002on June 18th 2024 so moved second motion and a second any questions roll call please Mrs cross yes M Jalal yes Mrs Halal yes Mr lustic yes Mrs plank yes Mr Walmer yes Mr wiel yes Miss Jan cover yes Mr lady I thank you that'll take us to recognition of Delegation and we'll be having a presentation about John's meals tonight yes it's a pleasure to welcome and Vines who is the program coordinator for John's meals um we would like to give the board an update and the community that is here an update on John's meals it's the program that we've had in the district I think since about 2014 so um I'm not going to steal the Thunder from Angie I'm going to let you share a little bit about the program the board has

003been given a list of the food items and also some of the statistics that Mrs Vines will most likely be speaking to so I'll turn it over to you thank you good evening everyone thank you uper ad School District board for having me here tonight to talk about John's meals um I'm here again because there are so many new members on the board and we thought that perhaps there just may be some things that we don't all know about our program so my name is Angie Vines I'm the program coordinator for John's meals it's a supplemental weekend food program for the upper Adam School District students and their siblings in early 2024 I was delivering gift cards from Zion UCC to Sally Jones the BHS school nurse when a student entered her office saying she

004was so hungry could she please have a granola bar this simple statement moved me tremendously and I'm went directly to our church pastor at the time Reverend Kim bler of Zion UCC to talk about just what could we do for Hungry students together we worked with other local churches and citizens we spoke with other backpack fruit food program volunteers to learn just about how to set up an effective program around the same time John Ravensburger a retired upper Adam School District custo Ian passed away and left generous amounts to local churches fire companies and Scouts and we use $3,000 from our from our Zion funds of AR quest to use for startup funds to begin the food program thus honoring John rensburg as John's meals the program continues to be supported by gifts and kind

005and monetary donations from community members churches businesses and other nonprofit organizations the program moved under the upper Adams Christians together or U act umbrella in 2016 after its startup as a 501c3 organization to offer donors and and and take to offer donors the advantage of making tax deductible donations this tax status also allows us to participate in the community foundation's giving spree in the fall semester of 2014 John's meals delivered our first meals to Arville Elementary School with a delivery of 30 bags as we understood the needs of the community we we included we expanded the program to include bendersville Elementary School the next year we added to breakfast items in 2019 January of 2019 and in October of 2017 we expanded the program to include the third grade students at the bville elementary school

006in 20 in the fall of 20th 2021 we expanded the big Lille program to include second graders as well so currently we serve bville Elementary and the Upper Adams intermed med school in Orangeville grades 2 to 6 plus we also deliver breakfast bars to the bville high school and middle school campus John's mes operates with approximately 75 volunteer positions a 10 10 member executive board meets monthly to administer the program we have procurement volunteers staging teams packing and delivery teams and we receive food donations from area businesses and individuals the home for John's meals inventory and teamwork is in Zion UC in Arville at the beginning of the school year an invitation letter in both English and Spanish is sent home to all students in grades 2 to six any family who feel may feel

007they have food insecurities May apply to join John's meals our program serves the student plus any siblings in their home ages 4 through grade 12 we offer a microwave oven and a can opener if needed for the home and we actually have done that for some a few homes also allergies are to be listed and we take care of peanut allergies uh for our our uh kid kiddos that have peanut allergies our school liaison works with the guidance counselor from each school to tally the students for our total lists we only know the first name last initial and the teacher name of the students who will be picking up the bags for their family at the end of the week protecting the identity of the participants John's meals inventor inventories 34 different food items with

008a 4 we rotating menu we pack three Entre two breakfast items vegetables fruits snacks and fresh fruit each week usually 12 to 13 items are in each bag that the student takes home a survey is sent home with the participants each year in January asking about the meal items their favorites their least favorites suggestions comments on one survey a boy mentioned he really would like bacon and eggs but we just haven't figured out how to get those home yet we constantly monitor the weight of our bags we once had a family taking home seven bags each week the mother typically came to the school for the help with the pickup 70% of our students take home one to two bags per week 22% take home three bags and the remaining 8% take home four to

009six bags a week this year we served a total of 89 families 51 in Orangeville that's grades 4 to 6 and 38 in Biglerville grades 2 to three the total of our 10-year program shows [Music] 39,380 total bags and 166,167 meals have been served this past year school year of 2023 24 we had a growth of needed help for food insecure families at 8.1% the registered students also receive on their birthday week a birthday bag with a cake mix icing candles and a card to help them celebrate we have had students so thankful because they say theyve never had a birthday so cake in their life summer birthdays are celebrated there the end of the school year and at Christmas time we also receive additional gifts from our partner churches such as handmade hand knitted

010scarves mittens hats plus small toys to enjoy all the students are so thankful and polite and happy to be receiving John's meals bags each week they will be able to report back to school on Monday mornings with full bellies and ready to learn John's meals also partners with Community Aid and I request $300 in care cards quarterly which I delivered to the school nurse for distribution as needed each card is valued at $25 and they be used at the Handover store or any other Community Aid location for clothing and shoes the community can assist John's meals with financial donations product donations food drives volunteers are always welcome for packing and delivery and staging teams and we are very blessed to live in Upper atoms with folks who are so generous with their financial contributions and

011food donations checks may be made payable to John's meals mailed to Pier 593 in Arville thank you to the uppam school district school board members who are volunteering with John's meals and we welcome any other volunteers to join our program many hands do make light work the packing and delivering teams volunteer on the average of about an hour to an hour and a half on a Friday afternoon every 3 to 4 weeks so it's not that often a team of four to five members would be wonderful to get bags packed delivered loaded and delivered to the assigned School set up and prepare for the students will be called who will be called to pick them up and it's all over in five minutes they announce for the kids to come and it's whoosh here they

013you okay anything else so whenever you hear the word John's meals think Bruce's Harvest but we're remembering Johnny rensburg okay thank you very much thank you thank you thank [Applause] you this will take us to a public comment period I am going to read uh a clip from our policy 903 for everyone since we've been having so many public comments the board of school directors encourages comments from the community members during during the citizen comment section of the agenda upon being recognized by the board president and individual should State their name confirm that they're either a parent Guardian resident taxpayer District employee District student or anyone representing group or firm in The District in the community and may speak to the board for a period of no longer than 5 minutes no participant may speak

014more than once on the same topic unless all others who wish to speak on that topic have been heard questions posed during citizen comment will not be redressed during the meeting if a question requires follow up the board president or superintendent will follow up individually the board requests that neither complaints concerning job performance nor allegations of misconduct relating to specific employees or students be raised at a public meeting such concerns should be referred directly to the superintendent the board will conduct its meeting civy and respectfully all citizen comments deserve that same respect from both board and other meeting attendees at the discretion of the board president verbal disruptions commotion or other disre disrespectful comments behaviors may result in a verbal War warning termination of the comment board recess or termination of all citizens comments also

015uh there will be a timer running up on the screen so when you're giving your comment be able to see how much time you have left right up here so that will start us off with Marilyn Dolly Marilyn Dolly resident of artsville taxpayer and parent of three bville High School alumni school board members this letter is to offer full hearty and continued support for those of you who will not allow the independence Law Center ilc to alter or influence the policies of the upper Adam School Board it is also to admonish those of you pushing to engage with ilc to thoughtfully and thoroughly reconsider your decision as demonstrated by more than 500 petition signatures dozens of emails to you 227 no Community survey votes and dozens of public forum speakers over 3 months of board

016meetings all saying no to ilc involvement in uasd board business alongside the near total lack of support for ilc your constituency has spoken clearly loudly repeatedly I'll ask you again to listen to them they are the parents teachers students experts Librarians administrators alumni and community members who know their children and what is needed from you as a public school board you must adhere to the founding ideal of separation of church and state delineated in our Nations and Commonwealth's constitutions you must also create and maintain a healthy safe nurturing and inclusive educational environment for all students and staff hiring an avowed Christian nationalist Law Firm for the sole purpose of introducing religiously driven anti-lgbtq plus and anti- bipo policies contradicts the very essence of separation of church and state and does not create a safe effective

017educational environment once the filed right to no law requests for your ilc Communications are honored the transparency some of you promised when running for your board board seat will finally occur the uasd has Library policies and a policy committee and legal council they are all effective uasd has had no parent challenge any book uasd has had no families or teachers leave this District due to religious persecution or forced pronoun usage uasd has less than half of a percent of its 12,280 books even mentioned on any external challenge lists you need not reinvent the book policy will nor create problems where there are none and definitely not at taxpayer expense yes we not only know what solicitor means but we know what the ic's pro bono means too board ilc supporters have claimed First Amendment rights

018to free speech and religious freedom you've claimed we need these policies to protect children both of these claims are at base ludicrous when taking at face value next to the lived experiences of victims of assault and bullying in schools and Society those students and staff most likely to experience shaming threats and actual assault will only feel greater fear should you have your way some of you may not be aware of the harm anti-lgbtq plus and anti- bipo legislation and policies have on queer Youth and youth of color according to the Trevor Project's 2024 US national survey on the mental health of lgbtq plus young people here are some key findings 39% of lgbtq young people seriously considered attempting suicide in the past year more than 1 in 10 12% attempted suicide in the past year

019nearly half 49% of lgbtq plus young people ages 13 to 17 experienc bullying in the past year among all lgbtq plus young people 84% wanted Mental Health Care 50% who did were not able to get it the overwhelming majority 90% of lgbtq plus young people said their well-being was negatively impacted due recent politics 39% of lgbtq plus young people said that they or their family have considered moving to a different state because of anti-lgbtq laws among those enrolled in school lgbtq plus young people reported that these negative experiences happened to them well in school 32% were verbally harassed 21% were not allowed to dress for their gender expression 11% were disciplined for fighting against bullies 9% experienced unwant sexual contact 7% left the school because mistreatment was so bad whether or not you like it

020or believe it or support it lgbtq plus students and staff exist always have and always will introducing policies that further marginalize them will not change reality but will most certainly increase harm to them and send a clear signal that they are not part of the all students you wish to protect nurture and educate we in the Upper Adams Community truly do care for all students and truly will fight for their inclusion in fair safe effective and harm-free education we are here we see them we support them and we ask and we ask and we ask again you do the same you ilc supporters on this board are on the wrong side of History we do not wish to be taken there with you but more importantly we are not willing to sacrifice one child while

021you fight to stay there thank you Dennis coat my name is Dennis Cop I'm a Upper Adams resident living in artv former District employee thank you for the opportunity to speak to you this evening I've asked to speak tonight to State my opposition to the board engaging Independence Law Center as consultants for board policies and legal matters there are several reasons for my opposition first the district's current legal council is a highly regarded law firm uh when it comes to matters of school law stock and leader represents many school districts in south central Pennsylvania with a team of very knowledgeable lawyers they have experts in virtually every aspect of school law and an excellent reputation for unbiased advice and counsel second many of the district's current policies are rooted in Sample policies drafted by the

022Pennsylvania School boards Association psba exists to support school districts and provide guidance that protects school districts and school boards these policies are carefully researched and reviewed by legal council specifically to minimize the risk of school boards and school districts inadvertently putting themselves in legal Jeopardy psba also tracks new legislation to determine what if any impact that legislation has on current policies and then they recommend changes to those policies as needed third starting with a firm policy Foundation from psba and then having stock and leader review any local modifications to wording made by and at the policy committee meetings has proven very effective in avoiding legal difficulties related to board policies however this evening you are considering whether or not to engage Services of Independence Law Center to provide additional and perhaps contradictory guidance on certain

023policy issues unfortunately that guidance promotes a clear ideological and moral agenda as opposed to an objective approach the board policies and legal matters as provided by psba and the board's current legal council it puts the district at greater risk of legal liability and unintended consequences this firm is promoting the mirror image of the complaint that schools are teaching a woke curriculum or promoting critical race theory if promoting liberal ideolog ideology of Wess and CRT is inappropriate how is promoting conservative ideology and morality centered on Christian doctrine any different this firm and the donors who support their Fe free services have a very clear agenda and that agenda is one that is more likely to cause division as opposed to Unity in our community I don't want to see a repeat of what happened approximately 30

024years ago in our community when our community was divided by a group of board members who were elected based on a very specific agenda that centered on taxes and construction of a new school that group's opposition to the construction of a new school was based on limited information and unwillingness to look at the broader picture of the need for a new school and its benefits they were simply against any tax increases regardless of reason regardless of the impact on students and regardless of how their actions divided the community I certainly hope that the members of this board are not similarly agenda driven I acknowledge that this board has the right through a majority vote of its members to make changes to any of the district's policies as they see fit provided those changes do not

025conflict with ex existing local state or federal law likewise the board can engage in Services of individuals or consulting firms to provide guidance on a given topic as needed but the right to make a decision is not necessarily the same as making the right decision making the right decision requires an open mind a desire to take actions that do not unnecessarily negatively impact others and a willingness to compromise in addition what seems to be common sense might not be the right course of action sometimes Uncommon Sense is needed the kind of sense that Visionaries have people who can see beyond the immediate situation and understand the long-term consequences of a given action or people with a broader understanding of the Dynamics at play in a given situation as far as I can tell there is

026no imminent need to act on engaging the services of independent Law Center at this time slow down work together to thoroughly understand all the concerns and potential consequences regarding this and other decisions you are considering work to build consensus and make decisions all of you can support rather than decisions that will cause division anger and distrust between board members and within our community thank you Christian Parker good evening my name is Christian Parker and I am speaking here on behalf of my family which includes my wife Jessica and our three young adults Nick Emma and chance all of which who are recent graduates of biblical High School 2020 2022 and 2023 as part of my speech this evening I will be reading portions of a letter that I sent to each member of the school

027board individually prior to the June 18th meeting however I only receive confirmation receipt from three board members Mrs Krauss Mrs Holo and Mr J lady and confirmation from Mrs Hogs about its attachment to the board M as I heard no response from the other six board members Mrs Young cob Mrs Jal Mrs plank Mr wiel Mr Walmer and Mr lusy I have decided to include pertinent Parts again this evening so I can be assured that you have at least heard what I have to say frankly I was surprised that I didn't receive a confirmation of receipt of from all the board members as that is both common courtesy and a professional expectation especially of me as members who a spouse to represent all my family has resided in Arville for over 20 years we've enjoyed

028raising our family here and having our young adults educated at uper Adam School District all of my young adults received a quality education from teachers at each of the grade levels in addition theyve availed themselves of literary resources both in teacher classrooms and the different libraries as an involved parent I'm I managed what my young adults had access to at school and I've always felt that I could speak to a teacher or Administration if I needed to I implore you to vote no in response to the proposed contract with the independent Law Center as an adjunct or additional legal councel for the school district my reasons for a noo current policies meet the legal demands of the PA Department of Education PA state law federal law and title rules as such crafting new language hence

029the reason ilc has osed is unnecessary and unwarranted in fact recent statements of the June 4th board meeting were made that indicate the desire to change policies or rewrite policies is not due to quote poor Clarity but in fact because other policies from other school districts sounded quote better or quote a good choice as a Christian my faith is important to me but I recognize that neither My Religion nor your religion belong in public schools if I wanted my religion or my religious view points to be a central part of my child's education I would have exercised my option to a different educational plan the role of public school is to educate for all First Amendment protections are present for freedom of religion assembly right to petition and freedom of speech when I heard the

030ilc presentation and reviewed their website and the recent contract freedom of religion is front and center however freedom of speech is not this one-sided approach does not adequately represent our school district there is no no record of complaints brought to school board entered into school board minutes in at least the past 5 years related to the current reasons the ilc is being soled and finally hiring independent Law Center is fiscally irresponsible it's an added cost and will create added costs that are unpredictable many of you have stated that fiscal responsibility is your priority just think about all the hours and time spent on this topic of ilt spending countless hours at the school board to address a non-issue I.E concerns for vague policies is not is responsible it is here that I must change course

031a bit as I'm also here to explore a little deeper the comments made by board members regarding quote silent majority or espousing the belief that you have the Mandate given to you by the voters silent majority was first coined by former presidents Reagan and Nixon referring to an untapped but large group of individuals that may support a cause we quiet about however we don't see evidence of this here another way to look at the phrase quote silent majority is to liken it to more recent phrase quote fake news the problem with claiming silent majority is that it is easy there is little if anything someone can do to refute it because one does not need to show any evidence of it however I challenge that the recent voting results do shed some light on where

032the majority lies in reviewing the recent voting in the 2023 general election in November when several board members were elected many of you received between 10 to 11% of the votes cast this is not a majority in any shape or form but a plurality which is one when one receives more votes than others however Mrs Halal garnered nearly 27% of the vote that does sound closer to the majority and begs the question about following her stance on these more polarizing issues again I ask why the current board is pursuing the direction that they are when it is not in response to complaints not in response to dysfunction or election results and certainly not in response to the overwhelming public response via email public comment and representation at school board meetings thank you advance for listening

033and addressing my concerns I have some final details to leave with you in printed form as I know not everyone is an auditory learner some are visual Learners thank you I don't know we have lot of cop for you I'll come back if I have thanks Chris you're welcome thank you you're welcome you're lucky thank you you're welcome thanks Adam tuy good evening everyone I Adam Tucky I was once a proud alumnist of Upper Adams and when the time came for my husband and I to choose where we would raise our three daughters we settled on the school district to help me Prosper I once proudly stated I was from a small school but in no way did my small school mean I lacked opportunity or educational development unfortunately the recent actions and vulgar disdain

034exhibited by the action in certain board members towards anyone who's not white she identifying heterosexual Christian extremist has cast an ugly shadow of our once excellent schools for the intent of the board was not to show such a flagor contempt for everyone else in our community why then would they willingly choose to engage with a law firm so corrupt in moral perpetuity they leave a wake of chaos and Scandal each place they Slither into I had originally intended to tell a deeply personal story about the risk and outcomes of those who do not feel loved and accepted who do not see themselves as belonging in the communities in which they are being raised how during my senior year the lights of this Auditorium were dark the flood lights were the only things lit rehearsing the

035scene from where suus kicks hysterium I noticed my classmate in the wings of the stage behind the double doors no more than 20 yards there in a matter of moment he grabbed a chair stood on its back wrapped his sound cords around his neck and threw himself off of it I worked and reworked the story hoping that if I recited it eloquently if I could properly explain it to you perhaps you would reconsider engaging a law firm whose purpose is ostracizing students who are like my classmate confused and lacking information on what they are going through but I quickly realize something no matter how well I told this story no matter how much evidence is brought before you some of you simply do not care you do not care about my story or the student

036who dangled from the cords In This Very room you do not care about what we as a community say or do you do not care about me we he she they thems or uses some of you simply care about yourselves if you did care perhaps you would have given more forethought to inviting the ilc to our school when questioned a few meetings back we asked about the financial investors of the law firm something I would assume those pushing to engage in a contract with the aention law firm would have already done instead it became very apparent that I researched plants that I choose to put in my garden more thoroughly than what did has thoroughly researched bringing a law firm into this school so if we do end up androed in a difficult lawsuit they

037can wipe their hands of us if they choose to according to their proposal something that allows them to still State they haven't lost the case if the board truly cared about the students and the financial stabilities of the school they would have voiced their concerns and worked with the legal representations they already have a long-standing Rel relationship with instead they fabricated and acted out that they simply stumbled across the ilc because the Cruel Intentions of the law firm resounded with the members looking to voice their hate-filled desires and pass grudges they hold against the upper Adam school district and teachers long since retired it has been made evident that those seeking to push this District into a contract with the ilc are not even capable of holding themselves to the same moral and ethical principles

038they want the district to hold all literature against books should be apparently be devoid of all swear words but the hatefield speech of a board member spouse laced with profanity and directed at and around children should be allowed member plank instead embodied the personification of Helen Keller remaining deaf blind and mute to the egregious acts of her spouse at a school sanctioned event in the presence of minors faculty and parents and we are to believe you and other board members who are pushing for the ilc to help reite policies and defend us in a court of law are simply doing so out of concern for the morals and safety of our children are you motivated by Financial Kickbacks or are you simply sorry I'm a little upset or could it be that you are simply

039fascinated by your previous studies of fascism which you choose to emulate going forward claiming that everyone and everything are a problem rather than looking Inward and examining the small hearts that resides within you rather like the Grinch who had yet to discover his love of Christmas thank you everyone [Applause] Ela Al Alvarez bues thank you for the opportunity to speak tonight my name is El alares I'm speaking to you all tonight as a local business owner resident and taxpayer of Upper Adams but most importantly as a parent of four beautiful girls who all have attended Upper Adams since kindergarten three are alumni and one is currently a senior first off muchas gracias to the administration teachers and staff for working on making this a school that is welcoming and inclusive for all students it has

040made me out to hear from many from some of my clients that they were recommended to come here to move to this school district because their children will prosper with the education They will receive here most importantly those at R ESL have shown great strides and I beyond proud of the great work our scho community is doing um congratulations for having the students pursue the state and Global by literacy SE that's that's just amazing that's amazing you know while I am a proud parent here at oper Adams I now very concerned par for students future with the way the school board has handing itself I attended this the board meeting on May 21st I have since attended the following meetings and also listened to the meetings via YouTube to make sure I wasn't imagining some

041of this I have seen and heard retired School principles retired School Board president retired teachers current teachers and representative of the Upper Adams Education Association alumni current students and parents speak against changes for policy 10 19.1 and against retaining ilc and six of you six of you school board members are totally ignoring their concerns it shows you six do not care for sustaining and caring Community you seem to not want to work United because your f focused on your personal agendas one mentioned the concern of teacher shortages seriously but you don't care that they are presently speaking against those two items when I heard a board member say at a meeting let it cost tell me that money is coming straight from your pocket this is a public school Lobby Your Personal Agenda elsewhere with

042your money Focus specifically about Upper Adams and have documented proof and stop with false narratives another had mentioned do we really need um to accept federal funds if not then maybe we won't have to follow federal law in regards to Title 9 that left me in shock you know but that clearly states you don't care how much those federal funds help the education of all the students I'm concerned you would rush into engaging with the ilc and revising policy 109 without care for what the majority have are concerned about tell me tell us how is that demonstrating you are working on sustaining a caring Community here at Upper Adams and also how is that helping our school mission gracias [Applause] Jamie Bautista good evening everyone my name is Jamie Bautista thank you to all of

043you here for members School administrators I am a resident of Adams County a proud American citizen and a taxpayer I'm here in representation of the Pennsylvania advisory Council and human relations commission and on behalf of the local advisory Council to the Pennsylvania human valuations commission we care about the welfare and education of children in this District the Pennsylvania human ation Act and the Pennsylvania Fair educational opportunities act provide the right for each student of the Commonwealth to receive a fair and Equitable education free from discrimination the Pennsylvania human relations commission was established to promote equality for all as the Commonwealth civil rights enforcement agency The phrc Works to ensure the rights of all citizens of of the Commonwealth Pennsylvania through neutral investigatory processes if anyone believes they are facing discrimination based on their race color

045agreements for this coming school year that were approved they do not have a meeting in July and their next meeting is scheduled for August the 6th 2024 700 p.m. that's my I report any questions for Dr doll on the LI report thank you sir uh no report on federal programs this month um Perry M Mrs Krauss sure um okay try that again okay um Dr doll has some information in his report but I just wanted to report that Justin Brun who is the executive director of Cumberland Perry Career and Technical Center has resigned effective August 28 2024 he will be moving to the Lancaster County Career and Technology Center um that facility has three high schools on its campus and he will be taking over as principal of the Brownstown campus um the Capital Area

046inter immediate unit will conduct the search to replace him and last week the council did approve his resignation they posted the vacancy and we have have already been told that there is a candidate that will be placed as an interim director and uh I'll be able to announce that name next week after or next month after a vote that's everything any questions for Mrs Kon car and Perry thank you Mrs Krauss uh funded Riser Sol yes I have a I have a report this evening um thank you to all of those who spoke it's not my report but thank you um those were some emotional uh comments and this hopefully will lighten the mood a little um from caner funds over 30 grants were written and provided to the in hope to the caner funds

047in Hope of some funding of the 18 $1,000 plus money appropriated 15 requests were fully funded and eight were partially funded some grants were made available via the settle fund and some were either denied and or funding was found elsewhere some that were fully funded and I'm not going to name them all but these were just some who kind of talked to me um up to $2,000 maximum per Grant included the fifth grade environmental Camp which of course is near and dear to all of us a fourth grade field trip to Indian Echo Caverns the sixth grade zoo trip the first grade bread making class I'm super excited to hear about that um the 10th grade Ike and the men of D-Day the eighth grade Gettysburg Battlefield trip the Soul Sisters healthy eating for grades

048four to six and for kindergarten playground enrichment to name just some a total of 846 students will have been impacted by these grants which I think is incredible these are programs for which there was no budgetary allotment from the district but the faculty felt were worthy those who applied for and receive grants should be lotted for carrying that much to go the extra mile to apply for funding it will be quite easy to throw up one's hands and say no money no extras I'm very proud of our caner funds and thank you to those who applied that's my report any questions for Mr Hall thank you ma'am uh we have no administrative reports this month that we give the administrators the month of July all one reports so that will take us right to the

049superintendent report Dr do thank you um a few updates our prek counts program we recently we meeing uh Jennifer shower is the executive director at Adams County head startart and myself we had met with Roma Greenley she is the preschool program supervisor for the Pennsylvania key um program so our prek counts program she is the one that oversees all the programs in Pennsylvania uh Michelle Farland faran was our supervisor and recently she had um left her position so Roma is currently filling in so we had an online conversation it went very well um we're looking forward to the money and we know the state budget has recently been pass we're still trying to dissect a lot of that information right now but we are under the assumption that we will continue with the prek counts

050program this year at Biglerville Elementary just an update on the pims people uh we brought this to the board and there was an agreement for us to move to having um a company work with us to complete pims reports these are mandated reports that are required to the state I just want to give an update that things are going extremely smoothly um with the gentleman that's working with us Douglas Ferraro and um he has completed 34 reports just over the last month so that just gives you an idea of how many pims reports are coming to us and he had mentioned that there will be a minimum of eight submissions coming up probably within the next couple weeks another item I wanted to follow up on um I had mentioned with the board a couple

051months ago about doing a survey through the Pennsylvania School boards Association and I wanted to provide some time for us to get up and running as a board and what it would be it's a survey of the team of 10 so it would be all nine board members and myself as a superintendent we would take a survey that is actually provided to us we would provide an email link to each of our emails and the survey would come from psba we would be able to share the strengths and weaknesses of how things are working as a group and then that data would be analyzed from resources at psba and then they would send it to us and then they would provide time for us to meet about an hour and review those results and from

052that I think it would be good for us to identify what are some strengths and what are some areas that we could enhance in our if it's Communications how we run meetings how we set agendas those types of things so I'm looking uh forward to making that contact I did talk to um a contact at psba this past week and Aaron eard is someone that you may be seeing an email from she'll send you the link and then we'll give you about two weeks to respond to it I'll respond to it as well and then they will take a time to pull the the self assessment together and provide us those results from someone neutral and then from there we can see what types of trainings we may benefit in the future so I just

053wanted to share that may see that email coming to you um today we were visited by um the the organization that is doing the executive director search for our Lincoln Intermediate Unit this is a a local organization that provides a lot of resources to public school districts in Adams Franklin and York counties and the executive director will be leaving in um December uh January around that time they're in the the process of collecting information from each of the counties and they had met with the Adams County superintendents today here at Upper Adams we hosted that session and uh they asked us a number of questions and we were able to provide some input from that input that they gather from each of the county superintendents and yourk County they met with them earlier today they

054met with us today I think they meet with Franklin County tomorrow from that data they'll have a better understanding of the candidates that they're looking to have come in as finalist and then they will go through that interview process believe they're looking to um have someone in the very near future so sometime within the fall that way there could be a small transition period before Jeff West Dr West before he leaves uh the IU uh Mrs Krauss did mention about Cumberland Perry um I will share that the bids for the construction project were rejected by the J program or the J committee back on June 24th 2024 so the original bids came in $4.5 million over the projections that Crabtree rbol Associates had projected so they tried to go back in and do some value

055what they consider value engineering to try to bring down the cost they were only able to do that with about $2.5 million leaving a $2 million deficit so our board we had a specific budget that we have um agreed to we have the money set aside for those construction cost um but with the additional $2 million there's going to be obviously some considerations that have to take place as they go forward and I believe um Mrs Krauss had also mentioned that Justin Brun recently resigned as well a little bit earlier in this meeting finally I I do want to share um just an update about I I know we've had some concerns about District policy and how that works um here within the district um we have utilized as was mentioned uh the Pennsylvania School

056boards Association psba for the process of developing reviewing revising approving and implementing uh board policies and procedures we've done that for many years and um our policy 003 outlines the functions and it states that the board shall exercise its ruling power to adopt procedures and policies for the organization and operation of the district the Administration has found that utilizing the attached uh board procedure and policy development process that the um that psca provided is is helpful so I I did include that in my report and this is typically how we work through board policies or procedures you know there's obviously a recognition of the need that can come from either the board the administration you we determine what those circumstances are the requirements for a new or revised board policy and um look at what

057the the board goals would be for that and then it's typically turned over to the administration and the administration is the one that gathers the information and research there's a formulation of a draft policy and then there's a review of the draft polic policy and that content during our board policy meetings and then there's a whole process that it goes through with the formalization of the policy it's presented to the board it sits in the board they approve it for first read and then it comes back a following month for a second read before it becomes an official policy so um I I know that we've we're working on some policies but I just wanted to review that that's typically how we work through um board policies here in the district we try to keep

058them within five years there are times that that's very trying to get all them up to date within 5 years because there are a lot of policies in the district but we try to do the best we can and we continue to work on that a good example of what we would do typically we'll get information from psba they'll make recommendations we align that with our policy to see what kinds of changes are taking place and then there is a full conversation that takes place about how can we implement this policy here in our district how do we tailor to our district so it's not something that we just take from psba and adopt it we want to make sure and I know Mr Ebert who was our policy chair for years said we don't

059want to ad adopt a policy that we can't Implement so we want to make sure that when we're working through the policy it's something that we can create and actually Implement and actually put it into place here in our district and actually f well the example that I gave was one the comprehensive plan and uh typically the the plan the the policy comes to us and then we looked through it as Administration to see and in this case when I looked at the comprehensive planning policy that we adopted back on March 19 2024 the last adopted um policy for this particular policy was back on February 22nd 2000 so over 24 years ago we had adopted the policy but since then comprehensive plans or comprehensive plans um that are implemented within a district those plans

060were good for six years and that has changed so now policy or the uh the comprehensive plans are only good for three years so those processes have changed and what we do is make those changes in the policy in red those come to the policy committee to look at and then we explain why the changes were made from there the policy comes to the board the board um would approve them as first read and then from first read it would sit for 30 days before it would get voted on at the next board meeting and then it would become policy the next day we would just replace all the edits with whatever was approved a clean policy would be uploaded to our website all of our policies are on our website and everybody has access

063on Thursday evening July 11th um we are still unpacking a lot of the details that are within that budget um between yesterday and today I attended about two to three hours of seminars and still you know our groups that we work with um are still unpacking trying to figure out everything that's involved but some very quick highlights for the budget and how that may impact um here at uasd and as we um receive more information I will share that um probably more at committee meetings um so we have that presentation so in basic education funding the district is receiving an additional about 150,000 than what I had budgeted for special education funding we're receiving about $107,000 more than that was budgeted ready to learn we had and we were receiving about 276,000 but now we

064have an additional $842,000 000 that there are some things that are tied to that that we need to unpack and see how that's going to um work within our budget so once again we know there are additional parameters we just don't know what they are yet a new item from the state budget was Cyber Charter reimbursement the district is going to be receiving about $74,000 what I heard today in a webinar we're actually going to have two different rates for Cyber Charter Schools we're going to have one rate that the district is going to be paying from July through December and then in January a new formula is setting forth so once again we're still um trying to understand that data um there will be a mental and physical health mental and physical Grant um

065of about $130,000 once again we don't know the parameters regarding that and um reimbursement for our CTC is an additional 75,000 than what was budgeted so overall it's shy of an additional $1.4 million once again a lot of that is tied to some additional parameters and once we unpack that we will definitely share but that is the quick update I have on the state budget the other um item I wanted to mention this evening and um we will be covering this more at our October or see sorry August 6th meeting is um the applications for the free reduce for 2425 is on our website so I encourage folks to start completing that process getting that process in so you have that ready for the beginning of school um we're actually working on some details in

068quickly seeking a way to make sure that they could still provide that service to us they were able to guarantee one year until they relook at it and try to reidentifying at least a College advisor for one more year okay thank you Dr do sounds like they don't want to extend it out too long unknown reasons come about go ahead did the cost of that adjust as well or no it's it's the same cost uh we we still pay the $32,500 um I was actually reaching out to doners to try to find a way to offset the costs just thinking if Franklin Marshall wasn't able to come back would we be able to find a way I was starting to seek donors to do that um but in the meantime they reached out with some

071that and then address it we're not making okay um just so it's clear to everybody when Cumberland Perry first organized its votch school we were not in the original Authority and so the time has passed pass for that uh the time limit for that Authority has expired and so to continue with the new building and accept us as one of the 13 sending schools this one we had to see that it was dis disappearing and terminating sounds like the wrong word but that's the word they use so that we actually will eventually see documents that we sign on as one of the 13 in this next Authority that's been organized to start the renovation project any questions my comment uh would be that I have uh been very very happy with what I have observed

073item 14.17 uh this is informational Mrs hops do you want to speak to the two documents attached in the agenda yes so this evening um we just wanted to provide an update to the board regarding the capital reserve list that was approved and where we are with some of the projects um the water softener that has been completed our fencing project that's being paid by pccd Grant is in progress at the time and that's behind the secondary campus here the tower for noaca um the first grant that we applied for we did not receive as a competitive Grant Mr Alin has completed a Grant application for a second Grant and we will see if we were um receive that we should know something by the end of September um the gym divider wall for baville

074elementary that's in progress that's in order the issue is going to be when it's completed and when we can get that installed um the roof restoration we currently have that on hold as it was just passed um we're we applied for a grant and we are waiting um information on that one as well um the administrative boardroom carpet replacement that is still in progress we have some information that um will be talking about next our Middle School carpet replacement that was just completed this past weekend track resurfacing once again that's on hold because we're going to have a presentation here shortly about a Turf um field opportunity the parit wall that is in progress as well and resurfacing resurfacing the gym floor that is um in progress so our Capital project list for this year

075is moving along the second document that is attached in agenda manager and I mentioned this several months ago so I wanted to bring it back to everyone's attention um when the intermediate project was completed 2 3 years ago there was a bond taken out for that project we also use those funds for the um renovation of the locker rooms so we do have remaining funds left over however because we did not use the funds in a timely manner with um borrowing the interest that we have earned above our borrowing rate we have to pay back so we need to spend these funds so we're not continuing to pay back interest money that we earned so for an example we borrowed money at 2% the interest rate is at 5% so we can't earn that 3%

076past a certain point so now we have to return that money that's all government regulated so right now our remaining balance that we have left over from both of those projects that I mentioned the intermediate project and the um gym room team room locker room is just shy of $449,000 as I have listed right now we have an estimate of 38,000 interest that we have to pay back that was as of May so I'm estimating as of January 58,000 once again that's a rough number but let's just say we have an estimated balance to shy of $391,000 so of the capital project list that I just mentioned I would like to recommend to the board that we use the remaining funds from those projects to pay for the capital reserve projects that I just mentioned

077so that once again we're spending down those funds and we're not having to pay back as much interest in the future so if we look at the projects that I just mentioned the parit wall the resurfacing of the gym floor the carpet replacement in the boardroom and in the admin area the Middle School carpet replacement the Tower and the gym room or the gym divider it gives us a remaining balance of just shy of 30,000 about $29,000 once again that's so we can reduce the amount of money that we have to pay back on the interest so I just wanted to bring that to the board's attention and um ask if you know if there's any concerns about that process no concerns I'd say that's very wise thank you shell comments or questions what was

079months ago the board was informed uh that the district received an anonymous donation towards uh it wasn't all of it but towards a uh possible turfield at the upper at School District bville High School uh through numerous meetings um we were uh working through the best approach uh as to the location of the turfield and and looking at our campus and our programs what to better to the best way to utilize our space we only have 35 acres here at the high school campus so through that uh Brian bamman with Turf tracking Court was recommended uh by multiple Turf companies uh as an architect who specializes in these types of projects and we contracted Turf tracking Court to uh perform this feasibility study so Brian is here tonight to kind of walk you through this

080feasibility study and then uh at the conclusion if there's any questions uh you will be here to answer thank you good evening I trust you all got a copy of the study that we had put together I understand you all got an electronic copy just uh we'll go through uh the overall components of the study pretty quickly uh then we can ask answer any question questions uh that you may have uh when we look at the feasibility study for a turf field we try to look at opportunities constraints uh that your campus would would potentially yield uh we look at existing conditions uh in your situation we looked at four separate locations you go to the next page please up back a little bit there we go if you're looking at the screen uh we

081looked at four different locations on the campus we looked at the stadium uh the field hockey location Baseball Softball Field Complex area as well as the soccer field again when we looked at the opportunities those areas may give the constraints that they may put limits on the field and just the basic usability uh to provide the information so you can make a logical decision if you want to move forward with the with a field uh you do your diligence and understand the components of each uh as we looked at the existing conditions uh the stadium you know basically is your main athletic venue uh you're looking at a natural gas plane surface you know your 400 meter running track lights visitor home bleachers uh concession and restrooms basically all the components you need for a

082competitive venue um the one area that the stadium is is tired right now I use the word highed as your running track I think you had mentioned the potential of resurfacing that running track definitely in uh in the LIF span of that running track is in need of of a resurfacing but all your other facilities definitely are are are in good shape uh and definitely usable moving forward in in a competitive nature um the field hockey area we can move forward we just had some pictures of the stadium there of the running track some surface cracks um the field hockey area excellent grass field for your field hockey use uh the limiting factor there is your overall square footage for a a synthetic turf field um overall you have room for a field hockey field

083the overall length of field hockey is 300 F feet so you're limited in length for your football field and soccer which will typically play at 360 ft widthwise there is some room there to get ample space uh for football soccer may be limited widthwise because soccer you know with your field hockey is 180t maximum soccer would rather be at about 200 feet average for a soccer WID so some constraints with the field hockey area more overall size of that area uh the baseball softball field area um looking at the utilization of that you are maximizing use excellent baseball field and softball field areas uh as well as practice soccer and and field hockey Fields uh in the fall so good use of that area you have almost 300,000 square feet between the the two Fields

084as well as practice fields limiting factors in that area we found really are are really accessibility um you are kind of in a finger there with the those athletic fields uh you do have a gravel drive but uh some Mobility challenged individuals are difficult to get back to that area uh if you do allow them drive back we have limited parking so accessibility is probably the biggest challenge of of that area uh then the fourth area we looked at was the soccer field uh furtherest to the east uh nice size area again uh 95 almost 96,000 Square ft uh length overall is a little bit uh restrictive for football um again with a 300t overall length where you're laying your soccer fields out but widthwise you have ample room to have a multi-purpose field again

085the biggest challenge in that area would be the the accessibility because that is the furtherest from all your features of your building uh Team rooms things of that nature we looked at uh the next step was really was looking at the the proposed improvements of each one we can go to that plan would be the stadium basically looking at the stadium would be filling the entire area with Synthetic Turf um the improvements that we would be looking at there of course the synthetic tur field overall usable area 205 ft by 390 ft um you would look at also running track improvements uh because the existing condition as well as the transition P paged up we'll go back to the budget we'll hit that budget later in a little bit thank you um there you will

086need to do some improvement from the transition from the turf to the track IE a a concrete curb or a trench drain just to help with the drainage as well as a transition from the synthetic to the synthetic track surface uh we also looked at the potential of lighting upgrades uh fencing upgrades Paving upgrades and as well uh storm water management would be required for those improvements the pros of the the stadium area would be maximizing your existing Stadium infrastructure uh maximizing field use for competitive events you could play football soccer as well as field hockey in that facility and the beauty of the Synthetic Turf is a consistent playing surface uh for All Sports uh through all seasons um there's a you know a lot of a lot of uh desire to keep natural

087turf fields I'm a natural Turf guy myself years ago uh but the the the beauty of the Synthetic Turf is it plays the same in January as it does in July so you have a lot more consistency for your athletes as well as uh the the competitiveness of of the sports and also I did not mention from the the field hockey area that area is utilized for your track field events your Javelin your discus and your shot foot um so this layout would maintain that utilization of the those facilities in the field hoing area the Cons with this location um would be you're limited of the width of your soccer to about 190 ft because of the the geometry of the running track uh and then secondary would be your storm waterer management you have

088limited area for storm waterer management we look at potentially uh subsurface facilities for for the storm water management aspects uh now I can page back up to just go over the the budgets quick the budgets I put together are very conservative in nature um I I do that on purpose I would much rather tell you it cost 200,000 and it come in 150,000 then if I told you 150 and it came in at two um so we try to be very conservative in our numbers uh as well as put a contingency on it at this stage so you have a a good number to to uh to determine your needs uh the Synthetic Turf you're looking about a 1.3 million for the Synthetic Turf itself running track renovation would require stripping of the surface Milling

089of the asphalt new asphalt and also track surfacing uh designated 500,000 for that General improvements of the stadium Stadium lighting were just short of 200,000 um I did uh touch base with the current supplier or your previous installer of your Stadium light looking a retrofitting upgrading to the LEDs um so that we have some information in in the package concerning that uh track fencing we identified as a need asphalt seal coating just to be standard keep standard maintenance intact and then storm water management put a high number at that at 100,000 all told U you're looking about 25 million for the upgrades to the stadium for all those improvements and we'll transition into the field hockey field area uh field hockey field again uh Limited in overall length and width um but we're proposing the

090Synthetic Turf field of of over 200 ft by 320 ft uh field lighting upgrades potentially uh fencing for field security as well as ball control uh we also did in speaking with the administration was a desire to include a store storage building in the uh lot area there for uh miscellaneous material so we did include that cost with this this area uh as well as storm water management improvements the pros uh quality surface for your field hockey um for your field hockey program uh you'll be able to provide practice facilities for the other sports uh utilizing existing lighting if you would choose not to upgrade lighting uh as well as adequate area for the storm water management to the uh northwest corner of of that field I'm sorry the southwest corner of the field itself

091uh the cons would be would be your usable area that you really could only have competitive field hockey on there or a smaller size competitive soccer field uh potentially requiring additional excavation on the east and south sides uh just to maximize your field space um and then also it requires the relocation of the field events the javelin discus and shot putut we would need to find a location for those uh budgetary numbers for your field hockey um looking at the synthetic basically you're looking at the same type of construction uh the reason it is less than your Stadium would be your square footage is quite a bit less so about a little more than 850,000 for the Synthetic Turf and that that area General improvements field lighting I put that in as a a total

092upgrade not utilizing the existing poles but an entire new system uh utility infrastructure costs perimeter fencing again for ball control safety security of the athletes uh storage building and then storm water management uh that total 775 with a total of that area a little under 1.9 milon and again you know when you look at the the way we have it broken down you can pick and choose on a lot of those improvements we tried to look at you know and speaking with the administration let's look at the maximum of what it would be um you can always back it off and and select each individual Improvement or look at a a phase schedule of improvements however your budget would would would need to work the baseball softball field area we looked at that um a

093lot of area looked at it actually to maximize the use maximize the field space we looked at re relocating the softball field uh into a you know further to the west to relocate that or to locate the the Synthetic Turf field uh in a in a logical spot also with utilizing that area we incorporated parking accessibility uh as well as a building uh potential building for team rooms uh restrooms concessions storage just something that I think that area overall is lacking to to be able to maximize the use of that entire area that entire Eastern piece I would say um so the recommended improvements there again is your Synthetic Turf 240 by 380 that would accommodate all your uh competitive events uh relocation of softball field field orienting that uh on a north south axis

094uh your Fieldhouse again just uh including restrooms concessions team room storage just have an approximate size of 55 by 80 there parking area Pathways uh we'd also include of course hard surface Pathways to the competitive areas for accessibility uh 500 seat bleacher uh lighting system for the field utility infrastructure improvements fencing and again as well as stormw management um the pros of this layout it's a maximization of your facilities multi-use field for all your competitive Sports uh would also provide for a second competitive venue uh in in addition to your Stadium area uh the centralized Fieldhouse uh to Ser as that entire area I think is definitely a benefit of that um an additional parking uh to the address the accessibility the cons uh of course the the construction timelines the the maximum constructibility of

095that area be quite a bit of disturbance until the project would could be completed you could phase it U but again it's there's a lot going on there I think the the main main one is probably the overall expense for a project of this nature budget wise pan up to that the the Synthetic Turf field and that is very similar to the stadium in square footage and total cost uh the general improvements softball field relocation targeted 350,000 for that your Fieldhouse 880,000 parking Pathways hard surfaces 225,000 bleachers about 250,000 field lighting about 275 utility infrastructure that's basically servicing that Fieldhouse with water sewer as well as electrical service fencing and ball control and then storm water management uh which is totals about 2.6 million with a total estimated at 4.5 just un short of 4.5

096million so again the biggest constraint of that is probably do and then the fourth area we looked at of course was the soccer field area um again uh the soccer field synthetic costs are very similar to the field hockey based on overall Square footages um we would need to install curb transitions um for the for the edges of the Synthetic Turf to the the natural Turf uh we also included bleachers um field lighting again utility infrastructure extensions perimeter fencing and storm water management uh the pros uh it's a good size field area you can maximize its use I think all competitive for sports could be on that field um also provides surface for football U you can see the the lighter lines are identified uh the football layout the cons are probably the biggest uh

097the biggest con would be the accessibility and it's the furtherest distance from the school you know proving that providing that separation um and then also minimal area for storm man probably be looking at sub surface storm water this that's a quick overview of the the areas and the the improvements um we did put together a quick tened schedule um based on depending on when you are looking at at moving this moving a project forward we based this on a construction time frame of next summer um typically you're looking at about a 6 to8 month Municipal regulatory approval process through the township uh through the County Conservation District to get the proper permits a project of this nature makes sense to bid in January February March to try to get in uh the construction schedule of

098June through August um I believe a a smaller type project excluding the baseball softball field area could be done uh May through August so it is possible to do that over over summer construction and then the end of the the the study is basically the appendix uh pretty interesting reading from qualik the the the manufacturer of the sports lighting just a conversion of the the old age highi metal hay to the LED provide much better light quality uh much uh less expensive to maintain as well as much sharper video qu light and that's just some information that you can read through you can see the light levels that they're projecting but they put together ni little package to includ with this that pretty much concludes uh you know what I thought we'd go over happy

099to answer any questions what is the typical life of a turf field average life the average life um they are warrantied for a typical 8-year warranty period some manufacturers will warranty it for 12 years limited um I've seen Fields last eight years I've seen them last 15 years I think a a well-maintained well-built field will give you 12 years 12 to 15 years of life I typically recommend that you plan for a 10-year replacement cycle so after 10 you're you're you know you're you're at you're in the good um but I would plan on a 10year life cycle would that be a complete overhaul or is that just like a resf basically resurfacing you would be taking out the carpet it would be basically like replacing the carpet in your living room basic I I

100attributed it to to carpet uh is basically the same construction same type of material we'll have a pad underneath the turf the pad would remain you would just be replacing the top layer so much cheaper than the initial yes yes uh less than half and what is the maintenance typically on typical maintenance of a synthetic turf field you would have your staff groom the field basically it's a brush D drug behind an ATV or utility vehicle once a month um and then typically we'll recommend to do a deeper cleaning once a year once or twice a year depending on its use and what is found typically you'll have gmax testing annually uh just from a safety standpoint to see how the field is wearing to good indicator Benchmark as that field ages to see when

101it is time to replace is it impacted by snow ice things like that um it is but it's not uh broken down by those features it's more uh you can remove snow we don't recommend plowing it um it's more breaking it up the the sun will heat it up and and the snow will will vacate that area quicker than a natural grass field but it's not detrimental to to the field itself biggest uh detriment to the field is the Sun just Mother Nature at at the stadium remodel here you have it that all competition as far as football soccer and field hockey could be played in the stadium yes okay yeah soccer would typically be lined out about 190 ft wide which uh you have an equal quadrant track there which is 100 meters on

102each section of the the track schools that have an equal quadrant track can only maximize about ft wide for soccer is there any uh from the turf company side we're here I've heard that as far as football is concerned that schools even some colleges are going back to Natural Turf because of injuries on Turf is that true or not true there's a lot of different studies out there and you can pick the right study for your opinion um from my perspective and and you know working within the central PA Market a a synthetic turf field maximizes your ability to schedule events provide a safe playing venue for athletes I mean I prefer natural turf fields but you can't utilize a natural turf field like you can a synthetic turf field corre a good natural turf

103field you should keep to under 50 events a year to be able to maintain Turf on that field that a synthetic turf field you can use it 247 as long you're maintaining it it'll it'll provide a good service for you I'm interested in um considering the percentage of schools uh districts that have artificial Fields as you described AR artificial turf fields uh and I would ask uh for the information as it relates to Adams County Pennsylvania and those counties in Pennsylvania that border Adams County we could provide that for you Adams County I I I'm not sure what the numbers are right now but I know gburg has um Turf and I think we are one of three I think without one of three without I know York County there's only uh West York is

104one without and York Tech is one without but I know West York is in the process of installing tur so the majority of the the the fields or the the counties I would say County Schools do have turf I can get those numbers though we can when you had looked at the uh Stadium did you see any possibility of maybe adding like a a Fieldhouse sort of like locker rooms CU right now I think the football teams are soccer I think I have time have to go up to the school did you see any space to maybe add that as an option oh potential I mean just looking at it now on the plan potentially on that north northwest corner on the run out um or you know the the Southwest area the run out

105that is laid out but not utilized okay I mean that could be an area that you could Target now would be the time I mean if you're going to look at improvements there now would be the time to at least plan for that not maybe not build it but then incorporate Into the Storm waterer management aspect so it has you know the ability to be seamlessly constructed when other questions thank you sir sure absolutely okay we'll get to my last item here which is item 14.1 point10 and uh for the recommendation of the board um make a motion to approve to engage Independence Independence Law Center as special counsel for the attached document second hold on one second computer got get sh catch up here okay there's a motion and a second any discussion I

107so on May 8th it was received by Lauren Mr lady and Garth correct and then we also had an executive session with stock and leader to discuss it and Gareth had no issues with the contract during that executive session okay uh Mr lady I have some comments if Mrs Jo finish um first I would like to move to Cable this tonight and I have several reasons that I'd like to explain um first since this board was seated and there's been a pattern and and it's a good pattern that items are sent back to get more information um the term due diligence has been used um when we have a contract from Aram Mark that it was asked to send it back for rfps and three companies did respond we ended up still going with um

108aramar um we had discussions about the capital reserve and went back and forth about that we uh we did go back and forth about the college counselor if I recall several meetings and that said I I'm still at this point I'm in favor of of we have stock and leader and that's enough for me right now where we are in policy but it people in the community made us aware of Education Law Center and now that we know there's another Law Firm out there that is nonprofit that does look for student rights it has a list of donors on its site but I'd like the same opportunity that's been explored in the past that we put this on hold until we can at least review another Law Firm that offers similar services and and does

109not have a christian-based connection that's the biggest thing I'd like to say um along with that you know I I I shared before as some of the people here talked about in public comment we did receive a lot of emails I talked about the ones that were received by the whole board board or public comment and I said at the time very few of them were against the the uh very few of them wanted ilc or changes in the book policy so I I know there are others at the table here who have said you know about the silent majority but I for one don't know about those people because I didn't receive emails from 50 or 60 people on that side saying no um I I can compare it to when we were dealing

110with masks and I think the response was more 5050 at that time and it was really hard to decide which way to vote on that issue because the public was very divided and from what I've seen the public is United that they don't want this and so based on those ideas um I just would like to have this motion tabled tonight again that we can explore with ELC and see what else is out there before there's any decision made Mr President uh there's been a motion to table as I understand so I would recommend to see if there's a second on Mrs krauss's motion if there is then her motion can be up for discussion by the board on the on the motion to table second have a motion in a second discussion um if

111I may um I hope the um I hope the board received Ryan Taylor's comments Mr Taylor's comments on the um the contract of legal representation um I I wrote I have some written comments that I'd like to make regarding this contract or so-called contract having received the ilc contract of legal representation I was loved with more questions than answers and I remain adamantly opposed to retaining this firm again I'd like to thank all of those all of you people who continue to email call text visit and stand up here publicly and saying you're opposed I have not yet heard one person stand up and say I want the ilc I have not heard that person come yet and right now I am have been elected by you and I listening to you so I'd like

112to thank you who have come up and spoken and yes there have been a couple letters sent to us I believe all the board and I have responded to each of them they have been for the ilc there were two of them and I responded to both of them thanking them for their input because I did appreciate what they had to say although I do have a personal opinion all this I am weighing very heavily the number of constituents who have come forward in opposition to this move so far as the contract goes I've seen and signed quite a few contracts in my lifetime I have never signed a more vague poorly written contract in my life and particularly from a law from who wishes to work with us I said as much to Jeremy

113s sech or however sech during a phone conversation with him this morning I said I was appalled at the contract and he had no response he was silent I particularly appreciated those comments from Mr Taylor who eloquently put questions onto paper that I struggle to do I'm not an attorney but I have seen contracts so instead of repeating all the questions that Mr Taylor posed I would like to State an additional few that I had regarding um Clause number two the Law Center will provide legal representation for Student Records Athletics and privacy policies I don't have a remote understanding of what that even means who is asked asking the questions the student the athlete the parent who's who's coming forward what does this even mean are you advising those people are you representing those people

114and how did you learn of any need I am completely baffled by number two number four what are the customary incidental costs copying costs and mailing expenses are limited what exactly are we copying and mailing again I have no clear idea of what this means does anyone and what is customer AR is customary $25 or is it $25,000 a better contract would have said customary and incidental charges up to and give a give a number there's nothing it's open-ended so we're left with an open-ended questionable amount what's the amount ilc what is the amount and number six client will be truthful at all times I feel like this is the pot calling the kettle black we bear our souls but they will not tell us who their donors are what is there to hide I

115want to know who the donors are and I asked that question repeatedly and I've heard nothing what's the big secret in closing I spoke with Jeremy sech from the ilc this morning and asked if consideration could be given to an indemnification Clause being included with this contract his very rapid response no that can't be done this just isn't done by law firms again question was posed no answer is just no we don't do this so again I am adamantly opposed to taking on the ilc at this time for all the all the reasons that I stated not the least of which is the outpouring from the community opposed to retaining ilc thank you Garett did you review ic's contract and have any issues I did I did review it as I shared with you as

116many of you know ilc is working with other school boards that we represent in the region it's this contract or letter is very similar to the others that have been shared with the other boards I don't feel it's my role to um critique another another firm's engagement letter I read the questions that came in um from Mr Taylor was it you know I think he raised just some good questions those that's for ilc to address uh again I K share I have reviewed this it is consistent with what I've seen in the other boards that are working or are considering working with ilc as special counsel but that doesn't make it right you're just stating that you don't want to you know step on someone else's test that's for the board to decide it's not

117my role to just as I don't want another firm critiquing my engagement letter you know that's for the board to decide here um this evening if I may does stock and leader have an indentity Clause we do not no um I also talked to Jeremy actually later this afternoon and I was I called him earlier and cuz I also thought those are very good questions by Randy that he when he emailed those so I too wanted to get some answers um he did call me back I was a little bit on a time constraint when he called me back um but I did kind of go start to go down through the questions that Randy had asked um and Gareth please if any of this sounds fishy to you I would implore you to you

118know say something because we are looking for information you know um so um I think the first one and I didn't have time unfortunately because I was on a time constraint I didn't have time to get the whole way through but number one Authority verification um Jeremy's response to that was um that would be it's a standard procedure that if we would vote to retain the ilc that would give Mr lady the authority to sign on behalf of the board that was his answer to that um number two scope of services and his response to that was that is actually intentionally left Broad so that they can be consulted for multiple areas without revisiting the contract um and he was very adamant to say the board would set the objectives they are there for advice

119does that sound reasonable or plausible is that directed yes yes sorry sorry yeah I I think it's always for the board or a majority of the war to set the terms of any engagement of any contractor or consultant you work that makes sense to me just as you do with us right with our firm if a majority of the board should go back to isy and say the current wording in um section two is not adequate we want to more specifically outline it will be this and this and this that is your decision and uh IC will have to decide that's something that they they would be comfortable adding or revising in their letter I can't speak to that what he was saying as far as it being vague or abroad as was brought up

120in the letter is that if they narrow it down to certain areas and then we would have a question outside of that area we would have to reapply or re uh I'm sure I'm not saying that right but revisit the the contract is that correct is that how that would normally work uh so the ethical rules for attorneys require that we provide an engagement letter that adequately describes the term of Engagement okay so you know if it's too narrow and then you come back and ask me to do something that's outside the scope I would have to send you a revised engagement letter okay so when we're initially brought on we provide a proposal uh that's probably I can look it's probably 20 pages long that lists all the different things that we do that

121is up to the board to Define how specific we're not you want the terms of engagement to be that is all of your decision here to make okay I'm just cuz I'm just clarifying obviously I'm not a lawyer um so then the termination thing cuz that was a very good um a very good uh Viewpoint and I had a lot of questions about that so the termination Clause was um he said to me that there is no notice or penalty so that and it could be terminated any time by both parties so that for instance you know if everyone hates us and we get voted off next term and then you know other new people would get voted on that there is no downside to that that would could just be immediately terminated or if

122we are not happy with the service they're provided it could be immediately terminated I was concerned because I was like what if there is litigation and they say uh yeah well we don't want to be doing this so see you you know kind of thing so he said that actually legally that once a once a case is in litigation a lawyers cannot terminate unless the court would approve that termination so if there I would agree with that if there's active pending litigation we are required to seek the Court's permission to withdraw right the case if it's just regular daily consult that could be ended at any time okay yeah um so that was I got that for with him um the other one was um cost and expense what kay was talking about um and

123he said that we the board would not be obligated to cover any of their incidental costs such as printing out material um buying paper or like for instance he said this wouldn't really apply to here but like if he had to go to California for something we wouldn't have to pay airfare uh if we would have to go to the courthouse we wouldn't need to pay for any of their parking or anything like that um if we would have to go to the courthouse and representatives from the board would have to go to the courthouse we would have to pay for our out- of-pocket expenses such as parking but they are not requiring us to pay for any of their incidental costs that was his explanation for that the cost and expense um I got

124as far as number five the confidentiality part with him and um he said this means that they don't require us to have any encryption requirements in order to communicate with them um like there isn't a specific type of encryption for confidentiality but he also stated that attorney client conf confidentiality is the law of the and they're not going to break that like that's that's a standard practice they're not giving out any confidential material or anything like that they just don't have like they don't require us to communicate them with highly encrypted uh devices is what he was explaining to me which anybody that knows me knows I'm technically challenged so it took a little bit of explaining but I think I finally got that um and that was about as far as I made it

125with him um uh public statements was pretty standard that obviously if there is um ongoing litigation or and we make public statements it would always be best to consult with a your attorney um before going out and making public statements but I did actually really appreciate the these things the breakdown of that contract because um it it helped me to understand a little better of what that what that was about can I add one more thing um when when Heather was talking about scope of services and the the policies I I I want to ask again we need to know what policies are hoped to be discussed if if we want to if the board votes to engage with this Law Firm what specific policies are we looking at because at this point it seems

126to me as if we're moving towards a vote on this but we have not discuss the policies that ilc would be engaged to help with so could you please tell me that piece of information can I just say something I'd like to correct we have already voted to engage the them tonight's vote is on the contract only last meeting we voted to engage them and we received the thank you letter from Jeremy thank you for engaging Independence Law Center we voted to engage tonight is the vote on the contract so can you still tell me which policies would be identified in that scope of services I think we would bring that up at a regular policy meeting if there was a need then I mean we just talked about the process in bringing new policy

129ilc and the potential to bring them on board uh I do remember spefic specifically and I believe Mr wio can confirm this that he said we are not interested in terminating stock and leader and I responded that as I considered my own family if my wife was uh in very serious medical uh uh danger I would seek a second opinion as being a reasonable thing and so that was inherent to my uh evaluations of the possibility of ilc coming on board so hearing that would you be in favor of hearing what the ELC has to say I would not be object I would not object to that I mean fair is fair do agree with that yes and you can have multiple special councils correct yeah you can have multiple special councils yeah and if

130I can add there's been much a do about Independence Law Center being a faith-based organization but upper Adam School District partners with many faith-based organizations and with a commitment to non-sectarian uh activities we started this meeting with a partnership with a faith-based organization we partner with Camp noaca a faith-based organization the list goes on Gettysburg College is a faith-based assoc assciated with the Lutheran Church we partner with Gettysburg College should we eliminate all of those all but it's a partnership it's a partnership it's a partnership point of order call the question at this point I think there's been a motion in a second floor an ample discussion on the motion to table uh from Mrs Krauss if that motion should fail uh the motion to table if that should fail to get a majority vote

136it let it bear out in policy committee meetings and so we can see what the details are and also psba should be involved as well let's let's hear from them too I would kind of echo uh Mr Walmer and I've been thinking about this u a lot I've had a lot of conversations as well over the last couple weeks um just recently a very uh very close relative of virus had a hip replacement surgery I started thinking about that so for a couple years years he's been going to his general practitioner you know getting advice on what to do um they then sent him to a orthopedic um specialist for a couple years to get to the point to have a hip replacement surgery so he has seen three different uh doctors you know consultants

137over those last couple years so I see stock leers our general practitioner helping us out keeping us safe I guess um I see see Independence Law Center maybe Orthopedic Specialist I see education Law Center as a maybe another specialist that we may go see so I don't uh see an issue having outside Consultants to help us work with stockum leader U ultimately to make these policies so do we get advice maybe from independence from education take what we see from those two law firms and then go to stock and leader and say this is what we want to implement in um I don't see an issue engaging both Independence or possibly education Neo I respect that and I appreciate it and I agree 100% on a personal basis of course it's a no-brainer I want

156that we overcame through this and I know this team up here this evening is very proud to present to you what the work they have done I know Mrs Jalal has met with Mrs Graham and has reviewed the ulum in detail as well as the resources she's going to talk about this evening uh so I know they're very uh pleased to do that uh just a reminder uh when we were up in the boardroom a couple weeks ago I went through the student learning maps and how to read a student learning map step by step by step if you need a refresher please reach out to me and I'll will work with you through that that's how our curriculum is constructed so we have our Central questions which guide our instruction for our different concepts

157that we have you'll know notice in those we don't have Pennsylvania state standards for World Language we have a draft from 2002 that was never approved by the Pensylvania Department of Education but we don't have official standards for World Language so what we utilize on world language is what we call you'll hear hear the term aul okay what's actul that's an acronym stands for American Council on the teaching of foreign language and they constructed their standards along the goal areas of the 5 C's which is group is going to talk about communication cultures connections comparisons and communities uh as we go through this uh this evening so I'm going to turn over to this team so they can get going here uh I think you're in for a treat good evening um for those of

158you that may not know me I'm Beth Graham I'm the high school principal and with me is um Miss Alex grel our French teacher and Miss Gina Peter um who teaches Spanish at pille high school we offer two languages Spanish and French we offer French 1 2 3 and then AP French advanced placement is our level four and Spanish we offer one two three Heritage 1 Heritage 2 and advanced placement and our world language program um as Mr Alin says we don't have Pennsylvania state standards um so we do use um the actual standards and incorporate that into our curriculum and our program is designed to build students language proficiency progressively um while fostering an understanding and appreciation for different world cultures so that our students have the skills to engage when they leave big

159Oro if they leave big lordo um in a global Community our program also is designed to meet the needs um when students go to college they often need two years of a language um under their belts to provide that opportunity um to provide exposure to another world language and culture and also to provide our program completers with an opportunity to earn seals of biliteracy and college credits if students earn a three or higher on the AP exam um depending on their college but state colleges will take that as a college credit and the Seal of by literacy you have heard that sitting in your seats and I am super proud that this is um the our team here we sat down and looked at our AP scores and we have this year seven Pennsylvania um

160sealed students and Pennsylvania standard you need a four or five on an AP exam to get that and those seven um will also qualify and will be earning their Global seal but altogether we have 11 Global seals of my literacy and our first non-n speaker is included in that I'm going to turn this over to um Miss purcel to quickly um give you an overview of the five theme areas and then some other actual um proficiency standards that we use yes okay um the focus on the five theme areas are communication Culture Connection comparisons and communities thank you short go CLS okay so each level or each year level 1 2 3 and AP there are um basic um things that our students want to achieve within each year so in year one students are

161introduced to basic conversational skills and points of grammar in year one the students learn interdisciplinary skills and cultural perspectives they learn to grasp a language that is not native to them and a culture that is not particularly one that was one that will br their Horizons in year two students continue more complex language exploration students at this level will then expand the grammatical knowledge and cultural comparisons so furthering what they had learned from year one year three becomes a little more challenging where students refine and expand their target language vocabulary and literacy um literary analysis students learn a deeper understanding in a wide variety of topics and can communicate more effectively preparing for their fourth year if they so choose the AP year can be far more complex and challenging yet as we have seen

162by our results are very um very successful um in the AP year the students learn how their target language engages in a global Community a global economy and having a global awareness um they also learn Community engagement in that target language for instance we Biglerville use a lot of Spanish in our uh town and our Communications AP students participate in digital literacy being able to write emails read articles of new sources and government documents and be able to discern what is being conveyed AP students then also Al participate in leadership activities and other interdisciplinary connections being able to use their language skills on a broader um economical and personal level this helps them succeed not only in being bilingual or trilingual um but have skills that are marketable um in their career in the future

163okay well yay all right so we have already touched on what the actul is the American Council of teaching of foreign language these uh the within the curriculum that we have been working on um the Act full has can do statements for each of the four levels um these uh um can do help us provide a framework for assessing their language our students language proficiency and I will go into some of this can do um these can do questions these goals so for level one our sorry I'll just go overall sorry uh the can do statements are organized into three modes of communication interpretive interpersonal and presentational this includes understanding spoken and written language participating in direct communication with others and creating spoken and written content for an audience each mode of these communic ation

164is broken down to into proficiency levels that range from novice to distinguished each level there here in each level here in has different can I introduce myself and I describe the weather am I able to write a simple message about myself my family my community um level two can I understand a main point of a simple message or a presentation or understand a main idea of a short simple text on familiar uh topics um they are able to participate in conversations on a familiar on familiar topics for instance family community um oneself one's identity preferences um food of course we love we love to talk about that um and then be able to more El ly present within their writing and speaking abilities um level there we go level three and a uh the can

165do statements include understanding details in written texts or being able to read short texts and understand and convey what is being said they are able to handle straight forward survival situations where is a toilet where can I find a rest restaurant where is this hotel they're able to go into a situation and handle themselves um in a in a they're able to handle themselves um AP is furthers all of the above and can participate actively in conversations on a variety of topics whether that be in the news um personal preferences family um dinner table conversations um they're able to uh present topics such as this um um with broader and more complex idioms and um linguistic Expressions they are able to use details Within These presentations um they are able to write detail texts that

166include a wide variety of topics um and um there we go these can do um statements help students and Educators alike in building the fluency in their target language these can do statements assist in informing Educators the um students Mastery of each level the C do statements are Guided by this actual proficiency levels in all speaking writing listening and reading comprehension and Gina will then help um you with your with the Heritage um good evening pass my witching hour so make mistakes um my name is Gina Peter um I came before you or some of you four years ago um when we first started the Heritage program and that was yeah 2020 and in that short time our program has really grown um our students have really benefited from having this wonderful opportunity to sit

167in a class that U meets their linguistic needs uh many of these students uh have grown up in hearing Spanish um maybe speaking Spanish but not at an academic level they've never had any formal academic training in Spanish so the first two years of Heritage Spanish are filled with language proficiency and that is improving their speaking listening reading writing skills all in Spanish um they have to learn all this grammar even though they they know how to use it they don't know why um because it's the formal training of the language that they're learning so they have to learn grammar and vocabulary so I take them through two years of they basic they know basic vocabulary and I I play a little game with them I tell them okay we all know five 10cent words

168we're going to learn 75 90 cent1 set words that's that's our goal how many how many sense is this worth is this new word worth um so we go through grammar and vocabulary to strengthen their knowledge uh we go through a cultural awareness many of our students are of Mexican descent but we cover all of Latin America and Spain and did you know there was a African country that also speak Spanish fluently they're all fluent in Spanish so we we learn about all the different Latin American countries and some of their um cultural aspects as well um we talk a little bit we talk about identity and connection so we Foster a sense of Pride and connection to the students's Heritage and identity uh while we did deepen um their understanding of their cultural perspective

169um again many of them have were born in the United States so may not be aware of some of the um cultural aspects of their ancestors um so we we touch based on that we do academic skills that prepare students for Advanced Spanish studies in AP class and bilingual proficiency at an academic and professional context um so this this Heritage Spanish speaking class is designed for students who have grown up a Spanish speaking environment but need to be introduced into the academic world of speaking Spanish writing Spanish communicating and both the verbal and non-verbal context I would like to say that in the four years that we've had this program we we're starting our fifth year I have seen my students Blossom so incredibly much so that last year was the first year well we

170have had AP since I started here and um we have had an incredible success rate with our AP students passing the tests with fours fives um threes last year was the the first year that Pennsylvania granted schools the ability to seal their students with the state steel of my literacy and because we had a Forward Thinking mentality Miss Mrs Graham was the one who came up with the idea of having the Heritage class we were already prepared to seal students should they pass the AP exam we were the first school in Adams County to seal a student last year um that student got a perfect five was wonderful along the way we also discovered oh my goodness we can also do the global seal which is a different type of seal but it also seals

171the students into two different categories functional and working if a student gets a three or a four on the AP exam they automatically qualify for the global seal if they get a four or a five they automatically get the state seal so we had students this year Who U achieved a level of four and five on the AP um on the AP Tas and were doubly sealed Pennsylvania and Global seal and we have a student right here I don't know if any other school in the county has students that have been doubly sealed but we certainly are on the Forefront um the beautiful aspect of the AP class is that It prepares students at such a high academic it is a very strenuous class and the test can take up to five hours um just

172to let you know the students have to write professional emails back all in Spanish they have to read different literary texts either French or Spanish um whatever target language they're choosing to do um these could be literary works from literal U classical um writers to doctors writing an editorial about something they have to listen to authentic language um audio whether it be French or Spanish and when we talk about Spanish we're talking about from any of the 20 plus countries so they could be listening to someone from Spain Argentina Peru Colombia and they have to be able to understand them um they have to do a a strenous essay exam that um they have to defend their point of view based on three sources that they read or listen to they also have to write

173a cultural comparison um which um basically they have to take an aspect of the they studied with six themes in Beauty architecture science and they have to be able to compare their society their Community to a Latin American one and they have to they have four minutes to write this comparison and 2 minutes to present it orally everything is timed on the AP exam and last but not least it's a dialogue they have to be able to speak on any of the six themes that we study throughout the year it could be from the architecture in Spain compared to the architecture in America it could be any anything from the infrastructure in a Latin American country versus the infrastructure in the United States it's amazing these children have to learn so very much um and

174so my students in the Heritage program have done very well with that and I'm very proud to say that I had my first non-heritage Speaker P the AP exam this year so for your for your attention mer [Music] Madame so lastly um in order to support um the work and the curriculum um we we do have a AP resource um we use a company Vista and we would like to also um in order to provide some cohesion instructure um influency to our full language program um we did budget to purchase um resources from Vista learning senderos and shimmons for our French program so we're asking for approval for that and I do have a copy of those books if you would like to look at them um Mrs shalal did spend some time looking through
