Thank you. [snorts] To the flag of the United States of America and to the republic for which it stands, one nation under God, indivisible, with liberty and justice for all. >> Thank you. [clears throat] Thank you, young Marine. Our [clears throat] pledge was led tonight by Candra Saninio from CCHS. >> Yes, good job. [applause] >> [sighs] >> So, uh, welcome to our visitors tonight. Thank you for coming out. >> I I haven't seen any public officials tonight. If you're here, >> Mr. Mr. Low is in the back. Mr. He's hiding in the corner. [laughter] >> Thank you for coming. >> Brings us to special recognition. Okay. So, we have our student representatives here. Uh, and we have Miss Fallon Lambert from Phoenix and we have Miss Haley George from SMHS. >> Welcome. >> So, at
this time, I would ask Seth Troglin to come in, please. [clears throat] Seth is a student at CCHS and he is here uh for his accomplishments at the state hog show. He received a senior level two showmanship champion, a Burkshshire guilt reserve breed champion, crossbarrow division champion, a senior to level skillathon second place, and a premier exhibitor breeding guilts. WOW. [applause] [laughter] >> CONGRATULATIONS. That's awesome. [applause] At this time, Mr. Magnus or Miss uh Dr. Eldridge will come and we will recognize Mr. uh Ferman. >> Yay. >> Okay. Is Mr. Ferman in in the hallway somewhere? I know he's here. >> There he comes. >> There he is. Come on up, Mr. Ferman. [clears throat and laughter] >> Mr. Dr. Thomas Ferman, our steam and computer science coordinator, was selected to receive the 2025 computer
science excellent awards award in recognition of his outstanding contributions to computer science education. Mr. Ferman, your dedication and impact have made a lasting impression, and this award reflects the high regard in which you were held by your peers and the Tennessee STEM Innovation Network. Congratulations. >> Amen. Woohoo. [applause] CONGRATULATIONS. [applause] [clears throat] [snorts] >> At this time, Mr. Magnus will uh recognize our SRO's. >> Woohoo. That was for you. >> Later. >> Just glad to get in this cooler room. It's a little warm out there. [laughter] >> Thank you very much, Dr. Farley, for letting me get to do this. I'm honored to get to work with these folks every day. And uh I can't tell you as a community how lucky we are for this board, for our sheriff, for our chief of police
there, Mr. Brooks. >> Yes. >> Casey Cox, for y'all support on this. Yes. >> Um I sleep better every night knowing that our schools have SRO's in them and I'll put ours up against anyone in the state. So >> Amen. >> Good stuff. So what we'll do is we're going to call them in in an order that's not going to make sense [laughter] because we're a team. We're not just the county and the city. We're we're we're a team. So you're going to see I'm calling it by school. I'd say I think the best thing to do is probably wait till we get them all in here and then we'll give them some applause that they deserve. But uh so first off, this guy, I do need to say this. There's a rumor that the
Rword retirement is a [laughter] near him. So we need to do whatever we can to uh derail that. But for Brown Elementary, Avery Yates with Cumberland County Sheriff's Office. Okay, go ahead. Do it. Do it. That's the way to do it. [applause] Just come stand up here. [cheering] >> Get your certificate there, I guess. From CCHS, we have Scott Van Ruden and Tristan Wright. [applause] Also with uh Crosswell Police Department, Crab Orchard, Mr. Shawn Bonan with Cumberland County Sheriff's Office. [applause] He has a cool dog named Copper that he wished he would have brought too, which is is neat. uh homestead, Levi Gillum with C County Sheriff's Office. [applause] >> Martin is Joel Stevens. I don't believe he's here tonight. Wasn't able to make it. He's with Crossville Police Department. We got a certificate we'll
give to um Tony here in a little bit. North Cumberland, Jeff Brown with Cumberland County Sheriff's OFFICE [applause] from the Phoenix School. Mr. Mitch Fipps, also with Crossville Police Department. [applause] >> This is why it's cooler in here. If you haven't noticed, these guys have on vests and long sleeves and >> All right. Pine View Elementary, Mr. Josh Perin, Kland County Sheriff's Office. [applause] Often confused with students. [laughter] Pleasant Hill, we have a reserve uh that's filling in. We've got some changes going on. This fine fellow doing a great job, Mr. Randy Bryant. The regular SRO there is Thomas Henderson, but I'll talk about him here in a minute. [applause] County Sheriff's Office. SMHS, I don't think these guys were able to make it either. Corey Kelch and Chris Stavros, both with Crossville Police Department.
We'll get them their certificates. [applause] South. [laughter] A shadow is about to enter the room. Uh, this guy here, Dakota Rucker, goes by the name of Moose, and he is with the Cumberland County Sheriff's Office. [applause] >> I'm not sure he goes by that name, but that's what he gets called. [laughter] Stone Elementary, we've got uh Stephanie Pinska is the regular SRO there. She is currently on military duty helping out over in Memphis. So, um, serving her community and country quite well. But we've got another young fellow that's joined our team, Jordan Ays with Cumberland County Sheriff's Office. >> Hey, JORDAN. [applause] >> Just to make you feel old, I remember having that young man right there in my classroom. So, we have supervisors over each agency that or over the sup uh the uh
SRO program. So, we've got for C County Sheriff's Office, we've got Corporal Thomas Henderson. He is uh [applause] normally at Pleasant Hill, but now we're forcing him to get out and help elsewhere. Crossville Police Department Lieutenant Tony Akens. [applause] Tony and I started in this business about the same time, I believe. Been been doing this school resource officer stuff for a long time. How many years? >> 19 years. >> So, this is our team. Proud to work with them. Awesome guys, girls. >> We thank you all very much for what you do. Um, God bless you all. >> Amen. AMEN. [applause and cheering] Chief and Sheriff, if y'all like to come up and get into this, TOO. [applause] [applause] Going to get the one with them. And then I'd also like to get Chief Brooks
and Sheriff Cox up here as well. >> Would it be easier to move them together? >> Yeah. Moose, you get in the front. [laughter] >> Is it possible? >> All right, guys. >> Josh, you're in the front. [laughter] >> Does that help? >> Is that better? You want to get in there? >> Thank you very much, gentlemen. >> Thank you guys. [applause] >> [laughter] >> Amen. Okay. >> Roll call. >> That brings us to roll call. Madam Secretary. >> Miss Stole. >> Miss Nichols >> here. >> Miss H >> here. >> Miss Stout >> here. >> Mr. Davis >> here. >> Mr. King >> here. >> Mr. Matthews >> here. >> Mr. Cole >> here. >> Mr. Van Wangle >> here. >> The record show Miss Stole is absent from the meeting. Declaration of conflict.
>> Declaration of cont conflict per TCA board of education members who have relatives per this statute. Relatives means spouse, parent, parent-in-law, child, son-in-law, daughter-in-law, grandparent, grandchild, brother, sister, uncle, aunt, nephew, niece, or any person who resides in the same household as you employed by [clears throat] the system are asked to raise your hands to identify yourselves. Do you certify that the votes you make tonight will be in the best interest of the school system regardless of the effect that it your vote may have upon the employment of your relative or relatives? >> Yes. >> Let the record show Mr. Van Winkle, Mr. King, Mr. Matthews, and Mr. Cole raise their hands. >> That brings us to approval of minutes. Retain a motion. >> Mr. Chairman, I move to approve minutes from the 122 board meeting
and February 5th middle school committee meeting. >> Second. >> Been a motion by uh Mr. Cole and a second by Mr. King uh to approve the minutes from 12226 and 2526. Any discussion? >> Okay. >> Madam Secretary, can you do a roll call on those? >> Miss Nichols. Yes, >> Miss H. >> Yes, >> Miss South. >> Abstain, >> Mr. Davis. >> Yes, >> Mr. King. >> Yes, >> Mr. Matthews. >> Yes, >> Mr. Cole. >> Yes, >> Mr. Van Winkle. >> The yeses have it. Okay, so that brings us to approval of agenda. I'll entertain a motion. Mr. Chairman, move to approve the agenda. >> I'll second. >> There's been a motion by Mr. King and a second by Mr. Cole to approve the agenda. Is there any discussion, >> Mr. Chair? Um, >>
yes. >> Looking at item number 18 and 19 for our salary scale options and our benefit options. It looks like the list has grown from the work session. We talked at the work session about minimizing that list. >> Um and Dr. Farley and her team having the opportunity to bring forward the top two recommendations um to the board. And since it appears that has not happened, I move to table 18 and 19 to the March work session in two weeks to give them the opportunity to go back, look it over, and come forward with those two top recommendations. >> Yeah. >> Is there a second? >> I'll second that. and a motion to table number 18 pay scale items and number 19 insurance. Um, is there any other discussion? >> Well, like Shen said, the
list is longer. I think we need more discussing. >> Okay. [snorts] U, Madam Secretary, can you do a roll call on that? >> Miss Nichols? >> Yes. >> Miss Hail? >> Yes. Miss M. Stout. >> Yes. >> Mr. Davis. >> No. >> Mr. King. >> Yes. >> Mr. Matthews. >> Yes. >> Mr. Cole. >> Yes. >> Mr. Van Winkle. >> Yes. Okay. So, now we'll need approval of the agenda without 18 and 19. >> [cough and clears throat] >> still stand. >> Does it still stand? Okay. So, we have a motion to approve the agenda. >> Move to approve. I >> think it [snorts] it already stands. So, yeah, we just need a a vote on the agenda without 18 and 19. Um, all in favor of the motion without 18 and 19 to approve
the agenda, say I. I. >> All opposed say nay. >> The eyes have it. So that brings us to community comments. Um I would like to make a statement before we begin community comments tonight. Um I'd like to [snorts] briefly explain um community comments. Public input is valued. We we need that to make decisions and and we we [snorts] have a lot of community input uh in in a lot of different ways. Um, there are procedures for community comments and they're outlined in our policy manual. They're available on our district website. They're summarized on the signup sheets outside. These policies have been approved and fully comply with the Tennessee state law. [snorts] Uh, specifically Tennessee code 844112. Under that statute, Tennessee public entities like our board can and will restrict the period for comments, including
length of comments, number of speakers, and even the length of time each speaker will be allowed to comment, and limit public comments to matters related to items on the agenda. If a concern does not relate to an agenda item for this meeting, board policy 1.404 outlines the process for requesting consideration and such a topic for future meeting agendas. Our meetings are held to address district business identified by the board and the director of schools with our primary focus always being the students of Cland County. Please note that personnel matters are not handled by the board. Tennessee law expressly provides the director of schools with the power to make personnel decisions and for that reason personnel matters rarely if ever come up as part of community comments. As chair, it's my responsibility to conduct the meeting
in an orderly manner and in accordance with Robert's rules of order. And I will also ensure recognized speakers handle themselves appropriately and professionally before the board, including ensuring speakers will not make threats, incite violence, or use obscinities. Speakers on approved agenda items will have three minutes. If multiple individuals wish to speak on the same topic, the board may ask that one speaker represent the group and as a means of saving time so that we can move on to other business. Committee comments are limited to a total of 30 minutes per meeting. Any speaker who violates policy andor decorum will be directed to stop. continued violations may result in a speaker being instructed to conclude their remarks before their time has elapsed or being asked to leave the meeting to maintain order. And I I just
want to thank everybody for your cooperation and we do welcome community comments, but I do think we should follow the rules. So, uh, after saying that, we have four four committee comments requests tonight and they're all on topics on the agenda. And the first one is Miss Julia Timson. [snorts] Hello, ladies and gentlemen of the school board. My name is Julia Timson. I live at 6960 South York Highway, Clark Ranch, Tennessee. However, I spend most of my time at North Cumberland Elementary. Um, I would like to briefly talk about two things. Two of things you did just take off the agenda, but if it's okay, it's not specific. It's just teacher related. Um, first, student outcomes funding is money the district receives based on student achievement. Its purpose is to reward and motivate improved academic
performance. Last year, this money was distributed to all employees, including those who are not directly responsible for classroom instruction. We know every employee plays a very important role in educating our kids. When it is distributed equally, however, it does reduce the incentive for teachers who are directly accountable for student performance. Second, regarding pay scales and insurance, as a PEKA district, professional educators have the right and the ability to request to conference each year. This board has been very compliant with that. We've met twice already about compensation and benefits. Previous years, prior to anyone on this board being here, except Dr. Farley, and she's not on the board, but she was here with me. We've been in the trenches a long time together. We've been asked to not take raises in order to keep our benefits
the way they were. We said, "G," they would look at me and say, "Gal, I can't pay you anymore, but man, you've got good insurance." Now, we're being asked to absorb the increased insurance cost without having seen consistent salary growth over time. [clears throat] Without steady compensation increases, these additional costs have a much greater financial impact. I respectfully ask the board to just carefully review all of the relevant data before making decisions. My colleague Emmy McCoy has done a deep dive in all of the numbers and she would be glad to sit down with any of you and show you exactly the impact of all of those additional um insurance things that have come up. But I appreciate you. I know you work hard. We work hard, too. And I appreciate you working with us.
THANK YOU. >> [applause] >> NEXT ON THE LIST IS UH Miss Nancy Woodcock. [clears throat] >> Good evening, Dr. Farley. Mr. chairman, board, parents, all of us citizens of Crossville, Tennessee, thank you for all your hard work. It's been said and we know that you spend lots of hours going through and considering all these different uh presentations. Today I came with a question regarding teachers submission of their objectives and accountability and I'd like to know to whom does it go to? Is it their team leader or is it the principal? What I'm trying to do is to get clarification of how often are the objectives being reviewed and are there any drop in visits being reviewed as well for accountability. I'd like to share a personal testimony of a situation where I worked as a
sped nurse. For some that may not know, sped is special ed. In the classroom of FLC, which was functional lowcognitive children, I had 11 students. It was like a mini hospital. And the teacher had always handed in her objectives. But no one came to to check on her. So left without accountability, she proceeded with her own agenda. Not only after lunch did she show Raid at movies, but distributed medications behind my back to rid herself and the staff of the troubled students and were knocked out to go to sleep and wetting on themselves. It's very sad. She indoctrinated her staff and some parents with radical agendas and had them knitting pink hats. She obtained uh censored a censored activist books from the school library. She made um public hand offhand comments and gestures about one
of my male patients private areas in the classroom. This brings much concern for all of us, staff, parents, and taxpaying citizens and especially our um precious gifts from God, our children. In closing, we need to be viligent, vigilant, excuse me, proactive if we truly care for the well-being of all students and not have teachers with their agendas outside of their subject line into the classroom with con controversial ideology. But it is the students right to bring that those topics up. But we need oversight from the top down, which is very imperative. I thank you and I pray that we can go ahead and address and make sure that we are looking to keep those things. I know I I I I taught as well. So not every objective that's on there can we ever really
accomplish all. So I understand that but it needs to be watched. Thank you. >> Thank you. Okay, next on the list is Blair Woodcock. [clears throat] Hi everybody. Thanks for giving me the opportunity to speak. Um, I spoke recently with a teacher. This is actually about the tabled items as well, but thanks for letting me talk about this briefly. Um, I spoke recently with a teacher who was concerned about the current discussions regarding compensation and health insurance um for employees. The teacher shared her concerns with me so that I could share them with you members of the school board. And I want to make the teacher's concern known to you so that you will have the opportunity to to address any matters that you haven't already been aware of and discussed. Um so you know
that you can help correct any misperceptions or misconceptions or misunderstandings that the public may have about what is happening with insurance and compensation. So, the teacher wrote, and I quote, "Members of the board, thank you for taking," this is her words, the teacher's words, "Thank you for taking this time to hear my ideas on how best to support teachers. When you vote on benefits and pay, I challenge you to treat benefits and pay as one decision, as they both reflect on teachers overall income. Additionally, when teachers are asked to absorb rising costs so a budget can be balanced, it sends a message that their professional value is negotiable. I kindly ask that when you as a board make decisions, consider teachers professionalism which provides stable classrooms and strong outcomes for student growth. That is achieved
when students feel valued. I mean when teachers feel valued. To [snorts] conclude, we must treat compensation and benefits as an investment in our district and not as a cost to be shifted to approve a budget. We sh we simply cannot place that burden on the very professionals that we depend on the most. Our goal should be to provide the most comp competitive benefits package so we can hire and keep the best teachers for our schools. After all, isn't that our mission? Students first. Thank you for the time." End quote. So that was her comments and I appreciate the time and I know that you guys are in conversations about this and much negotiation about this. So I know that you agree with this teacher that students come first and because of that teachers need to
be first as well because they're the interface [laughter] between the students and the school district and uh the parents and everyone else. So we appreciate all your hard work and thank you for letting me share. >> Thank you. [applause] and then uh Kayla Willis. [snorts] >> Good evening. Thank you for giving me the opportunity to speak. Um tonight I'm going to hit the point of athletics. As some of you may or may not know, 13 student athletes in our county have recently be stripped from their current team [snorts] during due to what is being called a zoning issue. These student athletes range from soccer to softball to baseball to cheerleaders, all of whom have already practiced and played this season with a team that they have been banned from. My child is a baseball player
who is now being forced to miss his seventh grade season. The hurt and devastation that this has caused is truly heartbreaking. Not only are the 13 children who have been removed from their teams affected, but so are their former teammates and coaches. While I can't speak for the others, I can say that my son's former team has now lost three kids and two coaches due to this matter. These are three players who have played a preseason tournament with that team, who have bonded with their teammates and coaches. Three players who are now unable to play a sport that they love. Yes, the option to go play at the zone school has been presented. But in reality, can you honestly say that they would be welcomed, played, or even acknowledged as part of that team? In
an email, it was stated that since the season had not started, this matter would go into effect now. But the season had started this this [clears throat] the official season began on January 29th, and a preseason tournament for baseball was played February 14th. How can you do this to a child now? You let them practice for weeks. You play and then you tell the parent that they are done. We were told we went about this the correct way. I had gotten approval from athletic director in writing that my child was able to play where he was and was told and I quote, "There is nothing that can be done. He can play here. This is above the board." He [snorts] came to CCMS and immediately became part of a family. For the first time in
his middle school career, he enjoyed going through practice and enjoyed his coach. Why, you ask? He became part of a team that was encouraging, accepting, not a winning team, not a team that's in contention for a state title, but a team that made him feel welcome. Because of this situation, I had to apply for a hardship for my child. That hardship application was denied, and would you like to know why? TMSAA cannot rule on our eligibility because we have a co-op agreement within our county. We don't have true middle schools and that in lies the problem. The cart has been put before the horse and now certain kids are paying the price. I know for a fact that there have been coaches penalized by suspensions and fines for not following TWSSA rules. Fines are paid,
suspension serves, and that's okay. But when it comes to eligibility, if TMSAA cannot rule on our eligibility, then what's the problem? Why not let these athletes finish their current season and enforce this next year? As a member of the board once stated, what >> three minutes? >> That's funny. OKAY. [applause] >> All right. That brings us to the tenure list. >> Mr. Chairman, move to approve. >> Second. >> And a motion and a second to approve the tenure list. [snorts] Is there any discussion? >> All those in favor say I. >> I. >> All those opposed say nay. The eyes have it. [clears throat] When I call your name, if you would please come up. Miss Brianna Maynard. [applause] Congratulations, Miss Hannah Van Winkle. [applause] Congratulations, Miss Julia Griffin. [applause] Miss Christine Wiry, [applause] Miss
Shayla Rollins, [applause] congratulations. Miss Caitlyn Tallet, [applause] Miss Tara Hughes. [applause] Congratulations, Miss Tiffany Brewer. [applause] Congratulations, Miss Lauren Cook. [applause] Congratulations, Miss Jennifer Davis. >> [applause] >> MR. Todd Dickerson, [applause] Miss Casey Robinson. [applause] Congratulations, Mr. Greg Patton. [applause] >> Miss [snorts] Shannon O'Neal, [cheering] [applause] >> [clears throat] >> Miss Victoria Martin, [applause] Mr. John Long, [applause] [clears throat] Mr. David S. [applause] Congratulations, Mr. Justin Qualls, [applause] Miss Ree Anduri Smith. [applause] Thank you. Congratulations, Mr. Brad. [applause] Congratulations. Okay, I need y'all to get some way where they can get a picture. So, somebody's going to have to come to the front of the line. >> You need that, chair. >> [laughter] [laughter] >> Good job. [laughter] >> [applause] >> And congratulations teachers. The board has already voted so you all now have tenure.
CONGRATULATIONS. [cheering] >> Forgot last time. Okay, >> now we have an empty room. So that brings us to uh board members report from trainings. Any any trainings >> last month? >> Okay. No trainings this month to discuss um the legal report. >> Nothing at this time to discuss. And then that brings us to meeting efficiency. >> Dr. Farley, did you want to discuss that? >> Sure. >> So, at the end of the work session, I briefly brought this up. So, um, you know, in January when we met, our work session was four hours. The next week, we had a two-hour board meeting. Uh, so when we when I talked about it at the work session, an option that I kind of threw out there and of course I it probably didn't help that I say
I enjoy spending time with you all, but you know, so maybe nobody took me serious when I said that. So my apologies. Um, and I do like spending time with you, but um, I was wondering if you all would want to move the work sessions to the same night as the board meetings. They would start at 4, just like our regular work sessions. But obviously there would be a time limit. We would need to get our business done and have that completed by 5:30, 5:45. So you would be ready for the board meeting. You would still get to see all of the information that you are voting on and it would be sent out to you obviously as it is now with plenty of time for you to look at it and you know you
can reach out any time uh if you have any questions or concerns of me. So, that's an option. Um, I don't know how you how you all feel or if that would be something you would be interested in. >> I think if we put some time constraints on some of the topics and instead of don't get mad at me, 3 hours on a conversation, we limit that down a little bit. I like the idea of putting it all in one night and we don't have to meet twice a month. [snorts] >> So, a timed agenda is what you're suggesting. >> Mhm. just fine-tunes it, makes us a little bit more professional, gets us through the situations that we need to. >> I thought we >> more efficient. >> I thought we went to work sessions
instead of committee so we had all the time in the world to discuss what we ever needed to discuss the night of the board and we gave up committees. So we also um talked about the option of having a week in between work sessions and meetings. Is that still an option? >> Absolutely. So, I I think one of the issues that we're struggling with as far as agendas go is having the work session on a Thursday and having to have the meeting agenda posted the following day. >> Mhm. >> Because after we have a work session, we ask for a lot of changes [clears throat] and and it's a struggle to get that done in one day. So it would also u give us give us some time to think about what happened in the
work session before the agenda is posted. So that was that was another option for meeting efficiency is just to have that week in between and we're about to get to try that next month for spring break. So >> correct. >> So when you say a week in between because now we've got a >> No, this would kind of be like two weeks because >> you want a full week in between. >> Yeah. >> Okay. Okay. Cuz right right now after we have the work session >> the next day by close of business >> we're posted and then Yeah. >> How does that work? Because I know when we went to work sessions we >> talked about if we backed it up any sooner then it was an issue for being able to get all the
information in from the district >> in order to be able to go over it in work session. So how does that work? >> And that would be a struggle as well. this agenda and I know it's got a lot of insurance and a lot of pay scale stuff on it. This agenda had over 150 attachments that have to be put in one at a time. So, uh, Miss Diane and I started working on the agenda at about um 2 2:30 last Friday after we made some policy revisions and uh we finished it after 5. >> Yeah. And so I I didn't get to see it until after 5 and so that's why it was posted on Saturday. because I needed time to review everything that was on it. So, do we have to have everything
on it for the work session? That's my next question. So, we've we've we've bounced that around as an idea. Some of the items that are on the the agenda could wait until the regular meeting. You know, there's some things that we can review in a short period of time, but there's some things from the work session that we really need to discuss and work on. So, could we shorten the work session agenda, have it a week ahead of what we're doing now, and and then give them still the same time that they used to have to put all the other items on the agenda? So, there's policies that we need to cover that we could do in the work session. There are um strategic plans been a big discussion point. some of those items that
take a lot of time. >> Could we Could we split the difference on that if we're talking about timing? Maybe not a whole >> maybe not two weeks >> ahead, but maybe like a week and a half, like maybe we meet on the Monday or the Tuesday instead of the Thursday. So then you've got that week to do >> whatever needs to be done, but we're not backing it up so much that it would encroach too much on the information that needed to be on there. And I do want to remind you, you do have um policy 1 point I can't remember right off the top of my head what it is, but it is being placed on the agenda tonight for the first reading and it is changing the 5-day requirement for items to
be posted to 48 hours. And I will remind you now while we're having this discussion that uh we did reach out to TSBA and school boards do not have a time requirement. it is uh appropriate and reasonable or something like that. But we wanted to be transparent, make sure that the public can see what we're doing, not hide anything. So that's why the Tennessee code on there is for the 48 hours. That's what our county commission does. So we were following that. >> I think [clears throat] it's >> so I just wanted to add that. >> I think it's good to align with them. >> Now that >> that helps if we were to break it up a little bit. Yeah, that helps too. If we were to move it up a little bit, that
helps with the timing for having time to get everything on the regular agenda, but it doesn't help with the time we're spending in the meeting. So maybe more efficiency with the agenda and with our time spent like Sher was saying on the discussions. Maybe we need to do a timed agenda and try that. >> So okay, that's fine. So what about the So I guess the u the financial items are what's hard for them to get together the most the most difficult. Is that right, Dr. early financial and >> calendar items, >> fundraising stuff. We have dates already for >> Yeah. >> So, your consent agenda is what's hard because that's what the school provides us with. >> So, is that something that anybody could any of us could not review the week of the
meeting? Does it have to be on the work session? >> No. I think the executive committee could decide. >> That's why we used to have a budget committee. >> Put that on the work session. >> Yeah. I think most for the most part the consent agenda is things we just look at anyway. We don't normally talk about it. >> We don't normally talk about >> So that's something that you could move out until the regular meeting [snorts] and that might help. I know you've already sent out all the all the information to all the requirements to the district. But if you could back that up a week, would that help? >> I don't know. Just think about that. >> Miss Diane, would that help? Do you think >> I will say The district [clears throat]
does a phenomenal job in getting um when I started here, we really need to push a deadline and they have been fantastic. Most everyone gets me stuff early, >> right? >> Um if we change a deadline again, a deadline again, they're going to love you all for a while. I'll just tell you >> it's going to give them more time. >> You can throw us under the bus. It's okay. [laughter] >> Well, I'm just saying they will have to get used to a new deadline. Like I said, most of them get it to you early. The district's been great. Teachers, principles, um we change those deadlines. You may have a few meetings where you just it's going to eb and flow a little bit like it's in that new routine. >> No problem. >> Yeah.
[clears throat] Go ahead. >> Most of the deadlines like the that the district's having input on. That's what we're asking that we can kind of lay that off until the the meeting itself, right? So, it shouldn't really affect what's already happening in the in the district for their deadlines. Well, the deadlines were created for the board to see all attachments. >> That deadline was created for your benefit. >> Yeah. >> So, for you to see something and not to have something you were not made aware of. >> And Miss Diane, if everybody's meeting the deadline now, as it stands, you don't have to change it. That just means that I mean, we can move our work session up. It doesn't need to go on the work session, but it still gets it out there earlier
for us to start looking at it before the board meeting so as not to confuse everybody on changing the deadlines again. If it's working, you can leave it. >> Great. And I can tell [clears throat] you this last work session did not have your consent agenda on it. Correct. >> It did not [clears throat] spend a lot of time discussing. >> It was not the consent agenda. You had asked me not to on there for that reason. So yeah, I mean you know you see what falls under the consent agenda. something that you don't see monthly from your schools. >> No. >> All right. >> I would add one thing to the topic of efficiency is it would be ultra efficient that when these agendas are posted that all documents that need to be discussed
are in it. That way people can look at all the topics, all the the the information on their own and they can send those questions in as needed. So we're not having to like this conversation could have been somewhat of an email. >> Please know that is our intent. Yeah. But like so we had posted the agenda on Saturday and then we met with the teachers group on Monday and some conversation was had about other possible options for pay scales and insurance. So those were completed the next day and that's why they were added the next day. But we typically try to always do that. >> Think I think that'll help. That's that's fabulous. [snorts] >> [laughter] >> So, do you just want to instead of voting on this to change anything, just work on
the agenda items and and a timed agenda going forward? Is that is that what I'm hearing? >> That's fine with me if that's what you all want. >> We can try that and be mindful of how long we're beating a dead horse. >> Yes. [laughter] >> Where's Jerry? >> Yeah. And instead of, you know, the other thing I'd say is come prepared. >> Yep. >> Right. Make sure you you've read everything there is to read. >> Yep. >> Y >> and and get yourself up to speed on on what the topic is and content will help with that. >> Y >> and get your questions answered ahead. >> Yep. >> Dr. Farley's very good about that. [cough] >> Thank you. I try really hard. >> This was put on the agenda as a voting item.
So >> yes, >> we we don't have to do that though. We can just move on to the director's report. >> Okay. So the first thing on the director's report that we did talk about this in the uh work session is uh Miss Hamby and her nutrition program is asking to apply for two different grants. Uh save your kitchen 2026 equipment grant and the um Vulcan equipment grant as well and these would need your approval. >> Move to approve. Second. >> It's been a motion and a second to approve 15A. Any discussion? Uh, [snorts] that roll call, please. >> Mr. Cole, >> yes. >> Mr. Davis, >> yes. >> Miss, >> yes. >> Mr. King, >> yes. >> Matthews, >> yes. [clears throat] >> Miss Nichols, >> yes. >> Stout. >> Yes. Yes, it happened.
>> The next item is the uh Department of Education school climateou and survey packet. So, um we are asking to be able to do this uh climate survey. And if you all remember those of you that were at the uh TSBA conference, those schools that were award or there's districts that were awarded money for the um coordinated school help up to five and $10,000. um this is how they got that to begin with. This is the first step of that. So that's why we are asking for this to be completed and to get additional funds eventually hopefully for our school uh coordinated school health. >> Make [snorts] a motion to approve. >> Second. >> A motion Mr. Matthews and a second by Mr. Cole uh to approve 15B. Any discussion? Okay. Roll call, please. >>
Mr. Davis, >> yes. [snorts] >> Miss H. >> Yes. >> Mr. King? >> Yes. >> Mr. Matthews? >> Yes. >> Miss Nichols? >> Yes. >> Miss Stout? >> Yes. >> Mr. Cole? >> Yes. >> Mr. Van Winkle? >> Yes. >> So, the next item is a building and grounds request at Stone Elementary. Uh, this two was placed on the work session agenda. Mr. Chair, I move to approve. >> Second. >> Motion by Mr. Cole and a second by Miss Stout to approve building and grounds request 15C. Any discussion? >> No, sir. [snorts] >> Okay. Roll call, please. >> Miss H? >> Yes. >> Mr. King? >> Yes. >> Mr. Matthews? >> Yes. >> Miss Nichols? >> Yes. >> Miss Stout? >> Yes. Mr. Cole, >> yes. >> Mr. Davis, >> yes. >> Mr. Van [snorts]
Wangle, >> yes. >> Mrs. >> So, the next is the request of funds for the uh CCHS uh beta club. They are traveling to a uh national competition and they are requesting the amount of 1,500 which by board policy that is the full amount that they can get. >> I move to approve. >> Second. Move to approve. >> There's been a motion and a second to approve the funds for CCHS beta 15D. Any discussion? >> Think it's a good expenditure. >> Thank you. Uh, roll call, Madam Secretary. >> Mr. King? >> Yes. >> M. Matthews? >> Yes. >> Miss Nicholls? >> Yes. >> Miss Stout? >> Yes. >> Mr. Cole? >> Yes. >> Mr. Davis? >> Yes. >> Miss H? >> Yes. >> Mr. Van Winkle? >> Yes. The next item is the strategic plan
yet again. And uh the addition here was the um uh was the uh retention of personnel and we added uh to um do that 2% annually especially the risk groups and pay special attention to those. And she's pulling that up so you can actually see it. Monitor retention of staff in risk areas and increase retention in risk areas by 2% annually. [cough] [clears throat] >> Mr. Chair, move to approve. >> Second and a motion and a second to approve [clears throat] the strategic plan. Any discussion? >> We've gone through it. It's good. >> I like it. >> Discussed it in the work session. They made the changes we talked about, so it's good. >> Okay. All those in favor say I. >> I. >> All oppose? Nay. The eyes have it. >> So the next
piece is uh my evaluation and the change here is to match the change that was on the strategic plan regarding retention of staff. >> Mr. Chair, move to approve. >> Second. >> Motion and a second to approve 15F dos evaluation. Any discussion? I >> think she explained it well. >> All right. No. All those in favor say I. >> I. >> All those pay. All those opposed say nay. The eyes have it. >> So the next item is my contract with the amendment. Um this couldn't be updated until uh we had all of the strategic plan uh and the eval my evaluation document in place. Um, so, uh, in my contract was a clause for a bonus and, um, this is what we have. This was shared last week. Uh, you all did ask for
some changes to be made and those changes were made. >> Yep. >> Make a motion [clears throat] to approve. Second. >> Been a motion and a second to approve the DOS contract. >> I have I have a question. [snorts] Whenever we're talking about the bonus and uh you know it's applied to the now salary [snorts] next year is going to be the same salary and another bonus on top of that. It's not just >> it's not just like sometimes we give the bonus to the teacher but it's just for the one year. >> So it would be a reoccurring expense for this board for the >> it the way it's worded now my understanding miss is it would be evaluated every year based on the criteria that's in the contract. So it would be a
performance review every year. So it would be a onetime bonus >> and then we would review it again the next year. >> So it was it would be a yearly bonus >> according to it wouldn't just be staying onto the >> Y. That's right. >> May I share something? >> Yes, please do. >> So if you look every one of those amounts it I think it's uh 1,500 1,800 and 2100. Those all can be divided by three. I'm going to take whatever amount of money I get and give those for a scholarship for a student at CCHS Stone Memorial in Phoenix. I'm not taking a penny of this bonus, honey. >> Thank you. [laughter] >> And that is why we hired you. [laughter] >> Very kind and giving. >> Amen. Mhm. Any other discussion? >>
Nope. >> Mr. Chair, >> we got a motion to approve. >> And second. >> So, there's been a motion in a second to approve. Um, need to do a roll call, Madam Secretary. >> M. Matthews? >> Yes. >> Miss Nichols? >> Yes. >> Miss Stout? >> Yes. >> Mr. Cole? >> Yes. >> Mr. Davis? Yes, >> Miss H. >> Nay, >> Mr. King. >> Yes, >> Mr. Van Winkle. >> Yes, Miss >> So, the next item up is Senics. I don't know why I can't say that. And we did discuss this. Uh, this is the panic buttons and we explain the funding for that. But, Miss Diane, if you can pull that up for me. I'm sorry. >> [laughter] >> So, um, we would be using our safety money for that. And, uh, 76,345, uh,5
is carryover money. We would apply our money for this year, which is $100,37 $137,000. You can see the amount. Apparently, I can't read it. So for year one, we would be invested at $213,35641. >> Yes. [laughter] So uh we would need an additional uh 25,19359 cents to come out of fund balance. Um Mr. Cole has talked to um city fi or to county finance and they have agreed we could approve this as a five-year contract, a five-year agreement, which in the past they've really not let us do that. And you can see right up there it says year 1 $238,550, which that's what those two numbers there total. And then year 2 through five would be $16,600. And that would be what the board would be on the hook for. Uh, we have had some
questions about um this um why does this contract say Severe County? The reason it says that is because they were the first one to get it and it is now on the state contract. So, we didn't have to put this out for a bid. And uh from my understanding, you all did receive an email from a different company on Friday after we discussed this in the work session. So, apparently someone from that company watched our board meeting. Uh but uh from my understanding, this group is kind of the top of the line and has started this uh pretty much in the state of Tennessee and uh Chief Brooks and uh Sheriff Cox did stay uh for this conversation as well and I think they're both in support of it. >> Dr. Farley, we also have
uh Mr. Eric Ritzman. He's the executive 911 director as well. So >> welcome. >> Everybody uh that's on this row here would be stakeholders. U to implement this. >> Um so Dr. Frley, that 1066 600 that'll be divided out over the four years or >> so that would be for each year. >> Oh, for each year? >> Yep. Mhm. So we'd have to pay that for year two, three, four, and five. >> Got it. So I make a motion to approve this and move forward with implementation with a tenative start date in the fall and August as [clears throat] well as any necessary budget amendments that's needed to do so. >> Second. >> And the company did say that they would need four to five months to get this um in place. So, if we
can get this approved and uh get started in March, then we should be able to have this when the school year starts. H >> how much does it we if we take this out of our fund balance, how much do we have left in it? >> We have 15.2 million. >> Say again. >> 15.2 million. >> What do we have to maintain? How much do we have to maintain in that to maintain our 17%? >> Where's [clears throat] 13 million? >> 13 or 14%. >> Yeah. [clears throat] >> Sorry, I got distracted. It there's been a motion in a second. Is there any discussion on item 15H? I would just add that, you know, to this point, you all have taken my word at its face value and and assuming that I'm telling you the
truth that I've spoke with these stakeholders, the fact that they're sitting here proves that they that they're buying into it and and see the benefits of it and uh hopefully we spend this money and it's never needed. >> Yeah, >> it is needed, >> right? >> Seconds count. >> Yeah, it's eliminate seconds. >> Yeah. Mr. King. >> Um, I agree with what he said. I never had any doubt about him, but me too. >> It's an exceptionally good thing to do. >> Yeah. >> Um, any other discussion? >> Just we understand it's a big outlay. It is a big outlay for the district, >> but safety and security is a top priority of the board. >> Very much so. >> And we've repeated that over and over again. And I think um if we passed
on this opportunity and something did happen, none of us would feel good about that. >> Well, and I thought also I love the the idea of that the button and the availability of the workers to getting them quickly because of some of the health issues we have with the kids and seizures that they're having, even adults. >> [clears throat] >> So, there's so much out there health-wise going on for them to be able to hone in on where they're at, which end of the building they're in, and they're not searching and running out. In those minutes, somebody can die. >> So, >> and you're not having to speak to anybody. >> Yeah. >> I mean, you just push the button. >> Yeah. >> And they know where to go. >> Yeah. [snorts] >> Yeah. Safety
first. >> How long How long would it take to build the fund balance back up again? >> So, we are spending out of the fund balance this year $25,19359. We'd have to build it back all back up. >> Well, we currently have 15.2 million and we're just taking 25,000 out of that. >> Yeah. And the 13 in there. >> So, >> there's no other comments. I have I have a couple. Um, so currently we're in the middle of budget season and and it concerns me with the amount of raises and benefits that we are currently negotiating with teachers union about. Um, we're talking going up about 3.4 to $3.8 8 million in our budget this year with those benefits and salaries and that doesn't include classified. So my only concern with this is going forward
with our funding going down, will we be able to sustain what we need to to maintain that? Um 106,000 doesn't sound like a lot for the next year, but it's a it's, you know, a salary or two. Uh I I've talked to several teachers about this uh [snorts] this Ctoenics card and they're, you know, they're in support of it, but I've also heard from a lot more teachers about wanting to keep their insurance benefits. And that's my only only hold back. I think this is a great a great tool and it would be very good for our community to have it. But those are my only only holdbacks is that that future funding going down and us not being able to sustain that. I know this is not a lot compared to the budget overall
fund balance, but it is a lot when you're when you're talking about $3 to5 million in salaries and benefits. Um, what would be another question I have is what would be the the reason not to not to hold back until after we get through the budget season >> because of the time that it takes to do the site visits and implementation testing and tuning to make sure that that everything is we don't want to introduce kids into the building and this still be in a in a beta format or not completely ready. So centiggics are the ones that set the timeline that they need four to five months for a district their size in order to to get it online. >> So it' be ready for the start of school basically next year. >> Yeah.
>> Okay. >> Dr. Farley had asked about the possibility of maybe some grants, some safety grants with the different safety [clears throat] acts. Um I don't know if anybody's had an opportunity to look any closer to see if there might be grant opportunities going forward to help sustain this. Well, I the only thing is, you know, I don't A lot of times when you apply for a grant, it's for something else. They will not allow you to pay for a reoccurring >> cost that you already have. >> To um Mr. Van Winkle's point though, he was you had mentioned that maybe we could apply for something non-recurring and then the money we would spend on that non-recurring could maybe go to a reoccurring. >> I'm sure we can do that and we had talked about
the COPS grant, but no, we haven't had a chance yet to look into that. But there are some possible opportunities. >> Absolutely. >> Just so you know, the cops grants taking applications right now. >> Okay, I'll get on that. I wrote my note. [laughter] >> Somebody will get on that tomorrow. >> Any other discussion? >> Have a question? >> Yes, sir. >> Do we have a budget amendment to approve tonight for this? >> I think we do. >> That's good. The second part of the question would have been, would this serve as a vote to do that? >> Have it. Yeah. >> I thought we had the budget amendment on there as well. >> We brought it up at the work session that we'd need it. >> Yeah. And I thought it was on there.
>> [cough] [clears throat] [snorts] >> So in the motion, can we say that it's we're authorizing that amendment to be done by the executive committee as a board? >> I did include in my motion that it included any necessary budget amendments to move. >> You did? Yes. Y [snorts] >> just want that to be clear. So that we know that that's what >> Yeah. >> And I need to come by tomorrow to to sign the amendment or whatever. >> I think it's in the motion, right? You have the motion. Can you >> Jason does? >> Okay. [laughter] All right. So there's been a motion to approve the synogenics um agenda topic co and including covering any expenses that we incur this year by Mr. Cole in a second by Mr. King. Um if there's no
further discussion, we'll do a roll call. [snorts] >> Miss Nicholls. >> Yes. >> Miss South? >> Yes. >> Mr. Cole? >> Yes. >> Mr. Davis? >> Yes. >> Miss H? >> Yes. >> Mr. King? >> Yes. >> Mr. Matthews? >> Yes. >> Abstain. Mhm. >> Okay, that brings us. >> So, next is the planning calendar. >> Oh my word. >> Thank you. >> Okay, there you go. So, in January, uh, we did have the state financial audit review. Uh, we're going to have a meeting coming up with the bookkeepers soon. I think it's scheduled for March 11th. Um, and we are currently working on budget request and budget reviews. Uh, we've had three retreats. Uh, we are working on the strategic plan. Um, the legislative and legal update was February the 16th. None of us
attended that. um the safety committee 3.201 that's currently in uh that's due tomorrow that is completed by the principles andor their designate and uh that is uh submitted. Uh obviously we're working on budget preparation and um we had the tenure election and celebration tonight. And then next you have your FYI, you have your worm body count personnel substitute. So today we had our second substitute training for the month of February. >> 40 signed up and was invited and seven showed up. >> Wow. >> 40. >> Yes, 40 signed up. >> Better than one. >> I know. Last last time we had 20 something and one showed up. So we are making improvement. So you have your school news and your calendars and then there you go. That brings you to 16. Sir, [laughter] >> brings
us to number 16. First reading of policies, [snorts] >> Mr. Chair. >> Yes, sir. >> Move to approve 16. All >> I think there's 12 of them. [clears throat] >> I'll second it. been a motion and a second to approve uh first reading policies. Uh any discussion? >> I think we looked through them at the work session. >> Yeah, [snorts] >> changes are good. >> I do have some questions on [clears throat] the 5.700 the interim employees. So according to the TCA 495702 or whatever that only covers the leave of absences this that or the other. Um and the I don't understand the benefit of like it for instance at Pleasant Hill this year we had you know >> um Miss Buckner leaving in the middle of the year and we replaced her with interim
positions. I think we eliminated a lot of good candidates because we used that interim word in there instead of making it a full-time position. What's the benefit to changing our policy just for the midyear thing? >> So, it's not necessarily midyear. I mean, that says for a vacancy arising mid year or later. So sometimes you might have a teacher that has to leave midappril or the end of April and if you don't post that as intim um then there's a possibility that they could be renewed for the next year if it's not as interim and you know in five or six weeks you may or may not know if that person's a fit or not for your school. But according to the 702, I mean, if they're leaving, if they're leaving, you've got a teacher.
I just don't understand why you'd have a teacher leaving 5 weeks in, that wouldn't account for that 702 >> thing. >> So, if somebody if something happens and somebody just gets mad and you know, they're not tenured, they may just leave and quit. And it's happened. I can assure you. I mean, I wish it hadn't, but it's happened in the past. So, that's why that's there. It's just, you know, it So, you're you're >> So, I have a question. >> Um, so if you can already do that, why are we putting it in the policy? Why don't we just leave the policy? If if it's up to the discretion of the director, just leave it out and leave it the way it was. Because to me the way it work it is worded is that
you only do you do an interim only when it's created by an employee taken a leave of absence. Well like um >> well there's a whole the leave of absence covers if you read the thing there like it covers a lot of different >> so it it the point I was making is if you're if you're covering it now we've done that with several positions this year. How are you doing that without this policy being changed already? So, I I've done some research on this and it's at the discretion of the director even though there could be some concerns with transparency if the position is posted with as interim and everyone doesn't know that that could be transferred to a permanent position. So it should be posted again as a permanent position to allow other
employees correct >> the opportunity to apply because if it's posted as an interim then that that tells employees hey this is temporary I may not may not get to stay there and then I would be given up my my position that I'm in now. Right. >> So um Mr. Matthews brought up the Pleasant Hill job. So the principal's job was posted was posted as interim. The AP job was posted as interim. the teacher that took the assistant principal's job, that position was posted as intim. So, and the reason that one reason that I would like to have this in here is for transparency, you know, in case somebody does this, then hey, they would know that there's a possibility that it could be interrum. >> You can do that in the posting though. It doesn't
have to be in policy and policy doesn't have to be that specific. So, this this this one could be left. I guess my question is too because because of posting it as an interim position um I think we hurt the the pool of candidates that we that we could have had as a assistant or a or a principal and I don't think that you would turn the the reigns over to someone that you didn't trust especially as the principal thing but now you're going to have to go through the whole process again >> um just to get a permanent position. I mean, that's I just I don't see the >> I mean, if if it's discretionary, I think we should just drop this policy and leave it the way it was. >> That's what the
board wants. That's what we'll do. >> So, >> I would like to make a motion to strike out the for vacancies arising mid year or later in this policy. >> Is that a motion to amend, Mr. >> M to amend? Yes. Motion to amend um approval of all items. Is there a second? >> Second. >> Okay. There's a motion in a second to amend the original motion to approve all items except for 5.70. Um we'll do a roll roll call out. Um, no. >> Mr. Cole >> abstain >> Mr. Davis. >> Yes. >> Miss H. >> Yes. >> Mr. King. >> No. >> Matthews. >> Yes. >> Miss Nicholls. >> No. >> Winkle. >> Yes. Dr. Farley, if you find that this is an issue moving forward with transparency for you with the hiring process
and filling positions on a temporary basis, I'd ask that you bring this back to us. >> Shouldn't be. We're doing it now. >> It'll be totally her description. [clears throat] It >> It is. Yeah. Okay, that brings us to second reading policies. Mr. Chair, I move to approve item 17, all 27 of those second readings. We've gone through them. My comments for >> Is there a second? >> A second. Motion in a second to approve item 17, second reading of policies. Any discussion? >> I think since there's second reading, we've gone through them and we're good with them. >> Agree. >> Okay. [snorts] Any any financial in this? We'll do a roll call, please. >> Mr. Cole. >> Yes. >> Mr. Davis. >> Yes. >> Mr. Yes. >> Matthews. >> Yes. >> Brings us to
number 20, athletics. So [snorts] >> you want to >> So what this was put on there for is when we had our work session and athletics was brought up. This was discussed um not made a lot of progress in our uh strategic plan regarding athletics. And uh we were talking about the um updating the athletic manual and um you all asked the timeline that we would need for athletics. That was shared with you in your Monday email. And uh it was asked to uh bring it on the uh agenda for tonight as to whether or not we wanted to have an athletic committee. And that it does have an asterisk. So this you all would vote as to whether or not you wanted to have a committee. [snorts] So you're looking at all the activities
on this list being completed no later than May 1st. That what you're saying on your >> Yes. timeline. >> Yes, ma'am. Because And the reason for that is this. Um I think we need to not only have our manual updated, but we need to have these schedules ready to go and we need to have these um the practice schedules and the game schedules ready to go so the schools can know. And >> so you've got some administrative committees that are working with you on >> Yes, we need a motion before we discuss any further. Is there a motion >> for her timeline? >> No, for this is this is a a motion. This is a voting item on the agenda. So >> for the committee, but we're talking about her timeline first before we talk
get into the committee vote, right? >> Well, I mean the the whole topic is about a athletic committee vote. So, if we're going to discuss the topic, we can vote no to not to have it or yes. But if you're discussing the topic, we need to have a motion on the floor >> to just >> Okay. Because this was on the agenda for the work session and the work session, Nick [clears throat] asked about the committee to be considered. So, this was kind of a separate thing that was already out there before the committee was >> I know, but this is we're just on the agenda item. So, >> technically, we have to have a motion on the floor to discuss it. >> Mr. Chair. >> Yes, sir. I would move not to have a
committee. Instead, look at athletic director like we had take care of these issues. >> So, [snorts] is there a second? >> I'll second that. >> Okay. There's a motion to not have an athletic committee, but to consider an athletic director. Um, any discussion on that? I think this takes a lot of time during the week all year long. Probably should have someone capable to do that, not a committee, and bring that recommendations to the board through the director. >> Agreed. >> So, that was the question that I was starting to ask Dr. Farley about is if she's got administrative committees in place that you're working with on this timeline and who those what who who's in those committees. >> Uh currently I'm working with the two high school athletic directors. So we do have athletic
directors now. Yes. At both high schools. [clears throat] >> Thank you. >> Can I ask how much time do they get to spend at each of the individual elementary schools? They're not they're at the high schools. >> But and that's kind of one of the things that I I think is important [clears throat] for not just the athletic director. And I don't know that if we're creating a this position as athletic director that it doesn't involve just athletics individually, but but also um be a little bit broader to help organize some of these other extracurricular things like okay, anything that we're paying for for coaches or stoppins or things like that kind of have a place to go to one person [clears throat] as the director type thing, you know what I mean? Like the
the beta club, the different organizations within each elementary school um be kind of involved that way. It's not just an athletic director per se, but um I don't know, activities >> activities extracurricular activities director. So, what we're working on, [clears throat] and the reason it's just currently the athletic directors, is because we're working on updating the athletic procedure manual. >> This isn't tied to supplements just yet. And we're also working on the schedules. And I I understand that. But what I'm the reason I'm saying that is because having two different athletic directors and they have zero time to go out to any of the elementary schools to help with their athletics um such as the basketball or the archery or anything else that's going on in those schools. um then we're just putting everybody else
on the back burner except for the high schools more or less. >> So when when we make this manual um it will involve the basketball at the elementary schools uh and any it'll involve any athletic season at any school and I can gladly get some principles uh elementary school principles to be on this committee as well. That's not a problem. I just, you know, had reached [clears throat] out to start with the uh athletic directors >> and I guess that's I [snorts] know that you can get a hold of the principles at any time, but I guess what I'm I'm kind of pushing is that we need an athletic director of one person. >> Yeah. The the ads at the high schools are already busy with their job, >> right? >> So, we need somebody
dedicated to this. So what you all are saying if I [clears throat] understand is you don't want to have a committee but you're wanting to hire an athletic director. >> What I'm saying >> activities director activities >> in okay >> different athletics activities if you want. >> Okay. So, a concern that I would have is this is not in our current budget, and I don't know where that money would I'll do whatever this board says, as I think you all know, but I [snorts] don't know where that money is going to come from. >> Well, have we ever hired anybody back in the CEO position? >> No, [clears throat] we have not. >> So, salary is there. >> That salary is there from that position. So, I have a I have a comment and obviously
we heard from a a parent tonight talking about and I don't know what the number is, but she said 13 student athletes that lost their eligibility this year. We currently have two athletic directors and they're they're busy with other duties and so we had middle school students that lost an opportunity to play this year because there were violations with Tennessee Middle School Association. It would be it would be advantageous to have somebody that can oversee that that has time to oversee it. Right now for part-time athletic directors and you said they spend how much of their time on athletics? >> I don't know at the individual schools. >> So that should be in the policy manual too, right? >> Right. >> Something should be in there to prevent what happened to these student athletes from
>> Absolutely. >> Um I I feel like So far since I've been on the board, athletics has been neglected. The strategic plan's been neglected as far as athletics go, and we need focus on it. I don't know what that entails. I would I would like to think that uh the director of schools and her team could come back with what we need to do to keep this from happening to our student athletes. I don't know that the board can make that decision for you, but I I feel like if if we can't do it with the current personnel, what do we need to do? Does the board need to approve an athletic director? What would you suggest? We're just trying to do what's right for our student athletes, a committee, an athletic director, whatever that
is. >> I think I'd echo what you're saying, Scott. I' I'd like to see with your team of folks that you pull together for your committees what you propose on this and see what you work on, what the outcome is, and if y'all think we need somebody part-time, we need somebody full-time, you know, what's the outcome of this before we start looking at creating a >> another position for >> I'm going to cut you off and I'm going to tell you why. We have had every opportunity for everybody that is employed here to make their decision on how this is going to work and here we are. And if if we want to actually and that's not saying anybody individually is responsible and we can all take some blame as board members, as coaches, as
community members, as whatever we want to take blame for or not take blame for. The fact is is we have as a board established clearly that one quarter of our strategic plan is to be focused on academics in the field of athletics and activities. Right? It is an additional classroom setting and we have no measurable goal that has been met in since this since this has been established. So asking them to go back to the table to reinvent the wheel, I think is is delaying more progress. I think that if we agree that we need to have an athletic director, we we agree that this needs to stay on the strategic plan. We just approved the strategic plan and we didn't take athletics off there. So if we've got an issue where we're going backwards,
which is exactly the metric that we have, we have once upon a time had a full-time athletic director. We appointed two high school athletic directors. We had two middle school athletic directors. Now the current state is we are down to two from five. So when this thing started we went from five. Now we have two. Um my only other rebuttal about the the committee piece is that there is a revolving door of board members. There's a revolving door of staff as I just mentioned from 5 to two. There's a revolving door from uh of athlet or director of schools uh all parties involved that are on staff. It's a revolving door. My ask is that the board com form this committee in this purpose to assist in ensuring that we have committed oursel to this
this this particular item on our strategic plan in a temporary capacity to assist the team and be part of the team. If we're going to be blamed for being part of the problem, then I'm willing to be part of the solution. And I think that's what we are trying to accomplish. And that's the ask that I'm putting before us. It's not either or, it's both. And it just be a temporary capacity until we solve that problem. And and my my ask from you is is it full-time? Because I would amend your amendment to say full-time athletic position sole purpose is athletic activities director. Now you >> in that category we have athletics, arts and music and all. It's not just all about sports. >> And are you suggesting that we get somebody to overlook >>
all of all of it? >> No. I I think I think what what he's suggesting is that we [snorts] have one person that can help coordinate all of those things because all of those things have activities. All [clears throat] of those things have need support from different directions. And so if we have one person coordinating all of those things from art to to everything, I guess extracurricular activities, that one person helps everyone. >> Athletics [snorts] is very different from arts and music and all this kind of other stuff that we put in there. I >> I'm not disagreeing with you at all. Um, but right now we have nothing for any of them to reach out to. >> We have individual teachers that do a fine job with getting children involved in other extracurricular activities.
I know Miss Timson right now is working on a musical. We have the high school working on uh plays, you know, both high schools. Um, >> and I'll May I ask you coordinates that? >> Miss H, may I ask you a question? >> Are you are you saying that you would you you are in favor of having somebody o oversee all of those activities or you don't necessarily feel it's necessary? No, I don't think we just need an athletic director because we I think the coaches are working on it by them with themselves and working it out and >> I don't you know as with the arts they you know they are working out their things and teaching their classes and >> well for just for one example of what I'm saying one person to
help coordinate these things is like with Beta this year and and I think Miss Thompson can can uh agree that whenever they took a bus, North Cumberland took a bus up to the Beta convention, um they had enough room coming back that another school rode with them, but the bus going up, someone had to pay for that bus. So that's two groups having to pay for an extra bus where if you had a coordinator that could just help coordinate the transportation for those groups that could just help get everybody together to coordinate their planned activity. So you didn't have seven or eight kids taking a full bus all the way up to uh Nashville or wherever their beta convention is and then another school taking seven [clears throat] or eight kids or 10 kids, another
full bus all the way up there. If they can get them all on one bus, that's money savings for each group. >> Co coordination would be helpful. And and >> right, we're we're not I think default we're not experts on the matter, right? And and I think just knowing that we have a strategic plan that we would like to see enacted in putting someone on point for all those additional classroom settings that are outside of the classroom, arts, activities, whatever they may be. I think there's more than ample experiences to show that we need we need some support there. So, >> I um I don't think anybody would disagree that extracurricular activities are important for the students so they have a well-rounded educational experience. Um I think that Dr. Farley has had a lot on
her plate coming on this year with us. And I don't disagree that there hasn't been things that have fallen through the cracks prior to Dr. Farley coming on that continued to fall through the cracks when it comes to some of the extracurricular things that you all are mentioning. >> Um I know that Dr. Farley is now focused on this and personally I don't like to I don't want to subvert any suggestions she and her team may have by dictating from a board perspective that we need to have this position and we need to have it right away. Um, I also have a big issue with the fact that we have a lot of other criteria on that strategic plan that we're not meeting as well. Education is the number one priority here for our students.
Safety and security is a number one priority here for all of us. Um, and I think we need to make sure that we're putting our priorities in the proper order >> and we're funding our priorities properly. So, I I would ask and you know, everybody has their vote, but I would really like to see now that we've tasked Dr. Farley with this and she's come back with a specific timeline, which we've never had before, >> right, >> from our director, that we give her the the opportunity to come to us with what they're going to do to fix some of these issues. Yep. >> And if it, you know, she needs to bring in additional people from the school like the principles, so we're enrolling or music directors, whatever. So, we're being comprehensive with this
as all extracurricular activities then great and take focus off just the athletic but that well-rounded extracurricular opportunities that the kids have in the county. >> Yeah, I think it's I think you're right. I think it is great to allow her to do her job >> and and I also agree that it it's also our responsibility to acknowledge regardless of the situation that we created again by removing one individual and bringing in another the gap we have to stand in that gap as a board and when when things fall through the cracks it is our responsibility to set aside those assets resources and be the voice that the community is asking us to fill and that's what I'm asking us to do. >> Yeah. So, I' [snorts] I'd like [clears throat] to amend the motion. I
move that we create a committee that considers an athletic director and what we need to do with our athletics. >> We've already got I don't know that's an amendment to >> he made an amendment to the motion and second that was already on the floor. So now we need a second for his amendment. >> Athletics is all the motion is. Yeah. >> Okay. So strictly athletics on activities just this is just the motion for athletics. [clears throat] >> Mr. Van Winkle, state your motion again. >> I would move to amend the motion to create a committee to consider an athletic director and what we need to do with athletics moving forward. I'll second it. >> So I think we Go ahead, Mr. King. Yes, sir. >> You clarify some more, please. >> Yes, sir. [clears
throat] So, basically what I'm saying is is I've made a motion that we create a committee that works with the director and her team to start focusing on athletics and whether or not we need an athletic director. Does that make sense? >> It does. I just wanted to clarify. >> Sure. Yeah. [clears throat] >> So, there's any other discussion. How many people do you propose adding to the already established from the board? >> It would be it would be a threeperson committee >> in addition to what she's already working with >> board members. We take her committee and then we make a committee and we have merging the two committees. >> So there's a there's a committee policy. >> I know I need to pull it up. >> No. >> Okay, >> I gotcha. >>
Yeah. So it would there would be a chair established and scheduled meetings with Dr. Farley and her team to discuss athletics and athletic director. >> So we can't charge her with this and let her come back with some answers with it first before we make another committee. >> We can if we vote no to the motion I just amended. [snorts] >> Can we go back to what is the original motion then? the my motion was to not form a committee >> and to have an athletic director >> and and to create a position for an athletic director. >> Then I added activities as well. >> I'll second that too. >> The amendment was to establish a committee. That that's why I was kind of curious because >> and determine if we needed it athletic director
different things >> and see if we can meet the timeline on the other issues, >> right? >> Yes. So, if there's no other discussion, let's vote on the amendment to create a committee. Um, Madam Secretary, can you do a roll call on that? >> Mr. Cole, >> no. >> Mr. Davis? >> Yes. >> Miss H? >> No. >> Mr. King? No >> Matthews. >> No, >> Miss Nicholls. >> No, >> Miss Stout. >> No, >> Mr. Van Winkle. >> Yes. >> Have it. >> Okay. So, we're back to the original motion. Uh, any other discussion on that? If there's not, we can go ahead and do a roll call vote on that. >> The original is activities and athletics director. So if we vote on this, does what does that do to the budget? >>
I exactly, >> Miss Del, could you sorry to put you on the spot here, sis, but would you have any idea right off the top of your head? And I mean, Mr. Matthews did make a good point. We haven't hired for the chief academic officers, so we And that salary is still in there. >> And what's the salary range going to be? And is it going to be full-time or part-time? We've had part- times before. >> This would be full-time. >> That's what the motion was. >> Right off the top. I mean, I know that that chief academic officer uh that that salary is in there. Um I'm sorry, but that's one line on the budget and I couldn't quote you the exact amount that is there. I think it was up to 85. >>
Yeah, I think there's a range in there. >> How many how much we budgeted last year? >> Didn't we bump it and say up to freedom to higher up to? >> Yeah. I don't don't know what the top number was. >> Can we keep it in line? >> Keep it in line with the previous previous number. Do you have that information? >> As far as this year's budget, it's just for half a year or less. Really? Two or three months? >> Yeah. this year. >> There's money in there for personnel. I just don't know if it's on the right line or not. >> So, are we saying that we don't need a chief academic officer going forward? >> Evidently, >> well, that job hasn't been posted since right now. I mean, we just haven't posted
that. We've been dealing with and handling our things oursel and it's gone pretty well. >> I think as a board we all agreed last time we didn't want to remove that line and take that off and put it somewhere else because we felt it would be a lot for Dr. Farley to continue on in that manner without >> I don't think we voted on that. Somebody said it, but I don't think we voted on that. >> We kept it in the budget. >> Yes, it's still in the budget. >> It's still in the budget. >> If you haven't voted on that yet. >> What have we not voted on? >> CJF CAO. >> Yeah. Let's not Let's not delay one thing for another. >> All right. So, Any other discussion? >> Everybody understand the motion?
>> State again. >> The motion is to uh not have a committee and to have a position created for an activities director >> and athletic >> athletic activities >> athletic and activities director >> fulltime. Figure out where it was going to come. The money was coming from. I've asked Miss Bray to check the budget line for me. [clears throat] >> Madam Secretary, would you call a role, please? >> Mr. Davis, >> yes. >> Miss, >> no. >> Mr. King, >> yes. >> Matthews, >> yes. >> Miss Nicholls, >> yes. >> Miss Stout, >> no. Mr. Cole. >> Yes. >> No. Can we have a job description on at the next work session? >> We already have a job description. I can email it to you Monday. >> Can you >> and we can put it
on the work session agenda as well, but I mean I can send it so you guys can see it as as well. >> Work session uh the job description and also salary. >> Yeah. >> Right. >> Yeah. Currently in that CAO line there's over 100,000. >> So that job description that you have currently that's for an athletic [cough] not activities. >> Correct. >> So we need to >> Yeah. >> Add more to that. That would include the activities piece. [snorts] >> Okay. That brings us to the chief financial officers report. you put it up there. >> Okay. So, for January, our revenues come in at 45.6 million. Um, we're right on track with that where we should be by this time of the year. And then on the expenditures, we're at 42.4 million. So, we're
we're on track for that, too. That [clears throat] has our running fund balance at 15,23,000 $1463 [clears throat] November cash registers. Uh we got we we're ahead of schedule um for January um which still has us ahead of schedule for the whole year at $35,788. Did you guys want to go one by one on these budget amendments? Do you have any questions on them? >> Mr. Chair. >> Yes, sir. I would move to approve 21 C. All the amendments 141. >> Second. >> Motion in a second to approve 21C one the 141 line budget amendments. Any any discussion? I >> think we're good. >> Okay. All right. Roll call, please. >> Miss H? >> Yes. [clears throat] >> Mr. King? >> Yes. >> Mr. Matthews? >> Yes. >> Miss Nichols? >> Yes. >> Miss South?
>> Yes. Mr. Cole, >> yes. >> Mr. Davis, >> yes. >> Mr. Van Winkle. >> Yes. >> Then number one 142. >> Mr. Chair, I move to approve both items in 21D. >> Second. >> Been a motion and a second to approve 21D, the 142 budget amendments. Any discussion? Uh, [snorts] roll call, please. >> Mr. King, >> yes. >> Mr. Matthews, >> yes. >> Miss Nichols, >> yes. >> Mrs. Stout, >> yes. >> Mr. Cole, >> yes. >> Mr. Davis, >> yes. >> Miss Hill, >> yes. >> Mr. Van Winkle, >> Yes. Have it. [snorts] >> Mr. Chair, I move to approve the consent agenda. >> Second. >> There's a motion in a second to approve the consent agenda. Any discussion? Mr. Cole answer. Okay. >> Okay. Uh, all those in favor of approving the
consent agenda say I. >> I. >> All those opposed say nay. >> Can I ask something real quick? >> Sure. >> So, I just want to make sure I'm clear. So, Mr. Cole's motion gave us permission to create the budget amendment required for Sen Genics and go through the executive committee to get it signed. >> It did cover all expenses incurred this this budget year, not next year, but yeah. >> Okay. So, we can get the budget amendment ready to go. >> Y >> just wanted to make sure. >> Yeah. >> Okay. >> For the commission, >> correct? So, um, that brings us to executive approval. Anything there? >> Okay. Uh, questions from the media? No questions. All right. Um, we'll say the meeting's adjourned. Thank you.
