003quorum I would like to invite uh welcome everyone to our October meeting this will be our only meeting this month just reminder to the public out there due to fall break there will not be a um another meeting in the month of October uh Dr hor would you mind leading us through the agenda certainly uh the first item is the opportunity for public comment would anyone from the public like to speak hearing none next item next item is the legislative liaison update Miss child's uh I do not have one as the session is um the journal assembly is not in session right now thank you Miss child next item next item is the superintendent's report I will note a few things of note that have uh happened in our district since the last meeting uh

004I want to congratulate again Brent Hopper who was recognized as one of the CMA foundations uh music teachers of Excellence uh Award winners one of the cool things about this is he got a pretty substantial amount of uh money to be used in his classroom I think he got some that he can use at his own discretion but he did get a couple of batches of classroom money too uh so certainly made that a uh a worthwhile uh application for him want to recognize once again cat Grove uh who was not only named our volunteer of the year last year but was named the Delta District volunteer of the year and we were able to recognize her recently and that process will start up again fairly soon so we'll get that application out for this

005upcoming volunteer of the Year award um I want to thank everybody that participated in and contributed to International family night uh and also thank the uh Lees p PTA for their work on the uh Lakeland Elementary Boosterthon Fun Run uh we also had the PTA and the PTO that contributed towards the uh annual chamber golf tournament had a big turnout beautiful weather for that event as well uh we have uh want to publicly at least at this meeting we've put it out there but our new Finance director Kristen gatle sweat has started and uh he just recently attended the Tennessee government Finance Officers Association annual conference with Jesse Rosales uh who is staying on during the transition we I've referred to as the finance director Emeritus I don't know if that's the right word but

006we actually have them both there uh working together and uh they're off to a great start too uh we will hear more from uh from this individual but Dr Wanda Terell was uh uh chosen to be one of the featured speakers at the 2024 uh Tec conference uh adding to her list of recognitions accomplishments uh uh distinctions and and we we continue to appreciate all the work that Dr does for us uh a couple more things to note uh want to thank coordinated school health supervisor Blake Warren she uh oversaw their flu shots and covid-19 vaccines for those that were interested in those things uh in a partnership with Walmart pharmacy at our schools uh and then our state mandated Health screenings were done uh at both schools and uh I'm sorry it'll be at

007Lees uh October 21st through the 25th but we have um our own health science students that are participating in that that getting that hands-on experience and that's been great to see uh we have a meeting regarding our house system uh and this year it's going to be fifth through 7th grade students we had a pilot last year and that went really well and we saw some great results and that meeting is going to be October 9th so just a couple of days away and certainly Lots going on at the schools as we know we have our uh I'm afraid I'm going to uh wind up leaving somebody out but I did take some notes I know uh y'all forgive me where'd it go well I'll try to do it off the top of my head

008it's dangerous uh our High School uh girls soccer team uh is um is uh proceeding in their uh in their season our high school girls volleyball team is also uh entering into District play uh no Regional play I guess is next um our Middle School soccer team where the district Champs uh we have students that are going to the state meet in Middle School cross country that we will work on honoring them as well uh we have our high school and middle school band concerts that are this week and I think one of the orchestra I got it backwards High School Middle School orchestra and then the middle school band concerts are all happening this week so uh as usual lots and lots and lots and lots of things going on at the schools and

009just great seeing the students uh having the opportunity to to do what they do and do it so well we had a great homecoming week the the game outcome wasn't what we wanted but the week itself I can tell you and you guys know this on campus was just full of energy and enthusiasm and fun uh we had the inaugural lion walk and tailgate party which was a great auspicious beginning for those uh hopeful traditions and uh it's just been a fun place to be at Lakeland School System want to recognize Cory Martin the LPS principal who has to ride Herd on all of these things and and arrange for the the permissions and uh make sure that we don't have folks bumping into each other in the facilities and uh she and her team

010have really really done an outstanding job this year as as Miss lockart and her team but we're grateful for all of them and that concludes my report it is her month it is what it is her month yes October is National principles oh it is National principal month thank you for noting that yes absolutely congratulations and we appreciate you any questions for the superintendent hearing none um I will also add it was really exciting I I got to see the first lion walk and the first tailgate that was really cool to see that tradition start and be out there a part of it I I think all the work that you are doing at the schools um a no Lakeland Elementary I saw so many pictures with the Color Run it really makes me sad

011because that is you know that is the really the big thing the kids really look forward to in the fall so it it is really an exciting time and I know the kids are having a great energy and everything as we go into the end of the first quarter and I just thank the principles for everything they're doing to make all that stuff possible so in recognition of national National principal month thank you and please if yall would pass on our thanks to miss lockart too that would be great Dr next item one sorry one last thing the um the light that is up and functioning now that was on my you probably had it on your list I'm I'm really thankful that that is there and it has made things I think so much

012safer thank you for bringing that up yes we were able to do that well ahead of uh what it was scheduled to be and there's actually more involved in that intersection I found out from one of the bocc meetings in terms of a I think they're going to have to widen the road so it was it was really going to be a fairly significant project in potentially amount of time so again i' I've done this but I want to thank this board for their emphasis on Public Safety particularly with regard to the extension of Campus Drive a lot of very thoughtful conversations feedback um nudges to make sure that we were doing everything we could do to to make sure these kids are as safe as possible going to and from school so thank you

013for noting that yes and I think it also helps our buses out that maybe you know had some traffic congestion there too so I think it helps also the bus is going to LPS and going back to Lees I think it's just been an allaround win for traffic in that area I agree and for the city so that was it was a a win for both great partnership with the city so definitely want to thank the city and recognize the city on their partnership for that as well Y no doubt Dr H next item uh next item is the uh monthly Financial summary you can find that uh on the agenda uh there's nothing particularly of note um it's there we're we're tracking as we should be any questions on the financial summary hearing none

016as we discussed with the road uh it's it's incumbent on us to make sure we're doing everything we can to keep uh students safe in this uh rapidly changing uh internet um and Technology environment and um in my opinion Nobody Does that better than Dr Terell but I'm going to let her demonstrate to you the things that we are doing in Lakeland School System to to meet those requirements the floor is yours all right let's make sure that's working all right there we go um so yes this is um part of the the annual report here that I make to the board um trying to make sure that uh certainly that you guys are aware of what we're doing but also so that the public and the parents are are very aware of what we're

017doing to keep their their children safe um got to do this in two different places so I'm thinking here um so items that to be addressed uh by the policy include controlling access by students to inappropriate matter on the internet and worldwide web uh Safety and Security of students when they are using electronic mail chat rooms and other forms of direct electronic communication all of these things are listed in board policy uh preventing unauthorized access including hacking and other unlawful activities by students online unauthorized disclosure use and dissemination of personal information regarding students and restricting students access to materials that are harmful to them um let me go back one okay uh digital security is a partner to physical security just as we secure our buildings we sh secure our digital environment digital security is

018as you know rather complex uh because it requires each user to play a part no matter their age where they're located as long as they're signed into their District accounts and no matter where that device is 247 365 we C want to keep our students safe from predators uh but these days one of the primary threats from Bad actors is the theft of student information if a child has their identity stolen they may not know for years educational institutions secure data but do not generally have the funding to allow for Bank level type security our security measures also have to allow for student access to dozens of different services and system in order to support their instruction so data privacy and data security procedures help to mitigate those risks and that's a big part of

019what we do a core element of our Internet safety structure is the Walled Garden approach you can compare it to how we limit who can come into the school buildings so we limit who can come into our digital environment we limit what information goes out of the digital environment and we have the capability to adjust those settings for all users uh as well as customizing customizing those for specific groups whether that be students or staff uh yeah U for example we can allow certain websites to be reached by staff that are not reachable by students we can allow certain web resources for older students that would not be appropriate age appropriate for younger students and all of these decisions are Guided by LSS board policy state and federal law and are focused on supporting the

020instructional standards being addressed by the teachers with their students so we use a variety of software and services to configure and manage all of these settings uh at the top of the list is Google workspace for Education uh Lakeland pays for the plus licenses which gives us additional access to security settings and monitoring features educational networks of America Ena provides our internet services and provides filtering on our campuses light speed filter filters our student Chromebooks our staff Google accounts and other devices when they are um used on or off campus uh light speed also gives us comprehensive usage log data for all of the websites accessed by our users light speed alert gives us realtime notification of instances related to uh violence cyber bullying self harm or other objectionable content and I I will give

021a shout out to our itfs they are all three um on top of addressing those alerts as soon as they come through uh sometimes when they're off hours because they're that dedicated and they reach out to their principles when there are issues that come up outside of school hours light speed classroom is a new service this year uh it took the place of Gog Guardian teacher um and it was purchased by each school this allows teachers during the school day to manage their digital environment uh when the students are online in their classroom we also use bark which provides another level of uh alerts regarding self harm cyber bullying and violence particularly it's very strong at flagging inappropriate images that may have gotten through our various filters um and even videos that may contain inappropriate

022language so we do have some limits that are in place for students regardless of their age um and I'm going to kind of cover those first before I go into some specifics based on grade level Chromebooks are configured so that students can only sign in with their Lakeland Google account students cannot share Google drive files outside of Lakeland school system or any allowed domains that we need to add they cannot receive edit access to files from outside LSS or those allowed domains they can share files with LSS staff they can share files with students at their school so we don't allow sharing from LPS to Lees students or vice versa um and we can actually apply additional limits on that if needed students do not have the ability to publish Google files to the internet

023they can uh student work can be shared by teachers if appropriate uh access has been given by the parent students can only join Google meet conferences created by an LSS staff member they cannot create their own Google meets Google Chat is disabled for all students um middle school students at LPS can message their uh teachers through schooly uh which is the learning management system used at LPS and uh students cannot participate in online forums and communities when we add a new service that's one of the things we look for is what kind of avenues do students have to participate in those types of activities and we lock those Dam um and so a big part of this is certainly pre preventing students from from getting access to things they don't need access to but also

024preventing any furpa violations where that student data would get shared out so we do have some additional limits for um education uh elementary and middle school students um I'll I'll talk about high school students and our dual enrollment courses in in a moment so Gmail is disabled for all Elementary and Middle grades we've been talking some about possibly uh starting with some e8th grade Gmail we're not there yet uh some websites are categorized in our filters so that middle school students can access those without younger stud students being able to get to that information elementary students do not have access to student Square which is the the student version of parent square and that's by request of of Miss lockart um middle school students do have access to student Square we have a a system

025called digital restriction that we can put in place when needed um whether it's um students finding too many distractions online and needing to focus in on their learning we can limit them just to curricular material and things that uh are supplements that we pay for um we also give parents the option to request that if they feel like they don't want their children to be out there on the internet but we still want them to have access to our curriculum we have that ability and teachers always have the access to submit requests for websites to be unblocked for services to be reviewed um for for recategorizing in the filter high school students so Gmail is enabled for high school students by default they can email LPS teachers non-faculty coaches and some LPS support staff um

026students can receive emails from outside of those users if we allow if we add those email addresses or domains to our allowed list for students um some of those examples are things around non rostered curriculum or maybe they have to make an account on something like Pearson connect and um need to be able to verify an email address and that kind of stuff we have that flexibility to allow that um we also have the ability to allow um special email addresses for special programs or projects we encourage all students to avoid using their Lakeland email address for anything they' need access to after graduation because they lose access to that email account after they graduate so we encourage them to use with their parents uh agreement um email accounts for personal email accounts for things

027like ACT registration or college applications things that they're going to need continually to get that information after they graduate students do have the ability to message their teachers inside of schooly just like the middle school students do um and we have some websites that are categorized so high school students can get to them that we don't feel are appropriate for middle school students um we have leveraged parent Square permission slips uh the forms to uh secure special parental permission to access certain software that is not normally included in some of our curriculum um but we've been able to document parent permission using that and um it the teacher just has to make a request and we evaluate from there we do have the ability to put high school students in digital restriction I don't think

028we have any right now in digital restriction they're they're doing a great job of following the guidelines there but just as I said with Elementary and Middle School teachers have the the ability to request that websites and services be reviewed dual enrollment students so this was new for us this year we had a little bit of growing pains there at the beginning but um they do have the same limits regarding Google and the Chromebooks as the the other high school students but those 50 plus students have been placed in a special group inside of the light speed filter and as we find websites that they are need to get to for their dual enrollment classes I add those to that filter so that those students can get to that we weren't given a specific list

029at the beginning of the semester here are the websites they need access to so we kind of did as much proactive work on that as we could and then we're just if if a student runs into something they let us know or they let Miss bck know and we we adjust from there um we do currently success F have students signing in to their University of Memphis portal using University of Memphis Microsoft Office Products and University of Memphis email working in uh um's canvas LMS and even meeting with their professors through zoom and we're very committed to providing the access that they need to be successful in those courses I have a special report that I look at every day in light speed just for those students to see what those students are getting BL

030locked on and if something looks like it should have been requested but wasn't I'll email Miss bck and say do you think this student need access to this and we we'll consult with the the student to see if they need access all right so protecting student information as I said this is this is a driving force here around a lot of this um staff are already trained in furpa every year um and understand the importance of protecting student information staff student staff Google accounts are required to have multiactor authentication to help protect those accounts because those accounts are connected to so many other services that have access to student information including Skyward our student information system uh all online services are vetted for their proper handling of student information before we approve the use with

031staff or students and services that are not Copa compliant or not approved for student use Student Records that need to be sent to other districts are done using scrib order rather than faxing or emailing adds an extra layer of security there um paper records are frequently digitized and paper shredded and when possible we encourage not printing student records and we are continually evaluating our cyber security infrastructure to make sure that our digital safety is it secur as our physical safety on our campuses a little bit about the cyber security um last year we com completed two rather large cyber security surveys um both of those are annual although we've only received information about one of those for this year so far um the ncsr is an annual self assessment used to provide insights into cyber

032security maturity um and it's used to identify areas for improvement we get a report back that says here are the the ways you can work to improve here's how long we think it will take you which is a lot of time um like millions of hours um but we have made improvements and those things are being submitted um our our uh in our second annual review and completing that ncsr made us eligible for a Homeland Security Grant in their cyber security program which has allowed us uh at no cost to put uh more rigorous endpoint Security on all of our staff devices and our servers um the tdoe cyber security program uh is designed to help districts assess their it systems and improve it security Readiness and that uses the um the center for Internet

033Security CIS controls um um their um controls self assessment tool we have not gotten information yet about updating that this year both of the surveys are very similar they they generally uh apply to the same things our staff receive annual training during Fallin service regarding digital Safety and Security measures they also receive information throughout the year by email or through faculty meetings uh staff Google accounts are filtered using light speed filter when they're signed into Chrome in order to prevent access to websites categorized as pornography staff's Google accounts including drive Gmail calendar contacts and sites are backed up using a service called CIS cloud backup and we can uh pull items from that archive when needed and staff receive email security training through our nobe subscription and staff have been trained on how to spot

034uh and Report fishing attempts fishing attempts are sent out monthly so that staffs can practice those skills parental consent uh through board policy the the parent Guardian um completes the student user agreement parent/guardian permission form it's a mouthful of a form and it's a mouthful of content in there as well but it's a part of the online registration that form gives uh permission for the student access to the internet varying on their their grade level um and that form details acceptable use rules for online Behavior Uh and access Privileges and penalties for for violating procedures one thing that I'm I'm really pleased that we're able to provide is the light speed Parent Portal so that parents can have a view of what their children are doing online family one Guardian one inside of Skyward receives

035a weekly email that summarizes their child's online activity as recorded by the Light Speed filter we can add a second parent if requested parents can choose to create an account on the lightspeed parent portal to get even more detailed information about their child's online activity and in that account they even have the ability to pause the child's internet access while they're at home if they feel like they need to as opposed to trying to argue with their child about get off the Chromebook they can just pause uh they can only do that from 5:00 p.m. to 7: a.m. they can't pause the the child's access while they're at school um and there is a link to more information about the parent the light speed Parent Portal can be found on the parents page of the

036LSS website we we encourage anyone students parents if you if there are any violations to the Internet safety measures definitely let us know we we are as proactive as possible but the internet is a vast place um and when we get any reports of of issues we investigate those we the students are very good at finding loopholes I know certain students to to watch because they're very inventive and they find those things for me um I do want to add that all of these measures are in place to keep the students and their information safe and to provide a safe secure focused digital learning environment usage logs are reviewed configurations are adjusted um the internet changes constantly and we try to be as proactive as we can um but uh we we are also have

037put in an infrastructure that allows us to be flexible and that's my presentation so if you have any questions um I'm here to answer them as I am at any point but thank you Dr tarell for your presentation I had a couple and so I'll just go first um I did have you talked about like parents light speed that kind of stuff where they can do we have like sessions or something through the year where parents can come to something at the school or where they get a video or something to tell them how to use that is that something that's continually pushed out to say Hey you do have this ability to go Monitor and go pause all those things some way for them I know when when going through registration there's a lot

038of papers you read and there's a lot of information so I I was just curious do we have multiple times a year where that's kind of like hey reminder you can do this for some parents that might not you know catch it at the beginning of the year or whatever and all the vast information they get I I know particularly that at the the the there was a a parent teacher conference night I had to think there for a second um both of the ITF said LPS were available in the library and and they they did put out a a a graphic explaining some of the things that they'd be there to answer for um there is a a help link on the website but we we certainly can do better about advertising that parents

039have that ability I know that when parents call to voice concerns about their children uh the itfs have have sat down with them even on a Google meet and showed them how to do things um but we can always do better about communication okay and I was thinking maybe like second semester would be a great time to hey reminder this is out there yeah this is a new thing or not a new thing but it's something that you might not be doing something with so just just uh from a parent perspective I know I get overwhelmed with all the paperwork that we do at the beginning of the year so certainly if we could tug on somebody in the middle of the year it might help them too we can do that um I did

040have another question so the you said they like so the dual enrollment students they can do like zooms or whatever is it Zoom can they do if they needed to could they do a Google meet and a teams meet like for for their I'm not saying that they need to but would they have the ability to do that for like these types of meetings nobody has requested anything other than Zoom um I think that would be able to do teams through their University of Memphis Microsoft account we wouldn't be able to do a Google meet but I know that University of Memphis has teams and zoom so they would have that we haven't run into anybody yet that is no okay with the Google meet restriction and I think the last thing I was wondering

041is the and it kind of goes along with this parent registration consent as we're you know we're pushing the stuff back out there I don't know if there's a way to say here's also what you signed just a reminder this is what you know your your child's when we're saying here's what you can monitor to also just a suggestion to remind them here's what your child agreed to and you agreed to too just like at as a book not the whole big form but like just at a really high level hey here's the reminder of the guidelines or the rules that I know y'all go over with the kids but I don't know that the kid the parents hear it often enough that this is kind of your what Your you and your kid are

042responsible and agree to and so it might be a good thing to just remind them through the year just a thought because I I know I don't remember August it's a long list only October yeah we can definitely put together kind of a one pager yeah that that hits the big stuff and push it out through parent Square as well as putting it on the website for sure so and that does anybody else Mr Bernett promise I have a list of five I'll be um and and you and I talked V email about one of my questions and and I appreciate you saying we had some learning opportunities with Dulan ran this year um what I think my ask would be is from Miss bck and you to push our dual enrollment partner next year

043uh whether it's U ofm or any others get added and make them give you as comprehensive of a list as they can cuz those counselors those faculty they know the systems they're using they know the bookstore um or the the book provider they know what homework manager they're going to use and generally they can provide all of that with not much effort on that faculty member's side having done that for a number of years I will add uh pat on the back to our fellow municipalities I reached out to them and said can you share with me the things that you've run into before and that helped me a lot build that proactive list so I I'm very appreciative to all of them man I appreciate your responsiveness even on weekends um so thank you

044for that um you said it was 247365 and do it um as a onea so I'll end up with four questions to go along with that one of the things is we now transition have Juniors and we have seniors and they're going to recruiting events and college nights and college visits um I I'm sure it is going to be their first instinct to give their school address when they visit a recruiter and those are likely to be blocked by default so I'm I'm wondering if there's something we could sort of look at to put in place to I I hesitate to ask to open up allus but you can't get a.edu unless you're a valid institution so that might be something to consider looking at the challenge with that is it's not just the the

045admissions office that have those accounts and so we're we're definitely opening that up um it's certainly something I'd be willing to look at and maybe get a little extra parent permission knowing that they're going to be exposing their child maybe to some things that we might not be able to control um but it's certainly we have the flexibility to do that all right um the other one's on the flip side of that coin um having heard of this year in Tennessee institutions of higher education in Memphis have had total data breaches and their entire systems hijacked and that institution shut down for 10 days functionally um how comfortable are you with our risk assessment given everything you talked about um for something similar to happen to LSS I I think I can say that the

046the the cyber security surveys that we did last year highlighted some things that we needed to tighten up we tightened those up um certainly adding uh the endpoint protection that we now have on staff devices um which is monitored 24/7 by the company so even if I'm don't happen to see something come up there's somebody there they have my phone number they can reach me um I I I will say that while Mac devices are not immune to malware um they they certainly have far fewer issues than uh devices that are running all on Windows um but we pay special attention to those windows servers that we may have on campus that especially run a variety of different systems um they also have this endpoint protection on them um so that we we can keep

047an eye on that um another way that we kind of limit that risk is limiting allowing other devices on our Network um so that's why we don't frequently have guest Wi-Fi wide open um we do have a new ITF I mean excuse me a TST uh who is responsible for Network and he comes to us with some really good Network abilities and skills which is something we've needed and uh he's just in the few months that he's been with us he's tightened up some of the network uh options and um I I'm pleased with the direction we're going we're always looking for those those loopholes those holes to tighten them up absolutely and then let's see this will be number four um again as we get to Juniors and seniors and they're going to have

048artifacts or andoor portfolios especially those that are in the Arts areas that they're going to want to submit um to a college recruiter to a college ad missions um just want to think about what that could look like for us to have students to be able to publish those artifacts th those works so that they can share that I'd hate for them to have to find as you said find those workarounds and then we end up creating something we don't want um where we might have the systems to allow and support them to do that I think particularly when it comes to the things that they're doing in class we when teachers are planning something like that they reach out to us we try to figure out how that works out um we can set

049things up so that uh students can submit things to teachers teachers can post those things but especially if it's a a portfolio that they're going to want to keep after they leave Lakeland it's better not to have it in a service that's tied to their Lakeland account because even if we paid for a service for a portfolio if it's attached to their Leland account they would not have access to it at that point um but I I know particularly um the uh Mr parm has students uh using stuff for digital art right now they're working on Adobe Photoshop they're using procreate on the iPad and they're creating those those digital portfolios for those Advanced art classes but I will say that anything they put in their Google Drive when they're a senior and they're getting

050ready to graduate we we our plan is to flip it so that they can uh do Google takeout take all of their stuff that's in their Google Drive um they would not have access to the account after that but they would have the abil to take that information and either download it as files or depending on how large that is transferring it to to a personal Google account but we we're kind of holding off on doing that until right before they graduate so that they have access to to all of the stuff that they create and you set me up for my last question good um what's the plan for how soon their access will go get turned off um once they graduate we we haven't set that that uh that date generally it's something

051that's done pretty quickly but their account doesn't get deleted I generally don't delete the account for about a year um even for students that move away in the school year um that way if there is an emergency and something you know maybe they did a Google takeout and it didn't export all the way and they finally you know they they're checking it at the start of the next school year and they see that things didn't get exported we'll have a little bit of wiggle room there all right great thank you you're welcome any more question Deborah how are we doing um with all of the um fishing simulations how how's that going with um LSS staff very good we we they they are very good about reporting and I'm very grateful for that uh several

052times already this year um based on their reports I've been able to pull dozens and dozens of fishing attempts from real people um the the the common spoof that they that these bad people like to do is pretend they're the principal and say I need your I need you to send me a text message right away I need your cell phone number and we've definitely ingrained in those teachers your principal's not going to do that don't reply to that email but please report it and I actually had one that got reported over the weekend I was able to reach in and we pulled it out of 24 Gmail boxes so that nobody else accidentally replied to it um I think that the training we do is very helpful I think I am okay with them

053reporting the things that are not fishing um we recently did a survey for uh work workplace work and even after we emailed and said you're going to get this it's not fishing we had people reported as fishing and I'm like thank you for being diligent you're welcome complete this survey you're welcome I would rather people air on that side than than not so I know a couple of times we've actually asked Dr horal um screenshot is this legit and he'll say yes you know because sometimes those things do come that make you they're they're very good the criminals are very good at at making it look real so the the the most the most uh uh when we have people fall for them it tends to be when they're on their phone just because they're

054flipping through it really fast and they may not be able to look into the where it came from as much uh but we get that data in no before so we're able to reach out to the people that have those instances and teach them how to how to look for it a little bit better on their phone any more Michelle um first I want to say um thank you for all this um I really like know before um we use at my job too and I think it's really helpful and I think you told me the students have to do that too we we started to last year um turns out that the email part wasn't being used as much uh and so we pulled it away this year we're we're doing some non no

055fishing uh training so that they at least can build those skills and um we we particularly send out uh sample fishing emails with some annotations that say here's what you would look for in this email so that they get a little bit of practice even though it's not Hands-On practice yeah I I think anything even if it's not necessarily email um because I know one of my trainings was like a um like just picking up a um flash drive in the airport or even using like the um airport terminals like I mean Chargers yeah yeah I mean stuff you just don't even think about so I think educating um students in any way possible is really helpful but overall just the the staff and all having used to know before is great also um and

056I really like the um the parent emails about what my kids looked at each week and then I also appreciate for the parents who want to learn more like you were saying they can create a profile and like um be even more empowered so I appreciate the um parent empowerment to um you know monitor more closely CU it's a team effort you know it's not just your staff it's also very helpful when parents notice things as well um to keep you know students safe um the only question I had I was just wondering how do other schools do it about the college part because to be honest I don't even I know my daughter because she was older at a different school I know she used her own email and I think she used her

057device but I'm not 100% now I think about it I mean maybe she was mostly using her own phone but I mean I know or her own personal device at home but for sure you know she's over there like you point out you know act and college applications and college submissions and then her guidance counselors are having to you know on her behalf they had to send stuff last year too um and she had to communicate all that so I mean how do other schools manage that because you're right they really don't need to use a Lakeland email and um so the ones who have responded to my requests uh for how they handle especially 11th and 12th grade email right all every single one of them said they encouraged them to use their personal

058email account um one of them even said I had a student uh just uh email me from three years ago wanting to get access to their email account and he said that you know I told you that you needed to use a personal one cuz that account doesn't exist anymore so do they use their own on the at the other schools or they just using their own personal devices doing all the college stuff is that how it's working more their personal device but um one of one of the flexibilities that we have particularly with regard to Chromebook we we wouldn't do this on this the device that the student has when they're unmonitored but we have the ability to have Chromebook set up where you know if the counselors know that a student doesn't have

059a personal device or doesn't have a personal email you know we we can sit down with a parent and walk them through the steps on a Chromebook that we have set up that we call it public mode where it doesn't require signing in on we would not put that in the hands of a student just because there would be no way to keep them safe there um but we we will find a way to make sure that a parent can can help their children with that um we would ask the parent to set up the personal email account we're not going to take responsibility for that but we can certainly help guide them in that way um so that they can have that access okay thank you you're welcome any more questions for Dr you

061I will speak to this item uh it lays it out pretty uh clearly in the resolution but I think as the board knows and much of the public knows we have uh had a number of uh starts and stops and uh approaches and um uh due diligence and attempts over many years at this point to uh line up a permanent uh district office for Lakeland School System uh through uh again a number of conversations uh we wound up uh in conversation with uh me Investments LLC uh which owns a 20,000 squ ft uh office building in Lakeland um I dare say it's the only one like it really of an office building of that size uh just remind everybody um we had uh when we put our own office building out to bid and uh

062and the costs came back higher than we felt like was responsible uh at this point in our uh in the life of our school system uh that was for a 13,000 sqt building uh so this is a 20,000 ft building uh we have done I believe tremendous amount of due diligence on it we have had an appraisal we've had an inspection uh we've had the opportunity to work with some contractors to see uh what type of work might be necessary on the building um and we feel like it is uh the right building for Lakeland School System um at an appropriate price it is $3.5 million uh several years ago now the board had allocated $3 million towards uh the potential build uh or purchase of a district office uh and obviously we know what

063prices have done in the mean time so uh this would require uh an additional $500,000 um which is included in the budget amendments um that have already been approved um but uh highly recommend this purchase we're excited about it uh we're excited to work with MEP Investments um on the um transition into the property um uh under the proposed purchase and sale agreement and basically this resolution uh would authorize me effectively to go ahead and sign this it authorized the executive committee with which is the board chair and the superintendent the purchase and sale agreement would require the signature uh my signature and you'd be giving me that permission um and then uh under the terms of the purchase and sale agreement uh we would close within 30 business days of today's date and uh

064the current tenant of the building uh would have until March 14th uh basically to uh vacate the building uh and then we would have several months to get the building ready for our folks to move in uh hopefully no later than June 1st so um very excited about this possibility and and certainly recommend it uh to the board any discussion on this item I'll start start with that end and go this way okay so um so we would be paying cash for this well I mean a check but we will be purchasing out right okay so there's no um financing no loans there's no asking any the our funding body for money on this um so when would we actually pay the cash um money to them so uh we would pay earnest money um

065uh within five days of the board approving uh or actually within 5 days of the contract being signed uh and then we would pay uh the remainder at closing which again would be within uh 30 business days of today and then uh just so the board understands this uh we would take possession of the building but obviously wouldn't uh well we would we would own the building at that point uh we would own the uh and then the current tenant would uh pay rent to us until they vacate you know onor before March 14th okay Mr brette um and I just want to say again reiterate what Mr child said this is money we have in the bank M we're not asking anyone else and and so my comment to that is I just want

066to say thank you to the previous boards some of which you are here and still here miss miss Thomas included in that and and to the former chair um who will always affectionately call the chairman um no offense intended but all the previous boards who were so fiscally conservative in their approach to go from 0 at the founding of this school system to having enough money to pay cash to buy this building today um it it goes thanking them publicly again and again and again and with the both of you here again thank you for making this fiscally possible and fiscally responsible for us to do I think to jump on that also to um our amazing Jesse Rosales who is going to be leaving us but I know she made some amazing amazing Investments

067and just her um Guru Wizardry that she does to make sure everything's um safe and yet you know takes the risk you need to take for Investments so that we you know um you know so we have the best amount we have from the previous boards and you know so we really appreciate her Thomas um I'm proud of all the um efforts particularly that that you've gone to to try to make the house work and then to try to make another property we looked at work and um for um moving into the school which I will say a lot of of teachers really love that you guys are there that they can just walk around the corner and um but I you know a classroom wasn't necessarily the greatest thing to turn into um a

068personal office and you guys have done it with um such Grace and um I'm just really proud that we did our due diligence that we did try to do the most fiscally responsible thing and that I think this is the most fiscally responsible thing and I'm grateful that the right opportunity came at the right time and I'm super excited for um our district office employees to get in there and I'm excited for them to um be able to grow because there's so much room in that building um left to grow with the school system which was a limitation of some other places we had looked at where yes we can fit in there now but not too days from now when you know we get 50 more kids and we have to hire more teachers

069and that kind of thing so um I'm just really proud and grateful and thankful and excited for our district office people I'm just impressed with your efforts to uh to go through the process of looking at every piece of real estate that you can find and uh come up with a great solution and one that gives us capacity to grow and that is important to understand we um what was proposed in new construction was a uh smaller building and and at a bigger price and uh this is just great use of uh taxpayer money and uh we appreciate your efforts and uh I know there was lot of uh a lot of nervous times just trying to figure out where we're going to go and what we're going to do so again thank you and

070not even a thing you I mean Talk about serendipity I mean this really wasn't something that you we saw on the radar at all and it just um happened at the right time so I think that's what happened yeah I don't think there's any real tur that no commercial property in Lakeland like you do I just don't I think you have exhausted everything talked to everybody for sure I've learned a lot so I I'll weigh in and I certainly Echo everything everybody has said um so I'll start with this has been a process and it I I guess the first goodness it's been a long time since since we looked at the house we talked about the remodel of the house um and what that would look like and how that potentially could work and

071I appreciate the fact that we first of all I'll say I'll support I I do support this I I have we have been back and forth we've done our due diligence we've done all the things that leave this room to goow there's the pros and cons um but I appreciate the most important thing I think about our central office staff and including you and everybody is the flexibility that they have allowed us it first we started off in city hall and then then when City Hall had outgrown because the services that the city is providing for its citizens had grown they needed the space so we were able to move certainly we had the extra classroom so we said okay can we make this work and our flexibility of our staff and our central office

072we said okay we're going to get in there and make it work just like we have for the past 10 years over whatever it was additional task living in a closet whatever we had to do having two and three people in an office space because that's what we had available at the time so I think this this actually gives us a permanent home I think that from what I understand about the space and the growth of the Lakeland School System this will give us 5 to 10 years or or even could be even longer because of the size of the space that you could make this transform it into even more growth so this is a solid investment in let's say the 10 plus year could be the 25y year growth plan of Lakeland School

073school system where this item is settled this is put to bed and then we can focus now on whatever the other student enrollment growth looks like if we at some point down the road which could or could not be depending on how things go um we need more schools and things we don't have to worry about where our Central Alpha staff is going to go we don't have to worry about putting them up in another building we now have a permanent home and this is a solution for a very very very long time for Lakeland School System so I truly appreciate the flexibility of the central office staff for the past 10 years because that's how long it's been is 10 years um for everything that they've done to leading up to this day and

074I'm excited to see them their first day in there and be able to go and you know have their office or have their space and make it their own and see what they do with it because as with all things Lakeland our staff just does amazing things with the spaces that we provide them so I I can't wait to see what they're going to do with it that said anybody else let me say let me also I appreciate the comments in this direction uh but I want to reiterate um we have the very best district office staff imaginable um at no time and I I mentioned this in my email to them about this possibility um at no time have any of the members complained shown flagging morale uh enthusiasm or certainly effort towards their

075work at taking care of the kids so um they are uh they are certainly uh the secret to uh to success I'm perceived to have I mean it's it's all because of their hard work and their expertise and their commitment um and um I'm very very excited again like you said I think this will be a great place for us all to be in one place and uh learn grow and Lead together more effectively so and we'll have to get the um class change sound at the you know it needs to be we won't know what to do without it the bells every every 40 minutes or so yeah that's right time to change time to change positions let's go all right last call any discussion all in favor say I I any opposed motion
