003meeting this is our only meeting this month as a reminder um due to the holiday and the way schedules have lined up with travel that is going on in other meetings so thank you all for being here on a Tuesday I know normally we have it on a Monday but thank you all for being here on a Tuesday and everybody being in attendance and I think it's uh everybody's been to our home first home football game our second home football game having the band there and I think it's been a really cool scene how things have started off this year and um we're well on our way gosh it's hard to believe we're in September which is really crazy to me so we're already a month into our school year and we don't have long
004to go and we'll be at the end so it's pretty exciting um I don't have anything else Dr horror will you lead us through our agenda please I sure will the first item on the agenda is the opportunity for public comment is none next time next item is our report section starting with the legislative representative update do you have an update for us do I have an update there was a special session if you're watching the news and paying attention um it was called specifically about gun safety in schools I'm going to highlight a couple but for the most part almost nothing passed and very little changed um a couple of examples of bills that were considered there was two regarding considering carrying concealed handguns on the school grounds by faculty or staff member that
005was SB 7019 HP and that was laid to bill in the Senate education committee on the table and taken off notice in the house state government committee it was also SB 7023 HB 7043 that would have authorized persons with enhanced handgun carry permit to carry a handgun on school property this was laid to laid the bill on the table in the Senate education committee and taken off notice so in any of that one particular was very controversial but neither one of those passed you want to note that um interesting in light of um we had already proactively as a school board gone ahead and um we're all investigated a better safety communication system and you know we're already in the process of buying that and having it installed and there were a couple of bills
006that didn't make it but were basically wanting schools to have something just like what we're about to have so one of those was SB 7047 HB 7095 which would have classroom access to communication devices for immediate contact with First Responders it was taken off notice laid to laid on the table so it did not pass but that is something that was desired by some it was also one SB 7060 HB 7038 that would have required the Department of Education to establish a school safety alert grant program to basically pay for things like that but um it did not happen there was a fiscal note of course attached to it [Music] um I was also going to mention that there was also a bill wanting the employment of a full-time licensed professional school counselor SB 7016
007HB 7076 but um that failed too so that was pretty much just there was really not a whole lot there were very minor changes like reporting things that already reported I mean there just wasn't there wasn't a whole lot that came out of it but I did want to report on some of the ones that got a lot of talk about the guns and some of the representatives against it you know were saying that sros had said we're just not going to know who's the quote good guy or bad guy if people are just allowed to come into our property with guns so those did not pass any questions or discussion hearing none next item next item is the superintendent's report I do have a few things I'd like to share first of all a
008as the the chair said it's amazing that we're all ready to interims of the first nine weeks or an eighth of the way basically through the school year as it were um the first four weeks of school though I would consider to be a huge success I think it's been a really really smooth start to school as always I attribute that to um the the building administrators but also the students the teachers the staff I think really more than I've ever seen and I feel like everybody was on the same page and what are we doing and how are we going to do it and I think that's really manifested itself in the buildings themselves lots of smiles lots of folks that seem to be uh well informed about what's going on and what to
009do and and we're seeing that um play forth so that's that's really been exciting very proud of everybody lots of like I said lots of smiles in the building I want to give a brief construction update on our we call it the Lakeland prep site Improvement projects which is the extension of Campus Drive uh the connection of LPS with the annex with a connecting Road and walking path and then the improvements at the on-campus soccer field so I'm actually going to take those in reverse order the on-campus soccer field uh is has been expanded we have I will say we have run into some issues as you tend to do when you're renovating which is really what we've done uh the contractors um accidentally ran into some electrical lines and some water lines and some
010things like that that we had to be had to be corrected and mitigated we've also added a pretty good amount of concrete too um that that area so that we could have some potential seating um we're actually exploring some stadium seating that I think would be a big time upgrade to what's been there and I may be coming back to the board with for your input on how far we want to go with that because I think we'll have a number of options and have some meetings or have had some meetings already on that um and adding some sidewalk accessibility from the football sidewalk down to the seating area there we've also added some concrete pads where the home team and visitor benches will go and are right now pricing some covers for those benches
011so just looking to hopefully upgrade the soccer field so it's the same type of experience that we were able to provide with the other areas that we've upgraded on campus so I'll everybody informed on that we we are looking for the sod to be installed I believe right now it's early next week they might possibly get started late this week or this weekend but you'll see the actually actual side go in and in the interest of managing expectations I do want to say again based on when we're putting the sod in it will not be usable you know no matter how good a job they do or how good it looks it won't be usable certainly for the Girls season it's highly unlikely it would be usable for the boys season although it's possible that
012it might be ready you know if there were postseason play or you know towards the end of that season but um right now everybody's prepared to just work around it and I do want to acknowledge I know the difficulty that poses for other teams that are trying to practice with one field down but I appreciate everybody's cooperation on that and they have been cooperating there's a retaining wall that's already been built on the road from the Bus Loop to the annex and most of the clearing and rough grading has been done there there's also been most of the uh certainly clearing and it looks like rough grading are done over on the um additional parking which is what we consider part of that Annex Road situation as well so that we should see I think
013some some Paving equipment curb and gutter and things start to come in very soon on that campus drive is the one where we have the most major Hiccup and I know I've spoken about this a little bit but I I'll try to give some more details part of where Campus Drive the path of Campus Drive goes through what's called a potential stream and what that means is that uh if there is a dam on the Jones property and a large lake there and with enough rain then that the Overflow from the dam could cause a potential stream that this road would go over so in order to get our permit for that we have to buy what's called mitigation credits um and Mr Burnett's not even as if you're familiar with that I was not
014familiar with that but basically we're having to to pay a pretty significant amount of money um to a a bank that owns uh it's not really a bank but it's a it's a corporation that owns these mitigation credits and can resell them it's it feels kind of like cryptocurrency and that like it's the kind of buying and selling these things that you don't ever really see but in order to get the permit and build the road we have to do that uh we have been working with our partners at tdac to get this expedited to the extent possible which I think we've been able to do I think in a best case scenario best case scenario they're able to actually start construction uh let's see what do we decides the first of November if everything
015goes okay um or possibly even mid-october but um it is later than we thought everybody still seems to think that there's not going to be any issue with finishing the road before school starts we'd hope to get it sooner than that is the disappointment there so but we are still moving forward and doing everything we can to push it along a few more just areas from different uh updates from different areas of our school work there's a lot going on right now work is starting on the school Improvement plans that they work on annually and appreciate everybody's work on that I want to give an update to the board I've got a meeting with Lou Warner with Warner Sports this week to get an evaluation of the turf field per our agenda item from a
016previous meeting so hope to bring back some additional information to the board on that uh there's just a presentation that I'm excited about on November 9th there'll be a presentation called Cub care everyday Behavior tools for parents that's going to be led by our Behavior behavioral interventionist Kevin Sanders who's doing a great job and just adding some offerings to the community who may want some insight into how they care for their students in terms of behavior at home that may overlap into into school a couple of assessment updates sometimes you want to be chosen sometimes you don't want to be chosen LSS was chosen for a three through eight Standalone field test for the ELA writing section so that'll be added to the TCAP assessment window this next year we've also been chosen to participate
017a group of our students in nape testing this year and that's the national testing basically where national standards are kind of evaluated and states are are judged in good news our final Esser update Esser was the the cares act money that we got we've been working with this for the past three years Tammy Wilson did the most the heavy lifting on that the final Esser update was approved this week which kind of closes the loop on our Esser funding and we we feel very proud of how that money was spent I think it went a lot of different directions and did a lot of different things to take care of our kids and improve our situations at school uh Dr Wanda Terrell who is here is uh working on many things as she always is
018but one of those is uh and I don't think this is in your presentation working on some cyber security surveying that is fairly significant and uh and is required that it be a couple of them one due in September and one due November 1st uh the completion of that survey in addition to giving us some feedback on our districts preparing goodness for a cyber security event also potentially makes us eligible for some future funding which we're always interested in so we appreciate Dr Terrell's work on that I wanted to note that I'll be in Gatlinburg Monday through Wednesday actually Sunday through Wednesday of next week for the annual toss conference and I want to congratulate our friend and colleague Gary Lilly who was the current superintendent of Collierville schools who was named the next executive
019director of toss and will take over in January I can I can speak from personal experience he's been a great partner a great collaborator he's a he's a wonderful guy and I'm really happy that uh he'll be continuing to lead superintendents and education in the state of Tennessee in that role finally I want to note our own Jessica mil Spa who is here was chosen as a finalist for the Memphis Business Journal HR impact Awards we have announced that she loves attention especially in person but did want to point that out because she is truly truly deserving of that award and we're so appreciative of all the hard work she does so congratulations and that concludes my report any questions okay um I do have a question about the mitigation credit I think you put
020that on the email but uh I just want to ask a little more details because okay you mentioned we have to buy it because the road can flood so if the road were to flood does then these mitigation credits like Bank you're buying it from fixes the flood situation or is this more like a carbon credit just for environmental purposes you have to buy and I'm I'm sorry for not being clear it's not so much about the it's not so much about the road flooding because um that there'll be a culvert built where any water that went through would go under the road so we're not as it's not it's not as much a concern about the road itself flooding uh the concern is to the Tennessee Department of environment and conservation is that we're
021disturbing a natural Waterway so that um any Waters of the state and related areas Wetlands those kind of things typically they want you to stay away from them and if you're going to disturb them then basically what they're saying is you have to replace the the trees the the natural you know environmental erosion preventers yeah erosion preventers I guess um that are there so um and in fact we did some of this when we built Lakeland middle prep we had to install a lot of trees so we were able to do the mitigation ourselves so we paid a landscape company to plant new trees to help make up for the trees that we removed to do that so it's really related to that in this case what they're saying is somebody else has planted trees
022somewhere and then we're going to get the credit for those if we if we pay for that on your Cartman credit or something yeah I believe that businesses yes and it's specifically these are stream mitigation credits so other companies will actually restore streams and rivers that have been channelized Disturbed and they they get those credits the land bank buys them and then we're affect the feedback yep yes we got it any more questions follow up to what is the email but I just wanted much are these treatments against it roughly 240 thousand dollars a little more than quarter of a million dollars on this product I'll leave you alone any sponsor they're going to be at the annex I know we had to change the number because of it items in just a second I

025I have a couple the testing so the um we will send some kind of communication out to parents about like that some of this is like the writing portion I know we haven't had it in years past just to kind of explain so that the kids are prepared the parents so they know they're taking it it doesn't count right although you won't get the score back okay um but yes that'll all be communicated okay and um I know you just um for everybody working and ever yes I think there's some conversation or some requests potentially to ask the city if they have some Fields available while we kind of go through this can you just keep us posted on any possible availability they're able to work with us on I know they use our facilities

029aye aye any opposed motion passes next item next item is the Internet safety measures presentation by our director of Technology Dr Wanda Terrell and give me just a second I'm going to make sure we're to see what you're showing said the floor was yours that's right there's a little actual old school switching I do here okay so Dr Terrell's on the screen I'm gonna she needs no introduction but I'm going to introduce Dr Wanda Terrell Dr Juana Terrell has been uh with Lakeland school system as one of our first three employees that was hired in Lakeland School System uh nearly 10 years ago is there a battery in there right here I was going to suggest that you just you know shut it down then turn it back on because that's the only thing I
030really know how to do I'll continue to introduce her uh Dr Terrell is a local state and national leader in education technology she is a regular uh regularly selected to present at national state and local conferences she is somebody that has kept me out of trouble and kept our district out of trouble and I think more importantly or what she really spends a lot of time trying to do is keep our students out of trouble and make sure that they are safe when they're using technology it's a huge part obviously of what we do and she takes that job very seriously so this is um as I know she'll say this is an annual requirement um that that this presentation be given to the board and some public notice be given on that and we're
031going to see if that'll go we'll see if this is working that's how yes it's voice activated now so floor is yours to take Ms Harrison's line as you were saying this is our annual requirement here for our um Internet safety measures as part of policy 4.406 um and so today what I'm going to do is talk about the ways that we meet our policy so there are essentially five things that our policy requires we control access by students to inappropriate matter on the internet and World Wide Web the insecurity of students when they are using electronic mail chat rooms or other forms of direct electronic communications preventing unauthorized access including hacking and unlawful activities by students online unauthorized disclosure use and dissemination of personal information regarding students and finally restricting students access to materials
032that harm them those are in the board policy cue me and make sure I keep up with you I think I'm with you now yeah next one a core element of our approach to Internet safety is the Walled Garden we limit what comes into our environment we limit what goes out of the environment and we set it up so that we have the ability to adjust those settings based on the needs of our students and our staff for example we can allow certain websites to be reached by staff that are not reached by students we can allow certain websites for older students that may not be age appropriate for younger students all of these decisions are Guided by board policy state and federal law regulations and are always focused on those instructional standards being addressed
033by the teachers and the students some of the software and services that we use to manage this environment a big part of this is is what we use our Google workspace for Education Plus licenses for this gives us additional access to manage our Google accounts including extra security settings and monitoring features our Ena provides our internet access to our campuses and filters while it's on campus but Ena does not carry over to our devices that are off campus we provide a service called light speed filter that filters our student Chromebooks when they are taken off campus it also filters student Google accounts regardless of what device they're on as long as they're signed into Chrome it filters our staff accounts to an extent and then other devices as they are used on a wrong kit
034on or off campus it also gives us insight into logs of activity so that we're able to make sure that websites that are being accessed are are appropriate for our users we also use a service called sys Cloud their compliance and security feature which gives us access to configure and monitor our Google workspace domain for inappropriate language getting notifications about cyber bullying or self-harm and it Flags objectionable content as well we also use a service called bark this gives us additional alerts regarding self-harm cyber bullying and violence but it's also it's particularly useful regarding images and videos it gives us notification when inappropriate images may be saved including those who that may have inappropriate words in the images um and regarding videos If inappropriate language was used in a video we get a notification of
035that as well and finally goguardian teacher is actually a service that's paid for by the schools and it's used by teachers to manage their digital environment when they're in the classroom so they're they're able to lock student screens if they need students to focus on them they can push out tabs to students they can monitor that Student Activity to help keep them focused all right uh next okay some of the ways that our students are limited on their Chromebooks or when using their Google accounts Gmail is disabled for students in elementary and middle but since I did this presentation last year we now currently have Gmail enabled for 9th and 10th grade with limitations um Google Chat is off for all students and students at LPS do have the ability to message their teachers inside
036of schoology they cannot message students inside of schoology but they can message back and forth with their teachers students cannot participate in online chats or forums as we add new Services that's always a feature that we look for we want to make sure that students stay inside that that monitored environment and if we run into websites that incorporate those we either don't approve them or we block them students cannot join video conferences other than those in a Google meet that started by one of our staff staff accounts students cannot share files Google drive files outside of LSS and they cannot get edit access to files from outside of LSS with the exception of added domains that are needed for say for a dual enrollment class or something like that we have the ability to allow
037those types of extra access for for the group of students that needs it we don't give that access to everybody students can share drive files with within their school so they can share with fellow students that access is monitored we discourage the use of those services for non-instructional purposes their own little chat rooms that they might make in a Google file but we we use those teachable moments when needed students do not have the ability to publish those drive files to the internet but students work can be shared by the teacher based on the media release that part of our board policy and then finally we we have the ability to apply what we call digital restriction for students who just can't quite operate in the environment that we have we have the ability to
038limit it down further if needed and that is based on administrator recommendation sometimes parent recommendation that gives them essentially just the access they need to to participate in instruction so those are some of the limits that are on student accounts next is protecting student information this is this is a huge part of the motivation behind this um staff are trained annually on FERPA and the importance of protecting student information staff accounts are required to have multi-factor authentication on to help protect those accounts because they are connected to so much student data and I say student data also the data of their parents that are connected to that student data so it's not just the data of those students um any online services that we sign up for they are vetted for proper handling of student
039information and before we approve that use for for students or staff we make sure that those that the data is managed properly Student Records that need to be sent to other school districts are done with a service that we pay for scrib order that got that gave us the ability to stop faxing information to some random fax machine and not knowing for sure where it was going to land now it's behind a username and password um paper records are digitized paper is shredded and when possible we encourage that Student Records not be printed because we lose that that level of security there um and we are continuing continually evaluating our cyber security infrastructure to make our digital safety uh as secure as our physical safety on our campuses as Dr horror mentioned earlier um we
040the the state has a cyber security uh initiative that that has come down um I think that it's going to be very good for us even though it's time consuming uh it's always good to get a good deep insight into how we're doing but there are two surveys both when a lot of questions uh that that's taking some time to get through but I think it'll give us a really good insight into our cyber security stance and as that information is finished I'll pass that on to Dr horl and he can share those details with you so you have all that information regarding staff how we manage Internet safety for staff I've already mentioned a little bit but staff do receive annual training during the fall in service regarding digital Safety and Security measures they
041also get additional information during the year either by email faculty meetings staff Google accounts are also filtered they are they are filtered by board policy and state law to prevent access to pornography staff Google accounts including drive Gmail calendar contacts and sites are backed up using the sys cloud backup it's a separate feature of the sys Cloud subscription that we have so as Files come up missing we're able to dig into those backups and get those files for the teachers staff accounts are also monitored through sys Cloud compliance for objectionable content that may be in their drive or sent through email obviously there will be some things that go through there that may get flagged as false positives because of documentation regarding things that may be happening in school but those are addressed as those
042come up and staff receive email security training through our know before subscription and staff have been trained on how to notice and spot those those phishing attempts um as we continue to roll out our Gmail for ninth and 10th grade they also received that phishing training um and will eventually be getting those uh those sample phishing emails just like the staff get uh next um parental consent so each year the parent Guardian Signs the student user agreement parent Guardian permission form as part of the online registration process form gives includes giving permission to the student to access the internet and the form details acceptable use rules regarding online Behavior and access privileges as well as penalties and procedures procedural policy violations you I do want to point out the lightspeed Parent Portal we always try
043to include all stakeholders in this process because it takes a village as they say the lightspeed Parent Portal gives the parents the ability while the student is home to if they choose to lock their child down even further so they can actually go in pause the internet for their child so they don't have to fight with the child about taking the Chromebook when it's bedtime they just go into the light speed filter and turn off the internet for the Chromebook it does not impact the ability for the student to use the Chromebook the next morning and you know it bypasses that but those parents also get a weekly email summarizing their child's online activity um a parent can create an account in the lightspeed portal to get even more detailed information about what their child's
044doing online and there is a link to more information about that on the district website on the on the families page reporting any violation we win we diligence things get through that may not need to get through and we certainly lock those down when we find them but if anyone needs to report a violation things that are getting through that don't need to they can certainly let their principal know and we review those in a lot things down when needed pretty quickly and then uh finally um I just always like to bring this back to the students because the the purpose behind all of this is to provide that safe learning environment for the students to keep their data safe but also to keep them focused on what we've got them here for which is
045learning and meeting those standards and giving the teachers that environment so that they can do what they're here for we've reviewed the usage logs and I say we it's not just me the the itfs at each school also have a big lift in this keeping up with what the students are accessing but we always try to be as proactive as possible without overreacting on the on the proactive side and that is my overview of our Internet safety measures so now I'm here and available for questions so you mentioned that 9th and 10th grade I know that opens up a whole new world but as we add these courses that are very specialized these AP courses are dual enrollment courses are you able to fine-tune it to the point where you can give students in a
046certain class access to whatever the teacher is going to need to do some of these more in-depth synthesizing kinds of projects where they pull a lot of data and information from all over you're able to fine-tune it to that point yes and part part of this is through Lightspeed so we have a we've connected our rostering from classlink into Lightspeed so I can pull up a specific class roster and say let's have that class only get access to these certain websites we're actually doing that a good bit right now particularly with our French two students right because they they're doing a virtual environment that required a whole lot of other settings right and we didn't want to make available to everybody so those are just applied to those students that are rostered in that class
047and then for example maybe the stem class needs access to this particular online service that they've paid licenses for we just apply that that to that particular roster of classes um I probably have a couple of questions so if you'll be patient with me absolutely um one of the one of my questions is is truly a question because I don't know in education one of the best practices is to have student student content interaction student to teacher interaction and then student to student interaction where we've limited the the chat abilities could you just describe how students are still able to interact with each other and have that student student interaction when they're not in the physical classroom um when they're not in the I would just I'd kind of open it up to the collaborative
048documents that are inside of Google I mean if they're working on a presentation together the students can both be on the same Google slide deck at the same time uh even if one is home and one is it another house they have the ability to operate in those at the same time as long as that type of activity is related to school and is not just chatting and talking about you know vacation or their favorite rock stars or whatever we have absolutely zero problem with that kind of collaboration for sure and and I thought that was the answer but I wanted to make sure I heard you say that right and then my other one is um as we get to these higher grades we talked about the examples where we have to open this
049up um can you describe the process that a teacher should go through and how that works with your office when they want to use this new tool for a specific class that that we may have to investigate and purchase or require licenses for so that students are able to use that day one or or what happens when you find out we're doing it post hoc happens both ways we put a lot of that back in the school's hands so that when a principal is helping their teacher evaluate what they're going to use in their classroom the principal knows that they need to reach out to us we do have teachers as they're kind of doing the research before they even go to their principal they will reach out and ask either their ITF or they
050will email me or now we're using incident IQ for tickets quite a bit so they may put in a ticket so that we can document that conversation um but the itfs do a good bit of that before it even gets to me because ITF is just sorry the instructional technology facilitator so miss Nolan at Lakeland prep Ms Bogue at Les um and uh they they kind of they know our our general approach to how we evaluate a product um we tend to be stricter on the free things because we don't we don't enter into a contract with those types of things so we don't have any guarantee that they're going to act as the district and protect our data and that kind of thing once we enter into a contract with somebody there's usually an
051additional kind of uh security blanket of knowing that our data is better protected so sometimes we'll say you could use this if you purchase these licenses so that we have the ability to to maintain that that data but frequently it's it's either the teacher asking or the teacher asking the principal or the teacher asking the ITF and on occasion things have gone through that weren't we weren't asked about we do what we can to try to provide that access locking down the things that we might not have allowed but we have the ability to do that based on the group of kids who need that level of access this doctor I had a conversation he and I had a conversation recently I know it's a balancing act and I absolutely appreciate the work that you've
052done to keep the wall up where it's appropriate I just want to make sure that see you new teachers new faculty understand that there's a process because the last thing what irritates me as a dad of a child of a student but as a school board member and having that experience in higher ed for a student not to have access to their materials their content day one of class we know that that is a primary indicator for lack of success so any way we can just my my encouragement back to you and Dr hormone is to make sure that we make sure teachers know this is the process there is a process there's a time for the process essay process enough and let's follow that process to get it done so that we don't have
053those post-hoc issues and I will add just since you're talking a lot about that day one some of the things that we utilize with students are the curricular systems um and a lot of those things don't get ordered until after July 1st so sometimes there is a delay and those licenses getting applied to student accounts and such so that's another uh that the month of July is a very stressful month trying to get everything uh set and filtered down to students but we do what we can to get it there as soon as we can absolutely appreciate it thank you just wanted to say um actually we had a very brief conversation I think it was at the in-service or one of those days and I said oh you know in my job we have
054to do this no before and um you know it's really interesting you know they're trying to trick you make sure you're like watching for the things there's a letter missing whatever and I thought man you know I wish our students could get that and you're like they do and I was like green so I actually think that's really awesome um you know kind of like when people are like oh you know um high school students stayed you know Finance education that kind of thing well this goes right along with that that you know not only to keep our own system safe but just to learn I mean everything we do in life involves using um internet and websites and things like that and so you know those phishing emails are so persistent and it really
055can trick you sometimes and I'm sure that you know some of my kids might fail this test so I'm really glad that you know you have that in place so that they can get Hands-On learning to get a phishing email and either succeed or not succeed and then learn from oh what what you weren't looking for so um so I really appreciate that piece for the high school students to get them ready for you know life in college and all that or whatever they do the practice makes the difference that's what we always tell with the teachers we're not out to get them by sending them these phishing emails we're trying to give them practice so they can use those skills more efficiently so I have a couple of things um a first is a
056question um so the student information training and the FERPA all of that I know you said staff go through it but we do have non-faculty coaches several that have access to student information did they go through that training annually as well um it is a module in our safe schools and so that has been those have been applied to non-faculty coaches um that the way that that rolled out to our non-faculty coaches and our subs this year was through safe schools um the way we have it structured right now is they complete that for an additional stipend so it's on top of the stipend that they get already so hopefully that the extra Financial uh benefit allows them uh the motivation to go through that I don't believe that we are officially requiring them to
057do that but all non-faculty coaches do have a Lakeland account this year some have not activated them yet but they we have that process there in place for them primarily so that they can have access to that to use parent Square and and Skyward activity stuff Ms Millstone was going to answer what are their onboarding so whether they do the safe schools training they do sign the agreement and it I'm pretty specific um guidelines I do get something related to student information and protection of the student and family information okay um so just kind of I know Ms Thomas touched on it and Mr Burnett um so I currently have a senior um at another school so enrolled in a dual enrollment class as well as an AP course so I know you talked about
058how you can um like unlimit a class or or allow a class but I want to talk kind of in general as we get Juniors and seniors I know things that they have to do at school things they have to fill out like as you know they'll sign up for the ACT for example so do we have the ability to say okay the entire 11th and 12th grade can sign up for the AC like do we have I know you talked about just class but do we have broader abilities to make at that level when they're trying to do these things like college whatever they got to fill out for college for a 12th grade year okay yes um and and actually only recently with the addition of Lightspeed were we able to limit it
059to a class prior to that we we had that broad where we could just do it by a grade band inside of our Google account so we have that ability yes and that speaking of my older ones or whatever so they have they have worked on the video and Film Production at another high school and it's been a great experience so I know I believe at least in some of their accounts they can use the online software be able to go to like the YouTube for the broadcasting things like that so are we able to as we need to as our film and video crew expands and their things that they're doing are we able to expand those things to the necessary accounts the necessary classes whatever for those people to participate and do those
060broadcasting things where we can have the TV program if they get there or when they get there things like as those software packages are evaluated and we figure out how it fits into our work environment yes and I ability and and I would say that I would like for y'all to discuss and I don't really know how to do it as we so for the next two years at least 11th and 12th grade so we will be adding classes in July adding teachers in July so of course ordering software will come in July as to how we can best expedite the access because there will be a lot more variety of classes as we get into 11th and 12th grade that maybe aren't the standard and we're going to get a lot so I I
061just asked y'all to look at how we can expedite that process with at least some of these classes that even might be a semester class because we say instructional time is valuable right so if there's only a semester class that's apusgov and it's the first semester well if they lose a week of class that's not necessarily a good thing or you know when they're trying to get through just their semester classes so I would like if y'all could look at kind of how we could um streamline or facilitate I don't want the right with still making sure we're protecting students and protecting our environment and protecting the access to everything but how we can best do this with bringing in new teachers because at that point we you know we'll hopefully have like repeat classes
062where it kind of becomes standard but the next two years of course we won't will be new things every year so it is a doctor Terrell described it's a real challenge in in ironically it's not so much the technology it's a financial issue it's that we're not allowed to pull the trigger on these purchase orders for the new school year until July 1 and in some cases in March we've already got the thing lined up we've we've you know said we are going to issue the purchase order on July 1 and we can't do it early you just can't so uh Wanda is one of those that I think of when people talk to the district office and say what do you guys do all summer I mean did you have a nice summer was
063it nice and relaxing and what one does July is like like Ms Mills balls for HR is is miserable because it's kind of like I mean when July 1 hits all this stuff she's got a roster it and she's got to open it up and and you know turn the things on and off and uh it but to answer your question we're very conscious of it for sure and uh hate the thought of losing that instructional time but you you do sometimes just run into the the that side of it the other issue becomes a Skyward issue with when the classes actually get created because you can't roster them and they can't start lining up until a certain point then there's some things that my understanding as Dr Taylor can't do until after that happens
064so um it's as schedules change and classes change and you don't want to roster a kid do a class that they thought they were taking and wound up not because they decided they wanted to do band or not do ban you know it's uh that your point is not lost for sure and it is increasingly especially over these next two years going to continue to be a challenge and thank you for giving us the detail I do appreciate it and I do appreciate everything you do every day and every month and every year for these kids and for our school system for our families so thank you for all the hard work very welcome yes wide but she triggered two additional comments one comment and one question the first is actually a question for you
065because you said so let's say that there was a student in French too where you've opened that roster up and the student changes to a different class does Lightspeed automatically or do you have to monitor that it sinks each evening with Skyward Skyward syncs to classlink which then syncs to light speed so overnight that they're access is changed appropriately once you know what to do okay and then my second one doctoral is since you said July 1 I'm assuming that's a budgetary issue yes yes would it would it help if there were some method for us to have preload to redirect some resources to be able to pull the trigger on some of these activities in March and build them into the previous fiscal year even if we may not enact it until it's a
066short answer from a budget perspective is yes um we just have to find it right okay it's just a question we'll follow up okay later we did something similar with Envision this year so that the teachers actually need to get that access yeah we did on the math was so massive um and it was it was uh we it was Rosales actually and with the board's help found the money and put it into the previous related question two so as our Rose and we have more of these licenses and more of the some of the industry stuff that's coming down the road that's going to cost some more money budgetarily it'll have an impact so um knowing that we've got to put more in that fund to be able to pay for these different things
067and licenses yes and I've and this is maybe exactly what you're describing and you're probably ahead of me I suppose if you did find the money somehow it would only take one year to get it ahead but if you decided all right we're gonna like you said in March sorry I'm synthesizing all the things you just said if you said in March we're going to take these funds and we're going to buy the 24 25 curriculum with it and then the budget that we're approving in March actually funds that we're going to buy ahead for the the next year don't yeah you'd only have to double up one year it'd be a big year it can be an issue as well because if you're committing to renewing it in March and you decide you want

070meetings with them and there are other groups involved including Dr Tyrrell that are doing multiple things to make sure that that's set up so we're we're looking for I think the last time they said it I think they're talking about a November 1 maybe I think we'd said fall break optimistically before it may be closer to November 1 but excited about that uh and and those conversations have led to some other uh analysis they've been a walk through of the building with both buildings excuse me with the with the SWAT team and gotten some good feedback there we've had to stop the bleed training we have fresh the emergency bags and the classrooms we just had a conversation with Blake Warren today as a result of the incident at one of the football games about
071having a second emergency bag that was available from the field house we've had AED trainings we've had CPR trainings project Adam some of these things were in the works but I I really feel like more than ever frankly oh a threat assessment training that just about the whole district office went through I feel like we're in a better place right now in terms of preparedness and response than we've ever been so I want to thank the board for for taking that early but there's really no action that I would recommend on the on the plan currently The Briefing on that next item next item is discussion on superintendent's contract I'll make a motion to get this I'm on the floor is there a second second we have a motion in a second I actually asked
072for this item to be brought to be added to the agenda um based on and Dr Harold touched on this earlier we have a local superintendent opening and so I was reviewing the superintendent's contracts for some of the local area municipalities and found kind of um through my discovery that from a competitive pay in the market that our pay may not be as competitive in the market as the other municipalities and so I would like permission from the board to take the superintendent's pay contract item to discuss and review with Dr horl and potentially bring his pay within what the market draw is at this point so that's my request of the board questions or discussion hearing none all in favor say aye aye any opposed motion passes next item next item is discussion on

074on that but just await your feedback on any other items you want on the annual agenda I know we've discussed deadlines before and trying to get it in the hands of lawmakers like before they actually go back so would a deadline be like November at the latest or November meetings so that we can have it finalized for yeah I think November would be a good idea um because I know last year it was the first year but Carterville hosted um all the muni legislative representatives and superintendent and I think maybe board chairs too I forget um and um and had quite a number of Representatives at that meeting so and that was mentioned that Paul shelter said he wanted to do that again this December so so that's probably a good idea is to aim

080a little context for this so we received some information this week that some foreign exchange students in Florida were displaced due to Hurricane Adalia and um we wanted to look at our policy and make sure that if we had willing host families here that we could welcome in these students who have come from other countries to experience what school is like to get them out of a situation through no fault of their own that's keeping them from enjoying the experience of American schools so coral and I spoke about it he's going to talk to Miss Pickens and look at several ways to amend our current policy 6.204 to allow for a little bitterly way and at the superintendent's discretion so it would be appropriate that this item will be on our October agenda or that's
081what I'd recommend I think there was a moment where it looked like there might be some urgent action needed and I think that moment has passed as those students were placed which is fortunate but it was a good um it's a good Catalyst because thank you Miss Pickens our student services director had already said this was a relatively new policy for additional contacts you'd already said that the deadline we put on because we were trying to make sure that we're not just dropping students on teachers and classes and programs at the last minute that being said so we so we put a June deadline for enrollment and she thinks for example that's just not realistic with the way these programs work so there are a couple of tweaks that I think if we could have
