Yeah. I mean, all right. Good evening. Um, this is one of our budget workshops, budget study sessions um for this school year. Um, we're going to get uh into things tonight. It looks like we have quite a few documents from the finance department. And so, I'm going to be turning things over to uh Miss Hulie at this time to kind of lead us through what we've been given. Okay. >> Okay. Um, so Miss Diane and Miss Andrew have worked really hard at creating some draft um budgets and looking at an increase in insurance. We don't know exactly what that increase is going to look like. Also, um, looking at overall a 2% salary increase across the bill for for every%. So, you have that information in front of you as well. Um, let's see. And

so miss they also did a great job of looking at in the the way the paper clip is um looking at certified and non-certified that information and giving a bottom line as the increase in budgets as to what that would look like with each increase as well. So, Miss Diane and Miss Andrea, I'll let you all go through and explain further in detail as to each one of these documents that you that you provided for us. Be care if you want to start with the non-certified or the certified or which >> we can start with certified. >> Okay. So, we just went through here and added a 20% and a 3% increase so that you guys could see what that would look like. And then we added on the insurance, we factored in a 12%

premium increase cuz we don't know what that's going to be. So, we, you know, factored it on the high side plus that 11% that the teachers were asking for. Um, you can turn the last page We're showing like at the bottom an $823,000 increase, but again, that's going to be on the high side because we don't know that increase. And we're also using budget numbers. I think when Shannon did it, she used >> the actual number of employees and what kind of plan they had. So, we're just going off of what was in the budget. So, it'll be a little higher than her number, but that's a general idea of what it'll be. And then we did the same thing for non-certified. And um we uh of course you'll notice on some of the non-certified

there's no insurance line. That's cuz we put it all on the certified because we don't know how to look that up. >> Right. And I had a conversation with Miss Shannon just a little bit ago to make sure that um because Miss Diane and I had a conversation about the insurance and the breaking down of that and how to and increasing that. And um the information that she shared with me was that for we have about 15 um person people that work in the district that have the family plan or not um not just the single plan. We have about 130 wood employees with the single plant. So her numbers that she gave will be different from Miss Diane's again because she said they're they're looking at budget. She was looking at a report from

the state. So her her calculations based upon what um the current in uh insurance rate is that we're paying now is roughly would be about $100,000 increase for the year. But again, that's not including what? >> That's not including that 12%. >> That's not including the 12% that could potentially be the increase for the insurance. And we won't know that until she said usually it's sometimes is it >> sometimes middle or end of June before >> May, June before we get back, we'll get with her. >> Yes. >> And get closer numbers. But for now, I just had to go off budget. Right. So, but um then this sheet where the greens highlighted at the top that just this is just total salary than the increase I mean benefits for both non-certified and and um

certified and then at the very bottom I I have total expenditures what it would look like what like this year's total expenditures and then at a 2% what the total expenditures would be and what a 3% would be that also includes 25,000 for food service for them to have it on Facebook. But now I did not include food services insurance. I don't have that number. So I will have to get that. Um so that's not included in this spreadsheet. >> And then I just this budget is with a 2% increase and that includes all of what the department's requested. Um we went through with Julie and like we've been we've included that um software that's kind of been purchased. >> Yes. Yeah. >> Um, what else? >> Are you okay if I ask any questions?

Like to because we're talking about what's in it. >> Um, the assistant principles >> brief in there for them. Yes. >> Okay. Uh, other things that have been brought to us and y'all help me if I'm miss something. Okay. Coaches. The co the suggested coaches. >> That is not it. >> Okay. Um >> so we have the APS but no okay >> and it's in this budget >> the coaches are not in this but I don't know >> but I think are >> and it's the 2% pay increase in this budget >> and it's on the 20 year scale still we've not done the 25 >> that was my question thank you for helping me >> can you tell us why not the 85. >> Well, personally, I don't think we'll be able to afford

it, but we need to know what those step increases will be. I know that I think what we just kind of guesstimated on the scale that we already had set up. Douglas assisted me with that and we did just like a $700 increase past the 20 years >> for each degree. It kind of went up like $10, $20, $30. So, we were just trying to get y'all a something to look at. If that's what you want us to use, we'll go back and plug it in for next time. Um, M elaborate a little bit about you just don't think with what we have maybe coming up what we have currently that we could bottom line right now at this 2% increase and showing you you may go in fund balance 2.7 million that's of course

going to be a little high but um if that's the case um I don't see how you can add more to that >> but we looking to add a year or two at least or >> well you could stretch it out different. You could of course you'd have to work between the two scales till everyone got over to the 2500 scale but you could stretch stretch it out by decreasing some of the years prior. >> Okay. So really going back if we want to move to 25 we got to go back from square one >> and change a lot of the years prior to that. your chains. Yeah, I think Julie, do you remember anything else? We I did add 25,000 like I said for food service to transfer um to food service but not

including insurance, just payments. I think the major um major pieces when we're looking at the um purchase of the the student information system for next year. We have different um companies that Miss Lisa has gotten information from and um the first choice being for that was $138,000. Um but there are also some things that and help me with this mist. There are also some things in here that we're paying extra for outside of this package like the raptor. Is this the one that had the system in the So, we have the Raptor system where people come in, they have to give their IDs and they get checked through a system that >> would be included in this package. So, that raptor system would be something that we wouldn't be paying for. It would be part

of this. Um, >> also the messenger system, not we wouldn't do bright arrow anymore. We could do they have a a information system that voice message system they send out some it would include. So you'd lose a couple of those. Plus that's with them hosting, which the state says they're going to quit hosting. So >> And is this the one that had the reunification? >> Yes, ma'am. >> Package in it as well. So heaven forbid something happened would have that in this that system. >> Wow. But then the next one down from that was $98,000. So they're they're pricey. >> What is the name of the first system that you have? >> Educy. Okay. >> And is um educy what districts around us? >> Um almost all of like Bedford County just went, Rutherford County

just went, Savannah. Um Manchester is going, uh Franklin County is going, the upper Cumberland still is they're hanging on like we are for another year. >> For another year. Yeah. >> Yeah. But they're they're all leaning towards that one. That was the biggest at our attendance conference. That was the biggest um vendor there. They had the most people in their in their rooms. >> And when you say software, this is the software you're talking about that you put in. Yes. Okay. >> And what was just said? >> There's a few other things >> that makes me feel better. >> Okay. >> Well, no, it's not. It's just little things here and there. >> But if it all set together, it' be helpful. >> It would because right now with bright air, it has to go

overnight before those phone numbers change and things update. Then it would just been automatic. But got some good things in it. >> And we would have neighbors around us that would be on the same system that we can >> and that also includes training. And if we go the same time other places, we can share some training and share the cost. We didn't know what what they were going to come out on. So, Miss when in looking at the bottom bottom line figure when we um I guess to help us all understand looking at where where we should be budget wise with an ending balance of of for our fund balance figures that we should we need to stay between that would be a good healthy >> well I think between 8 and a half

million and nine and I ran that past Douglas he said he felt the same way >> okay >> that it should be around >> and so this one this this staple together is only eight >> and of course it will be a little better because everybody doesn't spend their entire budget but >> right >> still kind of have to go by you know what number >> do you If we have a little bit of wiggle room there. >> Yeah, probably. >> Instead, if it's going to be probably a little less than that, >> I would think. >> And you want to keep it between 8 and 1 half and >> Yeah. >> I think then that falls to us to say if we want to see anything else added, if we want to see something

change. um because we are in April, the middle of April and this has to be submitted by May 15th. Um this kept popping into my mind over the weekend when I was thinking about stuff um as to go back to something the TS like we've talked about with TSBA and things with some of our trainings. this is something that we have to vote on and say, but she's the one that runs it. And so, um, like, does Julie, do you feel confident in something like this? Are there things that I want to I want us all to talk, but I won't I I would like to see it closer back up to 8.5 to nine than an eight. >> Okay. Then just based upon the guidance that we get from finance, um I'd like to

give everybody everything that they want. I just also want us to be fiscally responsible as well. Um, but if as a board if that's where you if you feel comfortable and want to see other things added to this to see what that would be for bottom line. >> So what is your suggestion? I think just looking at all the requests and seeing what feasibly we could handle to do this year and look at what down the road that next year for the plan for next year. So all we have in this is the 2% raise in the assistant principles stopping. We haven't even put the coaches. >> We didn't put the coaches increase in there >> and and we and we do have the um software in there in there as well. And then some

increases of things from the central office as far as we know things have gone up in prices for um Mel's department for technology, the Chromebooks that we've got to purchase. Those things have all gone up. Did the two days that we voted on last week, is that reflected in here in the new budget >> for the support staff? The two sick days. Do we have to add that in anywhere? >> That is not reflected. >> This was done >> prior to that. >> That'll have to be because it's a vote. Yeah. It's Yeah. in years. Well, we looked at the substitutes and what our substitutes get paid compared to around us. Um, and if that increase, we put did put an increase of that Or did it just stay the same? It just stayed the

same. Still working within this line item. We did not increase that. >> We increased we increased what we're going to pay subs. However, running the numbers, we will still stay within our a Does anybody have any additions or corrections they would like to or subtractions? I will put it all out there. >> What about that scale? What do y'all want to do? and people that are over 20 years. We need to show that we value them. We need to do something. And there's there's a few of them that have been here a few years that are have they had that same for several years. The sustainability scares me because I don't want to with what we have coming down the pipe that scares me. Um to do something that um I hope you don't mind

if I say this that the experts are saying >> like that makes me a little nervous to to do something with what the other things that we have coming if we can't keep that for years to come. I don't ever want to be a part of something that we decide that is really really great for a few years, but it damages the school system for a year to come. That's that scares me a little bit. That's the only thing I agree with you. I agree with you. I if we could Yeah, let's do it. It's not going to hurt anything. We can do this with no problems. But knowing what we're looking at with uh trying to figure out the middle school and other things that have been brought to us that we got to

look at it, it makes me nervous. I'm just happy they haven't left yet. That's the hotel. >> So, what if you just increase the pay scale a little at a time? Like you didn't jump to a whole five years. Usually it's like a year or two this year and then a year next year. You see what I'm saying? >> Like a gradual increase. >> We I think that what we need to know is like you want to increase >> 500 $700 $400. >> Um I mean we can do like a 22year maybe and then just we just need to know like what you want that increase to be. I mean there is it's based on years and per degree so it gradually goes from that as well but you have to have the year stepping

downward to have as a district. I'd like the years to be extended, but I also would like to have pay scales for our system principles, our principles, and our supervisors. So, it's >> because we had that we had a whole big discussion and none of us really knew how anything was calculated or anything. So I would like to see that over the next year that put into place that we look at form having those pay scales um so everybody knows exactly what it is and we should have and it should supposed to be posted on our website and all that. Um if you look at other districts they have theirs on their website. Did you form a committee that kind of >> We did and I and previously with the support staff um scales that

you all have. There was a committee. Miss Bonnie had a committee that worked on that. Miss Stephanie and Miss Kathy, were you a part of that? Um and uh some others as well. And they spent a lot of time working on it. It wasn't just a quick throwing it together and having it out there. It took some time to calculate and figure that would need if we asked for that committee. So could that be that would need to be an agenda item to form that or can that just be formed? >> I think it was just formed. I don't think it was an agenda item. We don't have to ask that be I mean formally vote on that being a goal. We can ask for you guys to make that a goal for the next

school year and get those in place as well as work on a formula to make sure we know how this would go. what things like that moving toward that or do you think that we need to have one go to 22 this year >> and then you think about >> I mean I think it would hurt to look to see the ad a couple years to see what that might look like and so we have that information about that So what permit would y'all want that to come out? >> Um what did you what was it that you used it for? >> Um it was 700 like for masters I think it went up for or no 700 for bachelor's masters was 710 720 730 that's how it went. I think for right now we

stay with that and keep it the same like streamline in the same manner and then depending on what they do in the next year kind of look I will be here but >> you're free to come and join >> okay so making that addition to go to 22 years with those increments that we already have in place we will need to add the two days to the support staff that was voted on in the past meeting. Does everybody give it the 2% pain? I think what I'm okay with that stretching yourself. I agree. That's all. Just going to say it. Are you guys okay with the coaches that was brought to us that the coaches be left out for this school year? Do you I mean for this budget or do you want to have

have it added? I >> think if we're looking at potentially next year doing a scale. Um I think one of the packets that we were given in the last one there was a scale and maybe we can look in that um for next year. >> Okay. >> At doing a scale so that year one coaches and there's it's already in place just like everything else that we're looking that would be the only other three that doesn't have a scale that they can look to and know where they would fall. streamlining it all. >> Yeah. >> Like given you're talking about giving coaching supplements based on the number of years they >> Yeah. I mean is that how they teachers get theirs? They come in if they're a year three teacher when they would be paid

as a year three teacher. So your one coach would start at year one and or year six coach would start. That way if a year five coach were to leave and then we' get a year one coach, they're not already making it the same point as a year five coach to run out on. And there's a scale to follow. >> I can't find Austin. Did you face the teacher? Here you go. Okay. Just thought if we're going to do the others that we need, we can get everybody on the pace soon and it would give us a little more time to really look and see what we have in the ears. Let our focus. I didn't understand. So what y'all are suggesting is keep no increase at all right now for cook and work on

that for next year is Courtney that that you're suggesting and I think we anybody else got a The only opinion that I have in looking at that is we do have some middle school coaches that's making significantly less than some of our high school. So even if we gave middle school a little something to make it a little bit possible um as we work on that scale because we have that was just be my suggestion. I don't think we can we' be able to do all the day as $9,000. So what would you say what would follow in that budget for the same for me? I need a few more sheets of this. You said that it looks like it's about a thousand about a thousand per coat. >> Some of them are or more.

>> That's Thank you. Stop. For example, um when we're looking at football for high school was 45,500. Is that correct? And they requested 500 more than 5,000. Whereas the football at the middle school is 500. Am I reading that? >> 2,000. >> Those are the assistants. That's the assistance. >> Oh, I'm so sorry. Thank you. >> Your head coaches. >> Okay. >> And so the football. Okay. And then boys basketball 2500 2,000. So you would say, Miss Chil, what you're saying is you would not do the entire suggestion here. Would you do 50% of those suggestions and and see what that amount looks like? See what that looks like. >> If that I mean if that's what y'all would like to see. >> I think to get as Mich said, get a little bit more

equitable, I'm cool with that. I think if we're going to do a deep dive into >> doing a salary schedule, um I think do something to make it a little bit more Yeah. Excellent. Well, I think I'm fine with that. I think that was good. So could we see that reflected in the screen? There any more information that you guys need from us >> at all? Can't think of anybody. >> Okay. And something else that I did want to add as far as big items that we do have that's coming out, we do have a cycle for our um ELA this year because we've got gap years between the next cycle um of textbooks comes in. So for one year for our elementary CKLA that's um about 28 or 29,000 and then for our 612

for the next 3 years it was 92 92,000. So those are curriculum pieces that will those because the state wouldn't change their cycling on us. Usually it's six years and the name gave since changed it. So >> thank you for all your work. >> We do appcate. >> Thank you. Include anything with the insurance. Yes. >> So remind me what what did we do there? We pay more of the >> more single family and we added of course >> I don't know how it end what the premium possibility could be. We won't pay that factor. So really it's like 23% we got >> I'll let you >> 23%. >> I have a question. um one of those first budget meetings we talked about the snow days for the maintenance and the spot that they may

have had already gotten them right but they didn't and they're hourly and >> it's a whole other >> um with them being hourly and not wanting to affect their summer schedule, but also recognizing that they if we have many days out for snow, could we maybe look at giving them an extra two days worth of hours that they could use as a snow day or two day two snow days instead of giving them snow days that then would potentially eat into their summer schedule. That makes sense. That's all you hear about it. >> I I think I'm fine. I think I can handle theirs. >> I mean, I really do. I mean, I don't think it's going to affect me that much. So, I mean, I think I'm fine to do that. Give them their

>> Give them the do yours. I think so. >> Look at all >> I mean, >> instead of 230 days, they get 232. Is that what you >> Yeah. >> Okay. >> You're good with that? this way. >> Thank you. You're welcome. >> That's pretty awesome. We need a great >> I think y'all would need to vote on that. You would need to put that on the next >> May's agenda. Go right >> and it will come so it would be written as it would come out of her. We would know where it would be coming. It would be coming out of the budget. Maintenance maintenance budget. That's going to come. Anybody see any other things or think of things that we've discussed? our next budget meeting. I do not have my calendar, so give

me just a minute. 27th 27th >> 27th of this month is the 8th >> 2 weeks from tonight we'll meet back here in this room at 6 p.m. and have those additions and things ready to look at and decide how we do is willing to work with. >> Sure. >> Yeah. Okay. That's it from around the table with those suggestions. That gives Miss Candria and everybody some things to to work on. We can't thank you ladies enough for me. Thank you very much. I appreciate this. So, all right. You got everything else on me. Thank you. That is it for tonight. Thank you very much.
