008Dr Decker please yes sir thank you so much tonight it is my pleasure to bring you the third in a continuing series get to know the teaching and learning team and tonight uh I'd love to share with you some information about our special population supervisor Dr Cheryl Roby the role of Franklin Special Special population supervisor Dr Cheryl Roby is certainly a multifaceted one Dr Roby oversees all components of special education gifted Ed education and 504 programs of services implementation and compliance the individualized educational plan IEP is a plan or program developed to ensure that a student who has a disability identified under the law and who attends an elementary or secondary educational Institution receive specialized instruction and related Services because not all students who have disabilities require specialized instruction a 504 plan can be developed

009to ensure that a student who has a disability identified under the law and is attending an elementary or secondary educational institution receives accommodations that will ensure his or her academic success and access to the learning environment additionally Dr Robi overseas the special education preschool program including its curriculum instruction and enrollment and she works closely with the special education preschool coordinator she is in integral to the evaluation piece districtwide coordinating the evaluations of the fssd school psychologist and serving as the team evaluator as requested for special education positions in all eight schools Dr roby's duties include hiring and coordinating schedules for the speech language Pathologists also known as the slps special education par professionals School psychologists and gifted education also known as accelerated learning Specialists further she assists in the development of professional learning for the

010special education and gifted education teachers speech language Pathologists and school psychologists Dr Ruby also supports School administrators with special education and 504 plan questions or concerns at the school level with the covid-19 pandemic the resulting spring 2020 extended school closure and the novel current School landscape adjustments to the way special education services are provided have been necessary as always it is the district's responsibility to ensure access and participation of all students in a manner that is Equitable as well as meaningful Dr Roby leads every effort to ensure that lessons are of high quality and provide our students with disabilities numerous opportunities for engagement Discovery learning and application of skills for students with IEPs who are virtual Learners a contingency plan is needed if the goals objectives and services will be addressed differently during virtual learning

011than as they are written in the IEP and at this point I would ask that you please welcome Dr Roby she's going to tell us a bit more about contingency plans and here she is [Applause] on okay can you hear me okay thank you Dr Decker it is an honor to work for the work of special populations to be the spotlight of the November board meeting and it is a pleasure to speak to the board about a very important aspect of my work during the challenges of covid-19 and virtual learning for students with disabilities as Dr Becker stated it is our responsibility to ensure access and participation of students with disabilities in a manner that is Equitable as well as meaningful students with disabilities are required to have access to high quality instruction opportunities for

012engagement learning and application of skills in an effort to ensure this access takes place fssd contingency plans were developed contingency plans are documents created to specify how goals objectives and services will be addressed during virtual learning differently than written in IEPs for example a student may have a 45 minute reading or math block five times a week on his or her I AP the student will continue to receive the 45 minutes five times a week however it may be scheduled differently the student may have a 30 minute session with high engagement and then a 15minute session scheduled later in the day or the student may have a 20 minute session intro to new content and skills and then a 25 minute in a breakout room with a special education PA professional Contin gency plans are

013created to specify how goals objectives and services will be addressed differently through virtual learning the goals objectives and specified times of services do not change for students with disabilities with extensive services or the goals and objectives of services could not be addressed as written on the IEP contingency plans were not appropriate the IEPs had to be amended these contingency plan meetings primarily took place when we returned to school in August however as we've gotten into the school year and parent situations have changed these plans are continuously Revisited the fssd special Educators have stepped up to the challenge of meeting the needs of students with disabilities many virtually and in person the development of the district contingency plans helped us to ensure that our students with disabilities are receiving Equitable and meaning access to high quality

014instruction opportunities for engagement learning and application of skills while participating in Virtual instruction do you guys have any questions for me regarding contingency plans I yes ma'am will the um contingency plan um will you have to revisit it for next year or will it be like most IEPs for the entire year the contingency plans were developed just for a short period of time for this semester so if students decide to remain virtual then there will be have to be another meeting to develop another contingency plan to determine ways to address student services during that time thank you I had a question how many students are um that are special education population how many what percentage approximately are virtual this semester wow Dr Decker I didn't determine those members like 5050 you know I not not

015quite that many I can get you the exact number CU I'm yeah that's a great question I'm not sure it did start out higher than it is now CU many of our special education students have returned to school to in-person learning versus virtually that's what mhm and that's what we preferred but then there were some that still did not return where we had to continue the virtual instruction and develop those contingency plans okay one more question yes ma'am um I know we are so laser focused on areas of Excellence did you find that other school districts across the state were leaning on us asking what our best practices were just because they knew that we were going to provide um you know high quality contingency plans well that sort of varied um with this being

016so new there were a few districts and rural areas that did reach out to ask you know what are you doing how can we do the same thing and how are you initiating these these plans uh but actually all of the sped supervisors we uh collaborated together to help develop these plans so we had some kind of consistency uh across the state with what the expectation will look like for those plans [Music] uhhuh any other questions for Dr Roby Dr Decker anything else no thank you sir all right thank you thank you thank you Dr eslinger I know you're over there somewhere good evening everyone can you hear me yes sir okay good well um with the board's permission I'd like to combine the construction report with item four a review of the bond funded

017projects that are upcoming the um construction report you have in front of you captures six projects two of them are presently um underway and that's the popular Grove gym and the uh Performing Arts Center and it you've driven down through there recently you'll see that a lot of site work is being done and uh Foundation peers are starting to be um to be put in uh this coming week at Liberty we have started phase one uh demo is underway uh Liberties inside is changing significantly um and quickly uh we have site grading also begun on that site for the new mechanical uh locations of the um central heat and air units the next four projects listed on your um construction report are planed for the future um we have uh begun discussions of program planning

018for our central office complex and we will have some rough estimates and and some rough layouts of the program for you for your review um at the January board retreat also we have a a roof planned at Franklin Elementary for the 99 Edition uh we plan on um uh beginning those documents in early January for an April bid Target also in J with Johnson Elementary we have a re-roof planned for Johnson and a kitchen expansion planned at Johnson also on the same timeline as the roof of Franklin Elementary with a January um contract do ments and then a bid in April and then finally um we are still uh working on the the master plan with the city and the the partnership we have the city uh changes have been submitted to the um design

019or to Lo design The Architects and we are expecting those uh that that project to go back out to bid um early in the in the next fiscal year the next next annual year so um the completion of these Pro projects as well as other and some less expensive projects such as our continual um bus uh purchases annual bus purchases um other Bond funded expenditures they're going to require an amendment to the fssd private act which will be before you later tonight in business before the board um at this time I'll try to answer any questions you may have on these um uh these Bond funded projects and also wanted to let you know that uh m Mr Whit Maloney from Piper Jeffrey is here um should you have any uh specific questions regarding bonds

020later on this evening any questions for Dr asinger I had a question were any of the the three four and five Bond funded projects were any of those in any of the estimates we've done before when we've kind of laid it out the last year or two we've laid out different projects we've had to do are these new from that do you remember Dr eslinger it would have been new projects they've been on the um project schedule that that has been before you um a few times okay but would we're getting more specific with our timeline now we're trying to um actually put these projects into into uh into work okay thank you anyone else all right Dr asinger anything else well the the next item on the um agenda is the report of debt

021obligation um and this is uh uh the final acknowledgment concluding the refunding of the 2014 and 2016 Bond issues so this is the last document just acknowledging the fact that we have incurred this debt however do realize this is a refunding and it will um approximately save the the district approximately $45,000 annually for the next eight years so that's all I have unless there's other questions any other questions for Dr eslinger at this time if not thank you Dr eslinger we'll talk to you thank you all right uh approval of the board agenda there a motion to approve I motion to approve Barker I'll second second Miss Bale all in favor I all right thank you uh approval of the consent agenda is there a motion I'll make a motion Mr Cel second and M

022Barker all in favor thank you business before the board uh Dr Snowden item number one yes uh Dr eslinger mentioned um resolution for Amendment of the private acts and that Mr Malone is here to answer any questions related to this this resolution recommends adoption of an amendment to chapter 563 of the private Act of 1949 has amended to authorize a Franklin Special School District wison County Tennessee to issue and sell School bonds and notes in an aggregate principal amount of not to exceed $45 million and we recommend approval of this resolution that would go to the our state representatives and state senator uh to go through the legislative process all right let's get a motion on the floor I'll make a motion to approve Miss Bale second second Mr townsel uh is there a discussion

023so I just want to understand because this always confuses me so this is the resolution dren was talking about that over the next eight years actually saves us $45,000 a year no that was the bond the refunding that refunding of the bonds this is reissuing this this is issuing new bonds correct okay any other questions or discussion uh as he said Mr Whit is here if not we have a motion and a second and no further discussion seeing that this is a financial issue we will do a roll call vote we'll start to my left with Miss Barker Alicia Barker yes Robert Blair yes Elina Bell yes Kevin counil yes still Yes Rob yes all right okay thank you all right thank you quit thanks for being here appreciate item number two poliy revision method

024of election of officers 1.20 Z this is a second reading the revision has been had been requested tsba provided the recommended language we recommend approval is there a motion to approve on second reading motion to approve Miss baale second second Mr townsel are there any discussion yes please yes okay so I know this is our second reading um the more I sit on this the more I have concerns with it or it just doesn't sit well um the board elects our officers annually and hopefully we are doing this based on that person knowledge and ability and respect we have for that person although I do believe the board should be able to um should have the right to remove Somebody by vote I don't believe it's the first step I believe that the board can

025ask out of respect for the individual who is volunteering in this position ask them to step down from that office if they feel it feel strongly and if if that doesn't happen then an option can be to remove the person from office um I don't know how we can change this or add this in but I feel like it needs to say something a little more I was I thought about that as well that um since we elect our own officers and we choose them based on criteria that we think they're qualified for that perhaps we could add a statement before line 12 that an officer may be requested to step down from their position by the board due to extenda circumstances that something like that and then it could lead to then if then

026you could add that line from 12 in there but I I think there needs to be a first step as well I don't know if we if do we have to redo that or do we have to get clearance from tspa to do that no you can do that I mean tsba is the one that provided the the model language but uh the board can add any language that they like as long as we I mean we would pass it by tsba to make sure statuto statutorily we're okay but you know we don't have to get their permission to change this I mean I'd be willing to drive something and bring it to the next meeting if we would like to do that unless you want to Alicia so can we table this for the

027next one and have a draft at the next meeting that's that's strictly up to the board can we vote to table this yes you like if you'd like to make a motion to I would like to make a motion to table this to our next meeting please all right um there's a motion by Miss Barker to table this uh is there a second this Doan uh all in favor it's like the motion has failed so we will continue with this as it is all right Dr snow I don't think we voted we need to vote let us vote then did we did we have a motion on okay all in favor of the motion first one did it pass we didn't get we didn't get all the vot the motion you had the motion we

028just need to vote I are we going back to the table motion for the I need to vote again we need to vote on the motion you're in favor you made the motion okay so all in favor of the tabling no sorry well he says yes okay well the I the vote on the table it failed failed okay so we went back to the original motion oh okay to approve approve on second reading okay all right back to the original motion all in favor of the original motion I'm not I'm I'm so it fails okay three to three is that right are we good now we had two motions one to approve as is on second reading I don't think that passed then we had another motion to table that didn't pass we have to

029make some decision on this policy do we not well it's the second reading and at this point it failed on second reading so that means you don't have a policy with the additions made would that mean you pass it without the addition that means you I you never you neither passed it's not approved and it's not I mean it stays as is okay because it has to pass either on two readings or has to pass with waiver of second reading which that one was not so this was on second reading so you had a vote to uh approve on second reading which failed and you had a motion to table and bring it back uh that failed as well so at this point it stays as stays as is without the addition right okay can

030we move on item number three excuse me policy revision Food Service management 3.500 uh this is a second reading as well this revision requests as language derived from the Child Nutrition programs training with the chefan group the administration recommends approval make a motion we approve is there a second second M Newman is there any discussion all in favor that's no okay I item four policy revision withdrawal 6207 second reading this policy revision is requested as part of the review of section six policies adding a policy uh to the requested timeline and designates responsibility before records leave the school the recom the administration recommends approval is there a motion to approve motion to approve Miss Bale second Miss Newman any discussion all in favor Dr s item five Poli revision interrogation and searches 6303 this is

034for those entering the district for the first time and for those students who may be entering or resuming attendance after a suspension expulsion or delinquency to provide directions for confidentiality we recommend approval is there a motion to approve motion to approve actually I was going to make a if you don't mind could we make a motion to approve and wave second reading so miss Newman you make the motion second second motion okay Miss Bale makes the motion Mr Newman second any discussion all in favor Dr Snowden director of schools report yes thank you Mr chair uh Veterans Day reverse parade this will be Wednesday November 11th from 11: till 12:30 the parade route will be within Harlandale farm this year and we will have our B ni student ambassadors from each school that represents the

035district as well as the FIS Bulldog Council and then the combined bands of FMS and pgms uh the band will not be marching but will be at a stationary spot along the parade route this will be the case with all band including the high school bands from Williamson County um the public is invited to drive past the socially distant veterans and student groups this year so that everyone can be as safe as possible the story bus will also be participating and you're certainly I think Carol sent an email for those of you that can want to ride or walk along the with the story bus during the parade you're certainly welcome uh at this point the weather doesn't look great I think this afternoon it was down to possibly 40% but it was up to

03660% so hopefully the weather people will miss that prediction and it'll be 0% by the time of the parade um also monitoring of covid-19 data spread we continue to to use our precautions in the schools and in district offices um educational success and continued Improvement in student learning are being celebrated during this time with exclusions from school closely monitored so that education does not stop just because a student may be at home quarantining uh as you've noticed from our reports uh we've had some significant quarantines um our Co District team meeting met this after and and we talked that still most of our quarantines our exposures are happening outside of school we don't believe we're having a or the evidence has not shown that we're having an an extensive spread within school but as we

037all know that um you know when people are on the weekends or during holidays or other times you know there's a possibility of spread outside the school which impacts uh each school um so we still struggling with having enough substitutes as I've said before our principles are extremely creative our employees are extremely also cooperative and and are willing to work and and do everything they can possibly so that we can continue inperson learning that's our goal um at some point and we hope that doesn't occur but when you don't have enough staff to properly supervised then there's a possibility a school may have to go to remote learning that's not obviously our choice we want to continue in person we believe it's uh it's best for students um our students again I've said this before

038but I'll say it again our students and our teachers are working well they're following the protocols um so um we take it one day at a time we don't know what what today what tomorrow is going to bring but we'll continue to uh to focus and and we have a good relationship with our local Health Department um and our nurses are doing a fabulous job along with administrators and doing contact tracing um so I'll answer any questions that you may have related to that or miss fiser and miss glass are here if they have any questions question I was just curious looking at the reports when we have a case and then we contact trace and send home do we have an idea with the students or staff that are sent home are most of

039those percentage wise I know you don't want to get into numbers staying healthy are we having very low so we're sending home a lot of people who are healthy and then they're staying home healthy and then they're coming back healthy is there any hope that we won't have to send as many people home in the future not really okay we have that we had that discussion we had that discussion today and we also have it every week with Dr fiscus from the State Health Department on calls on Monday well used to have Monday Wednesday Friday calls at 1 pm now we have Monday Wednesday calls and that question is asked to Dr fiscus who represents the State Health Department uh every week and the answer is the same because even though the percentages are certainly

040from our standpoint and obviously from across the state are very very low in the number of people who are quarantined and are actually and actually become ill um but you don't know that so then do you do you not quarantine as many and then you run the risk of spread yeah all all we can do is what we are told by the State Health Department we have to follow their guidelines and but for the most part uh Amy sby when y'all and principal when you say that most people who are quarantined do not become symptomatic do not become ill um so so just curiosity what is the morale of of the people that are getting sent home and come back I me people hanging in there and I think that would be frustrating if you

041were healthy and sent home and had to like are the teachers that are sent home are they switching to Virtual with their classrooms at that point and that's a combination of you know some are switching to Virtual um the classroom might still be here here right again going back to creativity uh these ladies and gentlemen out here have uh their creative juices never stop uh and I don't think they stop working either I think it's a 24hour a day job is being a principal of a of a school in in Co during Co other questions about Co I just want to make a comment um as a mom who's had three rounds of um children having unknowing exposure um I just I'm very grateful for the Prudence that you exercise in this um and we

042haven't had anything you know um prayers continuing to go up but um but but I just I I think I speak for a lot of people who um with multiple children you just I mean it's a gamble it truly is and um and yet even with seeing the numbers and seeing how hard it is in knowing um feeling your pain I guess I should say um I just I'm very grateful and I just thank you again for your Prudence next item holiday performances our usual holiday performances are being weighed by individual schools on how they might occur either virtually or in person if a school does choose to have some type of in-person activity health and safy safety protocols will be utilized to provide as safe of an environment as possible if they choose to

043have any in-person activities they will occur with limited attendance just like we have with with other activities uh also we're sad to have to ccel our annual retiree holiday brunch this year um you know this is an event that's sponsored by the the school district along with the FSS DEA for our retirees and uh I don't know who has uh has more fun all of us that are still working and watching the smiles on their faces as they come in and and the opportunity to socialize so this is disappointing um but we hope at some point hopefully by next year we'll be able to reinstate that retiree brunch also uh we're going to ask and hopefully I've talked to Mr Blair um at this year's board retreat we're going to do it a little differently

044in the fact that we've been able to um have Mr Derek young who we talked about who will be training provide some training for us for the board and for the leadership team on January the 9th from 8: to 12 and then we'll have the afternoon for retreat normal Retreat business uh so that's that's our goal at this point and and Mr Young Miss Dr deer has been in uh communication with Mr Young regarding the overall U subject areas that he'll be discussing and then uh at some point uh depending on that training then we can make a decision on whether or not we would like to uh continue pursuit of of subjects and topics that he has or plan for a long-term plan but we thought at least this way we can have an

045opportunity for the initial training and then see where the board would want to go in the future uh the primary areas and and still working out would be diversity equity and inclusion uh those are the three uh and then Dr deer anything else to add to that no sir okay thank you any questions on that um that's a little different than what we been doing in board retreat but at this point trying to determine another schedule for training we thought would be more difficult and you have that time already scheduled so we'll we'll continue with that and then conferences and meetings update Carol's provided you updates about the different conferences some obviously virtual and some we don't know if they're going to be in the spring if they'll be virtual or not that's all I

046have thank you thank you Dr snowton any uh questions or for Dr snowton all right uh Dr Decker anything else from teaching and learning nothing further sir Des linger we're back to you well we have our our monthly uh HR and financial reports are in your packet as well um sales tax collections received for the month of OCT October representing the spending from July show a 5.3% increase over the same time period last year and as we all know increases are good so that's all I have all right thank you sir uh any comments from any board members at this time I just wanted to recognize um any of our employees that happen to be veterans um just wanted to just thank them for their service um I know the prospective principles all know who

047they are and um you've probably done some great recognitions but um just wanted from the board's perspective for them to hear that we appreciate the work that they've done there and um also sent something to um representative witson just to thank him for his service as our state representative thank you anyone else we uh talked to Dr snow and we have not fully determined but we are looking to see if there will be a need for a December meeting and we will let you know that as soon as possible I know you would like to hear that it but uh we have not concluded that but we are working in that direction so uh we will let you know as soon as possible any other announcements if not we are jour I do not know

048I be honest with I got it pass to me I signed it and pass it to you [Music] elen that's
