001Everybody will will have our moment of silence and pledge for leaders. So please stand. I appreciate that. And we have 4 here with us. Daisy Maze. You come on up. She's going to lead us in the pledge. >> Attention. Salute. Pledge. I aliance to the flag of the United States of America and to the republic for which it stands. One nation under God, indivisible, with liberty and justice for all. >> Appreciate that. We got a a busy bunch of 4ers. I keep up with them on on Facebook. They're always doing well and doing a lot. So, appreciate them helping us out there. So, um that brings us down to the public input portion. Do we have anybody? We have nobody. All right. Then we're on to the changes to the agenda. And we had one
002field trip here to add that was put here on the table for you. Any other changes? >> Oh yeah, we have to switch out here. >> Same motions, just a corrected copy. >> Yeah, we have a corrected copy of budget amendment number seven there. Any other? All right. Is there any objection to the changes to the agenda these additions? All right, hear none. Then we'll consider that unanimous consent to add those. So add a field trip under the consent agenda and look at the copy of the budget amendment number seven. So that bring us into the approval of the agenda. Is there a motion to approve? >> Second. Paul make the motion. Is there second? >> Second. Any discussion? All those in favor of the approval of the agenda. Show by raising right hand 64.
003Zero against approval of the agenda passes. All right. So we come to our consent agenda items. can remember we do have that field trip that has been added and we got a whole lot of stuff going on. This is field trip time of year, conventions and everything. I know I'm going through the same thing myself. Um, we have a motion to approve the consent agenda items. We got Doug with the move. Is there a second? >> D with a second. Any discussion on any of those? All right, hearing none. We'll vote. All those in favor of approval of the consent agenda. Show by raising your right hand. 640 against consent agenda passes. And good luck to all those folks that are going to be in these competitions and everything coming up. Okay, that brings us
004then to the policy committee and I'll turn that over to Doug here. >> All right, we have five policies for your consideration on first reading. Uh the first one is policy 1.44. Uh this modification changes the uh I'll just read through the specific things. the pronoun from his to their in lines 11 and 22 on the first page and line three on the second page. Uh and the rest of the uh changes in yellow bring this in to to conform with the um policies that we passed earlier about the uh the meetings that we're going to be opening up public comment to um in both meetings to anything that concerns the school district rather than living it limiting it to agenda only and um we're going to not require people when they come up to
005give their specific address just their city or their name and city of residence. Pass three to zero. So move. All right. So since this is coming from a committee, we don't need a second on that. So the motion is to pass 1.404 appeals to an appearance before the board. Is there any discussion on this? All right. Hearing none vote. All those in favor of passing on first reading 1.404 appeals to an appearance for the board by raising your right hand. zero event. That policy passes first reading. >> The next one is a modification of our purchasing. Uh the modification has line 18 through 22 in yellow. Uh restricting curriculum purchases to items and vendors conforming to state law. Uh this was passed 30. So move Mr. Move been made to pass 2.805 on purpose and
006on first reading. Is there any discussion? All right. Hearing none will vote. All those in favor of the motion to pass 2.805 on first reading. Show by reason against that passes. Uh, the next one for consideration is policy 4.10. >> Oh, I'm sorry. Did you say something? >> No, I didn't. >> Oh, I'm sorry. 4.10 instructional program. Um, this was made necessary. I think we all would have rather just stayed with the one we had, but because of some verbiage that came down from the state last year in the legislation. Uh we were required to change this and the changes are the uh yellowed in area which reads um I'll just read the paragraph. The board shall not discriminate on the basis of race, color, religion, sex, national origin, or disability in its structural program
007or activities. This includes discrimination based on any religious belief, non-belief, but not limited to anti-Christian or anti-semitism or other forms of religious intolerance. For purposes of this policy, anti-semitism is defined by state law. Um the verbiage all the verdage following anti-semitism in the uh line four was handed down by the state. the verbiage. This includes discrimination based on any religious belief, non-belief, but not limited to anti-Christian. Uh that was suggested by uh Miss Mayor and it was this passed our policy committee 2:1 uh and recommended for consideration passage. >> All right. So the motion has been made to pass 4.10 instructional program on first reading. Any discussion on that? >> I do a question. There's already not to be discrimination based on any religious belief. And I know that we haven't passed this legislation for
008the anti-semitism. Do we really need to change anything beyond that? I mean, because I mean, we're just we're adding anti-Christian. There's a multitude of religions, but that kind of involves all of any religious belief. I mean, I'm actually opposed to the whole thing, but I have to pass it anyways. >> As I said, we would have rather kept it. >> Yeah, I would rather Well, I would rather not even have this policy in place anyways, but we have to through legislation, but I don't I just I just feel like we're we're kind of emphasizing just one more religion to this, which I'm already against. doing it to begin with. It's just basically we shouldn't be discriminating on any religion or begin with some clarification on why exactly. I'll defer to this. >> Well, the state
009requires us to have to incorporate language on anti-mitism into our policy or our policy or our So um so the anti-semitism is not standing alone. It's providing two examples you know but not limited to the two examples of any kind of anti-discrimination against religious or non-religious. So one way or another we have to have a policy that has information on this anyway. And as far as the definition is concerned we Just need to put that into the student handbook. >> Anyone else? >> Doug, you state again what it was that we from where it begins to be yellowed in. This includes discrimination based on any religious or nonbelief but not limited to anti-Christian. That was the verbiage that um Miss Mayor brought in. Everything thereafter was by was by legislative. All right. Any other questions?
010All right. Then we'll proceed to vote on this. Um All those in favor of passing 4.100 instructional program policy on first reading show by raising your right hand all those three three and I think the empire rules it does not pass. So it'll go back to policy conditions. Okay. Uh the next one is graduation requirements. This is a minor change. Again, I believe it's to bring us into um compliance with state law. Dr. Arnold submitted this. I'll let him speak to it. This passed three to nothing. Uh so I am bring it for consideration on first. >> It only changed the earn requirement of from 18 to 17 credits was the only change that's the for the move when ready act. All right. Is there any other discussion on this one? All right. Hearing none,
011we'll vote. All those in favor of passing 4.605 graduation requirements on first reading. Show by raising your right hand policy passes first reading. And our last one is policy 650. Uh this was brought in by Mr. Hardy. uh he asked this is virtually our existing policy with the word and safety or and safely added to the end. Uh pass 30, Mr. Chairman. All right. Is there any discussion on this one? All right. All those in favor of passing special education students policy on first reading show by raising your right hand 64 against pass on first reading and that's it for us. Just one one more. Our next uh policy meeting is on the 27th of April um at 5:30 before the work session. Um policies to be considered at that meeting need to be to
012run his desk by close of business on Thursday, April 16th. >> All right. Thank you for that. You got anything you want to add on budget down there? I just um the next the your budget look um you will receive your first draft March the 24th. I will send you so we went over in our board retreat some information on budget. I will send you some updated information over the next week and over spring break for you all to look at. But um I feel like that right now we're in a good place with the budget. um meeting the board strategic plans and um hopefully everything stays the same right now as far as we've got our first TISA estimate and um we believe that we could initiate the board's wishes with raises and keeping
013things very similar to the resources we provided staff has been moved back forward. So, thank you. >> Okay, we have no unfinished business. So, that brings us down to new business. We have two items here. We got an allocation for the purchase of ELA materials and then the board evaluation. So, we'll start with number one. Is there a motion on the allocation of de allocate $750,000 from fund balance to purchase English language arts adoption materials for school years 2027 2028 and 2029 second on that any discussion you >> um I know this is something that has to be adopted. I was not on the board at the time that this original PLA curriculum was adopted. feel that not having part of the decision for the curriculum at the time that it's right for me not
014knowing the options of the different curriculums for me to actually be able to something like this something I just want to let y'all know instead of this against something without giving why I am against I just I'm being asked to pass something. I don't have any kind of background or opportunity. Last year when we had the science had opportunity to go through all the different science curriculum and stuff when the adoption supposed to take place for ELA. So the new adoption would be so initially this was adopted six years ago and now the Tennessee State Department has pushed the adoption cycle out to eight years for ELA. Um so what you will see is the 2627 school year then the school year would be where they would consider it. Um after that so they would
015adopt in the 2829 school year >> they would ask the board to adopt in the 2829 school year. Is that correct? >> I have to write it down but that last of the three years will be the year we look at the adoption. So 20 this adoption purchase is for 2627 and then that last year the 2829 is whenever the ELA adoption would go in front of the state at the end of that year is whenever you it would come before the board and the 29 end of the 28 29 school year. >> So so this allocation would go towards starting 26 27. So yes, because they extended the adoption of the ELA material to eight years. So this is to cover that gap >> of that period and for us to use the same
016ELA material we've been using for the past five years into six years now. >> Okay. So this is for 5year-old curriculum already. >> Yeah. So students get um students in K through 8, they get um consumable materials type of of work. So it's not a digital just on your iPad. It's not a textbook that we can just reuse. So these are consumable materials that'll have to be um repurchased, shipped to us every year. So whenever we set up the adoption, it was for a six-year period and it covered the cost of the materials for up to six years. So now that the state has extended that uh adoption, then um since we don't have those materials, teachers don't have anything to teach from. Um students don't have a book if we don't pass this adoption.
017>> Okay. So um So then the next PLA adoption obviously this is not going to cover >> the next one. This is just the existing one so that we've got supplies and everything covered. >> Yes. >> Okay. >> Any other discussion? >> All right then. Um, all those in favor of the move to allocate $750,000 from fund balance to purchase English language arts adoption materials for school years 27 28 29. So by raising your right hand 54 all those motion allocate $750,000 passes five to one. Next one we have the board evaluation. Is there a move on that Mr. Chairman? >> Yes. >> I move that the TSBA school board evaluation instrument be used for our annual schoolboard self evaluation in accordance with our policy 1.103. >> All right. Is there a second? I'll second.
018Is there any discussion on this? Oh, you got anything you want to say first? >> I just want to clarify. I know we got the instrument from TSBA that Dr. uh reached out to them for it. And this is something that can be done online or if somebody doesn't want to do it online, they can physically do it and be turned in. So, it can be either way. But this is something also that has been in policy since 96. And as far as I know, I don't think a board has ever done this. And it's part of our policy. We're supposed to do this. So, just trying to keep up with I I would say I think you know going forward whoever's on this board next year I think sort of need to set like
019a kind of like how the director has evaluation set a certain time probably need to start setting that for a certain period of time you know maybe towards you know the end of a cycle or something like that sort of get the idea and then have some time to adjust anyone Yeah, I just have it. I don't quite understand the process. I understand obviously we fell out and then but we submitted to TS Tsa and then they I'm not I'm not clear on the process what what happens once you fill it out and send it in. >> So from what I understand and it says free service provided to members um you fill this out they will provide the online EV valuation instrument. Um they tabulate the results and then they can come in if
020you so choose and maybe during a you know a work session or a retreat they can do whatever areas they've identified as maybe lacking they can um have like a session on that let's just say it's parliamentary or something you know we'd all get like a little lesson in that um and you know whatever in particular might be multiple. Um >> would their would their uh their review be suggestions or would it be mandatory? >> Oh, it's suggestions. >> Suggestions. >> It's based on they're going to they're going to send back just like my director evaluation. We send that to them. They score every everyone's score everyone's and then they combine those scores to show what the boards you know some of them may be a level six some of them may be a level
0212.4 forward. So, every area would get scored >> and you would see where the board ranks itself and what's the strengths and weaknesses of the board. >> And what what was the time frame of this from the time we finished it up to the time we submitted it to them to the time they got it back to us? What was the time on this? >> I think they said they could get it back. >> It says finally >> say five days is what they >> following the submission deadline. They can have it in five days. >> Okay. And then it comes back to us. Five days. And then again, what do we do with it at that point? I'm just trying to >> Yeah, that's up to you. I mean, um, you can evaluate it.
022You may um say that, you know, I see a weak area that we can correct ourselves. Uh you could ask the um whenever we went to um Newport Grammar, they had just had that done and they were having twohour business sessions and they really wanted to cut that down. And I mean it was very efficient whenever we were up there, wasn't it, Bill? They had cut it down to about 30 minutes. So from two hours to 30 minutes just TSBA helping them what how they need to run the meeting and what needs to you know be discussed what needs to be consent vote those type things helping them through the process. They had several new board members on and uh just needed some help and support to get through the business meeting. >> So I
023guess my my question is once we get it back it's up to us to do it what we want. Yes. >> It'll just be data information for your consideration >> and I'm sure everybody would evaluate it somewhat different than >> they have any authority to change anything that >> they're just there as a resource. They're your resource to help you. They want you to be as efficient and effective as you possibly can. I think you could look at it as professional development for the board. You know, if you go in there and everything's great, well, you know that you feel like everything going good. If not, you know, and I think what it says here on that bullet point on the first thing, your board should participate in annual board evaluation to set a proper
024example. All other employees of the system are evaluated annually. That board believes leadership by example. So, you know, as a teacher, I would like to self evaluate myself and not really me, but that don't happen. You know, I I think this would be a good thing. I bet you'd get more than your neighbor would, wouldn't you? I'd have all five. Is there any other discussion on this? All right. So, um, going back all those in favor of the motion that the TSBA that TSBA schoolboard evaluation instrument be used for our annual schoolboard self evaluation in accordance with our policy 1.03 03 show by raising your hand. All those 64 zero against passing. All right, that brings us to the new business for the budget amendments. We have four here and do remember that number three
025there. That federal fund 142 number seven was the one that you got that had the uh mistake on it and then it was you had the corrected one in your hand. All right. Is there a move on budget amendment number one there? Move from de to pass general fund 141 number 15 items 1 through six. Is there a second? Second from Paul. Any discussion on that one? I hear none. We'll vote. All those in favor of motion to pass general fund 141 number 15 through six budget amendment. Show by raising your right hand. 640 against that budget amendment passes. Next one is general fund 141 number 16 items 132. Is there a motion on this budget amendment? >> Is there a second? There's a second. Is there any discussion on that? All right, hearing none.
026All those in favor of passing budget amendment number 16, general fund 141, items 132. Show my raising your right hand against. And then the next one is the one that we have the copy of that was sitting here. Um, federal fund 142 number seven. 1 through two. Is there a move on this budget amendment? >> A motion to approve. I'll second it. >> Second. Any discussion? All right. Hearing none, we'll vote. All those in favor of approving the federal fund 142 number seven, item 1 through 10 minutes. raising right hand. Then the last one, capital project fund number five, item one. Is there a move on that? >> Approve. Is there a second? >> Second. Any discussion? Is this funds from the restaurant that goes to Mario for the bleachers inside? >> No, this is
027taken. So, we took money from 141 uh put it into 177 and then this puts it in 177 into a line item for an expenditure. Um Eliza, does that sound right? >> It says 141 to for the Mari Bleakers. Yes. For the mark. >> They just move the money along. >> Yeah. It's just moving the money along. >> Same money, but just use for everything. >> Yeah. So, in the restaurant awning, we com we budgeted an amount for that project. It came in under budget. >> So, we're completing that and moving that money on to the Marleers, which is over budget. Thank you for that clarification. There any other questions on that? We vote. All those in favor of approving budget amendment for capital project fund 1775 item number one. So by raising your right
028hand again that one passes. That brings us down to school commissioner input. We need school commissioner input. >> And just let everybody know March 28th at Rush School, the upper playground at 12:00 noon, we'll be holding the M Solomon playground dedication. I just want to make that announcement to everybody, general public, encouraging everybody to show up. All right. Hope you got birthday cake because of my birthday. Uh any other items under school commissioner input at our retreat or I think it was I'm getting old. Can't remember. Good. Uh the idea of redoing our policy book was what brought up you. Did we uh okay that or did we uh it's all been okay? Yeah, we approve that. >> Okay. Now, what explain exactly what will be done? >> Yeah. So, TSBA attorneys will go through
029our policy manual and look at our policies and they will not make any changes. They will only make recommendations. if something's um unclear or something's out of compliance, just like whenever we have state legislative changes, TSBA will send us a model policy. So, if we have a policy that they consider at risk, they will let us know that in in the form of of a recommendation and they'll do a section at a time. So you you are not obligated to make that change. You are just >> it will be brought out to our attention. >> Mhm. >> Yes. >> Regardless of what >> so when they get through all policies will be updated according to state policy. >> Yeah. To make sure that we're in compliance with >> policy. Okay. told myself like to uh
030everybody keep coach in your prayers. >> I think he really needs it. >> I talked to him just before I came down. He's he's he's down. Remember this. Hate to see here. I know he'd be here if he could. If his wife would let it anything else announcements all right then everybody's favorite part move to ajourn. So we got any is there a second? I'll second it. >> All those in favor raise your right hand. >> You got
