to stand before you to get to do this in recognition of our Librarians across the county I don't know if you know this but April is the month we set aside to recognize and honor our school librarians across the county and even being a student in Hamilton County but then a teacher an administrator and now getting to work at this level the libraries are really like the Hub and the heartbeat of so many of our schools and so it's a privilege to get to recognize several Librarians tonight but I also have with me Sean Carl Meyer Lee from read20 here in the in the city of Chattanooga this is our first year to really do a special recognition of a school librarian and so I have to say before I turn this over to Sean

the best thing about standing here and recognizing Laura Dowd is I can't tell you how many times I've actually been in her library in the space that she's created for children and it is an absolute Joy to get to go to class in her classroom there's never a time that I've been there where there's not a unique thing like an an invention or a puzzle or or blocks or books that she's she draws kids into the space where she's really welcoming them into learning and you can't wait to get there and you don't want to leave so it's an honor tonight to recognize all Librarians but especially to give this time to one of our outstanding Librarians from Hamilton County Sean um thank you I'm Sean perlmeier Lee from read20 I'm the chief reading officer

and we've been around for in Hamilton County for about almost 18 years and done a number of things and lots of the work we do it's not in schools it's with preschoolers but a huge piece of what we do is in the schools primarily Elementary but I have to say we have some middle and high schools participating this year in what we call our probasco readers program the probasco readers is getting kids to read outside of school time every day for 20 minutes so they accumulate at least 100 minutes a week and they do it for the whole school year but anyway besides that and the Librarians are key point they're a point person in the schools to make that work happen and they do phenomenal things so we decided actually I recognized after going

to a few celebrations of teacher of the year that Librarians were never on the docket and I thought that was a shame because we value them so highly so we put together a luncheon and you were invited some of you got to come um and we uh Dr Robinson Robinson thank you very much he came and spoke and mayor wamp spoke and we got to present uh or explain that we had eight people who Librarians who do a phenomenal job there's principles thought so and recommended them our board we have a board member here Edna Varner is here and there she is and um but our board came together and did the Voting so I was just thrilled to death with the people who were recommended by their principals and Laura was the is the

librarian of the year but before I give her her award again I want to tell you the other ones that um were also recommended Kim lane from Wolf Stever Creek Lindsay Prater from Saudi Daisy Elementary if they're here that can stand it hold it there's two there's a Daisy Elementary in the Saudi Elementary which one what did I say you said study Daisy yeah I always put them together it's Saudi Elementary thank you okay anyway Carrie Vinson from North Hamilton County Elementary Jennifer Purcell from Apison Laura Dowd from Nolan Charles Braeburn from East Ridge High School Nicole galletta from Big Ridge Elementary and Jennifer fields from csla so we have other Librarians here so if any Librarians here please stand or wave I think and I want to give the award again and let you

see this award for Laura now [Applause] we also celebrated with a quick video thanks to Signal centers who produced it for us and I'd like to show you the video which shares a little bit about the understanding of what Librarians do for us and what they mean to us thank you don't try I think they're trying to get the volume up it's all right I hate to do this because of technical difficulty for some students especially if they're readers and they just need that space to go and sort of get away and be themselves and you're one of the few people in the building that's not putting a lot of pressure on them you're not expecting a help from them like grade wise you're just sort of there you know just there come to the

library do what you want to do get a book be yourself yeah I do feel more successful in school because of the library and that's because I really liking it here and I really like the library too and the books that I asked for she would always get them even if they didn't have them she still find a way to get the looks what I love about reading is that you can just get sucked into the pages and nothing else of the word really applies to what you're reading and it's just you're so focused into the book that you don't realize anything else is happening and it's a good way to get out of the reality personally I like the um I like to read adventure stories or stories written by black authors I like

imagine like what would be going on like if I was in your shoes being a librarian it can be really hard because you're the only one in a school doing your job and you're the only one who's working you know a lot of times across all the grade levels and with every single class and every single teacher and every single kid and I love it but it's also hard so I'm very lucky that we have a great network of librarians and it's just so phenomenal to learn from these people who are doing really great things and to be able to share ideas and share struggles and really be able to lean on each other and to know well what's really working for you and what's really great for you one of the other Librarians mentioned

that she had a spot in her Library called some space for when kids need it some space to be able to go and just reset and I thought immediately I knew I was like yes that's what we need so we added it this year um with some fidgets some coloring a Buddha Board where they can paint but really it's just a safe spot that when they are so mad or crying or I mean it's usually mad but also just really crying or really upset and they just need a minute to be able to come and resend they can and I know it's a safe space so this space is really special to me because it's these things the librarian bought for us just to help us cool it down so we got a puppet um

some fidget cubes coloring books and a paint and you paint with water and it shows up as a black color I really love using it I get the right my emotions I like to write my name a lot and like hard to just doodle because it's really helpful for me because um I do I don't get mad easily but I do get frustrated and it's really hard for me because when I read and I see words that I don't know it's very frustrating for me so I just go over to the spot and cool down do some Doodles or Draw or fidgets anytime somebody write their emotions down it just disappears and like it's all gone you feel a lot better I think it's just really really helpful for a lot of people this basement

to me it like over a little book that you and your friends can that you can make new friendships because of the books that you read get like blind over space it'll help you like relax if you have a tense day this space just let me relax the library has always been a safe space for me especially like during lunch whenever I'll feel anxious or it's just really loud in the lot in the cafeteria last year at the very end of the year I was going through a rough time and I wanted to distract myself and so I asked myself or she had a book and she gave me one and it was really good and it got me back into reading one thing I want to make sure the kids have is an enjoyable

space um I joke that I am the loudest librarian in Hamilton County I don't know that that's true but I I am not one for quiet spaces I'm not a quiet person myself and I want libraries to be enjoyable and my job is to find things that what are you interested in what are some books you can just look through and enjoy and then it might get more interested in trying to read or books that are more appropriate for your level so helping book kids match with books is everyone's goal and the one that lights up our day when we can do that you know there's a magic that happens when you get the right book to the right kid at the right time and like as a librarian that's what you live for right

when that can happen so I had one student who came in really upset one morning and she knows this is a safe space she knows I love her and so she could tell me that the other kids and really really just awful to her and she struggles with it anyway and usually it doesn't get to her but it really did this time so I let her talk about it it's not a whole lot I can do right but I did say okay hold on just a minute and now normally she does not read she's not a reader she's Junie B Jones as an as an eighth grader is all she can handle and so when I got this book and I said I know it looks big I know it looks scary but it's written

in poems so it's actually you know not a super heavy book I said but you need this book in your life right now it's just very skeptical she was like I don't know Miss Park I don't know but she took it and she was in here every day that week at lunch reading and said as part of that book changed my life to have a character that looks like me and a story like there aren't stories where there's just an overweight person and they're just a normal person and dealing with the same thing the girl's mom in this story is awful to hurt and so just to be able to give her that book and for her to see herself like is just such magic and I mean I haven't been able to get her

another book yet she's read this like three times but eventually I'm gonna get her to get another book and we're gonna keep moving on in that Journey um but it was it was just a magical time to be able to connect with that kid and to know what she needed the library yourself a good book that related to me and built my confidence in that book really that book really helped me out [Music] [Applause] thank you so much to the Librarians that work in our district we're so grateful for you now I'm gonna hand it over to Mr Bennett to talk to us about black trials thank you madam chair Dr Robertson members of the board it is a great privilege of mine to introduce Judge Alex McVay judge of the Hamilton County Sessions court

judgment Bay besides hearing cases of civil jurisdiction criminal jurisdiction is a real Community leader and time would fail if I described all the things that he does for our community that you don't see or know about but one of the things that he does that's relevant to to Hamilton County schools and and the school board is that he takes his time after he has a busy docket and he runs the Mock Trial Competition where hundreds and hundreds of kids in Hamilton County get the opportunity to find out what it's like to be an attorney and and to work through the cases and so I'm going to turn the microphone over to judge McVeigh because he's got a lot of really good kids from Hamilton County Schools to recognize this evening foreign thank you all for

allowing us to be here and to our high school students that are here I know quite a few of you are here and others could not make it from uh from your school so I'm gonna recognize their teachers and attorney coaches here in a moment but just a little bit about the competition so that you guys and everyone here is aware we've we've been around for decades but we actually host the largest Local High School Mock Trial Competition in the state so this year we actually had 25 schools we have we have range anywhere from 20 to 30 in the last few years we have made a push in recent years to attempt to have more Hamilton County Schools join the competition in addition to our private schools and actually our homeschoolers so all of

the children here in Hamilton County high schoolers compete in this competition the Chattanooga Bar Association is the official sponsor of the local competition so we have the opportunity to um to allow quite a few of our attorney volunteers throughout the community actually volunteer their time two of your school board attorneys married to Camp as well as Mr Bennett have coached a High School Mock Trial Competition team Mr Bennett for quite a few years Mr camp for a few years and and so we really do appreciate all the attorneys who volunteer their time as well as the amazing faculty sponsors that we have we have a few of them here today that I'm going to recognize and allow them actually to say a couple words about their team and I'm going to hand the certificates off

to them but really the only way this competition works is if you have you know great volunteer attorneys and also faculty sponsors to really help organize practice sessions you know the problem comes out typically around the Thanksgiving holiday and so some students actually start preparing for mock trial you know before the holiday and then obviously when they get back from Christmas break they're very uh you know late nights that I know a few of you guys and gals have put in to prepare for the this competition but they take on roles either as a criminal or civil attorney depending on the year there are also quite a few Witnesses a lot of them coming from drama departments as well as folks interested in in careers and in the Arts as well as law careers potentially

one day so so ultimately you know you you get a team that for four nights in a row at the courthouse participates either as a plaintiff or prosecutor or a defense a civil defense attorney or a criminal defense attorney and you get these two teams battling it battling it out and ultimately there are jurors and scorers who decide who who decides who won the particular round um Hamilton County because we have such a large competition we get to send two teams or sometimes three as we did last year to the state finals and we actually in addition to recognizing here tonight um two of our our finalists here one of those teams actually made it all the way to the state finals and actually came up one ballot short probably not supposed to say that

but a six to five juror split there were one ballot short from advancing to the National Finals uh held in Arkansas so some amazing students here in Hamilton County Schools uh as well as our local private schools and home school so it really is my honor to play a small part in just organizing the local competition um I want to First recognize two teams out of the 25 teams we we try to stress one of the most important attributes that we stress here and and what's also stressed in our local bar is Civility and sportsmanship uh Chattanooga I think Prides itself particularly when you look at some other jurisdictions even around us in our legal community of having a very civil bar the attorneys practice in such a way that um you know that that

really a lot of folks and particularly judges are proud of being a part of the local bar here and so we really stress that uh federal judge Curtis Collier is our honorary competition chair and and that's one of um you know it's he speaks often about the importance of Civility in the law and so we actually recognize a team or two teams that during the course of the local competition best demonstrate the ideals of sportsmanship professionalism and civility you know not making frivolous objections being very sportsmanlike with the opposing team and so a really important award that that we recognize every year and so we actually have two winners this year as anybody from East Hamilton uh here tonight I know that I don't think many could make it Miss Smith I don't believe she

could make it I will get East Hamilton uh certificates to to them uh anybody here behind me no all right so East Hamilton was one of our winners uh and and they really Julie Smith at that you know a teacher there has put in many many years of recruiting uh folks to be interested in in mock trial and she has done an amazing job there uh as well as Andres Lozano and Kathy allshouse the attorney sponsors um as far as our second winner I'm going to recognize as I mentioned earlier Mr Bennett who is the attorney coach but also Miss Kelly Davis the gifted teacher at csas has been the coach of this school for quite a few years and I would like to recognize Miss Davis and say a few words about csas um

what feels like a million academic extracurriculars by far my favorite I think it's the perfect blend of challenging and fun so thank you so much to qva for keeping that going also thanks to Mr Bennett the greatest lawyer coach ever and all of the rest of the credit goes to my kids they're awesome I have Ruby Phillips Caleb fields and Vicki song here to be prepared and I really want to recognize Vicki she is the heart and soul of my team she's a senior who's graduating this year she makes the most beautiful Google documents I have ever seen you and she has earned a well-deserved full ride to University of Chicago to be a lawyer someday all right and and finally I want to recognize um one of the two teams who moved on to

the state uh finals one of the teams was Chancellor Atherton sponsors a homeschool team and one of his teams moved on to the finals and so I'll get to present uh these certificates to his students at another day but the other team that that moved on and again as I mentioned earlier made it all the way in Nashville to the finals did an absolutely amazing job I had the honor being on the Tennessee bar board to actually serve as a juror I swear it wasn't a conflict hi um uh and and I got to see them in action in the finals uh again after two long days of competition at the state and so these guys and guys really did an amazing job and a large part of that goes to attorney Charlie Poss who

I'm going to ask to come up here I don't know if Mr Brooks is here or Miss uh just waiting to get here so I think it's I think it's you today going to speak about signal Mountain's red team [Music] I uh I appreciate appreciate you guys having us come here and and recognizing us I've got I think almost all of our team back there and I do want to to name them for you so that they can you can know who they are so come on up guys I had eight seniors on my team all but one of them has done mock trials since they were freshmen and uh one of them started last year and then I had uh four underclass people to turn that way so they can see and we have

one of our alternates here but um this is uh Caroline Burns I'll just go from left to right my left to right Caroline Burns who's a senior Jack Gibby William Wright Adrian andrescue Eric Fowler Mary Claire Blanton Erica Ventura Lydia Miller Logan dapp uh Josh Doolin and Mark Nashi um and these kids are some of the most amazing kids I've I've coached and I will say that um they are the most accomplished mock trial team public high school mock trial team from this area in my opinion they're the only team I think that's in a public school team that's been to the finals at least since I've been coaching since 1995 and they finished uh fourth last year they finished second this year and uh this year we had two of them recognized one as

second best witness in the state Adrian andruscu and one of them was a runner-up for best attorney in the state and that was Caitlyn castellanet who's another senior who couldn't be here because of a band competition that she's involved in so um we uh these are these are really incredible kids and I'm glad you got to see them and meet them and and recognize them so thank you [Applause] in their back thank you [Applause] Madam chair as you come forward I think it is important to note that Signal Mountain did lose one round to csas yeah I don't think that was important to share and just lastly if if any of you know any teachers uh or students that are interested uh in participating uh the Chattanooga Bar Association will recruit and provide a free

attorney coach that will work with uh a faculty sponsor who obviously is very important to to these efforts so please reach out to me if you have a school that and even if uh Signal Mountain I'll recognize them that Howard High has not been able to field a complete team the last couple years so Signal Mountain has graciously allowed Howard some couple of Howard high school students to work with a combined team and so we're allowed under the competition rules if you have a certain number of students from multiple teams to schools to join them up for one team and so again if you have anybody that's interested uh please send them my way thank you Chris what is it just high school or is this middle school thank you so much congratulations okay I

just wanted to say also thank you like mock trial Model United Nations is near and dear to my part it's what made me love all the legislative part of my job here on the board and knowing that judgment is a part of that is actually why I asked him to swear me into this board so I just wanted to note that and say thank you very much for all you do thank you hey Dr Robertson's um going to recognize scope participants thank you uh chairwoman Robert Robinson so on March 7th we had a group of our high school students go to the Tennessee School Board Association student Congress on policy and education conference um it's opportunity for our kids to get together with other students across the state to really dive in to board policies

and and other legislative items and and debate stances and things like that we actually had Jackson Thurman who I don't think is here was selected as a lead debater to present the policies crafted by our Hamilton County School students but they spend a lot of time on this take a full day to go to Nashville to take part in it and it's a really good opportunity for us to allow our students to really represent our County and did a tremendous job this year I think we have four students here if you guys want to go ahead and come up um I may need some help so uh Olivia Harvest Jada Jackson manishree how do you say you're honestly your last name navanatha Christian Ava schweiger Ava Ava Swagger so these uh students obviously represented uh

our County and and did a tremendous job and we're very thankful for the time that they took and the way that they represented Hamilton County Schools thank you guys very much [Applause] congratulations okay we'll move into uh our board member disclaimer statement and I'll start on the very end with Mr grown does not apply okay Okay add Claire that I have a relative who works for the school system and that the boards vote on the budget policies may have an effect on my relative employment even so I hereby certify that I will cast my vote in the best interest of the school system I declare that I have a relative who works for the school system and that the boards vote may have an effect on my relative's employment even so I hereby certify that

pull yes yes Mrs Thurman yes I would like to pull seven d one one J stand for children and also 7d1 1K which is Teach for America and then if I'm not sure whether this needed to be pulled or we're going to discuss it anyway they're tutoring for pay since it was changed the ve1g I'm sorry I say that last one one more time it's the uh tutoring program yeah the uh I'm sorry oh okay the 41g this board policy G yeah I got it okay um Mr gron um yes which items under eight B item P which is board policy 6.311 I know it's first read that's the only administrator yeah yeah that's not sorry it's on the consent agenda yeah I'm sorry that's okay do you have anything else on the consent agenda

yep call for the vote first Mrs black yes Mr Connor yes Mr Brown yes Mrs Jones yes Mr King yes Mr Perez yes Mrs Faye Robinson yes Mr Smith yes Mrs Thurman yes Dr Wingate yes chairwoman Robinson yes okay Mrs uh Mrs Thurman if you'd like to address 71 1j yeah if it just stands for children leadership uh Center contract uh what first caught my eye was on uh I guess page two of this it's not I guess of the contract here it says about halfway down the page it says Implement Fair grading and assessment practices including retake makeup and flex time opportunities wasn't real sure what that meant so I looked it up and I went to their website and looked it up uh on their website under this is under high quality instruction

which I felt was a misnomer it says to implement Fair grading practices create a proportional grading scale I have no idea what that means because we have a grading scale encourage retakes and redos except late work with no penalty grade student work not Behavior consider use of incomplete instead of if and support Pathways to demonstrate competency before end of year and Implement standards based grading I have no idea what that means standards based grading we have standards and we have a grading scale and I have a lot of problems with a lot of things that were on their website um because it in big letters here it says stand for children is a unique catalyst for Education equity and racial Justice to create a brighter future for us all what can this possibly have to

do with helping ninth graders succeed if we are we are I I think somebody said we're cheapening our product which is exactly what this is doing we're dumbing things down we are making it easier for them to fail this to me is almost this is an insult actually of low expectations um I did contact one of my the schools in my district whose name was on this list that they were using this and she said absolutely not they would not be using this so uh I just wonder if the schools that go with this realize that this is on their their website I mean why why do we want to make it uh just to get them out of the ninth grade and then and then what you we prop them up and get them

through the ninth grade and I mean is there does anybody else have a problem with this as high as I do I'm happy to answer some questions do you want me to yes I would I would love an answer so I'll step back of that I'll step forward so the the purpose of this work is to provide freshman success we know if a child gets through the 9th grade year in their ninth grade year they are likely to graduate even if you give it to them well I'll get to that I'll get to that portion but there's a lot of evidence out there that talks about the services ninth graders need in that transition to high school that gets them to 10th grade that they sustain you've been on this board a really long time

and this county has done some really amazing work around grad rate and you've watched it climb little by little we're at a place where we want to continue to double down on our commitment that all all children and so how do we continue to create these networks of supports around them so one of the things you're specifically asking is standards-based grading and I'll I'll make it I'll try to make it really simple um in standards-based grading what it essentially says is when the child Masters the standard the standard is mastered so it's not necessarily A think math is the easiest thing to think about math is very linear right at in algebra one you first learn how to solve one variable equations and then two right so a child might not understand how to solve

what single variable equations at week six of the school year but they do it week 12. right and so standards based grading says hey what we really care about is that the child learned that standard they don't have to learn it necessarily while it's being taught because they've struggled but we're going to continue to support reinforce reteach so that at any point that they master that that standard we're going to count that standard as mastered but Ms Thurman on the on the opposite if their standard is not mastered we don't just throw it aside what we are saying is that our commitment is that you master the standard and we feel responsible to help you get there and we're going to try our very best for as long as we can to do that can

I add on to that uh standards-based grading is it new stems the stem school has been using standards-based grading since Inception and I would argue that probably has a more rigorous course of study than what some of our other schools have and so standards-based grading certainly does not lower expectations if anything it creates a a an expectation that kids aren't playing school and what I mean by playing school is you can often pass a course simply by knowing I just need to turn in my homework I just need to to cooperate in class do these things without actually mastering the standard and so I would argue my standards-based grading is actually setting a higher expectation for kids well that's that's not that's exactly that's not what this says except late work with no penalty that's

not making anybody live up to any kind of Standards um encourage retakes and redos okay uh but anyway and this this uh to have uh what this has to do with getting ninth graders to um to move on this is on their own website like I said it's under the uh education equity and racial Justice for a brighter future it says black history year round many students only learn about black history in February for the rest of the year black people are missing from textbooks and lesson plans with ongoing attacks against African-American studies in schools help us show why learning black history is important for all students why is this part of what they teach now I mean what just help me understand what's going on here so so the contract that we are looking

to enter in with them is to provide systems and structures around ninth grade success it's not a curricular review it doesn't change curriculum it's a data analysis protocol it's a collaborative teaming protocol with our teachers it's conferencing with students it's providing those systems and structures around that retake and relearn that's what we're doing we're not changing the curriculum we're not changing the standards this is this is part of their mission evidently for them to be this big on their website so uh this is evidently important to them and I can't help but think it's embedded in some of the things that that they do uh I don't want to speak to the the notion of what's important to them I do I do think that when we know the data around grad rates right we

know that there's certain kids are not graduating at the same rate and so providing additional supports to this notion that all of our students would Thrive I think is appropriate and I think what they're nodding too is that they recognize that certain students need more supports and they want to build systems of support around them so you're saying black students need more support is that is that what this is that's what you're saying I think you're pointing I think that's almost insulting if I was a black student that would insult me uh but I mean if that if you're okay with that then you're okay with that but I'm just looking if you if you said I think why hairdressers need more support that would insult me what I'm saying is that when we look

at our data there are certain students that are not graduating and as an educator I'm deeply committed to the notion that we are going to do everything we can for all kids and when I look at that group of kids that were leaving behind this is another step that we can take in support of those kiddos well a minute ago you said something about it make sure all kids graduate I think all kids graduate who earned the right to graduate that's who I think needs to be agree with you I don't necessarily think everybody should graduate because they did not earn that right to graduate so but we as a system should do everything we can well well I'm not sure this is what we need to be doing Mr grown um what does it

mean I'm concerned about this program which is listed as chss understand for children uh we'll use school aggregated school level data and de-identify student level data what does de-identify mean I'm just claiming ignorance here Saturday yes so from a data perspective I worked on this part of the contract de-identified student data in this space is actually it's a student line of data that has no way to come back to the kids so you don't have names any information we worked with Scott on that to make sure it's actually a unique key for the student that is not tied to anywhere in our database so it can't come back to us yeah that that was my question in terms of um the same capability that the board has with decision Ed absolutely yeah no identified data

on that I did have one more question okay um so it also says that they're going to evaluate all these programs and services and then I would think analyze this and make recommendations to um change our systems or our curriculum whatever and I have to agree with Miss Thurman in that I would really need to look at at their curriculum because they have made a rather bold statement on their website and I'd like to look at the curriculum and know what ideology their ideological perspective is so there this is not a curriculum again it's a system of supports and structures to help the ninth grade academies be successful what I'm hearing from you guys and this isn't something that that has to be voted on tonight is for implementation uh if we could I'm not

opposed to us taking this to May that gives us a little bit of time to Circle back with the concerns that y'all have make sure we're clear and Beyond this contract and their website will clearly articulate the work that's going to be done well I would be for that okay okay we actually have a lot of people lined up to talk and so if you have concerns but you would be in favor of punting this to next month um go ahead and untake yourself off of the Box okay still have a few people that want to say something so I'm going to let that happen and then we'll talk about um we'll see if there's a motion to move it to May Mr Perez so um one obviously I I appreciate the intent right uh

there is an intent to say hey we we need to identify through the data uh a group I uh have my issues with the organization as I looked out I would not be consistent with many of my views it's an organization that has in their website publicly spoken about their electoral work uh including boasting of putting people in office and as much as I think everyone has a right to participate I have a personal view on organizations or corporations uh acting on that behalf and I wouldn't be consistent with who I am if if I didn't follow that view so I just want to point that out like I want the work to happen I would struggle and maybe in in what you look further there will be some response to that I did a

lot of research on how they split and there's a pack over here and an organization over here but I have to be consistent with with uh with some of my views there so thank you Mr Smith um I'm not gonna be here next month I'll be out of the country so I do want to just share some thoughts it just seems to me like sometimes it as as a system we we get a mile wide in an inch deep and we got so many programs and different services and institutes and that no the right end I don't know what the left hands do and uh the the notion of this won't create more work I've had some conversations with with you Dr Robertson where I expressed my concern about this is just another piece that

we're putting on teachers and asking them to do and and I refer you to page two of this document that the agreement here and it talks about scheduling adequate times 69 minutes uh bi-weekly uh in coordination with the CIA chss coach to review ninth grade systems and data and grades and attendance and this could happen either at their playing period or before or after school but we're not going to put extra work on yeah we are too we just approved and I was very much in favor of adding the seed coaches I got criticized for that on some level but I understand what those folks are going to be doing counselors social workers and now we're going to add something else and it just it just doesn't make sense to me uh I I've got

all kinds of problems with this and I won't be here next month to vote if the board wants to to pass this on next month I understand I want to make my thoughts known since I won't be here but we we got to just quit just adding stuff we got so much stuff that people get confused and conflicted in the right hand don't know what the left hand's doing and expecting more and more and more and more out of our teachers and it just uh it's just something else that I'm not so sure we made it thank you okay um yes go ahead finger need emotion push it yeah I was gonna say do I have a motion on the floor yes I would like to move this to me have a motion by Mr

gron do I have a second Mr Keane second okay we'll go ahead and call for the vote yes Mr Connor yes Mr Graham yes Mrs Jones yes Mr King yes Mr Perez he went to the bathroom Okay uh Mrs Faye Robinson yes Mr Smith yes Mrs Thurman yes Dr Wingate yes chairwoman Robinson yes Mr Perez just to move it yes great okay Mrs Jones has a question um I would in the discussion coming up in May I would like to maybe hear what some of the ninth grade academy staff is saying about this body of work um from them like I want to hear from them like I want to know how they feel about it if they feel like it is going to be too much if they feel like it could be beneficial

I do have a question um are we palancing it or is it going ninth grade wide um just so those were things you can come back with um there um so just that that piece of outcome and maybe just some additional um and maybe a provide us with just some additional supports to show the direct alignment to this body of work and to what you're trying to do with the ninth grade academies because I know for time like I know time to science grade academy is coming back and I know that population um varies in in in the success is there and what that looks like but just maybe being able to to see some align better alignment might be helpful I I did too look at the site um I did see that they

support um I went beyond the main site I saw that they actually support very about it looked like eight to nine states um and so that in each spot in each state they're doing a different body of work I mean same but different body of work that's applicable to that population and the need in that area so I do think um that it's I would like to offer to the community and as well as to the board if they didn't look to go out and actually look at the site and see I understand I mean I can see everybody's viewpoint but I think it'd be wise kind of for us to educate ourselves and the public to educate themselves on what it actually is before um I know sometimes you hear a negative and that

that becomes the narrative but I think you should actually just go out and read it I do have some questions and some concerns but I would like to know more about the impact that it would make on the actual Educators that would have to do this body work s it's black and it's just like is part of the money that we would be paying going towards staff for their extra time or is that just the fee for the contract I mean we we haven't the proposed budget stipends for like for example if it was to take place after school where we can pay stipends but we also have in the mou that we've been working on with ACA and teachers there there are in that agreement times after schools that teachers can come in lieu

of faculty meetings right so that's in the contract we also have a certain amount of planning time that can be used for common planning which is you know what's in this contract so uh I I we hear the concerns we'll go back and and pull some stuff together and and touch base prior to next month but then bring something to you guys for next month yeah so maybe you can get with each board member on their concerns great and uh Mrs Robinson do you have a question well I am concerned with all the the layers and the layers and and the teachers and the parents tell me we have the the time for all the surveys takes so much precious time out of academics so but yet I don't want to not help the children

but I am terribly concerned about the constant layers that we have and and the teachers are saying you know I don't see the new and improved in whether it be social emotional learning or restorative justice I do not see it and so we just really have got to uh we have a huge responsibility to the community so I just I think we've got to reframe this conversation because what we obviously have not done a good job of letting you guys know what this is about so we'll step back and make sure we reframe it thank you okay let's move on to the next item uh 7d1 1K I believe Mrs Thurman you pulled this off this is the Teach for America contract uh I just need you to refresh my memory Justin on this we

had a contract with Teach for America did it expire last year is it expiring this year's fire at the end of this year it's about the end of this year why is what makes this this different and I thought was it a I can't remember the amount of money 250 000 or something like that uh it was something around that I'll ask Dr Brown to come up and help us with some of the specifics but uh you know just in and is this going to be the same amount of the contract I didn't really see the whole amount in here I maybe maybe it was there maybe I just didn't see it and and why did why why does teacher for America doing a better job than you can do so it's a great question

chairman um Robinson and members aboard I want to start off by just saying um there was a report late August or last August by the Annenberg Brown University and they published there was 36 000 I'm teaching certified vacancies nationally and that concentrated was really in our in the Southeast area there was 165 000 teacher that were on permits and waivers these are non-certified teachers that's in the classroom this past year we have approximately 175 teachers that's on permits and waivers but I do want to before I move on and answer your question acknowledge the hard work of the talent office and the hiring managers our principals school year 22 and 23 we started the school year off at 97 fuel rate and ultimately we think about great teachers we think about moving on to our

further commitment every employee value but that just cause all children Thrive and experience the future Without Limits I fully understand in order for students to thrive we've got to have great teachers right we've got to have great teachers of day one of school if we compare last year to this year we have posted 712 jobs last year this year we posted 1237 jobs a lot of that is because we're trying to invest in our schools Etc this time last year we were at a 71 percent feel rate in August the 20th I will say that we are on the Mark we're at a 75 fill rate for a school year 23 24. although that number sounds great we still have 310 vacancies right and so this time last year we had 204 vacancies if I

look at a three-year track for the last three years I'm estimating we're going to have a additionally eight about 80 more resignations I'm from this point on to the end of July so we're looking at over you know 375 positions that we need to feel we clearly and desperately want to be at 100 fuel rate for our students there are certain Pathways when you think about how do we go about recruiting teachers first and foremost our University Pathways right and so we ultimately work with all of our local UTC all the universities but we know those numbers are dwindling those numbers are not the way they were years ago and so then we have alternative Pathways right we have grow your own we have job embedded programs and I want to pause there on the

job in bed and a job embedded teacher is a individual that you know has a bachelor's degree or more they're willing to go through the process to be able to to be certified take the practice exam but you what's unique about them is day one they're ready to teach they can be your teacher for record and so Teach for America is the only partner that we have that can recruit train and educate those Educators to teach day one a few things about teacher America is this summer with those Cadets or their core members that have an opportunity to teach in our summer reach that suppose as a training ground for them it allows HCS to actually get to know those members and then ultimately at the end of the day these core members select it

they have the right disposition they have the right skill set mindset they want to teach and are hard to staff schools right they'll be placing our priority schools and are hard to feel subject areas when I think about those numbers right you think about the contract right now we have 12 Cadets that's confirmed for if this board approves the contract for school year 23-24 across our district we currently have eight history positions when I think about history that's six through 12. there's 14 there's four core members ready to go they want to be hired for school year 23 24. we currently have 13 high school math positions right now in the district that's open for 23-24 we Teach for America currently have two Cadets that's ready to come to Hamilton County Schools to fill those

needs Ela we have eight positions open across the district for 23-24 there's one confirmed Cadets ready to take that spot enl we currently have 24 open positions that we need to feel for the school year 23-24 currently there's two Cadets ready to fill those at that role and then finally we have two foreign languages or three foreign language positions that's open for 20 324 there's two Cadets ready to uh to come serve the students here in Hamlet County I say that the contract really goes up to 20 Cadets per year there is a ratio there where is 6 500 if it's one of those hard to feel staff members 6 000 if it's not um you know we're hopeful we'll get up to 17 Cadets but I will say that's money well spent uh when

we can say that you know at the start of school our students have a quality teacher in front of them and what makes this unique is not only you know we're doing all we can to recruit but again our recruitment comes for a teacher that's come to us prepared in the sense of they've got their four-year degree they've taken the praxes they have their state certification but what teach for Americans is going to do for us is not only are they recruiting right they're recruiting the right folks because we want we don't want to put anyone in the classroom everyone put the right people in the classroom and then also they have the Partnerships to make sure these Cadets can go through the job and better program to be teaching day one so I will

end with that um you know just uh this is the important partnership in order to fill those 300 and us vacancies for next school year thank you Mr Perez so we spoke about this uh contract a couple things that stood out to me from our conversation is one of the difference from the previous one being that we are paying for Success right so we're we're only gonna uh uh pay for for successful placements and uh each year according to continuation am I correct about that you're correct right there we're paying per candidate or four quarter member yeah and then again so it's not a flat fee it will depend on that the second thing that stood out to me uh from our conversation was uh the role of Teach for America and that so again

they're not just placing people um they are uh they are bringing coaching immediately alongside of the people they play so basically in addition to our coaching those Cadets are going to have additional code 100 100 and if you uh like I said that's six thousand or sixty five hundred dollars it goes back to the recruiting the development and of course we have our internal coaches but this is another layer because what we know are these are folks that they're there's a second career for them right they didn't go to school to teach so we need to make sure we prepare them and it's a two-year commitment but I will say that we want uh you know we work with TFA to make sure they're recruiting the right folks and recruiting them to Chattanooga we want

them to stay longer than two years right and I would say that this current cohort found you know cohort 2324 there's going to be 83 percent of those second year Cadets this year which they could leave but 83 is going to come on for the third year that's great because all these Cadets are they're our employees that's what we want and so I I'm you know I pushed TFA to say hey let's recruit the right people we need more than two years we'll take it but we want them to enjoy their surrounding wanting to enjoy Chattanooga and so they can remain employees here at Hamilton County schools for many years to come and I've said this before but the um I mean recruiting is only going to get harder and I think so I from

my perspective we're going to need Partnerships whether it's private to inspire Teach for America grow your own you know 20 million Partnerships will need to get the best teachers we can so great are there any other questions or comments on this contract Mr Wingate um Dr Wingate when so when did we first enter was it two years ago in fact do you remember when did we first do this was it been longer than that you've been here a lot I've had so much fun that's so much fun time's gotten away from me it's amazing um I was very concerned when we when we were considering that my concerns back then were um kind of what they are now I mean as an educator um I respect the traditional pathway um into the profession right but

also know the challenges involved in recruiting um I mean I have obviously my household my wife is involved in that trying to recruit prospective Educators also and so it's just a challenge and it's not unique to our area my biggest concern at the time though was uh you know when Teach for America came to our area they were proclaiming um you know their desire to blossom and grow you know here and I wasn't for that I was for hey at the time then we were also struggling and this is just another tool to help us staff and to staff with folks who are passionate about entering into not just the teaching profession but challenging environments because that's where we were utilizing those folks and I said at the time look I'm not interested in I

I don't know how many we had at the time I don't think would you say 12 now is that the is that what this looks like typically for the last from 2019 we normally Place 14 15 yeah so you know I was not interested in us having uh I think they they wanted to throw a larger number out at that time I don't remember exactly what it was but I said look I'm not interested in that um you know I hope that you know we can work out of this contract because we're able to you know recruit so um but I'm I'm thankful that we have done it the last four years I mean it's uh hasn't uh filled a large um portion of vacancies but again from my perspective you're counting on that dozen

or a little more candidates that again they have a strong desire to not only teach but they want to teach in challenging environments too and so um you know I'm okay with it um I'm still not for Teach for America turning into a partner that we can't live without but I am for um for what they've done so far I've been pleased with it so Mr Connor so I would just I would be remiss if I didn't take a second to say I got a chance to meet with David byard who's here with Teach for America and talking about the passion that these teachers have not taking anything away from our homegrown which obviously if they're if they're teaching to Hamilton County schools and learn to Hamilton County Schools they have that love there but

finding these teachers that have this passion to go somewhere they've never been before and usually stay and have this desire to to donate their time it really speaks to it and it speaks to David also I was reviewing the notes of our meeting and I noticed that it's actually the first birthday of his son today and he's here at the meeting to show his support for it so it just talks about the passion level that these teachers and the people behind it have so like I said I'd be remiss if we didn't note that at the same time of trying to make a staffing model great all right I don't see any other books uh lit up um do I have a motion to approve this item I have a motion for Mr Smith a

second for Mr Perez please call for the vote Mrs black yes Mr Connor yes Mr Brown yes Mrs Jones yes Mr King yes Mr Perez yes Mrs Faye Robinson yes Mr Smith yes Mrs Thurman no Dr Wingate yes chairwoman Robinson yes move on to the next item um item e g b board policy 5.608 tutoring for pay I believe Mrs Thurman also pulled this yeah the uh the discussion we had the other night uh did we does this take into account all the concerns that we had the other night before we vote on this about some uh tutors being able to use the schools to come in the schools were open did we get that does that take into that this new language fixes that right yes so you'll see that crossed out part um

we did keep in school facilities may not be used for private profit in conversations with Marion Scott to make sure that's clear and kept in our board meeting and then we change the language to say parent paid private tutoring may not in any way compete on site with District provided to you so what does that what exactly does that mean sure um so we're trying to avoid scenarios that that have happened honestly um where where uh tutoring will not be provided for free so that there can be pay right making sure that the Equitable free tutoring is available in all places um so if this language still doesn't meet that very well um then I'm happy for us to take it back and rework that language but this is the language that I think kind

of married the concerns of the policy committee and also made sure that that was in there as well cannot be used for private property except for the purpose of providing an education an academic Educational Service correct so I think that hits the private tutoring that they're already getting right okay there's a friction to that okay all right thank you yeah took a motion to approve that item motion second okay please call for the vote okay was that Mr Smith oh I'm sorry yes motion by Mr Smith uh second by Mr Connor Thank you why yes Mr Connor yes Mr Brown yes Mrs Jones yes Mr Keane yes Mr Perez yes Mrs Faye Robinson no I'm still not comfortable Mr Smith yes Mrs Thurman um I'm gonna say I just I'm still not I'm gonna vote

Yes on this but if I have any more concerns we can always revisit it okay yes Dr Wingate yes chairwoman Robinson yes okay last item pulled 7D one one f Mrs Jones um so I'm only pulling this because I need I want to make sure I have Clarity on this the new track and field for um East Hamilton is it going to have everything bleaches lights is everything going to be there just just be there I think Sherman Roberson uh it'll be the full track package similar to uh Howard so you've got you've got an existing football field there with bleachers and lights um it's it's just the track package that's going to go around the existing football field so it'll be a new track rubberized surface and all the field events okay okay um

I'm asking that because she's about ready to re-voice I'm supporting this because I want to set a precedence here Brainerd High School got a new track the same year Hixson High School got a new track and it was Houston and Central Central Hixson society and yeah and some of those tracks are not good for competition because we're missing certain things so I'm gonna support this but as we have facility conversations and we talk about this budget money which Dr Robinson Raiden brought this up song by the athletic field I want to see I want to start seeing some talks about some lights airborne and uh bleachers at Central in their brain you missing anything okay so I just want to make sure that y'all know I'm supporting these because it's all gonna be there and

that's what I've been asking for for everything to be there as we continue moving forward but just know then I'm gonna come back later on asking for stuff we're gonna hold you to it so I just wanted to make sure I just wanted to make sure that because I don't want to you know last time eat something they have bathrooms at the football fit you know I want to make sure everything is there so we're not having to go back Mr King and I understand the ease of putting a track around a football field versus putting a separate track facility which is what happened at Central but I also know you know money set aside four or five years ago prices change and everything but there was a commitment made to these other schools to

complete these facilities so that they could be hosting their own events central High School's been where it's at uh we just built lights at Central High School right but there's still no bleachers for people to sit on to watch an event uh so yes I do appreciate the lights getting there and that actually was supposed to have been scheduled uh three years ago uh as I spoke with Dr Highlander that sat in this position during that time so and during that process prices have gone up and it's gotten harder and I understand but there still should be a commitment to Central High School to complete that track to where they can host events and people can sit and watch it and right now there are no bleachers for people to take part on there's there's

actually no place for them to set chairs unless they want to set them up on the road and have to look through a fence I can I'll discuss that with you later yeah and Dr Robertson and I had a short talk but yes I'm also in agreement uh that that should not conflict with what's coming on because really the Precedence should be that every school when uh you know when Tyner is ready to open up as a new school it should have everything that it needs I know we're we're trying to build the schools you know and we're putting people in there almost before they're done being built and and that so yes I will also support this but I I just have a bad taste in my mouth when one of my schools was

promised something and they're still waiting on it I mean we we've all had these conversations over individual budget meetings about um you know if there's eight million in facilities uh do we set aside some for athletic upgrades that could could help with that I'll I'll need to go back and listen to the meeting three years ago because I think what was intended to put there was put there and it was walking lights it wasn't competition lights but I'll go look at it Dr Wingate yep um Carissa when you were talking about um inadequate were you talking about like the facility in general or were you talking about lack of equipment so I'm talking about when we had to vote to get job bathrooms because they was using porta potties in a brand new football stadium

I didn't understand it I've said that for years I never understood that so I felt like when you when we built the stadium [Music] but when it was built I kind of felt like you knew you were going to need bathrooms whoever built it okay because they also built the school that wasn't in capacity for the past amount of people that was growing out there I mean we could get technical but my point is as we begin to move forward I just want to make sure that we do things so we're not having to come back and do them right so that's what I'm saying I support this I just wanted to make sure I didn't want to vote if it wasn't going to have a bleacher I wouldn't vote and I'm telling you because

I want them to have what they need to be there and so that's all I'm that's all I'm saying it's just the point of just and I'm I know they get tired of it but I just have to keep putting that out there so that people who fund us know that sometimes we might need to funding because we doing stuff so far because we don't have everything you know just so everybody is aware that this sometimes is why we need money and when they're having facility conversations that that's something to think about yeah well we got champagne taste on a Natty light budget [Laughter] it's gonna be real not me okay all right can I get a motion to approve this item so move move to approved second okay I have a motion for Mr

Keane a second from Mrs Jones Mrs black yes Mr Connor yes Mr groom yeah Mrs Jones yes Mr King yes Mr Perez yes Mrs Faye Robinson yes Mr Smith yes Mrs Thurman yes Dr Wingate yes chairwoman Robinson yes okay we'll move to administrative business matters we have item A1 math adoption committee findings and recommend recommendation do you have a motion to approve this item motion second motion to approve of Mr Connor second from Mrs black man okay Mr Connor and Mrs black thank you uh looks like we've got some questions about Mr Mr grown um I'm just wanting to know what we get for our 9.1 million dollars if that could be addressed yes um in the 9.1 million dollars um we will be receiving um both digital access and hard copy access you may

remember in the initial conversation that we had in March um we use the consumable text and so that it gives the student the opportunity to have the text in their hand to be able to write in the text to be able to answer the questions there in the book and so we'll get that we also um for K-8 receive um the um sorry the word is escaping me hold on just one second they manipulative kits and so that's the opportunity for students you know what manipulative kits are the opportunities for students to hold and and understand you know putting 10 together what does five look like what does 100 block look like things like that um on top of that there's also uh you may have seen in the opportunities that we provided for a

digital preview and an in-person opportunities that we had um teacher-centered materials where if we're going to pull a group of students back to a back table who may be struggling with a certain concept to have those manipulatives those kits to be able to help a student be able to to learn a specific skill or need so it's the full gamut of what we're asking for it would be like I said digital access there's consumable texts that are for all students there's teacher materials teacher editions for all students manipulatives for K through five yeah and the professional learning yes thank you yes and all the professional learning that comes so we'll be providing professional learning that will begin this summer for all teachers so they can become accustomed to the new materials as well as support

throughout the year can I be able to participate with this in the professional learning yeah during the summer yeah we can make you aware of when the professional learning is I'll be happy to talk to you about where that is what that looks like and give you an overview of that okay because the prerequisite test that you have to pass eating eating that's why he's wanting to go take it so he can uh so please please email me when that's established and God just like to sit in yeah and what I can do is we've already prior to spring break and then we did another email out this week we've already informed all teachers actually of all professional learning opportunities about a 75-page document of all the professional learning opportunities that are available this summer

and math is included in there so I can go ahead and send that to you please I would appreciate it thank you yes and and just for you it's just been 20 years seriously uh but I just want you to know Ivy Academy uses rocks for manipulatives just saying okay uh I mean that's exactly what they do they know they have the classrooms outside and they count them out out in the dirt you know you know where it is you've been there done that your family went to that for their meeting so uh but anyway um so we don't have to spend a lot of money sometimes these fancy fancy stuff is just no better than something real simple but anyway uh I have talked to some teachers and they have very high hopes for

this hope that this math Works sure I say High Hopes hoping that it's everything that they've been told that it was going to be sure like I say uh we have these loop-de-loops I was thinking the other day here we go loop-de-la I hope we don't get loop-die with the loop-de-loops it's just all I'm saying the number lines and all this Insanity that we continue to have and I can understand that might be good for some kids but I think we wasted a lot of time on a lot of nonsense uh but like I say I'm just I'm just hoping all I can do is do it depend on you all tell you what how I feel uh tell you how the teachers in my district feel but I'm just hoping that this is uh

going to be back to more common sense Math instead of the when we went off the rails back during Jesse registers time here and uh when he destroys math education we've never recovered but uh but anyway like I say I will hold you accountable this is the man right here to hold accountable because uh if it doesn't work right here's the guy don't forget that because because the people that did the other one they've now run if when we did connected math and everyday math there wasn't a person in this system that wanted to be accountable for that nobody even the person that was at the meeting pushing it she said I I really didn't have anything to do with it I'm like I was at the meetings you were there I saw you uh

so uh but anyway just uh I'm gonna hold you accountable even whether I'm on this board or not I'll come and haunt you like nobody's business because I have two grandkids in school so I will be seeing it well and I will say and I appreciate your comments appreciate you reaching out on your own to some teachers I will say um you know we defer to expertise and so I I'm very confident the committee of people that we put together that represent all of your learning communities that represent math from our itty Bitties who are learning what one even means all the way up to equations and calculus that I don't care to try to remember how to do um and so we you know I think the great thing is that we had a

collection of our our math instructors that said this is uh what they need to help support the students in their school just of reference his answer some of my best friends and so I know how to get to you Lucky You Blake doesn't that fall under zero tolerance [Laughter] um Mrs Jones so um I guess it was about a week ago myself being Jill and Faye went back to school we came to the textbook um we went to math class we went okay we went to elementary middle and high school math class um and we actually um were able to see how each grade um not grade level but each um School level elementary middle and high how they all connect and I will say that um for me not being a math scholar at

all you asking that my math teachers from Arts and Sciences I was not a math scholar but um because I will have a child that will enter into the school system during this um textbook um this this curriculum use it was of interest to me to see what was there and how I would be able to have to try to help him or get him a tutor if necessary but um it does go back to a lot of the fundamental skills what I did like was the pre-work so in the book there's pre-work in the k through eight books there was pre-work and then there was like an I can statement which pretty much was kind of telling the kid what they should be able to do upon the completion of that that lesson and

then what what I really liked was it was it seems like it's going to meet the children where they are so if they make that statement and I'm just going to say I can multiply by tens I'm just going to say that um and they can then the teacher has the um the curriculum and there's work in the book where the child can do that and if he's if he or she is Bored it needs to be challenged there's challenging work in there if there's a child who can do it but still may need a little bit of work there's some work there to continue to enhance and nurture that that lesson but if there's a child there and they have this thing like this tier like one two three four whatever right and so

with the pre-work if the kid is at a four then they've met I mean am I right a four am I right about this before they've mastered it so they can get the challenge of work and then one they may have to work up they got to work up to the four right but the teacher knows that based off the pre-work that where to meet the kid at to get him to the fore or to get her to the four and then from there there's homework or there's busy work I won't say this word but work to keep them going while the teacher may have to so it was really interesting how it connected and the online tutorials that were available um which would help a lot I think a lot of the parents and

Guardians said because they're untraditional Guardians in our we know in our community now so they might be like the carissas and Rondo's of the world that can't do it but we might have a tutorial that'll be there and they can teach us but most importantly what I did like was um how the teachers that were there to walk us through those um those books and show us the the Student Book versus the curriculum book and there's a book to go home y'all there's a book to go home and if they don't go home they can set a piece of paper out it's something to go on with them so with this new math if your kid tell you ain't nothing to go on they telling the story because it's something they can go on with

but above all what I liked with the teacher saying that in looking at everything they felt like based off of what they've seen with the previous curriculum that this curriculum was what the children needed to help them get the basics on their level and for and to help them learn math and be able to execute it the way they know it not necessarily everybody doing it the same way but how Carissa understood it she could do it and longer she got the right answer and I was able to explain it to Blake then it was okay it wasn't like I had to do it the same way Blake did it Rhonda which is what I thought was really interesting because we do talk about this long math and all these various ways but this was

like as long as you got dance and you're able to explain it and I'm able to understand it then it's okay and I think that takes a lot of the nervousness and anxiety off of the students um I felt really smart when I left there um like I could do fifth grade math and I really haven't felt like that in a while but I did like that and I also like the interpret um the the translations in the high school book that were available for our students that may have um esol needs and even though we have the distinct dialects in certain spaces I feel like there's still space there for that and then the opportunity to expound upon that into their languages so I I'm really excited about this um curriculum because I promise

y'all if y'all saw my math scores but I think this is um I felt really good about it and I like the way the teachers were they bedded it and they felt comfortable in doing it great Kurt so you're about to get a dose of Elementary education when you're some start school I don't know you better learning Mr Keane uh how many years are we on this adoption six six yeah a typical cycle is six years um the pandemic interrupted the stuff no we end up eight eight yeah we've been eight years so this should put us back on it will be through the spring of 2029. okay thank you for hosting us I really appreciated the the opportunity to see the materials that we were voting on and also talk to the teachers who

had been on the Committees um they were able to really articulate what was frustrating about the what they're using now and why they chose what they chose and what they liked about it and one thing that really was encouraging to me because I know how valuable teachers times time is is that whatever we're using now teachers felt like they had to pull in additional resources from a bunch of different places and this curriculum they said everything was just right there that they could pick up this book and teach from it and there wasn't a lot of extra work for um our teachers and that was and very encouraging for me it was exciting for Me Not only was the the math able to be adapted to where kids were able to understand it the way

they understand numbers because like numbers are it people understand them in lots of different ways and the fact that that this curriculum is flexible to meet kids where they are and how they understand numbers um but also was easy for our teachers to use I was very excited um I appreciate the the opportunity um we have a motion to approve and a second can we call for a vote excellent Mrs black yes Mr Connor yes Mr Brown yes Mrs Jones yes Mr King yes Mr Perez yes Mrs Faye Robinson yes Mr Smith yes Mrs Thurman yes with high expectations Dr Wingate Blake yes chairwoman Robinson yes okay our next item board policy's first reading uh we're not voting on these items but if anyone has a discussion Point they'd like to bring up for the

first read feel free to click your button all right Mr King so I have uh on two of them uh 6.301 rights and responsibilities and 6.304 did we not used to have students uh those were listed did we not have students do a signature page on those or or not I'm just thinking back a long time ago not not recently but which one are you talking about so 6.301 on rights and responsibilities you know talks about uh rights and responsibilities of our students and then 6.304 gives the definition of uh discrimination harassment hazing and intimidation and I guess my question is to make sure that all students are understanding those can those I I want to say years ago we had a signature page after they read those they signed yes you're talking about it

at the end like of the old uh before the co-ab before the co-op yeah I can't remember under pamphlet yes so so yes uh back in the day there was something that went home parents signed it but that's because our co-ab was literally as big as this piece of paper it was trifolded right um I don't know that we have a way I mean this is a this is an administrative issue but um I suppose that if we sent a link to the to the co-ab or to the student handbook there would be a way for someone to to click but that's that's an administrative question I I would suspect that that when once we went to you know the the actual more complicated document we went away from from having them sign and turn

the paper copy and it was a lot of paperwork a lot of paperwork I know that on the bullying and harassment policy 6304 that's actually never been signed uh it's all you'll those of y'all who were here uh back in 2015 will remember that our policy the tsba policy was this big and um through the input of of a lot of students who who said hey we think you need to address issue in that issue it evolved into what we have now the policy we have now in composit with state law but it was largely student driven um that was never signed uh but it from an administrative perspective I don't know if you could it you could send home a link that you click on I I just came to your point I think

it's a good point um I'm I'm wondering what we were just discussing is there an easy way through like registration on PowerSchool to like check that you've read through these policies and that and I know I know some will just do it to do it but I remember falling back on those and uh when we used to have them sign those things anytime I'd have a meeting with the student over something like that I would pull that out to remind them that they had signed this and they had read this or they said that they had and that's uh it might be time to get back to that so I think that's excellent yeah yeah and them and the parents yeah I think we could put a box on registration we'll look into it and

may report back um okay is that it Mr Keane or okay Mrs Thurman uh yes on the cell phone policy one thing I didn't think of until later it was brought to my attention by a teacher uh about when the children when the teacher asked the student for uh their cell phone if they're taking it away from them for whatever reason violation or whatever some of the teachers say the students refuse to give them the phone they're just absolutely out and out refuse I just wonder if there needs to be something in the policy that says a refusal that there's even more severe consequences if they refuse to turn the phone over when the teacher because some of the teacher says quite intimidating when they just absolutely say no you're not getting my phone and

they go take it and they put it up and you know in their backpack or something and almost they're the teacher to get it or whatever if it's a teacher in a real bad situation so I'm just wondering if we need to Bond 22 the consequences for violating the cell phone policy may be in addition to any other violations of the code of acceptable behavior non-compliance is a violation of the code of exception of behavior I mean if a teacher or a principal or some other school official gives someone a proper instruction and they refuse it they're subjected I just don't I think it might need to be a little bit more clear than that you know but the expectations that when I would suggest if the the people who are going to be non-compliant

aren't going to worry about the clarity of the policy well I know but at least we have it we'll have that gives the administration of the school a little bit more autonomy about what they can do I'm sorry said it on that policy well I have you'd State your girl the same one okay all right Mr Perez uh and and Mr Bennett this is just uh for clarification for me but uh the uh and I think you know I think I know the answer being that our schools are private spaces but they're also public spaces but uh the prohibition to record anything um can that be considered uh an obstacle to like a First Amendment right um you know and and hey something's happening do I have a right to record what I see happening

that's a really good question and um because we have a policy that restricts the use of cell phones then then the use of the cell phone is also restricted that so that's one of the situations where you're you're making it clear you're not supposed to have it but let's be clear if you have it and you use it this is this is an example of a violation I'll also point out that the reason that that we would ever find out about this is because someone's taking a picture of of something a student assault and they're uploading it that itself becomes an act of cyberbullying under Tennessee law in our board policy minus a potential you know a teacher is harassing a student and somebody decides to record that incident you know that sort of thing

and the teacher takes the phone I mean that's that it's a private location we have rights there uh to protect I just want to make sure we're not walking into something but your Point's very well taken and I think you'll know I think I have you the first amendment into the door of swings yeah both ways but but I think when we run into a situation where we're asking a question there's going to be an opportunity here for to exercise some common sense so as a for instance if we see someone hypothetically if if a student sees an event and and what one student is treating another student terribly um or someone from outside the school is doing and he records it surreptitiously and he takes it to the administration is that a violation of

the policy well technically it is but is the administrator really going to be concerned about that violation under those circumstances probably not now to your to your question does a student have a First Amendment right to video something in the classroom I would say no there's no inherent right to do that that's what I'm talking about now I I will I will and I've talked with uh with this Moody about this one of the areas I mean this word twice tonight um one of the areas where I think we run into some constitutional squishiness is that third bullet point at line 18 cell phone recordings done outside of school that are shared by with members of the school Community dot dot there are situations in which that actually could run into some kind of kind

of constitutional problems because of vagueness that's one of those things that that when it arises the administration is also is obviously going to call me and Mary and say what do you think about this so you're asking great questions I think I think the line of causing harm towards students is really what we're avoiding right is the is the recording or toward toward our work um so even on that one I would say inside or outside if anything you do you do to cause harm basically you're breaking 20 other policies we have yes the significant disruption is that or aren't those the two key words in that bullet well I'll leave it there for you to think about that that's what's struck me up that's the squishiness because so so the Supreme Court and this

is in the Constitutional class right now but but the Supreme Court has has weighed in onto what extent schools can regulate off-campus speech and and we end up debating a lot what is a significant disruption because uh increasingly that's significant um is becoming a very high bar uh cause harm towards students will what are we talking about there my point these are issues that that I talk with the administration about a lot so they understand my concerns so I think they I I trust this language because I trust them they understand what my concerns are and if they have any questions they call us Mr Connor so I I do like that we've added in uh exceptions being able to take it on a few case-by-case basis I've had a lot of people reach out

to me after the policy meeting talking about correct utilization you know what Dr Robertson was talking about in that meeting about there's some classes that utilize it for video editing and stuff like that because I think what we're missing on this and what's the most important line on the whole thing is where it says monitoring review annually this is the first time we've ever had a cell phone policy in the history of Hamilton County Schools I don't think we're gonna get it right the first time so I think it's awesome that we are trying and then that we're going to review it each year and get to the right answer eventually yep Mrs Robinson in the K-5 it's phones turned off and stored whereas grade 6 through 12 says stored but it doesn't say turned

off and that sounds kind of so minor but for the same token like Mr Connor said we probably won't get everything right the first time that being an administrative point I I would have to defer to Ms Moody and and Dr Robertson's team on that children and parents Securities but we went there I think almost everybody would agree that it has been a distraction in a sense um and then also I want to the school events after school is out like on Friday Night Football or I mean it's okay to have the phone on at that time okay but just not them any altercations thank you can I ask a question why did why was that not turned off I mean why was that language changed between the two use their phone like we understand

from the field that mostly they need it before and after school like what was spoken about tonight but we expect that probably some of our secondary schools are going to allow them in the cafeteria and those kind of things and so the key for us is like seen and heard out of the way monitoring if it's on or off would be difficult you know and nobody's going to go check it unless it pings if it pings it's heard right if it blinks it's seen so we feel like we've we've kind of protected you know against that may I ask another question what if they if a parent Texas their child will they be allowed to like mine to look at it at that time during the day okay question uh yes go ahead Mr Brown

I find it difficult to understand why we're making this so verbose I would I would love to see some reputable research that says it phones are good for students to have access to during school time except for opinion pieces with no research I can't find any somebody please help me especially k through eight I mean I can see some leeway in high school but I don't think any K-8 students should have access to their phone during the school day it's either before or after school so I I the co-apps with this I've seen co-apps disappear of school websites one school if you click on the student handbook it goes to the dress code it's all it goes to so I continue to ask why we don't have a district-wide policy that prohibits the use of

cell phones during the school day k through eight that's what I would like to see which is what the vast majority of all the other school districts in the state have it have a policy yet I sent you all the research that and tsba partnered with me on researching every single School District in the entire state and we are one of only four that don't have this blanket turn them off put them in your locker they're not to be seen not to be heard at any time during the school day now I I can see giving you know principals and admin permission for this phones to be used during a lunch period but I personally don't think they should be allowed to do that so if we're talking about following the research the research says

that even having the phone in their possession and turned off is still a distraction and I've stated that this board and to YouTube I'll share anything that I have and I already have shared that but I don't see it reflected in this policy the I guess we're just I mean I I see it in this policy like what we've talked about I really do and and you know I look at the elementary it essentially is saying you know it's put up before school you have it after school sample there is you know I'll use my daughter like she had a little Gizmo watch that when she got off the bus like text me you can only text me and my wife right I mean that would if we said you can't even take that school

with you uh we would be prohibiting like communication from my daughter getting off the school bus so it is restrictive that K-5 is saying can't have it during the school day it's either before school after school and the the six through twelve I I mean I really do think it's saying what you're what you're asking it's saying it's put up I've seen not heard right it gives the principal discretion to say there are times outside of the classroom outside of the instructional periods that you can allow use you know example would be the cafeteria um so I really do think it's saying what what you're asking us to say or what you're asking of the policy but again um I mean it's a first read policy we can we can make adjustments however however y'all

want well I want six through eight to have the same policy as K through five I've taught Middle School students they don't need their phones if she needed to really get in touch with you she could use her Chromebook and email you that I'm home that's when she was in fifth grade you know so I mean what we now do is we can and we'll after this I'll I'll do kind of do a school I think what we could do is and we've got another month and we can work on this we can Circle back to each of you and see how many of you want it broken up and and go from there did the policy committee meet about this and were those suggestions already put into this draft okay talking to Justin about

that we did make two amendments from the policy committee meeting on Monday to address these concerns um so the first is uh gosh I can put the lines in front of me because um but the uh when we start talking about the grades we we talk about the principal and or his or and his or her designee for sure um the line we changed from teacher has responsibility to principal and his or his or her designee the other one which gets at uh this is where it's placed so originally it said in a purse or backpack or someplace like that we also added things like lockers automobiles so that's at the discretion of the school so it can be more out of sight and still give the school discretion so I do think we added

I just wanted to call out that those have been added in since that committee meeting to address those concerns there okay well again I would like to see something other than significant being used you know I've got you can go online right now social media and I can pull down videos of fight taking place and those have been posted and photos what is what is the significant damage done to the victim and and yeah sure I just want to clarify too during first reads I'm taking notes of everything you guys bring up and so I do think that's maybe appropriate during first reads is any concern you bring up know that I'm taking notes on that concern and we can go back we can make edits we can email that to you as well and

make sure that shows up on second read I don't know that we have to solve it during first read but I'm taking notes of every concern I see a lot of middle schools in their student handbook they say you know six through eight phones are supposed to be turned off and put in lockers or and they list certain things I've seen I've seen um co-apps just disappear office School website we'll let so we need to get together but yeah let's stay let's stay focus on the on the the policy however it sounds like there's a lot to do on this cell phone policy in particular and I've got I I mean I will Circle back I want to make sure that they're like I just want to yeah and we've made some significant changes I

want to make sure that yeah there's a lot it's all red the majority of this board wants to see yeah and and that's my concern there was a policy coming and I appreciate Mr Jones comments but at the end of the day of a policy committee that Matt and the majority of the board agreed with something you know we always want to hear from those that don't agree but policy is that well I don't think we all agree but that's why well let's let's give the charge back to the administration to continue working on this over the next 30 days we'll come back at the next board meeting if it still isn't right we'll kick it to the next month I mean the the beautiful part of this is that we're getting to establish new

policy and we can make sure it's right and that everybody's got in it I'm sorry we charged Scott with doing this no it's kind of charges we pay him yeah well I will say that like because this is a it's not a bad idea and sorry but I mean this is a brand new Initiative for this board in the district I mean maybe maybe you should pull from other districts that have policies here's the thing on the legal side of things I mean as your lawyer I don't care I mean I don't I don't care whether you have a policy or you don't have a policy um I I feel loved I mean when you get right down to it um and Mr Graham pointed out that some other districts we're the only District of

the one of the only four that doesn't have a policy don't really know how much the policies that are adopted elsewhere in the state are enforced okay I mean some places I'm sure they very much are but but again legally I don't care whether whether you do or you don't if you want to adopt a policy we can do that the history of this board has always been to enable local decisions at the building level perfectly fine for you all to decide that as a system we're going to do it differently on this issue that's fine that's that's the prerogative of u11 because you govern the school system um but in in but historically and this is this is how long ago this discussion was historically when we were dealing with pagers remember those yes

when we were dealing with pagers we kind of let the principals decide whether they were a distraction or not so I I am very happy to draft a policy but here's the thing when I do that I'm going to be really clear and it's going to be it's going to apply to everybody and there's not going to be any discretion because I'm not an operations person and so so this this right here it's verbose because as I understand it the administration asked the principals the people who are going to be implementing your policy what they thought they could implement and so I really I'm glad I will do anything this board asks me to do within reason um but but you're going to get a policy drafted by a lawyer and not drafted by an

administrator who's going to implement it um I just want it I just we shouldn't put any any um more pressure other on teachers I mean we need to make a policy that is going to relieve them of having to be the enforcers they're uh can can I ask the question and I'm gonna ask Larry this what about the what about this is different than what you would say when it says the use of devices in elementary schools restricted to before and after school unless there is extenuating circumstances uh and have been communicated by parent Guardians approved School administration you just you just wanted to say no self I mean what is the difference in in that and what what you're wanting what you just want it to be a nice wordy or um no I

just want I don't think middle school students need access to their phone just like I don't think K-5 students need access okay so it's not not that part of the policy I'm just trying to figure out exactly which okay uh Mr Keith Mr Keane's got a question I'm gonna let him jump in with a question and then if no one if no one has any other policies to discuss then I'm going to suggest that we take this conversation offline and work with the administrative team to continue working on this policy however if there's other policies that you guys want to talk about we can do that so let's but I want to stay on track Mr Keane so the only I think the only discrepancy is the grade level I think we're the language is

pretty accurate except uh some might want k through eight to reflect the very limited and then secondary referring to 9 through 12. I think that's the difference in the comparison of the two and as we talked about it Joe's not here or is he back yeah Joe that was pretty much the the same argument the other night at the the meeting there was you know which one so I think we look at those two and then we decide as a board do we want it K through 8 9 through 12 or do we want it K through five six through twelve okay it's a good good suggestion okay great we're gonna take that conversation offline work with the administrative team if you're super passionate about this policy highly recommend putting Shannon Justin Scott on speed

dial and calling them daily about it so does anyone have any other policies from this list that they would like to review yes ma'am okay Mr Connor so 6.200 I just have a couple of questions for clarity I'll let everybody get pulled up so line 18 and 19 we're changing the days absent from five to three in three different places there but then in line 30 it still says five days absent gets reported up so is great clarification so we worked with Mary a lot to make sure we're on law here um the the statute says and Scott chance catch me if I say anything wrong because I'm learning fast right the statute says that we do have a reporting requirement which for us is done through reports right we're keeping the data at three

days but really our truancy process starts at five when we notify so we made sure our policy reflected that in the right way even though I agree with you it does get confusing that you see three somewhere and five the others that's actually very purposeful so that reporting to the superintendent starts at three the truancy policy where we notify starts at five okay it it kind of read like that but I wanted make sure it was clear and then the the other part to it in that so in line 16 it says it'll be the duty the principal to report to the director of schools but then in line 22 and 21 we've changed reporting from the director of schools to reporting to the attendance supervisor so is is does that need to be delivered

to different people or should it be the same person that's a great call I'll take a look at that that we need to in that first line say superintendent of schools or his or her designation it does say designate sorry but I just we are purposefully changing it in line 21 to the person that it's designated two okay I'll take a look make sure that reads it just reads reads odd okay and then that covers up my other stuff okay thank you yeah yeah excellent okay we're going to move to board matters first uh do I have a motion to approve item a one new position request electronic communications technician what do you have a second okay a motion from Mr Connor a second from Mr Keane please call for the vote oh I'm so

sorry Mr Garland I apologize I'm no I just actually you hear you sound like twins no feel comfortable thank you Mrs black yes Mr Connor yes Mr Brown yes Mrs Jones yes Mr King yes Mr Perez yes Mrs Faye Robinson well we've got to have an Electronics Communications technician do we I mean do we do we not have one already that just seems well I vote Yes to have one Mr Smith yes Mrs sermon yes Dr Wingate yes chairwoman Robinson yes item A2 teachers recommended for tenure do I have a motion to approve so moved second all right I have a motion for Mr Perez and a second from Mr Keane okay good deal please call for the vote Mrs black yes Mr Connor yes Mr Brown yes Mrs Jones yes Mr King yes Mr

place at a school in my district and I just I'm I'm hoping this is I'm just presenting fact this is not my opinion um hopefully they'll no need for any discussion but people need to be aware of the um the Title IX of the Civil Rights Act which prohibits an employer from treating a person differently or less favorably um because of their sex which is defined to include pregnancy sexual orientation and gender identity these protections apply and this is coming straight from the EEOC website these protections apply even a state or local laws take a different position everyone regardless of gender is protected from sexual discrimination under Title VII and this came about as a result of RG and gr Harris Funeral Homes Inc verse EEOC and the Supreme Court held and I quote that

discrimination on the basis of transgender and transitioning status violates Title VII title sevens prohibition of discrimination based on sex applies to Gay and transgender individuals especially in this case with Harris Funeral Homes the Court rule and I quote it is impossible to discriminate against a person for being homosexual or transgender without discriminating against that individual based on sex so this is a federal issue and um the school district and even these board members who take their oath of office are constrained to whatever their personal opinion by the laws of this nation which are sometimes handed down by the Supreme Court and just like laws during the Civil Rights Movement that were considered incorrect there is a way to change it if you so desire but that's got to take place at the national level and

this district is constrained to follow the law at this time thank you thank you all right our meetings adjourned I have a quick question can we get the graduations schedule that's what I meant because everyone's coming out of the website it's been there for like a year yeah meeting adjourned thank you
