We're going to do recognitions and good news awards. Miss >> for our student artist of the month. It is Celia Gibson. Come on. Please brag about this month's Franklin special district artist of the month is sixth grade Freedom Intermediate School artist whose expressive abstract painting showcases both creativity and confidence in artistic experimentation. Inspired by modern artists such as Jack and Mark Rothco, Celia explored how color, texture, and movement can communicate emotion without relying on realistic imagery.
Using acrylic paint, she combined techniques including blending, wet on wet painting, dry brushing, impasto, etching, and stippling to create rich layers and dynamic texture throughout the piece. Her bold brush strokes and striking mix of deep purples, red, and soft pinks give the artist give the artwork a sense of energy and emotion. reflecting her own personal style. Celia's artwork along with other pieces by Freedom Intermediate School artist can be seen at the central office lobby gallery. Our thanks to Chuck Sug and Sonic Drive for their support of the student of the month program. Congratulations Okay, next we would like to recognize Max Perkins. Come on up, Max. Popler Grove Middle School seventh grader Max Perkins has earned national recognition after advancing to the semifinal round of the prestigious M million dollar challenge, a nationwide entrepreneurship and
innovation competition for students in grades 5 through eight. Selected from thousands of entries across the country, Max advanced beyond round two with his invention, the smart pot, which he developed and refined in Deb Scholer's STEM class at popular middle school. The smart pot is an innovative plant care solution that uses a hydraulic mechanism to deliver the precise amount of water plants need directly to their roots. Max, we need to talk. Um, helping prevent overwatering a um, and underwatering. Judges praise this project for its creativity, ingenu ingenuity, and persuasive presentation. Seeing no one, we declare that public input is now closed. Reports, presentations, and discussions. Uh, Dr. Decker. >> Thank you, sir. This evening, the teaching and learning spotlight shines on a professional learning community known as PLC at work update for the Franklin Special District. Over the past several years, Franklin Special has strived to deepen and sharpen our work as a district professional learning community. Each school functions as a PLC at well as well. And within every school are professional learning teams, PLTS of educators that continuously analyze data and adjust instructional practices to ensure all students learn at high levels. In Aspire 2029, the FSD strategic plan, the second academic strategy under goal one,
which focuses on academics, states that we will strengthen the PLC's process through professional learning and innovative strategies. The tactics to accomplish this strategy are all schools will create a guiding coalition. All guiding coalitions will attend a PLC at work institute. Guiding coalitions lead the work of the PLC. Administrators will monitor and guide the work of the PLC process for continual improvement and innovative teaching practices, including but not limited to computer science and district approved artificial intelligence and strengthen the PLC process through the achievement of model PLC at work recognition for all schools in the district. With regard to the monitoring and guidance of the work of the PLC process, principles and assistant principles are grounded daily in these ongoing efforts. They are present and provide input as needed during PLT data discussions. They thoughtfully and
intentionally adjust the composition of those PLTs when necessary and they engage in ongoing professional learning around the PLC at work approach. For example, at the end of March, teachers and administrators from every FSD school attended Solution Trees Amplify Your Impact two-day workshop right here in Franklin. Educators from 11 states gathered to heighten their learning about best PLC at work practices that significantly impact student learning. A key step forward this year in Franklin Special's PLC work has been the development of a district guiding coalition, the DGC, during the 2526 year using part of the existing time frame already designated for monthly leadership team meetings. The DGC composed of school administrators, the teaching and learning team, Dr. Snowden and Dr. Esinger convene to constantly learn from each other and from relevant texts to improve the PLC at
work process in the interest of high levels of learning for every student. A quote from the all things PLC website. A district guiding coalition is a team that works to advance, monitor, and celebrate the PLC framework at the district level. The purpose is to establish a clear understanding of what the work is and what our expectations are for the work. beginning by clearly defining terms and concepts so everyone interprets ideas the same way. Over the course of the school year, the DGC members also observed PLT's in action during data discussions from individual schools and asked questions of the PLT members, evaluated the effectiveness of the PLC work process at their schools and in the district as a whole, and identified steps for enhancement. read and discussed experts excerpts from the definitive PLC at workbook, the
fourth edition of learning by doing along with relevant articles and coached each other through potential solutions to challenging questions. During the upcoming school year, administrators from each school will select a month for which they will be responsible for planning and facilitating the DGC meeting. TNL will support all along the way as we endeavor to become better and better at this work. That is our highest and most evidence-based priority. Thank you. >> Thank you. Any questions? All right. Board agenda. Is there a motion? >> Motion to approve the board agenda. >> Second. >> I second. >> All in favor of the consent agenda. Is there a motion? Is there a second? Second all in favor the board Dr. Snow. >> Uh yes sir. Our first item is Paul's revision revenues 2.400. This is the first reading.
Provisions are based on updated guidance to TS from TSBA from also from the controllers's office adding a provision on collection of funds through online payment. are not required to utilize this method of collecting funds. If the board chooses to do so, the controller recommends including specific provision, excuse me, in board policy. Also, due to the federal government's decision to discontinue production of pennies, the Tennessee comproller of the treasur has issued guidance regarding payment practices. TSBA has updated their model policy for use with the suggested language that Ford may incorporate. We uh obviously this is a first reading anticipating a number of policies coming down the pike in June and July from the legislature uh from the legislative action. If the board would choose to do so, we would ask to consider waving second and adopt
on first read. >> All right, there is a motion to wave second and adopt on first. Is there a second? Mark, is there discussion? Not all in favor? Sir, item two, pause revision student wellness 6.411. Also a first reading. The state board of education recently made updates to its coordinated school health program policy. These revisions were made to align state board language with statutory requirements as well as reflect the current practices and needs of school districts. TSBA has updated their corresponding model policy to align with these changes which are adopted here in the reisions presented. We recommend the board consider to wave second and adopt on first. >> Sir, there motion to wave on second and first >> motion to wave on second. Is there a second? Is there discussion? 013like I mean it was so perfectly wrapped to send them back to the state. So with online testing though, I think those number of boxes will be much less next year. But thanks for everyone's work to make TCAP testing go as smooth as possible. Our budget process, the remaining dates for budget work sessions are May 18th and June 15th. 018Memorial Day May 25th. All that's all I have. Thank you. >> Thank you sir. Any questions updates? No, sir. Thank you. >> Yes, sir. If you uh notice the um weighted full-time equivalency ADA adjustment is not reflected on your sales tax report. We just got that new percentage last Friday. So, usually that adjustment happens in April. If it's not in April, it'll be in May. It's not in May because we just got it last Friday. So, the the adjustment will be seen on the June sales tax report. Just to let you know, we did tick down just a little bit. The adjustment will be around um $235,000 to the negative. So, May sales tax collections, however, reflect an 11.9% increase monthtomonth and a 6.1 cumulative increase year to year. >> Sir, I I did want
have one other thing, Mr. I forgot and that was an update the quarterly report to the board about the total number of incidents reported to the state and law enforcement for this quarter where we had to require parental notification. We had none for this quarter which is obviously good and we had as we reported last quarter for the first half of the year there had been a total of four the entire school year. So none for this quarter and four total this year. >> Any questions, comments, >> anything from the board? >> I wanted to share about um the Tony Kemp event. Thank you very much, Kevin. You did an excellent job in um helping to facilitate that. And um he has bragging rights now because uh it was a slight little mishap, but um
he was announced as the chairman. So, Robert, watch out. >> I yield. >> Are we? >> Oh, yeah. >> Are we wasting time in this board meeting to correct that? I was fine. I was okay. >> Talking about the moment. It was a wonderful moment to be able to see former students. um his wife um also was a former student and to see so many teachers come out and um just people that have been a part of the community for a long time, it was very wellreceived and there were a lot of photos and um and I've heard a lot of positive comments about it. >> Thanks. It was a great event and I Yes, that was something I really wanted to push but you all voted for so I appreciate you wanting that to
happen. Dr. Farmer, that was a great event. Um and Tony was really excited about how it played out and I even got a text from him on Saturday. Think about it. This happened a while ago just said again I want to thank you all for all you did. That was pretty great. So thank you all who participated and um I think the fact that uh I was declared the chair. I'm going to go ahead and keep it then I'll yield and be the secretary. >> Anything else? Uh as I mentioned after we adjourn uh board members we have a do meeting in the executive conference room so we will convene in there. There's nothing else we are dismissed now.
