And we're going to take a moment of silence for all of our service members. >> Allegiance to the flag of the United States of America and to the republication under God, indivisible, with liberty. You all may be seated. Okay, at this time we're going to do our favorite thing. Roll call. >> May repeat that. Baringer Balm >> here. >> Ramsey >> here. Ritz >> here. >> Sheer >> here. >> Stein waters >> here. White >> here. >> Wilson >> yes here. >> And Eric is uh away for the evening. So you will not be joining us. Uh we have not had any u executive meetings. So at this time
we welcome any visitors that would like to uh address the board with anything. Okay, moving on. Um, at this time we are going to move to uh board administration. No, we don't have to do that since no one talked. So, we have a student representatives report uh tonight. Join in as Elaine, right? Elena Ziggler will be filling in for Cameron. The floor is yours. Hello, I'm Elena Sigler and I'm here on behalf of student council. 005tonight. High school. We had a great business exploration day on 18 for students to see different businesses and volunteer opportunities after high school. Students took different field trips this month. First was the student lighthouse. Students went to Williamsboro for a leadership day, connecting ideas with Williamsboro students. It was a great way to share ideas on how to make the school experience better. Students also got to visit the Amazon warehouse on 319 where they got to see how packages are shipped and delivered to people all over the country. The musical Anything Goes was a huge success. Students had amazing time putting on a show for the whole community. That's all. >> All right. Well, thank you so much. Very informative. Uh, moving on, we have superintendence report. >> That would be me. Thank you, President White.
Um, Springrove Area School District's Odyssey of the Mine teams had strong finishes across multiple divisions and three of the teams advanced to the state competition which will be in the Poconos this Saturday. Mock Trial also successful. Their team, our team won, will be participating in the Pennsylvania Bar State Finalist Tournament this Friday and possibly Saturday. That means we basically beat everybody around here. So now we have to go to state to find tougher competition. Hadley Lamb, Kiara German, Adah Miller, Brady Myers, Oliver Smith, Jordan Sharp, Jeremy Hilt, Levi Alt, and Ben Tyer. Congratulations to them. They'll be up in the Dolphin County Courthouse starting actually Friday afternoon and then again Friday evening. And if they are successful there, they will move on to the actual state finals on Saturday morning. Um, and this time they
will they will um play uh I guess play is the wrong word, but they will be both the plaintiff and the defense. Um, usually when they go just to the York County, they're either one or the other, but because it's the state finals and they truly want the best of the best, they have to do both the plaintiff and the defense. It's quite interesting. um diving for in boys. A high school junior Elijah Henning delivered an outstanding performance at this year's state diving championships and he earned a six place medal and he is a junior so I know he has some high goals for next year. Congratulations uh in a variety of the buildings in New Salem Elementary. the Ruby project team members and SGE had Pho um or Filelo I think it's pronounced project
team and the middle school students of the month were also recognized in February and again they will all receive letters on behalf of the board congratulating all of them. the design team challenge. Fourth grade students throughout the four K4 buildings, uh, three K4 buildings. Students recently showcased their creativity, teamwork, and problem solving skills in the IU 12 STEM Design Team Challenge. And the competition brought together 28 teams. I believe two of our teams placed in the top five. Uh, Minithon, as many of you know, is coming up this Saturday. It's a huge event here in Springrove. Um, it will be at the high school, but it's sponsored by both middle school and high school students and staff. It runs from 9 to 9. Money raised before or during the minthon will be used by families
experiencing cancer and are direct beneficiaries of the four diamonds fund at Hershey Hershey's Children's Hospital. As we know, several of our families have been and are a part of this program. We wish everyone all the best. Spring Grove is known for being one of the first and most successful Minithons in all of York County. Last year we raised 77,000 plus dollars um during many thon. So good luck to everyone this Saturday. It's quite an undertaking. And since this is my last superintendent report, I have a few additional words if I may. >> Absolutely. >> Thank you. I just want to thank the board and the whole Springrove community for allowing me to be part of this educational leadership team. Once again, over the past seven and a half months, it has truly been an honor
to interact with the students, work with this incredible staff, guided by outstanding leaders, and supported by a wide range of support staff and bus drivers. I'm grateful for having had had the opportunity to transition with Dr. Kirk Patrick for now five days, what seems like 20 to her, I'm sure, and six days, and wish her and the district all the best in the years ahead. I look forward to continuing in my role as president of SGAASF scholarship board and other volunteering opportunities. I plan to follow my two Rocket grandchildren all over the place. Um, one's in seventh grade and one is in fifth. So, you'll see around. I will see you all soon. Thank you very much. >> Well, thank you very much. And on that note, hold applause. >> No, that's what I think.
Go ahead. Applause. >> Don't shut it down too soon, Doug. So unfortunately I have some bad news for everyone. I have an hour and 47 minute presentation for uh Dave Renault. >> We will be executing you for that. >> Yeah. >> Humor. Uh do you have that ready? >> It's ready to go whenever you just saying thank you very much Doug. And the next item is so um I do want to say some words. Um, get your tissues ready. I'll probably uh ball like a baby here. So, Dave and I have known each other for uh some many years and you know uh we do joke a lot and and but as we are professional to each other too. So Dave, you came to rescue of Springrove Area High School District at the most vulnerable
times. We were down and we needed to rise to the community, staff, teachers, and administrators with your willingness to help and stepped in and lift all of us up to a new level and you did not say no to it. Your professionalism is exactly the cure SG needed. Your impact to the board, teachers, staff, and admin have been outstanding to say. The respect you give to every employee is beyond the words of thank you. to walk into a building and get to know every staff member by the first name. To take the time and ask, "How are you doing?" Never rush to make a conversation with someone just to say hello. Something every administrator needs to learn and make their number one priority. Do not use the back door. Use the front door for an
opportunity for a meet and greet. With your wisdom and support, you guided the board in the superintendent search. Your thought your thoughtfulness and making sure we were pointed in the right direction. The board asked and you always answered with your true thoughts, never sugarcoating your answers. With you and Ed's guidance, the board hired an outstanding superintendent. Dave, your everlasting love of this school district certainly shows your true colors of dedication. I we could go on for hours. So, here is my final thank you from the community, staff, teachers, admin, and board members. You came in with a standing ovation, and now it's time to send you off with another standing ovation. Godspeed, my friend. Now, I just have a few more things to say. I do want to say one quick thing. You've done very
well as a board to hire an outstanding superintendent. I've worked with her five, six days, five and a half, whatever. And um she knows people's names. She's visible. She's friendly. She's cordial. does all those things that he just said and I've only known her for a short time. I I do wish her well and I think um because I have vested interest here, I'm really glad that you're here and the board made that decision. So, good luck to you and I know that uh you'll have challenges ahead, but um I can just see already in the short period of time that that you're the right one. So, good for you, Dafany. Good for you. >> Thank you. And thank you for everything. >> You bet. Okay. Oh, yes. So, afterwards, if no one's rushed to
get out out of here, we do have carrot cake if everyone like to stay and participate. >> And a little, you know, goodbye to Dave Renault would be wonderful. >> Did Jenny Adams make the character? >> She did. We y'all need to stay for that. I'm telling you. >> You wish somebody would leave every week, don't you? Well, he loves cake mark. Just kidding. Just kidding. Okay, moving on. Um, so we have correspondents at everyone's desk. They have a uh bowette from uh LIU. If everyone could fill that out this evening and please return it to Suzanne would truly appreciate that. And now moving to York County School of Technology. Mike Yeah, the last month at York County School Technology, a couple highlights. Some students from the construction trade program participated in York Builders Association
home and garden show last month, highlighting many of their skills and some recent projects. Most importantly, they were able to get some many chances to learn from industry experts. Uh we had two automotive students compete in a competition where they placed first place, won uh numerous prizes, including a $10,000 scholarship from the PAAA Foundation. So congratulations to them talented young men. And obviously at our meeting we spent a lot of time talking about the revised budget and stuff that they're trying to get passed. That's my report for York County School Technology. >> Thank you, Mike. Appreciate it. Uh, York, Adams, Accounting, Karen, >> nothing to report. We meet next week. >> All right. Well, thank you. Uh, special committee meeting reports. Um, we have Bill Styles for the YMCA of the Roses and York Learning
Center Joint Authority. >> Thank you. The The YMCA of the Roses met beginning of the month. Uh the YMCA project itself uh as confirmed before that they did they did receive uh temporary occupancy from Jackson Township allowing for deliveries and shipping items and furniture setup within the building. The remaining of the the site work is pending coordination with First Capital Engineering. A press conference was held March 11th to recognize the award of the Echo grant in the amount of $50,000. All three county commissioners and Senator Kate Clunk were in attendance. Upcoming events is food truck event April 24th and Gibb local York is slated for May 1st. Membership update. Spring area school district employees will be designated as corporate members receiving 15% membership discount and a waiver of all joining fees. The signage u for
the for the building is in the hands of Mike Smith and Mark Zap currently working on the signage. Springrove parks and Rex dissolution is in the final stages and currently being handled by legal counsel. Next meeting is scheduled for May 19th. I'm going to roll right into the York Learning Center. Treasures report reflected an ending balance of 2.8 million. And action was taken to have Bob Bryson from Southern York School District to be the superintendent of record. Action was also taken to acknowledge and direct administration of the York Learning Center to advise me members districts of the new funding framework for the facility improvements at the York Learning Center. Current student enrollment stands at 149, including the three students from Springrove. Next meeting scheduled for May 13. We're good. Questions? >> Any questions for Bill?
>> When do they intend to open the Y? >> Do they have an idea? Do you have an idea? There >> there's really no hard date. We're hoping for the middle to end of May at this point. It's been this site work has been delayed. There's some coordination that's being done between the contractors and the and the civil engineer. >> Will we be able to move in before that though? When when can we move in to the to our part? >> We we're slated to move in sometime over the summer. >> Any other questions? All right. Well, thank you, Bill. Appreciate it. Okay. Do I have approval of official minutes for February 23rd, March 9th? >> Second. >> All in favor? I >> I >> All right. uh treasures report, Jessica. >> Yes. Thank you,
Mr. White. All right. So, the treasures report for month ending February uh 2026. Uh in our general fund, the total is uh 29.7 million. In the nutrition services fund, we have 1.4 million. Capital reserve total is 1.5 million. Bond fund total it stands at 7.9 million approximately and the student activity funds total is 190,000. So moved on the treasury report. >> Thank you. >> That roll call vote. No, >> that is a >> Okay. Roll call vote. >> Stein Ritz. >> Yeah. >> Bomb. Yes. >> Wilson. >> Yes. >> Ramsey. >> Shear. >> Yes. >> Werstore. >> Yes. >> White. >> Yes. >> Thank you everyone. Uh, moving on. We have business finance reports and we have budget and finance. Jessica, >> thank you once again. Uh, budget and finance board actions requested. A, accounts
payable list as presented. B, budgetary transfers. Uh, approval of the attached February 2026 budgetary transfers for the 2526 fiscal year. C. 2627 revised York County School of Technology proposed budget as listed. D 2627 York Adams Academy general fund budget as listed and E consultant agreement with PASBO as listed and attached as well. So moved on budget and fi finance. Is there any questions? >> Yeah, I'm just curious from the administration or from Mike maybe. Are we recommending that we go with this school technology budget? >> They didn't but they didn't cut any uh student programs. They cut some of the additional buses they uh were hiring to cut down on school or school ride times. So, they cut down the four additional they were going to add and two they added last year. They eliminated
uh or they're not rehiring for like two positions is where the majority of the the buses is the majority of the cut, but at this point they didn't cut no program to the students to get the 4.59 to go any further. They're going to have to start impacting the students more so other than bus ride time. >> You think we should go with this then? Your recommendation? >> I guess so. It's high, but they're trying to catch up. They've always built their budget from the bottom up and they try not to. >> It's just hard. >> It's a big >> at a distance to know how to vote >> except hearing from you and from them. So, I'm just asking before, >> right? >> I actually thought if we're going to just vote it down,
I think before we would vote it down, I think we should ask for one of their people from your vote to come here and let us talk talk to us about it, which we've done that before on stuff. So I I just if you think we're good to go. >> They're at their bare bones, they say, without impacting the students more than the bus ride time. >> Thank you. >> So Doug, on that note, I had made a note. U I was going to do a separate vote. I you know, I I would be even willing to go, you know, at 2% when, you know, it's still a hard pill to swallow. But >> well, if you think we're not going to pass this, I think before I would rather table it and have them
come here and make a presentation to us at our next meeting, I I just think as opposed to not really knowing and being able to ask them questions and put them on the spot, I think we'd be smarter to bring them in and ask questions and and grill them a little bit. Yeah. Yeah. I just think that's an option as opposed to saying, "Oh, too much. Shut it down." That's just my my feeling. >> Did you see the presentation they shared with anything about their budget? I think they shared it with every school district or on the the cuts they made. >> I did look through it. I mean, but still, I just Yeah, >> I just think that's >> I just hate voting no at a distance just because there's a number there are
percentage. We don't like it. That's all. >> So, do we want a separate vote on that? Thank you to to Mark though for providing the historical numbers. Um you know seeing that their average has been 3.26% compared to our 1.39 over the same period of time really shows that um you know their numbers keep climbing and we're trying to do the best we can for our taxpayers. Um, one of the things we have to remember in our 1.39 is our money that we pay to vote and they're at 3.26 and I think we have to remember how they get paid, right? They don't get paid like public and public knowledge, right? >> We we do we get automatic increases as Mr. Stein just said. Um I over there, my wife being one of them, and
they are skinny and I am normally pretty good about wanting to be frugal with money, but the people that I've talked to like there's they have not been able to keep up with some of the stuff that's going on. And um we go back and wish that they had done it in incremental bites. Somebody said it the last time. That's fine, but we can't go back in time and do that. So, if we want to get a presentation, we do a presentation. But, um, they've already, and Mike, you gave the times the last time, they already have an hour and 15 minute bus rides for some of these kids because they've cut down everything that they can cut down. So, I I'm good with this. But, um, if people to feel comfortable need to have
somebody come in for a presentation, um, then we do it. But, I know they can't they need this from a whole bunch of different school districts, too. So I don't know if we vote and if it's a no then we get a presentation or how we do it. >> You know what the differential is in terms of how much more? >> Yeah, I think it's >> it's almost uh it's right under 80,000 >> 125 >> 119. Okay. 119 students. So, um, okay. >> How many when was when was the last year that we had an increase from them? >> Yeah. Every year. >> Every year. Okay. >> Every year. >> We did it. Every year that I've been on board, they had an increase. >> I sent out um a spreadsheet from 19 2019 to
02820. So, we um we had it in since that time. as and as Mrs. Bomb mentioned an average of 3.26. >> So what we can do is go around do a raise of hands if we want to vote for this or table it. >> So just raise your hand if you're looking to table it. >> I would just vote no. We ask for a presentation because >> put on it and the and the result is a no pass >> at that point. >> That's fine. >> It's I correct me if I'm wrong. It's 10 districts in the county have to approve it >> and we change our vote at the next meeting if that we had a press or we're not allowed to do that. We are, but someone who votes no to it that
would bring it to the failure will need to bring it back to >> and represent. >> Okay. So, do we want to do C as a separate vote? Okay. So, we'll vote on A, B, D, and E. Roll call vote. >> Ritz, >> yes. >> Ramsey, >> yes. >> Wilson, >> yes. >> Walerstof, >> yes. Stein, >> yes. >> Bomb, >> yes. >> Shear, >> yes. >> White, >> yes. Okay, so now we're going to do a roll call vote on C. >> C only. Ramsey, >> yes. >> Ritz, >> yes. >> Walersdorf, >> yes. >> Shear, >> yes. >> Balm, >> no. >> Stein, >> yes. >> Wilson, >> yes. >> White, >> no. Pass 62. President White. >> All right. Well, thank you everyone. >> Uh, next is buildings and grounds. Benjamin, buildings
and grounds board actions requested. A proposed maintenance facility project approval to move forward with LowBar Associates and appoint the engineering firm to design maintenance building including a minimum of 6,000 square ft heated space at a rough order of magnitude price not to exceed 2,174,000. Uh B, building shell structure approval to construct a pre-engineered maintenance facility structure with two-tone paint facade according to the baseline specifications in consideration of option A and B listed as follows to be constructed on the district property at a rough order of magnitude base cost not to exceed 490,000. C. Add-on drive-thru bay. Approval to add on a drive-thru bay in design of the proposal maintenance facility at a rough order of magnitude costs not to exceed 40,750. D. Add on proposed parking specifics. approval to add on on additional parking at
the proposal maintenance facility to include paving, stone, and lighting features included with baseline specifications from LowBar. Rough order of magnitude costs not to exceed 124,000. E add-on brick facade approval to add-on brick facade to the metal panel of proposed maintenance facility at a rough order of magnitude cost not to exceed $29,780. F appointment of EI Associates as engineer for proposed maintenance facility project at an estimated total cost of $239,000. Designate maintenance project board committee approval to designate three or four board members to meet with EI associates at the 255075 and 100% phase of completion. Eight. Rental agreement for property adjacent to high school. Approval to enter into agreement with Gary and Matthew Grim to rent 4 acres of property located adjacent to the Springrove area high school at a cost not to exceed $800 for
the purpose of conducting necessary preliminary testing related to the future placement of proposed maintenance building. So moved on budget maintenance. I'm sorry. So moved on buildings and grounds. Second. Second, >> Michael, you said second. >> Okay. >> Um, any questions >> on here when we go through this? As we said the last time, um, the drive-thru bay will come back for a second vote after we get that engineered. The proposed parking will come back for a board vote. Um we've had a lot of ideas and that has progressed a lot. Um but to get it into the hands of the engineers so we can actually see what our options are. Um that will also come back. And then the three or 4 bay when we have final cost from the engineering project those three things
will still come back in front of the board for us to be able to vote on. So if we approve these things tonight, we are approving those three specifically to go to engineering, get true cost, and then come back for a final vote. And we are approving them to um engineer the the rest of the building with the exception of those three things to work with the buildings and grounds committee to be able to um value engineer, I believe is the phrase that they use. so we can work through and continue to erode that price down. Um, and then last thing I have to say on it is uh Mr. Shear had a good call on H um of letting us rent that property instead of us having to wait until the end of the
fall to be able for them to harvest for us to be able to really get movement. So that was good work with people that got that one done. So voting for some of these items means you're really not going to be doing it, but you're going to be paying for the engineering. You're just voting and paying for some extra engineering. >> The engineering is in the cost of a. So yes, if we do not do the drive-thru, um we will have incurred some engineering cost for it to be there. And if we do not do the um fourth bay, we will have some engineering cost there. We have to do something with the parking. And I think um when we were looking at some of the stuff, and to be honest, the reason why I
asked for it to be done this way is even the drivethru uh a quarter of that money was for potential storm water runoff that we don't even know if that's a real number. So that number has the ability to dramatically change. So yes, if we say yes tonight, we will incur and we do not do all of those things, we will we will potentially have a couple thousand bucks in engineering cost that will be for us to have the final numbers and we don't use uh the intent behind doing this is because I know there's going to be specific things on here. I don't know if it's just easier to go through them one at a time, but I'm open to how we want to do it because I don't think everybody's just a yes
on all of them. Well, I would definitely do a separate vote on E. I mean, that one you could knock out very quickly. >> I I have a question about the the rental agreement. Is that going to just be a one-time deal? >> Yes, that's a one-time deal. and how that were done. >> Yeah, >> it the way we're going to Mrs. B, we're going to write up the rental agreement will be for one year um for us to Yes. So, it'll be for one year and the the plan is that you know we're getting testing done before November and that um this the engineering will be accomplished by that time and we'll be a start construction by that time. I would I would like to see I just myself I'm ready to move on
and make some of the decisions on some of these costs now with the estimated cost they have. So, uh, I don't I don't see throwing on some of the stuff that I'm solid on not doing, spending money to engineer it out yet to get a further cost because usually their their their estimates here are probably pretty close. So, I I' I personally I'm ready to move on and get this thing narrowed down and then let them engineer it. You're specifically talking about the three and four bay and the drive-thru. >> Yep. >> Okay. >> So, we want those as a separate vote, please. So, we want a separate votes >> and the add-on and the add-on >> breakfast. >> Yep. >> The add-on what? Oh, yeah. So, E E C and >> E D and
E. >> C D and E. >> Okay. >> No, D is >> options. he is parking. So, right, he's talking about um correct and it's broken out into the two options. >> Ben, real quick, the 490,000 for B, is that included in the 2.1 in A? >> No. Um, if we go to three bays, we would drop a proposed $47,000 off of the 490,000. So, >> but that 490,000 is not not included in a >> no. And if we pick the three bay, then um Mr. Zap, you'll have to tell me does that that only comes off of the 490. So, A stays the same no matter what. >> Correct. >> Okay. >> Yep. You're saying correct. So then then knocking the fourth bay off is just for the the structure itself. It had nothing
to do with the excavating or Oh, okay. So it could potentially save us more money than that. >> Which again, that's that's why I wanted to see what the total costs were in comparison on the two. If we're talking about a couple percentage points, and I don't want to pretend like I don't care about the money, but a couple percentage points on 47,000 bucks is not a lot of money in the grand scheme of things of what it is for it to really get solid numbers for people to go yes or no and understand what it is. Okay, Suzanne, you got that? How you gonna how you're going to call that? folks on B. >> Yes. Everybody's good with doing them all together. Um, if we do a separate vote, do we need to do
BA and BB? People need to pick one or the other. So, you can vote yes. >> Yes. Okay. >> And we don't have to go to BB. Okay. So, if you are okay with getting prices on both, you will vote yes for BA. And if you know you just want it to be the 3B, then you vote yes on BB. A and BB. If BA passes, then there's no vote on BB. So, Rod, if you want the three bay, then you're going to vote no on BA, and you're going to vote yes on BB. And that means that we will go forward with the three bay. >> Okay, everyone ready? Roll call vote. So the first item that we are doing is item I'm I beg your pardon. The first vote will be on item
A item D, item F, item G, and item H. Everybody on that page? Roll call vote. Waterstoorf. >> Yes. >> Ritz, >> yes. >> Ramsey, >> yes. >> Stein, >> yes. >> Bomb, >> yes. >> Wilson, >> yes. >> Shear, >> yes. >> White, >> yes. >> Ida, >> E. Small, A. Ritz, >> shear, >> no. >> Walters, >> yes. >> Stein, >> no. >> Wilson, >> no. >> Ramsey, >> yes. Bomb. >> No. >> White. >> Yes. >> That is a 53 vote. So we will move on to item B. Small small B. Ramsey. >> No. >> Hall. >> Yes. >> Watersdorf. >> No. >> Ritz. >> Yes. >> Stein. This is the three bay option. >> Reduce it to three bay. >> That is correct, sir. >> Yes. >> Wilson. Yes. >> Shear.
>> Yes. >> White. >> No. >> You have a 53 vote. It passed. >> Now we move on to item C. Bomb. >> No. >> Ramsey, >> yes. >> Ritz, >> no. >> Wilson, >> no. >> Stein, >> no. >> Walerstodorf, >> yes. >> Shear, >> no. >> White, >> yes. Motion failed 5 to three. And now we move on to item E. Watersdorf. >> No. >> Ritz. >> No. >> Bomb. >> No. >> Stein. >> No. >> Shear. >> No. >> Ramsey. >> No. >> Wilson. >> No. >> White. >> No. >> Unanimous fail. Mr. President. >> Okay. Can we do like a big group hug right now? No. virtual. No, we cannot. Still very upset. Not going to talk to any of anyone of the rest of you as the rest of the
evening. >> We should have did this longer. >> All right, moving on. We have transportation. Doug, >> transportation board actions requested.
