started a little bit early. That way there's any problems. That's my favorite. You're a kid. >> I'm so excited. started listening. Well, that give you some options in case There is honey. Please. You got one tonight. We'll call the meeting to order. Um, number one on the agenda is roll call. Pay Cochran >> here. >> Holman >> here. Homera here. Jones >> here. >> Snider. >> Neil >> here. >> All right. Next we will stand for the invocation and pledge of allegiance. Let's pray. Heavenly Father Lord, we thank you for this day. We thank you for the cooler temperatures. And Lord, we thank you that we could all come here tonight, Lord, to do what's in the best interest of our students. And Lord, I just pray that um what we do would be pleasing
to you and and what is best for our kids. And Lord, thank you um for bringing us here. We appreciate the time to gather to conduct business for them and and get things done that need to be done. It's in your name we aliance to the flag of the United States of America and to the republic for which it stands. One nation under God, indivisible, with liberty and justice for all. >> Next, January 126 agenda >> to approve today's agenda. All right. >> All right. Motion made by Vivian, second by John. All in favor say I. >> Any opposed say no. All right. Motion approved uh for January 12, 2026 agenda. Next, we would like to welcome all of our visitors here tonight. Uh next is to approve minutes of the previous meeting December 8th,
0032025. So move. >> All right. Motion made by Diane. >> Second made by Jody. All in favor say I. >> Any oppose say no. The motion carry to approve the minutes of the previous meeting December 8th, 2025. Next is we allow public comment. Um anything that is on our agenda and um we allow for people to sign up and no one has signed up for this evening. So, we will proceed. Uh, next is the student representative report. >> We have ball games and so they're not >> Let's hope they win. >> Yes. >> Against halls. Next is recognition CTSO regional teams. >> Or our CTSOs, which are CT organizations. and actively participating. Uh we're so proud of all of them, but we want to really recognize two groups. The first group would be our skills
USA welding. Mr. James was our teacher for the TEAT dual credit welding and for industrial maintenance. He took a team of three. We have two of us with us today. We're going to give them a certificate, recognize them as very first time performing for Skills USA competition and they are actually going to state this year. So, we're very excited. >> I just want to say that it was an honor taking these guys to the, you know, this regional. It was the first time Lake County has ever participated. I can tell you I was more nervous there than they were. And I mean, kind of let you know what they do. We got there, we didn't know what to expect. I thought I was going to get to be with them. They made me go to
another room and wait. So, they stuck these three guys in a room together, gave them a print, and then they had to build everything off of what the print said. And after the competition, I had the judges come up to me and this meant more to me than us making it to the state field was he said that our group were better as a team than any of the other schools there. And to me that that's very thank you all so much. All right. And our second group is with our DAG program which here is the representative of DAG here. He is the sponsor and what we had is another team who's first time to go and they actually place first in their regional competition for decision making. They create decision making and they will
be going to state as well. want to call them up here and if say a few words which will be Emma Morgan and Haley Parker you want to say a few words about our ladies here. Uh yeah. Um so it was it was a funny situation. So because of the conference for so long, some of the things became virtual. Um so they actually competed in my classroom. Um but they wouldn't let me stay because they didn't think they could focus. So I got kicked out of my classroom um so that they could do this. And the last thing I told them was you kick me out my classroom, you better win. So we we get there on the day of the awards and we get third place. All right. We still maybe we get second
because we're there with I mean there's Haywood was there and Nber was there. Ripley was there. My father was there. So I went here first. So maybe second place goes to first place because their hard work. They have ear all paid trip to Marboro Tennessee next month for state. So the their room and board and food and everything is completely paid for. >> Before we start, of course, Emma was our Disney State president for JAG as well and she got to go to Washington DC in December. You want to say a few things about what y'all did there? >> Um, it was it was a really nice experience to be able to go and represent my school. So that was just really nice and it was different than what I'm used to all being from
here, but it was it was really nice. There was like what 30 40 different There was like 30 something states in there. So I met a lot of people a lot of weird accents. Everybody thought my accent was really weird. So but it was it was a really awesome experience. I'm very >> So being state president uh Emma so then she she beat out everybody from Tennessee. of East Tennessee, middle of Tennessee, big schools, small schools. She is the Tennessee state president. So when she went to Washington DC, she got to see all the national J program. So it was Jag Arizona, Jag DC from all over the country and she represented not only J but Lake County, Washington. >> So this is our third year. So third year we have the state rep out
of our school and you have >> thank you for bringing this program. I remember he called to the office and so I thank you for trusting me and uh good seasons. >> Well done. >> All right. While Miss Car's taking this picture, I the accomplishments of these students makes me smile really big. And I smile again because those two instructors are Lake County High School grad. CPSO but I also want to recognize this is a fabulous thing we're excited about uh for this we do what's called certifications in CTO that sounds like CPR OSHA sur for safety and last year we got 38 for the entire year this year we have approximately 68 so that's only for one semester we're looking at so I'm very excited for what the the teachers are doing and what
the kids are doing in the CT >> because those certifications allow students to be more career ready the day they walk out of the door. So, the employer is not faced with giving them that basic instruction. They've already gotten it out of the high school. So, it makes them. >> Well, thank you. >> Thank you. >> Next is overnight field trips permission for CTSO competitions. I'm just going to list them. Jag and Murphy'sboro, Hosa, HOSA and Chattanooga, Skills USA and Smyrna, DECA and Chattanooga and FFA field trip. >> You're taking three students, >> Mr. M. And so technically, they're going out of state. They're going to cross the Mississippi River. So that permission slip is in your packet. It was not on the agenda. >> The very back. So if you would include that in
your decision making is allowing you to go to Newport for site visit. That way we can enter into the the minutes. >> Okay. So 12th grade. >> What grade? >> Is it the welding or your industrial? It's going to be uh anyone 18 that we can take with us over there. >> Okay. So, 12th. Okay. >> Yes, ma'am. It'll be 12th grade. >> 12th grade. Okay. >> What were the days? >> Uh February the 26th. >> February 26. Okay. So, we'll we'll include that. >> I'll make approve all. >> All right. Motion made by Jimmy Dell. >> Second by John. All in favor say I. >> I. >> Any oppose say no. >> All right. Motion carried to approve overnight field trips permission for the CTSO competitions as listed. >> Thank you. >> All right.
Next is the Margaret Newton third grade vote. And um >> I'd like to open discussion board members if that's okay. under the circumstances with those rather than Dr. B. I think this is a decision that would really probably be needed to be made with our next director of school and the leadership is going to oversee this. I would recommend to the board to table this until we have some other director. I'd like to put on that. I feel like it would be more of a burden on the administrators and buildings to oversee this. I really think they need supervision leadership. >> I've had I've had that thought, John. um the two key leaders of all of this we're saying goodbye to and um I think it might be wise that we wait for the next
leadership before we move ahead with this because the content of your work is huge. So, they really want to do that and I don't come next. >> I guess that's why that >> Yeah. >> If you if that's what the board chooses to do, I would make the recommendation. principles. If you disagree, the biggest burden of the transition, it's not logistics of moving stuff. It's personnel. Identifying the right people to move the May board meeting. Would that be too late for you all to make decisions if the decision was stable till May? >> Scott, I I think so. >> Think you can do that? >> Just because the moving part that's going to be, you know what, a teacher doesn't want to go there. We got to try to fill a spot. we've already filled
it with somebody else most likely. It's going to leave less opportunities for those teachers that may not be interested in moving or those teachers are interested in moving anyway. >> So, April, is that what you're saying? >> Agree with that. >> Can we split the difference? >> So, they're going to be looking for a new director school doing interviews till March, >> right? So then April is it's getting close but you think would be April. >> So they've got to either make decisions internally of moving people or hiring people. And so May so April would your board meeting when you want to bring that back up and if you need to table it again it would be a different kind of >> well I don't disagree necessarily with John. The fact is is that Sunny
recommended it and honestly I I have strong feelings about her leaving and I have a lot of trust in her judgment. Um >> would it be fair to ask her? >> I think it would be more than fair. >> Don't mean to put you on the spot. >> It's okay. >> I guess I just did. Okay. So, if we're looking at what is best for kids, what's best for kids is for our third grade to stay with our K2 space because of the kind of resources and supports that can be provided. But I absolutely understand with the transition of me leaving and Dr. Burton pulling away soon, who's gonna who's going to drive that work and guide that work? because I do want to say our principles were doing an excellent job, but we were
still learning together. Um, I completely agree in the fact that you need a February, March decision to be able because I'm going to be honest with you, other districts are already interviewing teachers. Like, they're lining up their teachers for interviews in February. You guys aren't even going to have an interview ready for a director yet. So, you know, what does that look like? How do you transition into that? Um, it's going to be it's going to be a uphill battle to begin with. Um, but that is that's what I feel. I feel like when I think about K3 and where we are and where our students are, it makes the most sense to have our third grader K2. And I recognize I'm walking away. Dr. Burton's walking away and we've been leading that work. Um,
if you feel confident in whomever you feel like you are going to hire, I don't know why the work can't continue. So, that is what it looks like. Um, and you know, that is your decision just like the decisions you've made. That's another hard decision you guys have to make. >> But being that we don't know who follows. >> I get it. >> I don't feel assurance that your work will continue and we'll we'll keep the stronghold that you're moving toward. >> I understand. But I also recognize that you can't stop the work or the work just gets further and further behind and we are already behind. >> So I'm not telling you you need to do it but I'm not telling you you don't whichever decision you make it's a huge decision either way.
Either way. So that is once again a large responsibility you guys have. >> So if we make this move we're talking about iron staff. all the staff just >> so um >> I'm happy to speak a little bit. >> When this came up, we met with we met with our third grade teachers and there were a few that said, you know, we we love it here and learn Kindle. So, if something opens up, we're going to want to stay. Well, if we wait till April to do this and that happens, I mean, they decide they want to move, they, you know, don't they don't have as many opportunities. I might have I might have already hired spots. Does that make sense? or have people in place and you just don't want to and then you
don't want to say yeah you're gonna go ahead you're gonna have to go down there. >> You're having teachers tell you they're fixing the league unless >> No, they're asking that that's what they would prefer to do first and foremost is to stay at Larry Kendle. >> Oh okay. >> So like if a fourth grade teacher if a fourth grade teacher moves to you know Chattanooga >> we would move one of them into fourth grade or if the sixth grade teacher says come back we put them in sixth grade. Um, that was just the conversations that we've had with them when we talked about the move. >> Well, let me ask you your opinion. You think we'll be able to follow up on this with a new director and someone else and help guide this
along the way? >> Well, that's going to be more for Brie because they're not going to be in my building anymore. >> I mean, I'm not trying to put you on spot for you're going to be the one that gets them, >> right? >> I don't want to speak for her. um for Miss P and I we the work is going to continue because we know to continue the work but we have some teachers who don't necessarily want to move up or move down and so I do think you know if we pull if we wait the more that we wait the less opportunities we're giving and we're not being fair to staff for choices for the positions. So y'all are willing to help us. >> That's our job. >> I don't want to push
anything on you. >> No, I understand. >> I come from the school of sunny before I knew Sunny. We always do what's best for kids. If that's what's best for kids, then that's what we got to try to do. Now, >> will we do it as good as they might have done it? I can't guarantee that. >> It's only very true. >> Right. So, I just want to make sure that we're comfortable doing this before I can I think that's fair because you're the one having to vote on it, right? So, >> and I you know either way there are going to be some bumps and consequences I do feel because there is so many different things that we'll have to change such as just uh routing of students, lunch, testing. There are a lot
of logistics that we'll have to work through. But, um whichever way to vote, we're going to do it. We can. That's uh that's all that also gets into um getting with the state on my end and labeling Margaret Newton as uh prek3 because that that's state testing and I'm not telling you lean one way or the other but that's a lot of work too >> that uh that has to happen >> why I'm sincerely raising your staff basically blessing. I want to make sure that y'all comfortable with this because y'all was the ones overseeing our children, >> right? >> And comfortable with going ahead and making the decision tonight. >> But if we do what's best for our children, then it's best. >> All right. So for the Margaret third grade vote, I make a
motion that we make a vote regarding the new elementary third grade. >> I did not. I just open it up. >> Okay. >> So a motion that we go forward with third grade. All right. Motion made by Vivian. Second. >> Second made by Jody. Let's do roll call. >> No. >> Cook. Yes. Alman. >> Yes. Omra to abstain. So, I'm not going to end up saying no. >> Jones, >> pass. >> Neil, >> yes. >> Snider, >> yes. >> Windsor, >> yes. Two nose. So five yeses. >> Yes, ma'am. >> All right. So motion is approved to move third grade to Mar Elementary School. All right. Next is the GP budget amendments review and vote. Sorry. Um that first one is adding the public school security grant. It is um a grant through E plan.
They wrote that grant. It's 13,969. It's just adding it to the budget. Um they're going to buy radios and windows in them. I try to write what the grant was, um, how much is being added, what line item it's going to be added to, and then notes just to give you an idea of what that's for. Okay. And so the next grant is the same way. That grant is a reimbursement grant. And then the next one is Tennessee Risk Management. M I say I go ahead. You want to pipe in, you're welcome, too. Um, the next one is Tennessee Risk Management Grant. And these funds are already in the bank. They sent us a check for $12,464. And this is pretty much maintenance, but there are some things like we're going to do railing, some
concrete, wiring at the maintenance shop, and then cafeteria max. And then um there's a cyber security pilot grant. We are required to um pay 14% matching. Um, but we're going to move some funds around to pay that so we don't have to come up with those funds either. And you can see where we're moving that around. And that is um the cyber security software for the district and some equipment for LK. And then there's a cop grant at the bottom for FY25. That's 374,999. And that's for the camera, keyless entry, and Raptor system. Um, we have to pay $41,000 for that one. You're watching. Sorry. Um, that's a total of $416,665. So, we have to pay the 41,000 of that. So, it is over um we can spend that cop over a three-year period. >>
So, these are the amendments to the budget. Yes. So, let me say this, too. Um, that 41,000 I need to correct that. The 41,000 is part of a salary. Um, so that that 41,000 is divided up. I didn't put it all in there. The the top part, the 374,000 is how much we're going to pay for all those items. That 41,000 is going to be there for three years. that's going to pay um safety coordinator salary a piece of it for three years. I said that wrong in the beginning. Sorry. >> So basically 15,000. >> No, it's a total of 41 41,000 per year. >> Per year for three years. >> For three years. Yeah. there's something you want to add. Mike and Mike and Jamie worked on the first one. Mike and Miss Glenda
and Lacy and I'm not sure who else worked on uh Tennessee risk management. Dr. S. Nope, not Yeah, Dr. Squish. I'm trying to think of who all wrote on the next one. So, there's been a conglomeration of people on those. So, >> any questions I'd be happy to help answer if she hadn't already done for three years. Yes. >> So, you can apply for it again next year >> like we did this year. >> Uh, you know, I don't know >> if it comes back out >> because didn't we get a cop grant last year? >> Yeah. As long as long as you're doing all the updates and the and the paperwork and everything, I think, uh, and get that ball started on getting the reimbursements. I think you can. >> If it comes back
out, we can apply even though there's one still going. >> Yeah. Because we actually still have about 10 or 11,000 in the first one. >> Correct. >> To go towards the entry. Any other questions for the general purpose budget amendments? Make a motion to move as indicated here. Motion made by second made by Jody. That roll call. Cochran. >> Yes. >> Cook. >> Yes. >> Alman. >> Yes. >> Omra. >> Yes. >> Jones. >> Yes. >> Neil. >> Yes. Snider, >> yes. >> Windsor, >> yes. >> All right. Next is the emergency operation plan review and vote. >> Members, every year we're required to provide you all the the EOPS to review and for you to approve. Jamie Bill is our safety coordinator. So, he's the one that works with those teams to this. So,
I'd ask you to keep those for obvious reasons. You don't want the general public to have that. These are you saw if you open up the email several pages. If you like that, we're happy to print it off. But Jamie is here to answer any questions that you might have or Jamie if you want to talk about anything that's in those plans to help them. >> Sure. Whatever. It's our annual review. We did it last year. So really, we have a time period before July 1st. If we make any changes to it, the new one comes out July 1st. So, this is one we're going to get on, but it's pretty much standard legal procedures and regulations that, you know, it's 100 pages of technical stuff, you know, but >> any questions? >> No. What
I saw, >> it's a well It really is a welllaid out plan. >> Yeah, it's a welllaid out plan. most of the state of Tennessee follows it u for contingency and you know if I mean we would get have to get way down in the weeds but if we needed to we could do like a executive session or whatever you know but it's it's the policies and procedures that all schools have pretty much been following >> make a motion to approve the safety plan. Motion made by >> second by Jall >> Jones. >> Yes. >> Snider. >> Yes. >> Neil, >> yes. >> Windsor, >> yes. >> Right. Next is the Russ R US grant acceptance vote. >> So Mike's here to give you the details about it. I had sent word to you on
board members that Greenwork awarded the grant and so officially we have to be able to accept it, but Mike's going to give you the details of what that grant encompasses. >> Sure. I think you all got the uh the print out that I did on this grant. It's just a USDA rule utility services distance learning grant. Uh what you can do with distance learning. We've won one in the past. Um the school system did for you know if we're out for inclement weather, if we're out for another pandemic, you know, things like that where we're well equipped the Chromebooks and the technology in the classroom for teachers that can do one-on-one with those students from from in the building. Students have that technology at the home. Also, it equips what we look it can also
be used for community use. if we have a community group that needs to to meet or have or need that technology, uh they could meet at one of our schools or here at the board one night and and use that equipment to have things like that. So, it's it's it's a school grant, also kind of a community grant uh to help rural income rural uh communities with those services. Um we got awarded $197,669. Uh our portion after reimbursements would be 25,798. This is a three-year grant. Um, so I mean, you're looking at almost a quarter million dollars right there for only 20 little over $25,000. It's not a bad gig. Um, our our plans, uh, Dr. Setter Quest and I worked on this. Um, we started that was my first big grant back in March
was when it was submitted. >> Yeah. >> Um, you know, >> you were just coming on a little. We're looking at equipping all second through fifth grade classrooms with new Chromebooks, new charging carts, the Fusic Sonic board, uh which is a big board like these uh for in the classrooms. Also in addition to that uh the community aspect of it each school would have one for meetings uh instead of having a central location uh here to meet people at Lar Kendall people at Mar folks at the high school could all meet there in their schools and not have to travel uh which is that distance part of this grant distance learning um let's see here but in order >> we also had the external monitors and stuff for outside for community >> oh yes for
uh uh to show videos, movies, anything like that for community nights for our uh clubs and programs. It's also that technology is written into that grant also. It's already budgeted uh inside of the the grant. Uh but in order for us to move forward and get this, you know, now is the time that we need to be looking at getting this approved and getting at least the classroom sets ordered. that way before that way we can you know get the purchase done uh shipping everything come in have to be tagged once it gets here and get out to our classrooms before school starts in August. We kind of need to move fast um or get this approved before we can go on to the next steps. Um we would not use the whole 197,669 at
first. Again, this is a three-year grant. We would look at least getting our classrooms equipped with those Chromebooks first. uh which is looking at 288 Chromebooks, the carts and and the viewboards for the classroom would be around $143,000. After reimbursement, we would only owe $21,450. That's kind of what we're looking at right now. Just a breakdown where it's not everything all at once. Hey, we got three years. Let's get again kids first. Let's get them Chromebooks first and view sonic boards in the classroom. Then we get the community aspects, the projectors and other boards for central office for the a meeting room at the high school, a meeting room at Lair Kindle. And we can get that stuff later on down the road, maybe year two, but at least getting the kids in the classrooms
Chromebooks first. >> Can somebody tell me how much time our kids are actually spending on Chromebooks in the classroom? >> Just it varies. Depends on the teacher. >> Yeah, depends on the lesson. I mean, they're not they're not on the whole time. You know, primarily your teachers teaching are curriculum especially. So they're not spending a lot of time on the Chromebooks, but they do use them for activities. They use them when, you know, we need to RTI time. They may need to pull in a program. We have the approach for math da. So they do use them in, but they're not on them like it probably seems like they're on it all day. They're really not. >> I say about 20 minutes a day. >> I'm gonna say that probably increases as you go up.
A lot of teachers use a digital platform for like assignments to be turned in. makes a lot easier to score an essay that's been typed that's been submitted through Google Classroom versus a handwritten document. Um, there are a lot of them that they can chalk. That's the beauty of technology. If you're using Chromebooks, do formative assessments, then you can track do some data tracking with that and that allows you to see instantaneously how students are performing and respond to that in the moment. So, I think in the upper grades a little more than the lower grades, it's a great tool for collaboration. Like if you've got students who are working on project or on um like we do a lot of um short response questions where students will be grabbing evidence from text and they'll
land it in a a document that I can sit here and Joe can be sitting there and we can see what each other are doing and still collaborate across the classroom or at home. So it it increases as you get older but I would say it is it is not as much as you have in your head probably. It it is more of a tool versus a actual instructional platform. It's great to have that. >> And you got to remember some of our technology is 10 years old. >> A while back a while back. >> And there's no way to get um a waiver on that $25,000. >> Not on this one. I try. >> It's a It's a match. It was a straight up. They tell you up front there's 25% match >> for
03915. I'm sorry. >> 15 15. >> Any other questions? I make the motion to bring the rest. >> Motion made by Jimmy Dale. >> Second made by Diane roll call a >> yes. >> Omra. >> Yes. >> Jones. Yes, >> Neil. >> Yes, >> Snider. >> Yes, >> next is fund balance overview presentation. >> Members, if you recall, two or three months ago, there was a discussion about fund balance and about how the amount differed so greatly between month to month. And the end of the last one, Mallerie, our county trustee, reached out and said, "I'd love the opportunity to be able to explain balance." And I admit that I had used the term carryover interchangeably, but they are not the same. One has an impact on the other, but it's not the same. So,
she offered to come and I thought it was a great opportunity for her to explain a question. I listen to y'all's meetings every month and y'all discuss the money and the fund balances and and I I talk with Amy several times a day and I don't think everybody understands how the fund balance works or the budget um or your your banking account. So I deal with all the accounts in the county. The highway, the mayor, the school has three accounts. You have your general purpose, you have your federal project, and you have a cafeteria. So when you look at your budget and you're planning your budget to balance your budget, you have expenditure codes, you have revenue codes. The trustes office deals with all the revenue in the county. So any revenue that the school
brings in, your cafeteria lunch money, they bring in three times a week, we take all that in and it gets deposited into the trustes account. So your banking accounts at the bank are just clearing accounts. I keep a cushion amount in it. So all revenue is going to be deposited into the trustes account. And when they do payroll or they do vendor checks, um, taxes, retirement, anything like that, they send over a transfer to our office and in return, we send them documentation saying, "Hey, we we put this money into your account, however much they request. They send the proper paperwork." And I keep all that paperwork in my office. They keep all that paperwork in their office because that's what the auditors review. So with that, I keep an accurate fund balance. Every morning
when we come into the office, the first thing we do is we check the trustes account. So any revenue that comes in for the school that comes from the state of Tennessee, whether it come through Edison, it's all deposited into the trustes account. They send a description. I do miss Lane's receipt. We receipt it. We put it into the proper revenue code that's on y'all's budget. We send the receipt to Amy or one of the bookkeepers and that's how she keeps up her revenue and what's coming in. And we we've worked on that so that she understands showing that y'all get all your revenue. Any grants y'all apply for, all of that comes through the office. So the budget, it kind of works like a checkbook, but it's really not a checkbook because you can't
put that money back into expenditures. Always goes into the revenue. That's all I deal with. I don't do any expenditure codes. So when they get checks that they bring into the office, we put it in trustes account revenue code, but it's labeled by fund. So say cafeteria money comes in, we put it into the 143 fund. We don't put it into the general purpose. So that helps us keep it separate, keep it accurate. Um the daily process, I told you about that. I I explained the transfers. So every day at the end of the day, we close out and we prorrate and so I also pay property taxes and y'all get a portion of the property taxes. So that's split out when we close. We prorrate and it goes to solid waves. It goes to
the school. It goes to the general fund account. And when we close, we do that at the end of the day. I balance the trustes account every day. If my account is not balanced, I do not leave. I have to find it. >> And that goes for Belinda, too. She stays she stays in there with me. We get it balanced. And then at the end of the month when I close out my account, I have to reconcile my bank. then reconcile. I have other accounts too that I have to reconcile, but every department will get an end of the month report and it's the the trustees report and it'll tell them what their fund balance is, what revenue, how much came in to say title one or title two or the career letter. Um, all
of these revenue codes that we use, I'll give them a report on that. And then any dispersements they have, any transfers they do, payroll, retirement vendor checks, anything like that. It all shows up on their end of the month before. And the sheet that I give you, y'all can look at that. That's a trial balance sheet. And at the top is your bank. It's what's being held at Simmons Bank. That's the bank the county uses. And you see the 50,000 and the 230,000. Those are your cushion amounts. So that's how much if you balance out to zero, that's how much is going to be left in your checking account. Then your funds are underneath that. All the funds in the county, 141, 142, and 143. I highlighted the ones that y'all use. That's your fund
balance. So your general purpose, y'all have 1.5 million. Um, right now the federal projects 418,000. This is as of today. I read these this morning. your cafeteria 339,000. Those fluctuate daily. So last month at your meeting, I listened to it and and y'all were talking about fund balance and I messaged Woody and I said, you know, for instance, your 141 fund increased by 664,000 today. It changes. It fluctuates so much. So, I I wanted to tell y'all that so that y'all understood because I think there's some confusion on this. I I've heard rumors and I've heard people talk that, you know, the school has all this money, the school has $6 million, the school has $7 million, school don't. And we had in years. So, if you go back to the second page, I broke
it down. I did a year-to- date balance sheet for your 141, which is your general fund, and your 142, your fed projects. And I went back to July of 2020, and I ran it by fiscal year all the way through December of 25. And your starting balance and then your ending balance. That way, you can kind of see if it changes. So, as you get grants in, I think y'all had a ESI grant. Was that your energy agreement maybe that come in and y'all got over a million, I think, that was in there. And I feel like that was probably part of when y'all got up to three and a half million, >> but it was paid back out. And then, you know, I remember telling the office, got to t your roof. So when
the roof >> got repaired or replaced, those were some deep checks. But as long as that money was in there, the trusty's office was drawing interest on it. So we do a daily acrewed interest from the bank and and we get paid interest. And I mean right now I think the county um we estimate in our budget around 330,000 is what we try to bring in on investment revenue. That's just off our checking account. So, >> can you describe the difference then between carryover versus fund balance? >> Well, carryover, I mean, your fund balance is how much you have other than outstanding bills that have not cleared the bank. >> I think there was a question of at the beginning of the year, we start out with the GP fund balance. We have a budget
>> 9.1 whatever million dollars. Did we outspend the did we spend more than what we had in the annual budget? And there's been events where the board has voted, hey, at some point we may have to go into the fund balance to pay for something that was outside of that budget. >> So when you balance your budget, do y'all get a balanced budget? Do you have a balanced budget against your revenues and your expenditures? >> So the beginning of the year, it's a zero balance budget. So when you start spending out of your expenditure lines, are you going over are you emitting everything that you go over on? >> So I think the issue is is it's months after the books closed before you know. >> The conversation is not taking place. Hey, this is
how much money did not get spent by the 30th of June. >> It's just getting put all into the same balance. And there's no way of knowing what's the fund balance that's fluctuating because it's Monday versus the books closed on the 30th of June and you've got to add that to that. >> To my knowledge, this conversation's never happened here. >> So, I know with the mayor's office, we, you know, myself and Jackson, we helped do the budget, the county budget this year. And you know at the end of the year you have bills that come in that are actually for June but are due in July and we would pay those out of a separate line item and then we would have to go back in and amend for that previous year. >> I
think the practice of telling here's what the fund balance is and here's what here the carryover from this last year >> and it has not been differentiated. And so when it happens, it could increase >> dramatically what's in the fund balance just because it's not spent money. So, >> and I think that's something that the mayor, you know, the mayor's office has struggled with, too. The county may um you know, I don't have problems out. It's always miss has been there for years. But I think that's an issue with the mayor's office knowing when and where to take it from when you're paying because you're you're technically not paying out of the new fiscal year. You're really paying it was budgeted for the previous year and and that is an issue which we have. We
get sass to help us. Mike Body is great. He has helped us. Local government has helped us. Um, that's our software we use. They have so many types of things like that. So, do y'all have any questions? In their board packets, I put um your December uh trustee report. So, they have that and I think I'm doing that every month for the 141 account. putting that trustee report that you sent me um giving that to you guys every month for 141. This month I did all three because I knew she was coming and it yeah it will say at the top it'll say trustee month today. So the first couple of pages on the 141 is just the revenues that were brought in and then on the the last page it's going to show um
the dispersements it's going to show the trustees commission. So on some items that come in as revenue we get we get a 1% commission that's budgeted the trustes office does and that's the 1% that gets taken out. it's figured in there. So when you go to reconcile, you know, you always have to come up with that unique balance of the trustee is what you should balance to on your trial balance in your system and you have to do I think a journal entry to correct the commission for the trustee. So y'all have any questions about >> I think I understand a little bit more. I think >> I think right now the the entire county all together we're holding a little over >> so many million >> nine 9 million >> um it fluctuates the
last couple of years I was holding around 12 million it's it just it varies it varies how grants that we get money we get from the state it just it changes day to day so thank you for the dot information scholarship info Oh yes and I need to talk to you sometime about that. Well, I also install that account and that's what gives our scholarship. So maybe if y'all have any questions, please I have several that have reached out. I've talked to some board members on the school board. I talked to some of the highway road commissioners and I mean commissioners. Oh, come in my office. I don't mind. >> You're welcome. >> Next is the 2024 to 2025 federal accountability and state letter grades presentation. >> So, coach is going to take the board
through the data that was accumulated from several different sources from our school year last year. We'll let Gerald explain first year. The art of the strategic work is to engage the public in support of student achievement and to provide that as the public is transparent, relevant. So it is broken down is broken down into achievement growth alpha which is our E students and achievement from it exceeded on the proficiency levels from TCAP growth is from TAS as of 2425 we had no e studies. So that 10% gets split between growth and achievement which is why I've got that over on the side. So achievement goes to 50 and growth goes to 40 and chronically out of school is 10%. Which is at least 10% of the school year which is roughly 18 days. All right.
So for Larry Kendall, the indicators are over on the left. Achievement, growth, chronic absenteeism. You got all students, BH, which is black, Hispanic, Native American, ED is economically disadvantaged, and students with disabilities. So our achievement as you as you can see right there it went down the numbers the decimal numbers under it is to 2425. So that's 2324 scored to 2425 score. So achievement went down in three of them and was went up instead of students with disabilities for growth. It was down in all stud was a one instead of disability for the the big highlight is chronic absenteeism. We got a four in all areas and that's a breakdown of what we've done. cross Charlotte and her crew done a great job with that. They have help helped me some if I mean if
I'm wrong they just got recognized for being number one in the state for lowering chronic acism. So that was a really good feat for them and our schools also um not going to overshadow Margaret want to throw this in there. Their chronic absenteeism is down as you can see and that's the only um data point for federal that they get. So I wanted to throw that in there. So under that past 30 years all right Larry Kendall um ended up on the targeted support and improvement list for the following breakdowns of BAA that's black African-American black Hispanic Native American Bhn economically disadvantaged and white subgroup. Um what that is, it says the overall accountability score fail within the bottom 5% in the state in the school subgroup. Um they can exit it next year if
they're not identified. Um if there's no, this is just a note from federal accountability. There's no TSI list for a given year. They can be retained the next school year um until a new list is generated. Right now, we've had one every year. But Miss Sunny's been supporting them and doing a great job with it and I'm sorry to say that she's leaving. Um but um the positive note um the we score a four on chronically out of school which is the only score that Kendall falls under for ATSI and it kept us off the ATSI list which is a more severe list of schools. All right, for the high school achieve it's broken down a little bit more. They've got some more data that I have to go through. The achievement which on the
left is 35% because again we had no double our e students growth is 30% and chronic high school is 10% graduating is 5% and that is the students that graduate four years plus a summer. So most students fall in that area ready graduate is u this they graduate on time um and hit ready graduate criteria that's a ACT of the 21 as fab of 31 or more four episodes which is what Carrie is kind of over and overseeing what she talked about earlier and the two or they can get two episodes plus the industry eventually So the industry interest you talked about earlier is really going to help us out. All right. Then the high schools federal accountability um as you can see the achievement for all students is at two. It went up slightly
from 13.3 to 15.1. The growth is not not there for all students but it is in subgroups for BHN and students with disabilities. So chronic absentism again was a big big plus for us across the board. You know our graduation rate went down slightly but that's like for us since we're small that can be like one kid literally. I mean that 82 to 79's one kid. So we're we're doing good there and they're going to push to get them get more of them to graduate. So then ready to graduate which increase which is part of that CTE stuff is went from 32 42 to 60 which is great. We keep increasing there. So federal accountability for the district. This is the breakdown of how the district gets graded. So there's 60% in all students status.
There's a 35, a 68, and 912 success rate, chronically out of school, graduation rate, English language proficiency. Then the student groups, you got BHN, DD, English language learners, and students with disabil So then here's a scale for that. So 3.1 and above is exemplary. 2.1 to 3.0 is advancing. 1.1 to 2.0 is satisfactory and a 1.0 below is marginal. So then this this is our data since I've been at the board. Um the past four years I' or four years I came in looking at 2122. So this is we've done over the past several years. Our achievement average we stayed the same 1.9. Then our determination is satisfactory which we've been at for several years. We went up in second group average for the ones over on on the right hand side from a 2.08
to 2.2. We went from satisfactory to advancing. So then the overall average is still the same. We're still satisfactory on the final determination. Our ranking went from 115 to 118. But I can say I think that that's total school numbers that gets that ranking. I think that list shortened a little bit. I'm not sure why, but when I looked at it, I think a couple of the districts didn't get a score for some reason. Okay. All right, here's the scale. 4.5 to 5.0 is an A. 3.5 to 4.4 is a B. 2.5 to 3.4 is a C. 1.5 to 2.4 is a D. 1.0 1.4 is an F. And this started back in 2223. So the breakdown of this it's achievement 50% that's met exceeded expectations on test scores growth is TAS data row 25
is the bottom 25 by grade level and subject area on their test scores so that you got to grow those kids. So that's the that's the breakdown on that. So then this is where we've been. So this past year we ended up as a D. Achievement was a one score a growth is a two and growth 25 is a three. So stayed there with growth growth 25. The high school breakdown again achievements TCAP EOCC met exceeded growth TAS grow 25 is the bottom 25 kids bottom 25% kids then CCR is the CT stuff CP industry credentials AC fab you know, athletic grade for like the high school is a went down slightly, but Carrie's already jumping on the college and career readiness where we went down from a five to a four, which is great.
That's really going to help us out. Hopefully, she gets weight doubles that with industry credentials this spring. So, our achievement stayed the same at a one, growth stayed the same at one, and growth 25 stayed the same at three. So, that's all I have. Y'all have any questions? >> Thank you. >> Next is kids first update. I'm let share with you guys. Um here um so we currently right now have kids first returning. Um I'm going to do things a little bit differently since I am walking away. I wanted to kind of keep it a little bit easier for whoever comes in to play to be able to figure out what we're doing. Um for the first half the year I did just a total contract going into the next um in half the year.
I'm going to do it monthly. So I worked with Dr. Norman, Gerald, um Dr. Burton and Amy, everybody has a clear picture of what we're doing. But the plan is that we will continue our math support in the K5 space and there will be a coach in the building in the K5 space um two days a week every week. Now, that doesn't mean you'll go to Lar Kindle and there'll be somebody and there'll be Mar that's a K5. So, that coach is kind of spending a day here, a half a day there and she's got that worked out with principles to manage. also made sure that we had um that coach available on our early release days to support that work for RTI planning and that collaborative aspect of it as well. Um we were
fortunate in that we got the HQIM grant that you guys were seeing. So we're getting 90,000 a year actually yeah 90,000 a year um to go towards that and that will pay for our kids first support in the 612 ELA space. So, we'll have math K5 and then we'll have 68 and 612 ELA support. We also are finishing up a contract with the um with Latasha which is a 68 math which just started right right before Christmas and it's going to end probably finish ending about the end of February. So, we're getting some support there. So, hopefully every teacher will have been in some way impacted by kids first this year before the end of May. Um, our supports will probably end in um, I would say probably the end of April. There may be
a little finish up that first week of May just because sometimes a coach is sick or we've had to reschedule because we've had teachers because what happens with us is we have such few teachers. If one or two of them are out, it doesn't make sense to bring that coach in that day. So, we'll cancel them without adding the contract. But, that work is going to continue to happen. um gonna really focus in on RTI supporting and getting that collaborative model going and making sure students are getting the materials that need to be in front of them. Um I do want to lift up right here, guys, if you don't mind me sharing. Did I leave anything else about kids first? We talked this. I think I covered everything, didn't I? Okay. All right. I
want to lift up textbooks. Um this dawn on me today as I'm trying to get things um all my loose ends tied up. Um, originally I had planned on going with a different science curriculum. We adopted and purchased materials last year and I told you guys that I was only doing a one-year um, commitment to the curriculum because I wanted to change that. It would be ready and we would move it in January. I am not going to push forward with that just because I'm not going to be here to support that work and I don't have anybody in house that can support the work. So, I'm going to um work with publishers and go ahead and get us committed to three more additional years of the current curriculum that we have in the 35
space. It's not hugely expensive, but it is it is a cost. So, anticipate seeing that. Also, we are on a gap year for ELA, which means when we originally were adopting textbooks back in 2019, the original adoption period was to four years. Well, they have since extended that to a seven-year adoption cycle. So, we've got to pay for three more additional um years of the ELA premium that was not budgeted for originally because that wasn't that wasn't in the cards. So, that also you'll have that increased um increased cost. But luckily with high school, we already changed that over. So, I already budgeted that in and we're going to be good to go there. It will be that K5 I mean that K8 that we weren't anticipating. So, you'll see that for an additional three
years that'll roll around. whoever comes in. I've got notes and I'm gonna be available phone call away. So, um we'll get that um chart and I'm already getting the quotes and things ready for any questions about any of that. >> Thank you. >> Next is the finance timeline timeline to budget discussion. >> Members, if you recall last year, Amy worked diligently. She worked hard in learning about finance and the challenge was is it's the expectation of the state is that our budget is presented to the county commission prior to the first of May and she got that done with your help. Recall we did a work session and then we had a board meeting and we were ready to approve it and we headed to part of the date. So to backwards design that same
timeline on page 19 in your package, she's giving you those steps and you'll see do the May the 1st, the April with the county commission on April 20th and you have a regular schedule board meeting on the 13th and then you have March. So, we've identified the dates between March 30th and April 8th as prime time to do a work session. You would give you an opportunity prior to we're creating a rough draft, you being able to see it, giving us feedback, and then by the April 13th to make those adjustments accordingly if there's anything to be done. So, really need a work session date. don't necessarily have to do it tonight, but if you went ahead and set that work session date, then it would give her a time to make sure that she
had no want to go ahead and set a date. Well, I know we're gonna be spending some quality time together. >> Yeah. >> So, we can do it later. warning that >> work the third is a good Friday. So, do the second Thursday. >> Okay. So, April 2nd, a work session. >> How early can you guys meet? >> CS 4. Okay. Okay. Okay. So, April 2nd at 400 p.m. work session for the purpose budget. >> Thank you. >> Next is the superintendence report. >> You want to go? >> Good evening everyone. Um on December we had a great musical Christmas to the school with everyone prek well in through second grade. So it was so nice. Um right now we are maintaining our current absentism but we are really focusing in on our kindergarten and
first grade. We're trying to find some incentives to keep it down instead of going up. Um we are starting our Ames web testing this week and on the 29th we'll have a data chat about our testing and so that's where we'll go over um how our students did with the winter testing along with just telling our parents again about our school improvement plans and things of that sort. Again that's all I have. >> Thank you. So, we wrapped up December with some really good professional development meetings where we spent time talking about our behavior matrix and how we could improve it. And then you've seen that this last week, I guess we really jumped into it. We had individual class meetings. Chancy and I and the teachers, we talked to classes and explained their behavior
expectations and reward systems and things that got them a little bit excited about coming to school. Um, so that's kind of how we ended where we are now. Um, this next week we have angel testing so we can get some more data so we can start to work on our RTI groups and talk about RTI, especially in middle school. We've adjusted the schedule. We spent a lot of time over the break figuring out better ways to engage our students with that opportunity for that extra help that they might need and to make sure we're reinforcing what we're teaching and frontloading what we're going to teach. So that new schedule is coming into place and I know has seen it in sixth grade. It changed everything for fifth their fifth period now PE sixth grade is
sixth period RTI and and it's just been pretty good so far but we're really early in the process but I think it's only going to get better. Um and then last week we celebrated homecoming week because it was our last home basketball game that had eighth grade night. Um dress up days a lot of kids participate. I think it was a really fun week. Um we did a co red drill. That was fun. We've had one of those before. Firstly, when he came in and started banging on the table, we were like, "What in the world is going on?" And then we found out real quick. Uh, but I feel like we really did a good job. Our teachers had students in lockdown and it was quiet and there weren't people in the hallways and
Jimmy Dale was there and uh, I was in my office, but it was a really good opportunity for us to see where we need to improve. And I'm really proud of the way that our teachers and kids did though. I mean, you didn't know what to expect and it really did a great job. Um, and then this week we started a special uh, ticket system. So each teacher and throughout the whole school has five tickets and they're just like tickets to a ball game. So when they see a kid who's going above and beyond or just really doing a good job listening, paying attention, helping their friends, they can give those students a ticket. So at the end of the week, I saw tickets in our little buckets today. So I was kind of happy.
At the end of the week on Friday afternoon, Miss Tina or I or somebody's gonna draw a name out for elementary, one for middle school, and they're going to get something three days of free ice cream next week. It's just little things that maybe inspire them to be good and go above and beyond. And when students start to see that, other ones will want it. And I saw six, seven tickets in there today. Six, seven. I do that on purpose. Um, really, and then what we'll do is we'll just keep building on it. But the good part is to encourage the teachers, they can also win. So whatever the student gets, the teacher gets. And I think the kids were almost more excited about that than them. They're like, "Oh, our teacher gets it." We're
like, "Yes." So, today when kids brought in, it was just fun to see them be really excited about something. And it's a little thing, but just think about how far it's gonna go with those kids. That's kind of where we are right now. >> Okay, we're back in the swing of it as well. As y'all know, basketball is getting going on in our district play. Also, we celebrated our 2011 state champions in 15 years. They made me feel really, but we honored them tonight. Tonight we had there was a a meal before and they're honoring the halftime between the boys and girls game. We're also preparing for early release day with PLC's and getting things ready on that. We have basketball homecoming coming up that will be next week January 9th to the 23rd. And
then on that Saturday on the 24th we have winter board from 8 to 10:30. The 26th we believe we have planned the second nine week stocking reward trip that goes along with the Falcon store. You meet two of the three requirements dealing with grades, attendance, and discipline. You get to go on the strip. I think they're planning for Lambert. I'm not 100% sure. So, that would be fun. Uh February 2nd, we're going to have a community meeting about achievement. This is going to be open to all high school students and their families. And this is where there will be different sessions in which different people will talk about things like industrial certifications, graduation requirements, what it requires to be in dual enrollment, just different things that we want to make sure that our kids and
our community know. We also had a program, but I wasn't there, so I can't really tell you. >> All right. Um, other business questions. >> Excuse me. Um, did y'all have a chance to look at that check GBT question? >> I did and then I created the survey and sent it to you. >> I didn't see it. >> I missed it. Okay, I'll look at it. I had to make changes and did it in forms and it looked great on a laptop and then I sent it to the team and give me your feedback and then it brought to my attention. Most people are going to do it on their phone so it caused me have to ship it again. So >> I appreciate you. >> Yes ma'am. Give it a shot. So I did
send it to that link and it's open only to you all. So when it's done it's anonymous and it's only one per email. So one person wanted it. >> Yeah. >> What do I reset any responses on there? rethink the date that we start. >> We have the the end date is February the 27th to accept applications. My concern is one that Sun and I discussed when I talk with her last week and that is that there are already be that are interviewing even for just teachers and while Dr. burden is here. I think we need to move as quickly as we can to start. >> I mean, if it closes the 27th, when when we start >> I would say as soon as possible. >> We can't change that date. Now it's posted. >>
As soon as possible after February 27th is what you're saying. Yeah. want some I thought about this today. You guys are only accepting applications by mail. Let me let me talk you through that for just a few minutes. Have you used our mail system lately? So it works. >> Yeah. But if you mail it on the 25th, there's possibility. >> I don't. So I that is something that I don't know how you guys want to deal with that but you can have those emails to Joe just like you could have those put into paper. I mean that is that's a and that is that's that's not more I mean we don't we don't mail things these days and I didn't even realize that was happening until we were thinking through surveying and I was like
so we're only getting those by mail. So that is something to think about. Can we change that? >> Can we add that to what we already put out there? >> Yeah. So, we'll need to update our >> and just add the email that tomorrow. >> Are y'all sure we don't want to back that date up? >> Yeah. to move the day from February 27th to >> January. >> Well, Miss Judy, I'm just gonna say out loud, they're interested in applying. They're not waiting for the last week to do it. I'm honest that the kind of professionals that I hope are applying for it are they're going to be applying for it. They're not going to wait until the last >> and and all you're asking for is a resume, a cover letter. Y'all don't even
have like a question like a any kind of project, anything like that to do like a hiring exercise. No hiring >> exercise. >> Yeah. So, those are downloadable documents that are less than less than a 24-hour turnaround for somebody. >> Why do you recommend? >> I would recommend you do definitely do a um doing you know have you submit email? Yeah. >> No, I mean that what would you recommend? >> Oh, um I mean >> we're going to receive these applications. I'm ready to >> move it up two weeks like the 13th. We'll have a month. >> It posted when? >> Posted the 5th. >> The fifth. >> The 15th. >> Yeah, >> it's 30 days. >> Yeah, definitely. February 15th >> because when we post for like any of our like just a regular
position, it's only open for what, two to three weeks max. >> And the truth of it is because you're not doing statewide search. >> You're doing word of mouth. So if it didn't happen in 30 days, it's not going to happen. If you were using TSBA, then you're going through a process that you used before. So you use a different timeline. And she's right. So you're doing a local search. So, does everybody agree to move the data up to February 15? >> It gives you some time if you don't get an applicant that you feel you still. Right now, you're waiting 30 days and then you're going to if you don't get an applicant that you guys can agree, then you're going to have another 30 days. That's that's scary. >> And then add and
add the email. I say >> do we dare say submit only by email? >> Absolutely. >> In other words, cut the postal part of it. >> I think I think as a professional I think they be a lot faster that doesn't know how to use an email. They are not your candidates. Send somebody else. We don't get it by that's not a big deal. If they put an application in and you guys wanted electronically to share you scan that in and you would have it by that deadline if they already need to go out pretty quickly tomorrow >> quite honestly in the who you're looking at probably applying is going to be worried about and they're going to know the change. So, let me ask you guys another question. Now, Dr. Burton, this one's for
you because I know we posted it that goes on the website that we are using to recruit outside of Tennessee, right? >> It is. And you've had two was described bots that have applied. They're not. So, all that they're able to do is put their name on it because as I was describing, we were talking about today. The only real applicants are the ones who followed the instructions which were the ones Sam provided to you and at the moment it says to mail your interest to you specifically at this address. So what we'll do is we'll add but to answer your question yeah it's going on Indeed but I don't director searches usually go through TSBA word of mouth so what you're getting is we got several from the Philippines all places Africa >> you
got one from Peru >> so they're not real candidates unless But yeah, it's going on. >> Okay. So, we'll make those changes. Um, anything else? >> Um, there's there's just one thing, Miss Sunny. Um, I just would like to commend you like from the board of all the hard work you have done and the hard work you have done for our kids and working with high quality instruction. Um, just thank you. >> It's been fun. >> We're going to miss you. >> All right, that's it.
