001[Music] [Laughter] um hey um uh oh all right mr mr all right good afternoon i'm going to call the we're calling the may germantown board of education work session to order i apologize that we're starting a few minutes late i had a little bit of a technical issue but we'll start with number one annual review a revision of policies first reading mr manuel so we have some policies that are up for recommendation from us one because of uh requirements and so if you look at policy 4.207 it just adds the line under number two that says every el student will have an individual learning plan ilp including language goals accommodations and academic data i believe dr phil of this is a requirement that we add this language into our policy if there are questions the
002team is here to answer if you have any questions any questions about this policy okay just one comment in line 11 number i'm sorry online 12. in number two where you have the word accommodations uh i don't think there would be anything wrong with qualifying that that makes it look like accommodations are mandatory and they may not be necessary in every case so i was just thinking we could just put accommodations comma if any comma yeah or if anybody has a better qualifier just something to make it clear it's not mandatory every time you may not need them so with all of our el students they do all qualify for accommodations on state testing and for class so it really is in effect a mandatory that they do receive accommodations for english learning now those
003accommodations do not all have to be enforced but by the state of tennessee requirement we do have to give all those students the opportunity to receive those accommodations and is that what you're asking or yeah i know we're going to give every student an opportunity for accommodations if they need it i just think if we don't qualify the word you may have one come through that doesn't need time doesn't doesn't need anything i was just qualifying it to take away the appearance of mandatory so it's necessary you're always going to get right so on the individual learning plan that is actually what is stated so the accommodations that they need are listed on the the individual loan plan and they do not need accommodations that will also be listed on the plan so the plan
004itself is going to be the document that's going to define the student with the information that you're requesting yeah i would just would if any or if needed would if needed be i mean i i would agree with dr fuller that probably the vast majority of these kids if not all of the kids will have accommodations but i think ms estes is trying to protect us from a situ from the rare situation that might occur where we'd be caught with the language well that that has to be stated in that document right so the accommodations do have to be stated so um if you're saying with if any i guess that would work but again that they don't need accommodations will also be stated in that document that's again that's going to be our legal
005document and in fact in july the state policy is going to turn into a state rule which will give it the effect of being a law which is why we need to get this into our policy now so again that individual learning plan is going to be very much like an iep it's not an ip though but it's going to be a lot like an iep as far as the enforcement and again the accommodations as they're stating on on that document so again if they're stated this the student does not need the accommodations that will appear on the document and again for testing it even though the students do do qualify for certain accommodations they do not all receive them because again it's going to be identified and documented on the document so really the
006addendum to the policy is adding that we will enforce that i lp the individual only plan for all english learners and as far as something i'm looking at that may be needed is even for students whose services are waived because that's something it's not it's not implicitly implied in that that statement at the end but that is true um so again those would be students that would catch up into what you're saying is the students that have waived services even if they waive services we had to have that individual learning plan and that would have to state all their well accommodations that they're using them but also anything that would guide their learning because in fact the classroom teacher becomes their english language teacher if they waive services and that document is used to to
007guide the teacher um as far as teach their instruction for that one student right i i believe uh let's hope that your language will will cover it so i think if if and i know you were looking for that same thing i think if needed uh if we add that clause after accommodations then it'll be lead it'll be listed like you said whether they have them or not in the plan um so accommodations if needed yep prevents a conflict between the policy and what you're doing as an educator yeah so miss uh subramani if you could look at after the word accommodations if you would put if needed should we also add even if the student has waves even if the parents have waived services i don't know if that's just applied because i think
008that's implied yeah okay we're trying to make it as streamline as but i think if you say if needed then you're gonna list like if if they don't have them um you would list also that they don't so okay i think we'll that'll hit it all right thank you thank you dr fuller thank you any other questions regarding this policy all right mr manuel the second policy that is up for first reading tonight is one that uh was actually prompted uh by board members and so this was something that we talked about in the past when we were looking at moving to the lotte system magna laude summa laude but at the time it was very difficult to include that and also look at a change in grading skills so mr curry had asked for
009us to look at this we saw a presentation during the work session at last board meeting so now here is the policy recommendation that is coming based on that presentation so mr constant if you want to hit your green button and just give us the overview of the policy good evening y'all yeah so based on uh that presentation we did make the change in 612 and you can see that's the the biggest bulk of the changes uh to include the ten point scale but to be sure that we're really clear on that hope scale is is still important because that's what the state of tennessee is going to use um there's some additional changes uh to reflect that 10-point scale throughout the policy such as the change from 93 to a 90 and i think
010at one point it said a 70 so we changed that to the and then there were also a few additional cleanup changes so one was miss abel's title we fixed that while we were had it open and we also fixed or reverted back to what the required number of grades were pre-covered because we made that adjustment for the covet year so any questions so i'll also add to that too and miss griffith and i were talking about this earlier today moving to the five grades we were trying to accommodate what learners were going to deal with during covet and teachers it may not have been the best thing we were trying to to plan for a virtual and coveted world and as you're aware having more data points so that one test or one quiz
011or one assignment doesn't affect the entire outcome of a student's grade we want to make sure that we have a good picture of their mastery of materials and so we had a good discussion uh today about reverting back to that that old number because it does it gives you a true representation versus five grades for a student then and i think some parents and teachers and students struggled uh with that this year because it what it was weighted so much heavier with with fewer grades and i'll add one more thing if it's okay you'll notice that we did not make the change uh in 3-5 and that was for a few reasons but we do realize that there's probably pros and cons for either way that goes it's just initially when we were approached and
012we had that presentation our focus was on more of that gpa and that competition other than that it was simply we know that they were going to go that way towards standard-based grading in two years effectively so the focus being more on the development of those rubrics rather than dealing with the change and the rubrics but again we're definitely very excited to hear what you have to say about that because this wasn't necessarily the focus but we are very open to that so we do want to talk about the fact that for the board this is one of we think is your points of deliberation for us as the academic team it's not you know we're not playing a flag say we need to do this if the board felt like they wanted to make
013this change in grades 3 through 12 we do not think that it would be met with opposition we kind of got a mixed bag some teachers thought it wouldn't be an issue it may not be an issue to change grades and then move to standards-based grading so this would really be up for you all to have a discussion about what grade levels and what grade bands you want this grading scale in well first off mr manuel and the academic team i appreciate your indulgence and looking at this i'm very excited about the possibilities here i'm a parent of a third grader so as i was thinking about this i know some of the concern at the last meeting was maybe not changing three through five because of the the move to standards based but so
014right now my third grader this year she was on the grading scale next year in fourth grade she'll be on the grading scale and right now based on the projected implementation of the standards she'll go back to standards and then on to middle school back to the grading scale so i see an opportunity for whiplash there with so i think the implementation of how we do the standards based determines what we're going to do here i would say and again it's just top of mind because i have a third grader and as i was thinking as we discussed earlier i was thinking about the impact going from one to the other back to the another i would think just for for simplicity's sake i feel i i don't feel that there's a disadvantage to us
015applying this through three through five because it's simple across the board and if there and if it's decided when we're implementing the standards based for the later grayson elementary school if we do decide to delay one grade band just to keep from going back and forth then then that gives them some time to acclimate to the new scale that would be my only concern on that yeah i think mr curry had a valid point and when he's thinking about his whiplash and he's talking about the experience he's not talking about the grade level of teachers he's talking about the experience for the families and the students and the cohorts and then in this case there would be a transition between the two so if you did decide it's a real easy change for us to
016just expand those grade levels um in the policy that would be something that i i think would be beneficial for families and for students and i don't think as far as teachers or grade levels that we would see that much up i don't believe there's going to be opposition as far as oh we're having to do this and then move to the standards based reason being we're going to do a huge ramp up uh for and professional development for getting ready for that standard space i don't believe this would be a significant change for our elementary staff i think there's some value in having the consistency 3 through 12 of the same grading system and yes in two years we'll be moving uh to more standard space in the lower grades but this takes out
017one element of the whiplash and i think it's um i think it would be a good move from a consistency basis for me considering it's two years before they adapt to standards based i think that demarcation between fifth and sixth grade elementary middle school is enough where they can adjust to a 90 or a 10 point grade scale i would keep it the same since we're switching to the standards based in two years anyways i want to make sure i understand when you say keep up if i may when you say keep it the same keep it the same three through twelve or keep it the same as it is now i would keep if we're moving to three through or kindergarten through five being a mastery standard i would keep it at this at
018how in third through fifth how we have it now until we switch to that i'm in agreeance with you on that and i'm trying to make sure i understand the timetable as far as as it pertains to the whiplash because if you're in third grade now and we start fourth and fifth grade i guess it'll be those third graders that we're talking about will have that that change here so those above um that was my question i mean you know when we spoke today i was like okay let me understand that's a lot going on in a short period of time although it really is a couple years so i see both sides of it for sure and i know when we originally talked about this that the three through fifth wasn't like it was
019just something like we never thought that would even maybe get brought up and here we all are i'm talking about it now um i think it's a different um because like you mentioned the weight the gpa you know at that level is not something that people are considering but i do think that would be very convenient especially we have a lot of people in our district who have children at all types elementary middle and high school and so to be consistent i can see the benefit in that as we talked about how it would impact staff and ramping up for those other changes in the future i guess listen to mr manuel now talk about some of the benefits i appreciate mr curry and bringing it up and i think that i'd like to ask
020get a little more information maybe before i commit to three to five personally but if it's something that we're going to consider today then if if it is something that you want us to discuss or you ought to think about we could pass the first reading as is and then do that during second reading because this is a first ring of policy if you want this if you want a little more time for us to do that and like i said this this is one that for us isn't a this is really for you all to deliberate so when you're when we're talking about moving towards standards based and you're talking about the rollout i think one of the things that i guess i wonder about is is if it would be if it's a
021situation where you would just automatically everyone would transition third through fifth to that or if it would be a roll up of that second grade class rolling up rolling up rolling up and then rolling out grades in the upper fourth and fifth to avoid the whiplash um i'm just i'm i'm just asking if that is something being considered or if it's a we're we're doing this and this is how we're doing it um because i think the i think your point while valid on the whiplash is i don't think that necessarily has anything to do with you know whether or not whether it's a 90 or 93 it's really graded not graded graded i mean do you see what i'm saying i don't i don't see that that's i don't see that a 90 as
022opposed to a 93 a would make a difference well the only reason i mentioned it is that was mentioned as a reason for us not rolling it to three to five to begin with was because of the standard going making the move to the standard space so we were trying to avoid the change but we might end up with a delay i mean i would strongly advocate for a delay of the rising fourth grader or going into the fourth grade because they would be the one going back and forth and back and so if it's two years for that grade band and so then i would i would advocate just to go ahead and get them on the grading scale that they're going to be on when they get to middle school anyway because it's
023a smoother transition and it's much easier and cleaner i think from a policy perspective and then when we make the switch whenever we decide to make the switch then you know then the the standard space applies and then the grading scale is four six and up okay so you're advocating to go ahead and move it to third grade and correct i'm advocating to make it 90 just across the board and then and then there's no inconsistency as far as the grading scale goes and then whenever we decide to roll out the standards based however that goes and again again i think and i guess how whenever that discussion occurs but for the the class right now that's going from third on the fourth if we decide to delay them just to keep from going back
024and forth on that then they're on a consistent grading scale and then when they rolled into sixth grade there's no difference for them and i'm assuming all the grades it's from the teacher's standpoint anything i enter in skyward it will just automatically calculate so from the teacher's perspective it's not a major deal on them either way i believe that is correct okay so i guess that was my i guess my question would have kind of reflects back to however that's rolled out i think that we need to be mindful whether we change it from third to fifth or not that the back and forth would be detrimental to the kids that that particular group of children and families i tend to agree both with brian and and with betsy or miss landers and mr curry
025that consistency is uh beneficial for the district um for families so that when they do have a third grader and a ninth grader there's no confusion about what does this 85 or 84 stand for because those discussions and confusion can occur so i don't know if that's something we want to discuss further at the next meeting or if we want to move forward what are the thoughts of of the board well i just want to be clear my understanding is two years from now we will be state requirements we will be switching is that correct from a k through five not not state requirements this is a district initiative for us to move to the standard space grading so the transition and what it looks like then i think myself was asking those questions we
026could do a roll-up i don't think they have that defined yet i know that when we had switched in the past they would choose grade level so we could roll that out anyway but no this is district initiative so how we roll it out is in our control okay so two years from now district initiative k through five would all be on a mastery scale correct that's one way to do it yes if we approve it and then that's that's your i guess suggestion yes correct and then 6 through 12 would be this correct okay so where do we want to go guys if if we want to wait till second reading i can i don't know to what you said i don't i i'm i'm unsure what research we could ask for to help
027make that determination i do like what ms griffith said in what you echoed on behalf of our families those who have a fourth grade a fifth grader a ninth grader this just makes sense if we're going to change it let's change it across the board and have a consistent grading scale 3 through 12. and when we change it for standards base k through six that's a different conversation and a different reasoning but in those interim two years or however we implement the standard base grading then there is a consistency across the district in our grading scale and i i think i would also bring up that when we do address the mastery grading that is that does fall under our approval um and at that time we can we can express our desire to see
028it rolled in and that can be written into policy as well if we feel like that is more beneficial to families and students and teachers alike but i almost feel like that's a discussion for the future two years from now board and this is the discussion for today's board of what is best for the district today let's say mastery grading there's becomes a big study and it's horrible and we don't need to do it well two years from now board can deal with that this board right now is dealing with this grading skill today does it benefit to have a consistent scale from third to 12. that said they are very different we talked about that we talked about that these they get mixed together a lot but yet they they are very separate conversations
029and so if we're talking about grading scale only three through 12 nothing to do with what may or may not happen in a year or two and that's the way it's being presented and recommended and it's consistent beneficial to our families i can get with that with that clarification i i would agree too all right then mr manuel if you would adjust the policy to be three through twelve on that grading scale so the three through five fifth grade would be moving to the ten point grading scale as well we will have miss suber money make those adjustments thank you i think while looking at you're going to have to look at the first section yeah i think we would just eliminate uh grades through 5 on line 17 on page 1 and basically eliminate
030everything to line 31 on page 2 and just change line 32 to 3 through 12 and i think that would clean it up um yeah so i believe the easiest way would be to take um lines 18 or actually it's 16 through 22 on the third page which is the 10-point grading scale and just copy those into lines 20 2 through 28 on the grades three through five section they mirror that's correct any further discussion on this so on line two excuse me line 32 page two where we have six through twelve only that remains because it's still a specific only to what is uh we're just replacing the numbers because it's specific to those grades and there's some information in there that's unique to them i think the grading number of grades required and
031certain exam exemptions probably apply separately okay that's correct any other discussion on this policy miss griffith did you have anything more okay okay thank you thank you so much and i'd like to thank the board for their patience a lot of times we we don't come with an open opportunity for you but we thought this was one that was important for you all to express how you all wanted this to look yeah i appreciate that and the discussion i think i think it's going to be a benefit to our students and families i'm very excited about all it so we're going to move to number two annual review and revision of policy's second reading mr manuel i believe the only um key here that we have to address was the clarifications that ms estes had
032sent to the board and i think they should on the service animals one so policy 4.615 is the one that has specific changes happen if you want to come up um i think we have captured those in this policy uh and made sure that we have everybody's got to raise and put there so just added the statement the top paragraph made the changes from before with the address and some of the titles and then took out line 9 and the quotation marks in line 10. any questions mosestus does this i guess meet some of your concerns from last meeting yeah i told mr manuel i was really not trying to beat a dead miniature horse to death however in this case my concern you know i just want it clear miss huffman is totally correct
033that this is designed to be an ada policy but just a broad reading of it i could see someone at some point trying to say you gave me that right under a deal you paid for it not saying y'all may not there may come a time when you require a service animal for a student as an accommodation but it won't be under this policy so yeah i think this is great thank you miss esses i really appreciate it and the first question i had when i spoke to the superintendent was is mrs huffman okay with us this looks good if she's happy i'm happy okay any further discussion on this on any of these policies on line five are we missing a v should be related to the separate write found under section 504 on
034the first page page one one separate right or two yeah to the separate right found yeah okay on line five in the yeah just to clarify you are wanting to say on line five related to the separate right or a separate right yeah i'd defer to moses whatever she all right and move on to budget amendments fiscal year 2021 34 35 and 36. so yes as as you're aware um this is our transition year for the senate and house bills that provide funding for summer camps these are optional camps for family based on data for students to attend these camps but moving into the next year then these will also be used for retention purposes and decisions on students moving to third grade so right now these camps are funded by the department and so
035you can see a slide here on the camp so we just want to give you a little bit of information on the camps and we did push this out to families at the schools we're looking at 360 rising first through eighth grade campers there are 60 staff members these are the requirements of how we spend their money two hours of ela daily two hours of math daily one hour of rti one hour of stream which is an application when you think about the stem classes that we currently have it's similar to those but it also includes arts and reading in there complete only free meals snacks bus transportation and then of course their themes miss davis has done a lot of work around these so she can answer any questions that you have or the
036questions that we have answers for if you do have those um these budget amendments for us just recognize the the funding and do some projections of what we think we're going to spend for these camps and it is all provided by our department of education so if there are questions on the budget amendments the reason there have to be three is because it's the way they're allocated in e-plan they have to be in different accounts according to the department of education for the three through five the six through eight account and then you've got the stream accounts so ms davis or myself i'll answer any questions that we have any questions for miss davis or mr manuel i just want to say bless you miss davis this is not a small task i am i'm
037sending you blessings so we'll move on to approval of instructional calendar 2022 to in 2023 which just blows my mind just saying doesn't it so as you know we pride ourselves on community input and engagement and this is a lot of work that came out of our committee works around calendar miss ledford led those works for us and she's presented on the past on these i believe these are very similar to the calendar that we've seen uh before so i don't know if you want to have any highlights on those well no so our calendar was approved by the state so that's good that's done one of our tasks one of our goals for the calendar committee was to take the 22 instructional calendar and transfer those dates to a 22-23 draft and then present
038it so we did that everything worked out where um i don't think there's there's not much different as far as the election day fell on the same time the easter monday it all worked out so that the the number of instructional days was the same any questions go ahead miss go ahead mr squirt um i appreciate this this has been a work in progress and to get to this place it was quickly pointed out and obvious when you look at the 21-22 and then this they are very much in sync as you just mentioned the only question i had for the superintendent obviously once that other because it basically mirrors next year's calendar if we find that there's anything we do want to tweak at least this is out there ready to massage or change
039slightly hopefully that won't happen but if it is we know that it's it's very futuristic in in that way so if we learn something from the 21 22 we'll be able to make adjustments but it's very nice and i just feel like a courtesy for our families and for our staff to have a good working at least anticipated idea of what what's happening in the future so thank you very much yeah and you're correct the official calendar is not approved until april for the following year as even though the board approves this we have to submit it for approval so we are going to have to submit this calendar next april uh for their approval so there could be changes at their time uh as you mentioned the main goal here is for families to
040schedule those breaks um those vacations uh around those big breaks so hopefully any changes that the board would want want to make would be minor at that time miss laffer thank you so much i think this is a really good thing that we're doing my wife she has to bid her vacation in november for the following calendar year so i think and she's not alone obviously so i think there's a lot of benefit there i do have a question because i was looking to see so on a calendar we've already had approved i was looking so the 2022 shelby county election because the county the shelby county elections are on an odd cycle and so right now they've got the county primaries scheduled on the shelbyvote.com for may 3rd of 2022 which is on the
041calendar we just approved but i just i say that we don't have that accounted for on the calendar this year but i don't think we knew the dates until you hear recently so i don't know if we have some flexibility but that may be a consideration because i assume all of our schools that are polling places are going to be set up as such for the county primaries on that day but i think for the 22-23 year we're good i just wanted to bring that up because i was looking it just it was top of mind as we were going through but other than that i mean thank you i really appreciate it i look forward to being able to provide this for our for our parents and students um on the instructional days we're
042at 175 i know in in the past every year we apply for a waiver in the past few years that will be continued that's correct as you're where we build in 13 and a half inclement weather days because we go extra time and so one of the uses for those is for professional development so that's how we have the expanded thanksgiving break our teachers do that flex professional development thank you any other questions about the calendar thank you so much you're welcome thank you we'll move on to approval of a fiscal year 22 consolidated funding application for idea esea ms huffman will come up i would say this is a housekeeping issue this is very consistent with what the board has to do for our compliance document that we submit to the state uh saying
043that we have done this so miss huffman yeah so we're actually going to be covering these budgets i think in line item nine on the agenda maybe so um after the approval after we just discussed this this is just housekeeping saying that it was done during a board meeting so so essentially it says that this board will approves our other budgets and you saw it thank you miss huffman next is insurance renewal okay on your board agenda uh you've got um insurance renewal rates i usually just go over uh the renewal rates because our coverages are the same so i usually just hit i believe it's page one two three um we did have a bump in our property rate this year from it was 231 142 for for uh this fiscal year next fiscal
044here we did have a bump uh to 273 232 so roughly a 42 000 bump that can be attributed to two things uh and then i've also got mr mcdonald here who can answer any questions that you may have that i can't have or that i can't answer but we did add property here we added the athletic field house we added the band edition we had the concession stand in paddock and those values pushed up and we also just went through a reappraisal so we are all subject to the to the impacts of that we did have a drop in our workers compensation of just under 19 000 and you'll see those reflected in the general fund budget tonight when we go through that property as well as workers compensation has been changed to reflect
045those uh reflect those amounts liability and student accident have have remained pretty pretty stagnant so they've they've stayed pretty much status quo um so i will be happy to answer any questions you may have about our insurance renewal and mr mcdonnell is also here to answer any questions you may have that i can't answer uh how is the because i will have construction ongoing i didn't see the addition houston middle listed and so i know it's in progress how does it work for coverage on that when we're in construction i just think like if if you know a tornado comes through or something and it damages our what we have under construction how are we covered on that sure so how it works for the new i'll answer that question in two ways how it
046works for the addition since that's new construction is that responsibility lies with grinder table grinder they actually take out insurance to cover that and we actually from a legal perspective we kind of hand over ownership of that property it's technically theirs until it reaches substantial completion and then they sign it over to us and once we've all agreed that substantial completion has been achieved it becomes our responsibility and then we reach out to our insurance carrier and at it on the existing renovations that take place we have the contractor take out builders risk insurance to cover any damages that may happen on the existing building any additional questions mr cathy was there anything um pertaining to claims that affected that increase i'll let mr mcdonald speak to that i can say that we have had
047some high claims we had the flood damage over at houston high school we had the boiler chiller claim over at riverdale so we have had some some claim some claims experience that may have led to that i let mr mcdonald kind of speak to that as well but i think that could also be a contributing factor and we do have an open claim right now uh that i want to i hope i went over at the last board meeting for the houston high fire alarm uh system uh which is also a large claim so that experience may have also contributed to the to the uptick yeah i don't know if you want to add anything to that mr so mcdonald are with collierville municipal school district you're with everybody across the state so where that's
048really reflected is the fact that y'all were not eligible for a dividend this year it's the second year in a row so that's how they really kind of take a look at where they're gonna put the dividends is the people that had the least claims um but also one reason for your increase is the reappraisals so they did increase carpet guns which right now everybody knows construction materials are skyrocketing so that is another another area well then frankly that increase doesn't look too much is this a deal like with your homeowner's insurance if you're basically subject to a penalty for a while i like for let's say you have a roof replaced and then they charge you or a higher premium for a little bit after a certain period that's elapsed the rates adjust back
049downward or how would that work in this case so your experience on your cop went from a 0.91 to 0.87 so they're always looking at the losses they expect you to have and then the losses that you actually have any additional questions regarding insurance all right moving on to the thank you very much and thank you mr kathy moving on to the general fund budget second and final reading so on the general fund budget we did make the adjustments um i believe we have a slide that we can show here uh the adjustments that we made are reflecting those real values for insurance so mr kathy if you'll sure yes i'm to blame for the changes on this one uh we did adjust our property uh we did adjust our property to adjust the actual
050amount that came in we did adjust our workers comp down accordingly and we also adjusted our utility budget by 80 000 that is due to the possibility that the storm water fee may triple for the city of germantown and we looked at our utility our utility cost and determined that's going to be a roughly 80 thousand dollar impact to our budget in the in the utility category so we did add eighty eighty thousand dollars in anticipation of that stormwater uh fee now mr curry did bring to our attention that we may be able to apply for a credit back from the city so we're working with them to see what that may look like so there may be some savings there but we went ahead and planned for the for the full amount of that
051stormwater tripling so property was adjusted workers comp adjusted and utilities were adjusted and on the revenue side of things that is not reflected uh as we discussed uh one of our first few amendments that we may make to this uh budget are going to be to recognize additional revenue uh and that will be my recommendation probably at that time to move conservatively and not allocate into recurring uh costs so that if there are things in our essa plan that we want to continue in the future we may continue those so as you're aware we're going to see an increase in the maintenance of effort from the city based around the appraisal values going up it'll be approximately 500 000. we haven't received the exact amount yet and we also have received additional funds from the
052department of education from the governors to put into salaries so that's probably approximately 650 000 that will go into um salaries so you'll see those reflected once we have the actual amounts and as you're aware we also have to do a budget amendment usually very first thing in uh july uh to recognize our final uh revenue uh projection from the state as you're aware we get those uh regular uh re it's not a reappraisal uh updates on what our budget projection is going to be so we will reflect all those in july any questions on the second reading of the budget all right we'll move on to the fy 2122 federal capital cafeteria health insurance and opeb budgets that's a mouthful so i'm ready to answer any questions on the carl perkins title funds idea
053when it comes to cafeteria and nutrition that will be someone else so that just just to give you the overview and i think i've spoken with most board members yes uh as you're aware we receive allocations uh from the federal government which is then passed down to the state department of education and so we receive allocations for each of these different categories based on student enrollment they look at services that have been provided for students options of students with special needs they take all those things into account to determine our funding for each of these other budgets and so we've just received those it is a very expansive process of submittal returns submittal returns some years more than others i think there have been years where there have been 13 14 15 revisions or more
054um i'm not sure where we shook out this year but um there were revisions and and they kind of really guide us on how we need to spend those funds and make sure that we're following all um regulations so miss huffman is intricately involved in all of those revisions to the point i didn't think about even introducing what these funds were so thank you mr manuel i just assume yes everyone knows what all of this is so um yeah questions around those budgets miss landers had one um when we were speaking earlier i think you were looking at the other funds in title one um is it okay other charges 5.99 so what was noted in eplan and so dr fuller as well as miss abel there's a narrative it's noted as carryover from the
055previous year and so my understanding with that carryover is that they will have to reallocate it once it's approved but right now it's noted as carryover from the year before does that make sense so just a percentage can come over and so that's carryover from this past fiscal year going into july 1. correct raise it off so it's right the other charges that that money is just identified as carryover from the previous fiscal year money that wasn't spent might be better to note it differently sure additional questions for miss huffman i think my favorite thing to do when i get this budget is to is to ask specifically now how much do we receive for our preschools no i mean it is so very little when you look at it's it's really not to be
056um unappreciative of the pennies we do get but it really it's not funded so it's not like with our other student that there's a bep number or allocation it's just supplemental so all of our preschool teachers we have some that come out of the general law all the teachers come on the general fund some are coming out of regular ed some are coming out of special ed the paraprofessionals that work in the classroom uh most of the instructional supplies and materials the majority do not come out of the preschool monies right so this is another area i think when we first introduced this i think was 256 000 was the amount of money that it takes to that starting year pilot year to fund this that is not included in bep revenue uh or in
057any projections uh this is something that we have to provide for on our own i just i think it's i think try talking about it every year is important i think parents and in our community needs to be aware of how little is being provided i think it's it's under 20 000 it's being provided to run for preschools in our district um and and while we see the value and absolutely want to continue that it is it is shocking to know how little we're provided for that and so it does come out of regular and special ed funding it comes out of other potential programs in order to provide it so sorry i just every year i'm probably going to have to do that until we have legislators who recognize the value and decide to
058fund what what they actually value if they say they value children so i'm all behind fully funding ideas so yes any assistance that's great i mean i couldn't agree more on 50 years later i'm sorry it's only been 15. it's only been waiting for fulfillment it's fine thank you miss hoffman go ahead yeah title 1a i just want to make sure i'm clear so title 1a the teachers increase that's a three three-teacher increase um yeah like the line 116. i just wanted to make sure i was reading that correctly so i think that might be a mistake in eplan it's actually five ft's so i have um two positions at riverdale an interventionist and a social emotional learning teacher two at the high school one interventionist one social emotional and then one fte for forrest
059hill or reading interventionist is the way it's noted so i think that it's just that they're listed under different categories so if you see under title 1a there are three ftes under i think it's object code 116. there's an other salary in wages on under 189 and there's under support regular instruction under 189 there's another fte position there so i think you mentioned that there were five it looks like there are five it's just where they're classified i was just looking at the budget increase year over year i was just trying to make sure that i was clear on what the increase was there if it was if it was indeed a three ft increase which it sounds like it is just categorized you know different titles okay any other questions from suffman all right
060thank you the next budget in your packet is the school nutrition but i see listed under on our agenda is capital so know that there those are inverted but we'll go ahead and cover the capital budget um next so mr cathy if you're coming up okay so this is our other funds capital budget so these are these are the funds that we get for capital expenditures basically from two revenue sources one is the shelby county commission and the other is the city of germantown so i always say this every year and uh that this is our uh in some cases these numbers are exact and in other cases they're a best guess so the numbers with the city of germantown uh that that are in this um in this budget there's 5 million in bond
061proceeds um and there's 500 000 and that 5 million is to go towards the houston middle edition there's 500 000 there for the secure entrance that's being added to houston middle school as part of that addition the number that's a guess at this point is the city of germantown has also committed to funding the sprinkler portion of the existing building for the houston middle school project but we don't know that number yet we're working with grinder tabor to get them that number and get their subcontractor to break out that number and we'll get that and we'll certify it and we'll and we'll give it to them so that number is a guess and that number will change the shelby county commission number is also a guess at this point shelby county schools do communicate to
062us that they are going to the shelby county commission uh and asking for 55 million dollars a year so the portion that you see the 2.2 million on that page uh would be our ada share of that should that uh request be granted but again that's just a that's that's a guess uh it's not not 100 accurate and i do also want to stress that um this these uh funds we have internal control processes where we cannot spend until we receive those funds so um i know the board approves these but it's not quite the same as approving the general fund capital budget because once you guys approve the general fund capital budget that is our green light to spend those funds in this case right here even though you guys do approve it we
063also do have internal control measures in place where we cannot spend it until we receive it so that we don't over underspin and we only spend the revenue that we take in i hope that makes sense and and two there will be some adjustment here because they're just certified they call it the wft ada the weighted full-time equivalent of our average daily attendance so you've heard me give the analogy of the pizza party and we get our slice of the pie that applies to capital improvements too so depending on the money that is allocated to shelby county schools we will get a proportion of that so our percentage of that whether it's 4.24 like it's been the past or 4.16 that we don't have those final numbers yet so we will have those to to
064know based on the shelby county schools ask what will be our appropriation and at some point it's a guarantee we will be back to the board to ask for an amendment to this budget once we do start to get real numbers in on the revenue side are we are those numbers going to be based on this year yes they will be so there yes there are concerns about where the how the adas are going to be appropriate i don't think it'll be a dramatic uh change for us but we may see a change from four point one and i'm making up numbers four point one five but it's going to be in that range of about around four percent to four point two five or it'll be somewhere in that range the the weighted full-time
065equivalent but i i think i share your concerns when you talk about hold harmless for student numbers and enrollment and what does that look like compared to other districts and their enrollments how are we calculating enrollments at this time all the state legislation around hold harmless were not related to the local commission dollars is that something we might need to speak to the county commission about it may be i would say there would be great inconsistency district to district within shelby county's borders potentially that would make it difficult to necessarily get accurate numbers i would say that is a understatement i'm trying to speak nicely i believe that uh the tracking of attendance this year and all schools and systems in shelby county uh may be subject uh to debate mr kathy i guess is
066there any value in lowering just maybe out of i'm saying abundance of caution but like the county commission you know i think we're making the assumption that the county commission is going to grant the full funding request from uh scs i've read where there's a little concern on that so does it make sense to knock that down to maybe like 1.8 or something assuming they don't get the full funding because i just don't want us to assume it's going to happen and then we're back down i would rather go conservative on that and then and then if we're short of the 2.2 then we've planned on it rather than being disappointed in a normal year i would answer that question yes absolutely we can knock it down move it do whatever we need to do
067i would say in in this year i'd be comfortable holding it and the only reason i say that is i've done a thorough analysis of our current year shelby county commission dollars that we've received and i've been holding back about 1.1 million dollars of that to roll over to the next fiscal year for the houston high softball field project so we're hoping the design review commission meeting is the end of the month assuming we receive our approval there we're not far from going out to bid on that project but it will most definitely be paid for in next fiscal year so those dollars would be included in that rollover piece that you see there and i think the short answer is because this doesn't operate like other budgets it's not as much a concern because
068we're not spending until we recognize funds my question uh would be around the bond proceeds do you have any indication from the city when they might consider going to bond we have them we have to set up a meeting to talk about that we did have a preliminary uh conversation with their administration which they talked about pushing the bond timing back to september or october and we you know we're we are getting ready to start construction as soon as the kids are out of school so that could put us in a situation where we could have a potential cash flow problem for construction i don't think it's a huge issue but i think we need to talk through the logistics of what that looks like because we can't control how much work is completed month-to-month
069so if grinder tabor grinder completes two million dollars worth of work in the work in the month of june they need to be paid for two million dollars of work in the month of june and so right now we've got esr 2.0 that will cover us through 5.1 million dollars we haven't gone through so3 yet but there is a piece of the project that's being covered there and then the city funds are the third piece third leg to how we're funding that so we haven't received an official but they did ask if we would be okay with those pushing the bond timing back i would be more comfortable with the beginning of the fiscal year which would be july first those funds they would go into bond in july or early in the fiscal year
070and we've expressed that ma'am and we've expressed that yes ma'am and we're going to meet with them again to talk through that okay thank you mr cathy mr cathy thank you for the explanation i just want to make sure i understand um fourth excuse me third item down transfers from the city of germantown that 1.5 i know you referenced their willingness and generosity to help with the sprinklers and then so that total what all does that so the transfers from the city of germantown line includes 500 for the secure entrance and the reason it's broken out separate from the bond proceeds is they're actually pulling that from their general fund reserve so uh there there is 500 000 in that line item for the um for the secure entrance at houston middle there's another two
071hundred thousand dollars in that line item for the uh field house like us they committed to two hundred thousand dollars a year uh for five years for the athletic field house at houston high school and the band edition uh so 700 000 of that one point five million are those two numbers the other other eight hundred thousand is my guess at what i think the sprinkler work may be uh but that's the that's the only unknown number in that thank you for that breakout or breakdown rather thank any other questions okay thank you mr kathy thank you the next budget that we're looking at will be school nutrition you also have this in your books too if you need a physical form it's on page 25 and the other funds budget but you also see
072it here so know that we have confirmation that we are going to be able to provide free breakfast and lunch against for the the next school year that's why when you see the 2022 budget we have the lunch income for children as zero know that we will see an increase potentially in the breakfast income or it's going to be the usda lunch and usda breakfast amounts but those are reimbursable accounts and so we will bring budget amendments based upon the number of students that choose to take the free breakfast and lunch we get reimbursed for those funds so now those are the major differences that you see here on the expenditures we control those this is supposed to be a self-sustaining fund so know that upgrading equipment or repairing equipment those are our kitchens those
073are our equipment so if we have a year where the revenue is not high we will do those out of maintenance budgets or capital improvement budgets we can do it out of those budgets typically it's maintenance i believe but if we have a year where the cat and it has been strong for the past few years we can make a lot of those uh repairs out of the cafeteria budget but this should be um essentially a zero-sum game the goal here is for this to not be a profit-making uh venture it's supposed to break even thank you mr manuel i know that earlier when we spoke i was excited to hear and yet wanted to better understand and you explained um if anybody else's lunch account uh ref looks like my children's that a la
074carte sales man it's just gonna free lunch but i get to buy all the cookies and chips above and beyond um that said with this first year being the unique year that it's been with the food and nutrition company that we've been with i'm really excited to see what next school year holds um because all the exciting things and innovative things they brought to our district i don't know that families fully appreciated that because not as many people were in the building and i really look forward to seeing how that will continue but our friends at the usda we're going to realize that and and take that for what that is and i'm glad you explained it in a way the zero-sum kind of how at the end of the day it is child nutrition
075and we bring a really good product to the table as a district and i'm you know i'm excited about that in the future but thank you for um kind of explaining how those work out and why it looks like zero that's our goal any other questions go ahead yeah i'll say i'm a huge fan of what miss watkins brings to the table i i know last year there was one whenever it was we're over at houston for something and i got to try out some of her i think it was something with some kiwis it was fantastic uh my question is do we ever have any issues getting reimbursed by usda or is are they pretty quick on the funding um it has not been an issue for reimbursements from federal government all right i
076think the next budget that we come to is health insurance and as i have mentioned and i'm going to sing it a lot of times we are so proud of how this budget has operated because we are self-insured and the decision there was a lot of pressure to go different routes do different things with this but we think as far as our benefits package it is incredibly strong and so you can see the amounts reflected here with no increases to staff for our medical insurance so ms stratton i didn't know if there's anything you want to share on this budget um sure i do have uh some information just for maybe people that are watching and and might not know a lot about our health insurance so on the revenue sources currently we have around
077499 employees who utilize our health insurance and we collect medical premiums from these folks in addition to the gmsd employer contributions during 20 pay periods throughout the year so this attributes to around five and a half million dollars in revenue in addition we do anticipate to continue to see those quarterly pharmacy rebates through welding which is our prescription drug administrator and this year we've been averaging around fifty thousand dollars in rebates each quarter which is listed as that other income and then finally we have continued to allocate around 428 000 of our reserves if needed to serve as a cushion to cover for those additional or unexpected expenses that are associated with our health insurance claims so this brings us to a total revenue budgeted amount of six million one hundred seventy three thousand three
078hundred and forty eight and then on the expenditure sides we have budgeted amounts to cover potential increases with our medical and pharmacy claims as well as administrative expenses for fy22 our administrative expenses those include our benefits consulting fees from employee security planning bob and brittany shupe they came and they provide us guidance we also have our third party fees from health cost solutions which it is important to note that health cost solutions has been acquired by lucent health so i feel like i need to say loosened health about a thousand times because they're going to be working with us now and then um our call a doc therapy and well done round out our other third party administrative fees in addition we think we may see some stability in our stop-loss premium rates for fy22
079due to a decrease in the number of the catastrophic claims that we've had during the 2021 school year so to date we've only had four participating members reach that stop-loss threshold of incurring 115 medical claims this year and i'll explain stop-loss real quick just so y'all are aware that's insurance on our insurance so if um there's a individual claim there's also a group claim tube so if any one individual claims so let's say for example someone had a heart attack and had to be in the hospital or someone had a stroke those could incur significant costs so once you hit that 150 thousand dollars the district's exposure ends the stop-loss premium picks up that um but the premium amounts go up the more of cases that you have uh mr curry you were asking this
080about our liability insurance they do look at this they do look at your number of cases and that do hit that threshold and that's how they determine your rates for previous years so that is something into to take into consideration so that's true we'll be bringing our our stop-loss insurance um carrier back to the board in august we do that every year in august um and and so that really brings us to the total expenditures budgeted um in the amount of six million one hundred seventy three thousand three hundred and forty eight dollars and i'm more than happy to answer any questions that the board may have in regards to our health insurance budget for next year i will point out mr curry and i had a conversation about insurance today and i thought it
081was something that may be good for everyone to know we were talking about our spouse out program and i don't know if we've ever presented to the board about that policy and our health insurance if you have a faculty member or staff member in the district whose spouse does have access to health insurance at their job or employment they're required to to take that insurance ms edelman does a lot of work around that so the employees have to sign an affidavit that either their spouse is not working or that they don't offer benefits in order for them to be on our plans and so she does a lot of work calling different employers to make sure that is the case when we have those and that's one way that we have maintained cost that policy
082is does help the district yeah i just i appreciate mr manuel giving me that explanation i was actually i was just very pleased to hear that we were proactive in doing that um i i would just stress to your teachers what they're experiencing here with their contributions being relatively stable that is extremely rare in corporate america might have gone up year after year after year after year and the deductibles go up you know higher and higher and higher and so i'm i'm very happy that we're able to maintain this you know while we can for our teachers and just on our staff but again i just want to stress to them how rare that is this day and age and i'm glad we're able to do it and i take pride in that but you
083know they've got it really good right now compared to you know corporate america so uh but no thank you for your hard work on that and again thank you for answering my questions on that i know that i have to pay um so we have something similar in my employment but i have to pay either a premium or a penalty however you want to call it to have my wife on my healthcare and i have to pay that each month and so um you know i'm glad that we're accounting for that and and glad that we're able to take care of our our staff so thank you thank you are you more okay i'm just going to piggyback on on the compliment of of the benefits in and of themselves we've had a lot of
084positions posted in the past few months and i have to tell you as people in the community mention or reach out to me about listings or postings of jobs and that's the first thing i bring up i'm like okay amazing place let's talk about the benefits ask about that if you get an interview ask about that wow so it really we talk about having the best people and we talk about um how we keep those people and i'm gonna tell you that we all know as board member curry just mentioned that is not reality in most environments right now so and hasn't been so to say that this has not only happened recently it's happened over you know the duration is really remarkable anyone else all right thank you miss stratton stay right there okay
085so we'll let miss stratton stay uh so she she can help us talk about the opeb trust uh account so just for for the public uh this stands for other post-employment benefits and i i shared this when i was uh speaking to the board of mayor and aldermen our retirement is paid for through tcrs so the district makes contributions that's part of when we when we calculate personnel costs we calculate those contributions to their retirement plan the opeb trust account is for health insurance for those employees who came over with us from legacy shelby county schools and actually within the first two years of our district two i think we closed the door which means that new employees that started to work for us were not included in this they don't get to take that
086health insurance into retirement but for those employees who retire from germantown schools who have been with us for 20 years 30 years they get to be on our insurance plan up until they hit additional new retirees will hop on to the stipends and i think that might be about it unless the board has any additional questions so i'll explain a little bit about the funding this was also a discussion at the board of mayor and alderman this is another point of pride for this district and we are not leveraging our future in order to make ends meet right now so when you have a trust fund like this and you're providing you're paying for the future so there's an actuary that actually predicts the amount of money that this is going to cost in the
087future it looks at return they look at return rates they look at our population of staff they do this calculation and there's something called an arc the annual required contribution uh i would say that's and we were talking about this today this is like getting your credit card bill and you have a substantial balance on your credit card bill and you see the minimum payment that you're that you have to pay we don't pay the minimum payment we pay the full amount so this is a fully funded plan for us um so in the future there will not be a balloon payment there will not be an increase uh this will uh eventually begin to decrease um based on our enrollment of staff members and the age of our staff members too so that's a
088point of pride for us so the 755 000 that's allocated uh for this expenditure is fully funding it that is not the arc i've got a question about um i was wondering i guess from like the medical claims for our retirees obviously that number is going to or our retiree population over the coming years it's going to i would assume uh balloon i don't know how many legacy scs teachers we had come over but i'm assuming it's it's a pretty substantial number so i guess just so the opeb trust will cover their claims so we're not we're not uh exposed from a district's self-insurance standpoint on that correct that is exactly correct so this is supposed to fully fund all of their predicted claims okay and so i assume that and i think we've talked
089about this previously in uh maybe the last budget meeting uh the opeb as far as that goes the market obviously running wild has helped us tremendously on that and then so no issues down the line so because we're fully funded and i'm assuming the the contribution rate from the comptroller it's all very conservative and so we're fully funding so a i'm very glad that that decision was made at our founding to do that i think it's very responsible and i think it is a point of pride that knowing that as the retiree health claims and they will they're going to go up because just by sheer numbers that we're covered and we're not going to be exposed to this district so i'm very very proud of that and stuff thank you to whoever was involved
090in that decision and our previous board all of our previous board members i think that's it thank you again mr sorry for forgetting about opec and now for the moving target so as you are aware uh we are uh getting ready to uh submit plans for esser 3.0 funding and the reason i was joking about this being a moving target i think it's every week we are getting updates on what are going to be the documentation what's going to have to be submitted to the state and to the federal government for these programs it's going to be substantial weekly weekly reporting documentation is going to be a lot of work no two that they've added some new components for us around community engagement so we're going to look in june and july as we are
091developing this plan to have increased opportunities for our community for our stakeholders to provide us input on the spending plan and they actually said that they want to see some of those inputs from the community reflected and updated in our plan so what we're approving today is just the first step so i can assure you that there will be changes based on community feedback uh around these programs so we've done a lot of good work already with our hanover studies or surveys that we've done for our parents around learning loss around virtual school we have a lot of data to go on but know that we're going to have those moving forward so we can move into the esser budget and so we can move into the regular online instruction in esser 3.0 we won't
092go through the cover page we'll talk about each area individually so this is page 35 in your books so one of the things that we've talked about is regular instruction budget account and that's for our online school so we know that providing a virtual education isn't right for everyone um this is a challenge but it is something that we have talked about in the past that would be a an initiative for the district and so we've already act asked the board to approve uh this position so that we could post it in the clerical for this position too uh know that in the first year we are wanting to use esser funding to provide this vert these virtual positions you can see that um here where we allocate the principal the analyst so our goal
093is to like i said fund that moving forward in the future we would expand this program open it up to outside of the state which would bring additional revenue which would offset salaries and costs so for us we're trying to build a revenue neutral online school program for our families but there will be details coming out as we develop those programs and roll those out other things that are included in the regular instruction sr 3.0 and this is from the academic department they've talked about making sure that we're targeting learning loss that's one of those key characteristics and key components that they want to see in our sr 3.0 plans so you see a k-8 ela instructional coach position and you see a k-8 math instructional coach position so no we put an asterisk by
094this because it's hard for us to approve this 3.0 funding within a budget year the objective and we can do this through this essar funding is provide for two years of funding this is just the one year of funding but the ask from the academic department is for the board to approve the funding uh for two years in our essar plan of course we'll have to come back to you and you'll have to approve it in next year's budget so for those two positions these are one individual k through eight language arts one individual k through eight math they're going to be working with students and teachers to identify based on data those who need remediation those who need extra supports in our schools and so you can see the amount there included in the
095budget but we would want that to be in next year's budget also so that's the request out of this funding they're also looking there's 600 000 allocated for online school curriculum and they've been this team has been busy researching and developing lots of different programs and opportunities and there will be a full presentation to the board on once we have this online program what are the different curriculums what's the enrollment look like we're not there yet they're they're building the plane right now they're building the ship right now this is just the first uh stab at this and of course there's 90 000 for other software programs that would support our students so if the board has any questions on regular instruction i'll be glad to answer any of those questions okay um ms huffman
096if you want to come on up i think the next few are are yours the next budget that we have out of this esser funding and no two that we built this so that it mirrors our general budget even though it's all under esser 3.0 you see the different categories that we are putting uh our funding into so our next one is under special education 3.0 so ms huffman if you want to talk about the sped homebound teacher or saturday school stipends sure so special at homebound teacher there's some changes right now that may be coming through with homebound but as we're moving into next year we're not we've provided homebound to many students this year that maybe in the the past we typically would not have due to the coveted pandemic not knowing what
097that's going to look like for next year obviously this is a placeholder to ensure we're meeting everyone's services especially those that might determine that they want to look at the virtual school option well can this person help provide and fill the gap so this is for one fte to provide homebound services saturday school stipends as you're aware we've provided saturday school for our students with an iep once in nine weeks so this has been used for not only this was prior to this whole thing from the state that it's now a requirement for learning loss but this was my department's proactive step and really trying to get out there and make sure that there weren't gaps and get our hands on those students it actually ended up being quite a fun experience and we're looking
098to do this again next year so an advantage also like at the high school and sometimes at the middle school but especially at the high school when we're looking at making sure those grades and we're getting those credits it's that extra little push for any of those students that may have quite a need a little bit more so that's um our stipend you'll see further down spin deg that stands for the special hold on we're not there yet we're we're just on the page 37 so we just got those two items we're getting there okay sorry so the next the next special education one is going to be special or a pause there do anybody have any questions about the special education homebound teacher or saturday school stipends not a question just a comment and
099that i appreciate i will say what you just mentioned um i've heard from families who benefited from those services uh in this again most unique learning environment that we've all experienced this past year and i really am grateful for the ability for us to be able to do that and i'm glad that we're fiscally planning for that to be available is this request just for one year of esther i know mr manuel on the previous page said for two are we looking is this a deal where next year it will transition to the regular budget or are we going to be we have not approached that yet so the the esser funding could stretch i think that's the only fundings the stream that we looked at that we wanted to go ahead and carry that
100over two years out of the esser uh i will put an asterisk by any that we want to to have our two year because that's not typical of how we budget as a school board but it is typical of how this esser budgeting has worked so that the two are not talking to each other yeah for right now this is just one year as i mentioned before one of the things that i will hope this board will guide us in those programs those things that we feel are needed that we want to continue we want to look at those additional revenue streams that we have and have a discussion about which of these are showing benefit showing data and how we want to continue those because our goal would absolutely be for the students to
101be back in person we know that's the homebound's the most restrictive setting so it's it's not this particular we always have to have someone that's available if the iep team determines that that's a service to be provided but um we would much rather have students in person if able yeah and i guess that kind of would go on to the i'll say that question would apply to the next page also i mean like you know i would like to make sure that we stretch and get as much out of esther as we possibly can because i think all these positions are i see value in all of them i just would like to make sure that you know if someone else can pay for them for a while then you know i'm all for that
102agreed i concur i think the next page are the school psychologists and so um i do they've already sent me three options of if this happens here's what it could look like and i told them that it was extremely important to look at from the mental health standpoint that we really under utilize as we've seen by miss skaggs this year at houston high school if given the ability and flexibility of time the type of impact and intervention so the green ribbons you're wearing that was a misgags thing she delivered to all the schools district office she is out there advocating for mental health and really providing the interventions that we'd like to see from all of our school psychologists who are really tied up in evaluations so if these particular positions were approved they're looking
103at setting aside now this is going to sound silly to say out loud but a day per school that's not going to work out perfectly when we think about schedules it may end up being an hour a day for that school but i've let them know that it will be scheduled mental health time and the sense of does that look like depending on the students that show from our benchmark that need that type of intervention is it a small group is it individual that's all going to depend on the need of the school so our highest priorities being the middle and high but that's just kind of giving you the the background and approach we're planning on taking if these are approved my superintendent's report today is just going to be a brief touch on
104the early work that we're doing with whole child and they're really talking about a tiered system of intervention and how we're providing for students and we talk about the role that our counselors play our social workers play in meeting those needs of students this is an additional level of support and how we could use our psychologists that we haven't in the past they spend the majority of their time doing assessments and having meetings with students instead of meeting and serving students needs so this is something exciting for the district that we see adding any questions the other item we have here is money for uh sr administrator this is money money that we can use for a position this is money that we can use for consulting there's going to be there are additional grant
105opportunities that are also coming for this position that they just announced last week too as i mentioned this is going to be a full-time project for us um i'm excited to say that i am working with tammy mason uh former superintendent of arlington schools to help us serve in this capacity so we're having initial discussions about how she can support us in submitting e-plan working with all these documents her knowledge her expertise as you're aware and an incredible district is going to help our district be stronger too in submitting these plans so we are having those discussions about how she can consult with us too in this capacity but those will be all worked out uh in the plans that we have but we're excited for miss mason to assist germantown schools the next section
106that we have is technology mr pierce i'll start talking as you come up here as you're aware we added an online school help desk that serves families students that are having technical issues when they're struggling as we move into this next year and we have a virtual school but also we're going to have times where we are moving in and out of quarantine we are expecting that that is going to be the reality of what we experience in classrooms with students and how are we providing services for those students they're going to be moving to some form of virtual instruction having support when your computer doesn't log on or having issues is going to be very helpful so this continues uh that position for that individual and it's been well received so far and then
107below that too we want to make sure that we are continuing our one-to-one initiative one of the focuses for sr 3.0 is making sure that we are providing for differentiated instruction learning laws for students and how can you do that have with students having devices when they're getting on to programs like lexia which is a self-paced uh program for reading or dream box which is a self-paced program for math there's nothing more differentiated than having that and so this provides a lot of funding for devices and on the tracking side of things we think this is going to be very beneficial when we look at how we document and show the state how we spend these funds uh i think this is going to be a beneficial program mr pierce i don't know if there's
108anything you want to add i don't know what else i can add to that but uh but yeah as mr manuel said this will continue our one to one initiative through grade 68 and this will also provides a a big refresh for devices through for the pre-k to 5th grade levels as well so you'll see that on there as well the instructional department requested devices for teachers so supplementary devices so that they can have a similar device to the students that they'll be teaching so you'll see you'll see that in there as well so yeah i guess if you have any questions yeah i'm glad you clarified i was looking i i was going to ask about fourth and fifth i didn't see that grade called out looking at the items i see third and
109then six through eight but i was just wondering about the fourth and fifth so is that probably in the chromebooks for the third grade should that be third through fifth well we we just purchased chromebooks for uh fourth and fifth graders during this past year um so they're they're they're barely a year old so that's why we yeah the the particular need was for pre-k through third grade some of those devices are going on six and seven years old so that that was that was a big need for this is there anything else that we can take care of technology wise with esser that maybe you know that there's an opportunity for us to leverage here um the only thing the other other item that that identified was you'll see an item called airtame devices
110that's the remote devices that we use here at the board we also have those houston high school those are device agnostic so it doesn't matter what type of device you have to be able to mirror with those and with the rollout of the chromebooks down to the middle school grade levels you'll see that as the item on there to outfit riverdale and houston middle with those devices so that that was that was a large need as well but other than that we're we're in a really we're in a really good place with technology so tomorrow's a big day everybody's going to bring their devices back that they've had in their possessions since like august of 2019. um i'm glad to say we found our charger and we had an apb out i knew it was
111there somewhere in the house and we found it is there any anticipation it's hard to say i think they've been using them i think at this point we would know if someone didn't have their device because of their school needs and everything like that but is there any anticipation that having not necessarily seen a lot of these devices in a long period of time that there may be some that we might need to that that's that's always the case there's we have a very minimal uh loss rate here uh with our our district here we're very fortunate to uh to have a responsible uh contingency with our our parents and our students um so our losses are very very very low i would i don't have any numbers exactly in front of me but it's
112it's less than one percent of all the devices that that actually go go missing and some of those are stolen so it's you know it's not the uh not the student or parent's fault so um we're in a very very fortunate place very good and in all seriousness i mean they've had them for a lot of these kids but a really long time but they've to your point they haven't been anywhere with them so they're probably safer they've ever been thank you very much you're welcome any other questions i think so thank you mr pierce so just to give you a little background um when hr was brainstorming the appropriate uses of the esser funds we wanted to make sure that we were in alignment with the spirit of the american rescue plan act which
113states that the esser funds must be used to prevent prepare for or respond to covet 19. so specifically hr focused on how the use of these funds can be spent on other non-academic activities that are necessary to maintain the operation and the continuity of services and continuing to employ the existing staff of the school district so we thought this directly aligned to our strategic plan goal number three focusing on retaining an exemplary staff so that the funds that we are allocating help to meet that part of our strategic plan so we are requesting to allocate around 800 000 for a one-time covered bonus for all of um our staff during the 21-22 school year and this bonus would be similar to the coveted bonus that we gave our staff during the previous school year we
114do anticipate continuing to implement some form of covid protocols next year in order to keep our students and staff safe and we do foresee that our educators need to continue to provide those educational supports for students who are maybe on a close contact status which will require additional work hr would like to set aside some funds for summer stipends for our 10 and a half month assistant principals who need to work during the summer in between their contracts in order to prepare for the 21-22 school year so examples of some of the work that our assistant principals will need to tackle over the summer include rebuilding the master schedule and class rosters planning those meaningful professional development for staff during the in-service week and assisting with staff interviews and just really ensuring that the the
115building will be safe once the students and staff all return just to provide clarity so we had to do that last year i think they spent multiple times rebuilding their schedules making them so the the unknown uh has posed a challenge for the normal school operations so this allows us to bring them in earlier and provide some additional work for them over the summer uh we would like to use some esser funds to secure two permanent substitutes through kelly services at each of our schools uh every day during the 21-22 school year this was something that the principals uh asked for they felt that it was beneficial this year and um these substitutes would be available to cover employees who may be absent due to a covid related activity um or issue or maybe they're
116off campus receiving some sort of special training okay so and the next two are really unique to to hr so we thought that we want to explore the idea of providing some id theft insurance for our employees and during this past school year we saw an increase in gmsd employees identities being taken for fraudulent purposes due to covid so we we thought that it might be a benefit for our employees to have some sort of id theft insurance that the district would pay for using the esser funds and and we just really feel like this insurance might provide just a little extra assurance for our employees that they have help if their ids happen to be stolen and then finally unemployment claims relating to covid so gmsd has seen a number of unemployment claims increase
117due to covid which has required extra costs through no control or direct oversight of gmsd and because gmsd is a reimbursing employer as are all school districts in tennessee the district has had to pay for unemploy unemployment claims due to either a current employee or a former employees other employer laying them off current gmsd employees who continue to receive wages but filed anyway unemployment claims and they were automatically approved through the department of labor in an error and an automated approved claims process that were clearly fraudulent so to protect gmsd from unwanted unemployment claims moving forward we felt it was important to set aside some of our esser funds so with that i'm more than happy to answer any additional questions you may have uh mr and what would be the allocation per staff member
118on the coveted bonus so we're going to try to mirror it like we did this year so it was a one-time one thousand dollar bonus before any taxes or retirement were are taken out for full-time staff members 500 for part-time employees but that would be something based on this amount of money we would do a calculation based on the number of staff that we have so it would not mirror exactly it would be close to that because we have increased the number of staff yes sorry based on the positions were proven i'd say that yeah there's going to be a handful of folks that might be in the new budget um quick question i was going to ask about the substitutes is it okay to ask about something that we've talked about previously even though
119it it kind of goes with the subs because i know that last year we talked about having that kind of gmse specific person yes it's a mentor a mentor kind of captain that if you will um and that's been happening yes so do we think that that person's going to remain yes i see that we want to have the um kind of permanent folks but does that apply to that position or in addition to no that's in addition to so our mentor uh the kelly services mentor that works directly with kelly services and that's still part of our contract and and um mr haddow he's he's been that kelly services mentor this year for our interim teachers and i just um but sometimes we have to pay them up front because we are reimbursing employers
120so that's what these this 30 000 would go directly towards paying those while we're going through the appeal process got it thank you for that clarification thank you miss stratton okay our next one is our maintenance of plant mr cathy if you want to come up come on up because you're really the next two but i'll go ahead and start this one this is initiative that the board discussed even prior to covid but it has been a tremendous benefit during this time where we've had to do deeper cleaning to have these employees that belong to the district they are gmsd employees they're not part of the custodial contract that serve each of our schools and so this would be using esser funding to continue that program uh that we had this this past year uh
121we've talked to our principals schools that it has been beneficial and they were supportive of continuing this program this may be one of those we already put a star by it that moving forward in the future we might ask the board to continue uh this program for the district so these are those salaries for those individuals mr cathy and if you have anything else to share on dave board no sir this has just been moved from the general fund to the ester budget for those day porters or schools okay we'll move on to the regular capital outlay so this is one that i do want us to be thoughtful on and i think i've talked to each of you about putting money into our capital whether it's in the s or two or the s
122or 3.0 funding there's been a lot of discussion from our legislators from the department of education from the commissioner about moving the needle and showing how we are improving student progress how we are supporting during learning loss one of those things that we can put funding into is if we've had a situation where we are staffing above the bep well guess what we staff well above the bep in all of our classes but we don't necessarily have the physical space to serve those students so one of the things that you saw this year in all of our models was the use of learning labs or hubs where students would rotate in and out of classrooms so we can provide instruction putting money into buildings where we can actually expand the footprint of the building where
123we can have more testing on site at that time and we can actually move out into those classes will help us remove some of those hub situations moving forward with coven but it also allows us to to think about how we are using our reserve that we did have allocated for those projects for those programs that we want to continue in the future so my challenge to the board is for us to think as a group and we keep talking about those programs around whole child around academics that we want to continue moving forward in the future for us to move strategically and think about how we want to continue those using our reserve that we had allocated for those buildings so this funding is moving into houston middle school's addition um but this would
124be the the budget that we would adjust if there are programs that the community or if the board feels moving forward that they want us to add whether maybe it's we need to add an additional psychologist or we need to add an additional counselor there may be requests like that that come forward uh our recommendation would be to move it from this budget in order to to add those so this is kind of the the catch-all for that additional funding is there a minimum amount that you'd like to see kept in this for houston middle assuming the requests come in so the i guess just to give some flavor to the conversation on the houston middle cost it's a through we've got three funding funding sources that we're looking to fund at esser 2.0 is
125roughly 5.1 million which will go towards the addition uh the city is funding us at 5.5 million so i think that's 10.6 million if i'm adding correctly we don't know the number for the sprinkler portion of the project but we do know that that will be a number that the city has said that they will they will fund um and then we've got 5.9 million here so those are the numbers that we're going to use to fund the houston middle project the bid came in just under 15 million dollars i think it was 14 million 950 000 exactly uh architecture claire yeah you're going there and so to clarify that's just for the building itself um architecture and engineering fees are just a little over six percent of the project uh so now that we
126have a bid number we know exactly what our architect and engineer fees will be uh at six percent of the 15 million and then we still have to buy ffe for the project we have to furnish those classrooms we have to uh we we have to buy desks we have to buy chairs we have to buy anything and everything that's not a permanent attachment to the building and that wasn't in the bid package so uh to answer and although i know that our operations department is counted on to be perfect frequently i've never been a part of a project that didn't have a change order so there will be change orders that will be associated with this project as well all that being said we will expend the city's funds 100 on that project we
127will expend esther 2.0 2.0 100 on that project and we will probably expend a good deal of these funds that are allocated in this account for extra 3.0 on this project but there may be some leftover in this account uh in which case we could reallocate it to whatever we we need to use for use it for so i hope that that was a very probably long answer to the question no so yeah because we want to make sure we do it right now i would assume from a technology standpoint i don't know if that's including an ffd for you know technology for new classrooms and all that so i mean you're talking i think there's going to be some expenditures there i just wanted to make sure that if we decided that maybe you
128know based on community input maybe a million of it would be kind of money so that we can access it without it being otherwise earmarked for something else that's correct this one will be very documented as far as when we have the pay apps and when we think about the the certification that we can provide i appreciate that okay takes us to our next uh and last which is our whole child uh 3.0 and and i do want to say we chose these categories but i would also say the psychologists even though they're included under the the esee are exceptional students that's part of this whole child continuum or tears of support here so mr bland will come up and talk a little bit about um after recommendations from you guys and talking to school
129principals and ms law and ms kennedy um we actually recommended that we put two school counselors into the general budget uh but with the uh with the esser 3.0 we decided to move the two counselors into um this budget and there's an itinerant at farmington and dogwood so farmington dog would have one and a half counselors with the addition of two counselors the itinerant will be able to pick either farmington dogwood which would give that school two counts we moved it from that general fund into this category so you'll see it reflected here and then of course the whole child director which will be working under mr blaine and then also working with mr hatto and and the schools counselors all across all tiers of support um that position is included in here also um
130if you want to talk about programs or um so we tried to just initially look at some programs or services that we could possibly use some of the funding for and one that we really like was uh gaggle teletherapy services they provide a certain number of students a certain hour of teletherapy per year so we really like that model not sure that we're going to go with that but we we're looking at several different uh programs and initiatives that that we want to implement for the next school year and then the professional development of course mr haddad has a lot of good ideas and and good uh initiatives so if he wants to further um look at things outside of the area though these funds can be used to send him or miss ds2 professional
131development to come back and implement some new programs or potentially bring speakers or groups here depending on as we roll out this initiative how we want it to look so that'll cover all pd for on this whole child initiative so if you all have questions we're glad to answer them are we allocating enough i mean i think we've got an opportunity to make this robust so i guess i just don't want us to shortchange ourselves are we i mean do we feel like this is going to take care of the possible need i i think there could be additional needs especially when we look at houston middle school for example and we look at our ratios i'll share that my superintendent's report that'll be something that we want to have further discussions with the schools
132and as we develop how we're embedding these programs into the school and the community that my guess is uh no we we are going to come back with some additional recommendations because as you know um those people working one-on-one with students are priceless and the support that they will give so we'll probably be looking at additional position this is our first first draft okay yeah because my thing if we're going to do this let's do it right um i don't want uh and i don't want us to shortchange i think out of all of the things that we're doing this is the most important and so um you know and if that means going back to the previous item where there's some that needs to come out of there and shift over i just want
133to make sure that we we give this 110 percent and that we do right by our students and so again if we think we need more um you know i defer to y'all but i i don't want us to nickel and dime this so i want this one to be right for our students we we share your sentiment and as uh we our concern is always sustainability so the reason we didn't go with all in first was we want to make sure that as we move forward we can keep those people with us and no one wants to be funded under a one-year grant or a two-year grant so we want to make sure that that's sustainable so we want to make sure that we have the boards support around sustainability before we really go
134and go all in i just want to make sure since we're talking talking about moving from general on the recently presented budget over here with mr bland's category when we had guidance personnel 14 that will go to 12 and then the two will be put in this esser budget that's correct so those are nodding these are not included in what you have previously seen okay hold on so then that's what i'm trying to understand so we're currently f14 these are two additional that would have to be put into the budget moving forward that's right after answer yes very well that's what i was trying to understand when you said move from general so it'll go to 16 it'll go to 16 will be there the only one that mr haddad was moved from general i
135think he was previously in mr emanuel's budget and so he's being moved from that budget into esr for this school year that would be under yes okay perfect wow y'all thank you and uh you know i know that this has been a long time coming um previous um current board members that have been appealing and and trying to figure out a way to fund these positions for some time and um two new board members excited to have on all five of us be a part of as this moves forward to be able to consider this funding it is as board member curry says i mean it's it's the top of mind for sure and we've made it a priority and we continue to invest and i'm so grateful for that any additional questions for mr
136milan well we'll be that's all of the um secondary budget i guess second first reading of the federal capital cafeteria health insurance and opeb budgets it is a mouthful oh my goodness so we're moving on to further business um and i'll i will start that i passed out um a draft of a potential policy last work session we briefly discussed a student board representative and establishing that and i was tasked to talk with mr manuel and for us to discuss what that might look like for us to address the future meeting this meeting is this current meeting is pretty substantial as it is so mr manuel and i agreed that this might be something that best be decided in june but i did want you to have a a first look at what i was
137looking at in terms of policy i pulled policy from across the nation everything i've got some from california wisconsin minnesota virginia um and a couple in tennessee and i pulled all of those and and and looked at what would apply to us and what some of the concerns had that had been expressed previously about really understanding what the role of a student board member is or student board representative is and making sure it's very very clear if if we were to put in place in a a policy so that's what i strive to do with this draft my request we can talk about it briefly but our time is limited um i would say we can certainly discuss it a little bit now if we wanted otherwise if you wanted to look at it give
138some feedback to mr manuel um and miss super money we can certainly tweak it between now and in june and then have a larger discussion at the june work session so because i know i'm just now putting it in front of you i didn't i didn't want it to be an item on the work session knowing that our work session was extensive to begin with so any thoughts on that my initial reading of this it looks good i think discussing it more in june is fine i think that's probably the best time that way we can read it ask any questions and i think that's a sound approach it's been any thought as to the i guess selection process for choosing student board member so what i saw from what i pulled what i gleaned
139there were two different approaches one was that it was elected by the students as a representative of the students and then one was a selection process through an application process that includes recommendations from teachers an understanding of that there are requirements that they must meet you must be able to attend meetings this isn't just something you pop in and out of as you feel like so you have two different opportunities or two different possibilities of how to do that um i i went in this policy with the application process that of course is something the board can discuss how they would want to do that if they would want to do it that way recognizing that procedurally the application process would be something that the high school would be primarily responsible for if we want
140to put some specifics in that we can certainly do that some minimum requirements or something like that i was erring on the side of [Music] allowing the high school and mr manual the latitude to to work on that process but again that is something that we can address i just want to thank chairman oh for the research and the writing um uh i look forward to reading and and getting into it and you know i think that if we are prepared at that point in june it would be a good time especially if we're anticipating a possible implementation for the upcoming school year that that timeline is works yes i i did check with mr manuel about the timeline if we were to adopt the policy or make a decision to in enact a student
141board representative with or without policy he said they would be begin that search in august or that process in august and i appreciate the superintendent's participation in that as well i know we've talked about this a long time off and on and again i just appreciate everybody's willingness to consider it all right so what we'll do is we'll discuss this again at the work session in june and we will also then potentially be voting on it in the business meeting in june as well following your y'all's input and you can give that that input to mr manuel and we'll we'll work with it from there does that sound good it does and thanks again for your work on this no problem is there any additional further business so we will adjourn and then return at
1426 30 for our business meeting you uh i don't have a recognition is [Music] it is 6 30. the may meeting of the germantown board of education is called to order we're going to begin with a moment of silence ms landers would you please lead us in the pledge of and to the allegiance for which it stands one nation under god indivisible with liberty and justice for all next is the approval of the agenda the chair will entertain a motion i move to approve the agenda second the motion to approve the agenda was made by miss landers and and seconded by mr strain miss super money would you call roll mr stream yes miss landers yes mr curry yes miss griffith yes yes thank you next on the agenda is recognition and awards teacher tenure

152month ending april 30th under the school operating fund the liabilities and fund balance total is just over 28 million the federal projects is zero for the cafeteria account it's at 285 000 liabilities and fund balance total for capital projects it is 1.5 million health insurance is at 2.75 million opeb trust is 4.26 million general fix assets accounting for 117 million seven hundred forty seven thousand four hundred twenty three dollars and forty one cents and then the total is a hundred and fifty four million six hundred and eighty eight thousand one hundred and forty two that is your balance sheet for the month ending april 30th for the highlights for the revenue and expense report i won't read all of those know that we are at 71.26 for our expenditures total in the school operating funds
153and the toll total fund balance for those accounts is 6.9 million that concludes the financial reports as you're aware we are embarking on a re-envisioning of whole child education this is a key component in our strategic plan and also in the state's strategic plan so i just want to highlight some of the things that they're looking at but we are going to do a full detailed presentation for you once they have finished their work so that should be the end of this summer or the beginning of this school year so i think we hear this question often what is whole child education and what does that mean and this is from ascd which is the association of supervision and curriculum development it's a professional development organization for counselors and teachers that's been around for multiple
154years when they define whole child education they define it as ensuring each child in each school in each community is healthy safe engaged supported and challenged and what we're really talking about are maslow's hierarchy of needs that they are taking care of in their needs before they can learn that is whole child education and it can be a wide range of services and programs that we're providing for students so in speaking of our strategic plan a lot of objective 2.3 under whole child is really going to be the heart of what we're looking at when we are developing these plans and this these are abbreviated uh definitions of those but the three keys under this objective we our goal is to enhance wellness balance and learning for students through a focus on social emotional learning
155and strategies to improve student outcomes and the three bullets that are drawn out in this objective are to refine an early warning system we talk about mental health awareness and and being aware of student needs how are we targeting the staff the students the individuals in our system that need supports and then based on what we have identified how are we providing the appropriate supports and those are tiered levels of support depending on the needs and and one individual may through move through several levels of tiered support and then providing social and emotional education by proactively implementing programs strategies and activities those are our three key bullets that the board helped us develop so when looking at these and these are not uh completed yet this is some of the early work that our counselors
156have worked on miss law ms kennedy they've really developed some of these uh factors and so we're going to talk about some examples but as mr bland has spoken about this may not be where we end up this these are the uh original ideas that we've looked at the current practices so tier one you're talking about school-wide and if you think about it as a net it's a big net for everyone um those are school-wide programs and activities like rtib squared elves the the bullying program signs of suicide red ribbon week mix it up kindness initiative things that everyone in the school will experience then you also have core curriculum and those are one of the things we're going to look at is a comprehensive look at k-12 programming what are those programs that are
157for everyone that we're going to provide for all students regardless of their needs this is something that everyone's going to receive but individuals are going to struggle and they're going to have issues so there may be needs for counselors for psychologists for individuals to provide small group instruction and they could be focusing on anger management social skills conflict resolution grief that they may be experiencing impulse control they may be experiencing family changes but how are you providing those groups of support and then some individuals will need even higher levels of support so we may have identified through a crisis assessment that they may have suicidal thoughts or they may be there may be a threat to the school or other students at the school and how we providing supports for those students to help them
158through those challenges they're facing and it could look like individual counseling with counselors with psychologists it could be with teachers it could be with administration but how are we providing that ongoing regular support for those students at this highest level and then finally last but not least we also refer individuals out to other agencies for support but how are we providing this whole tiered level that regardless of where students are we are going to meet their needs this is what they are refining right now this is the work that they're in right now mr bland's helping them lead this charge looking at what are we going to provide for students so we're thankful that they've looked at some of these and so they're evaluating all the programs that fit into each of these categories and
159all of the supports so let's talk about how we're serving right now and this was some of the discussion that we had earlier so you can see the current student populations this year dogwood at 616 students they have 1.5 councillors farmington's at 596 they have 1.5 and you can see the ratios of counselor to student there forest hill elementary currently has one and they have 582 students riverdale k through 8 has two but they've had one previously that because of covid they were looking at some staffing solutions so they're going to return to their their three we'll see that in just a second houston middle school has two for 929 students and houston high school has six for 2013 students but what are we proposing and what are we looking at when we talk about
160those needs and as we discussed during the work session there may be additional needs that we have and the community may identify additional needs in the staff so we may be revising these numbers but here's our first proposal our first draft at this we're looking at adding two positions and so that gets rid of the half position at dogwood and farmington so it would increase them to two we're talking about adding one position to forest hill elementary school you can see riverdale returns to their status of three councillors there houston middle school at two and houston high school at six you can see except for houston middle school the ratios are pretty close to each other which is why we talked about one addition that we may make and we may be looking at those
161numbers but also too we're going to have to look at the other support so how we fold the psychologist and to support these schools may be a part of this puzzle too but this is some of the work that we're looking at of how we're supporting students in the schools so additional social emotional staff that we've talked about additional school psychologists to assist in tiers two and three continued use of our social workers in in tier three but they also serve across all levels for our social workers a social emotional teacher at houston high school that can be part of regular programming there director of whole child of education and whole child coordinator so we're looking at lots of different staff members to help support this initiative so just to review kind of and really
162expand upon those bullets i really did minimize those for the presentation but we want to refine the current early warning system and so it's going to compile the following data absences tardies referrals grades clinic visits we're looking at all those data points to try to track those students who may need additional support so sometimes the first identification for a student just may be that they're struggling with their grades they may not have an issue with understanding the material they may be experiencing something with their home life or they may be going through an emotional struggle that then flags them for additional supports we want to have those tiers of support related to social emotional academic needs to promote a well-rounded student so we're meeting all those different levels for students and then we're providing social
163emotional education and support for all students by proactively implementing program strategies and activities this is the beginning work uh this is going to be an ongoing piece for the district but we didn't want to highlight and like i said we will be coming this summer or the beginning of next school year with detailed plans of how we want to implement this we'll also be engaging our community and our staff members for additional support and and feedback and really help us think about how we best serve students so that concludes the superintendent's report just a brief look at some of the work that we're working on right now thank you mr manuel next is citizens to be heard i currently have one citizen to be heard before we get started i have something to read regarding
164that and then we'll i will call up that citizen gmsd by its policy allows persons to address the board during citizens to be heard section of its agenda but only within certain guidelines tennessee law makes no specific provisions for the participation of the public at school board meetings thus there is no inherent or legal right of citizens to make comments during a school board meeting prior to your remarks you must state your name your address and the subject of your presentation if there are several persons who are intending to express the same sentiment gmsd board rules require that you designate one spokesperson to speak for your position if you do not do so the chair and the chair determines that comments made are cumulative the chair will direct the speaker to cease their remarks individuals
165addressing the board shall address their remarks to the chair speakers will not be permitted to engage in gossip make defamatory comments or use abusive or vulgar language in accordance with gmsd policy school board policy number sb 1.404 remarks will be limited to three minutes unless time is extended by the board or otherwise reduced by the chairman to reflect the number of citizens to be heard tca 3917 306 provides that it is a class b misdemeanor to intentionally prevent or disrupt a school board meeting please be advised that any individual who is disruptive or does not adhere to the aforementioned rules will not be permitted to continue or make their remarks at this meeting the citizen to be heard is mr murphy appling mr appling if you would just approach the podium there's a little button
166on the microphone that you push and it'll light up green and then if you state your name your address and your subject and then i'll start the timer uh murph appling 2685 hacks crossroad germantown tennessee 38138 right down the street mr superintendent mr chairman i was a classroom teacher at germantown high school for 14 years and southwind high school for six and i'm currently a kelly services substitute at houston high school and love every minute of it but there's been some developments here on the national level that's got this former classroom instructor this father and the citizen of germantown concerned about this critical race theory and i want to know where the gmsd stands on this particular issue because a pontification came across the wire today from our duly elected chief executive in washington d.c
167and i guess to put it in better words he's going to try to cram this down american citizen's throat and as a concerned citizen on this where do we stand in this district on this critical race theory because i just heard the legislative report i think the house and senate passed a bill no no subjects regarding sex race and whatever and it seems like this you know people aren't taking this serious but i'm getting all kinds of reports from the impromise magazine from various news sources that this is becoming nationwide i mean first graders having to deconstruct themselves springfield missouri middle school kids oppression matrix philadelphia elementary schools communist protests and in seattle teachers commit spirit murder that's an affront to the to the 19 people that we just awarded tenure to so can anybody
