Is that just a typo that says um general? >> Oh, yes. It should be 65. It is supposed to be the same amount. >> Okay. The same amount. >> Yes. >> And then um on the next page, should we include all the where where each line item was going from? And which one did you say? 005evening, everyone. How are y'all doing today? Good. next year. >> Been so busy. I just started working at Boyette recently. >> Okay. >> But like I would like to start off by recognizing our boys basketball team for an incredible season. Although their run ended at substate, we are extremely proud of them and their hard work, dedication, and the way they represented our school throughout the season. >> Yeah. Hopefully hopefully I won't be here soon. Academically, our students have been working hard as well. Our juniors completed the ACT on April 7th, and our underassmen also participated in our practice testing to prepare for future exams. Looking ahead, EOCC, which is end of course testing, will begin the week of April 20th, and we are confident our students will continue to give their best effort in efforts

006to promote student safety for prom weekend. The Arrive Alive program, visited our school, providing students with a hands-on experience through a drunk driving simulator. I tried it and it was really like you get in the you get in the thing like I don't know like you're and one of them is you you can drive distracted like you're looking down and like you try to keep driving straight. I did not drive straight so like that taught me something and it was just a powerful and important learning opportunity for everyone involved. We recently celebrated a very special night for our school crawl which took place on April 11th. It was a great success and we're we are proud to recognize our prom queeny king me technical education programs continue to thrive. The CT road show was a

007huge success showcasing the many opportunities available to our students. In addition, three students, Jackson Estus, Taylor Mazize, and Harrison Vatoya represented our school at the state welding competition. We are also proud of our host of students who competed at the state level demonstrating their commitment to healthcare careers. We are also very excited to announce our state representatives for leadership program this year which is girl state and boy state. Lley Smith will represent us at girl state and Jera Mays will attend boy state. I had the opportunity to attend last year and I I it was so fun. Like >> I got to stay in a dorm with this other girl from I think she was like two three hours away and we bonded and we still text to to this day >> and it's just

008a really great opportunity. You learn about government sisterhood and you just have a bunch of fun. >> Also, our spring sports are continuing to do well to to do well. Baseball and softball seasons are going strong and we're excited to support our teams. The next softball game will be this Wednesday at 5:00 p. p.m. in Kosville, Missouri. And the baseball team will also play Wednesday at 5:00 p. p.m. at UNC. On April 16th, students will have the opportunity to attend a reward trip and we will also celebrate TCAT signing day recognizing students taking the next step in their careers. Looking ahead, May 1st will also be senior signing day and we invite all the board members to attend and celebrate with the top 10 banquet will be held on April 23rd where we will honor

009our highest achieving students. Board members are also invited to attend this special event. So student sign day is May 1st and the top 10 banquet is April 23rd. Additionally, we would like to recognize green week at our school where we welcome students from Maroon to come and look at the plants and stuff and yeah, it was a great opportunity to build connections and create positive experience for the little kids. Finally, graduation will take place on May 15th, marking an important mon milestone for the senior class. This will also sadly to announce this will be my last report to the board and as the next as the next meeting will take place during senior week and we won't get but I would just like to take uh like personally thank each and one of each and

010every single one of y'all for giving me this opportunity to speak at these meetings throughout the year. It has truly been an honor to represent my school and share our accomplishments and my accomplishments too. and growing confidence and leadership throughout this experience. I am incred incredibly grateful for the support and encouragement I have received. I hope this opportunity continues next year for students so they can experience the same growth and pride in representing our school. Thank you. >> Thank you. You know when the awards >> the senior awards or senior night? It's the Tuesday the week of graduation. It's that Tuesday. >> All right. Well, thank you, Mariah. We we've enjoyed having you with us >> and we wish you all the best. Um, next is the director of schools contract vote. Um we have

011with us um a contract of employment for Miss Vanessa Shell. And um this was given to us um by Sam. And if I'll just kind of open the floor if anybody has any any discussions um questions um we can we can kind of go through it. regarding her her term of contract. >> I'd like to make the motion to approve this contract. >> I'll second it. >> All right. Motion made by Jimmy Dale. A second made by Judy. Let's do roll call. Kane Cochran. >> Yes. >> Cook. Yes, >> Yes, >> Jones. >> Yes, >> Neil. >> Yes, >> Snider. >> Yes, >> Winter. >> Yes. Um, so we'll um we'll get with Sam and regarding the contract and get all um let them know. All right. So, next is the fiscal year 27 budget

012vote um for the general purpose 141 and cafeteria 143. >> So, board members Amy and the team got together after the work session and she had said in the work session there's probably some errors. um she needed the opportunity to go back and we also got some back. I tried to explain it in an email. There were two things. One with the revenue. The revenue was encompassing grants which we had gotten but in the past realized that the grants in totality were being listed as part of revenue. So if you got a grant that was going to last over four years for $1 million in totality the $1 million had been in there instead of being broken down into $250,000 per year. So that would have been the carryover from practices of the past. So

013that was one part. The second part was is the name is wrong. So ultimately because of getting grants and I've said this before when you start asking for competitive grants in the beginning the complexities of finance gets a lot more difficult. So the errors as far as duplicating expenditures also happened. Again getting a little bit more finer into into the weeds is when she found out um like considering one of the largest line items which is the personnel the the teachers pay. So when you consider that the two the $50,000 base caused the matrix to go further out causing a $3,100 step. So I understand the reason what she had done but there had been buffers built into the past on top of those salaries. So we never had like the last two years they

014were exactly the same because there had been so much buffering. So she went back reexamined it and got it to a closer number. So at the end of it none the positions were cut all of the salary increases with the $50,000 zero years of experience bachelor as the base. They all move forward. All of the classified staff and net pay metrics also move forward. The medical insurance, health insurance, as you recall last year, the board voted because you always have a chance the opportunity to either pass along the medical insurance to the employee or assuming the cost and you as a board determined that you were going to assume the the cost increase. So also that was involved. So to say all of that with um it's much closer if you look at the past

015you're talking about being within because it's an approximate budget. It's an estimate in the past we've been somewhere around $200,000 being from the anticipated revenues. Uh I also say this when we get the TISA estimates from the state there are so many things that can change in that. So the student gets two more points on an ACT. That's part of that universal learning that we get credit for and increases the rest. If uh a teacher leaves in June who was a bachelor's degree with zero years and then the principal hires somebody with a master's degree with 15 years, the expenditure change. That's why this is a proposed budget. So we try to get it as close as we can. There's a lot of variables that are involved. So I just want to make sure that

016you understand that as we move forward. >> What questions do you have? >> Um I have um question with the with the most updated budget on the revenue under TISA. It's what are I I was just curious because I don't know. Okay. Um because those are new those are new line items. Um the out what are outcomes and TISA on behalf the the TISA on behalf that is another amount of money we get from TISA and we don't we don't get to say how much that is. That's one of those that comes in that um preliminary letter. We got a new one in it was for March, but we got it in April and we'll get another one in the end of April, the 1 of May um for April. They'll pull April 15th. So,

017that number may change again, you know, when we get those new numbers. But both of those come from that. It's based Oh, you correct me if I'm wrong because I don't know I don't remember all those numbers what they are linked to. >> So outcomes Yeah. So outcomes gives is what we made TISA so differently from TISA allows performance of how a school's students are performing and there is a dollar amount that's attached to that performance. Just as I said, when a student increases an ACT score, I think by two points, it creates an outcome that the B the district gets the benefit monetarily for if a student gets an industrial certification. There's a monetary value that goes with it. So that's the difference. That's why we have to come up with a district plan

018now to say how we are spending TISA money. Uh a month ago, the state of Tennessee held hearings for school districts that had schools that were on the list and to justify how they are spending T-side. On the other end of it, if a uh district is a level five district, then it becomes much more of a handsoff approach by the state. So the money is now attached to performance and those outcomes change what revenue can be. If you notice in the notes for FY2 27, I'm sorry. Um I wrote March premiered. So that mean for we got the paper in April. So there'll be another change. Well, >> there'll be another one come out. We got the what the 28th of April. So but they the notice I got said it would be the

0191 of May. So sometime sometime from now and then >> and even in April it might still be preliminary. >> Yes, it will be. >> So we just >> because the end of course testing the TCAPS all of those things have potential outcomes with them as well. >> So outcomes has to do with performance. >> Yes ma'am. And we have to now tie it into our district plan. So it goes specifically back to that third grade reading ability. >> That's exactly right. >> Where are we at on the actual numbers for the fiscal year 2425 budget numbers and then like can we get an update like where we are for this fiscal year? you have in your um updates each month you get a trustee report and that would tell you the money that's come

020in every month in cafeteria as well as the money that's come in every month or the for the month in GP. So I send those and that tells you um each month what was given back in you know the revenue that came in um most of the time that's the revenue that went out because it's um you can you can see in there it's should be listed but if you don't that's not attached in there because I saw an email come back that said we sent one twice. So, if we do that, just message us and we'll send it the right one so you can see both of those. But I'm working on a um >> working on something with the grant coordinator to see about every grant. Um and it's going to take me

021a minute to to get them all because he's working on the grant, when it was given, when we accepted it, how much it was, how much has been spent out, and how much has been. but he had to be out Friday and today he's at >> athletic something and so we're working for the grants. So, >> so I do look at that report that you give us, but I think I'm referring more to like a line maybe between the fiscal year 26 and 27 that just says like the proposed and then like actual where we are for the year. >> Report that and I pulled it with Dr. Burton and I but I didn't didn't share it and it says this line has spent this much um but when I was talking to other directors

022they had not you know they didn't give that out they started giving the trustee report so that's what I started doing um but I mean we can pull that report each month >> that's the report that would say if you allotted $50,000 to diesel then we are in April and it would say that you 82 82% or 83% where it might be of what was allotted in that line. So what's encumbered and what's already been spent? >> I think that's what we both have asked for is that number not what you give us in the update. >> Well, you had asked for for several years um when you had asked for that and last year's is because we swap systems. So, we think, you know, we have it. I have this year since it's all

023in one system. Um, in the previous year, um, the person who knows how to do that is not here. So, we're muddling through trying to figure out how to pull that report out of that system. Um, it's not that she's just on. So, um, she's she's been talking to us and walking us through and but we don't want to bug her. So, >> so we can pull this shooters through Sky. Yes, that's the one I looked at with you the other day. >> Oh, we can send that to you. >> Are we still going to be six to 700,000 to the good in this? >> I think you're going to be six. Yeah. I I don't see unless something happens. I mean, I don't know what's going to happen with diesel, you know, and and

024with gas prices, but I mean, I don't it's not going to cover all that. Course I see explain the 403,000 in the red for the totals 2026. >> Oh, that's because the the numbers that are at the on the revenue side, those are not the actual numbers. It's just like what we're dealing with now. All of that are proposed numbers. They were a draft. So those are not the actual numbers. We actually on that current property tax is already more than that number right now. >> We've already received it. >> If you look at that, >> you know, >> it looks Oh my >> it looks you know because you know we're saying we're 6 to 700,000 good. But if you look at that, you're like, we >> number last So I'm asking am make

025sure I'm straight. Last year the board approved a proposed budget and the difference between revenue and expenditures was 403 $340. You just asked the question, are we still expected to be able to bank $600,000? That's why when yeah $800,000 is is a stretch and there were some errors and we figured it out. We can make this to the good, but I I'll give this an example. You just approved the director's contract. It's already different than what was in the proposed budget. So, it is going to change constantly. That's why this is proposed. And when you have a 600,000 difference about what's going to be put in the bank at the end of the year and you have $2.6 6 million essentially into a for lack of better words savings account. You see you started out

026$400,000 difference. So you can make it from negative3,000 to you can make it zero but it's a proposed budget and it's going to change. >> I think that's why we're asking for like the fiscal year of 2425. We should know exactly how much we spent and to have those numbers like in a chart so we can see exactly as we're progressing with proposed budgets. >> We in 2425 that was the year we changed systems. So half of the year was in in one system and half was in the other system. Um, and you can we're close. I can look back in e plan and get the exact numbers out. Um, so that's what I pulled, but I don't have all the years back and I wasn't going to give part of the information that was

027asked. I was going to wait till I could get them all. >> But again, you know, when we're looking at the numbers, if we don't know for sure that we're going to come out in the good, then we have to look at reduction of staff. I think that's something the next director will come in and get the feel of >> we have to do the budget first. >> We can't. >> You understand what I'm saying? >> I understand what you're saying, but we're the director. That's the director's job. I completely understand what you're saying, but uh >> but we approved the budget, so she knows how much she's got to work with. If we don't approve all the money for staff positions, then she doesn't have as much to work with. What is it that

028you need? Okay, I think I'm confused. You You talked about the or the 2526. You have a fund balance of 2.6 million. You're expected to pocket 600,000, but you need something from the 25 school year. >> We're just asking for the actual numbers. >> I got you. But do you need it ahead of a vote on the budget? Is that what you're asking for? I mean, I think to make a the best decision on how we're going to move forward in the next year, we need that information from the previous year. >> The reason that I bring up the $600,000 that supposed to get pocketed, that $2.6 million is what did not get spent over the course of however many years. So 2425 absolutely will give you a snapshot of the year premium prior if

029that's what you need to make the decision. But you would have to look at it in totality of years of budgeted and what got spent to find that that pattern. But the pattern is the end result which is the $2.5 million you have in the plan. But if you need the snapshot from 2425, I I wish I had asked for that before because the expectation is of course is this is to the county commission by the 1 of May. So how would you like to proceed? >> Well, we can call a special meeting um and table this so we can get more information. I'm a little lost. I'm not I'm want to follow y'all so much. I'm not saying just I understand what they're saying. I'm kind of confused on what y'all are saying. I

030know y'all want to say these numbers, but y'all explain to me. Y'all think we're in the hole? But they're telling us what the numbers are proposed for right now. >> What are the numbers going in 2025 for us right now? >> They'll let us know exactly what our expenditure we're things are expensive and all that. I I'm just trying to follow y'all on this. If I'm missing something, I promise you I'm just clarify. I understand this what they're telling me now. This is what we're going to go with. This is all proposed about and it's going to keep changing. I don't see us as being in the >> I get it. I understand. >> I don't think we're worried about us being in the hole. I just think that, you know, we had a work

031session where we reviewed um the budget draft and we were over by 884,000. And now, I mean, you know, it looks great. We're at 3,000. But to have a good estimate of what you should do for the next year, you need to know what the previous year was and where we're at right now. And we don't know any of that to come up with a plan moving forward. any suggestions on what we're doing there? >> So, would you like to table it or does anybody else have any questions >> regarding the budget? Like I said, I'm open to hear. You mentioned called meeting. Would that be to give time to what Jolie's asking for? Why call >> or is it just to postpone voting on the budget? Well, it's to is to postpone because we

032need to have an approved budget by the beginning of May. >> To present it. >> All right. So, you allow seven days. >> Well, this might still be preliminary in >> it still be a proposed proposed. So, Yeah. So, we won't know the exact. >> It will still be proposed. >> Okay. Now, Jody, what you want to see is >> just any of the years leading up to where we are now. And like, you know, the numbers for this fiscal year, like where we're at, where we're going to finish up because I mean, we only have a few more months. You know what? We're not >> this year, right? But we should have a good idea of where we are. >> How long? >> I have the current year. I have those broken out by

033line item. the 2425 >> 2425 is I can pull what Skyward has but it's not going to be very accurate because some of it is still >> but at the end of the year it closed >> yeah I can pull what I can pull in any plan the what it has um and you can see >> but it's not divided out by line item each line item in there but I can I can pull those numbers >> you Even in that >> Yeah. So there was a grant that was paid for with the digital skills. >> Oh, the $600,000. Yeah. >> Yeah. So even when you look at those numbers, there was a $600,000, but the reimbursement wasn't asked for until actually this fiscal year >> because um with staffing change, you could log into

034the the system to get our reimbursement. We had to wait and we had to go through so much red tape, pay with the government, we're here to help. Um and it was just very difficult. But we finally got that reimbursement for that grant which it was great but it just was a lot of red tape to get. So are you wanting so are you just wanting the bottom line of the what was actually budgeted in the GP and then what was actually expended for 2014. >> Well, so these are all the proposed numbers like what we voted on or the other previous boards voted on in the previous years. What did we end up at at the end of the year? Because these numbers change all the time, you know. I understand. Where did we

035end up when that year closed out? >> And that went into general purpose or we have some money left over. Are we over? >> Yeah. >> So, you just want the bottom line. You don't want it line by line or you do want it one >> Yes. line by line because you swap system >> but the line by line will be in sky >> but that's all they need. So you're talking about >> I got you. But in June of 2025, that's going to have all the line items, what was actually budgeted and what was at the end. So you don't have to go back into December. You just have to June. >> We can I'll go and show you. You can you can see if that'll work. >> It's part of the problem to

036a different system >> in that year. So if you wanted to look at it in totality from August of 24, it's an then the transition happened at the beginning of January of 25. So it had to be manually uploaded. But by the end of the year in June, whatever it closed out at is what it closed out at. And what I'm telling you is I know that one of those pieces is the money was spent in the fiscal year 25 but it was reimbursed in the 26. So you pay for it at first and what she's describing is we couldn't get in there and ask for the reimbursement and went past June 30. So that's part of it. So >> and it was that very large grant. >> Yeah. >> 300,000. No, it was the

037600 I believe. I don't know why 616 is what I'm thinking. Um, so and you could it goes through ID me. So it wasn't like we could log in and try to do it, you know. I mean you can you have to >> monthly expenditures as it ended in June of 2025 >> and then in comparison to what the budget Anything else that you're asking? I wish I wish I had asked for a tried to. So if there's something else that you need now whenever you want to that next vote >> long I will need a few days to figure out this one but >> because I already have something tomorrow for seven days. So I have to be on Tuesday. >> And we need to have it done by May 1st. >> Yes, ma'am.

038I thought it had to go through them, but he said we just have to give it to them. So, as long as we turn it in seven days, if it's on the game, >> are there baseball games on Tuesday? district tournament coming up. That can be >> anytime. >> I'll do my best for three more years. I'm not >> No, I wouldn't. I wouldn't either. >> It'll be any day after Monday next week. the 21st or the 23rd. >> I think the 23rd would be better for me. >> If any of y'all plan on going to the top 10 banquet, that's the 23rd. Let me know. >> Is that six o' at five? Yeah. >> So the 23rd at at 5. I don't know how to make on the 28th. >> The day is 20

039a.m. >> Tuesday. So, so I'm not doing like just understand the the line by line what was projected what the final amount was any narratives that need to go through just like what I explained about the reimbursement. You just want a picture of what happened in 2425 and then just opposed to what we're proposing this year to see if it's on the 28th. All right. So, we've scheduled it for April 28th at 5. All right. So the for the general purpose budget for 141 including the cafeteria 143. Does anybody have questions? Are there any questions about that? I have a motion. I like a motion to approve. >> Motion made by John. A second. Second made by Vivian. Let's do roll call. A >> yes. >> Neil, >> yes. Snider. >> Yes. >> Windsor. >>

040Yes. >> All right. Next is the mintry I notice to proceed vote. >> Well, they do call it budget season for reasons. Usually take one round. Um before we start, Miss Valentine, congratulations on your final one report. Exciting. Okay. So, that's all that I saw you were doing a little bit of your homework on what presented. So, we're we're really excited to be here. We've been working obviously towards this. Uh we're at the midterm point. So, this is where we get to start actually looking at some options. So, if you remember, project optionality is a big tenant for how we design this work. So, on the front, you'll see an overview of where we are are at on the timeline. So right here, April 13th, driving towards the approval date of May 11. We're still

041on track and still within budget. So that's that's really important to consider as we move forward. So what we're asking for tonight are two things. One, we're asking you to approve the notice to proceed to final design. And then the second is if we believe that we want to continue to move forward which we would encourage you to do so um we need some feedback and guidance on what options you'd like to pursue. So you've got three documents in front of you actually. We've got the large place map which we've used before and then yes in this Neil's hand we've got the supplemental. So uh I want to introduce Chris Smith. So Chris is our regional operations director. So you have a chance to meet Paul Mcottton and John Maul. John's part of our construction

042team. Paul is our engineer on this project both roll up to Chris. So Chris joined us for for tonight. Um let me just say all the options that we're going to look at to address all of the critical infrastructure issues that we've set out to solve. So we've set a good floor for the project. What we're asking for guidance on are more or less the aesthetics of the restroom and then some components that have some variability and maintenance, right? Some materials, so on and so forth. Some are easier to maintain than others, which is a reason why this project. So, okay, I'll turn it over to Chris to explain kind of the good, better, better plus, and best options and then go through the supplemental doctor. So if you flip over to the other side

043on the place mats, there's four categories, four price ranges, immediate caveat, none of these are final prices, right? We're honing in on a budget uh to make sure we can fit within the expectations that you all set for us. Uh, as Dylan mentioned, this covers all of the uh, issues and challenges that you've been having with supply pressures and drainage and pipe breaks and leaks and water in places where it's not supposed to be. Uh, you'll notice on each of the options, uh, first was it seven sections are all are all covered in each of those different project types. Uh what we'd like to kind of hone in on is a budget level where you think you'd like the project to fall and then ultimately some of the choices that would impact that around finishes

044and longevity of those finishes. Uh the the big four items that could move those costs are detailed at the bottom of each of those options. That is the partitions in between the commodes. Uh the wall material that is actually used on uh the walls surrounding each of the restrooms. the floor material select and if you do replace windows in the space or not for a full renovation of the space on um I'll pause there and see if there's any questions on the structure of that supplement. >> Okay, very good. Uh yes, ma'am. I was just thinking last month I thought we were talking between 300 and 600,000 but doesn't look like it. >> Yeah, it was it was I think four to 610 and so we found that in again a lot of all of

045these address the floor for what the infrastructure requires in that restaurant. So that's why there at the options and wages that they're now there was potential to keep some of the existing drain lines after looking at condition. There are less that can be kept. Some are in good enough condition to stay for a good bit of time. Others are not. So that requires a floor demo saw cut out replacement uh out to a point exterior to ensure that it'll stay away. We looked into other options around the pipes. It's not a full replacement. It's just not feasible. Didn't you ask them to keep it down? >> Well, you did say it usually falls on the high end. So, >> you nailed it. >> Yeah. And you know, so again, he's there's good prudence in investing

046in good infrastructure, especially if we're keeping Margaret Newton around for as long as we plan to and we're adding classes to the school as well. You know, there's risk in not doing some of this work and it's investment now risk is the decision that the board is going to have to make. We'll keep you this long money to go. I said >> absolutely nothing wrong with selecting a good option option. Um and like I said, these are not fixed prices. potential that we could continue. >> Realistically, let's just say we went with a poly floor. >> We got kids in and out. How long depending on the product selected 15 to 25 tile, you're going to obviously get a heck of a lot more. They are easier to clean. There's no grout, right? The maintenance

047is a lot lower. Uh and I think you have a bit more optionality around like the look and the color if you select that. It would be a high grade epoxy polymer solid product. >> Uh so this would be a like a liquid floor. So one complete substrate that wouldn't chip, crack, peel or anything like that. The worst is it just wear on the top, right? So the sheen might change. >> What do you do about scrap it out? >> You can lay over the tile which you know the last quite some time at least in the shape that it's right. >> Just just a question. What would it cost replace what do you think? >> I'm just looking at future maintenance. >> Yeah. Yeah. I off the top of my head, but I can

048certainly tell you guys if like, hey, you think we'd like to entertain this, could you tell us what a maintenance uh cost for replacement in year 15, 20, 25 would look like for that? Absolutely. Can detail it. And if it's not in the realm of possibility then you know you decision we got a replace. >> Yeah it absolutely will probably like to take a look at the supplementals. You can see a few of the different options that we have that's in a packet and staple together. Um the first page just shows some similar projects that we've done uh with full wall replacements, full carriage uh replacements and wall mount fixtures, which again helps with the maintenance and the uh the cleaning of the facilities. You don't have anything actually mounting or draining to the floor.

049So you can mop the whole thing into a floor drain versus right now. Uh the other item that we did want to point out just from a an infrastructure perspective, uh the we're not just replacing the the pipes that you see in the restrooms themselves. We're going much further back beyond the chase in between the two to the main tieins to make sure that all the pipe is in good condition. got the proper shut off valves and implementing a strainer system that could catch any particulate from the existing upstream pipe uh that's that's still in function today. Uh the second page is where you start to get to some of the options. The first around partitions uh going with a metal partition versus a a plastic or a poly partition. Uh the biggest benefit on

050poly is the the longevity. You can get at least 25 years out of those. They're harder to ding, easier to clean. I don't know if you have graffiti or Sharpie challenges, but it comes off poly a lot easier than it comes off metal. Uh metal is a a good lower cost solution. It will get some nicks and cuts, and when you get a cut in the the metal, it could rust in a moist environment, but they still have a long useful life. They just degrade a little bit faster over that life. The next one, uh, for wall options, uh, on the left, you may have seen, uh, some restrooms that have a fiber reinforced plastic sheathing over the walls, easy to clean, easy to wipe down. Uh, they do last a good long time, but

051it's that the look that you're going for versus a tile. Right now, everything is tile uh, in the existing restrooms up to about day on the wall for moisture reasons. Uh you can see the the FRP both installed in the lower picture and up close with that stipple. Uh they do have some other optionality that looks a little bit different. They do have some tile mimic FRP that could look a little bit perhaps better different than that that stipple pattern uh if you didn't want to go that route. And then obviously the the towel route is another way that you can go. Um the the biggest difference between uh the two more expensive options are the replacement of the windows and the I guess the the type of tile that you choose between the extreme

052ceramic the marble which obviously do right there's a big swing in product cost there. Next one's flooring. We we touched a little bit on the epoxy resin install. There's a couple images of that installed. Uh get you a nice clean finish up into the the floor drains that we'll be putting in. Um doesn't have any cracks or crevices. Go straight up to the wall. No grout. Nothing shifts out. Uh versus tile floor on the right hand side. Just similar to what's currently in there. And then the last one is just what a new window could look like in a space versus the old existing ones. That looks pretty self-explanatory. Any questions on the options? I like the raisin phase for >> and like I said if you in that direction I'd be happy to get

053some supplemental information around maintenance and replacement costs that we can provide. I would like more res here is it? So >> yeah, it's yes. So tile tile would be included in the better plus and the best. So that cost difference is the difference in the cost of the tile, the labor amounted and the time that we've actually got. So we could go and wall >> you could. Yeah, absolutely. It you don't have to say it must be this column that kind of the guidance that we want to give, >> right? Don't reduce the cost of >> Yes. Yeah. Absolutely. Um, if you had a a budgetary number that you were trying to get to, I could say, "Here's the best you could do with that budgetary number." And >> we still don't need to go

054over 600,000, do we? >> I was thinking closer to 400,000. I thought I said keep it at three, but nobody was missing. Let's just >> say. >> Yeah. So, so what we're asking for next is for you to give us guidance like you have tonight. Then we'll come back May 11 and present what based on your guidance the final is. And on May 11, you tell us if you'd like to move forward or not. But we'll have firm fixed prices by then. May 11th is critical. I know you asked about special cold meeting potentially. We're going to drive to May 11th, but we've got to have a decision made that day so we can start summer construction or else we got to miss the >> perfect. We got to take into consideration how old Of

055course, Margaret Newton is how many more years are we going to keep that school? You know, >> we're doing this. We're gonna keep it. >> That's where the dilemma is. >> Well, I mean, I don't know when we look at Margaret, was it Dr. Margaret Nton was in better structural? >> It wasn't me. It was the Lewis group when they did when they did their findings that Margaret Newton was the oldest but was far better built than any of the other two buildings were. because it was done back when they did things >> said it's got good >> the risk though we were over there before and we watched water dump right on the chase floor >> and so that's something that we're addressing is if we continue to allow it to double or it

056erodess the ground under the school which is but been doing that for years. >> Rough shape, >> but this is going to take care of all of it. And it's going to smell something. Yes. >> So, you need an option to go with >> Well, you don't have to decide on an option. Your guidance and feedback is enough. We're asking you to issue the notice to proceed so our our engineering team can continue designing the rest of the the engineering project >> and then get firm fixed cost >> and and I've offered this to you as well. If you'd like to have oneonone dialogue with myself and the team we're more than happy to do that because this is your project, right? We're presenting options. It's up to you to decide which direction you'd like

057to go. >> So, we need to make a decision to move forward. >> I don't think that is something I need to make a motion on. Do >> you need the board's approval to >> I make a motion we move forward. Second motion made by John, second by Miss Judy. Let's do roll call. >> Sorry, I had to catch up. >> Kane Catherine, >> yes. >> Cook, >> yes. Alman, >> reservations. >> No, we love this. All right, >> I'm changing this. >> Yes or >> other? >> Yes. And hope for the best. >> Neil, >> yes. Yes, >> confidence. >> I have absolute confidence in you or not. Yeah. Well, so let me let me ask this because I've got a couple things and I want to make sure we follow up properly for

058so we need to get some feedback and narrative on what is life cycle cost for the poly look. Correct. So that's that's one one thing. >> Um what else would you >> maybe a closer number to like if we went with the poly floor and the tile wall. >> Okay. Did >> you say that FRP could hold moisture behind it? >> No, no, no. Um, it's it's easy to it is completely adhered to the the substrate. So, it's a monolithic substrate. There's there will not be anything behind it. It's easy to get moisture off of plastic, so it's easy to wipe down. Similar to the plastic partitions, if you have any challenges with Sharpies and other things, Is there anything hopefully not anything else that the board would request as a follow >> specific? Yeah.

059Kind of kind of >> better tile. It's not the 27,000 difference between better and best. So, I'm looking at the windows. I like the window, but it's not. That's the thing is it's not $200,000 better and new windows. >> That's my driving. >> All right. >> Yeah. >> Okay. But so let me yeah so let me ask let me ask this just so I make sure we understand. So we'll bring back that option. Now if we get back on the 11th and we say that we do not want to move forward then we miss our approval window because we don't like that option. So, is there a secondary backup option that we'd want to consider? >> Okay, >> I'm pretty set with what y'all said, the better and the window, but I'd also like to

060add um if you could throw several pallets of paint our way, bright pretty white for the halls and stuff. We do too. We absolutely want it to be nice because here's our philosophy when we say it goes back to the students. I mean, Lacy says it, Miss Stokes says it perfectly, right? We want students to take pride in where they are. >> Absolutely. >> And we can do as much as we can. that's fiscally responsible to do it, right? What we're solving for is a lot of the infrastructure challenges. And so here's another example of like when we talk about all the commodes and all of the wash basins are not at elementary school height. So we're dropping all those so that it's more usable for students as well. the water uh fountain out in

061front that has the little or little box on it. We're dropping that as well. So, this isn't just restroom, but I hear you. >> We're going to try to do it as best as we can. >> And I'm not kidding about >> I'm just curious. There may not be an answer to this. What's the difference in the lifespan of the good and the best? >> Yeah. >> not a number, but you know each of the products uh has its own life depending on how the basket. >> So there's no way to measure out. >> Yeah. Every manufacturer has a specified warranty period, right? saying, >> but do the kids go in there with gloves and beat it up or do they actually go in there and just use the facilities? Right. So, here's something that

062I'm doing with another school district in East Tennessee is we're doing a complete overhaul of a number of building systems for them. And so, I had a board member ask that exact question. Okay, what is it's like you're all doing the same job. Anyways, it's a very responsible question because if we're going to invest this type of money into a restaurant, we want to make sure that last as long as possible. Another piece of Chris said and what we're talking with them about is part of it is up to how you maintain it. So, for example, poly floor that we've been talking about, like it's going to be so much easier for custodians to clean it than it would be for tile. Now tile the material might last longer but we're also looking at it

063from a maintenance perspective too. Something that will extend the life of the infrastructure is the underlying piping is because we're pulling all of the commotes out of the floor. We're no longer sweeping material into those lines because they'll all be wall mounted. So that's why when I got up here and said the the baseline floor for this project is already high. It's just up to you to decide where the ceiling is. >> I have a question which is wallet. Will we get any type of paperwork showing what kind of cleaners can be used on the specific >> question? I'm sorry. Go >> ahead. A deer trail is used over and over again. That's why it's a trail. On a poly floor, you'll have 20, 30 kids coming in and out of recess over and over

064again every day. So, even in the cafeteria with a wax floor, the traffic areas, you can look and see that >> and it has to be restripped and rewaxed to cover that up. Is that an issue? Is that something that could happen with a poly? >> Depending on the product that gets selected, it is potential, but that's why we're going to provide you with it. Here's what we recommend because this has the longevity, this has the the ease of maintenance and cleaning. Um and if you ever do get to a point where you're 40 years a five years down the road trails area is polyax. >> Yeah, that's right. You don't you do a wax over you just rew why don't we keep all all else the same and why don't we do a mockup

065and we'll provide some information for you to see the difference in maintenance one will be I'm going to answer the question I asked you before you um we'll do one of the final two options for the poly floor one with the tile and we'll let you pick after you have the maintenance info. Does that work? >> Okay. Okay. >> I tell you, I know. I wish you guys did this. I would told you that was 300, the better was 400 and the best was six. >> Part of my job is to lobby on behalf of the school board. That's why I brought Chris. >> Well, I hit him up. >> Okay. The window picture, right? Well, thank you all. >> All right. Next is out of state and overnight field trip request to um Cumberland

066University esports May 8th and 9th 2026 in the BA Club Six Flags, St. Louis, Missouri. >> Thanks for I make a motion to approve it. >> Motion made by Jimmy Dale. >> Second made by John. >> All right. All in favor say I. Any oppose say no. >> Motion carried for the out of state and overnight field trip request. Next is the scholarship CD funds. >> So, this is a bit of a mystery and some of you may actually know more about this than we do, but through a series of events, Mallerie had reached out to the high school about the scholarship and what came to fruition was it would appear that the high school has been paying for the scholarship dollars out of their own account. What was supposed to have happened, I don't

067know how many years ago, but apparently somebody anonymously donated funds into two separate CDs in two separate banks. There is no will. There are no instructions other than the expectation is the interest earned off of the CDs were supposed to pay for the scholarship. So somewhere in the telephone game that communication was lost. So the high school has just been enduring the cost for paying for the scholarships. The CDs are stagnant at the bank. So when there is no activity, it is prone to be turned back over to the state in unclaimed property. So at this point I have nothing to give you as far as documentation. I ask is there like ownership of the CD? The only thing that there is is just showing a signature, somebody from the high school from several years

068ago, but there's no real ownership. So, we've been working with the auditor, Greg, and also with Mallerie. And when I talked with her last week, her hopes were that she would be able to give us more information. The endgame is is to bring that money um and turning it over to the trustee to handle the great internal controls within the district so that we can pay back the high school all of the years that it has paid for those scholarships and then have control over that money so that we can continue to do what we want. So this is just a heads up and that's all the information that we have. So if you have more information Y'all think Miss Linda might know something about that? >> I can tell you when it was established

069and who did it, Dr. Robin. And he is deceased. >> I believe there's only one family member left. >> That's Richard, the only son. >> And when he was contacted us, that's when he said it wasn't our money. Somebody did it on behalf of our for the family. So that was a little bit more of a mystery and it was no will no real writing on what it's supposed to do. It was I don't know I think some dots got connected but the hope is is in May that we can ask the board once we prove ownership that we can move it to and that way we can take care of business. Just want to give you a heads up. Thank you. >> The total amount of money is $85,000. >> CDs. >> So, it

070would be I suppose it would be set up like the dog scholarship and and the paid out by the so that it could be ongoing as it has been ongoing but not in the correct way. >> Yes, ma'am. That's the game. Somebody to manage. >> Yeah, great. >> We'll figure if we can figure it out. >> And next is the direct deposit board members update. board members. We discussed at the board session that based on the recommendation from the auditors, it would be best if your checks for being board members were automatically deposited into your account as you are the only employees of the district that receive checks for payment for the district. So to align it and create the um conformity to how we pay employees, it would just be better for all involved.

071Now we did talk about in the past you have handed checks over for separate causes with the high school maybe or with a scholarship. So you can do that as well. You just need to annotate on the form that Amy has provided to let us know what it is you want to do with that. Maybe you will get those back to me tonight. That's why I'm trying to send them out earlier so you can hand them to me tonight if possible. >> You have my change. >> Oh, yeah. Okay. >> I can do that. >> I remember one. I don't remember. >> I just will you just sign the bottom of it for me? >> Yes. The form. It was the last sheet, but we stuck our paper in there. So, >> there you go,

072guys. all the time. >> If you if you'll just sign it, I can write it off of there. It's not a problem. >> Yeah. paper. I don't want to sign check >> history. Who is it? >> Yes, ma'am. So, when when Jordan normally runs payroll, you're going to get paid then. So, it'll be the last day of the month. You will get paid. then it's going to continue to go to that. But you're welcome to fill this out and I can change it at any time as long as it's a you know several like the week before payroll as long as we know because it it has to go to them so many days before and she has to get everything worked up. >> Okay, >> I'll bring you tomorrow. Oh, and I do have

073one there as well. >> I'll do mine tonight in the car. >> Thank you. >> Next is the superintendence report. >> Dr. Ellen, you want to go first? >> Yes, sir. Um, first of all, I want to take this time to welcome and congratulate Miss Vanessa Shell on her extraordinary position here at the great Lake County Schools. Uh, there may be challenges. There will be challenges ahead. And if you were like me, there have been may be times where you want to just throw in the towel and and give up and just simply just say, "I can't take this anymore." But remember this one thing, one thing only. You have been blessed and chosen for this task ahead of you. And if you put God first, you know that you cannot fail. On behalf of

074Lake County High School, we congratulate you again and know you will have our full support for not only me but for the entire staff. We pray for a smooth and successful transition. Sport members prom was a great success. It took place April the 11th. Uh it was held in Ellington Hall. Uh there was a lot of things that were going on. It became a huge success. I want to congratulate the staff members who who spearheaded that event. Uh it was a tireless work. It was a lot of talk, a lot of feedback and forth, but it became a phenomenal event. And even though I was not present, I have heard nothing but good things about prom. Many phone calls saying this is one of the best proms that we've had in high school. Also want

075to inform you all the plant sale is April the 17th which is this Saturday. It will start at 9 9ish at the greenhouse. Is that about right around that time at the greenhouse you are more than welcome to come. Uh I must tell you right now the plants that are in the plants they'll start from seeds. These are not from you going to Lowe's and getting them and buying them back. This is they started from seeds and this is coming from students hard work. So we encourage you to please come out on April the 17th. Corn has been planted. So you all know the community garden is well underway. We are hoping that the corn will be ready this time by the 4th of July. So this time all the people will freely come in

076and help themselves to a round of corn. Again, I want to thank the Lincoln alumni again for their support in giving us that opportunity to be the families and to make sure that people can walk out happy. Our baseball and softball teams are doing a phenomenal job. And when I say a phenomenal job, just the last game we play against Peabody, I was in the parking lot and I was going to the game and I heard a couple of Peabody residents say, "Uh, how's the game going?" Oh, they're a bunch of freshman and sophomores. We got this. Okay. But then when they found out who our freshman and sophomores were, uh, they were shaking in their feet and we were at one point, but at the bottom of the seventh, they came back back to

077back back to back where we were about one point away of claiming victory. And our softball team and a double header were scoring really big against uh Greenfield. Uh, and we want to congratulate them. EOCC testing also begins April the 20th, so we will all be very busy. This week has been a very crunch time for our students. Uh, starting next Monday, we will have our EOCC testing. EOS Esports is having a fundraiser tonight at Sonic. So, we ask you all here to please go to Sonic from 5 to 8:00 PM. Uh, they will receive 15% of profits uh during this time. So, we ask you a little bit more time go and get you a Sonic Burger, get there, get you a shake or something and show support to our esports. Uh last but

078not least, um we do want to let you know that after testing, you will see on social media that we will be uh advertising and actually informing the community that we will have academic week. Academic week will be scheduled for May 4th through the 8th where our students will be competing in a debate competition as well as in a trivia competition. Our students have voted for the top four five candidates in each of their classes to compete against one another during that week at nine o'clock. And also during that week from 3:30 to 5:00, every single freshman is going to have to present their thesis in front of a panel of public officials where they will have to argue and defend their thesis about their future career and having to compare that future career to

079the Great Depression. So that's going to be a very very very very tough time. The kids have practiced on it. They working on it. They've also had their own website. So, every student now has their personal website in which they will carry it with them to their senior year. So, when they become a senior, they'll be able to download www.jeliotiot.com. You can actually see what they've accomplished all the years they've been at Lake County High School. So, you will be seeing those things on social media. So, please be ready for that. Other than that, again, welcome Miss Shell. If you ever need us, we're just a phone call. >> I guess I'll go next. I had a big speech prepared, too, but he took all my work. There's a fundraiser signing and I still have

080to go to baseball. I'm just going to tell you what we've done since we last met and unfortunately it is a lot which is fortunate for our students. We did have our avion roll and perfect attendance award last Friday. We had a lot of kids recognized. We had a lot of families come out which is so important. Um just getting them in our seats and listening to what we're telling them and letting them know what we're doing. It really builds community. That's what we're trying to do. So we recognize those students. They were awesome. Uh they know I love them. I tell them that every day. Uh our TCAPS do start next week. That is correct. So please wish us luck. We just want love that everyone does their best, shows up, just takes the

081test to the best of their ability and our teachers do what they need to do and we get through the testing and we get out of this little slump we were in and we're going to turn it around. So let's just hope that happens. Eighth graders were able to visit Lake County High School. Dr. Elliot invited him over to learn about CB. They enjoyed his school and they did a lot of there when they came back all I heard was possums. So that's always great when the eighth grade leaves and comes back and says we're really kind of excited about high school. Some of them not so much but most of them are. Uh we did have our house a March Madness basketball tournament included. It doesn't matter which house won. Wasn't mine but it

082doesn't matter. The kids cheer for each other and it was so cool again watching the third graders playing basketball on a 10 foot hoop and when they would hit one the eighth and seventh and six cheer louder. >> That's a good sign because when they're not cheering they're not paying attention. So I think that was a really good accomplishment. The teachers who put it together did a great job and everybody that helped. We did a ice cream party for our AR students who achieved their greeting goals just recently and we had so much good stuff. My son Aiden and I had taken the doctor. We stopped at Walmart on the way back and got all this stuff and ate said, "Good Lord, dad, I want to go to your store." Everything you can imagine on

083this ice cream and those kids literally ate it up. We did a falcon store and I will give I want to give some credit to Miss Tammy Jones. She went out and she has a friend of course she sold it. to a friend who has this business and it's stuff that they don't sell and it was coloring books and paint by number and these cool glasses and we thought, "Okay, this is going to be great for elementary." Elementary ate it up the first day. Loved it. Got all the good stuff because they had their five points. The middle school went and we had all the other stuff for them. They said, "But can we get some of that?" And they literally did. So, Miss Tammy Jones has actually secured us some more stuff for the

084next store. So, we're doing really good with that and the kids are excited about their points. Um, and last but not least, welcome to Lake County Schools. >> We're really happy to have you and all that other stuff he said. >> All right, Miss Bri, good luck. >> Hello, everybody. Oh, so I asked the students what would they like to do to raise money for their Mayday. They wanted a dance. And so I told them, well, we're going to save prom for middle and high school. So they did a lucky charm dance and they raised their money for their Mayday, which they didn't know that they didn't have to raise much money at all, but it was a great success. Uh we had our Easter egg hunt. We did for the Easter egg hunt, our

085preschool infant and nest had a parent engagement that day. So we invited our preschool and infant and nest parents out for that. K2 homework packet. So, we're trying to do um just a family engagement activity, strong collaboration between those with families and students. We had over half of our students to participate in that for three weeks and so they all got a chance to get popsicles and that was a big thing for them. Um high school green week field trip. Thank you, Dr. Elliot. The students absolutely love the snakes today. It's not my thing, but they enjoy. >> They love it. >> Um, so let's see. PreK and kindergarten registration. We served over 80 families um in one day. It was led by Miss Casey. Families received um developmental screening. So we did vision, hearing,

086speech, and motor right there on the spot. We provided school readiness resources and it was a really great event, huge event. We have upcoming events. Uh quarter 4 awards program is this Friday. Book fair is next week but we have on the 21st that Tuesday from 4 to 6 is family night. So we will have um all age books and so please stop by 4 to 6.
