the original language in subsection b specifies that dhs and uel collaborate to identify the need for child care and early learning in geographic regions of the state and allows for public partners to assess provisions and data elements needed to meet the benchmarks set forth in the act allowing public partners until the 2022 legislative section session to revise subsection b would be greatly appreciated as it would help public partners make more informed decisions regarding the data elements that can and should be captured and to identify any barriers which may exist in our review of house bill 1362 h21 we also found that there are conflicting dates therefore within our testimony we've proposed language to address this thank you lauren next to testify robert peters chairperson for the early learning board bob please thank you chair gennady

and public partnerships to make not supporting happen and thank you for the opportunity to testify thank you ali next to testify shari nakamura director coalition sherry please aloha chairs vice chairs and members of the committee my name is shari nakamura director of ka coalition hey a supports the amendments to act 46 laid out and hb 1362 hd1 in particular we like that the detailed language has been added regarding the kindergarten entry assessment or otherwise referred to as kea and that a definitive effective date has been set the statewide kea along with prior early learning program attendance disclosure can help inform stakeholders can help inform the state on how well our early learning programs have prepared our children to ensure that we are on track to implement the kea by july 1 2022 we make suggestions
in our written testimony thank you for this opportunity to testify thank you sherry next to testify kathleen allgeier for hawaii children's action network speaks stephanie please uh aloha chair kadani and chan network speaks specifying in support of this measure um we think that the provisions in this bill are necessary to move act 46 forward and i just want to highlight a couple of sections related to restoring funding for the preschool open doors program that was cut in the budget bill and then also for dhs program staff to ensure that they have enough staff support to implement the measure as intended thanks for the opportunity to testify today thank you kathleen members that's all the testimony the oral testimony we have we do have a number of written testimony members of the education committee are there
any questions that you have for our testifiers senator kim please aloha i do have um two questions on page two of the bill line 12 well starts before that which will show immediately following the completion of a certificate degree or license program the stipend recipient shall provide early education early care and education services directly to children from birth to five years old are we starting from birth this question is for i'm not sure who can answer this for is that the intent yeah is this for lauren this question i believe that that section is specific to the early childhood stipend program which does go from which does include people who educate children from birth through five years of age so can you explain how the education program works from birth there are different providers across
the field who support who provide support services to young children and their families that start from birth what education programs do they provide to a child that just was born well the programs include early care and education so it includes family child care providers home visiting providers those who are providing center-based care as well although i believe this bill is specific to increasing access for three and four-year-olds there was also the stipend program which is included in in a different bill that was inserted where the language was inserted into this is there is there certain requirements anybody can get this for a newborn baby it's for people who are interested in going into the field of early learning or taking coursework through the university system okay i guess i'm just confused about i know this
for early learning i know it's like you know kindergarten preschool three to four but seeing that from birth i'm a little confused as to i'm not sure why um this this stipend bill is included in this particular bill but the stipend bill um the purpose of the stipend bill is to increase the workforce of early care and education providers across the field which includes all ages from birth through five years old okay i have a question for the attorney general when we talk about collection agencies who exactly are they collecting these funds from based on the language the bill i believe it's the educators that qualify for the stipend and that have to repay it for some reason and foreign may be able to speak to that as well so we're just suggesting i apologize
for that you have a hard time understanding what you're saying so in essence if i'm if i'm if i get the stipend i qualify for the stipend and i don't get the stipend then who am i collecting it i'll go to a collection agency to collect it from who the state um so the i believe the collection agency is going to be working on behalf of eoel and it's my understanding if the recipient of the stipend doesn't meet all of the program requirements they may be required to pay back a portion of it and so the collection agency would be going after essentially those those individuals oh i see to repay the freedom yeah so we were just wanting to make sure that they are um they were adding language to allow that to occur
under the framework of the collection statute okay i appreciate that clarification i thought that they were going after the state because the state wasn't paying them the stipend but it's the other way around okay got it thank you thank you members further questions [Applause] does your members have any questions um i don't believe so um no we're good thank you thank you um terry fushijima are you still there yes can you um just briefly explain to the committee why you're requesting the full implementation that will be pushed back to july 2023 yes as our workforce has met and we've been looking more deeply into this we know that one piece would be if the rfp process if we're to to seek a product that is ready to use um if um and also there's and
we've been doing some exploring if we get a product that is ready to use we anticipate that we will need to have some modifications and some development for sections of it because of for to meet our kaipuni needs for the hawaiian immersion schools and that is an area that we need more time to take a look at more carefully so that we do a good job thank you um we're going to call a reset can i ask one more question senator so you're asking department is asking for 1.5 million dollars approximately for this program for the stipend um the cost that we are requesting in our testimony is for the actual tool the instrument and the first year of implementation is slightly uh harder but we would also need to take into account the modifications
translations to accommodate the hawaiian language version and also looking at approximately two days per teacher for adequate training to administer the kea properly so that's it it's a estimate at this time based on the information that we have so the 1.5 million is estimate but it doesn't include the stipends itself um it does so um approximately it's 350 000 uh for the instrument the tool if we use um something typical to what we've been uh looking at what we've been seeing that's out there and annually it would probably be about 300 000 to continue the um training for two days would be roughly about 400 000 and the biggest question is how much it would cost to complete the translation and the development of certain portions of the kea that may not be appropriate to
simply translate if we were to look at the essence of what those areas are trying to measure and have it appropriate for the hawaiian language so you're asking for appropriation of 1.5 approximately okay thank you thank you um i think maybe uh if we can have wai ali ali from kamehameha schools to talk a little bit about what kamehameha schools provides for this program also might be helpful thank you senator did you want me to address specifically public pre-k yes sure so we are working with the department of education in the office executive office of early learning on a multi-year agreement specifically in hopes to expand public pre-k across the public education system and so we have we are funding a handful of schools at the moment and we're hoping to work through some funding
issues and barriers that we're having in order to enhance the partnership that would allow us to even more so uh why ali ali do you have um that that dollar amount off hand recall and or how many classrooms we we are hoping we can fund up to three million dollars over the next five years thank you very much members further questions if not let's go into recess welcome back to the joint committee hearing for the committee on education and committee on human services we are hearing house bill 1362 house draft one relating to access to learning recommendation of the chair is to pass with amendments and the amendments are as follows and clarifying preamble language noting the need for longitudinal longitudinal tracking of education and workforce outcomes of students taking the ag the ag recommended

there would be a significant cost factor and would require additional funding we are supportive of this model and should be and should funding be allocated thank you assistant superintendent armstrong and i'm sure that chair keoho appreciates you that you did not mispronounce his name members that is the only test oral testimony we have although we do have a couple other written testimonies are there any questions for assistant superintendent armstrong do you or your members have questions members any questions i don't chair i think we're good okay um with that then i am going to recommend that house bill 812 hd1 relating to trauma informed education passed with amendments will defect the date to july 1 2051 noting in the committee report that additional program expenditures may be necessary to effectuate the program members are the

month she's in those meetings so that that's the formal process we have for our weekly meetings with the kazes she also meets with them separately via phone with colvid via video depending on the situation depending on the topic so you're saying she meets with all the cats in a group a couple times a month and weekly meetings we schedule uh wednesday leadership called our wednesday leadership meeting so it's the complex superintendents the assistance of government deputy and the superintendent doesn't stay for the entire meeting but she usually joins so is she there to hear feedback from the complex area superintendent does she stay long enough to hear that she usually does again topic dependent on her schedule but yes that's our opportunity to share thoughts about key things going on back and forth okay well

director of the network for nonviolent communication the terran james young foundation 501c3 nonprofits and we have been working in the schools here on now for over five years to bring restorative practices to the schools and this resolution is important because restorative justice brings an additional form of justice and community building that empowers our students in their school life and in their life after they graduate from school please see my written testimony let me empathize that having restorative justice in school decreases discipline problems decreases suspensions increases student and teacher satisfaction and success increasing their gpa and the dropout rate has decreased restorative justice at its core means looking at the incident as to what happened not what rules were broken looking at what harm has resulted from this incident and what obligations come out of that
harm and then what needs to be done to make this right again as much as possible rather than punishing we look at what needs to be done to make things right because unfortunately punishment has never truly solved the problem to change the behavior thank you very much dr young members that concludes the oral testimony we have a number of test written testimonies all in support members are there any questions for our testifiers if not moving on to the next item senate concurrent resolution 154 and senate resolution 118 urging the department of education to coordinate with the department of commerce and consumer affairs to implement a graduation requirement of at least a half credit in financial literacy during the junior year or senior year to testify terry ushijima assistant superintendent department of education terry please thank

with principals and the hawaii state student council to determine a way to ensure all students have had financial literacy prior to graduating from high school so what's the plan i mean this isn't something new in fact i know a number of years ago we had a financial literacy task force that gave some recommendations to doe whether any of that was done i don't know because this issue keeps coming off so what is the plan so the plan would be to work closely with our secondary principles forum and to also include our student council students we're thinking of taking a design thinking of hope where we want to honor students choices of being able to still take elective courses based on their interests and aspirations and we believe that with the collective effort of our principles
and the voices of our students that we would be able to come up with a method to ensure or and to show that every student has had financial literacy we know that there's many opportunities for students to have financial literacy and they get it in different ways what we would be looking for is how to consistently be able to document and show that all of our students we know it's it's a very important life skill that they would all um show that they have taken the financial literacy course thank you i'm glad that you guys recognize that it's an important life skill appreciate that members further questions if not thank you terry moving on to the next item on the agenda senate concurrent resolution 153 requesting the convening of a working group to discuss the
