008important thing a teacher can do to instruct students to problem-solve is by teaching the students recognize the difference between a truth and a lie after i was terminated from my teaching position i came to west virginia to visit a friend as i was going back to my car i heard a young voice crying out loudly is that you miss amber i saw a small group of children running in my direction upon reaching me i recognized the student from my last class the student asked me what happened to you the student stated that my class was paul that i got sick and resigned i told the student that was not true the student then said that i knew the school administration had lied to us the student the student told me that she knew i loved
009teaching too much to just quit and i i had bought them personal books to read with my own money my students were second graders it was a great trauma for my students for me to disappear without a warning from the class being terminated from my teaching position after 10 years being terminated my teaching position was a trauma for me i informed the school leadership the physical and emotional trauma my principal did to me on during that last year of teaching as a teacher in county schools would you believe that all after almost 10 years two of the school leadership who are aware of my situation are still in school leadership and are sitting in this room [Music] september is suicide prevention month suicide is the third leading cause of death to children aged 10 to
01014 and the leading cause of death to children aged 12 to 18 in west virginia on average an individual age 10 to 24 will be lost to the silent epidemic every week when asked have you experienced the feeling of hopelessness and sadness for a constant period of two weeks or greater during the past 12 months one out of three youth answered yes this equates to 39 youth in the state that will have these feelings in the next 12 months if nothing is done differently and asked have you seriously considered suicide in the past 12 months one out of every five young people answered yes this equates to 22 625 youth in the state of west virginia that will consider suicide in the next 12 months if nothing is done differently when asked have you made
011a plan to commit suicide in the past 12 months one out of every seven young people can serve yes this equates to 18 youth in the state of west virginia that will make a plan if nothing is done differently when asked have you attempted suicide in the past 12 months one out of every 10 young people answered yes this equates to 11 978 youth in the state that will make an attempt in the next 12 months if nothing is done differently this is an average of 32 young people per day these numbers are pre-coded there is little to no data postcoded but these numbers are significant for a state with rising amounts of opioid addiction and mental health issues in our population the west virginia legislation provides code for our schools to follow an educating
012staff about suicide prevention known as jamie's law many people believe when a young child talks about death that they do not understand it unfortunately that is a lie we often tell ourselves to avoid wrapping our head and heart around the child being in pain and hey we don't understand or see i'll finish this last paragraph as a parent who understands what it's like to have a child who has thought about and attempted suicide many times i'm asking that our schools go up beyond what our legislation has encode i'm asking for our school counselors and social workers to create an easy to reference tip sheet sheets for our school staff something to help bring more understanding of the red flags and what to do next it would be beneficial for parents to also receive this information
013so we can work together efficiently to help support our youth in each other thank if she can provide us with these statistics that she gave us during this speech i can send it to you an email yes great thank you so much my name is kim crockett and i'm the mother of a sophomore and a recent graduate from spring mills high school i want to start by thank you to the board members for what amounts to your volunteer service to the district like teachers your pain is inconsistent with the amount of work that you do i'm here because i'm hoping i can be helpful to the board's conversation regarding banning books in the statement by one of the members of the one of your members that the blues eye is his child pornography i should
014have added that i have both the master's degree in english literature and a law degree from wvu and as part of my 20-year legal career i have prosecuted and defended criminal law violations like sex crimes against children and child pornography the bluest eye is a novel it is not child pornography child pornography is a visual medium it requires a photograph film video or picture of a minor engaged in sexually explicit conduct no both listed on the berkeley county book list or the approved books by advanced placement containing child pornography period what you've been debating is whether the bluest eye or other books like it that engage readers in difficult topics like sexual violence and incest are obscene the united states uses a three-pronged miller test to determine if material is obscene all three prongs are
015required to meet the definition first of the average person applying what is our community standard hurts that the work when taken as a whole not a few pages appeals to the parent interest to the great interest in sex the second does the work depict or describe in a patently offensive way sexual conduct specifically defined by our state law and third does the work again when taken as a whole like serious literary artistic political or scientific value the blues eye is not obscene the novel explores themes like white standards of beauty ugliness tied to self-hatred power relationships sexual violence and mental disabilities when evaluated using this miller test the novel is not pornographic it's artillery it has artistic literary and political value both but the truth is all parents don't agree and as parents we have
016a right to say no i don't want my child to read that material or yes i do want my child to read it you've removed the book from consideration allowing the few voices objected to carry the day i ask that you merely follow the procedures you already have in place there are parents like me who aren't afraid to have their children explore difficult and uncomfortable topics in an educational setting i want my child my son exposed to diverse ideas and prepared to compete in a global society i know that raped by her father is disturbing especially when the pages are read out of context the truth is rape and incest should be disturbing but race rape and incest are real just as power in relationships is real berkeley county schools have some fantastic teachers or
017qualified to address these topics with dignity and respect trust them obscenity is not protected under the first amendment but the bluest eye is not obscene and is protected for its literary and artistic value look i admit i don't always like the books my kids are reading but you don't see me in here raising kane about it i understand and have my taste and that's a good thing because there are books of value that i don't like and lastly i just ask that you please place the blue aside back on the approved list for age-appropriate students in ap level courses and offer students and parents who oppose the reading of it an alternative choice thanks i'm on our agenda um the senate agenda from the consent agenda you have the minutes of the 15 minutes of
018the work session of august 31st chapel england check out this time dartmouth uh eastern school property can request budget supplement transfers payment bills and the invoices reformation you'll agree with the senate agenda [Music] all right okay our next item is the adoption of burton county policy iva uh christine mr stevens mr murphy members of the board senior staff and guests i'm christy heaton director of academic west virginia comprehensive school counseling program policy 25-23-15 was revised and adopted by the west virginia board of education and became effective on february 14 2022. the berkeley county school counseling policy was last updated in july 2014. a big requirement is that counties update their school counseling policies and submit them to the west virginia department of education throughout october 1 of this year the berkeley county school counseling policy
019is being updated to reflect changes made at the state level the policy was out for comment from august 2nd to the 15th 2022 and then may on the final version additional medical errors were corrected and formatting issues were adjusted hey um um yes it was on the original it was 10 days after the meeting a month ago well and because it ended on the last board meeting on the 15th august 2nd 15th because my question was my fault yeah that wins we went online years ago that stopped because they now got they can access it ahead of time when it was changed and that policy today 13 maybe somewhere another 15 in that area that wants to live in the comments or submit online there wasn't paper copy sent to the schools anymore it was
020on the website right that was i went in and looked periodically during that two weeks other questions um it says that there's supposed to be a comprehensive school counseling program plan that each school is to adopt um how do how does that get formed is that like you know through different people that are in administration and counsellor great question so there are two templates that school counselors follow the first one is the comprehensive school counseling complaint and there are 14 items that they are to address so for example they have to have a mission statement a mission statement they do have to have an advisory council and that consists of many different people um and they can't remove shipping they have to address their lack of plans so in each of these things they there's
021a calendar for the year this is important here they have to follow they have to work with the leadership team and address the strategic plan so their comprehensive school counseling programs should align with this strategic plan so that's why they updated chair and then the second template of an assessment so at the end of the year they get when they look at that assessment and they address the strengths and weaknesses that their program did that year so that they can switch to you know switch what they need to for the following year and then the schools for example they look at data as well to determine like groups that we're going to the students so if they are if the school's working on attendance this year and maybe their goal is something else actually then
022they will adjust that so absolutely they are to be a part of the purpose of this conference of school council plan is so that they work with the school and our partners and then banking and you know breaking off of that um does each staff member at the school get a copy of the plan so that they understand how to one i guess you know report students to the counselor how the strategic thing works in their classrooms did each staff member so they don't necessarily get a copy and hand them to them but through the school's leadership team okay they are on the school leadership team and then those leadership teams generally are the people on their even on teams or have their departments and they go back and share um they're welcome to come
023back and have conversation each time the referral process that you're speaking of is part of the conferences with consequences everyone knows how to refer a student to accounts okay and so yes and then the counselors do talk to um faculties uh about those things i the reason why i'm asking is because one of the things that i did in looking at some of this because i talked with a few teachers that i have um connected with over the last few months and i can tell you half of them said that they had no idea what the plan was they've never even heard of it and then the other half said yeah i know so okay that's a that's a there's a breakdown so the plan has changed right so before it was before copen right
024it was friday and there were different parts than whether one is here and i'm going to be honest with you even as a school counselor it was hard to put those things together that's why i love stephanie their state director she um followed ask the guidelines and put this template together so that everyone will understand and then during copen we didn't do this so that's where i one hundred percent can understand why some did because particularly the new or the newer in the last couple years would not have been that okay it's completely interesting mr ryan do you have any questions no no not not this time sure that all counselors and staff were [Music] absolutely so we with this new plan we did seven trains for the counselors and did level trainings for each
025of them also did it with my new counselors and mentors i'm doing well i did a quick presentation honestly to the principals um on because they have a full day training but next week i'm going to attend all four principals meetings and go through the conference of school counseling plan with them because they also were to sign off on it there is a counselor principal agreement in there where they sit down and have discussions then with the leadership team as well and then they send it to me and there's a timeline throughout the year so that would come to me in november now is it a fluid document absolutely so if we get in the middle of the year any school um their data changes and they want to focus on something else can we
026shift absolutely because you want to work on uh what is going to be issues that are going on in your school at that time but yes ma'am we will make sure that everyone is aware and that's the goal that's okay i'm sorry okay other questions or comments um on one of the pages here and i'm going to try and give that to you so you can kind of follow along where i'm looking at it would be um letter c for counseling says catherine is a direct service provided through individual counselor group counseling to provide professional assistance explore that's what has provided during transitions type of stress critical change crisis response and other situations and impeding student success it's i i know i've said it before i've jumped into crisis classroom and i've worked with um
027behavioral kids and kids that have a crazy amount on them in life outside school and then they're only safe places school right um [Music] where my question starts to come in is as much as possible we also need to make sure that they have boundaries so how does this address that counseling piece for the students who are absolutely having stress but also keeping boundaries so that a child is safe in their own outbursts for um venting or even in fellow students surrounding that student or staff i think we were talking about crisis prevention intervention training that we're going to be looking to you know retool potentially um and some other things you know to help improve our staff the tools that they have in their pool bag i'm just trying to figure out how does
028this work are there boundaries clear boundaries that are supposed to be set so that let's say students don't running into classrooms where people would have hey we're cutting with scissors today and they run into each other and there goes somebody gets nailed i have not been but that happened um i what what are we doing as far as i i think that's that's an entire school issue because the school counselor and you mean if the students in the classroom i'm in my office i'm not aware that that's happening but of course there's got to be a school safety plan where how do we get the student out of that classroom and to a school council sure and then you've got the tier the west virginians here in some support and then you work from there
029of course then you've got the prevention and then the provision for that risk and then the more intensive so you know working through that process then we you know project aware so i think that's a safety issue and yes absolutely there's a concern yeah and that's that's gotten looped in with some stations that i had with with some teachers were half said that they didn't know what the plan was um of those that said that they didn't know what the plan was their schools have interesting behaviors so um i'm just trying to kind of figure out how does this policy work with getting some sort of like standard operating procedure for for our kids not only for safety but also for that piece where they absolutely do need to have that counseling recession it's the
030ability to i think that's where that fits in here the safety plan is different in their leadership team to ensure that everyone in the building is aware of the safety plan and how they would get that student out of the classroom and and with the school council um but what if they already are counseled i'm just i'm i'm just asking questions i apologize that's you know it's two different topics i i'm thinking of situations where absolutely counselors and social workers are called into a situation where it's a safety thing so they're trying to look at it from that emotional piece social emotional piece but at the same time you've got that physical there's a physical safety issue and i would hate for something to happen to a student or to a staff member or whatever
031or even that student who's having two minutes of needing to vent i would hate for that to be a thing because we don't know what we don't know which plan we're following is it the counseling plan or is it the safety plan how do we then how do we communicate that to our teachers [Music] we have students translation for art all those special classes recess and there's times and then there's the bullets when they're called points uh they're coming into it so you have that does not have that's why i was trying to figure out does this address it i was hoping this might have addressed it here's the other thing i want you to keep in mind yeah do you have one school counselor and some buildings yeah and you only have up to
032six in one high school so your counseling some of the counselors may be in the chase right or in trying to help in that situation um but that's not their school counseling plan is how do they work with students um with right just like you said academic career social emotional i understand 100 what you're saying because our counselors don't have the same concerns right so but they do what they can mr stevens i i just wanted to say that you bring up very good points and we have a school i've not heard from you or anybody else about it i was i was hoping that this entrance uh no this is this this deals with a different type of counseling that what you're thinking i think the safety issues are a little bit different than
033the plans she's presented here other questions i've never seen more yeah i had something sorry right um i i guess i'm just trying to make sure i have clarity with uh what miss powers are stating so the the i'm i'm assuming it should make sense that the safety part would come first you want to make sure that the student is safe or the staff or whoever's safe and then the counseling would start after that because you can't counsel in an unsafe environment so that would seem to i mean they sort of go in hand but they don't because this is this plan is separate from getting them safe this is the plan have been after things are in a safe environment is what i'm assuming yes sir and should that which is the conference does
034that get referenced in here i'm sorry i thought it was tough mr right continue oh no no no i'm finished i just wanted to make sure that because that's the way it seemed like it was to me that it was this plan is totally predicated on everything being safe and what what occurs at that point well the only thing i was asking was just that reference does that get referenced in the counseling plan that this assumes the safety measure is there let me jump in again you were talking we're really talking about two separate things the safety part and this and if you look at the scope it does not talk about that here this this is this is talking about um the system to enhance academic and learning development career development and life planning
035earthquake social development [Music] and global social citizenship skills for all students that's the scope of this particular plan that's the very first first thing that's laid out there and because i worked in a classroom where we had students who acted out a lot the two can absolutely go hand in hand because as at the time that you're trying to de-escalate a situation which is safety you're also counseled you're doing those so they go ahead and that's why and i might be working on this is what i've expected that that continues there might not even be a school council there because you know the school concerns may not have been situation going on so but the other thing is is keep in mind that we have pat patton he needs the painful therapist um behavioral coordinator
036and he um has project aware services and that also has crisis response so if we need a therapist on site immediately they can call um patpat you can call this rich and then have a question cut someone come questions response okay so um because counselors are not therapists so we don't have specifically we don't have anybody who does every school let me ask you does every school have someone who can provide an immediate response until the other person gets there absolutely okay well that was fine [Music] under the glossary concept you have this is pre-k 212 basically his policy but you have your older children your older students you patient age where they what they say is private under purpose right i mean 18 year olds if they'd say something you can't tell the parent
037what they said so absolutely because of confidentiality if you come into my office and you tell me that you are going to harm yourself or others then that well and and we tell them all the time you're telling me yourself or others we will we'll report that absolutely yes um beyond that it just counts for confidentiality however you work with the student if it's something that needs to be shared you work with that student to help them be ready to do that to share that information yes so that that's my question confidential aside from harm and that's what departing others to sell for others is the counselor under this policy required to keep it in confidence what the child told them even from the parent yes sir now again the goal is to if it's
038something that needs to be shared with a parent the goal is always to work with the student to be able to show them here be it whether they can eventually go home and share themselves or come into the office and obvious support to you to share that information right all individuals not just counselors but all employees get determined supposedly first first reporters right yes certain mandatory reformatory reports yes sir so somebody hears if they do tell somebody that they're subjected to something uh improper that employee has to go to the council to the principal they go directly they absolutely do now if they are um like they need support can they go to the counselor's office and sit and call there absolutely we're the principal's office sure but they aren't reported yes sir they no
039sir the counselor does not need to get it clear no you want to tell your principal that um absolutely but you don't need permission to call i think we're straying off of the topic here but i will tell you the names for reporting is a training session that every employee has to have they are mandatory they are required to contact the hhr fh if they have been provided with this information they believe that it is true and that as part of that law they are then required to report to their superior uh who is in charge of their building but i i wanted to i i thought i knew the answer was certainly if a child has encountered something that's not harmful to a self-approach the parent cannot call the friend with the counselor and
040say you tell me what yes okay thursday [Music] and superintendent stevens uh tonight we'd like to submit for approval the nrp that we put out in august 10th at 401 queen street and sponsored new proposals around our rfp dated july 5th 20th morning the rfp was obtained bids for nursing services physical therapist occupational therapists and certified occupational therapists assistants board certified analysts or vcba's psychologists sign language interpreters and the contracts will be initiated on board crew will run through this current school year 2023 adoptions renew the following two years and i think you have registered nurse uh this stepping stones group llc was a first choice at 68 dollars per hour by license practice units or lpns was 54 per hour that they were first ranking occupational therapists was our was also their first ranking
041at 72 per hour certified occupational therapists um they were nine dollars an hour and also our first ranked pcba's at 75 an hour and they were also a first ranking school psychologist 75 school psychologists it's about dollars an hour and they were all this group was also our first training physical therapist it's 72 an hour this is also our first ranking and sign language interpreter which um it came in 71 which was the second ranking on our grouping we brought this to you because stepping stones was the first to get their contract back to us when we were trying to get our ball rolling on getting some help for our department hey uh questions for people dr bill a little bit higher but our the child that has actually had one child that's using them
042right now but we didn't want to break up the continuity of that service with that child so that's why we put them in number one other questions mr wright do you have any questions no the question i had was already answered okay uh fiscal trainers were not in this department right for sports um [Music] is all day the nurses seem about to say hi what's his name okay yeah personal part of this good evening members of the board superintendent stevens this evening before you have personnel actions stated tuesday september the 6th we're beginning the school year so we have a lot of actions that occur every year at this time to begin with we have 12 new coaching appointments 11 of those are paid one is unpaid we have one renewable coaching contract with six
043resignation coaching contracts on pages two through thirteen uh we have 228 extra duty appointments these are annual appointments for school-based mentors administrative mentors uh and other personnel that are brand new to the position in which they're holding for this coming school year and these include team leaders that may be at the building and then again on page 13 there's 150 through page 21 of renewal of extra duty contracts that are continuing from previous school years so beginning on page 21 then we have our 291 uh beginning of our healthcare appointments uh for this school year that we need to report so that is ages 21-37 and then on page 37 we have one extending the unpaid educational leave of absence we have two new 1 7th appointments for this year so we're beginning uh the
044coverage during planning periods or taking class during that time period because we've been able to fill up the position uh we have thirty one one eight so that is in our high schools that means they're doing one extra duty since zero on the hedgehog third of dave five people with two eighths so they're giving up their planning period on both a day and b day uh we have seven new professional appointments for this coming school year and then we have two revised appointments with actual effective dates that have been determined for previous board actions on line 738 we have a change of assignment appointing our new assistant principal at spring mills middle uh and there are two of those change of assignments for this year we have four new uh professional resignations uh we have
045two professional trains to see online 744 with the appointment of jessica alfonso as the new assistant superintendent of equity and inclusion we have two revised transfers with the dates based on previous appointments or appointing individuals we then begin with our service personnel on page 43-41 we have 34 new service personnel appointments we have three revisions of a previous appointment with the actual correction of the effective dates remember they're correct when individuals actually did start a two change of assignments within a location and their duties and responsibilities uh beginning on page 44 there lines 787 we have three ratification of suspension and termination the first one is mark mcconaughey we have line 788 telepackage and line 789 peyton ruiz we have three service personnel resignation we have 46 16 transfers that occur on pages 44 through
04647. we have nine trans uh upgrades of service personnel excuse me i upgrade to service personnel from one class title to another and then we begin our service personnel we have nine new substitute service appointments two uh substitute appointments during their leave of absence four resignations of service substitutes uh we have on pages 48 through 15 31 new substitute teacher appointments on page 50 we ought to begin with renewals of substitute teachers six resignation of substitute teachers and one person has been sending their resignation to stay on the substitute list and then i forgot to mention on page seven on line 38 the first name is brian not brianna so we do have a correction of one individual there uh so that is a total of eight hundreds and seventy-three personnel actions for your consideration
047with the superintendent's recognition first thing there was a lot to get there we appreciate that i'll let them know that they worked hard okay uh let's have a motion and then we'll get into this the question uh how much do they it was approved a couple meetings ago the actual person we waited to refill her position to school now that we're actually just appointing the effective date for her to begin here yes and and so it's a replacement i saw a tv correct that's when we don't know exactly when effective dates such as this position that's why we're bringing it back to you to actually appoint the effective date so payroll knows when to begin with appropriate salary adjustments um physical trainers we saw you have physical trainers there and all of the past school
048athletics and uh right now we don't have bills across the country for years we've had a contract with physical physical therapy they've provided that just like with everyone else and the area it's hard to find someone uh the individual here so we've tried to do different things i think believe we have one school right now being covered by emts and paramedics that's allowed by state code state board policy uh so we're also looking at the same time as our contractor trying to find this an individual this individual comes to us that was a previous employee and works for another physical therapist at this time so she's outside of our contract and is willing to work for us with the contractor so we're providing an excellent resource to our schools i mean you know we have
049a physical finger on the site the only sport that's required under state code is for football but this guy probably for at least 15 10 to 15 years now has moved this to all sports within the high schools uh because of concussion training and recognizing the health and safety of our students so they're available to all of our sports season male and female students throughout the year not just in the fall uh just a reminder i think the board should have a short part of the organization of the symbols uh nothing negative i would like to know that we have been working on that that was not something that i've forgotten about through some positions we're still trying to build uh as we go through it so that's something [Music] um as far as because
050we voted on some of these before um so if if there was a revised transfer that involved a family member do i have to recuse myself again because it's a revision it's just putting they just added a date i think for safety's sake yourself i would excuse yourself on voting for that please what's your number do you know the number mr ryan sorry uh 740 get back to the screen 746. we'll still have a forum you know whatever we have to do uh the threading on all the positions except for 299 and all in favor of all the other perceptions saying the father saying hi look at his name say that part of the thing thanks his mom well i'm going to do this and then he'll come back 2.99 [Music] first you need to
