon competition competing against 47 teams from across the
county. The school's sixth grade team, the school the excuse me the Spring Grove Salamander Squad earned first place in the aquatics category and was named the overall competition champion. The fifth grade team, the Spring Grove Deciduous Deciders also had a strong showing earning second place in current issues for survivor survival skills and finishing seventh overall. As the overall winner, SGI will receive the Envirothon championship banner to display in the building until next year's competition. So, great work to those teams. On March 6th, the district was monitored by the Pennsylvania Education for Youth Experiencing Homelessness and our policies and procedures and programming were all reviewed. Dr. Ludwig, our district homeless liaison, Chrissy Kenny, home school visitor, and Shannon Engle, social worker passed the monitoring with flying colors. So, great work to all those folks. I know
that monitoring process is not easy. Finally, our own before I get to our retirees and our recognition of retirees, our own Officer Hein recently participated in the Police Unity Tour's 30th anniversary ride, which was a five-day bike tour from New Jersey to Washington where riders raised over $2 million in support of fallen officers. The group started in New Jersey with approximately 800 riders and by the time they left Annapolis for their finer final ride to Washington D.C. over 4,000 cyclists were riding together. >> [clears throat] >> Officer Hein shared that as they entered the the he could hear the bagpipes playing and the streets were lined with many people clapping and cheering them on as they made their way through and met with the wives of fallen officers. Officer Hein shares his thanks to everyone
for the outpouring of support, love, and prayers from the community. He said this was one of the most emotional and special experiences he has ever experienced. So, thanks for sharing that, Officer Hein, and thanks for your time in going there. So, to our retirees, I see lots of you, many of you who are in the audience. H, student assistance program agreement mental health, approval to continue to partner with True North Wellness Services to provide student assistance program as listed. I, student assistance program agreement drug and alcohol, approval to partner with True North Wellness Services as listed. Additionally, based on executive session, I'm adding item J. I'd like to make a motion to enter into agreement with a private vendor for purchase of a
cybersecurity system as discussed just now in executive session at no additional cost to the district. Mr. Ink, would you like to mention anything else? Thank you. Um just that we um feel we have a couple products that are not meeting our needs from a cybersecurity perspective. Um and this one uh coupled with some additional savings out of next year's budget will offset um the cost of this. So, it'll be a cost-neutral swap. Thank you. And based on this addition, we will also open it up to public comment if there is any. Seeing none, so moved. >> [clears throat] >> And then I have a question, not about that. Um Mr. Zap, if you'd be willing to provide any insight about the meetings that you had, I think that you were going to have between mock
trial and yourself. Can you give any insight as to how that meeting went? Yes, uh Mr. Washburn. So, uh just for clarification, uh we did have a um a a meeting with various folks, uh um uh superintendent, myself, um high school principal, Mrs. Leppo, uh members of the Mock Trial uh the advisory, Mr. Baker, Mr. White, um and very good meeting. Uh first of all, very good meeting. Uh it was one of those uh one one of those meetings where I feel like there was uh a a lot of discussion and then at the end of the day, really good compromise from both groups. Um we did a one-page summary that you have at your at your seats. I am not going to go into uh into the specifics, but we gave a definition of
basically what is Mock Trial because there was a lot of confusion. Is it a club? Is it a Is it a course? What's required? Uh so, we wanted to kind of uh give you an overview of that as well as what the program uh currently how it is currently structured, what those existing funding sources are. Um we also um in um in uh uh communication and collaboration with uh with Mock Trial, uh spoke to um other districts and we wanted to make sure that we were um uh comparable um to the amount of teams you've heard heard uh that, you know, we we send four, other other districts may send one. So, we wanted to make sure that we were comparable, but also at the same time, uh we had mentioned consistency across the program.
Um we also then on the second page, uh talked a little bit about what their funding request was and then at the end, we put an executive summary together. So, basically what we did was we're proposing restructuring the the program, um and we wanted uh make sure that the program is sustainable for the future. Um uh we wanted to make sure that we're in alignment with with other clubs. Uh we're not going to just stop here. We're going to we're we want to make sure that this work continues for all um for all either extracurricular activities, making sure that all of our our clubs, any type of extracurricular activity, co-curriculars, we want to make sure that we're looking at all of them. So, that's one of our goals with Dr. Kirkpatrick working with her and
looking at all of our groups and making sure that we're consistent with all of our groups. I think the one item that we want to make sure that we're also most proud of, too, is we recommend the creation of the an academic booster club. One of the things that we heard from the group was their difficulties in fundraising, making sure that, you know, for example, one of the big or one of the terms that you you heard and even heard tonight was the 501c3, making sure that we can create something where those groups, especially the mock trial group, can make sure that they can find raise and making sure that they can fund raise in other areas than just going down and having like a local car wash. It's something a lot broader. So, um
I don't You have that memo there or I mean, you have that the one-page outline. If I can answer any questions tonight, let me know. I know the high school principal is here and Mrs. Leppo, all three of us together, we attended, but we can answer any questions that you may have. Just quick clarification, the the summary that was agreed upon by all parties present? Correct. Yep. Thank you. Great. Okay. Any other questions? Camp? Bold? O'Call. >> [laughter] >> Ramsey? Arshinger? Yes. Watersdorf? Yes. Baum? Yes. Stein? Yes. Wilson? Yes. White? Yes. Well, thank you, everyone, for your vote. And at this time we are going to have another executive meeting Um, for build No? I was not going to call an executive session. I was just going to ask a question. Okay, I'm sorry. Go
ahead. Is there anybody here that is not going to the buildings and grounds meeting tomorrow? Um, as we talked at the last meeting, we're going to have conversation about the road either tonight or text me or call me tomorrow, please. I would like to know a desired dollar amount that people would like to stay under so we can create a more clear target with the people that we're working with. I would like that information from all nine so we can set it up for success and not waste our time. So, either get me tonight or call me tomorrow before 4:00, please, so we can have an effective meeting tomorrow. All right, well, thank you, Ben. Appreciate it. Uh, buildings and grounds, that's just for information only. Uh, policy, Doug Stein. Policy for actions requested. I

Uh, item C, donations acknowledgement or acceptance of the attached list of donations in accordance with board policy 702. Item two, acceptance of a tree donated by Mark Hall as a tribute to a former student and athlete of Spring Grove Area School District to be planted adjacent to the softball field. So moved on policy. Second. Any questions? Ramsey. Williston. Yes.
Watersdorf. Yes. Barshinger. Yes. Stein. Yes. Baum. Yeah. White. Yes. And before we sign off, I'd like to uh myself and the board thank everyone for their uh donations. We have Mr. Ramsey, software design, Christopher Gerwitz, Kevin and Karen Baum, Touchdown, uh Greg Gregory and Celon Baum. Is it I say that right? Celine? Celine? >> Celine. Margaret uh Schleiter, American Cone, Carter Forry, Carl Stremel, and the uh Guitar Spot. So, thank you all very much for your donations. Truly appreciate it, and they all have gone to a great club or a Yeah. program. So, thank you. Okay. Uh we have personnel, Mrs. Wilson. Okay. Personnel board actions requested. Letter A, resignation. Letter G, extended school year support staff, approval of the following support staff uh, to facilitate the 2025-2026 um, end of school year program as listed. Um, finally letter
H, athletics, approval of the following coach for the 2026-2027 um, as listed. So moved on personnel. Any questions? So, I I I just have one question in terms of the end of school year personnel um, we What is the end of school year? What So, what does that look like? What are we What does that program look like? Is that for recovering credits and is that or is that summer school or >> Yeah, are you talking about ESY? Yes. It's for students with IEPs. Okay. So, it's we have to go through a whole process where we determine eligibility and then if they're eligible, there's seven factors we have to consider, then we have to provide that service during a break and that's usually the summer break. So, students have to become eligible and then we
have to wrangle staff to help us um, implement those plans and that um, intervention during the summer. Okay. Thank you. Appreciate it. Um, do we need an executive session? Don't let me. Yeah. Um, should it Does it Does anybody need an executive session for personnel-related items? Okay. Yes. Um, we're on that. It Any questions? Okay. Cameron? Out loud? Mollersdorf? Yes. Ramsey? Dyne? Barringer? Yes. Baum? Yes. Wilson? Yes. White? Yes. And thank you, everyone, for your vote. Truly appreciate it. Congratulations to all the new hires. Okay, [clears throat] moving on. We have curriculum, Mr. Barringer. Curriculum board actions requested. A new and revised curricula, uh, approval of the following new and revised curricula as listed. And the, uh, partnership agreement with Keystone Red Rock Job Corps. Approval to enter into the attached partnership agreement with Adams
and Associates of Nevada through Job Corps programs and provide eligible students with additional education, career, and technical training, and/or workforce preparation skills at no cost to the district. So moved. Second. Any questions? I did have one. Um, and I guess this is, uh, a question for, um, our administration. Um, regarding the new and revised curricula. Um, will the administration have a corrective action plan in place that addresses the full cycle of effective curriculum design? One that prioritizes clear learning standards, sequences them with intention, and aligns assessments meaningfully to them so that our students receive curriculum with genuine rigor, and not simply the appearance of it before the next new and revised curricula is brought forward. That seems like more than a yes or no question, but I Yes, we will be building this work into
