002to address the board as a reminder no action will be taken this evening seeing none we will move on to Tanager happenings Deputy Armstrong and officer Stanley yep your first step well good evening everyone thank you for having us I'd like to thank start out by thanking Dr alvie for inviting us to come during tager happenings and talk to you guys a little bit about some exciting things that are going on in our district so wanted to talk with you guys a little bit about standard response protocol something that we have been implementing in our school district so I was fortunate enough to attend some training on standard response protocol um this fall along with Sheriff how and chief Brady and it was put on by the South Dakota School Safety Center and the program
003was developed by a foundation some of you may or may not be familiar with it's called I love you guys is the foundation they were started in 2006 by Ellen and John Michael keys after their daughter Emily was killed during the plat Canyon Colorado shooting so what they did is after the the incident had happened they started to look at what schools were doing for their emergency response plans how were they responding to emergencies what they were doing and they found that there was just Pages upon Pages upon pages that they had for emergency uh plans I think they said it was like 60 to 70 pages that they had on things they said who is going to remember 60 to 70 pages of emergency responses for this stuff so what they did is they
004had developed SRP and they came up with five distinct actions that can be taken during any emergency it uses common language for First Responders for staff and for students to understand when you're in one of these sections this is what you do these are the actions that you take these are the things that follow with that officer Stanley and I were able to be um at the service for All District staff um earlier this year on the 3D and we're able to do a presentation for everybody at that time and then since that time we've been in the individual buildings um at their uh times that they have had for their building level to go more on a building level basis on how does this look like in your building and getting them the posters
005and and making sure everybody's comfortable with the system and what we're doing with that um so I'd like to turn it over to officer Stanley and he's just going to go through a little bit about what the five different actions are and then kind of give you an example of each one and what it would look like in the school so for those of you that actually have this I would just like you to point your direction to it right now so just couple clarifying things we have a section for both students and adults on this sheet here it basically outlines um the proper actions they need to take I'm gonna see if Daniel can project that for us gotcha anyways got it there we go yep so we have basically certain actions under our
006different protocols here things that like students need to take and adults need to take they're all pretty self-explanatory that you can read through yourself um I'll just go through and give it examples of what each one's going to look like in practice so when we think of hold we don't want students in the Halls we don't want them moving in or out um in practice what this would be most likely used for is going to be for a medical incident whether it's a staff student or otherwise maybe they're having a cardiac arrest a heart attack what have you maybe it's taking place in the Halls the office we don't want movement to mess with that process so moving down we have secure this is what I like to call in my own mind is like
007a soft lockdown it's not necessarily like we're going full bore in the lockdown but we just want to make sure that our building is secure from the outside we don't want anyone going in going inside or anyone necessarily leaving but we want school activities to resume as normal right lockdown is going to be our most severe of our incidents here um this is for very extreme stuff we have an active threat outside the school we have an active intruder or perhaps there's some other extreme circumstance that's occurring outside the school this is your very traditional locked doors turn off the lights get kids in a safe corner and remain silent till First Responders arrive evacuate so this could this speaks more to like a fire or other some sort of safety hazard that's taking place
008inside the school where we would otherwise need to move kids outside of the school and then shelter is the exact opposite there's some sort of exential threat most likely a tornado or other inclement weather Maybe perhaps a blizzard for whatever reason and we need to keep keep kids inside that's the exact opposite of that so you guys have any questions on any of these at all any questions for officer Armstrong or Deputy Armstrong and what I've heard from a lot of our staff is they really enjoy how easy it's laid out and how they have specific actions that the teacher takes and that the student takes and if you see as you go down through here many of those actions are the same thing on everyone so they get in that routine of being used
009to what they need to do with those which I think is is great it's phenomenal the other thing I'll say is that I love you guys Foundation everything that they provide from the resources that are available are 100% free so they do not charge for anything associated with that so it's I believe it's a fantastic organization I'm very thankful to have them and glad that we're able to implement this in the district I guess I might just add to this while we we have our our um sro's here both Aaron and uh Mitch both do a great job of of being active in our buildings and promoting relationships and and being there for sometimes difficult situations but this is just one piece if you remember last year we had people asking us specifically what do
010we do for school safety and we kind of reminded folks that we do you know we we we practice lockdown type drills and hold drills um at appropriate age appropriate levels at each building it looks a little different we practice our evacuation and reunification we're kids should go and what should happen there um we practice Mike I see Mike's in the audience here as one of our EMS folks the firemen have access to our building and we do um uh tabletop planning with both EMS fire and our law enforcement uh so that they're very familiar with our building it might just be a a gas smell that happens that we have to evacuate our building or perhaps it's a tornado that we have to keep in the building but those folks come in and help
011us evaluate that plan um and then of course course we also have invited the Department of Homeland Security to come in and do a complete safety assessment of our buildings which was done a year ago and that safety assessment basically evaluates the structure of our building the safety features such as uh lock down procedures do we have a locked campus uh do we have doors that were propped open and and how do we handle that when we find a propped door um so we have this constant dialogue going on in constant review of that because we have new staff we have new kids we have new law enforcement and so it's just side one of those things that we just need to keep on top of uh and and we want to thank our law
012enforcement friends for bringing our attention to the this Foundation to get us on common language because we don't need 40 or 50 pages to try to run our safety programs on when we can get by with far less and probably far more effective uh because when crisises happen um you know you tend to have to go to muscle memory and just remember and think about what you have to do you don't have a lot of time to be flipping through manuals and so so that's why we sure appreciate these two bringing this to us and and uh introducing it in a way that can be user friendly for our kids as well as our staff so just a quick update for you guys that what we're doing at the school district so have you passed
013these out to the faculty yet yes so during those individual building level meetings those were distributed to faculty great thank you and any signage for the hallways yes we have signage for the hallways and some of those are growing up they even have bigger posters than those are for those areas as well too thank you back well I'll just share that um I spoke with a parent recently and um it seems that the verbiage is already um taking hold because the the description of an event in a school uh you know followed What You've shared here so thank you and also I think we want to thank the city of rilon and um Klay County also for both of you being able to to be in our school so that's a very part important partnership

018your five-week progress or wherever you want to start with sure you bet can you hear me y that's perfect thank you perfect sounds good thanks for having me back um just kind of running down our our five-week look ahead and kind of where we're at right now uh January obviously here we had uh some pretty pretty nasty weather there for a couple weeks um we had a little bit of delay um on some of the masonry work on the inside with uh not being able to operate some of the uh their their equipment and their mixing machines outside but other than that uh didn't slow us down on on getting finishes done uh we kept kept moving in there we've got the got the heaters running and got got a uh good temperature for guys
019to get stuff work get work done and um continuing to work through the different areas we work through areas F and C um the finishes and C are getting real close to being done and then we'll be moving over to areas d and e um in areas F and C we've got for the most part A lot of the carpets down in the rooms uh we'll be padding out the ceilings uh we've got the um lockers all up in area F and CL the doors and hardware complete in area F and area c um the last couple weeks of weather really been helpful for us as as Damon mentioned to dry out a lot of the uh the site that was pretty monkey there for a while between getting all the snow we got then
020and then having it melt kind of all at once but uh some wind and some sun this last week or so has really helped to dry it out and we actually got the our ephus guys back in town um working on the on the last bits of ephus that uh we thought we were going to have to wait till spring to do but we're able able to get those knocked out now and working on some of the air barrier on the gym and uh going to keep keep them moving as well as some of our met metal panel guys um so moving forward at a at a good steady pace and uh we're we're looking good we're looking good for a July completion in there we'll uh be working on some of that kitchen remodel
021p uh in the existing School uh beyond that mid July move in date a little bit but other than that we're looking good um yeah Mitch while you were uh cutting out just a little bit um Daniel if you could put up a couple of those interior pictures I think a couple of things that you were mentioning that maybe were going in and out a little bit Mitch was that we do have lockers being installed throughout the building and um the backside area f is really very very close we've got carpet and we've got ceiling tiles and all those things in and um the areas that are in the front of the school along Dartmouth and the the the parent pickup drop off those are the places that are right now being sheetrock painted textured
022and things so you every phase of the building is in a little bit different spot uh I don't know for sure if this is the first and second grade Wing probably or if it's the third and fourth but either way you can see that we are starting to get door hardware on and and Lockers in place there so um lots and lots of action there so Mitch if there anything else to add there uh no pretty well approver that okay while you're finalizing Daniel's going to shift through a few pictures there just basically just an update obviously these are the bathroom interior stalls for the uh the the general boys or girls bathrooms here then we also have the complete unisex bathrooms in the center of the building that have all their own individual uh
023uh stalls and rooms those are all fully developed at this time uh other things that are going on that that aren't pictured of course naturally that are going on behind the scenes is a lot of wire being pulled our our camera people our um uh cabling people for all of our technology as well as alarm companies are all in there working alongside housemen and the folks there to make sure that we're getting the miles and miles of cable placed in there um like Mitch mentioned we're having another meeting Thursday to talk about some of the uh renovation to the Middle School kitchen we've changed um Direction just a little bit there where the serveries kind of gotten moved to the West a little bit or to the east a little bit uh where was what
024was originally our dry storage so it moved our service line closer to where the kids have to be seated so uh it it was a concern that the principls and Michelle from lunchtime Solutions brought forward and said hey can we consider doing a little flip-flop in this this servery area and we said sounds like a good plan let's talk to Mitch and housemen and the guys from TSP and and they're working hard to make sure that we don't have any snafus by making some changes there but it looks very promising that it'll be a real positive thing for the especially the littlest eaters that we have at lunch not carrying their trays quite as far so we're pretty excited about that and then just finally we're still working with our playground vendor and our playground
025committee to finalize the footprint of what our plan will look like and um you know one of the things that we're going to be talking a little bit a little bit later about the foundation and director there uh they were largely responsible for providing us with a grant opportunity of $160,000 to make sure that we weren't shortcutting that that new playground the district itself had put in uh several $1,000 to upgrade the equipment uh but the grant money that the foundation helped secure for us will secure that we get the truly Universal playground that we're Desiring we' still have a lot of work to make that happen because we have to find out where exactly it can be ploted Ed um and working with the engineers to make sure that it's not in a drainage
026area that it's not going to be in a place where all this snow like we had this year has to go all the things that you don't really consider until you place something so we're working through with the professionals to help make good decisions on that uh at this time but um other than that we're we're working on trying to find some sort of closing times for Austin and jolly where we can get the public to come in and do uh some walkthroughs and remin us we're working with the Historical Society to talk about finding a proper venue to place historical artifacts from both Austin and jolly in the new building as well as having the Summer openhouse where we can let all of our patrons come in and see this new wonderful space and
027give them the opportunity to walk through so all of those things are kind of happening behind the scenes uh trying to work with staff to talk about how do we secure this move in the Summer where do we get boxes how do we secure the trailer where do we put all this stuff until it's time time to move so we've still got a lot of moving Parts but lots of folks behind the scenes are working on that and um you know thanks Mitch for the update we're we're really pleased that we've just had a few good weeks here to kind of catch up and and uh you know kind of get everything at the job site back in back in normal swing so definitely thanks for having me appreciate it thanks Mitch happy good one
028guys thanks next up here on agenda we will go to new business first up is item a the city of Vermillion um or fire with Mike on a request for facilities normally I'm over there tonight I'm here uh about the same well I'm Mike m I'm represented tonight I'm represented of rilion fire at EMS uh November 16th and 17th we are bringing in a couple speakers uh fire department along with the Feen country fools which is a group of firefighters from Eastern South Dakota that are together lot of sou Falls fire uh myself several other members go around training uh other fire departments and various different uh activities so we are bringing in a couple speakers they are nationally known one is a former uh New York fire Department fire chief chief John sua and
029the other one is a Lewisville I'm going to forget Texas uh Fire Chief from uh and his name is Chief Rick laski they are both they are both uh highly sought after I know if it's me or what I know I bring a lot of electricity though uh highly sought after speakers uh they have a National Conference every year the fire department Association does every year in Indianapolis called FDIC these two guys are the one of the two main speakers one of them is actually on the board for this conference and they are both coming to Vermillion uh I can I'll read you a little information about all of them both of them Chief John Sala is a 40-year plus veteran of the fire service served the FDNY for over 33 years the last 15
030years as a battalion chief in the 18th battalion now that might not mean a lot to you guys but there's almost 300 firehouses in the city of New York and they have it divided up in battalions so he is a New York certified instructor lectures nationally he's a seminar presenter and presented at Firehouse Expo in Nashville and FDIC uh he was at 911 uh very much Hands-On during that whole experience so there's one of the guys that's coming the other one is Chief Rick glaski he is a 40-year plus veteran of the fire service served as a fire chief in Louisville Texas fire department for 12 years uh he is currently just taking a new position as fire chief in Estus Park Colorado um they're very busy men and they're very hard to get hold
031but we got them booked last June I booked them for November of this year so that's how busy they are what I'm wondering tonight is if we can use the auditorium the fire department is able to use the auditorium and the commons area we'll be having four classes two on Saturday two on Sunday it'll be from 8 to 5 both days um try to have a meal at the facility to keep the people there instead of letting them go cuz uh sometimes when in the fire service when guys leave they tend to not get back in time or they just don't come back for some reason I'm hoping for 150 200 people is what I'm hoping for and right now the school has everything as far as Electronics uh they need lapel mics they need
032screens and stuff like that they want to be able to move around and I know the school has all that um if we only get 40 or 50 people to show up we'll just we will have it at the fire station but I want to have this facility reserved and it's on the on the calendar and if we don't need it I will cancel it but I want to have it just in case and I hope it's I hope we need it I really hope we do because this is a big deal I mean these guys are they bring a draw they draw a lot of people so that's why I'm here tonight I guess I have some paperwork I need to fill out Mr alvie said he'd get that to me so appreciate your

034up and say anything well uh Mr sidles is coming up we discussed this a little bit with our finance committee um looking at the financials for the driver's education program it is one of our Enterprise funds uh we have run in the red the last couple of years obviously we've been hit with some inflation on the expenditure side of things and we haven't changed the actual fee since 2016 of $250 uh based on what we're looking at for the financials we are um recommending that we increase that to $300 here for uh the program for this coming year and ongoing yeah I've had to turn people away the last several years we get about 85 try to do it and I've accepted 70 I really only intend to accept 60 every year but I go
035ahead and take on more than I should probably um so I don't think we're going to have any problem getting the classes still filled so in terms of just uh cost like anything they has to be adjusted from time to time and even with the adjustment um some of the schools that bill and and Mr kosher had had studied found that we're still in probably the bottom half of that service for what the kids get for their classes so it's still an economical um look for the families plus if they pass that course and they can you know have some insurance benefits and some other things it's a it's a good thing for the students and their families so while we hate to ever increase prices um unfortunately at this time that's our rec recommendation
036just to cover the costs of the of the program I'll just share that when we discuss this in finance committee we were um you know presented with the other other several other districts and where their price points are and um you know by increasing it we're still very um on par with what other districts are doing so I'm supportive of this any questions from Mr settles all right thank you looks like we have quite a few I think that we might be able to make one motion Al together so next up we have approval of request to fund the veran public school Foundation executive director position and do know Andy is in the crowd tonight good evening School Board um I'm here as Treasurer on the board for the Vermillion Public Schools Foundation I'm sure
037everyone here is aware of of what we do uh the foundation was founded in 2006 our mission is to support opportunities for lifelong learn Learners to succeed confidently in a diverse world uh we do that with various uh scholarship opportunities programs like our Angel fund to provide basic NE Necessities to our students a student experiential learning fund to provide opportunities to learn that might otherwise not have happen uh teacher professional development uh many other programs including our new one um Damon kind of stole my thunder uh raising money for the for the uh new student uh or new Elementary School playground um really with the focus on providing that that flooring to make it all accessible uh where like he said we recently did get a grant and now that has pushed us over $180,000
038for that for that project Alone um the foundation has grown exponentially the last few years a lot of that is due in part with us Hing and executive director Mary gfin um she's uh very hungry in the in the district to utilize our resources she's always looking for opportunities with students with staff um to where just at year end uh year end 2023 we 2023 we did just cross over $1 million in assets uh for the foundation so a pretty sizable number um you know for something that was just started you know not too long ago so pretty cool um in any case we we uh you know in our 2024 budget process we did uh increase her salary from 22,000 to 24,500 our request to the school board would be to fund the full
039amount but we understand you you know you got a lot going on too U But ultimately we did that just in um basically just because of you know what Mary brings to our foundation ultimately your you know our school district so uh the request is for the full 24,500 which is thec increase from 22,000 um last year and we would just welcome any support the district is willing to give us so that's all I have thanks Andy uh just a a side note though as well to Andy's proposal uh the next line item of course because um Mary's position is funded through the district uh the raise that she has implemented has to be board approved um at this point that'll be the next item but while we're on this particular item I guess the
040history of this was that um a few years back when Mary was hired the agreement that the foundation came to the board with was would you pay for her position the position the first year then the second year would you pay 15,000 of that and gradually wean it off or or if finances uh don't allow you could the district would cease funding that uh in in in talking with our finance committee uh the position itself has been tremendous towards uh ACC access to things for our students as well as our staff so Mary and the foundation in general have just done an outstanding job of finding resources that help our kids and help our staff so while finances allow um our recommendation and the finance committee can pipe uh in on their personal view on
041this we would like to support their recommendation of taking on the full amount versus A reduced amount um the full understanding with the board is is while you know we can't predict what next year brings the District may not have the resources in the future to do such but while we do we'd like to help that um so that's just a little bit of history on how we got to where we are tonight any questions for Mr Elvie or Andy all right thanks Andy probably hold these ones till the end again um so that would be Item B and C um item d d old is approval of the insurance and release of competitive Food Service management RFP uh in your packet it was actually probably about half of your packet this month here is
042the RFP document that uh we are using the state template that to revise it to our own program uh that is where we stand with it today we're not quite ready to issue it because we have not gotten state agency approval on that um but since we don't want to wait until the March board meeting we are bringing forward uh that that RFP for your approval tonight to get that released as soon as the state agency approves it thank you then we have approval of our adult volunteers we have Nick cden for eighth grade boys basketball Jacob lefer for track and field yes and then Riley roek for track and field as well so three adult volunteers and we appreciate their time and investment in the kids then um next up we have approval of
043additional after school in bus in town school route this is uh something that you've heard us talk a little bit and those of you who have uh students in the district have seen some correspondence coming back and forth between your uh child's building and perhaps our office at the uh at the high school uh we are continuing to look and monitor the you know the bus conditions it seems that there's times when I've seen buses where kids might be standing or it looks like it's overcrowded or we've talked to families or principles that are loading buses and say boy it's really crowded so we asked our bus company and chat uh who supervises that to really take a look at that and determine is it because um we have a bunch of riders that didn't
044pay for passes jumping on which tends to happen to be honest during the winter time um when weather is not great or is it a a result that hey we've grown as a district in recent years and a lot of those kiddos just happen to be bus aged and and and which one is it uh we haven't determined that completely yet we have been doing bus pass checks for over a week now and we're finding some kids have bus passes and some don't and some of the kids that have been on the bus that didn't have them are now purchasing them which is the intent naturally uh but we don't have a good handle on if that's the issue it sure appears like we still have an overcrowding issue potentially what I'm asking for tonight
045is approval that when we conclude that study whether it's next week or closer to the end of the month if it's if it warrants us adding that bus route then we would go forward that uh proposal is in your bus packet there that adding just that afternoon route only would be about $11,000 for the remainder of the year so it's a significant investment if you take that times four4 of the year at40 some th000 to add a part- time bus route that's a staff member in our district so we take this really seriously that we want to make sure we've done all of our due diligence and our homework that this is absolutely necessary we want safe reliable transportation for our kids but if there's another way to do it without adding a route we'd
046like to do that um we want to save the money to add staff and other important programs however if like all of our other areas of school we see the increas need is there then we should be adding that bus route to provide that service to our community uh just reminder this is a service that that in town people pay for it's not required the only thing that we're required to do is provide busing for people that live five miles outside the district or greater so this is a service that the vermillian school district encounters um and and it uh we do charge for that in town routes uh we do free transport you know like Athletics and middle school athletes to the high school and such uh as part of just the the being
047uh doing business but we want to just basically gain approv if were necessary for that um and we'll be able to know that in the coming weeks so uh I'm not asking for the approval to add the route tonight I'm asking for the approval to study it and if that data shows we need it then I can add that route uh in the coming weeks any questions for Mr oie next up here o we have the calendar 2425 school year calendar yes uh a slight update since last month last month we approved the beginning and end dates uh of August 15th and May 15th uh in between the that that time we were looking at our calendar we still have to massage a little bit of the data that's in between but Mr Huska uh
048is looking at any of our potential parent teacher conference conflicts or PLT conflicts or of course any kind of inservice day conflicts where we won't um basically be piggybacking against something that's you know vitally important we would be able to adjust that calendar a little bit what next year's calendar this coming fall 25's or 24th calendar brings us is kind of a weird combination over Christmas and the weird combination is um we have December 23rd and 24th being a Monday Tuesday we tend to lean to not have one day weeks naturally we might have a two-day week certainly love three and four day weeks but with Christmas being on a Wednesday travel time on the 24th we do not want to come back to school on the 23rd of December so we took that full
049week off what that does do to us is the following week in December or the end of December early January we fall into the same thing where we tend to have the day after New Year's off and that would have brought us back on um the third of January for a one-day week with staff in service uh in talking with the principes they they were not excited about the idea of a one-day work week and bringing staff back for that and then starting with students for a full week on January 6th so we adjusted the calendar back accordingly bringing staff back on the 6th of January and then students on the 7th we typically have a three-day work week that week next year it would be a 4-day work week um because of the with
050kids I mean uh but what it does do is extends our Christmas break by one full day which uh a lot of people will love some parents won't love that so much they're going to be asking us to get their kids back sooner uh but because of these calendars anomalies we're we're we're suggesting that we'd have two full weeks off next year over Christmas break uh the end result of that though is that we have to go another day further into May to account for that instructional loss that day loss so that would now make us getting out on May 16th a Friday which we've tried to avoid because if we have snow makeup days and things but uh of all the things considered that seems to be the less of the issue with with
051everything I've mentioned uh that being said we would be able to tonight I would just we' just finalize August 15th and May 16th and then we would come back to you next month with probably a 99% accurate calendar with the stuff in between right now this is almost a perfect mirror to this year's calendar which almost year to year they fall pretty well in place uh the other thing that we'll be asking people's thoughts on will be this snow day makeup days which is uh something that we're trying new this year we're doing a little hybrid where we have some of our days being made up along the way one of those days happens to be this Friday the Friday of parent teacher conference days so this Friday our staff who are already going to
052be back working on Friday with conferences and inservice will now have kids uh to teach on Friday uh so we're going to talk to everybody about how does that look and how did it feel to have one snow day given away the very first one the second one was made up on this day and then the third and fourth days were had have we had other uh considerations which I'll talk about in my my my superintendance report but I'm asking for tonight basically a conclusion to start and end date if you guys approve that uh Christmas break discussion we just had the days are definitely balancing out better between the quarters not such a big wide Gap that's that's naturally we're trying to always keep our first and second semester as close as we can
053because uh the people that teach um semester classes don't want to have a you know one one calendar that's a week longer two weeks longer any questions on the schedule all right next up um Shane we're going to go through the Dual credit and the parent surveys sure yep sure um because I think that'll give us time hopefully Daniel to get the PowerPoint up for Shane to review um so yes we oh go ahead yes so um with regard to the vpf executive director wage increase I mean are there Equity considerations that we should be thinking about with this and this is kind of a unusual situation with this employee so I just wondering if yeah I I guess I'll Chim in there a little bit um the uh fiscal year for the foundation actually
054is runs calendar year that's why this is the timing is off on this a little bit um as far as Equity I will say that this position was not granted um at least one of the rounds of raises that had been given within the past couple of years so this was a little bit of a catchup here where all of the Vermillion School District regular ter employees received those raises um this position did not just because the U uh Public Schools Foundation board did not uh act on that at that time so thank you you bet any other questions on anything from Item B through H hearing none I would take a motion to approve first by Mark second second by Jacob all those in favor say say I I I oppose same sign motion
055passes Daniel am I take oh you did perfect questioning if my email went to him that I sent so um next up we'll have an attachment here and Shane's going to go through our dual credit and parent surve uh yeah it's actually The Faculty staff surve yep so we have two different surveys that I can quickly run through the results of um the first is the faculty and staff survey that we did this last fall so we tried to do do that every fall so was in November where we just ask about um overall perceptions and experiences within the district and so we have a good mix of positive and negative experiences we did see u a minor drop in the overall average so all of these you know on every question that we'll look
056at sort of like the worst outcome is rated as a one and the best outcome is rated as a five so when you're seeing the averages that's what you're seeing is kind of like where on that fiveo scale and so this just shows you where we were at in 2022 and where we were at in 2023 and this is for all of the um staff and uh faculty within the district and so we see some minor decreases uh in the extremely positive that we would like to get back up um and bump that mean back up a little bit there so this starts asking about some specific questions and here we did see declines across all of these questions just across the board in the district so I'm inspired by the vision and mission of
057our district I have the resources I need to do my job well I enjoy coming to work most days um all of these all of these are just elements of that overall job satisfaction we would look like now we did not do any significance testing so these are not statistically significant differences they're just descriptive differences uh but we can see some small declines across a number of these areas in particular the last one we see a decline of almost a whole point difference in terms of responses to the question our district provides a safe and secure learning environment so that may be one that we really want to pay attention to uh these are questions specifically about the Schoolboard and here we did see some increases which is good news for us um that we
058did see some minor increases though again probably not statistically significant differences but just questions about the degree to which the school board is listening to concerns of the teachers and faculty making decisions in a transparent and fair manner these questions are about District level Administration we ask questions about administration at the district level and then we ask questions about each building uh where we're able to break it down and just have the staff and faculty from that building report on their building administrator so these are district ride questions and we can see that there's increase in um uh appropriate opportunities for professional development and that is something that we had been working on on working toward offering more of those opportunities and again we're not seeing like huge drastic differences but we are seeing a
059little bit of a decline in overall perceptions from 2022 to 2023 this shows you the building level means so this does not break out 2022 to 2023 this just shows you where we're at because that's a lot to put on one table and also allow you to see all four schools at the same time uh but we can see in general really um positive ratings for our building administrators we have some areas where there's particular strengths and some other areas where we would need to work on some things but we're able to see um building by building and one of the things that we do so as soon as we got this data in November we haven't sat on it all of this data went to Damon and it went back to the building administrators
060for them to look at and to think about uh what they can do differently in terms of their communication with their teachers and their staff and how that might input into their own strategic planning for the efforts they're taking in their building okay Switching gears uh this is a survey that we developed last year and it just took a while for us to be able to actually get it out uh but we were wanting to ask parents question this is a survey that went out to all parents of high schoolers so it just went out to high school parents and we specifically wanted to look at dual enrollment experiences and also experiences in some of our technical education classes and so you'll see kind some similar phrasing and questions across these and one of the
061things the big takeaway from this entire survey was parents need a lot more information they would like to have more information about how these operate so we asked how knowledgeable are you about dual enrollment options at the uh Vermillion Middle School nearly 20% said not knowledgeable at all with another 33% saying slightly knowledgeable and then another 30 saying moderately knowledgeable so we don't have a whole lot of parents only about 6% who said that they were extremely knowledgeable about these issues so we definitely have some room for um increased education there uh and then we asked like okay well if we offer a session would you would you come um and this is just you know self-reporting of I would likely attend but uh you know 26% said they definitely yes would attend a parent
062information session specifically about dual enrollment options and another 50% said probably yes so this might be an option for us to think about some additional parent Outreach on how dual enrollment classes work both at the high school and also when they're taking them online or in person at college campuses so we did ask about motivation for utilizing dual enrollment courses because we were wanting to get it kind of like what's the most important reason you'll notice these don't total up to 100% that's because people could choose more than one option so this just tells you how many what percentage of respondents chose that option and by and large it seems that parents are a lot of parents are attracted to and students are attracted to dual enrollment courses because they reduce cost of college credits
063it's a a a far cheaper way of being able to gather some of those specifically gen Ed college credits um quite a few a majority 53% said it was also an opportunity to complete college degree a little bit sooner and so that it might shave off the time that it might take to complete their college degree uh 16% said that was because the course topic wasn't offered at the high school so sometimes it allows you to take some specific courses that you might not be able to get at the high school um and then another 37% saying they wanted to experience some college coursework uh maybe make a decision about whether they wanted to go to college or not uh before actually applying we this was a question that we were really really interested in
064because this is something that we had talked a lot about in terms of in which format would their student prefer to take dual enrollment courses and what's interesting I think here is like students are by and large taking their dual enrollment courses online um but then in part because of the scheduling challenges that we have in trying to take face-to-face classes with block schedule and like differences in how our schedules work um but the two highest preferred options here were online courses and a face face tace course at the high school so not at the University but one that could be taught at the high school over the course of one semester um also popular was a face-to-face course at the high school over two semesters which is an opportunity which is how we currently
065do this how we do our Calculus class right and preul and pre-calculus so it gives you the opportunity to take a what would be a one semester class at the University over two semesters at the high school and you're still able to get those college credit and so that was also a really popular option so I think there's an interest in a variety of different options here um but seeing the uh appeal of offering those at the high school might be easier than trying to match our schedules to get students over to a college campus uh we asked about um we did ask some specific questions about like if they' be more likely to take dual enrollment if it were offered at the high school 73% said they would be more likely to do this
066if it was at the high school and it was fitting within the current schedule um they also another 63% said they'd be more likely to do it if they could take a face-to-face class at USD but it better matched the high school schedule currently if students want to take a face-to-face class at USD they have to give up two of their classes at the high school in order to be able to make the schedule work and so that can be a little bit tricky um and then at the bottom was an interesting one so my student would be likely to enroll in a math class that would over two semesters complete the general education math requirement that many South Dakota universities and Technical um schools require and so one of the things that we've talked
067about is that we currently offer calculus that way but often calculus isn't the math class that's required for most Majors maybe there's an opportunity to think about what it would be look like if we offered Algebra 1 you know which is the more uh more common math class that students are taking uh which of the following is the reason your student opted not to take a dual enrollment course uh La significant concern about students schedule and concerns about the difficulty of the course so just not wanting to get in kind of over their heads uh fewer responses in terms of affordability or not being able to find an interest course or just not generally being interested and then we also wanted to ask about career in technical education options at the high school this is
068something that we've invested in as the district to try to expand those options and thinking about um students who might be interested in both or might not be interested in dual enrollment might specifically be interested in these options here we had even less parent knowledge about what options were available at the high school so this was another opportunity for us to increase parent knowledge and similar to the last question although not quite as huge majority but over 50% of parents said that they would definitely yes or probably yes would attend a parent information session about these options at the high school uh and thinking about the motiva motivation for taking these classes mostly it was just an interest in the course so the student would just happen to be interested in the content wanted to
069learn more about the course um nearly half of the respondents said that they were also interested in preparing for a career After High School perhaps a career that didn't need to be the college route um and then others just said interest in having new experience wanting to try something a bit different and so that's the feedback that we have there's some more qualitative feedback that we have in both of those surveys that offer some richer comments there's some specific questions sort of for buildings and some other issues but all of that's been shared with um our high school principal and with uh Dr Alvi so that we're able to incorporate some of that information into our strategic planning going forward very good very good thanks Shane appreciate that um uh just for the Public's knowledge
070too of course we do um our uh strategic planning which we'll talk about just briefly also had some information about some of these exact topics as well so our people have gotten a lot of surveys in the last year uh dealing with some some of their thoughts on climate or offerings or options here at our school district and so putting all three of those together will be good and of course the parents will have an opportunity at the end of the year for a parent um survey that we annually do with those folks so there'll be more of those to discuss uh after May thank you for that work Shane and of course for the parents who fill that out as well if you want to keep going Mr you go ahead and do your
071superintendent report I do U I'll jump right into uh the very first thing is recognition next week um is a recognition in South Dakota for the school boards who do important work in K12 uh as indicated uh actually on our survey good timing on that Chaine uh you know this is our chance to thank public officials who are elected to work with K through 12 Educators and and community members uh in each of their local communities each Community is different each community unique and they provide the resources for the school district by electing officials so tonight and in recognition for the dedicated Service uh basically our Schoolboard members uh they have a a uh certificate tonight that they'll be able to uh proudly display thanking them from the associated School boards in our community for
072the work that they've done in um things such as surveys or uh visiting schools or volunteering or participating in committee work or whatever that might be uh so we're blessed to have uh five great members in our community just like other communities across the state so thank you for your your leadership and dedication to the kids of our of our community and uh most importantly um thanks for all the work that goes on behind the scenes because most people maybe hear the committee reports but don't realize how many extra meetings there are besides the one Monday night a month uh some of these folks spend a lot of time at the school with us but so thank you for that and on behalf of our staff and our community thanks for for leading us so
073the next thing I guess we'll be just talking about some items in my uh superintendent report first of all um uh thanking our local legislators our local legislators have been very active this this session like they have they've visited our schools they've met with our school board they've met with our Administration prior to legislative session and they continue to be available to us by uh coming to Cracker Barrels like last weekend or phone calls or whatever that is so we'd like to thank all of our you know of our legislators with Chris and cydney and bill for the work that they do to support and promote public education and all the things they're doing in per uh in the coming weeks also wanted to thank um Mr coacher next door here and of course Michelle
074luch who's the director of our food service program lunchtime Solutions um for a fantastic State review it does not happen often that that you get a review from the state they come in every year and do reviews uh every 3 to four years it's a big review they go through files they check all your financial records they check your um menus for compliance they make sure that you've got all your te's uh crossed and your eyes dotted uh as most state agencies do and we just completed one of those which took uh Mr coacher and Michelle several weeks to prepare for and complete but the on-site review found no findings no improvements that's almost heard of if you uh work in the food service business they almost always find something to improve on and give
075suggestions so I wanted to thank those two publicly for all their work but also the entire LSI organization and all of their staff because those people uh work hard each day in our kitchens to provide our staff and our students with great meals and uh find that the no compliance issues is outstanding also wanted to thank our our our school staff and the staff from St Agnes who've been part of our rep present Ed Finland project you've heard us talk about that the final report will be coming in fact you've got a little bit of a brief in your uh paper uh in your p uh packet from that basically it's the uh the the pr statement that went out to the papers and and and awarded the winners of our design challenge but um
076you know that this whole process was really an investment and kind of a big step for our district you know it required a lot of asks of our staff to say hey we need you to drop what you're doing to be a part of this program uh to give up valuable instructional time to go to another school and meet on this and there had to be a lot of trust established with the committee of our people that were both from Austin Jolly middle school high school and St Agnes who helped lead us through that process and um we we will have a more finalized report for the board at at an upcoming meeting but the short version is we've awarded a a grand champion and then a first place and then an honorable mention or
077a tanager award um and our our products will be on display as soon as we can get them created our caged creations and our art class are working on the prototypes to make those so that they can be publicly displayed and then show everybody uh but very very neat project and but it did take a ton of patience on our staff families uh behalf and also just some trust to to go with the process and try something new again the reason we started this process in the first place was to get better and like anything that you you you try for the first time you're going to find things that we could do better and differently so we've surveyed our kids and we've surveyed our staff and we're kind of going through that information at
078this point to see was this project in it the way we had performed at this time worth the effort and was it worth the outcome so there's going to be more to come but very proud of our staff with the with our experiment that we tried with this um just a few updates on the legislative session I know our school board is very active on uh listening and finding out what's happening at the legislative network uh some bills that are impacting education House Bill 1048 the salary Compensation bill was amended today that is a bill that would require a minimum teaching salary in the state of South Dakota of $45,000 um some of the sidebars with that um we that we have to watch and understand will be what are the ramifications of that uh
079Bill's intent will it be uh that all of the salary and compensation will be uh equated uh part of the original bill was it was all the dollars would only be on salary you couldn't count compensation such as benefits and that was Troublesome because um many of the things that about school districts uh is is offset with their with Benefits versus it all being in salary uh so that seems to be getting worked out uh we're also working to find find out about what does the accountability look like if a school now we're already past that the vermillian school district is already at 47,000 so we don't have uh a real concern with that what we we have to watch is to find out if there's any other ramifications of um like a state law
080that requires that the entirety of what the uh state offers that the district must put into salary or compensation uh there should be some flexibility there for schools that are in declining enrollment or other situations that might be unique to their school district so um our three legislators are well on board just as our school board and administration is trying to get the very most for teacher salary and compensation that we can but we have to watch that bill to watch it in its entirety uh House Bill 1137 seems to be the one that was sort of chopped off to help make uh 1048 go better so 1137 seems to been pulled by the representative at this time so right now uh just 1048 to play House Bill 10 22 the science of reading it
081appears that that's gone through it's in Appropriations that's $6 million for the science of reading which many of our staff participated in in the first round now that this will likely go through in this format we would expect and see that more of our staff that would participate in that and that's a great thing for kids it's a uh scientifically proven method and I think our people that have taken it found it challenging yet very rewarding uh 1162 House Bill revised the time frame for Schoolboard election uh that really doesn't appear to have too much uh uh anxiety for us because we hold June elections already this one fores schools to hold ele School Board elections in June and or November and so for some schools that might be a a a problem for them
082but uh doesn't seem to be an impactful uh thing for the Vermillion School District House Bill 1164 require Bond elections at the time of a primary election this could be problematic for school districts in the future not so much us we've passed a bond and we uh already have one in place and have no intent of doing another one anytime soon however for schools that are in that process uh the timing of the bond election is essential as you know we picked and ended up in the right time with interest rates dropping as we approved our bond we set the the time frame and we got it in had we have had we had to wait till the spring where this law might have required that it would have cost the district millions of dollars
083in interest so so uh this law would have been detrimental to the Vermillion School District had this been in play two years ago when we were going through the process uh we'll see where that lands but that's for uh our legislators to kind of debate that uh last couple here House Bill 1197 that requires publication measures to take and restrict access to obscene materials by miners it passed the house uh education already basically it's representative Stevens from Yankton it basically takes what we're already doing and making other schools follow along you have to have a policy on how do you deal with uh concerns with Library materials or curriculum which we have you have to have a time frame that parents have the opportunity to uh be heard and what's the process to be heard
084there has to be a process for students to be parents to to to Avid them or opt them out like for example you mark it into the uh the library system that Damon cannot check out books a b and so when I bring that book up to the calendar it's red flagged and the librarian those Damon parents said he can't read or check this book out uh which we have that as well so this is something that other school districts are maybe still working on and this law would require them to have those things in place which we already do um so anyway the next couple things here uh last couple months and actually last fall even we've had discussions about a couple pervasive health topics happening in the community our community and one of
085those happens to be the um the usage of of drug abuse in in the city of Vermillion or the community of Vermillion and so we have had um some conversations with with parents we've had some conversations with our Administration and working through our teachers about what's the best way to promote drug abuse education we have dare programs we have health programs at elementary middle school high school that address those concern concerns uh does it need to be more rigorous does it need to have an open conversation um obviously you know this is very sensitive to us with the loss of a student in our community um uh this school year and so working with the family do we do we have uh guest speaker nights and some of those things those are things that we're
086talking about there uh along those same lines another uh topic that has been happening is in in the state of South Dakota in general is uh the increase that and STDs sexually transmitted diseases last year we had a patron come to the board and ask us what are we doing in our community to educate kids and what can we do more of and so we've had a committee meeting to develop some thoughts on that we don't have anything to promote tonight in terms of uh radical changes or anything we just want to make sure that we share with the board and with the community that we do offer health and maturity talks at the fifth grade level sixth through n uh e8th grade nth grade and 12th grade at at different courses uh some of
087them are are more generic and very Broad in terms of maturity of the your body and and and healthy life choices and abstinence and consent and um things along those lines for young people to make decisions and as the kids get a little older it gets a little more graphic and we actually have a health care professional from our community who comes in and talks to kids about sexually transmitted diseases and gives a little more um age appropriate talk about the ramifications pictures and some of the ways that you can protect yourself from some of those situations and so we just want to make sure that the message is clear we continue to hear the community's thoughts on that and we're working on some solutions whether it's curriculum and or uh teaching strategies do we
088have to adjust where and when we teach some of those things those are conversations that are happening but they they we have heard from folks that this is a concern of theirs and we want to be able to to to share that we're we're working on some things there uh last couple things uh we did talk a little bit about snow days over the course of last uh uh last School uh month and we did talk about the fact that we are making up one snow day this week on Friday we have one give me snow day to the students which will be um they don't have to make it up but staff will have that as a staff makeup they at the end of the year our next two days in line were March
08913th and March 28th we were going to consider taking back PLT time from the staff and this board said last month let's not rush into that let's let's take a look at that and determine that well in talking with um administrators and in talking with our parent and uh staff uh folk uh focus groups from our strategic plan professional development strategic planning was a really big topic for those two groups so at this point we have no uh no intent to return those to instructional days with the board's permission we have enough time built into the calendar that we will continue to leave March 13th March 28th as PLT dates how we use those yet remains to be determined will we get the staff together and talk about the Strategic plan professional development survey that
090might be worthwhile will we share some of the things that Shane talked about today from the staff satisfaction survey that might be an appropriate Place some of the things that came out in our strategic plan was more communication be more in the know with what's happening this might be a place that we could solve some of those concerns uh so at this point uh that's where we are in terms of our uh snow makeup days um I already kind of spoiled the alert here strategic planning we did do our uh Dakota Ed Consulting focus groups last week and um our staff administrators had their own section there and they had an opportunity to uh Listen and talk about the Strategic plan and some of the goals that were established and then we had another one
091with parent and community members and both of them I I attended both of them very wellth thought out well constructed um meaningful uh discussion from the groups some really neat things that the focus group brought through their own View and their own lens of the of the school district um now what we're doing is working on the the suggestions that were brought up um I guess while we're there uh there was a couple board members was there anything that you wanted to add to that or maybe you will during the the um board discussion at that no okay but I guess what we'll do though is uh you know we found some really neat things there uh I guess uh the last that I talked with Mr Oster from that group was we're considering a
092meeting with the entire board to share the updates on March 11th prior to the next Schoolboard meeting so you can share with me if that works for you or not but that would make the next meeting that we have we could go over those results and finalize our strategic plan that you have been working on this year um last couple things uh basically we had two outstanding in um students recognized for National Merit Scholarships uh Nina jorre and Brody ASU were both awarded that distinction I think late this last week or early this week uh two outstanding Scholars but also the National Merit Scholarship is a highly competitive recognizing the best of the best for um students and their academic achievements and so we had two seniors uh Nina and Brody who've excelled in their
093academics in other areas in our school and uh they they uh are welld deserving for their accolades of that so uh lots of great stuff happening in the district and uh yeah last one then would be just a just a reminder to I just saw this in the newspaper that um we talked a little bit about CTE earlier There's an opportunity for middle school students to explore career exploration uh through the Dakota dreams summer camps all the universities in the state offer summer camp opportunities for seventh and eighth graders to explore careers and the fields of uh their Dreams by going to the university regen system in the state of South Dakota USD is included uh in early June or mid June the University of South Dakota will host that uh Forum here kids are
094welcome to go it's free of charge and uh Mr oo will promote this with families so that some some kiddos that are looking for career opportunities uh as a middle schooler what a great opportunity to explore a camp this summer someplace in South Dakota so lots of good stuff to report anything else Mr Elby that's it you could kept going it's okay um board reports any committee work yeah we covered a lot of the stuff in finance that we've already covered tonight such as legislative session the Food Service items um fuel garbage and snow are going for bids for next year so that's in the works um we also discussed um if we need to make any adjustments on substitute pay for different positions and thought that might actually be more confusing to determine which
095is a hard versus not so hard so um I think the recommendation was to not make any adjustment but maybe offer bonuses for um additional people to um sub longer so like loyalty type things and so we talked about maybe some ideas like that in the future and then we we also talked about the the bus route as well so a lot of those items um unrelated to the finance side anything else to add Carol that way um I just wanted to thank the student council for the the dance on uh s Saturday was fun so my daughter um wanted to go so we went and she told me I'd wear my sparkliest shirt and so I wore a sparkly shirt and it was a lot of fun so uh they did a great job
096put them together you have a picture I don't have a slide I forgot that at home but it's actually for the from the Disco Night back in the day so um but lot of fun and appreciate them putting it on and and that so also Jacob we did the PTO did their first um bingo at the middle school thank you Mr ooy for setting that all up it was a fantastic location um we had every table in their filled I apologize if it SM like popcorn but there was a lot of popcorn and we kept the kiddos busy for about an hour and 45 minutes and lots of price is giving out in all ages I don't know how many high schoolers we had but definitely um preschool up to that middle school age so
097it was a great great first event that they had yeah our kids had a lot of fun with it busy weekend then they do have the PTO carnival coming up at the high school um on April 19th and it'll be the last year Mr Fry that it's at the high school because we will be going to the new elementary school for that heads up um I would add to about the Boys and Girls Club had their annual meeting at the end of January up in sou Falls which is a great time that we celebrate with the other sites that we're part of but wanted to just congratulate Mr Elvie he won the rising Rock Star Award um for the vermillian club so congratul I don't have a picture for that either I have it but
098I'll still share next time uh we did have a meeting for building committee mostly to talk about bathrooms uh which was really informative and so we've been working on some you know bids for bathroom redesign designs mostly at the middle school and high school both to address privacy concerns and having um sort of more fulllength stalls uh facilities as we but also to address some behavioral concerns so we can have some greater monitoring of those spaces so that students can have more consistent access to the facilities and so we have some bids for renovations at the middle school and a couple of different sections of the high school and so right now we're working through some Logistics we learned a lot about urinals and urinal toilet equivalency and basically urinals count for a lot more
099people then do toilets and so that really messes up our math uh so we're we're we're we're figuring out what our actual sort of person load in each building is to take into that account we're also figuring out you know the age of the current bathrooms and the difference between patch and repair as we're making some of these versus just a complete refurbishment of them and some of them are definitely in need of complete complete refurbishment and then trying to prioritize like where do we need these improvements the fastest because they're too expensive for us to incorporate all in one year and to take on all at once especially as we're finishing the elementary school but how do we prioritize them so I think that we have strong recommendations to keep moving forward in this
100process and figure out how to address these issues and move towards some of these Solutions but it's just going to take a little bit of time to figure out where we start and how much we do and what that's going to look like so more to come I can share some updates from the booster club perfect um mark your calendar for the Hall of Fame event which will be April 20th at the Dakota Event Center and more details there to come and then at the last meeting um the booster club also heard from that group from the represented um group that got the Tanager award so that included a couple of seniors and a fourth grader who came to the booster club and shared their Lego kit of a tanager and they were recognized for
101their hard work and their creativity well I'll also add you had mentioned the opportunity for community members to tour the elementary schools and as we've mentioned before there will be the all School reunion in June so there will be a lot of interested parties in the community at that time so I don't know how that falls within the schedule of those things but yeah I obviously we'll be really far along in June um and given that um proper notice and things I'm sure that they'll allow us to probably do some of those things a little early to for that particular groups I guess I was thinking of the old buildings oh okay well certainly the who want to reminisce yeah oh yeah we'll have them we'll have them for sure and no work on policy
102you worked hard last six months so took a month off thank you for that though per anything else reports excellent um we will move on to financial reports funds are listed on page 108 to 119 um any updates Kevin uh yeah the financial packet of course um included in the packet just like every month um couple of things to highlight uh you've got the audit report from FY 23 in front of you so that is your copy there uh nothing really to highlight on there um as Dr Aly mentioned we continue to uh watch the legislative session for this year to see how that might impact the world of school Finance so a lot of things going on there um I did want to also notice uh note that uh this week's plane talk there
103will be a notice in there for for board petitions that window opens up on March 1st would be the first day that um you can take out a board petition and it would be for the two vacancies that were coming up this year just along the lines of finance and things just up uh an upate I did talk with Patty singer the vaa president of course I'll be coming to see you Bill the board has inst Ed us of course it's getting close to March which is the time of year where we begin negotiations uh so obviously the the annual Notice come from the board just says hey we're ready to uh get together by March 15th and start the process so you can expect that email one of these days here bill so Kevin
