005rest of their life i'm going to adjust the agenda slightly and before we go into public comment i want to slide down to section 15. 1.1 the remote remote learning presentation so that the people involved with that can make their presentation and be free to go on with the rest of their activities so mr president i'm going to introduce um the remote learning presentation that's going to be conducted this evening uh by joe albin jamie kerstetter sonja buckley shane brewer best graham and ann corwell thank you good evening everyone uh your administrators this evening or uh happy and excited to share with you the remote learning plan that we have come up with for the district i want to give you a little bit of background for those of you that travel back with me

006to the spring of 2020 if you look at agenda manager and click on the first attachment which is the continuity of education plan this is where we began shortly after march 2020 from the pennsylvania department of education they required all districts to do a continuity of education plan so as you're looking through the plan you can see it's a very comprehensive tool that we had to put together we have on the first page you can see our goals our expectations for learning communication tools and strategies we had to spell out because a lot of public school districts while they had an online option were not prepared for this level of intense hybrid learning remote learning or something in between we also had to address our devices how are our children going to learn we had

007to come up with that plan and a lot of this is review for some of you but it's important to know where we were so you can see where we've come and where we're planning to go this evening we have to come up with staff expectations student expectations what do we require of our teachers what does that gonna look like in a remote environment how about our students what are we expecting of them we have to look at how are we going to take attendance if they're not physically in school equity was another area how are we going to provide equity and access to all of our students in an equitable way in special education of course we looked at that and that came along with also english language learners gifted education as well as

008looking at our entire student body and figuring out how we meet those kids that may have high level needs that are at risk socially emotionally how we can address them in a remote learning environment in a hybrid learning environment and all the variables that go into that with a family unit and then lastly you'll see here in the plan we had our building level contact and we had to provide some resources as well for the state so a lot of work went into this plan and we had this plan approved by this board and we submitted it to the pennsylvania department of education last year and this was our guiding tool nothing goes pristine nothing goes as planned as any of you can attest but we've learned a lot last year we learned a lot

009a lot of things went well we learned a lot of things were challenging and we made those adjustments had those conversations and as we moved forward as a team this summer we wanted to make sure that we we took a look at our continuity of ed plan and what it's going to look like this coming year knowing all the variables that we learned and have been through prior to this so i think you're going to be very proud of your administrative team tonight as well as the teaching staff that are here plan is solid we have a lot of momentum going forward if we wouldn't have to switch to remote or hybrid options for whatever reason this year we are much more prepared and we have that interaction piece much more nailed down than what

010we have before so without spending any more time with me i'll get to the more important folks here uh we we're going to give you an elementary presentation with mr gerstetter and mrs buckley and then we're going to have the secondary folks come up and speak to you as well mr brewer and mr graham and then dr corwell and her team will finish out the presentation mr kirkstadt good evening as mr alvin said you know there's a lot of work that the district level to kind of plan into place for what removed should look like but obviously it's going to look a little bit different at k3 level to 46 to the north of the high so um we had to basically take that district level plan and kind of make it fit each of

011our areas where we work i'm not going to spend a lot of time because i think the teachers will be able to best let you know what a day learning kind of looks like for a student whether they're a first grader or a second grader you know and so forth i'm going to walk through what the schedule might look like for students um and if you have any questions certainly welcome to ask at that point i will say there are some common structures we have in place and expectations for all teachers all of our teachers use google classroom as a platform the way parents who have students call multiple grade levels aren't trying to learn five different platforms also all of our teachers are expected to be doing direct instruction to zoom with students daily

012as well so you know there's certainly some structures in place which means all the little different degrees of the grade but this time i have missed kelly pumpkin second grade mrs glory first grade teacher and they're going to share a little bit about elementary somebody has to go first so i teach first grade and it's definitely interesting okay um it's definitely interesting things that people probably never think about a lot of our students and i know kindergarten is a little bit worse they don't recognize a letter the way that it is on the keyboard is very hard for them so something i finished so i am super grateful that we have the technology now that is really nice we are able to do so many innovative projects with students because of that technology so i'm

013grateful for that but it definitely is something that takes a lot of time and effort we start right away trying to teach them the routines of doing classroom and zoom basically for me and i know most of that we set up a zoo meeting first thing in the morning to kind of tell the kids what they're going to be working on we also have one in the afternoon and throughout the day we make ourselves available another thing that we teach them right away is that we want them to call us we don't want them to bother their parents whoever else is there all up and we will work them through it and typically so along with what mrs wreck said we are very very grateful that we have the technology that we do two years

014ago we didn't know what zoom was we didn't ever think that we would have ipads for every kid we were lucky if we had a laptop or two in our room for the kids to pair up and use and now they know how to zoom and email and multitask things that many of us didn't know about two years ago and doing it throughout the day in a classroom and and teaching those routines now is so important because when you do have to be remote you're trying to troubleshoot as uh someone is sharing their cat in the background or if someone gets a new pet the train is off the track so um it's hard to put that back together but you're teaching them good etiquette and routines take a lot of time in our day

015now but they pay out in their life when we do have to virtually um i will say that just because we're teaching remotely doesn't always mean they're learning remotely it is a very talented convention especially as you know parents might be busy working during the day and um like i said there are many challenges that go along with that however we in second grade we also start the day with um a zoom meeting uh morning meeting and to kind of overview of the day and what their expectations are and then we set up other zoom meetings throughout the day um it's far too much to expect them to be on zoom all day long so we really try to structure it that we have a quick meeting we explain the activity and they have some

016time to complete that um and as long as their work gets spent by the end of the day but we also teach them that they can use you to call us or to chat with us um want to be that support system to them and as easy as they can be on working parents who we greatly appreciate [Music] looks like so you can see it's a full day of learning and i know not just these features all of my kids when they have having a remote they work well beyond the normal day because a lot of great communication happens before the school hours really do depend on parents grandparents and we because stuff that we try not to they make themselves a child all day but the younger the kids are the more support they

017need that's just a challenge jimmy to be clear here we're talking about if we have to go remote when we are reviewing that okay now we're at the intermediate building which the students are a little bit older and so they're a little more independent they um tend to um to have more challenging activities and more independent work the biggest hurdle is and the difference between the intermediate building and the viola elementary school is they're coming from using ipads to using computers the fourth grade has a talent to teach them how to use a computer and all the components of a computer so that's their big challenge for the intermediate level very similar to biggleville elementary school where they are 905 they have mini lessons dojo which is a great communication tool for our parents who

018are teachers the whole building uses that google classroom is huge classroom um lots of lots of different emails so i have mrs stephanie also who teaches fifth grade here and she's going to talk about a schedule that might look like in the good interview um first of all i think in your agenda there is of my schedule so i'm going to reference that a little bit and i just kind of want to take you through what a day would look like if you're a student in upper adams intermediate school classroom so if you look at this schedule you will see that each one of those classes if you click on those those will take you to a zoom meeting they'll be assuming there so children are fixed get into their google classroom remote learning schedule

019and that's the place they operate from everything is in that one location to make it very very easy so if you were to come into my classroom you'd begin to join my room around 8 45 let's look at a day one okay so you come in about 8 45 because that's your typical home room time so i would let you in the chat would be open for everyone so you would greet your classmates just like we all greet each other when we're in the classroom and um you would do that for maybe 15-20 minutes until homeroom is over and when homeroom is over at 9 15 math starts and that is live instruction sometimes we use webcams that we sit on a front desk and actually shows our whiteboard so we're giving instruction that way

020sometimes google slides are used to kind of create a lesson and share it with the student so that they can follow along but that's a very interactive time that is a 45 minute 60 minute block of time that that those students are with us now i'm a fifth grade teacher so that's a much greater expectation than you would expect obviously for a first grader or kindergarten that is very interactive time so they're raising their hands to answer questions um sometimes i'll do roll call and i'll call out the names and they'll type their answers in chat so that i can check to see who has it who doesn't have it um and then we get to a time after about 45 minutes or so of teaching where i need them to practice so i then

021have them go into google classroom where there is some kind of document that they can report on now i'm just going to say right up front that in math we have to create those because there isn't anything online that they can record their answers in so we use teacher made we create google slides that they can click in the box and put the answers in and so they're doing that the last well from about 10 i'd say from about 10 20 till 10 45 they're in the classroom where they're with them we're helping one it's also a time that we have an eighth so if i notice that before size student starts getting it i will do a breakout room and they will go with that age and go into a totally different room where

022she's working with your students students when they leave me at 10 45 it's typically their recess time if you look at day one so they get a reset so that's when they go to the bathroom your snacks do whatever they would normally do just get up move around come back at 11 o'clock to their schedule click on their social studies link and they're now ready to move into social typically in social studies and science will do a near pause or some kind of a program that they can taste themselves you can create it to be self-paced um but there also are activities they do so that they're not just clicking through the slides but there's something that they're doing within that freezing page when they're done with social studies that's about a 15-minute time block

023they then get lunch so they leave us they go for lunch they take a break back at 12 30 click on their science class and in my case they will go to mrs king so mrs king will teach them science exactly kind of the same way that i've done social studies this particular time that i used this schedule was interesting because one quest was remote and one class was not so i was a remote teacher in the morning and i was a live teacher in the afternoon so that has gone to the map i felt that transition um and this particular time there were some cases where five students would be live in a remote classroom and then there'd be an entire classroom that was not remote so you're literally running two tracks you're running

024a remote track within a classroom of maybe five or six and you're teaching live to a set of ladies that is definitely um they go to phys ed um typically uh the specialists have a link in there but if they do not students know that they need to go into google classroom and they need to go into their their gym folder or their music folder and there will be a link there that they click on and they do a zoom session with their i can tell you that the three days i was quarantined i know for a fact that all three specialists had a zoom session with my class so they were face to face with that specialist and i also know that the band teacher did remote fan lessons i think he's above and

025beyond um when the students leave these sets to then they go back into their google classroom they click on the ela link and in my case mrs king then will teach them to play listen i know she teaches the breakout room she teaches small groups i am very very grateful for zoom will i say it's ideal absolutely not i can list a whole bunch of things that are not ideal about it but at least we're able to teach our learning the case is much slower there's a lot of great teachings that vary but it works and so i i feel like i feel like students are at least learning and they're doing so in however i will say that it does require a lot of planning it requires a lot of help by the normal

026day creating upper eyes intermediate school it's not just me i'm speaking for them i represent them so this is not about me it's about that ability because i know due to our district um but keeping it sixth grade i'm just gonna kind of add on to what stephanie kind of added we had two classes already that i had to do some remote learning this year and um our schedule is very similar we put up the schedule every day they have the zoom links for each of the teachers um and then we have some creative things such as nearby and google slides where the teachers did get the interactive part of the lesson so where they only do this morning meeting just to get them prepared for the day because they can't sit on people on

027a computer all day we do have them sitting on the computer for a little bit longer because at that age that is the expectation that they can sit for a little bit longer however we do give them plenty of breaks where they get to kind of go out and be normal kids um but i know that the technology has been really helpful in giving them that learning when they do have to be out of the school building thank you good evening everyone as we don't know my name is shane brewer i'm the principal of the upgrades middle school tonight i brought with me two of my uh teachers from seventh grade i have mrs tetzerero and mrs gates he's our science teacher tessario teaches math in the seventh grade i'd like to thank both of

028them i know it was a struggle for them to be here tonight um the coach mrs tesserrero has a young family and it was a challenge for them to reschedule and be here so i want to thank them but they were both really passionate about being here tonight so that they could show and talk about what it's like to teach at the endemic and people that they see on an everyday basis um so we're here to talk about that what a middle school schedule would look like um what online learning could look like if we do have to go remote what it could look like if we had to go partially remote that's similar to last year in a hybrid setting mrs tester had to focus on some of the challenges and some of the

029things that we learned from the hybrid schedule and what worked and really grew upon given to you by mrs graham and i that schedule it's very similar to what the kids are running and because we run a schedule very similar to high school because of teachers prepared we thought that that was something that we wanted to remove i doubt that the high school runs mods we call them mod one two and three and some of the examples you can see for seventh grade it's listed as mod and for eighth grade it's period but mod wanted to so in essence you're saying that two periods equals a mod in middle school whereas high school it's bi-period very similar timing is very simple you've heard from the elementary and intermediate folks have some expectations from teachers that

030we want to reinforce and that are happening daily um and as you can see those teachers are going to be available starting as they normally do 7 40 to 8 o'clock and it's available for faculty meetings office hours in need of students timing for help also again from 2 15. direct instruction the students will begin at 8 o'clock every day again we're not expecting students to be on the computer seven and a half hours even though our mods are filled into about 86 minutes not expecting students to begin instruction and then practice and whatever that instruction might look like students will have the online learning activities designed by the teacher they'll also have offline learning they will be able to reinforce their that school day if needed the primary tools for communication will be phone

031calls emails zooms reminding will be expected to zoom daily during the times provided to them that's every period to make sure that we know that student name might have started the day with us within them today so uh again this is very similar to the high school so a lot of what i'm saying also i wanted to bring professional assistants those insistence are very key to how well we can plan and prepare for our students communities that were zoomed in reinforce learning support any student really that needs extra help so we have everybody working and they all have jobs and they're all very important to pass the order this is great as mr brewer shared our schedule to mirror each other because of the fact that we share teachers and the expectations for our teachers

032both in the middle school and high school are the same we were very fortunate last year i think we found the secondary campus a day and a half where we went fully remote and that gave us the opportunity to work through some issues that we may have had i'd like to add that last year when we were hybrid and the scheduling it's completely different um teachers were in a situation where they were teaching live students in front of them but yet planning for students that were not in front of them that day and then they had students that were there every day so it was extremely challenging um and to schedule the fact that everybody will be remote well in ways learning the same way at the same time and this is molly tech i

033don't i don't have any questions specific questions but i do want to comment that uh it sounds like there's a a lot of effort been put into having a plan if we had to go remote um and even though mrs graham says it it's a lot easier everybody's remote the goal is to not be remote to have everything [Music] yeah we don't want to get yet we don't want to get really good at a bad job but i recognize the effort involved last year and now i'm seeing the lesson learned being plowed forward and i'm very impressed thank you very much mr wilson can you hear me i have a few questions yes don't go away folks question so thank you for your comment um mr wilson i agree and i appreciate all the teachers

034who put in so much effort and the administrators in next awesome wanting to recognize that we have kids that will be on quarantine from time to time so does this apply to them now yeah yes you're breaking up since but we understand your question is when we have individuals who are on quarantine does this apply to them and the answer to that is yes okay so that means that all students will be on zoom during their class periods while in person is that correct mrs graham is coming to the microphone um it's depending on it's a high school level um and i think i'm sure as well we are working through some of that right now and there are zoom links that are provided if it's appropriate for that class um so across the board

035to say that every single class is available live soon every day that's not accurate um at the there'll be asynchronous work available and if it's appropriate the teacher absolutely will send out a zoom link for the student i see okay and and the wonderful and the next question has to do with um the stated plan that is um in one of attachments it has to do with recording the classes could you please elaborate a little bit more on that did you say recording the classes yes this would unbe on sorry i apologize i just saw it and now it's gone there's a lot of confused looks in the room i don't think anything anybody fully understands your question okay hang on please okay um [Music] it says under sync learning the third bullet point all

036video synchronous learning opportunities should be recorded and posted for students who are unable to make the live session i'm just curious about the recording does that mean that every class is recorded and i'm assuming this is in consistent with policy and all of that of course but i i just would was curious how how you see that playing out i i know at the high school level there are teachers that if students are ill and unable to join with the zoom they'll record their instruction maybe not necessarily that class period but they'll report instruction and post it for the students to go back and watch okay okay thank you uh yes the question was in my part mostly relevant to copyright licenses and all that kind of stuff when you're putting recordings of powerpoints and

037that kind of thing which i know will cover and make sure we're in the clear for all of that but just thank you appreciate the uh clarification that's it for me okay thank you cindy and now dr corwell good evening i'm going to wrap things up just by mentioning a few things with special education and esl services for the district one thing that i did want to just share is that last year our students with the most severe cognitive disabilities did a go remote they didn't go hybrid we were able to bring most of our students in daily and i credit our admin staff for that we had those students fed every day even when the entire building would be in we were able to make sure that those students had vans every day it

038was a coordinated effort there was a lot of hands in the pot and it made a difference for our students so i just wanted to share that um some other things with special ed one thing with special web is it is you're never going to have you're never going to work with um two students the same way each student is individualized with their plans so i may have some student and i'm going to actually um use this mrs reyes our occupational therapist um for a second she may have a student who she is doing consultative work with for occupational therapy which means she may observe that student on a zoom session she may work with the teacher she may call the teacher she may collaborate with them through email or she may have a student

039who needs several minutes of occupational therapy a month and what she would do then if we want remote is she would work with that student via zoom it's not easy um but she would actually go through the process on zoom she would need assistance with the parents pick up your scissors take a pencil do things do things that way so everybody was do is doing it a little bit different depending on the student's iep um a couple other things that i'd just like to share um again whenever possible we have our students with the most severe cognitive disabilities in-house however sometimes we would have to go revoke with those students if you are working with several students who are very low functioning in the classroom their um class assignments have to be very individualized and

040i have um this is amy haynes here today just to go over a little bit about what her typical class would look like and before i have amy come up i want to share one other thing just another point in special education paperwork never goes away whether we're remote whether we're here we are always doing paperwork we are keeping up with our timelines we are sending things via docusign we are trying to get parents in we are going to homes we do whatever we can to keep up with our paperwork hey good evening ladies and gentlemen um it's really exciting to be here to share just a little bit about what happens in my classes i'm very passionate about my students and very passionate about what i do i am our intermediate lifestyle support teacher

041which means i work with our fourth fifth and sixth grade students that um have intellectual disabilities and um so with that remote learning of course has presented itself um with many challenges um that are very unique to this this group of students as ann said um these are students that are really working on individual goals and so to do a group uh whole group classroom zoom is really almost impossible um we do i will tell you that our day we would start on a remote day with our typical morning meeting so we would have all of the students together and that was done through a zoom session was fascinating to watch them just be able to see each other on the computer uh and interact with one another they did enjoy them we still got

042those social skills in a little bit um but then when it really came down to like the needs of the needs of kids what to do and working on their individual goals i had to implement individual sessions with each of my students to work with them on their their specific goals that they had i have a lot of students that i'm working with have a wide range of communication needs from students who use sign language to students who are using communications boards to some verbal students as well so there's a huge range of needs there so in order to do to meet all of their needs and to work with them and work with them on skills that they're working on some of them maybe just learning um maybe like to label body parts or

043some of them are learning to read so at least you know identifying letters and numbers depending on where they're at so we what i would do is set up individual sessions with each student this was highly dependent on parent involvement at home i have students that are not able to just log into a computer and navigate zoom navigate a google classroom that's just that's kind of beyond um what a lot of them are are capable of yet they're still working towards that so i'm very heavily dependent upon how many parents sit right there with them as well as i did utilize my structural assistance and personal care aids as well in order to get enough time with each student to get several sessions a day with a student i would have been on the computer

044for 12 hours a day and still trying to meet everybody's needs so really utilizing my classroom staff as well it was very important there so i do want to say that our administrative team i you know you have been incredible and very supportive um in helping us to bring our students in um you know of course the best situation is to have that safe space but if you know if need be we figure out ways to make things work it's been interesting even this year as we have students that are um here and there being quarantined and working with that and so um you know we've had students where we've had to uh sessions with them and so it does provide uh or present a little bit of a challenge in that like when i

045have seven students in the classroom that are demanding my attention because they all need attention for every moment that we're in school um so to be able to break myself away and to be able to do with the individuals in session is challenging um but you know we continue to work with that and and the classroom staff is vital to making that happen do you have any questions i know what i do is very different than most of our regular teachers just because of the needs of our kids questions we're just odd thank you thank you but the teachers did an amazing job last year and continue to do so any final questions for the group in general first of all thank you because i know um to ask a question in regards to communications

046and how we are okay different levels water our parents through my students um credibility is not there so i can i think everybody at the elementary level is using some sort of um class dojo um email seesaw is another one but anything obviously has to go through parents at our system at our stage level um first and then we also you know we prep the students for it before the remote learning dates if we can um but really just sending it through those apps and then there's been times where i think it's happened to many of us you know we might be making dinner and it's 6 30 at night and that's when a student calls us to work on their slides or your mother kids is the best of and that's when a parent

047calls you to ask you a question about the slides from the day so i think that the teachers obviously have their expectations out there but also the communication doesn't stop at 8 o'clock or 3 30. and they are working very very hard beyond the normal way to plan and also to help students with their work after school for ten dollars an hour but they're actually working two hours um but i feel like this year because they've had i mean in the elementary school like i found out at two o'clock that my class was quite so remote and in 10 to 15 minutes so what they needed we went over i mean they just knew and the next morning they were all there um i've just been blown away at how some of them are in

048babysitter's mom and dad or not they're just really able to click quickly and figure it out and they weren't born i just like that i really believe met that challenge at this level i can send a dojo message or an email and then [Music] so why don't you tell them too so yeah so yeah it really is amazing on top of that our first couple cycles we've gone over this procedures again with our students just seeing this as a teacher in the building and as a student as a parent who has a kid in second grade i've seen the development from the beginning kindergarten and we were just trying to figure it out now in second grade i'm sure he could do it by himself and it's really just been amazing to see this question

049as well as the teachers adopted the situation know how to do it they're ready that they are able to okay any further questions [Music] in the interest of time we'll hold off on the shoot-tying [Music] so uh that was a very extensive uh explanation of how we will go remote or would go remote if we needed to thank you very much for that all the administrators and the teachers who have made their presentations here this evening i do not see the student representative in the room so uh dr dole we all had the opportunity to meet the new teachers and uh prior to the meeting this evening i'd like to produce them or is that something joe's gonna do i think mr alvin will do that but we're very happy we're very happy to have

050all of our newest teachers here with us at upper adams there's some familiar faces and some new faces that bring a variety of different talents to um our family here in the upper end school district and educating students of the upper adams community so we're very happy to have them here this evening um before i give the mic over to mr allman i do want to thank each of the teachers that presented this evening i know you go above and beyond i've been in and out of your classes i've seen you grow um throughout the past year and a half and thank you so much for everything that you do you did a great job and you do a great job every single day thank you dr dole and this is one of my favorite

056courage and greater professional skill needed materially and turning back the enemy during a critical phase of the action fine fighting spirit throughout this historic battle ventures inspiration their identity america humans seek equity or diversity or inclusivity did achieve intersectionality with the enemy were they victims of patriarchal white supremacists capitalist depression or any other crt derived nonsense hardly even though they painted their lines not every american is called to be a hero nor does everyone so qualifies to the occasion but millions have and continue used to be part of something larger than themselves this is what america is about not the faults of our past victimhood we're some political intrusions to the education we teach about these men and other like them in your schools so why if not why not pass the sovereignty to think

057about their sacrifices but that is a lesson worthy of our generation other nations have their heroes but it is part of our unique american culture that people of every background creed and heritage share that is inclusion that is diversity that is culturally responsive teaching that is our shared task and if you choose to teach this lesson it will be part of our shared future without our shared past there will be no shared future fred hoster the man pfc jenkins state spent his life working to ensure he was remembered why because we live on after death in the hearts and minds of those whose lives would touch have a special obligation because you touch the lives of hundreds of young people every day i challenge you to live up to that obligation drop the victim substitute

058a lesson in american honor second completeness pfc jenkins was a black muslim from all black high school florida fred austrian was a white man from new york commander ernest m evans was an american indian listening leader midship of oklahoma and next we have mrs sarnoff getting to know of our adams district i've seen you uphold your standards of excellence quality and freedom reach your reach for excellence for example produced above state average ta assessment scores in every high school academic area as we heard in the last board meeting you showed your dedication to equality by using counterfund money to provide every student with a laptop and internet access fit into freedom was demonstrated at the september 7th board meeting when you gave each person their chance to speak their mind last spring your teachers participated

059in anti-racism teacher training provided by the liu now that i've reviewed these training materials i can tell you they do not align with upper atoms standards of excellence equality and freedom by forcing teacher attention onto race in the classroom their subsequent lesson plans may create division demoralization and confusion not excellence for example in a paper by shingleton and hayes that was linked to these sessions as recommended reading your teachers were advised to quote engage in dialogue about race and hold a lofty expectation that they will stay engaged in these conversations throughout the year and they're being advised to constantly bring conversations back to race even though only 1.5 that is one person of the 66 teachers and administrators who participated in these sessions answered that race was most important to them your district values each

060student equally on page 64 of your teacher training materials are two graphics entitled intersecting axes of privilege domination and oppression that lists types of oppression of the oppression resistance group by the privileged group who are your teachers being instructed to fight against in their classroom according to this graphic privilege group is listed as quote white people middle class or owning class males heterosexual people people without disabilities christians young people older adults people with a college degree veterans of wars other than the vietnam war u.s foreign citizens and english-speaking people and this paradigm that's supposedly 69.8 percent of your students are oppressors that teachers must resist for the good of the supposed 30.2 percent of their class that is expressed is nonsense your teachers would never do this and must not be exposed to this anti-social

061anti-science paradigm again you've demonstrated that you will stand up for each person's freedom to say what they think these six day-long teacher training sessions included many activities that seem to violate your teacher's first amendment right against forced speech while it can be said that they can say anything they wish in response to the many personally revealing questions asked there was pressure to conform with ideas such as unconscious bias page 43 or on page 111 that they commit to quote designing learning experiences and spaces for learners to identify and question economic political and social power structures community nation and the world of course you want your students to interact with the world and benefit their community but these teacher training sessions urged your teachers to indoctrinate their students with an ideology of change brought about through

062division scapegoating and force for example the journal given to your student teachers in the very first session declares quote developing an equitable and pluralistic learning stand we build from the identities and capabilities of our students their families and our staff toward a more just healthy community by addressing power and privilege created by systems like patriarchy white supremacy this page this first page concludes we hope that through this week-long practice of paying attention to bias it will become easier to notice beautiful diversity of individual identities and stories around us and the negative effects of systematic and internalized bias in oppression arts minds and communities russian hearts minds and communities would be a targeted population that can one can blame for the ills of society as nazis blame the jews do not instigate any further teacher or

063administrator ideology ideology driven anti-racism training i would ask that you edit page nine of your anti-racism plan on the district website so that you will not publicly be committing the district to ongoing or annual anti-racism i'll be emailing each of you the powerpoint presentation experienced by your teachers sarah little was supposed to speak tonight but she something came out and she couldn't make it so she's asked me to read her comments dr dahl i just wanted to share i heard the board meeting last week september 7th was hostile and can certainly appreciate how difficult things are not only for students teachers and parents but how trying and difficult it is to lead right now please know how much i emphasiz empathize with you i also very much appreciate the communication shared friday september 3rd in

064the evening and the following follow-up communication shared last evening september 7th we we've moved through the mask exemption process this morning for our children both mrs nelson and mr brewer were great to meet with to complete 504 plans for our kids and i'll certainly share this message with other parents as needed my husband and i also understand that as of now our kids are exempt but also understand the current the continued under current and mixed messages coming from both the state and whatever the cdc guidance may be at any given moment could change the mask exemption for our children the nimbleness and flexibility of the district has continued to demonstrate is is appreciated but also can appreciate how exhausting and time-consuming it is please know again i am more than willing to facilitate co-facilitate or

065participate in the community advisory committee to understand the needs and concerns of the students teachers and parents identify viable solutions and offer validation as our district continues to navigate these unsteady waters thanks again and please know how much we appreciate the continued efforts with the above email demonstrates a willingness to empathize that doesn't diminish how we as stakeholders and parents are frustrated stressed and exhausted from the continuous and confusing mixed messages handed down to us from state officials and the cdc however we aren't the only ones impacted by these continuous mixed messages our school and administrative staff have shared some of the frustrations and exhaustion we now face the recent federal mandate of employers who have a hundred or more employees must have all employees vaccinated possibly by mid-october while we can certainly debate about

066the vaccine we must consider the future ramifications and what this may mean for our district should the district fall into this category i am concerned with how many district staff may decline the vaccination and terminate their employment with upper adam's school district what does this mean for our students will we return to virtual learning will our children once again be lost in the shuffle of political pressure and liability i don't blame or feel angry toward the board or district the fa they face difficult choices while trying to decode and understand mandates and policies that are complex and unclear while we can certainly use the school board administrators as scapegoats truly they are not the ones making these mandates but are being strong armed to comply we must recognize the winds and hold on to those

067for hope our wins are our children are in school five days a week we started this school year with parents having the choice of their children masking the opportunity for parents to move through the mask exemption process the continued support for parents to make choices for their children regarding vaccines and i am sure i've not captured all the wins but certainly ones that need to be recognized these were the concerns brought to the board state starting i think she means starting although she says staring in june and we've been heard my husband and i very much thank you for the for being willing to actively listen to us and use the feedback to shape what many of us hope we're hoping the school year would be like however we must be village vigilant and proactive

068as we continue this school year if we believe stability is just around the corner we're kidding ourselves truly we are amid the battle and in any battle we must strategize together to overcome the challenges that lay ahead the challenges that continue continued mandates will occur and we must anticipate those challenges and be as proactive as possible therefore i continue to advocate for policy 905 and how a committee of parents stakeholders school faculty and community members can provide feedback to plan as proactively and thoughtfully as possible to overcome the challenges that lay ahead of all of us should we remain fragmented we will spend more time admiring the problem tensions will continue to rise and we'll likely miss opportunities to to identify viable solutions that will help support our children and the district thank you mr

069wilson for sharing my comments i would add from the white house website osha will issue an emergency temporary standard to implement this requirement the vaccination mandate this requirement will impact over 80 million workers in private sector businesses with 100 plus employees school districts are not private sector businesses also on that website the president's plan includes requirements that teachers and staff at head start and early head start programs teachers and children teachers and child and youth program personnel at the department of defense and teachers and staff at the bureau of indian education operated schools must get vaccinated that tangentially could affect us but the head start program that we have for as pre-k they are not our employees so if they chose not to do that that classroom could be shut down uh finally again from

070that website quote the president is asking more states to join in requiring the vaccine for school employees to make sure we are keeping students state safe right now the district of columbia puerto rico california connecticut hawaii illinois new jersey new mexico new york oregon and washington have mandates for school employees i infer that since the president is asking more states he does not have the authority to require but i'm not a lawyer so we move on mr um president would you mind please asking um mr mrs sarnoff if they could send me transcripts of their comments and i would really appreciate the transcript of sarah littles as well thank you okay we'll take care of getting those for you thank you so we move on to correspondence and the only thing i just realized i

071had an envelope here barley snyder is inviting the board to a snyder client appreciation event if any board members are interested please see me afterwards we move on to uh oops make sure i skip something here i did uh reports there is no legislative report this month so we move to the frn report that's true okay half around the report i'll keep it short i talked about the budget okay so we talked about the federal budget last meeting reconciliation i put on that that democratic lawmakers in the house are working to advance this process allows lawmakers to pass legislation friday september 10th the house education labor committee approved it's the 82 million portion billion in funding modernized doctor and 35 also notable was the health energy commerce committee they advanced their portion of the bill

072chamber um also the white house did announce additional cova reduction efforts items provides what about pfizer vaccinations [Music] hey any questions or comments for mr rutowski on the frn report all right we move on to the liu report dr dalton in later time i'll try to make this uh quick just going over a few highlights from the september 7th liu board meeting dustin martin was sworn in as a newly elected director he's representing the tuscarora school district and his position will run through june 30th of 2024 there was also an approval to contract with chester county intermediate unit to conduct a staff analysis of special education division with a final report coming to the board at the iu on november of 2021 so we'll wait and see what that may look like and what it

073has as far as any kind of information that comes out of that report finally policies and there are a number of policies and agreement adoptions that were conducted at the last meeting and the next meeting will be held on october the 5th 2021 at 7 pm at the intermediate unit thank you thank you any questions or comments for dr dahl all right we move on to federal programs dr corwell and mr alden an item to share under title iii and esl we've begun to do some of our outreach activities for the year and our elementary esl teachers have developed a literacy bag and in that bag are family activities that encourage reading at home this bag will go home to our elementary families throughout the school year to do activities together to encourage reading and

074as outreach to the community evening again for title one we have uh identified and screened most of our students and are wrapping that up and we will begin uh title one services for those identified students at piccoloville elementary uh imminently in august just a recap that we met and planned for the year we're looking at a literacy night probably in the january time period this is provided with federal funds and we open that up also to non-title blind students as well as the non-public students and finally brad showers and i completed the title 1 report for pims that was due august 30th where we have to identify all the title one students from last year and some demographic information and make sure all that matches up with the records for the pins thank you any

075questions for dr corwell or mr album okay hearing none i don't see a report for the carmel and perry or the fund advisory well actually dr dahl has some pictures as well as during his report as far as the fund advisory another meeting about the giving spring which is november 5. that means okay um i prepared a handout to attach to the next potential donor which will give all the information that i decided to update that access today okay thank you so we move then to the administrator's reports any questions or comments on the for the administrators reports well i would like to make a couple of comments about the administrator's reports i remain very impressed that the extra programs the teachers engage in to help our students specifically i want to point out the

076photography club emily kistner the soul sisters ashley wilkinson stephanie batthoff althoff sorry courtney kramer amy haynes deborah yager reed caroline bruder rachel herzog and maggie mancuso the after school program with kathy goulden which is collaborating for youth program after school collaborating for youth program after school program that offers a variety of supports activities including help with homework fitness stem projects social emotional learning i also want to acknowledge the following students who received the highest score possible in ap testing zachary cool charlotte king grace ludwig tyler macbeth drew parker and australia zavala in conjunction with that i want to acknowledge our ap teachers mr baus this is bloomhurst this is fry mrs harman mrs petcher and mrs tyson it's important to note that the ap program is only about four years old maybe not even quite

077that finally i want to emphasize and point out that the financial aid night will be held october 8th at 6 00 pm that's very important for those that are moving on to post-secondary education or training and are in need of financial assistance all right anyone else all right we move on to uh superintendent's report please a few updates um as mrs krauss had mentioned i did place a few things in from the cumberland perry area technical or career and technical center their enrollment during last year was the highest reported in their school's history and it just continues to increase this this year we increased by 10 additional students we're at 46 students attending cumberland perry this year last year we were sitting at about 36 students and he did the math and we continue to

078see some really excellent things happening there are some photographs of the new health care pathways area which is huge and there is connectivity with a number of different healthcare entities the space is just unbelievable if you ever have a chance to go and take a look um having been in a healthcare facility a couple of summers ago i had flashbacks when i went there and saw the rooms and the way things are laid out so it is a taste of what exists in real life i do want to mention a little bit and spend some more time on the covez update for the district as was mentioned our health and safety plan that we approved and tested last summer and was board approved on august the 17th of 2021 that continues to remain in place

079the only thing that is different about that is the face mask order that came down from the state we did present options and i reviewed those at the last board meeting and our administrative team has been working diligently to meet face-to-face or in any manner of a conversation that works for parents to work through the 504 plan process or potentially providing an exception for students each of our teachers has the list of students at this point we had that grace period up through i think was friday the 10th and then we implemented um our plans um starting the monday i think it was the 13th um right now a majority of our students in our district are wearing masks we have about 84 of our 1600 students in kindergarten through 12th grade um that are

080wearing masks and at each school we're at at least 80 percent or a higher percentage of the total student population that are wearing math so we are very pleased uh that you know people are taking it seriously and and trying to follow through with certain levels of mitigation and providing that safe environment for everybody involved we will continue to monitor that i did place in my report as well some statistics from the first week of school and i just picked one day and went through each week we started the school year with a combined k through 12 student and adult quarantines we had five during that first week of school and we had one coveted uh case and um i was hoping to have a more recent number that we're still trying to get the

081accurate numbers from the middle school in high school mrs jones has been out recently so i wasn't able to provide those accurate numbers for september the 16th but you can go through and put some pieces together just by looking at holidays and dates and when numbers have spiked here in the district so i think that information is important for us to keep an eye on i've also heard from people in the community just wondering where we at like last year we sent out communications every time we had a positive case or quarantine this year we took a different approach and we are sending those communications to people that are directly impacted whether it be a full class or as we do contact tracing because we still continue to do that work in our district and

082it consumes a lot of time but we try to make those contacts as quickly as possible and we try to do so with a letter and providing specifics as far as dates of potential exposure as a result of some of the information that we're getting i continue to get some questions our nurses get some questions from time to time and starting within the next week or so i would like to put up on our district webpage a counter if you will of where we're at and it'll be similar to what what i shared in my report but it would be out on our our district web page and it would just outline the current health monitoring totals and it would have a date at the top that that would occur and we will try to

083do the best that we can to provide that update almost weekly whenever the school is in session so for example if we do this on a thursday it's the thanksgiving holiday obviously we may not have the numbers that week but if we are in session we will try to do our very best to upload those numbers and we will do a positive cases confirmed and then also another line of exposures and quarantines students and we'll break it up by building and it will be a combination so it'll be adults and students combined because it basically is you know every number for that particular area one thing i would like to note though is that we have been extremely transparent about all numbers all year long and what i mean by that is if we have

084a positive case and it happens we usually go back our plan is to go back through department of health 48 hours but if we were in school let's say we learned about a case on monday labor day we learned about that positive case if we go back two days that's a saturday so we wouldn't have to count that towards us but we are including that number in our account so i just want to be very transparent that we are including every number even though you're looking at the numbers on the website that may say like 12 or 14 or whatever all those may not have impacted a closure or a quarantine we are trying to be transparent about how much exists within our family that we have here in the upper adams school district i

085do also want to note and we heard that a little bit through the presentations this evening when we look at quarantining at an elementary level it may look different than a high school level so for existence so for example students a little bit closer together some may have math some may not have math at the elementary level they're usually in one classroom so there may be a classroom quarantine versus at a high school level where the kids could have a math or the student may not have a math a teacher may have mass may not be math may be vaccinated may be unvaccinated there are a lot of variables that go into it and we as a district have to go through and work collaboratively with a variety of people including department of health to

086identify how that looks and how um we should go through to create the safest option for our students and teachers so we are doing that and i just want to make sure that that is clear that when you see these numbers that are posted there are multiple variables that go into that creation of what those totals look like making sure to have everything covered there we will continue to try to communicate if somebody needs to be quarantined those messages continue to go out through blackboard which is our communication system in our district and those could come through phone emails text or any kind of social media and those are dependent upon what parents or guardians have shared with us how that information gets transmitted back out so i wanted to give a quick update on

087where we were currently and where we're going and how we will continue to monitor make sure that we can provide the safest environment for not only our our students but also teachers and adults that come in to help us with the educational process thank you dr dell questions or comments for dr dahl question dr dale where on the webpage where that not there yet but we will post it on the face of the district web page when you go to a landing page we will have it there and i'm just looking back at joe is that possible that's what we had talked about and just to get verification okay thank you um dr dahl i have a question can you hear me yeah okay um there has been um some questions circulating about the uh

0881955 law or a piece of legislation that is relevant to the court cases that are coming up against our governor and i'm wondering if uh our solicitor can further explain how that law is relevant to the mask mandate and even some further explanation of what timing is involved or when that decision is going to be made um especially since in our on our website you outlined beautifully that you know we're going to be held legally responsible based on this 1955 law i i have looked at actually two lawsuits that have been filed against the secretary of health i i have to confess i cannot tell you what the schedule will be in terms of when the hearings will be held and when a decision will be made by the commonwealth court with respect to the

0891955 law uh i i think the best thing i can say to you is ignore it that law is a law that was cited by the secretary of health as her authority to issue the order either that law gives her that authority or it doesn't that's the issue before the commonwealth court what i would say is unless and until commonwealth court rules on that we have an order that is in order that the school districts including upper adams needs to abide by um that's the very issue that's going to be determined by the commonwealth court we can't we and no one here or in the community can simply say well i've read the law and in my opinion it does not give the secretary authority that's you know that's just not the way government and

090courts work does that answer your question yes i think there was some um as i understand it there's some dispute over over um whether it's a state rule or regulation um and that again i'm not an attorney either so those are questions that i'm hearing i don't know that as a district we are obligated to answer them but it sure lends to helping us all understand the due process that some districts have taken uh in the name of paradise part of the argument is that it's an impermissible delegation by the legislature um to uh an administrative agency that in particular the department of health and uh and if it was a delegation of what was the extent and nature of that delegation has the secretary exceeded that delegation and that's um that's all actually they're

091interesting legal arguments but they're not going to go in right but that's that's all to be determined uh by the court and uh at least one of the law firms involved in one of the lawsuits is quite good and i'm sure it will be presented well okay thank you very much i have a question for dr hill dr dalton could you clarify the masking mode kids are wearing kids one test positive retreat that you're sitting next to child is wearing a mask that test positive are those kids are going to be against quarantine i'm hearing mixed stories of how that's how the quarantine testing yes there are a lot of variables that go into that um i would what is your specific ques because it does it does vary like whether or not an individual

092is wearing a mask or not wearing a mask if someone is i would want to go back and look i don't have that information in front of me right now so i would want to make sure that i'm not sharing something right now that isn't accurate but i i think what you're asking is there could be certain people that are wearing a mask that could be vaccinated that may be able to be in school versus some that are unmasked and unvaccinated that has to be warranty there is there is a variety and it makes it very there are so many variables that we have to consider for students that could be vaccinated so i'm not i'm really not asking about the vaccination i'm just asking about being a mask so if you have a kid

093that's wearing a mask and that person would test positive for code is there a lot of variables like how close were they um they're just a number of variables and that's why it takes a while for us like the the health room of nurses and i we work together in collaboration and trying to identify were people in close proximity and it makes it more challenging for the high school because you're right we've added another variable where some people are masking now and some aren't and some are current some are vaccinated and some aren't um it's safe to say that if you're not vaccinated and not wearing a mask you're most likely going to be quarantined i think your question is whether or not you still have to quarantine if you're wearing a mask that may

094not be vaccinated i guess i guess my comment to that would be is your percentage is that you're telling us this person is what's my chances of going home or not going i want to stay in school you know 16 of kids not wearing a mask and it's hard you can't separate them obviously right and that's that's right and that's the challenge that we're in right now we're providing we're saying maths are optional and then the state came out and said that no they aren't and then there are options for them not to wear a mask and some parents have chosen that that process to go through and as situations come up and they vary from sporting events to events within you know a classroom we have to do the best we can and looking

095at what makes it the safest environment and if it's quarantining then that's that's what we do i will mention one other thing that when we start to post the numbers on our website those reported numbers are not indicators or predictors of school closure so you may be saying i'm hoping that you put those pieces together that we are being transparent and putting all numbers there just because some of them may look like large numbers doesn't mean that we are moving in the direction of a school closure it could be a classroom closure at the elementary level but i just want to make sure that that is clear if if we're trying to make a determination of what further action to make we will do that in conjunction with the pennsylvania department of health and that

096will be communicated to our families anything else for dr dull okay we move on to the treasury report mrs crowell okay um first time i'm going to approve your financial report and i mean all the there's a motion before the board to re to approve the financial report and the condensed sports summer report both ending august of 2021 it's been seconded any discussion hearing none roll call please forever yes mr c hi mr paula ball hi yes lady mr ponte yesterday yeah mrs crowe yes mr wilson bye thank you motion is moved to approve food service fund statement of operations you can include the next one in that if you'd like um actually there is no oh never mind sorry there's a motion before the board to approve the food service fund statement ending the

09731st of august it's been seconded any discussion roll call please mr fee aye thank you thank you mrs crouch before we entertain a motion for the consent agenda does anyone have anything they want to pull out of the consent agenda and discuss and vote on separately hearing nothing uh is there a motion to approve the consent agenda as presented the motion before the board to present i'm sorry to approve the consent agenda as presented in your agenda this evening and it's been seconded any further discussion and we'll need a roll call for this as well mrs crowd yes mr everett yeah christie mr hollidah hi this is janzek yes lady mr ponte rotowski yeah the only item uh under uh curriculum and extracurricular uh mrs janzig we've already done so uh thank you for your

099two which will be one live session and then quarter three and four which will be zero live sessions but long term substitute in that position okay and this is all part of our ongoing problem with not having a french teacher correct yeah okay did that answer your question okay any other question hearing none uh we'll need a roll call please paula all right yes lady mr poncey yeah hi and mr wilson all right thank you motion carry um my next item is 14.9.2 recommend approval to have daryl miller miller real estate who is in the vendorsville elementary prophecy i guide us through the mandatory court process regarding appraisals costs not to exceed there's a motion before the board to approve the darrell miller real estate estimate for the bendersville school item 14.1.2 in the agenda

100and it has been seconded any discussion i would like to note that the document that we've been provided in my view is very awkwardly written but i have been assured that he is going to look at the property and see if it is valued correctly at the sale price the wording makes you think it's a foregone conclusion if i might the reason i think the reason it came out that way is that he trusted that the board would approve it so he had already done the work and had a right and and had satisfied himself that it that was uh um i i understand what you're saying but i still think it's awkwardly worded it says if we are approving we are asking him to do things in the wrong order but i've been assured

101are talking with mrs haas that that's not the case any other discussion roll call please this is jantik yes lady yes mrs crowe yes mr everett yes hi mr these so first i'd like to make a motion to it the motion before the board to accept the retirement mr jim van dyke it has been seconded any discussion uh yes i would like to comment that um this is coming with great sadness i i really do appreciate how much work he's put in over the years if anybody has ever gone into jim's office you will see laptops piled high and he knows everything and anything about every single one of them um but he's a very intelligent man and wonderful to work with and we really will dearly miss him in our district i agree completely

102so we we will uh add to the minutes we accept this that assuming the board votes to approve with regret with great replay any further discussion all in favor of the motion say i i i motion carry okay uh moving on to supplemental contracts to make a motion to accept a supplemental contract for athletics as noted the contract is listed under students a motion before the board to accept the supplemental contracts listed in the agenda at 14.2.4 in two separate categories athletics and other student activities and it has been seconded any discussion hearing none roll call please proud yes mr ever yes hi for the last motion [Music] to make a motion to express the volunteer listing as listed 14.2.5 and accept the usf teacher stuff called the eff support staff substitute finally second motion

104lady and approval to add the following individuals there's the motion before the board to add drivers to the driving list uh listed as item 14.4.1 and your agenda and it has been seconded any discussion hearing none all in favor of the motion say aye aye opposed motion carries and now we get to finally curriculum and extracurricular which mrs janzik has already taken care of and now i complement you at the correct time for handling that my pleasure thank you we move on to uh policy mr everett all right in the agenda manager you have the minutes from our last policy meeting we have the first read policy 122 extracurricular activities and number 816 operations history media and for second reading we have a 10.1 school bus drivers a 10.3 vehicle drivers i would recommend that

105they approve the minutes the policies the first three that are appropriate and there'll be two policy and approve actually the two remaining policies that are in second read for inclusion in our policy manual there's a motion before the board to approve the most recent policy review committee minutes to approve for first read the policies listing your agenda at 16.2 and to approve second read of the policies listed under 16.3 to be added to the policy manual it has been seconded any discussion hearing none could i have a roll call please all right mr wilson hi thank you motion carry thank you thank you mr everett now we move on to item 17.1 there a motion for the psta election of officers more complicated than that all right i i moved to present late with our

106ballot president davidson yesterday the motion before the board item 17.1 to approve a slate of candidates for the election of officers on psba that mrs kraus just read out and it's been seconded in discussion hearing none all in favor of the motion say aye the next item on the agenda is a dark fiber update but i don't know who's getting there jim are you there yes i'm here um so uh mr mcquaid had passed some questions along in regards to mr klein's request to consider uh by the district him leasing the fiber mr klein had returned some answers um they were not detailed questions just uh what what does he want to use and he's specific he would like to use one pair or two strands of fiber a lease agreement he's looking for at

107least a five year lease period with a five-year renewal the question about federal regulations and his industry is regulated by the fcc but when it comes to leasing the fiber it's like any i think typical lease that the school district would enter into if it was leasing in facilities or leasing of athletic fields so i i don't see any hurdles in that i think the biggest hurdle is the charge and mr klein is suggesting 25 per mile for the pair and in addition at 10 customer commission for every customer that uses the fiber in addition he'd also like to see work out a 25 meg low 25 meg internet service to low income families for a maximum of 10 a month so i i think maybe we need more discussions with mr klein or start

108working towards an agreement i just i'm not sure and i don't want to act without direction from the board thanks jim i would offer that in light of the late hour and this is showing up there's a number of questions and discussions i think the board has to have and we need to discuss this in committee before we discuss it here this is a this is a venue for approving things and i don't think we're ready to approve anything yet i i am prepared to offer some comment on legal issues but i i agree it can be deferred um really it really does require some study yeah and i i'm not trying to stiff-arm the gentleman that came by because it was an intriguing offer but i i still have some reservations that i couldn't

109possibly prove anything i'm i'm still i'm sure you have the answers but again i don't think i want to go into it this evening but some of my basic questions are can the school district lease something that was purchased with taxpayer dollars there's probably a way to do that but in addition to that does the district want to get into the business of being a fiber optic renter leaser and i don't know the answer to that question either have a more detailed discussion asking the right questions too i'm uncomfortable at this point this was just yeah okay anyone else have anything so we will defer that item then the next item uh item 17.3 do i hear a motion from the student expulsion waiver and release agreement there's a motion before the board to approve

110a propulsion waiver and release agreement with the parents of student number 8508 and the student and to expel the student on the terms and conditions of the agreement and to authorize the superintendent to execute and deliver the agreement on behalf of the school district and it has been seconded any discussion hearing none could i have a roll call please sweetie okay yes mr everett mr c aye mr follower or the next item i should say is the payment of the bills do i hear a motion to pay the bills there's a motion before the board to pay the bills as listed in the three attachments in item 18 of the agenda and it has been seconded any discussion the other discussion roll call please oh yes mr everett yes mr fee hi mr follower thank
