004at the high school girls track and field Southern division championship placed first in the 400 improving his own School record and Ian Clark placed first in the 202nd in the 100th at the high school boys Track and Field Southern division championship public forum did anybody sign up to speak if so I'll go grab the clipboard did you sign up good evening uh Jessica Purcell Richmond a parent of two children I am speaking on behalf of the friends of chair home we are a 501c3 public charity recognized by the state and federal government um after we we've decided to start a fundraiser based on the last cut made in the budget process which was all funding for new library books this year that was sad to me that we did that at the last minute um

005and that then the budget passed so successfully with such a resounding amount of um folks voting yes and record turnout so we've decided to organize a fundraiser to raise money back for those books we will not choose the books but the money will go back to the district the fundraiser will stay open probably until August um at which point the money will go to the district for the Librarians to use for the books that they choose that's the typical process that's what we'll go with um so I just wanted to make everyone aware you on the school committee and members of the public if you'd like to check out the donation page it's tinyurl.com chairhole libraries um and then the other thing I'd like to say he just left the room but Larry Phelps is

008trip requests I recommend approval of the following contingent upon compliance with the policy request for skillsusa advisor Lieutenant Robert Wilde 12 students and three chaperones to travel to the skills USA national championship in Atlanta Georgia from June 16 2023 to June 24th 2023 skilled USA metal windows in attendance at the next meeting for recognition and this is a trip that we've uh send to the school committee every year so moved second questions do they have proper funding for meal plans and everything when they go there or do parents chip in I well there's funding for um and the meals are provided but if they want extras I think spending money we don't provide that but their their breakfast lunch and dinner are included in there I'm kind of wondering if maybe the school committee could

009give them like a gift card to go out one night and enjoy someplace other than the typical like Johnny Rockets is right there there's the Baja bowls there it's right across from Centennial Park where they had the Olympics I mean it's a beautiful place I hope they discover it but I'm wondering if maybe do we have like petty cash that weekend we don't have anything I don't know yeah I think I mean Lieutenant file and I'm sure the students they're always I mean does me fundraise the skills you'll say Buffet the peach blossom Buffet all of that goes back into our skills USA budget so that they can attend these trips and provide but the yeah me as I provided would the students and teachers love more absolutely but we don't get any stipend maybe

010we can take something that might be a stipend in the future and shift it over and send them with like a 250 gift card for one night to go somewhere different because the agendas approval so I don't know just I like the comment I can't approve that tonight we could do something just individually be glad to short you know like an interest shaking his head so like maybe just personally not in this body personally I think you might be able to get all of us to maybe throw some money out together twist this way to break yeah it is I would like you'll be here at your next meeting okay she made a mistake okay next item on the agenda is the Nea chair house certified contract agreement ratification I am recommending approval of the

011Nea chair house certified staff contract agreement for 2022 2025 I want to thank which and Leslie and when I see in the audience and all the subcommittee for their hard work and um it wasn't easy but I appreciate the time and effort that we took today to come to something that we could agree with so thank you for your members Easy Motion second so Linda made the motion against their second second here discussion if you have any comments or questions a given economic conditions I'm I'm concerned about a three-year contract I'm also concerned about contracts coming out month after budget book so for those reasons I'll be voting no comments oh I'm sorry um I feel like the health benefits is just um just way too generous compared to the private sector that is paying

012for the um teachers benefits um so for that reason voting now I just would like to remind the school committee that we do have a teacher shortage well number one we have some of the best teachers here in Terre Haute they're devoted they care about Sin and they um they deserve they deserve this contract I truly believe that secondly we do have a teacher shortage and um I do believe that you know we we would we could lose teachers of the districts um if we can't ratify us I also want to thank the uh the committee and Tyler and then the administration and also the teachers or um the one long year and we all stuck stuck with it we had our ups and downs but we stuck with the process so I'm going to

013say I want to make that thank you so there are things I don't like about this but I full well understand that this District has great teachers and we can't afford to lose it and I have a worry that we would uh you end up in a vicious cycle you lose teachers for I just held a a very large um job fair for teachers um 12 14 districts for their response wasn't huge because there's no teachers uh I'm gonna take a beating for this um personally politically but I will support this contract I think this contract is as fiscally responsible as we can be uh it's I do believe it's a fair contract and I will be supporting this contract when it comes time yes um I too will support this contract fully and not

014because I am afraid of losing teachers because we have the best but because the best deserve this contract this is a well-deserved well-written contract that I feel justly compensates the the quality of the of this the teachers we have here I wouldn't want anything less for them no this whole process for 11 years I've never been able to participate but Tyler just alluded to something just don't want people to forget them both sides came in with what they wanted and there was negotiations and both sides didn't get everything they wanted let's just put in perspective I read it finally this is what you folks agreed upon it's fine by me thank you I'm gonna move this to the vote all those in favor those posts says thank you my name is superintendent electrician s I

015do recommend strongly recommend approval of superintendent Juniper cards conference so move second discussion questions or comments from the community respond to a book all those in favor and oops so much the next item is the request to name the Richmond Elementary School softball field after Ralph woodmensing we received a letter from Richmond Town Administrator Karen pinch referencing a request from the Richmond Town Council to name the Richmond Elementary School softball field after Ralph lemon tea who recently passed away we have also received permission from the family to Grant this request which is in compliance with the naming of schools facilities policy I recommend approval to name the Richmond Elementary School softball field after Ralph Williams so move so Madam chair should we also be putting in that motion to waive the policy to do so

017customer and I will say I enjoyed everyone because Ralph was someone who didn't like what you were doing he was going to let you know he didn't like what you were doing um but he always did it in a way that was constructive and I appreciate that from anybody so I'm fully in support of this you should have worked with him on the check Jennifer there any plans to wreck some kind of a plaque or naming of social interview we have not discussed a naming ceremony typically wants his full committee improves a request usually what happens is there's a conversation with the family to determine the next steps as it relates to Black animal Memorial sorry they need approval to know efficient questions comments will this suitable all those in favor thank you the next

018item is necessity for school construction committee vacancy there is a need for a school Committee Member to fill the vacancy that exists on the necessity this committee is required by Ryan this is not the building committee which is required by the charioto act that committee will be established if it is determined the district detention move forward with a building or renovation plan should be a Richmond represent ative I I don't know either that's why I'm asking he does not have to be based on the makeup I think it Richmond is not represented right if you make more sense if a Richmond member would be on it but that can't make something right no it's under requirement but it would make it balanced um so is there anybody as long as the meetings don't take place

020favor thank you hey the next item is the request to form a school committee subcommittee and or a task force to review the district's curriculum this item was requested uh by Polly Hopkins so that's me right you're not it's pretty much what it says there I think we should form a subcommittee to review our curriculums that are coming in through ride we are tasked to do this in our documents as a student committee um it says that we are tasked to make sure that our district curriculum is relevant to the district so uh who knows better than the people who lives here and I know that there's other groups of people but specifically our school committee is taxed to do this and it was one of the reasons I was selected by the community at

021Large so your request is to form a school committee subcommittee yes and today I can foresee it you know feeling any questions from the public um might be helpful to do that as a school Committee Member to be able to address those public concerns directly through the knowledgeable base after having looked at some of the curriculum and discussed it because their issues not get involved Andrew and then Linda so at our last uh School community meeting we established a bunch of subcommunity updates from past that subcommitted between um certain certain activities if you will so while I think it would be just speak up Andrew please oh sorry I'm so sorry um so I was just sharing that at our last uh school committee meeting we established the budget subcommittee um and in that motion

022we sort of included a scope of work if you will a charge for that subcommittee I'm a little uncomfortable with just sort of an open-ended you know um uh curriculum subcommittee and so I guess I need to better understand what is the scope of work that this uh committee will be engaged in said I actually did some research when I saw it was on the agenda and um other than before I looked just maybe six neighboring towns I didn't like go past Exeter but I there doesn't seem to be any other stuff because I was thinking you know maybe that would be something to talk to like if they have established one in there and because I you know when I when I recommended establishing a police policy committee I actually called and talked to

023some of the surrounding school committee that you know the presidents of those School committees and they said yes they had the policies that that it was working and got some ideas from them I didn't see anything that with the um you know and I didn't know if you had done any research probably as far as looking at other districts and what they have um I guess what I would like to see also is you know the purpose goals aims what would the outcomes be um and to respond to your I personally think that the I would have a as much as I think I'm I'm involved I would have a hard time answering the curriculum question on uh eighth grade biology I think that the people who can answer those questions are the people in

024classrooms and administrators in the building they're the experts I'm not an expert on every specific curriculum that's in the district that just would be I wouldn't feel comfortable answering the question to someone that came to a meeting about the specific I'd ask them to go talk with a teacher or administrator so I'm not sure that would be a good purpose I'm not saying no entirely but I like some research actually um when we had the um way back when when we had the anti-racism task force they did uh the members of the task force which were not school committee members some of us were paying attention to it but it wasn't specifically made up of school committee members but they approached curriculum with the from through the lens of racism and what was being taught

025and even that was difficult because that was one specific purpose so I think this is way too broad I think we can all review curriculum I think we can add input to curriculum but I do leave it up to the professionals to figure that out and we could we could comment on it or ask questions but I don't want to be responsible for that I can address that directly so the anti-racism task force claimed that there was for instance actually well I'm just using excuse me I just use that as an example that there was a review of curriculum through one specific lens and it was very difficult yes you're suggesting something very Broad and I don't think we have the expertise to do well I'll give you a good example people yes focus down

026good morning yes okay so we had a beautiful curriculum and I reviewed all of that and it was the anti-racism task force that made me ask the question to go dig into that curriculum and see if those things weren't being addressed in our previous curriculum and there were two pages and there for example of uh Native American curriculum specifically designed around the Narragansett tribe museums uh historical societies where they could go the teachers weren't utilized again and so it wasn't the fact that we didn't have those resources in our curriculum for our students the teachers weren't implementing it and and I thought that was odd because there there should be a way to make sure that our students get a nice rounded curriculum a nice rounded education and be able to take advantage of all

027of those things we have fantastic historical societies where you can walk in and see these old documents that tell the truth of everything as recorded nobody took advantage of that nobody nobody no nobody took advantage of that I contacted the Historical Society the person who runs it and she said nobody has been here in years so I'm not saying to be an enforcement method but a reminder we have these wonderful curriculum standards that we give our teachers and the references that they can pull from us as the school committee should be able to narrow that down should be able to help out with that and review some of those things that aren't being used um and make suggestions to the teachers because it came back around it went right came down with their curriculum designations

028for the schools all over the state the anti-racism task force was B that they had some Narragansett literature some some focus of study and I I'm sitting there going it was already there why wasn't it being used or saying it's not being used and then you're re-implementing it it was very it was a weird situation but I think we should be using those references and resources so Gina has asked for an opportunity to clarify something and then go to Andrew I just want to make sure that public understands that um why does not have embedded curriculum resources for social studies and art history that that is actually not part of the high quality curriculum educational accountability act it was from mathematics and English language arts that's completed through the right process through the general assembly

029education accountability act so our curriculum is written by our Educators our parents and students are part of that feedback piece with our assistant superintendent we have the district curriculum planning Council so I just want to take a second just to read so that it's clear so the district curriculum planning council is compromised of 17 permanent members the assistant superintendent the director of special education Elementary School administrator a middle school administrator a high school administrator one teacher from every Elementary School two teachers from the Middle School two teachers from the high school one teacher from the career in Texas Center two adult community members and two students with the representatives of subject area task force added to that committee as needed based on the curriculum so my Wonder is I mean we have the special education

030advisory Council that has a school committee liaison we have the health and wellness committee has a Superman liaison we have the district strategic plan that has its four communities on maybe it's adding that typically liaison because I've tcpc that's where you all those questions come up it means four to five times a year depending on the the level of work um but the implementation of if they're teaching it or not teaching it is Administrative roles so the role but I think um I think it's a welcome add to the dcpc be honest because I think we're always listen for feedback so actually so the superintendent address something that's going to address and I actually do agree that I think terms in the context of this work it makes far more sense to me that we

031have a school committee liaison or even Liaisons if there's multiple individuals who have an interest um you know the context of that work is happening in dcpc and we still ultimately have jurisdiction um in that that comes to us um so you know directionally that's where I would like to see us uh move and then you know generally speaking I do think that when there are concerns regarding the implementation of curriculum that those are conversations that I'd be interested in having as a full committee so Madam chair first of all this is exactly why it's such positive reviews for evaluation because I think it's a great idea and I agree wholeheartedly with Andrew I would be concerned if the school committee took it over because I I don't know where to go I really think

032our paid professionals that's what they're paid I didn't I like I mean I don't know exactly what Polly has in mind but I personally like the idea of um getting more involved in the curriculum um what Genie said as far as the community that already meets maybe have Liaisons like you said plural leads I'm from school committee if it's sir does that serve your purpose poly because again I just personally would like to be more involved in the curriculum so I guess um I like what Andrew said as far as Liaisons um and I understand your options are in Ghana inspires like questions me what's that committee I don't really Envision that so much I think it was just something that you know probably was just like a fleeting thought in your mind I don't

033know that that was necessarily the big Focus but um yeah so I guess I'll just get back to my original question would that serve your purpose with Gina throughout as far as yeah there was something along that lines of liaison and it what for instance what if down the road a few years from now there's some problem with the curriculum that leaves the school committee open to okay well we need to form a subcommittee I mean if that becomes a problem which I don't see it's the curriculum but it having liaison to at least from the school committee that can go in and be a part of that process too it will satisfy the need I think of the public in some of the the parents out there in the public so have questions that

034we are white people that it can come to about you know any concerns and we become more knowledgeable in it there's no other way to become more knowledgeable until we just get involved in that process so can I I'm gonna just jump in because I'm coming to get um so superintendent Picard and Dr Camilla can you please walk me through I am a parent I am not liking what is being taught in my child's classroom because I think that's part of this conversation so I I think I know something that's happening with the curriculum it's a line of the curriculum and I don't like it can you tell me what do I do as a parent so we actually have a policy supplemented policy objection to curriculum but typically for us to reach out is

035to the teacher the encouragement would ask the teacher for and for a meeting to discuss concerns sometimes that's with or without the administrator um and then usually we don't have to get beyond that because we make a combination all the time based on uh religious beliefs or something that a parent is uncomfortable with so we make and we discuss that with the parent and we're usually pretty happy we have not and actually I've asked when I first came here I asked um Nancy Freddy who's Dr Camilla's assistant executive assistant and she said there's been no official objections to curriculum so I think there's also a conversation but that's a parent so the community and uh chair has a really very liberal appeals policy so any member of the community they're not a parent has a

036question or wants to appeal something that we're doing would go through the appeals uh policy we actually lose that um for a situation we had at which by not working on base but more about dismissal procedures and um respond did a great job with Chief Johnson I'm sort of addressing that concern but I think so if you're Community non-parent you address to appeals and if you're a parent you would address through our objections thank you what I'm trying to parse out here is I I don't object to a liaison for the school committee I prefer a liaison to another subcommittee because we get that curriculum piece before us and we ultimately have this the right to say no yes or no so I think we already have that over overarching responsibility covered um I don't

037mind the idea of a liaison I think if that helps people in the community feel more keen into what's happening but I also did want to make the point that we have policies and procedures in place right now if you're not happy with something that's happening right now your best force of action is to talk to you or you always start with the the person closest to the issue start with your teacher if you don't like what your teacher has to say you can talk to your principal and then you can talk to the superintendent I think sometimes there is a misconception from members of the public that if I don't like something that's happening at my child's School level I'm gonna go right to a school Committee Member and I'm going to expect them

038to fix that for me I think really it needs to start in those smaller pieces we're more of a policy body which is really what we are is we're dealing with the policy we're not in the classrooms every day so I wanted to get that that part out to do something I just want to make sure that that the committee and I know you have it in front of you and now that it's actually public and ratified um and there's no changes made to this part of the contract but article 9 for human development provides the teachers with very specific um coordination with the assistant superintendent and how we work with curriculum in our district so that's negotiated so we would have to make sure that whatever we do complies with our contract um but

039like I said I think we're always looking for community members and and support but that's where the rubber hits in the district so I have other hands up too and I jumped in so I appreciate that so I believe I saw Craig's hand up and there was somebody else over here I think it was mine but Andrew you've had did you want to say something no no I just wanted to say that I totally agree with Catherine I think that what Polly is recommending is or the example she's using frightens me because it's like it's not our role to tell these teachers how to teach or what resources to teach with I believe that they are following the curriculum and if we have suggestions about added resources we go one-on-one or just send an email

040to the teacher hey by the way if you need help coordinating this I'm happy to help you if you're a parent with that teacher I don't believe our role is to tell teachers how to teach so I I would like to clarify that those comments I made were my comments that I thought needed clarification and I don't want to put words in Polly's mouth that Polly was saying that we're trying to teach well I was just commenting on the example that she used right you did have your hand up yeah are you sure because no that's all right thank you so Catherine can I yes so it was Andrew Lennon so I apologize is there a motion on the table so I'd like to make a motion um I'd like to make a motion um

041that we appoint up to three um uh no more than three uh school committee Liaisons uh to the dcpc please second time discussion on that piece thank you would that be one from each town is that your recommendation it doesn't have to be um so I I'll be honest I'm sort of almost maxed out on subcommittees and um however um so so if there isn't someone from Charlestown you know certainly we can look you know typically we try to do one from each town but if one from each Town isn't present then uh we typically then dip into whoever is open but I'm you know saying up to three theoretically it could be one or two if there's only one or two people interested that was my thinking could that also be that they get

042no more of a vote than any other person on that sub on that committee foreign yes I understand that some parents could just simply contact the teacher but there are situations where that parent doesn't feel comfortable and I explained it to you last time we were here they didn't feel comfortable enough reaching out to the teacher due to the situation they reached out to me and I've and if we can offer another Avenue for parents to reach out and get some transparency or ask questions then I would like to be knowledgeable enough to answer them would note that the there is a motion and so the discussion really should pertain to should I get the point okay yeah the only thing is I just I felt like no no will intent at all into but

043I felt like the motion got thrown out there before I know I wanted to please ask something else um so like that's why there's been a little more discussion but that um group that you're talking about it means um do they meet every subject area or did they meet for a certain subject area until that's like kind of finished how does that operate so we have a revision um cycle for the curriculum so for example uh coming next month is mathematics so they work 12 year in mathematics so that often run the school committee next uh month and then um same thing with our English language arts curriculum that's coming up in June so there's a revision cycle so every five years there's implementation of this production and then there's approval so we are I

044have a plan that we've used for every five years sometimes more depending on the change of standards and or um requirements um talk this to death but and again I didn't know you know Polly's intention because somebody can have one word and one sentence we're all looking at it different ways um so I looked at it more as the fact that it would give school pretty just be able to and I wasn't even thinking so much problems just to be more knowledgeable and I think that if there was um anybody that had an issue for the public would still refer them to the process that's in place and ask them to follow that line I think it's very fairly delineated you know um Sheena command that you go through um so I would add that

045but basically um I was more thinking of something where we can um can be involved in some process where we've seen more kitchen main subject areas is there any for that that would be the curriculum planning Council so okay so every every content has content but what I'm saying is you'd be waiting yes well it depends sometimes there's multiple teams happening at once and then there's there's maybe two or three at the Disco that comes into a review but oftentimes there's a study of the standards with like the department heads the content leads um all the other Elementary leads and then there's a review of those standards in relation to the curriculum document which is separate from the curricular resource the resources then selected based on the curriculum that's designed and which what the teachers

046and the assistant superintendent provide me the recommendation of what they feel is the best fit for the work in the district with our kids they know and they work with the kids every day and have the most understanding of that work parents come to school Improvement team meetings so if there's a parent that wants this information um I can't imagine that there's you know hundreds of parents that don't feel comfortable speaking to teachers and uh administrators based on my just my three years here because oftentimes I feel that that's just the opposite they're they're actually very good about giving us feedback whether whether um it's in favor or something that they're disagree with but I do think uh you got to be mindful of the fact that if if what you want to do is

052some context uh the history at Richmond is typically we see a big push towards the end right before school movements but the other three schools tend to be um exactly where they where they typically fall except for Hope Valley smaller than participated but again it's still really important and we just um we're on the main page uh putting out registration fly once again to remind parents so our upcoming events we have secondary progress reports issues for fourth quarter on May 12th we also have our junior prom on May 12th it's from 6 to 10 p.m on May 13th it's our FFA plant sale 8 A.M to 1 p.m on the main campus May 15th through May 19th Charlestown schools PTO spring Book Fair May 15th Richmond School Improvement Team 5 30 to 6 30 in
