innovation center provides an emergency appropriation to the department of education to build an agricultural innovation center to testify we have keith hayashi interim superintendent please department of education assistant superintendent for facilities and operations testifying on behalf of interim superintendent kitayashi and the department of education the department stands on its written testimony in support of senate bill 3096 and a creep appreciates the appropriation for an agricultural innovation center thank you for the opportunity to testify we are available for any questions hello thank you assistant superintendent tanaka next to testify brian miyamoto executive director hawaii farm bureau aloha chairs keep donny in kim twice chairs nishihara and i'm sorry chairs kid on him captain by shirley shaw and kim bryan i'm over here after the hawaii farm bureau um we're excited about this this investment i know
been before the legislature many times asking for investment in agriculture we think this is a wise and sound investment and ag innovation center supports the farm to school program supports on opponents supports many things that we said we needed uh in order to connect or reconnect our students with agriculture i know only have a minute uh we stand on a written test one there's so much i wanted to say about this initiative this innovation center uh we believe that you know through this ag education program our our students will gain that understanding that's so lacking about agriculture which will result in in not just healthier eating habits and learning to grow your food but learning the business about farming and hopefully address the the aging farming population that we so uh need to address and
and we need more farmers so we think this is a step in the right direction to support the farm to school farm to state i am thank you brian next to testify pono chong for hawaii crop improvement association [Music] okay their testimony is in support members that's um that's the end of the list of testifiers you can open it up to any questions if members have questions seeing none thank you moving on to the next bill senate bill 2-4 4-3 i'm sorry 2-5-4-3 relating to sustainable schools requires the department of education to establish zero emission vehicle goals as part of the sustainable schools initiative requires an annual report to the legislature to testify we have keith hayashi interim superintendent hello cherokee donnie chair gabbard voice chair mercado kim and vice chair nishihara randy tanaka with
the department of education i will suspense with all the other stuff that takes two minutes we are seeing support of our written testimony offer comments on 2543 well we support the goals of reducing emissions to create cleaner care for all our students in our commun communities we do recommend further study on this issue thank you for your support we are available for questions hello thank you randy next to testify gabrielle solder home shoulder home bus and mobility hi um aloha chairs vice chairs and members my name is gabrielle soderholm with soder home sales here in honolulu hawaii i stand with my written testimony in support of the passage of sb 2543 i'm available after this for additional questions a few key points of my testimony are that without short mid and long term targets and
milestones to hit overarching goals are rarely met electric buses with their fuel maintenance and service savings can within five to nine years depending on the model become less expensive overall than ice vehicles even though their upfront cost is higher it's time we take climate change and our communities health seriously and map out goals to start achieving them thank you for your time thank you gabriel next to testify scott glenn chief energy officer hawaii state energy office hello i'm michael swing on behalf of chief energy officer scott glenn the energy office stands on its written testimony and support and we're available for any question thanks thank you michael next to testify june she program manager hawaiian electric june please not present chair thank you and we have a few other written testimonies members are there any
questions for our testifiers um assistant superintendent tanaka yes senator kadani my question is because the doe does not own their own buses what happens if the contractors for bus service don't switch their fleets to zero emission it's an excellent question because they may choose to exit the business and if they choose to exit the business because their startup costs and replacement cost is significantly higher we it's very problematic for us especially in communities such as hawaii island the distances to transport kids to the schools that needs needs a recalibration and a revisit the cost of entry is fairly high and they may choose not to engage in the business because the return on investment would would not satisfy their financial performance that is what we're most worried about we're we now have a bus driver
shortage and we have seen the complications that has created and this could be a bus shortage and present the same kind of challenges that we have now thank you randy members any other questions sure this is uh carl rhodes if could you can i ask a question mr tanaka yes please do we know how do we know that's going to be the result until we actually put out a put out put it out to bid to see who would would uh be interested in that kind of a contract we don't know senator and it's it's a it's a risky game to play i've had some limited discussions with the previous our doa previous transportation director um and he has the same fears so is it riskier than just letting global warming keep going um obviously
not no no no i i understand it's a fair question um but i think we need to kind of take you know you can't throw the baby out with the bathwater uh i think we need to really take a look at this and say by x amount of time or there's some kind of financial incentive for the bus companies uh it's a rough goal okay thank you thanks chair uh randy do you know what the cost of an electric bus would cost my folks tell me about a hundred grand and how many companies do we have here in the state that provide bus service to the dealer there's about four of them uh obviously roberts is the biggest uh and the other ones are a lot smaller oh they're more regionalized [Music] that's about how
the split is is broken down four to six and do you have any idea um the life of a bus and and in in terms of those four companies what uh where they are in their life expectancy of the fleets that they have the last data we had a fair amount of their buses we have a useful life requirement that the buses i believe can't be used over i think it's like six years there's a limitation given the age of the bus and a fair amount of them will be going out of service or can't be used for student transportation let me put it that way thank you members for the question i have a question senator nishihara yes director tanaka yes senator you know uh how much does it cost the bus company to
buy one new um the bus that runs on unbelievable diesel here how much about 60 grand is what i've told been told so it's about 40 grand difference yeah yeah go ahead and to replace it with a new electric vehicle for the companies to invest to that 40 000 difference how much would it be to the company to replace their fleet of buses if they had to do that i think it's a combination of things how old the fleet is what they would have to replace at this point in time and maybe it's a five-year replacement plan as other buses go out of service so it's not a one shot everything goes it wouldn't be like as the buses have to be replaced with a new one then at that point they could go electric
correct is that what you are what you're thinking they would be able to do yeah they meter out their trend their transition so there would be a reasonable accommodation you think rather than saying go ahead and be doing it all yes i think in all fairness to them and like i said the the risk of them not getting back into the game um is is tough i know on the leisure side the tourism side jtb acquired i think two or three electric buses and they've been running it for a while i have not had any discussion with them on terms of average life of what they're looking at another thing you got to look at is um the the cost to have charging stations for them i mean the buses work on they come back
and they got to crank it up you know so on the neighbor islands if they had a fleet they'd have to have the charging stations correct and they're not necessarily all over the place correct okay thank you thank you mr baka thank you [Music] yeah they're already on the neighbor islands like on hilo what is the competition like on these school boxes because i know robert's biggest uh is do they have other competition on there on the neighborhood besides farmers i think there's one more provider um but not much competition i mean it's a substantial investment cost whoever uh has to get into that game right now the only reason why is um and i know we have a lot of different buses here on oahu and a lot of um i don't see competition
but the reason why a lot of these buses smaller companies and roberts can um give us a better deal is because are they going uh are they going biodiesel already or they just do it using straight diesels most of them are still straight diesel so if if there would be a combination i know i want to go green but to phase it out that it doesn't cost the kids for catching a bus or their stay catching a bus and a company that is taking um a hard wrap whether we transition to multiple is just electric and go with biodiesel like on the neighbor islands because of the charging stations and abilities to get electric buses and i don't think people realize when you drive on hilo you go all the way to hilo to call
up yeah one way two two hours one way do their routes at the end of the day they gotta drive back to hilo they'll have a big station down in kona that they can charge and have all these abilities so that's the question i'm asking about biodiesel because biodiesel if it's available in kona then they can use iodize and then phase out later later on into all the lecture and we trying to help a company not only for the company but for the state would you think that'll be more feasible i think all of what you mentioned is is absolutely correct um to just say we got to get them um into the electrified vehicle game uh is one one solution is not gonna fit fix our problem so i think all of the above
but i think what we need to do is get the bus companies around the table and see what they can do and what their concerns are uh and ask a question because there's not too many players out there that can afford this kind of investment costs and it may be hybrid the other challenge we have on a big island is some of the bus electrified bus just cannot climb that terrain that incline um and requires more energy so in all of the above thank you randy is it okay if i if i interject gabriel here i'm sorry senator gabbard sure gilbert yeah brent randy i want to make sure i get the math street i think you said it's 60 grand for a normal diesel for the electric bus uh can you what's the lifespan
of the diesel versus the electric bus uh i i gotta get back to you on that senator i'm not sure on the electric bus side and there's a limitation on how long we can use the buses for student transportation let me get that number back to you okay if you share that with the committee thank you thank you thank you chair thank you randy i had um a couple one question was um when the department does contracts with the bus companies do they also have to pay for fuel and maintenance customers that rolled into their contract i believe that's rolled into the contract senator thank you further questions members thank you if not well let's call a recess education and agriculture and environment back to order the committees have discussed the two bills before us

senate bill 3093 relating to official school business any questions for testifiers senate bill 2545 relating to composting grant program any questions for testifiers senate bill 2891 relating to the department of education and inclusion of food hubs in the inaudible state hawaii state farm to school program any questions final bill senate bill 3190 relating to the fish hatchery education at waianae high school in questions okay we will go into the going to recess can we go in a breakout room please reconvening committee on education or decision making we are looking at senate bill 2512 recommendation of the chair is to defer in favor of senate bill 3292 which is next on the agenda senate bill 3292 relating to school facilities authority recommendation is to pass with amendments and the amendments would take um would take language
from senate bill that basically says the board until the board confirms an executive director the sfa executive director would be the assistant superintendent the doe superintendent for facilities until the executive director is confirmed and this executive director would be chosen by the sfa board after three names are sent to the governor but again if the governor does not um send a select a nominee for senate approval then the sfa i'm sorry the current doe assistant superintendent would serve as that sfa executive director got it oh yes but i thought i thought the senate confirms uh ed yes i'm sorry senate you're right what happens is so the governor never points it so we're gonna have the assistance yeah we gotta just wait we're gonna have new governor pretty soon yeah because we have been waiting
for two years already so this was just to hopefully get something started before uh waiting another year and a half okay so they the the acting is on until the senate confirms the nominee that's correct okay thank you that's if the governor doesn't approve somebody doesn't send a nominee's name within uh 60 days to the senate okay okay well let me just throw this out then to to put that urgency to it shouldn't we not have it to in in with an unknown date so that the next governor might not feel oh there's somebody in there we don't need a point you know what i'm saying so maybe until the next by the next legislative session so that the governor got to press upon the new governor that must appoint somebody but it would still
be open you know like like every other mama knee that comes up so i know what it is right it's just that we've taken it away from really and we wanted to do this thing are we giving it back to them and if nobody the governor doesn't any governor doesn't appoint anybody we'll be right there where we started from i mean we start the programs that maybe right now yeah no i i realized that yeah it's a catch-22 it's like because you don't put somebody there then nothing happens you put something we put somebody there but we also have a like a day you know dead certainly certain and we can always take up the measure again the beginning of the year to say okay governor are you going to send somebody up to us
or i don't know i just thought i'd pull that out what any kind of action yeah i mean the board is supposed to send three names to the governor right so this starts the 60-day club for the government right but what you're saying is that once we put the [Music] temporary person in from the daily facilities that the next governor coming in may not have an urgency yeah because somebody's already there anybody but i think that would be that would be up to not just the sfa board but also the senators the senate to remind the governor that this is a vacancy that needs to be filled just like the other commissioners right yeah yeah i guess we could hold up other camera cabinet members at that point until he literally confirms this one okay
leave it to john i've been okay okay so if you guys are okay with that then the recommendation of the chair is to pass senate bill 3292 with those amendments recommendation is to pass senate bill 3292 with amendments your chair voted hi any member voting five members presenting anybody voting no anybody voting with reservations hearing none by the members voting uh in affirmative recognition doctors thank you senate bill 2183 relating to the department of education residency requirements the recommendation of the chair is to pass with amendments and the amendments are to amend the exception by restricting to only services currently contracted up by the state for consideration by the board and other technical and non-substantive amendments questions okay recommendations you pass senate bill 218 with amendments anyone voting no anyone voting reservations hearing that all
