Stand. >> I pledge allegiance to the flag of the United States of America, and to the republic for which it stands, one nation under God, indivisible, with liberty and justice for all. >> Repeat that. >> Speak it up next time. You can sit. >> I'm in a hurry. >> Good. >> All right. >> Can I say my turn? >> Um number four, moment of reflection and prayer. Sally >> Hebrews, yes I do. Hebrews 12, verse starting with one. Therefore, since we are surrounded by a great cloud of witnesses, let us throw off everything that
hinders, and the sin that so easily entails, and let the sin that so easily entangles, and let us run with perseverance the race marked out for us, fixing our eyes on Jesus, the the pioneer and perfecter of faith. I felt that was appropriate simply because not it's track time, but we are being watched by a lot of people to make good decisions, and to do what's right. And if we continue on with perseverance, we will be okay. >> Thank you for that. Um number number five, do we have any conflicts of interest today? Anybody? If none, then we'll go on to number six, approve agenda. >> I move to amend the agenda first. Under the consent agenda number seven, we need to add the approval of the 2025-2026 teacher addendum for ESY Spencer versus Hendrix
driver, $3,078.60. Kayla Morris, $2,571.46. It's >> We have a motion to approve the amended agenda. >> So moved. >> Second. >> There's a second. All in favor, say aye. >> Aye. >> All opposed, same sign. Motion passes to approve the amended agenda. And so with that, we'll move on to number seven, which is our amended consent agenda. Have a motion here? >> Motion to approve the consent agenda. >> Second. >> Motion and a second, any discussion? All in favor, say aye. >> Aye. >> All opposed, same sign. Motion passes to approve the amended consent agenda. >> Aye. >> And with that, we'll move on to number eight, open forum. Do we have any today? Okay. If no open forum, we'll move on to number nine, student presentation, recognition of student of the month. >> As
you can see, we've got a middle school and a high school students that are blank. Part of that, no excuses, but our bell system was down all last week. Not all last week. Seemed like all last week. It was pretty much um and um our bell system goes down when the electricity flickers. For some reason, it took them a while to get it back and going again. I didn't get to make the announcement. I know who our middle school and high school students of the month are, and they know. Um but neither of them could be here tonight, so I said we just move it to June and do both May and April since it's so close together and they were happy with that. So, I'll make that announcement after we've made it to the
student body. But, I know there is another presentation, the art group um with Miss Pace are here and they've got a little bit of sharing they wanted to present. >> Um so, we're here tonight um to kind of just give you an update on our department and everything we've been up to this spring. Um to start off with, we can start with um we went to both region and state art wars this year. Um so, if you don't remember from last year, state art wars is a live art competition. So, in an hour and 45 minutes they are given a prompt, they have to create a piece of artwork, and they have to write an artist statement to how that piece of artwork connects to the prompt that's given to them. And then they're judged
and um they take the top three in every category from regions to state. So, this year for region art wars, we took four students and all four students qualified for state art wars. Tyler Hines qualified in photography. Addison Nightingale qualified in painting. Ria Bowman qualified in ceramics. And Cheyenne Martin Moss qualified in digital media. Now, state art wars and they have their pieces with them tonight. Um Tyler Hines placed third in the photography category. And I'll let her talk a little bit more about her. And then Ria Bowman placed third in the ceramics category. So, I kind of want to let them talk a little bit about their experience with art wars um and then I have a couple more updates for you guys. >> This is so >> I just wanted to hold it
up. Wait. Um Okay, this is mine. It's printed really big. Thank you, Miss Hayes, for printing it. Um So, my prompt that I was given uh was duality. Um and the prompt set Art Wars are meant to be like super vague and it's kind of they kind of leave it up to the artist, I guess, to decide how they interpret it. Um to me, I thought um Also, for photography, it's a lot different than the other ones cuz you get an hour and 45 to make a piece, but in photography, you have an hour and 45 to go and find a picture, edit it, and submit it. And so, you get like a We're like a little campus at state Art Wars and so, I walk around and try to find a picture. And I
stumbled across this stuff and I thought it represented duality really well. I think I called this piece um early What is it? >> New life and early >> Yeah, new life, early death. So, with the eggshells, I thought it kind of represented like new life, cigarettes, early death. And I talked about how like in the same place that like something was born, somebody stepped closer to the grave. So. Sorry if you're a smoker. Yeah, but it was really fun and it was my last year doing it and I think you all should keep doing it and support it because it's really fun activity to do. >> And mine, we printed off a picture of both the artist statement and the piece, which is just being handed around. For painting, it's still the same time frame,
but there's the different types of painting that are in there. There's acrylic, watercolor, and sometimes oil. There was two people doing oil that day that I saw. But they're all still in the same category. Our prompt that day was what brings you joy? And a lot of them painted friendships, their dogs and everything. Then that one was more personal as it is in the artist statement. I went with dragons, which were something that I was really interested in when I was little. And I would do the little ones of whenever I Whenever I was sad or something it'd bring just a little more joy cuz it'd remind me of that. So this can also bring like extra personal like What is it? Personal representation? >> Yeah, it's expression. Art is a good expression, especially this
competition because you really have to apply yourself. And bring out what matters to you most in one single prompt in that Yeah. >> And it was really fun. It was really cool to also look at what everyone else had done cuz they have two different time frames that they're doing it in. It's like the first time half of the groups would go, and second time the other half would. There's two rounds. So then when you depending on if you're in the second group or the first group, when you go to put your stuff on where they're judging it at, you can look at what everyone else has or what they they've all submitted. But also up there at state we have the gallery to go look around in, which was the pieces that are at
the bank now, some of them that were up there. Which ones? Tyler's, Hadley's, and one of mine. One at the bank now. Yeah. And that was also really fun and really cool to go walk around through and see other people's thought processes and ideas through paintings. So. >> Did you progress? >> Did you get to pick You said there are acrylics, oils. Did you get to pick what you wanted to use? >> Yeah. So, same thing with the drawing category. They leave it very vague on purpose cuz everyone kind of has their preference. So, drawing can be anything from chalk pastel to charcoal to graphite. It's truly up to what that student wants to use. >> So. So, Violet, now with yours, man, you took uh So, it's photography. So, you took eggshell and you
took cigarettes and just you designed it, took a photo and sent >> first I was it's kind of just like a guessing game with photography. Like you just go around and see what it looks cool, I guess. And mine happened to connect to the prompt, which is always a possible. Um but for that one, I I just stumbled across I just saw a cigarette pack and some eggs and I was like, oh, and I was just like took a picture. I was like, wait a minute, I can move things around. And so, I I placed them on the ground and I was like, oh, it looks good. It looks good. And then when I was done, I threw it somewhere else so no one could find >> She was in the first round. I wanted
to make sure no one in the second round Cover your tracks. >> Cigarettes and eggshells on a college campus. >> Super super creative, both of you. That's super cool. >> Yeah, and Bria's uh prompt was also something that brings you joy. So, she in an hour and 45 minutes was able to create a very beautiful sculpture. And you used her bracelet for >> Yes. Yep, she used her bracelet to get texture on the rock itself. So. >> So, how long then that has to go in the kiln, right? >> Yep, so I we brought it home that day. I let it dry out for 72 hours, give or take, and then I fired it and then I let her glaze it so she could keep it. >> Yeah, in the competition they just judge >>
Yeah, in the competition it's just the sculpture itself that's still wet clay. So, I I let her do all of that after the fact. So. >> Thank you guys. >> Yeah, absolutely. I do have a few more updates for you guys if I have a couple minutes. Um so, kind of like what they were saying, at the same time as we went to state art awards in Aberdeen, we also took nine pieces of artwork to the state art contest, which is where the artwork is all completed and it's all done beforehand. Um and so, we actually were very successful there as well. Um Tyler placed second in digital media and graphic design with her piece called The Meadow. Um Hadley Ryan placed second in the color drawing category with her piece called Down by the
Bayou. Hadley placed fourth in the acrylic painting category with her piece called A Dark Drive, and that piece also received director's choice. So, that is chosen out of all 400 and something pieces that were submitted from all the classes. So, we have a very fancy plaque coming for that. Um very exciting. Um and all of that artwork is in the bank along with some other fantastic pieces, and I wanted to personally invite you all to our very first art show open house this Thursday at First National Bank from 5:00 to 7:00 p.m. Um then you can walk around, see all the pieces, talk to the students, um talk to me if you have questions or anything like that. So, I wanted to personally invite you all. Um and then one of the last things I
wanted to update you guys on, um we also had three students submit artwork into the 2026 South Dakota Congressional Art Competition. Um so, that's a nationwide visual arts contest sponsored by members of US House of Representatives. So, this year it was sponsored by Dusty Johnson. Um they select the winning artwork from high school students from around their states um and then the top pieces are displayed in the US Capitol building in Washington, D.C. We have the runner-up this year, uh Portia Zimega, placed runner-up with her piece, A Whispering Desk. So, that'll be displayed in Washington, D.C. from I believe it's already there. It's been framed, it's been sent off, so it'll be there until May of 2027. >> So, I remember when we walked down through there and all those kids' art? And now we'll
have an art piece cuz I remember thinking, "How could you get an art piece here?" >> Yeah. So, that was pretty exciting to get that news. Um and then just in our daily world, um I applied for two grants, essentially. Um we started a new photography class this year, um and we've kind of just been working with phones, we've been using my personal digital camera. Um I heard last week from the Greater Wal Fund, we received a grant for $4,600 to purchase new digital cameras for the photography class. And then I heard from the Booster Club last week as well, we received $800 from them to purchase lights, backdrops, and different photography supplies for those kids for next year. So, we got some great things going on in our art room. So, I'm excited for
more. So, that's all I have for you guys. >> So, the first thing is freshman impact. That was uh Uh, pretty successful, I'd say. There is um I was in the skit and then we had How many kids were in the skit? We had quite a few volunteer for that and I don't know. Probably like 15, 10, 10 or 15 kids from Yeah, they volunteered to do it and we, um, Sally wrote the script, um, but we, I think did our best acting out and it turned out pretty good and, um, I heard that it was the first freshman impact at we've had it while like over a decade. >> It's been a long time. Well, they started it 20 years ago here. >> Yeah, and then they had one in between there sometime, but
this Yeah, it's it's been a long time. Yeah, it was pretty crazy like seeing our kids like cuz I was freshman impact, I remember it really well. It was so crazy seeing like kids that I know being in it and get like lifted off into the helicopter and stuff. It was pretty cool to have it here this year. And it was good fun to all volunteer for it, too. Um, and then graduation's coming up, um, and obviously going to invite all of you personally to that. Um, the back uh Uh, I can't Baccalaureate Baccalaureate is at 12:00 and then 1:30 is the ceremony. Yeah, please come to that. Um, and then testing's finally over. I'm sure Sally's going to They're going to talk more and more about that. Um, and then Oh, yeah, track Track's
been really successful lately. Um, some school records have been broke. Um, so that's cool. Uh, and then today we had the math contest and Kayson, uh, placed fourth out of over 576 in the Algebra 2. So, that's really crazy. I remember going to that and I did not do that good, so. Yeah. Any Any for me? >> So, thank you for your report. Thank you. All right, that will go on to number 11, committee reports. Start out with budget negotiations, insurance. >> Last of the budget committee met. As you can see, we have our proposal preliminary budget here. I guess so. Do we talk about it later in the meeting we may or may not? >> Yeah, we would we could talk about it later in the meeting. I do have one question about when
we talked last time about budget wisely applications getting funding for lunch for to go to their >> per diem per diem >> Mhm. >> but not we're not paying for their registration. >> We haven't in the past and I didn't comment. We most certainly I didn't get approval so I didn't pay for that. We most certainly that would be something we could do. Um it's up to you guys and if you would like to you can we can retroactively do that for this year too. It was um expensive >> I'd say it's $100 In the past I suppose their fundraising usually covered that. >> Yep and same thing with like their money for meals um >> Are they um short on funds in their fundraising balances? >> No, I don't think so. I think they
had funds um I would like to One thing I am going to say about that is Amy's hunting is because of the and with rising costs none of our student programs organizations are making as much of concessions because we've had to put more towards the cost of food and we haven't raised our prices. I feel we've got real pretty good concession prices. I've had it approached to me why aren't we raising those? I feel we've kept them very doable for our folks. Um but I I guess that is something we could do but I know our program so what you are maybe seeing down the road a little bit is more um fundraising. I know the sophomore started some candy bars. The um juniors had that pie raffle that was at very or that pies,
you know, a pie auction that was very successful. What it seems to happen is now as seniors um we're just like scrambling to pay for the end of the year things. And so we're trying to do a few that when you talk student, that's what that is is those student funds. That's not general fund. Um >> Now look at it when it was approving the food that helping with food is a kid and might go to state of they taking out of his own piggy bank at home might not be able to afford all the meals. I look at that as doing due service to our students. But the group as a whole paying for the own registration with the fundraising money we give by fundraising if they have a balance I don't know why
they wouldn't just cover it then. That's just how I looked at it. But if they're struggling with money then you got to look at it from that standpoint. >> Um right now um in that line item if I'm looking at it correctly there's um for expenditures there's 1,928. If that's correct. Um and what was budgeted was 2500, so I mean, we have a little We have about 500 there available, so if we did pay for it, it would not go over budget a little bit, but I mean, not significantly. Um, when I approached that, I I only did talk to you guys about the meal money, so it'd be up to you guys, and something that you want to think about in the future. Cuz now with them there there was quite a few kids,
so that's why the you know, the money was more I mean, it was a larger I'm not sure what it was, but it's up to We as far as other activities, there's usually not a registration fee for activities for state because student council there is, and it's a hefty one. And that what frustrates me is when I pay $60 when we pay $60 per student, and then the students start backing out on us. And we have that. Now, as far as this is an I I mean, FFA when they go to state is good. That's right. Um, that's how it is for the student council. Um, so I think that's different than FFA, we did not pay for their lodging. That was what they We usually do pay for that for school concern other activities,
so >> Did you pay for lodging for the FFA? >> Uh-huh. >> Okay. So, that was all funded out of their budget. Which Yeah. >> They do, you know, where they sell the work the work auction FFA does it. Trying to think in the bake sale at Christmas time. >> Right. >> And they do >> Yeah. >> And they do the yes. Is that Yeah. >> I guess it surprises me that we don't pay the registration. I guess that's just surprising to me that that can be given, but even whether it's fundraising I guess I was a little confused as to why we didn't >> Well, I think things should be looked at probably a little differently in the school. You know, so I guess that's where that comes from. >> And I'm wondering if
if we never paid it if it's because it's not a South Dakota High School Activities Association activity. And so probably the costs for FFA have kind of been self-funded. >> Just like the state art awards I saw the South Dakota Activities Association was there state of stamp on top of that. >> Yeah, that's a >> So that's a state approved one. >> But there I there was no registration fee for that, but we did pay for the rooms, we did pay for the for the lodging and we paid for the bill. Does that date fall under >> the high school activities association? >> For some reason have I have to log into my accounting system to find >> Is there a registration fee for trap or any of the other clubs? >> I'm doing trap.
>> Well, that's not that's not a high school sponsored event. So like we don't >> They already have been doing hearing and during the rodeo and the trap shooting. They all those clubs. That's where but we we also paid for an FFA advisor, you know, help with that. We it's part of it's put into the school system more so than those other clubs. That's where the central office >> You know, like FFA when you think about it, so there are one of the things in the standards, if this matters to you in making those deci- decisions in our agriculture standards in those classes, learning about FFA is part of the standards. Um I don't believe it's ethically the right thing to do to practice FFA in those classes because if that standards are supposed to
be teaching, but one of the standards is to learn about FFA. So, we do that learning. >> I think what we need with this because it's a common theme that we're seeing with some of these other things and I think some of this will come with that um lining out some of the expectations and just so there's consistency there. So, like with these club things, the school pays for these things, the school does the paying for these things that we do with the fundraising. They know going into next year you if you got 35 kids that qualify, like that's going to be a big bill. All 35 kids, they need to be doing that fundraising. But if that's not communicated or they're not those advisors, I don't I don't know how that's all passed down,
I guess, but maybe just that will come with some of these descriptions and ex- expectations that we've been talking about a lot is that we can clear some of that up would be my hope. >> I'd be interested to know what other schools in the area do for their FFA and trap and other club things if they're share budget for sure, if it's all fundraising on their own. I'm down with that. I just like I don't like the >> that out. >> That would be >> And there's been a lot of um communication within my world as far as FFA goes and it's I know I've seen a lot of emails and I can get more information. I think it's all all over the board, but I can get some more specific data on that,
too. >> And if it's all over the board, it's all over the board. I think we need to make a decision as a board and as as community to say what's important for us to front and what's important for the kids to work for to fundraise themselves. >> That's fair. >> I think that would help the advisor and me cuz I don't want to be the person that says yes or no. It's just that's it's I bring those things to you especially when it was like getting no money and that kind of stuff. >> Well, no offense to you, that's not your job to say yes or no. Your job is to help the board say do this or Sally said do that and that's it. You don't want to say yes or no to
a decision that or excuse me, that your job to >> Right. >> pick and choose. Just for the record, we only approved the food for this year. >> Right. >> That's the motion. You can discuss it later. What we're talking about now. Do they not have the money in their fund balance to um cover that? >> No, they have enough in their uh FFA account. >> Even after all the hotels and all the expenses. >> Yeah. Um I just looked I just logged in and it's it was 616 for the state um registration. And they do have quite a few. Their chapter has like membership fees as registration for all their types of events. So, they they do have a lot of expenses that they have that we don't pay for. Like their dues they
pay on their own. And all their jackets and all that kind of stuff. There's we don't pay for any of that. >> Cuz you pay a due as a student to be a part of the club, is that the case? >> I think they I'm not positive. I don't think they pay it. >> No, I don't think they do. They do pay something to be in the club if that's what you're asking. >> Yeah, you don't pay >> No, but do we have We may pay Perkins may help us with and I truly think cuz Perkins help us with FFA dues. Um They might pay their chapter dues, but I don't think I'm 11th student dues. They have just chapter dues and they state dues. >> But that's what where they do their fundraising. A
lot of that comes out of their custodial or their student. >> I think to Hope's point though, there needs to be something said, this is what we're going to pay for, this is what we're not, or this we'll pay for this as far as this is, and then if it's more than that, it needs to be said so we have a way forward for the advisor and for the kids. >> You guys we can put that to a committee. >> committee would that be? What committee would that go to? >> My question is this, cuz it's come up before. We don't really have activities per se in any of our committees, but so many things come up that are activity related. Could I Could we add activities to one of these, Amy? Are these >>
It's a board decision as well. >> I would say it would be between It probably needs to be two committees cuz you probably need to take it to policy and you probably need to take it to budget. >> Both. >> Why not curriculum? >> I'd say curriculum is up. >> I would too. >> are we going to use? What approach are we going to do for instruction? That's what I see as curriculum. >> Yeah, I get that. >> And then policy and budget. >> Policy and budget, you want it two of them? >> Well, it goes to policy, and then we put policy pushes it to budget to say, "What do you think of this?" Budget says, "We don't have the money." Then we come back to policy and then we work something better. >>
I Whatever you guys One thing that would easily we can put it on our official entities list, too, where we decide meal money, and that could be like an addendum or that could be a offshoot of the When you decide how much the meal money will be, who are What are we paying for meal money? Which groups? Um and then you can also talk about like the breakfast, you know, those type of things. Um and then you can mention too This one, but just so often I was thinking last time I had something to come up in activities and I think I probably dumped it in the curriculum committee cuz I didn't know really which one to put it forward. >> It probably depends on what the question is. >> I don't think activities can
just I don't think there can just be a general activities category. I think it depends on what >> And I think the first place to go is the policy committee. And the second place to go if it involves money would be to involve the budget committee. Mr. Kennedy is there any more involved? >> Policy is important because when you get to funding things outside of the school district, the taxpayers are really responsible to fund. You really want to make sure you're legally sound on that and also when you're picking choosing clubs, what clubs you're going to pick yourself in big trouble. So policy should probably be first. >> It depends on the >> Just add something to that, I guess. >> Maybe we need some more information on what clubs we're looking at, what their
expenses are. Like you said, they have expenses that maybe your state track team, if they don't have registration fees, you know, things like that. We may need to look at some of those different >> I maybe maybe offer a the blank amount for all clubs and then >> Anything above that has to be for this board. >> And that keeps us first again. >> And then something like >> First >> Cuz I don't fund. >> I don't think we're against helping our clubs. But the budget is tight and so we want to make sure, you know, to help's point that we'll be in fair to everybody and uh we also, you know, this year of all years don't want to go above and beyond and spend money where it's just not customary to do so.
And you know, in this case sounds like sounds like the fundraising is is kept at a low balance at a sufficient level as it has probably for many years. So. But I think I think looking at just a blank dollar amount per per head >> We've all been in the club. >> You can see these traps you might have 10 then you look at the rodeo club if they show up. >> It's kind of hard to apply to 45 or you know, it's like how do you budget that? Is it fair to give This is something we can talk about in the meeting >> We have an entire club. >> shut down So for this year we're up by 26 that consensus was not paid for it but it was expected to be paid for
in the future. >> Yes. >> Cuz they have the fund balance covered, right? >> You're talking budget, right? >> Yeah, we're still on budget. >> Just a quick question. >> Yes. >> The cleaning services on the invoice sheet the 1575 >> We're redoing. >> Why are we paying cleaning services? >> Yeah, cuz we're still broken up. It's been either hire a temp or the cleaning services that we hired was actually more affordable than a temp. >> Is that correct? That's what I remember by our building committee meeting. >> Yeah, it went to committee and it was approved at committee. Um We we have an employee that's out for several months. >> How much? Nothing else on that? If you have any questions we'll probably move on to the next one. Building grounds transportation. >> Building
We have met other than just previous this meeting we had a little get-together which was more so budget but Everyone was busy. So you might know I'm going to address we went and looked at the big white playground equipment. Great shape. I didn't know for sure what it looked like. I was in black and white and blind. So, I think when you move forward to installing that, I think we're on a consensus of that because it is in good shape. That and then um the football field we heard that there was a track meet and we heard that there was a lot of weeds growing. And it's pretty um disheartening to the facility looking like it does with the weeds coming. We did find out that Warren Chemical had been here previously. They must maybe
not hit that spot or they need to get back and do a better job, which we're looking into that to discuss with them because we are on a contract with them and the contract I didn't get to read it, but I think we need put our foot down on them to make sure they do a better job. So. >> With the Warren Chemical, they come and spray weeds, they die. Right? And then we have dead stuff out there. And if they're goat heads or thistles or whatever else, they're going to be pointy. >> Yeah, but these >> Does Warren Chemical clean it up or is that >> No, these are thistles that are coming back and um the chemical that they usually spray residual chemical that should keep weeds gone unless we had excess amount
of rain, which hasn't happened. So, I don't get I think they missed that spot if you ask me. Now, the goat head issue, they haven't come into bloom yet. They're just start beginning to it, but he really probably wanted to talk about weeds. But, they're not up yet. No, they do not clean them up. They'll have to sprout, but every time you get a sprout or germination, you spray it again, you get ahead of them over time as long as you stay at >> My My concern is it stays out there, it's an eyesore, it's a danger. Kids are running around, not just track kids, but kids of the you know, siblings of the track kids. Are we cleaning it up and looking at the stuff or are we just assuming that it's getting done
and then it looks like crap when people come to watch our track meets and it's an eyesore and then we have this big beautiful athletic complex and just >> Chuck and I were out there last week cleaning. Weren't you there Chuck with me? >> Yes. >> I didn't notice all this with the problem. >> Yeah, people have been telling me. >> Yeah, and the pebbles come in a week they could grow like this big to >> They could They've been there for a while. They They've been there for a while. >> By the shot putter discus area or I didn't go over there. >> There's gravel over there and then one question was asked is if they built the gravel or if nobody even thought they should have sprayed it. They're supposed to spray all
the gravel areas, the whole complex, and around the school building, and at the power house. That's what we agreed upon. And I I I don't >> They're supposed to come twice a year. >> And Chris messed with you guys so he knows what to do with it. >> needs to call them. >> Yeah. >> Cuz they've already been here and they either missed it or their chemical is not working. >> Yeah. >> And the chemical they're spraying twice a year, it should have worked for that. If that's all they're going to come down and spray. They I did hear Chris did say that he had reached out to him and that they were planning on stopping back by on the next visit and I kind of mentioned to him no it's more urgent that you
get down here. >> Yeah. >> It's in part of our contract, not not acceptable. I get it if it's July and we're halfway through summer and there's something coming, but it's pretty early for a chemical as expensive as that we paid for and it's already >> They should have sprayed it the last spring four weeks ago. >> So >> I mean to answer your question though Bill, they're not going to remove all of these. >> Right. >> So >> But who's going to do that? Like my question. >> Once they spray them, they die, they'll turn into dust, you won't hardly notice them. >> The little ones and then the one then the way the chemical works is as soon as one seed little little sprout happens, it dies. That's how it keeps it gone.
So like if it go ahead does sprout, it's still die right away. >> That's how it's supposed to work if it's done properly. >> I guess. >> It sterilizes the ground. It kills the ground which means any germinating seeds die. But when they germinate got you. That's what we paid for. Yeah, and it is. So. Yeah, other than that I mean we haven't we haven't met in a while. Um. I guess, you know, we're going to we're going to discuss here at site number 13 and um, legal financial procedural steps for the remodel of the power house building. Uh, we can delve into that a little bit. There's some legality. Anytime you're using capital outlay certificates, there's actually a lot of legality. Uh, this isn't a vote on a design, it's not a vote on
a dollar amount or any of that. It's simply a vote to get the board's approval to move forward with the process and start the steps to make sure we're doing things in in proper way. That's that's my understanding. Anything to add to that, go ahead. That may not work with the building committee. Or feel free to ask questions. But just wanted to give give you a little heads up before we get there. If none if there is none, uh, we're going to curriculum instruction and technology. We have a plan. You know, I think curriculum and you do most of your work ahead of this, so we haven't worked quite a bit because we have to have all those we had to have it's kind of like after this meeting tonight and we do this preliminary
budget, we got to get our curriculum ordered so that it is ready to go. So we can get our books up that you guys have approved or seen in the budget. Back and I worked very, very hard to get those particular amounts down to the bare minimum. We have sorted through on what's best to use for teachers. I ordered all the reading, science of reading. And then the some science middle school that was out trying to streamline our science. Social studies, I feel we've got some good things going. I'm going to share test scores with you next month. Very impressed, very pleased with the improvement in test scores across the board pretty much. Some very high ones. >> Thank you. Um If nothing else there, anything else to add that you wanted I'll go on
to legislation, policies, strategic planning. I hoping >> I have been in touch with you. >> We do need to get together. >> The um our main lobbyist, Rob Munson, is moving from his position. I think at the And I think in December. So, they will be hiring an interim for that. It's the way it sounds like to me. And if that person is strong enough candidate, they'll put him or her into regular position. Otherwise, keep it open. So, there'll be changes going on there. He does a lot of organizing at the state level. >> Okay, how about career development, scholarship, and marketing? >> I haven't met yet. >> Okay. >> You guys did all your scholarship stuff though, didn't you? >> Two of us did. >> Yeah. >> So, not as a committee. We just
do them individually and hand them back in. >> Oh, those are all ready to be announced tomorrow. >> Okay, good. >> Okay, but >> Okay. All right, thank you. Um number 12, discuss and approve surplus items for disposal or sale. >> There was a a list a list of items. There's There are and I think I know that already. >> I make a motion to approve the surplus items. >> Second. >> There's got a motion, Candace has a second. Any discussion? All in favor, say I. >> I. >> All opposed, same sign. Motion passes. Um number 13, consider approval to initiate the initial legal, financial, and procedural steps for the remodel of the powerhouse building. >> We have a motion. >> I make a motion. You explained a minute ago, so you can understand, but
I will definitely make a motion. >> There's got a motion. Any second? Amanda. Any other discussion? All in favor, say I. >> I. >> All opposed, same sign. Motion passes to consider approval to initiate the legal, financial, and procedural steps for the remodel of the powerhouse building. Number 14, approve special status request 2026-2027. Number two. >> Motion. >> Second. >> Any discussion? All in favor, say I. >> I. >> Opposed, same sign. Motion passes. Uh number 15, consider discuss and approve 2026 summer school. >> That was something I brought up last month. It's something that we've done every year since I've been here. Um last year I we invited 34 students to take part in the four-week uh activities. And 18 students were scheduled and part of that. >> I'll make a motion to approve
the 2026 summer school. >> Second. >> Motion and second. Any discussion? All in favor, say I. >> I. >> Opposed, same sign. Motion passes to approve 2026 summer school. Um number 16, consider discuss and approve the the FY 27 preliminary budgets. >> What did you change up the This is our main thing we changed the lunch money. >> Yes. So, one thing I did do a lot of work on was volleyball. >> I think I saw that on the quote. >> Quote. >> of emails. >> Down to we changed brands. We changed number. I had a very good talk with head coach about the reason for getting the numbers. So, we've skinnied it down to pretty much basic. What I am telling these coaches AD, whatever, just because your time comes around for new uniforms
does not mean you have to buy new uniforms. It's a time to analyze what our uniforms, what shape we're in, quality, and so forth. I think sometimes we get this idea that that just means it's our turn to buy new uniforms, we better buy new uniforms. And I think the language and the thought needs to be it's just like curriculum. Doesn't mean we're buying new curriculum just because our turn comes around. It's This is our turn to analyze what we have. Make sure we're not just piling new on top of good. >> Do you have anybody have any specific questions? Um I mean, I could start. I could go on a We could go on a >> Can you tell us the process? Remind everybody the process of the budgeting. This is a preliminary budget.
>> Yep. So, this is a preliminary what the what budget, excuse me. Um For um South Portland Public Law, we are our school board are required to pass a budget a preliminary budget in May. And they must um also pass a final budget before September or by the September regular board meeting. So, that will happen. So, this is preliminary. Um this will help us uh when it comes to starting ordering things this summer, it hopefully will It was a lot of the things will stay the same. However, as you all know, um the fiscal year doesn't begin until June. So, there's things that, you know, we might see that we need to adjust after June. And that's what we're looking forward into next, uh, fiscal year, uh, how it works as far as what staff
and how we build the budget, uh, on the expense side, staff, um, are asked to send in requisition requests, so things that they need or want. Um, and then, administration in their specific areas, so like Mr. Sapora takes the K5 and, um, goes through those initially, you know, Sally and Rebecca talk, uh, go through the 6-12, and then on the act- activities directors will go through the sports and activities and stuff like that, and then um, it kind of filters it down from there. We then build the budget on that side from that. We obviously wait till after negotiations to see um, where salaries are going, because that's the biggest part of the expense side is salary and insurance costs and those type of things. Um, so that's the expense side. The revenue side, um,
we obviously have to see where appropriations go with the state legislature to see where what kind of state aid increase, if there's any major bills that are passing when it comes to, um, land taxes and those type of things, so we also look at one of the biggest things within the general fund, um, is one, um, this current school year, um, and you guys, budget committee, you can jump in whenever you want, cuz I could go on for a long time, but, um, there was a property tax relief bill that came through this year, so that was a significant decrease in the general fund for us because there was a cut for property taxes. There was a 1.4 increase in state aid. That did not uh And what that is supposed to do is help
take care of that property tax that we had a loss of. What we also do when we look at that revenue for general fund is we look at our predictions when it comes to enrollment. So, the first thing we look at when it comes to enrollment is our seniors that are leaving and our prediction for kindergartners coming. So, this year we know we have a large senior class coming in and after kindergarten scrutiny out. Oh, yeah. Sorry. Going out. And then we look at how many kids we strained coming in for kindergarten and then we looked at the kids. If uh there was a large gap in between that. And if there's any shadows that we know of that are leaving the district. So, we had quite a few. We had a significant decrease in
enrollment that way from those two things. So, we're going into the new year for the general fund with a deficit for because of the revenue side and then we had an increase on the expenditure side with insurance went up a little over 10%. So, there's a lot of things we're looking at for this year for general fund. And then what we'll have to look at or what the board will have to decide on in the September meeting as well is how uh you'd like to levy for sped and capital outlay. >> And I'm just going to say I think we're very, very grateful for 1.4% as Arson is the executive director of the Associated School Boards. That was my last conversation was to cut 5%. So we said even though we're always wanting more, we're
so grateful for 1.4%. So I don't know where that I I don't want to be doomsday, but I just think we need to be grateful for where we're at and that we have a good fiscal group here um that does the best thing with what we've got. >> I have a couple questions, Amy. >> Yeah. >> I'm having problems finding it. It was easier in our budget meeting there's less numbers here. But okay, um I just want to state this for the record that way everybody in the room and that's watching you will understand where we're coming from. Right now we have 608,000 on impact aid every year. It's been the same for 20-some years, over 20 years. We've gotten to the point where we're transferring that whole amount to general fund and how much
extra out of savings because every time we get impact aid money, we look at it as a savings. So right now it's completely supplementing our general fund. How much on top of that are we pulling out of savings just to make this budget happen? >> Well, right now >> On projections. >> So what I'm projecting for FY26, which is the current fiscal year we're in, um about a $700,000 transfer. >> So we're going to be transferring $100,000 above and beyond our impact aid revenue. That means we're transferring $100,000 out of savings from impact aid previous years put into savings. That means we are going we are we are in the red. Do you want everybody to realize that? That's not sustainable. We're fortunate for passports for putting in savings there. I know people don't like
saying school boards shouldn't be bank accounts or schools should not be bank accounts, but we didn't have a savings account I just want to be I don't want to be the Debbie or the like the you know the Debbie Downer right now, but it's a real thing. And next year's projections were 300,000 on a savings. >> Well, and where we're looking for next year, we're not only transferring from Impact Aid into general fund, but we're also transferring over 30,000 project projecting into the food service. Our food service fund is continuously losing. And that's not anything because of what staff or how we're managing our money, it's because of the food prices. We are mandated by the National School Lunch Program on how much we can increase school lunch cost per family or for the students.
We can only increase it by a a certain amount per year. There's a max and the I have every summer the lot of calculator in in the application and they tell us what we have to file. So, that isn't something that we can play around. So, and I think our staffing here does a wonderful job of trying to save and trying to manage how we spend our money in the school lunch account. Um it's not a it's just we all know that. We all have to those personal >> Yes, it's insane how much food costs. And um there's no I don't feel like there's waste as far as in the spending when it comes to the food service. But, there is that to that's an expense that we since I've been here, I'll be in
my 10th year next year, we never had to transfer from Impact Aid or any type of transfer into food service. Um now, we'll have to continue to do that. Many schools have have to do that frequently. Cuz food the food service fund is not meant to make money. And that's why we don't we try to keep the lunch prices reasonable. And that includes student prices and adult prices. We have an amount that we can charge we have it's mandated by the feds for us to get the national school lunch program so the free reduced lunch program. >> Can I then I bring that up? I was not the hard on the food program but to re-ensure that when Sally goes to these coaches or goes to different individual goes to different activities and says you
guys are they okay? Can we make another year? Can we make it a couple years? In a perfect world we get update every every team gets a new jersey every 5 years. How perfect world would that be? Or not a perfect world anymore. We're not you know the money just isn't there. So if we have to we can replace but I just want you to know or Sally to have your so you have a backing on that that it's okay to say no if it's not needed. I don't like doing it but we're in the negative $100. We're pulling out savings. And unless something changes in the next few years with the state funding or we or we get 10 extra kids well that fixes that. >> Yeah, that's I mean I hope we can
encourage families to move here and increase our enrollment. That's what our goal is. I mean we do um invest too so we do um we do bring in some earnings for impact aid um so we do have some income or revenue in the impact aid fund as besides just the impact aid that we get from the feds but that that impact aid amount really is stagnant. So unless so we get two different types. We get the land which hasn't changed for like like Tara like you said 3 years. >> Which even if they wanted to change it, it will never happen for us. You might as well get it There's never happened. It's just we're thanking the Thanking the good Lord for giving us what we have. >> And we do get some student money,
so that when we have families that have leased ground or they have to fill out the surveys or whatnot. We literally try to hunt down any family that has any tie to the student money. That does fluctuate a little bit, but I mean we're talking like $6 to $7,000 on that. So, I mean kids not a necessity. >> That's why you're seeing if you watching other school districts websites, you're looking in newspapers, they are heavily to this. Numbers up because we are losing kids left and right to other school alternatives. They want the flexibility. Just going to say we have really, really strong families in our district. It wouldn't matter how wonderful we have here, the things that you guys have put great money into. They want their own schedule and their own flexibility, so
they're willing to go to a home school program. And with a home school program, we get no funding for that. We do if they use our program or come to some of our classes, we get percentage. >> Um and then as far as so like general fund capital outlay and sped, that is those are separate land levies, and we do not max levy in those two funds, which we of course we want to keep We levy for the amount that our district needs, not wants. And I think that is great, and I think that some other school districts max levy all their funds. >> Do you max levy general? In special we haven't max levy. >> We have max levied in the past when when we needed to because we had out of district placement.
>> Yeah, because I've heard that in also when we need to. So you don't have to have it prior years up until out of district services are happening. We just for in order for the state to help with things like that, don't you have to be max levied before that happens? >> Right. >> Or just the current? >> No, before. But our need hasn't been high enough. So in my 10 years, our need hasn't been high enough for us to get state's special help. So we've never even So there's a calculator for that as well. And so our need hasn't been high enough for that. Neither. Um So They they go off of how much we can potentially levy max. How much they say we need with our student enrollment in special education. And if
there's a difference in that, that's when you start getting the state's special So that's the same way the general fund works. >> Okay. >> But our need isn't high enough for special. So but we do not levy max in special or capital. And our board and our Well, her and our budget committee really looks at those two funds to see what our needs are in both and if there's a need higher in one and lower in the other, we kind of like >> Peter Drucker >> Um what I did so for on the revenue side for those two amounts is I kept I calculated using the same mill levy as we used last year. Now we don't have valuation finally the valuations for land valuations in yet the finals. So, that's another thing that we
have to wait until May or not to May. Until September or closer to so we can have better calculators to finish this not in there. >> Yeah. I think you put it well, Tyrell. I mean, at the same time, you know, I mean, the facts are the facts, right? But, this is just all information for you guys going forward when we're looking at expenses, you know, really have to look at is this something necessary? Is it Is it benefit kids? Is this something that can wait? And so, more so than years past, we just we have There's more weight to that decision, right? And you know, so I I don't want to be alarming people necessarily, but facts are the facts. We don't have the money we had 2 years ago or 3 years ago,
and and it doesn't look like that it's going to change anytime real soon. So, you know, >> We are doing well as far as they are laws, as far as teacher compensation requirements. We're doing well there with the new um We had already met the minimum teacher salary requirements um at before this year, and then after um putting all the after negotiations and putting all those salaries and then the with the increase to insurance, we exceed teacher compensation requirements for next year, as well. But, I keep a I keep an eye on that because with a small district like us, like even if a teacher decides to not take insurance for the year, that could offset that. part. So, I make sure I'm constantly checking that to make sure. Cuz what happens if we don't
need teacher compensation for the year is then we get that money taken off of our state aid. There's a fine and it comes off our state aid. >> The only thing we took off on the budget was the roundabout in Central Elfrida. We're going to add to work chemicals list. For the timing. >> Yeah. >> There's weeds out there, too. I know. >> I'll see. >> Any other questions here? Do we have a motion? >> I'll make a motion to approve the preliminary budget. >> Second. >> Any other discussion? All in favor say I. >> I. >> All opposed same sign. Motion passes to approve the halfway 2017 preliminary budget. On to number 17. >> Elementary principal Michael Warren. >> Yes, sir. I'm just winding winding down the year department starting to get ready for
next year again. Uh the winding down part is we have music program. Prepare for this concert. And it's really a lot of fun to see the um program all the range that we have in the building. Um we need the elementary have a picnic scheduled for the 20th of May. And the plan is to have go to park with the group and do some games and activities and then come back and have a movie till the end of the day. >> That is the reward. Chuck, you got to put it into context. >> Okay. >> Go ahead. >> Maybe it hasn't been announced yet, but that's not just play. That's part of that reading challenge award. For the men for the elementary. I don't want the idea that we aren't doing anything because kids got
called out of school today to go to the track meet after we had worked really hard to get them back here in class and then parents are calling them out because I get told we don't aren't doing things. Those kids have got a lot to do those they missed. The point is when it's still worth it. >> Can we ask how many books did elementary kind of reading? >> I don't have the total numbers yet. I still have to do that, but I'm getting to graduation first. >> Sir, the console data application is opening up and it's a federal grant where we um designate how we're going to spend the title one funds and the title two funds. It did there. It's finally done. Teacher evaluations. That's all I have. Do you guys have any
questions? >> I have one I was going to bring this maybe you were going to bring it up. >> Go ahead. >> No, you know you it was your question anyways. >> We were just when we met earlier we looked at the equipment wondering if we could look into any grants for potentially more playground equipment. You make it bigger, improve it so the kids don't get so bored. >> Yeah, I've been looking into that. The only grants that I can that I know of for sure right now are the Greater Wal-Mart Foundation and the Booster Club. I I've looked for other grants for other visions stuff on playground equipment. It's just not out there for us, sir. Our free and reduced lunch percentage is too low. And um we're not in a part of the
country that that handles. Like, they have all kinds of stuff with cities and and on the East Coast through the West Coast and in the South, but we're a rural um with population that we have, that's more um affluent compared to other parts of the country, it's really tough to get those. >> I've seen in some places co-ops, electric co-ops, will do playgrounds and different things. >> Co-op Co-operations on that one. >> Yeah. >> See, but but but I haven't looked for a couple of years, but >> But in the prize I know what free and reduced are here. I'm familiar with it because like that's a lot of our school, like we count for sports, we count all of our kids. If you have more free and reduced for your numbers, like let's say
you have 30 boys in your high school, and let's say half are free and reduced, you get and not and not half or half, but you get to count like five less boys. So, you can be a 9 11B, but because you're free and reduced, you jump to 9AA in football. Because you don't get to count all those students. That's how other students their school around in our general area dropped classes, if you notice, from 11 to 9 in football. >> Yeah. >> That's how some of them have done that in the past. >> It's really important to fill out your free and reduced. >> Yeah. >> Because there's families that probably don't fill it out that help us qualify for more money and things like that. They just don't. >> And that's how the
um title funding is based and a lot of our federal funding is all based on our free and reduced lunch. >> And you don't have to take it. That's I think people's misperception. It just be If I don't want my kids to take it, even if I qualify, it still helps the school, even if I don't feel right making having my kids eat free lunch. So, I don't have to. >> And you mean they're the only one who knows. It's just the one. >> And I'm I will have the families fill out the event. So, like, it can kind of be in a a weird application sometimes, but yeah, please fill it out. I mean, >> Spread the word. >> Yeah. All of a lot of our grants, a lot of our all I mean,
our e-rate, what we get for um that some funding for technology is based on free and reduced lunch rate. I mean, almost anything grant-wise or federal funding is free and reduced lunch rate, so. >> Thank you very much, Chuck. And that would be 118, Kate Kolb, Assistant Principal and Tech Coordinator report. >> We're just gearing up for the end of the year with um student computer check back in, and so I'll be sending home a few announcements with students on what they need to do prior to bringing their computers back in about a month, call it that. Bell system is back up and working. Golden West had to replace a part. So, we do have our loud speaker and all of that back, so. Thankful it was only 3 days. That's all I have. >>
You did fabulous with no bells for 3 days. You know that. >> Wonderful. We didn't have them at the beginning of the year, either, so. >> Good. Staff and kids did great. >> Is the app working now? >> Yes. >> The message program is fine at Camp Fairbault. It's a technicality that I asked, but >> Apple did another update without sending notification, and so I got that pushed through, but it takes 3 days for them to push it through after you sign your agreement, so. Something I'll keep watch of. >> Okay. >> Thank you. >> Number 18 or number 19, Business Manager report. >> Um one thing um I was speaking with uh Mrs. Sundahl about, we um checked the balance of the Faye Bryan Scholarship with the First Interstate Bank um Wealth Management, and
there was another $1,000 of interest available for another scholarship. So, if you approve, we will um award another $1,000 scholarship with the applications that were already given. >> Or turned in. >> So, I always check it at the last minute right before awards basis to see if there's any more, cuz that's all just interest that we use uh for that scholarship. So, there was enough to bump it up to have another $1,000 scholarship for our students. So, I if you uh okay with that? Does that make >> Oh, shoot. I was looking at the wrong one. I didn't even look at that. >> I think it's six. >> I think so. Take your minutes from last month and add one. Cuz I can't remember. I should have had that. I'm sorry. >> I don't know.
I'll I can text Kelly. >> Well, it's on your minutes in here. >> Something was in there again. >> If you have your little packet in front of you, there's two. Um I'm sorry, guys. Uh I think I think you're right, Chuck, cuz there was Oh, boy. Look at it for me, and then um and then so What else? While she looks, I lost my mind. That's not eventually times. And maybe we approved it on the March minutes. Maybe it wasn't wasn't in Maybe it was March for the people. Did I approve it? Maybe it was in March we will find out. Remember he told me >> I think it's six but I >> With this with this one. Yeah, I think it is. >> I think there were I think there were eight applicants
and we have to talk about I just sent Kelly a text maybe she'll see it. I think you just need consent on that. >> Um Do you want me to make a motion? >> Whatever. >> Make a motion to approve the additional $1,000 award for the Fred Bryant scholarship. >> Okay. >> Motion and a second. All in favor say aye. >> Aye. >> All on the same side. Should pass this to approve the additional $1,000 award for Fred Bryant scholarship. >> Who was the second? I think it was Hello. I think I'm good. >> Thanks Jamie. And we're on 20 6 12 principal superintendent report. >> Um since I am a student council representative here I don't She said a lot of the student things. One thing um registration is open for the school board
and administrator convention in August. Becka and I sent a proposal and we will be presenting there. Um our topic is on how what how our partnership works to coach teachers and evaluate teachers and how we do how we do that here at Wall. We will include Mr. Sikora if he wants to participate with us. I didn't include him on the proposal as I was afraid he'd tell me no. So now that we are accepting he can join in if he wants. Um but school board especially when we get new school board members I recommend everyone that can go go. We do get free registration for one administrator if we have three board members going. Um I asked Amy to get us registered. Um that is August 8th and 9th. 7th and 8th, sorry. This year
it's 7th and 8th, Thursday and Friday morning. Does presenting get us anything free? >> I don't know. I >> Come on, Amy. >> It might just be a hot seat. That might be all we get free. Um graduation is Saturday as Tyler said. Open Ridge, I'm expecting you both there to help us stay straight. Um teacher and support staff of the year, we had nominations and believe you me we had lots of participation. Great participation. So we put together a committee of administrators, parent, and um some other staff, not teachers or support staff, and we chose so those will be announced at um graduation. We will be having a staff supper. I want you guys to feel welcome to come. We're going to have a supper. It's on Thursday night, the 20 second? >> 21st.
We're going to make supper. I think those of us here at this table are going to make supper. Um Chad Robertson we could bring supper out.
