003shortly thereafter we had the homecoming game against the York Tech Spartans uh we won 20 to 19 um but big game overall in halftime the homecoming king and queen were announced uh the King was Joey Nye and the queen was Willie cman and then following we danard again this year uh the DJ was a little lackluster uh we were short for time the guy we had planned on cancel on us but then we found him and we made it work but for next year we're going to uh make sure we have a better one lined up um but overall it was a fun event everybody seem to enjoy it uh the attendance will 321 people which was more than last year so it was it was a sucessful event and then that was pretty much
004it in terms of homecoming event so now that homecoming is finished that's pretty much our big beginning of the year thing we have to plan for now we just have some smaller things coming up we have the blood drive on November 8th uh we have Spirit weeks for different holidays so we just have like fun fun themes for the day for the student body so like for Halloween we're going to do probably a Costume event some sort Pama Day stuff like that um and then we're going to decorate the lobby for Christmas in late November where we just put Christmas trees against the stairways and hang lights and stuff so um that's it thank you you g anybody have any questions no head out thank you sir thank you enjoy your chili we go to

006change and even your fames they don't fully understand understand how drugs surge become transgender will harm their growth and development on the national level the gendering sexualties alliance Club goes far beyond the support group and they encourage each chapter to do the same November 17th is designated GSA day for on this day they are encouraging their clubs to promote decolonization and reparations for indigenous and black people so what does that have to do with supporting lgbtq youth well doing some research this theme of decolonization reparations for indigenous and black people is one of the nine points of a platform for a program that GSA through they work on this program in conjunction with the transgender Law Center and here are the nine points of the platform we call for the right to self-determination and control
007of our Destinies we call for the abolition of the police of borders of the judicial system and of ice which is Immigration and Customs Enforcement we call for an end to disposability politics and a commitment to transformative Justice we call for an end of the fifth gender heterosexual patriarchy we call for the decolonization and reparation for all indigenous and black people we call for comprehensive education that reflects our histories and needs so what do they think schools have been doing on this time we call for an end to Global white supremacy we call for land Justice and environment Al Justice we invite our comrades accomplices and allies to do it to join them this platform Echoes principles of Marxism Marxism leaves an organized of life around something other than private property and profit it supports

012York Catholic division 3 title they qualified for the y ya AI daa tournament and they are playing actually right now uh at your Catholic and Dallas Town good luck to them girls tennis uh pretty long list with girls tennis uh they've done very well this year uh pton Plank and Grace Buck heis both qualified for the ya able ya a IA class double a sing Les tournament Payton plank first seed she was first seed and finished first place pton and kisten angle angelbert qualified for the Y aoua doubles tournament as seed number two and they both finished in second place so congratulations to them and then uh this past weekend was the Apple Queen contest and uh usually the Apple Queen contest is open to all everybody in all the school districts and the there
013was only four girls this year and they were all from bville uh Claire Roberts Mari Alvarez Ella lady and Alisha vaugh and congratulations to Claire Roberts and being the 23 and Mario being the princess uh and all four of them had a good time and they all learned a lot about the Apple industry and and I was personally there and it takes a good bit for them to get up there and I believe you know one of them too what they did yeah so so it was a good time for congratulations to everyone on their what they've accomplished so far as far as the students and the sports teams and and good luck is to the sports teams are still [Applause] competing move on reports uh we don't have legislative Chris isn't here so we'll
014move into FN with Mr rowski all right so um don't have much for you today um our Congress is is in a um pending status right than you that's that's a polite one very polite we did a ver a government shut down last month and um and uh as a result there was a vote to Al um speaker Kevin McCarthy and now we have a vacant position and the Congress cannot move forward um but um we did uh avoid a government shutdown in October but um we have something coming up in November 17th where we need to um extend the debt seal no at at that point not the dead SE sorry the the continuing resolution uh Sor sorry about that yes um so we need to um pass a A continuing resolution as of

016one so this report and this uh evidence that we have to provide Shares are we treating all those elementaries the same that are one no one's giving preferential treatment to one or the other other because we only have one title one uh building in the school district it makes we get waiver for district so uh we just have to fill out that that information submitted to the state the other piece is maintenance of effort and that is simply providing evidence to make sure we are spending the money we are given for federal programs and then Dr doll sometime in November we'll get a Assurance from the state once all that's submitted saying we have met the criteria for maintenance of uh again just making sure they give us the money and we're spending the money
017appropriately and we're spending all of it uh the only other uh update I have I was at the federal programs uh regional meeting last week U is a great Point slides for four hours so we got all the updates and then some uh from essers and from federal programs so there was some good information just rather long have any questions for Mr Alvin thank you sir uh Susan's not here for C but one of the things that she mentioned to me for the cumber and Perry was that the the uh Secretary of educa the Pennsylvania Secretary of Education was at Cumberland Perry this week or perhaps last two weeks ago yeah and uh was touring the place and it was on some of the local news channels I do have a followup I did want

019I wanted to publicly acknowledge the U businesses that uh support that so that these kids can get a a Hands-On feel for the ACT those companies are the Jeff schaer realy KES SE Krauss family Halal Brothers uh B crk Farm gream Orchards Upper Adams JC's and Getty Getty's ACR they have generously supported uh that item for a number of years and we are the beneficiary of that anyone else for any of the administrators I do we have the box truck in our or is it still New Oxford getting rigged up I think the is back it's on our property now so driving around to good is back I just Sor are you done J yep I just wanted to say um the pictures um for all of your reports were just great I really enjoyed
020them um sounds and looked like a great time um Mrs Graham at the um all the dancing I didn't know that was part of the festival TH or ex exhibition um so that was wonderful and I I really did also appreciate um Mr showers all the pictures you included with um the special education staff overseeing these field trips thanks to them um and then lastly um couldn't help but notice with u Mr H's report that we're nearly just shy of $24,000 of lunch which is incredible to me and um her report notes that that mailings went out to 100 families of which only five responded for free or reduced lunch so again we have um reiterated this multiple times but the application would really make a big difference in helping us track down some of
021that debt that is really unnecessary well I think the Assumption in what you just said is that the families that are running this debt up are eligible for free and reduced lunch and that's not the case no no no I did not mean to to say that at all I I'm saying of the 100 applications that went out um could we could see more coming back um but I understand that those who are able to pay full pay are the that are not really paying that's a cost to our district that's on there and that's all um I just have a couple things uh U Mr kader I I just I found it to be interesting with uh the first grade and the kindergarteners on their trips that they took it sounded pretty interesting at
022that young of an age oh yeah sounds like they're learning they definitely have a good time yeah that's good that's great um uh Mr Brewer I was just curious if you could explain the weda test a little bit your report just so uh the WEA test is a test that is used for ESL students eslr to test their proficiency levels and um previously our teachers or teachers have priv to a weeded test in terms of what it encompasses on it and I think it was an eye opening experience for our teachers to see that test and have people from the ESL program uh talk a little bit about what that process looks like for our kids and what they go through during test it was it was very nice for Lisa and to spend time
023list in the after help us with the strategies our thank you um Mrs Graham I I was I was pleased to see the driver education blind spot uh myself being a spending a lot of time in a big truck myself I'm glad to see that's being taught it's uh that's that's you don't hear that very often so I'm glad to see that they're came job bring it is something that's important um I just it was I was talking my dad was talking with a gentleman that two times he drived a truck and ran off the coming off of I said something tror should be aware of thank you um I think that's really about all I had any of the administrators have anything for us that's good if I could Josh uh the segmenting of
024the uh Network and so forth I know you've been working on it since you got here so uh uh glad to see that you've got that in place and that should make things more secure and controllable I guess from your point Y uh Google I was not aware of that Google is collecting information on our kids are trying I guess and put a stop to that correct so Google's putting a stop to that okay any third party application associate with Google add-ons or or anything like that um sometimes they collect uh you know name Nam email addresses anything else that that's required the application I feel better about Google again knowing that they're on our side Google's on Google side well I know that but here I thought they went over to the dark side
025but I guess I misread it so so keep up the good work Josh you're doing a great job superintendent report Dr do thank you just a few things and um Mr lady already mentioned it first item the um Adams County giving spree is coming on November the 9th um just encourage um you know provide any donations our caner funds is always looking for you know generous donations from the community and they do great things for our students and our teachers within the district uh just a quick update on the locker room rooms and the team rooms those are areas that are coming along very nicely everything continues to be on track the masonry work was actually completed um today the last pieces of grout were placed um in between some of the brick in the
026hallway so that is completed prep and painting has already begun in some of the um locker room areas and uh the HVAC ruins are completed the roof work is um we had the roofers in over the past week um the beams within uh the roofing structure have been reinforced for bhvh units to be placed mid no so things are coming along very nicely the electricians continue to work Plumbing continues but everything is below the ceiling now so um it sounds like they'll begin to place uh some of the grid work for the ceiling tiles that'll probably start if not like tomorrow sometime this week so they're really making some good progress we're hoping to be you know on track for that December completion Adams County Broadband um Marty qu is helping to lead some of
027this one of our Adams County Commissioners and um there was a report that was uh presented um I guess the day before that he presented to the Adams County Superintendent on the 21st so I think it was September 20th this is a copy of the uh the presentation that was provided to the Adams County Superintendent there were a number of people that that came along with Marty to help explain some this so I'm just going to through we're out report I think just listening to some of the conversation around the table about connectivity throughout Adams County I think we all understand that there is a significant challenge for some people versus others and when I say some people a majority the people that live in the upper atam school district have some challenges with connectivity
028or um possible services to um be connected to the internet so there was there was a number of um surveys that were conducted and if we just move on the next one sorry it's going to kind of move you through and the next one there's like an outline okay yeah so there were surveys conducted throughout Adams County GA feedback and um there were definitely areas that were identified as you know needed areas I think the next one has the Reds yellows so here's a good if you're looking at um this particular example the red area obviously is an area that is of need and you can see the orange areas that that are around that are actually within our distri so there is a definite need need for connectivity and what was shared with us
029is a possible plan and how to look at this data so if you go to the next one what this shows is the green dots represent where people live and the lines that you see in orange or possible um lines to provide service those lines to show you know what are the best paths to to get the most people within that area so this is just a sample of um what they're trying to um dissect now from the data that they're Gathering if you go to the next one they're looking at identifying estimated cost so this is just a sample it's not in stone but it's just a sample of taking an area like York Springs and that's the area that you saw where people were living and then the possible lines of how to
030get closest to a majority of the people to provide that connectivity that's just a sample of what they're looking at and this is a sample of what that might cost so this is just one small thumb print or thumbnail print on the larger County of Adams County and looking at what it might C so this is going to take a lot of work they're looking at different work groups right now and there is an educational work group um the Adams County Superintendent thought it would be a good idea did to include the Lincoln Intermediate Unit uh Jared Mater who oversees um technology and I know that Josh is in touch with him a number of um things related to internet service our district we Consortium and utilize the IU so Josh is very or Jared
031is very familiar with how the process works throughout the county and is able to provide good feedback to help guide them feedback meaning not just internet information but where pots of money might be found so like if there's eate money or there other forms of money that might be out there how can they leverage that money to help pay for some of this work so that just gives you a quick snapshot of what is taking place right now um it's beg beginning to take a little bit more uh movement and motion within the county and I'm guessing that these groups will begin to come together and they're identifying different groups of people to help identify potential pots of money so like for agriculture there may be certain pots of money knowing that agricultural equipment is
032using you know GPSs and all those systems he trying to look at all the different people that would benefit from it in Adams County and trying to identify you know where could this money potentially come from to help pay for some of this work the next item on um my report that I just wanted to give a quick update on is our learning Commons we've been working on this for a number of years um we've had a number of uh generous donations from uh gwenny younger and more recently Richard ler and um we have a set plan to move forward with some of the work in the learning Commons area so some of the half walls when you enter into the library of the learning Commons have been removed air mark helped to do that
033and take care of um cleaning up some of the electrical work over Thanksgiving um before Thanksgiving we're planning to have that area painted for the third phase which is phas in the front of library and then um the carpeting will need to be done in two separate phases so the first phase will be done over the Thanksgiving break when you come into the learning Commons on the left-and side where you have the circulation desk and on the left we're hoping to have those areas replaced with carpet and then over the holiday break the winter break in December we hopefully will have the remaining part of the library completed and at that point we are hopeful to have the furniture in place signage is here so again we're hoping to clean up you know some of
034this work and and possibly in early 2024 have a dedication for for that particular area on a sad note um Colonel ler did pass away on September the 17th he was 97 years old um and he has been you know extremely generous to this District in this community years superintendent Symposium is the last um area just wanted to give a quick overview our Symposium was held on September 27th through the 29th the topic was school safety and there was a number of um interesting um sessions about safety and again it's bringing back those items and trying to figure out how do those fit within our district to help enhance the safety uh within the upper itam school district there is another safety um related session that will be coming up um in November and that

039uh trying to understand what we have so this is this we're resending we're voting on resending the supplemental contracts uh that have to do with the current with with what is being proposed as the the pilot curriculum work challenge in the past upper Adam School District hired teacher substitutes so upper adom school district teachers could do what needs to be done Visa curriculum during contracted hours the cost of the district was about $22,000 a new process was proposed in a I'm sorry January of n of 2022 because substitutes were so hard to find so what is the problem it's hard for me to State exactly what the problem is article 14 paragraph I of the upper ad of the PA state Education Association contract effective 7122 deals with additional duties subparagraph I uh sub paragraph
040one of that contract specifies rates of compensation for additional duties sub paragraph two of the contract specifies that the additional duties can include curriculum writing and quote these compensable services are as followed homebound instruction curriculum light writing and other things that are not your main to this discussion subpar paragraph three of that contract that article and paragraph I States quote the association shall be notified in writing of the district's intent to introduce additional supplemental duties SLP positions close quote that was not done uh did not have this wording and the additional duties is new it appears to me that this is a paperwork shortfall not some nefarious plot to undermine the teacher's contract as I will summarize below the teachers would be compensated above what the association contract requires therefore my best guess as to
041what the problem is is that curriculum work proposed is considered by the Association leadership to be quote reviewing SL revising quot close quote curriculum not quote writing close quote curriculum as specified in the contract that seems like a difference without a distinct I to me let's review the timeline about how we got here in January of 22 a new committee framework was discussed at a public curriculum and extracurricular committee meeting this is we were all January 2022 on in Jan at the board meeting that month that curriculum framework was approved by the board at a public meeting in April of that year uh for reasons that uh I've not been able to uncover the administration decided not to pursue the new committee framework but use inservice days instead to Revis curriculum Now we move to
042June of this year when we were briefed by Mr Albin on this the proposed pilot um for curriculum work um at the public curriculum and extracurricular meeting the proposal was for the science and elll subjects only it sounded to me like it was going to be a a walk see how it works and then eventually move in to a committee chairs of which there were nine and that's the stiens that we're looking at here would earn a $1,200 stien committee members 22 Max would be paid $386 per hour for a maximum of 6 hours and that was all specified in the briefing that we received the $1,200 is not in the current contract but the 3869 is the specified 2324 rate per the contract the total cost would have been $16,000 Which is less than
043what we were paying in the past for uh substitutes these duties would be performed after contracted hours in June of that year this year the pilot program was approved at a public board meeting in August of this year after obtaining written consent from the proposed curriculum chairpersons their names were submitted to this board and approved for after the 81523 board meeting the association leadership objected to the pilot curriculum work because the association had not been notified in writing per article 14 paragraph I sub paragraph 3 and they then notify the PA Education Association uniserve rep I conclude the association leadership feels the administration and the board are in violation of the teachers contract because teachers are being asked to perform additional duties of reviewing Vice writing curriculum in spite of the fact that they are
044being compensated in nine cases in excess of the contract of what the contract requires and all other cases in accordance with the contract I am I'm surprised that the association leadership waited until after three public meetings in 2023 to bring this up reviewing advising is materially different than writing it still appears to be a paperwork error to me to be clear the effect of all this is a pay cut to the number to a number of Association members and a possible cost of the district like in previous years what's the bottom line the bottom line is that the superintendent through our solicitor submitted anou to psea uniserve rep in an attempt to secure the previously approved curriculum chairperson stiens for Science and elll the mou draft was created and sent to the psse uniserve rep
045uh on Friday morning last week um and as of today nothing has been heard from the association and the uniserve rep so I don't see any option for this board than to resent stiens the assoc figure out what it is that they're upset [Music] about thank you for that's quite a bit of research there thank you um if I'm hearing clearly it your ending statement you're proposing that we move forward with the vote to resend yes and I base that on the fact that we've already had one inservice day which would have been used for this so it would seem fair to me at least that if we if we table this motion we would we would not want to the $1,200 was for the whole school year so we'd have to prate that for
046how much of the school year is left so it wouldn't be $1,200 yeah I thinking I haven't approached anybody in the administration with that but that seems logical to me this is I I am I'm at a loss as to how we got to this well i' I've done the research I know how we got here but I am I'm not comfortable basically handing teachers a pay cut but the association has tied our hands as I see it the these teachers would have been told they were getting this stipend they signed a document they volunte they The Proposal that was brought to the board and was made public and the job description as well correct Joe so information they were well and they meaning the people that signed it which I believe all them signed
047it so all nine signed it they were in agreement to the pay and the job description and that's so that doesn't go back to January 22 that goes to August of this year when we approve the siphons so what kind of a message does this send them that we waved this carrot and said this is what you're going to get and whoops no you're not I think will they be understanding of the association or will they be upset that the board made this action in in my opinion and I have tried to be clear in my summary the association leadership has has caused this problem right we are more than happy we even approved it right to give them the money but the association has uh held up you the all stop sign right and
048have been unresponsive to anou that would make this what I believe to be a paperwork error um satisfied we tried I thought mou would be the way to resolve this and that was sent out what last Friday did I hear yes we trying to find another way to get teachers paid you know they followed through so um I contacted our solicitor he um he and I discussed like what it needed to have in it you know that this was just to cover these individuals we're already going to go through a process for future positions like this but that will most likely Fall with the new board approving that the new board meeing the new board members that come on in the future if they want to proceed with that process so these discussions happened prior
049to the new contract so there was some overlap with some new things that were in in the new contract meeting what what Mr Wilson had outlined so we were trying to figure out the new contract dates from July of 202 yes so we were trying to figure out a way to make it work could it be a win-win so that's when I reached out to a solicitor he drafted a quick outline of the mou sent it out on Friday I got back in touch with him on Monday with two items they were minor items and um it's being reviewed by psca but we have not heard anything there are other things that are taking priority right now I find that and the deadline the deadline made clear that we need have something yesterday right to
050meet all the compliance the mandates with having items on our agenda so if there was anou we would have needed to have that on the agenda a certain period of time before it could he presented to this this board to approve we did not receive it and as of today we haven't heard anything and what was that I mean in terms of the deadline was that a realistic dead deadline three weeks did I correctly they had they had about three weeks to respond or the the was receiving Friday it's it's literally a onepage document okay and I'm sure this isn't the first mou they've had to work through the the other befuddling thing in all this for me is why is PSA involved why couldn't the association leadership put their hand up and say you
051have made a an error here which which is clear that that an error was was made by paperwork error and then work through it but that was not what was done follow all the folks that were signed and agreed they did receive written communication and were made aware very clearly where the concern was coming from and why that they we would not be moving forward thank you Mr Alden this is the these were the teachers that were working on the um curriculum to comply with the new science standards is that correct you be leaders in their grade levels or Department right and so how much of the work has already started this is our second year so but this would have allowed would have been outside of the contracted school day more time to get
052the work done we will still continue the work this year and during okay you in service days and before you know during contracted time that that we can provide them it's just the additional time which would have I think been very beneficial for everyone and if correct me if I'm wrong this was a a three-year project yes next year be year so it's now going to be on contracted time rather than for this year I'm hopeful to bring something to the board perhaps in March okay for next school year um and put some put this in place again next year with all the proper components that they are asking for okay thank you I think I'm safe in saying it's a mess right now I I'm fearful we might make it a bigger mess we
053have a an an agreement with these nine individuals uh at $1,200 and so forth and it seems like we cannot carry through with that contract I'm weighing that against an unsigned mou uh 3 days knowing how associations and psea works might be pushing it a little bit is there a way of saying okay if we don't have this resolved by a more realistic deadline and I'm not saying don't mean to imply it wasn't a realistic deadline it just wasn't met I don't want to punish teachers for the inactivity of psca or the association I guess is what I'm trying to say uh is there a way of extending that mou deadline so that we can continue to negotiate this and maybe come to some resolution that's a board decision you know my till next committee
