You're welcome to stay for the rest of the meeting or at this time you may leave. Thank you all very much. We are back at it at 6:39. What a wonderful room full of talented musicians, both uh all choir, band, and orchestra at the highest levels in the state of Tennessee. looking

forward to um hearing those who go on to compete in the spring and enjoying some of their concerts between now and then. Agenda item number six are reports. First agenda or excuse me, first report is 6A Tennessee legislative update. Board member Curry. >> All right. So, just an update. The General Assembly will be reconvening before our next meeting. The 114th session of the General Assembly will reconvene at 12 noon on Tuesday, January 13, 2026. In preparation for that, I'm working to arrange some meetings with our local legislators before they go back to Nashville and to discuss our legislative agenda and some of the items that we're advocating for. Uh my report tonight will be reading into the record our legislative agenda which will be voted on later on as an action item. I'm reading it

in now just for uh the sake of time. Um and then we'll just vote it up or down later on. So on the agenda um it's a continuation of what we already had advocated for uh regarding early childhood special education funding. The Germantown Board of Education requests funding for federallymandated special education prek classrooms which are currently completely unfunded by the TISA formula and we passed a resolution on that back in the 2023 2024 school year. Additionally, the Germantown Board of Education opposes the adoption of any legislation, policies, rules, or regulations by the Tennessee General Assembly, the Tennessee Department of Education, or the Tennessee State Board of Education that requires the implementation of unfunded mandates. Regarding school choice, the Germantown Board of Education fully supports the rights of parents to choose the educational options that yield

the best outcomes for their children. However, the board does not support the use of taxpayer dollars to be used for private schools that are not held to the same standards and accountability as public schools, such as the expansion of the Education Freedom Act of 2025. Under the topic of accountability and transparency, the Germantown Board of Education supports a fair, transparent accountability system that utilizes multiple measures to provide information to parents and taxpayers. The board also supports requiring any schools or district receiving taxpayer dollars to be subject to the same accountability system so that parents and guardians can make easy, timely, and informed decisions. Additionally, schools or districts receiving taxpayer dollars should have the same standardized testing requirements and publicly post their results. The board requests that private schools receiving taxpayer dollars be held to the

following requirements that public schools have or grant public schools local control over the following items. School improvement plans and the establishment of annual measurement objective measurable objectives, excuse me, also known as AMOs. Evaluation systems and the requirements around the numbers of evaluations teacher lensure student retention. Uh we're thinking of third and fourth grade reading requirements there and testing universal screeners and the state assessments. Under the topic of providing additional incentives to encourage individuals to enter into and remain in the teaching profession, the Germantown Board of Education urges the general assembly to provide additional incentives to encourage individuals to enter and remain in the teaching profession. This includes paying for the practice exams, scholarships, higher pay, or bonuses. And then finally, under the topic of allowing school districts to use the ACT or SAT suites of

assessments instead of statemandated assessments to test students in grades 9 through 12. The Germantown Board of Education urges the General Assembly and the Tennessee Department of Education to allow school districts to use either the statemandated assessments required as part of the Tennessee Comprehensive Assessment Program, also known as TCAP, or the suite of assessments provided by the ACT or SAT to test students in grades 9 through 12 in the subjects of math and English language arts. And to that specifically, Germantown Municipal School District uh in the latest state report card. We are the second highest ACT in the state. So obviously this would benefit us and show a true measure of the performance of our students. And with that, I conclude my report. >> Thank you very much. As I go into um chairman's report, I

did want to take a moment to just to make sure if there's anyone in attendance this evening that wishes to speak during our citizens to be heard portion of the meeting. We do have the forms that we ask that you just fill out with your name and topic out on the table in the lobby. And those are to be turned into, if you would please, to Mrs. Drewinger, board secretary here at the end of the table. Uh she just raised her hand. So, if there's anyone in attendance this evening that wishes to do that, we would ask that you provide those to her. Thank you. Next item on the agenda is item 6B, chairman's report, reporting activities for the most wonderful time of the year. Board member Curry enjoyed participating in the annual Germantown holiday

parade. He attended the Germantown Symphony Orchestra holiday concert featuring the Houston High Chorus. He also attended the Houston High band holiday concert, the Houston High Orchestra holiday concert, the Houston Middle School band winter concert, and attended the staff preview night of Falcon Foot Lights performance of Elf Jr. He attended the Houston High Theater performances of A Monster Calls and attended the Houston High National Signing Day celebration. Board member Ellis was uh participated as a panelist for the Shelby County Community Conversations. He walked um with the district in the Germantown parade. He also attended the Houston Middle School orchestra concert, enjoyed Falcon Foot Lights Elf Jr. performance and attended the HMS or Houston Middle School basketball game versus Appling. I along with Superintendent Manuel and Deputy Superintendent Kathy met with Mayor Mayor Palazolo and city administration

regarding the city's funding capacity to support the Houston High Plan. I also attended the Houston High performance, A Monster Calls. I attended the Houston High Orchestra holiday concert, followed by the Houston Middle School band winner concert. I also attended the Germantown Women's Club monthly lunchon held none other than right in this room where we enjoyed the holiday entertainment provided by HHS's choir uh group, Fifth Measure. I also attended the HHS boys varsity basketball game versus St. George's. Excuse me. Board member Hendrickx uh walked and enjoyed the Germantown Holiday Parade this past weekend. He also attended the Farmington Falcon Foot Lights performance of Elf Jr. He was in attendance at the Germantown Board of Marin Alderman meeting this past week. And in December, he also attended Houston High School signing day ceremony and attended the Houston

Middle School orchestra holiday concert. Vice Chairman Strain visited the Dogwood Elementary Storybook Trail event, attended the Houston Middle JV boys basketball team's triple overtime thriller and win against Elmore Park. If y'all know anything about middle school basketball, that's a really big deal. He also attended the Farmington Falcons production of Elf Jr. for Falcon Foot Lights. Attended the Dogwood Elementary December PTO meeting. attended the Dogwood Elementary's Pioneer Day Square dance. Those were the days he walked with the awardwinning GMSD Survivor Float in the Germantown Holiday Parade. I would like to take that opportunity to give a little round of applause for all those who worked hard, both students and staff, on creating the first place float for this year's Germantown parade. With that, I'm calling this ode to joy, but not the Beethoven version, although we

just had a room full of people who could have likely helped us in that regard. Short and sweet to end the calendar year and get us pro propelled into the holiday season. Joy and happiness, while both wonderful, are not the same. Happiness can often be temporary based on positive circumstances. Joy, on the other hand, is an internal strength that comes from a less connection or from a connection or purpose. Happiness is said to be more superficial with joy being a deeper state of appreciation and gratitude. Happiness is often something that is chased while joy is more often something that is a choice. In our district, we have many stakeholders, teachers, students, and parents, each of whom may find and experience joy in a variety of ways. For teachers, joy might be experienced in witnessing their

students fulfilling the potential, their potential, excuse me, as they observe the gradual growth of an individual or witness the aha moment that occurs when a student grasp a concept or achieves a set goal. Teachers may also find joy in making genuine connections with students each year and cultivating that personal relationship that instills trust in the learning environment. Some of my favorite stories are when teachers reflect fondly on how much joy it brings them to hear from their former students, sharing in their successes and celebrating their development through school and into adulthood. For students also coming from within, not from external factors, joy can be a mindset. It takes intentional thought to go into an uneasy situation with fear or lack of confidence, but still remain resilient. Finding joy can also occur for students outside the

classroom. It can be where their sense of belong belonging and purpose stems from such an as an extracurricular or co-curricular activity they participate in. Joy lives anywhere they are able to be authentically themselves while building rapport with their peers. For parents, joy can be from the simplest of things like a child's milestone. It can also be a messy dichotomy of stress and joy that often exist simultaneously. Raise your hand if I can get an amen. Parents are in the marathon often actually what is and marathon often feels actually like a sprint. The balance of joy and worry can both be treacherous but tempered. It is ultimately the long range unconditional love and legacy building that is the continuation of that joy. I personally find joy in each of your happinesses while also wishing you joy

of your own in the new year. One is fleeting, the other endures. That gets us to agenda item 6C, the financial port report. And I would like to welcome our very new GMSD CFO, Mr. Stewart Record. >> Thank you. Uh you've received the finance port for report for the uh month ending November 30th, 2025. Uh regarding assets, liabilities, and funds balances for each fund. [snorts] Uh the general operating fund is at 15.4 million. The school nutrition fund is at 1.7 million. The capital improvements fund is at 2.9 million. The OPED trust fund is at 6.4 million. The fixed assets fund is at 137.5 million. And the health insurance fund is at $912,000. Uh some notes regarding uh the finance report. Uh health claims this month totaled 431,000 versus 519,000 budgeted. Uh bringing our year-to-ate total

for claims to three and a half million. The claim expenses to date represent 50 56% of the total annual budget. Um regarding the cafeteria fund, SF is reporting a net income of $4,015 for the year. And in the OPED trust fund, uh, net realized and unrealized gains on investments totaled $26,000 for the month. This concludes my report. >> Thank you. Agenda item 6D is the superintendent report. Mr. Manuel. [clears throat] >> So tonight we are going to talk about school safety. So objective 2.3 is to maintain a safe and supportive environment where students, staff, and the community feel secure. Uh so know that every year we provide this annual report around this time so that the community and the board can be aware of all the different procedures and things that we have done to

make sure that our students and staff are safe. So first we're going to talk about annual trainings. So, all GMSD staff participate in required recurring safety training designed to ensure clear roles, calm responses, and coordinated action during emergencies. And so, these are just a few of the um trainings that they go through. Trauma first aid, active shooter response, uh raptor reunification procedures after a crisis uh has happened, hazard communication, safe schools. They also have AED and CPR certifications, and then schoolwide emergency drills, fire, lockdown, weather, secure perimeters. All of those are required by law and and they are happening uh weekly. We also have layered systems that focus on uh early awareness, fast communication, trusted partnerships because you've heard the um expression before that prevention is key to preventing uh these types of programs. So

first we have Raptors technologies where visitors that are coming to our schools are checked in and scanned. That Raptor program also helps us manage our drills and also our reunification process. And we talk about reunification when we do have situations like a school shooting or or a crisis where students have to be moved from one location to another. One of the challenges when you have a large number of parents because every parent wants to rush to the school and get their children. How do you make sure that we are getting those students safely back with their their caregivers? Uh we also have BARK for schools which is a digital threat monitoring uh program. anonymous alerts, GoG Guardian, which actually monitors uh when students are on devices in the classroom and in the schools. Uh the

class campaign, which is about keeping our doors locked because you can have the best security system in the world, but when students open the doors for strangers, uh all of your uh programs are out uh the door. So, make sure that we're making sure that our students are trained also uh behaviorally. uh we have embarked on capturing kids hearts which is a program that really engages our our staff and our students to make sure that they are feeling connected to the school and of course we have our studentled safety and wellness program which is called our SWAT team. Uh we also have safety partnerships with the city uh that is not Jason Mimoa that is one of our firemen who has come to our school uh and they're performing performing safety programs for our students.

We're thankful for that partnership with the Germantown Fire Department and their willingness to dress up and be silly for elementary students to teach them about fire safety. We also have our Germantown Police Department. We have eight dedicated SRO's at our schools. Those are our active duty police officers that keep our students uh safe. We also have partnerships with Methodist Healthcare when we think about our CPR certifications and the Tennessee Department of Education. U we are also continuing to invest in our facilities. So, we have added additional badge access points. We've expanded surveillance coverage. And we've discussed this before that we have the 3M uh security film on our exterior glass which prevents uh that from shattering and provide access for uh shooters who are be outside of our buildings. Uh we have uh ADA or

excuse me, classroom door coverings so that when students are in lockdown situations, preventing um a cl a shooter from coming into the school and finding where students are is key. We have ADA compliant door locking systems and secured entry improvements at all of our schools. Just by the numbers so you can see some of the things we do. We have 622 security cameras actively monitoring our school campuses. We have 34 AEDs available across our campuses. And I think it's important to note that 10 of those are portable. So when our teams are traveling, those AED units can be uh taken with the the teams so that we have extra uh safety for them. We have over 1,500 students that are certified annually in CPR and AED and that's in grades 7th, 9th, and 11th. Um

and then we have over 350 minutes of safety training uh for our staff members at our schools. uh anyone who wants to see this plan and all the details can st scan this barcode even from their TV. They can zoom in and scan this barcode so they can see the full report. The board has the report uh as our district update for this year. We're very proud of the work that we've done to complete our student safe, but we know that this work is never done and it's something that we have to continually monitor and adjust uh and improve. Um and with that uh that concludes the school safety report. If anyone wanted to see this, you could go to our website uh and look under, you can see it there. Safety and security. I'll

go through it to find the full plans too. Uh so you can see it there or scan that barcode. But it is uh under on our website if you go to the hamburger departments, student services, safety and security. Then you can scroll down and see all the different areas whether we're talking about facilities, trainings with our students. Uh that is our plan. But that concludes uh the superintendent's report for the night. Thank you'all. >> Thank you. And thank you to um Mr. Bland's department and Mr. Lewis and our partners at GM uh excuse me, GPD. We are very fortunate to have um the investment and the support from all on all fronts. But again, this is publicly available on our website. It's really important information. So, we appreciate it. This it uh time we are

at agenda item number seven, which is citizens to be heard. Is there anyone uh in attendance this evening that wishes to speak during this portion of the meeting? Miss During, have you received any forms? >> No, ma'am. Seeing none, that takes us to agenda item number eight, which is the consent agenda. In the consent agenda is agenda item 8A, which is the approval of minutes from the previous meeting. Is there a motion? >> I move to approve all the items in the consent agenda. >> A second. Motion made by Vice Chairman Strain, seconded by board member Ellis. Are there any questions regarding the um items in the consent agenda? Hearing none, Mr. Linger, would you please call the role? >> Mr. Hendricks? >> Yes. >> Mr. Curry? >> Yes. >> Mr. Ellis? >> Yes. >>

Mr. Strain? >> Yes. Chair Griffith. >> Yes. Motion passes. That gets us to agenda item number nine, which are the board action items. Agenda item 9A is election of the board chair. Annually, our board by policy goes through the exercise of electing what we refer to as um offices um amongst our board. and the next three items on the agenda will reflect those. At this time, if uh the board would give me the honor, I move to nominate board member Brian Curry as chairman of the Germantown Board of Education. >> Second. >> Motion made by Chairman Griffith, seconded by board member Hendrickx. as uh the nominator here, if I might short and sweet, also give my recommendation on behalf of board member Curry's exemplary leadership, strong advocacy, and determination to put student success at the

top of all things. Also, I think it's important that he is a great collaborator of all stakeholders. He would be a tremendous um fit for this role as chairman of our board and I would uh hope that that will be the outcome. It'd be a pleasure to serve with you in that capacity. Are there any other comments? I appreciate the nomination. Obviously, it's um an honor to be considered. And um I I think when I look back when I start on the board, there's no way I would have ever envisioned myself, you know, being uh the chair and running a meeting. But that possibility is in front of me and I can tell you that I'm very excited. Um, and I've got big shoes to fill. Uh, luckily, uh, I've had the opportunity to learn

from three really good past chairman that I've had the opportunity to serve with going all the way back to former board member Amy O. And so I've gotten to watch over the years and learn and um so I just um appreciate the confidence um and I hope to be able to serve in a way that uh represents the board well and serves our students. >> Look forward to you uh being chair, Mr. Curry, and uh thank you for your sacrifice and your service so far. Any additional comments or questions? Mr. Langer, would you please call the role? >> Mr. Curry. >> Well, [laughter] if I voted no, it probably wouldn't look good. So, I'm going to go ahead and vote yes. >> Mr. Ellis, >> yes. >> Mr. Strain, >> yes. >> Mr. Chair Hendrick.

>> Yes. >> Chair Griffith. >> Yes. Motion passes. Congratulations. [applause] >> Agenda item 9B, election of board vice chair. Is there a nomination or a motion to nominate vice chair? >> I move to nominate Angela Griffith as chairman of the board of education. Vice chairman of the board of education. had done that. [laughter] >> Second >> motion made by Vice Chair Strain, seconded by board member Hendris. Are there any comments or questions regarding the nomination? >> Griffith, uh we appreciate your leadership over the past year and of course everything you do for our students and board and district. Uh it will be great to have you in the vice chair position uh to give assistance to Mr. Curry as needed and we look forward to uh serving another great year with you. And I'll just

say I can't think of anyone better to I guess have I guess you'll be sitting to my left, right? >> I go back over there. >> We're switching seats here. Uh, but it'll be great to have uh some wise counsel from someone who's just been in the role to be able to uh help uh keep me in between the lines and so uh I look forward to serving with you and enthusiastically support. >> Thank you. And I appreciate the confidence and uh basically being the the supporting wingman uh if you will for the chairman. I think the vice chair is just kind of around in case you need us. And I've been um happy to serve in the whatever capacity that the board um wishes. I would say if I could in this moment, we've

talked a little bit about this amongst ourselves over the past several months. Uh we know a lot of school boards around the state and it is very uncommon for school boards to change up these um positions amongst their board members uh and the frequency that we do and there is a lot of rules of thought about that. I will say the five people that I serve with up here are all capable and qualified for every position and everything that we do. There's not one person that's more or less. everyone is this is top tier representation in my opinion. Um it is uh really nice that we can get people experience in other functions and capacities and not just keep it to one or two people. That's a testament to the group and the way we

work together and to boards in the past. I respect that uh as well. So thank you all for the vote of confidence. If there are no further comments or questions, Miss Drewinger, would you please call the role? Mr. Ellis, >> yes. >> Mr. Strain, >> yes. >> Mr. Hendris, >> yes. >> Mr. Curry, >> yes. >> Chair Griffith, >> yes. Motion passes. Next is agenda item 9 C, election of board legislative liaison. Is there a motion? I move to nominate Andy Ellis as our legislative liaison of the Germantown Board of Education. >> Second >> motion made by board member Curry, now chairman elect Curry and seconded by Vice Chairman Strain. Are there any comments or questions regarding this nomination? Well, I guess I can't really serve in two roles, so there has to be uh

someone to pass the torch to. Um I have observed um I guess when we're in a room u with Andy, uh he interacts with our elected officials. He's got a lot of good rapport, uh good relationships. As a matter of fact, he uh on the House Education uh committee, he knows one of the members, the only other member in West Tennessee, Representative Herd, he knows him personally. And so that helps to have those relationships. Um and I think in this role, um I guess three years I served as legislative. It's on two or three years. I feel Yeah, it feels feels like it's >> like a lifetime. >> It feels like a lifetime. Uh but you learn a lot about the role of being a board member and legislative advocacy is one of the most

important things that we can do in our our role and having those relationships and uh being able to maneuver in those circles is very important and very useful. And so I think as we pass the torch I think um I think you will do outstanding in the role and and look forward to supporting you in whatever you may need. And uh I look forward to hearing your reports. Uh hopefully you'll have some people show up and listen to your reports. I haven't been quite so lucky, but uh but that being said, no, I think uh I think you'll serve well. And you know, we're about to jump right into uh as I mentioned here in just a few weeks, uh we're going to be right back at it. And so uh this is an important

role on the board. And as much as I've enjoyed serving in it, I look forward to uh seeing what Andy can do. enthusiastically support you. >> Brian, I appreciate the nomination and I am excited about being the guy who gets to clear the room now. [laughter] [clears throat] >> Mr. with your long history as an athlete and a coach. You of course know it's hard to follow the GOAT, including the uh GOAT legislative liaison, Mr. Curry, but uh you were the right person for the job. Uh we really look forward to you taking on this role and uh I'm just excited to be working with you on it. Board member Ellis, I appreciate your openness to serve, willingness to serve in this capacity. I would like to call TSBA right now and find out if

there's any other board where they have three two-time legislative liaison still currently on the same board because all I know is we have a variety of people that have done this in the past and you're going to take your own spin and your strengths of networking and um cut to the cut to the real um conversations about things that um might come up in Nashville that are not in the best interest of GMSD and I really am excited and look forward to that. Um, but we are here to support you. Nobody in this role, we made that commitment um, when Vice Chairman Strain took it on many years ago that we would not just throw him in the deep end. So, we're here to support, but we appreciate your willingness to um, be the champion

and our advocate in that way for us. If there are no more comments or questions, Mr. Linger, would you please call the role? >> Mr. Strain, >> yes. >> Mr. Hendricks, >> yes. >> Mr. Curry, >> yes. >> Mr. Ellis, >> yes. >> Chair Griffith, >> yes. Motion passes. That takes us to agenda item 9D, not to be confused with 90, which is what one of the parents are early earlier thought they heard me say um this evening, which is our 2026 legislative agenda. At this time, um let's see, is there a motion? Okay. I move to approve the 2026 legislative agenda as presented earlier in the meeting. >> Second motion made by Chairman Elect Curry, seconded by board member Griffith. Are there any comments or questions regarding the legislative agenda that was presented and

I believe amended by about three words during the work session? >> I'll just uh say again I appreciate the collaboration on that. I think we kept it pretty straight and to the point um you know considering our audience you know I don't think uh giving them war in peace is going to serve anyone else. I think uh you know we do it and I will say Miss Crowder uh and her department they really present it in a very visually appealing form when we hand it out and so I think it fits nicely with what we have going there. Uh and I think we added three words to it. So uh again I know it's not something that we put together or you know I I don't sit in a room and do it. It takes

collaboration working with the superintendent and then having your review. So, I appreciate your input and look forward to uh supporting uh newly uh legislative liaison elect uh Ellis uh and and distributing that. >> Thanks for your work on this, Mr. Curry. I look forward to knocking some of these off the agenda for next year. I completely um want to just reiterate what Vice Chairman um Strain said. There's that top one that I think we would all like to be our uh achievement in 2026, getting that early childhood special education funding secured. Thank you, Mr. Curry, for all your work. Thank you everybody for being um willing to participate in not only the the crafting and the visioning of this uh document, but also being ready to hit the ground as we uh head east in

the next couple of months to advocate on behalf of not only public education but our community. There are no further um comments or questions. Mr. Mr. Sterling, would you please call the role? >> Mr. Hendricks, >> yes. >> Mr. Curry, >> yes. >> Mr. Ellis, >> yes. >> Mr. Strain, >> yes. >> Chair Griffith, >> yes. Motion passes. Thank you. Agenda item number 10 are announcements. Well, if you're like anyone else in the education realm, whether it be someone that works, supports, gets somebody to and from school is someone taking exams or going to your pajama days. We're almost there. You've made it. Semester one of 2526 school year is almost in the books. We are so close. I wish everyone um in our community the best most of joyful and restful holiday season um

as we uh get ready for our break in the next couple of days. There are still some exciting things taking place. There's one happening right down the street right now as we speak. If y'all would like to join me, tip off of uh basketball versus ghs. Our HHS Mustangs are down the street. I plan to go straight away. I hope you will join me there. I hope you will also join me on Thursday evening at Houston High School's auditorium for the holiday concert of Houston High's choir, Fifth Measure. Word on the street is they're going to sing one of my all-time favorite Christmas songs. So, you'll have to come to to see if that's true. At this time, um, the GMSD December 16th business meeting is now adjourned at 7:16 p.m.
