001All right, we'll go ahead and start our meeting. Mhm. Um first thing on the agenda is roll call. That would be me. Hayne Cochran Here. Cook Here. Cochran >> [clears throat] >> Palmer Here. Oh. You called my name. You didn't even look up. Okay, here. I'm sorry. It's okay. >> [laughter] [clears throat] >> Jones Here. Neal Here. Snyder Guess I need to start looking up, Alan. >> [laughter] >> Um Windsor Um but she's coming. >> [laughter] >> All right, next we'll uh stand for the invocation and pledge of allegiance. Let's pray. Heavenly Father, thank you for this sunshine, Lord. It's It's been a nice day outside and we're thankful for it. Lord, thank you for all the blessings you give us each day. Lord, I pray that um we can conduct tonight's meeting peacefully and

002um do things that uh would please you in what we say. Lord, uh thank you for our students. Lord, thank you for this board. In your name we pray. Amen. Amen. >> [clears throat] >> I pledge allegiance to the flag of the United States of America and to the republic for which it stands, one nation under God, indivisible, with liberty and justice for all. >> [clears throat] >> All right, next is to approve May 7th, 2026 agenda. I have a question. Motion made by Jody. Seconded by Judy. All in favor say I. I. Any opposed say no. Uh motion carried to approve May 7th, 2026 agenda. All right, next we would like to welcome our visitors. And um next is public comment. We do not have anybody signed up for public comment. So we will

003move on. Next is the LaVergne FFA overnight field trip to Camp Clements. So board members, I I apologize for asking [clears throat] to put this on for tonight, but as I said in the email, we were not made aware of their suggestions into this program until last Friday afternoon. So [snorts] thankfully you are here, and so this is a wonderful event for our students. It's an inaugural event. Leadership and lots of different components that's being put on by MTSU. So the camp is the place for it, and MTSU is leading the program. So they're asking permission to be able to go. So the FFA sponsor believes six students. I make a motion to approve. I second it. Motion made by Judy Dale. >> [clears throat] >> The second by Miss Judy. All in favor say

004I. I. Any opposed say no. All right, motion carried approve the Larry Kendall FFA overnight field trip to Camp Loma. Thank you. All right, next is the fiscal year 2017 budget review and vote. Um So, I will just kind of leave um kind of leave it open. If anybody has any questions um regarding the budget, I will say thank you to Amy for um sending out a a spreadsheet of of the differences and um in the updated budget. So, I'll just kind of open the floor and if anybody has questions, we can >> [snorts] >> I dive into it. Are we still good to the for this year? Are we still projected to be 6 to 700,000? >> It's looking like it to me unless something else comes up. We've got, you know, 2 months

005left. I don't foresee. I think we'll be fine. There was an expense to look at on Monday night that's in your agenda. But, because of you know, being transparent, because we were paying the Sheriff's Department's fuel, that money is coming back to us. So, you're looking at a 35 to 40,000 dollar purchase for an engine for a fire truck. So, that's the biggest expense behind that. So, we're still projected to be 6 to 700,000 in the year. Um no, I feel like they'll be six. Okay. But, that money is coming back off of that. Yes. That's what It should be an exchange. Yeah. I couldn't help but notice the cost of living bus, but we'll talk about that. I don't want to talk about that. Heavens to Betsy. Mhm. Okay, but that's not for me.

006>> [laughter] >> Mr. Nace, are you okay with this budget? I mean, it's better. There was still a few questions. Um Mr. Nace has got some questions that we've talked about. That she can share, but it is it is one and that better. Okay. [snorts] Um So, so some of some of the questions Um for for the teachers line item 204 state retirement. In the the fiscal year 25, we spent 199,000. And the proposal is 190,000. Um if we have the same amount of teachers, why is the retirement going down? I don't If you calculate the percentage that they give us, it changes every year. And I know that sounds crazy. Mhm. Um but it changes every year. Um some years it goes up, some years it goes down. So, >> [clears throat] >> um

007we go off of the percentage that they that we're given. Is it based off of our staff as far as years? Mhm. I believe it is. Are you listening? On their service time. I think so. The number of years. The service. So, we get that directly from the state. So, that tells us what we need. So, it would vary. You know, we understood the the formula that well. Listen, 7100 is that the one you were asking about? Mhm, yeah. And it could also be um I think [clears throat] sometimes different ones are call center and they weren't call center then. Now, they may be call center. Does that make sense to you? Mhm. So, that could be some of the the change as well. Um because I tried to make sure that we put the

008right ones with the right call center. Okay. Um and just kind of looking through the budget, I've I've noticed like there's nothing allocated for um materials, um professional development for the teachers. In that line, we we try to use the federal funds because we're given Okay. quite a bit there, and so we've not had to pull it out of GB. We use the federal dollars for that. I can too for the professional. >> Um is that the same same reason for special education programs? Right. It's in the federal. It's allowable. So, for equipment, supplies, and materials, that all comes from federal. >> Out of this one, yes. Okay. So, that's that's the other part of it is there's other funding sources, and that's why it creates those gaps. Okay. And then like for um CTE

009199 where it says other salaries and wages, 18,400, what is that? What salary? Um that is just a piece [clears throat] of court money. Carries. Carries on. So that's just a percentage That is a percentage of I didn't read my Bible. Okay. I tried to remember everything but I did not. Career advising specialist, that's a piece of Jamie, a piece. A piece of Jamie? >> Yes. Okay. Where's the rest of Jamie? >> Here's comes out of a safety grant so the other part comes out of the grant. And the other part is out of the middle school grant. Okay, which is running out. >> piece to this comes out of the Which is running out. Yeah, so for next year we had an extension because we did not get it last year [laughter] when we

010applied for it. So when I came on board and we applied for it, it pushed the years out so there was still money left over. So the state indicated that we could pay 25% of salaries whereas it had been at 50%. It was on a on a percentage scale and so the last year is 25%. So it's the same way with the teachers above that which is culinary arts and the the ag the ag in the middle school. >> And the other student support 199 189 the other salaries and wages. The reason I'm asking there's no notes. But 119,000 what what salaries are are those? I'm sorry. It's I didn't put notes in that. There were notes in there. Okay. Um that is um two different ones. Um that is All right. You're talking about

011the one or the one with the 199. The 119, is that what you said? Yes. Are we childhood coordinator? And it also covers our monitors. So, it's our metal detectors and detention monitors. So, all of that's included in that one line. Okay. And that line right underneath that is Jamie's other piece. Okay. See See how it's got that call center in that 199 right there? Under the the cops brand? Yes, ma'am. Okay. I was trying to remember to put it out there, but I got the call center, but I didn't always write which brand. Okay. But I think you have the call center. Yes, ma'am. Yeah. Anything? We're just kind of opening the floor if there's anything Thank you. I'm sorry. We're late. You know, we're fine. We've been out all day. Yeah, you're fine.

012So, And I've got a question. Sure. Under the direction of schools, 772-320 Greenville schools. Okay, kitchen number? 399. Under the contract of services. Uh-huh. You got 11,000 budgeted Okay. >> last year you spent 60,000. So, I was just trying to figure out why Right, that was um the cleanup with ATA. Um Okay. That was um the legal fees where we were paying. It's not saying what it's It's called something else. Hang on. I can't think of the the attorney, but that's where all the attorney fees went. Well, I'm just wondering why it was so small. Yes, ma'am. Since we spent 60 last year and y'all got 11 budgeted for this year. And that's not a typical year. Okay. So, normally we wouldn't have all that expense with ATA. >> [clears throat] >> Um and I

013guess we hope for the best and hope we don't have that many legal fees. Not all of these are like we have fees for hours that are So, it depends something in there. Um same That's called Spencer Fane. What that is Yeah. >> I can't think of the name of what it was called. It's called Spencer Fane. It's called what? Uh Spencer >> the board of attorneys Spencer Fane is the law firm. Okay. But it's a group of them. So, like we have Wheel, but we don't charge Wheel. It was And I just know the people I emailed and talked with. I couldn't remember the name of the group. But it's Spencer Fane attorneys. If I'm not mistaken, that was given [cough] >> [clears throat] >> that money when I came on board as consultant

014because there was the opportunity for like the the bookkeeper from the past to be able to come in and help. And then after that we use that for the consulting money. If I'm not mistaken, that was Dr. Worthington. That was to help with those pieces to help our folks who are not going to lose jobs. This is came out of the digital line. Some of them did. Then it's been a lot of things out there cuz it's just a contracted service. It's not Because it wasn't a cost center. It was a different pot of money. But there's no line item for legal fees. It just all come under other contracted services. It depends on what the legal legal fees were for. So [clears throat] So what are the contracted services under director of schools? Um

015I can go to my computer and pull exactly what was spent out of there. No, no. Just that we're proposing 11,000. So what contracted services are we Um Well, like I I told Miss Ever, I'm hoping for the best that we don't have all of those um legal fees this time because we've been out quite a bit um for different things. Um um So I know that we will have we we shouldn't have ATA this time because I think we're finished um with all of that. So we shouldn't have any of that and that was 20-something, I believe. I didn't bring those numbers in with me. Um but I do know we'll have a a couple of consultants still in there. Um but like mine's not out of there. Um she's out of the physical

016part of um But it had been built in there originally for consultants to build that bridge from people that were leaving and to to new people. I'm thinking I have two names. I couldn't find any other questions. Um You have one more. And then there's DJ. Do you have any other questions? I'm trying to think of the other one that I had written down. I don't know what that one was. >> [laughter] >> I don't know. Oh, DJ Worthington. Dr. Worthington. I don't know what to You have my name without looking. Um I have the one name to see if it's correct. Is this the person? I'm sorry. That's quite all right. I guess it's it's going to be who the consultant is and who who has people that are leaving and so I had

017[clears throat] a question about um directors I had and I can't find it on here. Um the um >> [clears throat] >> the cell phone I know I don't think it was like $11,000. Probably. It's pretty close. Like a cell phone, a computer Maybe it's under um is it under communi- I'm not sure which one you're asking about. Is it under administrative equipment or is it under communication the 307? Cuz it's about it's right at $5,000. I had it put on my home. It's hard to get here I suppose that fine. Thank you so much. I might be able to see it better now. I understand. Is it the Well, I don't know what the minutes is contract or not. I don't know. I just want to know what the communication is. The 307 is

018communication and it is cell phone because in the in the contract we usually provide a cell phone or cell phone stipend or have it coded. I don't think I've spent $1,000 on five lines. It Well, I've got 4,800 for communication 307. Okay. So, when I was looking I may have been looking at the the first time. This is not all of this for a phone, right? This is what it is. Uh on communication it is but down where it says administrative equipment that is Oh. laptop, an iPad, um magic mouse, um you know, Yeah. keyboard, anything kind of technology. Yeah, the communication is a is a cell phone stipend. 4,800. Okay. can also the director of schools would cover >> [clears throat] >> um the administrative assistant at the front. So, some of those charges

019down through there like the social security, the retirement, all of those they take in both people's salaries. So, it's not just one and the travel would be for both people. It's not just one. So, if it seems a little much for one person, it's because some of those are for both of them too. Yes, ma'am. >> [clears throat] >> Um under fiscal services, 399 contracted services um you know, we spent 104,000. We were already spending 79,000 and it's projected for 55,000. Should we need to go up on that? Um I I don't think so. I got some of the um They sent me like a quote uh for things and the way I guess estimated you know, I think this is close. Um for the contracted service um I don't think we're going to have

020the CRS. Um We will have um Zenorbic, I think I'm saying that correctly. Um and I know we'll have uh we have a piece of local government so we can still access anything we need in there and our Skyward. So, I think we're okay. All right. Um unless something happens. Um we just >> [cough and clears throat] >> tried it with them uh by No, Thursday of last week. Um and and got our assets um squared away. So, I don't believe so, but you know, if you'd like to put some more money in there, we can do. >> [laughter] >> I was just like, you know, we spend, you know, right. Just want to make sure we're allocating which line. I um fiscal service. I don't foresee a lot going on with CRS. Okay. See,

021yes. When you say fiscal service, what are you talking about? Um it's down at um 723510399. It's under fiscal services. >> [clears throat] >> So, that paid for us to basically clean up from [clears throat] where the books needed to be reconciled. Reconciled, excuse me. So, because it had gone from so far in the past and trying to work from the past and trying to go to the forward. That's why they were hired to do that. So, as I wrote [clears throat] in the email, we are reconciled. So, hopefully that's not going to be an issue anymore. Do you think that might not be enough? Could I agree. Well, I was Are you just going to say that or are you just Well, because we spent, you know, 104 and 25 and then sending that

022out in this past year. I just wanted to make sure that I we have enough money. And that was >> in there. It was for paying for those additional services to clean up the past of the financial situation. Have we been reconciled? Mhm. Are we up to date? We are. We are They were actually working on March now. Um we're up to date. So, that is That is right where we need to be. Yes. February is is being done. They're working in March. Um but now that we're up to date, it's like hang on. We're catching things where we never caught them before. It's like, oh wow. Yeah. And Mr. Graham was actually here today. >> [clears throat] >> But this is an auditor. So, with the comptroller's office. >> [clears throat] >> Let me

023say we're working on all three funds in March. Yeah. And that's what we were questions after the talk. We've gotten quite a few questions about between >> [clears throat] >> the original proposal. Just want to reiterate about the Harvey keeps saying about the proposal. We got another update about new revenue. But we didn't add that to this because it's projected and we don't give you a false sense of all of that money and stuff. So, it's going to be an ongoing issue of what's the projected revenue versus how much is going to go on. And I just wanted you to know that it did come in. It was another letter. So, this time next month this may look different. It absolutely will. >> [laughter] >> And in the end, if students because I want to

024remind you, we went from BEP which was a funding formula, not a spending formula. It was basic. When we moved to TISA, even when we got TISA rolled in, it was still to try to hold harmless. It didn't have all the nuances. So, having a student enrolled in a CTE program counts as an outcome for money. But the reality is is what you're moving into next year is the students have to earn the industry credentials for us to earn the money. And that's tiered. So, that's where all those nuances have to come into play. That's why it's so important their CTE programs are running the way they're supposed to by getting those credentials. It's kind [clears throat] of like the training wheels are coming off. So, that's where all that projected revenue is connected. So,

025students who are enrolled, now are they earning the industry credentials? Cuz BEP didn't care what the outcome was, per se. This is connected outcomes. How are you using the money? >> [clears throat] >> So, with the updated the most [clears throat] updated budget, there is a difference of positive $330,000. What What are we planning on doing with that? The extra money? The extra money. So, as I said, you don't know that you're going to get it. No. We're not promised that money. So, that's why I mean, I could have And we had this discussion, do I go in and make it balance because there are places, you know, we might could use some extra money and I'd have to put that in. But, it's an estimate. You know, it's a draft. So, just like last

026week, I got another update and we had quite the potential have more money added. But, but I was I was on the phone with um my fiscal uh contact at the state and she said, "Don't add that." She said, "You're not guaranteed that money. You're not guaranteed the money you've got. This is a projection. It says preliminary." >> [cough] >> She said, [clears throat] "I wouldn't add that." She said, "You keep what you've got." And I said, "Yes, ma'am." She said, "Because you as the year goes on and you realize there's more, you can make adjustments then. But, you're not It's not set in stone you're going to get that money." You said that all along. It hasn't hatched yet. Right. >> [laughter] >> And she told me the same multiple times this is an

027estimate. [clears throat] It's a draft budget. I would like to say we're going to get that and you know to do lots of more you know lot of things but And as I written in the summary come July unfortunately there will be a teacher too that will go hey I'm not coming back. And whatever level of experience and degree that teacher had and you replace you're replacing with somebody who's a permanent teacher has never taught before has a bachelor's degree or you replace them with somebody who has 30 years of experience and a doctorate. [clears throat] And just like that your expenditures have shifted completely. And I've tried to put in there at different places this is based on current enrollment you know because [clears throat] that 71 100 116 that's our teacher line and

028if our teacher changes that's going to change and I don't know that she's not going to come in with a family or he's not going to come in with a family or then they would my insurance line because the person left only had single coverage. And this was taken being and it it throws it all off so I tried to make sure I put current enrollment. So as part of the priority is on the teacher salaries the health insurance and the technology. So and this is we got questions about it in the county commission meeting like why do y'all keep doing amendments? Well I mean you you try to build out the best that you can but then you go get a grant and change the revenue. And some of [laughter] these as she said

029they decide to opt in for family insurance. It never stops. It doesn't stop. This is a very fluid situation so We try to be intentional with it. I will say that we learned a lot. A lot. A lot. I I wish that we had known what we know now a couple of years ago and being able to update you as we went. But we didn't have that knowledge to know how to do. Do you think if we had stayed with local government No. We would have found it. I don't know that we would have found actually what you're asking now. I don't know that we would have found it. We We might have found a couple of things, but not the capacity of what we've gotten done now. I really don't. It's two separate situations.

030One is switching platforms, which does create some complexities. There's no doubt about it, especially when the team had to manually upload numbers. But we didn't have the finance knowledge of knowing because the two systems they still ask for the same things. They create the same reports. You don't You don't know where it is in Skyward, but if you didn't know how to Like you've seen the hottest of not reconciling with the trustee, goes back before 2022. So if you don't know how to reconcile, it doesn't matter if it's local government or Skyward. And if you're not reconciling as she was talking about those possible errors are not getting found. It carries over and carries over and carries over. It's not about the platform. It's about learning processes and policies and understanding how the budget works.

031The platform is just learning how to use it. Hey, I have a MacBook and now I have a PC. It does the same things, but the shortcuts are different. And you know, moving forward, you need to hear from the finance team about that, but >> [clears throat] >> you know, here's another example. There's money that we pay for Skyward, if I'm not mistaken, it's $8,000. But local government, every I believe it's 3 years you have to buy a new station. Okay. What was the cost? 6,000? Or was it 11? 11. 11,000? So every station 1 2 3 four stations. So you're talking about $45,000 just to buy the stations and every 3 years you have to and then on top of it you have to buy the license. And so if the director of instruction

032says, "Hey, I don't know how much money I have." They can't [clears throat] just open their computer and go to a system. They have to go to someone who has a station stop what they're doing and give you that amount. That's the difference between the two. It doesn't have the web-based uh ability to access. That's what we were trying to do so that people could control their money. But that got into it we're not sure exactly how to put the money in or where the money you know where it came from. Anyway, they've gotten a lot better at that. Much better. Reimbursement used to take me a good afternoon. And I did it all within 30 minutes. How far behind were we on reimbursements? Um This month? Yeah. So remember GP pays it, then there's

033a reimbursement for federal that pays it back. We didn't have the knowledge of how to do those processes. And then the access to do so. We didn't have access which gets back to about the we you know we went and got the technology grant, bought the computer stuff, and didn't have access to a system to ask for the reimburse. >> [snorts] >> I mean It took us quite a few months. It Anyway, it looks differently now. People understand the process, they have access to everything that they need. with the audit findings for the fiscal year 25 have we fixed those? Um yes, it's going to I'm not sure what they'll be for this year, but I do know uh because at the very first of the year, we were still not reconciled. That one will

034still be there. Um there will be another one for segregation of duties. Um so I know those two will still be there. Are they corrected? Yes, but at any point in the year that they come with This is a conversation I had with Mr. Gray. Yeah. Um at any point in the year that it was not reconciled. Okay. That's my understanding. >> So even though it all got resolved Right. and by the end of the actual year you're still going to take a hit for what happened in the past, which I don't think is Okay. Yeah, they'll be cleaned up everything from Yes. Yes. Um Mr. Gray is working with Emily and they Every time he's here waiting on the >> And you correct me if I'm wrong. If we did clean up the part

035about reconciliations, the audit finding about the moving of the material What is that term? It's What's it called? Material audit, but It was over $2 million, dollars, which meant that the auditors moved the two million dollars instead of us through the amendment process, but we couldn't do that because we hadn't done the reconciliations. So, [snorts] it may be another finding, but the outcome should be that the auditors are not moving two million dollars. We're reconciling, so we got oh, we need to move money from this line item to this line item. And we're doing that now. That's right. Right. And that's what I was saying is this afternoon I thought it would take me forever, >> [cough] >> but I got it done in 30 minutes. All but one uh and we've got to do

036an amendment to their It's a federal thing, so but it didn't take long at all. It's >> [cough and clears throat] >> was a huge learning curve. We're about to get there. Was there any other questions? Make motion by >> [clears throat] >> Mr. Post, second. All right, motion made by Radiant. Second. Second made by Diane. Let's do roll call. Kane. Aufden. >> Yes. Hook. Yes. Coleman. Yes. I've looked at this. Ombres. Yes. Jones. Yes. >> [clears throat] >> Neal. Yes. Snyder. Yes. Windsor. Yes, with our reservations. Thanks y'all for getting us together. You're welcome. Um I was going to ask did the um this is just about Monday night. Um I sent um some to you. Um would that is that okay the way I sent that? The way I sent that to you

037after you I created a new report. So I wouldn't have done that. Why didn't you know that had the the information you all were looking for because the other directors uh a financial talk to they just sent the trustee's report. And I had been sending that but some had asked for uh more detail. So that's why I was making sure that was good what I was sending. I sent both but Okay. All right. Go with that. What are you doing? Motion passed. I didn't I didn't circle those. No, we're good. What are we doing? >> [cough and clears throat] >> I have a question. Sorry. I know we passed it but um I mean with the with the chart you gave us with all the the differences the expenditures [clears throat] on the comparison the

038chart Uh-huh. Okay. The expenditures is 10,551 but on the proposed budget is 10,604. So there's a difference. of the expenditures. From this to that? Mhm. >> [cough] >> Well, I'm not sure how cuz I strictly copied and pasted the 27. I don't It's with the proposal budget. What are the total expenditures? >> [clears throat] >> And then with the comparison chart on the back page. But I told y'all after I looked at these 900 times You need to put in 901. You are so right. Sometimes I just have to get up and walk away, come back. I do. And I was in there today and I said my math is not matching. [cough] Somebody come here. I had somebody [clears throat] else come look at it with me. All right, that total Um no, I

039think she's looking at this total. This total right here and the end of this total. And I'm looking at the end of each page to see where they don't match up. I'm trying to match up each page to see. I'm here for this. All right, so they got this total to match. They got this total to match this total. Principals I [snorts] found I found where the difference is. Now I need to figure out what happened. Yeah. >> [clears throat] >> Well, on this It's in the office of principal 72410. That's where the difference page comes. So, if you look at your page out of this packet and then your page in your grant, that's where the difference comes. Okay. That's That's exactly why if you look I broke them up by pages. Yeah. It's
