001In the moment of silence for the pledge of allegiance. >> Thank you. At this time, if we could have Natalia James Leon and Jose Lewis James Leon to come to the front from Martin Elementary and lead us in the pledgece to the flag of the United States of America and to the republic for which it stands. One nation under God, indivisible, with liberty and justice for all. >> Thank you. At this time, I'd like to welcome all of our visitors tonight. Thank you for coming out and uh acknowledge our elected officials that are here tonight. Uh Miss Karen Shanks, um Miss Sue York, Mr. Tom Isam and Mr. Terry Lowe. Thank you for being here tonight. I'd also like to recognize our student representative that's here tonight, Miss Fallon Lambert. Thank you for being here.
002>> Be careful. >> Madam Secretary, roll call, please. >> Miss Stole >> here. >> Miss Nichols >> here. >> Miss Hail. >> Miss Stout. Mr. Davis. Mr. King >> here. >> Mr. Matthews >> here. Mr. Gold >> here. >> Mr. Van Wiggle >> here. >> Let the record show hell, Stout Davis are absent in the meeting. >> At this time, we'll do the declaration of conflict. Board members, if you have um ten per Tennessee code annotitate 49 492202, board of education members who have relatives per the statute, relatives mean spouse, parent, parent-in-law, child, son-in-law, daughter-in-law, grandparent, grandchild, brother, sister, uncle, aunt, nephew, niece, or any person who resides in the same household as you employed by the system are asked to raise your hands to identify by yourself. Do you certify that the votes you
003make tonight will be in the best interest of the school system regardless of the effect that your vote may have upon the employment of your relative or relatives? >> Yes. >> Let the record show Mr. Cole, Mr. Matthews, Mr. King, and Mr. Van Winkle raise their hand. >> And next item is approval of minutes. >> Mr. Chairman, I move to approve the minutes listed as written. >> Second. >> Been a motion and a second. Uh, any discussion? >> No. >> Okay. All those in favor say I. >> I. >> All opposed? Nay. >> Have it. [clears throat] >> Next is the approval of agenda. I would like to uh make a motion to amend the agenda tonight due to the um weather circumstances we're about to experience. I'd like to make a motion to uh
004include community comments, the director's report, the financials, and the consent agenda and postpone everything else until January. >> I'll second that. >> Motion in a second. Any discussion? None for me. >> No. Um, >> yes, we did. >> We'll go ahead and uh all in favor say I. >> I. All opposed. >> Okay. >> Voted that one effect. The only thing I've seen on there was the acceptance of the dairy alliance grant. That won't affect timeline of that >> on the director's report. I think John [snorts] >> later. [clears throat] >> So that brings us to community comments. >> So we have tonight Miss Julia Timson. Good evening. My name is Julia Timson. I live at 6960 South York Highway, Clark Range, Tennessee, but I spend most of my time at North Cumberland Elementary. You
005can't miss us. We're out there in the middle of all the construction. Um, I just wanted to talk to you. This week, I distributed a brief survey to all certified teachers on behalf of CCA. The data highlight several concerns related to recruitment and retention of teachers. Over 55% of our certified teachers will be eligible for retirement within the next 14 years. While 47% say they plan to stay in education for the full 30 years, 53% do not plan to stay or they're unsure about their future. When asked why they remain in CC schools, the top reasons were insurance and geographical location. They're close to family. There's this is home. Those kind of things. When asked what would encourage them to stay, the answer was overwhelmingly increased compensation. This is especially important given that 59 staff
006members experienced pay pay freezes this year, potentially lasting up to three years. Teachers also expressed a strong need for greater administrative support, particularly with student behavior and parent interactions. Additionally, 88.5% are not pursuing degrees that lead to higher paid administrative roles despite those being the primary path to significant salary increases in Cumberland County schools. These findings align with the na align with the national shortages in certified teachers across K through2 education. As this board has identified teacher recruitment and retention as a priority and with nearly 45% of our teachers having 15 or fewer years of experience, the question becomes clear. How are we going to keep them? How are we going to retain them? Today's educators are seeking meaning meaningful financial investment and stronger support systems. Um I will say that many many many teachers
007did express that they were thrilled with their administration right now. Um I will commend Dr. Farley. I think she's done an excellent job with her hires that she's have put in place and the ones that were already there. I they feel like they're very supported. Um and I appreciate that. I just want to know and it's not just in Crossville, it's everywhere. We're having a hard time finding teachers. What are we going to do to recruit great teachers and retain them when we get them? Thank you. >> Thank you. [clears throat] >> That's no other public comments tonight. >> So that brings us to the director's report. So the first item on here is the strategic plan. Um we have uh revised that. We have cut that down. We now have the um the goals
008on there. This was shared at the work session two weeks ago at this point. Um and we've updated the suggestions. If you all are good with this, um I would ask it is a voting item. I would ask that you vote on it and we can get it printed and then go from there as to carrying out our action steps and performance metrics. >> Approve. >> I'll second a motion and a second to approve the strategic plan. [cough and clears throat] Miss Stole, any discussion? No, we did did a pretty good discussion already on [clears throat] all of it. >> There there [snorts] are a couple of points that I would like to make if there's no other discussion. Um >> I have one. >> Okay. Go ahead, Mr. King. >> Several places we have
009the word strive to. >> I like to remove those. >> Okay. >> I think we're always going to be striving. >> Okay. >> We should just do it. >> Take care of that. >> Okay. Um >> yeah, that's good. the the things that I had looking at looking at the minutes from the retreat is we we talked about having a K2 focus >> and that that's not included in in the current plan. So I feel like we should have that in there from the retreat. Uh, also the ACT improved score focus was discussed as a goal versus the 1% improvement of and I think I think in the retrieve minutes it actually talks about we're already at 99% and it's a mandatory requirement for them to take the test. >> You're talking about participation rate
010not not score. Okay. >> And I think that's still may have been a copy and paste. I don't know but it's still in the strategic plan. But I think that needs to be the the focus on the ACT. And then [clears throat] we also talked about uh substitute availability improvements in our teacher recruitment and retainment and and that's not showing in there at this point I don't think so. [clears throat] >> Then I also wanted to ask if if we should include something in there about the the the bus driver conversations we've been having transportation >> uh in our in our strategic plan as well. >> Doesn't have to be in there. Now of course that's a green living document that we can modify at any time. But um I'm I'm okay with approval with
011with the addition of the K2 focus, the ACT, and the substitute availability improvements. So I I would move to amend the motion to add those three items. >> Let's go. >> And I will remove where it says strive to. >> Just need a second. Second's good. There's a [clears throat] motion in a second to amend the motion to include K2 focus on on uh proficiency improvement, ACT improve score focus and substitute availability. Any any other discussion on that? >> Remove the st >> and remove the strive to >> discussion. [cough] [clears throat] [cough] Okay, I'll take a vote. Um, all in favor [clears throat] say I. >> I. >> All opposed say nay. >> Guys have it. Next, [clears throat] what we're asking for is for you all to um accept the Dairy Alliance grant.
012Uh as Miss Hamby told us in the work session, uh this is uh at no cost to us and we're just asking to receive what they're giving us, but it does require you all to vote on it. >> Mr. Chair, move to approve. >> Second. >> A motion and a second to approve uh agenda item for the dairy alliance. Any discussion? Yep. Okay. This financial. >> Well, if we're not out any money, I'd probably do well. [clears throat] >> We'll need a roll call, please. >> Mr. Cole, >> yes. >> Mr. King, >> yes. >> Mr. Matthews, >> yes. >> Miss Nichols, >> yes. >> Miss Stole, >> yes. >> Mr. Van Winkle, >> yes. Yes, >> it [clears throat] uh the next um item that's on there does require you to vote as well.
013Um as we shared in the uh work session, our food service did have their annual um audit. The only thing that the audit did find was that our um >> adult meal prices are too low and they showed us how we needed to figure that and Miss Ham and her staff has done that. And we are asking that you all vote to approve these adult meal prices and uh that that would be able to go into effect January uh when we return from the break. >> I'll move to approve. [snorts] >> I'll second a motion and a second to approve the adult meal price increase. Any discussion? >> No. >> One quick thing. Instead of odd cents 516 and 339 just round it to the next 10 make it five >> so they don't have
014to deal with the change >> and 340 since they're doing away with >> they have so Mr. Um the recommendation is to increase the school staff lunch price from 350 to 525. It's not highlighted. And then to increase the visitors lunch price from 405 to 625 and then the visitor holiday lunch price from 750 to 8. >> So it is round >> it is. So what those odd cents that is uh the formula for how they arrived and why it is the odd sense that it is the odd amount. >> [clears throat] >> So we are going to round numbers. >> Withdraw the proto. [laughter] Withdraw the proto. >> Okay. [laughter] >> Any other discussion? >> We'll need a roll call, please. >> Mr. King, >> yes. >> Mr. Matthews, >> yes. >> Miss Nichols,
015>> yes. >> Miss Stole, >> yes. >> Mr. Cole, >> yes. >> Mr. Van Winkle. >> Yes. Have it. So, next on um on here is just their uh annual report and again um you were that was shared with you at the work session. Uh our budget plan uh we're kind of working on that um each month and we briefly uh we do need to probably approve this item. This is going to because this is part of your planning calendar and this says that we will have this approved by January the 1st. This is our budget plan for the 2627 school year when we're going to do what and all of those items. And we have met the deadline of the December 1st the uh principles and um got their uh budget prep sheets and
016on December the 4th the calendar I think which is tonight is being distributed to you all. So, so far we've got two items that we're checking off our box [laughter] >> and uh with this we should be able to have our uh budget approved and to the county commission uh well before not well before but a few days before the May 1st deadline. >> So I I think we pro I >> Mr. Chairman. >> Yes, sir. >> Move to approve the budget plan. >> Second. >> Motion and a second to approve the budget plan. Any discussion? No, >> sir. All in favor of the budget plan say I. >> I. >> All oppose say nay. The eyes have it. >> So next is um my leadership update. This just let you know what what I've
017been doing, where I've been going, all of the things. Um at this meeting, I have finished my 120day transition plan. Uh I have spent a day in each school, met with numerous staff. um got to talk to several of them. I've completed a round of uh communications with everybody. The temperature checks were sent out. I do have that information. I'm going to share it with the board. Uh and I will share that publicly with everybody next month. So, I have completed the transition plan that I told you all when I interviewed for the job that I would complete. >> Awesome. Thank you. >> Thank you. >> Yes. >> You're welcome. Um next is our planning calendar. Um so the um uh December we are in u budget prep count um calendar. We have sent that
018out looking working currently on the student activity fund audit. Um we have distributed the budget request to the staff. We're still waiting for um to be able to share with the public our uh school system report card information. and we look we need to look at moving this December the 1st report because that December the 1st report is the first time you can work on that report. It's not due until February. So that's a little misleading but we have started that and uh the accountability would be the presentation that I will do next month for us and it goes along with the school system uh report card information. So that's where we are in the planning calendar. >> Questions on any of that? No. >> Uh the next uh information that we do have is
019just your FYI information. Um but um at this time um I'm going to do this just a little bit different. [clears throat] Um under this falls our personnel report and uh we have a principal that will be retiring uh at the end of this semester. and um I just uh think that we need to make her come out and be recognized. She's worked with our system for uh 30 years. So, Miss Buckner, I know you're out in the hall. Could you please come in? [applause] >> So, she didn't know that this was going to happen. she wouldn't have showed up. >> So, uh, >> I know you. >> Uh, so she did come to the principal's meeting today. We had to move that up. And, um, [laughter] >> so she came to the principal's meeting
020today and this was her last meeting and she told me that when she left and I asked her if she was going to be here tonight and she told me no. So, uh, but we do appreciate you and all you've done. Amen. Uh we know you've worked at multiple schools and uh we hate to see you leave and the love for your community and your kiddos. >> So we wish you the best. >> Thank you. [applause] [applause] [clears throat] We did have another substitute training. We invited uh 20 something and um you can see how many showed up. We're still working on that >> financial. >> It is. >> All right. So, that brings us to the next agenda item, financials. Well, nothing's changed really since the work session. Our revenues for the month were
02122,828,312. Our expenditures exceeded our revenues by about 1.5,24,414,469. Um, like I said, we had some projects that we finished up. We finished up the fire alarm system back north. We're in [clears throat] progress on the fire alarm system at CCHS and we are in progress with the electrical system at Martin Elementary. So that's some big projects that we've already got in the mix and actually have paid. [cough and clears throat] >> Next thing would be the sales tax. It is trending in the right direction. Everybody will keep their fingers crossed. >> We're 133,000 ahead of budget already. Hopefully won't turn back around the other way. Like I say, buy local. >> Amen. [snorts] >> Got a few budget amendments here. [clears throat] >> Sorry, >> I have Dr. Harley's CR. [laughter] The first one is
022our healthy students drive learners. This is a stipen or a believe they call them an honorarium uh that Miss Pollson received for some surveys that we filled out. So basically we're putting this in the budget so that it can go towards our professional development. >> The second one is just a budget amendment for our ISM state grant. They're just moving some funds around so that they can be better utilized. >> Mr. Chairman. >> Yes, sir. >> Move to approve both items in 141. [cough] >> Second. >> Motion a second to approve budget items in the 141 line. Any uh discussion? >> Right. Madam Secretary, roll call, please. >> Mr. King, >> yes. >> Mr. Matthews, >> yes. >> Miss Nichols, >> yes. >> Miss Dole, >> yes. >> Mr. Cole, >> yes. >> Mr. Van
023Winkle, >> Yes. Let's have it. >> The 143 budget amendment, I believe, is some additional funds that we received to purchase equipment. I think this will go towards a new freezer and walk-in cooler at North Elementary. >> Mr. Chairman, I'll move to approve. >> Second motion a second to approve budget line items 143. Any discussion? >> Secretary, roll call. >> Miss Nichols, >> yes. >> Miss Stole, >> yes. >> Mr. Cole, >> yes. >> Mr. King, >> yes. >> Mr. Matthews, >> yes. >> Mr. Van Winkle, >> yes. [clears throat] And the final item I have for you, the fund balance at the end of October is 9,892,248. >> Any questions? >> I'm going down the mountain. Thank you. >> That brings us to the consent. >> Mr. Chair, move to approve the consent agenda.
024>> Second. [cough] Motion and a second to approve the consent agenda. Any discussion? No discussion. >> All in favor of approving the consent agenda say I. >> I. >> All oppose say nay. The eyes have it. >> Any other business to discuss this evening? >> Question from the media. From the media meeting's adjourned.
