Hello. I'd like to call the Foster Glaster Regional School Committee to order. >> Can I have roll call, please? >> Sure. Mrs. Cook >> here. >> Mrs. Joyce >> here. >> Mr. Mara >> here. >> Mr. Dupi >> here. >> Mrs. Keeling >> here. >> Mr. Joyce >> here. Mrs. Peza, uh, Miss Ferrer, and [snorts] Mr. Rizzo >> here. >> Thank you. Can we rise for the pledge of allegiance? >> I pledge allegiance to the flag of the United States of America, and to the republic for which it stands, one nation under God, indivisible, with liberty and justice for all. Thank you. Next on the agenda is student and staff recognition. There's >> So, we have nobody for tonight, but as you know or probably heard, our girls volleyball team are undefeated state champions, but
they couldn't make it tonight. So, um they will be here in January, which reminds me because we changed that date. and I get a call, but they should be here in January to recognize them. We did have a walk of fame for them in the school. >> Nice. I actually did a walk of >> Madam Chair, I would also just like to state of a couple of other things as well. Last night the Rhode Island Intercolastic League um put out about coaches of the year and we have two Panagans coaches that actually got coach of the year. Our first one is our wonderful IT director Dave Carnival for his esports team [applause] and the other one is for wrestling with Michael Joyce. So, I just want to say congratulations to those two teachers [applause] >>
for their accomplishments for the Rhode Island and Scholastic League and to be for, you know, statewide the 2024 2025 Rhode Island officials and coaches of the year is I think a tremendous accomplishment. So, I just wanted to put that out there. >> Thanks, Aaron. >> Wait a minute. I think Shannon Real >> Shannon Real Yeah. >> was also coach. >> Oh, I don't No. Yeah. For volleyball. >> For volleyball, >> I think. So, we're going to clarify all of this. >> Okay. Sorry, >> sorry. >> The best thing to do. >> Also, today was uh I just want to say uh one thing about like celebrations. Um today was uh reached across America, which I understand has been going on for about 17 or 18 years. Um Mr. Martinelli hosted it as Mr. Kenda retired
um last year, but he honored Mr. Kenda as well. And if you've attended REITs before, you just know it is just an amazing amazing amazing ceremony. Um, and so many people came up today and said, "Wow, I I cannot believe this little hidden gem in the northwest part of the state." Uh, and how well behaved our students were. Um, so it was a really good morning. >> Yeah, it's always a special day. Um, next on the agenda is public comment on open agenda items. if you'd like to come up and sign the form in front of Miss Fratz. >> Okay. Approval of meeting minutes. >> Oh, I'm so sorry. I didn't see. Let me put these on. >> All right. I move. So, >> my apologies. >> My knee, but it's better now. Um, kind
of an odd place to have discussion beginning of the meeting. I would think that it would be better near the end of the meeting after you guys have all discussed what you're going to discuss. >> It's just me, you know what I mean? I >> So, I have to anticipate what's going to be said to make a comment on it before it's set. Um, I see on here you've got clarification of requiring of school committee members to use their force of glass to email. Why? I would never do that. If I come back on this committee, don't expect me to log on to Foster Glossen Regional and have another email. That's I I can't see that happening. Especially I know I'm talking for myself. I don't know about anybody else, but I'm not logging on
to your server for you to know who I email. Just a security thing for me. Then you've got your uh capital projects update, approval of OPM services for the Pontagansa High School boiler replacement project. >> I thought you were going to call me about another meeting with uh >> Can I comment >> with ATC? >> Yeah. So I can comment about that um if I can. Uh, so I had a great phone conversation with Walt before Thanksgiving break and then um we were going to set up a meeting and I have been out sick. I've been sick for about seven days kind of fighting something back and forth in and out and on antibiotics. So >> I'm still not I'm completely against taking that boiler out of this building. >> Okay. >> Completely against it.
>> But that's not that's not a that that would be a a stronger longer more detailed conversation with the committee as well. But we will set up a meeting because I think we need to set up a meeting. And after >> you got on here that you're gonna approve somebody to do it, >> but after my conversation with Walt um he felt as well that a meeting for all of us to sit down would be beneficial. However, on the other side of it, the committee has already purchased or has already agreed to the boiler replacement. >> What boiler did you buy? >> What's the manufacturer of it? >> So, >> it's an honest question. >> Yeah. What did he say? The manufacturer of it. So those are all questions that can be addressed there right
as well on that part. There's details there and the capital projects committee oversaw that project Gary or that whole approval. >> I understand but like I said you've got the discussion in the beginning of the meeting. Are you going to allow any discussion as you go through this process today? >> Yeah, I will. agenda items. >> I will if you have if you need to if you need to >> when we're discussing it if you need to say something I will allow it. I'm just privy to. And it's not, >> trust me, it's not because I would get egg on my face if somebody opened up the lines that I put in that boiler room because I know that all the welds are perfect, you know. But it is my town, too. That's why I
did what I did here. I saved the taxpayers of Foster and Gloucester a lot of money doing this project. I didn't cut any corners. None. And the boiler we put in that's like a 75 80year boiler, you know, it's you clean it. The chip tech, yeah, I get it. Nobody wants to clean the chip tech boiler. Things got ruined with it. But nobody called me and I reached out because I manufactured all the pieces that went into that chip deck boiler. But they wouldn't call me. previous superintendent wouldn't do it. So, you know, I've extended my hand again. You know, I didn't know that you were having a a a committee to meet to discuss this thing. What you're going to do here, you didn't tell us that when we met with you before. >>
We post the agenda for capital projects. >> That's a public meeting. the approval for that was >> I understand that's a but I had a meeting with the superintendent. She said nothing about having a meeting over this stuff because I still have all the drawings. I still have all the templates >> that would have been I think instrumental in coming to a decision. I hope you're not going to put her spoilers in this place. I think just a clarification that the boiler was approved years ago a year but the the the process for it right now and and the capital projects meetings have been posted but when you and I met the OPM is a new that's that's a new part we met >> oh I I know what the rules are >> otherwise it
project was approved project. >> You're absolutely right. >> However, because the system hasn't been upgraded since it was put in, you're up for 100% reimbursement on your housing aid. >> Okay? >> Because it was not updated. What? We'll discuss it when we get to that agenda item. Is there another Was there another agenda item you wanted to comment on? >> Oh, no. I don't want to take any more of your time. No. >> Okay. Is there anybody else who'd like to make a public comment? >> Okay. Approval of meeting minutes. >> Madam Chair, I make a motion to approve the minutes of the open meeting on November 4th, 2025. >> Second. >> All in favor? I >> opposed >> abstensions. I'm going to abstain. I wasn't here. >> What's that? 611. >> Two. >> Okay.
It's >> 611. >> How many nos do we one? No. >> One. No. One abstension. >> Madam chair, I make a motion to approve the minutes of executive session on November 4th, 2025. >> Second. >> I'd like to make an amendment to the motion, please. I would like to reference the so letters that were presented in the executive session minutes that were my letters. I'd like the minutes to reflect the letters that were shared. >> That's not this is not proper for open session discussion. >> Um >> it is not proper and and I'm going to shut it down. You want to make an amendment that has to do with the discussion in executive session, you're going to have to put it on next agenda in executive session. You can't talk about it in open
session unless the committee votes to allow that to happen. Does the committee want to allow that to happen? >> No. >> Then we're not going to talk about it. >> Okay. >> All in favor? >> I. >> No. >> Opposed. >> Abstensions. 521. Um, approval of monthly bills. Madam Chair, I make a motion to approve the monthly bills dated November 1st, 2025 to November 26, 2025 in the amount of 1,56,26756. >> Second. >> Who seconded that? >> Beth. All in favor? >> I >> opposed. Abstensions. 8 Z. The finance update. So Ann was not able to be here tonight but you have the the budget report that she typically gives. Uh we are 43% uh revenue and 30 almost 33% expense. Any discussion? superintendent report. >> So, I'd like to start with the appointment. We
have a new member of our Pontagansa High School team, uh, Newell Roberts. He, uh, he's here. He's here this evening. New um, he's joined our team and, uh, we have, well, I have some words from Newell, but since he's here, I'd like him to share them himself. Yes, please. Thank you. Thank you so much. >> It's a pleasure to meet all of you yet again. If I haven't had a pleasure of meeting you face to face, it's great to meet you now. And to everyone out here as well, too. It's absolute pleasure. Uh in my first week of being here, this has been, I got to say, probably the greatest experience of my teaching career. Uh I love how patriotic this school is, especially with the event today with RESTs across America. It was bringing
tears to my eyes. Uh so just want to say sincerely from bottom my heart how grateful I am for this opportunity to be able to teach here. And when I am here I will throw my heart and soul into this school and to helping our students become the best versions of themselves. Uh but if you have any questions for me please I'm always free to to answer. Yes. Uh also I am very honored to be working with our track and field team through our indoor and outdoor. I have a lot of experience coaching track and field specifically with Pvalt. I'm going to be working with Amber Shaw especially this year hope getting her over that state record. So working very closely with that team and hopefully making a big impact down the school and keeping
the supportive and welcoming environment uh culture that we have today too. So thank you all for having me here and I hope to grow very much with you all. >> Thank you so much. >> Yeah, of course. >> Welcome. No, you're welcome to stay, but you certainly don't have to. [laughter] And then I have um >> Mike, >> I have um two contracts um that would I'm seeking your approval. One is a confidential final financial analyst uh and that person this would be a new position. Uh as you know we've been looking to fill um a controller and or senior accountant and we have just not had any success filling that. Um this support would be uh low-level journal entries um and would train that person. Um and we already have applicants. So I'm asking
you to approve this contract which is an employee contract uh similar to the current contracts we have. The other ask is a special educator coordinator contract. This person would be building would be working on multiple buildings. Uh would serve as like an LEA liaison. They would lea meetings. Um really work with the building level teams. Um and in our conversations with the special ed with our special ed program, I'd say Northwest Special Ed, uh we knew we had to restructure things a little differently. We need more building based support. So my ask is that you approve this contract as well. And then we have a request for uh leave without pay from November 3rd through January 8th for an instructional teacher assistant. >> Do I have a motion? >> I'm sorry. I was trying to
find the salary. I found the salary for one of them. Oh, I found the salary. Thank you. Okay. Thank you, >> Madam Chair, I make a motion to approve the contracts provided in the superintendent report and presented in the packet. >> Sec. >> Yeah. Any discussion? >> I just I understand the need for it without our business manager here. I kind I would like to know background where's the money coming from. I understand because the special director it is a new position. >> So >> Oh, you're asking about the special ed position, not the confidential analyst. >> Well, because you had that budgeted, I thought financial because you had the controller budgeted. So that's it. So technically that position was kind of still there. It's just you're renaming it. >> But the special ed director,
that's a new position. So I that's not budgeted. So I would rather talk to Ann to find out where the money coming from. Is are we doing a line item transfer? What are we doing? >> So I can explain a little bit about that. Is that our Northwest Special Ed assistant director um Kyle Santos has is resigning from the position. She's going on to another job, a higher job in Massachusetts. So this is our restructure. So that salary would is less than this salary is less than Kyle's so the money is yes >> okay but thank you for asking that >> any other discussion all in favor >> I >> opposed abstensions 8 >> madame chair I make a motion to approve the leave without pay as provided in the superintendent's report >> second you
have to be louder too soft any discussion All in favor? >> I >> opposed. Abstensions. >> Principals reports. Good evening everybody. Uh for those of you who don't know, I'm Amanda Gundell. I'm the principal at the high school. So I will be presenting the high school uh principles report. Uh one of the things that I would like to really draw your attention to on the report is that um [clears throat] our high school has moved from a three-star school to a fourstar school um on our ride accountability report. Uh that is an excellent achievement. Dr. Palazo will be speaking more about that in uh greater detail and how we moved from a three to a four star. There are many tiers uh that we have improved on including our chronic absenteeism and one that is
very near and dear to my heart which is our ELA literacy proficiency. Under my leadership, since I have gotten here at Pon since I have started here at Panagans High School, our literacy has only moved up on our state assessment scores. Um, we are now at a 70% um proficiency rating on our ELA SAT scores. So, that helped with our um accountability rating going up. Um, I would like to thank all of the teachers, the literacy teachers and every content area teacher who embraced literacy across all content areas. Um, it was a tremendous effort over the past few years. Um, but if you walk into the high school and go into any classroom, you will see literacy work across every single content area from math to science to ELA to history. Um, our literacy model
is a model in the state and I am often asked to go and present at conferences. I'm published in the area of literacy and I've often been asked to go to other schools to work with them on their literacy work. So, I'm very very proud of that work and that helped move us to a four-star school. Um, so that is an update regarding academics. An update regarding school culture, student engagement and mental health. Our chapter of Active Minds ran a spirit week for our students and staff uh the week leading up to Thanksgiving all centered around mental health which is very important these days especially with all of the online bullying that has been occurring um very very important for our students to partake in mental health um activities. Monday was mindful Monday. Students wore
mask clothes because no one is perfect. Tuesday was thankful Tuesday. Bright neon clothes to remind everyone brighter days are always ahead. Wednesday was wellness Wednesday. Sports closed to remind everyone that the mind needs to take care of itself and everyone needs to exercise as well. We also uh I I am working with a volunteer teacher group. They are volunteering their time to work on a culture um promoting positive behavior, positive culture. We really revamped our student of the month program. I now um go into a classroom with a basket that the A students make. Um it has some treats, some uh flowers, things like that. Um we go in with balloons. We surprise the student um in the class that the teacher has nominated them for student of the month. they then get a highlight
in the newsletter. So, we're really trying to promote um positive student um recognition as Miss Keeling said. And I I really applaud Miss Keeling for coming into the school and really seeing what we do here at the high school and really getting to know me as a principal um during her years here um on the school committee. Um she really has put a lot of work into um the Walk of Fame. she came and instituted our walk of fame um for our volleyball champions. Was an excellent event. Um my assistant principal Carlen Murray >> [snorts] >> uh spearheaded project holiday cheer. Students made holiday cards for our local senior center. Um and those were distributed. [clears throat] Some fun activities. Um one that's not mentioned on here which I think is going to be really
cool. students just made a video for it today. Um it's a rock paper scissor activity. They're going to go around during the day and challenge um each other and challenge teachers. Um and students who collect the most um uh beads uh from winning the the contest will get a prize at the end. Um we've done several pep rallies, traffic safety chalk activity through SAD program, um spirit weeks, peer mentoring. We actually brought the voting booths in um and students voted. So I have um a ton of student data that I'm going to now use. Uh was all student voice grades 9 through 12 to gather what they want to do um for some of the fun activities and culture building activities and that is all student driven. So I was really excited with the data
plus they got to engage in a civic activity and see how a voting booth works. We did a food drive. We're planning our battle of the classes. Uh we started a Dungeons and Dragons W4 um interest, pickle ball, aviation. So those are some of the fun um activities that we're doing. Um I have a group of teachers that are also working really hard to make sure our school culture is really positive for the teachers that come into this building. Work very very hard every day. Um teachers put together um a wicked awesome uh pink versus green day when the movie Oz came out. Uh students were also encouraged to participate. We had a lot of fun with that. And then I had another group of teachers um go around and leave those little notes on
the door that say um please make sure you pick your treat um so that they could go around and leave way the lights aren't going on but um leave a treat on your desk based on your um selection. So, we're working really hard at the high school and I really want to acknowledge the teachers um and the staff at the high school for their tremendous effort this year and to the school committee members who have supported uh me and my leadership this year. Thank you. Thank you. That was very informative. I loved hearing all about it. Um the Sedexco Sedexo annual update. Okay. Good evening. Thank you for having us. We're excited to showcase some of the highlights of our food service program. Um thank you. So we are going to start with our four
pillars of uh what student well-being which are nourishment, achievement, community and partnership in our next slide. So our student well-being of nourishment, we have Rhode Island local food day. Um, we had a big celebration in September as [clears throat] well as every month on the menu we feature specialty items that are either locally grown from our local farmers in the state of Rhode Island or locally produced such as Shri muffins. We have a fantastic new uh chocolate cherry granola from Shri at the secondary level with narogic crearyy yogurt as a parfait um that is new this year. And then our staples of a willow tree chicken salad over Gotham Greens, local bagels from Mighty Milk Bakery. Um, our produce was purchased from Ban Farms, Confreda, Steer Orchard, Rachel's Table, Quanet View Farms in Portsmith. We
had a fantastic corn shocking day. I don't know if anyone saw that at Payne Elementary School. The students absolutely loved it. Um it was in September and Confida Farms brought over the corn fully in the husk and the students went outside and they shocked the corn and it was a fantastic way to connect the farmtot that we try to do with our local days and the kids you can see from their they were just the little girl in the corner that says it all. She had so much fun. Um we also did an apple crunch day. The whole state of Rhode Island participated for a national farm to school celebration in October and we received um apples from Seir Orchard in Greenville, Rhode Island. And at the strike of 12 or any time that um
the school deemed a crunch was uh going to occur, all the kids took a crunch into their local apple and you can actually hear the crunch in some of the cafeterias that day. So that was fantastic. So, that was a fun two uh fun local days that we did. And our next slide, student wellbeing on fresh fruits and vegetable. The FFP program is back at Isaac Peen Elementary School. We received $11,000 in grant funds this school year. That started in November of this year. And again, local um fresh fruits and vegetables. you know, some item might be a hickma stick to expose students to different fruits and vegetables that they may not otherwise be exposed to at home. And a nutrition education component is also with that program. This is a snapshot of our participation
from last school year. Um, so last school year we served 52,000 breakfast and 150,000 lunches. And every district is listed independently as well as the district's breakfast participation and lunch participation um is outlined there as well. Just so you can see on average what the district participation was. And then if you go to the next slide um this is our achievement comparing August to October from last year to this school year. Um, we were excited to see our breakfast participation has increased. Last year from September or August to October, we did 11,000 breakfast. This year, we're at up to 14,000 breakfast. Um, lunch. Last year, at the same time, we were at 36,000 lunches. This year, we're at 38,000 lunches. And as you can see, participation has increased with breakfast substantially. So, that's been great
to see. The kids are getting in, they're eating breakfast, they're participating. um lunch, you know, there are some dips. There is a little dip in high school lunch. There's a little dip in middle school lunch. So, our goal is gathering data from the students. We have a Google survey that we can send out. We would like to do that in January so that we can get the true data of why are you not participating? Is it the lines are too long? Do you not like the choices? Do you need more condiments out? you know, what is it really that's prohibiting them from participating so we can have data-driven results and changes. Next slide. Um, I love this slide. It shows our first place winner, Alexander Alexander Mayo, um, with his Greek feta stuffed sheep pan
chicken. I don't know if anyone was went to the future chef last spring, but it was fantastic and his dish was amazing. Um, so and all of our participants were fantastic. Um, we will have this program again this spring and it's a global passport um theme. So, it's global dishes or unique dishes that you would want to bring to the table. So, we will have that this spring. So, we will be sending invites soon. So, everyone hopefully you can come and uh see the students. They they love it. We have Sorry if you want to go back just one slide. Sorry. Um, bite science. This is something new. Nutrition education is something that we have not done back me up on that. Yeah. Okay. in the past. We are rolling this out. It's a brand
new program. It's to correlate foods with nutrition. What are the health benefits? For example, in November, our health benefit was cranberries or their food that was focused was cranberries. What health benefits does that give you when you consume a cranberry? We also have um trail mix with cranberries in them. So, not only do the students get to learn about them, they get to taste it in a fun new way with the trail mix um tasting. Every month is a different theme and every month is a different food. So, we are excited. We're um in January gonna be doing three classes at Payne three the fourth grade at Payne Elementary School. Um we're going to be rolling that out as well as doing some great student focus groups there. So, we're very excited to work with
um Suzanne Feni on that as well. Pop-up Kitchen is more of our secondary um program that we're going to roll out in probably March, I would say. Um it we had action station cooking last spring at the high school and the kids loved it. It was a great success. Um our chef Jason at the time that worked with us did it with a traveling chef from another district and they put on a great action station for the kids. We want to bring that back and maybe do it at the middle school as well and really highlight and focus a popup kitchen. Um it could be a pasta station, it could be a stirfry station, but we had great success with it last spring and we really want to bring it back. are still asking about
it. >> Yes. So, we're gonna bring it back. Um, and then next slide. So, partnership where we are headed next. So, congratulations and we are sorry, sorry to announce that Carol will be retiring at the end of this month. Um, she has been with Sedexo for 29 years and she is off to explore the world with her family. So, we want to say congratulations Carol. you have done amazing work here and we appreciate all that you've done. Um, and this is Gina Rodriguez. She's the new general manager. So, she has been working with Carol over the past few weeks. Um, and she is coming to us with over 20 years of school food service experience, most recently with Mount St. Charles Academy. Um, so they are very sad to see her go, but we um
are very happy to have her here and bring all of her wealth of knowledge and experience to the Foster Glouester Regional School District. So that is what we have for tonight. Renee, I want to say thank you. You and I kind of started here around the same I wish you well. I hope you find the next journey exciting and um but uneventful at the same time. So congratulations. Thank you. [applause] >> Thank you very much for your presentation. Does anybody have any questions? Was very thorough. No. Well, thank you so much and thank you for your service. >> Thank you all. have a wonderful holiday season. >> You as well. >> Thank you. >> Number 12, approval of superintendent re uh recommendations in regards to the Northwest Special Education. >> So, for those of you
who are on the Gloucester School Committee and those of you who sat through the first meeting, some of this is going to be um repetitive. So, Northwest Special Ed um was founded a very long time ago. Uh and it is a region, Northwest Special Ed region. Um, and it's an agreement between four uh four school districts, Foster, Gloucester, Foster Gloucester, and Situit. Um, and you sign an agreement every year, an annual agreement. Part of that agreement is that if a district chooses to withdraw, they have to notify the commissioner by December 31st of the preceding year. So, um, in September, it was my understanding that the Situate School Department was going to, uh, request a withdrawal. Um, that got put on hold for a bit. In October, Foster, um, notified the commissioner to withdraw. So,
that left me in in a space to to try to figure out whether we stay, if Situit stays or doesn't stay. So, as of right now, Situit does not have uh a superintendent. Um, she is on a leave. the assistant superintendent resigned um two weeks ago and so they have an an interim assistant superintendent whom I've been in contact with uh I think she started two weeks ago or last week maybe actually last week um and she's lovely and she's wonderful and we've had some great conversations um however our option to withdraw has to be asked by December 31st I think we're still no sure about that. Um, but in my conversations with the interim assistant superintendent, if we can work through some of the bumps, then can I resend that withdrawal? And it was
agreed that yes, we could. Um, however, if we don't withdraw now, we are committed to stay together until June of 2027. And I just don't know if the new superintendent comes on and would want to do things differently. Yes, it would have to be a school committee approval, but in my opinion to be able to make this decision and she agrees to continue to work and organize things to see what we can do. And I'm looking at at Brad Wilson. He's our director of of special ed. Uh he is he is here. Um we've been working very closely uh with the Situate interim assistant superintendent and us we've been sitting down to work through this. Um and I did reach out to Greg to ask if we can do this. So, it makes the most
sense for us to submit a withdrawal with the opportunity to resend it. Just give us time to work through and see how things could could kind of yeah could play out. Um, in addition, I think the the part that kind of moved this forward a little more quickly as well is uh the resignation of Kyle Santos, um, who was a joy to work with, but she is moving on to a bigger position. So, it really forced us to kind of look at restructuring things a little differently. Um so my ask is that we you support a recommendation to withdraw with the option to resend so that um if if it can be worked out with situated it will be >> so moved. >> Second >> I have a question. >> Yes. >> Has Northwest special
ed filled Kyle Santos's position? >> So at this point we have not filled Kyle Santos's position. Uh main reason is the unstability of where Northwest is right now and who's going to be with us and who's not going to be with us. Um the directors were a really tight-knit group throughout the state and it would be tough to recruit. Somebody saying like in six months it could be all over. >> Um so I'm kind of waiting to see what happens. And and prior to this we actually talked about um the restructuring of maybe the model that we had was not the best model. So, I think this in this time we're going to look at that and kind of lay out like what's the best use of the money that we have to support our
students and our schools. >> Can I follow up? >> Oh, sorry. >> Do you have a restructuring? Does it look like a totally different model? >> Yeah, I can actually jump in a little bit too as well because we haven't um fully designed what that restructure is, right? But Brad, Kyle, and I have been meeting um to get to get a list of how many special ed students we have, what their needs are, and if we fill Kyle's position as Northwest Special Ed, that's a decision by the executive board, which essentially are the superintendent of of the district of the of four districts. And currently Foster Superintendent is on that. So she and she wouldn't vote. She said that before. Um but yeah, but the decision would be made now for next year and we're
not sure if it's Foster Gloucester Gloucester Situit Foster Glouster Glouster. We're not sure of that. >> Thank you. >> I don't know if you wanted to add something different. I >> just I mean to to your point like a couple years ago it was a our board consisted of four superintendent. Currently we only have two. Foster who is already separated. Um and then Renee and then again the situ it's a her position is the interim assistant superintendent um acting superintendent I think is the full position title. Uh so until we find out where like all the chips fall with Situit. Um but like Renee mentioned like you know I've met the new assistant uh interim superintendent. She's lovely has great ideas um and is really forward thinking. So, you know, hopefully hopefully things will will
work out. >> But one of the things I mentioned in the Gloucester meeting as a question came is she's the interim assistant super and I don't want to keep speaking about situ but it certainly matters who's sitting at the table that a superintendent is the one who would make the decision and I I we wouldn't fill a position right now not knowing who the position would impact and >> thank you. >> Just a second Brandon. Yeah, I I understand fully the need to take some time and and figure out what's going on there. Um, we have to have our budget ready for review in March. How does this potentially affect our budget and when do we need to make a final decision for all all people involved, you know? >> Yeah. So, um, my first
step is the December 31st. And so, if we don't make that step, then we're in it till June 27. So the idea is to is to make this step and then Ann and I are working through the budget so very aware of salaries and >> when you say rescend we resend before December 31st up through June right >> yeah up till June of 20 yeah 2026. Yes. >> What support do you need from this group to help with that decision making if any at this point? >> Um I I just need you to say okay to withdraw. >> Okay. >> And then um then we will come with with the positions and what that looks like. any time to say and part of it Brendan I appreciate that question is that if we didn't have
the December 31st deadline we were kind of working through a place anyway to restructure things but this one is a deadline we can't understood >> so it seems like the best of of both situations where we can safely withdraw or safely stay >> and the reality because of our extended school year program it we can't wait till the 12th hour >> right >> it'll have to be sometime in the early spring >> right and for for us we obviously have the the budget piece that kind of lingers out there too, which we need to really have approved very early in in 2026 just to have it before the voters in March. So, you know, whatever we need to do um to help with votes or just let us know. >> Aaron, >> um [clears throat]
I already know the answer to this, but I just wanted to put this out there. there's going to be no disruptions to services currently going on like if we decide to um to withdraw say by December 31st none of those services are going to be hindered by this decision. Correct. >> So my the all of Northwest is truly an extension of Foster Glosser. We are all Foster Glosser employees. Our paychecks are Foster Glosser. So everything from the Northwest will remain with Foster Glosser >> no matter what happens. >> Okay. Can I ask you? Can I ask can I ask one more question? Um the Foster Gloucester is the fiscal agent. Is that correct? >> Correct. >> So would that go back to Situit >> or who who takes over that? >> So So there won't
there won't be a Northwest special region any longer? >> So if if we withdraw Glouster and Foster Gloucester then >> okay situ situate because Foster has already >> withdraw. Thank you. Any other questions? >> Okay. Thank you. >> Thank you. >> I have a first and a second. Any other discussion? All in favor? >> Opposed? 13. Clarification of the requirement of school committee members to use their FG or foster Glouester email. >> So I as Am I on? Okay. I asked this to be on the agenda. So, thank you. Um, since I called for an independent investigation, I have stopped receiving packet materials for school committee meetings through my email. This directly affects my ability to represent my constituents who elected me, and that is a serious problem. I want to remind everyone that the
rules I'm citing are rules 1.13, 1.2, 1.4, 2.1, and 8.4, which come from Rhode Island rules of professional conduct, which govern lawyers in this state. They make it very clear that our attorneys represent the committee as a whole, not individual members. Rule 1.13. The lawyer follows the committee's decisions. He does not set them. Rules 1.2. His job is to explain options, not issue unilateral orders. Rule 1.4. He is an adviser, not a policy maker. Rule 2.1. Conduct that targets or undermines fairness, such as imposing a sudden rule on one member, risks violating ethical standards, rule 8.4. The bottom line is quite simple. Policies come from the school committee itself, not from our lawyer. To address this fairly, I'd like to make a motion that the Foster Glaster Regional School Committee direct the policy subcommittee to
develop and propose a policy on email usage for receiving committee materials taking into account guidance from the Rhode Island Association of School Committees and the Attorney General's Office on the Open Meetings Act. Until such a policy is adopted by the full committee, members should be permitted to use their preferred email addresses for all committee communication for all committee communications. Again, I'd like to reiterate that policies come from the committee, not from the lawyer, and unilateral rules imposed on one member are ethically questionable. >> Any other discussion? >> Um, yes. I >> mean, she did make a motion. >> She did make a motion. So before we vote on the motion, is there any discussion on her motion? I personally don't believe this is a policy issue. I don't think this is something that you we
need a policy for. Well, if you're going to force school committee members to use a specific email, that is a policy because according to school committee association, there is no you need a policy because they cannot force you to use a specific email without a school committee creating a policy. >> I don't I don't know if that's necessarily true. Is there any >> I was I was just going to say I mean I never really thought much into the whole email things. I know in the past it's been that way but I think there were like some safety concerns about like as district employees like everyone else is required to use an FG schools account like principles, teachers, students. So like for us to not do that and then be passing around information and all
that. I feel like and whatever IT protections we have it's probably the best that we all use the same >> domain. then that then that should go to a policy subcommittee and create a policy. That's all I'm saying. And in the meantime, we should be able to use that preferred email. If the committee decides to make that decision, that's fine. But that should come from the from the committee as a whole. You to unilaterally unilaterally make that decision by an attorney. >> Well, I don't think he's making the decision. I think we as a committee can vote whether or not we use that. >> Yeah, but it has to be a policy. >> It doesn't have to be a policy. It has to be a vote of the committee. >> No, it has to be
a policy because there is there is state. It's you can call up attorney general and the Rhode Island associate school committ the Rhode Island Association of School Committees unless there is a policy they cannot force you to use your school email a preferred email. They they can't. No, you can't. You can call them up and find out. If there's a policy, that's fine. But all I was trying to explain, I already manage I'm a business owner. I manage three emails. For me to go on to the FG school email is just another step. So I don't get the communications. It's just it's an additional step. I don't like I'm not on it's not I already have three emails on my phone. I really don't want a fourth one. So and that's if I have to
that's fine, but it'll give me time to set it up on my phone. >> Can you reread your motion? I had to write down because otherwise I wouldn't I would botch it somewhere. I make a motion that the Foster Gloucester Regional School Committee direct the policy subcommittee to develop and propose a policy on email usage for receiving committee materials taking into account guidance from the Rhode Island Association of School Committee and the Attorney General's Office and Open Meetings Act. Until such a policy is adopted by the full committee, members shall be permitted to use their preferred email addresses for all committee communications. >> Mike, >> yeah, I think um I don't know. I think we should maybe potentially amend and I can put forward a different motion to amend that motion, but um allowing the
policy subcommittee to develop a policy with respect to requiring or not requiring the use of um the foster globster domain. I think is a little too ambiguous. Um if I need to put or an independent motion afterwards I can but to uh advise the policy committee to develop um a policy that recommends or that that requires the use of the domain. So uh requiring or having the policy subcommittee develop a policy that requires the use of the domain because it is a serious safety issue. um when you send emails across domains, it opens up a lot of vulnerabilities not only to the district but to the people sending and receiving emails themselves um on your personal emails. Uh so I don't think that's a good idea and I think that it is such a safety
concern that the policies committee should take that into account and when drafting a policy to propose I would like the policy that is being proposed or like to know ahead of time that it's a requirement not that it's >> I also if that's the if that's the direction we're going to go and as a committee we decide that we need an actual policy then I think for the safety reasons you just outlined we need to use the foster glouester email until such >> policy is created. >> But if there is no policy like we have for 16 years we didn't do it for foster we don't use it. There's a lot of I mean if people it's a preferred email. So if I am willing to take that chance using my personal that's my personal
>> Yeah. But you're exposing district information >> through through what's shared with you. >> I'll give an example. So, at Brown, I have to when I'm emailing outside of the Brown domain, I have to get extra I have to go through extra steps and receive extra approval because I'm exposing the entirety of the Brown email domain um in a way that it violates their policy. >> Okay? But there's a but again there's a policy. So that's why I'm asking there be a policy be be created and if we create that policy so there is no policy for 16 years there was never a problem. That's all I'm trying to say. There was never a problem for 16 years for there is no problem. We still use I prefer we still use whatever email we >>
technology is advancing and changing constantly. >> I understand that. But >> so so if we develop a policy if we if we commission the subcommittee to develop a policy would it would it be to commission them to develop anything that they want. They could they could develop a policy that >> would be just Yes. Okay. So So yes, they specifically the policy would be in making sure that everyone uses the FG schools email. Okay. >> So I just had a couple quick thoughts. I mean, it feels like this is something that the Association of School Committees probably has some templates and guidance that we should follow um RA and and amend or adjust as needed. On a personal level, I mean, I use the FG school's email address, but I kind of find it annoying.
So, maybe I'm an egregious violator of all sorts of security. I tend to forward it to my personal address so I can print it out um if I need to, or I can store it on my personal device. So, I totally understand the security things at work. I get more than enough training on those things, but just in the effort of being transparent, that's how I handle it because I have to with my devices. Um, so I would actually extend a little further that we're focusing on the email piece, but if there's serious concerns about, you know, electronic security and safety, it should be a much broader reaching policy about how we handle not just, you know, email communication, but our our entire presence online. Um, and the last one is just total out of
curiosity for Gloucester. Do you do you guys use the FG schools address? Is that what I'm guessing or >> I do. Yes. Yeah. Yeah. So, >> no, no, you have Glaster has its own. >> So, you guys have two email address >> and and just since you brought up Glouester, Glaster had a big to illustrate the problem. >> Glaster was using Gloucester.gov. >> That was hacked. >> Yeah. Oh, yeah. >> That that was hacked and created a serious data breach in Glouester about three or four years ago. the the town of Gloucester decided without the committee's input in Gloucester to force everyone to use the Gloucester town domain. When they did that, all of the school department emails were being accessed by town employees. And I was in a hearing where emails which were confidential
had been disclosed by the town against the privac the the the confidentiality rights of the school committee. And I made it clear to the town solicitor and the town IT person that that was never going to happen again. and Dave took over and now we have a very specific cluster domain name and email and no one is allowed to use it otherwise because when we did that there were those kinds of confidentiality briefs breaches >> this is this is a common sense first of all I don't are you even still part of the Rhode Island Association of school committees do you pay dues to them anymore So why are we wasting our time talking about functionally practic it'd be awesome as an elected member here. >> I think often times rather than reinventing the wheel
it's useful to start from a shared template that has been developed across the state across the nation whatever >> if it's the Rhode Island Association of School Committees so be it. Um, at the very least you have something that you're starting from. That's how I'd say most business gets done. Your point with security is valid, but I'm sure Dave would also tell you that any system can get hacked. And I think certainly it's great to have local control over it. I I get it. I'm sure those guys work very hard. They know more about that sort of stuff than I do. Um, certainly than with them all of us. That's why they do what they do. Uh, and your point about severing it from another public body, that that makes sense. I was just asking
if you guys had two email addresses, and you do. That's good. >> So, here's here's my concern. I by the time the policy committee meets, writes it, it goes for a first reading, it goes for a second reading. That is too long of a time for me to feel secure and that we're doing the right thing. If you want to amend your motion that we will use the FG schools um but that a policy will be written, I'm good with that. But I feel like we need to start immediately using the FG school email and we can move forward with the policy like you're recommending. >> Um I appreciate your input on that. However, the problem is the fact that we're unilaterally doing something without the committee having discussions. >> Well, we're discussing it now,
>> but we didn't discuss This has been since October. And so my problem is if we're not if we're going to be forced to do this, then we should be able to get packets in a timely manner. >> Monday at 3:04 when I get a phone call is not a timely manner. >> Okay. So, um, >> we all got them at that time. >> We are going to have to vote on it. We're discussing it as a committee right now. >> I feel like we're not it's not a good idea to put this on hold for three months while we have a committee move forward with it. We'll vote on your motion if it >> that's fine. >> We'll see how it goes. Um, I'm willing to if you want to work with us and
amend it, we can still move forward with the policy. I just feel like at this time we can't put this on a back burner. We need to move forward with it. So, >> I mean, it's not it's my email. It's not So, it's my email. It's like I said, it's been 16 years. It's not like I'm asking for something different. It was 16 years >> and I'm asking if you want to work with me. >> Well, it's not working. In all due respect, it's not working with you because you're asking me to do what your way is and to continue it that way. So you're not looking, you're not >> I'm saying we can move forward with an a policy, but until one is written and approved, we use the F, we agree to use
the FG. >> So that's not a compromise because a compromise would be >> Well, then let's vote on your motion. Any other discussion on the motion that Shel made? >> Are we going to make another one afterwards? >> I'm sorry. >> Are we going to make another one afterwards or? >> Well, let's see how it goes. >> Wait, so are we voting on Shel's motion before the motion on the agenda? >> We have to There was no motion on the agenda. So I made the motion. The motion >> there is a motion. There is a motion on the agenda. >> It says to approve um >> it's right under number 13. >> So would you want to amend that to say provisionally require school committee members? >> I'm saying provisional exactly what Michael just said.
Provisionally use the FG until the policy has been created and approved. >> You don't want to you can do whatever you would like. I have my motion and >> but which one gets which one gets voted on first? The motion on the agenda or Shel's amended motion? >> Well, no one made the other motion. Yeah, I'm the only one. >> She made it first. >> So, it's Shel's first and then we can move to another one. >> So, Shel's motion is on the table. So, [snorts] >> who seconded your motion? >> I'll second it just so we can >> All in favor? >> I >> opposed. I >> I >> absent the count. >> Um >> I was >> you were what? >> I was a no. >> Six six two. Okay. >> Just wait.
What was I'm sorry. >> Can I clarify that? >> Yeah. >> 620 >> 6 26 >> 26 Motion failed to be clear. Do I have a motion? >> Should Should we amend 13 to say provisionally or should we just make >> Nope. Just >> Yeah. And if we could if if someone were to make a motion, I I think you were on to something. I would just extend it to all electronic communication like I was saying. I mean, Greg raised a point about cyber security. I mean, I I spoke to what I do, right? And I mean for the schools I believe that part of the reason that they use the email address is it's all school managed devices right if we're truly concerned about that if if there is an issue of data leaks
and things like that I mean we there's some lapses in what we're doing. So, how how did you want to amend it >> to include >> all electronic communication and information? You know, it should be a policy about how we're handling >> u committee specific communication and data >> that you're talking about the policy, >> correct? If if we're going to encourage the policy subcommittee to look into something but if we're voting can I just have a clarification? >> There were two nos. So it was one. So is one. I'm sorry. One seven. >> Just a second. Just a second. Our last motion that you made >> was 17. >> Yeah. >> The one that voted yes. >> Okay. I'm sorry. >> Thank you for clarifying that, Greg. >> Thank you. >> Yeah. >> Thrown
off by your no. I'm just going to make can I I'm just going to make a motion to to approve the requirement of school committee members to use their foster glouester issued email for all school committee business which is inclusive of not forwarding school committee emails to your personal device your personal email account and that everything goes through the fgschools.com domain. >> Do I have a second? >> Is that what you were saying? >> No, but [laughter] I I just think we should maintain this. >> I don't think we need the fact the fact that we just spent 20 minutes. We're We're on a school committee, right? We're supposed to support students and we just spent 20 to 25 minutes talking about using an email address. It is 2025. Just use the FG school's account.
Like we just wasted 25 minutes on this. >> I don't think it was that long. >> 7:35. >> I'll second. >> I count. I'm like, this is insane. So, do I have a second? And can we vote? >> I have a second. Any other discussion? >> Yeah. So my I'm more concerned about what we're doing with the data. So even if I use the FG school's email and the concern is data security, I'm using it on a private device. >> That's fine. But just log into the school. Just just don't forward it to your private email. Just log into the email on your private. >> Correct. And once I store it here, all of the concerns that you had previously about security are sort of out there. So I I think what I was suggesting
is we maintain the status quo as was suggested until the policy subcommittee comes up with a comprehensive data management and electronic >> Oh no I'm requiring my motion means that we don't even need a policy. >> We're just going to use the FG schools email. Period. >> That's my mo that's my motion. If you don't want to approve it that's fine. But that's I'm saying no policy. Let's just all agree we're going to use the email. That's period >> and and everything everything about it. Like you can't you can't forward it. You can't do anything else with it. That's >> I mean I can't control what you do, but I mean like I I think it just Why forward it to yourself when you can just have when you already have it in front of
you? Like why why even need to forward it to yourself? >> Because my password keeps getting changed. Dave, >> I'm sure you could figure that out. You're a smart guy. >> Any other discussion? >> All in favor? >> I opposed. >> No >> abstensions. >> Let's get two. So, I got the count right that time. Greg, we're going to move number B. Our DECA friends, we're going to move you up so you don't have to sit back there any longer. You can always >> Good evening, distinguished members of our school committee. >> I'm Simon Ashman, a senior at this high school, and I have the honor of being the vice president of Pontagans at DECA for this coming year. So, our adviser could not be here with us today, Mr. Braa. So, I have a
prepared statement from him to read to you. Good evening, Foster Loster School Committee. I would love to be there tonight. However, I am confident that the leadership team that stands before you is the best representation of our club, our school, and the Ponagantic community. We appreciate your considerations in the past, and the club was able to achieve great success with the funding. We believe that the that we are back even bigger and better with higher expectations than even last year. Thank you. So I would like to begin by discussing something our club does that's coming up in February, the state CDC or the career development conference. That is our competition where our DECA members go and participate in a role play which is when they present a solution to a hypothetical problem to a panel
of judges. This is an incredibly formative opportunity. It is one of the best things I have done in my high school life. It has taught me so much and it has given me much experience. However, this experience costs money and this amount that this costs has increased greatly in the last year. Johnson and Wales, the school that hosts state CDC, used to fund our lunches. They no longer do this. And as such, that money, it was added to our registration fees. In addition to that, we have more people in the club this year than we ever have. We have 48 participating members. That is a huge amount, more than we were ever expecting. And with this increased registration cost, the amount for registration alone is just much higher. In addition to that, busing, for example,
is estimated to cost $770 alone. It's an incredibly difficult challenge, but we appreciate the opportunity to stand before you today to share our past, present, and future successes. I would like to turn it over to our co-director of fundraising. >> Good evening and thank you to the school committee for taking time to hear us tonight. My name is Nick Frick and I'm a senior at Pontigans High School. I'm currently [clears throat] serve as co-director of fundraising for POG against Deco and this is my first year as a DECA member. I'm a student athlete here at Pontagansit. I'm a unified club leader and I have played basketball and I'm currently playing golf this upcoming semester. Tonight I want to briefly outline what our expectations are for ICDC and why the allocation of the cell phone tower
funds is important to our chapter. ICDC which is the international career development conference will be hosted this year in Atlanta. It is where our students who qualify at the state levels to compete against the strongest chapters in the country. Attending ICDC is a major academic and professional opportunity that offers competition, workshops, and valuable career exposure. Last year, PU against a DECA brought 22 members to ICDC. Last year, it was located in Orlando. This year, based on our membership growth and projected qualifiers, we hope we can bring a larger group with around 30 students headed to Atlanta. The cost [clears throat] for ICDC has increased for us and even after state DD CC CDC excuse me chapters left with a significant significant deficit for traveling and lodging. The cell phone tower funds would help reduce that
gap and make the trip more accessible for students and families. Our goal is to ensure that every student who qualifies has the chance to attend regardless of the financial circumstances regardless of their own financial circumstances. Excuse me. Your support would directly help us reach that goal. Once again, thank you for your time and consideration. Now, you can hear from our director of fundraising and my friend Izzy Kada. >> Hi, school committee. Thank you guys again so much for letting us be here and letting us talk to you guys about this. It means so much to our club. Um, I'm Isabella Ko. I'm a 12th grader here and I'm the director of fundraising at DECA. I've been in Tekk for two years now and last year I placed second at the state CDC and I actually
went to nationals in Orlando. I'm also the class of 2026 vice president and I'm honored to represent and talk to you today about the great achievements so far that we've had in our club for this year. So, at the beginning of this year, associate vice president Matt Jones, co-director of fundraising Nick Frick, who you just heard from, and I decided to get together and bake some baked goods. And we actually sold those baked goods at one of the football games. And we made $600 alone out of that one football game just from selling things like brownies, muffins, rice krispies, things like that. And this was just the beginning of our fundraising. We also started a DECA business clothing rack. We're not only members of DECA, but also those who just want to donate uh donated
business clothes to our physical clothing rack. We sell these to anybody, mostly just DECA members and their business clothes and we sell them for $1. And we make all of these profits because they're donations. And um we believe in look good, feel good. So we want every single young woman and man in the DECA club to make sure they feel their best presenting in front of judges or going to conferences. We just feel that everybody deserves to look professional in any situation. And the last most recent fundraiser that we did was our support fund caramel fundraiser. In this fundraiser, we would send out a link to our family and friends asking to support our DECA club. They could either choose to donate straight to us or buy caramels to our support fund upon which we
would take a percentage from the support fund. We set the goal at 16,000 which is a little over than what we made last year and we actually ended up making $18,600 in total which is more than $3,600 than we made last year. So for the next few months we plan on doing a basketball halftime show fundraiser. And last year we raised $847 for just 12 games. So doing that math, that's $70 per game. This year, there are more than 25 home games for boys and girls basketball. [snorts] So applying that same math, we can make just over $1,000 if we did the same math for this year. And of course, the profit off of our apparel sales. We do a potluck with parents at the dinner. And as I mentioned before, our clothing rack sales
throughout the year. So our goal before nationals is to make it to $30,000. and we're halfway there and climbing because of the upcoming fundraisers for this year. And I just want to thank you guys so much for listening to me talk about this. And I'd like to introduce our associate vice president. >> Good evening, Foster and Gloucester School Committee members. I personally want to thank you for taking time out of this meeting from hearing from us. It really means a lot to all of us at the club and Mr. Brager who is unable to be here today. Uh my name is Matthew Jones. I'm a senior at Ponga High School. This is my second year participating in DECA and I'm currently the associate vice president for pine gets at DECA for the DECA chapter. I
am also part of the Rhode Island civil leadership program as a le liaison for Rhode Island secretary of state Greg Mor. I am also a varsity athlete for the football and baseball team here at Pongansit. I am here to represent the Pongit DECA chapter to request funding for our uh for our state competa competition in February. as a chapter based on based upon what uh what was said. We request $2,000 from the cell phone tower fund. What DECA means to Ponga is the opportunity for young men and women to experience business before they enter the workforce for their specialized career. It is no different from competing in sports event the way to how competitions are treated throughout the conferences and the members who are competing to gain real experience on closing business deals and negotiations.
The use of this money would be less of a burden on us to be able to do more outreach to the community and make sure our efforts as a club is paid off to every single member who would who has put their name in qualifying for these prestigious events. Being the third largest club in Rhode Island, we take pride in the fact that none of our members would have to pay for a single dollar for decense out of pocket. This ensures all of our members an equal and incredible opportunity to achieve success and we appreciate any assistance that we may receive. Thank you. >> America has always made us so very proud. My question is, do you really only need 2,000 like you've raised you've raised so much money and that isn't usually the case
sometimes when people come before us. So, if you need more, we'd be happy. Well, I would be. I'm not going to speak for anybody. >> Um, we're only requesting this amount because of our state competition um expenses. Um, this does not include the ICDC expenses. >> So, if you go to nationals, you come back to us, >> correct? >> Okay. >> City, >> but but they are how far along are you already raising for for nationals? Right. >> Oh, we're halfway. >> We're halfway there. So, our goal is $30,000. >> I'm just going to recuse myself because I have a child in this amazing program where these kids are working so incredibly hard towards awesome goals >> for us to have two of you director of fundraising. That's we should have one for every group
or athletic team. >> Can I actually ask a question? Yes. >> I don't want to cut up the nose to spite the face. I appreciate all that they've done. Can they come back? is their terms. Does the policy allow them to come back and rean for more money later on? >> They can, but I think the clarification, this is the the confusing part and you guys correct me if I'm wrong because you did a fabulous job. So, I don't want to speak for you, but my understanding >> this is just not for nationals. >> Nationals is in April. >> I understand that. But can the same organization come again a second time? >> That's my question. according to the policy that is my >> the policy only limited what we what we allocate >> per
