00415th 16 at 7 p.m. and tickets will be sold at the door if anyone is interested in building sets or helping out with the crew please contact ni Kelly or to bues any help is greatly appreciated in other news the announcement for the a Olympics has been made they are currently in the process of gathering participants to display fun activities like half ble drinking pie eating pyale tossing bean bag relays and egg TOS to get students involved in entering school events for sports caner dos will place this weekend on Saturday January 15th at 8:30 a.m. in the South gym be sure to come out and support our teams thank you thank you all right we will recognize the school board members for board appreciation so uh thank you to Mrs Laura Fritz's Culinary Arts students

006are the students who were thank you so much ladies and gentlemen for coming out this evening so mrki thank you so much thank you for moving we were concerned that you might not be able to see the students and you probably don't get to see our younger student body that all often we are singing a song from our Christmas per uh performance called follow the drinking gour and that is all about following the North Star in the Big Dipper and if you were a bonded servant and you needed to find your way North you would be following that Big Dipper so it is this cultural awareness for us all and historical you are exactly right this is only a quarter of our students if you have a chance to come back to our spring con

009an unusual thing they also had flashlights that they used so they had to have all the Motions for the flashlights they could not see me they could not see the accompt they could not see the audience so it was really an amazing song a lot of fun and um they did that and of course our comp led the way for that they did a really great great uh spy theme song for T the night before Christmas and when they get these slides up some of the things that they also did was they sang for the news 8 morning wakeup call and they did that on Christmas Eve so we were kind of proud about that we also did the shopping center the outlets and this year we've done that for more than a decade so

010the outlets themselves did a little clip for us and put it on the Facebook page and um one of the scenes that you're going to see at the very end is they kind of do a big jazz hands and you're going to notice not everybody is perfect because by the end and by the time they took the picture everybody was laughing and just having a lot of fun so I hope you see the joy and love it as much as I do um they did a strong performance at Biglerville Elementary School that was our morning news wakeup call and caroling at the outlets 12 days is always the big hit there getting a little too old for it but it's a lot of fun this is our Christmas carol song with just flashlights and our

011final one please enjoy the joy of our students because that should never be overlooked and music brings that it brings emotion so thank you so much have a lovely evening thank you [Applause] [Music] thank you for that um excellent to to hear what I'm saying so moving on to uh public comment uh prior to the comments the board of school directors encourages comments from community members during the citizen comment section of the agenda upon being recognized by the board president an individual should State his her name confirm that they are either a parent Guardian resident taxpayer District employee District student or anyone representing a group or firm in the community and may speak to the board for a period no longer than 5 minutes no participant may speak more than once on the same topic

012unless all others who wish to speak on that topic have been heard questions posed during citizen comment will not be addressed during the meeting if a question requires followup the board president or superintendent will follow up individually the board requests that neither complaints concerning job performance nor allegations of misconduct relating to specific employees or students be raised at a public meeting such concerns should be referred directly to the superintendent the board will conduct its meeting civil and respectfully all citizen comments deserve that same respect from both the board and other meeting attendees at the discretion of the board president verbal disruptions commotion or other disrespectful comments behaviors may result in a verbal warning termination of the comment board recess or termination of all citizen comments the first uh first member this speak uh and Y

013lastic good evening ladies and gentlemen of the board and thank you all for the opportunity to address each of you this evening my name is anielle Le I'm a freshman that up Adams all my life this evening each of you will be considering a policy that will protect the students of this district and that will also protect this parents' rights to guide their own children I truly appreciate each of you that have taken the time and worked so hard to put this policy together I'd like to tell each of you of a personal experience to emphasize in your minds the importance of the matter that each of you are considering this evening shortly before this meeting my father sent to Dr Bell and all the board members an email that contains links with excerpts from

014just three of the books that are freely available to young children in the combined Middle School and High School library some of the members of the school system have made quite a show of their supposed concern for parents rights to control what their children are exposed to yet during a library visit I was able to easily locate the books pull them off the shelves and sit down with them all without my parents and without the attention of any Library staff now and now in point of fact I didn't actually read these books my parents and I are on the same page about what I read so no harm was done but what about the parents and those children that are not on the same P the parents whose children are not on the same page

015as they are if I wanted I could have read these books at my leisure within the school library all without my parents ever knowing so could other students within the Middle School in high school including some students that are as young as 12 I would also like to not that the library informational books are in fact on the quote High School side giving the middle school students a perfect reason to visit the side of the library that has explicit content ladies and gentlemen of the board I am sure that many parents don't want their children exposed to this sort of material especially in a setting where parents aren't present and aren't able to know thank you for considering those families and for considering this excellent policy proposal thank you uh Matthew leik I am first

016of all a very blessed father good evening ladies and gentlemen of the board and thank you for the opportunity to address you this evening Dr Bell Welcome to our district I hope your time here will be a blessing for you and for the district uh my name is Matt lustig I'm a graduate to BHS a longtime resident in the district and father to two wonderful children this evening you consider Common Sense revisions to policy 1091 I Rise this evening to thank the board members who have supported these proposed revisions taking seriously their duty to protect the students and to avoid undermining the students parents as those parents seek to guide teach and protect their children I encourage all board members to consider their duty to do likewise what a travesty it is that the issue

017under consideration tonight revolves around school libraries one of the easiest places that a child can read books completely without his or her parents knowledge buy a book on Amazon and a parent will likely know parents choose whether to pay for smartphones or not and can place filters on content or rules for their use if they so choose parents frequently accompany their children to the public library or at least have the option to do so but School libraries are the one Library setting where parents are literally not welcome where a child is completely apart from his or her parents guidance this reality should warrant a very high level of care prudence and respect on the part of the school system almost all upper Adam School District students are minors and minors are legally under the leadership

018of their parents whether they be 12 or 17 schools should recognize the rights of parents to control what their children read whether those children are are in middle school or High School that said it may be worth noting that the secondary campus here operates as a combined Middle High School Administration has given the impression that there is a middle school side and a high school side of the library while this may be true when it comes to checking out books my daughters have both told me that this is not the case when it comes to accessing books from the library shelves meaning that seventh grade students some as young as 12 have the ability to pull books off the library shelves while those students are in the library and very importantly completely absent of those

019parents oversight last year the administration repeatedly spoke of their supposed concern for parental control and parental rights but some of their actions appear transparently to only be a reaction to pressure from this for one side of this discussion tries to frame the issue as if between individuals who want to keep books from students and those who do not but that's fundamentally a mischaracterization I don't think any parent should want to provide his or her children with profane and sexually explicit material that is utterly without serious literary merit but if a parent chooses to do so the parent can purchase the book for his or her child or take the child to the public library or a variety of other options I'm not commenting on whether that should be the reality just noting that it is

020acting is if this discussion is between individuals who want to keep books from children and those who do not is a mischaracterization the discussion is more accurately characterized as being about whether to provide students with access to profane and sexually explicit material in a setting where their parents have little or no oversight I remind you that many parents would object to their children being provided with these materials especially in a setting where their parents cannot provide such oversight fundamentally no one should support that the policy proposal under consideration tonight is a huge step in the right direction and I truly appreciate those board members who have taken seriously their duty to protect students and to not undermine parents as those parents seek to guide teach and protect their children thank you for your time thank

021you uh next speaker Rachel Elliot hello my name is Rachel Elliot I'm a resident of the district and have two children attending school year actually attending school year as a member of Upper Adams Community cares I want to thank everyone who donated to our code drive we received over 200 coats and $2500 in monetary donations our community really came through for our students and their families and it is very much appreciated I also want to welcome Dr Bell to our district at the last policy meeting a few things were brought up that I would like to address today firstly If you're receiving any threats or know anyone who is please report it to the administration and the police this is unacceptable behavior and should be reported immediately unfortunately last spring at Canal I experienced something

022similar while helping at the Upper Adams Community cares Booth we were approached by a man near the end of the event approached with his wife and one of his daughters in toe he started off by yelling at a student at the booth about banned books he was then asked to leave because he was not calming down and trying to have an actual discussion this led to him hurling obscenities at the individual who asked him to leave he then motioned that he wanted to fight this individual my children and other young children and families were standing close by watching all of this unfold eventually he left by being pushed away by his wife charges were pressed against him but he didn't face any repercussions unfortunately the police officer mistakenly used the wrong code to charge due

023to this incident and other incidents people have had with this man I now keep a my phone charged and in hand in case I need to video any new incidents involving him I hope that you and others stay safe as individuals like this unfortunately feel it's okay to behave this way another thing that was brought up at the meeting was the use of AI in reviewing books and Rec recommending that our staff and librarian do the same please understand as someone who has worked in Tech and has friends who programmers AI is still in its infancy and cannot be seen as a reliable tool it was admitted that AI was used as a way to review the book that was been requested to be removed from a library in talking with some teachers it is

024not acceptable for any of the students in our district to use AI to review books if we hold our students to a standard shouldn't we hold ourselves to the same standard especially if it's a book being question about in our own libraries I've been attending these meetings for almost a year now the restrictions that are to be placed in our library are about Beyond outrageous pen America an an organization that tracks band books in the United States has stated that in the last school year over 4,000 unique titles were removed in over 10,000 instances of book bands and yes what this policy is doing is Banning books so now our librarian has to research over 4,000 titles and hide the ones that are currently in the library that don't fit your criteria behind her desk

025is her desk that big or will it be like a pharmacy display where you can see the book spine but can't touch it as it's locked behind glass with your definitions of excessive profanity and sexually explicit content this would include the dictionary the Bible and other resource materials to be placed under lock m key so now our children will need their parents' permission to use a dictionary in a library is this even legal do you see how ridiculous this policy has become the last time you went to a library did you know the precise title of the book you wanted or did you peruse the shelves until something struck your fancy these policy restrictions are going to tie the hands of the Librarians and of our children I understand that you have concerns about certain

026library books but it feels as if you're only trying to force your own parental controls on all the children in the district because you weren't enable to able to enforce them within your own home I don't need or want you to parent my children that's my job I'm not afraid to talk to my children about what they read you were elected to represent the needs and wants of the full community not your own personal beliefs the children do not have access to Hustler or play wolf in our school libraries with the way this policy is written you are certainly acting as if they do you're also acting as if you don't trust our teachers or Librarians to choose appropriate materials for our children these teaching and librarian professionals have master's degrees and continued certifications in

027their areas of expertise the high school librarian gave you a video about how she chooses materials and the controls that parents currently have over the material their children can access she sat in this Auditorium and answered all of your questions for more than a half an hour during meeting this past full I trust them with choosing materials and teaching our district please vote no on the updated hybrid policy 1091 1 I also have over 600 signatures from people within our district asking you to do the same vote [Music] no thank you miss all right moving on to uh correspondents um we do have several correspondents that are entered and attached to the agenda for tonight um Amanda King Katie schroer and K the events have submitted uh correspondence all right reports uh the first report

028and the Liu board report uh welcome Dr B thank you you have the uh report attached to your agenda U by dawn's early light uh then that update is from the IU board there's several items that are in there I unfortunately have not been able to get to the IU yet as last Monday was my first day uh but I did have the pleasure of meeting with the new executive director of the iouu uh and that gentleman and I will be getting together a little bit more we have some mutual acquaintances and I think the IU is in uh great hands with that executive director so um if there's anything that you want specifically from the IU board meetings please feel free to reach out to me at a later date I can reach out

029to them specifically but the report's there for you to review thank you uh Federal programs uh Mr Alvin good evening everyone goodness it's been almost a month and a half since you got the her of federal programs report so I bet you're really anxious to see you he my report right well as exciting as uh Federal programs gets it's coming up the funding adjustment season so as you know the process of federal programs uh we get an for lack of a better term an estimate of how much money we're going to get in uh May or June for the following year and then in March time period we are able to get the final figures and make those adjustments they call those funding adjustments and they'll be coming out probably mid to end of March

030if they follow the same timeline as before so we're looking forward to that and finalizing our allotments this year and getting that Grant closed out and US preparing for the next year uh the next piece of uh is we are getting monitored for federal programs yay in March so I'll be spending the next month or so collecting evidence and artifacts to upload to the state system and then we will be having an appointment with a state uh employee that will monitor us and go through basically conduct an audit of our federal programs and that will be for titles one two three and four so we're looking forward to uh engaging that uh process with that individual and coming out successful on the other side and last but not least uh I think most of you

031know we provide services to non-public schools through Federal programs and in my time here at Upper Adams we've always partnered with St Francis Xavier because that's where the students that we had went uh for the first time since I've been in the district uh we do not have any students there this year and we have one student at Adams County Christian Academy so this will be a new experience for me so we will be going out and auditing them as required to do so by federal programs here in February uh and we provide about $2,000 to the non pubs uh if we did have students that go to St Francis they would they would get uh funding as well uh but the one student we were anticipating U moved at the beginning of the year

032so for the first time uh none of our students that would go to Biglerville Elementary that would qualify for title one if they went there go to attend uh St Francis a year but we do have one one at St Franc at Adams County Christian Academy so looking forward to Touring that school and meeting the staff there at the end of February thank you Mr Alin yes how often have we been audited it's cyclical monitoring so every four years so about uh we the year after the pandemic they delay they didn't have any audits during 2020 when the schools were shut down which was supposed to be our year so we got audited the year after that and now we're up again and what kind of an impact does that have on your life I

033mean is that a huge deal or is that a it's it's a pretty big deal there's a multi- uh layered system that I have to go through and there's many many many many artifacts and evidence pieces and indicators uh that I have to upload so they'll give you a like you know agenda for a parent meeting and I have to upload that sign in sheet for a parent meeting I have to upload that and it goes on and on and it's just a effort in compliance okay thank you yes thank you uh Cumberland Perry uh Technical Center Miss cross hi um just two things the um Cel and Perry Education Association the collective bargaining agreement expires at the end of this year so we started negotiations two week ago with um the teachers and I

034and two other members of the jlc are serving on the table team for that negotiations um in addition the um renovation project as you might recall earlier in the year the bids returned for that were $4 million in excess to what we had expected and so Crabtree and rbba had to go back and redesign the plan plans and the bids are scheduled to go out late February or early March and Mrs Hobs I think you can correct me but the second payment that was due was not we didn't have to give them correct correct payment is on hold for the second yeah we inst you may remember we were fortunate that we had the money that this District would owe for the renovations and we did not have to borrow or pay it over an

035extended amount of time and we took the option of two payments one in July and then the other one was supposed to be in November but since the bidding came back so uh poorly um it was decided that we would not the Cumberland Perry decided that we would not have to pay that second payment until bids were accepted and Renovations were actually underway so that's it thank you fun Advisory Board uh Miss H um thank you Mr waggle I had reached out to um him and to Dr Bell if I could just give a very brief caner funds report this evening but first I'd like to welcome Dr Bell it's good to have you sitting here with us um and I'd like to thank Miss galitzki for the amazing it was awesome um I had

036the opportunity to meet with Dr Val just today and we kind of concluded our talk by saying why aren't more children here presenting things and doing things because isn't that what we're all about so thank you that was very very nice really enjoyed it um just a brief uh caner funds thing um as I've taken over caner funds from Mrs Krauss I have learned that most people don't have any idea what caner funds is or means or does um and at a recent caner funds board meeting I posed the question to the caner funds board if they thought it would be helpful if during my spot on our agenda I just gave a very brief infomercial if you will as to what someone's Grant might be doing for the children in our district and um

037with with the board's blessing I'm going to just do a real brief one uh periodically under Dr doll's watch and under President wagle's blessing I do have Ashley Wilkinson coming next month um with some Runners to talk about soul sisters and the impact that Soul Sisters has in those children's lives I'm very excited about that Mrs Wilkinson is amazing um additionally I had a conversation with Kathy Fair um who was a first grade teacher just recently and she invited me to attend her class loaves of fun bread making for first graders and I thought what the heck is loaves of fun bread making for first graders I had visions of first graders with flower everywhere um she I do plan to go to that and Kathy shared with me that she that this is a

038handson stem lesson that incorporates reading comprehension Math and Science instructors from loaves of fun teach the students how to make their own loaf of bread while sharing information of how our food goes from the field to the table and as you might imagine this is an area that I'm very passionate about to teach children that there are hands that look like this they grow their fruits and vegetables because children don't know that anymore so I was very excited to hear that um Kathy shared that the first grade reading curriculum dwells on comprehension and this class proves how food gets from the field to the grocery store and finally to the home measurements involve math of course um another curriculum requirement quoting Kathy as to the importance of caner funds to her the caner funds provide

039the bulk of our funding and we are grateful to the committee as we know students learn best in active Hands-On lessons loaves of fun is a great great way to support learning and engagement I think I can hardly wait for that class thank you Mr waggle you're welcome thanks for the report administrative reports any questions for any of the administrators I'm hoping everybody's read the reports um prior to the meeting but any questions for the administrators I just wanted to make note again on um Mrs hobb's report uh with regard to the lunch debt increasing I don't know that we have any solutions to that other than as she suggested that's something that needs to be paid from the general fund and I'm assuming that has to happen by June June 30 correct Jun so

040it's it's up to is that right $45,000 of unpaid correct um I just had a uh comment for Mrs Buckley um the Salvation Army was that new this year counil does that really that's great y very nice yeah very nice and someone underwrites the Christmas Carol at the Majestic is that right um yes yeah and that is for all students that for yeah all students though yep okay yep okay thank you Mrs Buckley uh guess could you talk a little bit about Eli Gates oh yes that was very exciting yeah seventh out of 7900 and during this contest out of 7,9 students seven seven that was huge very very significant he's very hum about it but just to that he did a great job and was that something that he competed and submitted or that

041it's all online it's was all done online okay congratulations to him yeah it's wonderful congratulations that's National right that's just in Pennsylvania that's yes uh Mrs Graham I just saw I didn't know really ever know the process of getting into carel and Perry I see there's 36 new interviews yes so when you do an interview how you explain that a little bit like yeah um when students interview the guidance Department actually does spends a lot of time preparing the kids for an interview and um if they can come down they will interview the students face to face or they will do an interview um with our students and they have to apply interview um in order to be considered for their program Choice okay and 36 is at that's about what it was that's that's

042the norm for us okay and congratulations to the students who participated with the apple apple mural at Farm Show yes great the oh great and uh how about Esports Esports those are pretty amazing um last year was our first year with our Esports team um and Mr Paul Duan is a volunteer Andes anything everything and the kids have been they had a successful year last year they did so I don't think that the fall was their pre was their inseason but their competitions that they do um they were successful they're getting books from colleges they have colleges that send us stuff um that invite them um to come on to campus I look for a few of those kids to when they finish will have scholarship offers major scholarship offers they do very well interesting

043thank you um I'd also just like to uh acknowledge the Keystone winners and the and the jackets at Farm Show lot of work yes yeah if I could just go back to an issue that Mrs plank just mentioned that was in Mrs hobb's report uh maybe I'll put some meat on on the bone that Mrs plank um mentioned uh student lunch debt has increased 21.4% in 6 months that's from the end of fiscal year 24 which is the end of June until December of 2024 it's over $45,000 right now I think we as a board and later on tonight I'll mention a donation a generous donation of $500 to offset that student lunch debt but I don't think that's the solution to the issue I think we as a board or the administration is going

044to have to start U moving to something more um serious in terms of collecting this debt does it mean collections maybe we start out with the top 10 amounts get sent to collection see how that goes in a month from now do the next 10 uh this debt needs to be paid you know if it's a case of uh applying for free or reduced lunch then that needs to happen now Mrs Hobbs in her business department they send out letters saying that you have an outstanding balance you need to pay along with those letters they send an application for free or reduced lunch um so something's going to have to happen because it's it's going to keep going higher $45,000 in unpaid lunches so I'd be curious to know what that amounts to how many

045free lunches were given or parents or Guardians not paying for lunch so it's something we need to address as a board let let me quickly address that if the if the board wants to we certainly can administratively put something together as a plan for uh options now as well as into the future of possibilities of moving towards collection of that money uh in in addition to that what those um actual steps would involve we can get something together and and to you and out to the board so that you can look to see it what plans you do want to put in place and directions that you do want to move yep and you can go as far as Collections and how you want to do that that's not a problem um thanks to shelle

046for what she and her group does to this point but you certainly can uh up it a little bit and we administratively will get something to you thank you sure that'd be good and on next meeting we'll we'll talk about this we'll have some options you'll have information before the next meeting but certainly great thank you Dr Bell sure do we have anything else for the administrators thank you everyone for submitting your reports for for this month the next report would be the superintendent report Dr Bel um not sure if he has a report it's a I do actually I have a fun report it's about you guys January is School Board recognition month so at your places you do have a certificate um uh that uh has been put together and I want to

047I'll read a couple lines of it not all of it and you also have a pin of Pride uh which I got to steal a couple so I put them on on my jackets and um uh wear them proudly to all the events uh that we have and recently had a uh Lebanon County superintendence Event and uh kind of rub shoulders against Tim who's at Litt toown and said hey I've moved up um I'm I'm at Upper Adams now um so you have those two items at at your place but uh I just want to read a few lines uh from your certificate I also want to thank uh Courtney for putting these together uh she she does a great job I'll call her on the phone and say hey I think we need to

076hard uh these last through uh last three months um some of the highlights of the stuff that we've done over that period of time included um fabrication of two book boxes the elementary school wanted to go ahead and have a book exchange that you see popping up from time to time in some of the communities so we were able to go go ahead and construct from scratch uh two boxes that we placed outside the elementary school um in addition to that um well we we do with that uh the cafeteria tables and chairs the seats there uh we've done quite a bit of welding uh it wasn't far after our last client Business Review that I got a call and we literally had to move a table from the cafeteria outside take it on down

077to the show shop and weld it because the table at that point in time was uh unusable uh we welded it repainted it and took a back it's back in service um when we do repairs like that those tables run about $2,500 so we're able to get it back into service and continue to use it saves the district a lot of money um you know we ongoing things uh installation of smartboards TV sets as our technology is starting to advance and we get uh additional it equipment uh repairs the other equipment that we have uh we we repair the line paint liner that uh is an aged liner that you use uh for every game that you have to align Fields uh the uh seal in the motor went up so uh we went ahead

078and replac the motor on that uh we do on ongoing repairs to all of the uh grounds equipment as well so there was quite a bit of that that we did um repair and replacement uh Plumbing fixtures uh some of our buildings are more than 20 years old we get a lot of use um on a regular basis so you'll notice that in the client Business Review there are quite a few cartridge repl repairs um there were also some fixtures that we we fixed in addition to that and in addition we have our regular weekly clog somewhere okay it just happens and as a result we've had some uh very large ones the last couple of weeks uh and uh some of that's due to what's actually being flushed down the toilets uh and we

079can't control that so what we have to do is get in there pull the toilet out and get the snake down into the drain go ahead and try to get that cleared out then we have to remount the toilet again and then of course we have a custodial come in and clean and sanitize the area so uh speaking of custodial um we do the daily cleanings uh I put a slide in on the uh presentation there that talked about what our daily cleans are versus what our detail cleans are because there have been some questions relative to what do we get on a daily clean versus uh what additional things we do on detail cleaning um over the past 3 months we've had 452 corrective and preventive maintenance work orders we've completed all of those

080all right those are uh instances where someone within the school system went ahead uh sent in a request for something to be repaired and uh Andor the preventive maintenance are the ones that we have that are regularly scheduled in order to go ahead and make sure that all the equipment uh you know is maintained um inspections U for on the custodial side we did 638 inspections during the last 3 months um each one of those inspections has anywhere from 10 to 11 um points that we check off okay and out of that we had 292 deficiencies so that means that if you have 10 or 11 out of 638 that's like about 6,400 and we had 292 deficiencies that relocated um the importance there is it gives us an opportunity to go back to the

081custodian who cleaned that area and discuss exactly what they missed and what we have to do better because we're always uh working to make sure that we have the uh um school caded and sanitized and ready for the students the next day um I'd like to thank the uh school board for its support and if there are any questions I'd be more than pleased to answer I did have I I did have a question yes go ahead I'm assuming Mr Graham had shared with you some concerns that were brought to my attention um I'm assuming you're aware of those absolutely yes um he suggested in his email that there were you know maybe some other reasons why that might be an issue and I just wondered if you could address any of those I mean

082he suggested maybe staff shortages or someone leaving early I just wondered so to bring everybody else up to date so it's not just you and me talking so that everybody has an idea um we uh we had a concern that came up from uh someone and I guess PL knows exactly whom that is we don't um about some of the cleanliness in the uh Elementary School um we focused on that area when you had that we went down we looked in the air we'd already been inspecting um part of the issue dealt with the fact that um um it's cold this time of the year I don't have to tell you about how cold it is today but as things started to get colder um pests tend to start coming into the building all right

083now although air mark doesn't manage the pest control uh of the school district does have a contract with erck and they have a program by which they come in and uh uh attend to any of those pests that we might have whether it be mice whether it be you know roaches or something like that okay um there's a book that's kept at each one of the schools that deals with the uh pest control and also another one that deals with any concerns that you might have on a custodial basis frankly the ones neither one of those is actively used because what most people do is contact their school administrator so they're either talking with the assistant principal or the principal and saying you know hey I had such and such in my room or I

084noticed this here or there oh when that happens they in turn get in contact with either Anthony Graham who oh I work directly through to handle any of those pestol uh pest concerns or if it's a custodial issue then I address the custodial issue right away when we got the call down there I went down and actually inspected the uh elementary school and I went to absolutely every room uh I had a meeting with the principal and the entire faculty staff um I emphasized the importance of communication um we're going to miss stuffff we're human all right so but we want to do better we want to make sure that if we have missed something that we address it so we've addressed those deficiencies that were in there and um what I did was I

085uh reassigned Personnel down at the elementary school that have fresh set of eyes in there um I checked with the uh principal uh last week the end of last week they ask him how everything's go unfortunately Jamie is not here toight oh he is so how are we doing that been looking good okay so we address those issues we're very concerned we what we would preferred frankly would have been that when those concerns come in that they follow what would be a normal procedure or a normal Channel um your School principles are there on a daily basis uh they have meetings with their uh faculty members on a weekly basis so these are times to discuss any of those kind of concerns that they have um I'm sorry that they felt that it needed to

086go all the way up to a Schoolboard member um but frankly we had it address um I'm very concerned from what you were mentioning I share your concerns um it's really really important that we provide to these children that come here the safest cleanest environment that we can all right um when Anthony mentioned that there are some staffing concerns it's always a challenge okay let's let's be up front anybody that's hiring anybody that has hourly employees that are making um less than say $25 an hour or struggling even the even you all talk tonight about you know members of the uh faculty staff where they've moved on you're doing Replacements so it's kind of where everything is so do we have that yes I I on an ongoing basis and constantly interviewing looking for the

087best people that we can find so we're always open for that um I had an employee this morning was in arov accident slid out okay she's not here tonight all right so we're covering her area with some overtime with some other folks um uh we had another one that was out yesterday the only good news about yesterday is another student students were here okay so it was easier to cover so we do have situations where um you don't have a 100% of the staff but we're doing pretty well um I have to thank you all for uh helping us when we renewed the contract it gave us a higher minimum wage so that made it a lot easier to go ahead and hire we're still struggling because there's people out there now even offering more

089in the next morning unfortunately at that point in time if we do have any mice in the building they're going to be running around okay so I what Disturbed me was they said it was there for 3 days I think it's what it said I think it said two days two days okay if I was a teacher and I walked in and I found that in my classroom I would have made a phone call right away to the principal to the custodian we would have cleaned it immediately so what Disturbed me was that we didn't have that clear communication and I'm hoping that moving forward we can encourage them to use any of the methods that's available I know one of them we mentioned was work order they don't have to put a work order

090in they simply just send me an email pick up the phone give me a call talk to their principal and we'll get in uh corrected immediately well my concern too in going forward and I think it was probably um you know relay to the custodians that um that they were not I guess to speak to anyone outside the public that Disturbed me as well because to be honest with you we encourage that we sent out surveys you know food surve does the same thing we're asking for feedback okay um I asked Jamie last week it was Friday you know how are we doing have we had an improvement there because that's where the concern came from and I think your comment was let me put words out but did you been getting daily compliments on

091last couple weeks so so I recognized that when we sold deficiencies that we weren't getting those so that's the reason a uh I had a formal retraining with all the staff yesterday was a great day because we didn't have any students so I could go through retrain them on what how we feel they should best clean um I moved two new uh employees down in the elementary school just because we had those complaints and I wanted to make sure we were doing a better job and the feedback we're getting right now is very positive from that I mean I understand what you're saying you want the communication but you know it it it it occurred to me that what was you know relayed to staff was that they weren't to speak to anyone in the

098do instead of presenting the whole guide to you is we present what changes were made from the last school year and Dr swo our school counselor is going to talk to you about those changes sure hi um so basically the biggest changes were um reformatting updating it um adding numeric prerequisites throughout the course catalog for especially the upper level class class so that parents and students understand what the class is expecting out of the student before they get there um adding a graduation checklist so students and families can easily keep track of where their students are in the process to get to graduation including the ACT 158 requirements um the smart feutures requirements the credit requirements um in which categories we've added a marketing 2 sports and entertainment course which is expanding on the marketing

099one um we the previous Microsoft Standalone courses so now it's called Microsoft Office Essentials we've added a Spanish four to continue through the Spanish growth and um a prerequisite waiver and teacher principal recommendation form in other words if a parent or a student wants to take a class and has not met the suggested prerequisites there's a form now so that the parent and the student will sign to acknowledge that they are going above and beyond what the faculty believe is adequate for that student to be prepared for that course so there's nobody caught off guard with what the expectations are especially in the higher level courses where the content may move faster with more expected outside of class work um we've also now uh this is not in the booklet but we discussed it in

100our adding algebra 1A so that students who need a boost in algebra leading into the Keystone requirement that would be something teachers could recommend for incoming nth graders so when they take the full algebra course they're better prepared for that class and then to pass the Keystone is which is a graduation requirement and then we are looking at a math for proficiency which would be a required elective for a student who's gone on through the algebra one course has not done proficient on the Keystone they could do a a half credit course to prepare them to take that class take that exam again and again that's a graduation requirement questions any comments any questions thank you thank you all right roll call Mrs cruss yes Mrs Hal yes Mr lady I Mr ler I Mrs

102information this evening because you're going to get a lot of questions probably from the community you've already gotten a lot of questions about how this policy is going to be implemented what is this school district going to do and I want to give you information so you're able to properly address those questions uh in a in a prepared way to the community so the first scenario that we put together and one that you will probably get from your constituents is folks are going to think that we're going to read every book in the library okay there are 14,000 books in the currently in the collection and the scenario that you might be presented with is how long is it going to take them to read these books evaluate them and let us know if they're

103going to keep them or not I that might be a a perspective that you may may have to respond to from constituents so we made some notes here um if you want to write these down and I or I can share them with you later as well again 14,000 books in a collection we frame that in a Year's worth of time so what would it be what would be necessary to accomplish this task in a year for next school year so we would have to read one book A Week plus do an evaluation of that book so the resources we would need is we came up with about individuals would have to be highed for to read those books 7 hours a day um and that would come out to about $6,400 96 a day

104so if those folks work just for the school year if that's about 181 days you're looking at 1.1 million as a cost to the district if they work the whole year like an administrator 12 month employee it would be 1.6 million so obviously you know I'm I'm telling you that so you have some information you're empowered to respond say hey that's not practical it's not common sense uh it's not physic phisically responsible it's maybe not even what you intended out of the policy um you know and consistency would be a concern because you have all these different readers how are they going to evaluate even if you have a rubric you still have that subjectivity to it so but that is a scenario that you may get and that would be what I would recommend

105how you would resp respond to that if you get that question in the community so the second scenario is our approach to implementing this uh we feel it's an eclec Eclectic approach very and comprehensive it's going to pull in a bunch of different pieces and we feel it is a practical uh and a me methodical way to implement this policy in a reasonable way with keeping with the Fidelity of the policy and the inent to what all of you want out of this policy so the first and foremost we have been given a list and I'm sure many of you have been given a list from a website called bookl looks book looks is a website run by concern parents and it they share it is their opinions when they review these different books they

106rate the books on a scale of one to five and the list we received from a Community member and you have received as well at least some of you um at least twice that I know of is a list of books that are rated at a four or a five by this organization and it's cross reference to the books that we have in our library that are fours and fives so four what's a four four would mean according to this organization no minor should be reading this book that's a four according to this organization and a five would be aor content according to this organization so so what we're going to do is we're going to look at the librarian is going to take a look at that list C cross reference it with those

107books and do an evaluation and if if the librarian finds that uh after evaluation and consideration that those books meet do not meet the criteria of the policy those books are going to be placed in an inaccessible location in the library from students and if they want to check those out they can still find them in the catalog but they're going to have to get go through the opin policy as outlined in policy 109.5 so that's one one area that we're going to work on the second piece is going forward to um when we do future purchases we are going to conduct oversight and due diligence when we look at purchasing books moving forward as outline in policy 109.2 to make sure that no future purchases contain excessive profanity or strong sexual content again is

108outlined in the policy in an effort to continue evaluating the books we we brainstorm ways where do we get this information how can we find out which books in our library obviously not having going through methodically and reading each and every one what are some ways we can get information that's out there of books that are of concern books that might have excessive profanity strong sexual content or being challenged or making the news those types of situations so we have a list about 20 different websites that online resources databases that the librarian can use uh we can make those available to you uh everything I'll just read a a few here obviously book looks Common Sense Media novelist plus teachingbooks.net book blist online uh publish different Publishers websites Scholastic tou way children's literature comprehensive database

109and it goes on and on so the librarian will be tasked with researching evaluating these different resources to target books that are of concern out there for public schools and for public school children cross reference them to books that we might have on the shelf and then reading those books evaluating them and if necessary pulling those books off of the shelf and placing them in an inaccessible location in the library subject to an opt-in policy as outline in policy 1091 for the general book collection that's not impacted by other sources or challenges we didn't want to uh patri U accept the idea of using artificial intelligence it was brought up by I believe two or three different board members that that is an option we heard this evening from a speaker that maybe that's not

110vetted appropriately yet or it might be in its infant stages but I think it's a tool that we can use and the librarian will be asked to use that tool if they come across a book they believe I I just don't know but I can't find it in my resources it's not on bookl book looks you know I need some more I need help so they can run that through AI that's going to be um allowable to get some more information again this is all about a collection of information the librarian can pull in to make an educated decision about whether or not to pull a book from the Shelf put it in an inaccessible location for the student as outlined in policy 10 19.1 and make it an optin procedure the last point we

111wanted to make is the librarian as it currently stands in our that position is also it's a part-time librarian part-time social studies teacher so that position teaches Social Studies classes throughout the day as well as attends to the learning Comon Library so we we understand that and we we respect that and we would say that the pace for implementation of policy 109.2 will reflect the the current annual schedules and availability to focus on the designated task so we're going to give the librarian an outline to this we met with uh Mrs Starner Mrs Graham and I met with Mrs Starner we feel this is a very comprehensive eclectic plan we feel it's doable we feel it's reasonable we we feel it's practical we feel it will meet the spirit and intention of the policy uh

112but at the same time we want to do that balancing act a little bit unless we want to look at Personnel because we do need her to provide some instructional duties as well as her librarian duties at the same time so that would be our plan to uh initially Implement if many of you remember Ron Evert that was on the board manyu for many years he always said in policy have a policy that you can Implement so we want to make sure we can implement this with your intentions with with Fidelity and to the best of our ability given the resources and Personnel that we have thank you I do have a question for Mr Albin yes sir if that's permitted uh Mr gr absolutely it's discussion I took notes of what you said and

113uh some some of the things that really are important you mentioned uh that we should be looking toward pratic practical Solutions uh using common sense and we need to demonstrate due diligence uh my first question is it seems to me uh about six or seven months ago we received or perhaps longer uh we received uh information that somewhat less than 1 half of 1% of the books in the library may need to be evaluated that would be if you have 14,000 books that would be uh 70 books uh why did you bring up the issue of 14,000 books needing to be read we knew that scenario as I as I started out and explain that scenario obviously is not realistic but I wanted to give you that information in case you would get that question

114from a Community member or a constituent because you may get that just from someone looking from the outside in saying Mr lusted what how you know how are they going to implement this why can't they just read every book and evaluate and you can share that information well it's because it's 14,000 books you know it would cost this much money we would and this would take this much time obviously that scenario was never one we considered but we wanted you to have the information in the event someone shared that concern with you and I appreciate that that that does make sense I have had community members speak to me about this um consideration and I have consistently uh spoken about 1 half of 1% and that uh is a a valued uh input uh that

115I can make in that regard yeah and scenario two just directly reflects what what you shared there so we know that those books there are books that we need to take a look at immediately and we're going to do so I would like to um commend the um the thoughtfulness that has gone into this by by you Mr Albin by Miss Starner by Mrs Graham um and the board members I mean we have worked over a year um and and to Gareth thank you I mean your your input and your Insight was very very helpful it really helps steer us um I I I don't want to say I feel like it was wasted time over the last year but I feel like we spent a heck of a lot of time on something that

116should not have necessitated spending so much time on um one thing I would like to amend in this um in this document today uh the final um under um it's on page seven enactment and scope of this policy the parental control provisions of the policy shall take effect with the 25 2026 school year I would like to amend that to say when the school year starts in the fall um it seems like it seems like that is a logical step to not say wh tomorrow morning no in in the fall of of 2025 would be a suggestion I would have to amend this policy um when I excuse me when I when I look at that and especially the first time I read it um I thought it covered the whole policy taking effect in

117the fall of 2025 26 and I when I read it today the parental control provisions of the policy shall take effect with the 2025 2026 school year um I would not like the interpretation to be that everything else if this is approved take becomes live and just that parental control piece for 25 26 I I would like to see it say that this policy will take effect at the beginning of the 2025 26 school year because that would give the library staff some time to even start working on this but I I hate to see the interpretation be that half this policy goes into effect next month and the other goes into effect in the fall does that make sense thank you yeah I agree I agree likewise Mrs kuss and was going to make

118that suggestion so thank you for making that um appreciate that so could we change it and thank you uh could we change this to uh just make a statement that this policy shall take effect at the start of the 20252 26 school year think so yes can you direct that to Courtney then do so abely are there any other questions or discussion about this would that then be reflected uh in the second read yes very good yes and and I I do want to say I know th this has been a big topic for a long time and I don't know if people remember but even months ago you know I said we need to come to consensus somehow we have to come together in the middle neither side of this issue is going to
