005guidelines and not about the policy Mrs plank suggested that isn't in the Constitution and the board doesn't have to follow them the policies that you are writing are not in the constitution does this mean that the administration teachers staff parents and students don't have to follow your policies unless they relate to the Constitution or state law you approved the student handbook last week and through the discussion held about the handbook it appeared that not all of you had read the changes made and yet you approved it there were zero no votes on apping these handbooks as a board member you agreed to come to meetings prepared this is in policy 011 principles of governance and Leadership how is the community supposed to trust your judgment in regard to changing any guidelines when you do not
006follow your own the psba has been a longstanding institution in Pennsylvania it was formed in 1895 and over the past several decades voluntary membership by traditional Public School entities has been nearly 100% electronic records only go back to 1979 according to their records our district joined before 1979 we have been using their guidelines for policies since before 1979 there has never been a complaint lodged about their guidelines at the previous meeting Mr Walmer asked if there was a precedent regarding these guidelines does this qualify as precedent for you Mr Walmer for over 45 years our district has used guidelines I hope they continue to do so as for the policy discussion once you got to it if you were to go by Mr lustig's suggestions books containing any profanity or sexual content would be banned
007with exceptions that would be infrequent not common more than half of the books that were required reading for me when I attended this exact high school would be banned under his policy this includes books like a m and Men Lord of the Flies cat The Rock and I could go on there was also mention of book rating system similar to TV and movie content does such a thing exist isn't that in part why we have Librarians in order to gauge literary appropriateness for different age groups my question to you is what are you afraid of I do not want my children to lose out on educational opportunities due to your fears parents already have a choice to opt out of content that they inappropriate with the current policy many of you ran on the guise
008of caring about test scource Banning books will lower test scores in a recent survey done by first book about the effects of book bangs over 1500 teachers responded of those surveyed 72% indicated that restricting book access decreases students engagement in Reading More Than a third of Educators noted that book bands discourage students critical thinking and 78 reported 78% reported that students are reading more when given the choice to read band books we want our kids to read more don't we another point that was brought up about the existing policy is that it's too vague what exactly as big how would you clarify it I found it interesting that you used this term repeatedly it was a term that many in our community used in describing the contract that you signed with the independence lawon many

012resigned and took a position as a high school principal at one of the three high schools on the Lancaster CTC campus so uh I've been on the interview committee to replace him there were 22 applicants um Cumberland Capitol Area Intermediate Unit has been taking care of the search and organizing everything they cut that list to 10 candidates and then the committee selected five to interview um we had that done the two last week and we have offered the position to one of the candidates and we're waiting to hear back that he's in agreement to to sign the contract that's it thank you Mrs gr any questions uh fund advisory Mr alal uh just a brief report uh inter funds hosted the breakfast for the back to school um meeting yesterday morning between faculty and administrators

015filling the hallway again so we're excited about that I want to thank the administrative team and the staff for everything they have done I know last evening was a busy evening from Biglerville Elementary open house to Upper Adams Intermediate School open house to the Middle School open house we had a number of open houses last evening and they were all very well attended so it's great to see the community participating here I did provide in my opening um remarks on my administrative report where we stand with some of our staff vacancies we still do have a few um staff positions to fill and we are working diligently to do that but we have plans in place right now to begin the day tomorrow and be able to provide a solid instruction for for our student
016body there is a really important day as you all know tomorrow we open up so we're hoping to get kids in get them here safely get them fed and get them home safely and that will be a successful first day of school as we always State at the beginning of every school year but we are looking forward to having students fill our hardways again a few other items the state budget we are still dissecting what the money will look like and how we are able to utilize that there is a session tomorrow that our business manager uh shil Hobbs and I will be uh listening to to try to gather more information about the types of money that are coming to us this year and how we're actually able to utilize that money I do
017want to publicly State too that the pims people uh we continue to work with them for a pims reports and that continues to be a very positive process um there are a lot of really intricate reports that are due and um through utilizing this contractor we have been able able to maintain getting reports completed thoroughly and submitted on time and um it seems to be working well we do have a meeting set up I want to thank Mr Alin for helping with that um in a few weeks where we will just follow up just to check in and see how things are going and if there's anything we need to enhance for that process it was mentioned during some of the public comments we did have um a donor as result of the ilc uh
018decision to to move forward and engage them I was contacted shortly after that by a uh donor of many years here in the district that withdrew what they had intended I didn't realize that they had intended to provide um a pretty significant seven figure donation to The District in their will and um that has been Chang changed um I was notified that their attorney would be contacted and they would be reversing that decision as a result so I just wanted to be um transparent about that I was not aware that donation was coming to our district and um was sad to hear about that I did try to have conversations with the donor and I will continue to do that and the the the months to come just to see if there's any way that
019we might be able to build a bridge you know um and try to have a reconsideration but um I was shocked by that news and um I'm continually trying to reflect you know about how to to move forward from that that would have most likely been donated to our caner funds um as I know the donor was very um adamant about the good work that the caner funds does for a district and um you know that could have served them very well but um I'll continue to try to work with the donor um the donor wishes to remain anonymous at this point and uh if that changes I will release the name in the future we did uh move forward I know there was some conversation publicly about um taking a survey um through psba
020for our School Board to try to identify some areas that we could that things that are working well and things that we could enhance so uh we are waiting for um a time that we can meet and review those results and then um try to move forward with um providing some opportunities for us to grow as a group up here and I'm actually looking forward to that and um I'm very very optimistic that we we can continue to build you know relationships and bridges and continue to to move forward for what's best for a district and um to continue to do what work we can to meet our vision which is all students College and Career ready I did give a quick update on the executive director search from the Liu and um there were
021two updates that happened since our last board meeting I won't go over all the details that's in my report one of the uh updates is from July 24th 2024 and the second one is from August the 15 2024 that just came out recently so they are moving and making progress they have narrowed down uh the search and are beginning to zero in one specific candidate so I will keep you posted on that as well that's my report at this time thank you sir there any questions or comments for Dr um I would like to say something um first um most of you know I was on the caner funds board for a number of years and we appreciate any donation that anyone gives us whether it's large or small and uh the same with the
022donations that come through on the agenda we all appreciate everyone who reaches out to support the district um I will say I was devastated when I read about this loss of a don ation of an endowment because you know caner funds mind endowments are the forever money that they talk about during the giving spring it's it's just not seven figures handed to us it's invested and we get the payouts over forever and I I was devastated and I'm also heartbroken about the opportunities that our current students and our future students are going to miss because of this decision and I'm I'm hopeful that something can be reversed to to make this successful thank you Mr President I'd like to say something also um like Mrs Krauss I was at first very angry and then very
023saddened by the news about the endowment the seven figure endowment my first thoughts were that the pro bono Law Firm has already cost us seven figures um I'd like to we don't know who the donor is but I'm always in awe of people who have either built up a business or worked so very hard or perhaps inherited money I don't know but they that they have the heart to give it back instead of squandering it so I just would like to say I'm sorry to this donor that um we broke your trust and that you felt that the only way to um say what you had to say was to move in the way you did and I respect you for that and I'm sorry about it um I I respect very much Dr Do's
024comments about building a bridge and I would like to think that um perhaps we could turn this nasty nasty lemon um into some lemonade and perhaps our board could readdress um the decision that we made because I fear not only we lost this Sev digigit um donation but I worry about uh further people down the road and they say no not going to do it I was going to but I'm not going to do it I think we have to constantly be looking out for our children in our district um when I sat and watched the caner funds report yesterday morning and how the money was spent from the grants that the teachers applied for there were things in those grants that some of our children would never have the opportunity to participate in or
025see or do or travel to were it not for those caner fund grants um and there are many many children in our district who are disadvantaged and I just think as responsible board members we always need to be cognizant of our students and their needs and I feel like we have really left them down so Mr President I would hope that perhaps down the road it could be on the agenda again to readdress that decision thank you any [Applause] anyone else I'll just say that I I concur with both Sue and K's comments and um I do hope I don't think tonight is the night but I do hope in the very near future that we can revisit and have a discussion and hopefully build some bridges and I do hope that it doesn't affect

030my staff will probably be retiring within the next s to 10 10 years so it starts building that back log um for cross training as well so the 30,000 would be an additional for salary and benefits and then in the Personnel items you would see the job description um that would go along with this position that I'm asking for approval please and Shelley the things that are on this list this job description these are things that currently you and or your team of Administrators are doing is that right so for the transportation and the child accounting that's primarily that coordinator's position which I have been cross trained in that as well the finance duties currently I don't have any backup so if I would be out um this would also start building that backup within
