Tell you what, Norman. You'll flip a coin. See matching not to pray. Afternoon, Miss Norma. I see you over there. >> Hey, Stacy. Stacy snuck in here. >> All right, it's five o'clock. Let's uh stand. And before we get our begin our meeting underway, I'm going to ask uh Norris to lead us in a word of prayer and Dr. Kim will follow with a pledge of allegiance. Our most gracious loving heavenly father and you are the love unconditional love dear heavenly father. Thank you for these men and women in in this uh on this board. I ask you to be with us tonight that everything that we say and do will be to honor and glorify you and just let us seek your leadership and guidance and and decisions that we have to make. And
I ask you to be with the students to keep them safe. be with the teachers and administration and everyone that has anything to do with our our kids, educating them, just be with them. Ask you to to be with our leaders of our country. Be there our military, our policemen, first responders, first uh medical people. Dear father, just be with them in a in a mighty way and put your arms of protection around them. Again, be with us tonight in our meeting. Thank you for loving us, Jesus. Thank you for dying on the cross in Jesus name. Amen. Amen. >> I pledge algiance to the flag of the United States of America and to the republic for which it stands, one nation under God, indivisible, with liberty and justice for all. >> Thank you very
much. >> This time I'll ask Mr. Kilzer to please call the role. >> Shane Connor >> here. Ben Cup here. Randy Cherry >> here. >> Becky Hutcherson >> here. >> Norris Frank >> here. >> Dr. Kim Scott >> here. >> All present. >> All right. We do have a forum present. So we will officially call the meeting to order for uh the month of March and we begin with a recommendation to accept the board agenda for tonight. >> I'll make a motion to accept board agenda. >> Second. >> Okay. Motion's been made. Becky has a second. Is there any discussion or questions about the agenda for tonight? If there are none, all those in favor of approving the agenda, say I. >> I. >> Any opposed? All right. The agenda is set. Uh, next, you
have your consent agenda in your packet. Do we have a motion to approve that? >> I make the motion. >> Second. >> All right. Motion's made and seconded. Uh, there is no discussion on that. All those in favor say I. >> Any opposed? All right. It is approved. Uh, we begin each meeting with, uh, something to spotlight or celebrate going on in our school system. And uh uh we do have a couple things, couple of neat things going on. I'll have Mr. Kilzer kind of dig into uh couple of things that some of our students are involved with. >> Well, I I will start with the second since one of our principles is here. Not to put her on the spot, but she's the one that provided me one of two that I'm commenting on.
And again, we always want to celebrate what our students are doing. And it's rewarding to see them stepping out and doing some things for the benefit of the community, for the benefit of others. and um principal at the middle school, Dr. Hall, had shared that our students uh fifth grade students being recognized by their teachers uh for a field trip to Nashville. And again, I know from my past years experience at the high school, even as something as short as a trip to the zoo, some of those children have never been able to do that. So, this is just another great experience for them. And it's because of as it describes in the agenda uh on their positive classroom behavior and then that strong work ethic which for the purpose of employees and employers I
like to continue to perpetuate a strong work ethic as long as we can continue to represent our communities of employers by knowing that Chester County students have a good work ethic. That's a that's a feather in the cap for our district. So, it was great to see them be able to go and and as or or to be able to go May the 6, but then as you see there the additional opportunities to be able to see the uh the sites in Nashville. That'll be a fun event. And I believe that came from Lauren Malica. So, she's a a fine arts teacher that serves middle school. And again, great ex experiences and opportunities for memories to be cherished by a bunch of uh middle school grade kids. So, I don't know mean to put you
on the spot, uh, Miss Renee, but Miss Renee shared with me about a group of students who uh, sixth grade students who helped out uh, at the Pinson Mounds. Do you want to talk about that any? >> I mean, just um, the teacher that organized that was Miss Wendy Whitney King. She just asked kind of for if you want to show up, show up. It was kind of on a volunteer basis and those were the students that showed up. They cleaned up around one of the mounds and then they were able to go into the museum and do different things at the park. >> Well, and it looks to be from the picture about 20 kids or better. So, that's great to see that many children show up and u u again uh representing our
community uh very well with that. So thanks for that opportunity. >> All right, celebrating those students and uh of course also we have an opportunity at each meeting for anyone that needs to address the board but as of this point no one has made that request as a delegation. Anything on the public comment board been? Okay. Also the public comment section tonight no one has asked but there is a opportunity to do that for anything on the agenda that is a actionable item. But being we have no request to comment tonight we'll move right into those action items. The first is a recommendation to the board tonight uh to approve a resolution to the Tennessee General Assembly and this would be supporting the continued appointment of the superintendent of schools. um uh they have been
considering this to move away from the appointment of it to uh an election of it. You want to address that? >> Well, the only they do this every year and this year it seems to have a little bit more well it's got a little bit different uh approach. This year they're approaching it and and personally I hadn't studied it in the last few days about what the status of this bill is. Uh but uh the approach this time different than in years past is allowing or asking the legislative board, that'd be our county commission, to vote whether up or down, whether it's added to the ballot. So, it's just a matter for for our district or for our community, you have to convince 10 county commissioners to vote yes to it and then it becomes
part of the uh election process. Now, that is if it passes. And again, I don't know the status of it at this point as of today. Uh the um those uh the House bill is 1849, the Senate bill 1719. Uh but um again, as you understand and and as the opposition has been, it has been since 1992, it's been an appointment instead of an election. And there was a point or reason to change it to an election. I mean, excuse me, an appointment instead. And u you know the the uh um as I mentioned with some commissioners last night, the the opportunity for somebody who is maybe a very charismatic person but has not had an experience in education or limited experience in education could serve in that capacity. And then regardless of the outcome,
the performance of the students, the performance of the staff, as it is with the elected official, they are in there for that duration of their term. So I consider it a bad bill. I know that many in the communities of the state feel like that most of these decisions need to be made by the the community at large, but again, this this decision is based on your legislative committee or legislative board. So you're just trying to convince 10 out of 18 people to vote in favor of. So the resolution again is is shared from the TSBA from Nolan Combmes and um uh I ask that you uh approve this uh resolution. And what we'll do is pending the the decision of the board, I'll have copies for or a copy for everybody to sign and
then I'll send it to our representatives and both speakers. Okay. >> Is there a motion to approve the recommendation for creating this resolution that's coming from the TSPA, the Tennessee School Board Association? >> I'll make the motion. >> Second. Motion's made and second. Is there any discussion or questions about it at all? If there's no discussion, all those in favor say I. >> I. >> Any opposed? >> All right. It is approved. So, we will uh have that for everyone to sign to send on um when we are finished. Our recommendation also tonight to the board to approve a revision to one of our policies. It's 2.804. It's a policy we have about expenses and reimbursements. Uh and I'll have Mr. Kzer kind of give you some more background on that. And if you have
any questions, we we can look at those. >> Well, this this has been a policy in place for quite a long time. It was initially issued back in 99 and there has been a revision in year 2022. Uh but what came of this one as a blade is there's been some conversation of course one of our neighboring uh districts in west in Tennessee who had had some uh questionable expenditures turned back in that was for audit purposes uh was something not uh favored that the conversation to look back at our example that we were having some difficulty of ensuring that all of our receipts uh for reimbursement got submitted in a timely fashion. When we looked at our policy, the initial policy is for it to represent within 30 days, which is quite a long
time when most people should be able to turn it back in right after they return from their trip. So, we thought a good uh change, a reduction would be to reduce it down to 10 days instead of 30 days. >> But we're going to still encourage people to turn it in when they get back. >> 10 days is maybe the max from 30. Yes. So the reduction to 10 days rather than 30 days for expense and reimbursements just for efficiency more than anything else. >> Nothing else changes. >> Yeah, nothing else changes. So uh is there a motion to approve this recommendation? >> I'll make a motion to approve. >> Second. >> Okay. Any questions or discussion? Well, if there are none, all those in favor say I. >> Opposed. All right. That recommendation to
uh update that policy is approved. >> Uh also we have some surplus property. This comes around at least once a year to approve a list of usable items of surplus property, work trucks, buses, things like that, not in regular use. Uh they're it's pretty straightforward, but if you want to elaborate on >> Well, and again, you you pretty much addressed it, but the spreadsheet that's been provided shows you the bin number of different vehicles that we have. These buses are out of the fleet. They're not used for any fleet purposes. We actually cannot use those for any purpose uh because of the expiration. Uh, plus these are vehicles. The first, well, the Ford Escape, the first one mentioned, was initially back many years ago our first driver's ed car and then we transitioned it to
a maintenance vehicle that moved us from here to there. Um, but it's lost its uh utility because we we're fixing to inherit a second Ford Escape that has been uh ready to uh uh be changed from a driver's ed to the the next maintenance moving uh moving car or transporting car. Uh but the three vehicles there are at a at their life end. bills for three purchased uh used through the state auction back several years ago. That was when uh Mr. Brett Eids was still here when we purchased those. So I just uh again we have to go through the process where the board has to approve the auction of these vehicles and pending board approval. This will go on the uh notice soon with our paper code. You're just recognizing these items you see
in your spreadsheet as surplus property to to go through the process. So, uh, is there a motion to approve the list that you have in your board packet? >> I'll make a motion to approve the list. >> Second. >> Okay. Made and seconded. Any discussion on those items? >> All in favor of approving say I. >> I. Any opposed? All right. That list is designated surplus property and can move forward with that process. And then the last uh actionable item is a recommendation uh to the board. This is approving the joining of the PCA purchasing cooperative. Again, this is one of those things that comes along time to time to make it uh more favorable to for outstanding purchases we need to make as a school system. And and there's a specific on this one.
Well, this one is specifically we uh the uh school district had already scheduled uh an order to purchase weight equipment for the new multi-purpose back in early June or July. Uh that business was unable to meet that uh or unable to fulfill that that agreement and uh because and we just realized that since the last or around the last meeting time uh board meeting time. So since that time, uh, Bo has shopped around and discovered another company in close to Florence, Alabama that is able to produce this, but they are part of this PCA purchasing cooperative of America. And again, just like what the narrative in your agenda shares, it does afford you a quicker return on purchases like this because it doesn't require it to go to the full uh bidding process. It's actually
already been through the bidding process. >> Yeah. >> Yes. We don't have to do it anymore. Yeah. I'm sorry. >> Uh but and last I think last week uh yes, last week Bo and coach um Randall Todd went to the the site and got to see it and got some mockup with the weight equipment. So, um, this came before the county commission last evening and they proved also they had there were two purchasing um cooperatives that they were joining uh and they this is one for us and then they joined the um buy board. >> Yeah. How often does the uh the the cooperative that you you go with do they reup like prices of items? Like for instance, if they win a bid on it, they've got set prices for certain items. Correct. Correct.
And it's just different for contract. >> Do they do they contact you >> or can you contact them at any time? >> Most of these have websites. >> Yeah, it's on their website and we would look at that contract that's already been bid and approved >> and they different ones have different um periods that they're >> do they have uh certain options to choose from that they bid on? Like for instance, a specific type of >> product. pretty good selection though. >> We've been on Bayboard for years and by board's got like school furniture, >> other type of equipment. You've got a you got a lot of different pieces of equipment that you can consider from there and I'm sure PCA is the same. >> So understanding that that basically they've done the leg work
for us. >> That's kind of where because in a cooperative like anything else we're buying as a group so it's lower price. So, >> well, that's how we got our explorers, too, because Lonnie Cobb was on that state plan. >> Okay. >> All right. So, that's a recommendation to the board. Is there a motion to approve joining the PCA purchasing cooperative for that reason? >> I'll make a motion. >> I'll second. >> All right. Any discussion or additional discussion about questions? >> All right. If there are none, all those in favor of approving this say I. >> I. >> Any opposed? All right. it is approved and joining with the county commission we can move forward with that. Now that's the actionable items but there is a time at the toward the end of each
meeting we just have Mr. Kilder sharing the updates that he would like to share and then any questions the board might have on anything going on within the school system. This would be the time for that. >> Well and and again I'll start with the food service because Stephanie Lawler provides a little bit more narrative with some student engagement with her. You know again I know some of the issues in the is how much student involvement is with decisions with some of the things that they're they're putting on the menu items. Um so she shared this p the picture of uh from one of the meals that were afforded that seemed to be popular among the kids the lower grade kids. Um and again Mia McNeel you know her name is mentioned this and Abby
McFersonson. Abby McFersonson is, you know, she serves at the high school in the CTE program for hospitality and tourism. And then Mia is our coordinated school health director. uh Mia, you know, and it'll probably come up maybe next month, but Mia's had some students that are on her student health board, health council board that have been selected or had been selected in the state to go present in Nashville with some of the activities they have with some of their student health organizational work like for uh providing some support for uh students being able to the lower grade students having best practices with hygiene. brushing your teeth, stuff like that. It's uh there's some pictures on the district website that you can see them featured in that scrolling website. So, it's again, it's really great to
see these young kids, these 16, 17 year old children taking these leadership roles, speaking in front of a lot of people in Nashville. But again, Mia's I was under the impression that most of the schools were presenting somebody and the the answer was no. It was just them selected. So it was quite u quite telling and and encouraging. And then on the strategic plan uh I don't I know that it has been included some of the same uh information has been included for the last uh two months but I did as it reads in there have revised some additional data to include like I said additional links to that. Um but that includes a strategic plan and some additional links that would be mostly our state report card data that we will use as discussion
point on Monday uh when Ben Torres is facilitating. remember that our plan is to start that morning. Usually it starts around 8 or 8:30, probably 8:30. Uh because I think Ben is driving in that morning, too. And then on the second day of our activity, we'll have uh time where we'll discuss budgeting issues with Stacy and then we'll talk about some staffing issues. So that'll be Tuesday's event. Uh but only the only requirement is the one day for the Monday. Any uh questions from the board? Anything needs to come before the board? >> I've got a comment. >> Okay. >> About our our mails. The selections are a lot better. It seems to me >> they're working at it. And again, that's that's you know, you have constructive feedback and you hope that you take
some positive action accordingly. So, I think that since that feedback two years ago, there's been some effort to do more to engage the kids. And of course, you can see some of that data shows you how many meals were consumed. >> And uh you know, some of those meals, the old traditional meals don't necessarily always get the best hit. Um but, uh some of those new examples, of course, I'm sure that Jace over there was one of those that loved that Princess Crown pancakes. So, >> I wish I wish I could have had it. It looks so good. >> Good. Chase, do you eat lunch or whatever there? >> That's what I thought. >> He He's He's so far above. >> That's what I thought. >> He's just He's already a college man in high
school. >> The selections are It looks great. That's good. >> Great. >> I wanted to encourage everybody to forward or reward um Mr. Killzer's email to us about the opposition to this bill. Nolan contacted u me and I contacted him and he really wants us to reach out about this particular bill in opposition. >> You're talking about the election >> 340. Yeah. >> Yes. >> No, you're the other one. Yeah, the other one dealing with the U. Um, now I talked to T toss representatives leadership after I forwarded them when I forwarded you folks and now Kirk hadn't replied back, but Paige, he replies back the same day. >> And uh >> I haven't gotten >> Yeah, the the only misgiving is that Paige is not on the education committee. I wished he was because
he is an overachiever as far as trying to stay current with us and communicate back appreciating the the words. But uh but yes, what I have learned is it it is going to require a little bit more attentiveness on the front end of letting the the community know how many slots are open per school. That's been there, but it's you got to do it a little bit earlier than what we have been doing if it does pass. But as far as the tuition cost, we can still charge tuition for that. Um it won't change that. And uh it's the amended version is better than the initial or original version. So but yes, we'd rather have it like I told Paige and uh rather have local control. That's the way it was. That's the way we
should all advocate for as much local control as possible. For what reason are they toying with this? Or >> why? >> I'm only speculating because I'm listening to some stand up and try to deliver or explain the reasons why. Usually, it's a very small advocacy group that spurs them, that wants to see something change in their own home district. And because that they can't necessarily convince them to change in their home district just because of the appeal that it's a better way of operating, they feel instead that it's more uh they're more capable to just change the law for everybody. Then you're going to get everybody that way. I know that the uh the recess bill that changed last year, that was a small group out of Clarksville, Montgomery called Moms for Recess. They convinced
some board members or some elected officials to get on board with that and that changed for everybody. >> Well, maybe they can come up with some schedules. >> I know. I know. Well, they don't. They just >> they don't have a solution. They just have a gray. >> They create a problem. No solution. Well, they you know, fortunately in that case, it wasn't necessarily something that is what hurts your your wallet hurts your pride and your wallets when you have those unfunded mandates that cost you like a new position, you know. >> Uh that one doesn't. Uh but but again, initially they were uh saying that for the bill that that Dr. Kim's talking about was you could not charge out of county tuition. you couldn't charge tuition cost and you couldn't have some guidance
like we do in our policies as it reads right now that we can restrict because of academics attendance and behavior. Thus far, the amended policy gives a little bit more autonomy back to the school district to allow that. But please do what she said. Contact your Kurt Hast if you don't know. Of course, his all their information was included in the email exchange that we had. Anything else? Any comments or questions tonight? >> Looks like the greenhouse is going to be going up soon. Yes, we've got u I think if I'm not mistaken, Jeff Mur is going to do the electrical for it. Um we are um I asked Stacy and Stacy provided today. The ISM grant expires at the end of this school year. So, we're moving monies around to afford uh the full
or at least as much as we can expenditure of that fund. We still got several dollars that we can spend. We had serve reserved it for certain areas. Some that we we're going to have to wait on uh like some are contracted labor with uh T uh the TCATs for the three staff that we have that are TCAT employees. We pay through that too for there but pay one of our supervisor salary for the temporary but some of it is for equipment purchases. We purchased a lot of equipment, a lot of tools, a lot of stuff to get off the ground with it. I know you guys and ladies went to the open house and it was a good event. Um and Lauren Russell has got some um uh expenditures. I mean, we're waiting for
them to arrive, but thanks for moving on pretty good. >> Anything else? >> All right. If not, the next meeting is back in the boardroom. It'll be Tuesday, April the 14th. Tuesday, April 14th. That is at 5 o'lock. I mean, we're at the end of our agenda.
