Sandal here. Vice chair here. Members ruling here. Brian >> here. And Eisen Brown here. >> Tyrell Brown. >> Present. >> All right. Number three. Pledge of >> Allegiance. I aliance to the flag of the United States of America and to the republic for which it stands. One nation under God, indivisible, with liberty and justice for all. >> Okay. Do we have a moment of reflection or pray? >> Yes. Um I'm reading today a few verses from Proverbs 3. Starting with verse 13. Blessed are those who find wisdom, those who gain understanding, for she is more profitable than silver and yields better returns than gold. She is more precious than rubies. Nothing you desire can compare with her. Long life is in her right hand, in her left hand are riches and honor. Her ways are
pleasant ways, and all her paths are peace. She's a tree of life to those who take hold of her. Those who hold her fast will be blessed. Notice wisdom there is equated to a her. I'm teasing, but that's wisdom. >> Thank you. >> Um, number five, conflict of interest. We've got one here passing around just We'll need a motion to approve. >> I'll make a motion to approve conflict of interest. >> Second. >> A motion and a second. Any discussion? All in favor say I. >> All post same sign. Motion passes to the conflict of interest. Number six, approve agenda. >> Make a motion to approve the agenda. Second >> motion and a second. Any discussion? >> All in favor say I. >> I same sign. Motion passes to approve the agenda. Now on to
number seven. Approve the consent agenda. Make a motion to approve extended. Second. >> Motion a second. Any discussion? All in favor say I. >> I. >> The same sign. Motion passes to the consent agenda. >> Now on number eight, we've got open forum. Do we have anybody that wants to speak today in open forum? Yeah. >> Hi. Um, for those of you that may not know who I am, um, I'm Dr. Rashan Burell and I'm well as economic develop executive director and I just wanted to come and kind of share what things I have in the works going on. Um ask you guys a couple of questions of how you might be able to help us out and um then see if you have any questions for me. Um if you're not aware in May
um we'll be hosting um SDNU's extensions energize conference on May 6th and 7th. Um this brings local um chamber directors, economic directors um and leaders of rural communities to our community and um what's special about this kind of a a conference is that they hold the breakout sessions in businesses around the town. So um this also helps to encourage um the economy and spending. Um so there'll be about 150 people here for that. We're hoping for more, but that's that's about what the um normal is for that. Um I was wanted to ask if um there are two things that we were wondering if you guys might be able to help us out with. I know you can't approve anything right now that I'm just saying it, but we need extra chairs for these breakout
sessions because there'll be 20 to 25 people and most of ours will be set up in the main hall where we have um the main conference and then also um discuss maybe using your buses because we want to take everybody down to the Badlands because the purpose of this conference is to show that there's more to Wall than just wall drug that we have other things to offer and stuff like that. So, um, so I just bring that up. Discuss that amongst yourselves and let me know if that might be a possibility. Um, that would be on the 6th. Um, I looked at your academic calendar or your activities calendar. Doesn't look like you guys have anything that day. I have no idea how many people will be blessing. So, I will have more information
as we go forward, but I'm putting that bug in your ear. Um, also wanted to let you know some of the programs that we are working on um, incorporating and to um, wall. Um, one is an incubator program. So, um, we're looking to build a building in the, uh, IP park, uh, business condominiums so that we can put new businesses in there. We're looking for trades type businesses. So, if you know of anybody that's in trade school right now that would like to come back to Wall and make this their business, let us know. Um that program will help give them business support um lower rents to beginnings so that they can build up to um uh the normal rate that pays so that they can get a fresh start and get um going. So,
um, and that's open to anybody. Um, even if you if you have a home business or you know somebody has a home business or you know somebody that has a trade business and they would like a space and um support to get that built. Um, we would like to uh work with them and do that. I'm hoping to get that building up and running this year. Crossed. Got to find funding. That's always the the hurdle everyone goes over. The other thing is um I've been talking with Megan and um Dr. crowser about a um grow fresh program which is a year-round greenhouse um to sell produce to the community um and I would like to partner with the school on that um so the a students could help um grow those things get that kind
of knowledge um I would like it to eventually become its own um support itself through its uh selling of the produce um include community members that are gardeners um Cedar Creek that has a produce stand down there. Um, so that is a program I would like to get going um this year as well um to get to buy our first um greenhouse and maybe I need to speak with the buildings community about this of putting starting that here on campus and then growing from there. Um also I would like to set up and speak with the um building coordinator uh pro our committee about the powerhouse event center. I know that you guys are at a decision-making progress on that and um I think that if we work together we might be able to help
um you guys as well as the community and get some more activities and maybe some yearround events here in the community to to support um year round uh income. Um what else do I have? I am putting together well I have put together a leadership class um that we will be offering probably again next year in the fall. Um, we're also looking into getting CEUs, um, and getting that up to a level for teachers as well to get some CEUs off of that. So, if you're interested in that or anybody knows about being interested, please come talk to me. I'd like to to get that uh, worth for you. Um, and then on um, I am going to be working with our um, high school board members. We have two of them, um, Satie Davis
and Patrick Tra that are on our board. um their voting members to work on getting um student involvement in the community, in our boards, and in Wall's future because they're the ones that are going to inherit this. And I would like their opinions and their thoughts on what to do, what we need in our community, what services they feel that we need. So, I'm going to enlist those two to help me engage the student body here in your school to do that. So, that will be coming around. And then just to let you know that um our next board meeting will be May 17th which is next Wednesday at 5:30 and everybody is welcome. We encourage student council to come to that and uh give us your opinions and your your voice so we know
what the community wants so that we can all grow together. Um that's all that I have. Um, also, oh, one more thing. If there are any classes that you want, like I've I've heard that um they would some of the employers and that would like soft skills and um um working um working in a business and business starting a business classes. Um so, I'm going to work on those for this next year as well. But if there are any other kind of classes that you or the teachers or students feel that they need, please let me know because I will get those together and uh get those for you guys because I'm here to to help you the community, the school, and uh to grow walls for the next generation. So that's what I have.
Anybody have any questions for me? >> Thank you, Rashan. We cannot actually with open forum respond anything. >> Yep. No, I know. I know. I know. But I I wanted to put the plug in your head. >> Thank you for coming in. Thank you. >> All right. Is that is that all we've got for open form tonight? Okay. With that, we're going to move on to number nine, student presentation, recognition, student of the month. >> Um, I have two of them. and our our November students of the month don't know who they are yet, so I'm going to hold off on that one. But we have Adah Dennis who wants to present um on her trip to Washington DC. We also have the FFA team who attended national conference convention. They'd like to share a
little bit. So why don't we go ADA with you first? And um a part of what the students have to do is when they take a trip um an educational trip, I do count some of the absences at the days gone as learning experience if they present to you guys on their learning. And so that is what ADA has chosen to do. We have good tech coordinators. Now, I usually put my cords inside, don't I? To the front. Maybe right. See if there's HDMI on the side. Yeah, I have a point right there. >> Okay, >> I know. I didn't want to type chat yours for nothing. Okay. So, I went to DC for the Impact Aid meeting with Dr. Sally and my mom. So, on Monday the 15th, we went to our first meeting.
And Impact aid has been going since 1950, so that's 75 years. They celebrated their 75th anniversary this year. And WAL is a FISA school. So, FISA is Federal Lands Impacted Schools Association. So, we have the Badlands or the Buffalo Grasslands as well. And the budget for impact aid was up to $5 million. So, this means that there's $3 million for section one and three $2 million for section two. So, I found when I was writing notes that this guy said this quote and I thought it was really good. So I added it to my slideship and it's if we have nothing we need to keep our unity and that's why CR touches it and I found this important because we can use that in today's society and in our schools. So some important details that
I would like to note is that the Democrats said no to the CR which is help and Medicare substitutes. This had to be decided before September 30th. So this is after we were there and they talked about it while we were there. Um along with messaging bills which are so that Congress actually gives the money that they need to give us and we received 702 funding because of our federal lands. We also received 703 funding for our military families and our reservation students and students on national park lands. So this is a diagram that um it's it's a problem solving diagram from Tom Madden and there's four different steps. So you have to have a vision. You have to have the power, the structure and the resources to make it happen. And a fun fact
about Tom Madden is that he helped start in 1988. Another fun fact is that Wall has been a paid member of Nath since at least 2004. So then on meeting day number two, we talked about empowering our communities. So we talked a lot about like what impact a does. So it helps fund our sports and along with our other after school activities. This helps keep students active and and involved in our schools and impact aid has actually helped keep struggling schools open and it helps students get out of their comfort zones. And for this to work, we have to talk to our communities and get them involved. We continue to talk about it more and we have to keep our community informed about what's going on within the schools. We need to use the school
websites which we do a pretty good job of and we have to keep them updated because things can change dramatically within minutes, hours, days, weeks, and years. So I thought to myself, what if we lost impact data? How would that affect our schools? And it would be a huge loss because we would have to get rid of some admin because we don't have enough money to fund them and a loss of our smaller schools and smaller activities within our schools. So like our drama department. Um and then we need to start engaging staff, teachers, and students which we've been getting better about. And we talked about while we were in our meeting about what if we created a simulation if impact aid got cut. And that would be huge because we wouldn't have practices. Some
of our practices would stop because we wouldn't have enough money. Our school lunches would get worse and all of that. So us students, we need to know the why. We need to inform ourselves and everybody else about what Naf does for our school and keep our community informed about NAS and what's going on within it. Kids are powerful. Use that. We have to know the why. That was another big thing that one of those guys said. So why do we need to go to these meetings? I wanted to know because my mom's been doing so I think three three. This was her third year. um if we don't go to these meetings in DC and say what we think and what we're experiencing and our ideas will go away at least for us and so
will impacting and that's a huge cut of money that we receive. So I talked a lot about the meetings but we also did a lot of other stuff. There was a lot of meetings and they were very long but they were pretty good. We also did go touristing. So, mom and I, we went on the night tour, so we saw all the different monuments and got lots of pictures. We also went to the Holocaust Museum, which if you've never been and you're in DC, 100% recommend. It was chilling to the bone. Like, it was crazy. Um, we also, Dr. Sally, mom and I, we went to the Museum of the Bible, which in 2 hours we only made through two and a half floors and there is six. It was really cool and we spent
a lot of time there. We also went to the capital and we got a last minute tour which we're very thankful for. And then my uncle Tyler and I, we went to the Catholic Basilica. That was cool. And mom and I also went to the National Archives, which they let us take pictures in, and that's never been a thing. So, and then I just have some pictures. So, this is I got a bunch of sunset pictures. Okay, I'm sorry. I really thought it was cool. Um, we got some information about the Bible in America. Now, that's one of the pictures I took at the Basilica. That's our Lady of Gualupe. I love I love that picture. There's mom and I at one of the monuments. This was crazy. This was in the shoe room. There's
a specific room for shoes at the Holocaust Museum. And I cried and so did Bob at this because it was just insane. It It was crazy. So it says, "We are the shoes. We are the last witnesses. We are the shoes for grandchildren and grandfathers from Prague, Paris, and Amsterdam. And because we are only made of fabric and leather and not of blood and flesh, each one of us avoided the hellfire. It was crazy. And I bald. And then this is we got to light candles at the Holocaust Museum and then more monuments. And yeah, that's it. All right. So, it was good to find out what we learned, I guess. I'm Bridget Sheney. I'm the Wall FFA chapter president. >> I'm Blazer Nelson and I'm the secretary. I'm Tyler Hines. I'm the reporter. >>
And I'm James Butler. I'm the treasure for the chapter. We have two other officers missing or two other trip attendees missing because they had meetings to attend in Rapid and they had basketball practice as well. But this is our 2025 National FFA Convention trip. We left October 28th. We left 6:30 a.m. somewhere around there. I wasn't quite on time because I was running a little late completely off. We made it to the hotel at the edge of Chicago at around 10:30 p.m. and we drove 12 of the 16 hour drive and stopped at a hotel. Is there some pictures along the way? This is at Mrs. Eber's. >> Yeah, that was summer lunch. >> We left the hotel around 5:30 a.m. and we made a stop in the mixer state fish hatchery for one of
our stops. swimming. >> This is when we got there. And yeah, we this lady here, she like was ahead of all of it. She taught us about the fish that they handle and they deal with like whole water fish. >> Yeah, it was just a great learning opportunity and lots of fish. So, they bring their fish to like all the creeks and that's how like they restock the dams in that area and they said that it keeps the populations right. because there was a problem a year ago or like some of the populations were too small and the others were too great. So this is how they keep it regulated in their area. I think they were like one of the first fish hatcheries or whatever to do that too. >> Yeah. >> She just
kind of gave us more details about the history and how it all got started in the process they go to grow and hatch the fish and treat them for diseases that those come up and >> Yeah. And we got to see like the eggs and the yeah like the process of the fish growing too. >> Inside the sheds here there's like that's where the minnows and the eggs did because it's like but they didn't have any m they just had the eggs and then they had those small and like the water in these they keep it at the same temperature the entire year. So it doesn't matter if it's winter or summer. It will stay the same temperature for the fishing. >> Okay. And then we went to farm next. We got to watch some
of the dairy cows giving birth and how they had fallen off that get those ready. They also had the pigs and poultry there as well. >> So the dairy barns and we went on a bus ride which is this first picture. were in the bus and uh they took us on a tour of like all their dairy cattle and uh then they took us to the pigs next and uh yeah they had like speakers on the bus that like gave us a guided tour and uh stepped us through what was going on around us and they had a different specialized tour guide for each different part. We got to see like the mocking carousel that the cows are on and what kind of routine they have. >> So there was no cows. We were cleaning
it when we came, but they had they had about six other farms, but this is like the one they've designated for like tourism and actually looking at the process. >> And it's an active farm, so everything's sealed off. You can't go in. You have to stay on the bus and then so they don't get >> this is in the right. >> Yeah, you can see the whole thing. And then like in the there's like a part in the middle that you could see down into these like little milking stations or something. >> Yeah. Yeah. They were auto milkers if they were told and some more pictures at the there's like a play plate. It was for kids, but we went and looked around. >> That's where you went. >> They had a bunch of like
games. That was kind of their mascot. She was kind of fancy. >> Yeah. >> And then we went to the Airbnb in Indianapolis. Uh and then stayed the night there. And then the next morning we went to the national anthem convention and uh we attended the first general session. Um that was what they looked like. They were they were huge. >> Yeah. We were just outside the Lucas Oil Stadium and some of the seats even have the Indianapolis Colts logo on each side of the seats which was kind of neat. >> Yeah. We got to see um the FA choir and a band national choir and band. They were performing there and they were amazing. The choir was so good, I thought. And um the speakers were really good, too. The music is way too
loud in the beginning. >> Yeah, they had like a a DJ come in in the beginning and they were >> Your ears were bleeding back. >> Yeah. All those kids in front were in like the corner like dancing. It was huge. It was huge. >> And this was the first day. We ended up getting closer seats throughout the >> But they said that this was the the second biggest convention that they've ever held. and it had over 72,000 over 74,000 more deaths. Yeah, there's us at one of the general sessions. Um and then next we went to we we went to the first general session and then we went down to the convention expo marketplace which was just a little walk down at a different center. Um and here's some pictures of few of things
>> all the different companies air force and military welding companies. John Deere had equipment stored in there for people to see. >> Yeah, there was a lot of stuff there. >> And you have the opportunity. I got to talk to a bunch of colleges I was interested in and like out of state like I got to talk to Texas A&M, Kansas State and Colorado State. It was really nice to hear like what you can do in college or like what the requirements are to see what you have to do in high school to get better prepared for college. And I know personally I'm interested in like my future in something agriculture related and that's what they had most of speakers for standing at the booth which is nice because usually they're more med like medical
related instead of just egg based which is different than usual and that was nice. >> Yeah. And then Bryce he talked to um army people for quite a bit there and that seemed to interest him a lot. So, we all got something out of it. And then there was also the marketplace which just a bunch of sellers at hats and stuff. And we also got to meet some of us got to meet Yel Brisby. So, that we include that. >> And you want to talk about a lot of people. Most of us didn't even shop in here because the lines would probably take an hour and a half. >> Just so many people >> because we wanted to say the PRC kind of but the line was out the door. >> It was from >>
the whole convention >> like from that side or that side. That was terrible. Okay. And then here's some more pictures of us. Yeah, that's how big it was. Um, and then there's some other fun activities. That was that was our educational stuff. But we did we went to a haunted acres because we were there Halloween night and so that was it was so fun. It was such an experience. Um, >> I've never been to a haunted house personally. It was very good. It was >> Yeah. I never read either. Riggins was scarred for like a huge part. >> She loves clowns. >> It was so good that I had to make it my personal narrative break. >> And then we on our way back, we went to 80, which is the largest truck stop in
the world. >> Yeah. Everything you can think of pretty much in there. There's chiropractor offices, dentist office, and >> Yeah. It was there was a guy getting his haircut as we walked in. >> Yeah. Uhhuh. And then um Yeah. on the way there and on the way back, we went to Mrs. Zuckerberg's um family's house where she grew up. And um we also got to meet some of her family and especially her niece, which was kind of old baby and so cute. Um and then her dad does like aquarium stuff and that I don't know. It was really cool. It was really fun. >> He went downstairs and it was like a botanical garden. >> It was awesome. It was awesome. >> He has I think was there five or six? I think there's massive
fish tank like four in the basement stock tank that he raises um sunfish in the backyard and whatnot. So >> um and yeah, but uh the the road trip it was 16 hours one way there, but it was so much fun. We all got to know each other much better and we had a good time. lots of inside jokes and fun stuff, but uh yeah, nobody got sick of each other or >> no. Uh but yeah, thank you for the opportunity to go to this and we definitely recommend to get other students to go if possible in the future. >> Yes. >> Thank you. Okay. All right. With that, we're gonna um move on now to number 11. Approve surplus items for disposal. >> 10. >> I think you missed one. >> Oh my gosh.
I'm sorry. >> This This place isn't about students at all, is it? >> I don't I was on surplus items. I apologize. Number 10, student council report. Um, okay. So, I'll start. We had the fall play. We did Annie Jr. We had pretty big cast for that and we had about 500 people attend at both plays together and it was I was in it. It was so fun. It was fun to do and uh yeah, we had a great turnout for it. Um, and then yesterday I attended the state LD's FFA. I didn't place but it was fun. It was great. a good opportunity. Um, and then for student council, uh, we have been discussing the Christmas party on December 19th and, uh, we've just been discussing decorating for that. We plan to decorate more
inside than we have in the past. Um, and then we've been discussing prizes and budgeting. We're going to do less big prizes this year, it sounds like, and more uh, just because a lot of people are going to be gone. Um, and it seems like bingo wasn't the fan favorite last year, so we're trying to do more games, too. Um, a lot of ideas for that. Um, and then Christmas party be at 2 a.m. December 19th. >> Oh, 2 p.m. Sorry. >> I'm not coming at 2 a.m. >> nearly right there. >> Um, we are having a full day of school. I will not have a Christmas party until 200 p.m. >> Uh, okay. And then we have um the Christmas concert is on the 15th, Monday. Um, I think it's going to be a
good one. And then we're also doing Christmas at the Capitol the Saturday before that, the 13th. And that will be pretty early in the morning, but it's fun and it's good to think that's 9:00. >> Yeah, it's like 9. You said nine and 10 on >> this time. Yes. >> But we're doing pretty much the same songs for the Christmas concert. So can't make good capital. You'll get to see it. And then we're also doing the FFA auction, uh work auction, and baked goods auction like last year. So at the Christmas concert. So that'll be before uh before the um preschool concert. And then after the preschool concert, auction will be back open. and then we'll tally it all up while the concert's going on. >> That's all. >> Thank you. >> Okay. Go ahead.
>> That we move on to number uh number 11. Approve surplus items for disposal. >> Receive that um list in your board packet. It was just two treadmills as a powerhouse. Um they're no longer able to be um they stopped working and that last time was here to fix them. They are still old and manufacturer doesn't have to. >> I'd make a motion to second motion and a second. Do we have any other discussion? All in favor say I. All those same. Motion passes to approve plus items for disposal. >> All right. Number 12, approve official newspaper. >> Okay. So, um count or the current is going to be um stopping production. So, we do have to um decide on a new official newspaper. Um so, I did get some quotes. Um the two options
that we have are the Hill City um oh shoot what's it called >> and um the Rapid City Journal. The Rapid City Journal is about I sent him sent them our October minutes and everything that we would have published like in the current and it is about $100 more for the journal to have them do it. Um, but by law we do have to have an official newspaper chosen so we can publish our minutes and like our school board elections and all that kind of stuff. So, um, it's up to you guys who you would want to choose. >> Does it have to be in Pennington County? >> How does Koka do it? Don't they list it in the Pioneer? I believe it if they don't because they don't have a county paper. >> Oh,
I feel like we don't either. All of a sudden, but we do. They miss. >> But let me That's what I >> So, I do know when New Underwood closed when New Underwood shut theirs down, which is owned by the same place of Current, we were notified in that area, that the Current was going to be taking over the word the coverage of the New Underwood area. And so like us >> like that is there somebody else? >> So no so the um when the current uh contacted us they came they sent us the law and basically said that with the law the two other options are those two papers. There is a new paper um starting in Rapid. It's the Rapid City Post. I did contact them and they aren't a legal paper yet.
So they can't um do legals anymore. So us, the town of WASA, the city of Warl, and New Wonderwood school district, we all use the current for our legals. So we're all kind of in the same predicament. So we've all been kind of the four of us been working together to kind of to find prices and what everybody else is doing. So we're the first ones to make a decision. >> I I think it should be rapid saving. It's just geographically closer city doesn't make any sense. >> So, um they >> I know it's and I will do my best to try to keep the groups down. Um we do have our recordings on line with the YouTube. So, that helps us out as far as minutes go to be more precise in my minutes.
But there's some things like I have to post budgets and that kind of stuff. Those are expensive. It's an expensive thing to but we have to I think this is an easy way to increase communication. That's one of the things that causes us the most stress. So Amy, I don't think we need to feel that we need to short on words because communication for the public is >> Would you also put that on the Facebook page as well so parents will know that that's the route we're going to go as rapid >> choose. we can do whatever and I can even work with Becca um Myers as far as you know putting a link to the YouTube for the meetings and putting the minutes you know everything is on our website so it's pretty we're
lucky that we have that because I don't think like some of the like I know Cleveland has a website because they're smaller so you know so we have those options but it's really the support. >> I think the hardest part is the subscription has gotten so expensive that a lot of families have completely gone away with it, but we still want this public access. >> Yeah. >> And I try to I mean depending on how crazy things get at the school, I try to put even if I don't get the minutes up right away, I try to get the YouTube video of the meeting up within the week. That's why I wondered if it had to be could it be Philip paper but it can't be sorry. Yeah, the Philip paper. >> I just wonder
if the pioneer will will become >> extinct also. >> No, I I kind of see him maybe covering wall school athletics and wall school student of the month or >> maybe not if they claim us as part of their publishing area. I just wonder in the future but we can always change it then. We're going to lose all that. >> Yeah, I thought that would make more sense, too. >> Right. But >> that's the same order as county current. So, who knows how long that'll be? >> No, we have to have the official. >> Well, I believe Amy, you said that they sent they when they notified you, they gave you those two options, correct? >> Yeah. It's pretty straightforward. They would have offered the third option in Phillip if that was an option. >>
Yeah, because it was the owner of the >> current that I'm trying to find the email box. >> We will continue to be your legal newspaper until the last issue of the year, which will be Thursday, December 25th. The Rapid City Journal and the Hill City Failure are the other two legal newspapers in Pennington County. We have a list of what's the so here's >> we could just approve there I would if you need a motion I just make a motion to make the abs journal our public newspaper and if time comes this isn't part of my motion but if it changes that the pioneer does cover painting county us we would change that >> here's what the law says 17210 publication in enjoining county if no legal newspaper published in county. Whenever publication of
any kind of order or notice is required in a newspaper in a county and there is no legal newspaper published in such county at the time publication begins and there is no specific provision as to how such publication shall in that event be made. It shall be sufficient if the publication is made in a newspaper published in an enjoy county. So sounds like we have to go in the county. >> Okay. So we we have a motion. All right, we got a second. >> Second. >> Okay, any other discussion? All in favor of making the Rapid City Journal our official school newspaper for legal notices, say I. I. >> I. Oppose. Same sign. >> Motion passes to approve the Rapid City Journal as our official newspaper. >> Okay. Number 13, volunteer coach with vehicle driving
pay discussion. Um, one, we do have some um, a coach that has come and asked and we've kind of had this discussion for quite some time. If we have a volunteer coach that is driving a vehicle that's not a CVL bus driver, what are your guys' and we don't have to make a decision tonight, but we we can um, about paying them like the bus driver wage. um to drive one of our other vehicles. So like our 14 passenger bus and our like suburbs and our expedition. So like if they're a CDL bus driver and they're a volunteer coach, they all they get paid because they're a CDL bus driver, but not if they're a just a volunteer coach driving. >> I don't see any issue with paying them if they're we don't we don't
have to pay somebody else to drive the vehicle. might as well use somebody that's going anyways. >> So, would you like just for the driving time or for the entire time they're at the event? >> Whatever. >> Yeah. If I if I volunteered to drive a school vehicle to an event, I'm paid the entire time, right? So, they should get the same because essentially they're behind. >> Do we do that with all events? like if people help with the FFA group or the band group and >> it would just have to be someone that I'm just proposing and asking this as someone who is a volunteer coach. So like um >> not a paid >> we don't have very many but like for wrestling right now we have someone that is volunteering um and for
middle school and they're driving a lot and but they're not being paid as a coach obviously. So, that would be something to compensate. Now, coaches, now pay coaches, they're obviously getting paid for their time, and that's something that we could maybe potentially think about in the future, too, is if a coach, you know, is driving one of our other vehicles, but I'm proposing or asking just right now about the volunteer coaches. >> Amy, have we pied a parent when we've needed a a driver? >> Yes, that's what he was kind of asking. >> Yeah. paying someone to drive to bus and be someone. >> Yeah, we've been at pickles before where we've had we couldn't find a CDL bus driver, so we had like little like vehicles out. So, we have paid. >> I'm a
volunteer coach and I drive CDL bus for football games and I get paid the whole time because I'm volunteer. If I was like the head coach of the football team, I would get paid drive time and I wouldn't get paid for the time of sitting. >> Okay. Right. But where I'm a volunteer, I get paid for the whole trip just like a bus ride. >> Right. This the only difference between this and that is that she's talking about a non CDL. >> Right. >> Yeah, that's exactly. It's so like this person doesn't have a CDL. But >> that would be like me driving through driving a school vehicle to a volleyball game with >> Right. Yeah. >> Right. But you're just not a >> Yeah, I don't see any. >> Yeah, that makes sense. Anybody
have any issues with that? I bring a motion for a volunteer driver to get paid the duration of the trip. I have a motion. I'll second it and a second. >> Any other discussion? All in favor say I. >> I. >> Post same sign. Motion passes to pay volunteer coaches for the duration of their um drive >> just as every other driver. Right. >> Yeah. as every other driver on the >> ty. See, I just called you. >> Yeah, now you're learning from me. >> Okay, >> number 14 quarantine. With that, we can go on to committee reports. Um, budget, negotiations, and insurance. Uh, there we did have a uh insurance. So, we're part of an insurance co-op. Um, and I was going to present on that during my report. So that's it, I think,
for budget. >> Well, you um mentioned that we got our impact aid money. Yes. >> In due time timing. >> I was going to put that in my Okay. Well, >> but um this would be a perfect time too for that. So, um, we've been usually last year we didn't get our impact a day payment until like February and March, I think, and this year we got it right after, um, they opened up the federal government, we got it right away. So, we have we got our, um, big 702 um, land money in November and our, um, smaller 703, which is the school one here in November as well. >> Your impact office is one is one of your most efficient offices, I believe. And even though you hear about the the ending of the
Department of Education, I don't believe we have to worry at all about it. I think impact aid office will just continue in another department. They're still deciding where that department will be. Um but as far as losing that, I don't perceive that at all. They're very efficient. Yeah. And I'm working on getting um that gentleman to that I mentioned last meeting to come speak about different options as far as if we were to do a large building project and how what kind of loans and different things that we can have and how much we can get a loan for and those type of options we have. So, he's getting back to me on dates and he'll probably meet with the budget committee first and then you guys can talk to him about how what you
want him to present about and then he'll come and present to the full board. >> Would insurance be a place where you'd want to touch on the the um response we got from our insurance company or that be under a different committee? >> On ours. Sounds good. They're just listed a couple different times now where >> since it's just as to our >> for sure. >> Yeah. Okay. Well, else there we want to touch on I guess um I think we'll go into buildings, grounds and transportation. We did meet tonight right before this meeting. We had some discussion about membrane roofs and goals for membrane roofs and lifespans and options. You know, the big reason we touched on the membrane roof is because um we had a I'm guessing they looked at it when they
were doing the new roof and had a um a quote given to us. I think we've said this before. It's it would be about about a $500,000 fix to do a minimum membrane roof and the life expectancy of them is 20 to 30 years and we are at about 20 some years maybe right at 20 years and within the next near-term future we'll be looking at doing a fix or a replacement. It's about a half million dollar project as of now circumstantially of course >> this >> yes this building not the old school the this building without having to do the CT complex was brand new this portion >> some other options too though um as opposed to just brand new up you know there's there's seam lines there's things you can do and we're
not sure if that would I guess work in our case but we're going to look into a few things yeah >> that's something that's on like a maintenance schedule or >> do they maint check it once a year once a year I believe or whenever we have leaks and they come patch it and stuff but that's the people who are giving us the information that it needs to be addressed sooner than later and like um Rich was saying we're having them look into other options whether it's membrane or stealing the membrane we have or >> you can you can invite Chris to talk if you want but Amy you can maybe help us. Didn't we put this on a plan to check our roof? I'm trying to think of what we did. Was that last
year or two years ago? We have no preventative maintenance agreement. I believe >> that's going to come out and patch it for the set price. They'll come out and check and do a few minor patches that Yeah, we got on that last year, I believe. Actually, now I say that >> when you ask about that. >> Yeah, actually. Yeah. >> Yes. >> And then piece that together. >> Then also that bringing up the old school like you were saying about that roof. It is we we did get some patch jobs done on that when we when Grab City Construction was out here. RCIS or whatever. RCS was out here. They did patch job really good job. There's a few leaks left. We're also addressing other concern. There's not a lot of leaks. There's like two
or three which is a lot better than it was. It's it's way better. This school has a lot of more leaks than that one does. We're also addressing a few more concerns with gym space and addressing the gymnastics, taking up space, full gym, half gym. And we are evaluating that and looking at the um the um feasibility of gymnastics in the future. It's under discussion. And that's that's about all I have for that. >> Yeah. Um we would like to I guess the next the next meeting we do have, we'd sure like to have it there. We mentioned >> we did mention a couple things because she's here. I'm gonna say Rashan when you met with me. I did not know this meeting was going to take place tonight. So I had told her perhaps
a January meeting and I don't know if you guys want to set it or we work with Amy to set something for her to come share some of her ideas that she mentioned earlier. Um >> yeah, we really would. Yes. With good information. So we can move forward with a decision on that. So >> yeah, just thousand feet above type stuff overview like to discuss. So >> the grant ideas that you brought to my desk >> can't think of anything that would be real pertinent to report. You know, I guess we you mentioned the gymnastics and that's something where, you know, we're looking at the numbers that we have. We're looking at the number of kids that need to have space for other things and it's it's becoming becoming a little bit of a difficult
thing to arrange in a way that best fits the needs of most of our students. So no no decisions have been made but um it was discussed it will be discussed again in the near future. I don't think I have anything else. So, with that, we're going to go on to curriculum, instruction, and technology. >> I think we got that. What's the last meeting? >> There is going to be several things as we move into the new year though as we prepare for next year with curricular um decisions and different things. So we'll start meeting here probably a few months after the year. Um, okay. The next one we'll go to is legislative policy and strategic planning. >> I think most what we have to talk about is actually on the agenda later, but I
do want to take a minute to address something that's like as a committee and as board members that we've been going through kind of with this policy. um we went through a major major policy audit. We all know that here on the board, but I think a lot of the community members don't know that. Um because recently there's been a lot of efforts that have framed discussion that we have been denying students a chance to improve. And in this policy audit, we have readopted policy that was already in place that wasn't perfect. Still not perfect. And that's what we're trying to do. But I feel that it's important that the community knows and that we're all sharing that it is not ever our intention to deny students access, but we have a our job here
is to do the best we can to um make sure it's fair and equal and correct and safe and follows policy for all students. And I just want to make that point before we go into the discussion for the next things because I think it's something that needs to be communicated a little bit better. So yeah, >> and I'm going to bring up the legislative side. So Sia, I don't know if everybody follows legislative updates or not with our state government, but the proposed as a board member right now we're looking at a proposed state budget of a 0% increase for statewide public schools. That's not set in stone, of course. That's just the governor's proposed budget, which could change if the House and Senate or the Congressman decide to change it. So, or whatever
they approve, but that's his proposed budget right now. So, just keep that in back of your mind. Be watching that. >> Yeah, it's important. Really important. >> All right. Thank you guys. Final committee report we got here. Career development, scholarship, and marketing. I'm guessing I'm there. formal meeting yet. Okay. >> All right. Now, we're right into number 15. Discussion and approval of the following policies and revisions. >> We've been working a lot on policies 1415 and 15. >> You just want to go in order to put them >> Yeah. That way everybody is going to start at 34. >> Yeah. >> All right. wanted something >> I think maybe just the um >> the changes there's not so in 14 so what brought about 14 was kind of the open June policy that we had
written in the uh 15.1 and okay our lawyers or our attorney had brought up that a lot of that open gym stuff is actually addressed um in the building use policy. So, we went back in two, three, four. And really the only edits we had to this one was we were going to add it should be history, >> right? And it's not. >> So, first we're going to add the word gymnasium in the opening paragraph, the school gym. So we have the weight room, the track, the school gym, and the powerhouse. So we're just adding this the school gym in there as a specific facility. And then as Amy bringing those up, we have talked to the committee about if you go down, let's see, there's some bullet points. point there where it talked about
any person or group using the school of facilities for any purpose must comply with all of this the district's policies rules and regulations. Um there were two options added there as the committee we kind of talked about. I don't know you guys can jump in here too. It's it's really hard to kind of limit or or set this in policy with words. Our recommendation as a policy committee is to not have either of those options in there to just leave it as any group or person within school facilities for any purpose must comply with all the district's policy >> which in my view of it in return is not handcuffing our administration. This is a guideline. We're not here as a policy committee to tell like to strongarm you guys. It's up to you. This
is a like a guide for you guys to use and at the end of the day you follow it as close as you can and at the end of the day it's up to you to follow it how you read it and the decision made and if we have an issue with it community has issue with it with it then we bring it up to you and not have to just have you handcuffed all day and I feel those two options handcuffed. >> Option one is handcuffing that. Option two is is kind of deprecating everything that you just went through to write the policy. So that's kind of our recommendation is to adopt the policy with the added gymnasium in the first paragraph and then without just leave it as the >> there was did
you see did I don't know the weight rooms were taken out. Oh yeah, then puts above that. We did get rid of the weight room out of that just because we've had >> our weight room. It's a at the powerhouse and it's a zone. You have >> not at the >> It's not at the stool. The shop. >> You understand administration what that means by that? The shop is a totally different beast than that than that other. It's a you have to go through all the safety rules and all of those things. That's another piece. Yes. I don't want those two to be so this there's been a lot of discussion with this one because of the open gym stuff and the and the wanting to students to have access to the gym um on
their own and that uh there was something with the insurance companies and that that has to be a no. You can't allow students unsupervised in school facilities. it's an insurance risk and that was it was just shut down that way. So, we are not denying kids a chance to be better. We have other facilities available. We have options available. Um we're trying with this open gym policy stuff to make more days available. We want to see all our kids succeed. At at the end of the day, there's no student in our school district that's allowed to be in any school facility without supervision, any school building without supervision by an adult. It's a liability issue. Like our insurance company gave us the story or I read a little clip from them on it that if
said student was to walk in and a bad predator came in and followed them in, there was no supervision in that school and they weren't able to arm themselves, protect themselves, who is liable? The school district, us who allowed them in that school? So, and when it's so from an insurance standpoint, it's a no. It's a no-brainer. They say no because of that. And it's on all school facilities, even including the one across the town because that's under our service policy under our umbrella. But that's just what the insurance reads and that's how it is. There's no other way of changing it. But that doesn't include the open gyms or having supervision by an adult. That does not include that. So So I don't know if we need a motion to move on from this
one. >> That one. So that that >> do all together. or do you want to just do them all at once individually? >> Yeah, as long as we know what the revisions are going to be. So on this one, we're we're adding Okay, so just so you guys all know, we're adding gymnasium at the front. We're moving weight room and option one and option two and my other sensitive And with that there is the building use. >> So that goes kind of with this um it came from KSB law. So it follows fits in with our other policies and forms also that's in that stack of stuff too. So we could start using this as the powerhouse application and agreement and then we had a part about we just took out the part has under
>> yeah where it says if parents or guardian is or if it's they're under 18 they still fill that out because >> so yeah so if kids could start using rather than what we have right now we could start using this if we >> yeah it might not might give us. That's the two. Do you guys have any questions down? >> Can I Yeah. Can I just clarify? This is what we would also use for groups wanting to use our school facilities. >> No, this is just for the color. just house up here. So, >> it says school gymnasium. >> Oh, you're talking about talking about >> Oh, never mind. I'm sorry you guys. Sorry. >> This is for the gym though, too, right? >> Or this is >> This is just for the powerhouse.
>> Oh. Oh, just so that's >> We could come up with something else. I mean, we took those off on >> because this one was just made for the powerhouse in the weight room. >> I could we could make one for >> Right. So, this one would be like if someone were to come in and want a membership to the powerhouse and pay for it. This is what they fill out >> right now. Mr. Sakura, do you have Okay. Sorry. Make them fill out something when you give them a key. >> Yeah, that would be this room. >> We have a different facility use form for >> Yep. That's a whole separate form. Yeah, different like this where we got rid of the under 18 part. We had to get rid of that in this
application because the student won't be coming in to get their own card. It'll be there. It'd be a dollar. Yeah. So, that was 14 >> and then 305. There wasn't a lot of changes, >> but we just kind of read the open policy. Yep. Heard that. This is the Wednesday, Sunday night activities. like pretty much right this whole new one. Yeah, we changed this function pretty much. I think we had all these changes at the last >> we did. Yep. And the one one thing we want to I would like to touch on this for the community who's watching is that when it comes to club sports, our school district is not going to try and rule over them or our board isn't. We really don't care to supervise. We supervision within reason. So we
are going to allow practices if all the parents in the club sport agree they're going to practice at Wednesday night at 9:00. That's when the kids are going to practice Wednesday night at 9:00. We're not going to tie the hands of that because there's no reason for us to control that. >> We're going to allow parents to be parents. >> Yes. Exactly. >> It's just it's just this is school sponsored. >> Yep. Activities, right? Yeah. >> One thing I do know that we did make the change postseason play versus if there was a game on Monday. So that gives the administration more leeway in having that discussion with activities that are imposed play if it happens for even if it is not just on a Monday football team went into play in the playoffs you
know games aren't going to be on one day >> because their game was on a Thursday and they have a routine so many days of padded non-paddented film time to keep their schedule straight. This gives you guidance that they can practice that Sunday night if they have a game on Thursday. It doesn't it doesn't tell you that, but it gives the guidance for you to make that decision. >> But Sunday practices don't >> and this is varsity sport. >> And I want them all notice because this is another change. There is to be no sports for middle school, no practices on Sundays. That was not in the last >> also sport would be different. >> Club sport would be different include traveler club. >> Yeah, >> that's also high school sports on Sundays unless it's
>> glitching. You're on the power board. >> You're a chair. >> Chair. >> Yeah. And then the addition 2015.1 for the old gym we did change we took out um.15.1. So originally when we wrote this one we had times in there for middle school and high school open gyms. It was just our first draft. Again not everything is perfect. Our thought behind that was we'd had some feedback from um a lot of people who travel a long ways coming to school and they just they thought it would be easier if they just knew every week what time it would be. Um but it just tied things a little too hard or tied everybody's hands a little too much to having to have those listed out in policy. So we got rid of the times u
kind of rerooted that >> one of the most important things though has to be scheduled with the well by the Wednesday before that Sunday or like what's three days prior by Wednesday I think it >> no we took that >> or three days three days I think three days >> if it's going to be on a Sunday would have to be on Thursday um >> Saturday >> yep and it has to be it's going to be listed um posted on the school calendar >> and according to South Dakota's activities association. It cannot be uh like it says in here um sports specific open gyms. >> Yeah. The only thing you can u set open gyms for is age groups. So you can have high school or middle school but you can't have sports specific open
gyms and that's listed out. We listed the handbook stuff in here too. So >> that way we're in line with the state. >> We do have the opportunity to pull a curtain or to split a gym. Yep. A question I have for you guys on this because I know it will come up and I just kind of noticed it. Open gym sessions are supervised by a wall school district staff member. Yes. And we did that. We accept that it has it has to be a district staff. >> Yes. I thought consider district staff but a parent is not >> because you're looking at access and keys and it's a whole massive mission gossip getting people access. So there's how many district employees do we have? I mean you got all of them. So that was
kind of the best route to go. We're posting on the gym calendar. >> Yes. >> Do we need to do a Facebook post with that so they know or they just go to the gym schedule? >> It says here in the gym calendar. I thought that all those things. So when we talked about >> technology stuff, I thought that all those things talked to each other. Is that not how >> what we don't want have to put it in the app and then on the front page of the gym and then on the >> calendar there's different what I what I was saying is when we talked about all this technology stuff one of the big perks about it was you kept something into one thing and it talks to all those systems. >> Yeah.
We not we don't have that. >> The gym app like the gym schedule will show up as long as people have it selected in their app, >> but not to Facebook. That would have to be >> Yeah, it would not go to Facebook. >> Well, they can go to the app if they want to look >> app or website. It'll be on both >> in the scanning. >> We just want The point in it being posted three days in advance is making sure people know about it >> and we can put them in the announcements too if they're, you know, that three days will let us get it in the announcements and we read the announcements. Sally reads the announcements every morning. Students should know >> and I know you guys were questioning the um
these I thought about it a lot too over the week. um the staff only open gyms. If you weren't to have staff only do it and because they're the only ones with keys, how else would you >> you end up handing keys out to non-staff members? >> It would be similar to what we do or when somebody comes in and needs a key for an activity for an event. Um, what we do is I approve it and then Chuck gives them a key for whatever time period they want. Just how we do it like when a club wants in or craft fair wants in or something like that or the bicycling group wants in. Uh I just feel like when you are supervising students I'm to on that one I guess >> I feel like
you need to get vetted to be the >> for our students correct gym is for the wall students. >> You know that's probably the best way to go for now. I think if it becomes an issue or somebody's got a better way of doing it, let us know. >> Yep. >> I don't see a better way forward today. >> Happy with that the way it is. I know there's been a lot of talk about exclusive access to the gym. I don't know that. I mean, we know that it's a no now because of insurance stuff, but if bettering our students and giving them access to facilities is truly what the motive is here, I don't see how this open gym policy doesn't solve that. Yeah, >> I'd agree. It's a no-brainer. It's just a no-go
with the insurance and it's just done. >> They all these three They're all pieces of the same kind of moving piece, but they all go together. This is our guess we're going to vote on it as a board as a whole and whichever way it goes we'll stand with but this is >> 5003. Yeah. >> Oh and 50003 that's all together in case there's a problem with one versus anotherly different topic. >> Well we could just do one at a time. I think we should probably get back. >> Yeah, we'll move the other >> 5,000. >> You want a motion for each individual policy or do you want the first three and then >> Well, we want to talk about 5,0003 first, right? >> Yeah. And then we'll need a motion for each one and
>> this one actually started out curriculum and then kicked over to Paul. if kicked over and just adopt it into policy for the park. Thank you students. Um, you know, the reason for this, you guys, I'm going to talk about it in my report, but it's the way we're moving. More and more kids are wanting to be more part-time students, some homeschool and coming to class. And so, I just Kelly and I, Mrs. Sundal and I decided we really wanted a little more guidance. Um, and I felt with the way we had it, we added this last blue part. To receive a high school diploma, a student must be at least a part-time student. So, that is up here. You have to be taking at least four classes at Wall School. Now, that means that
can be home but a part of our programming or here um during the junior and senior year or if they have been homeschooled all their school or through high school and they come just their senior year, then you have to be a full-time student to get a wall diploma. That is the part we added. Otherwise, it is as approved in July. Just a little clarification on that. I did the the reasoning for this if you remember is I did not the way we had it written. I did not want a student who had been homeschooling come as a senior and not be able to have a a diploma if they attended your their senior year and we approve their homeschooling. We have to approve their homeschooling program and credits. This starts this starts with this
year's freshman class >> class 2029 in there. So this teach like the other three are kind of grandfather games the way they are but this respect that looks pretty fair. Doesn't say they can't come here. They're just not going to get diploma if they decide to wait till their senior year and still be parttime. That's fair enough. Yeah. Um, anything else on this one? >> As is that just a little clarificating here, um, we're going to vote on these as is. Uh, the first one we talked about with gym use, we were taking option one and option two and just taking that out of there. Um, >> and allowing the administration to make the decisions. >> Yeah. You know, I mean, if we've got good admin, I think we do, we got to let them
make some calls and we don't want to our ad too much. That's all part of going through this stuff. So, >> we also don't write policy for people. We write policy for positions. So, it's I mean, the policies should stand alone and support whichever city, >> right? Yeah. Okay. Um, so let's let's make our way through them here. I'm going to start with uh start with uh use of school property. We have a motion. >> Make a motion to approve it as written. >> Second. >> We have a motion and a second. Do we have any more discussion? All in favor say I. >> I. All post same sign. Motion passes to approve the policy 314 use of SC school property as written. Okay, next one up is 3015 time away from school or Sunday
and Wednesday night activities. >> Motion to approve 3015. >> Second. >> Okay, have a motion and a second. Any discussion? All in favor say I. >> I post same sign. Motion passes to approve 3015 Sunday and Wednesday night activities. >> Motion was good. The motion was for so whoever did the motion said 0.1 but it's all right. But >> oh >> I thought I heard 330 but as I just wrote down right in the minutes I'll just be so ignore me for now. >> 30 315.1 is the next one that move from Jim. So got a motion here. >> I'll bring a motion. >> Second >> motion in a second. Any discussion? All in favor say I. >> I same sign. >> I get clarification on seconding. >> Motion passes to approve 315.1 Jim and
final one is 5003 admission of part-time students. >> Make a motion for part-time student. Motion a second. Discussion. All in favor say I. >> I. Same sign. Motion passes. >> 5003. Admission of part-time students. >> All right. >> Do we need to make a motion for the handbook provisions? They're the same as the policy or do those just go kind of hand in hand them for the policy. They will be revised in the handbook. Correct. >> Yeah. So I put their handbook revisions same as policy revisions. So do we need to approve them or >> Yeah, that's all I'm asking is if we need a motion to approve like >> you approve the revisions because your handbooks, you guys approve handbooks. So handbooks are policy. If the school board approves handbooks, they are considered policy.
So I guess you maybe want to I don't know if you need to or not, but at least cover yourselves. >> Well, yeah. I'll make a motion then to approve the handle provisions from the previous policy revisions made. >> Second. >> Okay, we have a motion and a second. Any discussion? All in favor say I. >> I post same sign. Motion passes through the handbook provisions as the policy revisions. Yeah, >> better safe than sorry. I suppose. >> Yeah. >> Fancy clips from >> We have to >> Sarah's supposed to. I swear that was part of this agreement. So, I definitely question the lawyer that we already paid for. That's my opinion. So, please move. >> Okay. It's a frustrating deal when it doesn't come out right when you paid them to do it. So,
>> okay. Now, thank you everybody. Number 16, elementary school. >> Got to get on the board here. Um, Thursday was midterm was Thursday and the teachers are entering grades and posting grades this week and we'll have report card printed out for grades 4 through 12. want to uh send congratulations to the >> the play they did a very good job. I think it's really nice. >> I think the last time we had a musical Trista Riner is a phenomenal employee in fifth grade. My daughter was in high school and she's been a teacher in high school. So it was a long time ago. So, it was really nice to to have something like that up and running again. >> It was nice to have crafts, could you? >> Yeah. I just appreciate the um work
that everybody put in so that they could move the play over to the community center and you can have all of our activities here that way people are expecting. So, it was nice to everybody worked together on that. I want remind about the Christmas concert is on the 15th at 6 concerts at 5:15 and then I got some data to show you midterm or midyear stuff. Here's what we have for kindergarten. This is the nonsense word fluency. And you'll see here now kindergarten is starting to uh learn how to do um blending. I guess that's what that's called. Further into year seven quite well. I was at some they do one um I didn't see one reason today at kindergarten student but I'm 13 or 16. I don't know where you'll be able to help
us. Mr. Sakora, can I explain what nonsense word fluency is? Because a lot of people say, "Why in the world would you teach a kid nonsense words?" Nonsense words are the only way we can tell if a student is truly sounding out the sounds and not um memorizing words. So, we have to use it. You should not teach it, but you use it for an assessment. So, nonsense word fluency is I can say uh some weird word, but I've sounded out the the sounds. Mr. Sakor, what are the colors? >> These are just the different these are just the different assessments that they put this. >> Oh, there's three trials. >> Three trials. >> Okay, I'm following you. this thing. >> The numbers are the kids. One number one at the bottom is one student,
>> one student number one, student number two, three, and four. And the numbers are the number of words that they read. >> Oh, this for kindergarten. >> This is kindergarten and first grade. >> They have the same. >> This is This is exciting. >> I assume the kindergarters are the lower ones. Well, maybe, maybe not. >> The goal is seven. >> Well, the kindergarten average is the purple line first, right? >> Kindergarten. That's the goal. >> That's their goal. End of year. They need to get seven by the end of the year. >> Oh, >> yeah. These are kindergarten first. Some Some of these are first grade. Some of these are kindergarten. They don't know. >> Spreadsheet. And then I got a way that I deter. Okay. >> Any questions on that? Rachel, you just
did one that was what 13 or 16 for today for nonsense. See that should be it. You remember? >> Um 16 kindergarten 16 words. That will probably be in the next one. >> Three. This is oral reading July speed. This means the students reading a passage per minute. We have the goal for um second grade is 94 I think for the end of the year. Third grade is 114. See a lot of growth here. And here too, these are mixed up. I put the names in a spreadsheet and then I told them a certain way and then that's how we mix it up. So this could be a second grader, this could be a third grader. But they use the data that they um from these assessments to um plan and carry out interventions with
parents who work with the spirit. Fourth and fifth grade. They've only done two that they recorded. the grades of the second test the least the first >> there's the oral reading fluency they have to read and then there's a words correct >> so it's a phonics if they're not correct we got to have correct before we have reading fluence if it's not correct we know there's a phonics problem if it is just if their words are correct but they're slower readers it just takes more Yeah, we got quite a few meeting goals too here. So, the staff's doing a good job. Any questions on any of that? >> Thank you. Okay, Chuck, we'll move on to number 17, K12 assistant principal and tech coordinator. >> Okay. Um, I've been working with the K12 data center
and with our security assessment, a risk assessment. They want a security training. So, I'll be assigning each of you a security training in the coming week and send you instructions on how to do that. And then starting the 15th, I will turn on the fake fishing attacks of the DOE for the K12 data center. >> You guys understand what that is. >> You might want to let me know. So, don't click on it. >> Yeah. >> Go over the any suspicious link's not going to contact you for wanting your credit card. >> Okay. >> So, to win it, you just don't click it. I need to call you and say, "Hey, I got this." and then I'll tell you how to handle that. Most of the time to kind of be taken off of their
list as a risk, you want to report it. So, three dots on the top of your on your email and report as fishing. And the more you do that, less often you see those types of attacks. Um, it's just something to keep all of our staff on their toes and it'll go out to students as well, anyone in K12, just to see kind of where our weaknesses are as we go forward. And then the powerhouse, I we're waiting on a door switch and the firewall. Everything's been ordered. We're about two to three weeks out from any install with that. Um, Golden West, Eric is coming on Wednesday to present cyber security, digital citizenship to our middle schoolers and high schoolers, fifth and sixth hour. And then he's also helping Sally and I with the five-year
technology plan for servers. the other like >> computeres will have a 5year budget by February. >> And then final site the website is working great. The app is working for both. If users are having issues with the app, they just need to message me. Um worst case scenario, they'll have to uninstall and reinstall. Kind of been where we're at on those pieces. But starting next week, there'll be fishing attacks. So, merry Christmas. >> Thank you. >> All right. Number 18, business manager report. >> All right. Okay. So, this um as you all know, the school board election is scheduled for June 2nd. Um, I just wanted to give an update on that and um, because everything is changing for this year and for the future. Um, and we're not having an our election in April
like we're used to. Um, and the law has changed. Um, you can go to the Secretary of State's website to get all the calendars and that information, but I also have it in office, so you're more than welcome to come see it. But um you can start beginning circulating petitions on February 2nd. Um but I will have all that available in my office as well. But the candidates are the board members up for reelection are candle candies and brown and car shell. Um that's that and you three can contact me if you have any specific questions to if you plan on re um um going for school board for next year. Um and then the only other thing I had and we mentioned it in the committee reports is our medical insurance premium rates. Um,
we pull with six, I believe, other school districts for our medical insurance and we're our self-funded insurance um group and our group did not have a good year unfortunately. So, premiums will be increasing for FY26. Um, and the insurance actuaries closing at 12.4. So that's pretty substantial. What that means for just the school district's portion for what we pay for a single person's insurance is $95.40 per person per month. So that could it's a substantial amount with especially with us not getting any state aid increase in the governor's budget. So, um these are things that the um budget committee are really going to have to talk about. So, and just medical insurance that that's not necessarily vision and dental. We don't know where that's going yet. So, I don't mean to be the bearer of
bad news, but um we we don't know where the budget's going with the state legislature, but we can be certain that our pre >> and that's effective January 1. >> No, that would be in July. So, >> yeah. Thank you. Amy going to finish off with 19 >> 6 through 12 principal superintendent report. >> Besides as he says that >> I will not repeat anything that Mr. Sakura or um Tyler or Mrs. Meyers have mentioned if I can help it. Um, but I do have a list of things and I'm just going to kind of mix up principal work and superintendent since that's my life anymore. Um, it came to my attention that I think in October when we started talking about um, access to the gym request for use that maybe I brought up
or it was brought up that our basketball girls basketball team had done something wrong. I want to make it very clear that I don't believe anybody had been practicing or using gymnasium or anything incorrectly. Uh my request when we started going through some of these questions is it just seemed like we needed to tighten up a few pieces in the policy. I apologize if I confused anyone on that. I want to welcome Mr. Hammond. Hammond is our new uh long-term substitute for English and he started on his own today um for Mrs. for Mrs. May and ELA. Uh Mr. Hammond comes from um Oklahoma, but he has been working seasonally at the park for three years here. I also want to thank the board for the bonuses that you gave the staff. you gave all
of us. Um, thank you for those bonuses. Melissa, I just registered today. I am going to Florida. I do sit on that executive board. Um, I am going to the Felica meeting the end of January in Florida. And another thing that we need to kind of note tonight, the NFP spring conference in Washington DC is March 15th through the 17th. And right now guys, early bird rates end December 12th. That's like four days. So I'll be going if you're wanting to go or however that works. Amy Amy usually goes in the spring. Um, let us know so that we can get those registrations in for the best pricing by the 12th. That's the end of this week. That is Friday. >> Oh, the dates are the 15th through the 17th. I looked. >> So, it
seems like everything's a little bit Well, our calendar year is a little off. Yeah. >> Tyrell. And you said who who was the other one I >> I had planned on going this year but I didn't know if Ridge was trying to get in. I know there can only be three total board members that go. So >> you like to go? >> Yeah, I went last year. I would like to get a different taste of it because last year it did not go well. >> I don't Would that be four of us if you two? >> I don't I don't need I don't I don't need to go. I I I don't I mean there's a million people that that that really like to go. I mean I' I've been to DC. I know it's
a noble cause, but I mean I'm getting off the board in a few months anyway. So somebody else get on there. And >> is that your announcement then? >> That's my Yeah, my time's coming close. So we could we could talk more about that, but I guess obviously if you guys want to put your names in. >> You only have one name right now. We have you and if anybody decides in the next couple days, let me know. >> We can't have more than three just because that would be it for >> we vote for September. >> By the way, I went I went I should probably not do this time. I I went to pier 21st mention that went well. Nothing changed in all the stuff we talked about in here terms of votes.
It was it was actually the most straightforward meeting we've ever had there at the SPS confidence. So it didn't take too long and I was in and out. So sorry to take up your time. I I don't want to forget that. >> No. Is there any more discussion on that? I guess I was just waiting make sure you guys had all discussed out who if you wanted. >> Well, that's something we can discuss. >> Yeah. Later. Later. >> Okay. Um, I have in these last few weeks approved special status um on two students with also the request of a homeschooled student. Um, one thing I wanted to to I did have uh we pulled a few numbers and here with the governor um Pyllo's already recognized the governor has proposed 0% increase at this time.
Now that doesn't mean yes there is a law that says um 3% living increase you know there's pieces in there. There's also a lot of time onetime monies that will show up as they get to go in and different things. So, we I'm not here to be a a Debbie Downer at this point, but I thought it would be good to just share with you. We went through our list. Um, when a student homeschools, a parent can go right on the DOE site and sign them up. And you know that we have no we we don't track anything about it. So, I just asked Mrs. Sundal and I, we went through the list that we found online and then because we're small enough, we can think about this. We have right at 30 students who
are homeschooled. Some of those never did come here to school. They started as kindergarteners and they've been homeschooling. Um, we also have one, two, three, four, five, six, seven students just this year. Now, that does not mean our programming is bad or anything like that. It it it lends itself to the flexibility families want. Um what this means is these people have chosen to do their own programming besid beyond our um what our school provides as an online opportunity. I must make one correction. Of those 30, I have one, two, three, four who are part-time students. Like that policy up here, we have four that are part-time. They're taking some classes. So, they have chosen to do their programming and they come here for um some classes, at least one class. Then we also have
one, two, three, four, five students that are on special status. I have approved them um for special status. Those are the kids that aren't here. Some may be taking class here, but they're also at home for their reasons, but they're taking hours. So, we get, if we want to talk funding, we get full funding for those few I just mentioned. are homeschoolers, we get no funding for them except the ones if they are full if they are homeschooled and they come in for an activity, a sport, we do at the high school level, we do get funding for that. But those are all things as as we're thinking about funding, we still have to have a coach whether we are um we still have to have teachers whether we have five kids or 25 kids.
So, those are just some numbers that I think we talked a lot about, but I wanted you guys to have those. A few other things. Um, freshman impact. So, I did go to the city council last month and talk to them a little bit about it was brought to me Rick McFersonson. I think we talked a little bit about freshman impact. He wanted to bring it back to Wall if possible. So, we've decided we can manage this at the city level and still have school here. It's for our freshmen. We'd also invite Philip Kadoka and New Underwood. So, we'd have our four kind of a regional schools. We used to do more cohort work. Um those freshmen would come. We'll do it down downtown in the parking lot. Maybe request to use the bank for
a meeting room. We got to find four meeting rooms and then uh they need the gymnasium which we can use the community center and there will be all the emergency personnel and such but we're working through that. Um December 5th last Friday we took our entire teaching staff and our paras over to Rapid City School. My elementary went to South Park, Southwest Middle School for the middle school teachers and Central High School for the high school teachers. Thanks to Mrs. admire. She organized. I went to the high school. One of us went to each of those schools. Walked in. Principal medicine. He said, "My teachers are used. They they welcome anybody and everybody. Here is your area." So, even beyond what Mrs. Meyers had planned for us. My CTE teacher went to their department and
saw many teachers. My social studies went and saw several teachers. We did that. It was almost overload. Then we all went to Manurvas, ate lunch, discussed a little bit, and that was our PD. Um, I also wanted my teachers going to South Park Elementary where they are really working with their um, science of reading work. And so anyway, it was a very good day. We're still working through the report out and the goals that we are going to set as a result. I also wanted it for validation. I came back glad I don't have to track 2,000 students. Um, big time. There was so many good takeaways. I went to an admin meeting at Central. Um, so I just kind of Yeah, Mrs. Sundell and I kind of swam in their data because I don't
want to have to be on that big end. There's pros and cons to both. One thing I am going to allow my staff, we have a work uh professional development learning day. It's on our calendars. January 16th, I am going to give my staff, it's a work day, January 16th at the end of our first semester. I'm going to allow my teachers, they can choose that day to come in and work or they can work January 2nd. Some of the teachers would rather come in January 2nd, which is right at the end of Christmas break, and prep or after Christmas. We did that last year. Um, and so that worked well. Another thing I'm doing to that schedule, I'm adding an Eagle Academy, which is our Friday school January 9th. So that gives the kids
right before finals week a um a day to come in to make up some unexcused tardies if they've got them, which quite a few of them have them, and some different things. Um finals week will be January 12th through the 15th. It is going to be an organized event like it has been in the past. I just sent the schedule out to the teachers yesterday. Um, so we will be kicking it out to the parents and to the students as far as what that looks like on their end here right after Christmas probably. Um, just one last thing I want to mention is Mr. Stroshine has been doing a lot of work with Western Dakota Tech and we are in the works of providing for next year electrical trades classes where um kids can get
dual credit. We're also going to try to operate to the community and maybe to some area students. Um, I've had some other schools wanting to do some partnering. Um, also Western Dakota Tech is working through and they they came out and looked at our program and if our kids take their intro to welding one year and then advanced welding, they're going to count that as their welding credit for their HVAC system and some of their other systems at Western Dakota Tech. So, also Chris Bet has been working with Western Dakota Tech on our CDL program on what our um community people need to get need to do to get their CDLs. I want it out there. We will pay for um that CDL certification if you'll drive bus for us. I was thinking there was
something else, but it kind of slipped my mind. So, we've got some cool things going. Oh, back to here's what I truly believe. We have options for school. You hear it all over. There are options for school. We need to make wall shine in some way. Yes. I want think we've got good academics. We have good activities. I also think our CTE programs, I want to build that up. We've got a teacher on staff who is certified in family and consumer science as well as business. There's two more programs. We could be a hub where our right, you heard our agriculture kids talk. Um, we've got some things going on there. So, there are some things that we can do to make Wool School shine in the midst of you hear everybody losing enrollment. That's
all over the board right now. One thing I do want the board to know, this tax credit thing, we got to keep the public schools as a part. But if you don't understand what that is, Governor Rhoden signed South Dakota up. we opted in to be um I'm probably not going to use the right the right terminology, but the way it was explained to us by the superintendent association is we can choose to pay $1,700 to a school of our choice and we get that tax dollar fordoll tax credit. and how it was explained to us for a state. If grandpa lives in another state that doesn't do it but still wants a tax credit, he can say, "I want my credit to go to all public school." Now, we would have to um put
we would have to um form a 503C, I think it is in Huh? Did I say that right? >> Foundation a foundation piece to to get that money. There's pieces that we'll have to put in place, but that's coming down the pike. So when you hear that, it's not like yes, it can go to a private school. It can go to school school of their choice, but they are keeping the public schools in there, too. So lots going on in the big world of education. Question. >> No, thank you. Thank you very much. Um before so next item on the agenda is number 20 executive session. We want to take a short break before we >> got we need to do something with that sent out right >> I think probably No, >> you should
you should not leave the room if you're still in exact. So, if we need I mean if everybody's fine, we can just go into exact. I'm not I just >> Is it going to be a minute? >> I I'm sure that >> Well, yeah, then I do. >> Okay. All right. >> I'm back. No, pay attention.
