Vice Chair's person. Sheriff here. Members Ruland here. Bryant >> here. >> Eisen here. Sorry. Tyrell >> present. >> Ice to the flag of the United States of America and to the republic for which it stands. One nation under God, indivisible, with liberty and justice for all. >> Number four, moment of reflection or prayer. I am going to read from um Proverbs 13. Um, I'm going to just there's just a few verses here. Whoever scorns instruction will pay for it, but whoever respects a command is rewarded. The teaching of the wise is a fountain of life, turning a person from the snares of death. Good judgment wins favor, but the way of the unfaithful leads to their destruction. All who are prudent act with knowledge, but fools expose their folly. >> Thank you, Sally. >> Number
five, any conflicts of interest today? >> If none, we'll move on to number six. We have agenda. >> Motion to approve the agenda. >> Second. >> We have a motion and a second. Any discussion? All in favor say I. >> I. >> Both same sign. Motion passes to approve the agenda. On to number seven. Approve the consent agenda. I'll make a motion to approve consent agenda. >> Second. Motion and a second. Any discussion? All in favor say I. >> I. >> Oppose. Same sign. Motion passes to approve the consent agenda. Number eight. Do we have any open forum today? No open forum. Okay. That uh we're going to move on to nine, administration of schoolboard member oath of office. Got Carrie Shell here with us today and we are very very happy to have her.
She stepped in to fill the open vacancy. We're going to have you read this, sign and print your name. This is your oath of office. Read it out to the group. I, Carrie Shell, do solemnly swear that I will support the Constitution of the United States and the Constitution of the State of South Dakota, and that I will faithfully and impartially perform my duties as a member of the School Board of Wall School District 51-5, Pennington County, South Dakota, to the best of my ability, and in accordance with the laws now in effect, and hereafter to be enacted during my continuence inside office and until my successor is elected and qualified. Thank you, Carrie. Appreciate it. >> All right, with that, Carrie, we're going to have you uh join into the meeting wherever wherever you
see fit. I think you're good. you're good to go. Part of the group. Um, with that, on to number 10 we go. Student presentation recognition student of the month. Um, I do not have a student presentation tonight. There will be a student presentation in uh November, but I do want to take this time to do to share with the board um where we're at with our state assessment work from the spring of 2025. Um before that though, I do want to um share with you our September students of the month were Brand Hill camp for high school and Pierce Jolson was our middle school student of the month. So we celebrated them last last week. Um, if you look at the screen a little bit, what I wanted to share with you is a little
bit. Um, and I just went right to the site and we're going to go through this as quickly as I can. I'm not going to show you all the details, but I just want you to kind of see where we're at. Uh, what we can figure what we can do with this information. I know people um want to cuss state assessments. Um, but what I'm going to show you is this is what I do with it. I can go, this is just third grade. I can go into reading. I can see how kids do. I can also look at all of these targets. And every one of these targets, it will show me if we are proficient or not or if we're close to proficiency. And up here I can click on it and it
shows me exactly the target which um relates to our standards. So this is the work that I do with teachers, Mr. Sakura does with teachers is we analyze this test work. And so every test you give everything you do in education can be used either formative to move us forward or it can be sumitative meaning this is an autopsy. this is why we died or this is what happened. So it all comes down to the people that use the information and um I am a believer that we take this information and we use it to analyze those targets in those areas where we are weak. Um I wanted to show you just a little bit about that. But then I um also without going into each screen because it takes more time. Here's kind of
how our kids uh performed last year. Our third graders, so that would be our fourth graders right now in math. 65% of our kids are proficient. So it's fourth graders now. They were 50% proficient in English ELA. Our fourth graders, this is something to celebrate, 74% proficient in math. Now, in the um I say MTSS world or the world where you look at when should intervention start, when should a whole group get the instruction because we're not getting it. Your ideal, I'm talking ideal percentage is 80%. We're below that. You're rarely going to see it in a state assessment to be that high, but that fourth grade math is very, very close. Fourth graders in ELA were 58% a little bit uh lower than that. And then fifth grade, both math and ELA were 58%
proficient. So about 60% not 60 but 58% of the class um was proficient. Let's move down to our middle schoolers. We saw our middle schoolers um do the most growth that I think of anyone. Sixth graders of both math and ELA 61%. Here is one that I can celebrate in seventh grade. So, these are eighth graders. Now, it's fairly good size. 61% of them were proficient in math. 84, remember I told you 80 was tough to get to. That class of of eighth graders now, 84% of them um were proficient in ELA. ELA includes a lot of reading and answering reading having to infer having to um really think through problems they are not easy and then there's every one of them has to write and we don't know if those kids are going to
get an opinion writing or argument I guess at this level narrative meaning a story or informative so they'll every kid has got something different then our eighth graders that are freshman Right now, here's where we're struggling. 32% in math and 55% in ELA. Now, what Mrs. Sundal and I have done with this math, hoping to improve some of that. We um first of all, I'm going to say Mrs. Kinger is working with those kids after school every day, the kids that aren't understanding it. I've also when we have eighth grade meetings um I really encourage I really encourage our eighth grade kids they can take algebra 1 but only the top should be taking algebra 1 the majority should be taking eighth grade because what we see happening if they do it because it's a
status symbol to take algebra 1 what that does is widen the gap as you get older and you can't handle the math So when I first came here two years ago, we had that meeting with parents and I just laid it out and said, "Guys, this is what's happening." And so I think we saw a lot more kids taking that 8th grade foundational math, getting those skills strong, um, instead of jumping into that algebra one. So we really got to be careful. Offering kids the biggest and the best is great, but it's like sports or anything. If you don't have your foundational skills, you can't do your fancy plays. And too often you want to go be showboats right away and then you get totally off track. Um 11th grade math is at 28%. And
ELA was 52%. Um again there your our um state department is also looking at what should math include. Math is going to change. Um and I don't want to talk new math. There is no such thing as new math. If you if you want to research inquiry based math is in the books from the 1800s. I've done all that research. It's in there. So it's not new. But um what we're finding in reading there's science of reading. There are the facts. It's brain researched and everything. And we are looking at we are reviewing curriculum for next year. And so we will be doing a lot real dedicated science of reading. There is no science of math. Um and so the state is looking at what that should mean, what that should be about. One thing
I am going to say in 11th grade this spring, we're doing it in March. That state assessment is now the ACT. So it's AC and I don't know, we don't know what cut scores are or how they're going to figure out what's proficient or not. We don't know any of that. But I'm excited that we're moving to that. Are we going to see some lower scores overall? Yes, we are. When everybody has to take the ACT, it's going to lower a school's average. it's going to lower a state's average because right now only the kids that are really wanting to go to college take that. Um, any questions on just that little bit of state assessments? Um, I see us moving up and I could show you if anyone wants to see the charts. We
got trend charts as to how it's um the growth and so forth. But that's all I'm going to talk about tonight. Mr. Sakor and I are um working toward our goals that we have for our teachers and our classes go along with this data. >> That still being spring they'll take the ACT like >> this spring and March we're going to take the ACT that's going to go into the state assessment. It's going to be considered the state assessment >> and I'm just juniors though. >> No, it's in March. We've already set the dates, but I just don't know yet. >> So, will they have to go somewhere? >> It's going to be here. We already give it here. Well, we pay for the juniors to take it anyway. We always have. So, it'll be
um No, I'm guessing paid by the state. It's a state assessment. I mean currently they have we have >> yeah every not every school operations now at the school have to learn how to editor >> okay did the training board >> okay interesting thank you for that some some stuff that we're sure overall Oh, very good. Um, move on to number 11, student council report. >> So, um, I'm going to put a seat at the table next time, but I I'll be honest, I forgot to tell Amy or our custodian that we were going to have an extra seat. Um, we do have our seniors are going to take turns sitting at the table and being a part of our meetings. So tonight's senior student council member is Fallon Austin and she's going to share
a little bit about what student council has been doing. Okay. Yeah. So for those who don't know me, my name is Fallon Austin and I am a senior here at Wall and I'm representing our student council here tonight. First for homecoming we had Miss Christa was this is her first year as like full time taking on homecoming and it went pretty smoothly I feel like and we got to put on a skit for our homecoming which went pretty well. And then next I have our fundraiser that we had last Thursday during the teacher parent teacher meetings. We had a fundraiser for Mr. Donovan's dad who unfortunately does have a brain tumor and we would like to continue on that fundraiser October 30th which is the our boys first round of regents for football. So hopefully
all of you guys can come and support that and our boys. Um October 22nd we have juniors and seniors going to I believe the monument for college and job fairs. So that will begin. And then October 23rd, we have our student council workshop in rapid which we'll be going over like how to do fundraising and how we can exceed ex exceed more on what we're doing. And we do have all 20 of us in student council who will be going. >> Thank you. >> Appreciate you coming in and speaking with us. Um, we'll move on to number 12. Point membersh to school board committees. >> Yeah, we probably don't need to put you on. I think um there's probably couple of them that I don't know how we're going to go about it. Um that
I guess our our last member was on a different place. There's only one career development scholarship. There's only two board. >> Yeah, but I'm on three. I know. >> I'm so close. >> Well, yes, I am on three, >> but I'm on one of the ones that all of us do. >> Well, what do you think about being on career development scholarship marketing? It's the first one. Okay, that's that's where we're missing a member. So, that's your new spot for sure. Um, and I guess then that's up to Tyrell if one of you would like to go. It is >> learning as it goes. So, it's you guys. >> I don't care. You want to read them over. I mean, I do care to a degree, but which you see out the other four, which
what do you prefer? probably budget negotiations, insurance, but >> that's Tyrell's. No, I don't. It's the one he holds on to real, you know, >> that's why we have it. That's um >> want me just get my feet wet for a little bit and then >> Yeah, I mean that's something that comes up that you both >> that's totally fine unless one of you want off something. I mean I think you'd be be good at a lot of I mean even legislative policy and strategic planning probably something pretty good at but What's uh policy one? Is there anything new that we need to do guys with that one or we kind of >> um I need to need to have a meeting with but I don't know if it should be I was hoping maybe
I could get it with the curriculum. Yeah, I need a meeting with the curriculum committee. The policy I think um we need to look at the forms. I don't know if the committee needs to do that or if we just need to look through some of their forms. We got the forms that we've already been using, but they're changed. They're a little bit different than the ones that came with the policy. And I don't know if you tell us that we should change them. Maybe we need should be visiting about the forms that come with some of those. What do you think? >> There's a lot of forms that were included in the policy. Um >> in the whole package. >> Yeah. So I don't know if you guys care what is what forms or
if we could edit them to you. For example, there is medicine, you know, when it says you've got to have signatures for such and such. There's a form for that. Well, there's a new form which is very similar, maybe a little different wording than what we already used. >> I don't want to interrupt. I I think that answered my question. We should probably talk about this maybe down below a little more rather than the position we're in. All I was asking is if there was, I would step down from that one. But if there's things we got to go through, which is from knowledge that we've done all last year, I'd rather not step down from that one then, if you know what I mean. >> So maybe we just let her win her feet
with the one for now. And >> sounds good. >> You're all right. >> Okay. >> Yeah. >> Or that. Sorry, that went a little too far. Not to interrupt. I just didn't think we should probably >> That makes sense. >> Makes sense to me. Okay. So, um, all right. You'll be on career development, scholarship, and marketing. And that's your that's your committee for now until somebody comes up with something to put it there. So, um we're going to move on to number 13. Proof surplus items for disposal. >> There actually were anything that needed. There wasn't any that was surplus. So, we're going to be able to get them. >> All right. Move on 14. Approve the 2026, 2027, and the 2027, 2028 school calendars. I think you tabled this from last month when I
was not here. Um, what I want you to notice next year is a I don't know what you call it. It's a late year where think where Labor Day is as late as Labor Day can get. And so we are still getting out of school before Memorial Day because Memorial everything is one week late if that makes sense. So yes, I just took for all these Mr. Sakura and I have decided if we're really going to do some good strategic planning, we need to have a three-year calendar approved. And so we have this year's we're in the middle of. And so if we can approve these two, then every spring we'll be approving the third down the road. If that makes any sense, Lord willing, we live that long. Um, but >> I I did
ask around about this because last thing I knew was it was going to be a hot topic if someone here in the community or parents here were going to start before or after more or Labor Day like quitting after one and starting before the other one. Everybody wanted to start after Labor Day, but then that puts us I see now that puts us into June if we do that, >> right? >> May out. We'll still get out the 27th. And if there's a concern that we're out after Memorial Day, we aren't. Memorial Day is still the 31st. >> I thought you were asking. I last meeting you had it. We were starting before. >> For some reason, I had that in my head. >> It was last Oh, >> you're saying is is that something
that because it does kick us out. So, it does kick us out later than normal because if you look then next year we'd be starting um 27 28. >> I like the after Labor Day and before Memorial Day deal, which is I thought last last meeting I I'm about 99% sure that we talked about starting these. They brought up that you might want to start before Labor Day to shorten up to May. >> Well, what we talked about was it was a contender. Yeah. >> This we're going a week later. >> Yep. Which I think everybody in the community preferred going a week later into May than starting the ones I had to visit with. >> We talked it was a couple years. What was it? It was when Mr. Baldwin was we started. We
talked about this at the last meeting. So you're you're right, Tyrell, that there was one year that we did do when the calendar fell where Labor Day was really late like this, we did start before Labor Day and that was something that we talked about last would that be an option that the board would want to do because of how late Labor Day was. Um, we'll see that >> and it was it was a big there was an uproar from the community at that time >> just because again like that time when we did it that one year probably three or four years ago. It was we were out of school way later cuz we always get out a little bit later than some of the area schools anyways. This would just put us out
two weeks later. >> Really? I think the area schools will probably start a little later too. Um it's just a correction in calendar which happens every so many years. One thing I do really believe in I guess and I work hard to make it happen. So we do have to go a few Fridays to give a twoe Christmas break. I think we have enough kids with split families where they like to spend some Christmas with each parent and having a two week Christmas break allows that. I'm not going to lie, we go hard with four day school weeks. We know Fridays aren't aren't much. I mean, we have activities on Fridays. I like to be able to uh go home and celebrate Christmas. Well, the two weeks kind of makes up for us not having
a spring break like most schools do as well. >> Yeah. >> Um, so I did put that in there. I mean, if you But but with that, you have to go some Fridays and so I have put all those in there. I've tried to put the only thing we don't have in here is homecoming because that's our football schedule is built around uh with the state. And then >> Mr. Shory, I have not planned a specific date for conferences until this this is approved, but we've got the weeks in there. >> All you're saying about homecoming, September, October, one of those Fridays will pick up probably because >> Yeah, because this date tells us what when we play our football games. >> We're out of >> every two years. >> No, every year. >> Every
year. But we don't have next year's yet. Well, they don't like this year we play this many teams home and away and the next year we we flip and go home and away do that. >> Oh, >> basketball and volleyball. We have more control over >> which is I like this and I've been wanting to do this ever since I got to the district because then we can schedule >> conferences around volleyball games and basketball games. That's where the plates start. >> Even with the Friday for homecoming, >> huh? Even with the Friday. >> Yeah, I already have that. >> Friday for homecoming. >> There's no in there. >> Oh. Oh, you're right. We could probably take one of the December Fridays off. You guys, why I'm not going to have two Fridays is because
you have to get in a certain number of days for the first semester. >> It's either go two Fridays or go to 21st and 22nd basically was your options. >> However, However, I don't have homecoming. So, we could take one of those December Friday and move it to a homecoming >> once we know that. >> If that makes sense to you, >> preferably the last Friday so it just rolls right in with Christmas vacation. >> That's the 18th. >> Yeah, >> that's what I did for like this year. >> Where we go that whole week and then we get off for break. No, >> I see what you're saying. Okay, if that's what you want me to do. So, you could approve these um same way with the next year. Um, you could approve them
saying that you approve it as is, but knowing that the last Friday before Christmas holiday will be replaced with whatever we choose for homecoming Friday. >> The only note I I'm sorry. >> No, go ahead. >> The only note I have is coming back to the conferences. Can we ensure that we're not doing conferences on a day when we have a varsity something? It was impossible for me to talk to any teachers on Thursday because we talked to Kuster immediately after >> you can schedule those. Um, we will schedule these. Right now, we're struggling to find an open day in February. >> It's terrible >> and it's going to take a while. >> But if we approve this, we can do that. >> If we approve these, Joe can start working towards scheduling around something
like that, too. So, >> well, we could schedule our conference around when there was an opening. That's what we have control over, right? Is when we have to do conferences on that Thursday. >> I don't think there is an opening like this week. I don't think we have an opening. >> There is no opening this week >> this year in February. >> He's talking like last week. I'm just talking in in generalities of like conferences got scheduled on a day when >> a bunch of parents were in custard like it was impossible to have any sit down with anybody unless we >> was hoping I scheduled them earlier where you could stop in quick and then go to conferences but I realize it probably didn't happen that way. I got to ask on this Friday,
yo guys, um in December, are we gonna have a me, you know, the kids in the school district, they usually have a Christmas party the last day, right? Or you guys >> a couple hours because it was too much of a mess last year and kids went crazy and I'll be honest, they tried to I was dealing with some major stuff last year and they started pushing adults out. I couldn't believe it. I showed back up and kids were heading out and I said, "It's not again." That's why I was going to mention maybe the last Friday before Christmas, you have that half a day of Christmas party. But if we're not doing it, then then I don't have no >> Well, we that's kind of what we would do, but I'm going to shorten
it. No matter when that Christmas party, it's going to be maybe a couple hours >> in the afternoon. >> Uh, no, that is always I thought it was a half day. >> Nope. Nope. It is a whole day. It is a whole day. Yes, >> it almost have to be. Yeah, >> we took our half days out except for the one before Thanksgiving. Um Thanksgiving is a very very good one because people travel and it's right before the day before the holiday. But here's what we found out is um we had attendance people don't think it's worth coming to school and so I took them out. It's also hard for parents that work a lot that I hear is parents that work those half days are just a killer because on the second half so
I think I think we're good with this we replace the December Friday. I would make a motion to approve the 26 27 calendar and the 2728 calendar um as is knowing that we're moving what the December Fridays to >> one of them here, right? >> Yeah. December Fridays, but for the the one before the uh you right before break. >> Yeah. >> Okay. We have a motion. I have a second. Any other discussion? All in favor say I. >> I. >> All oppose same sign. Motion passes to approve the 2026 for 2027 2027 and 2028 school calendars as is but with the replacement of the December court home. Okay. Move on to 15. contain a board member to the 2020 ASBS delegate assembly which is on November 21st. Um I've been going that's kind of
been uh I've been going that's probably I'll go again. Um but anyway >> you explain what that is. Well, we basically we go to Pier and the ASBSD, the associated school boards comes together and basically u comes up with guidelines for how they're going to. And so >> it's it's pretty it's just an afternoon and we meet and we we vote. So you get one one delegate that gets to vote from every school board that's part of it and we talk about how we go through the booklet before I go down. We talk about how we want to vote on these issues and then we just vote. So yeah, it's it's fun day to talk to some people from other schools and neighboring schools and I guess I've been going there for two three years
now. So anybody's welcome to join me >> with that. I do go down for school day uh to the legislature and I invite new school board members that want to go with me. We go to the we go to committee meetings usually that day and then that night um we have a you know where all the legislators you kind of each organization whites and the legislators that's our school associated school board time to um do that. It's a lot of superintendent. We meet with a lot of legislators, but I invite anybody I can get the dates. It's February when we go down to session. >> Yeah. So, common topics that like this deal in pair would be school resource officers funding for. How do we want to push for funding for that or should there
be your cell phones are probably going to come? Oh, yeah. >> Cell phones, bathrooms, and and many other things. So, but just to give it kind of an idea. Yeah. So, anyways, if you guys are good with it, I'd like to go again and anybody that that wants to come can come and they can can hop in the day before because there's only one of us that'll vote. So, it's not like you have to I don't I don't think you have to be signed up well in advance or like that. >> Correct me if I'm wrong. Hope is that uh the day of the play. Just making sure that if anybody has a Kinder to play doesn't know that's the date, that's the date. I was supposed to go to April 22nd. >> All right.
Well, thank you all. Um, no other discussion there. We'll move on to 16 for the 2026 school board election date. >> Okay. So, I don't know if you guys have um school board elections can no longer take place in April. So, you'll need to decide if you want to have it in um November or June during the general election. And um I would recommend in June obviously because November would be after the fact or next month and we couldn't pull that off. >> June is still on time because >> Yeah. So then we'd have the election in June and then they would start in July obviously >> and if we didn't like June for some reason we could change in July to November if we wanted to. Right. Yeah. Um it's just there's so many
publications that have to be done before um an election can take place. So for basically for this year we have to do it in June. But um we still have to officially declare an election date. So then our July agenda to talk about it may be August and that be July. But that way it's brought back up if we didn't like it for some reason or not. I'm not saying no one's going to not like it but >> yeah. And I will also reach out because we've also always really um worked with the city to do our election with the city and we can still do that. Um I'm not sure when is I'm pretty sure all municipalities have to do their elections at that same time. I'm not positive though if their the law
changed for them. But I uh we've been in the past been asked by the county to do elections with them, but they usually never do an election in April. So that's why it was always paired with the city. So if that is the case um and we can only pair with another group, I will ask county to see it just shares and the workers and it makes it a lot easier. So but >> but June only makes sense, right? Because we appoint in July. So if we had it in November, we'd be behind the parker middle of the school year. Well, my name would be next month and I couldn't we couldn't make all the publication deadlines. >> You'd be way ahead of the ball game or way be way behind. >> Right. But someone
get elected in November and then they would wait till July to be sworn in. >> Yeah. >> I think that's >> that's the only issue. I was not thinking about November might be a better turnout, but then again June primaries can sometime >> it's the first time we've done that. So >> every time will be a great turnout. I don't see. >> Yeah. So there certainly that has to be on second first Tuesday of the >> first no second Tuesday after the first Monday. >> Second Tuesday after the first Monday. >> All right. We have a motion to approve the 2026 schoolboard election date is June. Second >> in the second. Any other discussion here? All in favor say I. >> I. >> All oppose same sign. >> Motion passes 2026. Schoolboard election be. >>
Okay. Number 17. Poke sports practice discussion. Wednesday. >> Oh. Oh, >> yeah. I'm sorry. I was thinking shooting or something here. Um, so here's here's what has happened. you guys. Well, the board, not you guys. Sorry. The board has said no Sundays, no Wednesdays. I can do that fine and dandy here. Um, however, here's what's started to happen is outside entities have requested to use the gymnasium and then I find out that it is in a roundabout way are travel teams and so they're using the gym when no one else is needing the gym, which is Wednesdays. Okay, there are other ways around this. The gymnasiums are off limits. Now, I'm I'm having a hard time saying that I don't know if we can control what happens down at the powerhouse, you guys, because that
is a public entity to a certain extent. I can go in there with my cart. I can take my team in there. I can practice. I think is the way our town used to set that Jim right down there. >> They shouldn't be. The rules of the powerhouse are if you don't have a card, you're not supposed to take people in there, >> right? Everybody who goes into the powerhouse should have their own card. >> Yeah. So, so when we say no practices, I I can't control that. I don't believe, but maybe I'm wrong. >> We can if we close it off. >> You can control it, but it should be under the same guidelines as the school. This is a school building, >> right, with public access. for my team. Sure. >> Yeah. But
the private ones that's they're the travel that is >> even if it weren't a team. If it were just somebody and their friends, the same rule should apply. >> There was a the rule when we opened up the powerhouse was you could take somebody in if you had the card, but you were in charge of that person. So if I took old bin and she vandalized it, then I was responsible for >> I'm having a hard time with that because if that is how we're viewing this, what is keeping people what is making people buy their memberships? Why would I buy memberships if I could just go with my buddies all the time? I mean, if that's what we're doing, and I'm frustrated by it because I think that we're trying to set these rules
and we're trying to do good things so our kids have some time at home with their families and club sports, team sports, whatever. They just got to get that practice. They've got to get that time in and it's consuming everything and they're going to find ways to do it. So, I guess my frustration with it is where do we draw the line? I don't want people to be looking at me saying she's not doing her job because there's a team down there practicing. >> But is it like a is it like our travel teams or was a person from Rapid coming down to go? >> Well, I assume Okay. >> I I know it's our team, but >> here's what happened last year. I thought it was an outside entity going to have a camp
clinic. I approved it. Okay. Then what I found out is it was our high school girls practicing pretty much and it was on a Wednesday night and I'm thinking that goes against our Wednesday night policy but it was an outside it wasn't in a staff member. >> Were they charging the kids to go to it? >> No, but we have a lot of those. >> I know. I just curious. Yeah, I just they don't seem to charge a fee if they're coming in and going to act. But they were not charging our kids like it's not going to happen. And so do we do we I guess maybe my question is also do we say no to anyone that wants to use our facilities on Wednesday and Sunday night >> what if a what if
an old man sorry guys what if a older men or a men's group want to play basketball on a Sunday evening >> they're not students >> right So, so do I sit here and say are you going to include our students or not? because it could include our st I I don't want to start your start splitting hairs and I >> it's going to be the best thing I think this is my personal opinion is on Wednesdays and Sunday nights I think we need to close this building to any outside entity because this is what we have I think we should it's going to be murder impossible to police what people do down there and that's what they have access to that, you know, some people pay to have access to it. I think it'
just be easiest right now if we just stop access to this building on Sundays and Wednesday nights and then let whatever happens down there happen and then we can work out a plan to deal with it because I don't know how we're going to police that. I don't want to sit on the cameras to say, well, this group and this person and this person are bringing people into practice, you know, and then then we need to take away their privilege from their >> reason that we started this though is because of the open gyms that are happening. They're not open gyms, they're faces, >> I know, but a lot of that was happening here, too. Until we got our security deal, and this is the building building grounds committee, it's a hot topic for us.
But until the security is better over there, there's really no ruling it. But once the security system and we do what we want to do, if we decide to put any more money into it, if there's a security system there, that should be able to lock out all key cards, but like a handful, then we can close it Wednesdays and Sundays. All even like my key card, if I pay, everybody knows Wednesday, evening and Sunday, I hate to do it to adults, but if we have to, we have to. It's closed. Sorry guys. It's just going to be closed all key cards. >> What if we did a sanctioned pass for set groups that need to practice on the Wednesdays and Sundays? They have our permission or a specialty pass. They can get in and
use the gym for decide. You got the rule. You're going to be deciding. That's why we just said they have like black hills youth rest or not black youth wall youth rest. going about, you know. >> Yeah. >> When do they wrestle? See, the same thing with little with little kid basketball. >> Personally, I I view I view the club sports differently than I do. And I should really take some time to think about it. >> I don't like Wednesday and Sunday practice. If it was my kid, there might come a day where you're not on the team anymore because dad says you can't go, but it's still a club sport. And in my mind, that is different than a school sport. So what the rest of you parents prioritize, I might not. That's how
I view that. Even if my kid gets singled out, left out, that's the way it is. That's the way that I >> say, are we closing the gym again for a portion of time like we did last year during gymnastics? Didn't we lock those doors or was that only prior to competition? I think that was the month of December we did because because they had like three home gymnastics meets and they asked leave it up so it's not tear down and pick up for about like three week period there and we had to lock it because >> entire gym and didn't want >> but I don't know if that's happening this week. I haven't heard. >> Now we have more. I think we may have three competitions here. >> Club sports >> in that time
frame. >> It's the it's the team sport that are claiming to be club sports. I have a problem with that too specifically. Yes. >> But if it's outside of our school and it's a club sport, then I don't need to make a judgment call for you on what to do. It's just whatever works for you, I guess, to me. >> Yeah. As the paying members though, it does get frustrating when you go to the gym and you're like, "Oh, there's a practice going on because we don't really we're just seeing high school kids and we're assuming they have practice." Well, then you've wasted your time coming to town, too. But then there's nothing on the site that says, "Oh, it's reserved right now where when it is a school event, you know, it's being reserved."
>> Now, the website does have all the powerhouse schedules and Becca keeps them up very nicely. >> It's updated. >> So, it's powerhouse. It's complex. It's this gym. They're all on there under activities. >> But that's just for like a school practice like after school in Virginia High or somebody call and reserve it. I think like wasp is on there on Fridays like when they have their >> but what Carrie means I think is you know when somebody >> practice or something >> it's not on the schedule but >> blackill's youth cheerleaders impromptu had a practice on Sunday at the powerhouse >> they called me and asked me and that and that that is why so they've had a couple not on Wednesday but I've gone down and opened for them during a rainy event
and then They did have one on Sunday and I said right now we don't have any thing that said yes or no. So they called me I approved it and so that was approved but it was a Sunday. Yeah. Usually they do like um during like the basketball season like the little kids club basketball. They're usually on the activities or the powerhouse or the gym schedule. >> Does that work? January, February, March. >> But going back to Mr. Guys, I I like this conversation, but at the end of the day, I don't I don't think it's getting us anywhere because we have a poor security system over there. Doors don't or they lock over there. Plenty of issues over there as most of you might not know or might know. So, until we get better
resolved, we close this like Mr. Goro recommended the Wednesdays and Sundays. This gym's off limits. six o'clock after six o'clock on Wednesdays and all day Sunday to even club sports in my opinion and then that gym over there is one that's open and we can't control it. We hope that everybody abides by the rules and club sports are a little I agree with Ridge on this. It's a little off kilter because we can't control private entities. We are a school board controlling our school district for our kids in school. Club entities are outside or in my opinion it's a private deal the building. Yeah, we control the building, but if they have access to the building and but we don't control the building. That's the biggest issue is we don't have the means to control
the building, Harley, right now, do we guys? I mean, that building >> No, but we we set a we set a precedent and a rule and if somebody breaks our rule, we hold them accountable. This is the problem we have in this entire school district. We have no accountability. If somebody does something wrong, it's all whoopded. They did it wrong. No, >> they they screwed up. Now they're banned from using the powerhouse. >> Back to like the other Sunday. >> Are we going to allow the cheerleader the little black girls cheerleaders use on a Sunday? like like um >> yeah court you're saying are you talking about school sport though if >> I'm talking about whatever we decided we decide that so I I don't think we can split hairs when it comes to this
building's off limits but if you want to use that one we can't control it we can absolutely control it because it is owned by the school if we decide that you can't use this one because these are our rules then you can't use this one because these are our rules if you don't abide by the rules of the district and the rules that the school board sets and the rules that the superintendent agreed agrees to then there will be accountability for that and you're not allowed to use any of our facilities. >> But if Black Hills youth football cheerleaders or Black Hills Badlands wrestlers or whatever get approved from Sally in a building use form, I'm sure there is one liability then that's what they have to do when they go through that process and
they can book it for those hours. I think we're >> Well, then we can't come in and assume that she's letting some kids practice and some kids not because the information I go off of is what's on that. >> Well, and I I think just because you've got it that you might have to share the space a little bit, you know, I mean, just just because you're on the list, if we've got, you know, other clubs that might use it, we're going to split a gym. I was going to have um It's okay with you guys. Rachel, I think you had something to add. >> Can I just pose a question for you to think about? >> Yes. >> With having no practice for junior high on Wednesdays that does open the gym at 4:00.
So, say you have a third, fourth grade, fifth grade basketball team, they can come in and have a practice from 4 to 5:30. If they had a parent, a coach who wanted to come in, that would get those kids home early and not have to have it in the evenings. Looking at the January and February calendar, there is a high school or middle school activity. Every day but six days, and one of those is a no school day, but there are five days, Monday through Thursday, that there is not a high school or middle school activity within this school. Taking out the Wednesday options, if Wednesday was available, you could have Ashley and I deal with this with a powerhouse sharing half a gym space. You could have two teams practicing on half a court.
You could have a group going from 4 to 5:30 and you could have little kids still home and dinner. Most time that they would get out of watch. You'd have them out early. It wouldn't be late in the evening. Um, using my own household as an example, having a fourth grader. She is my only child home that evening because her high school, middle school siblings all have church school. There might be other kids out there that parents are going to be sitting in town with a younger older elementary kid because their middle school, high school kids are in church and they're just sitting and waiting because there's not, to my knowledge right now, there is not a church activity for elementary age students on Wednesday evenings. Those are your middle school, high school students. But
if we take those out, some of these kids will not have any club activities because they're going to have parents who are going to be trying to get to older siblings games or other activities. >> Back to what you said in the beginning, there's there there's no pra there's the the gyms are being used from 4:00 to 5:30, right? They use it after 4. There's no practice >> on Wednesday night. There's no practice. So if you >> high school practice, >> not over at the powerhouse. So they just split this gym. >> We No, the powerhouse >> the girls and boys. Sorry. >> Junior high. So junior high doesn't practice on Wednesday. The where the junior high boys and girls basketball practice. They share the gym with gymnastics. >> Over here they split this gym
timewise. So everyone's out by 6. If the powerhouse is available, you could have two groups going from say 4 to 5:30. You get an hour, hour and a half, whatever your time you decide. You could have two groups. Say you did till 5:00. You could have the next group come at 5, 5:15. They're done by 6:30. You get four groups. You get one practice and you get this hour and that's what you get. Or if you allow them to have after 600 when your high school kids leave here and you get a quarter of the gym, you could have six to eight teams be able to practice one evening for one hour and that's what you get. >> Well, I don't think it's closed to elementary club sports. >> You're saying club sports? >> Yep.
I mean on a Wednesday, >> but that's who's practicing on those evenings are your elementary club sports. >> What I see it's open till 6. It's open till 6, >> but till six on Wednesday. So, club sports, elementary club basketball could still practice Wednesday at 4. >> As long as your parent coach, but that you get two teams. So, if you don't get to be the first team to sign up to get on with back up for your schedule, say fourth grade girls and fourth grade boys, everyone else is out of luck. Now, I've had experience using East L East Elementary um or not East Elementary, East Middle School um up in Rapid when my girls play club sports in Rapid or Retall. Um East gave you a key card like our key cards and
your time slot. There was a double door. You went in the first door, your key opened, you have up your practice at 6. You got in at 5:57, no earlier. You have that time until exactly seven. And you had 1 hour and 3 minutes to get your teeth in and out and you couldn't say any later because if you were after that time I know of at ease they were checking cameras and you had to be out and your cards were locked cuz one of the girls left their gym bag the door locked behind him but he couldn't get back in >> and that's just how it was. Like they limited it like you had one hour time frame and your key card you couldn't get in if you want to come in Tuesday or
I'm going to take my kid out on a set. The key card didn't work. It was literally this time slot for an hour and three minutes. >> And and you're and you're recommending that um on Wednesdays from 4:00 to 5 and then from 5 to 6 Becca lines up schedules or whoever does AV. >> Well, whatever works for your coaches because I mean we are not going to be responsible for club stuff, are we? No. >> If you limited it and you said club sports can have xyz and they have time. I mean >> Wednesday night works for some of those families because there's not other activities. Yeah, >> you have older siblings who might be involved at their youth groups, their church groups. That's fine. They're they're busy, but you have some of your
other elementary age kids that could have a practice and still be done and home by 5 or 6 and not starting. If they can't start until they Wednesday night is completely off the table, that means they can't go in until Mrs. Cara is done with basketball and she doesn't get done till 6 or say she runs 6:05. They can't start until 6:00 and they go till 7:30. That's the earliest they could start. So we might have second grade girls basketball or second grade third grade boys basketball who they want to have a practice. They can't start till 6 PM. Whereas Wednesday they could start at four. >> What decision do you want from us then? >> The club sport deal or what? Like >> Yes. >> I I just want to I brought this up
because I am a believer in what you said earlier. I want to do what you guys want. But you also got to think about management when you make these guidelines. So, so just make something that I can help manage. >> You want guidance. Yes. We need to give you >> um Yeah, because it got kind of murky when when they were, you know, somebody else from the outside was filling out the paperwork and saying they were doing this. Sally signs off. It's all okay. until I realized that it was kind of a it was our it was our high school girls that were doing this and I thought and then people were they saw this and it's like you're allowing this >> do the youth events like the church in the evening what time do
they start >> 6:30 to 6 >> probably start eating at 6 6:30 to Was that something you just said? Like no key cards work, but there's people in there. >> Yeah. So I see I think what we're trying to figure out though is I I don't know that I'm of the opinion that we need to shut the key cards off at even six if it's club sports and it's on Wednesday. I I really am not. There should be a time and and it better not be school sh sanctioned sports under the disguise of club sports. That I think is the only issue >> that would really >> that's really wrong. >> Had an issue with club sports going in. >> I think they delete. >> We'll say it >> if that's legitimately what's happening. But
what's happening is is the things being disguised. >> Yeah. >> And it being a practice that >> to your point, Rich, like you make your decision for your family, right? If you decide my kids's not going to do this and they're >> uninformed because of their club sport, then that is what it is. the school's not going to >> the school is just not going to sanction these things on that night, that's not our thing. >> But that being said, I do think that in in the event that that ever does happen again and we find out about it, there needs to be consequences within the school. >> Yeah. But it's somebody from out of >> But it's your students athletes that were participating in that coach you >> your deal that you're talking about
where the outsider came in and did the things but it was actually a high school practice and it was actually a high school thing that was happening. You can't I mean that coach knew. >> Got it. So the coach, not the person, but the >> theach person too >> or both. I mean that that person could lose their ability to come in as a club sport leader. If you're going to abuse the privilege that it can can be taken away, >> unless punishment gets taken away immediately when it's found out and then just move on with life. >> Yeah. I mean, the board we're serious about this. It's not something that I guess we're going to let happen. And so I don't know. >> And one of the big reasons guys seeking anything about it
or if we can just stay right now. >> No, I think we need that. >> And we got to remember the big reason why we did this Wednesday deal was varsity sports take presidents. We want to make sure they have access to all the gym space and some junior high kids are still actually at church school up until like 4:30. So, it was tough for them to make it to practice and the gym space wasn't even hardly available anyway. So, leave it to the varsity and Wednesdays were for varsity sports more so till six o'clock. >> Six o'clock. Yeah. I mean, so I guess back to our other discussion, you know, should should club sports be out of powerhouse by 8:00 p.m. Should be earlier. I'm fine with 8. I don't I don't see any
reason to make it early. Whatever they want to do in my mind, >> we don't need groups of people in there past 8:00 necessarily. >> I don't know how you're going to manage it. >> I just worry. I just I just do the Wednesday and Sunday thing. I don't care how late they practice. >> It's the honor system and the and then the threat of it is if the board comes back and we have disagreement with something something comes up in the future. The punishment of it being mishandled and abused is getting your privilege taken away. That sanction I mean that's just >> not everything should have to be enforced. If the if the rule is 8:00 I would hope that people would respect that. I think we should just focus on Wednesday night and
all day Sunday and then >> I think if we shut down the this gym for Sunday all day and Wednesday or Wednesday at 6 and then let's just let whatever happens at the powerhouse happen and if it turns into a some secret varsity high school practice and we deal with the coach that facilitated or got it. >> We need to have some kind of policy for how the powerhouse is going to run. We can't say we'll just let whatever happens happen. That's that's outrageous. >> Let's set a meeting for that back and forth. What kind of >> Yeah. I mean is public. It's public access. This is not a public access. That's >> that's a problem. >> People pay to have a membership there until the key works from 5 in the morning till 10
at night. >> I don't know. >> Even public buildings you can close on something. I mean, you know what I mean? Like if you >> Yeah, it's the it's the enforcement. I don't know how we're going to enforce it. >> Yeah. is I sit and I sit and watch on cameras and I'll sit and watch for a half hour, 45 minutes to find out if somebody left something someplace and I got better things to do than than watch that. So, >> well, I feel like we need to do something to try because as long as we keep saying yes, we need to do something. Yes, we need to do something. But it's hard. >> I mean, I don't I mean, we still we we got to try and do something. So let us talk as
a policy policy committee see what we can come up with as far as management goss issue I will tell you there's no cameras that you can watch you got to download them to the hard drive it takes there's a pro my understanding is a long process to even get the data off the cameras over there and our key system isn't working something in building grounds we're going to bring up >> that's a liability issue >> it's a big liability issue over there that's like another there's no way to check in and like >> one thing one thing we can do better in our office and I feel we we started doing better last year. We tried to get is all those teams now and I don't know if they've had to in the past fill
out the request to use. So that helps us kind of know who's coming and going. So little teams that are >> I think that's I think that I think that's an important staple know who's coming and going. set up schedules so we know who's practicing when and where. >> But I'm not having to set up the schedules for cups. I can't get my stuff done. That's not Becca's job. That is not a school job. >> They turn it into let's say back to add to the calendar. >> First come, first serve. >> Yep. First come, first serve. And hopefully Yeah, that'll be how I don't know how else to do it. It's club sports. I'm going to have uh Ashley's got something to say if you guys are hearing. >> So, hearing what all of
you are saying, obviously security at the powerhouse is a major issue. I coach over there from October through March and if we're opening that up for Wednesday night club ball, there's some major issues. So my question is why couldn't we use I understand this is a school but why couldn't we get more kids over here just in the gym where there is security and have like Rachel said one team at a single hoop each and then you're out of here by whatever time frame the school has done the calendar before Madison have done the calendar before in travel teams we're talking second grade boys second grade girls third grade boys third Great boys, fourth, fourth, fifth, fifth. At minimum eight teams, this this club stuff I was on the email. I sent it to admin
and Joe. There's at least eight travel traveling team basketball um clubs, whatever teams that want to get in here, start practicing. And honestly from 4:00 to 5:00 that is hard because parents are at work and stuff. But yeah, some can get into the powerhouse because it is open when varsity is not over there on Wednesdays. But at 6:00 to 7, I mean or even 7:30, I mean, I've coached some of your own kids on traveling teams over here. I don't understand why that's such a hard no here when we have the facility. Go to Philip, they have three gyms. You go to all these other schools, they have all this room and their kids are what do what do you do in wintertime except get the kids into the gym? >> I mean, yes, you
fill the form, you follow the policy, you follow the protocol. >> I don't know. I I really think this should not be completely taboo to practice here on a Wednesday with elementary kids if it doesn't interfere with church school. Otherwise, we're telling a 100 elementary kids, sorry. No, that's going to be pretty difficult. I think >> Thank you. Um I think this should be discussed more in committee. I guess I mean you've got some good points and I just I don't think we're going to solve it tonight. Let's knock it over until I get so close. Um Okay. policy policy start there and then we might have to kick in over to buildings ground. I mean it might go back and forth a little bit but we come up >> yeah that' be a good
place to start. I mean, you know, I mean, both of them are school buildings and they're also again my kids, my daughter played club sports, too. But when at the end of the day, I mean, they're club sports. They're not school sports, too. So, we have these things and they're available to some people and they're available to use, but that doesn't mean that we have to accommodate I mean, do what we can to put out to it. >> Yeah. All right. I agree. Hope. Um, okay. We're going to we're going to move on to committee reports now. >> Although we need to That was 17. >> Um, I was looking at uh Okay. All right. I'm on the wrong one. Sorry about that. Um 18 conference request from attorney and Rodney Freeman. >> So I
got this letter from Rodney Freeman. Um one of our attorneys now we from my understanding. He was probably one that we went to more than we do now. But he goes to a conference attend the Education Law Association 2025 annual meeting. and does every year. He is asking that the districts including yours, so us contribute $160 toward the cost associated with this national conference that he goes to. >> Is he part of KSB? >> No. And and he is a part of he represents uh he is a long long long long time school attorney. Um we do have him on our what do you call it our >> official entities. We used to use a lot before KSV kind of we started using them for this policy work. Um I am going to say we
did not approve to do this last year if that helps the information at all. He doesn't really do anything for us now, right? Like we don't go to his webinars. He like is at all of like school conferences. So he'll do sessions like that. But that's about we don't call him individually right now retainer but we don't really >> he gets paid and he can use that for >> that's a donut. Yeah. >> There you go. Uh sorry. Yeah. That's just my opinion. Consensus there. >> All right. Consensus is no 19 mileage reimbursement rate increase. >> Um so per our school policy or not yes our policy and then our official entities that you guys passed in July. Um we are to follow the state of the state travel reimbursement rates. Well those went up
again in October. So um for mileage so mileage for um is.7 cents a mile now and when a personal vehicle is not or when for school employees when a school vehicle is not available or is available and an employee chooses to use a personal vehicle it's now 315 cents a mile and then there's special needs mileage um of 91 cents a mile when a large personal vehicle is used such as a van, truck or SUV and then 70 cents per mile when it's just a normal situation when a parent is taking a kid to >> that's only for teachers, right? >> Well, this is that goes against our if there's a school vehicle available vehicle. >> Um >> that goes against our policy unless for teachers and they need to go to like the the
low mileage rate really would that would only affect school employees like um sometimes like if they have to do personal business while they're in rapid or something they would choose to take their own personal so that would be like that where they'd only pay just to rapid >> like Sally lives in New Rapid or something but it was all day and she went home afterwards to take her personal >> I got to go to a conference but I need to go to a funeral so can I take the can I take my vehicle so that you get paid as far as what >> I just want to make sure it's not cross referencing our policy with what we talked about in our handling. So, >> um and then and we did write our policy the
state um to we've always had these type of different types of mileage rates. It's just we and we did write it so we don't have to pass anything tonight. I'm just letting you guys know that the state rates did go up. So, it'll go up for mileage for parents and stuff. So >> yeah, budget go up too, >> huh? >> Did our budget go up too? >> No. >> Right. But just so you know, so that started October 1st. So that will be So the September mileage that you guys approved at this um it doesn't include that because that was mileage for September's even though we're paying it in October, it was mileage that took place in September. That makes sense. >> Okay. All right. Well, thank you Amy for the explanation there. Rates continue
to go up. Um, with that, we'll move on to unless I'm missing something here. I think we're on the committee reports. Start out with budget negotiations and insurance. We didn't make >> our insurance day. >> It's was moved up because of >> I feel like Oh, >> yeah. It's in >> otherwise that's it. >> I'd be in pier. I'm planning on going up here. So, we might have to see what time of day to do that. Maybe it can be early or main drive. Um, okay. Going to buildings, grounds, transportation. >> We hit far away. >> Well, I want to thank Amy. I did appreciate like the second agenda in your guys' booklet or print out. She actually added what what we needed to visit about and I kind of appreciated her doing that. it
does help give us guidelines and I would on me as a since it's my turn to talk I guess talk. Um I would like in the future for her to continue doing that and if it's something on there that we did not like we need to let her know when she emails it out three or four days in advance and if we don't it's pretty easy for me to say we control we have more discussion happen next meeting. So I'd like to bypass that if we don't want to talk about I do like bullet points. It helps us as committee members explain to everybody what we talk about on our committee meetings. That being said, thank you Amy for doing that, keeping good notes because I don't um but weed control we decided to we
have a long time ago we spent a lot more money with warn chemical controlling weeds around the grounds and they quit doing it I don't know six seven years ago and we decided to come back up start again just on the gravel areas we understand keeping weeds out of our grass like in our sports complex is nearly impossible mainly weeds so we're just going to keep more chemicals and come up one to two times a year and got to keep control of the weeds in the and then the rock area out front and the weeds on the gravel areas. This is also at the powerhouse here sporting complex in the bus barn. Yep. >> So we >> Yeah. Do you want to throw numbers out to them or >> Oh yeah, I guess again it
was I think it was 3200 the first round and then 1,600 for the second and third and fourth trips. for a triple versus 1,600. And knowing the chemicals they're using, they are not cheap and for as much coverage as they're doing on that that's a lot of square feet, it's probably it's not a bad it's not a fair price, I wouldn't think. So, uh yeah, CT parking and projects u parking portion. Oh, yeah. That that's what we're talking about. West side of >> Yeah, the west side CT our our our great CT teacher is actually starting to do bigger projects, starting to do little Murphy sheds. I don't know he's a we're call Murphy sheds, but going to build a couple Murphy sheds. Um and going to possibly be auctioning them off towards the end
of the school year once he does get them built. They're going to make one shed that they're going to set beside the school for now to keep settling bottles in extra steel and chunks of stuff for the CTE classes. And if we don't like where it's at after he does it, he's going to make it. They're going to try and match it to the school color or like the building colors. If we don't like it, they will find another place to move it. All these things we're doing other than the big house project, the mini house project is movable. Um, in my opinion, and the other two or three sheds are going to build for sale are going to be sat once they're completed, sat out probably by the sporting complex out in the grass
for people to look at. These are going to be up for sale. Then they are also going to do a mini house project. And once that starts, they're going to they'll dry it in inside the shop. As soon as it's dried in, which means, you know, siding and roofing done, they're going to pull it outside and park it on the west side of the CTE building. And that, you know, there's little two concrete walkways in between there. It's right outside their door because when they during class when they got to walk out too, they'll be going out there to wire it, sheetrock it, plumb it, all that stuff. So, they got to have access to it close and it takes up too much room in the shop. we have which is I consider a big
gift shop but it's still too small for what he is doing which is awesome. What are you doing? He's teaching our kids a lot. So it will be parked there for probably three to four months and then they're going to plan on auctioning off too the same time they're auctioning off those other two Murphy sheds garden sheds. >> Yep. >> So it's a mini house on wheels. >> What's he bring in? >> That was that's not from building grounds. participation. >> I'm not on that one, I don't think. >> A plumber come in. Electrician. I forget the parts that he rattled off today that he's going to have somebody come in and show him how to do um >> that the uh he's going to have industry experts coming in quite often now. So, we're
actually going to try and reserve a spot or two for those experts because they were going to be coming in quite often with this mini house project and these garden shed projects to help because he gets the gist of it, but he can't be we want them to be cert like certified in that field to teach our kids. So, they're going to be coming in quite often. So, we're going to try and get a couple spots I think up closer to the buildings for them to park the industry experts to park so that we don't have to walk as far. And we have not talked about how to do that, but >> they had a semi come through and he said it's very difficult for a semi to come in and unload if we park
up there by the building. So he's trying to figure out how to keep space enough for the semis to come in. I don't know what they were unloading today. >> It was probably like the scrap steel bin that they're going to have sitting outside in between the two big doors is an opening nice area there. They're going to have a scrap steel dumpster which looks professional for what's going to be thrown in. It's a scrap steel and there'll have to be a sim that comes in and they're going to load it with skids and unload this. They have two of them. One they take up get money back their scrap steel they bring it back they swap them out. So there be room for things like that to be happening there which is an awesome
thing because it's a CD complex that's actually being utilized with projects stuff happening. So to put >> the storage shed, they're learning how to build it and they're storing materials out of their CT building so they have more space to work and they're learning a trade at the same time and it's something that they're going to work hard at. So kind of exciting. >> Yeah. On septic sewer quote I thought complex when that does anybody have any other questions about what we were just kind of discussing? I have a um my computer is about to do a hard restart that I can't wait for my >> I'm going to have to break for a second and I'm sorry to interrupt you Tyrone. >> My computer was about to do where we're recording. Might have to
do a hard reset. So I might ask us to take a break if that does happen. But it just went magically went away. Oh, I have a marked. Sorry. >> Back to the septic sewer quote and athletic complex. Now, I'm going to go back a few years to the original when they built the concession stand bathrooms. They um opted out for a more affordable way for the budget at the time to just um do a holding tank. City's been pumping it for free all these years, which has been great. City's pump truck went down last year, started costing us $500 to $800 every time we pump. That's after every football game, every little kid football game, every track meet, any event that's held there, basically you're going to be pumping it. Because according to Chris
or um Chris, I guess I'll first name Chris. He says if you let it go like a football game and then partway through the Black Hills youth football game the next day, you're like sweating whether or not it's going to take it all or it's going to start seeping. So you just basically pump it almost after every one $500 to $800 per time pumped if we pay it. Now the city did get their truck fixed, but it's from like 1970s or60s. It's very old. The floorboard's missing in it that old. So I'm what I'm saying is they're probably not going to fix it the next time it goes down. So us is a um building the grounds wanted to look at a solution as a long-term solution that we wouldn't be paying $10,000 a year
for pumping it. So that solution came about to the original plan for that is to pump it from the tank over there up to our lift station over here. And that incor that includes boring underneath basically from the fence line over there. All boring all the way to that um pump or lift station over there. And it also includes this add another tank. So to get the dirty specifics, the tank that's there will be reusing if it's not leaking. And it's going to hold all this the solids and liquids. And then there'll be a second smaller tank with a lift station in it that the liquids will go into. So it's not a solid pump, it's just a liquid pump which saves us money. And who want no one wants to deal with the solid
pumps contains years and years to fill, right? >> To fill and not just have the solid pump also they go out quicker. Their their lifespan's like five years is my understanding where these liquid pumps are whatever. >> Drain fields might have five to seven lifespan. Yeah. >> Yeah. And the drain field has a shorter lifespan. Also, the drain field issue that we originally asked you guys to approve was um the tank's too deep and in order to run a drain field, it would have been 8 ft underground, which doesn't percolate that ground low, you know, that low in the ground. The um drain field will not percolate properly and it's illegal to put it that close to groundwater. So, and that is going to be a little steeper of a price, but it's a fix
it all. It's a fix it forever type of price. And also, if we ever do anything else, ever add a bathroom, add a shaft, add anything out there, this will be able to hand it and it's going to be $67,000. It's a lot of money, but if you look at how much we're going to spend over the lifetime of that facility pumping it, >> it's not a band-aid. It's a lifetime fix. >> Lifetime fix. And we're not stressing about it overflowing >> in between events. I guess it's a >> I don't want to interrupt you, but I do think that was was it 69? Maybe enough. something >> 69 $218.7 >> just just so we had >> Sorry about that. Yeah, that Yeah, it was 67 then we went in and half the 2 in
pipe were boring. So end up to basically $70,000. Got >> an extra 70 grand on the budget. >> No, I was going to get get to that next. I guess >> we are not doing that till next summer because we're going to work on budgeting that anyways. We do not have the budget to do that this year. No, that will not be happening this year. But I just want to let you guys know that's what's coming down the pipe. Did they give you a ETA on? How long it take? Like an estimate on completion >> once they start? >> Yeah. >> Oh, no. But I kind of told them we don't need them right now because we're not doing it till next summer. >> I was just curious like how long the work take. >>
Oh, I don't think that long that boring doesn't take that long. I bet a week at the >> I think they I think they had a little bit back couple weeks, don't you think? >> Yeah. >> They'll be shutting down school like when school's out. >> Oh yeah, they do it over the summer. So, >> you wouldn't take them one day to go across those coaching. Yeah. >> We were going to try to do it in the um in July >> in between sports and in between school. And they actually don't tear up any roads. It's all boring. They're going to dig a hole by the septic tank over there or to by our sign or to this corner. So, they have three holes they dig and then that's you won't even notice they did
it. Right. So, any other questions on that? Wonderful. Like I said, guys, originally they were supposed to do it when they did that budget. They decided not to, I guess. So, curious to know what it would have been. >> A little less. >> But, um, moving on. If anybody else wants to talk, they sure can. probably hear my voice the whole time. Ranger only November 1st, but I talked to them. They didn't think it'd go up a whole lot unless material went up, but it's only good till November 1st, but they don't see it going up >> much at all. I know it's a lot of money, guys, but when you're looking at pumping or that's I don't know pays for >> and the stress of pumping it and the pump truck going out, then
you got to call in someone else to come in and do it and they might be >> kind of get there. Yeah, >> I guess we'll jump over to bus driver pay, stipen, and classes. We we we talked a little bit about our bus driver issues, guys. And it's not necessarily because of certain buses we purchased or did. It's more so we're just short on bus drivers in general. And like this week, Chris told us about this whole week. They had man, they were gone all day today. The buses ran all day today. They're going to run like all day tomorrow. They a little bit Wednesday and then all day. I mean, they're running. This whole week's busy as to thank Bill. He saved us on what day was that? Bill >> Thursday. He became
one of our bus driver. Well, he drove one of our school vehicles to take a group of junior high volleyball players because we did not because what we want we have school employees or people that are on our official bud or drivers list is because he's a school board member. We were racking our brains and like Bill has a junior high volleyball player. So we asked Bill and he drove a bus to >> not a bus expedition. >> Yeah, >> the kids made it too. >> Chris was reading off the schedule just for the month of October alone. And it's insane how many different teams in different levels we have in different towns. Tonight alone, we had JV football, junior high football, and junior high volleyball all in the same town. And just to get
an eyesight of how many kids we're talking just in junior high volleyball and junior high football, we're talking 60 kids. >> You're reading the pumpkin patch earlier today, >> right? >> I mean, there's seen on the website though, right? The transportation schedule, but like you can go out there and see. Yep. >> Yep. >> So, we got to be thankful. >> I'm going to bring this up so we can all be thankful for what our school does have instead of wish we had more. According to um our superintendent, she was telling me that we have a lot of other schools, Hill City, I believe, New Underwood, asking to borrow our buses, our little buses because we're because they can't afford them. And we're sitting here with all these buses, all this transportation, modes of transportation,
all for extracurricular activities, very rarely used for actually nonextricular activities. How fortunate we should be to have the buses we do have. And now other schools are asking to use them. And like everybody said, there's so many kids in them and stuff. It just I'm m happy we did the bus deal. We did. >> They're asking to use those small buses because they're struggling with the bus driver situation just like we are to get CDLs >> and they can't afford to buy little buses for special occasions. They get Yeah. They just >> Yeah. And if we didn't have the different options we have, it be hard anywhere this way. Yeah. So, >> but in that being said, I'm not I don't know if I should go into great detail on this, Sally, but I'll talk
a little bit about how we're looking at doing different incentives to get more bus drivers, especially in-house bus drivers, which means full employee bus drivers. We're looking at giving them incentives or helping them get through their CDLs and giving them a little more stipen with their with certain contracts or different things that helps them motivate them to be a bus driver. But if they do do that, they're not like a normal citizen who volunteers. We're hoping more so like they're the they're they're like the first one called hoping that they almost designated unless it doesn't work for them. >> So that I mean that's not set in stone. It's something we're talking about and we know probably got to break the policy. We talked about the policy committee. We got to do some stuff there
with it which I'll bring up then. But we're looking at alternatives to get more people involved in bus driver. We're brainstorming because when Rashan who's here offered a CDL training city community bringing Western Dakota Tech out, it's very difficult to get people to commit to that even though we're willing to pay for their CDL if they drive for us. We have some people who have their CDLs, but it seems like when we need a bus driver, they're working or they have other commitments. So, we've considered could we say we're going to pay you teacher $500 to $1,000 and then you are expected, you'll still get bus driver pay. you'll still get, but you are you are expected to drive when you need a driver. And there's other schools right now. New Underwood has they reached
out to me, so we need to do a little bit more. Um, I've got about four names on my list right now of spouses or people who said, "Yes, we are willing to do it." So, Katie and I from New Hunterwood need to kind of get together and get back with Rashan here and see if we can still do >> Philip got some. >> Philips got some. We figured we might even reach out to Kdoka to see if we offered something here if those other T schools had people too that would do it. >> Are you talking about like a CDL class? >> For the bus class, it's a two-day class and then you're done. So, >> if you have a CDL already, >> cuz it's a different level than the commercial CDL and Western
Florida Tech, she says it's a two-day training class for for the the drivers and it's $800 >> for that. >> They have to do a driving portion. So, it's a two-day class and then I believe a test and the test can be scheduled outside of that when it's schedules or come here and do it. So, >> okay. Thank you. >> Some of you may have heard our bus's AC did quit working because the bus driver had the heater on on the kids and their AC up front was on. So, the AC does work on the bus. So, bus driver mentioned that to me on the phone. >> He bumped it. He bumped it with his elbow and had the heater on the voice in the back. But there coach has been working. That's what the
rumor was about the AC not working in our question on bus drivers and pay and all this stuff. >> Yeah, we're we're not we're not done with any of that. >> No, we're not done at all. So, it's just >> start talking to something. If anybody has any ideas, you feel free to send them send them to the building committee. Do you have those listed? Like I know we talked even like grounds keepers and that kind of stuff. When Chris does need help, is there something on our website that says we would like bus drivers? Like we need grounds keepers. There's no hiring. >> We can >> hiring bus drivers. We don't have >> We don't have We have a basketball coach that I need to take off. >> It's approved. >> We can put
it right on our banner and so teachers. >> Yeah. >> Facebook. I know a lot of people follow stuff on Facebook. So, >> okay. >> And if we put something on the Facebook ad of about the reimbursement for CDL and this is what you make hourly and I mean >> we have to prove I I mean >> sure. >> So we don't have >> we don't have any of that today but >> we don't have it for you today. No, we we just No. >> Well, that's still the policy anyways, right? Like >> the pay is Yes. >> Right. >> Policy. The Facebook thing is >> you know the CDL reimbursement. >> Oh yeah. >> I don't know if that is >> it's not a I don't know how that would work. I thought that
was the disorder. >> Yeah, it is like options for reimbursement >> like we pay um as far as CDL or we pay for their um yearly re or actually I think it's every other year that have their old >> yeah their annual >> physical we pay for their background check because they have to have a background check to drive us for us all. So, >> okay, that's all I say is >> it's no cost to them. >> Yeah. >> Okay, that's a long list here. I'm happy we have these notes. 35 passenger bus rep and grill guard. We look I think we're going to be I'll let Rich talk a little bit on the grill guard. I saw the email agreed with it. Didn't argue it at all, but you're the one who responded to
the email. So, >> yeah. Well, grill guard. We need the grill guard because a 35 passenger. You can get aluminum, you can get just steel, >> right? >> Um, powder coated steel and powder coated steel is cheaper and that's probably what we should have. >> Feels a little more durable. And with powder coating, I mean, it's rust rust rust will happen eventually, but that that takes a good while. >> And the bus wrap we talked about, we're getting pricing on that. The reason it got brought up is because we got to get our name, our school district on it. Also, um, this going back for warranty work back to wherever we bought it, the bus company or min had to wrap on it before they took that off. There's little divots all over it that
need to be addressed, fixed. And while they get done, and while they're done doing that, they said they would put on our logo a like school district. I believe they said they'd do that labor include. They wouldn't charge us for labor wise, I believe, is what I kind of heard. It was my understanding from what Chris was kind of telling us. But that's when we would do it if we were going to do anything above and beyond. But we're waiting on pricing back for what it would cost to just do regular old Wall School District black letters. What it would cost to do, you know, our Eagle logo on it and what it would cost I don't know if we even priced the whole wrap really. We know those are expensive. >> I I Yeah,
I don't think there's any need for that. Keep it simple. Wall scale district 515 and put an eagle head there. And that's my opinion. Something more grand than that. >> You always get a price for it just because you know people are >> I don't know if Chris if we if Chris was going to get a price for the whole wrap or I don't know if I >> do you have to do like a whole thing like >> well we were just going to do like a big logo >> like the eagle or or like one blue pin stripe with the wall school district on top is what we were kind of looking at pricing. >> Otherwise to me it doesn't looks clean. It looks kind of kind of over the top to me. I
think keep it simple. That's what we were doing. >> I thought he said something about it depended on square footage, like how big the logo was. He wanted to know what we wanted. We hadn't decided. >> We had to decide how big the logo should be. >> Bill come back with some of that, but I had >> Bill's like the full side of the bus. >> What a big head one. I mean, I want it to be >> You want to see a cup? >> I want to know who's coming. Yeah. How about on the pass? Let's see who passes up. >> Well, we'll know who's making faces at them when we pull up on them. >> Yeah, >> but we'll update you guys more on that. That's not going to happen till there's a
break in like December, January. I don't know if there really is even a break. There must be a break in there where that bus is freed up for a few days that it's going to go over. >> Christmas break. For sure. >> It must be. >> So, basketball day, too. their schedule two. So, we have two um two meetings before then to discuss this more. I just that's what we're coming that's kind of what we're direction we're headed and the PH stands for powerhouse discussion and that's what um I was referring to back when we were discussing how to regulate powerhouses. We're at a crossroads on the powerhouse whether or not we should go and spend money on it like the new the new locking door system so we can actually our key cards can
be kind of like they were speaking earlier timed and like this it's closed from 10 to 7 and no one can get in or there's more just like security features and then also cameras updating the cameras or getting cameras working up getting them working and also the AC in the wait room is not working that was going to be like $6500ish dollars to get I fixed. But here's the big stickler of it is all if we do any of those things or which we need to do security portions in my opinion no matter what if we ever do do some revamping inside it they'll be they'll be thrown out. So we need to really watch in my opinion how much money we even want to spend on it whether but then then again it falls
the question if we don't spend the money on it do you close it if it does become a security issue but we don't have another gym or do you look at just re I don't know throwing bad money after good money if you're not careful. Yeah, I think >> until we make a decision on refurbishing or building all new and basically closing that down, >> we, you know, until we make that decision, how much money do we want to put, you know, security-wise, we almost have to in my opinion. And the cameras do work. They just send it to a hard drive and the hard drive does not relay it to a screen very well for some reason. I don't know. That's what >> we can get, >> we were told. >> We can get,
but >> that's what Samra told >> Chris. That's that that the Chris information from previous people told him that that's >> there's there's money there that's not worth spending until we know what we're doing and that would be anything refinishing drywall. Those would be a sunk expense in our opinion if we were to go another route or >> maintain the structure we had fixed up. But cameras and locks to me, if you spend $20,000 on it for a year with all the people in and out of there, it's not a sunk expense. It's just an expense that you have to be >> and we can't have we can't have what's going on. >> And that we are also a little worried because of the way the building is the main not I shouldn't say the
building. The building's not actually in bad shape according to our structurally wise it's not in bad shape but the electrical is in pretty tough shape and there's fire hazards fire code and if our insurance company goes through there and decides that they don't want to insured anymore they want to close it up until we do updates that might that is in the future of years happening we can't say it's next year five years but it is in the future of possibly could happen >> talking to the public I've gotten two different sides I I like to talk to people. Most people I don't know in this town. So, it's just great to get an outside opinion. A lot of folks are sentimental. My kids went to school there. We used to have tournaments there. We
made it work. yada yada. Then you have the other half. We have this building that is a money pit. It needs fixed. It needs repaired. It's not big enough to house the tournaments we need. We don't have the streetside parking to house tournaments that we need. We have gymnastics room that is squished. They're fighting for space in the gym when they do have their meets or their practices with other teams, other practices. We have um fire code issue. It's not up to standard. It's up to codes. There's a lot of stuff in this building that needs fixed. And it is the school district's responsibility to take care of it. the public gets the use of the building, but the school is at the mercy of putting up with the debt. So, this committee as a
whole is in charge of either fixing it and making it work the way it's supposed to and the town will just have to put up with the lack of space or we need to look at other options. So, we have half the community fighting us because we want this fixed. This is sentimental. You know, there's nothing wrong with it, but outside looking in, when you go in and you look at it, there is a lot of repairs that need to take place. I know the biggest one is the central layer of the HVAC. >> That's why we did that study. Um, the study showed us basically that, you guys remember the study? It was basically like brand it was putting everything to code that 4 million 4.5 million that that building would take to get
to code is basically like a brand new building with the outside shell. put it in except new paint and seal. So >> I think I got the numbers right here. I mean >> Yeah. >> And it was like 5 million to fully like we can go over it again here quick. It was fiveish million to refurbish that thing up to standards up to new everything like almost brand new to build a brand new brand new build to build a brand new steel building here which is the same size as that. So they're worried about space to build bigger a 7.5 within reason of 7.5 with no dirt work over here and to do the concrete walls which would match this building like the probably the right way to do it over here was going to
be nine and some change with no dirt. >> And where would we put that? >> We don't I'm not even thinking about where we're going to put it. It's just re what that what that does is just tell us to replace that building over here steel or concrete what it would take for that square feet. And I want to remind you guys just drilling that darn hole for for the fields >> toilet is 60,000 and then then that's dirt work. The dirt work is another million at least for dirt work. >> Yeah. That's not site prep at all. It's just the building itself. I I was thinking about it the other day and the part of the conundrum to me is like we have a we have a property over there we have an obligation
to maintain and when I look at you know from basically survey we had done you're we're not in a position today that I would feel comfortable spending that kind of money and >> it's not even that it's like >> in the meantime you've got a building that okay if if we can't spend that kind of today. We still need we still need the space. We can't go down to one gym. I know that people say we need more gyms whether you agree or don't. >> We can't have less. I see that. And so um some decisions will need to be made in the next next year and and we're starting to hash that out. But first and foremost, securing the kids, it's that's important. and and I go to the powerhouse, try to go over
there about once a week and and exercise and um in the summertime especially, boy, it's it's a party. I mean, locked open doors and people coming in and out and and that's that's going to have to stop. And we're we're not sure how to address that. Um you know, we don't want to single out anybody, >> but >> or the community at all. >> Yeah. going by there at 10:30 at night and I see doors blown wide open and 30 kids running around and nobody has guards. Uh we've we've got an issue and I don't know how to solve it. So, it's going to probably have to start with um there's going to be some conversations had with with a few people. Um I don't know. I don't I can't say too much. We're not
there yet. >> Talking to locals, it sounds like the doors are propped for air flow because it's so hot in there. That is the reason mostly. Okay. >> That at 10:30 and I I I walked in there last year and there were people in playing basketball and doing stuff and I'm like, "Do you have a key card?" And they're like, "No." I'm like, "You need to go." Like they just block the doors open for each other because that one has a key card from two hours ago. So they block the door open so other buddies can't get in. >> I've had I've had guys knocking on the window of the wait room like, "Hey, let me in." Like what? And then knocking on the door. So I mean it could be for air flow, but
I don't I don't We've got a problem there. We're we're aware of it. >> So, yeah. Sorry. Sorry. We let it go this far. I guess >> back back to that. I was going to ask what's it look like to get security someone to look at a little further than the previous not saying you, but Golden West does here for us as our security cameras. And they go over there and maybe see if it's just a cord unplugged and they need a new monitor. >> Golden West does do that for us. Is there any way they could we get on their list to look at to see why we can't see the cameras? >> I can >> if you would call you check with see what what their history is. >> And this is old
data or this is old info that we're told from a year ago that it goes to a hard drive. In order to get off the hard drive, you got to do >> who knows how much stuff you got to do. I don't I'm not saying I know. I'm just saying that's all I was told is it goes to a hard drive. So we have data but in order to get the data off it's like >> know next school. >> Yeah I think >> okay but I want I wanted to get that addressed so that way at least we get the direction for the security cameras I think and then also the key cards but they are working. It's just we were told that someone couldn't get in and there was a creepy guy chasing or
following girls around. We don't want any of that. So, we're just curious like what's the >> card's not working. >> The one key card issue was a bad >> switch at the front and it took about three days, one full weekend to it they came in on Monday. We they found out about it on Thursday. >> Friday I called and >> Monday they were able to get the part. >> So, it's working then. Yeah, we can't stay open. >> We can you can get in. You're just like, you know how I can fob open the doors so they stay unlocked? >> But that's something I can ask. >> Football team. I go over there and I'll be honest. Rocket >> when I let the football team in because I can't get it to five open
and I got too many other places to be. So, I run over there. I open it for them. >> Leave your prop. >> I do. >> You're the first person we need to talk to. I think I think whoever leaves it in the past, I don't know what happened this year, but in the past, the last person out the player or the team blocks it or close the block out. So, it locks and then >> Well, the the our our team goes over for a team. They'll ask at so they our team makes sure it's closed. But >> yeah, >> when the uploading team comes before >> I've seen as a parent too, just the organized chaos. Kids coming and going. Equipment handout was one. I forgot this. I forgot that. Kids are coming and
going. Coaches are trying to get the right sizes. They're busy and it's just a circus. So, I've seen them prop it open for those reasons, too. So, it's not always harmful. >> We hear there's a homeless guy possibly staying there occasionally. Is anybody else Is that really true or is it just a rumor or is anyone in this room? check it out tonight. >> But I'll go >> We did have a student. >> They could break in. I don't know if they break in people. >> He's going to need something. >> They going through that. They used to be able to go in that >> wait room door. >> Oh, the wait room door. >> I don't know. >> That wait room door though. You don't even have to have a key to get >>
No, the outside one to come into from the parking lot in that way. Yeah, >> I I'm in there about once a week pretty late at night. I have not seen or heard anybody roaming around. >> Like I said, probably rumor, but I want to ask this group because >> I have two separate people that have told me two were high school girls and one was an adult woman of the community and they said it was the same kid. He's in his early 20s and he was reported to have been sleeping on the couch on the stage. >> And from my understanding that I don't know, but we had last spring an individual when I got here to school at 7 in the morning, there was an individual over playing on our elementary, >> same
one. >> And that that's what I they assumed. Um and he was coming. I said, "Sir, um what are you doing? we're ready to start school. You're going to you need to leave. And he said, I was just playing basketball and he had his basketball and he left. And I never saw him again. And the description of the person that was over there was was similar. So I think the assumption was this kid was a young man. >> Yeah. >> Well, doing nothing wrong. >> I guess. No, he was very polite to me and he left as soon as >> I take a nap because >> to sum it up, I mean, if you people see something or hear something, >> we'd really like to know and for the community, it's a school building, but
we really want everybody that's a taxpaying citizen to be able to utilize it. I mean, that's that's what we want, but if we've got some bad actors, it makes it harder and harder for us to do that all the time. And so, you know, keep keep it in line, please. So, we continue to let everybody use it. >> And from my understanding, it maybe is not your local votes, your tax, but your local folks that are >> Yeah, I'm afraid. I know. >> You know, that's discussions we're going to have. >> We got to talk about policy like kind of said, guys, we have some more policy things. Ask our lawyer. So, >> so, but we got to keep moving or we not get through it all tonight. So let's unless we have something else
title canvas. >> All right. Curriculum instruction and technology. >> We haven't got >> I would like to plan a meeting because I have some things I want to discuss with that committee. So can we send out an email you guys? Okay. >> Sounds like we kind of need to set up policy multiple >> legislative policy and strategic planning yet. >> No, I didn't. >> You took a couple months off. >> We took a break. Well, >> to go back >> after the amount of policy work you guys did, I think that was worth it. >> Jump back in next week. Okay. >> I was on the policy committee one year with and I realized it was really hard work and I got off decisions and basically so career development scholarship and marketing probably get anything
there. >> Yeah, it's been going great. >> Yeah. What do you got? Um, okay. With that, we're going to move on to elementary school. >> Great. Um, this past this past Thursday, we had fair teacher conference. They have 90% of our parents were um met with teachers and we still have some more that are going to be um we still have more. So that percentage will go up after on our at our October 24th in service. We're going to um review with the staff the Alice training the uh active shooter protocol in the morning and then in the afternoon we're going to run through our reunification plan. Uh we never we got one a plan for it but we've never done a dry run at all to see how it goes. >> When was when
is this? >> That's in the afternoon on the 24th. >> 24th. Okay. So in the morning on the 24th we have the Alice review with the staff. I have a webinar for threat assessment that day and then we'll have lunch and then in that afternoon like 12:30 that will be said like 12:30 we'll have a um run through of our re reunification plan. >> You ever done that with the kids? We got to do it with the staff first. >> Yeah. and the reunification uh you know the Alice and the um reunification I'm hearing mixed messages cuz if we have the Alice training a lot of times kids have a hard time with that because it sometimes it seems too real for some of them so we do it I think we need to select
certain people high school middle school kids elementary the reunification that's just a logistic kind of a thing. So, >> did invite students last year invited students and we had one >> Yeah, we had one student last year for Alice >> and then >> some of the rapid schools, elementaryaries like Pedmont and there's been a few of them that have done the unification now. They did it last week. Yeah. >> Yeah, we can do that. But um it's just kind of figuring out when and how to do it and how to communicate better with the families. >> I think maybe that's my concern is the law enforcement more than anything. It took over half an hour to get high patrol out here Friday night. So if you did have an active shooter here, what resources and
almost do like a mock one with law enforcement too if you could. And I know the other night the this is off, but at city council that I go to every once a month, they just um signed a service agreement with Pennington County. And from my understanding, the lieutenant said that we're going to have two living out here. >> Yeah. >> Is that what I thought? Two living out here and much more visibility. >> Um When we started first started doing the emergency planning and the lockdown planning, Matt Sergeant was the the gentleman from the sheriff's department who got us all set up with all that. And he said if there was an active shooter, we would have we would have county sheriff's department. We'd have Rapid City Police Department. The park would be here.
Highway Patrol would be here. So that that's something that would happen. Um so >> I don't think we doubt that that would happen. I think our concern is the response time. >> Yes. >> And we don't have somebody here on duty during the duty day. Not here in the school but in the town. Yeah. And that's that's one of the reasons um I think that's why I'm glad we have the deputy on duty here. more. I think there were some some nights, you know, years ago that we didn't have anybody on duty and at all and then I called somebody. It took an hour and a half to get somebody here. It wasn't a serious thing, but it was something that law enforcement needed to deal with. So, >> Dr. back to your Alice training
though and saying that we're concerned about it being too real for students. I don't feel like we're preparing them properly if in the case of it though it'd be like not including students in a fire drill because we're afraid that they're going to be afraid of the fire. >> Yeah, I know. But that just it depends on how we do the we do train the students on in the elementary about um how do you guys do with the monster or whatever. >> I'm not scared of repairs. >> Yeah. I'm not scared of repairs the story for the for the elementary and it's more of talking with them. Um if there and it's not necessarily written in a way of like an active shooter >> but like there is the wolf >> um which could be
any type of situation. And it could be that a situation where they need the students need to stop immediately and listen to what the adult in the room is telling them because it may be that um any my kindergarters get a great story of there may be a dog outside or my favorite someone has puked in the hallway and we can't be in the hallway just because you don't know. And so we've talked about things like that, but it's more of a you need to stop and listen bec, you know, because of it might be something not to scare them and terrify them of >> of a shooter because as soon as they hear of the loudspeaker, they freak out. Some do. Um, and it's more of just there's something I need to know, but
it's, you know, stop and listen. we talk about it's written in a story form of for for children and so it's not in any terrifying manner and that's the that's my biggest concern about is you know a lot of times students don't listen to adults in school and the one example I like to tell people when it comes up is Harrisburg one year had a principal shot by a student And it happened before school and the teachers ran through the building telling students to get to the classrooms. And according to the panel who talked about the situation, everybody went to the panel like or went to their room. And the one thing I'm worried about is if we're running through the schools here, if they get to a class, get to the class, are the
students going to go? Are they going to say the bell never rang? I don't got to do nothing kind of a thing. So that's the that's the big thing is you know I just think it students need to do if it's a reasonable request to do it but it's tough to say who knows will happen real thing. So >> all right the um part of the requirements that teachers have and it goes along with what Dr. Crowser said about the test scores. We have to have student learning objectives. And so the teachers have in elementary have come up with um some goals and the kindergarten and first grade talks about um nonsense word fluency and we're taking um data to see how they're going. So the blue is the first one that they did at
the beginning of the school year and the orange is the next what they think it was the third um the third week of September. Some of these are going to be zeros because those are kindergarteners and she hasn't covered um blending yet. But if you see here, we'll see that we have a lot of students who are meeting their grade um meeting the goals here or that's these are this is the end of the year goal for first grade. We've got lot all kinds of students meeting already. This one's going to be deceiving because we have the one student here with 91 um nonsense words that he read or she read correct. I don't know if it's a boy or girl. >> These lines is a student, Mr. Sakora. >> Each of student number 39
is student number 4235. >> Oh, okay. And then um second and third grade they have a little reading fluency is the words correct in a minute words correct in a minute. Yeah have I don't have the goal on this one but the blue is the first read the orange is the second read. Now, this this one I don't I'm a lot of people get kind of concerned about this, but this is 96 with a lot of words to do in a minute or the beginning of the school year. So, something like that's going to happen. It looks like this one that got a little summer slump here that came out of it real fast. This one right here. 146 words a minute. It's at 121 words. >> Had a bad day. >> Is that second
and third grade? >> That's second and third grade together. >> Oh, together. >> I combined them because they have the same pretty much they have the same goal and I combine them. So, it's harder to and I adjusted the the students so that they can't tell. >> But I I think your son's is quite high. I was like, I think that was manage. It was really high. I was like, >> I didn't go to conferences, but Cassie said it was >> so anyway. And then fifth, fourth, and fifth grade, they're doing um fractions and base 10 in math. So, here they're they've just done the first one and they'll do a middle of the um middle of the year one for the math. So, so hopefully at Christmas time they'll have >> these guys another
what another and I've combined fourth and fifth grade. Fourth and it's easy to know because fourth grade has to have a 400 score. Fifth grade has to have a 500 score. Student learning objective is you're supposed to take one area that is an important area to learn and they're ideal with something that your school is not doing well in and really work toward teaching that and improving that area. The um secretary of education has tried to get rid of it. It's a state law that we have to do this. We do this in so many ways of law that we find this being more cumbersome paperwork. Um but can't get rid of it. So it's kind of a state it is state mandate that we have to do. >> Our teach the elementary our teachers
do a lot of that with math and with the English and language arts. As I showed you the breeding part of that the K through two or K through three are doing fourth and fifth grade do the same testing on the students and then they talk about um areas or students at um team meetings and about this student's doing well he or she is adjusting to the interventions. So, let's just keep doing that. And then this student, well, let's wait a week and see what happens because there is progression, but not as fast as we'd hope. But maybe we'll get better information next week. So, that's kind of what how we use data. It's in wall. And I like this data versus the test stuff that Dr. Crowser was showing you earlier because this is
happening live and that is in the past. Or is that something that can be shared with like the parents or even like how you said yeah for a second or like how you can't tell exactly this is this kid or this kid but at least then you have a general idea of hey my kid might be a third grader but looking like about average for their scores because we just have parent teacher conferences so we could see where our kid is individually but amongst their classroom or the two classrooms technically. what you were showing, you would have a better idea where they're at. Is it >> they do it with the state testing when you get the envelope in the mail? It'll tell you where your kid is at academically and where they expect them
to be for their grade or their age and then what the state is sitting at for averages, but it'll have a a bar graph on there that tells you where your child is similar to that one. >> We can do that, too. We can put that out. We can do that out. It just, you know, we didn't figure out how to do it. So, it's it's really tough because um Wall Hyp does really well. I mean, his students do really well in Wall and we used to have a teacher here who would, you know, like we'd have a student, the goal was to read 120 words by the end of the year for a student. And we had like threequarters of the class already reading 120 or more at Christmas time, but we have, you
know, a quarter of them are atund 100 words. Then we had the teachers, those kids are just so low. They're just so low and they just be freaking out. And we got we got about five months before they have to read another 20 words a minute. So that's the one thing that kind of scares me about sending too many too many things out. So that's that's all I've got. Any other questions? Thank you. Thank you. All right. Assistant principal and tech coordinator report. >> All right. I'm almost done climbing Everest. I think I'm probably about here. So, it's getting harder and we will overcome that probably by November, December time frame, which was expected. I got a call this week and I had a couple meetings scheduled for -ate money and funding. They're going to
give they said we have about $90,000 to spend in the next 5 years. 40% of that is us funded and 60% is -ate. We'll cover the cost. So, I'm going to get some more information and probably bring this to the technology curriculum committee when I have more information that is happening Thursday. They don't need a decision until February. So, we have some time. I have a risk assessment scheduled for us publicans just so that we know where we stand firewall any of our technologies. The state is doing that for free and so I will be doing that Monday afternoon. Our two-way communication app is finally done. I had a few nasty phone calls last week. I got kind of abrupt and it's done. So, I will be getting that out to students by the end
of this week and parents can contact me if their forgot password is not working. So, we can download it. It's wall eagles. It looks really pretty and it does send notifications if you sign up for them. So, anytime we add to the website, it automatically connects. It's kind of a handy app to have on your phone. The mass messaging is the next one. I'll get a little bit nasty, but let you know how that goes in a bit. >> In other words, it's like the getting out uh snow dates, that message that goes out. I could use the app if everyone's on the app, but right now we're supposed to have the what's called me messenger XR Enterprise. So, there's two different messaging apps we could have gone with. We went with enterprise so that
it would connect to our app, the website, all of the communication tools, and it would also do some of the backend work for the office, pulling lunch balances and running off email automatically versus waiting until Jennifer can run that report at the end of the week and balances that going to the negative also attendance reports. And so that's not ready yet. >> And if it doesn't work, I'm going to probably I told Mrs. Myers, I'm going to get miserable and just say we paid this. It's separate from the website >> and it's a deliverable. >> It's a deliverable they have not met and >> there's no way for injuries. >> How long has this been ongoing? >> Just since >> July, >> there was a lot we did since July though, too. >> Well, I
would say September 2nd. We didn't get our data because Infinite Campus, the way it runs, our calendar runs from September 2nd when school starts and then that data shuts down integrating with any other app until like the end of our school year. So, it'll run all through the school year and then summer hits that will not integrate. We will not do any updates. It's the data stays stagnant. >> We still use the two-way system this summer. >> Yes. >> Okay. We just I will have to manually add those constituents and then it I'll have to let them know who I'm manually added so they can combine the two when the data reintegrates. There shouldn't be that many unless we get a ton of open enrollments or activities. But the two-way does work. I my goal
is this week coaches for winter sports up and on it so that they can get their groups set up and parent groups set up. >> So you have done a huge amount of detailed work. Thank you. >> Yeah. >> All right. Thank you. >> Yeah. >> Uh with that, we'll move on to 21. Amy, you're up. >> Um I don't really have too much. I most of my stuff was in other board items. I've started working on the impact application for this school year. So getting um parent um signatures and whatnot. to go on. So that's all I have. >> All right. Thanks, Amy. >> Right. >> Um just a little bit on the principal side. Um we are taking a team of 35 kids, maybe 36 to Shadron on Wednesday for the Scholastic contest.
They're leaving at 5:30 in the morning. Got to be down there by 8 for an open session right before that. Um, so I've got a good team going there. Next week's a busy week. Um, we have college days, freshman or not freshman, juniors and seniors on Wednesday. We've got juniors and seniors going to college days. As Fallen said, we also have our freshman going to freshman impact. So, our juniors and seniors and our freshman are going to be out. if you have any good ideas. It was brought to my attention, hey, could we do something projectwise in town for our sophomores? I said, I support. I will not go for a general let's clean the town because that is not a dayong thing. And no, if there is a project though, if anyone has something
for even a part of the day that our sophomores are the only ones or they're going to be back here. Um, and it seems that both those land on I know they landed on the same day last year also. Uh, first round football is on the 23rd. I think Fallon said the 30th, but first round is the 23rd Thursday. Um, unless something totally falls apart, it will be here. I know we're we're planning for that. And so, and then as Mr. Sakura said, professional development is here. We invite all the community. We invite you guys to to come to see what we do with Alice. Last year we did a full-fledged training with it. Um I got locked in the men's bathroom with Mr. Sakura. I don't ever want to do that again. Um but
I laughed really hard. Um so did he. And he doesn't laugh real easy. But >> she she was screaming in the hallway and I opened up the bathroom door and pulled her in. >> There was his arm pulled me in. I've never >> of all people, Mr. Sakora. I didn't I thought he was too scared of me for that. Locked in the dark in the boys's bathroom. Um but anyway, keep going. There's a couple other things that's kind of just getting us through October, you guys. Um couple other things I thought was interesting. if you've heard complaints or if you've heard good things. So, seventh period is a half an hour at the end of the day. What we have done, our middle schoolers are all doing finishing work, um some enrichment pieces. They're we've
got them busy. are 9th through 12th grade. If they don't have a if they don't have uh if they have, let's say it this way, no absence from the week before or unexcused tardy from the week before, then they can leave or go do other activities during that last half hour. You'd be amazed at what it is done. So, um two of my teachers who are here tonight, Mrs. Kira and Mrs. Triber went to a leadership uh training and they came back with this idea. So I said I'm going to try it. I was just looking at our attendance. Um sixth, seventh and eighth grade like sixth graders the sixth graders so far in school they have been absent 21 kids have been absent 11 days. >> Sixth graders and ninth graders like >> sixth
grade. Oh, >> wait. I'm sorry. I said 9th graders. You're right. So, even our middle schoolers, their attendance is really high. 97.9 96.1 96.6 so far. Our 9th through 12th graders. Our ninth graders, we have 20 kids. Um, they have missed 16 days so far. Now, that's just everybody. That's how many days. And you guys, I didn't have time to see if this does involve um but our exempt our percentage is 96.8. Now, my goal is 94%. That's kind of a state goal, and I'll be honest, it is usually under 90%. Our attendance here has not been good. When I came though, I put in place uh the final exam where if they're gone a minimal number of days, they don't have to take that final exam. They still have to do the graded review.
So, they still have to do that expectation, but not the test. And now this has added one more layer. Um my sophomores 98%. The 11th graders 95% and 12th graders is 97%. They come in and they say I am going to be at the doctor. Can I what do I have to do there? What if nothing else it is making them very conscientious of their absence. Um and there are certain things of course I have say over everything you know if something is um different we found you know if it's a medical piece we treat a little differently but I thought that was interesting to share with you we talked about the CDL piece um eligibility so you guys made the new policy one app no pass no fa no no fail no or no
pass no play type uh Today I send emails to two high school parents and to two middle school parents. That's all the apps I have. And there was one for each. It's amazing how kids have picked it up. >> And did we start now? If they have that up, it's one week until they review Monday again. >> Monday. >> So I sent it today. So there the parents say the um student is not eligible from 10:00 a.m. So I sent him out about 10:30 today. 10:00 a.m. Monday till 10:00 a.m. next Monday. >> They can still practice. They all I can't play any game. Okay. That's I just want to make sure I'm remembering. >> Yep. So um another thing our teachers are doing um Wednesday nights collaboration where we talk about students. I feel
our teachers I'm going to talk to my middle and high school teachers are on it all the time either collaboration we also keep a big document that has all our kids that have privileges that have all of our kids if they're failing if they're missing work it all is on one spreadsheet that every teacher can see it also has if they have eagle time that means if they have eagle time that's that seventh period um so So students who have that and so my Mrs. Meyers and U Mrs. Kier has done they've done a great job. Both those two are my interns meaning Mrs. Kier is doing her administrative principal >> and Mrs. um Meyers is doing superintendent intern. So I've given them just projects like that. They've taken over the collaboration Wednesday night. They've
also taken over the um keeping up with that seventh period because there's a lot of management. All these good things take a lot of management, detailed management. So, thank you very much. And uh that's kind of what we're doing. I got some other things. I'll wait till next month. >> Real quick question for you. Backing up to the evil half hour there at the end of the day. No tardies. Uh no absences, right? >> No unexcused tardies. So if a father or a mother needs a kid, I am not going to punish a kid for having overflow at home and needing to fix water or whatever. >> Is passing all their classes also a requirement? >> Cases are better. >> Ces are better. >> Cases are better. Okay. Thank you. >> Yes. >> So we're
doing that. >> Well, Molly came home early today, so that tells me good things. >> And and what we Oh, another thing we're doing um you know there's the play now. We want that play practice to fit in during that time. Um so that our kids don't have to choose between fine arts and sports. One more management piece. So Mrs. Myers and Mrs. Mars has they've taken over that piece and um so it's not just a run home, but it's time to do some other activities. So, and as long as they're not required for that eagle time, we do take them during that eagle hour, but if they have a tardy or anything, they are in the >> Thank you, Sally. >> Yeah. Very good. >> Well, that move on to executive session portion. Do
we take a short break before we enter? Might as well. We've been at it for two and a half hours. >> Dinner time. Yeah. know exactly.
