geiger here vice chairperson quartus here members anderson uh sandal here fortune simon here you're here okay does anyone have a moment of reflection prayer lord lead us tonight in this meeting help us to keep our thoughts and our words pleasing to you and help josh heal amen thank you okay conflict of now we have interest bessette and her husband [Music] any other discussion if not all in favor say aye aye opposed the same time motion passes we could move on to the agenda group agenda all in favor say aye new business nothing i had a contract recommendation i sent out to you i am improve consent agenda any other discussion all in favor say aye oh same sign open forum i think i know the rules i got it timed out okay it's just one

page that's all right uh good evening a few of you don't actually know me and that is very apparent from the last 10 minutes or the first 10 minutes of last month's school board meeting my name is hope dennis and i was the secretary librarian nurse lunch lady substitute teacher aide friend and confidant to not only the staff here at wall school but to each and every student as well i am the one that you retroactively selected to remove the pay raise from for november's payroll of which i did work three out of the four weeks you the board as a whole not just the ones who singled me out and called me by name that raised the issue to begin with but each of you on the board who refuse to stand up and

say anything at all i believe that you have failed you failed not only me but you failed the entire school staff and the others as well you've showed your true colors by showing what you actually think is important and you showed it to the entirety of our community i fought side by side with many of the others here for a fair wage for all the employees of the wall school district i could have accepted my new job and started the very next day but that's not who i am i thought it through i talked with my friends and i prayed with my family i decided that the best thing would be to give the school an entire month so that the administration would have time to run an ad to do interviews to find someone

to replace me and hopefully spend some time training them before i left to keep the school from being short-handed because that's who i am that's what i could do because i genuinely care for the staff and for this administration and for these students for your students your children i know each of their names i know what grade they're in i know most of their favorite books and their favorite athletes who their heroes are their favorite foods and whose best friend is who i can tell which kids didn't have anything to eat over all weekend or if they've fought with their parents on the way to school that day i've helped them find adventures and escaped in stories i've helped talk them down and calm them when they were upset if kelly was busy or even

if they were sick and waiting for someone to pick them up and i helped them with their homework there's more to the secretary job at this school than just answering the phone certainly more than 12 dollars and 53 cents an hour's worth but how important is that to you really you are more concerned with spending our dollars on a new complex to be shiny and new meanwhile programs that last a lifetime are being discarded the music program here is doing its final death kicks the drama department is almost non-existent and you can't keep qualified teachers because they're being taken mid-year by other schools these are huge red flags do you know the turnover rate for the secretary job alone not to mention the other positions can you ask yourselves why this is trickle down this

is on you your wages are more than below average and your leadership has been less than that we need to quit nitpicking policies for our own personal family gain and dollar and hour raises for people that deserve to be making three or four dollars an hour more than that and start making policies that actually make a difference for the betterment of the education of these students and the support of the staff and of this administration these children are our future they are our town and the people working at the school in the roles of caretakers teachers support staff they should be the highest paid people in this entire city they are literally making the next generation and you're not doing a good job taking care of them and i intend to see that change i

may not be an employee here anymore but i do intend to see much more of you at meetings going forward and i will be seeing you on the ballots this next round i'm going to be bringing integrity fortitude and change with me and i am not alone and also since we've decided to be petty over 92 dollars and i have not yet taken any money for the yearbook you can find someone else to do that too move on here approve open enrollment 2022-5 i scanned and sent it out to a couple weeks ago of the open enrollment student that we have we have room to handle student without any birthing i scanned it and sent it out to you okay okay can you can we can you send it around because some of us didn't

see it you have a motion to improve a motion in a second any other discussion all in favor say aye sing sign motion passes okay no items on the surplus list we maybe sent out a request again yesterday and nothing showed up so okay second reading of administration evaluation policy file ci physical force policy biol g g these are policies to catch us up for the comprehensive needs assessment and this is the second reading of the administration evaluation policy identifying the administration to be evaluated and then the physical force policy that has the reference on it that is needed any questions on this it will be up for approval next month good on that adoption of title title nine policy file this is the sexual harassment policy um and this is its final reading that

identifies what sexual harassment is it's a process in which we handle complaints and you went through last fall a reading or two and then it wasn't finished so here's the second round how we do reports the hearings decision making any questions on this okay the wsd communicable disease plan we had a vote to make a motion that motion and second any other discussion all in favor say aye okay all the same sign motions okay the communal disease protection plan i did not have a task force come and meet because these were requirements brought up by the state that we didn't have or the federal requirements that we didn't have such as coffee and etiquette like in your elbow and washing your hands we needed a statement about students with disabilities um information on a positive

test the social emotional and physical needs that we such as the food waivers that we filled out for our school lunch and our school counselor is available and then our our symptoms again all of this is oh and then we needed the phone number of the clinic so that we can meet the federal requirements so we do need a motion and approval so then i can upload it into our sr3 and repost it on our school website a second any other discussion all in favor say aye good to go i guess we're moving down the december pay rate discussion okay amy has this one sure um i did send out an email to all of you guys um paid the payroll date or the paid date is scheduled for december 20th which is monday a

monday and i'm asking for your guys's approval to change that until thursday the 16th it will not affect anybody monetarily it our pay rule ends on the 13th regardless of when the date of the employee is paid we've done this in the past i'm just asking it because we're so close to the holiday season give this staff their paychecks before the last weekend before christmas break it won't affect our our bottom line it won't change how much we're paying the employees and it won't change how much they're receiving so it's just a courtesy yeah i need a motion for everything i do i motion to change okay i got two volunteers i did scan and send one out but i didn't the other when going through and making your policy handbook folder i found that

we needed these i asked that volunteers be fingerprinted from here on out but also that we have these applications when we have a volunteer so these were already in the district filed the state would like any volunteers fingerprints so we're going to start that process and keep it up they already do background checks and stuff on volunteers we should keep it going can we do them as one or do we need to do them separate whichever you would like if you're honest i mean what put them all together one motion to prove that that bond to volunteer i'll that was a combo deal okay k through five principle okay uh we've got the elementary concert is on monday and the flight concerts on thursday tomorrow we're sending home the midterm midterm reports for grades four

and five and parents of those grades should check the backpacks and garbage and hooks and mattresses if they don't see their child and then we also got our invitation from the rapid city rush for our third fourth and fifth grade students to attend a hockey game on february 10th and the current plan right now is to have the kids go and then i'll go out to big white and sub that day so that sally and those third graders that's that's all i have right now any questions for me all righty down the line the 6 through 12 principal reports thank you mr chair the first thing i'd like to do is recognize two students i'd like to recognize ben adminson and dawson hess they received a superior rating of the state oral interpretation last week

and i'd also like to thank them before they left they did a presentation for grades 6 through 12 and we all got to watch it and it was it was very well done i would also like to congratulate the middle school middle school girls basketball team for taking second place at the district tournament here held here in wall last saturday the district tournament was something new your format that you had never seen before and i really enjoyed it i it had a great benefit for what you guys are trying to do in this area with your kids i was impressed with that um we also have a concert on the 20th of december and that's at 6 30 as well just real briefly spent today and we'll spend tomorrow working on the cna process today

was a pretty data-filled intense day and we got a lot of things done the process i think is going to be very beneficial for us as we move forward i can see it as a catalyst for some of the things that we may want to do with our staff development when we begin to plan that for next year there were several things this morning that revealed themselves and as we move further into the process we'll be bringing those to you and letting you take a look at that and getting your comments as well and that's really all i've got unless you have any questions for me i'm not sure if you guys are familiar with um special ed maintenance of effort that we're requiring that we are asked to fill out every year what maintenance

of effort is is it says that we are required as a school district to spend the same amount or more in local funds local fed funds and we did not do that last year so for the fy 21 2021 school year and the reason being is overall in the sped budget we spent more but because we received more in federal funds we are required to spend that even much more in local funds so last year comparative to the 1920 school year we received 11 764 dollars in federal funds we did not counteract that by spending more in local funds so what you'll be seeing probably next month if not next month february um we because we did not spend that much more and spend local funds we have to return some of our federal funds

back to the state so we're going to be required to return about 6943 of those federal funds back to the state so i just wanted to let you know because you'll see probably a in your build list a check to either department of education or something like that it was kind of it's one of those things with school finance is kind of hard to explain but if you guys need any more explanation i'd be happy to sit down and talk to your doctor it's just a check but that the state has every school do to make sure we're not abusing federal funds and we didn't we just got more and so we should have spent more but we were conservative kind of a catchphrase you just do your best i mean when it comes to

those things no i mean 6900 not a lot i mean in comparison to the whole budget that we spend in spend and in the whole budget for the school but it's something that i need to let you guys know of and why you will be seeing a bill next month or in february i have i haven't i wanted to let you guys know first before i talk to the department of that because i'm not sure how that how to even code it we i don't foresee this ever happening again per our conversations we've had with our budget we do have some significant increases in expenditures this year that will be coming out of the local efforts for sped so if this happens it would be a total shock so i'm 99.9 this won't happen again

because of the expenditures we have coming this fy 22. do you ask him to refund it next year well that's what kind of got us because we're about to lose funding and it's just it's just it's hard with emily because they make you kind of have a crystal ball and make sure you're you're spending well until the last day of the month you don't know for certain and so if this what's it's easier to correct we just send money back but it's not a penalty it's just money we see that we didn't should have gotten in the first place that's one of those business manager things that we just get up chat about so any questions well good evening i have um on monday i went in to help judge sunday and monday i was

home judging the ffa ag sales competition and one of our local students here at hilda camp placed eight in employment schools too so that's often very science teacher update we have our students online um and we have a long-term sub and i strive to stop in there when when i can and visit there's no options other than that there's no teachers available so forth in the science area so we are going to start looking for next fall for a science teacher and yeah we'll keep going um as zoology our students are going into environmental science because there is no online zoology class and the choice so the choices were earth and space or environmental science and both the kids and i like environmental science but earth and space so hopefully i can remember what i

need to remember so we'll see um yesterday i listened to the budget the state budget that came out and then today i spent the day in chamberlain meeting with superintendents across the state to discuss the budget they're projecting a six percent increase in school funding both for teacher compensation as well as six percent on education overhead hopefully it stands because inflation is somewhere about 6.2 at the current time and we're not sure what can happen down the road they're also projecting putting funding in preschool which that has always been a mute point is state funding funded preschool and now they're having conversation i can't guarantee anything's going to happen but they're having conversation about that we are one of three schools where we are one of three states in the nation that does not fund

state fund preschool and so uh we will see how um that comes about uh other things that are that are on there of course um crt or critical race theory there was a bill in north dakota that prohibited critical race theory and it passed and there is no school that in south dakota as well as north dakota that he would entertain crt so it's just whatever it is so that people feel more comfortable we're still going to go through the social studies uh adoption process for the standard crt is not a part of it crt is a theory that came out of a collegiate level law school and um they feel that most k-12 educators wouldn't know how to handle it anyway so that's where you kind of got to be careful though because they

did try to stay i mean like the state i mean it was going to pass with what they had put in there so it's good that she that gnome did something about it and we viewed what they had written up because it was in our social studies standards what they had originally proposed so well that that whole process has started over so i don't know where they're gonna go with that transgender they're still pushing for the local control and but aberdeen school district has had to take a step further there is groups out there that will push it harder on a school district to for bathrooms and locker rooms and so forth so um i talked about preschool let's see here there has been discussion about prayer in school but they don't know where that's

coming from um there'll probably be more discussion about open enrollment south dakota high school activities association um they guesstimate there will be more bills on the marijuana and discussion on the board and bond elections being like that of the main elections in the fall uh parental rights bill we'll see what happens there they want to opt in option given to parents instead of the opt out which will put more pressure on schools to provide an aloe card type situation so that will just cause more stress on a stress stress structure so title ix training they're looking at more availability of it in south dakota because of the new title ix laws that were brought out a couple of years ago so they did do a superintendent survey and again classified staff shortage is a big

topic in schools across the state so rich do you want to add anything from your delegate meeting i can it out correctly associated school boards of south dakota we had a meeting there and we voted on i guess matters of policy directives i voted in accordance with what you guys some of them knew there was some talk i guess about inflation and you kind of touched on that too again inflation running between five and six percent we want to advocate that basically our school funding matches the state flex inflationary index of three percent or whatever that index says is inflation um it's sensible there was talk about uh transgender policy uh kind of a long single incident that you're talking overall you know i think the organization wants to advocate for military control and basically

that your school district reflects the values of community so i felt good about it financial standing of the group the organization is good they went well thank you thank you thank you and the only other thing next tuesday is one of the school webinars and this feature this month's feature is on the marijuana um in schools and i will post that link like i have with the rest and the board files for you to view any questions all right thank you i make a motion we go into executive session for the purpose of discussing personnel according to sdcl okay 125-214 is second all in favor say hi all the same time
