sir all right public input is there anyone for public input we have a podium seeing no one for public input we declare that it is closed recognitions presentations and discussions will turn it over to miss decker yes sir all right yeah i think i think they were leaving but if anyone wants to leave they may leave see you later except for you mr bowling you you got to play a song before you leave so you're exempt sir okay now miss decker you're up thank you sir good evening tonight the teaching and learning spotlight illuminates a different kind of kindergarten roundup on a date during a typical april rising kindergarten students and their parents or guardians spend time in the school the child will attend in the fall during an event affectionately known as the kindergarten
roundup with great anticipation together they walk the hallways visit classrooms see the drop-off and dismissal areas very important and stop by key building locations such as the office media center computer lab and cafeteria most certainly a highlight of this event are the warm and welcoming interactions between the families and their upcoming kindergarten students and the teachers staff and school administrators complete with cute photo ops the fun activities and delicious snacks deserve a mention as well attention is paid to every kindergarten related detail including confirmation of registration important documents turn in and sign up for a screening day and an orientation day on the august screening days students are administered a brief basic skills assessment that provides teachers with data necessary to plan instruction that will best meet the needs of each pupil on orientation day
students are dismissed at 1 pm after having an opportunity to as a member of class tour the building and meet school staff this facilitates their understanding of school procedures in a small group setting the day provides a gradual introduction to school and enables students to feel happy and confident as they start such a pivotal year this year due to our covet 19 health and safety protocols the decision was made to not hold the kindergarten roundups in person but not to worry instead each elementary school is producing and will share via email with families a unique kindergarten roundup video in early may the building level instructional technology leader and school administrators at each school are collaborating with the support of instructional technology specialist josh bracamontes to create an engaging presentation that will include all of the
necessary school specific information introductions a school tour and scheduling pieces a very special edition is the welcome message dr snowden recorded specifically for our incoming kindergarten students and their families we hope that our new kindergarten students and their families enjoy this new approach to a long-standing fssd tradition and those videos will be posted to the fssd website as well thank you thank you any questions thank you for the update on the the video that you sent that was very well received on the mid your instructional review yes and we have a little more information on that so you're very welcome will you still be able to do and we're planning on doing like the testing in august and the gradual introduction to school or will we add anything extra in august to help kids get
oriented that's the plan for now is to go with the typical procedure but we'll evaluate how things look in the next couple of months if we need to make any adjustments okay thank you uh mid-year instructional data review presented by summer carlton and gina looney yes it's my pleasure to introduce several members of the teaching and learning team dr gina looney dr cindy cook mrs summer carlton mr josh bracamontes mrs amber whitley could not be with us this evening but they all collaborated to create this mid-year instructional data review video and they'll introduce it now good evening so i'm the spokesperson for our group and dr dicker just introduced us all so we collaborated on this presentation since the initial shutdown in march we've been concerned about learning laws for students we knew that learning
loss could be substantial and impact a generation of school-aged children this growing concern has been the catalyst for specific federal and state policies and funding initiatives within the fssd teachers and leaders have done cutting-edge work in an attempt to mitigate any potential negative educational impact of changes to instruction during this very unique time a laser focus on our district adopted high quality curriculum materials has ensured all students are receiving instruction from the best resources academic pacing guides were adjusted to include the standards that were missed at the end of the previous school year due to the shutdown live teaching for students in virtual and remote learning environments was designed instead of making use of canned independent programming during the course of the year we've heard many anecdotal stories of success but only assessment data can
give us the broader picture of what potential learning loss looks like within the fssd after recent mid-year data reviews with some of our important academic resource vendors a clearer and very exciting view of our students academic progress materialized keep in mind much of the information you will see in this presentation is based on national norms or national results while we're hopeful that our students perform well on tcap our state test is not based on national norms so we want to be clear that these results do not predict achievement on state testing this presentation will show the hard work of teachers leaders and students and our success in reducing negative impact for our students members review we know you are interested in hearing about the great results our students and teachers are producing the following vendors
provided glowing reviews for our district a t3000 is a web-based reading program utilized as three 5a campuses that provides non-fiction articles and activities at varied lifestyle levels based on each student's level set results as a district the average pre-test score was an 855. based on the chief's projections they would expect a lexile growth of 31 points by this point in the year the fssd's growth at this point surpasses that at 74 plus cyber points next you'll see a breakdown of growth for each grade level as you can see each grade level has significantly surpassed a g3 000 expected growth moving on we'll take a look at our adopted foundational literacy program imagine learning primarily acquired or k2 students who use the program on their own tablets children have the opportunity to learn at their own
speed beginning with sounds of speech and progressing all the way to 8th grade content this slide shows multiple different metrics including the amount of time the program has been used since the beginning of the school year as well as the percentage of lessons passed by students both of these metrics look very good most notably looking at the multi-colored donut chart you'll see that about 85 of our students are in green blue or purple sections which is where they should be at this time in the year the 15 percent who are below the green largely consist of students who are new to the district or special populations who use the program for different purposes this final imagine learning slide is interesting as it shows how the usage of the program equates to growth within the program
you can see that the more the program is used the greater the learning growth on the side of the slide under the title fssd you can see that students who have used the program for at least 20 hours since the beginning of the school year have averaged at least 20 learning growth on the right-hand side of the slide is a comparison to the statewide growth averages you can see that students in the fssd outpaced the state growth averages and essentially all bands of usage in literacy and vocabulary our i ready math program is used by all students for math in grades kindergarten through 8th grade this graph shows our growth from the beginning of the year benchmark to our winner benchmark the goal is to see a lot of breed which represents early on grade
level to mid or event on grade level we are pleased to see so much growth in our students from the first of the year to the middle of the year the green area shows that our students have grown from 34 percent on or above grade level to 54 54 on or above grade level the percent of students who are performing two or more grades below dropped from 21 to 11 which is great progress for our students this chart is the same as the previous chart but is broken beyond my grade level here we see the same trends as the previous slide showing great gains from the beginning of the year to the middle of the year benchmark across all great levels one of the pieces of data we wanted to see was a comparison of
how our students typically performed on the winter benchmark to how they perform this school year this would help us to examine potential learning loss due to extended closures last year this chart allows us to compare the last three years of winter math benchmarks we are very encouraged to see that learning loss due to the extended foreclosure in the fall is minimal when you compare this year's data to the past two years the biggest difference which is still very minimal is that the number of students in the yellow who are one grade below slightly increased and the number of students who are performing mid on grade or above grade levels slightly decreased we are hopeful that we will continue to move students to the green area throughout the remainder of this school year in this chart
we are able to compare the district's winter benchmark to the historical national norms which is based on national representative samples that reflect the makeup of the u.s student population and the national in-school population which includes all students who completed an i-ready winter benchmark this year across the nation we are excited to show you that fssd is performing above both groups this school year this chart allows us to compare the performance on our math winner benchmark between our in-person learners and our virtual learners which is labeled as other it is important to take note that when a student takes the benchmark at school teachers take measures to ensure that all students complete every item independently we were not able to take these same measures for students who completed the winter benchmark virtually as they took it
from home last week this coordinated graph shows the comparison between median student performance and median percent of typical growth the dashed line through the middle represents the national median percent of typical growth the goal is to be in quadrant one showing both high performance and high growth we are excited to see that all of our grade levels are in this high performance high growth quadrant we are also very pleased to see how high grades five six and eight are in this quadrant i ready reading is used in grades three and four based on these charts you can see that the percentage of students scoring in green early to mid grade level and above their level increased from fall to winter here's another way to look at the fall to winter games made in ireland reading
here you can see third grade and fourth grade notice that the dark green improved dramatically in both braids in addition to that you can see that the pink and red decreased this is what we'd like to see more green students on level and less red and pink students two to three grades below this slide shows student results from winter of 1920 and winter 2021. notice that the percentage of students scoring in green is less in 2021. the percentage of students strong in red pink is more in 2021. students in grace three and four are not performing as well this winter as third fourth grade students did last winter we're not surprised by this result take a look at the graphs on this slide the first two graphs show historic results from 1819 and national results
for winter 2021 similar to the charts you saw on the map previously the third graph shows the results for emphasis in third and fourth graders while we may not be quite where we would like to be in reading you can tell from this slide that the ossd results indicate more students scoring on a grade level when compared to the nation or historic norms this chart allows us to compare the performance on our reading winter benchmark between our in-person learners and our virtual learners which is labeled as other it's important to take note that when a student takes the benchmark at school just as you heard in math teachers take measures to ensure that all students complete every item independently we were not able to take these same measures for students who completed the winter benchmark
virtually they so get it from home this coordinate graph shows the comparison between student performance and typical student growth the dashed line across the middle represents the national medium for typical growth the goal is to be in quadrant one like you've heard in math showing both high performance and high growth we're excited to see that both third and fourth grade levels are in the high performance high growth quadrant fourth grade is almost off the paging room when the representatives from ireland shared this data with us they commented that our results are incredible and like none they've ever seen learning.com is the district resource that empowers students with digital literacy problem-solving and programming skills through a comprehensive customizable easy to implement solution students in the mssd primarily complete lessons using this resource in computer lab classes
the information from this slide represents the number of students using learning.com and the number of curriculum items launched the graphic illustrates the breakdown of lessons launched including the type of curriculum lessons within the program such as online safety and digital citizenship computer fundamentals business applications and computational thinking and coding over 68 000 curriculum lessons have been watched with over 2 700 students using the program at this point in the year as illustrated in this graphic students have increased their words per minute by almost 70 percent and almost 91 accuracy has been achieved in keyboarding nearly 71 percent of students have completed online digital safety lessons in learning.com this is one of the resources used for the completion of digital safety lessons as part of the required e-rate federal funding for technology this year the fssd
adopted screencastify to provide students and teachers with an effective screen recording instructional resource as illustrated over 900 users have created content and over 20 000 videos have been created to provide tutorials and instruction for asynchronous learning thank you for your time and attention we are committed to excellence and teaching awareness if you have any questions we'll entertain those it's not a question but i do want to say thank you when i did review this earlier it was very informative i appreciate all the work you guys put into this it was easy to understand and i appreciate your efforts and all the efforts of our teachers who are making this possible thank you thank you esslinger construction report good evening everyone in your board packet is our monthly update on the significant construction projects we have

proposed resolution tonight is authorized is asking to authorize the issuance of bonds in the aggregate amount principal amount of not to exceed 23 million if approved the school district will have the ability to approve other resolutions which would total more than an additional 22 million at a later date we certainly want to acknowledge and and say our and provide our appreciation to senator johnson and representative woodson for their willingness to sponsor the legislation in the general assembly earlier this year and we also appreciate the support of representatives casting ogles in the process as well whit maloney from piper sandler and jeff oldham attorney with bassberry and sims are here to answer any questions that the board may have we recommend approval of this resolution of the attached resolution all right is there a motion to
approve motion to approve bail second a second spark of the questions for mr witt just back there is there questions i had a question is there a time frame on the additional 22 million that we're allowed to vote on is that within a certain time frame or is that open somewhat unended wic and probably best answer it's open-ended okay we don't have to go back to the legislature and ask for them okay so two years from now we could do it okay that was it all right any other questions for if not being that it's uh financial we'll do a roll call vote we have a motion and a second starting with miss bale yes miss barker yes mr player yes miss newman yes mr townsel yes mr stilling yes all right it's approved thank

management of district resources we took that up five points to 30. we retained execute on the board's vision we retained that at 20 points and then we adjusted the last one to 15 points so that's that captures everything we thought we needed to change if there are no questions i make a motion that we accept this as as written mr townsel second miss newman questions discussion not all in favor say aye thank you dr snowden yes uh paul item number three is a policy revision school and district goals 1.700 this is a second reading tsba has provided model policies regarding educator diversity following the state board of education's february meeting where they adopted a policy on this topic to require local education agencies to set goals for education educators excuse me diversity tsba recommends that
boards revise their policies to reflect this responsibility these goals must be submitted to the tennessee department of education in the 2021-2022 school year while templates of the submittal have not been issued by the tdoe as of yet our human resources department has been actively addressing this challenge to a detail to enhance our diversity to more accurately reflect our student population the administration recommends approval of the second reading a motion to approve a motion tonsil is there a second is barker is there any discussion seeing none all in favor signify promotion approves dr snowden item number four pause revision equal opportunity employment 5.04 this is also a second reading this revision is included in the policy updates as part of our review of the personnel policies being presented for consideration revisions are to bring the policy

culinary services management 3.500 this is also a second reading this revision updates the policy to the new department name as well as adding to policy updated district faculty and staff payment responsibility we recommend approval of the second reading all right is there a motion to approve miss newman is there a second no second miss bail that's bail second is there any discussion no discussion all in favor signify dr snowden director of schools report sir yes thank you one thing i didn't mention in the report that i'd like to mention is i don't know if you've had an opportunity to see our new website district website but it's really awesome i mean we still got a few bugs in it as obviously any new technology software so but wanted to acknowledge the work of susanna mark
and drew b mark anderson and drew bingham for they really put a lot of time and effort into this and if you've not had an opportunity to visit please do so so thank you update of monitoring of our coven 19 data spread and hopefully you you're seeing i know you're seeing those reports on friday and we're still doing very well we think we had had as we told you at our work session we had over 400 of our personnel to get their second vaccine through the fssd clinic at the ag center march the 27th and that two-week waiting period or two week safety period or whatever the supposedly was this past saturday so those of us who have been vaccinated feel a little a little better the process as we said earlier also went very
smoothly we're so thankful for our partnership with emergency management agency and the williamson county health department which helped to make this endeavor possible i also like to express appreciation to amy fisher and all the school nurses selby glass lisa chapman and other fsst employees who help provide such such success some employees receive vaccinations at other locations outside the district event as well we plan to continue to utilize our mask and other safety protocols at this point since we continue to have a few positive cases yielding several quarantines our schools continue to develop plans for many of their traditional year-end events to reward the efforts of our students and including those and continue to utilize the safety protocols as they strive to accommodate as many guests to those events as possible i'll just mention one that
recently fis hosted an event for incoming fifth grade parents so they could physically visit the school which as you know that's not been a possibility this school year instead of the traditional one night event the opportunity was held over two nights utilizing the safety protocols and i received some very favorable comments from parents and dr hoag said he did as well so i think parents of those incoming fifth grade students were very appreciative of returning some sense of normalcy and being able to enter the school that their rising fifth graders would be attending other than papa grove we know papa grove elementary transitioned to poplar grove middle update on our property purchase the process the district's legal council is continuing to develop the contract language for the purchase of the property on eddie lane we
were told this afternoon that that document should be ready to start the review plot the process tomorrow so we're getting closer and we'll keep you apprised of how that process is going summer learning camps we're pleased to have selected two of our leadership intern colleagues for the fssd summer learning camps dr starr wallace will be the grades one through four camp administrator and dr cinnamon collins will lead to grades five through eight camp as administrator they're both highly respected teachers and we look forward to working with them in preparation and the implementation of the camps young scholars we're excited to be able to hold that in person or hold it period we didn't have it last year as you recall these will be the weeks of june the 7th and june the 14th at freedom
intermediate resonate excuse me resident registration went online april the 1st as noted at the last meeting our teaching and learning team has designed the camp structure to ensure health and safety protocols can be followed since we're not able to host ysi last summer we're excited to offer this opportunity and i believe miss carlton there were over 300 for one week and approaching 300 registered for the other week okay so our goal was to get to have at least each week so we're excited i think parents are excited as well the budget process for fy 2021 and 2022 the proposed dates for the budget work session are april 26th and now may the 20th instead of the 17th thank you for your willingness to to transition that from march may 17 to may 20th and then
also june the 21st as stated before the first session will concentrate on the operations budget for both finance and administration and teaching and learning revenue and personnel will be the focus on the second work session and third work session two will be to review the cumulative impact of the budget work for the first two sessions and also facilitate the possible completion of that process retiring teachers and staff although we would certainly like to honor our retirees with a district celebration they deserve we're still hesitant to gather in such large groups our leadership group team will be discussing alternate ways to honor our teachers and staff at our at our next meeting which will have a meeting tomorrow so the creativity of this leadership team is phenomenal so we'll we'll try to do something that would
certainly honor the years that our teachers and staff members have devoted to this school district and as well as other school districts some we like to think they've never been anywhere else but some actually started somewhere but then they came here and then they don't leave um and then carol has provided you an update of conferences and meetings so that's all i have thank you thank you any questions comments for lux note i had a quick question dr sun on the summer learning camps what did we end up where do we end up landing with how long those have to be and when we're going to hold those have we set the dates when we first heard about it it was going to be quite lengthy well there were both four weeks i'm going to
turn that over dr decker has worked uh and i think i can answer most of that but dr decker i know lives it every each and every day probably every hour every day thank you sir so both camps will be held at franklin elementary and they will be held from june tuesday june 1st through thursday june 24th so four weeks and camps will be in session except for that first week because monday is memorial day monday through thursday hours will be 8 30 to 2 30. just just to add on to that as you remember you may remember part of that legislation special legislation there was a stream part of that legislation and we asked for and we'll provide that instruction during the fall semester so we were able to receive a waiver we felt
like to extend the day in the summer of another for another hour was probably not as conducive to the student learning student teaching a student learning environment so they gave us permission to use that program next fall so we'll be developing that and is it my understanding that we will provide lunch for them yes okay thank you lunch and breakfast okay that's even better thank you any other questions or comments for duck snog not dr dekker any updates nothing additional sir thank you thank you dr esslinger your packet does contain the monthly um hr and financial reports from march and the sales tax collection report uh reflects a 15.8 percent increase over the same time period last year that is that's the biggest i've seen while sitting in this chair uh well maybe that i've
heard well sitting in any of those chairs so it was a good month also to note the typical april ada adjustment is not reflected on this report the state of tennessee has yet to issue the actual weighted full-time equivalency percentages for this fiscal year therefore our county trustee has not made the adjustment the weighted full-time equivalency percentage determines the portion we receive from funding sources shared with williamson county and we also use this number to budget our revenues for 2122 year the state has just not issued those percentages yet so the uh the adjustment it hopefully is expected on next month uh so just you're probably missing a component there that you're normally nor used to seeing and it's not there mr blair i just like to add one thing that our thoughts and prayers
are with the knoxville community as there was a school shooting this afternoon at a magnet high school there it's my understanding just from the news that i heard there was one person that was killed an officer injured and then the person arrested so i don't really have any details i just know that that's got to be one of the worst things that faces a school district in a community and and our thoughts will continue to be with them as they struggle through this thank you yes sir thank you for that austin east i believe um any questions for dr esslinger okay board members any announcements i just wanted to share briefly that i did attend the nsba virtual conference and i think alina did as well and i focused on the mental health sections that
were available which speaking of that terrible tragedy in knoxville reminds me of what i listen to mainly because of one of our reach 20 24 goals for social emotional learning and i'll share more just through an email but two of the sessions i went to talked about the science of hope it reminded me of what they said about dr decker when they were reading about your accolades that one of your things is your focus on relationships one of the quotes that stuck with me they said hopeless students can borrow hope from the adults but only if adults have some to spare and it talked about the whole two sessions were on the neuroscience of hope and how hopeful students can raise their scores by being more hopeful more than any other program we can offer
which was they had hard data on this which was shocking but not when you think about if students feel a sense of belonging and that they include that someone mad something matters to them one of the presenters was from a school in northern ohio and this is last thing i'll say but they went back to school in august also in person and he said he told his teachers and administrators for the first week of school we're not doing any academics i want you to know how students are doing i want each student to have a teacher or a coach or a special area teacher that they feel like is the one that's making sure they're okay and he said this year their third grade reading scores are higher than they've ever been even during a
pandemic and it was just super powerful this whole part about instilling hope so thank you to the administrators teachers all of you who are hopeful he said hopeful students feel like they're the author of their own story and it has nothing to do with their environment their genetic makeup where they're from it has a lot to do with what they learn at school from the people who care for them so it was really encouraging thank you do you want me to jump in yeah so um i participated as well and one thing that stood out to me was our general sessions we had leslie odom jr as well as soledad o'brien and it was what was interesting about those two were that they shared their story of school mr odom jr shared about how he
was a difficult child and but very artistic and it was through music education and the arts that brought him alive and he stopped what he was doing and just thanked he named off the teachers by name that built his confidence and self-esteem he said as a result of having that his behavioral problems changed greatly and it was just i don't know if you heard that robin um those general sessions but and then he serenaded us with the song which was pretty cool too but um but and then soledad o'brien um shared about her story she's um of australian descent and cuban american and um and just shared about just as a mixed race child how um she was just um just the beauty of how her parents impac empowered her to be incredible um foster
a love of education and um and they were not able to receive um a great deal of kindness because of just their unique background and and she's just shared incredible powerful statistics about the in-person learning and aside from that i participated in some evaluations one that i look forward to talking with kevin about because it i'm dealt with superintendent evaluation and then also um participated in um other classes and over you know for the for it to be virtual and not in person it was very well done there are a lot of resources i've been sending to different people so if you see an email come from me i'm just wanting to make sure you're aware of this updated information because it was it was very heavily research based as far as a conference wanting
us to just take deep dives into the materials that they have and again just very grateful that we had the opportunity to even participate and um and also wanted to make mention that um i know our tsba information is due pretty soon and so um this week i'll look forward to finishing that so that we have all of our sportsmanship taken care of thank you thank you both for attending and sharing any other comments board members mr no the first speaker who's of the broadway actor now said related arts saved his life so good for us for focusing on related arts as much as we do by the way when i tweeted it i think i'm up to um 4500 impressions just from saying that um on twitter um and thanking nsba for that all
right nothing else we are adjourned thank you
